So, I need a motion to approve the agenda's amended. 5 00:01:44,000 --> 00:01:48,000 Councilor Hansen has made that motion. All in favour? 6 00:01:59,000 --> 00:02:01,000 Thank you. 7 00:02:29,000 --> 00:02:31,000 Thank you. 8 00:02:59,000 --> 00:03:14,000 Our presentations. So, our first item, our first presentation, is we have Brian Bettis from Tell Us. 9 00:03:14,000 --> 00:03:16,000 Go ahead, Brian. 10 00:03:16,000 --> 00:03:23,000 Wonderful. Thank you very much. Can you hear me okay? No. 11 00:03:23,000 --> 00:03:27,000 It's a little bit quiet. Let's see. 12 00:03:27,000 --> 00:03:30,000 Want to test it together now? Any better? 13 00:03:30,000 --> 00:03:35,000 It's a little bit quiet. It's still a little quiet. 14 00:03:35,000 --> 00:03:38,000 Hmm. 15 00:03:38,000 --> 00:03:42,000 I don't have, I don't have, I don't think you've got a better. 16 00:03:42,000 --> 00:03:45,000 Thank you, Brian. We got to go ahead. 17 00:03:45,000 --> 00:03:49,000 No, no problem. Can you see my content, okay? 18 00:03:49,000 --> 00:03:51,000 Yes. 19 00:03:51,000 --> 00:03:57,000 Wonderful. Okay. Well, thanks again for the time allowing us to come to council this evening. 20 00:03:57,000 --> 00:04:02,000 We've got a pretty exciting announcement that we want to share this evening. 21 00:04:02,000 --> 00:04:07,000 And, you know, understanding that today is of course international women's day. 22 00:04:07,000 --> 00:04:13,000 I want to thank all the wonderful women, strong female leaders in the audience and on council, of course. 23 00:04:13,000 --> 00:04:20,000 But without further ado, would like to kick us off with a commentary that over the last. 24 00:04:21,000 --> 00:04:24,000 Number of years. 25 00:04:24,000 --> 00:04:30,000 Tell us has been working closely with administration council with respect to kind of to be in the Duke. 26 00:04:30,000 --> 00:04:36,000 And, you know, through a series of discussion as passionate champion of the business community. 27 00:04:36,000 --> 00:04:41,000 Council of the administration have identified the need for enhanced services for the business community, 28 00:04:41,000 --> 00:04:44,000 specifically in the downtown or area. 29 00:04:44,000 --> 00:04:48,000 This evening, I'm happy to announce that effective this year. 30 00:04:48,000 --> 00:04:56,000 Tell us is going to be undertaking a fiber optic build that's primarily focused on the downtown corridor, 31 00:04:56,000 --> 00:05:00,000 which with businesses in mind to support enhanced services. 32 00:05:00,000 --> 00:05:08,000 And you'll see that start this summer with our first connections moving toward the end of the year and into 2022. 33 00:05:08,000 --> 00:05:11,000 Of course, you know, this is not our only investment in the community. 34 00:05:11,000 --> 00:05:16,000 We've recently only recently announced the launch of 5G connectivity. 35 00:05:16,000 --> 00:05:24,000 And we came to the Duke first in the spirit of innovation and supporting ongoing connectivity for residents and business of the like and community. 36 00:05:24,000 --> 00:05:29,000 And as we continue to bolster that capability, you'll see even additional and enhanced. 37 00:05:29,000 --> 00:05:32,000 Spectrum deployment that will make that more robust. 38 00:05:32,000 --> 00:05:39,000 And then finally, of course, we just recently have turned on a number of residential premises to the west of the community. 39 00:05:39,000 --> 00:05:45,000 Uh, or eat within the Duke and the western side of the community where previously we're accessorices that we've purchased. 40 00:05:45,000 --> 00:05:51,000 Repair, restored, and made resilient and have just made available for sale for residents. 41 00:05:51,000 --> 00:05:59,000 So I'll share here a bit of what we're talking about and with specific to pure fiber what this looks like. 42 00:05:59,000 --> 00:06:06,000 What we're discussing primarily is a business focus still on the downtown core with additional details to be shared later. 43 00:06:06,000 --> 00:06:12,000 Uh, it is our fastest internet. This is the most resilient and robust internet capability we have. 44 00:06:12,000 --> 00:06:18,000 Uh, which offers speeds up to one and a half gigabits per second down and up in the community. 45 00:06:18,000 --> 00:06:23,000 And this is for both business and residential, although again, primarily business. 46 00:06:23,000 --> 00:06:28,000 This is the capacity that will allow the community and business to grow. 47 00:06:28,000 --> 00:06:33,000 And, and you know, from our perspective and the over 160 communities, we've done fiber optic bills. 48 00:06:33,000 --> 00:06:40,000 And so we see significant benefits for the business community in terms of their ability to communicate work, especially in a COVID. 49 00:06:40,000 --> 00:06:43,000 Uh, you know, in pandemic type scenario. 50 00:06:43,000 --> 00:06:51,000 Beyond that, there's opportunity for significant mobility and Wi-Fi signal improvements, not only for residents in the community, but also in the rural. 51 00:06:51,000 --> 00:07:01,000 Uh, indeed because, of course, we get the opportunity to deploy all of our smart capabilities and and wireless technologies that one hand services that are fiber back all. 52 00:07:01,000 --> 00:07:06,000 And then, of course, it gives us the ability to do things like smart city and internet as things. 53 00:07:06,000 --> 00:07:11,000 Uh, within the community a couple of other things that are really great about it is that it's a green footprint. 54 00:07:11,000 --> 00:07:14,000 So it's completely passes and there's no power of electronic required. 55 00:07:14,000 --> 00:07:17,000 And it significantly reduces our footprint. 56 00:07:17,000 --> 00:07:25,000 So residents and business owners might remember all of our, you know, our commitment to on the lawns or in a right of ways. 57 00:07:25,000 --> 00:07:31,000 There's a significantly reduced footprint that comes from the field and we're super excited to announce it here today. 58 00:07:31,000 --> 00:07:43,000 This is the equivalent of the next generation railroads coming to the Duke and I think business owners specifically in a downtown corridor going to to be very little service opportunity. 59 00:07:44,000 --> 00:07:52,000 Moving forward, I just want to quickly walk counsel and the business community through the build process that we, there are going to undergo. 60 00:07:52,000 --> 00:08:03,000 And so from a tell us perspective, our pure fiber build process is a, is a bit of a long window, but we do desire to get this down over the next, you know, 18 to 24 months. 61 00:08:03,000 --> 00:08:09,000 The civil engineering design starts collaborating in partnership with the municipality and administration. 62 00:08:09,000 --> 00:08:14,000 We go through a permits and approval process which takes about that's a six weeks prior to our civil start. 63 00:08:14,000 --> 00:08:27,000 And then we'll start engaging with residents and business owners and I'd like to volunteer myself as the opportunity to meet with perspective downtown business and chamber of commerce association to work through where we're building and showcase some of that. 64 00:08:27,000 --> 00:08:35,000 Of course, location flagging will occur about one week prior to civil start and then from there we begin our main line construction and running our service drop. 65 00:08:35,000 --> 00:08:41,000 Because this is primarily a varied build meaning that it's in the ground or in conduit or in ducks. 66 00:08:41,000 --> 00:08:45,000 We will be deploying that that facility and fix about three to four months to do that. 67 00:08:45,000 --> 00:08:54,000 And then I think about our fiber network is we can deploy it as we go so we don't have to wait until the entire network is complete we can connect residents as we pass. 68 00:08:54,000 --> 00:09:09,000 Their businesses and support them in that way and then of course our commitment to council and to the community is that from a property remediation perspective we will make it as good or better than it was when we got there. 69 00:09:09,000 --> 00:09:23,000 Moving on from an engagement perspective what you'll find as as counselors or administration or as visitors owners and residents is that we will fully engage the community in this build as a thoughtful and collaborative partnership. 70 00:09:23,000 --> 00:09:40,000 So our campaign will exist and we'll put a lot of marketing in the community to share and educate residents and business owners as to what and when we have four different letters that we do mail out to residents and business owners and the community and build areas. 71 00:09:40,000 --> 00:09:48,000 So the first letter is an initial pure fiber letter and it specifically outlines when and where we're going to build in the benefits of fiber. 72 00:09:48,000 --> 00:10:03,000 Of course it also begins to introduce the idea of the need to physically connect to each premise so that we can support that and we will go through no less than 10 instances to knock on the door and achieve. 73 00:10:03,000 --> 00:10:07,000 That permission to connect to the premise throughout the build process. 74 00:10:07,000 --> 00:10:16,000 The second letter is a construction letter that identifies to residents of a particular area or business owners of a particular area that we will be building in this community. 75 00:10:16,000 --> 00:10:23,000 Then all of our contractors will be equipped with handouts to explain the work that we are doing and what services that will deliver. 76 00:10:23,000 --> 00:10:34,000 And in the event that we do need to put a telescope facility on a business owner or resident perspective property will work with them and provide a letter explaining why. 77 00:10:34,000 --> 00:10:44,000 In addition, you'll see billboards, signboards, a friends and all of our sites are very well visible as we do the still then we understand that the bill can be. 78 00:10:44,000 --> 00:10:57,000 Disruptive in terms of supporting communities so we'll make sure that we're all of our signs all of our trucks are very well is signed in terms of explaining what we're doing why we're doing and how long we intend to do it. 79 00:10:57,000 --> 00:11:08,000 Moving forward here's some additional examples of that construction letter and the FAQ letter that we will send out to businesses and residents within the build envelope. 80 00:11:08,000 --> 00:11:16,000 Of course it explains all the capabilities of the housing at work works what you can expect from an installation perspective that the underground or aerial. 81 00:11:16,000 --> 00:11:24,000 And then in addition instances where we will be placing facilities with the right away looks like and and where you can know for additional information. 82 00:11:24,000 --> 00:11:33,000 Beyond that I've got some examples for you to show what what it looks like in terms of remediation and the level of detail that we go into to making the work. 83 00:11:33,000 --> 00:11:43,000 Look as good or better as it was when we left and again you can see that our goal here is to restore hard and soft surfaces there be construction state our soft surfaces. 84 00:11:43,000 --> 00:11:57,000 Talk slow on the seed and we even get down to a grass seed level of what what is currently in the lawn or in the in the right away and then for hard services for concrete and pavement we core and heal as you can see and bottom left here. 85 00:11:58,000 --> 00:12:07,000 Beyond that and one of the things that you'll particularly see with this build is that certainly given the pandemics that public and worker safety is imperative. 86 00:12:07,000 --> 00:12:17,000 We will we have established COVID-19 processes that we put in place in terms of how our team members will support and and be present all of them will of course be wearing mask and and. 87 00:12:17,000 --> 00:12:31,000 And maintaining social distancing beyond that public safety remains our highest priority so any excavations and it works site any signage will all be secured and you can see some instances of how we go about completing this work. 88 00:12:31,000 --> 00:12:36,000 Here we we have for work side perspective we do paper off respective. 89 00:12:37,000 --> 00:12:47,000 And cover them with a you know to fit piece of plywood or wood to ensure that there's no accidents and then of course any time that we are in the in the road. 90 00:12:47,000 --> 00:12:53,000 I you see the need for traffic management we have flags and flaggers of course. 91 00:12:55,000 --> 00:13:04,000 And with that I think we can we can bring it to all you'll see a lot of tracks like this in the community just shortly coming out and building that main line fiber transport. 92 00:13:04,000 --> 00:13:14,000 I right of our tell right out of our tell us all the downtown and we're just thrilled to be able to make this collaborative partnership with respect to both the city and from a tell us perspective. 93 00:13:14,000 --> 00:13:16,000 I'll pause there for questions. 94 00:13:16,000 --> 00:13:22,000 Thanks Brian and this is really good news for the city of Duke and so council if you have any questions or comments. 95 00:13:22,000 --> 00:13:24,000 Councillor Hamilton. 96 00:13:24,000 --> 00:13:33,000 Thank you very much Brian and it's very exciting news and I just wanted to sort of highlight the fact that it's primarily business that we're talking about a lot of the images that we saw sort of have a bit of a residential feel. 97 00:13:33,000 --> 00:13:37,000 But I know there'll be some residential touch but there's primarily business. 98 00:13:37,000 --> 00:13:45,000 Can you talk about the percentage of residential that may experience might be the early adopters of fiber or have the earliest opportunity. 99 00:13:45,000 --> 00:13:51,000 Sure again this is a primarily business focused build to tier their common. 100 00:13:51,000 --> 00:14:02,000 And so I think you'd see it in that 80% plus as the residential that we're looking at as connecting to a certain will be in that downtown core but this is a primarily the focus. 101 00:14:02,000 --> 00:14:06,000 Can you have any other questions? 102 00:14:06,000 --> 00:14:08,000 Councillor Tilak. 103 00:14:08,000 --> 00:14:19,000 I was just wondering if if there's an opportunity to show the map that shows what the downtown core section is in your words. 104 00:14:19,000 --> 00:14:26,000 Just to you know because some of it does is downtown but then there's certain roads north and south of it and then where that kind of goes. 105 00:14:26,000 --> 00:14:30,000 I don't know if that's something that you can provide or have. 106 00:14:31,000 --> 00:14:33,000 Councillor Tilak. 107 00:14:33,000 --> 00:14:37,000 So that is that is something we can certainly share in a later date. 108 00:14:37,000 --> 00:14:39,000 The none of the time. 109 00:14:39,000 --> 00:14:42,000 So yeah it's there will be go ahead Sean. 110 00:14:42,000 --> 00:14:44,000 John also go ahead. 111 00:14:44,000 --> 00:14:45,000 Thank you. 112 00:14:45,000 --> 00:14:48,000 I just wanted to point out and and apologies for the interruption. 113 00:14:48,000 --> 00:14:53,000 We do have Sarah Martin from the downtown business association here as well for the announcement. 114 00:14:53,000 --> 00:14:59,000 I just wanted to make sure that our presence was known and I think we might have someone from the chamber of commerce as well. 115 00:14:59,000 --> 00:15:00,000 As well. 116 00:15:00,000 --> 00:15:02,000 To celebrate the announcement. 117 00:16:00,000 --> 00:16:22,000 With our businesses to make sure that they know when and where, because this is going to, even though it's going to take two years, there will be parts that will be able to connect earlier than other things. 118 00:16:22,000 --> 00:16:25,000 And we know that tell us and Brian will work with those businesses to let them know. 119 00:16:25,000 --> 00:16:43,000 But again, this is great news. I think that once we're a 50 cents that we will have the connectivity for our businesses. 120 00:16:43,000 --> 00:16:58,000 It's similar to Emotent Calgary or any other major city in Canada. So this is great news for the city of the Duke and we look forward to having this completed. Thank you so much Brian. 121 00:16:59,000 --> 00:17:08,000 And thanks for the opportunity. I can't stand up how much of a pleasure it's been to work with a council administration. This one passionate business champion for sure. 122 00:17:08,000 --> 00:17:10,000 Okay. Thank you. McRena yet. 123 00:17:10,000 --> 00:17:13,000 Everybody turn on your web. 124 00:17:13,000 --> 00:17:17,000 Okay. Everybody turn on your web council. Terry's coming over here. 159 00:19:16,000 --> 00:19:18,000 One over Terry. 160 00:19:20,000 --> 00:19:21,000 Okay. 161 00:19:21,000 --> 00:19:22,000 Okay. 162 00:19:22,000 --> 00:19:24,000 Ready? 163 00:19:29,000 --> 00:19:30,000 Good. 164 00:19:30,000 --> 00:19:35,000 Thank you so much, Brian. 165 00:19:35,000 --> 00:19:38,000 Great news for the city of the Duke. 166 00:19:38,000 --> 00:19:40,000 Thank you so much. 167 00:19:40,000 --> 00:19:42,000 Appreciate the opportunity. 168 00:19:42,000 --> 00:19:55,000 Thank you. 169 00:19:55,000 --> 00:19:59,000 Thank you. 170 00:20:00,000 --> 00:20:01,000 Okay. 171 00:20:01,000 --> 00:20:03,000 Here you go. 172 00:20:03,000 --> 00:20:04,000 It's up. 173 00:20:04,000 --> 00:20:05,000 Okay. 174 00:20:05,000 --> 00:20:06,000 Give it to me. 175 00:20:06,000 --> 00:20:09,000 Give it to me. 176 00:20:09,000 --> 00:20:10,000 It's up. 177 00:20:10,000 --> 00:20:39,000 Okay, next on our presentation is Jessica Hutton, programming for the vulnerable population, and Jessica Hutton is the executive director from Open Door cameras. 178 00:20:39,000 --> 00:20:57,000 Welcome tonight, Jessica. I had the pleasure of meeting with her a couple of weeks ago, and she has done amazing things for cameras with taskwin, and there's hoping in the future that would be able to do something with a partnership between all of us. 179 00:20:57,000 --> 00:21:02,000 So take it away, Jessica. 180 00:21:02,000 --> 00:21:06,000 Thank you. 181 00:21:06,000 --> 00:21:07,000 Thank you. 182 00:21:07,000 --> 00:21:13,000 We're not used to having people actually come here and present. Thank you, Jessica. This has been a first for a while. 183 00:21:13,000 --> 00:21:22,000 Awesome. So yes, thank you. My name is Jessica. I'm the CEO for the Open Door Association, which is Camera's Open Door Association, based in cameras. 184 00:21:22,000 --> 00:21:32,000 So we provide supports across, basically the central Alberta band from Lloyd Minster, all the way over to Drayton Valley in Rocky Mountain House. 185 00:21:32,000 --> 00:21:46,000 And so we provide supports for both youth and adults, and what we just recently did, where we've probably probably heard about what we've done is we went into a taskwin and sort of took on some of the things that they're dealing with there. 