[9:45] Discussion? [9:48] » Um, what's the purpose? [9:53] » The purpose is moving to a special town [9:56] council meeting where the same items are [9:58] going to be taken up, only there's going [9:59] to be more items. [10:01] So, and we'll be voting in that [10:04] in that meeting. So, we don't vote at a [10:05] workshop. [10:06] » Right. I'm just trying You said [10:08] additional, what are the additional [10:10] things? [10:11] » I don't know what the additional things [10:13] are, Mr. Town Manager. [10:15] » We will have a number of things on that [10:17] agenda, [10:18] uh, [10:19] including lake levels, potential dam [10:22] repairs, [10:24] uh, [10:25] I don't have a list in front of me, but [10:27] we'll have a number of things, some of [10:28] which you should be voting. [10:32] » Okay, thank you. [10:33] Any more discussion? [10:36] Roll call. [10:39] » Councillor Summers? [10:40] » Yes. [10:41] » Harrington? [10:42] » Yes. [10:43] » Street? [10:43] » Yes. [10:55] » I did, I only [10:56] » Dennis was appointed for that. [10:57] » Yeah, but I I don't know what [10:59] I'm going to say. Great to say, [11:01] uh, I will thank you for the fact that I [11:03] just had my annual vacation. I enjoyed [11:05] not being here, and I will say that [11:07] Dennis Boland, who filled in for me, uh, [11:10] he did that a couple of years ago, and [11:12] uh, absolutely nothing happened during [11:14] the time he was being the acting town [11:16] manager. These last two weeks were very [11:18] different than that. Many things came [11:20] up, but Dennis handled them well, and [11:23] and uh, I I thank him, and I thank you. [11:26] » Congratulations, Dennis. Good job. [11:31] Planning board report. [11:36] » There is no planning board report which [11:37] has been handed in to the town office [11:41] » Thank you. [11:44] Item number seven, monthly reports. [11:46] Anything on monthly reports for the [11:48] council? [11:52] » Mr. Chairman, I have a couple questions [11:54] but I'll hit some of them when the [11:55] council gets back with me. [11:57] » Okay. [12:00] » One thing that I'll let I ask about is [12:01] do you know for sure what [12:03] in the last four months how many dollars [12:06] have been brought [12:08] brought in [12:09] by [12:10] the assessment of the [12:12] of the of the bad properties, not the [12:14] bad properties but the properties that [12:15] wasn't set properly and also properties [12:18] that wasn't ever assessed. [12:20] » We We do have that on the new billing. [12:24] » Uh Mr. Chairman, so my monthly report [12:27] wasn't in the uh agenda. I had a death [12:29] in the family. Uh we do know about the [12:31] sign. [12:32] Uh there was um we thought we could get [12:34] it fixed by a local company. Turns out [12:36] we couldn't. Uh company from Lewiston [12:38] came up and it has been sent out to be [12:41] fixed and it should be fixed soon. [12:44] So. [12:50] » Anything else on monthly reports? [12:54] Item number eight, open forum. [12:56] Council will allow Lincoln residents and [12:58] all Lincoln taxpayers to comment prior [13:00] to council action on agenda items. Open [13:03] forum questions should be forwarded to [13:05] the town office by mail or email to the [13:07] town clerk, Anne Morrison [13:09] at questions@lincolnmaine.org. [14:15] Anyone for open forum? [14:17] » Mr. Chair, you do have one via Zoom, [14:20] Jesse Now. [14:21] » Okay. [14:23] We can start with that one if you want [14:24] to. Bring that person up. [14:29] » Hello, can you hear me? [14:31] » Yes. [14:33] » Hi Council, Matthew Wamboldt here. I [14:35] heard the rules. This is something we've [14:37] talked about, but I saw on the agenda [14:39] there hasn't been anything put on about [14:42] the looking into the relocation of the [14:44] Gary Gordon statue. So, I just want to [14:46] pop on and see if that's something that [14:48] we're still potentially open to looking [14:50] into the feasibility of relocating that [14:52] statue, or is that something that other [14:55] priorities have taken [14:57] priority over? [14:59] » Madam Mayor. [15:01] We have done nothing to really look into [15:04] that in a serious way. We need to [15:06] develop [15:08] dollar amounts what it will cost to move [15:10] it, and we need to get the family to [15:12] approve moving it. [15:14] If that is what we have to [15:16] Can we assign someone [15:17] » Perfect. I spoke into that last month I [15:20] when I made a comment on this, I spoke [15:22] to the widow, Carmen Gordon, and the she [15:25] spoke to the family and the artist. They [15:28] are all on board, and they would like to [15:29] be involved in this process. Um [15:32] so, just wanted to follow up with that. [15:35] Just to stay this at top of mind cuz I [15:37] think it's an important thing to [15:39] accomplish for the town. [15:43] Or at least to look at it. [15:44] » Have We will have somebody We will have [15:45] somebody assigned to that. [15:47] » Yes. [15:50] » Anyone else? [15:52] Yes, sir. [15:55] » Hello everyone. My name is Carl Stengle, [15:57] and I live on Cross Street. [15:59] And I want to thank the manager who's [16:01] doing the underground work on the [16:03] street. I see it's getting done this [16:05] week. [16:06] But, there used to be signs on both ends [16:08] of Cross Street that said no food [16:10] trucks. [16:11] And I feel that if they they don't put [16:13] those signs back up and somehow try to [16:16] enforce that, that once they do repair [16:18] the road, it's just going to get torn up [16:20] again. So, my question is, can we get [16:22] signs put back up? And if we do, how do [16:25] we enforce that? Do we have to give the [16:27] drivers a couple tickets, and then they [16:29] go back to their boss and say, "Hey, [16:30] I've gotten a ticket for cutting through [16:31] there. What do we do?" [16:35] » Yes, Dennis. The signs are on order. Let [16:38] Mr. Stengle speak some. [16:41] » Also, how do we enforce [16:42] » Also, it'll be enforced by the police [16:45] department. [16:49] » We have an order [16:50] on them. [16:52] » Also, police department. [16:53] » I don't know how to answer that question [16:55] cuz I But, I've never [16:57] I've never [16:58] honestly enforced [17:00] through truck traffic. [17:02] I don't know how that would be enforced [17:03] cuz it's not a It wouldn't be a [17:06] E-ticket. So, I'll have to look into [17:07] that and and get back. [17:09] » I'm sure if they get a few tickets, [17:10] they'll stop driving through it. [17:12] » You asked