know amendments to the [2:14] agenda difficult some rules but this is not these reports are not matters of [2:21] deliberation action so I [2:28] think [2:37] any other [2:40] discussion all in favor everyone's homes were so beautiful that I gave out way too [4:46] many 304 to exact get my hand slapped that so this year we're just going to [4:54] mail out uh everyone's Awards to you um every time give these wordss out I say [5:00] the same thing and I'm going to say again today I just want to thank you all [5:04] so much for adding to the festive Spirit of the holidays to me the holidays just try to see your house numbers um and as I [5:27] always like to remind say whenever I do J judging or rle words or anything um [5:34] please make sure your house members are lit and visible it is not just for me [5:38] doing the awards but it is really important in the event that you need [5:43] help from a first respondent so please make sure that your house members are [5:47] visible and lit [5:51] um at the next meeting um I am leing out the C and I laid my [5:58] apologize together um but for 2023 I decided to [6:04] the C Marie has been involved in many things [6:10] years but the Cornerstone Works Library our library is really awesome and it's [6:16] my honor to be [6:19] c um this weekend and I say this I have WEA weekend um is the land down from [6:31] [Music] [6:44] and last to everyone on Council and resing Delight congratulations on [6:49] Surviving the first month of 2024 um I know that new council members [6:54] and new leadership have big changes and sometimes scary and frustrating I firly [6:59] believe that the men and women volunteer to sit in a position like this really [7:03] pour their hearts and souls into serving this community and I have think that [7:07] great things are to come so that is my report [7:17] question thank so move move on to the rep um I'll [7:25] just be uh a minute or so um man a few words so um I do have a brief [7:33] president message or report um I first want to start off by [7:40] saying yeah sorry I'm not used to this uh first I want to start off by saying [7:47] uh good evening everyone thank you for attending the meeting tonight um I'm [7:52] excited to serve in this new role as president of council um I look forward [7:57] to um collaborating and listening to each council member my goal is to make [8:03] sure all members of council have a voice as well as the community being heard I [8:09] know this won't be easy but I'm committed to making it happen um that [8:13] was a part of the reason why I wanted to run is because I wanted to have more [8:17] collaboration on counsil I also wanted to have more Community Ino and that's [8:21] going to be my goal moving forward this year now as you know um it was a couple [8:26] articles written regarding the B manager I just want to make a brief announcement [8:32] about that um my only public comment in response to the B manager issue is that [8:37] it's a personal is um and that it was Ved on on January [8:42] 3rd um and I know people have questions and I totally understand but the [8:49] council not the contract U moreover just for additional information we will be [8:56] moving starting the hiring processes B manager soon and we also list a [9:01] community input stakeholder input I look forward to the months ahead getting to [9:05] know everyone um and if you have any questions or concerns please reach out [9:09] to me my email is on um L down website and again I look forward to meeting [9:16] everyone getting to know you moving forward as president of council thank [9:20] you for your time any [9:27] questions if you could please [9:38] sorry [9:52] interrup so the question that was voed to me is just process [9:58] wise ire [10:02] process start more [10:06] specific dates which to advertise just looking at the [10:13] Timeline being in the process of h p the chief City for example took six to [10:20] seven months and just want to make sure that we have quality candidates that [10:25] will be there just so can we have more specifics yeah for we haven't we haven't [10:30] decided the process but U but as I but as I mentioned that um number one first [10:36] we have to have a job description um before we solicit any um one apply for [10:42] any position we need to have a job description specifically for the [10:47] currently we don't have that and so I think and that's been discussed in one [10:51] of our committees the finance committee I think the goal is the first to get [10:55] that done first and then we'll map out a plan on the higher process after that [11:01] add to that [11:05] yes um I also wanted to mention that the um the job description is underway a [11:11] draft is underway and as president mentioned we want some Community input [11:16] not on the draft per se but on things they would like to see as part of the [11:20] job description uh and the council will be reviewing the draft as well making [11:24] their inputs and we're going to do it just as fast as we can also are going we [11:29] plan on partnering with certain services that will help increase the diversity of [11:34] the applicants for our position and that is [11:41] it any other [11:45] questions okay thank you we will now move on to [11:54] the thank you president can you hear me I'm talking [11:59] um so first thank you for coming and uh first thing I'd like to do is [12:06] thank public works department who really did a great job in handling this uh SN [12:14] ice whatever storm um it started on Monday night I guess and Tuesday Morning [12:20] by 8:30 n o00 all the streets have been expanded and they were getting ready for [12:24] their next go so kudos to them and thank you to our reports [12:29] Department um secondly I want to announce that all of the council Council [12:34] committee boards and commission meetings have been advertised on the website as [12:39] well as in the newspaper I'm currently working with a volunteer on getting the [12:44] recreation program 20th century Club calendar updated so that we know all the [12:49] dates of the club is going to be in thirdly uh we have received a grant [12:56] from The Greenway trails and Recreation program program out of the Department of [13:01] Greening and economic development for $85,000 to improve the lighting at [13:06] Hoffman park and um I'll be having a phone meeting tomorrow I guess to talk [13:13] about that um we are waiting for a kickoff meeting for a Del Valley [13:20] Regional Planning Commission grant for the South Avenue pedestrian Crossing [13:26] that keep get res scheduled and we don't have date for that yet but that's in [13:31] Works um we are be attending a meeting on January 25th with the redevelop [13:37] capital assistance program to talk about reimbursement and such for the theater [13:43] project um and in our uh council members packets are list of maintenance and [13:50] repair items for the firehouse sply extensive our um codes director is going [13:57] to be on over their prior