186 00:21:46,000 --> 00:21:57,000 So out in cameras, we have a youth housing program and a fully integrated youth hub running out there. So we started three and a half years ago, the provinces first integrated youth hub. 187 00:21:57,000 --> 00:22:04,000 And so what that did was that brought all our supports together, and did a whole wraparound holistic integrated response hub. 188 00:22:04,000 --> 00:22:14,000 And so there's lots of literature and research, with regards to integration of services, collaboration, cost savings, increased to supports to individuals. 189 00:22:14,000 --> 00:22:23,000 And so we started that for the youth and have had tremendous success out there. So we have everything from housing to a sort of justice to outreach. 190 00:22:23,000 --> 00:22:39,000 24 hour, help line everything that's necessary out that provides mostly essential Alberta with supports for youth. And so when we came to a taskwin in November, we replicated the model and did it for adults. 191 00:22:39,000 --> 00:22:50,000 So we started into a taskwin providing supports to adults basically 18 and plus. We also have a youth worker as well in with taskwin. 192 00:22:50,000 --> 00:23:04,000 And started sort of with the wraparound holistic model out into a taskwin. So if you look at the slides, what we're responding to our humans that are experiencing all of those issues. 193 00:23:04,000 --> 00:23:16,000 And so when we went obviously into a taskwin, one of the things that we knew and message very clearly and strongly was that homelessness doesn't just come from one thing and homelessness is a symptom of something. 194 00:23:16,000 --> 00:23:19,000 And so we needed to kind of look at everything. 195 00:23:20,000 --> 00:23:34,000 So what we're finding is in, so we've been first 12 weeks of data we have pulled and what we're really finding is of really interesting statistics around what individuals are facing and why they're facing it. 196 00:23:34,000 --> 00:23:41,000 And so since we opened there are the first 12 weeks in in what taskwin, we saw 211 clients in 12 weeks. 197 00:23:41,000 --> 00:23:48,000 And what that actually meant for us was we got to pull the first data collection on what was actually going on in the city. 198 00:23:48,000 --> 00:23:57,000 And what was actually going on was that we were seeing numerous different reasons as to why people were homeless. 199 00:23:57,000 --> 00:24:13,000 And one of the things that we were seeing was huge medical need. So 94% to the 211 had a complex medical issue. And so in the Alberta Health Services world, that's pretty severe in terms of the amount of the help that was needed. 200 00:24:13,000 --> 00:24:19,000 So the individuals that we were seeing have things like epilepsy and we even had some amputations. 201 00:24:19,000 --> 00:24:24,000 So we were able to get ahead of the individuals in terms of the medical just even in the first 12 weeks. 202 00:24:24,000 --> 00:24:29,000 And we have a fully integrated clinic that runs now within our building as well too. 203 00:24:29,000 --> 00:24:39,000 So all of the things that you're seeing there on that slide, those are all of the different factors that our agency is responding to across the entire band of services that we provide. 204 00:24:39,000 --> 00:24:45,000 Next slide please. 205 00:24:46,000 --> 00:24:54,000 So our entire agency is built on this premise. This is if you've had any psychology, you'll know Maslow's hierarchy of needs. 206 00:24:54,000 --> 00:24:59,000 This is basically exactly how we are built in our agency. 207 00:24:59,000 --> 00:25:09,000 If you don't have the bottom there where you have shelter over your head and if you don't have food and you don't have water, you will have nothing else above that. 208 00:25:09,000 --> 00:25:21,000 So one of the things that we found really interesting over the last years of doing our our wraparound in holistic response is that we get a lot of feedback in regards to the individuals. 209 00:25:21,000 --> 00:25:27,000 And one of the things we hear quite consistently is well, especially in what task one is the individuals aren't respectful. 210 00:25:27,000 --> 00:25:33,000 And if you note respect is second from the top and we're responding to the bottom two. 211 00:25:33,000 --> 00:25:38,000 So asking individuals to do something like be respectful is actually they're incapable of doing it. 212 00:25:38,000 --> 00:25:48,000 So we are having a lot of education and call on and so a lot of response to teaching individuals or teaching community members I should say. 213 00:25:48,000 --> 00:25:56,000 What is actually going on? Why do people end up in a vulnerable situation? What's going on in their life that we're ending up in vulnerable situations? 214 00:25:56,000 --> 00:26:05,000 So individuals that do not have, you know, water food shelter, sleep, warmth, they will not be able to achieve anything else. 215 00:26:05,000 --> 00:26:09,000 So that is our entire vulnerable population no matter whether you're homeless or not. 216 00:26:09,000 --> 00:26:17,000 You, you cannot achieve the next up unless you have those on the bottom wrong. Next slide please. 217 00:26:17,000 --> 00:26:24,000 So this is how our integrated youth health works same thing goes in our integrated response hub in. 218 00:26:24,000 --> 00:26:29,000 So the first step is the individual gets referred into the hub that's the blue zone there. 219 00:26:29,000 --> 00:26:39,000 So that are referrals come from absolutely anyone including self referrals. So lots of RCMP or FCSS refers in anybody hospital you name it somebody can refer in. 220 00:26:39,000 --> 00:26:43,000 The second piece of what we do is a full navigator navigation. 221 00:26:43,000 --> 00:26:49,000 So what that means is that the individuals are able to come in and we're able to instantly triage. 222 00:26:49,000 --> 00:26:57,000 So we're instantly triaging 24 seven what do they need from us. So they hungry what what do they need or they medically increases how do we respond to these clients. 223 00:26:57,000 --> 00:27:05,000 Number three is the partner support. So this is what we've built to come to the table with us. So these are all the partners that provide supports. 224 00:27:05,000 --> 00:27:15,000 And so places like the hospital primary care network restorative justice youth justice in what task when it'll look like a lot of musco cheese supports at the table with us. 225 00:27:15,000 --> 00:27:21,000 All sorts of different supports to come to the table to provide exactly what we're needing to the individuals. 226 00:27:21,000 --> 00:27:25,000 And then the number four they're the green is the transition out into youth support services. 227 00:27:25,000 --> 00:27:30,000 So in cameras where we've ran this for three and a half years. 228 00:27:30,000 --> 00:27:37,000 It's averaging about eight to eighteen months that somebody sits in number three before their transition out the other end. 229 00:27:37,000 --> 00:27:47,000 And when their transition out we're finding that the longevity of the data that we're being able to pull means that they're actually not coming back into the system in crisis like they used to 230 00:27:47,000 --> 00:27:57,000 because they're connected to long term supports. So no longer are we seeing anybody or very few I should say if anybody coming back in crisis in the use support world. 231 00:27:57,000 --> 00:28:02,000 Because we're able to catch the traction we need and have that full wrap around support for them. 232 00:28:02,000 --> 00:28:13,000 So we're proving really good data with the youth hub and the same goes now for the response hub in with task one will be doing the same type of approach and responding to what we need there. 233 00:28:13,000 --> 00:28:23,000 So we've been working really strongly with the RCMP in the Wattasquin area just because we're seeing a lot of frequent flyers who need a lot of assistance. 234 00:28:43,000 --> 00:28:45,000 You 235 00:29:13,000 --> 00:29:41,000 And we also did emergency housing. 236 00:29:41,000 --> 00:29:57,000 So the emergency housing we've averaged about 50 to 60 people in night since we opened our highest number was 67 and in that time also dealt with a full fledged COVID outbreak and managed to get in an out of an outbreak in record lightning speed. 237 00:29:57,000 --> 00:30:00,000 So we've been quite proud of that fact that we were able to do that. 238 00:30:00,000 --> 00:30:08,000 We also have the emergency housing that is running as well in the task one. Next slide, please. 239 00:30:08,000 --> 00:30:15,000 So, these are when we came to a task one. This is sort of all the things that we knew was missing in the area. 240 00:30:15,000 --> 00:30:25,000 Now, where this starts to sort of loop in with Lidouk and on this area here is in terms of the integrative response across the region. 241 00:30:25,000 --> 00:30:34,000 We do get youth to our cameras housing program and our housing program and our outreach program into cameras. 242 00:30:34,000 --> 00:30:45,000 And we actually have provided outreach services into camera or into Lidouk as well. So there is already a established relationship with regards to how we support back and forth. 243 00:30:45,000 --> 00:30:54,000 We started looking at what was missing basically across the region. So this became of interest to us when we started getting calls from multiple different communities. 244 00:30:54,000 --> 00:31:02,000 Asking for similar services. And so that includes Rocky, Drayton, all the way out to Forestburg, Toafield, Killum. 245 00:31:02,000 --> 00:31:09,000 We're getting these phone calls around, you know, hey, can we bring the hub out there? Like, what can we do to help the community? How do we support their community? 246 00:31:09,000 --> 00:31:16,000 And so we've started to try to track data, pull data from who's going where? Like, who from what community's going where for what service? 247 00:31:16,000 --> 00:31:26,000 But also, what is it that we're missing across the board? So when we develop this concept of an integrated response hub, we developed it a little bit more regionally. Next slide, please. 248 00:31:26,000 --> 00:31:34,000 So these were all the things we wanted and then the next slide. So this is what we've essentially come up with. 249 00:31:34,000 --> 00:31:41,000 So you'll see that we have the 24 seven integrated response hub, which is our local based in what task and response. 250 00:31:42,000 --> 00:32:06,000 So what we're looking at doing is building a full fledged response that would build an addiction treatment center with detox treatment and post placement housing all together under one roof rather than having it segmented, which is such a barrier to all of our communities where we're having to send someone up to Edmonton or down to red deer for detox and then they've got to come back and then we've got to find them treatment and then they have to come back to the community and then we have to find them housing. 251 00:32:06,000 --> 00:32:17,000 We're going to put everything under one roof. So this is the concept that we're looking at doing. If we place something like this facility into a task one and then we all feed regionally into it. 252 00:32:17,000 --> 00:32:25,000 Then it takes the pressure off of the systems of those of us doing social services all the way across the band, the central band of Alberta. 253 00:32:25,000 --> 00:32:32,000 So when we kind of looked at this, one of the things that came up was we have this integrated response hub locally. 254 00:32:32,000 --> 00:32:38,000 But then what do we do for regionally? How do we get supports? How do we get these hub supports out to these communities? 255 00:32:38,000 --> 00:32:46,000 These little communities, you know, the thorns be the Caroline, all of these little communities that don't have the supports that are needed, but they still have people needing the supports. 256 00:32:46,000 --> 00:32:53,000 So what we developed was what we are calling round, rural access mobile program and that's the regional version of the hub. 257 00:32:53,000 --> 00:32:59,000 So all of those wraparound supports that you saw, we were basically, we're looking to put on to a vehicle. 258 00:32:59,000 --> 00:33:05,000 So similar, if you know the community paramedics program, it would be similar to that except with social and medical onto it. 259 00:33:05,000 --> 00:33:11,000 So basically onto a bus and then you're able to take that out and you're able to take that into the community. 260 00:33:11,000 --> 00:33:20,000 So you can basically drive in with one medical staff and one social staff. You can drive into the to the location and you can provide all of those supports. 261 00:33:20,000 --> 00:33:30,000 So what essentially could happen then is that all the communities in our region have access to the Addictions Treatment Center and they all have access to the round program, 262 00:33:30,000 --> 00:33:35,000 which then means that we're taking the pressure off communities to try to come up with this funding on their own. 263 00:33:35,000 --> 00:33:43,000 And we're maximizing use of resources within each municipality because so many municipalities across the area have so many different resources. 264 00:33:43,000 --> 00:33:52,000 So we're looking to maximize what can we regionally do to respond and then what can we help help the communities, the municipalities to be able to do on their own. 265 00:33:52,000 --> 00:33:59,000 And so this is sort of the thought process of where we're going with this, this has been pushed forward to the government. 266 00:33:59,000 --> 00:34:04,000 The provincial government has been down to see locations down to look at what we're doing. 267 00:34:04,000 --> 00:34:10,000 And the huge interest and very much a big buy in on okay how do we mobilize this across the region. 268 00:34:10,000 --> 00:34:21,000 Because we all know that this entire our region right now is really in in a problem time in terms of we don't have enough supports and how do we all maximize those supports. 269 00:34:21,000 --> 00:34:27,000 So what we're looking at doing is being able to basically backfill what's already going on in communities. 270 00:34:27,000 --> 00:34:41,000 So I work very closely with Amanda who's from the FCSS here. So she and I have ongoing dialogue about what's going on in Laduke and then what does that look like how does how what does Laduke possibly need and right now. 271 00:34:41,000 --> 00:34:49,000 You guys are really actually on the front end in terms of being really cutting edge with having put together a task force having really focused in on what are we going to do what do we need. 272 00:34:49,000 --> 00:34:58,000 And so the position that the open door has right now is you know that that's fantastic if the if the task force comes up with something that they figure that the open door needs are can help with. 273 00:34:58,000 --> 00:35:00,000 By all means we're right there. 274 00:35:00,000 --> 00:35:07,000 But right now, you know Laduke is really shining a light on what they need and what does that look like for the vulnerable population. 275 00:35:07,000 --> 00:35:18,000 So we're really excited to be able to work with this task force after they've sort of developed what's going on and where are they going to land and what does the community need because we firmly believe that the community needs to identify that themselves. 276 00:35:19,000 --> 00:35:26,000 You need to bring together the experts in the community and then you need to be able to move forward on what you need based out of that. 277 00:35:26,000 --> 00:35:31,000 So we have a generalized idea of what it would look like in terms of this slide in this model. 278 00:35:31,000 --> 00:35:38,000 We would love to be able to do something regionally and tap into each municipality and everybody who. 279 00:35:38,000 --> 00:35:54,000 needs the support but also recognizing that it's so very important that we actually maximize what's already going on in the in the areas and not duplicate services because no government is interested in a group duplication of services we need to be maximizing what's already there. 280 00:35:54,000 --> 00:35:59,000 Next slide please. 281 00:35:59,000 --> 00:36:09,000 So as I've already gone through the route program this is what the route program would provide so this is the one that we are sort of most interested in across the region. 282 00:36:09,000 --> 00:36:17,000 In terms of all the things that it can provide to us and to the region itself in terms of connecting individuals back to to. 283 00:36:18,000 --> 00:36:33,000 Support that they need so for example if an individual needs to access addictions and mental health throughout bird health services they don't have an office in every community so how do you help somebody to get past that barrier well if there is for example virtual access on the ramp. 284 00:36:33,000 --> 00:36:41,000 program vehicle then when you pull into that community people can access their mental health worker off a truck or off of a computer. 285 00:36:41,000 --> 00:36:47,000 We're also looking at what does that look like for transportation to try to help some of these individuals that need to go somewhere. 286 00:36:47,000 --> 00:36:52,000 We have nurse practitioners physicians we have addictions physicians we have all of that lined up. 287 00:36:52,000 --> 00:37:03,000 So the thought process of being able to put all of this on to a vehicle and take it out to a community that is lacking the supports or just be able to backfill a community that maybe has you know three quarters of the. 288 00:37:03,000 --> 00:37:11,000 Response but needs another little bit of a backfill that's the concept that we're going with ramp is trying to really get. 289 00:37:11,000 --> 00:37:20,000 As sent like regionalized across the this band here and get us more bang for buck and then get better investment in how we respond to individuals who need mental health. 290 00:37:20,000 --> 00:37:34,000 COVID has just brought a whole new wave of mental health and one of the things we fear is that we were already taxed before COVID never mind what's going to hit us in this next year or two as things really start to pile up. 291 00:37:34,000 --> 00:37:46,000 So we're trying to get ahead of that by how do we get supports out into communities and start and stop trying to ask please the police and the EMS to respond to things that they're not able to respond to. 292 00:37:46,000 --> 00:37:49,000 Next slide please. 293 00:37:49,000 --> 00:38:03,000 So if you're interested in following anything that we do we're on Facebook we're on Instagram that with task when program has its own Facebook group as well if you want to follow some of our updates there we just released a 12 week video. 294 00:38:23,000 I'd be more than have to ask and answer any questions for anybody. 297 00:38:23,000 --> 00:38:27,000 Thank you Jessica I'm sure there will be some counselors counselor back at go ahead. 298 00:38:27,000 --> 00:38:36,000 Thank you worship and thank you Jessica for taking time out of your hectic schedule to come here and and to share with us it's one thing to look at a diagram. 299 00:38:36,000 --> 00:38:46,000 But it's another thing to hear it in person and I really want to commend you for the dedication that you've provided for all of the people in central Alberta for the last. 300 00:38:46,000 --> 00:38:56,000 Almost four years and we'll continue to do and I personally will be very much in favor of supporting something that we can do in the do to augment. 