last month about the dam. [17:15] » Yeah. [17:15] » We've had someone go and look at the dam [17:18] and we're looking at doing a Dennis, can [17:20] you speak to that? [17:23] » We have had several people out look at [17:25] the dam. Wait Libby who's the steward [17:28] steward of the dam, [17:30] myself and a representative from Allen [17:32] Engineering. [17:34] And so I prepared for a presentation of [17:36] sorts at our workshop tomorrow. [17:39] » On the 16th? [17:41] On the 16th. [17:43] Anyone else? [17:45] » Anyone else on the phone? [17:46] » Anyone else on the phone? [17:48] I assume Blaine King is on your agenda [17:50] for tonight. [17:56] 482 [17:59] Anyone else for open open forum? [18:06] Uh item number nine, the consent agenda. [18:08] All items will be marked with an [18:10] asterisk are considered to be routine [18:13] and will be enacted by one motion. [18:15] There will be no separate discussion on [18:17] the items unless a council member so [18:19] requests, in which [18:21] the in which event the item will be [18:24] removed from the consent agenda and [18:27] considered in its normal sequence on the [18:29] agenda. [18:30] Item number 10 will be auto polls to [18:33] open. Item number 11, [18:35] direct registrar of voters and item [18:38] number 12, election of wardens, appoint [18:42] election wardens. [18:44] Uh suggested motion, move to approve. [18:47] The suggested motion for items 10 [18:49] through 12 as presented. [18:52] » Second. [18:55] » Second. [18:56] » Norton. [18:59] Discussion? [19:01] Roll call. [19:03] » Councilor Summers. [19:04] » Yes. [19:05] » Councilor Harrington. [19:07] Councilor Street. [19:08] » Yes. [19:09] » Councilor Clay. [19:10] » Yes. [19:11] » Councilor Trax. [19:12] » Yes. [19:14] » I do. [19:27] » Item number 13 [19:30] Presentation update from Biofine [19:32] Developments Northeast Incorporated. [19:35] 0101 [19:43] » Good evening everyone. Good evening. [19:44] Good to see you again. [19:45] » Nice to see you again. [19:46] » Sorry about doing my back for the [19:48] awkward stuff. Um so we [19:51] uh once again brought a brief [19:53] presentation but as I [19:55] feel it's a privilege to be able to [19:56] present to you and talk to you about [19:58] uh the progress on our project. Uh and [20:02] and provide some some some updates. [20:04] » Can you just identify yourself? [20:09] » I'm Stephen Jones. Jones. I'm the CEO of [20:11] Biofine Developments Northeast. The the [20:14] the company that's developing the [20:17] biofuels project at the at the former [20:19] naval site. [20:19] » Thank you. [20:21] » Um so let's see. If you go to the next [20:24] slide very briefly I know you've heard [20:27] all of this before but but for anyone [20:30] who hasn't just to [20:31] quickly [20:33] recap. Uh so Biofine is a [20:36] green chemicals and biofuels developer [20:39] and manager. Bio show fuels our own [20:41] proprietary technology that is the [20:43] subject of 28 patents worldwide [20:46] for [20:47] manufacturing these these proprietary uh [20:51] compounds and chemicals. [20:53] Biofine main phase one will make its [20:56] home here in Lincoln, Maine. [20:59] We've been working on it with [21:01] you and and staff [21:04] for several years now and as you know [21:06] we're closer. [21:08] Uh the plant will be a 150 um per day [21:11] dry ton, 200 green ton processing [21:13] facility where we'll take 150 tons of uh [21:18] wood and paper [21:20] and convert into 4 million gallons of [21:23] biofuels and then some very valuable [21:26] chemicals that I'll talk about in a [21:28] minute. Uh we signed a long-term lease [21:30] with you that was also extended um [21:33] just [21:35] earlier this year. Um [21:37] our final permit applications were filed [21:40] in September 2024. I'll give you a quick [21:42] update on where we are with those. [21:45] Um we're building the the project under [21:47] a [21:49] EPC design-build construction contract. [21:52] And we have a long-term off-take [21:53] contract with Spray Resources. Uh we [21:56] partnered with Fire Rock Chemicals for [21:58] the balance of the [22:00] chemical products that we're producing. [22:02] Um [22:04] we're relying on the the towards [22:05] forestry [22:06] industry side. [22:09] Our vision in Lincoln includes scaling [22:12] up 10 times [22:14] from what we have [22:17] planned to start later this year. [22:19] Um [22:20] we have a 1,500 ton ton per day plant [22:23] that takes advantage of all of the [22:25] various site elements and [22:27] characteristics. Um utilities, rail [22:29] siding, and all of the work that the 17 [22:33] plus million dollars in grants have have [22:37] provided for us. [22:39] Um there's plenty of local feedstock, [22:41] and we look forward to this continuing [22:43] partnership with [22:45] with the city and and staff. [22:48] Um if you go to the next slide, [22:50] I have a few slides here to quickly [22:52] provide some updates from the last time [22:55] that we [22:56] talked to you. So, so very often in [22:58] these projects, permits, certifications, [23:01] and licenses are the things that hold us [23:03] up, we are running at or close to [23:06] schedule [23:07] on all of these. As I mentioned, our [23:09] final permit application went in in [23:12] September of last year. [23:14] There've been no questions or [23:15] objections, and so we're waiting two [23:18] things. Finally, on that, there's a geo [23:20] tech survey that needs to be done and [23:21] then another final condition, which [23:23] include [23:24] our construction contract finalization [23:27] and and and and closing on financing. [23:31] One terrific thing that's happened, and [23:33] again, [23:34] with much thanks to um [23:38] uh [23:38] Manager Bronson and the city of Warwick, [23:42] the DEP agreed with us that their [23:44] chapter 409 waste permit waste [23:47] processing facility permit did not apply [23:49] to us. Um when I spoke to you last, that [23:52] was sort of on the horizon, [23:54] looming as a potential one-year delay [23:57] in the project, and and we were thrilled [24:00] that um you know, that they [24:02] found their way and in no small part [24:05] uh due to the help of the good staff. [24:10] Um [24:12] Biofine has a intellectual property [24:14] license. It's sort of behind the curtain [24:16] for you guys, something you don't [24:18] probably [24:19] expect to ever see, but there's a pretty [24:21] rigorous process for licensing and [24:24] utilizing the IP of this project. [24:27] We