[1:16] [2:11] Possibly having justice Right? [2:29] Is get a lot of Good evening, everyone [2:41] and welcome to the July 15 meeting of the Laguna [2:46] Hills traffic commission. [2:48] Thank you all for being out here tonight Believe it [2:55] or not half of July is over Yeah, I hope everyone had a. [3:01] Wondered for 4th of July were out on the street that Laguna [3:06] Hills had One of the best fireworks [3:08] shows in the entire area But it's kind [3:12] of a little biased there. [3:14] Yes very good. [3:15] Very good. [3:16] We're going to go ahead and open the meeting up [3:19] with the Pledge of Allegiance. [3:21] So if everybody could stand. [3:22] And I'll ask Mr. Patel to lead us tonight [3:27] Thank you All right, everyone. [3:30] 3 to 1 is a flag of the United States of America [3:37] and to the republic for which it stands. [3:40] One nation underground is a visible injustice for. [3:46] Thank you. [3:46] You can be seated OK. [3:54] At this time, we'll call for the clerk [3:57] to take roll call Let the record show we have a quorum with three [4:06] commissioners present in the chamber [4:09] Thank you Yeah My understanding tonight is. [4:14] Commission or Kipruto. [4:15] At the last moment had a family situation [4:18] that he had to deal with. [4:19] So So we're thankful that he's was able to reach out and let [4:25] us know what was going on. [4:27] OK Now, at this time, we're going to move forward [4:31] to public comment This is a time to address the traffic [4:36] commission on any matters not listed on the agenda that is [4:41] within the subject subject matter jurist [4:43] diction of the commission Public comments are [4:47] limited to Three minutes per person as determined [4:50] by the chair. [4:52] And at this time I'll call on the clerk [4:54] to call for public comment We have One request [5:01] to speak George Falcon regarding limited parking on Buckingham. [5:07] Thank you, sir If you could come forward to the podium. [5:11] Thank you for being here tonight We welcome Good. [5:17] Thank you And is George Falcon And I'm [5:21] a resident of vacation falls, which [5:23] is just off of backing him. [5:24] Street on June 11th. [5:29] I received in a number of people received parking tickets when [5:33] the parking was restricted on Becky in a park along Beckham [5:38] Park There had been really no warning about it [5:43] and i guess the no parking was placed that same day. [5:49] And that night we received parking. [5:50] Take a bunch of people received parking [5:52] tickets I did contact the city. [5:54] The city was really good about it. [5:55] You know, we've discussed it. [5:57] And I believe the tickets and take care of Will will, [6:01] you know, we'll work that out My concern [6:05] is about the need for parking in the community There [6:11] is a real need in my community. [6:14] Occasionally there's 99 homes in our home, in our place. [6:18] We have very limited. [6:19] We have actually no street parking [6:21] within the community Right. [6:22] Because we pay for part drives and parking and all that stuff. [6:27] Or driveways and streets. [6:30] And so we've been using backing them [6:31] And so, yes we are a part of the use of the street, [6:36] but also then there's, you know, others in the community [6:40] that use the parking. [6:41] So by reduce by getting eliminating that parking, [6:46] it's moving that issue or a problem somewhere else. [6:50] And so I just want to identify that that is an issue we'd like [6:55] to see if there's If the committee is there, [6:58] the traffic commission, consider other options [7:02] for parking public parking on public streets [7:06] I understand that you have on the agenda [7:08] You have the district for parking within communities. [7:11] I understand that and respect that. [7:14] But we also we have 99 homes. [7:17] We pay our property taxes. [7:19] We'd like to have the same kind of you know, [7:22] consideration for parking and not just [7:25] have things removed without any discussion. [7:27] And so we Yeah, there was no discussion, [7:30] no conversation with our community about [7:32] impure It happened. [7:34] OK Thank you so much for your comments. [7:37] We really appreciate that. [7:38] And the commission really understands [7:42] in a very high level, what you're talking about tonight. [7:45] We've been working very hard on that issue. [7:47] But thank you so much for your comments. [7:49] If you'd like to speak on the other agenda item Specifically [7:52] in regards to the parking permit program, [7:54] you can also speak on that. [7:56] Okay. [7:57] Yeah. [7:57] The only consideration if there would be a consideration [8:00] for a parking permit of for I'm begging him, [8:04] but that would be under that agenda. [8:06] Right Right. [8:07] But that will be discussed under the actual agenda item. [8:10] But thank you so much for being here tonight, sir Thank you, [8:14] Chair miller, would it be possible for city staff [8:16] to speak to the public? [8:19] Session next month regarding parking Like a reminder [8:24] about the date and time Oh, thank you Commissioner Patel. [8:32] You're referring to the August 12th special meeting? [8:34] Yeah The public forum, if you will Yeah. [8:39] So we're the. [8:41] There is going to be a floor are proposing a traffic commission [8:47] special meeting on August 12th to talk [8:49] about parking issues generally. [8:52] And so that will be held on August 12th that [8:55] has not yet been posted on the city's website [8:57] regarding that OK. [8:59] But it will be posted shortly Thank you. [9:01] Okay Thank you so much. [9:04] Clerk Are there are there any other public comments [9:08] for tonight, whether in the audience or electronic, [9:11] that came in right. [9:15] Sir, if you'd like to come speak during public comment, [9:17] you can Guidelines for what it is. [9:23] Sir, Are you talking about an agenda item or non agenda I [9:26] just. [9:27] I don't know. [9:27] Some general traffic with traffic parking It's [9:32] probably okay. [9:34] So. [9:35] So we'll be calling you up later in the meeting when we actually [9:39] take public comment on a specific agenda item Okay [9:47] So my understanding is there are no other General public comments [9:53] that moves us forward. [9:55] True agenda item 2.1, which is the approval of the May 20th [10:00] 2026 regular meeting minutes. [10:03] And I'll ask the Commission if any [10:06] of those items on those minutes need to be pulled [10:09] or I would also seek a motion Motion to approve [10:12] the minutes I have a motion. [10:14] Mr. Patel and we have a Second mark [10:17] and clerk if you can take the vote [10:20] on that Chair Patel vice chair. [10:36] Patel. [10:37] Sorry, sorry. [10:38] Chair. [10:39] Miller I. I know you guys Commissioner, are or Jones. [10:47] Sorry, I I think those were It's okay Motion approved. [10:55] Thank you. [10:55] That motion moves forward. [10:57] Now, we. [10:59] We don't have any presentations for tonight. [11:01] At least I don't know of any that are on the agenda. [11:05] This is going to move us forward to our Administrative reports [11:09] And I'm going to move forward to that in the agenda [11:30] this agenda item 4.1 is the review of petitions received [11:36] regarding establishment of proposed residential parking [11:41] permit districts. [11:42] And at this time we will ask staff for a report Thank you. [11:48] Chair Miller Happy to provide the report [11:52] and our assistant engineers will be working to bring up [11:55] the presentation in just one moment on the screen [11:58] Thank you I'm going to grab a little bit of water [12:01] for a second. [12:02] Oh, yes, go ahead So quite a mouthful over there [12:23] Review of petitions received regarding [12:25] the establishment of proposed residential permit [12:27] parking for camera will. [12:28] Pending criminal. [12:30] The Avenue to Avalon lutes on stows cell [12:34] for derby Circle York Circle sunset place West [12:38] and East and Sunset place. [12:40] Next slide, please All right So at the march 18th 2026, [13:06] Traffic Commission, regular meeting, [13:08] city staff made a presentation regarding requests received [13:12] by the city from residents desiring the establishment [13:15] of residential permit parking. [13:17] That would prohibit overnight parking [13:18] on streets near Beckenham Park, Campbell Street Beckenham Street [13:22] and in the Sunset place neighborhood [13:24] without a parking permit Our residents reside [13:28] on or near Camberwell Street as well as in the Sunset [13:30] Place neighborhood. [13:31] Describe Undesirable safety, accessibility and quality [13:35] of life issues due to non resident vehicle parking and [13:38] lack of an enforceable street. [13:40] Sweeping is the basis for requesting [13:42] the establishment of a residential permit parking [13:44] district next slide, please. [13:46] So as a reminder, I'm Laguna Hills municipal code [13:50] to designate a neighborhood or a street as a permit parking area [13:54] within the city of Laguna Hills. [13:56] The municipal code requires that a city petition form [13:59] be submitted to the city with the signatures of at least 67% [14:03] of the property owner supporting the proposed [14:06] permit parking area. [14:07] Next slide, please And at that March 18 meeting, [14:12] there was also discussion of how over time the establishment [14:16] of nearby residential permit parking districts [14:19] has resulted in more parking vehicles being displaced [14:22] and other nearby streets without parking restrictions [14:26] Should a sudden without parking restrictions presumably [14:30] as a result of the lack of available parking [14:32] at or adjacent to nearby. [14:34] Multifamily housing next slide, please So currently [14:41] this is the in the area. [14:44] This is the existing residential permit parking zone [14:50] and yellow on those streets. [14:53] You cannot park overnight, unless you have a permit issued [14:59] by the city And then there is a no [15:02] parking zone overnight parking zone between 10 p.m. and 6 a.m.. [15:08] And that was the red zone And then, [15:10] as was described in public comments just a short while ago, [15:14] there is the recently implemented no overnight parking [15:17] that was recommended by the traffic commission [15:20] and approved by the city council recently. [15:22] And next slide, please So back at the March 18 meeting, [15:28] in response the traffic commission [15:30] recommended that city staff. [15:31] Send out. [15:32] Petition forms to residents and all the streets. [15:35] I mentioned earlier. [15:36] And additionally, the traffic commission recommended [15:38] the establishment of an overnight parking [15:40] on streets adjacent to back in the park [15:43] and on the side of the street closest [15:45] to the park and the establishment [15:47] of no overnight parking on the south side of Beckenham [15:49] Street extending from Acacia Lane to Wilkes Place, [15:53] there was already an existing no parking zone It was. [15:57] Extended by the purple line on the previous slide. [15:59] slide, please. [16:01] And then based upon the recommendation of the traffic [16:04] commission at the city council meeting, [16:06] they approved all of that That's what this slide says Next slide, [16:12] please So the traffic commission back in March [16:18] recommends that the city staff send out parking parking permit [16:25] petitions to the homes adjacent to the streets [16:30] colored in orange. [16:31] On this map there were 308 ballots. [16:36] Petition ballots send out those petitions [16:39] as allowed for the individual returned [16:42] from the resident of a petition indicating that they [16:46] desired permit parking. [16:48] The form also allowed for canvassing [16:51] by interested community members and neighbors [16:53] to go door to door to collect signatures Next slide, please. [16:58] Here's another version of the map So the homes in red [17:03] already have existing permit parking [17:06] and then the homes in blue outlined in blue [17:10] are the 308 homes that were the subject of the recent petition [17:16] gathering process. [17:17] Next slide, please The city council is aware of the issues [17:26] regarding lack of parking and displacement so much so that [17:32] separately at the june 9th meeting, [17:35] Mayor Pro Tem pro Tem Mathis and Councilmember Wheeler requested [17:39] that city staff Return to a future city council [17:42] meeting with a report discussing parking [17:44] and street sweeping issues. [17:46] That report was attached to the Traffic Commission's agenda [17:51] packet So you have and Mayor Pro Tem Mathis also [17:55] made a motion that was seconded by Councilmember Wheeler [17:59] to take a look at. [18:00] Allowing overnight parking on the south side of Laguna Hills [18:03] drive at that time, Laguna Hills Drive [18:06] have had a prohibition on overnight parking [18:09] and you can only park on the south side [18:11] of Laguna Hills Drive between Indian Hill Lane and pasadena. [18:14] Valencia During the daytime And that historically [18:18] was done because of insufficient parking at Laguna Hills High [18:23] School With the decrease enrollment [18:26] at Laguna Hills High School And after consultation it [18:31] was determined that that no longer needed to be in place [18:35] Next slide, please So going back to the current process, [18:40] I'm doing this in chronological order. [18:42] Sorry for the ping pong approach here On June 15, [18:45] city staff mailed out those ballot petitions [18:48] that 308 properties and that ballot petition that was mailed [18:54] was attached to your staff report as an example. [18:57] And the deadline for the receipt of those ballot petitions [19:00] for that area was 5 p.m. on. [19:05] Was what time is it now? [19:07] 617. [19:09] So city staff has furiously been putting together the results. [19:12] We've been telling up as we go. [19:13] And we received several petitions today [19:16] and we'll be reviewing the results of that in a moment. [19:20] Next slide, please So going back to Laguna Hills Drive [19:26] so at the June 23rd, 2026, City council regular meeting, [19:30] city staff provided that comprehensive [19:33] presentation on parking and street sweeping issues. [19:36] As I indicated that was attached to tonight's traffic [19:39] Commission Agenda report. [19:41] Specific to solving the parking issues near Beckenham Park, [19:44] Camberwell street, Beckenham Street and the Sunset [19:46] Place neighborhood. [19:47] City staff at that meeting recommended allowing parking [19:52] on the south side of Laguna Hills Drive between Indian Hill [19:55] Lane and Valencia in order to potentially decrease [19:59] the number of vehicles being parked [20:02] in the adjoining residential neighborhoods [20:04] And the city council adopted So the city council adopted [20:08] that resolution, removing overnight parking restriction [20:11] on the south side of laguna Hills Drive [20:13] and establishing