discussion together one area of focus I

represent a large population of the town

population um and so with that I put
[6:46] forth um my nomination and
so I laay that before you guys that a

application that came in without any of
[7:30] the water rate
issues but for a wider range of things
[7:36] but um I do think that especially with
multiple openings that for the benefit
[7:43] of the city so that we do have a quorum
for something when I know that I had a
[7:48] few counselors that might not have been
able to make it tonight we wouldn't be
[7:52] able to make you know just with this
many openings it
[7:55] takes almost like one person two people
and we don't have Forum we all move to
[8:01] accept the appointment of Eric in the
city
[8:04] council to the expired term December
31st 2024 created by Jim's

[10:52] this town prosper and grow you know in
the right way how how we as a community

that Eric just or counselor qu just
[13:38] filled it wasn't a who would I pick it

awkward that um I did put forth a name

same time I do find that we are in a new
[13:56] situation it was a new territory where
all of a sudden sudden with two
[13:59] counselors resigning back to back and
another appointment that puts three
[14:04] seats that are getting appointed which
is half the council and then I break the
[14:08] tie because of that I want to be very
careful that the council seats do not
[14:14] get appointed where it's 100 heavy
loaded um just from my viewpoint so I
[14:21] did speak with um counselor Paulson who
is the council president to ask her to
[14:27] come alongside me um when I start
interviewing candidates again um and so
[14:33] that might be that um somebody who's
already been put forward before um I
[14:39] would like them to also interview with
her even if I'm already comfortable with
[14:43] that but also I would like to reach out
to you guys that um feel free to share
[14:50] as much as you want of your opinions on
how to handle especially that third seat

HOAs and put the storm water Bas in
[17:23] maintenance and ownership onto those
HOAs I think this is

an HOA has any business being involved
[17:33] in it whatsoever I don't know why I pay
taxes if it's not for the city to do
[17:38] stuff like this it's drainage it's it's
land that's sitting there doing nothing
[17:43] a low area that the water collects in so
it doesn't
[17:47] flood not residential it's not
commercial it's not Parks and Recreation
[17:52] it's sewer system so I'd like the
council to consider and I'd like to have
[17:57] conversations about moving the ownership
of these to the city which will save two
[18:04] HOAs up there $30,000 per year and by
what I can figure out won't cost the
[18:10] city hardly anything because you got an
umbrella liability policy it goes under
[18:14] you've got contracts with landscapers
already um and we can get rid of the
[18:19] HOAs it's just another level of
administration that um I guarantee you
[18:24] nobody up in that area wants and from
talking to the people in the
[18:28] neighborhood we feel like we're getting
double taxed we pay all the taxes to the
[18:32] city and then we have to take care of
part of the infrastructure ourselves so
[18:36] we just think it's unfair and we'd like
to have the city council consider it so
[18:41] my question to the city council is
what's the next step to talk about it

are screaming saying hey come on so you

out of this it's been going on for in

on 16th Street for less than that but

guys know Joe she's the president of the
[20:15] other HOA and I've spoken with her and
she's on board with me that and I
[20:19] understand do sense you can't speak on
her behalf right no of
[20:23] course absolutely and that's why down
the road when it comes time to do a
[20:28] transaction or something sure you're
going to need the board of members to be
[20:32] present and whatever I I assume all of
that but before we get to that we've got
[20:37] to have agreement that yes it makes
sense for the city to take
[20:41] ownership and so I'm trying to find out
what the next step is to have that
[20:46] discussion uh I can't speak for
everybody I'm not I'm not interested in
[20:51] the city taking that at this
point it's not something that can you
[20:56] tell me why what's the reasoning that
redistributes cost from an HOA where the
[21:02] expense was originally put before
homeowners bought the houses and
[21:05] redistributes it to all taxpayers people
bought those houses knowing and that's
[21:09] not appropriate for something that's
part of the infrastructure well I mean
[21:12] you can look at different things as
infrastructure too there every HOA
[21:16] generally has it's usually not always
usually an HOA because they common land
[21:21] that they can't develop and that's why
they have to it and I think that
[21:24] generally
people at least have the whether or not
[21:28] where they have the information to know
those things I've been in HOAs I've
[21:31] never had an HOA at land that couldn't
be developed so I don't know not this is
[21:37] you know part this this is the
discussion it needs to be had that's I
[21:41] understand that but that's not what the
the agenda says right right I understand
[21:45] that so can we do something to create a
discussion panel or
[21:51] something at this point and I saw your