agreed and executed the [24:29] license for the for the specific [24:31] project, so we're pleased about that. [24:34] Um the final we we have to get ASTM [24:37] certification for our fuel, [24:39] and the final balloting on that is due [24:42] before the year end. First ballot will [24:45] be in September [24:47] for ASTM. There's always at least two or [24:50] three, [24:51] so we'll have our final one for the year [24:53] end. Um our designation for our pathway [24:57] process for RINs with the EPA is in [25:00] process. This isn't actually something [25:01] that we um have to have before financial [25:04] closing and starting construction, but [25:06] it's something um that we uh decided was [25:09] interesting to to get started with. So, [25:12] um you know, that's just um [25:14] uh for your information. [25:16] Um another thing that we need to have [25:18] before [25:20] uh starting construction is our uh [25:23] uh carbon dioxide fuel uh pre-assessment [25:26] from uh one of the exchanges. Uh Pure [25:29] Earth uh is finalizing that subject to [25:33] the final results of the tested our bio [25:36] biochar. Um we have a number of other uh [25:40] product tests and certifications that [25:42] are [25:43] um uh either in hand or in process, uh [25:45] none of which uh threaten our schedule. [25:49] Um and lastly, uh we were told that we [25:51] did not need a permit for handling [25:52] ethanol um uh on on the basis of the um [25:57] federal plan. So, that's the story on on [26:00] permits and certifications. We're happy [26:02] that that's running uh as I say, on [26:04] schedule. Um in the next slide, uh we'll [26:07] talk about uh uh this is our [26:09] construction contract and construction [26:11] design contract. [26:13] Um uh so, that we've concluded EPC uh [26:17] term sheet negotiations with our [26:18] contractor, Veolia Water. Um [26:22] uh [26:23] the um there is an outstanding [26:25] discussion going on about uh final [26:27] price, of course, as you can imagine. Um [26:29] always kind of the last thing. Um we've [26:31] made a number of design changes in the [26:34] course of this uh uh [26:36] uh re-contracting. If you remember, we [26:38] had a uh a contract with um that failed, [26:41] um and we had to re-contract. Um so, we [26:44] took the opportunity to look through a [26:45] number of things, what waste water [26:47] discharge um and the water discharge [26:50] quality, um which is going to benefit [26:52] you and us in terms of the size and uh [26:55] um, the amount of waste we're going to [26:56] have to treat. [26:57] Um, [26:59] uh, we've then increased uh, production [27:00] capacity marginally, [27:02] um, added some additional product [27:04] modules, and um, and made our our our [27:07] uh, internal site design site agnostic. [27:10] So, uh, this is it's the design that we [27:12] can use, [27:14] um, as we build out in in the subsequent [27:16] frames. Um, so that's [27:18] uh, creating some delays for uh, [27:21] um, um, we're probably putting into [27:22] first quarter now of of next year. I [27:25] think I told you uh, year end when uh, [27:28] when I was last with you. [27:29] Uh, but um, we think that those uh, the [27:32] added functionality and the quality of [27:34] the design package more than offsets the [27:36] the the delays. Um, [27:39] there are some increased costs, uh, [27:41] tariffs for imported goods, and then uh, [27:44] some of the additional time capabilities [27:46] are uh, impacting our costs. Um, we have [27:50] been able to drive some competitive [27:51] tension from some competing proposals on [27:54] the construction contracts. Uh, so we [27:57] feel good about that. [27:58] Um, and finally in this space we're [28:01] pushing very hard to optimize and make [28:03] sure that all of the local construction [28:05] and engineering trade are are utilized. [28:08] Um, [28:09] uh, the our largest uh, and and we've [28:12] been pretty successful with that. [28:15] Um, [28:17] in the next slide we talk about some of [28:19] the things we've done on products. [28:21] Um, product it's uh, products this is [28:24] uh, slide five. Um, product [28:26] optimization. There we go. Uh, and I'm [28:29] not going to drive you through all of [28:30] these, but basically what this slide is [28:33] supposed to show is the the sort of uh, [28:36] primary non-fuel products, [28:38] um, the various permutations of these, [28:40] and and uh, where we expect to [28:43] uh, market them. Um, as I mentioned, [28:47] uh, all of the non-fuel products that [28:48] we're marketing they being marketed with [28:50] Carcross Council south of Kansas City. [28:53] We've got a terrific relationship with [28:55] them and they they've been [28:58] they've been very collaborative on [29:01] on all of these. And finally, we're [29:03] finalizing the feedstock contracting [29:07] with [29:08] three or four of the major forestry [29:10] groups in the in the region with term [29:13] sheets in process. We're also [29:17] looking at some post-process [29:20] paper residues from the MRC in Hampton. [29:24] Um, and and that's actually helping that [29:27] project get get get rolling as well. [29:31] Um, one of the things that we're trying [29:32] to do with the US EPA right now is to [29:37] uh uh [29:38] is to get the EPA to accept that we can [29:42] use pulpwood for as our feedstock and [29:45] that would qualify under the RFS. Um, [29:49] that's important because right now we're [29:51] using [29:52] this tops and tails, pre-commercial [29:55] thinnings, [29:56] and you know, slash. Um, but pulpwood is [30:00] still being dragged back into the woods [30:02] when when it can't be marketed [30:04] to forest fire concerns. And so, it's [30:07] you know, it's it's it's a wasted [30:09] product. So, we think we'll be [30:10] successful. It's not it's not critical [30:12] for us going forward in with the [30:14] project, but [30:16] we'd be really happy to see that uh [30:18] see that be successful. [30:20] Um, and I just want to say in the next [30:23] slide one word about [30:26] actually one more [30:27] slide. Thank you. This is just a little [30:30] bit of a word about our development [30:31] process and timing because [30:34] as I said, we've been working with you [30:35] for several years. [30:37] You probably sit and wonder like what [30:39] are those guys doing? What's taking them [30:41] so long? Like, come on already. We [30:44] This is a development process very [30:46] iterative process. We We have a number [30:48] of work streams