301 00:38:56,000 --> 00:39:00,000 Sort of this it's sort of like this group. 302 00:39:00,000 --> 00:39:07,000 Approach and I think that there's a lot of validity in that so I look I'm looking forward to working with you. 303 00:39:07,000 --> 00:39:09,000 Thank you. 304 00:39:09,000 --> 00:39:12,000 Anybody else. 305 00:39:13,000 --> 00:39:20,000 Seeing none so I'll just add my comments so again, thank you appreciate everything that you bring forward. 306 00:39:20,000 --> 00:39:27,000 I look forward we know that the homeless shelter here is just a bandage solution have you ever looked at how much. 307 00:39:27,000 --> 00:39:36,000 Setting up a facility like you're talking of you have you even begin to run numbers on something like that on the addiction treatment and what ask when yes we have the numbers. 308 00:39:37,000 --> 00:39:56,000 Yeah, so it's it's very much at the stage of the government working with us to place it and kind of get it going we have land we have basically everything ready to go so we're hoping to get something going sooner rather than later because we agree like a shelter is is just a bandage for much you need that wrap around integration. 309 00:39:56,000 --> 00:40:04,000 I think you know Liduke actually does a really good job of when we've been part of a case in Laduke it's there's been a really good job of that happening. 310 00:40:04,000 --> 00:40:14,000 No, we we know our FCSS does an excellent job and we appreciate and I'm just thankful you know when you take a look at what you have to deal with in the task when. 311 00:40:14,000 --> 00:40:32,000 Laduke we we have our homeless, but it's not nearly to the same level that it is in with task when and so I really appreciate everything that you're doing to try and solve this problem not only for cameras with task when and hopefully we'll be able to work on this problem for the region so. 312 00:40:32,000 --> 00:40:34,000 Thank you so much for your presentation. 313 00:40:34,000 --> 00:40:35,000 Thank you. 314 00:40:35,000 --> 00:40:39,000 Really appreciate it so we will be talking in the future. 315 00:40:39,000 --> 00:40:40,000 Thank you. 316 00:40:40,000 --> 00:40:42,000 Thank you Jessica have a good night. 317 00:40:44,000 --> 00:40:54,000 Okay, so now we're moving into public hearing so there's four public hearing so on the agenda this evening. 318 00:40:54,000 --> 00:41:10,000 This is the appearing procedure so the bylaws have received first reading prior to the second and third readings of an amendment to bylaw 809 2013 the land use bylaw a public hearing is required to the municipal government act. 319 00:41:10,000 --> 00:41:19,000 Once the public hearing is concluded council will consider all the information presented later in the meeting when the bylaw is dealt with under the bylaws section of the agenda. 320 00:41:19,000 --> 00:41:24,000 So council wishes it welcomes any person group of persons or person representing your group. 321 00:41:24,000 --> 00:41:31,000 The opportunity to make a presentation to city council during the public hearing who claims to be affected by the bylaws in question. 322 00:41:31,000 --> 00:41:37,000 And so as we said before speakers can go to the microphone or if you're virtual just let us know you want to speak. 323 00:41:37,000 --> 00:41:43,000 So I now declare the public hearing for bylaw number 105120 open. 324 00:41:43,000 --> 00:41:45,000 This is a bylaw. 325 00:42:07,000 --> 00:42:09,000 Thank you. 326 00:42:37,000 --> 00:43:06,000 To facilitate the settlement. 327 00:43:06,000 --> 00:43:17,000 The developer desires to offer flexible bullying pockets and allow innovative housing products by deliberately excluding the minimum lot with in the proposed DC district. 328 00:43:17,000 --> 00:43:27,000 The intent is to allow the building pocket design to be determined by the slight development regulations such as said best psych coverage parking and amenity space. 329 00:43:27,000 --> 00:43:33,000 To encourage innovative housing products the proposed DC district includes a garage suite as a permitted use. 330 00:43:33,000 --> 00:43:43,000 The density will be two units per parcel which one unit shall be the principal dwelling and the other may be a garage suite or secondary suite. 331 00:43:43,000 --> 00:43:59,000 By law 1051 2020 is consistent with the Robinson area structure plan which doesn't need the area as low density residential and support the opportunity to explore DC districts that will enable the development specialized low density housing products. 332 00:43:59,000 --> 00:44:12,000 The developer has their working on this DC with a administration in the past year in order to refine and work towards opportunities for the city to test new residential development forms including suite options. 333 00:44:12,000 --> 00:44:22,000 A administration recommends the approval of by law 1051 2020 as it aligns with the city's municipal development plan any Robinson area structure plan. 334 00:44:22,000 --> 00:44:24,000 This concludes my presentation. 335 00:44:24,000 --> 00:44:27,000 I'm happy to answer any questions that council may have. 336 00:44:27,000 --> 00:44:39,000 Okay, so are there any questions from council for administration. 337 00:44:39,000 --> 00:44:54,000 None and I just want to recognize that we have Amy Stewart from And the area structure plan provides a framework for subsequent subdivision 350 00:45:57,000 --> 00:46:01,000 Development of Lands, an area of land around 65th Avenue. 351 00:46:01,000 --> 00:46:07,000 So, we have administration, so Jason, go ahead and take it away. Jordan, sorry. 352 00:46:08,000 --> 00:46:12,000 Sorry. 353 00:46:12,000 --> 00:46:17,000 We're moving too fast. Sorry, Sandra. 354 00:46:17,000 --> 00:46:22,000 Sorry, my computer can't keep up. 355 00:46:22,000 --> 00:46:24,000 Thank you, your worship. 356 00:46:24,000 --> 00:46:25,000 The other time. 357 00:46:25,000 --> 00:46:32,000 I guess, yeah, I'll wait for the slide to come up. 358 00:46:32,000 --> 00:46:36,000 Yeah, I'm kind of a short present. Yeah, I'm not a problem, sorry. 359 00:46:36,000 --> 00:46:40,000 I have to... We're working on a new system tonight, so we're getting used to it. 360 00:46:40,000 --> 00:46:45,000 So council has to get in sync with it as well, so. 361 00:46:45,000 --> 00:46:59,000 If I can just comment before, I'm on the presentation. 362 00:46:59,000 --> 00:47:02,000 It's nice to see this 65th Avenue in motion and some different... 363 00:47:02,000 --> 00:47:05,000 Yeah, it's been a long time coming. 364 00:47:05,000 --> 00:47:09,000 Okay, Jordan, we're ready for you. 365 00:47:09,000 --> 00:47:11,000 Are you going to wait? 366 00:47:11,000 --> 00:47:13,000 Absolutely. Thank you, your worship and council. 367 00:47:13,000 --> 00:47:19,000 I just have a few short slides to introduce and remind us all about the area structure plan, 368 00:47:19,000 --> 00:47:27,000 by a number of 1073, 2020, 65th Avenue AFP, which as we Councillor mentioned, 369 00:47:27,000 --> 00:47:34,000 has been an ongoing project for quite some time now, and has recently been completed in collaboration with Santa 370 00:47:34,000 --> 00:47:40,000 and MXD development strategies. So, site context, you can see there's a current... 371 00:47:40,000 --> 00:47:49,000 That currently, the 227th hectare plan area is currently comprised of primarily undeveloped agricultural land. 372 00:47:49,000 --> 00:47:57,000 ASP is surrounded. It's the red hatched area on the maps surrounded by EAA, EIA to the north, highway to to the east, 373 00:47:57,000 --> 00:48:02,000 Lidute common bridge court, and the deer valley increased high neighborhoods to the south, and the undeveloped 374 00:48:02,000 --> 00:48:07,000 West ASP to the west. So, we can go to the next slide. 375 00:48:07,000 --> 00:48:15,000 Our timeline and engagement, as you can see, work began all the way back in 2018 with public communication and engagement 376 00:48:15,000 --> 00:48:21,000 taking off in the summer of that year, and an open house held in October of 2018. 377 00:48:21,000 --> 00:48:29,000 So, due to the multiple landowner nature of this ASP, the development and refinement of the ASP was a collaborative 378 00:48:29,000 --> 00:48:34,000 and iterative process with stakeholders that spend most of 2019. 379 00:48:34,000 --> 00:48:41,000 A second public open house was held in January 2020, where the first draft was shared with the public. 380 00:48:41,000 --> 00:48:48,000 Since then, further revisions to the plan were made based on feedback from the public, landowners, and other stakeholders. 381 00:48:48,000 --> 00:49:02,000 In December 2020, council gave first reading to the ASP, and in early 2021, I'm glad to report it received approval from the EMRB through the regional evaluation framework process. 382 00:49:02,000 --> 00:49:09,000 So, now tonight, we are holding a public hearing, and second and third reading are also on the agenda for tonight. 383 00:49:09,000 --> 00:49:13,000 So, the land use concept on the next slide. 384 00:49:13,000 --> 00:49:23,000 Just to give you a quick overview here, so then zoomed in on the ASP area, it includes office business and employment uses in purple. 385 00:49:23,000 --> 00:49:29,000 So, these uses leverage proximity to the EIA and provide opportunities for airport connected development. 386 00:49:29,000 --> 00:49:37,000 Commercial uses in the red and purple areas, which serve the needs of residents and employees in the plan area, as well as regionally. 387 00:49:37,000 --> 00:49:46,000 Well, and medium density residential uses, with a diversity of housing types, those are shown in yellow and brown. 388 00:49:46,000 --> 00:49:57,000 A greenway buffer in green there, between residential and non-residential uses, providing separation space, a multi-way path, and a wildlife corridor. 389 00:49:57,000 --> 00:50:03,000 Stornwater management facilities in blue are designed as both utilities and recreation opportunities. 390 00:50:03,000 --> 00:50:10,000 And then, of course, 65th Avenue and Grant McEwan Boulevard, which are major arterial shown with solid black arrows. 391 00:50:10,000 --> 00:50:18,000 Which will connect the neighborhood with the future 65th Avenue and highway to interchange, as well as EIA and the rest of Laduke. 392 00:50:18,000 --> 00:50:21,000 We're going to answer the next slide. 393 00:50:21,000 --> 00:50:25,000 Although this ASP does include a wide variety of land uses, as I've just discussed. 394 00:50:25,000 --> 00:50:29,000 Specifically, I want to mention the two key employment areas. 395 00:50:29,000 --> 00:50:35,000 Flex business, which is light purple in the map and arrow employment, which is dark purple. 396 00:50:35,000 --> 00:50:45,000 So, these two areas are new policy areas that mirror the policy areas developed for the East Telford Lake area structure plan. 397 00:50:45,000 --> 00:50:52,000 And they're intended to provide space for high quality developments that will house businesses specifically looking to locate close to the airport. 398 00:50:52,000 --> 00:50:58,000 While still remaining flexible enough to accommodate changing business needs into the future. 399 00:50:58,000 --> 00:51:01,000 And moving on to the next slide. 400 00:51:01,000 --> 00:51:04,000 So, following the public hearing. 401 00:51:04,000 --> 00:51:10,000 Then later tonight, we will be having second and third reading if Council grants both readings. 402 00:51:10,000 --> 00:51:21,000 Then administration will be able to accept the submissions of any outline plans from the land owners and developers. 403 00:51:21,000 --> 00:51:28,000 Which would be the smaller quarter section size plans that will provide more detail beyond that of the ASP. 404 00:51:28,000 --> 00:51:36,000 And then moving on to development agreements, subdivision and redistricting and of course permits. 405 00:51:37,000 --> 00:51:42,000 Before we really start seeing things happening in the ground. 406 00:51:42,000 --> 00:51:49,000 So new information, there's no new information since this presentation was completed, so we can move on to the next slide. 407 00:51:49,000 --> 00:51:53,000 And that's all I have for you today. I'm happy to take any questions. 408 00:51:53,000 --> 00:51:57,000 Okay, so questions from Council, Councilor Hanson. 409 00:51:57,000 --> 00:51:59,000 Hi, Jordan. 410 00:51:59,000 --> 00:52:02,000 Thanks for the great presentation. 411 00:52:02,000 --> 00:52:08,000 What's really, really cool about this area structure plan is it's not like other areas. 412 00:52:08,000 --> 00:52:14,000 These three and some quarter sections are very unique in the sense that they're right next to EIA. 413 00:52:14,000 --> 00:52:22,000 And we have a great opportunity here to leverage that proximity to bring in new business and attract investment. 414 00:52:22,000 --> 00:52:27,000 So you had touched on a little bit in your presentation about that arrow employment. 415 00:52:27,000 --> 00:52:37,000 And my question is, what kind of businesses or buildings might be located in arrow employment versus retail or commercial? 416 00:52:37,000 --> 00:52:40,000 Like, what's kind of the difference there? 417 00:52:40,000 --> 00:52:43,000 Absolutely. Thank you for the question. 418 00:52:43,000 --> 00:52:46,000 Through your worship to Councillor Hanson. 419 00:52:46,000 --> 00:52:51,000 So the ASP is designed to be very flexible. 420 00:52:51,000 --> 00:52:57,000 So that each district can kind of accommodate a wider variety of uses. 421 00:52:57,000 --> 00:53:02,000 So the red you'll see the commercial focuses mostly on commercial retail. 422 00:53:02,000 --> 00:53:05,000 Probably similar to what you would see in the due come in today. 423 00:53:05,000 --> 00:53:09,000 And then the lighter purple is kind of a flex business. 424 00:53:09,000 --> 00:53:15,000 So retail and commercial but more of our light industrial. 425 00:53:15,000 --> 00:53:20,000 And then the arrow employment would be able to accommodate all of those uses in the other districts. 426 00:53:20,000 --> 00:53:28,000 In addition to some larger warehouse style uses logistics, research and development. 427 00:53:28,000 --> 00:53:35,000 And the ASP identified several of those kinds of uses that. 428 00:53:35,000 --> 00:53:41,000 That would specifically take advantage of cross proximity to EIA. 429 00:53:41,000 --> 00:53:49,000 And those would also be the uses that are more compatible or more on the industrial side and less compatible with the more residential income. 430 00:53:49,000 --> 00:53:54,000 And commercial uses to the south. 431 00:53:54,000 --> 00:54:03,000 And work is ongoing on identifying through a land use by a lot of review exactly what kind of uses exactly. 432 00:54:03,000 --> 00:54:08,000 And what kind of zoning will be used for this policy area. 433 00:54:08,000 --> 00:54:10,000 Go ahead. 468 00:57:42,000 --> 00:57:45,000 Any other presentations? 469 00:57:45,000 --> 00:57:46,000 Seeing none. 470 00:57:46,000 --> 00:57:52,000 I now declare the public hearing for by law number 1-0-7-0-7-3-2020 closed. 471 00:57:52,000 --> 00:57:58,000 And I now declare the public hearing for by law 1-0-7-4-2020 open. 472 00:57:58,000 --> 00:58:06,000 So this is who's going to speak to Jordan? 473 00:58:06,000 --> 00:58:08,000 You're speaking to this again? 474 00:58:08,000 --> 00:58:10,000 Yeah. 475 00:58:10,000 --> 00:58:13,000 And did I give you enough time this time, Sandra? 476 00:58:13,000 --> 00:58:14,000 Not Carina? 477 00:58:14,000 --> 00:58:15,000 Good. 478 00:58:15,000 --> 00:58:17,000 Go ahead, Jordan. 479 00:58:17,000 --> 00:58:18,000 Take it away. 480 00:58:18,000 --> 00:58:20,000 Thank you. 481 00:58:20,000 --> 00:58:21,000 Your worship and council. 482 00:58:21,000 --> 00:58:23,000 This is a very quick one. 483 00:58:23,000 --> 00:58:26,000 So this is a very minor MVP amendment that's being brought for. 484 00:58:26,000 --> 00:58:31,000 In conjunction with the by law that we just discussed for 65th Avenue. 485 00:58:31,000 --> 00:58:36,000 So this map that you see in front of you is one of the maps in our new MVP. 486 00:58:36,000 --> 00:58:41,000 And it is being changed to reflect the 65th Avenue ASP going in. 487 00:58:41,000 --> 00:58:46,000 So if we can move to the next slide. 488 00:58:46,000 --> 00:58:51,000 So we can see circle then blue is the 65th Avenue area, ASP area. 489 00:58:51,000 --> 00:58:57,000 And then circle then red is the remaining portion of the bridge port ASP that includes 490 00:58:57,000 --> 00:58:59,000 the root common in those areas. 491 00:58:59,000 --> 00:59:06,000 So basically we are just slightly adjusting this map to go to the next slide. 492 00:59:06,000 --> 00:59:10,000 So that the blue area is completely dark gray. 493 00:59:10,000 --> 00:59:16,000 And then the red area is the now lighter gray indicating it's an unplanned area. 494 00:59:16,000 --> 00:59:24,000 As the by law for 65th Avenue, ASP is rescinding the bridge port ASP, which will leave that area on plan. 495 00:59:24,000 --> 00:59:31,000 But that area is almost completely developed, meaning that the ASP bridge port ASP is no longer needed for that area. 496 00:59:31,000 --> 00:59:42,000 And then the entire north of that we can see the entire 65th Avenue ASP area circled in blue is now considered a planned area with the introduction of the 65th Avenue. 497 00:59:42,000 --> 00:59:51,000 And this has some very minor policy implications throughout the MDP, but this amendment is really just for consistency sake. 498 00:59:51,000 --> 00:59:55,000 So that the MDP and the ASP are aligned with one another. 499 00:59:55,000 --> 00:59:58,000 That's all I have for you this evening. Thank you so much. 500 00:59:58,000 --> 00:59:59,000 I'll take any questions. 501 00:59:59,000 --> 01:00:00,000 Okay. 502 01:00:00,000 --> 01:00:20,000 Questions? This is basically just housekeeping. So I don't think there's any questions. I don't believe there'll be any presenters from the public, and I declare public hearing for bylaw 107-420 closed. 503 01:00:20,000 --> 01:00:34,000 I now declare the public hearing for bylaw number 107-8201 open. And is this Jordans again? 504 01:00:34,000 --> 01:00:36,000 No, it's April. 505 01:00:36,000 --> 01:00:40,000 Good evening, April. Go ahead. Take it away. 506 01:00:40,000 --> 01:00:48,000 Thank you, Your Worship and Council. It's good to be in front of you tonight. On behalf of administration, I would like to present bylaw. 507 01:00:48,000 --> 01:00:54,000 Bylaw. Sorry, let me get myself straight here. 508 01:00:54,000 --> 01:01:16,000 Bylaw 1078-2021 to rezone stage 4 within the Blackstone neighborhood. Stage 4 proposes development along Blackstone link, which is a new connection here, connecting Blackstone Boulevard, which is the main collector within Blackstone neighborhood. 509 01:01:16,000 --> 01:01:24,000 North 238 Avenue, separating the window's neighborhood from the Blackstone neighborhood. 