can put you [3:33] there you go [3:35] thank you madam chair i have two things [3:36] on my executive report [3:38] first i want to say thank you that i'm [3:39] to the city council i'm very happy i'm [3:41] glad that you all decide to take me up [3:43] on my offer from several months ago to [3:46] send in an auditor to answer questions [3:47] that you had about specific projects i [3:49] thought that was a very good decision [3:50] good move there's nothing wrong with [3:52] that [3:52] although i do think spending one hundred [3:54] thousand dollars in taxpayer money is [3:56] wasteful when you had other means [3:58] available to you [3:59] at least you're doing it and that should [4:01] be that's something positive that should [4:03] be said so we have nothing to hide i'm [4:05] proud of the work that we've done [4:07] i know that you guys probably are too [4:08] and i think the people are happy with [4:10] the work we've done but what i would ask [4:12] in all sincerity is to be expedient get [4:16] in look at what you need to look at and [4:18] i'm not sure exactly what that is [4:20] seems like you're just looking for [4:21] something but nonetheless go look get [4:24] your answers and let's put this thing to [4:26] bed and move forward with doing our jobs [4:28] for the people that sit in paris so [4:30] thank you all [4:31] second item i have is [4:33] budget to actual comparison of major [4:35] city funds july 2022 preliminary i have [4:38] director tubes to my right if you have [4:39] any questions all right thank you very [4:41] much thank you [4:43] all right let's move on to executive [4:44] session cindy please read checkton [4:47] development group llc at al versus city [4:50] of lafayette at al [4:52] 15th judicial district court docket [4:54] number c-200 [4:58] state of louisiana parish with lafayette [5:01] all right any motion in a second enter [5:02] an executive session i have a motion for [5:04] mr not cash second for mr lazard miss [5:07] williams any public comments [5:09] i'm sorry mr mr no ma'am joseph yes [5:13] you threw me off there [5:16] you need to ask me oh i need to ask you [5:18] that question okay you know the question [5:20] can you explain why we're going to an [5:21] executive session sure [5:23] madam chair this matter involves pending [5:24] litigation in which lcg is a party and [5:26] because of the nature of the claims and [5:28] defenses asserted in this litigation [5:30] it's my opinion that discussion of the [5:32] litigation and open session will have a [5:34] detrimental effect on the litigation or [5:36] bargaining position of lcg for that [5:39] reason it's my opinion that an executive [5:41] session is permissible and appropriate [5:42] for discussion of the litigation and i [5:45] recommend that council go into executive [5:47] session for that purpose [5:48] thank you very much mr scott let me call [5:51] let's call for the vote district one [5:53] yeah district two yes district three yes [5:56] district four yes district five yes the [5:59] motion to introduce to enter executive [6:01] session is approved [6:03] all right thank you [6:20] see [6:36] thank you [11:25] if miss kizzy williams is in the [11:27] audience would you please approach the [11:28] deus [14:48] all right we are ready yeah [20:26] okay everybody's back i need a motion [20:28] and a second to return from executive [20:30] session have a motion for miss a bear a [20:31] second from mr lewis um [20:34] do we need public comments at this point [20:39] no speakers okay [20:41] all right let's call for the vote to [20:42] return from executive session strict two two [20:48] three oh yes district three yes district [20:51] four yes district five [20:54] district one [20:56] the motion to return from executive [20:58] session is approved [20:59] all right i also need a motion a second [21:01] to accept legal's recommendation [21:03] uh [21:04] i have a motion for mr lazard a second [21:06] for mr mr uh nakan [21:08] um any public comments miss williams [21:11] all right let's call for a vote to [21:12] accept legal's recommendation district [21:14] three yes district 4 yes district 5 yes [21:19] district 1 yes district 2. [21:25] the motion 2 accept legal recommendation [21:27] is approved [21:28] all right let's move on to resolutions [21:30] this is a public hearing and speaker [21:32] sheets are available for anyone wishing [21:33] to address the council a three-minute [21:35] rule does apply [21:37] cindy please read [21:38] city resolution 29 2022 a resolution of [21:41] the lafayette city council authorizing [21:43] the submission of a joint application [21:45] with the lafayette parish sheriff's [21:47] office with the u.s department of [21:49] justice for a 2022 bja jag [21:53] assistance grant for the lafayette [21:55] police [21:56] i need a motion in a second i have a [21:57] all department [21:58] motion for mr lazar the second for miss [22:00] a bear i'm not seeing any council [22:02] discussion any public comments [22:05] we do have one speaker stephanie skinner [22:07] touchette [22:20] hold up yeah we can't lose a quarter sit [22:22] down [22:26] nice to see you great council [22:28] i just wanted to let the sheriffs know [22:30] that [22:31] some sheriffs aren't playing ball with [22:32] the department of justice a lot of them [22:35] are treasonous traders [22:36] that have been have been bought off and [22:39] they don't uphold the constitution in [22:41] their traders these are the people some [22:43] sheriffs [22:45] won't do business with them anymore so i [22:48] want our sheriffs to know that a lot of states are actually using [22:53] state law and running these three letter [22:55] agencies out of their community [22:58] like the federal government the fbi the [23:00] doj [23:02] the epa [23:05] you know all these different [23:06] three-letter agencies so i want our [23:07] sheriffs to be really careful [23:09] because these are the people that target [23:12] christian conservatives [23:13] they really do and they called people [23:16] that went and talked to school board [23:18] meetings terrorists these are the kind [23:20] of people we're dealing with so i would [23:22] like our sheriffs [23:23] you know just to know what's going on [23:25] and i'm sure they do [23:26] and it's very important i think we can [23:29] do everything internally and because we [23:31] know what justice is why do we need them [23:34] you know what i'm saying we know what [23:35] justice is we they have our sheriff's of [23:37] holding to the constitution so why do we [23:40] need them lording over us when we have [23:42] each other so that's what i want to say [23:44] thank you thank you very much all right [23:47] i'm not seeing any other public comments [23:49] all right let's go ahead and call for [23:50] the vote to adopt the resolution [23:51] district 4 yes district 5 [23:54] yes district 1 yes district 2 yeah [23:58] district 3 yes the motion to adopt is [24:00] approved city resolution 30 2022 a [24:04] resolution of the lafayette city council [24:05] authorizing the filing of an application [24:07] for the stuller foundation for grant [24:09] funding [24:11] i need a motion in a second i have a [24:13] motion for sanaka second for msa bear [24:15] i'm not seeing any council discussion [24:17] any public comments no man let's call [24:19] for the vote district five absent district one yes [24:25] district yes district three [24:27] district four yes the motion to adopt is [24:30] approved [24:32] city