prizing needs to be done and we'll look to see if [14:01] there's funding available to make some of these [14:10] reports [14:27] questions any other [14:33] questions okay move on to the solicit report thank you Mr President I don't [14:39] have rep thank [14:44] you any questions for the Sol all right so we're going to move on [14:50] to the engineers report uh [14:57] Mr just a few things for I had the [15:02] opportunity to meet our last week I go over a whole projects put together [15:07] status reports basically where things are but just a few things that Council [15:12] has ACT last few months back in December the council awarded a road restoration [15:17] project from East Town that was awarded to [15:22] D back on December 20th we have S over all the information to prepare the [15:26] contracts we're waiting a few things once we get that it's comp we have [15:31] preconstruction get under for that work tonight I on the agenda is going to be [15:38] the additional Improvement at the firehouse again this is contract I went [15:43] out back in November came back I think there was a expain the LI cup there was [15:47] an issue with one of the heater subm there's an issue and I think there's a [15:53] changeorder process I have no objection to that changeorder if we're going to do [15:57] the heaters might as well do wallall 1980s they more or less liming along [16:02] like not to have [16:06] equipment unless there's any other questions I had the opportunity to meet [16:10] our manager and last week I did meet with our works dep to make haveth [16:16] Transition un questions thank you Mr any questions [16:21] from [16:24] Mr thank you sir we will now move to [16:31] than some Statics for jary overall the the year department for December ex [16:39] responded to 411 Poli incident reports 32 false per hold up alarms we responded [16:46] to 31 motor vehicle accidents 10 adults were arrested seven juveniles were [16:52] arrested um we issued 41 parking tickets 46 motor vehicle violations 11 [16:58] non-traffic citations we towed six abandoned [17:02] vehicles five other vehicles were towed for other violations and responded to 41 [17:08] domestic related [17:11] Serv for the for 20123 year we responded to [17:19] 5,630 police incidents 35 false bars 401 motor vehicle acents 119 adults [17:28] were arrested 77 juveniles were arrested we issued [17:33] 7,964 parking tickets we responded to 976 motor vehicle [17:40] accidents he issued 976 motor vehicle violations 80 non-traffic [17:46] citations we towed 80 abandoned vehicles for year 89 Vehicles were towed for [17:52] other violations and we responded to 488 calls related to the [18:01] just a couple other things we just completed the first phase of our track [18:05] system which is the inar citations that they'll now be printed no longer be [18:10] handwriting them it's been going on for about a year and it pay for with gr M so [18:16] that's the first phase second phase we're still working on which will [18:19] automatically citations to the state having so that should be done through [18:25] the next few months um just waiting for the state [18:29] uh we're working with this AR school and and high school for their requirements [18:35] for the state for lockdown drills and fire drills and we have our biannual [18:40] soci Service Commission meeting February 5th that's all I [18:47] have I saw a post from offic Murray I wanted to know I didn't hear how many [18:54] snow men were built in was it by off [19:08] okay at least three at least three at least okay it's really fun to see that [19:14] so thank [19:21] you any any other [19:25] questions thank you so now we're movement to the commune reports I don't [19:30] have a specific order so I'll just start here start from comments with the [19:35] finance report thank you y I'll try to be as brief as I can but a lot has [19:41] happened in the finance and the technology [19:45] committee um first uh outdating for the veterans Landing project pass our [19:49] committee we agreed for the council for vote to submit the RFP to be created by [19:53] the B engineer and receed final transformity the goal was put out the [19:58] RFP in February and the final goal is to complete work by the end of September [20:03] before the opening of the landown theater we will not have final cost [20:07] until the RFP is in and the contractor chosen but the majority or all of funds [20:12] should be available via grants as we have to pay up front and then get [20:16] reimbursed with grants we will have to watch for our cash flow before 2024 [20:20] taxes are paid moving into new business uh we were [20:24] going to have a 2024 budget review but it was table pending last go of December [20:29] being entered and entry of the 2024 budget into the accounting system so we [20:34] will be taking that on first thing of February uh the bur manager job [20:38] description as I mentioned uh we're creating first track with that right now [20:42] from the existing uh landan and other examples including the B L um to [20:49] circulate to uh the committee and B manager and the council as a first step [20:54] and also as I mentioned we are going to be um uh Contracting with certain [21:00] services that will help us increase the diversity of our [21:04] applicants um a review of burough staffing needs is being taken on by [21:08] council person young she's going to create a first draft of that for the [21:12] burough office staff um bur it advisor our committee [21:17] recommends to continue using wellstone technology stting this transition to [21:20] facilitate updates to technology over the next 3 to six months they're going [21:25] to move to contracted services from power of the billing [21:28] we've asked' asked to do that um this contract will be reviewed by committee [21:32] at the first February meeting and I am had [21:37] consulted regarding status and was the committee recommends to put it [21:43] service out for rmp after the initial updates are [21:49] confed uh in terms of Technology upgrades for Council we are going to [21:53] recommend Research into purchase and setup of up to 10 Chromebooks or similar [21:58] for use by bur Council seven of those the mayor one of those and the [22:02] facilities one for the meeting room and one for the 20th century Club as well as [22:07] lock boxes for the 20th century Club Tech this is to ensure the adequate [22:11] technology is provided for Simplicity and safety the bur of information um the [22:16] bur manager will be with the library regarding a checkout form for [22:20] Signature um the committee recommends Research into purchase and set up of [22:24] microphone and speaker technology in the meeting room and in the 20th century [22:28] Club to ensure adequate sounding agement on zoom and again I want to add my [22:32] thanks to the Mayors for your patience we're very eager to get all these worked [22:37] out technology has been key in that but the equipment we were left it with is [22:42] just very uh