and I've listed them out [30:50] here, citing, permitting, engineering, [30:52] feedstock, teaming and technology, [30:55] operations and maintenance, and [30:57] All these have financial implications. [30:59] All of them have to be documented and [31:01] contracted. And we need to be able to [31:04] make sure that the market's going to [31:05] accept them. So So, this is sort of my [31:08] attempt at drawing this sort of cycle. [31:11] I don't I I hesitate to call it a [31:13] virtuous cycle, but it's a cycle [31:15] that that leads us through the process. [31:18] Our model [31:20] has over 200 independent variable [31:22] assumptions [31:23] and 100 different operating [31:25] calculations. So, you know, every time [31:27] we change one, [31:28] we have to go back through and and and [31:30] and and re-evaluate all the others. So, [31:33] you know, if you're wondering what we've [31:35] been doing, that's that's that's that's [31:37] sort of it. [31:38] Additionally, [31:40] what we've been doing in the next slide. [31:42] And the last slide is [31:45] just a few new things. We've gone [31:49] through a little mini rebranding. You'll [31:51] notice our logo now, instead of saying [31:53] BDN, it says Biofine North America. [31:56] Biofine Developments Northeast is kind [31:59] of a big mouthful. [32:01] And [32:02] and kind of makes us the Austin nobody [32:04] else. So, So, [32:06] we're doing business as Biofine [32:09] Biofine Group and Biofine North America [32:11] now. [32:12] And that goes hand in hand with the new [32:14] website that we're putting up. With with [32:17] the new logos, we'll have a new domain. [32:19] Um [32:21] And [32:23] there will be a you know, a drop-down [32:25] separate website for the [32:26] for the project [32:28] where everybody will be able to go [32:30] and see you know, how we're coming. [32:32] Um the second sort of new and noteworthy [32:35] thing that I wanted to mention is [32:37] you'll see in the coming days a [32:41] press release that will issue [32:43] about an MOU that we've executed with [32:45] Drax corporate out of the UK. Drax is a [32:50] 10 billion dollar [32:52] UK utility [32:54] that long ago converted their coal-fired [32:57] power plants to wood pellets. [32:59] And they source most of those wood [33:01] pellets in the US. So the MOU that we've [33:04] signed with them is [33:06] is an MOU to [33:09] look for design innovation and and cost [33:11] sharing opportunities, [33:14] new product development. They would like [33:16] to use our char to [33:18] increase the heating value of their [33:20] their pellets, which [33:22] you know, have at it. We love that. And [33:26] and then of course future co-location [33:28] options which can include either [33:30] existing plants or you know, [33:32] or Lincoln for that matter. [33:35] Um [33:36] And then finally I think just reported [33:40] at the [33:42] meeting by National Energy [33:44] and Fuels Institute conference, [33:47] we have been receiving tremendous [33:48] unsolicited interest in [33:50] the yellow hammer [33:52] fuel oil. [33:54] Not surprising us, but you know, [33:56] gratifying to see that come to fruition. [33:59] Sort of validates our business model and [34:01] and all of the things that we say we [34:03] want to be here in Lincoln. [34:05] That's coming from corporates and [34:07] institutions and we've been replying to [34:09] RFPs [34:11] and soliciting or [34:14] working on [34:15] you know, realizing on some of those [34:17] that's unsolicited interest. [34:19] So that's it. That's everything I wanted [34:21] to tell you about and happy to answer [34:22] questions now or or later. [34:25] Hopefully that didn't [34:26] put anybody to sleep, but thank you [34:28] again for for all of your questions and [34:30] your materials too. [34:32] » Sure. [34:33] Couple things just this one is [34:35] » Kind of [34:36] curious about this one. [34:37] » You had ASTM certification we said [34:39] validating. How does that process work? [34:41] That's interesting. [34:42] » Yeah, it's interesting. This is actually [34:44] my first time through this. So [34:47] so [34:48] it's a it's it's [34:52] the [34:52] standard [34:54] uh [34:55] the standard setting [34:57] group you know all the rules and a lot [35:00] lot of technical stuff with the process. [35:03] Um so [35:05] they they establish ASTM establishes [35:08] specifications for all fuels. Um and the [35:13] validating is [35:16] is the council the the board [35:19] all agreeing that you know that this [35:21] accurately and adequately describes the [35:24] fuel that it takes into consideration [35:27] all of the necessary safety and [35:28] transportation um hazards and um [35:31] considerations. And [35:34] yeah and and it seems to be that nobody [35:36] gets to pass on the first try. So that's [35:39] » That's one of the things I wondered [35:40] actually. [35:41] » Yeah. Yeah, so so [35:43] I mean it's sort of been you know [35:45] pre-sold if you will with this group and [35:48] and but [35:50] I think maybe it's a tradition that you [35:53] know [35:53] no nobody gets to pass the first time. [35:55] » All right. And then you said delay [35:58] you're talking about [35:59] actual delay of [36:02] uh [36:03] ground [36:05] breaking sometime early in the when you [36:07] move it back winter or spring. I'm [36:09] thinking probably not winter. [36:11] » Well, so we can start engineering [36:14] you know any any time. [36:16] I [36:17] if if I you know I I hate to sort of [36:20] offer false hope and and I'm so I'm you [36:23] know I'm going to say probably we're [36:24] thinking you know it's pushed back a [36:27] most of a quarter, right? Into sort of [36:29] the end of end of first quarter [36:31] for finally [36:34] closing financing [36:36] and you know, putting a putting a shovel [36:37] in the [36:39] » Okay. [36:40] All right, thank you. [36:42] » Mr. Chairman. [36:43] » Oh, I'm sorry. Sheldon? [36:44] » Uh I grew up in the woods business all [36:46] my life. Uh [36:49] Now, how much per dry ton are you going [36:51] to be paying for slab because if it's [36:54] not economically feasible for the [36:56] contractor, he's just going to haul it [36:57] back in the woods [36:59] and use it for a sub base to [37:02] operate the machinery. [37:03] » Right. [37:04] » So, I mean, is it going to be $35, $40 a [37:07] ton? [37:08] » I can't say [37:10] in this in this forum, but it is it is [37:12] we know that we have to make it [37:14] economically attractive and and it it [37:16] and