510 01:01:24,000 --> 01:01:44,000 The redistricting proposed within stage 4 contains two land use districts. The RNL residential narrow lot district, which would contain 14 lots for zero lot line development, along with the MUR district, which will contain 15 lots for townhouse dwellings. 511 01:01:44,000 --> 01:01:50,000 Both types of development within the neighborhood will be serviced by adjoining lanes. 512 01:01:50,000 --> 01:02:02,000 The rezoning proposed here is consistent with all city plans and policies, including the new municipal development plan, as well as the Blackstone area structure plan. 513 01:02:02,000 --> 01:02:12,000 This short and sweet this concludes my presentation. I will note that there is a representative of the developer present and we are happy to answer any questions that Council may have. 514 01:02:12,000 --> 01:02:25,000 Any questions from Council? Doesn't look like there are any. So is there anybody from the public? 515 01:02:25,000 --> 01:02:38,000 Seeing none. I now declare that this public hearing for bylaw number 1078-2021 is closed, and that concludes our public hearings for tonight. 516 01:02:38,000 --> 01:02:48,000 We will take care of these during our bylaws section. Okay. 517 01:02:48,000 --> 01:02:58,000 So now we move into business and our first is some business from last week. So this is the 9.3. 518 01:02:58,000 --> 01:03:05,000 From the presentation on the Alberta co-policy and consultation process, Councillor Hanson. 519 01:03:05,000 --> 01:03:14,000 Take it away. Sure. Thank you. So I'd first like to welcome there's a number of members from from leave online. 520 01:03:14,000 --> 01:03:23,000 I believe when do you will our chairperson as well as some a former leave member Jill Mitchell who's been quite active in this. 521 01:03:23,000 --> 01:03:30,000 And care of charm like I believe is here to our environmental individual with the city. 522 01:03:30,000 --> 01:03:36,000 So this item came to council a couple weeks ago at our last council meeting. 523 01:03:36,000 --> 01:03:44,000 Leave had a wonderful presentation highlighting this issue that they've been working on. 524 01:03:44,000 --> 01:03:55,000 And really it comes down to the changes that the Alberta government has made. Now recently they've reinstated the coal policy, which you know, we all commend them for that. 525 01:03:55,000 --> 01:04:02,000 I think the right choice and they're moving forward with public consultation on a new coal policy. 526 01:04:02,000 --> 01:04:11,000 But nonetheless, you know, this is an important issue for us because it affects our water water is life. 527 01:04:11,000 --> 01:04:25,000 I think it was Doug Griffiths that wrote a book 13 ways and it you know, it highlights 13 ways to kill your community and and chapter one chapter one is messing around with your water. 528 01:04:25,000 --> 01:04:29,000 So you know there's concerns about that. 529 01:04:29,000 --> 01:04:39,000 With with that being said to Epico recently came out with a report on a source water protection plan in the last couple weeks. 530 01:04:39,000 --> 01:04:41,000 It's a 160 page report. 531 01:04:41,000 --> 01:04:48,000 I don't you know it's a very very long thing, but I'll I'll concisely summarize it here. 532 01:04:48,000 --> 01:04:52,000 The North Saskatchewan water right now is is clean. 533 01:04:52,000 --> 01:05:03,000 But of course stated it is critical that modeling assessments be completed before mining activities permitted, especially where the cumulative effects of mining effects water sheds. 534 01:05:03,000 --> 01:05:16,000 So with that being said one last thing I'll mention is both the city of Emmitton and Srapcon Accountey have passed similar motions to the one to the two different motions I'm going to make tonight. 535 01:05:16,000 --> 01:05:20,000 As well as a number of other municipalities throughout Alberta. 536 01:05:20,000 --> 01:05:33,000 So with that being said, I'd like to make the motion that council sent a letter to the Honorable Sonya Savage Minister of Energy as well as the Honorable Jason Nixon Minister of Environment and Parks. 537 01:05:33,000 --> 01:05:42,000 The premier requesting a pause on on all current coal exploration on the eastern slopes of the Rocky Mountain, pending a comprehensive public consultation. 538 01:05:43,000 --> 01:05:47,000 Okay any questions or comments. 539 01:05:47,000 --> 01:05:51,000 Did you want to comment on that concert talk? 540 01:05:51,000 --> 01:05:56,000 I was just going to say that I would definitely support that in the favor of doing everything that large just said. 541 01:05:56,000 --> 01:05:58,000 Okay any other questions or comments? 542 01:05:58,000 --> 01:05:59,000 Councilor Beckett. 543 01:05:59,000 --> 01:06:00,000 Thank you. 544 01:06:00,000 --> 01:06:03,000 So I will be supporting this motion. 545 01:06:03,000 --> 01:06:08,000 My conscience sets that I need to support what is here for my kids. 546 01:06:09,000 --> 01:06:11,000 My grandkids and my great grandkids. 547 01:06:11,000 --> 01:06:14,000 And we all need a clean supply of drinking water. 548 01:06:14,000 --> 01:06:17,000 So I definitely will be supporting this motion. 549 01:06:17,000 --> 01:06:18,000 Yeah. 550 01:06:18,000 --> 01:06:19,000 Councilor. 551 01:06:19,000 --> 01:06:20,000 Luzowski. 552 01:06:20,000 --> 01:06:23,000 I didn't concentrate on the different perspective. 553 01:06:23,000 --> 01:06:31,000 I think the report talks about coal exploration and the negative effects that will have in wildlife and water quality and environment. 554 01:06:31,000 --> 01:06:37,000 And that being said that's not only for the coal industry and that's for all of our other resource development. 555 01:06:37,000 --> 01:06:45,000 And our industry is very heavily regulated and as has pointed out that looks at these things all the time when they develop. 556 01:06:45,000 --> 01:06:52,000 So that not only mining, it's forced me oil and gas, which is, which is why we've got some of the highest environmental standards in the world. 557 01:06:52,000 --> 01:06:54,000 I believe. 558 01:06:54,000 --> 01:06:59,000 And that's why the province regulates those so there should not be in front of council. 559 01:06:59,000 --> 01:07:02,000 We don't have any authority or jurisdiction in developing coal policy. 560 01:07:02,000 --> 01:07:06,000 It's clearly a provincial matter and they're working through it. 561 01:07:06,000 --> 01:07:13,000 I think it's great that people in our community want to have a voice on shaping coal policy, but they should be at the provincial table. 562 01:07:13,000 --> 01:07:16,000 And involved in the provincial process. 563 01:07:16,000 --> 01:07:20,000 You know, this policy is going to lead into a lot of different areas. 564 01:07:20,000 --> 01:07:21,000 And what does it mean? 565 01:07:21,000 --> 01:07:24,000 We have eight or nine mines right now operating. 566 01:07:24,000 --> 01:07:26,000 Does it mean one or two more mines? 567 01:07:26,000 --> 01:07:27,000 10. 568 01:07:27,000 --> 01:07:31,000 Does it mean size 28 on hectares? 569 01:07:31,000 --> 01:07:33,000 I was reading about a mine in December. 570 01:07:33,000 --> 01:07:38,000 Well, that's the same size as the international airport lands, which is basically a dent in Iraqis. 571 01:07:38,000 --> 01:07:43,000 So, you know, there's thousands of workers directly and indirectly involved. 572 01:07:43,000 --> 01:07:47,000 What does it mean for the coal mining communities? 573 01:07:47,000 --> 01:07:51,000 The environmental, they talk about the, the, the cause to the animals. 574 01:07:51,000 --> 01:07:56,000 Well, how does that stack up with the windmills where there's thousands, hundreds of thousands of birds killed yearly? 575 01:07:56,000 --> 01:08:00,000 The reclamation will be discussion around coal policy. 576 01:08:00,000 --> 01:08:06,000 And what does it mean for, for, you know, more than 50% of our coal produced as metallurgical coal. 577 01:08:06,000 --> 01:08:08,000 It's a high grade quality used for making steel. 578 01:08:08,000 --> 01:08:12,000 But does it mean for that coal development policy? 579 01:08:12,000 --> 01:08:19,000 We shouldn't be making these motions as counsel to ask them to pause the current coal exploration. 580 01:08:19,000 --> 01:08:25,000 We should let the province do their thing and on follow due course with their processes. 581 01:08:25,000 --> 01:08:26,000 Okay. 582 01:08:26,000 --> 01:08:28,000 Councilor Hamilton. 583 01:08:28,000 --> 01:08:30,000 Well, I, I appreciate those comments. 584 01:08:30,000 --> 01:08:31,000 I absolutely disagree. 585 01:08:31,000 --> 01:08:33,000 I believe that the, 586 01:08:58,000 --> 01:08:59,000 Thank you. 587 01:09:28,000 --> 01:09:55,000 And there has to be a balance between environment and economics. 588 01:09:55,000 --> 01:10:06,000 And I fully support the fact that the province is only going to pause this until such time as public consultation takes place. 589 01:10:06,000 --> 01:10:09,000 I'm fully supportive of that aspect. 590 01:10:09,000 --> 01:10:18,000 I just hope it doesn't lead to, as Councillor Lizardski mentioned, further devastation to other industries, which Alberta is a resource province. 591 01:10:18,000 --> 01:10:23,000 And there is a balance between the environment and economics and economic development. 592 01:10:23,000 --> 01:10:26,000 And we have to be very cognizant of that that we can't. 593 01:10:26,000 --> 01:10:31,000 We can't just jump on the bandwagon without taking into account. 594 01:10:31,000 --> 01:10:35,000 The effect it has on the finances of the province. 595 01:10:35,000 --> 01:10:38,000 The livelihoods of the people working in these. 596 01:10:38,000 --> 01:10:44,000 There are no other sustainable jobs for these individuals that are going to be displaced because of a policy such as this. 597 01:10:44,000 --> 01:10:47,000 That's my primary concern is the people. 598 01:10:47,000 --> 01:10:51,000 And I realize that there is potential for this potential for that. 599 01:10:51,000 --> 01:10:56,000 But as Councillor Lizardski mentioned, there's potential disasters when you're doing forestry. 600 01:10:56,000 --> 01:10:59,000 There's potential disasters in oil and gas. 601 01:10:59,000 --> 01:11:02,000 And we've already basically shut down the economics of this province. 602 01:11:02,000 --> 01:11:08,000 And I just want to be very, very cautious about how far we take initiative such as this. 603 01:11:08,000 --> 01:11:10,000 I appreciate the severity of it. 604 01:11:10,000 --> 01:11:15,000 I appreciate the passion, the emotion that's involved around this issue. 605 01:11:15,000 --> 01:11:20,000 I'm just really concerned about how far is it going to go into the future. 606 01:11:20,000 --> 01:11:23,000 Okay, Councillor Hanson. 607 01:11:23,000 --> 01:11:25,000 Oh, look at my mic still on. 608 01:11:25,000 --> 01:11:37,000 You know, I don't think anybody's saying we're valuing this over that or creating this false dichotomy. 609 01:11:37,000 --> 01:11:41,000 You know, and I also don't think this is anti-resourced development by any means. 610 01:11:41,000 --> 01:11:43,000 I think this is simply saying look. 611 01:11:43,000 --> 01:11:49,000 There is some serious implications potentially on our watershed where we get water for our city. 612 01:11:49,000 --> 01:11:53,000 So I think that does make us a stakeholder with this. 613 01:11:53,000 --> 01:12:00,000 So again, you know, I support the motion that I've put up and be happy to vote on it. 614 01:12:00,000 --> 01:12:03,000 Okay, any other questions or comments? 615 01:12:03,000 --> 01:12:05,000 Okay, so I'll close. 616 01:12:05,000 --> 01:12:07,000 I'm going to support this motion. 617 01:12:07,000 --> 01:12:13,000 I think it's important that when we get a recommendation from one of our boards that we have to bait on it. 618 01:12:13,000 --> 01:12:17,000 And then once councils make a decision, we can work. 619 01:12:17,000 --> 01:12:22,000 And again, I don't see any problem with us sending a letter of support to the government. 620 01:12:22,000 --> 01:12:26,000 I don't believe that we're getting into areas where we shouldn't. 621 01:12:26,000 --> 01:12:34,000 I think all we're doing is voicing our an opinion that has been brought forward to us from the our environmental advisory board. 622 01:12:34,000 --> 01:12:43,000 And so with that, I'll ask for a vote on the motion on favor and opposed. 623 01:12:43,000 --> 01:12:46,000 And I carry six one. 624 01:12:46,000 --> 01:12:49,000 Thank you, everyone. Thank you. 625 01:12:49,000 --> 01:12:51,000 Oh, yes, go ahead. Second motion. 626 01:12:51,000 --> 01:12:52,000 Go ahead. 627 01:12:52,000 --> 01:13:00,000 Sure. I'll move that council provide input to the coal policy consultation process when established at both the political and administrative levels. 628 01:13:00,000 --> 01:13:02,000 Okay. 629 01:13:03,000 --> 01:13:07,000 And any questions or comments? 630 01:13:07,000 --> 01:13:10,000 Okay, so do we have that motion? 631 01:13:10,000 --> 01:13:11,000 Okay, perfect. 632 01:13:11,000 --> 01:13:12,000 It's up on the screen. 633 01:13:12,000 --> 01:13:15,000 Any questions or comments? 634 01:13:15,000 --> 01:13:16,000 Okay, seeing none. 635 01:13:16,000 --> 01:13:17,000 I'll call the question. 636 01:13:17,000 --> 01:13:19,000 All in favor. 637 01:13:19,000 --> 01:13:21,000 And opposed. 638 01:13:21,000 --> 01:13:24,000 And that motion carries five to two. 639 01:13:24,000 --> 01:13:25,000 Thank you, everyone. 640 01:13:25,000 --> 01:13:28,000 I appreciate your input tonight. 641 01:13:29,000 --> 01:13:33,000 Oh, when did you want to comment? 642 01:13:36,000 --> 01:13:41,000 Thank you very much for your support. And I really appreciate the comments of the councillors. 643 01:13:41,000 --> 01:13:43,000 Terry councillors. 644 01:13:43,000 --> 01:13:44,000 I was key and councillor. 645 01:13:44,000 --> 01:13:46,000 And you're correct. 646 01:13:46,000 --> 01:13:48,000 This is not specifically about cool. 647 01:13:48,000 --> 01:13:52,000 It's just that the coal policy being rescinded last year. 648 01:13:52,000 --> 01:13:54,000 Sean has fought like on the whole issue. 649 01:13:54,000 --> 01:13:57,000 So that that's really what we're looking at. 650 01:13:57,000 --> 01:13:59,000 If we don't we don't have clean water. 651 01:13:59,000 --> 01:14:01,000 If we don't protect our water sources. 652 01:14:01,000 --> 01:14:02,000 We risk our health. 653 01:14:02,000 --> 01:14:05,000 We risk our livelihoods and our economy. 654 01:14:05,000 --> 01:14:08,000 So yeah, finding what the red balance is great. 655 01:14:08,000 --> 01:14:10,000 And we hope it doesn't. 656 01:14:10,000 --> 01:14:11,000 That's what will happen. 657 01:14:11,000 --> 01:14:12,000 Thank you so much. 658 01:14:12,000 --> 01:14:13,000 Okay. 659 01:14:13,000 --> 01:14:14,000 Thank you, Wendy. 660 01:14:14,000 --> 01:14:15,000 Thank you for your comments. 661 01:14:15,000 --> 01:14:17,000 Any other questions or comments? 662 01:14:17,000 --> 01:14:18,000 Okay. 663 01:14:18,000 --> 01:14:20,000 Well, have a good night. 664 01:14:20,000 --> 01:14:21,000 Thank you so much. 665 01:14:21,000 --> 01:14:22,000 Okay. 666 01:14:22,000 --> 01:14:27,000 That takes us to 9.4 or this is our inauguration discussion. 667 01:14:27,000 --> 01:14:34,000 And so just wanted to bring this up for council and see for questions or comments and give direction to administration. 668 01:14:34,000 --> 01:14:41,000 So recognizing that this year and last year have been a very unusual year. 669 01:14:41,000 --> 01:14:49,000 And there's been a lot of strain and stress put on the economy and local businesses. 670 01:14:49,000 --> 01:14:55,000 Normally what happens is that in an election year after the election results are final. 671 01:14:55,000 --> 01:14:57,000 We have an inauguration. 672 01:14:57,000 --> 01:15:00,000 And in the past, while as long as life. 673 01:15:00,000 --> 01:15:17,000 And we've sort of built it up. And I think that the suggestion from administration is that during a year coming out of a pandemic, that this is probably not the year to spend a lot of time and money on inauguration. 674 01:15:17,000 --> 01:15:28,000 And so I think that administration has brought this proposal forward or a suggestion forward and they just wanted to have it confirmed by Council. 675 01:15:28,000 --> 01:15:32,000 And so if you have any questions or comments, not be the time. 676 01:15:32,000 --> 01:15:33,000 Council is those. 677 01:15:33,000 --> 01:15:35,000 I think that's that's good messaging. 678 01:15:35,000 --> 01:15:42,000 I think there's still too many unknowns and stuff like that and to have administration start to do in a lot of planning and stuff like that. 679 01:15:42,000 --> 01:15:46,000 I think it's premature right now. So I would support those comments that you've made. 680 01:15:46,000 --> 01:15:48,000 Okay. 681 01:15:48,000 --> 01:15:50,000 Council is our councilor Hanson? 682 01:15:50,000 --> 01:15:53,000 Yeah, I'd agree with Councilor Lizel. Excuse remarks. 683 01:15:53,000 --> 01:15:54,000 Yeah. 684 01:15:54,000 --> 01:15:58,000 So city manager, Derek, have you got clear direction? 685 01:15:58,000 --> 01:16:02,000 We have what we need as long as the city clerk has. 686 01:16:02,000 --> 01:16:04,000 What do we need? 687 01:16:04,000 --> 01:16:06,000 Do we need a motion? 688 01:16:06,000 --> 01:16:08,000 Sandra. 689 01:16:08,000 --> 01:16:10,000 I'm fine without a motion. 690 01:16:10,000 --> 01:16:13,000 I just wanted to say or ask. 691 01:16:13,000 --> 01:16:19,000 Do you still want something but a very scaled down version? 692 01:16:19,000 --> 01:16:24,000 Would we like to do it say it three o'clock in the afternoon rather than seven in the evening? 693 01:16:24,000 --> 01:16:26,000 If you did it three o'clock, we should put that. 694 01:16:26,000 --> 01:16:28,000 Tea coffee and. 695 01:16:28,000 --> 01:16:29,000 Yeah. 696 01:16:29,000 --> 01:16:31,000 Cake, cookie, squares, type thing. 697 01:16:31,000 --> 01:16:32,000 Yeah. 698 01:16:32,000 --> 01:16:38,000 Still inviting family and friends if we're allowed, but just a very scaled down version. 699 01:16:38,000 --> 01:16:41,000 And then we would have the meeting at three in the afternoon. 700 01:16:41,000 --> 01:16:44,000 Have some time and then disperse. 701 01:16:44,000 --> 01:16:45,000 Yep. 702 01:16:45,000 --> 01:16:46,000 Go ahead. 703 01:16:47,000 --> 01:16:56,000 The only thing that I would say is that whoever does get voted in if they do have a full time job that takes them to five. 704 01:16:56,000 --> 01:16:58,000 That would basically be. 705 01:16:58,000 --> 01:17:02,000 I know it's a special event and then potentially they could get it off work, but what if they can't. 706 01:17:02,000 --> 01:17:09,000 And so I think that having it later in the evening would make it so that it was inclusion of anybody who potentially may get on Council, 707 01:17:09,000 --> 01:17:12,000 depending on whatever it is that they do. 708 01:17:12,000 --> 01:17:16,000 That it's after hours to a time that they don't have to take off on another job. 709 01:17:16,000 --> 01:17:17,000 Yeah. 710 01:17:17,000 --> 01:17:23,000 And I would also be in favor of not having necessarily a, you know, any kind of food thing. 