a no parking during street sweeping hours. [20:17] Laguna Hills Drive is. [20:19] We'll be swept between 8 a.m. and 12 p.m. on Tuesday [20:23] is once a week so people need to move their vehicles. [20:27] So here is a map of Laguna Hills drive. [20:30] So it's a unique street on the north side of Laguna Hills Drive [20:36] at the northwest corner of the city of Valencia [20:39] in Laguna Hills Drive There's a medical office [20:42] building which also suffers from lack of parking. [20:47] So years ago on an unusual permit parking district [20:50] was established for the benefit of the medical office building [20:55] on the northwest corner And so there [20:57] is existing permit parking that's [21:00] denoted by the Orange line. [21:03] There is no parking any time as denoted by the red lines [21:08] There's existing green parking. [21:10] With the green line work for parking [21:12] adjacent to Sheep Hills Park located near Moulton [21:18] and Laguna Hills Drive. [21:19] And contrary to popular belief, sheep hills [21:22] park is not owned by the city of Laguna Hills. [21:24] It is owned and maintained by the ELISA [21:26] vale Community Association. [21:29] Back then there was some people were surmising prior [21:31] to the annexed portion of the West Side of Laguna [21:34] Hills in 2000 that that was going to be the city [21:36] of at least some Viejo. [21:37] And that did not happen Instead laugh co thought that that [21:43] should be part of the going to hills [21:45] and less severe community association has been maintaining [21:48] that park ever since and then the light blue line [21:52] on the south side of the roadway is [21:54] what the city council approved. [21:56] Conversion Converting that from no overnight parking to now [22:00] unrestricted parking except for no parking [22:03] on during the days and hours of street [22:05] sweeping, which is tuesdays again from 8 a.m. to 12 noon. [22:08] That parking is available now. [22:10] People can park out there right now that has been out [22:14] there for a little over a week. [22:16] Slide, please So now that the deadline has passed for receipt [22:22] of ballot petitions in favor of the establishment of permit [22:27] parking on all of those streets, city staff [22:30] will review the results of the petition process. [22:33] I will say that city staff worked diligently to review [22:38] the petitions specific quickly. [22:40] Julie and Sam, thank you. [22:43] Julie. [22:43] Verified the names that the names match the property [22:46] assessment rolls as required by the ordinance [22:49] and during the process, we also eliminate added [22:52] several duplicate signatures. [22:54] Some some residents submitted the petition form on their own [22:58] in the mail and then apparently maybe a canvassing process came. [23:03] Took place where more signatures were collected [23:07] And we can only count one signature per address [23:10] if there were two signatures collected per address that [23:12] doesn't count as double voting. [23:13] It doesn't count. [23:14] So all you needed was one signature per address That was [23:19] the property owners signature. [23:21] The traffic commissioners received [23:23] copies of the petitions and the maps [23:26] showing the petitions received. [23:29] We went through the process of of tallying up each one [23:33] and providing that information to the commissioners. [23:36] So they can see for themselves how that was done. [23:39] Next slide, please So the following are the results. [23:43] So these are in alphabetical order [23:47] and I want to say that in the review of these streets, [23:51] cities staff also looked at block segments, [23:55] block by block segments to try to determine [23:57] if any of the thresholds have been made for 67%. [24:02] So avenue to Avalon, one out of six homes [24:05] returned a petition of 16%. [24:09] K carmel was nine of 14 at 64%. [24:13] Camberwell as a whole from end to end was 11 of 29 at 40%. [24:18] However the segment of Camberwell, south of Hendon [24:20] to Castillo Street was 100%. [24:24] Castillo street as a whole from end to end was 13 of 25. [24:29] And then city staff also looked at Costa [24:31] between Camberwell and Woolwich, which was Seven of 12 for 58%. [24:36] Derby circle was 11 of 22 for 50%. [24:40] And one Street was 28 of 57 for 49%. [24:43] However, as a subset, there was a strong showing for Hendon East [24:48] to Camberwell, so the elbow or the 18 out of 20 [24:51] being at a 90% Luton Street was 13 of 15 and 87%. [24:57] Salford Street was ten of 24, 50%. [25:01] Next slide, please Sunset Place Neighborhood was 39 of 68. [25:05] At 57%. [25:07] And we did look to see if there was a qualifying subset that [25:10] could be established either on any segment of the roadway [25:15] And what we observed generally speaking, [25:17] was that residents on the outer side of the ring road generally [25:21] returned petitions All the residents on the inner side [25:24] of the ring road did not return Post petitions [25:27] via Balboa Five of 1,145%. [25:31] Wilkes was one of 425% for the small segment. [25:34] There adjacent to the park on the opposite side [25:37] of the Purple Line, York Circle was seven of 25%. [25:42] So you can visually see how that played out. [25:44] Next slide, please I'm sorry. [25:46] This is. [25:47] So this is the review of the results. [25:48] So those segments were the ones that met the 67% threshold. [25:52] Slide, please. [25:53] And then out of the orange area, the green area met the petition [25:57] requirements of 67% Now, let that sink in for a moment [26:09] Next slide, please So the recommended action [26:14] is that the traffic commission discuss and provide [26:16] direction to city staff. [26:18] And just for reference we can go back to the previous slide [26:22] for reference here, because this is probably the most important [26:24] thing here on the screen I know I will say that I know [26:32] that there were a lot of folks that came in person [26:35] of the traffic commission meeting [26:36] desiring the implementation of permit parking and city [26:41] staff looked at all the different ways even [26:44] combining blocks with blocks that didn't [26:47] quite meet the threshold. [26:48] And there was no other way to arrive [26:51] at this If the overall desire was to implement permit parking. [26:57] But we couldn't find any way to do that. [26:59] So this is the on a block by block segment. [27:01] The best these are the segments that meet the 67% threshold. [27:08] I'm happy to receive any questions [27:10] from the Traffic Commission regarding this [27:14] And that concludes my presentation. [27:18] Thank you so much Yeah, I want to compliment staff. [27:22] You know the election ended at 5 p.m. today [27:26] and they were able to tally all this data. [27:33] And in and come up with the results. [27:36] That doesn't happen a lot in elections where [27:39] you get such quick results. [27:41] So I definitely want to compliment your staff [27:44] on a job well done, especially it just so [27:48] happened that it turned out our traffic [27:50] commission meeting was the same day as the end of the election. [27:54] And they were able to get it done. [27:56] So kudos to staff on that I'm going to open it up. [28:02] Now to Commissioner eRs for questions to Steph Curry. [28:06] Quickly, go back, slide a few slides actually to [28:09] on the percentage breakdown by street. [28:11] Yeah, this one. [28:12] Thank you I'll get back with questions OK? [28:18] Okay. [28:19] All right Mr. Jones, do you have any questions for staff? [28:22] I guess. [28:24] And i only understanding how difficult it is to get people [28:31] to sign these and the kelly you're within a couple [28:38] percentage points there. [28:40] Me I consideration and give you a little fudge factor there. [28:49] Thank you for the question, Commissioner Jones [28:53] The answer is possibly I decided to highlight that in yellow [28:57] because of how close it was. [29:01] If you go forward a couple of slides, same to the map [29:06] The only issue was, is if you give the fudge factors, as you [29:11] called Carmel and make that green, [29:14] that segment of Hendon between Kai Carmel and Camberwell [29:18] would be in the Orange. [29:20] That segment there had didn't have a whole lot of petitions [29:25] received and even trying to combine kai Carmel [29:29] within the green area East of Camberwell [29:33] still wouldn't you wouldn't be able to, [29:36] you couldn't you couldn't draw a you couldn't draw or rely [29:41] on the overabundance of enthusiasm for permit [29:45] parking and the other portion to counteract [29:47] any part of anywhere else. [29:49] And so we did that permutation to try to figure that out. [29:54] If that would be the case. [29:55] And it does not So even if you gave [29:57] a fudge factor to come by Carmel, [29:59] you'd have that gap there. [30:00] And I don't know if that's desirable or not. [30:03] That's for the commission. [30:04] The way you do any anything else? [30:09] Commissioner John OK. [30:11] I think Mr. Patel is still working on this question [30:14] so I'll, I'll basically make a couple [30:17] statements here for staff. [30:19] So, so and staff realizes this. [30:22] And I would just get some response from them [30:25] when we have such a small area coming up in the green Let's [30:33] talk about the fact that we're back [30:35] to the regular impacts of dropping that pebble in the pond [30:41] and the ripple effect. [30:43] Now going out to these other areas instead of this whole area [30:48] being approved by the proper percentage for a parking [30:52] permit program It's almost like these small areas are going [30:57] to cause these other areas that did not meet the threshold [31:01] to have other problems. [31:04] So are you, even though we're meeting the threshold old [31:09] and some of these streets it appears as though we're going [31:16] to have impacts on the streets right next door [31:21] Is that a question? you know, if you're [31:25] asking for my professional opinion, yes I would. [31:27] I would. [31:28] If you were to approve of the green streets, [31:30] then you probably would have impacts on nearby adjacent [31:34] streets with the commission is acutely aware [31:38] of the displacement effect, as is the city council It was [31:42] discussed at the June 23rd City Council meeting and I think [31:48] the Commission is well aware of the displacement effect as well. [31:51] And so you have to weigh that and whatever deliberations [31:54] we make here this evening. [31:56] Okay Thank you. [31:57] A vice chair. [31:58] Patel, are you. [31:59] Are you ready ? [32:00] OK. [32:01] Vice Chair Patel. [32:02] So I have a couple of questions on the first one [32:04] is the threshold is exactly 67% or is it 67%? [32:09] If we're one, we're two rounds. [32:10] So point six, six Six. [32:14] So those is are particular example, [32:20] because in the case of Carmel it's 64 point something percent [32:25] but that doesn't get you to 67. [32:27] So the way the municipal code is read it is it's [32:30] at least 67% or more. [32:33] So OK, Carmel, we need one more for it to get over 67%. [32:39] So I still highlighted it in yellow [32:41] because that was the closest number that was there [32:44] and the rest of them don't have any No, no amount of rounding [32:48] would get you anywhere near 67%. [32:51] Yeah Because when I remember when My neighborhood had [32:55] petition as an entire neighborhood, [32:58] some areas had more than the 67%, some were below [33:02] But combining our entire community together [33:06] we tried that. [33:07] Yeah. [33:07] And so that was over the 67%. [33:10] So kind of where I see that the point 66% [33:13] is if you look at Carmel combined with the green area, [33:17] combined with Casto street entirely, [33:20] or if we want to go above that, you would have carmel [33:27] with the subset of costs go plus the green [33:32] And I think that's over the 67%, which one are you referring to [33:37] So if we take all the green plus the yellow the nine out of 14 [33:42] plus the seven out of 12, I think that got me at 69% for. [33:50] But those are all disconnected, street disconnected Okay. [33:53] So they're all that would be all disconnected streets. [33:55] And even then you still so you're adding you've got [34:00] to add up 14 three 2050, 2015. [34:08] So I'm going to go back to the slide, please. [34:12] 3, three, four, ten 1735 six. [34:17] That's 52 and then you've got Nine 318 and 15. [34:24] Oh, you also in the Adam Camberwell [34:28] and Woolwich only carmel and then yeah, Cambridge well [34:33] and Woolwich, the 64. [34:35] Yeah I'm sorry. [34:39] Stop between Camberwell. [34:40] Yeah. [34:41] Yeah So to rephrase that again, the sky [34:44] Carmel next one is screen Camberwell [34:45] South and Coastal between Camberwell and Woolwich. [34:49] And then it used to control to the northeast elbow and Street. [34:54] OK so that's a total of 64 properties. [34:56] So I think that the number that you got let's double check [35:06] And so this is i think you I also got 64. [35:29] Okay Yeah. [35:36] OK So even with that, though you have disconnected. [35:47] Yeah. [35:48] Series of streets. [35:50] So if you wanted to have my the goal number we try [35:54] to put together permanent parking [35:56] is to actually have segments that connect with one another. [35:59] So I guess I should have qualified my statement earlier [36:01] So yeah, you could cherry pick out certain pieces that might [36:05] allow you to disconnect and streets with one another [36:09] to get over a threshold but you'd still wind up [36:11] with a scattering of an effect. [36:14] So that's so that's an example of you know, [36:21] how you could do that to get a scattering effect, [36:23] but it wouldn't lead to And then when you start trying to add [36:27] in the connecting streets and you [36:29] fall back below the threshold that's the problem Yes. [36:33] I mean, I um, absolutely. [36:36] I yeah, I have the desire is to try to make the whole thing, [36:41] whole and connected together. [36:42] There isn't a way of doing that right now Yeah, that's fair. [36:52] And then I was wondering if the sunset hOA [36:55] board was in the crowd. [36:58] I did have my understanding is they are. [36:59] And I'm sure when public comments are called I'm probably [37:03] going to say something. [37:04] OK Sounds good. [37:05] OK. [37:06] Anything else Okay. [37:09] Okay No other questions by Commissioner for Staff. [37:15] I'll give you one more statistic Yes or not on the screen. [37:18] When you add up all the numbers overall all [37:21] for the whole orange blob, we got 147 out of three [37:28] so it's less than 50%, 50%. [37:31] Okay. [37:32] Slightly less, 47%. [37:35] Okay At this time, we're going to ask the clerk to call forward [37:40] our public comments on this specific agenda item We [37:47] have six requests to speak The first speaker is [37:50] Alex Galvin of ski. [37:54] Next