will be attending that

volunteers will be going as uh conre to

teach
[29:32] um we're doing a promotion process for
lieutenants on November
[29:38] 1st uh we've had about 200 hours of
combined time of of training between
[29:47] everyone uh there's a typo on here I I
have 22 it's actually 24 Personnel on
[29:53] the roster Five Knights uh that were
staffed
[29:58] we had three new Personnel that have
joined the Department and last night at
[30:02] our meeting we had two new people that
came in that live in in the city that
[30:06] would like to join as
well uh and for the month we had 60
[30:14] calls that's all I have the um blackout
part is that addresses that is addresses

that show like a time stamp of when
[30:26] these calls come in when they come in
yeah I I just was I noticed that there's
[30:34] 18 calls that was unable and I'm just
curious if there's that so or I looked
[30:41] at that because I did notice that there
were 18 um two of those calls were
[30:45] entered wrong they were actually staffed
um they were cancelled in route um so
[30:51] with the 16 remaining calls seven of
them were to Mutual Aid partners um that
[30:58] we were not able to staff due to the
fact that um when we had day daytime

else to come in we require a certain
[31:09] amount to go to our our neighbors um the
rest of them they were uh going
[31:18] uh after hours or whatever those calls
um it was just we didn't have the the
[31:23] volunteers to be able to staff it um
the remaining nine uh six were on
[31:31] weekends Saturdays and
Sundays here are on um and then the
[31:38] remaining after that were all um during
the week that we also times that we did
[31:44] not have our uh staff on um the
volunteers you know they they're
[31:50] volunteer so um I understand and I won't
fault them for not being able to make
[31:55] calls however I will say that those
calls just because they say that they're
[31:59] unfilled does not mean that they are
completely unfilled usually there is
[32:03] someone that is going to it whether it
be one of our mutual Aid Partners or if
[32:07] it's um a medical call or always having
McMinville ambulance because they they
[32:12] have the ASA with us they're the ones
that are responsible for the ambulance
[32:16] service for us

correct and we're not we're out of that

[38:39] correct they're bring the they're
bringing everything to we don't have to
[38:45] like how we have to pay the $500 if we
didn't go through them it's going to be

if approved $19
[39:00] $355,000 and the um the chassis we would
still be at about $20,000 so there would
[39:07] be some savings from the projected
expenditure of

the city not even to service our
[43:01] city I I think that this is that it is a
hefty price tag but I because it is
[43:09] something that sits in its a fund
specifically for this um because we
[43:15] approved the budget for it to be like we
put the fund there it's not like the
[43:19] money is just there we put the money
there in the budget so we can't say the
[43:22] money's already there we did my my
understanding is that
[43:26] that money was to be spent on vehicles
not because budget we
[43:34] approved so if we're gonna buy one the
sooner the better I mean we've
[43:40] already I I think it's I think it's
better to get our finances in order
[43:45] before we continue to make six figure
purchases we already bought the chassis

77,000 purch that's already purchased

for everything um also you know the
[44:47] engines are a lot more expensive to take
out they're bigger they use more fuel

there's you know a lot more wear and
[44:58] tear on TR on the roads using those
bigger vehicles where the smaller ones
[45:03] you know we're able to get in and out of
places a little bit better and um you
[45:08] know it's a lot more user friendly for
us soce our volunteer
[45:15] availability not responding our
volunteers us get regularly right now
[45:21] our fres vehicle given all the
mechanical issues you just listed they
[45:24] have been using it
um because that's what we have and um
[45:30] for us it's better that it goes out
especially here in town it hasn't really
[45:34] left town for anything um it's here um
and if that is the case you know we have
[45:40] the ability to go get it or whatever but
um so far we haven't had any major
[45:46] issues on a call it seems once we get it
started and going it's going it's just
[45:52] that at night when it sits overnight and
it's got a low Drive somewhere that's

cost to fix the starter the switches in

battery uh I'm not sure what the overall
[46:04] cost is we keep taking it into our um
mechanic to have them work on it uh it's

so is the vehicle uh that we've already
[46:18] purchased the new one is is it a usable
vehicle without the build out or is it
[46:22] just would it just be sitting there
waiting to just be sitting there until
[46:26] we decided if we decided to do it later
it wouldn't be serviceable or
[46:30] usable or we can declare for the city to
resell it and recoup the money that we
[46:35] spent on

conversation personal opinion would be
[46:50] yes it's a large St of change sounds
like there's some budget issues you guys

