the civic [4:41] center manager and we have mitch dooley who's our [4:46] recreation coordinator he does sports and fitness programs [4:52] they're both going to get good reviews for coming [5:01] all right okay we're going to do a presentation of the [5:08] 2021-2022 [5:12] the mayor council thank you tonight you have the staff's proposed [5:18] budget that's required by your charter that is [5:30] this is the hard copy we do have a workshop on saturday where [5:34] staff gets to speak and go into detail [5:49] uh changes that you see with um to quickly go over this has been [5:56] you know a challenging year for almost every city in the united states [6:01] the covet event really was had the impact on city budgets [6:09] a lot more on others than you know cities that have depended on [6:13] sales tax or i guess you know hotel motel [6:18] visitations [Music] [6:40] so this budget is really kind of a refocus and [6:43] kind of restoring another budget and so in my letter sometimes it gets confusing [6:49] i'll refer to this past year's budget but it'll also [6:53] refer to the 1920 budget [6:58] because in essence [7:11] [Music] [7:14] increase just because last year was a very prosperous function [7:18] um the budget process starts you know gosh in november [7:25] getting really break after september when [7:29] our cover off and then that member staff starts all over again [7:34] process and then we get cotton within your council [7:40] in our january strategic plan process i think there's probably three priorities [7:45] that can really hit upon the goal [7:49] we need to increase our capital investment uh [7:52] to help maintain our service infrastructure we want you to [7:56] restore our operational clients uh especially when we decided to have [7:59] protective water invested in our infrastructure and [8:03] the last one we went to continue investing from employees so we could [8:06] you know attract through train and retain our staff [8:10] you know when you see our budget um from 70 [8:13] it was almost personnel we already service [8:17] organization [8:20] [Music] [8:23] the next slide the general fund budget for proposal this year is [8:27] a balance as required by law state law we're closing [8:34] our expenditures and revenues at 22 million 474 [8:39] this is about 837 000 increase with his current budget [8:47] but it's against 134 thousand [9:01] [Music] [9:06] is not supported by genesis it's from remedies generated for [9:10] a water water steward bill and also on their sanitation beach [9:17] highlights of the budget i'm recommending a [9:21] 33.4 tax rate uh can't predict these uh restoration [9:28] items that's about a half that is a little over a three and a half [9:37] cent threshold um right but the reason why it's because we [9:42] can carry over by increasing the previous year to the [9:47] following years of course that may change as we will get [9:53] our tax volume from the appraisal district [9:57] to see if we have to make that adjustment these are still [10:01] kind of estimates of working progress [10:06] again 830 000 increase from the budget from the fy 2021 budget [10:14] uh the big investments that we have we have proposing 4.2 million in cip [10:20] projects i think you'll see that you know we discuss those in may [10:25] and june for the half cent we're recommending a little over a million [10:30] dollars worth of cash projects and then three and a half million [10:33] debt insurance paid over ten years to do replacement of restrooms and playgrounds [10:42] and so that's the size of an investment in those gta areas [10:45] utility rate increase i'm proposing a 2.99 [10:49] per month utility rate increase that's combined for water to score for [10:55] uh 5 000 which is about the average for us [11:01] throughout the system uh residential sanitation rate i'm proposing also that [11:06] if we go up a dollar 30 a month to 19 [11:11] right now at 727. and the commercial sanitation rates [11:18] increased five percent two of the biggest costs that we had but [11:21] then going into conventional opportunities [11:25] the bwa grain increase of 18 cents and then also our [11:31] grain increase for our landfill rates so that they decided [11:36] impacting our budget and again the other portion of that [11:40] was [11:43] [Music] [11:55] a rough summer from our cooler clients that uh [11:58] one time on something that did not move you know [12:02] and so we're regulated four percent when they get it back to [12:06] our turn of our study progress we're trying to kill two percent of the market [12:09] injection each year just to keep you know pace uh the market [12:14] we're also uh recommended to restore our performance [12:18] as well [12:22] the revenue breakout um we are again we are not [12:28] dependent on property tax so 23.7 of our revenue [12:35] our other two line sharing where we get the sales tax those types makes up 30 [12:40] of our revenue stream and the industrial district [12:46] so those three make up our primary revenues for us miscellaneous revenue is [12:51] usually