speaker will be Terry Whitley [37:59] Thank you, commissioners. [38:01] Thank you. [38:01] Happen to be here. [38:03] Alex Galasso ski 24831. [38:05] Camera will street have lived there about 38 years. [38:10] I'm part of that subset. [38:11] Camberwell South of Hendon and obviously, [38:15] if I was closed minded and just on a selfish little level, [38:19] I can see that the immediate area around my home [38:23] looks like it's potentially destined for the program [38:27] being a person in the community, though, of all these years, [38:31] I completely empathize with your comments. [38:33] Commissioner Miller it's like kicking the can [38:37] and it's the old out of sight out of mind for the homes [38:42] that have yet to experience what we've been experiencing. [38:45] The urgency isn't there. [38:47] We've been experiencing it, and it's definitely not a Laguna [38:52] hills way of life And so all i can say [38:56] is I appreciate that you're trying to look at that forward [39:00] thinking because i probably in the short term, [39:04] if there is the implement of what I see in green you can [39:09] dutifully expect that down the road it's going to mushroom out [39:13] and then it's going to develop into more [39:16] But there is the rules of the city. [39:18] So all I can say is in terms of the area that is green, [39:24] am I getting premature to ask on some [39:27] broad level what the implementation [39:29] program timeline would entail ? [39:32] OK. [39:33] That's a great question. [39:34] And let me let me how can we have [39:37] staff respond to that And I'm through with my question, sir. [39:40] Question I, I think that would be [39:43] premature to answer that question Yes, [39:44] the commission actually approves something. [39:46] And if they were to approve something theoretically, [39:50] it would have to go to city council for approval Okay. [39:53] So the recommendation of the city council for approval, [39:55] and if they approved of it it would [39:59] take some significant period of time [40:02] to get that going with normally with, say, another three months [40:06] after that. [40:07] So there was supportive five months. [40:09] There's a process involved. [40:13] I hope that answers your question Thank you. [40:17] Thank you Clark. [40:19] If we could call the next speaker, please [40:23] The next speakers, Terry Whitley Following is Curtis Van Buskirk [40:31] Good friends you'd like to yield your minutes to who's [40:37] the next speaker after Terry watts Okay, sir, you can [40:44] you can come forward. [40:46] Thank you. [40:47] So I thought Curtis should come, right? [40:49] I'm sorry, Curtis Curtis Van Buskirk is next So who is that? [40:53] Who is the next one? [40:54] After It's Curtis. [40:57] Jim Cooper Gary Steinberg and Ed? [41:04] OK, so the speaker after the lady who just yielded her 3 [41:09] minutes is what's that next Speaker Curtis Van [41:12] Buskirk and that's Curtis But you're yielding your 3 minutes [41:17] to the gentleman next to you. [41:19] I understand. [41:20] Okay, Curtis, you can come forward. [41:21] Thank you. [41:22] You, sir Thank you for being here. [41:31] Thank you for having me. [41:32] Once again I'm becoming a persistent thorn in your side. [41:36] Short of it, I'd like to first start [41:39] by thanking the diligence of staff [41:41] for going through this effort I know it's not an easy feat, [41:46] and I also want to thank Commission for listening [41:50] to those of us that have experienced this, you know, [41:52] ongoing matter and issue So based on what I just [41:58] heard about that timeline of 4 or 5 months, [42:01] I am imploring commission and staff [42:05] to expedite at all costs We have continued to experience. [42:11] I significant pressure after the implementation of no parking [42:17] overnight on the park, which, by the way, looks amazing now. [42:21] It's beautiful. [42:22] It's Yeah, it's swept regularly I couldn't have [42:27] asked for a better outcome. [42:29] However for the bubble effect or the balloon effect. [42:32] As you know, Director Ames has a So cleverly [42:36] named it has pushed out so we request that there's [42:42] expediency in this process. [42:45] My original statement i hate when my wife tells me [42:49] I told you so and I say this with an entire respect [42:55] but I told you so relative to expanding the group of petitions [42:59] that were sent out those that are not experiencing [43:02] this problem today have no motivation [43:05] to vote in affirmative with the exception [43:08] of a few that do regularly. [43:10] See this as a problem. [43:12] So what you see as a result here are the direct impacted areas [43:16] that voted in affirmative in a significant way [43:19] because those are the ones currently [43:21] experiencing the the issues today I empathize. [43:28] I know that there are some that are opposed to this measure I do [43:33] empathize with those in the community [43:35] And I this is not a myopic view from my point point. [43:40] It is something that is more holistic in nature. [43:43] But something's got to give And that's really what [43:46] we've come to at this point. [43:48] And what you see as far as requests for implementation is, [43:53] is a you know, overwhelming support for those [43:57] directly impacted. [43:59] And I guarantee that those once this does going effect, [44:04] it will become a problem somewhere [44:06] else within the community, in the neighborhood. [44:09] And I also want to go hearken back to the original, [44:13] the measure that was voted on to open up [44:16] parking on Lincoln Hills Drive. [44:18] That's wonderful. [44:19] All that is not opened up or alleviated The problem for us [44:23] in our community at this point. [44:25] So we continue to be you know, steadfast in our pursuit [44:29] of ensuring that this is done. [44:31] Thank you. [44:32] You. [44:32] Well, it's new at that open parking is a new item, [44:37] so let's let's see, let's give it a little bit of time [44:40] to see how that transpires Are there [44:43] any questions from the commissioner or to our speaker [44:46] tonight, anything you'd like to say Yeah. [44:50] Okay Thank you. [44:51] Thank you. [44:51] Thank you, Clark, You can call the next speaker Next speaker [44:56] is Gary steinberg. [44:57] You have six minutes. [44:58] Gary Good evening, sir. [45:02] Thank you for being here. [45:03] Thank you. [45:04] I hope you don't start charge if you ramp up here. [45:06] So often That's okay. [45:08] You're more of you can come and speak whenever you want. [45:11] We enjoy you being here. [45:12] Thank you. [45:13] You so much. [45:14] And thank you for all the diligence [45:16] and hard work Again, a big thank you to Joe and Julie [45:19] and the old saying Be careful what you ask for seems [45:23] to apply with our issues. [45:24] We ask for permit parking. [45:26] Typically the eight nonresidents from coming [45:28] into our neighborhood for parking only to trash [45:31] it and create a nuisance. [45:32] All we wanted was permit parking for our homeowners and guests [45:36] like receiving a wish from a genie. [45:38] There's always a catch In this case, [45:41] we get no parking for street sweeping and escalating fines [45:45] from 15 to hundreds of dollars And this [45:50] is that in any way fair? [45:52] This led to some people not to agree to permit [45:55] parking when prior to this. [45:57] They were in favor We never had a trash problem before. [46:01] Out of your area, Parkers came to our streets [46:04] Street sweeping was never a problem. [46:06] There is no alternative place to park on sweeping days [46:10] long with this comes signed blight. [46:11] We get polls with double signs. [46:13] We do not need that either It's another people don't want [46:17] the double signs for street sweeping and anonymous flyer [46:21] that some people thought came from the city Also [46:23] put people off. [46:24] They thought they would be. [46:26] There would be garage inspections. [46:28] People still believe this. [46:30] You sent out a petition, not a ballot. [46:32] If we do not have enough signatures, [46:34] we asked for more time to get them in. [46:36] Also there is no parking. [46:38] I'm backing him. [46:40] If picking him park. [46:41] Acacia Knowles has now taken the parking in our neighborhood. [46:44] Totally unfair to have a gated community that [46:48] should be their problem, not our problem The solution [46:51] to these problems to remove the street [46:53] sweeping mandate from the permitted streets [46:55] are just sunset Specifically restore [46:58] parking behind occasional US and the south side of the street. [47:03] Across from that can harm park. [47:05] It was made no parking because resident Mary Pruitt complain [47:08] and promptly stalled after it was adopted. [47:12] All wants to park on the street, give them their back [47:14] and him parking back. [47:15] The unification of the parking. [47:17] They should park next to their neighborhood. [47:19] That and someone else's. [47:20] Next, we come to Laguna Hills Drive. [47:22] If we have if we have been taking i [47:25] have been taking out driving by every day. [47:27] Let's address to the north side the medical building [47:30] and a little go towards only uses 50% [47:32] of the spaces allotted to them for permits and a street [47:35] in their parking lot is less than 50% full. [47:38] I've notice every day for the last two weeks [47:41] and i suggest city open the north side [47:43] to all parkers west of their permitted spaces [47:46] and reduce how much space. [47:47] They are allowed in the building. [47:49] Can implement a van, pull or Laguna woods of parking [47:53] inside their walls. [47:54] They can get a shuttle for their employees [47:56] Our city needs the parking signage could restrict [47:59] high school, partly because I don't watch a thing [48:03] about kids crossing the street. [48:05] That was the okay with the additional parking [48:08] on Laguna Hill Drive. [48:09] I think most of the parking issues [48:10] will resolve themselves Thank you. [48:14] You so much. [48:15] Very, very good comments It seems like you put together [48:18] a really big strategic plan But, you know, [48:21] I do want to say a lot of folks are asking for that streets [48:24] sweeping restriction. [48:26] Yeah we've never had anything on our streets [48:29] except believes in for 40 years. [48:32] I've lived almost 40 years. [48:33] I've lived here. [48:34] There's never been trash until the out of area [48:37] because people out of the area, they don't care [48:39] where they throw it garbage. [48:40] They open their car either when they get well [48:42] actually do it when they leave. [48:44] They don't eat our junk on to the street If they're not there, [48:48] there won't be if we won't have a street sweeping, probably [48:50] at least in Sunset Place. [48:51] I believe Yeah. [48:52] Stay there. [48:53] Stay minute. [48:54] Commissioners, do you have any questions that you like? [48:56] I know Mr. Patel, just a quick question A couple of questions, [49:00] actually. [49:01] Do you have the rest of your HOA board here tonight with you? [49:04] I only have one, Terry. [49:05] Okay. [49:06] Just one touch here. [49:07] Also, I didn't see them in the back half. [49:09] Two of our five. [49:10] 3 of our five. [49:11] I'm sorry Gotcha. [49:12] I'm glad you guys showed a good showing tonight [49:16] I have to say, you know, based on all the comments and all [49:19] the different discussions that we've had [49:21] and continue on from your neighborhood, [49:23] it's a little surprising that the neighborhood has you know, [49:27] not met that threshold for the parking [49:29] permit that flyer was a big in people. [49:33] I said that was an anonymous flyer, [49:34] even though we know who did it. [49:36] Yeah. [49:36] And it doesn't Yeah, Yeah. [49:38] And other thing was I heard comments and previous traffic [49:41] commission meetings that the problem was on back in hand [49:44] Street and so the traffic commission extend [49:47] did the existing no parking just to the edge [49:50] of where Acacia Lane was. [49:52] There is complaints about you know, [49:53] these seedy activities near the park. [49:56] So the traffic commission responded, [49:58] which none of that none of that came from people [50:01] from Acacia knowles. [50:02] It was the other people in the surrounding area, [50:04] Acacia Knowles never complained except for when [50:09] Mary Pearl lived there. [50:10] And so there is noise behind my house. [50:12] And as soon as yes, but if I remember correctly, [50:15] there was a member of your HOA board [50:16] that also complained about, you know, problem is, at the park. [50:19] At the park. [50:20] So i'm finding a little interesting that, you know, [50:23] you're coming here tonight with public comment [50:25] saying you want to open up parking back at the park. [50:27] No, no, not at the park and across the street. [50:30] And keep behind Acacia and Knowles. [50:33] Leave the park where it is. [50:35] But you Acacia and also had a no parking section to the dead end [50:41] from their driveway to the dead end [50:43] Acacia Knowles could park their own cars behind their own houses [50:47] Actually, there was an existing So if you look at that, [50:50] yeah, there was existing read was existing right. [50:52] Only section that was added really [50:54] on to their side of the street. [50:56] So I say remove that restriction because the lady [50:59] that wanted it sold her house immediately and left. [51:02] So i don't know ification Knowles himself anyone [51:04] else indication Knowles wants that restricted they could use [51:08] that space for their overflow Yeah, I think the concern [51:13] tonight, at least from my perspective, what I'm hearing [51:15] from, you know, yourself and, you know, members [51:17] of your community that have yielded their time to you [51:20] is you don't have the you know, the votes. [51:23] If you will, for your community And now [51:27] you are trying to insinuate that other areas of the community we [51:31] should open up parking because it would somehow this [51:35] is like the next solution. [51:36] And I think quite frankly speaking, you know, [51:39] we as a commission have tried very [51:41] hard to work with Sanchez sons. [51:43] So that's to make this happen. [51:46] And I'm just trying to that is also on the residents. [51:49] Yeah, I don't want to complain and not have a solution anyway, [51:52] so that's no good. [51:53] Yeah. [51:54] And I would love to open up the entire laguna Hills, [51:57] drive the parking Yeah. [51:59] Because I, we we appreciate that. [52:03] And I understand what you're saying, [52:05] but they you did make one comment tonight and it was like, [52:09] give them back to Buckingham Park [52:11] parking or adamantly i mean, right behind their house [52:15] or John Cross me question. [52:17] Just give i live in the HOA and you know we have restrictions [52:22] and I'm parking and having a car and