[46:57] time you've already spent in a certain

only going to be more

a point in time where saving cash is not

strongly encourage whatever concerns Lee

councils bring up the issue as far as

budget fix if you were or adjustment

going to support the capital equipment

service the debt we got there was just a

short-term rental survey results Brandon

is the uh 10 survey questions we asked
[1:10:42] coming out of I think it was uh May or
June's meeting about surveying the
[1:10:47] community to see if there's an appetite
for uh short-term rentals inside the
[1:10:52] city of Lafayette um we did both English
and Spanish we got
[1:10:57] about 125
120ish 12 um respondents via the English
[1:11:05] survey we had two in the Spanish survey
um so we did make it multilingual we
[1:11:09] promoted it throughout um the newspaper
online the app um uh at numerous Council
[1:11:14] meetings discussions in the community um
and in front of you are those answers um
[1:11:20] the only open-ended questions were 10
which is why I probably would focus on
[1:11:24] that's where some of the um positive or
negative comments against for are going
[1:11:28] to be there um but see I was wondering
why you combin would you support the
[1:11:35] city allowing and regulating use of Str
strs inside City Limits not just would
[1:11:41] you support the city allowing question
four yeah and then would you um want the
[1:11:48] city to regulate as separate
[1:11:52] questions I see why it was grouped
together though because if we're
[1:11:55] allowing it the city has to regulate
some of
[1:11:58] it well we can allow we can it's allowed
right now right no regulations against
[1:12:04] it or well we can't we we can't tell
them we can't tell them not to operate
[1:12:08] so I mean it's allowed but there's
nothing we can really do about it so I
[1:12:12] guess the question's asking if we
regulate it it's in a way of allowing it
[1:12:17] or what we do in
general I get what you're
[1:12:22] saiding I think it was just the verbage
but I don't think it I there was a
[1:12:27] comment in here and I not about to try
to find it with all I just realized how