you know, [37:18] that it's been a topic of negotiation [37:20] and we'll we'll uh [37:22] it will [37:24] uh [37:25] it will be attractive and it will [37:26] actually also permit other [37:29] forestry uh to continue that has it [37:31] done. [37:31] » Okay, thank you. [37:34] » Anything else? [37:36] Think. [37:37] Sheldon? [37:38] Uh [37:39] So, I guess this would be for you and [37:41] Steve Levesque. Um so, won't we have to [37:44] start this as asbestos remediation [37:48] process prior to the first quarter of [37:51] of uh [37:53] 2026 when they're ready to break ground? [37:56] Won't we have to start our asbestos [37:58] removal [38:00] project of digging the hole and filling [38:02] the hole and [38:04] » Well, I'm going to talk a little bit [38:05] about that later, but actually we're [38:07] very fortunate because there isn't any [38:08] asbestos involved with their project. [38:11] » Perfect. [38:12] Never mind I asked. [38:14] » We like that, too. [38:15] » Yeah. [38:16] Okay. [38:16] » Uh [38:17] Anything else? [38:20] » I asked the question. [38:21] » No. No. [38:22] » Thank [38:22] » You, sir. Thank you. Thanks very much. [38:24] » Appreciate it. [38:26] » Item number 14, update on properties [38:29] added to tax records. [38:33] Mrs. Birch. [38:46] » So, to make it short, the project is [38:48] ongoing. And once it's done, I should [38:50] have a list of all the properties that [38:51] were added in all the ones that were [38:53] built rebuilt for multiple years. [38:55] But, as I stated in my monthly report [38:58] that as you read it, when I came back [39:01] from Chicago, I had a property owner [39:03] come into my office [39:05] and look at me and say, "I did the [39:07] calculation on the 30% cross-the-board [39:10] adjustment. When I did it, something's [39:12] not adding up." At that point, I told [39:14] him that the factor adjustment that goes [39:16] to all properties, there's no way it [39:19] could not add up. [39:20] In the duration of when I went to [39:22] Chicago, I noticed that there was a [39:24] different program added to our Trio [39:26] program called account maintenance. We [39:28] use short maintenance in the town of [39:29] Lincoln. [39:31] When this gentleman was in my office and [39:33] I double-checked, because when I did the [39:35] first calculation, I had checked the [39:37] accounts to make sure it went through [39:38] accurately and there was no problems [39:40] with the factor. [39:42] When I checked it when this gentleman [39:44] was in my office, I found that the land [39:46] values were inflated, not 30%, but over [39:49] 60%. [39:52] So, I went and talked to the treasurer [39:55] and we called Trio, who is our software [39:58] company. They informed me, they said, [40:00] "Oh, we don't know how this happens. It [40:03] randomly happens. It just adds in. Did [40:05] your property values double?" [40:09] I was not happy. I was very upset, and I [40:13] felt this was just perfect timing that [40:15] it adds to the credibility factor we [40:17] already have. [40:19] At that point, the treasurer, Melissa [40:21] Cantella, who does our technology, put a [40:23] call in and said, "We need this fixed, [40:25] and we need this fixed immediately." [40:27] It was almost 2 weeks before the [40:29] software company got back to us. So, [40:31] this is why commitment is delayed. [40:34] This is why I have done the corrective [40:36] adjustments that they've done with the [40:38] uh factoring. But, in addition, when I [40:41] went in to try to correct this on my [40:43] own, when I discovered the issue, [40:45] started deleting the town information. [40:48] So, I'm in the process of reviewing [40:50] accounts, putting that back, and we have [40:53] a target date for commitment of the [40:54] 15th, but the bill rate I gave you of [40:57] $15 and [40:59] » 68 [40:59] » 68 cents is not accurate. It's $17.40 [41:03] because of that 30 extra 30%, which has [41:07] now been corrected, which amounts to [41:09] about a 7% increase in everybody's tax. [41:14] So, with that, all I can tell you is [41:18] this was out of our control, [41:20] and luckily, uh [41:22] had it call on speaker, so it was plenty [41:24] of witnesses. I'm not making this up. [41:28] And in going to tax school this past [41:30] week, I found out that there were many [41:31] others that had the same issues. So, all [41:33] I can tell you now is it's been [41:35] corrected. I've checked the accounts. I [41:38] put the information that was deleted [41:39] when I tried to correct it back in, and [41:42] I'm still working on adding values, and [41:44] hopefully, we'll have commitment ready [41:46] to go on the 15th. [41:47] » So, with this issue, will Maine Revenue [41:49] Service let us do less than a 30% [41:52] increase on our property values because [41:54] of [41:55] now increasing 7% instead of 3%? [41:59] » No. [42:00] No, it's that they adjust the 30% so [42:03] people [42:04] our assessments go up to 100%, so people [42:08] get their homestead exemptions, we get [42:09] our tree growth reimbursement, our [42:12] homestead reimbursement, etc. [42:14] It doesn't have anything to do with what [42:17] we require as a budget to run the town. [42:21] So, no. [42:23] And actually right now, the main lister [42:25] for assessors is compiling a list of [42:27] towns that had to do these adjustments. [42:30] We're up to 250 right now. [42:33] They did similar adjustments. [42:36] » Well, um I take it I think we've [42:39] discussed it before. There are options [42:42] for companies to provide the service are [42:46] Is there another? [42:47] » There are other There are other [42:49] companies. There's the Patriot system, [42:51] there's the Vision system, and there's [42:53] the Tyler system. But, not all of these [42:56] have budgetary systems in them. And what [42:58] happens is that they have similar [43:00] problems with their assessing because [43:02] software is not [43:05] unproblematic. So, they have different [43:08] issues, not the same, but different. And [43:11] um [43:12] Trio is encountering more than usual cuz [43:14] they just went to a web-based software. [43:17] But, like for instance, some of these [43:20] don't have budgetary, so we do the [43:22] assessment and you load it onto the [43:23] other system and then you come up with a [43:25] whole host of other problems that are [43:27] way worse than this. [43:30] » I guess I I still don't understand how [43:31] somebody hasn't made any improvements on [43:33] their property in 40 years. [43:35] We