resolution 31 2022 a resolution of [24:35] the lafayette city council authorizing [24:37] the following of a grant application [24:39] with the louisiana office of state parks [24:41] land and water conservation fund [24:44] all right any motion in a second uh a [24:47] motion from miss a bear second from mr [24:50] lewis [24:51] um [24:52] [Music] [24:53] not seeing any council discussion any [24:55] public comments no ma'am [24:56] all right let's go ahead and call for [24:58] the vote to adopt the resolution [25:00] district one [25:01] yes district chief yes district three [25:04] yes district four yes district five yes [25:08] the merchant office approved [25:10] city resolution 32 2022 a resolution of [25:13] the lafayette city council initiating an [25:15] investigation [25:17] of the executive branch of the city of [25:19] lafayette for the specified purposes [25:21] identified here in pursuant to section [25:24] 2-08 [25:25] of the lafayette city parish [25:27] consolidated government home ruled order [25:29] all right any motion in a second [25:31] a motion for mr bear a second for mr [25:33] nakan i'm not seeing any council [25:35] discussion oh just kidding mr not camp [25:38] um just a quick question i understand [25:41] the importance of this resolution and [25:44] how [25:44] everybody wants transparency especially [25:47] the administration [25:49] our mayor president made a statement on [25:50] that tonight but i do have a question [25:52] for legal [25:55] if you don't mind [25:56] mr logan could you get him hot please [25:59] oh let's see mr woken are you [26:02] in a cfo spot is that it [26:05] and this um resolution miss logan if if [26:08] it comes forward [26:10] and [26:11] we're starting this investigation and [26:13] we're getting disclosure on a lot of the [26:15] things happening [26:17] and this is public records basically [26:20] is our [26:21] position strong in our litigation we [26:23] have ongoing in these cases does that [26:25] jeopardize our position that we have [26:28] it could [26:29] i look mainly at section three to answer [26:32] your question of the resolution [26:34] compliance with the charter federal law [26:36] state law local law and lc policies and [26:39] proceed lcg policies and procedures [26:42] we're currently in litigation in federal [26:45] court we sued for decla declaratory [26:47] judgment [26:49] and the u.s attorney removed it to [26:51] federal court [26:53] we had some positive developments in [26:55] that case [26:57] united states federal judge kane [27:00] gave us a reconsideration of dismissing [27:03] st martin parish i think we filed our [27:06] amended petition in that earlier this [27:08] week [27:09] or friday excuse me i forget that [27:12] yesterday was a holiday [27:14] so pending litigation [27:17] both in federal and state court we have [27:20] two actions with say morton parish so [27:23] there is a judicial branch that handles [27:25] that we're entitled to [27:28] certain procedures in due process [27:30] and any investigation [27:33] by [27:34] the auditor [27:35] or [27:37] the independent auditor we may have to [27:39] block some of that because his report [27:43] will be [27:44] public it's required to be public under [27:47] our charter [27:48] so it's a very broad resolution that's [27:52] drafted here [27:53] i do not think it's narrowly tailored [27:56] and [27:57] if it starts getting in the way of any [28:00] of the litigation we will have to go to [28:02] court and seek an injunction [28:04] so uh [28:06] it's just order expressed some of the [28:08] same concerns to me early when i had a [28:10] conversation with him regarding this now [28:12] passing this resolution doesn't mean the [28:14] audit is moving forward necessarily [28:16] because for one thing there's no money [28:18] appropriated for it so passing this [28:20] resolution is a mute issue unless we [28:23] actually move the audit forward would [28:24] that be correct in stating that [28:27] that's my understanding but i go back to [28:29] we are currently in [28:31] litigation as lafayette consolidated [28:34] government parish a lafayette city of [28:37] lafayette and now [28:39] this resolution [28:41] if passed wants another person to come [28:44] in and investigate [28:46] while [28:47] that litigation is pending and it's an [28:50] adversarial process correct so [28:53] i mean section three is very problematic [28:57] and i understand that okay uh i'm i'm [28:59] gonna chime out for right now okay [29:02] thank you [29:04] um [29:04] i would like to say basically you know [29:07] questions that were presented to the to [29:09] the [29:10] administration that just need to be [29:12] answered are questions that are within [29:15] our purview we should have those answers [29:16] i don't think there should be any issue [29:18] with us asking asking the questions that [29:20] were presented earlier as far as any [29:22] cases moving forward so we we as a [29:24] council should have access to that [29:25] information so um i'm i'm just gonna i'm [29:29] gonna hold it off on that but that's the whole point of us moving [29:32] forward is to basically get some of [29:33] those answers [29:34] um [29:36] mr nakhan do you you're pressed again [29:38] yes ma'am okay but you're too down there [29:40] how'd you do that and i agree with your [29:42] comments i can't [29:44] i don't know why it's there [29:47] i can't give you oh there you go oh here [29:48] we go uh i agree with your comments but [29:52] this resolution doesn't address the 18 [29:54] questions and that's another thing i [29:55] wanted to say that this is a lot more [29:58] beyond the scope than what was [29:59] originally addressed with him [30:01] that this is way [30:02] past that and and and he had a concern [30:05] over the wording of this resolution at [30:07] the time that i spoke with him and let [30:09] me let me just chime in i spoke with him [30:11] too today right and basically the [30:13] questions that we talked about answering [30:14] were the initial things that we talked [30:16] to him about and that's what that is in [30:18] this resolution that's where we're [30:19] starting well that's everything beyond [30:21] that is something that may be [30:24] necessary depending on what we found out [30:26] through these this first part of the [30:27] investigation so and but the resolution [30:30] doesn't state that anyway [30:32] and then we may differ on that so yeah [30:34] okay resolution doesn't state that [30:36] however that being said [30:38] passing this resolution today doesn't [30:40] necessarily start trigger the [30:41] investigation yet we still have to be [30:44] funded and we have to look at that and [30:45] that's another discussion for two weeks [30:47] from now [30:48] so uh there are some things that need to [30:50] be in place yes at this point uh mr [30:52] logan i agree with your assessment but i [30:54] feel like we need to move forward with [30:56] this um [30:58] mayor president's on board with the [30:59] they're okay to try to look at this but [31:01] i think we need to take a hard look [31:03] before we jump into with both feet that [31:06] we're not jeopardizing ourselves with [31:07] pending litigation we already have that [31:09] would be crazy that would be very [31:11] responsible as a council as a government [31:14] i wouldn't want the administration to be [31:16] put in that place someone would legal [31:17] don't have to be put in that place [31:19] because now we're basically fighting [31:20] ourselves [31:21] and that that's when it gets bad that's [31:23] when it gets wrong so anyway that's all [31:25] i have to say all right thank you all [31:27] right i'm not seeing any other any other [31:29] council discussion any public comments [31:30] we do have three speakers signed in the [31:32] first of which is jeff daly followed by [31:35] carrie williams [31:43] jeff daly city council district 2 [31:45] resident property owner i'm here to [31:47] speak strongly in favor of this [31:48] resolution i wish we didn't have to [31:50] spend the time and money on this [31:51] investigation but the mayor president [31:53] has left us no choice [31:54] both by his actions and his inaction his [31:57] new pace of government has been breaking [31:59] laws left and right let's take a look at [32:01] what's gone wrong just with the saint [32:02] martin's parish spoil bank removal in [32:04] term i actually had to create an [32:05] illegality tracker to keep track of [32:07] everything things that are totally [32:08] illegal i'm removing spoil banks without [32:10] a parish permit blocking a navigable [32:12] waterway without a core permit [32:14] pay more than the appraised value for [32:15] land buying land without council [32:17] approval there's no question that those [32:19] things are all illegal and all happen on [32:20] this one project things that are [32:22] probably illegal doing a no-bid contract [32:24] of three plus million dollars stealing [32:26] dirt and trees from without a [32:27] landowner's permission removing the [32:29] spoil bank without a core permit and [32:31] using city money for a project outside [32:33] of city limits there's also a whole host [32:35] of bad policy making that may or may not [32:37] be legal but we ignored our neighbors [32:39] concerns about a regional drainage [32:40] project really solid tainting that [32:42] relationship for potentially years to [32:44] come um we lied to our neighbors about [32:46] our actions and our intent we paid a [32:49] total of 140 per cubic yard to move this [32:51] dirt when the typical market rate is [32:53] more in the 10 to 20 kind of range we [32:56] didn't have final engineering plans when [32:57] we did the work we lied to the press [32:59] about the ordinances and what actually [33:00] was included in there when i say we i [33:02] mean the administration um they used [33:04] city money instead of state capital [33:06] outlay money and didn't properly inform [33:07] you guys about that that was their [33:09] intent and they moved less dirt than was [33:11] modeled to justify the project in the [33:12] first place [33:13] he's also lied to the public repeatedly [33:15] about his signature drainage projects [33:17] take for example the supposed benefits [33:19] of the homewood drive pawns he claimed [33:21] that ul sent a memo supporting this [33:23] project he told you guys that in this [33:25] room but that is simply not true in fact [33:28] when we did a public records request to [33:29] get that memo from him he said he didn't [33:31] have it so we got the member from ul and [33:33] you know what the memo says based on [33:35] their research they don't project that [33:36] project will mitigate any flooding so a [33:39] 40 million dollar set of ponds that [33:41] won't mitigate any flooding [33:45] so this isn't just about actions this is [33:47] also about inactions according to the [33:49] charter the mayor president is obligated [33:51] to produce whatever reports you guys [33:53] require in order to do your jobs [33:55] yet when the city council requested [33:56] answers to drainage questions he refused [33:58] to answer them he didn't even fake that [34:00] he cared about respecting your authority [34:02] by trying to answer some of the [34:03] questions he just said nope i'm not [34:04] going to answer them at all and said you [34:06] guys go figure it out on your own as a [34:08] result of this and so much more i [34:09] believe the city council has no choice [34:11] but to not only initiate this [34:12] investigation but to take it seriously [34:14] and unfortunately uh councilman aquin [34:17] this will be an adversarial process [34:19] because of the situation that we're in [34:21] it's your job to hold the administration [34:23] accountable when they do things that are [34:25] illegal and that are wasting our [34:26] taxpayer money city taxpayers deserve to [34:29] know what's going on with our money so i [34:30] ask that you all stand up do the right [34:32] thing and protect our city's interests [34:34] by voting yes not just to approve this [34:36] resolution but also the ordinance to [34:37] appropriate not because [35:36] i respect the city of lafayette and i'm [35:38] already never lafayette and i [35:41] respect [35:42] the recovery center in lafayette but [35:45] when somebody lie [35:46] about a lot walmart [38:05] but [38:07] walmart [38:09] i would rather do business with our [38:11] local vendors our local grocery stores [38:14] because when the whole code lockdowns [38:17] the government took over and said [38:18] walmart was essential and shut down all [38:21] our little businesses and we have to be [38:23] careful of these big box stores because [38:26] the government can swoop in and they can [38:29] turn them into big vaccine clinics they [38:31] can turn them into [38:32] food rationing clinics they can turn [38:35] them into [38:36] you know people go and get your rations [38:39] and so i would like [38:41] and plus a lot of the goods in walmart [38:43] are made in china and they're a poor [38:45] quality and big box chains they come in [38:48] and they take out all the little mom and [38:50] pop businesses like i remember when the [38:52] walmart [38:53] went to abbeville like main street and [38:56] kaplan all the little mom-and-pop shops [38:58] you know closed down and stuff [39:00] so i don't know what's going on with [39:01] walmart [39:03] but i would much rather see us do [39:06] business with vendors [39:08] local [39:09] i don't shop at walmart so i like to [39:12] shop local in the local stores so i [39:14] appreciate that [39:16] thank you [39:17] all right any other public comments all [39:19] right let's go ahead and call for the [39:20] second to amend [44:42] i have a motion for miss a bear second [44:44] for mr lazard any council discussion on [44:46] the amendment [44:48] not seeing any any public comments on [44:50] the amendment approved [45:26] city ordinance 136 2022 in orders of the [45:28] lafayette city council amending the [45:30] fiscal year 2122 operating budget of the [45:32] lafayette city parish consolidated [45:34] government by decreasing council [45:36] reserves and fund 650 american rescue [45:39] plan 21 city fund in the amount of 750 [45:42] thousand dollars and appropriating [45:44] within the community development and [45:46] planning department for disbursement to [45:47] acadiana black nurses association and [45:50] sun wellness center [45:52] all right i need a motion and a second [45:56] i have a motion for mr lazard [46:00] i'm not seeing a second [46:04] i'm looking not seeing a second so i [46:06] think okay it fails basically it fails [46:08] for lack of second [46:11] so you're good [46:12] all right let's move on to joint [46:16] ordinances for final adoption this is a [46:17] public hearing and speaker forms are [46:18] available for anyone wishing to address [46:20] the council the three-minute rule does [46:21] apply [46:23] joint ordinance 36 2022 a joint owners [46:26] of the lafayette city council on the [46:27] lafayette parish council redesignating [46:30] article 10 of chapter 98 of the [46:32] lafayette city parish consolidated [46:34] government code of ordinances as article [46:36] 4 of chapter 98 and repealing and [46:38] re-enacting article 4 of chapter 98 to [46:41] provide for the regulation of commercial [46:44] pedal carriages [46:46] all right i need a motion in a second [46:47] first and i have a motion for mr nakan a [46:50] second from miss a bear and let's see [46:52] we're going to have a little council [46:53] discussion mr nocam [46:55] um [46:56] council chair cook you and i had a [46:58] discussion earlier today and i didn't [47:00] see it in this ordinance but asked ms [47:02] slymon could maybe clarify this [47:04] um i think you and i both understood [47:06] that there would be some restrictions as [47:09] to the travel of these vehicles yes miss [47:12] lyman is not here right now but i think [47:13] paul can help us out with this the [47:16] shared mobility [47:18] board [47:20] paul you [47:22] shut up let's see [47:23] sure [47:24] are you on okay [47:27] all right if you can kind of clarify i [47:28] think the concern is [47:30] where this pedal pub is going to be [47:31] allowed to go and so [47:34] i actually wanted to put some [47:36] restrictions in terms of three areas we [47:38] talked about but you told me that that [47:40] particular board would have oversight if [47:42] we you know if we express that with that [47:44] board they would they would grant that [47:46] oversight as far as restricting it only [47:48] to say let's say downtown to ul campus [47:52] and oil center so help me out with that [47:55] clarity sure the the structure of the [47:57] ordinance um pedal pub or [48:00] commercial pedal carriages otherwise [48:02] known as pedal pumps [48:04] were integrated into chapter 98 under [48:07] shared mobility devices [48:09] within that structure there is what's [48:11] called the [48:12] smd management committee [48:15] that [48:16] particular body has already been [48:18] established and has been managing issues [48:20] related to [48:21] scooters electric bikes etc [48:25] but would also [48:27] manage the day-to-day operations [48:30] of now what's considered a pedal pump [48:33] under that particular structure [48:36] and just for your your information for [48:38] the benefit of the council's information [48:40] that smd management committee is made up [48:43] of the director of the development and [48:46] community development and planning so ms [48:48] slyman [48:49] the director of lcg's public works so mr [48:52] naveau [48:54] lafayette police chief or his designee [48:58] the director of traffic roads and [48:59] bridges that would be mr warren aberdeen [49:03] university police chief in the [49:05] university of louisiana lafayette or his [49:07] designee [49:08] director of downtown development [49:10] authority and the lafayette mayor [49:12] president or his designee and so you'll see that a lot of the interests [49:18] are covered across the board and that [49:20] management committee is [49:23] authorized to promulgate [49:26] supplemental rules and regulations as it [49:28] relates to the operation and use of [49:31] these particular devices [49:34] specific to [49:36] all types of things including but not [49:38] limited to [49:40] the use operation and geographical [49:42] limitations if any they wish to impose [49:46] on the operation of those particular [49:48] vehicles and so [49:50] the notion is is that the council [49:52] establishes the structure and you really [49:54] don't want the council getting into the [49:56] day-to-day operations because you'd have [49:58] to pass an ordinance or amend this [50:01] ordinance every time you want to change [50:02] a supplemental rule [50:04] the smd management committee meets and [50:07] promulgates those rules [50:09] and under the ordinance those rules are [50:11] declared to be part of or supplemental [50:14] to this ordinance so [50:16] concerns of neighbors concerns of the [50:18] police as to where they want them to be [50:21] or not be that can all be dealt with and [50:23] managed through the smd management [50:26] committee [50:27] and it is my understanding that that's a [50:29] public meeting as well so that is when [50:31] they have that meeting you if you have a [50:32] concern you you can go to that meeting [50:34] and express your concern that if you [50:36] don't want it in a particular area right [50:38] that's correct okay all right [50:40] so we should not need protection for the [50:43] residences near the downtown area near [50:46] ul area [50:48] for [50:49] these uh carriage [50:51] uh commercial pedal carriages from tr [50:54] traversing those roads and creating [50:56] disturbances to those residents living [50:58] there not be a problem the smd [51:00] management committee can uh address [51:02] those and and deal with those okay all [51:05] right [51:08] andy if this also makes you feel better [51:10] what that particular pedal pub business [51:12] still has to do we're maybe granting [51:14] them the right to operate but they still [51:16] have to go get permitted they have to [51:18] follow all the city ordinances with [51:20] noise um [51:21] litter all those things that they still [51:23] have they have to jump through several [51:24] hoops before they can actually start [51:26] operating so we're just giving them the [51:28] green light okay now you're able to go [51:30] you got to pay for your permit and do [51:31] all those things so i don't want to over [51:33] regulate them but i surely do want to [51:35] protect the neighbor and i i think [51:36] that's we should be definitely have that [51:38] as as a top priority so [51:41] all right mr lewis you have a question [51:43] as well [51:43] yes my question is how many [51:46] right now we talk about only one [51:48] person that's going to have this pedal [51:50] bar or are we talking about opening it [51:52] for anyone we have one that's coming [51:54] okay okay we have only one so anyone [51:57] else can if they're interested in having [51:58] a [51:59] pedal bar they can operate [52:02] they could come before us just like this [52:04] one did and we actually could use this [52:06] one as a model and see okay if after a [52:09] year for their permit they get a permit [52:11] for a year after that year we're [52:13] watching to see how they do we're [52:14] watching to see if they contribute to [52:16] the economy we can make sure that [52:18] they're following all the ordinances and [52:20] regulations and then if another one [52:22] comes up and looks for another business [52:24] similar to it [52:25] we have we we know what to be looking [52:27] for we have the thing we have one that's [52:29] already in place so we can use that to [52:31] figure out oh we want to change this or [52:32] this worked or that didn't work so um [52:35] you know this this franchise has been [52:36] around 20 years and i realize one size [52:38] does not fit all every city is different [52:41] but it does come with a pretty stringent [52:43] set of rules on its own that that [52:45] business has to follow and then we're [52:48] going to layer some other specific of [52:50] our own you know regulations and rules [52:51] here in the city of lafayette in the [52:52] parish on top of that so you know i [52:55] think there's some oversight but but i i [52:57] hear what you're saying we don't want to [52:59] have you know [53:00] by opening the door but you you could [53:02] say that same argument with a trolley [53:04] company trolley companies are in town so [53:05] how many trolley companies have [53:08] we restricted them but but then this is [53:10] not orange to orange a party bus is [53:12] totally different trial is totally [53:14] different from someone peddling a bar [53:17] okay but my question is i guess you're [53:19] answering that [53:20] anyone that would like to open have a [53:22] business like that or join this [53:24] franchise they can [53:25] or they have to come in from the council [53:27] if they want to join this franchise if [53:29] we're going to have another pedal pub in [53:30] the community it's my understanding i'm [53:32] not sure paul if that's correct it would [53:33] have to come before the council no no [53:35] they another company no okay they would [53:38] have to apply for a permit [53:41] and there's the permit application [53:43] process is pretty detailed it requires a [53:45] lot of different information [53:47] uh there's like [53:49] just scanning through it there's 23 [53:52] different items that has to be provided [53:54] in terms of insurance information [53:57] operation information up to date on you [54:00] know [54:01] taxes [54:03] registration [54:04] qualification of their of the operator [54:07] that's going to be on that particular [54:09] carriage there's a lot of different [54:10] information so if certainly if they [54:14] qualify and are able to provide all of [54:17] this sufficient information then they [54:20] would be entitled or be able to obtain a [54:23] permit but they have to go through that [54:25] same process anyone else would [54:27] okay i'm a yield for now [54:30] and then the renewal every year [54:32] basically [54:33] there's that issue that if it's if [54:34] they're not doing something correctly [54:36] the permit could be pulled at any time [54:38] if they're not following the rules is [54:40] that right paul [54:42] there is a [54:43] permit there's a process by which their [54:46] permit can be pulled for [54:49] not complying with [54:51] the chapters regulations which include [54:54] all other regulations that we have like [54:56] for instance noise etc okay [54:59] all right thank you mr aber [55:01] no i think my question was just answered [55:03] because we are embarking on something a [55:04] little different and i think they're i [55:06] can understand everyone's concerns i [55:08] love the idea i'm excited about seeing [55:10] this come in that area [55:11] uh but let's say it's absolute disaster [55:14] and we [55:15] this just causing chaos in the streets [55:17] could we no pun intended peddle back on [55:20] this yeah but it sounds like we can yeah [55:22] okay well perfect i think [55:24] nothing wrong with that if it's a [55:26] horrible idea it's keeping everyone up [55:27] and nice trash in our streets we can [55:29] always pedal back [55:30] so i support this thank you okay [55:35] all right i'm not seeing any other [55:36] council discussion we're good for the [55:38] moment all right [55:39] any public comments [55:43] we do have a [55:44] public comment robert garcia [55:50] and he will be followed by stephanie [55:51] carney dugan [55:58] good evening [55:59] my name is robert garcia a small [56:02] business owner and [56:04] i purchased the petal pub franchise [56:07] for lafayette parish [56:09] and i'm here to answer any questions you [56:12] may have [56:14] can you give me a just kind of well [56:16] actually we're going to talk about in a [56:17] minute the byob so just maybe sit tight [56:20] on that i might call you up to explain [56:21] how how the franchise actually regulates [56:24] that um on top of what we might be doing [56:26] but i don't have any questions of any [56:28] other questions of robert does anybody [56:29] have any i think that's regulated in the ordinance it is but they even do [56:34] even more robert i have a question for [56:35] how many will you start off how many [56:37] will you have [56:39] they prefer us to start out with two [56:41] petal pubs but they're pretty expensive [56:44] it's about seventy thousand dollars per [56:46] unit [56:47] for the quadricycle [56:49] so uh i'm not sure right now [56:52] if the bank is going to approve two or [56:54] not so we're definitely good for one to [56:56] start and then the idea is if we start [56:59] with one we'll add a second one if [57:00] there's enough demand for it [57:03] okay [57:05] all right not seeing everybody's good no [57:07] other questions all right thank you [57:08] robert [57:10] stephanie corney dugan [57:16] thank you stephanie corney dugan i'm a [57:18] resident and a business owner in [57:19] lafayette and [57:21] i really would like to kind of [57:25] just caution the council because [57:28] if you think about where ul [57:31] territories are and boundaries are [57:34] it seriously impacts the saint street [57:37] areas and again [57:39] those areas that have been [57:41] bombarded with short-term rentals and [57:43] we've kind of seen [57:45] the horizon on that that isn't it hasn't [57:48] been good [57:49] and these pedal bars i've spoken to mr [57:52] garcio on the phone at length [57:55] but i have not really received the [57:59] warm fuzzy feeling that i'm looking for [58:02] with these are they're coming through [58:04] our neighborhoods at up to midnight [58:07] every night every night of the week [58:10] and [58:11] if you think about how close we are [58:14] again to ul property and to [58:17] downtown in city hall [58:19] we have people that come to our [58:21] festivals and [58:23] they [58:24] are [58:26] somewhat inebriated in our neighborhoods [58:28] and they're [58:30] looking for police places to use the [58:32] bathroom and they're looking for a [58:35] places to [58:37] kind of rest and recuperate from their [58:41] intoxications and we've been the [58:44] recipient of this [58:45] and i know that many of you live out in [58:48] neighborhoods that have not been [58:49] affected by this [58:51] but we have truly been affected by this [58:54] and this is nothing but a mobile bar [58:57] that can [58:58] go into areas where [59:01] we don't have bars right now we should [59:04] really consider strongly where we are [59:07] allowing bars to open up and operate [59:10] within the city of lafayette and how it [59:13] will be affected when we have visitors [59:16] in that maybe don't know all the rules [59:19] and restrictions that will be [59:21] put upon [59:23] either mobile bar or [59:25] on any other bar any other short-term [59:28] rental for that matter [59:30] so i would ask that we [59:33] step back [59:34] and really again [59:36] put this and defer this give the [59:39] community time to think about this and [59:42] make their comments because i only found [59:45] about that found out about this tonight [59:47] by happenstance [59:49] and i don't want the community to be [59:51] taken [59:52] [Music] [59:54] happenstance [59:55] hostage [59:57] by [59:57] the [59:59] passing of this ordinance [1:00:01] so [1:00:03] this is final passing this is not [1:00:06] going to be any type of other hearing so [1:00:10] the idea that somebody goes out and [1:00:12] purchases a franchise doesn't mean that [1:00:14] it has to actually go [1:00:18] thank you paul can i ask you according [1:00:20] to the ordinance the hours of operation [1:00:22] end at 10 is that correct [1:00:24] uh no for pedal carriages it's uh [1:00:27] midnight [1:00:28] i