um the difference between kind of

approach the topic when there's a need

we're going to start opening this up for

legitimate concerns about street parking

the city about how many there's going to
[1:13:08] be with the zoning to be like cost of
for housing all kinds of legitimate
[1:13:12] concerns also legitimate Arguments for
but I just I don't think we're at a
[1:13:17] point where this needs to be acted on
okay that's Happy hear El there's a few
[1:13:24] that talk about it but I think you're
talking about regulations are easier to
[1:13:27] add later when something becomes an
issue yeah regulating controlling
[1:13:32] without just cause can do more harm than
good yeah there's there's a couple
[1:13:35] comments in there but yeah I mean I just
I don't think this something that like
[1:13:38] we really need to take care of this
right now and I think it would be easier
[1:13:43] to tackle this if it blossoms as
something that's like okay this is this
[1:13:46] is something we need to take care of
because if we just proactively put
[1:13:49] something in place and a year later we
find out if we knew this was coming
[1:13:53] would have done this differently I just
I don't think it makes a lot of sense to
[1:13:56] act on at this point in time that's but
I do think we should continue to revisit
[1:14:02] it as the circumstances Chang I
appreciate that this survey was done um
[1:14:08] it because of the statements that people
gave or the way people answered
[1:14:12] questions it showed a little bit of a
not a pattern but like you were
[1:14:18] mentioning the over regulating for the
sake of regulating the parking um but I
[1:14:23] think that that all leads to that like
Council gilo was saying that we don't
[1:14:27] need to do anything right now and
actually just tells us that we don't
[1:14:33] need I also and I know there was some I
just want to reiterate because I think
[1:14:38] everybody on this council is pretty
committed to making sure Third Street
[1:14:42] continues to progress there was some
talk in here about adding to the
[1:14:45] businesses and tan on I I get the
argument but Airbnb is a wine country I
[1:14:51] don't think lafet the plan stop yet yet
I think people are adding to dunde and
[1:14:56] Carlton and McMinville and eventually we
might get there I just don't think we're
[1:14:59] there right now yeah and I get that
regulating it we could get a little bit
[1:15:03] of income from it from you know the
hotel taxing or whatever but um as one
[1:15:09] comment has stated like just because you
can doesn't mean you should you should
[1:15:15] after the atmosphere of the last meeting
more regulation doesn't seem like really
[1:15:20] it's
current sorry no I appreciate you I
[1:15:25] would I would sit down and say just as a
person out the community that not
[1:15:32] regulating right now gives you
flexibility because if problems arise
[1:15:37] then you can tailor the regulation to
the need as opposed to going out I'm
[1:15:44] doing oh we're going to do these 14
different regulations and everybody's
[1:15:48] going I don't want that but if you have
a problem and you have a tailored
[1:15:52] solution ution then all of a sudden wait
a minute that kind of you know the
[1:15:59] solution all of a sudden BEC more
powerful and more likely to be both
[1:16:03] accepted and wanted yes try to have the
best of both I think this is gray that
[1:16:08] brought it to the surface for us to
remember to be acutely aware of it so
[1:16:13] that you know but that right now there's
not a and thanks for doing that survey I
[1:16:19] if if we do revisit it later I would
love to see more people respond I know
[1:16:23] you can't force people to respond I will
actually say this is a great survey
[1:16:28] we've done surveys in the past and this
is actually pretty good turnout for us

think that it's possible that because
[1:16:41] we're not regulating it we haven't seen
interest in it