part of migration revenue and products [12:56] [Music] then the last one is franchisees that [13:00] has gone down a little bit due to [13:06] overtime legislatures you know they changed [13:12] a thousand dollars [13:15] the other sizable component that we've really seen [13:24] [Music] [13:31] investments that [13:46] the next slide when we talk about tax rates i wanted to show you in the region [13:49] where we are i know it's always a sensitive subject [13:53] for tax rates out of the region we are one of the [13:57] lowest we are at this is really the recommended [14:01] rate of 33.44 [14:05] and these are cities [Music] [14:12] the woodlands is [14:23] out of 90 cities in the state of texas we write 36. [14:40] uh the next slide we talk about um i know i mentioned we [14:47] proposed adjustments to our pay plan we also are recommending [14:52] a couple of changes in their operating positions and regrades [14:56] we want to restore parks ground keeper and [14:59] the street drainage labor we had we flipped those during the year of [15:04] other positions that we had unfunded and started out more mechanically [15:09] destroying that one right now we're still running two [15:15] positions unfunded and we're recommending to restore those [15:20] we also eliminated four positions nursery [15:24] attendance [15:29] [Music] um [16:00] recommendation comes from achievement is our emergency management coordinator [16:08] [Music] [16:17] the second is our administrative researcher sergeant who is uh [16:23] dispatch and uh administrative families that that is [16:27] integrated to lieutenant so it's two regrades but there would be [16:33] no attitude personnel the last one the third one is a police [16:40] officer that we've been taking off the street [16:42] for the last couple of years regretting that to the sergeant uh [17:03] personal journals [17:30] we are using the 5 000 marker as our average but i want to show you [17:36] the base bill you can see from our wastewater surgical [17:40] baseball includes two thousand pounds of water [17:42] uh we're currently in 27.35 [Music] [17:58] what [18:03] [Music] [18:14] [Music] [18:20] jump from 450 to 475 and over 20 000 [18:31] [Music] [18:38] over the next several years [Music] [18:49] [Music] [18:54] especially [19:08] slide you can kind um see [19:14] the graph really paints the picture [Music] [19:18] it seems kind of expensive where we are but [19:21] when you look at it [19:36] i also showed [19:51] is retreating the other day for the city of houston [19:55] the city of houston is around 76 [20:03] their council just adopted their organs over [20:07] the next five years that same five thousand calories [20:16] so they are moving their [20:21] and that's really what it says all the cities [20:25] are in the same boat infrastructure is expensive this is the utility fund is [20:33] a lot different than the general price there [20:36] the general hud is truly a service organization [20:41] the price tag is people the utility fund is probably flipped [20:49] 40 percent of people like 60 is the infrastructure [20:53] for that cause [21:15] last year understood advantage [21:22] garbage rates the next one again from recommending a dollar thirty [21:27] said increase a lot of infill rates you know four percent this year i [21:32] thought it was 150 500 to that residential garbage rate [21:38] right nine times per month the biggest thing that got hit with us [21:48] you know late may is really the future closure [21:52] of the recycling solution probably the main task for the next six [22:01] months with staff [22:20] [Music] [22:34] so expect several workshops um [22:43] [Music] [22:52] right [23:05] um the next slide just to finish out some of the other [23:10] funds uh the economic development fund again i mentioned we're going to do a [23:14] little over the dollars worth of cash projects [23:17] and this year we did no projects with everything in this project so [23:20] it's kind of a little bit of a pent up demand for catching up for a year of [23:24] doing their project and then issuing some tap we've been [23:28] trying for so long to do a lot of projects cash that was uh [23:32] method of current methods as much dash as we [23:36] can but we just have not been able to tackle [23:41] this pressure and a lot of people didn't know this is a good opportunity [23:49] we have debt coming off in a couple of years uh golf course in 2023 [23:55] so the funding window looks good right here [23:59] at the beginning of next year [24:10] [Music] how we fund those we've done this from [24:18] here and saying he's going to transfer something [24:21] to make those transfers uh which is two pots of money [24:28] and do a lot of projects on cash [Music] [24:42] [Music] utility projects i'm sorry for the [24:48] agility then the 2021 bond project that was made [24:54] by the voters uh this year we had that broken up into [24:58] three phases [25:11] [Music] [25:17] [Music] [25:26] the downtown [25:34] with that project these projects other cip projects and [25:40] the