difficult to use and sync so um uh bear with us and hopefully [22:50] tonight is is a a good example of lot of improvement and we'll continue to [22:54] improve until we can make a full a full s [22:59] up um we also recommend Research into ethernet access here at the 20th century [23:05] Club to ensure hybrid duties can be adequately held uh these old buildings [23:09] have very thick walls and cannot uh you know the wireless cannot get through to [23:15] where we need it to be so we'll be looking into that and we also recommend [23:19] Research into using SharePoint or similar for storing and sharing records [23:23] by bur staff and Council and mayor because Google Docs is simply not secure [23:28] and um this would be the easiest easiest way to facilitate sharing uh important [23:35] documents we're uh we were going to have technology training for Council this [23:39] evening before our meeting but unfortunately bur all had other ideas so [23:44] um we will look to reschedule that uh and the burrow website refresh we are um [23:51] uh looking into well we had an initial meeting with [23:55] Danel L on 112 to talk about about that um the agenda included uh the contract [24:02] process and operations and the initial desire for website reorganization to be [24:06] more user friendly and I'll talk a bit more about that in other business uh we [24:11] did have that initial meeting with dandel uh and we learned that the Civic [24:15] plus Civic plus platform on which the website is based and on which many [24:20] burrow websites are based can be improved but to achieve media life [24:24] results we need the update to Civics plus need which at a additional cost of [24:30] course wellstone technology is investigating the cost and Dand line can [24:34] support the migration for $5,000 and it takes about three months uh I need to [24:40] talk about this with committee but my personal recommendation is that we uh [24:44] update uh as best we can this year and plan for funds next year for this update [24:51] um currently homepage items are optimized based on the frequency of [24:55] searches and visits so I wanted to make that clear here there are currently [24:59] unused modules that we can investigate such as linking the agenda center with [25:03] calendars and also having multiple calendars for facilities which we should [25:08] uh take on as quickly as possible and those are included in the [25:12] contract um there uh and that will improve navigation somewhat and and ease [25:17] a finding information Danel will create a proposal [25:22] for utilizing the facilities platform we and recommended that we have a local [25:26] photographer take picks of facilities around town for use on the site of [25:30] social media and also they recommended the short phone videos from council [25:35] members of burrow events would be social media hits uh so I just wanted to part [25:40] that with the council um for the burrow calendar Danel lion recommends not [25:45] having nonb items on the burrow calendar for these reasons adding a nonprofit or [25:50] business event to the government calendar could lead to objections from [25:54] organizations that are not listed an organization could find himself in [25:58] trouble at some point either financially or with the law and having that [26:02] organization's event on the official government calendar could lead legal [26:05] issues um residents view the calendar to find out about upcoming meetings and [26:10] burough sponsored events and it's confusing to see nonprofit or other [26:14] organization events on a calendar that is specifically worked as a local [26:18] government calendar these Community organization events should be added by [26:22] the LC and are added by the LC to their calendar and they're usually very good [26:26] about doing that and what we can do is have a link to the calendar on our bur [26:33] calendar uh that will be my recommendation and recommendation as I [26:37] mentioned of our of our contractor Dan L they also noted that none of their other [26:41] Municipal clients add community events that are not sponsored or hosted by them [26:45] to their calendar for all the reasons listed [26:50] previously um we are going to propose that dandelion and wistone Technologies [26:57] get 15 to 20 minute presentations to council either in advance of the first [27:01] February meeting three questions or during the council meeting so I'll be [27:06] reaching out to president Curry about including that in the agenda um we would [27:10] like to create a technical board subcommittee to include members of the [27:14] community to help support our initiatives um Zoom is still a security [27:19] risk although we have seen improvements in blocking Zoom bombing which I'm very [27:23] grateful for um invest we're investigating C and the compatibility of [27:28] the government platform swag it which is packaged within a technology uh for [27:34] example how the accounts UNS are run uh again I don't know that that is going to [27:40] be in the budget for this year but we're investigating now for planning for [27:44] teaches um we're now making use of the website front page Banner for day-to-day [27:49] information such as road closing movement of tonight's meeting Etc and [27:53] for pushing out social media as well Dan does get aqua closure info for that [27:59] purpose we need to confirm the holiday calendar with d line and I will sending [28:03] that to the community relations committee um monitoring social media and [28:08] other the non-private groups is part of D L's [28:12] contract uh please to the council send any ideas for articles uh one uh uh [28:19] suggestion by Dy that I thought was great was to do bios of each council [28:23] member and they would take on uh calling and interviewing each person for those [28:28] AOS put a photo up on the site and we agreed to have monthly 30 minute [28:33] checkins with d manager the tech chair and my team consultant as well as ad [28:40] M thank you for putting up with me through that [28:51] very I have one question I know that sorry I know that [28:58] talk about utilizing QR code to list events and I'm curious to know obviously [29:04] this would be intend with the LC so the LC need to be agreeable but if we can [29:09] tie their events and our events together someplace so that when somebody does [29:14] scan the QR code they get a comprehensive list of everything that's [29:18] happening I think that even if even if it's not on a counter maybe it's just a [29:22] landing page but some place that where if we do utilize those QR codes someone [29:27] stands it that they'll see a comprehensive list not just here's where [29:32] gr accounts are and here's art on other so anything can do to make that more [29:39] single stream no that's a great idea as I mentioned itend the short term and by [29:45] the way I have the QR codes on my list they just did make the report today [29:49] because they're more three to six month initiatives um uh when