that this is a discussion that

[1:16:55] results from this study such as the
parking issue but those are things that
[1:16:59] we could start
exploring and trying to bring that stuff
[1:17:02] into Lafayette because it's going to
help Lafayette
[1:17:06] grow so you're you're saying that you
can see there's ways that if we do it
[1:17:12] correctly very Loosely regulating or POS
that we can
[1:17:17] actually start advertising the positive
parts of it without squashing the Nega
[1:17:23] stuff I I just think there's a lot of
people here who don't want it here based
[1:17:28] on Country based I get I get that and I
think that tourists would love it here
[1:17:34] but I think that there's a lot of people
who live here who don't want strangers
[1:17:38] coming in and out of the house next door
every day I I think there's people here
[1:17:42] who don't want extra cars who are
unfamiliar with the roads that are
[1:17:47] already a little dangerous out here
after whatever they were doing or how
[1:17:50] hard it is to find homes that are I also
don't think that we should be regulating
[1:17:54] what a homeowner does with their house
if they want to rent it out on Airbnb
[1:17:58] that should be their choice and I agree
with that and I think people already are
[1:18:01] in I think if anybody jumped on Airbnb
right now You' probably find a couple of
[1:18:04] off yet four but but my my I think my
biggest issue which I don't think I've
[1:18:09] stated yet is that our law enforcement
presence here is a very limited hour so
[1:18:15] stuff that comes up with parking with
noise complaints with anything that
[1:18:18] could come with this territory we're not
really properly prepared or whatever
[1:18:24] those unknowns are uh until we have a
little bit better and better is the
[1:18:29] wrong word our law enforcement folks are
fantastic they're just not here all the
[1:18:34] time we pay for a limited
[1:18:38] out SC that there's been actually actual
complaints about there being things
[1:18:43] being up in town or or I mean are there
concerns have been brought forward that
[1:18:48] that brought all this
yes like we received a phone call which
[1:18:54] kind of initiated the process and then I
started doing some uh surveying with my
[1:18:57] peers across the state and the processes
and I started talking to the our planner
[1:19:01] and then I brought it up a few months
ago and it was like well let's see if
[1:19:03] there's an appetite for it um but the
hardest part is enforcing something
[1:19:08] because we pretty much have to bait and
switch Somebody by ordering on Airbnb
[1:19:13] and yeah it's a whole issue so so to
find common ground because I know
[1:19:16] Council disagrees a little bit here to
find Comm ground I do think this is
[1:19:20] something we should revisit I'm not
saying lock it up throw away the key I
[1:19:23] just don't think the time is proper for
to act on at this
[1:19:29] moment before we give the official
directive my final
[1:19:34] comment is that right now there's no
regulation so if a airbnbs are operating
[1:19:40] and they likely
are do you if you don't see a problem at
[1:19:45] this point then doing nothing is not
going to harm anything right uh to
[1:19:51] Brandon's comment a caller com com in be
careful of not letting the Tail Wag the
[1:19:57] Dog and then lastly the issue of parking
and parking issues if they exist in the
[1:20:03] city you would have a vehicle to address
and look into that
[1:20:07] issue separately from Airbnb situation
and you use that as your model to start
[1:20:15] guiding something that might be done in
regulation that could very easily be
[1:20:19] something that could be ultimately
adopted or extended to Airbnb in the
[1:20:25] future when it's necessary so in the
meantime in the present you do nothing
[1:20:31] you keep a radar on it send a survey out
in six months a year something like that
[1:20:36] listen to what citizens you know if
comments come in if complaints come in
[1:20:42] for against make note of that uh look at
the parking situation where is it a
[1:20:47] problem how do you go about creating a
parking enforcement uh model that will
[1:20:52] work work for what's going on in the
city right now
[1:20:57] then do something down the
road yeah
[1:21:03] okay I I agree with that I just said but
if you're kicking something down the
[1:21:08] road and a problem occurs where my house
is surrounded by four airbnbs and we
[1:21:15] decide and the city decides to regulate
and only allow every other house or
[1:21:21] every fifth house or a certain amount on
the street Who you gonna tell no to when
[1:21:25] there's no
regulations registrations you don't even
[1:21:29] know where they're at you'd likely have
like a permanent application process or
[1:21:33] something like that to know where
they're at and have a permanent
[1:21:37] application and then if they're all
permitted if they're all permitted right
[1:21:42] you on how
many there is a possibility of a problem
[1:21:48] occurring you're going to have to come
up or the cil's GNA have to come up tell
[1:21:53] somebody you can't be innb anymore
sure so I'm hearing there's nothing
[1:22:00] immediate uh that the survey brought
forth that going oh my goodness we've
[1:22:04] got this problem and we need to start
raing land but I do hear different D
[1:22:09] points from Council and citizens that
don't just kick it down the be like oh
[1:22:13] we'll address it later um Council
Paulson is there a time frame that to
[1:22:19] you is acceptable to put this back on
the agenda for me personally I think at
[1:22:25] least until we fill or decide what to do
with the vacant
[1:22:28] seats I would say within the next three
to six months and directing asking
[1:22:34] Brandon to look into some possible white
regulations I'm not saying that we have
[1:22:39] to go fully out and regulating but I
think that there should be something in
[1:22:42] place one to address if there's issues
that arise in the moment not a month or
[1:22:47] two later down the road once we can
address it after it's been brought to
[1:22:50] our attention but two also to start
advertising this essentially to see if
[1:22:56] it brings in to help the city okay maybe
before
[1:23:02] Summer Okay is Council okay with putting
it on in the beginning middle of the I
[1:23:08] mean I think anytime we look at the
calendar we keep going I'll put it on
[1:23:12] June is that I would preer hear me out
out everybody I would prer like February
[1:23:18] yes and here's why if we start this
process in June and November there are
[1:23:24] six total seats for election year we
start it's just going to have to start
[1:23:28] over with the new Council me following
that and that's not productive for any
[1:23:32] place no okay so can we revisit this in
February whether it's a discussion or
[1:23:37] action depending on I'll put it back as
a discussion on in February and uh we'll
[1:23:42] go from there I'll try to get some uh
celer Paulson are you um okay if I ask
[1:23:49] you to think to yourself what some
specific specific things that you might
[1:23:54] that jumped out at you yep and I'll be
in conversation with Brandon
[1:24:00] yeah I would really like to get some
information on communities who have done
[1:24:05] this successfully who have a huge Airbnb
presence like Lincoln City Dundee see
[1:24:10] how they've done
dundy first and then and then I I want
[1:24:15] to be really clear on like what time
what different kinds of short-term
[1:24:17] rentals are there and how they will be
regulated differently or separately
[1:24:21] because a house renting rooms is very
different than a house being rented so
[1:24:25] just making sure that we're really clear
on how we Define them and look at some
[1:24:30] models that that that are working so
we're not just kind of inventing a
[1:24:34] regulation so I guess for all Council
anyone that feels compelled
[1:24:39] to um give any kind of prompts to um
Brandon on how to bring this back let's
[1:24:45] address it in February and go from there
okay um on the department reports code
[1:24:54] enforcement
[1:24:56] reports so I was GNA ask I know I think
I brought this up a few months ago it
[1:25:01] seems like we're going to more high
level reporting on fire and public works