711 01:17:23,000 --> 01:17:28,000 I'm fine with that having it in here, you know, doing their ceremonies is important. 712 01:17:28,000 --> 01:17:35,000 But I don't know that the, you know, the reception is necessarily needed at this time, at least. 713 01:17:35,000 --> 01:17:36,000 It goes for Hamilton. 714 01:17:36,000 --> 01:17:37,000 Yeah. 715 01:17:37,000 --> 01:17:39,000 I would agree with that that I think the ceremony is important. 716 01:17:39,000 --> 01:17:41,000 I think the swearing in is important. 717 01:17:41,000 --> 01:17:45,000 The photo op of that for for family and loved ones is important. 718 01:17:45,000 --> 01:17:53,000 And I agree that, you know, I still think that, you know, six or seven o'clock would be more appropriate personally, 719 01:17:53,000 --> 01:17:58,000 but, you know, that's just my comments that I'm not sure, you know, how are there's feel about that. 720 01:17:58,000 --> 01:18:01,000 I agree with Councillor Tillick on the timing aspect of it. 721 01:18:01,000 --> 01:18:04,000 So it's five o'clock to early. 722 01:18:05,000 --> 01:18:08,000 Five o'clock is our normal meeting time. 723 01:18:08,000 --> 01:18:09,000 Do you consider that to early? 724 01:18:09,000 --> 01:18:12,000 I guess the question would be, what was our previous inauguration time? 725 01:18:12,000 --> 01:18:18,000 To have, when when family extended family would have been allowed and invited. 726 01:18:18,000 --> 01:18:19,000 It was seven o'clock. 727 01:18:19,000 --> 01:18:20,000 Yeah. 728 01:18:20,000 --> 01:18:21,000 Yeah. 729 01:18:21,000 --> 01:18:22,000 Good to meet you. 730 01:18:22,000 --> 01:18:23,000 Good to meet you. 731 01:18:23,000 --> 01:18:24,000 Thank you. 732 01:18:24,000 --> 01:18:27,000 I guess a quick question for administration. 733 01:18:27,000 --> 01:18:31,000 I know this is something that, you know, obviously is a planned on a, on a dime. 734 01:18:32,000 --> 01:18:37,000 But, I mean, we don't necessarily know who's going to get elected in the next election. 735 01:18:37,000 --> 01:18:41,000 So is there an opportunity where that new council might be able to give some input? 736 01:18:41,000 --> 01:18:43,000 Or is that a little last minute? 737 01:18:43,000 --> 01:18:44,000 No, no, no. 738 01:18:44,000 --> 01:18:45,000 Yeah. 739 01:18:45,000 --> 01:18:46,000 Okay. 740 01:18:46,000 --> 01:18:47,000 Yeah. 741 01:18:47,000 --> 01:18:51,000 I think that, unless I hear any disagreement here. 742 01:18:51,000 --> 01:18:57,000 So we're probably talking about having this wearing in at a seven p.m. 743 01:18:57,000 --> 01:19:01,000 And just as we have in the past. 744 01:19:01,000 --> 01:19:05,000 And then again, it would just be a ceremony with an opportunity for photo up. 745 01:19:05,000 --> 01:19:10,000 And we won't worry about food or beverage. 746 01:19:10,000 --> 01:19:11,000 Yeah. 747 01:19:11,000 --> 01:19:14,000 I think I agree with the Councilor Tilliken, Councilor Hamilton. 748 01:19:14,000 --> 01:19:16,000 The importance of this is the swearing in. 749 01:19:16,000 --> 01:19:20,000 And in the past, I mean, we've turned it into much more of a ceremony. 750 01:19:20,000 --> 01:19:26,000 But I think, due to the pandemic, I think it's only appropriate that we go back 751 01:19:26,000 --> 01:19:32,000 to for this year anyways, just having a very basic inauguration. 752 01:19:32,000 --> 01:19:34,000 We do the celebration. 753 01:19:34,000 --> 01:19:37,000 And that should be sufficient. 754 01:19:37,000 --> 01:19:38,000 Yeah. 755 01:19:38,000 --> 01:19:42,000 And based on the numbers, if there's opportunity for each of us to invite a plus one, that would be nice. 756 01:19:42,000 --> 01:19:45,000 But, you know, not a full campaign right. 757 01:19:45,000 --> 01:19:50,000 And we can probably work out something so that with the swearing in, if there is restrictions. 758 01:19:50,000 --> 01:19:53,000 And I'm very hopeful there won't be by that time. 759 01:19:53,000 --> 01:19:57,000 But if there are restrictions, then we just work it around so that we can set up the photo up. 760 01:19:57,000 --> 01:20:00,000 So that friends and family could be in for the photo up. 761 01:20:00,000 --> 01:20:03,000 Like we could do that quite easily. 762 01:20:03,000 --> 01:20:05,000 And it'll be a little bit different. 763 01:20:05,000 --> 01:20:13,000 But I think in the fact that we're not going to have a food and beverage, it'll be simpler to do each swearing in and have the photo up. 764 01:20:13,000 --> 01:20:16,000 Hopefully, it'll be back to normal. 765 01:20:16,000 --> 01:20:20,000 But I think we've given you a pretty clear direction. 766 01:20:21,000 --> 01:20:23,000 Any other questions or comments? 767 01:20:23,000 --> 01:20:24,000 No, good. 768 01:20:24,000 --> 01:20:27,000 So that moves us on to bylaws. 769 01:20:27,000 --> 01:20:29,000 Oh, sorry. 770 01:20:29,000 --> 01:20:30,000 9.5 special meeting. 771 01:20:30,000 --> 01:20:31,000 Go ahead. 772 01:20:31,000 --> 01:20:34,000 Sandra, did you want to explain that one? 773 01:20:34,000 --> 01:20:41,000 There is a meeting with the RCMP taking place next Tuesday. 774 01:20:41,000 --> 01:20:47,000 And because the majority of council will be in attendance, it will now need to be. 775 01:20:48,000 --> 01:20:50,000 I'm considered council meeting. 776 01:20:50,000 --> 01:20:51,000 Okay. 777 01:20:51,000 --> 01:20:53,000 So we're just adding a council meeting. 778 01:20:53,000 --> 01:20:54,000 Do you need a motion right now? 779 01:20:54,000 --> 01:20:55,000 Yes, please. 780 01:20:55,000 --> 01:20:56,000 Okay. 781 01:20:56,000 --> 01:20:59,000 And councilor Finz has made that motion. 782 01:20:59,000 --> 01:21:01,000 All in favor? 783 01:21:01,000 --> 01:21:03,000 And that motion carries unanimously. 784 01:21:03,000 --> 01:21:04,000 Okay. 785 01:21:04,000 --> 01:21:06,000 That moves us into section 10 bylaws. 786 01:21:06,000 --> 01:21:11,000 The first up is second and third reading for bylaw 105120. 787 01:21:11,000 --> 01:21:16,000 We redistricting the Robinson stage 10. 788 01:21:16,000 --> 01:21:20,000 And so we've gone through a public hearing. 789 01:21:20,000 --> 01:21:25,000 And so what we're basically what we're doing here is we're putting this land under direct control. 790 01:21:25,000 --> 01:21:32,000 Because we are doing something that we don't have under our land use bylaws currently. 791 01:21:32,000 --> 01:21:34,000 And I know I'm hoping. 792 01:21:34,000 --> 01:21:40,000 And I know Mr. Peck is paying attention tonight that we will be able to change our land use bylaws. 793 01:21:40,000 --> 01:21:43,000 So that we're able to without having to go. 794 01:21:43,000 --> 01:21:50,000 And I'm really appreciative that can't taro that they, that they're bringing this forward and they're willing to work with our direct control. 795 01:21:50,000 --> 01:21:58,000 But I think that, you know, one of the things we have to really look at is making our land use bylaws. 796 01:22:10,000 --> 01:22:12,000 Thank you. 797 01:22:40,000 --> 01:22:42,000 Thank you. 798 01:23:10,000 --> 01:23:17,000 We have now. 799 01:23:17,000 --> 01:23:26,000 So with that, I'm fully supportive and I move that council give bylaw 105120 second reading. 800 01:23:26,000 --> 01:23:27,000 Okay. 801 01:23:27,000 --> 01:23:29,000 So second reading is moved. 802 01:23:29,000 --> 01:23:31,000 And the other questions are comments. 803 01:23:31,000 --> 01:23:32,000 All in favor. 804 01:23:32,000 --> 01:23:35,000 And that motion is carried unanimously. 805 01:23:35,000 --> 01:23:38,000 Council Rosalski has moved third reading. 806 01:23:38,000 --> 01:23:44,000 And I just before we vote on this, I will just again, you know, when this council came in at the last election. 807 01:23:44,000 --> 01:23:49,000 We definitely wanted to reduce red tape and signal that we're open for business. 808 01:23:49,000 --> 01:23:58,000 And I think that that will be another step is that when we can we want to make it easy for developers to operate in the Duke. 809 01:23:58,000 --> 01:24:02,000 And I think that this is one way that we're getting this done tonight. 810 01:24:02,000 --> 01:24:07,000 But I really do believe that we need to take a close look at our land use bylaws. 811 01:24:07,000 --> 01:24:13,000 So we can be a little bit more nimble and a little bit more flexible than I know Mr. Peck is listening. 812 01:24:13,000 --> 01:24:16,000 So I expect to see him in the future. 813 01:24:16,000 --> 01:24:17,000 Okay. 814 01:24:17,000 --> 01:24:20,000 So we have third reading is moved on favor. 815 01:24:20,000 --> 01:24:24,000 And that motion has carried unanimously. 816 01:24:24,000 --> 01:24:30,000 Bylaw once zero seven three twenty twenty sixty five avenue area structure plan. 817 01:24:30,000 --> 01:24:32,000 Second and third reading. 818 01:24:32,000 --> 01:24:33,000 Councilor Hamilton. 819 01:24:33,000 --> 01:24:34,000 Thank you. 820 01:24:34,000 --> 01:24:35,000 Your worship. 821 01:24:35,000 --> 01:24:36,000 I would move the council. 822 01:24:36,000 --> 01:24:37,000 Bylaw. 823 01:24:37,000 --> 01:24:39,000 One zero seven three twenty twenty second reading. 824 01:24:39,000 --> 01:24:41,000 Second reading is moved. 825 01:24:41,000 --> 01:24:42,000 All in favor. 826 01:24:42,000 --> 01:24:45,000 And that motion is carried unanimously. 827 01:24:45,000 --> 01:24:46,000 Councilor Beckett. 828 01:24:46,000 --> 01:24:51,000 You're microphone is not. 829 01:24:51,000 --> 01:24:53,000 There you go. 830 01:24:53,000 --> 01:24:54,000 Okay. 831 01:24:54,000 --> 01:24:55,000 There we go. 832 01:24:55,000 --> 01:24:56,000 Oh, again. 833 01:24:56,000 --> 01:24:57,000 That I move the council. 834 01:24:57,000 --> 01:24:58,000 Good. 835 01:24:58,000 --> 01:25:01,000 Bylaw number one zero seven three twenty twenty third reading. 836 01:25:01,000 --> 01:25:05,000 And third reading is moved on favor. 837 01:25:05,000 --> 01:25:08,000 And that motion is carried unanimously. 838 01:25:08,000 --> 01:25:12,000 01:25:45,000 --> 01:25:47,000 You jumped. 850 01:25:47,000 --> 01:25:50,000 That's okay. 851 01:25:50,000 --> 01:25:51,000 It's getting late. 852 01:25:51,000 --> 01:25:52,000 Councilor Hansen. 853 Councilor Hansen. 860 01:26:08,000 --> 01:26:11,000 Councilor Hansen has moved third reading. 861 01:26:11,000 --> 01:26:12,000 All in favor. 862 01:26:12,000 --> 01:26:15,000 And that motion is carried unanimously. 863 01:26:15,000 --> 01:26:18,000 And that takes us to our bylaw one zero eight one. 864 01:26:18,000 --> 01:26:19,000 Twenty twenty one. 865 01:26:19,000 --> 01:26:20,000 Twenty 01:26:24,000 I did. 870 01:26:24,000 --> 01:26:26,000 I wanted to thank our administration for the work. 871 01:26:26,000 --> 01:26:27,000 They're work on this. 872 01:26:27,000 --> 01:26:30,000 We had passed a bylaw. 873 01:26:30,000 --> 01:26:33,000 I think it was twenty eighteen. 874 01:26:33,000 --> 01:26:36,000 And there was some issue between. 875 01:26:36,000 --> 01:26:38,000 The commission and administration. 876 01:26:38,000 --> 01:26:41,000 There was a couple of things that we wanted to get cleaned up on both sides. 877 01:26:41,000 --> 01:26:45,000 And certainly Mr. Serita 884 01:26:55,000 --> 01:26:57,000 I should have prefaced that with my involvement. 885 01:26:57,000 --> 01:26:58,000 I'm the. 886 01:26:58,000 --> 01:26:59,000 I'm the. 887 01:26:59,000 --> be one of the. 891 01:27:04,000 --> 01:27:07,000 Many members around the table saying that we've got our. 892 01:27:07,000 --> 01:27:10,000 Our bylaw in line with the commission's request for their bylaw. 893 01:27:10,000 --> 01:27:11,000 And. 894 01:27:11,000 --> 01:27:12,000 And that we're in. 895 01:27:12,000 --> 01:27:13,000 And good standing in that. 896 01:27:13,000 --> 01:27:14,000 Good stead in that. 897 01:27:14,000 --> 01:27:15,000 Thank you. 898 01:27:16,000 --> 01:27:19,000 Okay, Rick you must have some comments to. 899 01:27:19,000 --> 01:27:20,000 Thank you. 900 01:27:20,000 --> 01:27:23,000 Your worship and all members in council. 901 01:27:23,000 --> 01:27:29,000 As councilor Hamilton had stated earlier, the city of the Duke is. 902 01:27:29,000 --> 01:27:36,000 One up 13 member municipalities and the in the Alberta capital region wastewater commission. 903 01:27:36,000 --> 01:27:42,000 With councilor halton representing the city of the Duke and we thank him for that. 904 01:27:43,000 --> 01:27:46,000 All sanitary water that is generated. 905 01:27:46,000 --> 01:27:50,000 Within the whole capital region. 906 01:27:50,000 --> 01:27:54,000 Is convey to the Alberta capital regional wastewater treatment facility. 907 01:27:54,000 --> 01:27:56,000 That's located near Fort Saskatchewan. 908 01:27:56,000 --> 01:28:02,000 However, in our circumstance, which is primarily geographic and nature. 909 01:28:02,000 --> 01:28:07,000 Our sanitary sewer makes this way to the gold bar treatment facility. 910 01:28:08,000 --> 01:28:13,000 In Edmonton and that's pursuing to a historic swap agreement. 911 01:28:13,000 --> 01:28:17,000 That was entered into several years ago. 912 01:28:17,000 --> 01:28:23,000 The city has worked very closely with the capital region. 913 01:28:23,000 --> 01:28:30,000 Waste water commission to ensure that the bylaw that was presented in 2018. 914 01:28:30,000 --> 01:28:36,000 I'm going to call it a harmonized by law that met the needs of the commission. 915 01:28:36,000 --> 01:28:40,000 The other member municipalities was presenting. 916 01:28:40,000 --> 01:28:47,000 As councilor Halton indicated that there was some minor tweaking to the bylaw. 917 01:28:47,000 --> 01:28:52,000 And recently the commission and the city reviewed the bylaw. 918 01:28:52,000 --> 01:29:00,000 In detail and identified a few housekeeping matters or housekeeping updates that. 919 01:29:00,000 --> 01:29:03,000 That are before you tonight. 920 01:29:03,000 --> 01:29:09,000 And again, I wish to thank Wade Trebnyat with the sewer commissioner with the wastewater commission. 921 01:29:09,000 --> 01:29:17,000 Sorry for his diligence and assistance with providing those comments to us and for. 922 01:29:17,000 --> 01:29:22,000 Sean to be able to work in the background to get them updated within our five. 923 01:29:22,000 --> 01:29:23,000 Your worship. 924 01:29:23,000 --> 01:29:26,000 I'm not going to go through the. 925 01:29:26,000 --> 01:29:28,000 Through the. 926 01:29:28,000 --> 01:29:31,000 It's not going to be. 927 01:29:31,000 --> 01:29:34,000 The danger is the significant changes. 928 01:29:34,000 --> 01:29:36,000 They're identified in your report. 929 01:29:36,000 --> 01:29:39,000 However, I will. 930 01:29:39,000 --> 01:29:42,000 indicate that we and if you have any questions, I'm not just going to read them open. 931 01:29:42,000 --> 01:29:44,000 Certainly, you can review that if you have any questions. 932 01:29:44,000 --> 01:29:45,000 If you do. 933 01:29:45,000 --> 01:29:46,000 Try to answer them. 934 01:29:46,000 --> 01:29:53,200 The schedule of B, I would like to point out is new and it's being added to identify when 935 01:29:53,200 --> 01:30:00,000 over-strand charges will maybe apply by the municipality to. 936 01:30:00,000 --> 01:30:16,000 Do the municipal customers. Over strength, you know, prohibited matter and over strength has always been a part of our violence and that's not you, but but basically identifying when those charges could be triggered. 937 01:30:16,000 --> 01:30:35,000 Is new. So in saying that we've we've included a reference to some additional supporting information document within a violent, provide clear connection to that information and guidance for the end user. 938 01:30:35,000 --> 01:30:49,000 At the end of the day, it's end user, it's our municipal utility customers that are generating the waste that we want to ensure that we're providing the best support that we can to to to them. 939 01:30:49,000 --> 01:31:07,000 And the other item that all prior attention to is the commission also recommended, including a codes of practice or a best management practice section within the supporting information document. 940 01:31:07,000 --> 01:31:14,000 And in addition to the definitions that we've already provided and we've done that. 941 01:31:14,000 --> 01:31:36,000 The best management practice, an example I can use is if there's any changes with a WWA standards or CSA for that matter, it would allow us to build the municipality and the commissions work together to make whatever changes we can to guide our utility customers to compliance. 942 01:31:36,000 --> 01:31:42,000 So your worship as in the past the city continues to work closely with capital region wastewater commission. 943 01:31:42,000 --> 01:31:55,000 And as committed to protecting obviously our environment and our public health through the permission of responsible wastewater transmission and obviously treatment services. 944 01:31:55,000 --> 01:32:06,000 Your worship administration is recommending the council consider giving all three readings to the to the amendments to 01:32:27,000 And that motion is carried unanimous. 953 01:32:27,000 --> 01:32:30,000 Councillor Finstead is moved third reading. 954 01:32:30,000 --> 01:32:33,000 Oh, sorry permission to go to third reading. 955 01:32:33,000 --> 01:32:34,000 That's right. 956 01:32:34,000 --> 01:32:37,000 Consideration for going to third reading and my apologies. 957 01:32:37,000 --> 01:32:39,000 All in favor. 958 01:32:39,000 --> 01:32:41,000 And that is unanimous. 959 01:32:41,000 --> 01:32:44,000 And Councillor Beckett has moved third reading. 960 01:32:44,000 --> 01:32:45,000 All in favor. 961 01:32:45,000 --> 01:32:48,000 And that motion is unanimous. 962 01:32:48,000 --> 01:32:51,000 Not too fast, Sandra. 963 01:32:51,000 --> 01:32:53,000 Good. 964 01:32:53,000 --> 01:32:55,000 Okay. 965 01:32:55,000 --> 01:32:59,000 So that takes us now to bylaw 1727. 966 01:32:59,000 --> 01:33:00,000 2021. 967 01:33:00,000 --> 01:33:03,000 This is our boring bylaw for land purchase. 968 01:33:03,000 --> 01:33:06,000 And so how would you like to proceed, Derek? 969 01:33:06,000 --> 01:33:08,000 Do you want Carmen to speak to this? 970 01:33:08,000 --> 01:33:09,000 Yes. 971 01:33:09,000 --> 01:33:12,000 So Carmen will go first and then we'll do after that. 972 01:33:12,000 --> 01:33:16,000 We'll sort of explain the process after Carmen explains the bylaw before the vote. 973 01:33:16,000 --> 01:33:24,000 So the process where there will be non-Sex-Story Public hearings and how it presumably could roll out if a group will. 974 01:33:24,000 --> 01:33:25,000 Okay. 975 01:33:25,000 --> 01:33:26,000 Carmen. 976 01:33:26,000 --> 01:33:27,000 Take it away. 977 01:33:27,000 --> 01:33:28,000 Sandra. 978 01:33:28,000 --> 01:33:31,000 Do you have the presentation? 979 01:33:31,000 --> 01:33:39,000 Thank you. 980 01:33:40,000 --> 01:33:43,000 When did you send it to us, Carmen? 981 01:33:43,000 --> 01:33:47,000 I know we sent it to my. 982 01:33:47,000 --> 01:33:48,000 Not sure if you send it. 983 01:33:48,000 --> 01:33:49,000 I'm sorry. 984 01:33:49,000 --> 01:33:51,000 We have not received it. 985 01:33:51,000 --> 01:33:52,000 Yes. 986 01:33:52,000 --> 01:33:53,000 Can you give me permission? 