[6:13] » Absolutely meeting. So [6:16] » excellent. We'll see how entertaining I can get. Uh [6:21] first thing we have is the 22 the runway 2 and 20 LED lighting project. Um I [6:27] would say that's about 98% complete. All the new lights are in, new conductors [6:32] in, transformer runways are back open. Um, all the papies have been installed [6:37] on runway 2 20 and 24. Uh, those guys will remain off until the FAA comes in [6:43] and does the flight check on them. Uh, we're just waiting for their scheduler [6:46] on that. So, uh, the ball's in the court. They have everything. That can be [6:51] from next week to three months from now. So, hopefully they get us on their [6:55] schedule and airplanes coming from this side. [6:58] » We >> Yeah, hopefully. So, u as soon as they [7:01] flight check that, verify everything looks good, uh we can keep those on and [7:05] kill another one on that and that project will be done. Um we're excited. [7:10] That is a that is the 100% funded grant from the state. So, that was zero match [7:14] funds from us to get all those lights swapped out. Um we are looking at a [7:19] couple we had a little bit of extra money left over from it. We're looking [7:22] at a couple um upgrades to the electrical system. one being uh the [7:28] regulators that actually power runway 624 and November. [7:33] Those are still the older regulators. They're well over 10 years old now on [7:37] that side. So when we moved we demoed that electrical vault that was kind of [7:42] over by Court Lane Aviation. Um that was the regulators for the small runway. [7:47] When that was all moved over, they there were new ones installed. So um this side [7:51] of the airport is completely brand new now. So, we're looking to replace those [7:55] regulators. So, everything on that system has system integrity [8:00] for the most part minus the few lights left to do on Delta and the Alpha [8:05] Corridor will be completely converted with new infrastructure on that. So, [8:10] definitely excited to get that wrapped up. [8:14] Uh the quick update on the tower, the [8:19] contract tower program. We officially um have submitted our application now with [8:25] the FAA. So it the ball is completely in their court. Um they'll come back to us [8:30] now um probably seeking more information. Usually uh basically what [8:35] you do is you do that memorandum of understanding which was signed by the [8:38] board downtown submitted to the FA basically saying we want to be a part of [8:42] the program you know welcome us in um they'll ask us then for the official [8:46] application which is um pretty much data we've already put together and they will [8:52] do the costbenefit analysis on it. it has to score a certain score in order to [8:56] be accepted into the program and I mean we believe that we will exceed that [9:00] without any issues with our traffic and proximity to community and stuff like [9:05] that. So um I'll keep you guys updated on that along the way. So there's [9:10] nothing that says it's basically an FA email address that is 10 miles long that [9:15] you send thisou to and it probably goes to 20 different people but there's no [9:20] receipt given to you. There's nothing. It just kind of sits there and when they [9:24] get back to you, they get back to you. So hopefully that's inside 90 days here [9:28] that we hear something. >> I'm still looking at five to seven years [9:33] and I should sell it. >> Um possibly if we can get this step [9:37] completed, then we're eligible for money from the feds. It opens it up uh to [9:43] anytime they have um tower money available, whether it be for the [9:47] sighting study, for the environmental, for the tower build itself, or radios [9:51] for the tower. We have to be hitting the program to accept those monies. So, [9:55] we're going to keep pushing the ball down the court even um without being in [9:59] the contract tower program. U we can pay for those in house and those are all [10:03] reimburseable. So, if we want to spend $100,000 of our general fund money, we [10:08] can start that study because a lot of those studies are good 18 24 months to [10:13] complete and uh we'll kind of run those in parallel so we're not completely if [10:18] we waited on the FA's timeline, we'd probably be 8 to 10 years before [10:21] everything was done. So, if we can keep everything moving, I would say it's like [10:25] three to five years to have a tower. So, that's what we're [10:30] hoping. That's what we're shooting for. >> Are you going to go ahead Excuse me? [10:33] [clears throat] Are you going to go ahead and spend some of your your fund [10:36] money for that? >> Likely to keep it rolling. We'll kind of [10:39] treat it like match money with our AIP funds um for other FA projects. So, we [10:45] have that available to us. I just I don't want to sit and wait um for the FA [10:50] to take a year to say that that's been completed. Now, you've been accepted [10:53] into the program. Now, you can start that process when really we can start [10:56] that process and have it be a reimburseable. So, [10:58] » so we kind of leaprog process. >> Correct. Yeah. So, [11:03] » do you have any timeline on when they're going to change this airport symbol to [11:07] blue on the charts? >> We're actually working