thought it was 10 operation between 10 [1:00:30] and 6 in the morning that's that's other [1:00:32] shared mobility devices oh okay [1:00:34] but they need to be parked and done [1:00:37] before midnight before midnight yeah [1:00:40] all right mr nocam um i express [1:00:44] miss corney dugan's [1:00:46] sentiments and that [1:00:48] insurances we need to make sure that [1:00:50] this board [1:00:51] does protect the residences that they do [1:00:53] restrict this travel [1:00:55] to the ul campus and not outside the [1:00:58] campus i'm talking johnson street down [1:01:00] to lewis street to drive park to st mary [1:01:04] to university and back up i mean that's the university area there i would [1:01:08] consider ul but that would be the [1:01:11] restriction [1:01:12] we need those insurances so i'm asking [1:01:14] the board [1:01:16] and again i asked mr ascot we should be [1:01:18] able to cover our basis with that with [1:01:20] this ordinance and of course it's only [1:01:22] good for a trial run for one year anyway [1:01:24] but am i correct in making those [1:01:25] statements [1:01:27] that people should be able to protect [1:01:28] the residences [1:01:29] in those areas [1:01:31] i guess the best way i can answer that [1:01:33] is the smd management committee is [1:01:35] authorized to geographically restrict [1:01:38] the [1:01:40] commercial pedal carriages [1:01:42] to address any concerns or issues [1:01:45] that need to be addressed and of course [1:01:47] the [1:01:49] franchise applicant i'm sure he [1:01:51] understands the situation scarcity is [1:01:54] that correct [1:01:57] you you understand what's going on with [1:01:58] the protection of the residences [1:02:01] yeah please come up and speak to that [1:02:04] i mean you're going to have drivers [1:02:06] you're going to be responsible for the [1:02:07] people who are running the carriages [1:02:09] in the streets i mean there will be an [1:02:11] understanding of that correct [1:02:13] yes sir uh i've owned and operated [1:02:16] establishments with alcohol permits for [1:02:18] 20 years and i haven't had any [1:02:21] significant issues and of course with [1:02:24] the city ordinances in place there'll be [1:02:26] adherence to those anything that's [1:02:28] reported will be a knock on you a black [1:02:30] mark and it could immediately pull you [1:02:33] permitting so i'm sure you'll be [1:02:35] adhering to those regular regulations [1:02:37] and ordinances that we put forward [1:02:39] uh from here on out yes sir take it very [1:02:42] serious uh you have to yes i have to you [1:02:45] know [1:02:51] yes sir um uh as uh [1:02:54] councilwoman uh cook [1:02:56] mentioned uh this business has been [1:02:58] operating for quite some time right and [1:03:02] um so they have uh over the last three [1:03:05] or four years begun to franchise it had [1:03:07] a venture capital company come in [1:03:10] and purchase the uh the business [1:03:13] and uh begin franchising it [1:03:16] so they have over 50 locations [1:03:19] they've done over 2 million rides [1:03:22] and [1:03:24] you know i mean it's seen as a boon for tourism in general [1:03:29] and also for the businesses that they uh [1:03:32] operate in and around especially [1:03:35] uh you know that you always have a [1:03:37] starting point and an ending point [1:03:40] but [1:03:41] typically [1:03:42] this is a windfall for many business [1:03:44] owners the pedal pub operator doesn't [1:03:46] sell any alcohol and the passengers are [1:03:49] limited as [1:03:50] to what they can bring as a matter of [1:03:52] fact the restrictions placed on the [1:03:54] operator [1:03:55] uh significantly exceed the restrictions [1:03:58] that the council is placing on [1:04:01] uh the operator i saw them written in [1:04:03] the ordinance really he is actually [1:04:05] responsible for every passenger on that [1:04:07] pedal bar [1:04:08] yes sir not just the people but the what [1:04:11] they are allowed to bring on the fact [1:04:13] that they could consume they do exactly [1:04:15] everything that's involved so yeah they [1:04:17] can't bring uh open container or you [1:04:21] know [1:04:22] something from home or [1:04:25] straight alcohol you know it has to be a [1:04:26] pre-packaged blended [1:04:29] item or wine or beer [1:04:32] something like that [1:04:34] we will have uh on the lafayette [1:04:36] parish petal pubs starting with one i [1:04:39] hope there's more but [1:04:40] there will be a [1:04:42] front and side facing rear facing side [1:04:45] rear side facing and customer uh camera [1:04:48] footage that'll be recorded it's called [1:04:50] a dashboard cam okay but uh so the [1:04:53] driver can actually see [1:04:55] what's going on [1:04:57] they can see what's going on behind them [1:04:59] uh they can see the [1:05:01] picture of the rear view [1:05:03] and it's all recorded so [1:05:05] if there's any issues then you know that [1:05:08] footage can be subpoenaed and presented [1:05:10] and this ordinance goes down even it's [1:05:12] the far as the littering ordinances [1:05:14] respecting those [1:05:16] absolutely the there's rules of the road [1:05:19] that all of the writers have to agree to [1:05:21] in advance and also right before they [1:05:24] get on to the ride [1:05:27] and [1:05:28] those include littering and other things [1:05:31] i mean there's a list of about eight [1:05:33] things that they're not allowed to do [1:05:35] and they can be they agree in advance [1:05:38] to be removed from the ride with no [1:05:40] refunds or no questions by the pilot at [1:05:43] any point in time [1:05:45] no megaphones no [1:05:47] rowdy voices you know you've got to get [1:05:49] some brilliant comments it's going to be [1:05:51] fun i mean the the pedal pubs actually [1:05:53] are about 70 ridden by women so i think [1:05:56] we have a big plus right there going for [1:05:58] us right [1:05:59] women [1:06:00] tending to be a little more responsible [1:06:05] so they're going to have fun and you [1:06:07] know i mean [1:06:08] but it won't be uh [1:06:11] you know i think what you're trying to [1:06:13] describe but it'll be sounds of having [1:06:15] fun not [1:06:16] sounds of you know belligerent [1:06:19] obnoxious people [1:06:20] although some may be obnoxious but they [1:06:23] were obnoxious before they got on [1:06:25] i would also point out that you're not [1:06:27] allowed to get on the pedal pub if you [1:06:30] have been noticeably drinking already [1:06:32] that is something else you agree to so [1:06:34] there's a i mean [1:06:36] over 15 20 years of operation you run [1:06:39] into these issues and they add them to [1:06:42] their repertoire [1:06:44] of things that you cannot do [1:06:46] um you know before or while you're on it [1:06:50] and um and the operator has the right to [1:06:52] remove anyone at any time and she's in [1:06:54] any violation he can remove him at any [1:06:56] time that's correct right yes sir thank [1:06:59] you [1:07:02] all right [1:07:03] you good okay and again back to the smd [1:07:06] board [1:07:07] we probably need to reach out to them as [1:07:09] well if we have certain areas that we [1:07:11] know we don't want it in [1:07:12] you know we as a council can reach out [1:07:14] to them and say [1:07:15] and tell them look we want it here we [1:07:16] don't want it here and to protect the [1:07:18] residents in the neighborhoods yes [1:07:20] we have that ability to do that so mr [1:07:22] lewis [1:07:23] yeah so paul i just have i want to