987 01:33:53,000 --> 01:33:54,000 Yes. 988 01:33:54,000 --> 01:33:55,000 Go ahead. 989 01:33:55,000 --> 01:33:57,000 Thank you. 990 01:33:57,000 --> 01:33:58,000 All right. 991 01:33:58,000 --> 01:34:00,000 Can you do it to the mayor computer? 992 01:34:00,000 --> 01:34:01,000 Okay. 993 01:34:01,000 --> 01:34:02,000 Good. 994 01:34:02,000 --> 01:34:06,000 So give Carmen permission to present. 995 01:34:06,000 --> 01:34:08,000 Oh, perfect. 996 01:34:08,000 --> 01:34:09,000 I have the power. 997 01:34:09,000 --> 01:34:10,000 Carmen. 998 01:34:10,000 --> 01:34:12,000 I love it. 999 01:34:12,000 --> 01:34:16,000 I don't know because it's just not send it in. 1000 01:34:16,000 --> 01:34:18,000 I will go to my monitor. 1001 01:34:18,000 --> 01:34:20,000 Just give me one second. 1002 01:34:20,000 --> 01:34:22,000 There we go. 1003 01:34:22,000 --> 01:34:23,000 There we go. 1004 01:34:23,000 --> 01:34:24,000 Can you see it? 1005 01:34:24,000 --> 01:34:25,000 Yeah. 1006 01:34:25,000 --> 01:34:26,000 Okay. 1007 01:34:26,000 --> 01:34:35,000 So just put it on presentation mode here. 1008 01:34:35,000 --> 01:34:43,000 Do you have Mike and Gina as well to just answer any questions going forward? 1009 01:34:43,000 --> 01:34:45,000 Move it to the next one. 1010 01:34:45,000 --> 01:34:55,000 So the following ball up by law is the purchase price of the land is 2.9 million and the proposed amount. 1011 01:34:55,000 --> 01:34:58,000 Of course, it's the same 2.9 million. 1012 01:34:58,000 --> 01:35:02,000 And with the proposed term of maximum of 30 years. 1013 01:35:02,000 --> 01:35:05,000 And just to give you an aerial. 1014 01:35:05,000 --> 01:35:12,000 Not location for the land purchase that we have. 1015 01:35:12,000 --> 01:35:14,000 Any questions? 1016 01:35:14,000 --> 01:35:16,000 Again, Mike. 1017 01:35:16,000 --> 01:35:18,000 Gene or Derek? 1018 01:35:18,000 --> 01:35:21,000 Can speak to some of the other. 1019 01:35:21,000 --> 01:35:25,000 More detail questions if there are things. 1020 01:35:32,000 --> 01:35:34,000 Thank you. 1021 01:36:02,000 --> 01:36:04,000 Thank you. 1022 01:36:32,000 --> 01:36:44,000 Thank you. 1023 01:36:44,000 --> 01:36:46,000 Land for cemetery use. 1024 01:36:46,000 --> 01:36:48,000 Maybe not, but time will tell. 1025 01:36:48,000 --> 01:36:50,000 We do know that the one that we have is filling up. 1026 01:36:50,000 --> 01:36:55,000 We know that we acquired some land years ago to facilitate this. 1027 01:36:55,000 --> 01:37:01,000 But we also know the cost to develop the originally purchased land is going to be far and excess of what it's going to take. 1028 01:37:01,000 --> 01:37:04,000 To develop these lands. 1029 01:37:04,000 --> 01:37:11,000 And I believe that we're going to find a better alternative use for the originally planned cemetery location. 1030 01:37:11,000 --> 01:37:15,000 And this in my opinion is a far superior one. 1031 01:37:15,000 --> 01:37:19,000 And just to counteract councilor Hanson. 1032 01:37:19,000 --> 01:37:21,000 We don't need to develop this tomorrow. 1033 01:37:21,000 --> 01:37:26,000 So it's a matter of investing into the future without having to. 1034 01:37:26,000 --> 01:37:29,000 And it's a matter of concern ourselves with the immediate development of this property. 1035 01:37:29,000 --> 01:37:33,000 So it's going to have my full support. 1036 01:37:33,000 --> 01:37:36,000 Any other questions or comments? 1037 01:37:36,000 --> 01:37:37,000 Okay. 1038 01:37:37,000 --> 01:37:38,000 Oh, go ahead. 1039 01:37:38,000 --> 01:37:39,000 Councillor Hamilton. 1040 01:37:39,000 --> 01:37:40,000 Yeah. 1041 01:37:40,000 --> 01:37:41,000 I would. 1042 01:37:41,000 --> 01:37:43,000 I'd like to. 1043 01:37:43,000 --> 01:37:45,000 Move that we give by law. 1044 01:37:45,000 --> 01:37:48,000 Ten eighty seven twenty twenty one first reading. 1045 01:37:48,000 --> 01:37:49,000 So okay. 1046 01:37:49,000 --> 01:37:50,000 Yeah. 1047 01:37:50,000 --> 01:37:51,000 It seems appropriate to get first reading. 1048 01:37:51,000 --> 01:37:52,000 Yeah. 1049 01:37:52,000 --> 01:37:54,000 I'll just make my comments. 1050 01:37:54,000 --> 01:37:58,000 There's any other comments before we vote on first reading. 1051 01:37:58,000 --> 01:37:59,000 Yeah. 1052 01:37:59,000 --> 01:38:00,000 Go ahead. 1053 01:38:00,000 --> 01:38:01,000 Sorry. 1054 01:38:01,000 --> 01:38:02,000 May go through that. 1055 01:38:02,000 --> 01:38:03,000 The process. 1056 01:38:03,000 --> 01:38:04,000 There's a council. 1057 01:38:04,000 --> 01:38:07,000 Providing first reading does pass. 1058 01:38:07,000 --> 01:38:09,000 Here's the recommended next steps. 1059 01:38:09,000 --> 01:38:13,000 Seeing how it's going to be non statutory public hearing. 1060 01:38:13,000 --> 01:38:17,000 So if first reading passes tonight. 1061 01:38:17,000 --> 01:38:21,000 And advertisement will be put over in the newspaper. 1062 01:38:21,000 --> 01:38:23,000 Declaring that the city of the Duke here. 1063 01:38:23,000 --> 01:38:27,000 Why gives notice that in the last petition of electors for a vote on by law. 1064 01:38:27,000 --> 01:38:29,000 This by law is demanded. 1065 01:38:29,000 --> 01:38:31,000 For the terms. 1066 01:38:31,000 --> 01:38:33,000 Then the council may pass the boring by law. 1067 01:38:33,000 --> 01:38:34,000 So they will. 1068 01:38:34,000 --> 01:38:36,000 The public will have. 1069 01:38:36,000 --> 01:38:39,000 An ability to file a petition with the city. 1070 01:38:39,000 --> 01:38:41,000 Until April 6th. 1071 01:38:41,000 --> 01:38:42,000 Twenty twenty one. 1072 01:38:42,000 --> 01:38:44,000 After that. 1073 01:38:44,000 --> 01:38:46,000 If there is no petition filed. 1074 01:38:46,000 --> 01:38:48,000 The next time we'll be on April 12th. 1075 01:38:48,000 --> 01:38:53,000 The non statutory public hearing, which is what we heard from council that was that was wanted. 1076 01:38:53,000 --> 01:38:56,000 As well as a second and third reading of the by law. 1077 01:38:56,000 --> 01:38:59,000 We'll be scheduled to take place at the council meeting on that same date. 1078 01:38:59,000 --> 01:39:04,000 So there will be a number of opportunities for the for the public to have their say in this. 1079 01:39:04,000 --> 01:39:07,000 And a number of opportunities for you to have your say in that. 1080 01:39:07,000 --> 01:39:08,000 So again. 1081 01:39:08,000 --> 01:39:09,000 Opportunity to file. 1082 01:39:09,000 --> 01:39:11,000 So this advertising will go on. 1083 01:39:11,000 --> 01:39:13,000 The newspaper in publicized. 1084 01:39:13,000 --> 01:39:18,000 They'll be an opportunity for the public up until April 6th to make a petition. 1085 01:39:18,000 --> 01:39:23,000 And if not, then there will be a non statutory public hearing on April 12th. 1086 01:39:23,000 --> 01:39:26,000 After which a second and third reading will happen. 1087 01:39:26,000 --> 01:39:29,000 So April 12th is really sort of D day for this. 1088 01:39:29,000 --> 01:39:30,000 Okay. 1089 01:39:30,000 --> 01:39:31,000 Any other questions or comments? 1090 01:39:31,000 --> 01:39:33,000 So I'll just make one comment. 1091 01:39:33,000 --> 01:39:35,000 I think and I will be voting for this. 1092 01:39:35,000 --> 01:39:37,000 I think this is a wise purchase. 1093 01:39:37,000 --> 01:39:42,000 I know that when we originally when the city purchased the brown property. 1094 01:39:42,000 --> 01:39:44,000 Same thing. 1095 01:39:44,000 --> 01:39:46,000 It turned into the lady park. 1096 01:39:46,000 --> 01:39:48,000 I think that was a wise choice. 1097 01:39:48,000 --> 01:39:53,000 And when they initially purchased it, they didn't have necessarily a plan in place. 1098 01:39:53,000 --> 01:39:58,000 But it was a good opportunity to buy the land at the time to fit in well with the lake. 1099 01:39:58,000 --> 01:40:00,000 And I think that was a good choice. 1100 01:40:00,000 --> 01:40:02,000 I look at this property here. 1101 01:40:02,000 --> 01:40:05,000 We can use a graveyard for it. 1102 01:40:05,000 --> 01:40:11,000 It will be much better located to actually service it and have access to it. 1103 01:40:11,000 --> 01:40:17,000 And there's a potential with the regional transit, a potential for us to build bus barns there as well. 1104 01:40:17,000 --> 01:40:22,000 And so I think at the price that we're getting at this, I think it's a good deal for the city. 1105 01:40:22,000 --> 01:40:28,000 When the East Elford Lake lands that we currently had planned for the graveyard were purchased. 1106 01:40:28,000 --> 01:40:34,000 We didn't purchase them with the main intent of putting a graveyard there. 1107 01:40:35,000 --> 01:40:40,000 We actually purchased it because we wanted to control the weir on telford lake. 1108 01:40:40,000 --> 01:40:47,000 And we put the graveyard there because that was another way to get more value out of those lands. 1109 01:40:47,000 --> 01:40:50,000 With this property coming up at the price that it's come up. 1110 01:40:50,000 --> 01:40:55,000 I believe that this is a better place for the graveyard. 1111 01:40:55,000 --> 01:41:02,000 I think we don't have the the problems with the water table that we potentially had on the East telford lake plants. 1112 01:41:02,000 --> 01:41:08,000 I think that we're going to get a good return on our initial investment with the East telford lands. 1113 01:41:08,000 --> 01:41:13,000 And so I think that this is a wise investment at this time for the city. 1114 01:41:13,000 --> 01:41:15,000 We'll go through a public hearing. 1115 01:41:15,000 --> 01:41:18,000 So we'll be able to get more input from the public. 1116 01:41:18,000 --> 01:41:25,000 But again, I will be supporting this because I do think it is good use and good timing to purchase these lands. 1117 01:41:26,000 --> 01:41:29,000 All in. 1118 01:41:29,000 --> 01:41:31,000 Okay, your mics on bill. 1119 01:41:31,000 --> 01:41:34,000 On all in favor. 1120 01:41:34,000 --> 01:41:35,000 Question. 1121 01:41:35,000 --> 01:41:37,000 Sorry, just a clarification. 1122 01:41:37,000 --> 01:41:38,000 Maybe you talked about it two weeks ago. 1123 01:41:38,000 --> 01:41:40,000 But the geotechnical work was that. 1124 01:41:40,000 --> 01:41:41,000 Yes. 1125 01:41:41,000 --> 01:41:42,000 That's. 1126 01:41:42,000 --> 01:41:43,000 That's in. 1127 01:41:43,000 --> 01:41:44,000 It was. 1128 01:41:44,000 --> 01:41:49,000 It was actually done prior and our city staff was was happy with that. 1129 01:41:49,000 --> 01:41:50,000 Okay. 1130 01:41:50,000 --> 01:41:51,000 It was done. 1131 01:41:51,000 --> 01:41:53,000 We had actually. 1132 01:41:53,000 --> 01:41:54,000 We we looked at this lands. 1133 01:41:54,000 --> 01:41:55,000 Previously. 1134 01:41:55,000 --> 01:41:58,000 If you remember, all it must be about 10 years ago. 1135 01:41:58,000 --> 01:42:00,000 We looked at doing this with these lands before. 1136 01:42:00,000 --> 01:42:03,000 And so they had done the testing at that time. 1137 01:42:03,000 --> 01:42:04,000 It's probably. 1138 01:42:04,000 --> 01:42:07,000 Very, very close to where this property is. 1139 01:42:07,000 --> 01:42:08,000 Okay. 1140 01:42:08,000 --> 01:42:09,000 Okay. 1141 01:42:09,000 --> 01:42:10,000 So all in favor. 1142 01:42:10,000 --> 01:42:12,000 And opposed. 1143 01:42:12,000 --> 01:42:15,000 And that motion carries forward to three. 1144 01:42:15,000 --> 01:42:25,000 And that takes us to. 1145 01:42:25,000 --> 01:42:27,000 Our community the whole meeting. 1146 01:42:27,000 --> 01:42:29,000 So we have right now. 1147 01:42:29,000 --> 01:42:31,000 Our COVID-19 update. 1148 01:42:31,000 --> 01:42:33,000 So Irene and Darrell. 1149 01:42:33,000 --> 01:42:36,000 So who's going to take the lead on that? 1150 01:42:36,000 --> 01:42:38,000 No, this is. 1151 01:42:39,000 --> 01:42:53,000 So who's taking the lead Irene or Darrell. 1152 01:42:53,000 --> 01:42:55,000 I started out your worship. 1153 01:42:55,000 --> 01:42:56,000 Yep. 1154 01:42:56,000 --> 01:42:59,000 And then and then I'll hand it over to Darrell to assist. 1155 01:42:59,000 --> 01:43:03,000 So as the co-chairs of the COVID-19. 1156 01:43:03,000 --> 01:43:08,000 I mean, wasn't in group there when I refused to provide you with enough date this evening. 1157 01:43:08,000 --> 01:43:14,000 Both from a financial perspective as far as some of the impacts of COVID on 2021. 1158 01:43:14,000 --> 01:43:24,000 Finances and cash flow as well as a look at some of the amenities that were able to open up as a result of the province's stage two. 1159 01:43:24,000 --> 01:43:27,000 So if. 1160 01:43:27,000 --> 01:43:40,000 Uh, macaroni or a sounder can bring the presentation up on the screen. 1161 01:43:40,000 --> 01:43:49,000 There we go. 1162 01:43:50,000 --> 01:43:59,000 You'll have to see and restaurants everybody can go to know. 1163 01:43:59,000 --> 01:44:01,000 Okay. 1164 01:44:01,000 --> 01:44:02,000 Okay. 1165 01:44:02,000 --> 01:44:05,000 Take it away. 1166 01:44:05,000 --> 01:44:07,000 Baby step. 1167 01:44:07,000 --> 01:44:08,000 Okay. 1168 01:44:08,000 --> 01:44:10,000 Yeah. 1169 01:44:10,000 --> 01:44:11,000 Great. 1170 01:44:11,000 --> 01:44:14,000 Just about ready here with the. 1171 01:44:14,000 --> 01:44:15,000 Powerpoint. 1172 01:44:15,000 --> 01:44:16,000 Yep. 1173 01:44:16,000 --> 01:44:18,000 I just had a speed problem. 1174 01:44:18,000 --> 01:44:23,000 Yeah, not a problem. 1175 01:44:23,000 --> 01:44:24,000 Just a moment. 1176 01:44:24,000 --> 01:44:26,000 I mean, we're having some screen issues. 1177 01:44:26,000 --> 01:44:27,000 Sure. 1178 01:44:27,000 --> 01:44:33,000 We're going to have to get one of those technical difficulties and signs that we can put up. 1179 01:44:33,000 --> 01:44:34,000 Okay. 1180 01:44:34,000 --> 01:44:38,000 That's that's looking good for my screen here. 1181 01:44:38,000 --> 01:44:40,000 Pretty good in chambers. 1182 01:44:40,000 --> 01:44:41,000 Good to go. 1183 01:44:41,000 --> 01:44:43,000 Take it away. 1184 01:44:43,000 --> 01:44:44,000 Alrighty. 1185 01:44:44,000 --> 01:44:49,000 The first piece I just wanted to touch on here is cash flow and where we're at. 1186 01:44:49,000 --> 01:44:52,000 So if we just back up one slide. 1187 01:44:52,000 --> 01:44:55,000 Do the key cash flow assumptions. 1188 01:44:55,000 --> 01:45:00,000 So you can see some of the items that we've got here for you include. 1189 01:45:00,000 --> 01:45:20,000 Our revenue sharing agreement, as well as our grant, the MSI, or municipal sustainability initiative grant, and the timing that we anticipate receiving these funds, based on the agreements that we have in place as well as the provincial grant funding guidelines of that type of thing. 1190 01:45:20,000 --> 01:45:30,000 The third item on here is capital and the assumption that basically 70% looking at where projects are in the queue. 1191 01:45:30,000 --> 01:45:37,000 It is anticipated that 70% of the projects will be complete in 2021 that are in our capital program. 1192 01:45:37,000 --> 01:45:49,000 And of course we have some larger projects that should be finishing up or we'll be finishing up this year, such as the protective services expansion and the golf course facility. 1193 01:45:49,000 --> 01:45:55,000 So it's those types of assumptions that our finance team looks at when building out this projection. 1194 01:45:55,000 --> 01:45:59,000 So based on that on the next slide. 1195 01:45:59,000 --> 01:46:03,000 This is the projection that we have pulled together. 1196 01:46:03,000 --> 01:46:13,000 And as you can see, in January and February of this year, basically from a cash flow perspective, we were staying in the block. 1197 01:46:13,000 --> 01:46:24,000 But when we get in to March now, as well as April, those are the two months out of the whole year where it looks like we may have to access our line of credit. 1198 01:46:24,000 --> 01:46:40,000 And council will recall that just last year in May, shortly after COVID hit, we did administration ask council to pass a buy law that authorized a $20 million line of credit for exactly these needs. 1199 01:46:40,000 --> 01:46:55,000 Knowing that our cash flows would quite likely be affected based on loss of revenues through the LRC and other impacts that we've seen some extra expenses and those types of things from COVID. 1200 01:46:55,000 --> 01:47:04,000 So we are monitoring this basically on a daily basis so far in March, we have not had to dip into our line of credit. 1201 01:47:04,000 --> 01:47:09,000 But as I said, quite likely we will have to. 1202 01:47:09,000 --> 01:47:17,000 And so as you can see, we've got some extra funds and that type of thing coming in that will help offset this. 1203 01:47:17,000 --> 01:47:24,000 But we do have another option, not just the line of credit that we could possibly utilize. 1204 01:47:24,000 --> 01:47:30,000 And again, we took a look at that just to see if we moved to the next slide and that's our investments. 1205 01:47:30,000 --> 01:47:40,000 So should we pull some short term investments rather than utilizing the line of credit and basically it will cost. 1206 01:47:40,000 --> 01:47:53,000 The city less money to use the line of credit at approximately 2.45% interest rate then pulling the investments, which we're basically seeing between 2.3 and 4.9%. 1207 01:47:54,000 --> 01:47:59,000 So we're looking at all of those aspects to make sure that. 1208 01:47:59,000 --> 01:48:08,000 Basically it costs the least amount as possible when then if we do have to dip in to that line of credit. 1209 01:48:08,000 --> 01:48:22,000 So from there, we just wanted to catch on budget impacts and I'm going to pass this one over to Darrell but just before I do it on the next slide if we could move to that. 1210 01:48:22,000 --> 01:48:36,000 I did want to point out in the top right hand corner we've got $840,000 in most funding and that's the municipal operating support transfer from the provincial government. 1211 01:48:36,000 --> 01:48:45,000 As council will recall, we received approximately 3.4 million dollars for the city of Lidoo to help offset COVID expenses. 1212 01:48:45,000 --> 01:48:51,000 And so what we've done is parade that funding so that basically because the provincial. 1213 01:49:15,000 --> 01:49:17,000 You 1214 01:50:16,000 --> 01:50:20,000 So every month that we're closed it's about $200,000 dollars. 1215 01:50:20,000 --> 01:50:25,000 This is above and beyond what we've already built into the 2021 budget. 1216 01:50:25,000 --> 01:50:29,000 We had actually budget it. 1217 01:50:30,000 --> 01:50:45,000 Revenue losses in the 2021 budget based on a gradual return to normal so certainly being closed in January for every has been a little bit beyond that so that's where you get that $200,000. 1218 01:50:46,000 --> 01:50:49,000 The other one that factors in here is the McLab. 1219 01:50:49,000 --> 01:50:55,000 And then the number here here seen here is really full year January to December 2021. 1220 01:50:55,000 --> 01:51:07,000 We're looking at a $60,000 net impact loss and that's based on a assumption that we and we know we will be back to a regular operating season till October November. 1221 01:51:07,000 --> 01:51:10,000 So that's taken into account of all year. 1222 01:51:10,000 --> 01:51:21,000 So so again just order magnitude and I give you a little bit of a bill for where we're seeing those revenue. 