on that um with [11:10] FISDO and with ATC. Um asking the question of why we can't change our 5010 [11:16] right now because we're we're towered full-time. We're here seven days a week [11:20] with certain operation. Um you can be a class echo. It doesn't have to be a [11:25] Delta to be shown as a controlled airport. There's plenty of other [11:28] controlled airports that are blue and uh are inside of an echo. So, um, waiting [11:33] on the airspace to change isn't really I don't see why we have to do that. So, [11:37] those are the questions I'm asking now because when I log into our 5010 form, [11:41] basically our master record with the FAA, I can check the box right now and [11:45] change it from uncontrolled to towered and put in our frequencies. So, if we [11:50] can do that now um, and have it to where it's actually on the charts on the [11:54] plates, that would alleviate a lot of confusion with that. So, [11:57] » are you going to go ahead and do that or >> Oh, yeah. I've initiated those [12:00] conversations already >> so that we could probably anticipate [12:04] some near-term cycle of the session in the week. [12:08] » It could I think it's a 56 58 day cycle on those. So from the time I check the [12:13] box it'll you know be a good 60 days before you actually see it published in [12:17] that way and have it on forflight and Garmin and everything. All the paper [12:21] charts >> forflight already has frequencies on [12:23] there. >> They do. That was an update they did or [12:26] we um actually myself and Jesse back there. Um we've pounded on their door [12:30] quite a bit. Um basically with different safety concerns saying can there be [12:35] something that shows that there's a temporary tower here. So that's when [12:39] they updated and on their main page it says temporary tower with ours and check [12:42] the note and stuff. So I'm kind of glad they did that. [12:46] » Well, we could officially declass anybody. [12:49] Uh I don't know that the airspace change will happen by then but we could be [12:53] controlled we'll show it will be shown as uh controlled airport as blue on the [12:58] map with tower. >> One of the questions they're asking is [13:03] do you have to have the ADIS to be controlled? Does the ADIS panel have to [13:07] be installed in the tower before we can show that or can it just still be an [13:10] AWAS with it being controlled? So these are all the questions they're supposed [13:15] to be asked for answering here shortly. Just the symbol is the most [13:19] » if it can just change that point and it's on what the class the airspace is. [13:24] It's like [clears throat] great 100%. So it would definitely [13:29] alleviate a lot of confusion. We still get stragglers in here that after a year [13:34] of it being here full-time, but multiple years of it being here that I had no [13:37] idea to was here. I, you know, it's like, well, you didn't check your notes. [13:41] And so, um, they kind of tell on themselves in that way. But [13:45] » yeah, at least if you have a blue, you know, for flight environment, [13:49] » you want to call the map up, it's gonna confirm that or start. [13:53] » Well, then it goes I mean, honestly, in all the new airplanes, all the push [13:56] button stuff, it's in the databases, so it's already switching to tower when [14:00] you're going to your next frequency. So, it' be it'd be nice to have all that [14:04] stuff loaded in there. Right now, it's not. [14:06] » Yeah. >> Um, [14:09] next item I have tax alpha. I'm still going ahead as planned. finishing up [14:13] final design on that. We're still slated for a September construction um on [14:18] Alpha. We are going to be sending out notifications uh very soon. We want to [14:24] be a few months ahead of the game to allow people to make plans for moving an [14:28] airplane, having in a different hanger, not choosing not to fly during that [14:32] time. Um but they're going to they're going to want to hit it hard, hit it [14:36] fast, and just do that 30-day project, get it done, and move out. So, um, we'll [14:42] be reaching out with a bunch of communication on that. [14:46] Um, kind of exciting. Our next after alpha is the master plan update for the [14:52] airport. So, first step in that is going to be advertising for with an RFQ for a [14:58] consultant to conduct the master plan study and build a new master plan. It's [15:02] a master plan update. Um, we are building that RFQ as we speak. Uh once [15:08] everything is approved by the FAA, we can send that out for u advertisement [15:14] and have everyone start responding having different firms respond to that. [15:17] Uh once we can start that before the grant is actually um administered. So we [15:23] can begin the selection process. That way that's all done this summer and we [15:27] don't have to start this process in fall when the grants come out for that. Kind [15:30] of gives us a leg up on getting that process done. Once the master plan is [15:35] started and completed, that is when it's really going to solidify all the things [15:39] we've been talking about for the last couple years as far as runway [15:42] configurations, extensions, different projects. This is the step to solidify [15:47] that and kill the other decoupling option for good. So, um, and