[1:25:09] things that we can convey on a high
level report but if if you just want to

[1:26:33] some emails about I'm continue to work
with that um I'm going to try to do a
[1:26:37] couple more things next week with with
Mueller and Consolidated uh before
[1:26:41] reaching out to that
Resident um City staff will be doing
[1:26:45] random housing uh sampling assignments
the third week of October so our our
[1:26:50] next Public Works our newest Public
Works employee starts next week I've
[1:26:53] already gotten with Chad and the team
that we're going to start picking some
[1:26:56] addresses and start calling them next
week to kind of set those up for
[1:27:01] November and then all August bills are
mentally credited as per Council
[1:27:05] direction from the 9:14 meeting uh the
disconnections will resume by November
[1:27:10] so uh what is that November the week of
November 7th so
[1:27:16] that the 9th is a Thursday that's when
the 48 hour notices well the 48 hour
[1:27:21] notices will go out on Tuesday the 7th
and then the 9th we'll start doing the
[1:27:26] disconnections um there's been a lot of
people um inquiring about previous debts
[1:27:32] we didn't want to just start singling
out a debt from August or whatnot or
[1:27:35] from July so we just put everybody it
wasn't just this one bill because it was
[1:27:38] going to be a lot cleaner so there are
some people who are even benefiting from
[1:27:42] those shut offs from preceding bills but
we want to make sure they get cut off
[1:27:45] because obviously um that that becomes a
financial burden to those who um for
[1:27:51] those include that notice in in this
month's bills I'm sorry can you include
[1:27:59] this notice like in the newsletter we
can okay and for those of you I can't I
[1:28:06] can't remember where the discussion of
putting the a water report if it was
[1:28:13] during our council meeting or a
conversation um I had with Brandon
[1:28:17] but I specifically wanted to see
something monthly that we could separate
[1:28:23] and track where we're going with it so
that we can easily find it so that's why
[1:28:29] some of this might sound redundant that
was sorry when you say where we're going
[1:28:33] with Itor give me a little more clarity
yes so when we came out of last month's
[1:28:39] council meeting it wasn't just a okay we
changed it here's our resolution that we
[1:28:45] just adopted that there were some other
concerns that came up and so this is
[1:28:49] holding accountable to the change out in
the meters to addressing um leaks the
[1:28:56] directive of doing those quadrant checks
so um
[1:29:02] this report is monthly and a little
redundant but it's so that it's very
[1:29:09] black and white and a tool for us as a
council to use to say this is how we're
[1:29:14] holding C defense not be happen
yeah and this is the first time this has
[1:29:21] been brought up with of council okay I
could
[1:29:25] remember brought it up to
[1:29:29] me yes so with h the cut offs and stuff
that you're talking about is there a way
[1:29:35] to put into an investigation like my I
live at 120 uh West 19th Street my
[1:29:43] consumption has been inaccurate for a
year like the whole winter time my
[1:29:48] consumption was 400 300 6 00 400
400,00 no sprinklers nothing that's
[1:29:57] that's very inconsistent then it went to
26 to 28 to 43 I put my sprinklers back
[1:30:03] on and I just had a bill of, 1500 so
there's something wrong I know you sent
[1:30:07] me the reports yeah I don't want to call
out my name but that's what but I I I
[1:30:13] don't want to P A bill I still have a
Bill of a $300 water bill after the
[1:30:17] rates are changed which is insane my
water bill is $100 every month up until
[1:30:22] the one that was just changed so I paid
the water bill that was due the one that
[1:30:27] was the most recent one but I I find
something definitely wrong and I don't
[1:30:32] want to have a water cut off to our
house but I'm not paying a $300 water
[1:30:35] bill so what I hear you saying is is do
we have what's the process for somebody
[1:30:39] who there's no consistency is um
disputing their bill right and I
[1:30:46] probably should have I I didn't know you
know the water rates were low what they
[1:30:49] were beforehand I Pro you know had I
paying attention and seeing it I would
[1:30:53] have brought this up much sooner when it
went from 400 to 1200 or 300 to 600 in
[1:30:58] the middle of winter I didn't know you
could have a consumption low I thought
[1:31:01] the minimum was 400 anyway so I don't
know how that showed up like that on our
[1:31:06] so we're sorry I