1223 01:51:21,000 --> 01:51:22,000 Thanks, Darrell. 1224 01:51:22,000 --> 01:51:35,000 So just as far as cash flow and budget so just to assure council that we are continuing to monitor both of these aspects and certainly we will provide council with regular updates. 1225 01:51:35,000 --> 01:51:47,000 If there's any anomalies that do happen or changes because of covid that we need to immediately get to council with certainly we'll be doing that. 1226 01:51:47,000 --> 01:52:00,000 So with that unless there's maybe we should stop here before we move into amenities Darrell and I pass it back to you just to check with council on the cash flow and budgeting out that's there any questions. 1227 01:52:01,000 --> 01:52:04,000 None continue on. 1228 01:52:04,000 --> 01:52:08,000 Okay over you there and the next slide please. 1229 01:52:08,000 --> 01:52:10,000 Thanks Irene. 1230 01:52:10,000 --> 01:52:14,000 So we've been working really closely with Mary Young and Council Tillac. 1231 01:52:14,000 --> 01:52:17,000 Irene and I with the covid working group. 1232 01:52:17,000 --> 01:52:24,000 And so we've trying to keep you informed as we went and certainly step one we saw those announcements come out a few weeks ago. 1233 01:52:24,000 --> 01:52:30,000 Some good news in terms of step two so we have opened the fitness center of the track. 1234 01:52:30,000 --> 01:52:41,000 Just this last Saturday and and it's really only for low intensity activities including light weight training there is no cardio equipment that's open. 1235 01:52:41,000 --> 01:52:52,000 We similar to before you have to have an online booking through our app to access and a little different this time since that every pretty participating is required to wear a mask and so far. 1236 01:52:52,000 --> 01:52:55,000 We haven't had any challenges with that one. 1237 01:52:55,000 --> 01:52:58,000 I want to talk really quickly on household rental opportunities. 1238 01:52:58,000 --> 01:53:09,000 This is brand new we've never done this before and it comes back down to the what the help order allows us to do so we can actually rent out an amenity or household can rent an amenity. 1239 01:53:09,000 --> 01:53:16,000 And we've introduced what we what is called the new household rate so for 42 dollars. 1240 01:53:16,000 --> 01:53:23,000 You can rent a full as a household rent a full arena or the aquatic center for 42 dollars. 1241 01:53:23,000 --> 01:53:26,000 So that gives you up to 10 people from your household. 1242 01:53:26,000 --> 01:53:31,000 So this is something we've never done before we wanted to make sure that it was affordable. 1243 01:53:31,000 --> 01:53:39,000 So we've instituted that really interesting that the uptake on fitness has been a little slower than we thought over the weekend again we just opened. 1244 01:53:39,000 --> 01:53:47,000 But we've had I think the last count was between 180 and 190 requests for aquatics. 1245 01:53:47,000 --> 01:53:52,000 Just over the last couple days and keep in mind that doesn't open till till Tuesday. 1246 01:53:52,000 --> 01:54:02,000 So we've really been inundated with tons of emails and calls asking for access to household access to aquatics. 1247 01:54:02,000 --> 01:54:12,000 But one important point here guys is that we're because of the demand and because it's cold and we are working to keep it local. 1248 01:54:12,000 --> 01:54:19,000 So those bookings are provided to local little presidents and little county as well. 1249 01:54:19,000 --> 01:54:26,000 In terms of ice and bill host's bookings I think Macarena if you could go to the next slide. 1250 01:54:26,000 --> 01:54:35,000 So those similar to step one so right now you have minor groups of 10 under can access it's for practice drills. 1251 01:54:35,000 --> 01:54:38,000 No games good news on the library front. 1252 01:54:38,000 --> 01:54:42,000 I'm not open today and the Civic Center warming center has been closed down. 1253 01:54:42,000 --> 01:54:47,000 Those folks who need a place to hang out. 1254 01:54:47,000 --> 01:54:53,000 You know until the evening when the shelter is open the LFC is still available and there's other. 1255 01:54:53,000 --> 01:54:57,000 Other men in town that have opened up reason so that helps so much. 1256 01:54:57,000 --> 01:55:03,000 So that's just a bit of a highlight in terms of where we're at I noticed there were some announcements today. 1257 01:55:03,000 --> 01:55:11,000 I think there's some impacts in terms of it might allow us to do some things in the club but I haven't really had a chance to look at that because. 1258 01:55:12,000 --> 01:55:14,000 So go ahead council. 1259 01:55:14,000 --> 01:55:19,000 Sure thank you Irene and Darrell for your presentation. 1260 01:55:19,000 --> 01:55:27,000 We're living in unprecedented times and I think you you folks have done commendable jobs with you know the challenges that we we face. 1261 01:55:27,000 --> 01:55:29,000 So thank you for that. 1262 01:55:29,000 --> 01:55:34,000 Darrell just a quick question with the indoor track. 1263 01:55:34,000 --> 01:55:40,000 I've had some requests about lanes swimming at the pool and I guess my question is. 1264 01:55:40,000 --> 01:55:47,000 What's the difference between lane swimming in indoor track like you know if we're allowing indoor track and we allow for lane swimming. 1265 01:55:47,000 --> 01:55:52,000 That's a great question. 1266 01:55:52,000 --> 01:55:59,000 It comes down to high intensity versus low intensity on the indoor track you can have high intensity. 1267 01:55:59,000 --> 01:56:09,000 As long as you're with one on one with a coach similarly in a lane swim you can do that in the pool assuming you're one on one with a trainer. 1268 01:56:09,000 --> 01:56:25,000 If you're so individual you cannot have a high intensity lane swim so that's not allowed but you can have a low intensity walk or quick ample on the track but you can't be going high intensity so that's the real. 1269 01:56:25,000 --> 01:56:30,000 So it's for sure it gets a little bit confusing. 1270 01:56:30,000 --> 01:56:32,000 That's how we. 1271 01:56:32,000 --> 01:56:43,000 If I may we did confirm with Alberta Health Services and indeed with the chief medical officer of health herself and it comes down to the fact that any swimming is continued is considered high intensity. 1272 01:56:43,000 --> 01:56:48,000 Whether or not you agree with that or not that is the thing so there's no such thing as a walk swim if you will. 1273 01:56:48,000 --> 01:56:58,000 So there's no crawl to a walk around the track and a low intensity swim everything swimming is high intensity hence the reason you can book it out with your family and do lane swim but only if you're with you. 1274 01:56:58,000 --> 01:57:03,000 You haven't seen me swim obviously. 1275 01:57:03,000 --> 01:57:23,000 Thanks for that Darrell and and Derek now just a quick question on the the household rentals I great job with that I think that's a great idea just a question on communicating that out has that like has there been a media release or something so folks know about that because I think that's a great opportunity. 1276 01:57:24,000 --> 01:57:39,000 Yeah, we just started launching that on Friday and I know there was a lot of buzz over the weekend you know I'm a lot of social media for sure but that was announced last Friday and we're going to be touching base with our communications cruise here for the next couple days I know. 1277 01:57:39,000 --> 01:57:46,000 I know it got some take up or sure as I mentioned on the aquatic side a lot of that was word of mouth as well. 1278 01:57:46,000 --> 01:57:55,000 It's a rare opportunity for anybody to get access to an aquatic facility for 42 dollars for their household. 1279 01:57:55,000 --> 01:57:58,000 So yeah it's getting out there a bit but yeah we can pull up on that a bit. 1280 01:57:58,000 --> 01:58:07,000 Councillor Hamilton just continue that just so I understand we're talking your family has access to the full pool the water slide. 1281 01:58:08,000 --> 01:58:16,000 The the the kitties aquatic area and hot tubs aren't open yet right or hot tubs included. 1282 01:58:16,000 --> 01:58:22,000 Through your worship the one cracked on the hot tubs hot pools. 1283 01:58:22,000 --> 01:58:30,000 What we ask when they book is we need to know ahead of time what their amenity what the amenity is they want so we can stop recording so. 1284 01:58:30,000 --> 01:58:35,000 But yeah they can get access to the to the main tank they can get the leisure pool or they can get the water slide. 1285 01:58:35,000 --> 01:58:38,000 Can they get the hot tubs as well. 1286 01:58:38,000 --> 01:58:43,000 Your worship I believe they can I would need to double check on that. 1287 01:58:43,000 --> 01:58:44,000 Okay amazing. 1288 01:58:44,000 --> 01:58:50,000 Have you been by the magic method demand keeping it to one hour slots your house the timing. 1289 01:58:50,000 --> 01:58:51,000 Decided. 1290 01:58:51,000 --> 01:58:59,000 Yeah through your worship it's their prebook one hour slots and we're trying we're going to try to have to limit one household per week. 1291 01:58:59,000 --> 01:59:10,000 We only have about 45 slots per week right now and again we're so we're basing it on existing staff and we don't want to trigger a whole bunch of more recalls from. 1292 01:59:10,000 --> 01:59:17,000 From our casual staff that had been laid off for this period of time so we can handle that amount of booking but yeah 45 a week. 1293 01:59:17,000 --> 01:59:22,000 And they're filling up for sure it's your to the end. 1294 01:59:22,000 --> 01:59:26,000 Okay any any other questions. 1295 01:59:26,000 --> 01:59:36,000 So when we were down in Ottawa this last summer so with the restrictions there they limited a pool to 25 people. 1296 01:59:36,000 --> 01:59:48,000 And so we went into a wave pool that could hold three to 400 people and there's only 25 of us so you can imagine what's going to be like now having a family having our whole pool so. 1297 01:59:48,000 --> 01:59:53,000 But at least we're getting people into our facility and we're starting to use it again. 1298 01:59:53,000 --> 01:59:59,000 Mr. Melty do you have your microphone on. 1299 02:00:00,000 --> 02:00:15,000 Okay, any other questions or comments? Anything else there? Okay, we're good. Thank you so much. 1300 02:00:15,000 --> 02:00:20,000 Next one is our fees covering by law options. Go ahead, Derek. 1301 02:00:20,000 --> 02:00:32,000 So here we're ship, city solicitors on the line as well. So if I say anything that's either illegal or put any of us in this room in jail, I'm sure he'll pop up. 1302 02:00:32,000 --> 02:00:33,000 That's right. 1303 02:00:33,000 --> 02:00:45,000 For this report, if I remember on at the February 22nd council meeting, you requested the administration to go forth and come back with some options regarding the face covering by law. 1304 02:00:45,000 --> 02:00:58,000 You laid out sort of four broad scopes you want to see and what we've done here in the report is identify those four and really five potential options for you. 1305 02:00:58,000 --> 02:01:05,000 Because we're in committee, the whole no decision could be made here, however, we can pop out into council and make a motion. 1306 02:01:05,000 --> 02:01:22,000 So what I'll present to you are the four options, plus one, and then you guys can discuss amongst yourselves. So we can seriously write, see where he has that and if you decide to make a motion here, we can pop out a council or pop into council and make the motion. 1307 02:01:22,000 --> 02:01:29,000 So the first option is let the enactment of the by law stand. So that's basically status quo. 1308 02:01:29,000 --> 02:01:40,000 Understand that there may be some, but however, that's standard and attempt to deal with it at another date when the numbers lower either even further. 1309 02:01:40,000 --> 02:01:47,000 Option two is the pass motion directing that the operation enforcement of the by law be suspended indefinitely. 1310 02:01:47,000 --> 02:01:55,000 So this is suspending the by law essentially, but allowing for future if if need be to bring it back. 1311 02:01:55,000 --> 02:01:59,000 What this would eventually essentially do is keep the by law in advance. 1312 02:01:59,000 --> 02:02:14,000 And when the province is mandatory mask or face covering restriction ends, ours would as well, however, you would still have the option without having to go through the full by law process and we're going to bring it up again. 1313 02:02:17,000 --> 02:02:19,000 You 1314 02:02:47,000 --> 02:02:49,000 You 1315 02:03:17,000 --> 02:03:19,000 You 1316 02:03:23,000 --> 02:03:25,000 You 1317 02:03:33,000 --> 02:03:46,000 So I do have a question that if the province has their by law in effect, and if we do not or take ours away, does that still give our by law officers the, you know, the right to enforce that by law. 1318 02:03:46,000 --> 02:03:54,000 That by law through with the province forcing it or do we still have to have our by law in place in order for it to be enforced within our municipality. 1319 02:03:54,000 --> 02:03:59,000 So all to let Gina answer that one, I think I have the answer, but again, I know a guy. 1320 02:03:59,000 --> 02:04:00,000 I think he's a school. 1321 02:04:00,000 --> 02:04:02,000 We'll answer this exact question. 1322 02:04:02,000 --> 02:04:04,000 So we pay in the big bucks for 1323 02:04:05,000 --> 02:04:07,000 Yeah. 1324 02:04:07,000 --> 02:04:10,000 Through you, Mister chair. 1325 02:04:10,000 --> 02:04:19,000 We we don't have to have the by law, in effect, if if the province doesn't. 1326 02:04:19,000 --> 02:04:22,000 Take away their restrictions. 1327 02:04:22,000 --> 02:04:30,000 You know, if there's there's an interesting nuance with with one of the options. 1328 02:04:30,000 --> 02:04:34,000 I'm tying it to the provincial restrictions. 1329 02:04:34,000 --> 02:04:44,000 The reason why we might want to do that is just so we can enforce on the local level using her own enforcement staff. 1330 02:04:44,000 --> 02:04:52,000 And we're also that that also takes away the uncertainty of the prosecution on the provincial level. 1331 02:04:52,000 --> 02:04:55,000 So that can be done. 1332 02:04:55,000 --> 02:04:58,000 This one question before you go to Councilor Hanson. 1333 02:04:58,000 --> 02:05:10,000 So I've seen notices that were sent to me that the province has revoked the right for our by laws officers to enforce on the public health workers is that correct. 1334 02:05:10,000 --> 02:05:15,000 So like the what what I've seen so far is that. 1335 02:05:15,000 --> 02:05:21,000 Right now our our CPO's cannot enforce the case covering by law. 1336 02:05:21,000 --> 02:05:23,000 So that would that be correct. 1337 02:05:23,000 --> 02:05:25,000 So yes and no your worship. 1338 02:05:25,000 --> 02:05:29,000 So yes and that it has been rescinded however. 1339 02:05:29,000 --> 02:05:36,000 Our if we need to enforce our CPO's can and inform the province that they had. 1340 02:05:36,000 --> 02:05:41,000 So it's a bit of there were three different stages of the went through within the course of two days. 1341 02:05:41,000 --> 02:05:47,000 First our CPO's ability to enforce any of it was rescinded totally or it expired. 1342 02:05:47,000 --> 02:05:54,000 The second it came that okay well actually if you need it now for based on a no cry from a number of other municipalities if you need it. 1343 02:05:54,000 --> 02:06:01,000 Make it essentially a business case to the province and then we'll tell you municipality by municipality whether you can or cannot. 1344 02:06:01,000 --> 02:06:03,000 And we were prepared to do that. 1345 02:06:03,000 --> 02:06:10,000 What it happened is other municipality said oh that's it that is too restrictive as well so the province came back and said actually you. 1346 02:06:10,000 --> 02:06:16,000 You don't have the power anymore however if you want it you can have it without asking us just tell us afterwards. 1347 02:06:16,000 --> 02:06:18,000 So you are correct. 1348 02:06:18,000 --> 02:06:20,000 I'm correcting that jean our dire. 1349 02:06:20,000 --> 02:06:22,000 Is there a little bit in the way sir. 1350 02:06:22,000 --> 02:06:30,000 Just for context that's that's in the context of the provincial orders so the by law. 1351 02:06:30,000 --> 02:06:39,000 Is within our purview to to enforce we we don't have to get from it provincial permission to enforce our own. 1352 02:06:39,000 --> 02:06:48,000 Yeah well we do in a very general sense but but based covering by law we have the ability to enforce that. 1353 02:06:48,000 --> 02:06:51,000 Hey Councilor Hanson and Councilor Beckett. 1354 02:06:51,000 --> 02:06:59,000 Well with that knowledge coming into play I think I'd lean towards supporting counselor tillaks option. 1355 02:06:59,000 --> 02:07:01,000 Three it is. 1356 02:07:01,000 --> 02:07:14,000 Because I think that could be problematic if you know we we have a public health order and it's not enforceable and and buy enforcement I don't mean you know certain lock and people up but rather you know educate to get compliance. 1357 02:07:14,000 --> 02:07:24,000 I think that makes sense the other common I'd make is you know I I understand the duplication of two different things and one supersedes other. 1358 02:07:24,000 --> 02:07:31,000 But my one concern is about communication you know if we repeal our local by law. 1359 02:07:31,000 --> 02:07:40,000 You know there could be some confusion in the community around you know what's what's happening with that so I think option three is the most sensible option. 1360 02:07:40,000 --> 02:07:42,000 Councillor Beckett. 1361 02:07:42,000 --> 02:07:43,000 Thank you. 1362 02:07:44,000 --> 02:08:01,000 So similar to what councilor Hanson has just said I believe that if we align our by law to reflect what the province is currently doing that makes total sense because then everybody in the province knows when you come to the Duke this is the by law. 1363 02:08:01,000 --> 02:08:17,000 And because I know that was huge confusion early on because people would come to the outlet mall and to Costco and and there was a by law in Edmonton and so then they were coming away from Edmonton because they didn't want to adhere to that by law. 1364 02:08:17,000 --> 02:08:24,000 So I think by having this by law align with the province it's uniform and I like that approach. 1365 02:08:24,000 --> 02:08:25,000 Go ahead councilors. 1366 02:08:25,000 --> 02:08:35,000 But I guess I asked the question why have it all together if we're going to fall underneath under the provincial guidelines which are more consistent for the whole problems one of the early things when we did this was. 1367 02:08:35,000 --> 02:08:42,000 Some municipalities were some weren't some this the county wasn't you know it's kind of all over the place now I look at it and. 1368 02:08:42,000 --> 02:08:50,000 And I don't know about our number of 10 there but that you know the provinces got its guidelines now that the rest of the counties the municipalities are falling. 1369 02:08:50,000 --> 02:08:53,000 Anything under so I'm not sure we need to have us anymore. 