a garage [52:27] with at least one space. [52:30] So parking things. [52:31] I know we have not been we have nothing [52:36] And you can ask you have no know for a parking garages that [52:42] and you know the only ban. [52:44] We have is nothing You can't have a car or a vehicle that [52:47] doesn't fit in their garage. [52:49] You don't have to put it in there. [52:50] But that's the only ban. [52:51] We have because it's a city street in acacia Knowles [52:54] is different I'm sorry, because they're gated [52:57] and they own the streets Yeah Yeah, because i was thinking, [53:04] you know, if you did sort of see if keisha knows that you can [53:09] make sure, you know there's a chance [53:13] of finding the 99.9% of our neighborhood parks [53:17] in our neighborhood. [53:18] We don't. [53:18] The only people who park outside is someone [53:20] who has a large vehicle. [53:22] I think there's only two of those ones, [53:25] a commercial It's got writing at it, [53:29] and the other one is brand new. [53:31] He got a big commuter van, the one [53:34] fitness driver won't go one into the garage either but that's it. [53:39] Well, we. [53:40] We did go through the process. [53:42] Yep we did. [53:43] And we had an extension. [53:46] Maybe there's no extension in the election process, [53:50] but but in the future you know, six months nine months [53:55] down the road, if you guys choose to do that process again [53:58] maybe it'll be a different approach. [54:00] But we went through the process. [54:02] I and we followed the guidelines and the community [54:06] spoke I or came in that, you know, [54:10] again like as Char Miller said, you can definitely you can start [54:14] tomorrow to get, you know, signatures once again, [54:18] once you have your petition format maybe this time, [54:21] instead of mail ballots, you would have to go door to door [54:24] and educate your fellow residents as part of your HOA. [54:27] Use your HOA board meetings, use your newsletters. [54:31] Tracy and another knows another homeowner tried there, [54:35] but it was hard to reach people. [54:36] And 818 of our 68 houses are I I understand that, sir. [54:41] But here's the thing. [54:42] Laguna Hills has other HOA neighborhoods as well, some that [54:46] have also implemented parking. [54:47] I know. [54:48] So I mean, I don't want to make you know, I know Yeah. [54:52] Yeah. [54:52] It's we fell short. [54:54] You don't win them all Well, thank you [54:56] for I thank you so much Thank you [54:58] for leading the nation to consider the north [55:00] side of the foothills Drive. [55:02] All right. [55:02] Thank you. [55:03] You. [55:04] Thank you for your comments Clark. [55:06] The next public speaker, please. [55:09] Next speaker is Jim Cooper followed by Ed Zapico [55:15] Hello, sir. [55:16] Welcome Hello. [55:19] I want to start by thanking you for giving up [55:21] your Wednesday evening to be here for this meeting [55:24] And thank you, guys. [55:27] Anyway I live on keystone 24892, which [55:31] if you look at customer curves or the green [55:35] a camera will hits Costco, it turns into Wilkes. [55:37] So that bottom little leg of the curve that's red [55:41] is actually Wilkes. [55:42] That's got it. [55:43] That's not coastal St but where the green is, [55:46] i'm three houses from the park and no farther [55:50] than that where we lived. [55:53] There. [55:53] 33 years, paid taxes, voted once we that's been our home. [55:57] Our kids grew up, went to went to the local schools, [56:01] graduated between two hills high are grandkids [56:04] are there all the time. [56:06] And it's actually gotten worse since you put the no parking [56:10] at Buckingham Park. [56:12] And overnight now the cars are parking in front of our house. [56:16] But over the years, I've witnessed [56:18] drug sales and drug use. [56:21] I've witnessed after work the gathering [56:23] of of people's drinking beers outside their trucks [56:27] and the pickup trucks in the on the side of the park [56:30] there trash in the streets urination [56:34] in the streets and worse human waste and like I said, [56:39] I'm only three. [56:40] So when you look at the numbers, our little section of gusto [56:47] it was seven out of 12. [56:48] Another point I wanted to bring up is at least four [56:52] of those homes are at least are either senior living [56:56] facilities or rental. [56:58] And so four out of the 12. [57:00] And I know for a fact that the house [57:02] across the street that was a rental, the tenants [57:05] received the notice. [57:06] The owner didn't receive the notice [57:08] So they had these owners have no say on their property values [57:11] I'm sure the the businesses might not want it [57:16] because permit parking would require their patients families [57:20] that come to visit get permits and it [57:22] might be a hassle for them, but it's not fair to the resident [57:24] who've lived there. [57:26] It's not fair that when we moved in, [57:28] we didn't have this issue When there used. [57:33] There's been signs on Stockport for the longest time [57:36] when they put them at the bottom of Wilkes [57:39] and it's been up to the top of Wilkes there [57:41] It's when they put it at the bottom of Wilkes [57:43] and partially up Woolwich Five years ago, [57:47] that's when it started getting bad [57:49] And then just recently, they moved it. [57:50] The rest of the way up. [57:51] We'll watch to the edge, to snow. [57:54] And then they know that they've done. [57:56] One more. [57:56] And so it's a it's a snowball effect that keeps [57:59] it keeps move in the cars. [58:03] Now, if you look where Stockport and perceived Ave Valencia meet [58:09] that's where the apartment is for how far these people [58:11] will travel by parking. [58:14] So one of the things the city doesn't do [58:15] is address the overcrowding in the apartment [58:18] There should be there shouldn't be that many cars. [58:20] First place. [58:22] And so you're putting the burden on the homeowners. [58:25] But if you took the five seconds. [58:28] If you took the seven out of 12 at 58% [58:30] and combined us with the Greens, then we would pass, [58:34] we would be included. [58:35] We would still be over the 67% threshold. [58:39] But for us not to get it at three houses down my house [58:43] and for the houses, three houses up the other direction to get [58:45] it is just going to screw me. [58:47] Even more. [58:48] Or excuse my language. [58:49] I'm sorry it's going to you just stay there a minute. [58:52] We're going to open this up Commissioners [58:54] asking some questions. [58:56] But I did want to ask staff when we send the ballots out, do. [59:00] Do we just send it to the home address [59:04] or do we send it to the owner of the home [59:10] we send it to the owner of the home Simple code [59:14] requires that the ballot petition be signed [59:18] by the property owner Bye bye. [59:21] Bye Municipal council. [59:22] We sent it to the property owner and there, [59:28] as has been mentioned there are both owner occupied homes [59:34] and rental homes. [59:36] People who live on the street that are owner [59:39] occupied homes have the ability to do [59:43] a due canvassing to get signatures from property owners. [59:49] OK We don't know who the property owners are. [59:55] They're businesses. [59:56] And, senior living homes on OK I want [1:00:03] to think on that for a minute Commissioners, do we do. [1:00:06] We have any questions for our speaker This is a tough one. [1:00:10] Yeah. [1:00:10] Oh yeah. [1:00:11] If you if you do what's in green, [1:00:14] it's just going to push it, right? [1:00:15] I mean we're actually closer than the people on letting [1:00:19] in the people unhindered I know exactly where [1:00:23] that's that i walk around. [1:00:25] Thank you, sir because I was a parking operations [1:00:29] commissioner so I didn't. [1:00:30] But I You bring up a very good point. [1:00:34] That's i don't have a solution. [1:00:43] I don't either. [1:00:44] This wasn't a problem before the city started. [1:00:47] But I see you know, messing around before. [1:00:49] But the rest of Wilkes is you know, has permitted parking [1:00:55] And then around the corner over to Costco. [1:00:58] I know it's basically one once street [1:01:02] and there's a barricade that separates it. [1:01:05] But it's on the Wilkes side. [1:01:06] It's. [1:01:07] Yeah Mr. Patel. [1:01:12] Yeah. [1:01:13] I had a question so sure recognize that you know you are [1:01:16] you guys are almost there on your street [1:01:18] in particular was your attempts to at least [1:01:22] I know that you mentioned that there's nursing facility [1:01:25] is non-owner occupied homes but there were probably [1:01:29] some owner occupied homes that maybe weren't reached [1:01:32] or educated enough Do you feel like if maybe you were [1:01:35] to attempt to even try to reach a petition just costo [1:01:41] and you know, the next few months granted, [1:01:44] you're sandwiched between the green and the yellow, [1:01:46] so more homes will feel it. [1:01:48] Yes. [1:01:48] You know I feel like maybe that is probably your solution [1:01:51] to, you know, hopefully be able to kind [1:01:54] of make this more contiguous and, you know, get action. [1:01:59] Yes. [1:02:00] That at least that at least let us repetition and try to push it [1:02:04] But like I said, if you include it with the subdivision [1:02:09] of Hutton Lutton and Hendon, when you add our 13 of 25 [1:02:14] into that group, it brings it up to 74%. [1:02:17] And we're certainly as close as they are you know, [1:02:19] the ones that you're approving. [1:02:21] Yeah, because one of the, you know, pitfalls [1:02:23] of having a mailing system rather than, you know, [1:02:27] petitioning yourself is, when you [1:02:29] petition yourselves you have your timeline [1:02:32] that you can collect. [1:02:33] Those are our neighbors did tell me that they got a petition They [1:02:37] received the position at their house [1:02:39] and not doubting that their mail them to the owners. [1:02:41] But they said they couldn't sign it, because they're renters. [1:02:44] They don't own the property. [1:02:45] And I said, that's right You know, [1:02:46] so I don't know how to get a hold of their owners, [1:02:48] but I don't know who their owners are. [1:02:50] They just have It's been a rental house for years [1:02:53] And then you you know, it's i have a side yard that's [1:03:01] like a kind of an RV access and on there have a lift I [1:03:04] have a collection of old cars. [1:03:06] So I work on them. [1:03:07] Never have had a problem with someone blocking [1:03:09] my side or yard access It doesn't have a curb, you know, [1:03:13] a curb. [1:03:13] So I have little rubber ramps to go up and down my side yard [1:03:17] and it's got cement to get behind the gate. [1:03:19] And when I'm behind the gate, it's closed and working. [1:03:22] So I don't want to be ordinance issues [1:03:24] But you know, now I've got cars parking there and i've got trash [1:03:29] and I've got, you know people, you know, loud at night parking [1:03:33] at night because when the other area fills up, [1:03:35] it starts coming down our way And, so they're [1:03:38] up at 1130 at night laughing and yelling and making noise [1:03:41] and, you know, just it's just such [1:03:43] a nuisance and 30 something years, [1:03:45] it's never been like this No, no. [1:03:47] I think everyone on this commission, [1:03:49] even commissions past I sympathize. [1:03:51] We recognize this is a similar theme that we hear over and over [1:03:55] with areas that have over parking, [1:03:57] you know, streets are having issues. [1:03:58] Maybe some you know, unintended behavior on, I have to say, [1:04:03] compared to the first time when residents came regarding these [1:04:07] streets, I saw a much larger room full of people [1:04:10] And so today, to see less, I don't know if folks maybe knew [1:04:14] that, you know, had a sense of what the results [1:04:17] would be after 5 p.m.. [1:04:19] But I have to say, you know, I think many of these streets that [1:04:22] were close you definitely have a chance of, you know, [1:04:26] trying this again and trying to do door to door. [1:04:28] And more than, you know, just relying on the mailers, [1:04:30] talking to the renters to talk to the owners next time [1:04:33] they do their rent checks or whatnot. [1:04:35] But you know, I think I have to go back to the comments [1:04:39] and you know, one of the other speakers tonight that, you know, [1:04:43] we shouldn't allow, you know, to the detriment of them, [1:04:47] the fact that other areas didn't, you know, [1:04:49] unfortunate and get their signatures. [1:04:50] And so I hope that makes my I think it's Yeah [1:04:54] and it's it's probably like like the other gentleman said it's [1:04:59] not hurting them today when you soon as you do the greens [1:05:03] it's going to hurt us more and I'm [1:05:05] only three short tosses down. [1:05:06] So I see it now it's hurting now the houses 12 houses down are [1:05:11] going to start seeing it because they're [1:05:12] going to be willing to walk that much further or right. [1:05:15] They right at folding bikes and scooters [1:05:17] and all kinds of stuff in their trunks [1:05:19] to get down to the apartments. [1:05:21] But it's, you know, And then is there [1:05:23] anything we can do with the parking at the apartments? [1:05:25] I mean, is there anything we can do to stop the limit? [1:05:28] How many people are in each apartment [1:05:30] How many families live in each? [1:05:32] So the reason why no go got Go ahead. [1:05:34] I was just going to say that that is a hot topic. [1:05:38] Yeah I mean, I sympathize with the owner of the apartment [1:05:41] They want to make money. [1:05:42] But, you know we're some of the new developments that we have [1:05:45] coming into the city that you know, [1:05:47] the state will regulate 1.5 park in spot per apartment. [1:05:52] Yeah. [1:05:53] And they have. [1:05:54] And each apartment has three cars. [1:05:55] Yeah. [1:05:56] 3 or 4 adults living there. [1:05:57] So the state doesn't put us in a good position [1:06:02] to to tell developers or apartments how to, [1:06:06] how to regulate that. [1:06:08] So but that is, that is the hot topic. [1:06:11] What you're saying right now is because we consistently [1:06:15] see that everywhere in the city where [1:06:18] we have high density housing. [1:06:20] Right. [1:06:20] We this is exactly what we see. [1:06:22] Yeah. [1:06:23] Yeah. [1:06:23] I was going to add that, you know, part of the reasons why, [1:06:26] you know in prior commissions I've tried to explore even next [1:06:30] month when we have our on you know, [1:06:33] town hall sort of setting on the 12th for parking Part of that is [1:06:37] because I'm personally, I've always been an advocate [1:06:40] of if the state is mandating what parking we can or cannot [1:06:45] allow for new developments or any kind of development, [1:06:49] then it's up to the city