multi-year [25:59] [Music] [26:08] then the other one that we have not the staff who's already discussing several [26:13] projects i've mentioned [Music] [26:22] regenerators [26:29] [Music] [26:37] [Music] [26:47] they're not specifically asking for project approval from [26:53] [Music] [27:00] then giving every city the ability to ask for that reimbursement [27:04] is improvement and they'll also just have that cost [27:08] and it's been very easy to submit those and we get those [27:12] reimbursements so what we'll see is in essence at the end of the year [27:17] we'll see our budget [27:46] they've given us a much easier path [Music] [27:58] the last one is [28:06] is that our budget workshop uh we'll miss [28:09] the aem on saturday or july 10th and it's very quick [28:12] usually we give you a book [Music] [28:20] we had to speed up the process just because of the new [28:23] legislation that calls for us to you know [28:26] have all of our ducks in a row [28:39] so that's why the calendars so we'll spend the day i'm going to [28:48] change the presentation up a little bit [28:54] and hop over the budget [29:11] [Music] [29:34] um the budget could not be done you know again [29:38] it's a year process and probably the most important uh [29:41] component again is the strategic learning [29:45] portion of that the council you know january february timeframe this is a [29:51] guided post [30:06] focus online items focus on infrastructure [30:10] we wanted to so we've run with that and then the department had spent [30:18] a lot of [30:21] going time the numbers trying to be as conservative as possible [30:25] watching their expenditures now we have great incentives watching their [30:30] budget because they know we watch your budget [30:33] then that money those [Music] [30:47] i have to mention we could not do not do the budget without received [30:53] miss truly mr wilford john williams the sport [30:58] and also [31:03] this way is really kind of our first kind of time to do it [31:09] as a unique team until it's a personal experience [31:20] [Music] [31:31] 64. 64. 65. 65. so 65 [31:39] pages shorter than mackerel natural gay [34:42] subdivision 777 county road 698 second and i indeed as a reward a one-year [34:50] extension to laptop chemical company for zinc [34:55] ortho phosphate uh contract [35:30] which is discuss and consider requests for a public improvement [35:34] district for northwood edition uh [35:38] which is an addition of 404 homes and the vessel will lead us out and greg y'all [37:49] for the direction they'll move forward on [37:52] phase four uh there is a time you know we do have [37:56] to move forward so we're not asked for that [37:59] i guess yes or no today but as long as we know [38:04] once we have this then we the details will be [38:07] as projected so a couple things you want one there's a typo it's [38:14] 108 lots [38:26] municipal utility districts first one i think [38:30] georgetown michelle creek basically that was [38:33] for the very large infrastructure cost that couldn't be [38:38] afforded by the developments and development could be done that was in [38:41] the kid was really that's the same thing [38:45] except smaller and it's simpler and then there's also [38:49] you're doing it our way particularly no reasonable bonds [38:53] to the city right the person that's paying the [38:56] assessments what it is only the person buying that property [39:02] so we know as builders that we have uh that's when the initial room except [39:08] because all of a sudden they got into the session [39:10] [Music] a year and that's the same thing that [39:15] happened in fairland and sure [39:20] clear way and now basically [39:25] when you're buying a home and new [39:31] [Music] [39:41] and everybody loves it because we keep them or the hoas doing a great job that [39:45] had a little culture right they did man for the hoa manages themselves and [39:50] future um i've given you okay cool there's the [39:55] bullet point that i have said so kind of a simple deal to go through that [39:59] the cash flow pay as you go was simply that a simple way to assist [40:05] residential development development with no risk no cost [40:09] to the city or arrest any front directory [40:14] the what you mentioned about the city bond [40:18] is the more typical and kind of got a history on [40:21] kids the kids really started they're not here [40:24] they're not old they started in maybe 2008 [40:28] okay and they're mainly around in dallas they're very hundreds and hundreds of [40:32] them around houston they weren't as common in the [40:36] very beginning 80 percent of kids were [40:41] cash flow pits like that now that's split [40:44] about 80 percent under the bond because most developers [40:48] are obviously going to be like so i was just staying [40:52] with a with the catcher so personal box uh second one is just kind of describing [40:57] it's a simple it's a set amount the assessment does not change can't [41:03] change and can be paid back at any time [41:06] and that is that