everybody had Drop Like if I go through
[1:31:51] the communter probably I wanted to get
hit like I don't know what to do but
[1:31:55] everyone's consumption went back to the
way it was for him and they didn't turn
[1:31:58] their sprinkles off they didn't change
it now they're off because it's raining
[1:32:04] time no we'll get together I do more
research um I can't wave you to I cannot
[1:32:10] tell you to not pay your bill right um
any type of any type of wavers have to
[1:32:15] come from the city council I would still
pay it and if something were to come up
[1:32:19] out of it then that's a discussion that
we would have on we buy something our
[1:32:23] Brandon is that something where he
should be coming before councel right
[1:32:26] now saying I'm disputing my bill he can
but at this current moment I haven't
[1:32:31] found anything yet that could support
that it was a city item I I stilled to
[1:32:36] do more research on that so I'll let you

pay that and we even got that meter I we
[1:32:44] even got this the meter like calibrate
we did like we figed everybody else out

just holds us all accountable that we
[1:34:56] haven't swept it aside and lastly um as
part of the administrator report um some
[1:35:02] some of more some new constructions
going on in metal Brook you may see I
[1:35:05] think we have uh four or five uh
foundations down over there so we're
[1:35:09] going to start bu out next month I'm
going to be coming up talking about the
[1:35:13] state's e- permitting system and some
Community Development updates um we did
[1:35:18] get the manhole cleanouts um done I know
the budget committee and the city
[1:35:23] council approved uh
$50,000 uh and uh eight we got seven
[1:35:28] done for like $20,000 um over the past
few months and those were at seventh eth
[1:35:32] in Lincoln and dunway and then we had
9th 11th at Grant so we had seven done
[1:35:37] oh and then we had Maro Maro in 16th and
Wilson in 12th so yes I saw that I think
[1:35:42] so we got seven done um for Less M than
we thought so we're happy about that and
[1:35:47] then as I mentioned to you all last week
I'm going to be working with council
[1:35:50] president pulson to meet with M Wilder
and light from January of 2022 to
[1:35:55] September of 2023 there was um a
mechanism in one of their low or high
[1:36:01] flow meters that wasn't registering
consumption properly no figure and now
[1:36:05] so we have a $20,000 bill that we have
to pay and I mentioned to them well if
[1:36:08] we had a mess up on our end we wouldn't
charge a resident that and their
[1:36:12] building policies that states the
customer responsible for or billing
[1:36:15] practices so I'm going to be working
with council president bson and one of
[1:36:19] their board members hopefully maybe we
can get this down to a manageable dollar
[1:36:22] amount because looking at the numbers it
be very tight to you get this taken care
[1:36:26] of so I'll update you all that hopefully
the next council
[1:36:29] meeting okay thank you thank you um
committee reports there was no committee
[1:36:35] meeting right that anyone sat on um
Council
[1:36:39] reports um I submitted my mayor report
um one thing I wanted to touch on real
[1:36:45] quick because we decided not to put as
an action item
[1:36:49] um speaking of money and being very you
know are we spending when we don't need
[1:36:54] to spend one of the things that was
discussed this past month was Christmas
[1:37:00] time in the city um and that $155,000
was spent last year on lighting up the