and its residents to make sure that we [1:06:52] can protect our common resource, which is the streets [1:06:55] that all of our taxes maintain. [1:06:57] And, those streets are your streets [1:07:00] And so, you know, regulating them is your solution. [1:07:03] I feel compared to, you know, what is outside of our purview [1:07:07] when it comes to that 1.5 parking spaces per apartment [1:07:11] unit into And then is there any way [1:07:14] to subdivide the subdivided I mean, [1:07:16] I guarantee you the first seven homes. [1:07:18] I know for sure the first seven homes I've tried to cut this [1:07:23] every way they possibly could. [1:07:25] Staff can speak to that. [1:07:26] Like I said, this closer yard to the park, [1:07:27] the more it impacts you. [1:07:29] So the first seven homes were across the street from me [1:07:31] and three on my side, four on my side. [1:07:34] I know for a fact the first eight homes. [1:07:36] I could get 200% because they've already they're already [1:07:40] starting to experience it now. [1:07:41] So they know So if you the commissioners can look [1:07:45] at the map in front of them to see who actually respond bonded [1:07:50] the homes directly across the street from Beckenham Park [1:07:53] is actually Wilks Place That's the section, [1:07:56] you live in, correct, sir Right across the street [1:07:58] from Beckenham Park. [1:07:59] I live on. [1:08:00] See where the curve is on? [1:08:01] Casto Yes, I live on the inside of the curve across the street, [1:08:05] you know, but the corner of the park [1:08:07] is where the greenery meets the red. [1:08:09] And so I'm three houses in and I know [1:08:12] the first house, the second house and the third house [1:08:14] all signed for sure. [1:08:16] The house directly across the street from me [1:08:18] here and the owners here. [1:08:20] And I'm fairly certain the people on the corner and i'm [1:08:26] not the one, the one next to the corners, a rental. [1:08:29] I'm sorry. [1:08:29] What What if you're willing to give your address, can you [1:08:32] provide your address to 4892 So on first Street, [1:08:38] as as we've already said, seven of the 12 homes [1:08:43] provide and return of petition in that segment [1:08:49] And even if you were to add that to the other segment [1:08:52] is you have to add up the total number of homes, total number [1:08:56] of people who've returned petitions divided by the number [1:08:59] of homes in the segment. [1:09:02] And that doesn't that that. [1:09:04] So if we if we took the 13 out of 25 and added it [1:09:09] to the Lutton and ended, then we would be [1:09:13] at 4,074% 47 out of Third 63. [1:09:17] And we're like I said, we're just as close as they are. [1:09:23] I had no idea that if they sent out that many, you know, [1:09:26] that they had an okay, so let's take a look at your math [1:09:28] here for quick second OK That's sort I am getting 31 out of 50. [1:10:12] I'm not getting i'm getting less than 67%. [1:10:17] I'm adding up the green ones that are [1:10:19] shown on the screen over there. [1:10:22] And then I'm adding the seven of 12 in the seventh. [1:10:25] So the numerator and I'm adding 12 to the denominator [1:10:28] and I'm not getting 67% was your numerator So if you actually, [1:10:36] you know what, I did my own math wrong. [1:10:38] You did it wrong. [1:10:39] Yeah. [1:10:40] Because it's 41 out of 50. [1:10:41] OK And you get included. [1:10:44] So first, you can also. [1:10:45] Yeah, you could include Salford if you [1:10:47] wanted to in Salford Then when I do that study it would still be. [1:10:52] And that's 51 out of 70 But again, we're starting to get [1:10:57] into disconnected pieces. [1:10:59] Yours is a connected piece. [1:11:00] And I would agree that that would probably [1:11:03] be if they divided it by how close [1:11:05] you are to the park and the parking [1:11:07] problem that's been created. [1:11:09] But like as soon as you pass ours, [1:11:13] I understand people are going to be standing here representing [1:11:16] their homes and you All right. [1:11:18] I understand, sir, But this business of the city council [1:11:20] for approval and they don't they have not generally [1:11:24] approved of discussing the council approved the lower ones [1:11:27] And that's what started this problem. [1:11:29] I agree And then they approved the next set. [1:11:31] And that compounded the problem Now, [1:11:33] they approved the no parking at the park, [1:11:35] which compounds it even more. [1:11:37] Right. [1:11:38] And so we're getting the brunt of it. [1:11:40] And like i said, if you don't take out [1:11:42] the rentals for owners who don't care then or give [1:11:46] us their names and addresses. [1:11:48] So we can canvas them then we don't have, [1:11:52] you know, we're stuck right? [1:11:54] I guess. [1:11:55] Yeah. [1:11:56] It's up to the commission right, tonight [1:11:58] to decide whether or not these are just [1:12:00] contiguous sections or not. [1:12:03] The way that I see Salford is it would the existing yellow [1:12:07] and by having the at least the Costco section connected [1:12:11] to the green and the yellow, it kind of creates more of a [1:12:15] you know, district Yeah. [1:12:17] If it does connect like that. [1:12:18] Yeah I guess I'd be open to other commissioners [1:12:26] whose thoughts you should be. [1:12:32] Another piece that over here. [1:12:34] Can you go back to the slide Sam. [1:12:36] Yes, please I would just leg forward please. [1:12:40] So your adding Salford into this. [1:12:45] And then this. [1:12:46] And then adding that piece. [1:12:48] Yeah. [1:12:48] And then all this would be create All this would be green. [1:12:52] And then just to turn 72.8. [1:12:57] Okay. [1:12:58] Yeah. [1:12:59] OK. [1:13:00] So then this would be kind of like this. [1:13:03] OK Yes. [1:13:06] Now, in that Wilks place the one on the floor. [1:13:09] I think. [1:13:09] I think there's at least one senior living. [1:13:12] But I don't know about rentals. [1:13:14] I just know there is one senior living. [1:13:17] So it's a business It's actually three. [1:13:20] If you're talking residential homes. [1:13:22] So there saying by adding those numbers together, [1:13:24] we meet the threshold. [1:13:25] Yes, it looks like so lot of embarrassment for me. [1:13:30] But if you add a Wilkes Place neighborhood 1 to 4, [1:13:34] if you add pesto between Camberwell and Woolwich [1:13:39] each that that segment only 7 of 12. [1:13:42] And then you add in Salford St I want to do my math again here [1:13:49] and I'm on and I'm getting 52 over 74. [1:13:52] So I need to go do the math one more time on And then [1:13:56] quick question on cost. [1:13:58] So st So I know this cul de sac is also a cost. [1:14:01] So yeah, that's what's included in the larger costs [1:14:04] which is the 13 of the 25. [1:14:06] So i guess because if the concern of the city staff [1:14:09] is Salford St if we connected all these sections, [1:14:14] we would still get over the 67, right? [1:14:17] I can go through the math there And [1:14:23] when I was looking at this in isolation over here, [1:14:26] what do you. [1:14:27] So I'm suggesting that this is technically [1:14:29] also costo st right, apologise for the sign [1:14:33] Well, you're fine, but. [1:14:33] Well, it's good that we work. [1:14:34] I appreciate you. [1:14:35] Appreciate you words here and also had quite a few signatures. [1:14:41] So we could actually started from here. [1:14:43] And if the city staff were concerned [1:14:44] that this would be disjointed, this all combined Yes. [1:14:49] Would actually make it much harder. [1:14:51] Slide sound, please OK. [1:14:53] But the numbers here to meet the threshold [1:14:55] when those are added in. [1:14:58] OK. [1:14:59] Okay Can you go back to the St so so this time Okay. [1:15:08] From this cul de sac, it's 30. [1:15:12] Oh, yeah. [1:15:14] So yeah. [1:15:14] Typo. [1:15:15] Yeah Sorry, folks. [1:15:17] Julie So there's a typo on Salford St ten of 30 [1:15:21] rather than 20 Ten of 31 of 20. [1:15:27] Yeah. [1:15:29] She's circled on a piece of paper [1:15:31] 20, which was supposed to be the threshold for getting a 67%. [1:15:34] And I wrote down the wrong number. [1:15:37] Can you double check and truly the numbers [1:15:39] what we're doing this so that bottom number should be at 30. [1:15:52] Yes, 20. [1:15:53] That's correct. [1:15:55] So so that puts us back under the threshold. [1:15:59] we can still include that section and things. [1:16:02] Okay. [1:16:02] Yeah. [1:16:03] Also, if you look at the geography of it [1:16:05] after after hindon, if you go back to the map, [1:16:10] if you look at your map after the curve of Costo and ended [1:16:13] it's going downhill And so people like walking [1:16:16] uphill to get to their place. [1:16:18] But from i guess it's not that big [1:16:21] a deal when they need parking they need parking. [1:16:24] But right now, you know, they're not sulfur doesn't see the same. [1:16:29] My view is, is there any way to pull up the map [1:16:31] and actually drawing it straight to what's that is 30 on Salford? [1:16:39] It is 30. [1:16:41] OK. [1:16:41] Each section and you know, I'm saying. [1:16:46] Like for everyone to have just to make notes. [1:16:49] Yeah there is 30 down here. [1:16:55] Having Salford makes up less 67%. [1:16:58] OK So combining the ten of 30 on Salford [1:17:07] does that, combining all those areas [1:17:09] together is that bring us back under the threshold. [1:17:13] So if you do as the Speaker suggest and you add in cost so 7 [1:17:20] of 12 and Wilks, which was one of four at that point in time, [1:17:26] you would have I'm sorry 13 my deal was Castro up [1:17:37] to the hand in Woolwich each corner intersection [1:17:41] and yes, back up to the Camberwell [1:17:46] and probably then those three homes were wilks [1:17:50] are for homes that we said that got zero response Is that what [1:17:54] it was anyway that would be they would get shafted okay [1:18:00] but it would still be Yeah so we're still short on that. [1:18:08] If we only add to the green areas, [1:18:10] if we only add from castello from Hendon, [1:18:13] Woolwich to where the seven out of 1213 for Yeah. [1:18:23] Even if you went through the whole street 13 or 25, [1:18:26] it would still pass. [1:18:27] If you just added it to the green ones that are approved. [1:18:30] But I'm, I'm talking about distance, [1:18:36] so it's not fair that we didn't take into account all [1:18:40] the business is in the senior nursing homes and in rentals [1:18:45] and we didn't you don't. [1:18:46] We have too much of that affecting [1:18:49] but then it's just starting now to get worse because they just [1:18:54] put up those signs last months Let's see [1:18:56] where the math takes us back. [1:18:58] Thank you for your help. [1:18:59] I appreciate it So adding all of Castello in [1:19:41] would still be above the 67. [1:19:44] So all of Cristo to that cul de sac Lutton [1:19:50] Yeah, I'm not sure you're referring this [1:19:54] is like two that are st This one here. [1:19:56] Yeah, that's all of that And then all of Salford, Salford [1:20:02] is because it's ten of 30, it's to the detriment [1:20:05] of the okay of the process. [1:20:07] That's, that's the problem there. [1:20:09] OK. [1:20:10] So the issue is. [1:20:11] So if you approve all of that on Castello, [1:20:15] all the way down to that cul de sac, now [1:20:19] sell Salford is wide open for a for folks [1:20:24] parking on that street OK well it is technically bounded by 2. [1:20:38] Sure Yeah, sure. [1:20:40] But the issue is. [1:20:42] So you're removing all this, you know, [1:20:45] and pushing and all of this. [1:20:46] Yeah. [1:20:47] Yeah. [1:20:47] And you're pushing the changes. [1:20:49] Didn't have the numbers OK. [1:20:52] Yeah, right Okay. [1:20:56] Okay Thank you, sir. [1:20:57] Thank you, sir. [1:20:57] Appreciate your time. [1:20:58] Thank you so much, everybody. [1:20:59] And and actually helping us to dig in a little bit [1:21:03] deeper here Okay. [1:21:04] Have a good evening. [1:21:05] Thank you. [1:21:05] Appreciate that. [1:21:06] Thank you Clark. [1:21:09] Our next speaker, please. [1:21:11] Next speakers, Ed SAP, we go, followed [1:21:15] by Kathy wolosky Good evening, sir, and good evening, everyone. [1:21:20] Thank you for being here. [1:21:21] I know these committees are out of your normal 8 to 5 jobs. [1:21:27] And Mr. Miller, thank you for your initial comments about it [1:21:30] is a drop in the water that spreads out? [1:21:33] Yes Mr. Patel, I think you've said something [1:21:35] very important Contact contiguous to the parking [1:21:40] is a requirement. [1:21:42] If you leave Salford out, you're going to create a pocket [1:21:45] where you're going to have a this is [1:21:47] going to come up very quickly. [1:21:50] And I would implore Mr. Aims to I apologize. [1:21:52] My name's Ed Zapico and I'm a 38 year residence [1:21:56] of living with the Hill. [1:21:57] So I was here before the city was started. [1:22:00] I own several homes in Laguna Hills [1:22:02] and we've chosen to live here. [1:22:05] We love the city My kids go here. [1:22:07] You know, my grandkids live here. [1:22:09] But I would employ Mr. Aims to recommend [1:22:12] to you guys to include salford. [1:22:14] Even though I don't live there, I [1:22:15] live on the corner of Camberwell in the Hamden for 95, [1:22:21] so to drive I've been there since 2000. [1:22:24] OK And my next door neighbor just sold. [1:22:26] It is going to sell his house because [1:22:28] of the parking situation. [1:22:29] Two doors down, my neighbor is going [1:22:31] to start selling this house. [1:22:33] These are neighbors I've had for 25 years. [1:22:36] It does affect the quality of life. [1:22:38] And I I want to be empathetic to the whole situation. [1:22:41] But I'm not to be honest with you. [1:22:43] Sure I think there is a bigger element of problem [1:22:47] that the city has because of the state mandates [1:22:49] that are coming your way. [1:22:51] But, Mr. Patel, you've said it right [1:22:53] And we have to protect our own streets for right now. [1:22:56] I mean, I think the sequel commission should [1:22:58] go through the talks about air quality [1:23:00] that protects the individual cities Those are things that I [1:23:03] think you should look at it from a technical standpoint [1:23:06] And I know the council people will be looking at numbers [1:23:09] and numbers only 6 to 7%. [1:23:11] We're only a 6 to 6%, but you as the commissioners [1:23:14] have the right to recommend anything you want. [1:23:18] And it's just a matter of arguing that out or making [1:23:21] the council people understand that as [1:23:25] to the benefit of the community, at least this part [1:23:27] of the community, to have a contiguous non parking [1:23:31] no parking know except for residents. [1:23:33] And we're just imploring that you guys look at it [1:23:35] as a contiguous process, not just [1:23:37] pockets of 67%, percent of 40%. [1:23:41] And then unfortunately