you go to the [29:55] burrow calendar you will have a link to the LC c as well and looking to see if [30:02] there's a way to streamline that even further but at the very least they will [30:05] see the link to go to the LC as thank [30:11] you to [30:21] answer that was the idea that you could have that place so it's not necessarily [30:26] Bur counil events meetings but the actual [30:31] events then also any of the down as well the ledc events as well that [30:39] IDE sort of a separate Cal just for Asos to [30:46] necessarily that might that that [30:52] contract okay we [30:56] inves [31:07] you stated in the beginning about the mb5 [31:09] design the amount of the amount of work no the design I [31:16] then jump in here if I get something wrong um my understanding is the design [31:20] is paid for it just wasn't completed yet to hand off to but out an RFP for the [31:26] construction [31:30] thank [31:33] you question thank thank you [31:39] next yes good evening uh this is my January 2024 [31:45] report so under sewers we have an approval for an American Investment plan [31:51] act funds for sewer project and we will be submitting the paperwork to get that [31:56] done uh we are looking at some Paving projects one in particular with the [32:02] possibility that the Farmers Market has to be moved due the to the construction [32:07] on Veterans landing and Highland Avenue parking lot is the the Highland Avenue [32:13] parking lot is being inspected for possible [32:17] pitfalls uh there may be some routine maintenance required I as the bur [32:23] engineer and the burrow Public Works director to take a look and see if [32:27] there's anything you can do to make that a better situation there are no trash or [32:32] recycling concerns our recycling contract ends at the end of this year so [32:38] that we have to just put on our to-do list and but we do want you to all [32:43] remember to reduce reuse and recycle it still costs us less to recycle product [32:49] than it does to grow it away uh yard waste is going to be back in form I'm [32:56] sure after the snow Christmas tree that you still hav't thrown yours away they [33:01] are yard way there's no separate pickup just make sure that they are free of [33:06] inorganic material the street signs Mr Matson do you want to update the street [33:16] SS we contracted with a company called state sence it was last year and they [33:22] had received everything they did s us we just haven't received the signs [33:30] I'm that we would have to have signs at this [33:34] point we hav't I to our contact old fashion before we pay [33:42] we I'm with you all right under facilties the I the bur under the bur [33:50] Hall the new generator is ready to go pending P construction I didn't know we [33:56] would not happen heat when this was done um and a point of interest Mr jaak [34:03] suggested the purchase of a really powerful generator that will not only [34:07] satisfy the building needs in the event of a power aage but also provide Power [34:14] to even Chargers should the burrow start addad electric vehicles to its Fleet in [34:20] the 2020 house the ledc is requesting security cameras for the property the [34:26] issue there is that there's no internet in the building and the wifi they have [34:32] is from this building and we just discussed in B committee that it's too [34:37] much so we're going to be figuring out the cost to upgrade so that we can use [34:43] the building better uh the Public Works director will will be providing [34:48] information oh this on the bur yard that we need to do a garage redo apparently [34:54] our equipment is not fit in our current garages and so removing one section of [35:00] the building and replacing it with a pole barn to structure would solve that [35:06] problem so we're going to be looking into doing that it shouldn't be that [35:10] expensive because we don't need to have any utilities in that section of the [35:15] building uh the committee is asking for a proposal from the director for further [35:21] review as mentioned and there is by Mr Madson and there's also a motion the [35:28] firehouse needs Heating units and the vote from the committee was to [35:34] replace them all with 93% efficiency heaters there had been the original [35:40] approval was for three heaters but the fourth one is on its last leg so that's [35:46] why we're asking to just let's just do the whole project and get it done at one [35:51] time uh codes now under my my uh committee and the codes director [35:57] submitted some documents to the committee one was a code stat summary [36:03] and and a Comm cumulative report we're talking about redoing that a little bit [36:09] so that we can make more sense and he also supplied the committee with meeting [36:14] dates and agendas for all the historic Architectural Review Board and the [36:18] zoning Theory Board and the Planning Commission and I sent [36:24] a i oh I sent copies I think I sent copies of that report to all the council [36:31] members for them to see but if I didn't I will there's building permits pending [36:36] for Dudley Avenue the Habitat for Humanity project and the Baltimore [36:41] Avenue W Avenue cahan board project he's also helping us with [36:47] problem properties reports resident should feel free to report concerns they [36:52] have around properties around the burrow such as empty buildings overr vegetation [36:57] or questionable activity this can be done easily and confidentially on the [37:02] website under the submit of request navigation and report of building [37:07] concern our ordinance requires that any baby property be registered with haa [37:13] which keeps track of all of them and helps us manage that Hera is a registry [37:18] platform used by municipalities and government agencies Across the Nation to [37:22] help combat the problems caused by vacant and abandoned property there is [37:27] no cost to the Community Care is completely free for local government uh [37:33] properties that are vacant and abandon have a detrimental detrimental impact on [37:37] the community including maintenance inses and inviting criminal activity and [37:43] the case where property owners are out of state or property is undergoing [37:47] foreclosure it's often difficult to notice the responsible party for [37:51] violations and maintain the necessary level of Maintenance and security so [37:56] it's not a huge concern in the burough but during public comment in environment [38:01] and Parks the situation was addressed had someone come and talk with a public [38:07] comment suggesting that there's some issues written in their neighborhood [38:11] with litter and boarded up building and they just wanted us to be aware of it so [38:18] I that's why I brought it to the attention of the codes director and we [38:22] also had some complaints about litter and trash at the Dollar Tree lot and the [38:26] CBS and our codes director reported that they routinely site those [38:32] businesses under our