but it's just 1260 that every household depending on the value [41:17] and as the value of the homes go up then actually the effective assessment [41:24] period [41:26] so that never changed there is there's an actual set amount [41:31] of the assessment for each home which is right around that you got sold on one [41:35] document but 22 000 for a lot [41:41] roughness brokers you had mentioned last time which is effectively the case [41:45] so developers now the with the land development the land [41:50] development cost have gotten so high they're just deferring [41:53] part of the payment so it's literally taking twenty two thousand dollar dollar [41:57] lot cost and spreading it over time that three [42:00] and a half percent interest at a guaranteed [42:02] payment that can be paid off if you don't have some [42:05] it's not common i thought it may be more when people come in because it's known [42:10] you know you know add that to i want to i'm paying [42:24] this is just information we think the avatar [42:27] in northwood is probably going to be around 600 maybe a little more [42:31] so that's just some tremendous night tax value for the city [42:35] plus residents school kids tax increased tax or sales taxes [42:43] we're working right now the the with brewery county [42:46] uh they will be the collector it's a line item that they'll put on their tax [42:52] roll comes in and then that money was [42:55] actually sent to graystone accent to angleton on this [42:59] could be central jackson and then there's one check per [43:02] year [43:05] um in talking with uh tripp davenport that does a lot of the [43:11] bond deals he's he just mentioned something [43:15] that's surprising he's doing they're doing 36 [43:18] cities currently in houston that's common about [43:22] they're making 40 50 cities and balances [43:35] [Music] [43:38] uh [Music] [43:44] so just it's a it's a very common practice that's being done [43:51] [Music] and then um we mentioned at times about [43:56] the whether the buyer beware [44:00] there's going to be an issue it just it can't it's so [44:04] well documented all along whether it's the current sale or the music uh [44:11] and i just mentioned at the end that hoa kids must be very common there's not [44:15] commonly laid back but they're certainly [44:19] the mud i called earlier to find out i don't think we have any [44:24] number the new so northwood 4 is going to be competing against [44:30] new hamptons right now there's six of them [44:34] all of those updates remove all the lakes when it does come hopefully you have to disclose the kid [47:45] and they'll actually provide the notice and bridge will hand that to the [47:48] homeowner and say you have to have this [47:53] [Music] [48:04] people [48:25] okay and if someone decides they want to pay their kid [48:29] they're essentially in a rear to cover taxes because it's a lot of [48:46] and i've [49:05] [Music] [49:13] [Music] [49:26] which is good [49:42] uh [49:51] and then there's also the option of the third part right correct [49:55] so what happened [50:10] the tax office [50:16] they've already said uh they're going to build new higher and it's a [50:20] 32 cent that's their typically and they charged [50:30] [Music] [50:38] in the city [50:47] [Music] [50:52] they think [51:18] one of the things that uh [51:21] you know i'm talking about the third party versus you know going through [51:24] accounting and stuff and it's it's obvious that the third [51:27] party is rapid pure age doesn't it is there a reason [51:32] for that to go into third-party collection i i [51:36] can't imagine the only time i've heard about it is the one county that won't do [51:40] it well we had to use a private collector [51:42] in league city [51:48] and [51:54] but yeah i think one of the reasons why it's something that someone is [51:58] looking at just asking questions about is because what if you [52:02] do that you the city becomes less involved than if you do it during [52:08] the county because in the city and so forth [52:13] we're not sure how that other part right the city would still have to [52:18] take your revenue or establish a good random account from the state statute so [52:22] that it would be privately collected and [52:30] regardless [52:38] and what we do is that once there's enough money in the account [52:42] there'll be a development agreement within the city and gradually just [52:45] declines roles and they'll say before we pay anything [52:50] we're going to have a secret revolution [Music] [52:54] and that's once we establish that balance and everything [53:06] [Music] [53:24] [Music] [53:40] so i'll i would do all i would bring to staff all the petitions ordinances [53:45] public carry notices the city secretary will need to have [53:50] a role in the petition in his or her office for public inspection [53:56] you have to write a publicary notice you know paper [54:00] the city has a public hearing established with the kids [54:03] with paperwork yes [54:08] so what happens uh accounting is agreeing to