the numbers that brought you down [1:23:43] are that it's the HOA that's bringing [1:23:47] you guys down overall from the numbers I'm seeing up here. [1:23:52] So, again, I'm just here to emphasize that I support [1:23:56] the parking requirements for the properties Everybody [1:24:01] said, what I wanted to say earlier. [1:24:02] You know you can't clean the streets when the parks [1:24:05] are there for all the time. [1:24:07] I live across the street from the park and I want a 100%. [1:24:10] I mean, we were up there talking about all last two months [1:24:13] about this or whatever. [1:24:15] It's been so so we would like to have the city implement [1:24:19] this as quickly as possible And the next question [1:24:24] is, what is the next process? [1:24:26] Because going to happen again. [1:24:27] Right. [1:24:28] So again, thank you Thank you for being here. [1:24:31] And it just we as the commission, [1:24:35] we love hearing from the community, especially folks [1:24:38] like yourself, that have been in the community for so long. [1:24:41] You've seen all the changes Commissioners, [1:24:44] do you have any comments or questions for our speaker [1:24:46] tonight I think we're grinding it through still. [1:24:50] Yeah And we do appreciate your time And you know, [1:24:53] I mean, I guess content contiguous [1:24:56] This is a very important process for us [1:24:58] because even such a small street like self that doesn't get [1:25:02] the parking permits it's going to impact [1:25:06] the entire neighborhood. [1:25:08] It's the unintended consequence. [1:25:10] And we were we've been dealing as a commission we've been [1:25:14] dealing with this in in the city And, you know, I mean, [1:25:19] there are folks that will maybe they live at Alisha Village [1:25:23] and they'll park a mile away and keep an e-bike in the back [1:25:27] of their car and drive their e-bike back to Alisha Village [1:25:30] after they park in front of your house. [1:25:32] I mean all the stories we hear it all, [1:25:36] but we empathize with it. [1:25:38] I mean thank you so much for being here tonight, Mr. Patel. [1:25:41] You have some questions? [1:25:43] I recognize that you are asking the commission [1:25:46] to recommend something to the City Council that would not [1:25:51] necessarily fall in line with the technical ordinance for that [1:25:56] 67%. [1:25:58] So i just to give you some background on the reason why [1:26:01] there's always a lot of residents that are not [1:26:03] happy with this commission when it comes to stop signs [1:26:07] and, you know, parking permit programs is because, you know, [1:26:09] this commission is actually responsible for making sure [1:26:12] that, you know, the city's ordinances are [1:26:14] used appropriately when we're making [1:26:16] recommendations it's true. [1:26:18] We can make whatever recommendation [1:26:19] we want to the council. [1:26:21] But i think it's kind of a false promise in a way, [1:26:24] because if it's not us saying no to you, [1:26:26] then it will go all the way to the city council. [1:26:28] And they will say no to you because legal counsel [1:26:31] is trying to protect the city's resources and assets. [1:26:33] Right. [1:26:34] Nobody in this community wants de-funded parks or police [1:26:37] services because we lost a massive lawsuit because somebody [1:26:41] sued about a stop sign that shouldn't have existed there [1:26:44] or, you know, a parking permit program that you know, [1:26:47] didn't meet the threshold of the city's ordinances. [1:26:49] So you know, we're trying to balance that. [1:26:54] if it's just numbers, then there's ways to look that number [1:26:57] in a way that maximizes the well, [1:26:59] you know, I think staff again, receiving [1:27:04] all the ballots by 5:00 today. [1:27:06] They worked really hard to figure [1:27:08] out where those numbers could go, trying to figure that. [1:27:12] I see that here and, you know, that's [1:27:17] why we're diving deep into it right [1:27:19] now during the meeting is this. [1:27:21] How can we make these numbers work? [1:27:23] But as vice Chair Patel states, we cannot legally recommend [1:27:29] to the city council somebody that's going to violate [1:27:31] something that's going to violate an ordinance or a policy [1:27:37] because the city council then legally has to say yes to that, [1:27:41] which jeopardizes the city. [1:27:45] So we understand it's more than just numbers. [1:27:48] It's quality of life It and there [1:27:52] are unintended consequences because of this. [1:27:56] So all that being said, we're doing our best right now [1:28:00] to figure out how we can make these numbers [1:28:03] work Well, thank you very much. [1:28:05] Thank you for your attention. [1:28:06] You. [1:28:06] Thank you. [1:28:07] Thank you. [1:28:07] Thank you. [1:28:08] Thank you. [1:28:08] Thank you Clark, if we could take our next public speaker, [1:28:14] the last speakers. [1:28:15] Cathy Wilkie. [1:28:16] Cathy welcome. [1:28:19] Good evening I've been a member of this town for 28 years. [1:28:27] My husband and I moved here from the East Coast [1:28:32] and I live on the corner of a bellboy and Collier Carmel [1:28:37] and I thought the worst thing that I was going to have [1:28:39] to deal with through the years was [1:28:41] just dog poop on my property. [1:28:43] But I've dealt with the sheriff's, been [1:28:45] in my neighborhood quite a bit because there is a drug [1:28:49] house all across the street on Villa Balboa [1:28:52] and I would come out in the morning [1:28:54] and there would be a bunch of sheriffs [1:28:56] there with a lot of weaponry. [1:28:58] That's frightening when your husband [1:28:59] is traveling all the time on the side of my house is clear. [1:29:03] Carmel and i've dealt with people driving up [1:29:09] in huge RV's and parking them. [1:29:13] And then living there for quite some time, leaving their trash. [1:29:18] I won't even mention the other things. [1:29:20] Drug things and even now there is a lot of parking there [1:29:26] And what happens is the street is never swept [1:29:30] and i've got health issues and my hedge [1:29:33] against me trying to keep that side, clean. [1:29:37] The reason i try and have that swept up [1:29:40] as much as possible is because of in the back cul de sac there. [1:29:46] We just have terrible floods back there because [1:29:48] of the sewer that's there. [1:29:51] The water, we would you clogged up with everything [1:29:55] So the neighborhood is finally better with a drug house [1:30:00] being sold and it's quieter. [1:30:04] It's nicer, but i do see a lot of other cars coming in [1:30:08] and parking that don't belong there. [1:30:10] And it really concerns me And especially not not being [1:30:17] able to keep the area clean. [1:30:19] And I feel sorry for the people who live in the back [1:30:21] of that cul de sac area. [1:30:22] Not only do they have to contend with people coming over the wall [1:30:26] from the park area but they also have to deal with flooding [1:30:29] it from time to time. [1:30:32] And I really think it's hit the horses [1:30:36] committee I know you've been working on this probably [1:30:39] for a long time. [1:30:40] There's lots of problems in this town. [1:30:42] But we really need to come up with something where they can be [1:30:46] notified of where they can park and where it's allowable [1:30:50] because it's just pushing it into the neighborhoods [1:30:53] and I am not going to be putting up with that. [1:30:57] What I put up with before with the drugs [1:30:59] and the police over there all the time. [1:31:02] It just is not fair to us. [1:31:05] Well, first of all I'm sorry that you had to live through [1:31:11] that here in our city No, no resident should hitch [1:31:14] should have to go through that. [1:31:17] The challenges that you're talking about we [1:31:21] hear about those all the time. [1:31:22] And we want to hear about them because the quality [1:31:25] of life here in the city is like the most important thing. [1:31:29] Quality of life and safety. [1:31:31] Yes. [1:31:31] Yes, absolutely. [1:31:34] Commissioners any comments or questions [1:31:37] I have one Speaker Mr. Patel. [1:31:39] Yeah. [1:31:40] I mean I don't know whether you specified you live on Carmel [1:31:44] or Via Balboa but if we look at, you know, what's on the screen [1:31:49] right now, it looks like you guys [1:31:51] are very close to, you know, being able to implement [1:31:55] something tonight. [1:31:56] Even if it technically was going to be, [1:31:58] you know, it's like because if you look at the style of homes, [1:32:01] they're almost different than, you know, the homes that [1:32:04] are like closer towards Alicia. [1:32:07] I don't know if it's like a slightly different development [1:32:10] game or whatnot, bye. [1:32:12] I honestly think it's, you know, a matter of a couple of homes [1:32:15] on Carmel and Balboa that just need the education [1:32:19] and, you know, well, I don't think one month time frame was [1:32:23] enough time because people were on vacation [1:32:25] when people were working And it's [1:32:28] hard to get to speak to them. [1:32:30] Yeah. [1:32:31] So it was kind of a give and take I [1:32:35] know that personally, when I went in my neighborhood, [1:32:37] you know we didn't have the opportunity [1:32:38] to do like a mail in ballot, like members of the HOA board, [1:32:42] including myself, had to go door to door, [1:32:44] educate people, create flyers and use their own HOA [1:32:48] like email system on to try to educate people [1:32:52] On why it was important. [1:32:54] And so, you know, I would say that, you know, [1:32:57] if you feel like that that approach with the mail in ballot [1:33:00] wasn't as useful, you know, you do [1:33:03] have quite a large number of residents [1:33:05] that did sign the petition. [1:33:07] So I think taking a different approach [1:33:10] if you have other residents, neighbors [1:33:12] that are really interested, you can get those numbers up. [1:33:15] And we're not talking like over a dozen. [1:33:17] We're talking about just a couple [1:33:18] of houses is really, well, how do we [1:33:21] do that if the voting is over? [1:33:24] No, no, you're not committed And city staff [1:33:27] can clear me up here like you're not committed to having to only [1:33:31] do a one month, you know, mailing ballot system where [1:33:34] there's like a due date You yourselves [1:33:37] can actually start the petition, gather your signatures [1:33:40] and bring them to city hall. [1:33:42] So that staff can. [1:33:45] That's not correct. [1:33:46] Is that correct You know that the petition is something [1:33:49] that the city staff generates by way of the municipal code, [1:33:52] but is the actual time piece only like a month [1:33:56] what we set out for fairness? [1:33:58] We set out a time period We were under the residents [1:34:02] wanted quick action on this. [1:34:04] So we set it to be a month period. [1:34:08] If there is a direction. [1:34:10] And we were under the impression that this was an urgent matter [1:34:13] from the residents. [1:34:15] So we typically have provided a 30 day period, sometimes longer. [1:34:21] But part of the reason why it was done was [1:34:24] do the results tonight, the next traffic Commission meeting [1:34:28] is in September. [1:34:30] And so that was part of the reason why 5:00 tonight, [1:34:35] in order to do that, we kept it until the very last hour [1:34:40] If there is desire from the traffic commission to allow [1:34:43] for a petition process in the past [1:34:46] and told that usually a six month period [1:34:49] goes by before you do that. [1:34:51] So we're not revisiting the same issue over and over again as we [1:34:56] do with some of our other items But we had four a matter [1:35:00] of fairness We had a deadline tonight at 5:00 to that [1:35:05] in, though, as we've already discovered tonight, [1:35:08] there are different permutations and combination of the way that [1:35:11] this can be put together such that the percentage [1:35:14] is closer to 67%. [1:35:17] Our assistant engineer has come up [1:35:19] with yet another interesting twist in all this [1:35:22] that doesn't get us to 67% to includes salford [1:35:25] but gets us to 63. [1:35:27] Sacrifice part of Castello so eventually [1:35:31] part of your discussions tonight when we get an opportunity [1:35:34] to represent information, you will [1:35:36] be deciding what you would like to recommend to City Council. [1:35:40] And we do recognize the carmel as nine of 14. [1:35:43] At 64%, we also received a letter [1:35:46] from a resident of Avalon that has no interest [1:35:48] in this program whatsoever. [1:35:50] So i just would say that we'll do our advice as best we can. [1:35:57] And ultimately, the Traffic commission [1:35:58] to decide what they want to recommend to city council. [1:36:02] OK. [1:36:02] Thank thank you so much for your comments. [1:36:05] Thank you. [1:36:06] I think that concludes our public comments. [1:36:08] Thank you. [1:36:09] OK. [1:36:10] So we're going to bring this back to the commission [1:36:15] for discussion based on what we talked about tonight which staff [1:36:22] like to reframe what we're with the potential of adding [1:36:26] those areas into the recommendation. [1:36:28] Yes. [1:36:29] So what I will what. [1:36:30] I'll give you some options here. [1:36:31] And we might need to pull up a map [1:36:38] And I really want to thank the resident who came up here [1:36:39] earlier to point out that I didn't [1:36:42] consider apparently all of the permutations and combinations. [1:36:44] So thank you very much. [1:36:46] So if you want, you there's a few different scenarios here. [1:36:50] And I'll explain this So the part [1:36:53] across from backroom park that's shown in Orange is actually [1:36:57] called Wilkes Place So if you add it in Wilkes Place [1:37:03] and you added an all of custom Now when you say all of Castro, [1:37:08] is that all the way that's closer to cul de sac [1:37:13] okay to call the section. [1:37:15] My understanding. [1:37:16] OK. [1:37:16] Actually yes So that takes you all [1:37:19] the way down to Alicia Parkway. [1:37:21] And if you add in Castro and you add in Wilkes to the green, [1:37:28] then you're at 71%. [1:37:34] OK Another option, which is a strange option, as is. [1:37:44] If you don't go all the way down to Alicia Parkway on Castro [1:37:48] and you stop at salford, I believe, [1:37:52] and then you add in South for you're [1:37:55] at 63% It's my understanding why wrexham at 63%, why [1:38:04] would that be an option It's not technically it's less than 67%. [1:38:09] I'm just giving us some percentage. [1:38:11] Okay. [1:38:11] OK. [1:38:12] That's good. [1:38:12] 71% in or over the threshold for including all of Castro, [1:38:15] but excluding Salford, if you include if you just go to Castro [1:38:20] down the Salford and you make that elbow [1:38:21] and you go around the corner to Salford 63.75%, 