on boards the hars next meeting is January 25th 7M for a [38:39] hall to discuss signning at 94 Lon Avenue the zoning hearing board is [38:45] meeting January 24th uh uh 7M about 123 nyag variances [38:53] on a garage and 98 McKinley variances on set backs for a new house and that is [39:00] all I [39:03] have [39:07] questions thank you thank you move on to public move on to Public [39:19] Safety this is the uh health and Public Safety report for January 2024 [39:27] um we recently discussed the EMT in nor birth um data um and we want to take a [39:36] deeper dive into the relationship between land and [39:42] land um we are going to start advertising for an important time we [39:49] s um if not I think we already started that um we're moving forward with um [39:57] Simon har and the a installation we have a meeting with them on [40:05] january5 um we have VES on human relations [40:10] commission there are five vacancies um at this time and there is also a vacancy [40:19] on the Civil Service um in our last meeting we also [40:24] discussed no par on unit Block north and south of [40:30] landown although we're um not moving forward with that at this time but it is [40:36] um a topic that came up because of safety [40:40] concerns and that's the end of thank you m you have any [40:50] question thank you we going to move on to Economic Development thank you [40:54] president Cur um we development of January 10th 6:00 pm. in [41:01] attendance committees vice president Conor mayor mag [41:08] director myself and also [41:14] audience thank you for and at meeting we start off [41:20] discussing commit development um we just submitted to [41:27] one for the [41:31] lighting work to happen we also discuss the americ resue plan funding that we [41:37] currently have a balance in that does to be spent by 2025 one of the suggestions [41:44] that Council determined once come in for nv5 [41:51] use that funding for the nv5 that are landing project [41:57] we also discussed voting permits Planning Commission and I do just want [42:03] to give very briefly U the end of the year discussion [42:11] was pretty nice to see just the amount of V [42:16] before that I'll do the pling commission the planing commission met and [42:22] discussed project movement [42:27] and the end of the year sta I think this is really wonderful to see total perits [42:33] issue project cost 18, [42:39] 35624 with Perman fees of [42:47] [Applause] 7,641 term just want to hope that [42:52] continues into the coming year with a number of projects that are happening um [42:59] we discuss the hist worker Corporation update there's an item tonight to thank [43:05] EX for attending meeting and us the the updates the coration and also to for us [43:13] to consider that e being requested by the corporation we discussed land on NS [43:22] and cultural Council contract [43:26] contract um during that meeting as well sorry the chair [43:34] ofation ground requested that they resend the proposed contract they [43:39] provide a new contract provide request I should say to for a new contract we'll [43:47] be discussing that in February Mee in that contractor is a change of request I [43:53] think clarifications to happen with [44:04] we'll discuss that for detail the executive director also gave information [44:12] about possible streetcape which she did to Cil discuss that [44:19] February um we discussed on initial planning and I will be taking that uh to [44:29] with Council GFF on our side development this revival of a previous bur event [44:37] that occurred where they celebrate cele founding of landown and we try toow it [44:44] into more used to be Festival in the downtown in collaboration with andom [44:50] Development Corporation as well as our businesses in downtown that way we have [44:54] some more marketing adver [44:58] um we also discussed status of the right now it's [45:02] in stasis because of the weather but once it's completed having some kind of [45:08] marketing adver them as well as reaching out to different electives that [45:14] participated in the funding for and that's something we want to do [45:20] May February or March because of the weather um we we discussed briefly as [45:28] well W finding Community Development has a w finding Master Plan [45:34] up something they passed to this been a longterm [45:38] discussion now about the signage we have the theater open we have different [45:45] events we like to have better signage in our community that interacting places [45:50] like 20th centur Club you don't know it's there unless you get up to it so [45:54] you have sign side [46:00] down um we do have there's [46:07] also so that be discussed in February the last thing that we [46:12] discussed was the Pennsylvania Commission Section Five departments um [46:18] that's something that's going to be on the agenda [46:22] febrary those are required notices that places Landing as well as Place [46:28] accomodation and we discussed how that part of the process people [46:37] back [46:42] also provid place nondiscrimination I do want to mention [46:47] as well was mentioned by [46:52] manager that we did apply for [47:03] depel includs that was [47:07] something and also mentioned by Council the American Rescue [47:13] plan small water $200,000 it's really [47:21] nice and I do want to take moment to back our state senator Tim also [47:41] [Music] [47:53] representa sir thank you on community relations [47:57] Mr thank you Mr President our community relations did not meet in January [48:02] however we will be meeting February 6 uh at 6:30 p.m hopefully via zoom and also [48:09] in B Changers but for my leison groups uh the library met and um there was just [48:17] some discussion of I see it down our motions the the use [48:24] and access of 47 South Avenue which I hope be discussing our motions also um [48:32] in the library meeting May 4 the library should be requesting to [48:39] use of 20th century from from 5:00 pm to 10 p.m posting the fundra feast [48:45] featuring quizo and pizza starting at 6m so again the library is requesting made [48:51] for to uh use the 20th Century 12 times 5m to [48:58] 10m featuring and that's all [49:07] my any [49:20] question any other questions Mr all right so m if you're up next I [49:26] know you're online but do you have anything [49:37] for so the big thing was I know the 2023 we hosted at meetings for [49:45] facilities the big thing for the library was we [49:50] have futuring for in 202 as I know on spot but is [50:00] there I guess [50:04] Poss [50:24] fa [50:28] thank problem Mar oh thank you can you hear me [50:35] yes we can you can great thank you um let's [50:40] see uh the first part of my report is um we had a an orientation for our new [50:48] member of environment and Parks council member Molly Connor so I just want to [50:53] extend my appreciation to her for going through that [50:57] orientation um we had our meeting this month on January 8th from 6:00 to 7 PM [51:04] uh at Burrow Hall but also