So, if we'll go back to 2019, that was when the provincial 1053 01:31:16,340 --> 01:31:22,340 government first enacted requirements for housing needs reports, and looking for local governments 1054 01:31:22,340 --> 01:31:27,340 to describe their current and anticipate that the housing needs. This was a shift to encourage 1055 01:31:27,340 --> 01:31:32,340 more of an evidence-based approach to housing policy, to accommodate growth and the various and 1056 01:31:32,340 --> 01:31:37,340 diverse needs of populations. There's three major points on the slides on the slide here. One is that 1057 01:31:37,340 --> 01:31:43,340 those housing needs reports rely on census data, housing data from CMHC, local interviews, and other 1058 01:31:43,340 --> 01:31:49,340 local data sources. The second is that housing needs reports are intended to identify needs 1059 01:31:50,340 --> 01:31:55,340 across the different types and tenures of housing to address the different income levels across the community. 1060 01:31:55,340 --> 01:31:59,340 The third one is something you've probably seen in various reports circulating around there, and that's a 1061 01:31:59,340 --> 01:32:04,340 Canada's estimated to have a shortfall of three and a half million housing units by 2030, if we don't 1062 01:32:04,340 --> 01:32:08,340 wrap up housing production. So, that's what these reports are intended to inform. 1063 01:32:08,340 --> 01:32:13,340 It's what that starts to look like throughout the future. The country is a whole, and a lot of 1064 01:32:13,340 --> 01:32:18,340 the municipalities around this area need more housing and many types of different costs for 1065 01:32:18,340 --> 01:32:24,340 different income levels. So, your existing 2023 housing needs assessment is what I would call the 1066 01:32:24,340 --> 01:32:29,340 full meal deal. It's only one year old. It's a good document. There's nothing wrong with it. It's got a whole 1067 01:32:29,340 --> 01:32:34,340 bunch of really good stuff in it. It's got interviews with people from the community, profiles, different 1068 01:32:34,340 --> 01:32:40,340 households to understand what those individual housing needs are. And this remains a valid resource for you with 1069 01:32:40,340 --> 01:32:47,340 support and data and really important insights into the community. So, moving on to the last year, 1070 01:32:47,340 --> 01:32:52,340 it's been a busy year in planning. Bill 44 changes. I'm sure council is familiar with this with 1071 01:32:52,340 --> 01:32:58,340 the small scale multi housing, the changes to public housing. So, Bill 44 or sort of public hearings. 1072 01:32:58,340 --> 01:33:05,340 So, Bill 44 also made these changes to the government act with respect to housing needs reports. There's five important 1073 01:33:06,340 --> 01:33:11,340 points I want to highlight here. And that's that the new housing needs reports moving forward in the future. 1074 01:33:11,340 --> 01:33:18,340 I have to follow this standardized calculation method called the HNR method. These reports now have to include a five year 1075 01:33:18,340 --> 01:33:25,340 estimate and a 20 year housing need estimate. Councils are required to local governments are required to complete these 1076 01:33:25,340 --> 01:33:32,340 interim housing needs reports by January next month. And then municipalities are required to ensure that that 20 year 1077 01:33:32,340 --> 01:33:39,340 number in those reports is accommodated by zoning and OCP to allow those housing units over that next 1078 01:33:39,340 --> 01:33:45,340 period of time. Following that, regular housing needs reports required to be five years and the first is 1079 01:33:45,340 --> 01:33:52,340 required December 31st, 2028 and then five years after that. So, I'll detail these more throughout the presentation. 1080 01:33:52,340 --> 01:33:58,340 The province did account for the fact that a lot of places had just done a housing needs report. And so, they've introduced 1081 01:33:58,340 --> 01:34:05,340 this one time requirement for interim housing needs reports. There's three major components to these and so I'll just run through 1082 01:34:05,340 --> 01:34:12,340 those real quick. They're in your report that you have and also in the interim report itself. One is like I just mentioned, the number of 1083 01:34:12,340 --> 01:34:19,340 housing units needed currently and over the next five and 20 years calculated using this new HNR method. The second requirement is the 1084 01:34:19,340 --> 01:34:25,340 description of the actions taken by each local government to address housing needs since you received your most recent 1085 01:34:25,340 --> 01:34:30,340 report. So, for you, it's only a year. And the third major requirement is the statement of both the need for 1086 01:34:30,340 --> 01:34:35,340 housing and close proximity to transportation infrastructure, the supports, walking, cycling, transit or other alternative 1087 01:34:35,340 --> 01:34:42,340 forms. So, the first one is the biggest change. The second two are basically two additional pieces that are added to the 1088 01:34:42,340 --> 01:34:48,340 already somewhat long list of other requirements that go into your regular housing needs reports. So, the province is just 1089 01:34:48,340 --> 01:34:59,340 basically asking you to append these three pieces to your existing report. So, a few things to consider about these reports, 1090 01:34:59,340 --> 01:35:08,340 and I'll just walk through these one by one. This is a prescribed method. Now, everyone does the same method. So, I think what's important with that is that some of the results in these reports with 1094 01:35:30,340 --> 01:35:42,340 respect to this specific numbers don't always reflect local conditions. So, the numbers are important, but they may not be precise. Two, these reports estimate need. They don't predict growth. 1095 01:35:42,340 --> 01:36:10,340 They don't predict growth. They don't predict growth. These are housing estimates. Three, there's no performance metrics in place for these. Like you've heard of the housing supply act, you've heard of other immunosuppilities that have to meet targets. That's not what this is about. This is about estimating need to inform housing policy. And with that number four, the primary purpose of these reports is to inform that 20-year figure that you have to accommodate and zoning and accommodate a no-cp. This is to support policy decisions to increase supply across the housing network. It's intended to understand what these needs look like. These are complex topics. These kinds of things take partnerships. These are not mandated needs. The first one is extreme core housing need. Four is housing units required to accommodate population growth.