can increase their value by 30%. [43:39] I don't understand it. I [43:40] I don't know the assessing world. I I [43:43] don't I just don't understand it. [43:45] » Well, the only thing I can give you for [43:47] a reference is when I started here in [43:50] 1991, the average ranch style home, you [43:53] all know about 1,000 square feet, [43:55] five-room count, as one bathroom, as a [43:58] hot air furnace or electric heat at the [43:59] time, full foundation on an in-town lot, [44:02] sold for 40 to 45,000. [44:04] Today, they're selling for 180. [44:07] So, that's how they do it. It's It's [44:10] statistically based, and it's a [44:12] It's [44:13] market-based adjustments because the [44:15] market is saying it's all [44:18] All of the assessors in the state of [44:19] Maine are facing the same situation. [44:21] » And this is all because Maine revenue [44:23] said we need to increase 30%. [44:25] » They because we need to keep 100% [44:28] assessment. [44:29] » Mhm. [44:29] » There's different adjustments being [44:31] applied. Not everybody is doing 30%. [44:33] » I thought we were under 30. [44:35] » No, 30% when we started, we were going [44:37] to be 40%. [44:39] » Okay. [44:39] » They lowered it to 30. [44:41] The average is 30 right now. [44:45] But some are even more. Some Some [44:46] assessors right now are at 50% [44:49] assessment, so [44:51] they're double. [44:52] » So, our our mill rate right now looks [44:54] like it's going to be 1740. [44:56] » Yes. [44:57] » Last year, it was 21. [44:58] » It was 2060. [45:00] » 2060. [45:01] » Yeah. [45:10] » Well, yeah, and [45:12] Okay, this is all being done because we [45:14] don't have an actual revaluation yet. [45:17] And then if the revaluation accepts us [45:20] » Who recently had a revaluation. [45:24] » Really? [45:24] » In the past year. [45:25] » So, that isn't [45:26] » Their assessments have have their [45:28] quality ratings have dropped. [45:31] Just like ours did, and they're being [45:33] told they're assessing at like [45:35] 71%, so they need to adjust it up. Like [45:38] this is after revaluation. I will say [45:42] that I feel very confident with the [45:44] current condition of the market where [45:45] I'm seeing prices go down, and I'm [45:47] seeing sales taking longer. You know, [45:49] before it was like a average week to a [45:52] month to sell. [45:53] Now, it's more like 3 to 6 months, you [45:56] know? So, I'm thinking that the market [45:59] is adjusting, so I'm thinking when our [46:01] reval starts, by the time it finishes [46:04] they'll be a leveling off. So it it [46:06] won't be like these that did it right [46:08] during the bumper height [46:11] of [46:12] of this market inflated markets. [46:15] I did have a state economist come and [46:18] speak at tax school. I have the report [46:20] in my office and everything I've just [46:22] told you is outlined in that report, [46:24] exactly the same thing. [46:27] You know, I'm [46:29] it's a condition of the current market. [46:33] » And we've already set our budgets. We're [46:35] not like we can't cut our budget, we've [46:36] already voted on it. [46:40] I've got next year's budget. [46:42] » We'll have to do what we have to do. You [46:44] know, just like I had to do what I had [46:46] to do. [46:48] And you know, it's it's unpleasant. It's [46:50] certainly, you know, it's the cost of [46:52] running the town. [46:54] » When when the new tax property when the [46:56] new properties are [46:58] correctly assessed and they're in there [46:59] and you file them and you put them on [47:01] the list, [47:02] that'll go towards 2026. That won't [47:04] affect 2025. Is that correct? [47:07] » Well, 2025 technically is over. [47:10] » Right. [47:10] » Right. So yes, it will go to this year. [47:12] » Okay, it'll go to the following year in [47:14] in in tax base. [47:16] » Yes. [47:16] » Okay. [47:17] » Yes. Yes, because the tax base when they [47:19] do my audit for instance for this year, [47:21] they'll be looking at 2025. [47:25] But I'm open for any questions. I'm open [47:27] for, you know, I mean [47:30] the last thing I wanted to do tonight [47:32] was stand up here and tell you there was [47:34] a glitch in the software. [47:36] That is absolutely the last thing. I [47:38] really don't have, you know, suicide on [47:40] my favorite ring. [47:42] » And maybe we need to look for a [47:43] different cuz we've had several issues [47:46] with that Trio. [47:48] » If you could hear the horror stories at [47:50] tax school, they're varying variety. [47:54] And Uh, one of the things is customer [47:57] service because the fact is new software [48:00] companies are understaffed, too. So, [48:01] they're having a hard time getting back [48:03] to the people asking the questions. [48:07] » Mhm. [48:10] I'm just sitting here wondering [48:12] how we dealt with this 40 years ago [48:13] without all this technology. [48:16] » It was called manually done. [48:18] » Now, would that be more efficient? [48:21] » Uh, with the amount of tax accounts we [48:23] have today, I would say no. But, may I [48:26] remind you, too, back then, we had a [48:29] single assessor, meaning the assessor [48:31] only did assess. [48:34] And they also had a part-time assistant. [48:42] » Do we not have that now? [48:44] » No. [48:47] I have a part-time part-time assistant. [48:51] » And she has a part-time assistant. [48:55] » And we're you're looking at two [48:57] different things because [48:59] we can add a full-time assistant, but [49:01] that's going to add to our budget. [49:02] With benefits and and I think that's why [49:06] we went with part-time part-time. [49:08] And just my opinion, if we add another [49:11] position, that's [49:12] that's a lot of money to the budget. [49:14] » But, to spend 80 to collect [49:16] 300,000 would be a good thing. [49:20] » Well, you don't want to just spend 80 [49:21] for a full-time employee. [49:24] » No. [49:26] » You know. [49:27] » You can you can bring her up if you [49:30] want to. No question. [49:34] Any other questions for Mrs. Burks? [49:38] Thank you very much. [49:43] Item 15, discussion on Wreaths Across [49:46] America. [49:53] » Uh, good evening. My name is Landon Fry. [49:54] I'm one of the co-coordinators for [49:57] Wreaths Across America. [49:59] Um some of the other co-coordinators [50:01] would be [50:02] April McKinney, Dakota Ora, and Scott [50:05] McNish. Um what's your name again, sir? [50:08] My name is Landon Fry. Landon, okay. [50:10] Thank you. Yep. [50:12] Um [50:15] Uh what was given to me in outlines to [50:16] me to present to you gentlemen this [50:18] evening and the rest people that are [50:20] here is that uh we need roughly 950 [50:23] wreaths. Uh this will cover everyone [50:25] that we currently have [50:27] uh on our list and this includes the [50:30] five cemeteries here in Lincoln. [50:32] Uh we are enrolled in a kickback program [50:35] with the wreath company company. If we [50:37] raise the funds for 733 wreaths, the [50:41] cost of this would be $12,461. [50:45] The other 218 would be covered by the [50:48] company. [50:49] Uh Wreaths Across America. [50:51] Since the last town meeting, uh we've [50:53] collected $1,624.69. [50:58] This was raised by the four of us uh [51:00] going around to local businesses and [51:02] asking if they [51:03] uh wanted to participate and provide [51:06] donation. [51:07] Uh we have a few other fundraising [51:08] events planned such as a table at [51:10] Septemberfest this coming weekend. Um [51:14] table at Steaks and Stuff, uh an event [51:16] at Walmart, we have a 50/50 raffle, and [51:19] a prize calendar. [51:21] Um that we These are some of the ideas [51:23] fundraising events that we're going to [51:25] participate in and try and raise some [51:27] money. [51:28] Um [51:30] From what I understand, cuz I wasn't uh [51:31] part of this last year, um [51:34] last year, I think we had even less [51:36] money [51:37] that we collected. [51:39] Uh so [51:40] goal is to try and collect more money. [51:43] Um [51:44] the reason we're here is to see if the [51:46] town of Lincoln would be willing to [51:49] um [51:49] donate any of that money towards Wreaths [51:51] Across America [51:53] for the [51:54] grave sites and whatnot. [51:56] Um [51:59] » So, this would be for Lincoln cemeteries [52:00] only? [52:01] » Yes. [52:05] » And the the total cost right now is [52:06] what? [52:07] » Uh the total cost We raised the funds [52:11] for 733 wreaths, the cost would be [52:14] $12,461, [52:18] to which we've raised $1,624.69. [52:25] » When did you get them? [52:28] » Uh I think the beginning of November. [52:30] » November 2020. [52:31] » Or November. [52:36] » I would ask that we [52:38] um look into [52:40] what we would raise for this project, [52:43] where we would get the money from, [52:45] and [52:48] what would your estimate be of of what [52:50] you'd need from the town? [52:53] » I mean, whatever the town would be [52:54] willing to give would be a help. [52:55] » Mhm. [52:56] Okay. [52:56] » At this point, you know, we're [53:01] you know, pretty short [53:03] on how much we're trying to collect. Um [53:06] you know, and really like this boils [53:09] down to just us four people trying to go [53:11] around and talk to people. Um I This is [53:13] just a side note, but I met the the [53:15] founder's wife of a Wreaths Across [53:16] America just the other evening at Kohl's [53:18] in Bangor, uh to which she told me they [53:21] have 52,000 locations across the United [53:23] States. Um you know, [53:26] people like ourselves uh trying to [53:29] uh coordinate this money to to make this [53:31] happen. So, um you know, there are towns [53:34] all across America that are doing this, [53:36] um [53:37] to which our I think ours is just as [53:38] important, our little town of Lincoln. [53:41] Um and uh we it be very much greatly [53:43] appreciated if uh you could all come [53:45] together on this. [53:50] » And it's only Lincoln cemeteries. [53:52] » Yes. [53:58] » Chief, did you Have you set up a [54:00] website? Did they set a website up for [54:02] you? [54:02] » Um, [54:03] I think there is like a I think there is [54:05] a website. [54:06] » You know, if they have it, I'll I'll [54:08] talk to you after and you can set that [54:09] up and Is there any way that we can we [54:11] can spread that word on our social [54:13] media? [54:14] » Mhm. [54:16] » There is a website. There's a link, I [54:18] believe. Somebody sent it to me. [54:22] Um, [54:23] because I actually went in and donated [54:26] towards victory [54:28] a couple of weeks ago before I went on [54:29] vacation. So, there is a website. I [54:32] believe Sean has access to that. [54:36] Um, so we can share it on social media. [54:39] » Can we highlight that on the Lincoln [54:41] page? [54:42] » Yeah, I'll have [54:43] Make sure to John put it put it to the [54:45] top of our page. [54:47] » Mhm. [54:47] » We also have an account set up at the [54:49] Lincoln Federal Credit Union, where you [54:51] Anybody can just go and tell tell them [54:54] that that's what they're donating [54:55] towards, and that can go right into that [54:57] account as well. [54:58] » I don't think anybody Not many people [55:00] know about it. That We need to get the [55:02] word out there. [55:03] » Yeah. [55:03] » So, John, [55:05] » We'll make We'll get the word out. Okay. [55:06] » Thank you. Thank you. [55:08] » It's $17. [55:10] » $17 a week. Yes. [55:18] » So, [55:20] maybe not on the 16th, Mr. Manager, but [55:22] in the following meeting, [55:24] » October? [55:24] » Yeah. Could we have a Could we have a [55:26] plan of where we might be able to draw [55:28] some money from? [55:30] And [55:32] so, I don't want to add to the budget. [55:34] » Well, it doesn't add, it'll probably go [55:35] to undesignated. I don't know if we have [55:37] a place for that. [55:38] Or main roads or [55:41] I don't think we want to start to draw [55:42] that down for that purpose. [55:43] » Well, I'm just looking at options. [55:46] » Mhm. [55:47] » So, [55:48] uh we could do that for October. [55:50] » We could. [55:53] Thank you. [55:55] Any more [55:57] on that Bruce Schouler America? [56:03] Item 16, approve changes of personnel [56:05] policies regarding holidays. Suggested [56:07] motion, move to approve the following [56:09] changes to the town's personnel policies [56:11] in regards to the holidays, taking [56:13] effect on January 1, 2026. [56:17] Adding Martin Luther King Day, [56:19] adding Juneteenth, deleting the personal [56:22] day. [56:26] » So moved. [56:27] » Gordon. [56:32] Dan. [56:34] Discussion? [56:38] » Is this a reasonable Are they in the [56:41] contract for the fire department? [56:43] » The only way they're in the contract is [56:45] it says, "If the town should adopt one [56:48] or both of these holidays, then [56:52] they can work with that." But at the [56:53] moment, not in the body of the contract. [57:02] » Any other discussion? [57:07] Roll call vote, please. [57:11] » Councilor