via Zoom during executive session we did [51:10] interview someone for the open EAC position at next month's burough council [51:16] meeting I'd like to bring forth um a motion to approve this person to be on [51:21] the EAC um [51:25] we also talked about um other vacancies parks and wreck has many vacancies so if [51:32] there's anyone interested in being on the Parks and Recreation board there are [51:36] many openings we also gave an update on Community Choice [51:41] aggregation that's um that's the when we can get a source of a green [51:47] electricity we're combining forces with other [51:51] municipalities and um there's a discussion with the public Utilities [51:55] Commission so we'll we'll know more in the next several weeks about that we [52:00] talked about the timeline of the single use plastic bag and single use plastic [52:04] straw ordinance and the timeline for that we want to send out a survey [52:09] shortly and then we'll want to engage um business owners just kind of get them up [52:17] to speed on like what the idea is and then have uh at least three public [52:22] meetings one of them would be completely through through Zoom [52:25] one of them would be in person and the other one would be combined with perhaps [52:30] some kind of like a children's program at the [52:33] library uh we talked about the update on the Hoffman Park mural that we see [52:38] update we see that it's progressing we we gave an update on the [52:43] message signs um at The Parks and Recreation [52:47] meeting uh this upcoming Monday hopefully um we'll be able to get a [52:53] final determination on where those messages signs are going to go um we [52:57] talked about the great backyard bird count and as a [53:00] reminder uh there's going to be a fabulous event at the library on Tuesday [53:07] January 23r I believe it starts at 5:30 um and it's not just in person at [53:14] the library you can also connect through Zoom but you have to send an email to um [53:20] a particular email address to get the zoom link and that email address is l a [53:27] reference at delcol libraries.org so if you send an email to that address saying [53:33] you want a zoom link you can get a zoom link to this so what the event is on [53:37] January 23rd is it's going to talk about how to participate in the great backyard [53:42] bird count talk about the um the app that you use when you uh for as little [53:48] as 15 minutes you either just maybe go in your backyard or go in a park and [53:54] observe the birds and you'll be able to indicate you know [53:57] the color of the birds that you see um like the sounds from the birds and um uh [54:04] it's going to be like a really fun really fun thing to do together as a [54:08] community and actually we're a part of a larger International Community because [54:12] it's happening all around the world February 16th through 19th but the event [54:17] on the 23rd is to just get people up to speed on how to use the app and how to [54:22] participate um we also talked about [54:28] um uh we have a white paper about electric vehicle charging the committee [54:34] the environment Parks committee is currently reviewing that we'll talk [54:37] about it at the next environment and Parks [54:40] meeting um there was also some discussion of um possible uh like green [54:49] sustainable practices perhaps um in the facilities plan but I think that should [54:55] to be brought forward whenever there's a meeting about the facilities plan um and [55:00] the shade tree commission uh their next meeting is going to be in February they [55:03] didn't meet this month um I think that that's all for my [55:11] report thank you m marel you have any question M [55:18] marel we will now move into public comment um I would like to take a motion [55:24] to suspend thank you [55:29] Mr the motion has been moved in second all in [55:33] favor the motion has passed we are now in public comment um I just ask that [55:38] please state your name and place of residence or record please to response [55:43] for five minutes or less I will move back between in person and also online [55:49] um would anyone in person like to address president may I something [55:55] quickly um online you need to put your comment in chat to be read out is that [56:01] correct a that oh we just that yes sorry if they [56:08] raise their hand should be able [56:12] to yes good evening Jennifer H um regarding downtown the conversation [56:22] about um so my business is on South landown Avenue there's three [56:31] Park yeah [56:46] twoing downtown the parking conversation I'd [56:50] like to expand that conversation to have a plan [56:55] with what we think this Central business district should look like um hitting it [57:00] peace meal um will not end well for businesses like mine uh right now there [57:07] are three parking spots on South L 7 Avenue one in front of my building at 23 [57:14] South L Avenue and two across the street of KS there is not signage to other [57:21] parking um at all in the bur really um it doesn't say where the handicap [57:27] parking is um it's not close to the street um so my my ask is that we really [57:35] think about this as a as a whole project not just a parking spots we need signage [57:42] for parking we need creation of handicap parking we need evening lighting We have [57:47] tree pits that are crumbling and need upgrade so we could tackle the whole [57:53] thing that that will be much more helpful to business like M we talk about [58:00] traffic moving through the central business district I actually want to [58:04] slow traffic down um it benefits my business if folks don't hit lands 40 [58:12] miles an hour um it does me no good uh 20 miles an hour nice and slow nice and [58:19] safe uh really will help the downtown especially as we add [58:25] uh apartment buildings and condos and stuff like that [58:30] we will be more Walkers we need to be very conscious our Park our sidewalks [58:34] aren't that longde um so we have to be conscious of it all so that's it [58:53] just [59:05] else I didn't hear what the mayor said I said that there signs involv [59:12] infrastructure but this is part of the way finding you're talking about and I [59:17] will say that I went to Media the other day and the one thing I talked to the [59:21] media for our manager and one thing they did was they make all of their signage [59:27] is consistent so it's all the same color it's all so when you see it just says [59:33] this is the media sign so I think that that's why it's a really good idea to [59:37] follow through on that so certainly if there's anything that we can do in our [59:41] committee support it but there are parking signs though for Highland Avenue [59:48] it's just right sign but you're right we could do [59:52] better a okay there no like to the municipal [59:58] lot to the behind me to St after [1:00:04] hours yeah we can do better so thank [1:00:11] you any other [1:00:18] comments [1:00:23] yes um I wanted to come in