are coming together to try to see what
[1:37:19] we can do to cut costs do things in
house one of the things that I'm working
[1:37:24] on is using resources we already have
which is the residents and their
[1:37:28] beautiful decorations so um working in
Tangent with as an a suggestion from
[1:37:34] Brandon lafayette's going to have a
Christmas decorating contest originally
[1:37:39] he had suggested to put it on so that
council could pick a maybe give a credit
[1:37:44] on the water bill or whatnot and I said
that that I didn't support that because
[1:37:48] that just looks like we have extra money
in the water bill um so we will do some
[1:37:52] sort of
small non denominational or non-monetary
[1:38:00] prize I was just about to say um Dollar
General's on my list although I know
[1:38:05] that that manager it's out of his pocket
but I would like to ask councel if you
[1:38:10] want to be a judge we can't participate
in it so it'd be a fun way um so and any
[1:38:17] other ways that anyone in the city wants
to brainstorm how we can I think the
[1:38:21] this year Christmas and celebrating what
we have as a small community as is more
[1:38:26] important than ever without spending the
$115,000
[1:38:30] on professional lighting um but that is
so a decorating contest will be
[1:38:37] happening um but if Council wants to
participate you can join me if not I
[1:38:42] will find other judges and we'll work
but it's just going to be good old Quay
[1:38:48] fun is this each tree in the park the
15,000 no so the contest will be your
[1:38:54] your yard like your own personal okay so
there's like three categories like
[1:38:58] Griswald which is the most you know a
lighting one y oh Chris I forget what
[1:39:02] the three categories were sorry I don't
have time so anyway I could ramble on
[1:39:06] all night because I love Christmas but
it's us using very minimal money to
[1:39:11] encourage everyone else to do it um
other groups are one of the things that
[1:39:16] we've decided is to invite people to
hang a water or weather appropriate
[1:39:21] ornament on the Christmas tree that goes
in the
[1:39:24] Gazo you know put your family name on it
if you want if it's a big Bell plastic
[1:39:28] Bell from Dollar Tre whatnot be things
that are going to come rolling out Chief
[1:39:32] already mentioned that he's working with
his crew I did want to support and let
[1:39:37] you guys know that I acknowledged and so
did the rest of the group that the fire
[1:39:43] department put together that parade
during Co and wanted to make sure
[1:39:48] that if they wanted to do it to to do it
if not we will'll support something else
[1:39:53] but I just wanted in my report to share
about the decorating
[1:39:57] contest and that I am committed to
making sure that we're not frivolously
[1:40:03] spending for Christmas so just email you
if I'll send I'll send out the
[1:40:08] information to you guys I didn't have
anything because I thought we were going
[1:40:10] to present it to you guys because I was
going to need council's approval to pick
[1:40:13] a prize but we're going to try to make
it a donation and I was against the idea
[1:40:18] of a water bill credit because that's
just
[1:40:22] touch subject yeah like that just yeah
like I get that's an easy way to you
[1:40:26] know get money in Pockets but anyway so
I'm
[1:40:29] rambling so yeah um so I'm ready for a

laate Downtown Association is holding a
[1:40:41] community Workshop this upcoming
Wednesday October 18th at the community
[1:40:47] center beginning at 5:30 p.m. which is
open to the public and we encourage
[1:40:52] citizens to come over and be part of
that yes and El is hosting our Harvest
[1:41:00] Festival Saturday I encourage Council
to even if you don't have kiddos to come
[1:41:07] say hi we'll be there with the table the
city will be there with the table Time 1
[1:41:11] to four why contest I'll be back up from
I get to be a judge you want us to
[1:41:19] Christmas decorations but I'm fine
supp I was asked to judge suppli you can
[1:41:25] link the decorations if you want but
anyway um so yeah I'm I'm excited that
[1:41:32] commun CER yeah so there's indoor and
outdoor but ELC cats not going all out
[1:41:38] but they're going all out and I'm
excited to be back and I guess before we
[1:41:42] go to German I appreciate the meeing
tonight and I'm enjoying my time down at
[1:41:47] the LCC
conference share with you guys about
[1:41:51] yeah did did the chief say when the Fill
the Boot is gonna it's beginning of next

some of them so I do know that it's
[1:42:03] something that they can schedule
whenever they want there's some online

[1:42:11] year they're already working on the toy
drive and talking about how stuff so