64% Okay. [1:38:31] So pendens st still though, between Chi Carmen [1:38:37] and Camberwell has a low return rate on that. [1:38:41] And so does Vale Balboa. [1:38:43] That was one of six for Chi Cromwell's nine of 14. [1:38:50] So essentially. [1:38:52] And then Hendon Street but swinging from the elbow [1:38:56] down to Castro also had a low return right? [1:38:59] So you're leaving something out? [1:39:02] I no matter what you do have the opportunity Add [1:39:04] something in if you wanted to. [1:39:06] Right So in either case, we're creating these little islands [1:39:16] where we're not going to be placing the permit program [1:39:24] especially Hinden, Salford, if we don't add that [1:39:30] in because it's 4% below where we need to be Well, [1:39:37] I think you know, the first step is I think amongst [1:39:40] the commissioners, are we in agreement [1:39:42] that we are establishing a parking [1:39:44] permit of some kind tonight ? [1:39:46] Yes. [1:39:47] Yes. [1:39:47] Oh, yes. [1:39:48] Yeah, yeah, absolutely. [1:39:49] We're I'm just. [1:39:51] How do we join more contiguous pieces, [1:39:54] I think, to what we're doing That's [1:39:56] going to be a matter of professional slash, [1:39:59] you know commissioner judgment I would like to say I would like [1:40:04] for sure to hear it from Wilks around the corner, Christo [1:40:10] to walk is an absolute in their i [1:40:19] would even take it a step further [1:40:21] and say all the costs of that way. [1:40:23] It's just no confusion of the street itself right. [1:40:26] Yeah So the entire piece all the way down on Christo. [1:40:31] Sure i know it's a commissioners time. [1:40:32] I apologize. [1:40:33] I'm sorry, sir Is there separation [1:40:36] between the small attended and the launch. [1:40:37] And then we percentage is to pendens [1:40:40] on that map that are in red. [1:40:44] Is there a difference between the two in terms of percentages [1:40:49] We're taking a look at the numbers right now. [1:40:51] So respectfully, your 80% is already got through. [1:40:58] No, no, no. [1:41:00] This is this is a very specific election. [1:41:03] And it has to go based on the number of residents [1:41:07] within this election. [1:41:09] So, folks, we're not opening this up to a question [1:41:13] and comment situation right now So right now, [1:41:16] let us work the numbers that we have right now. [1:41:19] Just just give us a projection, because you don't count the. [1:41:23] No I will say this. [1:41:29] A no vote is considered a non returned ballot [1:41:34] and that is can sit on the ballot [1:41:37] If you don't return the ballot. [1:41:39] That is considered a no vote to two. [1:41:42] One is very I'll go if impossible or pass. [1:41:50] No no. [1:41:50] We have many neighborhoods that have passed this threshold [1:41:57] To answer your question even if you looked at it, both hand [1:42:01] in streets in separate pieces, it's less than like 37%. [1:42:07] I want to say for either piece Okay. [1:42:14] So commissioners let's establish what we're doing tonight. [1:42:19] Obviously, we're establishing the green area. [1:42:23] Yeah. [1:42:23] Okay. [1:42:25] We're establishing Wilks as it comes around the corner [1:42:28] to Castro and Castro all the way to the end to Alicia, to Lisa. [1:42:35] OK, So, so we're there in that. [1:42:38] OK, So, so that's to, to be clear to staff. [1:42:42] That's what we're, that's what we're established at this point [1:42:47] to the green area plus Wilks, Christo, [1:42:50] all the way down to Alicia. [1:42:51] Right. [1:42:52] So now the question is, at that point sell [1:42:57] for it is still not an option because we're for low ten [1:43:01] out of 30, ten out of 30. [1:43:04] And when you add in ten out of 30, you wind up at 59%. [1:43:08] OK So and there's nothing written in the policy [1:43:13] for if there's unintended consequences, it's worth 4%. [1:43:19] You know, it's worth 5%. [1:43:21] That that's that's not in the policy So essentially [1:43:30] and hand in the numbers don't match up there Kamal very close. [1:43:38] But it's it's not there. [1:43:42] So the the only recommendation that I can see that we can make. [1:43:45] And I want to hear from the commissioners [1:43:47] on this is what we've just stated within the guidelines [1:43:52] that we have it's 71%. [1:43:54] It's good. [1:43:55] And it's contiguous in the kind of as much as I'd like to do. [1:44:01] Carmel it's not contiguous Salford can out of 30 i [1:44:10] do worry about it in the future. [1:44:13] But it's not even close right? [1:44:15] So i would say yeah, there still will And the green okay yeah [1:44:26] make a motion. [1:44:27] I would second that. [1:44:28] Okay So we have a motion and a second [1:44:31] based and state your motion 100%. [1:44:34] The green a motion to approve permit parking, [1:44:42] I reckon to recommend permit parking recommend. [1:44:45] Yeah From Wilks to this is not currently permitted [1:44:53] through Keystone to eastern Parkway [1:44:58] and then Camberwell from Cousteau to and then [1:45:03] and then engine green green and into the knuckle. [1:45:10] Yeah right. [1:45:12] And Two rooms St okay so we have a motion and a second [1:45:18] and a second for that. [1:45:20] And when we take this vote, folks [1:45:22] I want you to understand this is going [1:45:26] to be presented to the City Council [1:45:29] for approval We make a recommendation [1:45:32] and based on the policies and guidelines [1:45:35] that the city prescribes to. [1:45:37] So all that being said, I'll be asking the clerk for a vote [1:45:42] on this motion May I? [1:45:45] I'm way overstepping here Oh, go ahead. [1:45:48] Can you also direct it or request the city staff come up [1:45:50] with a comprehensive table of the different permutations [1:45:56] and combinations to present to city council? [1:46:00] OK. [1:46:00] So. [1:46:01] So please Mr. Jones, could you add that to your motion? [1:46:04] We'll do the best we can with that. [1:46:06] So that we can demonstrate the thought process. [1:46:09] Someone through this is combinations Sam is going [1:46:12] to help me with that, right? [1:46:13] So okay, so, so we have, in addition to that motion [1:46:17] I was like, okay, we have a second to that. [1:46:20] So Madam clerk, if you could take the vote on that. [1:46:24] Commissioner jones I Vice Chair Patel. [1:46:29] I Chair Miller I motion passes unanimously. [1:46:35] So folks that's going to go now once staff puts together [1:46:39] that package and you'll see it on the city council agenda [1:46:43] when this comes before them, that's going to go before them [1:46:47] with what we've reckon mended tonight, [1:46:50] including the table of all the different numbers [1:46:54] that staff is going to present You know, [1:46:58] we do have in deep on this and we crunched the numbers [1:47:02] were folks we're on your side. [1:47:05] We're here to help you know, when the numbers came in today. [1:47:11] You know I wish they would have been different You know, [1:47:14] I wish the ballots would have come in different. [1:47:16] But this is what we have now But it is a good starting point [1:47:20] to figure out where do we go from here So, again, thank you. [1:47:26] Thank you so much for the comments and all the [1:47:28] communication with us tonight. [1:47:29] We really appreciate that you're here speaking to us Thank you. [1:47:34] Thanks, everyone Thank you OK. [1:47:41] That moves us to agenda item 4.2. [1:47:47] It's the discussion of the citywide related traffic [1:47:50] concerns and residential street traffic management policy. [1:47:54] This was like a review of policy. [1:47:57] 350 and I wanted to just pose the idea to the commissioners [1:48:04] to see if they would support this idea [1:48:08] And Commissioner Caputo could not be here tonight [1:48:11] And he's done extensive work on trying to develop [1:48:15] some really good process is for us to incorporate [1:48:19] it into this policy. [1:48:21] So i'm recommending and it's opening [1:48:26] up discussion that we table. [1:48:28] This item and bring it back to our September meeting [1:48:32] when we can have Commissioner Caputo with us, [1:48:34] when we can bring that full package [1:48:36] together to review that policy. [1:48:40] Yeah, I think that's fair Yeah. [1:48:45] No I agree. [1:48:48] Okay. [1:48:50] So i think I I think it's nice when there's at least four. [1:48:54] Yeah. [1:48:54] Yeah. [1:48:55] Okay. [1:48:55] So I think I see agreement to table. [1:49:00] This item for the September for the September meeting [1:49:07] and so I don't know if we need to take a vote on that. [1:49:11] So if you wanted on that we're not get the next. [1:49:16] That's for someone. [1:49:17] September, September September. [1:49:20] Yeah. [1:49:20] Yeah. [1:49:21] I just wanted to bring it back because like I said, [1:49:24] Commissioner Caputo had put a lot of work into this. [1:49:27] So do we need to take a vote on tabling this item ? [1:49:32] OK. [1:49:32] Like the table. [1:49:33] OK. [1:49:34] So all those in favor of tabling agenda item 4.2 [1:49:37] say all those opposed the motion. [1:49:40] You're going to defer. [1:49:41] So the next, we are deferring it. [1:49:42] Yes. [1:49:43] Thank you so much. [1:49:44] And I'll say thank you. [1:49:45] Since I was here, like Boston night for the village. [1:49:48] Yeah 6.5 hour meeting. [1:49:50] Yes yes, yes, yes. [1:49:54] I'm i some of us, Bill. [1:49:56] Well, I'm always aware of the fact [1:49:58] that you have a late council meeting [1:50:00] and then staff still have to come to work in the morning, so. [1:50:03] Okay. [1:50:04] All right then. [1:50:05] Moves us to item number five. [1:50:06] And we move to our sheriff's department, our chief [1:50:10] for a report Good evening, Chairman Miller and members [1:50:14] of the traffic commission. [1:50:16] Just want to give you a couple of little tidbits [1:50:19] In addition to enforcement. [1:50:21] We really believe in ongoing education with the community, [1:50:25] and we do that through our social media through our events [1:50:29] and through a newsletter and speaking of that newsletter, [1:50:33] it looks like this you might have gotten digital copy, [1:50:36] but I put one on your desks and it covers all sorts of things, [1:50:41] and I just want to let you know it covers [1:50:42] some traffic issues as well. [1:50:45] Traffic, education and also importantly bike [1:50:48] education, which is a big concern of the community. [1:50:52] Of course I want to let you know also [1:50:57] we have National Night Out next week. [1:50:59] Thursday at National Night Out, we're going to have a traffic [1:51:02] booth where will be given out. [1:51:05] Again, more education on through our pamphlets and things [1:51:08] like that We'll have a motor. [1:51:09] And one of our CSOs manning that booth [1:51:12] and they'll be talking about traffic safety e-bikes safety, [1:51:17] and actually council gave us some money to give [1:51:20] out helmets Councils idea. [1:51:24] And so we partnered with a local bicycle shop [1:51:28] who we purchased helmets through and we should [1:51:31] be given up to close to 50. [1:51:34] We'll have 50 helmets to give away. [1:51:35] And we're hoping to give a lot of those away at National Night [1:51:38] out to the kids and things like that. [1:51:40] I think that'll be good. [1:51:41] And I think that's a good a good gift from the city [1:51:44] to the community We're happy about some of the parking [1:51:52] changes that the that the city is [1:51:54] doing, especially particularly on Laguna Hills Drive. [1:51:57] I think that's going to help relieve some things [1:52:00] And I just want to emphasize again, [1:52:02] we're here to partner with the city [1:52:04] and to partner with the community [1:52:06] We can't keep this community, this city [1:52:08] safe just by ourselves. [1:52:10] We work together with the community [1:52:13] so we rely on them for information. [1:52:15] We rely on them for calls for service. [1:52:19] So we encourage folks out there who have a concerns [1:52:23] about parking or crime issues to call us [1:52:26] and as I've said before, when folks just [1:52:28] take to social media or something like that, [1:52:31] we don't hear about it. [1:52:32] We don't monitor social media and respond to events [1:52:35] throughout the city that way. [1:52:36] We need them to call the sheriff's department [1:52:38] to call dispatch and we appreciate [1:52:40] it when they do I also want to say we had just a highlight. [1:52:43] We had an event First our motors and our CSO [1:52:49] is continued to do a good job. [1:52:50] Our motors are out there citing people for traffic violations [1:52:53] and our CSO is are out there giving [1:52:55] citations hundreds of citations for parking every month. [1:53:00] And most of those are complaint driven and many of those [1:53:05] are our officers being proactive, right? [1:53:08] So for traffic file ations, we get complaints. [1:53:12] Hey, the stop sign and we go, you know, people are running it. [1:53:15] So we go out there and enforce it. [1:53:16] And we get a lot of we get a lot of thanks for that. [1:53:19] And of course, we get some complaints [1:53:20] like, hey, you're doing too much enforcement in this area. [1:53:23] So we balance that. [1:53:24] And that's and that's part of that's part of the job. [1:53:27] We had a motor the first motor, his name was Steve parsons, [1:53:33] first Laguna Hills motor was his name was Steve Parsons. [1:53:37] He was assigned to this city in in the late in the late 1990s. [1:53:45] And he was on a traffic stop or going through an intersection, [1:53:49] actually, Laguna Hills and moulton on June 24th 2000, [1:53:55] and was struck by a vehicle killed in the line of duty. [1:53:59] And so every year, like we did on June 24th, just last month, [1:54:03] we do it like a memorial right? [1:54:04] And we ride the route that he rode from Laguna Hills City Hall [1:54:09] up and then over Laguna Hills Drive. [1:54:12] And then we stop and park at Moulton and Laguna Hills [1:54:17] Drive We say a few words. [1:54:19] We have a moment of silence And we do 25 highly motivated push [1:54:24] ups and honor of him and his family and the men and women [1:54:29] of the Orange County Sheriff's Department [1:54:31] who he left behind So that was a great event. [1:54:34] We do that every year. [1:54:35] Just want to let you know that we do that in honor of him [1:54:37] and that's it. [1:54:39] I'm here for any questions. [1:54:40] Thank you. [1:54:41] Thank you so much for that report Well, it's wonderful [1:54:45] that you honor this officer, This way and that, [1:54:49] you know, you don't let that that memory go away. [1:54:52] It's it's a wonderful thing Yeah. [1:54:57] We're going to open this up to the commissioners, [1:55:00] or for questions for the chief. [1:55:02] Just a good time. [1:55:02] Yes. [1:55:03] Yes. [1:55:03] So do we have we have three here. [1:55:06] So positions Mr. Patel, just a quick