just [1:07:25] make sure i'm understanding correctly [1:07:26] who will i know the council would not [1:07:29] michael manage this you see it as a [1:07:30] board and who who's uh consists of that [1:07:32] vote again i just want to make sure i [1:07:34] understood correctly [1:07:39] paul yes i'm getting back i'm sorry i'm [1:07:42] getting back to it all right so it's the [1:07:44] director of community development and [1:07:45] planning the director of public works [1:07:47] the lafayette police chief the director [1:07:50] of traffic roads and bridges the [1:07:52] university police chief for the [1:07:54] university of ull the director of [1:07:56] downtown development authority and the [1:07:57] lafayette mayor president [1:07:59] okay and how often will they meet you [1:08:01] say about [1:08:02] um [1:08:03] once a year oh no they meet more often [1:08:06] than that [1:08:07] and i think they can call a meeting you [1:08:09] know with proper public notice they do [1:08:11] they follow the open meetings law for [1:08:13] all the public notices [1:08:15] um [1:08:17] so they can they can meet when they need [1:08:19] to okay i think robert has something to [1:08:22] say okay rob you have one final point [1:08:24] yeah yes um i just wanted to point out [1:08:26] that it's not regions or areas that the [1:08:29] pedal pub is permitted [1:08:32] to go in that i think geo fencing is [1:08:34] more of a scooter [1:08:38] as it pertains to the ordinance [1:08:41] for the pedal carriage the pedal pub [1:08:43] there are specific routes [1:08:46] that are approved by the sm [1:08:48] b board although obviously this is yet [1:08:50] to be started so there's going to be a [1:08:51] learning curve for everyone including [1:08:53] myself but the idea is that the [1:08:56] actual roads [1:08:58] are known uh before anything [1:09:02] happens so it's it's not an area but [1:09:05] it's actual streets intersections roads [1:09:08] these are low volume [1:09:10] low speed roads so [1:09:13] any road [1:09:14] you know probably 35 miles per hour or [1:09:17] over it's going to be a very short [1:09:19] stretch [1:09:21] you know of road you want to [1:09:23] keep it to [1:09:24] you know under 35 miles per hour so [1:09:27] crossing johnson not riding on johnson [1:09:29] and things of that nature [1:09:32] and i [1:09:32] guess [1:09:34] i say that in my opinion [1:09:37] by and large for the pe the petal pubs [1:09:39] only go 10 miles per hour [1:09:42] yeah [1:09:43] so [1:09:44] it's a it's a [1:09:46] there's 16 of them though yeah there [1:09:48] well there's actually an inhibitor uh [1:09:51] that uh won't allow them to go any [1:09:53] faster than 10 miles per hour [1:09:55] so [1:09:56] um but anyway just i guess yeah in [1:09:58] reference to what you're saying your [1:09:59] routes there'll be certain routes [1:10:01] certain you know packages that you're [1:10:03] working on so i guess still those [1:10:04] packages would still have to come before [1:10:06] the smd board and we'd make sure that [1:10:08] they were you know we're not going [1:10:10] through areas with those routes that you [1:10:12] know we don't want them going through so [1:10:14] yeah i mean you'll know if it's going to [1:10:16] go in your street there's a [1:10:18] map showing the route approved yes right [1:10:21] approved in advance with public input [1:10:24] and oversight i mean this is a lot of [1:10:26] oversight for [1:10:27] you know in my opinion i operate in uh [1:10:31] barn restaurants for some time and this [1:10:33] is i mean it's a great ordinance yeah so [1:10:36] okay [1:10:37] very good thank you [1:10:39] all right i'm not seeing any other [1:10:40] council discussion any other public [1:10:42] comments oh marilyn garcia signed in did [1:10:44] not wish to speak but supports the [1:10:46] ordinance [1:10:47] all right beautiful let's go ahead and [1:10:49] call for a vote to adopt the ordinance [1:10:52] district three [1:10:53] yes district four yes district five yes [1:10:57] mr clinton yes district two yeah the [1:11:00] motion to adopt is approved [1:11:03] um john is 37 2022 adrian owners of the [1:11:06] lafayette city council on the lafayette [1:11:08] parish council amending chapter six of [1:11:10] the life lafayette consolidated [1:11:12] government code of ordinances relative [1:11:14] to the issuance of a byob permit within [1:11:17] the city and unincorporated parish of [1:11:18] lafayette [1:11:20] all right i need a motion in a second i [1:11:22] have a motion to say bear a second for [1:11:23] mr not camp i'm not seeing any council [1:11:25] discussion [1:11:27] any public comments on this [1:11:29] robert garcia [1:11:31] all right you want to [1:11:32] give us a little rundown [1:11:34] and then he comes up mary lib garcia did [1:11:36] not wish to speak but supports the [1:11:38] ordinance all right basically you [1:11:40] already kind of made reference to the [1:11:42] fact that the pedal pub itself has [1:11:45] you know um restrictions in place in [1:11:47] terms of what kind of alcohol you can [1:11:48] bring on so that layered on top with [1:11:51] what our ordinances or our requirements [1:11:52] for byob you know would be kind of [1:11:55] double [1:11:56] you can't [1:11:59] bring anything uh onto a pedal pub [1:12:02] unless it's sealed [1:12:05] and it's a mixed item unless it's a low [1:12:07] alcohol [1:12:08] item like wine or beer typically [1:12:12] and [1:12:13] petal pub limits the amount of items you [1:12:16] can bring they're put into an ice chest [1:12:18] they all have to be you know factory [1:12:20] sealed [1:12:22] and all that so [1:12:26] the restrictions of the franchisor uh [1:12:29] are in my opinion without understanding [1:12:32] the [1:12:33] nature of the byob because [1:12:35] after reading [1:12:37] the ordinance it said that there are [1:12:39] classes which i'm familiar with classes [1:12:41] as it relates to alcohol permits but [1:12:45] the fact is is that the restrictions [1:12:46] that are in place by the franchisor seem [1:12:48] to exceed those of the city so and that [1:12:52] also [1:12:53] uh jibes with all of the other [1:12:55] conditions okay that's that's kind of [1:12:57] what i understand as well uh paul is [1:12:59] there anything you want to add to this [1:13:01] no ma'am perfect [1:13:02] okay okay well we we kind of spoke today [1:13:06] about it and we reached out to sally and [1:13:07] everything seems to be fine as far as on [1:13:09] that end correct um [1:13:11] okay [1:13:12] i also wanted to point out that not [1:13:14] every ride is with alcohol there are [1:13:17] no alcohol rides so [1:13:20] let's say a group of teenagers want to [1:13:23] go on a pedal pub [1:13:24] it's just a bicycle i mean it's a [1:13:26] bicycle with a lithium-ion battery it's [1:13:29] just really cool bicycle but there would [1:13:31] not be any alcohol allowed on the pedal [1:13:33] pub there's a family friendly ride [1:13:35] there's [1:13:36] historical tours [1:13:39] art gallery tours and things of this [1:13:41] nature [1:13:42] these things stimulate the economy it [1:13:45] gives people an excuse to go have fun [1:13:47] and sometimes you need one [1:13:49] you know especially in today's times i [1:13:51] know i could use a few [1:13:53] myself after going through covet in my [1:13:56] hospitality industry [1:13:59] so [1:14:00] if you go to the website pedal pub [1:14:02] lafayette you'll see all the different [1:14:03] types of rides yeah and thank you for [1:14:05] sharing