honestly [15:53] really forecast the airport accurately for the next 10 years here. So, I'm kind [15:57] of excited to put that into motion and and see what they come up with. So, [16:02] we'll likely have a when the time comes, um I'll circle back with the advisory [16:08] board and we will have you um we're looking for two members off the board to [16:12] be designated to a selection committee that will help in um reviewing those [16:17] applications and submissions, rating them, and making recommendation on what [16:22] consultant we want to go with. That'll be comprised of two of my staff, two of [16:28] of you guys. Um Leslie, our adviser from the BOCC will be on that and also our [16:36] community development director from the county is also going to sit off. So [16:39] we'll have a pretty good team of guys looking at those uh selecting the [16:42] consultant. A lot of people are interested in in bidding on that or [16:47] throwing their hat in the ring for that. So they see Celane and how much it's [16:50] exploding up here and are pretty eager to come work up here. [16:54] Um gas. [16:57] » Yeah, gas is Brian. If if you need a volunteer, I'm happy to do it. So, [17:03] » absolutely. Yeah, that'll um we'll leave that up to the advisory board. Yep. >> We've we are doing ours a little bit [17:59] early um by a couple years just due to us exceeding our master plan. Our master [18:04] plan came out right before COVID COVID hit and I don't think anyone could have [18:08] forecasted what was going to be moving here and what was going to happen with [18:12] the airport. So we exceeded that plan three years ago. Honestly, if you look [18:17] at the forecasting in it and uh as far as [18:21] » the air traffic expectations, that's what you mean. [18:24] » Correct. Yep. Air traffic capacity uh type of client. Honestly, if you look at [18:29] like fleet mix and type of clients, everything has changed from what was [18:33] originally forecasted. [18:39] » Any other questions on that one? Um, I want to honestly just say a [18:45] general thank you. I know we uh seemed kind of harsh sending out our weed [18:49] notification letters to everyone, but with the way everything has been growing [18:54] this year, we started uh cutting weeds probably three weeks earlier than we [18:58] usually would have. So, definitely appreciate it. Our guys are working [19:02] round the clock to mow the over 800 acres that they take care of. So, as [19:07] soon as they're done getting to the other side of the airport, the other [19:09] side's ready to be mowed again. So, they're just doing this kind of bouncing [19:12] back and forth. But we appreciate it when all the hangers look clean and we [19:17] try and keep our side of the house real nice and tidy. So, um we had to get on a [19:21] couple people to get it looking nice, but we just we like it looking nice for [19:25] everybody. So, and it definitely increases uh the metrics of the airport. [19:31] So, definitely Thank you. Uh last meeting I briefly touched on uh the [19:38] airport constructing a couple temporary helipads for the US Forest Service uh [19:43] repel hot shot crew that's moving up here. Those pads are complete now over [19:47] by the old dog pound area. Um and the team is here. So they have their first [19:52] two helicopters. >> Yep. Yep. They've got their first repel [19:55] helicopter. Uh Hillrest is back with their bell over there. Um they have some [20:00] temporary like ConX box trailers over there that are going to be their [20:04] temporary office space until they figure out what they're going to do. But the [20:06] team is there and they're getting ready to go to work. So they're definitely [20:10] happy. Um love working with the airport and stuff on getting uh getting those in [20:15] for them. So >> we're going to have a larger population [20:18] of USFS and Idaho Department of Lands people here this summer. We could we [20:22] actually I believe this year there's less equipment slated from IDL where [20:28] last year we had uh four fire bosses and one type one helicopter. I believe [20:33] they're only getting two what plus a type one helicopter. [20:36] » That doesn't mean that's what's actually going to be sitting here as soon as [20:38] fires start. They'll start moving equipment up here. That that whole ramp [20:41] will be full. Um we are going to have one if not two heavy tankers actually [20:46] based here this year. So that'll be a little bit of change. They're not going [20:49] to wait till the fires here. They've already had one sitting here earlier in [20:52] the season till the California fires kicked off. Um, this is the first time I [20:57] think they said in like the last 1015 years that the tanker base is open in [21:01] May. It's actually open for business now. They could have a tanker come [21:04] through and move retardant through it. So, uh they're preparing for a pretty [21:09] heavy fire season this year. We're prepared for that. Um we've had a lot of [21:13] operational meetings with Stancraft Fueling um tower tanker base just to [21:19] kind of get everyone on the same page for a heavy busy season. So um we [21:24] included the flight schools in that same meeting just so they're kind of aware of [21:27] what to expect if things start getting really