correct attacks [54:14] down the road company says okay it's too much trouble we're not going to do it [54:18] so what happens what could go in the city [54:22] now they have to worry about a private connection would you say [54:25] the rate of recovery is 88 for example so now the city gets more [54:31] involved it's more work for the city instead of getting a 100 [54:36] collection rating is now private right and you're spending what [54:41] organizations yeah so anybody that was in their [54:46] assessment payments [54:49] the length of taxes [54:53] [Music] [55:17] that the homeowner had to take [55:26] [Music] [55:46] agreed to [55:50] [Music] yeah but that's a good question and [55:55] we're working with with the majority county men but [55:58] obviously they shouldn't have been breathing too [56:02] they're fixing to take on eight ten twelve years it could be four [56:07] to fifty soon i don't know a reason to say [56:11] when the individual drop that one or drop them all [56:14] i don't know why they would be there now there were one county that wouldn't [56:18] collect is that dallas town or is that am i getting that right okay [56:22] someone told me yeah but for and i don't no one really knows [56:26] why travis kind of [56:32] uh but there's you know it's it makes it much more seamless it's very you know [56:38] especially just the county taking in the moment [56:41] right they normally do and that [56:53] [Music] [57:11] the city the city would be doing the third party party uh [57:14] i guess registering it and then sending it out with the county [57:17] they get from the county just like the factory [57:20] so if everything works right like our county taxes right [57:42] [Music] [57:59] [Music] [58:06] ability to have the liberty to pay it off with any kind of opportunity [58:10] right now start to finish their introduction to the kids [58:25] [Music] [58:46] as soon as you start seriously doing anything but it's all nothing like it's [58:50] actually put in there they got it like there's a lot of mud no [58:53] that noise isn't offensive established [58:58] so for example johnny said [59:07] [Music] [59:17] to come up with a difference so what's our livelihood what's the city library [59:21] the development agreement will specify that that rent is entitled to [59:25] the revenue that's actually collected solely from consolation [59:37] the development agreement clearly says reggie if you perform and put an [59:41] infrastructure in we will collect we will levy and cessna [59:44] collect your behalf but there's nothing about making up the [59:48] difference or anything you know that's what's collected [59:54] the key part is the city be required to litigate and try to collect on [1:00:02] the pin money question what you're saying is true yeah [1:00:06] so you would not be able to pay any difference but [1:00:09] we have to act on the behalf off the pin and go after them [1:00:17] that's my question because that's that changes the whole different perspective [1:00:22] right so the there'll be a lien established [1:00:25] via the assessment coordinates that goes in place [1:00:29] prior to a home being built there so that establishes that the city could [1:00:34] for whatever reason you know after seven years of non-payment could go in and [1:00:38] potentially foreclose on that property for non-payment [1:00:52] [Music] just [1:01:08] is [1:01:17] [Music] [1:01:21] that came up about the possibility of legality right if you have debt out [1:01:27] and then you're not going to make your debt service payment because you have a [1:01:30] lot of payment yeah then i assume you're going [1:01:32] to have well no i mean what his simple deal was or his deal [1:01:36] was that this developer this came up and that developer put a set amount [1:01:41] in an office or the city and then they refer them to [1:09:33] me and i do an amortization schedule saying [1:09:36] i show them what their principal outstanding principal balances and then [1:09:39] if they want to pay that off they come down they can't go to the [1:09:42] county they come to the city and they write a check for their principal [1:09:45] mountain which goes into the county [1:09:52] courtyard concept standards [1:22:12] good evening mr man members of council uh we wanted to talk today a little bit [1:22:16] about what a food court would look like the types of things that [1:22:19] the city would want to see in the food court and how a food [1:22:25] court would differ from the standpoint [1:22:29] uh food truck not beyond any other lot in tennessee [1:22:34] so the purpose obviously is to bring food trucks to a centralized [1:22:41] area providing a unique experience for patrons it also allows us [1:22:46] to kind of control in some regard where [1:22:49] those food trucks are located it doesn't necessarily control the [1:22:53] number of food trucks that could be uh operating inside the city jackson but [1:22:58] it gives us a good place to have a variety of [1:23:02] food trucks coming um we also want to perhaps discuss [1:23:08] some