that with us all that [1:14:06] information uh by email as well all [1:14:08] right i'm not seeing any other council [1:14:10] any other public comments let's go ahead [1:14:12] and call for the vote district four yes [1:14:14] district five yes district one yes [1:14:17] district two yeah district three yes the [1:14:20] motion to adopt is approved [1:14:22] jordan orton 61 2022 adrian owners of [1:14:25] the lafayette city council when the [1:14:27] lafayette parish council amending [1:14:29] chapter 98 article 3 divisions 3 and 4 [1:14:32] relative to towing and record operations [1:14:34] and services to comport with state law [1:14:37] i need a motion a second [1:14:39] miss a bear has a motion and a second [1:14:41] for mr naked i'm not seeing any council [1:14:43] discussion any public comments no man [1:14:45] let's go ahead and call for the vote [1:14:46] district five yes district one [1:14:49] district two yeah district three yes [1:14:52] district four yes the motion to adopt is [1:14:54] approved [1:14:55] george ornitz 62 be very very careful because [1:20:20] if they're getting all this money and to [1:20:23] put people in housing into direct [1:20:25] housing when we have four million [1:20:27] illegal aliens coming across the border [1:20:30] unconstitutionally in the catholic [1:20:32] charities they've broken a lot of laws [1:20:34] and they break laws [1:20:35] in texas they give children their child [1:20:38] traffic they give children to people [1:20:40] that they don't know with papers and [1:20:43] stuff like that so we need to be careful [1:20:45] and watch these catholic charities [1:20:46] because they break the law and we can't [1:20:49] have them in this community breaking the [1:20:50] law [1:20:51] and uh they've been known to do it and [1:20:53] they've been found out and so we need to [1:20:56] really watch them in that aspect because [1:20:58] our veterans are in the streets [1:21:01] so i know we're probably going to get if [1:21:03] we haven't already [1:21:05] gotten a lot of illegal aliens coming [1:21:07] into our community [1:21:08] and so we need to watch what's going on [1:21:11] with that and make sure watch them [1:21:13] because they have a bad reputation that [1:21:15] they don't break any laws [1:21:16] thank you [1:21:17] all right thank you [1:21:19] all right no the public comments all [1:21:21] right let's go ahead and call for a vote [1:21:22] thank you [1:22:10] hi council stephanie skinner tucson i [1:22:12] want to talk about the grants [1:22:15] earlier in the parish council i don't [1:22:16] know if you're watching the back [1:22:18] but [1:22:19] council member con [1:22:20] carlson he said that lafayette's getting [1:22:23] a lot of grants and that we have a new [1:22:25] grant writer and then we're getting a [1:22:27] million dollars in these grants and that [1:22:29] it's free money and then our taxpayer [1:22:31] money doesn't have to go to that well [1:22:33] now i [1:22:35] no money is ever free okay what concerns [1:22:37] me about these grants we need to be very [1:22:39] careful with them because with them we [1:22:41] need to know where they're coming from [1:22:42] you need to warn the grant writer to [1:22:44] make sure because there could be strings [1:22:46] attached there could be extortion in the [1:22:49] future with this money there could be [1:22:51] black mail with this money there could [1:22:54] be favors with this money and then there [1:22:56] could be evil people like bill gates who [1:22:58] runs around murder and everybody in all [1:23:00] these countries with these shots and [1:23:01] testing on people [1:23:03] and he owns a lot of the health clinics [1:23:05] all over this country and george soros [1:23:07] he runs around killing everybody and [1:23:09] brags about it and he's overthrown many [1:23:12] countries and hurt a lot of people and [1:23:14] they've been known and it's proven and [1:23:17] it's out there that they give grant [1:23:19] money everywhere [1:23:20] so we have to be very very careful with [1:23:22] all this and so i just want us to keep [1:23:25] an eye out on stuff like that open [1:23:26] society is george soros's group so you [1:23:30] can watch out and they put their [1:23:31] tentacles everywhere and i don't we [1:23:33] don't [1:23:34] you know we don't want those people [1:23:36] around acadianians [1:23:38] so we need to just be very careful with [1:23:40] these grants because [1:23:42] like i said strings favoritism [1:23:45] you know blackmail extortion [1:23:48] or [1:23:49] evil sinister forces so that's what i [1:23:52] want to say thank you thank you mr chef [1:23:54] for always looking out for us we [1:23:56] appreciate that [1:23:57] all right and no other public comments [1:24:00] let's go ahead and dilapidated and dangerous to the [1:33:25] public welfare and ordering the [1:33:27] condemnation of sane [1:33:32] sorry [1:33:34] okay thank you cindy boy that was fast [1:33:36] faster than i was ready for [1:33:38] all right any council discussion [1:33:41] not seeing any any public comments on [1:33:43] this we do have two speakers for item [1:33:45] number 40 reference to the 100 000 [1:33:47] contract to to conduct the one hundred [1:33:50] thousand dollar [1:33:52] allocation to conduct the investigation [1:33:54] okay the first of which is marilyn gorge [1:33:57] garcia and she will be followed by [1:33:59] stephanie skinner sushi [1:34:05] support so she does not want to speak [1:34:08] but she does support the ordinance all [1:34:09] right thank you [1:34:11] stephanie [1:34:19] hi council stephanie skinner touchette [1:34:21] is this the same thing that we were [1:34:22] talking about earlier in regards to the [1:34:24] executive branch investigation yes okay [1:34:27] well uh i do want to comment on it [1:34:30] i i heard i don't know if it's true or [1:34:32] not that the fbi is thinking about [1:34:34] coming down here [1:34:35] and uh [1:34:37] we rebuke the fbi we don't need the fbi [1:34:39] to come down here we can do all this [1:34:40] internally the fbi they're perpetrators [1:34:43] of crimes [1:34:44] they cover up crimes they don't [1:34:47] investigate real crimes [1:34:49] you know they kill people at waco they [1:34:51] cover up for the clintons they cover up [1:34:53] for hunter biden's laptop they cover up [1:34:55] for joe biden's [1:34:57] communist ties the barisma dealings all [1:35:00] these things [1:35:01] waco oklahoma oklahoma city bombing then [1:35:05] they took elian [1:35:07] and they're they're crime laden okay so [1:35:10] i i don't want fbi around any of us and [1:35:13] it's laughable that they have the [1:35:14] audacity to want to come here [1:35:17] and investigate what's going on in [1:35:18] lafayette [1:35:20] i mean we can handle that ourselves [1:35:22] so i think that we keep the criminals [1:35:24] out of here and just do everything we [1:35:27] need to do as a community like i said a [1:35:29] lot of states are wanting to get rid of [1:35:32] these three-letter agencies peacefully [1:35:34] and their states are starting to follow [1:35:37] their own constitution and we don't need [1:35:39] all these [1:35:40] federal government agencies that are [1:35:42] criminals lording over us [1:35:44] because we know what the constitution is [1:35:46] we know what's going on here and so [1:35:49] we're smart and we can take care of [1:35:51] things ourselves and not let the [1:35:53] criminals in thank you [1:35:55] all right thank you um all right no [1:35:57] other public