heavy with tanker operations and [21:32] stuff, what to expect as far as touching goes and everything. So um everybody's [21:37] on board, everyone's on the same page. So, looking forward look forward to the [21:40] season with them. Uh, quick construction update on Delta [21:47] 3, the little condo hanger project that's going on the Delta 3 extension. [21:51] Uh, they're getting all the footings in as we speak, getting ready to do [21:54] foundation work on that. Uh, they should have the road, the new Skyhawk Lane [21:58] extension, uh, final graded here in the next couple weeks, and then we're going [22:02] to start uh, replacing the gates down there, actually moving that Skyhawk gate [22:06] and getting that put in with that Atlas gate. So that won't be a dead end at the [22:09] end of Atlas there anymore. >> Um that'll have the normal access. You [22:13] won't have to go through Cessna and take that D2 is kind of going around by Jim [22:16] Walsh's hanger. You'll be able to actually come down Skyhawk and turn left [22:19] on Sakorski and do your normal route in. So [22:24] to mention, I don't know if anybody else has experienced this, but I find going [22:27] through that sit gate that uh getting that Arcada [22:31] pass to function. It seems to be bit of a delay getting through there. [22:36] » Interesting. Yeah, we can take a look at it. [22:37] » I don't know if that would be with the internet access in there. [22:41] » It could be the just the point to point where that radio is being seen from [22:45] there, but definitely they've got it. One thing I will caution, we've had a [22:48] lot of people say that they've noticed um a lot of people trying to tailgate in [22:53] that have nothing to do with the airboard menu. [22:55] » They're seeing it. Everyone's being funneled into that one gate. So, I think [22:58] people are just seeing it more. But I would just ask that from the airport [23:02] just use caution. If you do not know who's behind you, [23:06] block the gate. Don't let them in until they open the gate themselves. Um, and [23:11] use caution with pulling forward. By the time you pull forward enough to get off [23:14] the loops, they could pull forward enough to but get on the loops to [23:19] actually hold the gate open. So where where you'll think that they are using [23:22] their pass to open it, they're actually just their car is holding the gate open [23:26] like the safety loops that are in the ground. So [23:29] » yeah, >> I would say just pull forward enough to [23:30] clear those and arc until uh it starts to close and let it close. If it's [23:36] almost closed and opens back up, that that's from them. But [23:42] » just kind of do some due diligence. We've had some I will say one of the [23:45] things I'll lean into next is just um interesting security concerns around [23:50] here. Um interesting people are making their way into the airport on foot. Um [23:56] there's we had a couple people um around the museum that were very sus suspicious [24:02] people that entered the airport through the um reasoning of going to the museum [24:06] but then really had really no interest in the museum. We made contact with [24:10] them, took care of the whole thing, but definitely suspicious individuals. Um [24:15] we're probably going to be working on the near future here getting some [24:19] cameras on our gates, like on our main access points. For an airport of our [24:23] size to not have a single camera on our perimeter, it's not something we really [24:28] like and we need to change pretty quick because every concern we've had where [24:32] we've had the sheriff involved, you know, they're asking, "Cool, where's the [24:35] video?" You know, did you see them come in? What gate did they come in? What did [24:38] they look like? And just not in to get them. So, um, just be extra vigilant. I [24:43] would say as all all of us as users, just keep an eye out. Um, we're being [24:48] extremely attentive to our fence and our perimeter. Uh we found a lot of areas [24:52] where barb wires been pushed down on fence posts like up against hangers and [24:57] kind of dark corners where it would look like someone was hopping over the fence [25:00] in different areas. So um we had the sheriff is doing extra patrols out here. [25:06] We are having extra patrols out here with our guys out here in the middle of [25:09] the night. So um just be vigilant. If you see something, say something. Give [25:14] us a call. Give the duty phone a call and we'll go get involved with it. So, [25:18] » have you put an email to the airport? >> We're putting one together right now. [25:23] Just kind of a general watch for tailgators, watch for people that are [25:27] walking around that shouldn't be. Um, the tower is being extra vigilant with [25:31] people walking around out in the movement area. A lot of the time it is [25:36] just a tenant like walking out to the fuel island or to the airplanes across [25:39] the taxiway or something, but technically they shouldn't be there [25:42] unless they call the tower to be out there. So, the tower is reporting that [25:45] and having people go out and see what's going on. So, um just keep your eyes [25:51] out. We'll we like I said, we're going to be doing some enhancements. This [25:55] bicotta