question. [1:55:11] So in addition to our CSOs, I saw about the little section [1:55:16] about the cameras. [1:55:17] So are you recommending like, who is maybe reach out [1:55:20] with like their own locations? [1:55:23] Are you talking about in the newsletter? [1:55:24] Yeah, like our emergency manager. [1:55:27] Yeah. [1:55:28] So if you have if you have cameras on your business [1:55:31] or even on your home, you can partner with the sheriff's [1:55:34] department who won't be who won't be Snoop snooping in [1:55:37] on your business, but if a crime occurs, [1:55:41] your camera is registered with our real time [1:55:43] operation and center, and they will know that. [1:55:46] And they will contact you and ask you, hey, an incident [1:55:50] occurred at this date and time, and we believe your camera may [1:55:53] have caught something They may we may [1:55:57] we utilize that that footage. [1:55:58] So it's a it's a permission thing Yeah. [1:56:01] So it's a good. [1:56:02] It's a good program. [1:56:04] And then i heard that there might have been [1:56:06] like some public comments about the flock safety cameras [1:56:10] that we have in our community. [1:56:13] Would you mind speaking to, you know, [1:56:15] the effectiveness of those cameras in our community? [1:56:17] And. [1:56:18] Sure, yeah. [1:56:19] We you know, there are concerns about cameras, [1:56:21] right There's concerns that they're [1:56:23] an infringement on people's rights and things like that. [1:56:26] A young lady spoke last night at the council meeting expressing [1:56:33] her concerns and some of her friend's concerns [1:56:37] What I will say is that the flock cameras the speakers [1:56:41] and other cameras of the city uses [1:56:44] and that we they share with the Orange County sheriff's [1:56:46] department have been such a help And in fact, I don't know [1:56:52] if I've shared this with you in the past [1:56:53] but there was there was one incident in South Laguna [1:56:58] Hills a very violent incident. [1:57:01] We got there and we had very violent incident. [1:57:03] I will say I won't be specific as to what it was, [1:57:06] but you might know what I'm talking about. [1:57:09] We got there, I got there, and I we [1:57:12] had no idea who the suspect was or where he was [1:57:16] or what happened. [1:57:17] We had a victim in a vehicle No idea about anything. [1:57:20] About a suspect. [1:57:22] Not even sure what type of we know. [1:57:25] We knew what the crime was, but not even [1:57:26] sure what it was related to. [1:57:27] You know one of our deputies very adept at technology, [1:57:33] utilized flock, utilized. [1:57:36] Another camera that's part of a vehicle. [1:57:39] And we were able to get an address [1:57:42] on a suspect at a location. [1:57:44] And we were able to safely apprehend [1:57:47] him because of technology. [1:57:49] That's one example. [1:57:51] And there's been tons of incidents [1:57:53] where we've used flock, the loopers to find locations [1:57:59] on suspect and to narrow down time frames as far as when [1:58:02] they're in the city, because our cameras are kind of set up [1:58:05] on the exits of the city and most [1:58:09] of the entrances of the city. [1:58:10] So we can see when a vehicle came through, [1:58:13] you know, if we have a crime. [1:58:14] Right. [1:58:14] Hey, he entered the city at this time. [1:58:17] And left immediately after the crime. [1:58:18] That that's possibly our vehicle you [1:58:21] know, and possibly the plate. [1:58:22] If we're looking for a blue Ford f-150 or something like that. [1:58:28] Right. [1:58:29] So they're very helpful as far as far [1:58:32] as accountability, I will say a couple [1:58:34] of things on that Two things. [1:58:37] Number one, the Orange County sheriff's Department [1:58:40] doesn't share or flag i'm sorry, it doesn't share information [1:58:44] with federal agencies from the Orange [1:58:47] county Sheriff's Department. [1:58:48] Number 2, and more importantly when [1:58:52] we make a request for information [1:58:56] we have to give a reason We have to give our name. [1:58:59] And we have to give a case number. [1:59:02] Right. [1:59:02] Whether it be a report number or an incident number or something [1:59:06] like that. [1:59:06] So everything is tracked. [1:59:08] So our guys aren't doing anything, [1:59:11] you know as you've heard in the media on nefarious. [1:59:14] And if they do, they're prosecute it, [1:59:16] you know, by their you know, whatever law. [1:59:19] They've violated and by policy. [1:59:21] So no, I definitely appreciate, you know, some of the words. [1:59:24] I know the you know, it does fall, I [1:59:27] believe, into the purview of, you know, [1:59:29] the roadways of the community because the cameras are [1:59:32] installed along our roadways. [1:59:33] And I think it's really helpful when [1:59:35] members of our public safety services, you know, [1:59:39] speak to what's truthful and what's not as truthful. [1:59:42] Yeah. [1:59:43] Yeah I think they've I think they've [1:59:45] been a great a great benefit for investigations after the fact. [1:59:50] So, yeah good Appreciate those comments. [1:59:55] I, I wish those comments would have been said last night [1:59:59] after the one public speaker because it could have presented [2:00:02] a different picture of what was being stated I know [2:00:09] a lot of folks don't like the idea of cameras, [2:00:11] but this is a great point that you're making that a crime was [2:00:17] solved because the technology was [2:00:20] there in regards to what's happening in our city [2:00:28] with e-bikes. [2:00:29] Do you see an uptick? [2:00:32] Is it status quo? [2:00:35] What what's happening in the city in regards to [2:00:38] are we having more more collisions with them? [2:00:42] What's what does that look like right now? [2:00:44] You know, it's kind of in Laguna Hills [2:00:46] as far as a study and look at the stats [2:00:48] right before this meeting on e-bikes. [2:00:50] But we're going to Hills This is kind of unique as far [2:00:54] as the e-bike problem Aliso Viejo has a bigger [2:00:59] e-bike problem Rancho Santa margarita does Mission [2:01:02] Viejo, of course and I think if we had a mall, [2:01:08] you know, across the street, if we had shops [2:01:11] and things like that that were exciting for kids to go to, [2:01:14] I think we would be seeing a lot more e-bikes We do see them. [2:01:17] You know, they cross right out in front of you [2:01:19] while you're driving and things like that. [2:01:20] It's it's very dangerous, but we don't have in Laguna Hills [2:01:23] the problem to the extent that our surrounding cities do. [2:01:26] Fortunately for us right now maybe that's because [2:01:29] of the terrain that we have. [2:01:31] But so we are not seeing an uptick in e-bike collisions yet [2:01:39] that may everybody's buying an e-bike. [2:01:41] You know so that may we may start seeing that. [2:01:44] But right now, we're not in our departments [2:01:46] getting pretty serious on our on e-bike enforcement So we'll see. [2:01:52] We'll see citations go up. [2:01:54] The DEA wants to work with the sheriff's departments [2:01:57] And then so you'll probably see some things like that [2:02:00] in the future coming out OK. [2:02:02] So the DEA is also getting serious about e-bikes. [2:02:04] Thank you. you for that report, Chief. [2:02:06] It's very good. [2:02:07] That brings us up to our city engineer. [2:02:10] Verbal report, Verbal report. [2:02:15] I don't really have a actual verbal report this evening [2:02:18] other than other than to explain that last night the city council [2:02:26] voted to approve staff's recommendation for the village [2:02:29] of Laguna Hills project More information is available [2:02:34] on the online. [2:02:35] Don't really have a whole lot to say about that, other [2:02:39] than the fact that the department will be busy Event [2:02:43] Stream Processing plans for grading improvement stormwater [2:02:49] plans and we are currently, in terms of capital [2:02:56] improvement projects. [2:02:57] I guess I can give you a small update on that City Council [2:03:03] voted previously to reject all bids for the residential streets [2:03:09] projects. [2:03:10] Capital One on one M, which was the residential resurfacing [2:03:13] project as some of you may be aware, [2:03:17] the city's goal has been to either a slurry sewer overlay. [2:03:21] Every residential street in the city every six years [2:03:25] right now due to budget constraints, [2:03:27] plus the high price of oil. [2:03:30] There isn't some way to accomplish that right now So [2:03:34] the city did receive five bids based [2:03:37] in additive bids for almost like what you just experienced [2:03:42] tonight with trying to figure out which [2:03:43] way to make the numbers fit. [2:03:45] Same thing with that. [2:03:46] But the numbers were a little bit unsatisfactory. [2:03:49] So going back out to bid again on that to see what we can do [2:03:53] within the budget to take care of streets [2:03:55] within the zones and the and we are unrelated to the traffic [2:04:03] commission. [2:04:04] We're also working on. [2:04:07] We received bids for five park improvement projects. [2:04:11] And we're going through that right now [2:04:15] And we'll be making a recommendation [2:04:18] for that at the August 25 meeting along with Scope one. [2:04:21] I want him now at the august 25 meeting recommending certain [2:04:25] of what you just recommended tonight And so the next meeting [2:04:32] for the city council is August 21 and we'll have again, [2:04:36] a full slate of items from public works on that agenda. [2:04:40] OK. [2:04:40] Thank you. [2:04:41] You. [2:04:43] Yes and being one of us is disturbed. [2:04:47] A time table on the parking spots there. [2:04:53] In other in Lebanon. [2:04:55] Okay Actually, I will say that I was out in the field [2:05:01] as we were as our staff and our contractor was laying the lines. [2:05:07] So we did a half a street at a time [2:05:09] Thank you for bringing this up. [2:05:11] And we received such an outpouring of support, people [2:05:15] coming out of their homes So I do [2:05:18] want to thank the traffic Commission for recommending that [2:05:21] and Council for approving that. [2:05:24] We had a lot of support on that. [2:05:28] I know Sozzi is out enforcing that The parking stall thing, [2:05:33] it seems like. [2:05:34] And I think Captain Burke has something to say about that. [2:05:37] Yeah, just really quick. [2:05:38] I was talking to our CSO is asking how it was going over [2:05:41] and be alone This is in regards to parking [2:05:44] and they said they love the t marks [2:05:47] and they thought that was such a great idea They've [2:05:50] had a lot less problems with, with people parking their not [2:05:53] seen cars, but it up to each other you [2:05:55] know like they were and things like that. [2:05:58] It's just seems they're still issues. [2:06:00] But it just seems like it's gotten a lot better. [2:06:02] So Great idea. [2:06:04] Yeah, it was it was really exciting when that idea came up [2:06:10] and we thought, well, we could bring [2:06:11] some order to the aloneness, which is that's a great thing. [2:06:15] And my understanding is we're also [2:06:17] going to do the same on Laguna Hills Drive [2:06:20] Yes, we are going to be painting the parking [2:06:24] stalls on the green hills drive because it's an arterial highway [2:06:28] rather than doing the 2020 and four gap. [2:06:30] We're just painting 24 foot parking spaces which [2:06:34] is that they're alternative and that will be installed [2:06:37] soon with a work order. [2:06:39] There was in the interest of providing [2:06:42] potentially some relief. [2:06:43] We wanted to open up the roadway first and then bring back [2:06:48] the paint crew during a future street sweeping for our window [2:06:53] where we can lay that out pretty quickly over there. [2:06:56] And there's going to be about 85 parking spaces out there. [2:06:59] That'll be that'll be actual tee marked out on Laguna Hills drive [2:07:03] on the south Side. [2:07:05] That's very good news. [2:07:07] Very good news. [2:07:08] OK, Commissioners mr. Jones comments is Mike Evans OK, [2:07:13] There we go. [2:07:14] Mr. Patel. [2:07:14] I'm looking forward to our August 12th meeting or workshop [2:07:20] because I think there's a lot of things that can be said about [2:07:23] parking in this community. [2:07:24] And so, yes, I'm looking forward to having a robust conversation [2:07:28] about, you know, even opportunities for the city [2:07:31] to hopefully, be able to get more permitting to get [2:07:35] more money to fix our streets. [2:07:37] Yeah You know, it's the talk of the town [2:07:41] whether it's when are we getting our streets paved [2:07:44] to where is the parking at. [2:07:46] That is the definitely the talk and so I want to thank the staff [2:07:51] tonight for I know it was a lot of work to get [2:07:54] prepared for this meeting tonight. [2:07:55] So thank you so much. [2:07:58] Job well done. [2:07:58] Thank you. [2:07:59] Thank you. [2:07:59] Thank you. [2:08:01] In our next meeting as we said, it [2:08:03] is going to be our special meeting [2:08:05] August 12th at 6:00 5:00. [2:08:10] I had heard previously that you wanted at 5:30. [2:08:13] I thought that was. [2:08:14] But I'm not positive. [2:08:16] I thought i didn't know. [2:08:17] And. [2:08:17] Vice Chair Patel, I thought you and i could imagine this. [2:08:21] I thought you wanted to do it at 5:30, but i don't remember. [2:08:25] No specific Quickly. [2:08:27] I think it was over email, so maybe we can double check. [2:08:30] OK. [2:08:30] Definitely. [2:08:31] Like the 5:30. [2:08:31] Just Does that work for you? [2:08:33] You have to get from work, right? [2:08:35] OK. [2:08:35] OK So, okay, it looks like 5:30 is going to be a good. [2:08:40] So yeah, we're looking forward to that meeting [2:08:43] And at this time, we're going to adjourn. [2:08:45] Thank you so much, everybody And a job well done. [2:08:49] Thank you Jay Yeah, we don't want [2:09:04] to make it where you can't make it to the meeting on time [2:09:08] I don't know if for forum. [2:09:10] Yeah, you're right Yeah So we found out from mike [2:09:18] just right before we got into. [2:09:19] Listen to me, okay? [2:09:21] Correct. [2:09:23] Yeah I hope this is good. [2:09:26] It seems like it's now, but we have some things to take [2:09:28] care to put in a version. [2:09:30] Oh, okay. [2:09:32] So i thought this was a good conversation on permanent part. [2:09:36] Yes. [2:09:36] Yeah Yeah. [2:09:37] So, I mean, I. I did get a little bit more [2:09:39] heated with that, so but, you know, [2:09:42] I just thought it was unfair that you know, [2:09:45] the thing with you because we have i [2:09:48] can't afford place to remain and we're [2:09:51] you know we're just so we're more protected by the Supreme. [2:09:59] It's super expensive. [2:10:00] And i had to use. [2:10:03] It's our biggest expense, but we don't.