tonight because it was disconcerning to see what [1:00:29] was flying around in the press in the past week and it was waret to know that [1:00:36] it came from within Council um [1:00:41] I first of all I don't like Council meetings to say what I don't like is I [1:00:46] want to be here to share ideas I be here to work with Council as a citizen to [1:00:50] come up with things that we need and that we like want to get together [1:00:55] um and so I'm hoping that will change but I wanted to [1:00:59] mention the other thing I don't like to do is make it seem like it's not about [1:01:03] business I don't want to make my comments seem like they're pointed at a [1:01:06] person I come here and I talk about things like what we're spending on and [1:01:11] what and and why we're doing it how we can do it um but cover went to and he [1:01:18] talked about and I don't know how it is economic [1:01:23] development to give our town of black eye by shortly before talking about how [1:01:30] we're violating the sunshine act to have done almost exactly the same process [1:01:36] step by step with our par to have executive sessions with no [1:01:42] details printed on the agenda to have the position eliminated with no public [1:01:47] comment and then to very shortly after go to the press to say wow the executive [1:01:54] session before getting any details and there was an offer of public comment and [1:01:58] the position was eliminated without discussion so it's it's disingenuous and [1:02:04] it's dishonest and that's going the end of my my personal address to council but [1:02:09] that was not in the best interest of the citizens it was not in the best interest [1:02:14] of council it was not in the best interest of landown to do that um aside [1:02:19] from the journalistic Integrity which was extremely lacking that part of [1:02:24] because the inquire article cly was written by somebody who's the son of an [1:02:28] editoral writer working at the inquire who watched one video who took comments [1:02:34] from council member hover council member H's neighbor and council member H's [1:02:39] friend from another bur about lown business which we've had [1:02:44] many conversations about lately people come in our business that's fine when [1:02:49] we're deciding on what that business is and how it works that's for the people [1:02:52] of land not for everyone to sit there and put their finger in our pie and try [1:02:56] and figure out how they can get involved in steering the course of what we who [1:03:00] live here our taxes pay for how this town Works what we are trying to decide [1:03:06] through our representative government to do that said I just I'm disappointed and [1:03:13] I I hope it doesn't happen again you're making council member Griffin's job [1:03:17] harder and Comm relations by making it look like we don't play by the Ws here [1:03:21] when you go and do something with that and so I mean I'm speaking to all [1:03:27] Council I'm address the council member because he's the source of this black [1:03:30] guy that we have to deal with now but we're trying to improve the town and I [1:03:34] hear sometimes that we're trying to improve the town and then I don't see [1:03:38] the action [1:03:47] so because I that what happened was some acation I fixing by [1:04:00] [Music] right way where it's [1:04:04] advertised that there was a change that occurred between the summer [1:04:12] andv Mr [1:04:17] Scott different Provisions for the sunsh I was not reach out to any [1:04:24] press the Press me and I stated I'm sorry [1:04:32] that with that my fidelity is that I [1:04:38] took not just few res but all res so so make sure that we conduct [1:04:44] ourselves I think this is fixing I appreciate that I think that [1:04:51] Safi I I do my [1:05:09] [Music] best respectfully you're not concerned [1:05:13] with that when you did the exact opposite you did the opposite of what [1:05:23] you [1:05:28] okay yeah so for for me just to make a quick com I'm moving on from this topic [1:05:33] as I mentioned the beginning of my statement um we the Council made a [1:05:37] decision and that's the decision that was made I hope that moving forward when [1:05:42] Council makes decisions whether we all agree or we don't agree that we can have [1:05:47] one message um because ultimately I may not agree with what that you may put up [1:05:53] it gets approved have one message and I I would defin respect that counil to [1:05:59] respecting to choices and opinions [1:06:10] onion any yes I think that spoke with and they Rec that all media contact the [1:06:18] president um it did um their recommendation sorry [1:06:24] their recommendation was that all council members refer media to the [1:06:29] president um moving forward and and that has been the recommendation that they've [1:06:34] given all of their bur clients and all of their known bur clients [1:06:41] operating that we move forward with that in to the media directly yeah that's [1:06:48] always I've been on Council for two years that's always been the process so [1:06:53] um it was just a shame that that wasn't you know that wasn't maintained [1:06:57] throughout this process um can make a motion on that does [1:07:09] fore do we have any other do we have anyone on line anyone in person any [1:07:14] other comments [1:07:18] [Music] [1:07:22] yes [1:07:27] thank you council [1:07:31] president just wanted to speak about the parking space Sorry Chief [1:07:36] um the uh make a note that when Jennifer Hoff had stated about the 40 hour speed [1:07:43] is not good for anybody well South L it's I've said this before the bike [1:07:50] Lanes there is no uh buffer to condition down the [1:07:56] Raceway TR Dragway you know that's uh now presented so I mean that's should be [1:08:01] looked at because it is just like a downhill slide [1:08:07] um so also um maybe all this text counil I mean Council pres had stated that the [1:08:16] the balance in American Reef funds maybe we could use that for some of the tech [1:08:20] upgrades I mean I think that is within the privy of the money so looked at [1:08:26] because there's a lot of money needed and it's better to spend it once [1:08:30] and spend enough also um executive session not [1:08:35] sure what the uh real estate the building is going to [1:08:40] be used for I know it's been closed and it's a shame but I don't know if the [1:08:45] burrow buying is going to open it up for something is and you know maybe the [1:08:49] Insight after ex session if there's a vote or not [1:08:55] thank you very [1:09:01] much I'm going in [1:09:07] front this may not the appropriate for for this but I have a question um where [1:09:13] our house backs to the r tracks there and we have a large family of fox that [1:09:20] live back there and they there is a bad case of Mage that's running to them and [1:09:26] these animals are suffering um I've been trying to get them some antibiotics but [1:09:30] they don't want to hold still so I don't know is there