1370 02:08:53,000 --> 02:08:58,000 I guess that's exactly my my concern is. 1371 02:08:58,000 --> 02:09:03,000 If the province has one and we can enforce it then we don't need our own. 1372 02:09:03,000 --> 02:09:14,000 Our own was put in place because the province didn't have one and then we set a number and the province hasn't used numbers right based on population size so we're not. 1373 02:09:14,000 --> 02:09:22,000 We wouldn't be tied to a number anymore right if we change our by law or go to the provinces and just for clarification gene so. 1374 02:09:22,000 --> 02:09:32,000 With our by law so we set the number at 10 so now that we're at nine does that mean our by law would no longer be an effect or did we just say that was a trigger and it stayed in. 1375 02:09:32,000 --> 02:09:36,000 Yeah it stays in until council says. 1376 02:09:36,000 --> 02:09:37,000 So. 1377 02:09:37,000 --> 02:09:38,000 Okay. 1378 02:09:42,000 --> 02:09:44,000 Councilor Hansen and council. 1379 02:09:44,000 --> 02:09:55,000 Just following up on councilor Hamilton's comments just to clarify gene you said if we repeal our local by law and the province the provincial public health order still there. 1380 02:09:55,000 --> 02:09:59,000 Can our CPO still enforce that. 1381 02:09:59,000 --> 02:10:04,000 And that three industry that's that's what the city manager was getting at. 1382 02:10:04,000 --> 02:10:09,000 We've kind of heard the province be frankly a little bit. 1383 02:10:09,000 --> 02:10:11,000 And the US on that issue. 1384 02:10:11,000 --> 02:10:14,000 But I think correct. 1385 02:10:14,000 --> 02:10:15,000 I know. 1386 02:10:15,000 --> 02:10:17,000 Derek that. 1387 02:10:17,000 --> 02:10:21,000 Right now we're we're getting the authority to do that. 1388 02:10:22,000 --> 02:10:24,000 Okay so. 1389 02:10:24,000 --> 02:10:25,000 Council. 1390 02:10:25,000 --> 02:10:29,000 Thank you so I still think that by repealing our by law. 1391 02:10:29,000 --> 02:10:35,000 We will create confusion in this community as to do our mask or don't I. 1392 02:10:35,000 --> 02:10:42,000 They're not going to think about the provincial by law unless we really use education to say. 1393 02:10:42,000 --> 02:10:50,000 We do because we feel they're by law but the Alberta by law still is in effect and I think we're going to create a whole lot of confusion. 1394 02:10:50,000 --> 02:10:53,000 But if we just say we align it with the province. 1395 02:10:53,000 --> 02:10:59,000 Then you're when the province says we're wearing a mask we will and when they see it's repealed then we won't. 1396 02:10:59,000 --> 02:11:01,000 Councilor Frinstead then council is. 1397 02:11:01,000 --> 02:11:07,000 Yeah a couple things one of these portion of this discussion might have come up or should come up under. 1398 02:11:07,000 --> 02:11:10,000 We're part of some council committees but. 1399 02:11:10,000 --> 02:11:14,000 At the nighthawks meeting last night. 1400 02:11:14,000 --> 02:11:20,000 I raised the issue that we were talking about catalytic converters and you'll get the connection in a minute. 1401 02:11:20,000 --> 02:11:26,000 But catalytic converters are being stolen in huge numbers and. 1402 02:11:26,000 --> 02:11:30,000 Currently there's legislation in place to. 1403 02:11:30,000 --> 02:11:33,000 To curtail that activity by way of. 1404 02:11:33,000 --> 02:11:39,000 Charging the scrap theater so accept them so right now you can walk into a scrap theater. 1405 02:11:39,000 --> 02:11:43,000 Hand off your catalytic converter get your cash and go away. 1406 02:11:43,000 --> 02:11:48,000 The next I can come in with twenty frickin catalytic converters turn them in for cash. 1407 02:11:48,000 --> 02:11:50,000 Walk away nothing happens. 1408 02:11:50,000 --> 02:11:57,000 There is legislation in place to curtail that activity but the attorney general's department refuses to. 1409 02:11:57,000 --> 02:12:01,000 To press charges or or no wants to prosecute. 1410 02:12:01,000 --> 02:12:05,000 So I'm saying they're thinking well how does that make sense when you're affecting. 1411 02:12:05,000 --> 02:12:10,000 It's costing between five and thirteen thousand dollars or more to replace this. 1412 02:12:10,000 --> 02:12:15,000 And yet by the same token you've got some preacher in jail until may. 1413 02:12:15,000 --> 02:12:18,000 Because of some. 1414 02:12:18,000 --> 02:12:22,000 Some off side with regard to some. 1415 02:12:22,000 --> 02:12:24,000 Some. 1416 02:12:25,000 --> 02:12:27,000 Covid restriction so. 1417 02:12:27,000 --> 02:12:31,000 I want to raise that as as. 1418 02:12:31,000 --> 02:12:34,000 Yeah let's align it with the province recent ours. 1419 02:12:34,000 --> 02:12:39,000 We're tied with the province everybody knows we're tied with the province and get on to that I just. 1420 02:12:39,000 --> 02:12:42,000 This whole thing is driving me crazy already and. 1421 02:12:42,000 --> 02:12:44,000 We've got. 1422 02:12:44,000 --> 02:12:45,000 Wasn't. 1423 02:12:45,000 --> 02:12:49,000 I mean he got a guy sitting in jail. 1424 02:12:49,000 --> 02:12:50,000 No no no we heard it. 1425 02:12:51,000 --> 02:13:00,000 And I and I agree that there might be some some communication issues but I think they can be easily enough overcome. 1426 02:13:00,000 --> 02:13:03,000 Part of the problem is there's so much information communications. 1427 02:13:03,000 --> 02:13:07,000 Covid is is completely all over the map anyway with people but. 1428 02:13:07,000 --> 02:13:13,000 You know the other the other fact of the matter is if we keep our own where you were playing the numbers game of 10 there and you said we're nine. 1429 02:13:13,000 --> 02:13:14,000 Right. 1430 02:13:14,000 --> 02:13:18,000 So what's the next question in our community if we run seven or something. 1431 02:13:18,000 --> 02:13:20,000 Do we execute it? 1432 02:13:20,000 --> 02:13:25,000 Which is going to be different than the provinces so I think just to keep it cleaner. 1433 02:13:25,000 --> 02:13:32,000 Any time we can clean up stuff where there's not a couple of things kind of same the same thing but not necessarily the same thing. 1434 02:13:32,000 --> 02:13:33,000 I think it'll just. 1435 02:13:33,000 --> 02:13:36,000 I'll just make it easier for the residents. 1436 02:13:36,000 --> 02:13:44,000 You know I think everybody gets the province thing now the do county at the beginning we're putting them on and people are going to miss you and they didn't have to do them in this view so. 1437 02:13:44,000 --> 02:13:47,000 I think it just you know we can overcome the communication. 1438 02:13:48,000 --> 02:13:52,000 Got that and and but make it cleaner all the way around when it comes to mass coverings. 1439 02:13:52,000 --> 02:13:54,000 Councilor Tillock. 1440 02:13:54,000 --> 02:13:57,000 So yeah I see for me. 1441 02:13:57,000 --> 02:14:04,000 Like I definitely think the number like the way that we had worded it to create it needs to be you know deleted essentially. 1442 02:14:04,000 --> 02:14:14,000 But I like as an enforcement because the province has made it so clear on whether we can enforce what we can't and how in that process. 1443 02:14:15,000 --> 02:14:30,000 And as the communications aspect like Councillor Beckett had indicated that you know one less thing that the communications team has to you know explain and and put on the website and and make sure everybody understands and then defend and whatever comments. 1444 02:14:30,000 --> 02:14:39,000 I just feel like if we if the province has a mask by law regardless of whatever number it is that they're saying like we have a mask by law and whether. 1445 02:14:40,000 --> 02:14:54,000 You know that means we don't have one and we're saying that that's one and that's what we're following is what the provinces or that are by law is essentially the same as that by law then that's kind of where I sit is that the the 10 and the whatever number we're not I feel like that doesn't matter anymore. 1446 02:14:54,000 --> 02:15:00,000 I think that we if the province has a mask by law in place then we have a mask by law in place and that's kind of the. 1447 02:15:00,000 --> 02:15:07,000 Super clear cut message, but then also there's a super clear cut message that our CPUs can enforce it guarantee. 1448 02:15:07,000 --> 02:15:13,000 So that's just kind of where I stand, but I'm not sure what option that would be under. 1449 02:15:13,000 --> 02:15:14,000 So. 1450 02:15:14,000 --> 02:15:16,000 It's far too far. Sorry. 1451 02:15:16,000 --> 02:15:17,000 Oh, sorry. Go ahead. 1452 02:15:17,000 --> 02:15:19,000 Gene, you want to speak? 1453 02:15:19,000 --> 02:15:24,000 Yeah. I probably be remiss if I can mention this. 1454 02:15:24,000 --> 02:15:34,000 The I guess the other the other aspect I have in our home place the same time is the provincial order is that we're in control of the prosecution. 1455 02:15:34,000 --> 02:15:38,000 Council of instead mentioned sort of, you know. 1456 02:15:54,000 --> 02:15:56,000 You 1457 02:16:24,000 --> 02:16:26,000 You 1458 02:16:55,000 --> 02:17:01,000 To me, so that when the province does remove this, it's just one last thing we have to do so. 1459 02:17:01,000 --> 02:17:04,000 That's the way I look at it. I. 1460 02:17:04,000 --> 02:17:13,000 So anyways, we can't make a motion right here, but we can move in back into council and then make a motion. 1461 02:17:13,000 --> 02:17:19,000 So I guess in order to prepare for it, the question would be I guess. 1462 02:17:19,000 --> 02:17:31,000 So yeah, so option sounds like option for one is what we're looking at repealing the by law unconditionally and immediately. 1463 02:17:31,000 --> 02:17:32,000 Yeah. 1464 02:17:32,000 --> 02:17:36,000 And if that does not pass, then the second one would be option three pass motion. 1465 02:17:36,000 --> 02:17:40,000 That the amendments be brought forward to essentially link it to there. 1466 02:17:40,000 --> 02:17:41,000 Yeah. 1467 02:17:41,000 --> 02:17:42,000 Okay. 1468 02:17:42,000 --> 02:17:44,000 Okay. 1469 02:17:44,000 --> 02:17:45,000 Okay. 1470 02:17:45,000 --> 02:17:48,000 So when we move into council. 1471 02:17:48,000 --> 02:17:51,000 The motion before you will be essentially option for that will. 1472 02:17:51,000 --> 02:17:54,000 I've direct administration bring forward a by law. 1473 02:17:54,000 --> 02:18:03,000 Well, actually you'll direct now, but we'll the by the by law will repeal the face covering by law unconditionally and immediately effectively. 1474 02:18:03,000 --> 02:18:09,000 And if that does not pass, then option three will be brought forward, which is to pass motion directing. 1475 02:18:09,000 --> 02:18:15,000 That amendments would see the by law link directly to the province mandatory province of restrictions. 1476 02:18:15,000 --> 02:18:17,000 That's what I sort of see is the two options being back. 1477 02:18:17,000 --> 02:18:27,000 So I just have a question then if there's some issue with three or four, you know, for now passing and going to three why would we then look at option two of just indefinitely suspending our by law. 1478 02:18:27,000 --> 02:18:28,000 So at least we take it off. 1479 02:18:28,000 --> 02:18:31,000 We don't have to go through the oops to put it back on later. 1480 02:18:31,000 --> 02:18:34,000 Like why would we just not. 1481 02:18:34,000 --> 02:18:35,000 Tucker to the side. 1482 02:18:35,000 --> 02:18:38,000 Yeah, Jean is that. 1483 02:18:38,000 --> 02:18:41,000 I'm hoping we have to get through. 1484 02:18:41,000 --> 02:18:53,000 Through the chair that you know that that provision was put in the by law just for this purpose to to make it a little bit easier to transition. 1485 02:18:53,000 --> 02:18:54,000 So. 1486 02:18:54,000 --> 02:19:03,000 Yeah, we rather than repealing out right we just suspended and at some point later on in time you like we should. 1487 02:19:03,000 --> 02:19:07,000 Get it reactivated then you can certainly do that by the way of motion. 1488 02:19:07,000 --> 02:19:10,000 Because I guess where I was going with that is if. 1489 02:19:10,000 --> 02:19:16,000 You know, let's suppose, you know, we did we did go to the work the province didn't do one we went ahead did our own by law. 1490 02:19:16,000 --> 02:19:19,000 The province put one in we're now superseded by the province. 1491 02:19:19,000 --> 02:19:26,000 Gosh, for a bit the province changed their tune they dropped their by law we become a hotbed we don't want to change our by law. 1492 02:19:26,000 --> 02:19:35,000 You know, at least we've got it there and we can reenact right I don't imagine that happening but at least we would have just suspended it rather than gotten rid of it. 1493 02:19:36,000 --> 02:19:39,000 Go ahead, Lars. 1494 02:19:39,000 --> 02:19:50,000 If we if we go with option two don't you run to the same issue is option four where again it's a communication thing where you know members of the public might be asking well you suspended it. 1495 02:19:50,000 --> 02:19:52,000 So I'm not going to remass now right. 1496 02:19:52,000 --> 02:20:01,000 Well, the only thing is is that no matter what the provincial orders one that is in effect right now so even if we were sent our by law our by law isn't an effect right now. 1497 02:20:01,000 --> 02:20:06,000 And so none of the signs are going to come down there won't be any differences as far as businesses go. 1498 02:20:06,000 --> 02:20:17,000 This is basically it's paperwork and so I sort of see your point bill like we could suspended leave it there I just hope I never have to put it back in again. 1499 02:20:17,000 --> 02:20:18,000 So. 1500 02:20:18,000 --> 02:20:29,000 Well, I guess you know if we talk about communications if we rescind it there's a whole lot more attention around rescinding it doesn't that make it seem more challenging for communications to talk about why we rescind it. 1501 02:20:29,000 --> 02:20:38,000 As opposed to it's purely suspended because of provincial current provincial mandate. 1502 02:20:38,000 --> 02:20:44,000 Well suspended needs is still there if you want to put it back in later yeah. 1503 02:20:44,000 --> 02:20:48,000 Yeah, it's almost like the suspension is just exactly what's going on right now. 1504 02:20:48,000 --> 02:20:57,000 I guess the question is yeah and I see your point is if if if we just suspended the not means that if we did want to bring it back in we could. 1505 02:20:57,000 --> 02:21:13,000 I guess I'm not sure I have a problem with that either suspending it doesn't seem to think because that means you still have to you still have to have a motion to bring it back in and all that means is that next time you're eliminating three readings that's on correct. 1506 02:21:13,000 --> 02:21:25,000 Yeah, so yeah so that works I'd be good if it's getting rid of it the same way and it still needs it there hopefully never ever have to use it again but if we did it's only one reading instead of three so I don't. 1507 02:21:25,000 --> 02:21:32,000 Very convincing argument council Hamilton. 1508 02:21:32,000 --> 02:21:41,000 So no, so no I'm thinking that maybe the suspended is the option to have a different council. 1509 02:21:41,000 --> 02:21:50,000 So it looks like that yeah we're we're good with that and it achieves the same thing and it leaves this more flexibility and yeah. 1510 02:21:50,000 --> 02:21:53,000 Good argument council Hamilton. 1511 02:21:53,000 --> 02:22:00,000 I'll kudos to whoever wrote option to in our document here because it's not like I came up with that myself. 1512 02:22:00,000 --> 02:22:04,000 Okay, so we need a motion to go back into regular council. 1513 02:22:04,000 --> 02:22:18,000 Councilor Hansen's made that motion on favor and that emotion carries unanimously so that takes us back into regular council and Councilor Hamilton has moved option to. 1514 02:22:18,000 --> 02:22:20,000 Any question just that. 1515 02:22:20,000 --> 02:22:24,000 Is that your fast it's to suspend the operation of the by law. 1516 02:22:24,000 --> 02:22:26,000 That's right. 1517 02:22:26,000 --> 02:22:31,000 So councilor Hansen's made that motion yes. 1518 02:22:31,000 --> 02:22:33,000 On option to it says. 1519 02:22:33,000 --> 02:22:36,000 The operation and enforcement of the by law. 1520 02:22:36,000 --> 02:22:38,000 Yeah, so there'll still be enforcement right. 1521 02:22:38,000 --> 02:22:40,000 No, well, not on that by law. 1522 02:22:40,000 --> 02:22:42,000 Yeah, only on the provincial by law. 1523 02:22:42,000 --> 02:22:43,000 Right, right. 1524 02:22:43,000 --> 02:22:46,000 Because again, the provincial by law is the one that's in effect right now. 1525 02:22:46,000 --> 02:22:51,000 It supersedes our local by law. 1526 02:22:51,000 --> 02:22:52,000 Councilor Tillett. 1527 02:22:52,000 --> 02:22:54,000 Just one more thing to add is that we are. 1528 02:22:54,000 --> 02:22:56,000 What did you say suspending it? 1529 02:22:56,000 --> 02:22:57,000 Yeah. 1530 02:22:57,000 --> 02:23:02,000 Maybe something along that motion could be due to the provincial whatever whatever is in place. 1531 02:23:02,000 --> 02:23:08,000 No, just we don't have to do this if we decide we want to put it back in. 1532 02:23:08,000 --> 02:23:11,000 All we have to do is bring it back in with be one motion. 1533 02:23:11,000 --> 02:23:14,000 That's not the motion to be more of the communication piece that needs that information. 1534 02:23:14,000 --> 02:23:15,000 Okay. 1535 02:23:15,000 --> 02:23:16,000 Good. 1536 02:23:16,000 --> 02:23:22,000 Okay, so we have a motion by councilor Hamilton for option two on favor. 1537 02:23:22,000 --> 02:23:25,000 And that motion is carried unanimously. 1538 02:23:25,000 --> 02:23:26,000 Thank you. 1539 02:23:26,000 --> 02:23:29,000 So now I need a motion to go into closed session. 1540 02:23:29,000 --> 02:23:33,000 You need a motion to commit to command to command you of the whole and then into closed session. 1541 02:23:33,000 --> 02:23:38,000 No, we would make the motion to go into closed session from our council meeting. 1542 02:23:39,000 --> 02:23:42,000 Mr. Mayor. 1543 02:23:42,000 --> 02:23:43,000 Mr. Mayor. 1544 02:23:43,000 --> 02:23:46,000 Oh. 1545 02:23:46,000 --> 02:23:47,000 It's close. 1546 02:23:47,000 --> 02:23:49,000 Oh, you are right, Senator. 1547 02:23:49,000 --> 02:23:51,000 Why do I even argue with you? 1548 02:23:51,000 --> 02:23:52,000 That's silly. 1549 02:23:52,000 --> 02:23:53,000 Still a big. 1550 02:23:53,000 --> 02:24:00,000 Councilor Beckett has made a motion to move back to committee on favor. 1551 02:24:00,000 --> 02:24:02,000 That motion carries unanimously. 1552 02:24:08,000 --> 02:24:10,000 Thank you. 1553 02:24:38,000 --> 02:24:40,000 Thank you. 1554 02:25:08,000 --> 02:25:09,000 Thank you. 1555 02:25:38,000 --> 02:25:39,000 Thank you. 1556 02:26:08,000 --> 02:26:09,000 Thank you. 1557 02:38:00,000 --> 02:38:02,000 Thank you for joining us. 1558 02:42:00,000 --> 02:42:21,000 Thank you. 1559 02:42:30,000 --> 02:42:40,000 Thank you. 1560 02:43:00,000 --> 02:43:10,000 Thank you. 1561 02:43:30,000 --> 02:43:40,000 Thank you. 1562 02:44:00,000 --> 02:44:10,000 Thank you. 1563 02:44:30,000 --> 02:44:43,000 Thank you.