system allows us to do a lot of easy and very cost-effective things at [26:00] those gates. Now that they have the radio communication, we can do all kinds [26:03] of accessories on those gates to um be able to keep some extra eyes on some [26:08] things. So, um, final, [26:14] uh, item I have is the turf runway. Just want to give an update on that. Finally, [26:18] we kind of we're working with the FA for good better part of a year on having [26:23] them decide what they want to call it, whether it's in the RSA, it's an ALA, [26:28] what is it? Um we've based on recommendations from a couple other [26:33] airports and the FA now themselves um we're moving forward with the ALA um [26:39] alternate landing area model. Um it's a little bit more unofficial. We [26:45] definitely don't want it to be called a run. It's not a runway in any way. It's [26:48] too close for parallel runway operations, but it'll basically be [26:52] non-simultaneous operations at your own risk the same way it is now. just a [26:57] highly improved surface watered mode, the whole thing. So, we're still [27:03] deciding if it's even going to be honestly shown on the ALP. U it not [27:07] being an official landing area. It's an alternate landing area. That's the way [27:11] that Sun Valley does it. Uh it'll be very similar to their program, the way [27:15] they run it. The tower, there's a our LOA with the tower just says that the [27:20] airport is authorizing people to officially land out there at their own [27:24] risk. So the tower will say the same way they do now at your own risk. Pilot [27:28] acknowledges that you can use the runway landing area. [27:32] » They do it fails. >> Yeah. Yeah. Exact same. [27:37] » So we are actually going to be simplifying the construction [27:42] with that. Um we're going to be out there actually in the next few weeks [27:46] digging some test pits, checking the geo makeup of the ground out there. It's [27:50] already pretty stable. People land out there now and they're not sinking on the [27:53] mud. So essentially, we'll go in with the grater, roll off the vegetation and [27:57] the duff just a couple inches, get that out of the way. If we need to level and [28:02] bring up anything, we'll import a little bit of pit run from our pit, tap it with [28:05] top soil, compact it, and uh hydro seed it. So, we'll actually plant the correct [28:09] seed that's not going to build those like tough balls. I know Blair and I [28:13] were talking about that. And uh get the uh get the sprinklers out there, get it [28:18] watered, and um we're looking to do that October. I would like to I don't want to [28:23] do it too early. We're not in a rush to do it right now because essentially you [28:26] want that snow to sit on that new seed to help the seeds germinate. I don't [28:31] want to go strip that off and then it be just an open dust bowl all summer long [28:34] blowing around the edge of the runway. So, we'll wait until later season when [28:39] we start to see that rain again. will strip it, get the dirt work done within [28:42] a week or so, and uh possibly line that up with the closure, any of the closures [28:47] with the runway, the small runway for the alpha project where they're working [28:50] in the runway. We'll try and do the work at the same time and take advantage of [28:54] those. So, we'll get it seated next uh spring, summer should be pretty cool for [29:00] that thing. Actually have a nice runway out there. We'll go out and paint the [29:03] brackets on the ground. use our paint machine and actually show like you'll be [29:07] able to see from the air threshold that [29:12] » should be should [clears throat] be pretty nice. So, as soon as that's inked, [30:32] I anticipate a week or two and that'll be a done deal. And they'll they're [30:35] already moving forward with engineering on a lot of the ramp design and FBO [30:39] design over there. So, as soon as uh that kicks off, we'll get that RFP [30:44] advertised and see what we get as far as submissions on that as well for that [30:48] north area. [30:53] » We have a question. There's a really nice transitions that go through there and [33:10] bunch of grass parking area. So, uh on the gravel, we do have tie down cables. [33:16] Uh we can probably park at least 20 airplanes out there with tie downs. Most [33:20] of them have been told to bring their own stakes and claws and stuff to tie [33:24] down out in the grass. There's a good handful of them that are going to be [33:27] kind of museum quality airplanes that we're going to find some hanger space [33:31] for them. Um, you know, get them out of the sun, but um should be a pretty good [33:36] mix. It'll be kind of cool to see them all park. Is there any possibility like [33:39] on that Sunday evening >> where I I would imagine quite a few of [33:44] them will come up here that keep the tower open uh because it might get so [33:50] busy. There's a good chance they will already be staying open late. Uh I [33:53] actually have a meeting next week with the Forest Service to talk about their [33:56] extended tower hours going 5 to 10. So the tower is likely going to be open [34:00] till 10 at that time if the Forest Service thing goes through. So and it'll [34:04] be through the summer season. >> Yeah. [34:07] Yeah.