anybody in the bur is [1:09:36] there anybody that's responsible for the Wildlife that's gonna help treat [1:09:40] them do they just [1:09:52] die [1:10:02] but there is that [1:10:09] hand now animal control and that's what I'm trying to avoid because it's a [1:10:14] treatable condition and I know that some NE and I realized it's a much larger [1:10:19] problem than just one fox I there a couple of wild [1:10:31] injured or need to be really um directed to some different area and I don't know [1:10:37] the right word the top of my head [1:10:42] but thank you pardon me can I add to that please [1:10:50] Carol yeah um I was also thinking what be helpful is to have like just a [1:10:56] listing of resources on our website um like there's the skookul the skookle [1:11:02] river animal Rehabilitation uh organization and some [1:11:06] other ones that if you do find wildlife in need of help that you can contact [1:11:11] those organizations as well like um I know in uh Parks and Recreation had [1:11:16] mentioned that a couple of times in their meetings so uh at The Parks and [1:11:20] Recreation meeting on Monday uh we can talk about it and then bring forward [1:11:25] some ideas but to have some resources on our website would be helpful I think in [1:11:29] cases like this thank [1:11:32] you thank you awesome [1:11:38] app we have [Music] [1:11:47] other anyone else in the room comment right seeing there's no more [1:11:54] public comment I would like to take a motion to resume Robert board uh would [1:11:59] someone like to make that motion seven for the motion was move at second [1:12:05] all in favor I all right the motion has passed we will now move into [1:12:11] business [1:12:15] yes thank you um I have received a notice from cour off law associ those [1:12:22] you don't know cour off W fir that the bual contracts to collect [1:12:27] delinquent taxes trash and Sewer fees they received notice from the county [1:12:33] about um the county about the collecting agencies remitting to the county 5% fees [1:12:42] on collections um when the deliv taxes are collected the fee reers Tax Claim [1:12:48] buo County for the work they need to process tax so um P off Associates um [1:12:57] sent this to us and we need to start remitting to the county [1:13:02] 5% of the fees that are collected fortov asked us if we this they need to report [1:13:09] back to the county by January 19th they want to know whether or not we [1:13:16] ask P off to remit the commission directly to the tax plan Bureau which [1:13:21] would reduce our collection 5% or whether we want to charge 5% commission [1:13:27] to the delinquent taxpayer which they P off um conceive may not even be a legal [1:13:34] recommendation so I talked about it with solic Scott and our recommendation is [1:13:39] that we just have the tax um 5% commission paid directly to the Tax [1:13:46] Claim Bureau from [1:13:50] the very good yes I was prepared [1:13:56] top so so that will be motion later on any [1:14:03] questions I had a question sorry okay so they this is delinquent tax and they're [1:14:12] collecting it in full forna gets a cut from the full am so there's two [1:14:20] different delinquent [1:14:24] States okay one I should tax and [1:14:37] tax so bu $100 and the legal fees are [1:14:43] $201 whatever um with taxes it is not [1:14:50] clear so ording off uh collects both tax and TR this does not affect [1:15:02] TR the taxes are subject tax colle tax statute to this [1:15:11] ability it's not clear pass no I understand that Tak a cup you not take a [1:15:18] cup cup [1:15:22] so set the whole amount of tax back with interest and they cost on time so my [1:15:36] $100 they don't C have a charge which goes on top of what so we now will not [1:15:44] be getting $100 we'll be getting $100 95% that's so and what is it that the [1:15:52] county does for to earn that 5% so they run the annual judicial sale sales they [1:15:59] run all the tax sales that are those deadlines would cause people [1:16:06] to okay and they this County um for whatever reason most [1:16:12] counties in the state collect this 5% counties did [1:16:22] not okay all right I just wanted to be clear [1:16:26] how that thank you so [1:16:38] much to move into our action items starting with Miss [1:16:45] motion to authorize pay of bill period second the motion has been moved in [1:16:50] second um do we have any discussion on [1:16:56] hearing none all in favor I last leg this will complete the job and the difference between the old bid and [1:18:30] the new one was the is the efficiency so we want to make sure we're H getting the [1:18:35] most efficient [1:18:42] leaders all those in [1:18:46] favor motion pass to put out for bid the sign [1:18:54] [Applause] Mo second [1:19:03] discussion Mr we need to have if it's above certain [1:19:10] thresholds W and above you have to responsible contractor so there should [1:19:16] be an may not hit that but we should [1:19:21] have I do have I [1:19:26] think [1:19:51] latest [1:20:07] think for immediate storage however theant was in place since upon buying it uh the lieutenant [1:21:19] claims it'll be out by February 1st upon inspection by director the one question [1:21:24] the library has is well I guess once the inspection happens is there Mo just just [1:21:30] a condition of the building after inspection put books things that nature [1:21:34] inside that building toow on the [1:21:44] books sit in the audience at um the economic development meeting [1:22:25] and I asked the question is this in any way uh we have more liabilities when we [1:22:32] you [Music] [1:22:34] do if it's an attractive nuisance it's a wall things that people might trip or [1:22:41] fall over or find or Etc well under the [1:22:51] respons stu okay injured on their encroachment [1:22:57] on now that said happens everybody get Su [1:23:02] should in the court process [1:23:06] ofation okay so you don't have any issues around no it's [1:23:13] always think good B agreement work from and which would do exactly what you said [1:23:22] this is just matter of making sure that the exhibits to it properly reflect what [1:23:29] it is they doing now and and it's not clear to me whether [1:23:34] they're expanding their footprint or not think that they're not think they [1:23:42] doing okay all right just wanted to check thank you so [1:23:51] much concern discussion when [1:24:10] we [1:24:16] Rel there [1:24:21] Scot that's one of the things we're kind of [1:24:25] working through if they were if they were previously putting things in area [1:24:30] this big and now different things in that [1:29:25] know your best applicant for bur manager we've done it in the past one point the [1:29:30] former mayor Tony H was an iner manager we've done it with inhouse [1:29:37] employees when we had more staff so it wasn't such a wouldn't have been as [1:29:43] difficult so I I don't I don't you can't do a full search for someone who's inter [1:29:50] because you need them right away so [1:29:57]