ordinance changes that could affect food trucks or [1:23:11] as they're building their ordinance more than the elements [1:23:15] because we could possibly have these pretty cool [1:23:20] [Music] [1:23:33] yes sir that is correct so one of the things that might be discussed [1:23:36] is licensing from a truck maybe a little relaxing position for [1:23:41] someone who needs to to not push them towards the food court [1:23:46] but all [1:23:51] [Music] [1:23:56] um so let's talk about a couple of definitions real quick because they will [1:24:00] pop up in the presentation the commissary or [1:24:02] central preparation facility is a food establishment where the mobile handyman [1:24:07] goes to take on fresh water supplies empty waste water [1:24:14] and other ingredients uh texas food assessment rules [1:24:19] which is down at the bottom establishes rules [1:24:22] as they designated by law by the texas state health services does require [1:24:29] every food or truck to have a commissary director a mobile vetting unit obviously [1:24:35] is a truck cart trailer the built-in modifier [1:24:38] service and the grease interceptor is the [1:24:41] holding device used to capture [1:24:46] [Music] [1:24:51] so some of the things that might be considered is which resulters [1:24:55] would allow it currently i would think that we would look [1:24:59] at zones similar to those that would be a lot of past three drive-thru [1:25:03] restaurants which is currently just the b1 and b2 [1:25:07] designing districts b1 obviously is the [1:25:11] neighborhood business we talked a little bit ago a few weeks [1:25:14] ago about what types of businesses might fit into [1:25:17] a v1 um [1:25:21] establishment b1 does allow foreign [Music] [1:25:39] in the ordinance it should be a matter to allow the use [1:25:42] or part doesn't need to distract you [1:25:46] kind of a similarity and then of course something to consider [1:25:51] the separation from residential zones or [1:25:57] that is already consistent with other types of events [1:26:04] so t for texas food attachment rules requires that [1:26:10] every local venue will be inspected by the city [1:26:13] now it also states that the mobile vehicle can't [1:26:16] be inspected on site they actually have to come to the location where the city [1:26:20] designates currently we do it right here at city hall [1:26:23] that means that when it's time for their inspection they have to either come from [1:26:27] from where they're coming from whether it's houston uh sugarland some other [1:26:31] area or if it's a local business pick up from where they are come over [1:26:36] here to the inspection that allows us to not only do a [1:26:41] comprehensive overview as to the trucks and roadworthiness but [1:26:46] also make sure that it actually does remove [1:26:55] [Music] for the workers not necessarily for [1:27:01] patrons but foreign [1:27:12] [Music] [1:27:17] a tcq requires that all grease weights are built through a grease interceptor [1:27:22] uh every restaurant in lake jackson has one [1:27:25] they're required to report things uh the empty numbers resource sectors plus and [1:27:30] humane convenience [1:27:34] it looks something similar to the diagram on on the screen [1:27:38] the grease comes down through the inlet pipe and then [1:27:42] enters the first chamber which separates grease from the water [1:27:46] then as the level of the inner sub horizons [1:27:49] transfers through the bypass type into what would be the clear water side [1:27:53] a lot of times grease gets in there too there's a little [1:27:57] very abuse at the top and then it goes this allows us to capture the grease the [1:28:03] fast breaks before it goes into our cemetery sooner um years [1:28:06] ago i asked the superintendent of the weight of the [1:28:10] utility department about how much money the city spent [1:28:12] manually [1:28:19] obviously we're going to try and reduce that [1:28:22] through inspection of current recent receptors that are in place [1:28:26] but also to make sure that motivating needs are using those interceptors [1:28:30] through very impressive communities possible so one of the things that [1:28:34] the requirement is to do is have an agreement with invocative establishments [1:28:40] for use of the research center to dump very brief ways [1:28:43] one of the things we don't have control over is [1:28:47] when we do it or how we do it we're introducing grease [1:28:51] through the manual at the top and defeats the purpose of [1:28:55] that first unit it has to come in through the [1:28:58] left pipe could come in through the clean out um [1:29:02] most of these are designed to restrict the flow of grease so that can be [1:29:05] managed by the interceptor but they just [1:29:09] introduce the people to the top of your label a lot of that [1:29:12] grease is going to be in the second chamber [1:29:14] [Music] [1:29:19] uh also they do have other ways to water on board too [1:29:28] [Music] [1:29:36] some of the things that we would think that would be required [1:29:39] everybody would like to see immediately between the park would be [1:29:43] on-site restrooms trash receptacles in a screen dumpster area [1:29:47] on-site parking and because you provide anti-parking you [1:29:51] have to have a certain number of accessible spaces [1:29:54] um we'd like to see the make this park on a hard surface [1:29:57] not just mass filtering or sorry not not gravel or some other [1:30:09] [Music] um obviously you know signs and banners [1:30:14] would be something we have to talk about we'd like to see them have on-site [1:30:17] seamless of course [1:30:22] uh the fire marshal's office and i have discussed the space in between [1:30:27] because these are the gas systems trucks so that would allow us to [1:30:35] kind of uh um not regulate the used spaces to design this in such a way [1:30:43] that's been [1:30:46] compliant [Music] [1:30:54] and then parking is something to consider our current [1:30:57] ordinance which puts fast food and drive-thru restaurants [1:31:03] into a high turnover type establishment would require 15 parking spaces per [1:31:10] thousand square feet of restaurant [1:31:14] dining in this case if we assume that your standard food [1:31:21] truck requires a pad of 24 feet or 12 feet [1:31:25] is that pretty consistent for you yeah so that kind of if we have six spaces on [1:31:31] site that comes out to 728 square feet we divide that by the 15 i came up with [1:31:37] 26 spaces if we were considered a fast food truck [1:31:56] um [1:32:10] is no sir again we're looking at at each [1:32:15] food truck having space if you will 24 by [1:32:19] 12 which i should probably put that calculation up [1:32:24] but six food trucks at 24 by 12 equals 17 [1:32:28] so that's taking into account we have six [1:32:32] years [1:32:38] um [1:32:43] that's the entire purpose here uh wonderful city [1:32:46] west fresno texas they said as an alternate method three parking [1:32:51] spaces per food [1:33:06] court would be that you have one location with multiple choices [1:33:10] it um you draw people to lake jackson you might otherwise [1:33:14] find somewhere else if um one of the arguments that you're going [1:33:19] to see out in the different communities is that [1:33:22] functionally privatized economically [1:33:29] it provides dining areas to areas overview of the whole part [1:47:31] so um timber creek bar complex is actually made up of [1:47:36] uh five different parcels these these are kind of cut off in here that's just [1:47:40] uh lake road and um timber creek driving you first get past the [1:47:46] treatment area here and then continue on lake road this is where the current [1:47:52] little playground is and then across from that is the the [1:47:56] other lot that we're talking about which this is like [1:48:01] right here [1:48:08] so this area here is the largest parcel it's 11 [1:48:15] 11 and a half acres a lot of this has this tree forest area but down here on [1:48:21] the southern area there's a big wide open area and that's where we [1:48:26] are the planet is to remove this playground [1:48:29] it's really small it really doesn't meet the needs of the [1:48:34] community so we're we're we're going to be removing that [1:48:37] and installing a larger playground down here at the bottom of this area [1:48:42] and eventually the plan is to put a nature trail through here [1:48:47] and so this area really isn't um you know isn't ideal for park use for [1:48:52] the playground with the park because it's right on that busy road [1:48:56] and it'll just be empty space now so the first board i'm recommending to bring a [1:49:02] council that suggests putting that out to the [1:49:06] voters to see if they are interested in putting that [1:49:09] property up for sale and then the proceeds from that would go [1:49:13] towards going through parks fund to [1:49:17] help the development here or maybe some development [1:49:21] overall all that money would stay in that north department [1:49:25] whatever that thing is [1:49:34] for example some of those fees funds that come from that to put uh [2:03:08] sharepoint outage uh that was in their neighborhood which is around [2:03:11] uh phantom fitness sets up that area back behind there [2:03:15] that if you if it impacts you you've gotten a letter from them and it [2:03:20] was a move from last week to this week where i just got a call earlier [2:03:24] before we stepped in here for some point saying that they've rescheduled it [2:03:28] because of the weather and stuff and they when they do have a reschedule [2:03:32] with the contractor they'll send out the letter [2:03:34] communications at the end but they've already set proposed so a lot of the [2:03:37] work is going to be less than what they expected in the past [2:03:40] we're expecting up to eight hours of knowledge and how they don't expect to [2:03:44] be that long because it's just basically where we are so [2:03:48] just an fyi to the community uh that's all i have everything are you [2:03:54] doing [2:04:03] we'll all be here this week ronda we got you