Summers? [57:12] » Yes. [57:13] » Councilor Harrington? [57:14] » Yes. [57:15] » Councilor Street? [57:17] » Yes. [57:18] » Councilor Clay? [57:19] » Yes. [57:20] » Councilor Trask? [57:21] » Yes. [57:23] » 5-0. [57:25] Item 17, approve change of parade and [57:28] fireworks in July 2026. [57:31] Suggested motion, move to change the [57:33] annual parade and fireworks show during [57:37] Loon Fest to Saturday, July 24th [57:40] in celebration uh for Saturday, July [57:43] 4th, excuse me, 2026 [57:46] in celebration of the 250th birthday of [57:48] the United States [57:50] the semi-quincentennial. [57:58] » Is there a second? [57:59] » Well, we haven't voted on the motion [58:01] yet. Just a second. [58:04] » I'll move. [58:05] » Sheldon [58:10] Do I have a second? [58:19] Do I have a second? [58:24] Motion dies for lack of a second. [58:28] » I'm for it. [58:31] » Item 18, approve closure. Suggested [58:33] motion, move to approve closing Veterans [58:35] Memorial Square for Halloween [58:37] celebrations on October 31st, 2025 [58:40] from 2:00 p.m. to 9:00 p.m. [58:44] Dan [58:46] » Second. [58:47] » Gordon [58:50] Discussion? [58:53] Roll call, please. [58:55] » Councilor Summers [58:56] » Yes. [58:58] » Councilor Harrington [58:59] » Yes. [59:00] » Councilor Street [59:01] » Yes. [59:01] » Councilor Clay [59:02] » Yes. [59:04] » Councilor Trout [59:05] » Yes. [59:07] » 5-0 [59:10] Item 19, award bid. [59:12] Suggested motion, move to award a bid [59:14] for a new UTV machine, Bobcat UV34 [59:18] for the Cemetery, Parks, and Recreation [59:20] Department to Jordan Equipment in the [59:22] amount of $21,000 [59:24] $822.90 [59:27] with funding to come from the recreation [59:28] equipment reserve account. [59:34] » So move. [59:35] » Second. Gordon. [59:38] » Then, discussion? [59:40] » Mr. Chairman, uh [59:42] is this replacing the one that we have? [59:45] » Yes. [59:45] » And how many hours on one that you have? [59:48] » I don't know the exact hour count. Um I [59:51] think it's 1,200 [59:53] hours. It's a 13, so it's at least 10 to [59:57] 12 years old depending on [59:59] like it was bought used or new at the [1:00:01] time. [1:00:03] » Now, can we get [1:00:04] get this down the road for 2 more [1:00:06] summers? [1:00:07] » We cannot cuz it is actually currently [1:00:08] sitting unusable in the garage over at [1:00:10] public works. [1:00:12] » Reason being? [1:00:13] » Uh let's see here. Uh blown head gasket, [1:00:16] um issue with the coolant tank, and a [1:00:19] water pump. [1:00:20] Um estimated cost to fix that would just [1:00:22] be um we were told you were better off [1:00:25] replacing the entire engine, which is [1:00:28] roughly probably in the $4 to $6,000 [1:00:31] range. [1:00:32] » That would be a lot cheaper than 22,000. [1:00:36] » Yes, but you're also putting money into [1:00:38] a piece of equipment that is 10 to 12 [1:00:40] years old. Do that a couple more times, [1:00:43] um you're sitting right at the same same [1:00:46] price on a piece of equipment that is [1:00:47] used quite a bit. [1:00:50] » You know, I understand that, Mr. [1:00:51] Chairman, but [1:00:53] we need to vote on how we [1:00:55] spend the town's funds wisely. [1:00:58] » Uh [1:00:59] I mean, this piece of machinery, I mean, [1:01:01] if if it was used properly, you should [1:01:04] be getting 6,000 7,000 hours out of it. [1:01:07] You know? [1:01:08] I mean, we just got to stop buying [1:01:10] equipment that having equipment. [1:01:13] There's no reason why we can't repair [1:01:14] this piece of equipment and get it down [1:01:15] the road 2 or 3 more years. [1:01:18] » Noted. [1:01:19] » Yeah. [1:01:21] » I don't I'm with you the rest of the [1:01:22] people on this part of the everything [1:01:24] that you said. [1:01:28] » Seems to be in relatively decent shape. [1:01:31] I can't say for anything else in the [1:01:32] motor itself. [1:01:35] » So I mean having, you know, that [1:01:38] information [1:01:39] you could find it a difficult for them [1:01:41] to [1:01:42] come up with replacement parts at all. [1:01:44] And what is what is the [1:01:46] the history of new repairs and stuff on [1:01:49] that particular piece [1:01:51] » Um mostly just general maintenance for [1:01:54] the most part over the course of it. Um [1:01:57] it has been mentioned in the budget to [1:01:59] be replaced in the next year or so. [1:02:01] So it's not something that is [1:02:03] just recently popped up. It's been [1:02:04] something I've been planning for for the [1:02:06] last couple years as well. [1:02:07] » And how long would if we were to go with [1:02:09] rebuilding the engine for 6,000 [1:02:13] um versus picking it out of a reserve [1:02:15] account, what's the turnaround time to [1:02:18] get that [1:02:19] on the on the origin [1:02:21] for you? [1:02:21] » Um I'd have to have to run it back down [1:02:24] to Jordan Equipment. [1:02:27] I would have to find out exactly [1:02:29] turnaround time on getting [1:02:31] whether it was just replacing the part [1:02:33] itself or if we were replacing the [1:02:35] entire engine. That's would be probably [1:02:37] two different answers to that question [1:02:39] depending on which way [1:02:40] we decided to go. [1:02:42] » When do you expect to stop using it for [1:02:44] the season? [1:02:45] » Um [1:02:46] » If you were to If you were to get a new [1:02:48] one [1:02:48] » It would uh probably middle of October, [1:02:52] middle to end of October depending on [1:02:54] the type of fall we have. If it's a warm [1:02:57] fall and we're still doing burials um [1:03:00] into October, November or late October, [1:03:03] you know, early mid-November it'd be [1:03:05] then, but if it's a [1:03:07] generally cold fall and the [1:03:09] ground freezes earlier then it would be [1:03:11] probably more maybe beginning of [1:03:13] October. I don't know for sure. [1:03:14] » What are you using right now to [1:03:16] substitute? [1:03:17] So we've had uh uh [1:03:20] We rented the dump body trailer from [1:03:22] Tibbetts the time that we've needed to [1:03:24] use it. [1:03:25] Um [1:03:28] Other than that we with the high school [1:03:30] kids going back to school um [1:03:33] other things that we use it for um it's [1:03:35] mostly just burials at this time. [1:03:40] » So [1:03:42] So right now the machine is disabled, [1:03:44] correct? [1:03:45] » Yes. [1:03:45] » And what are we using to dig with? [1:03:47] » Uh we dig with a John Deere tractor. [1:03:49] » Okay. [1:03:50] » The Bobcat we use to load the dirt from [1:03:53] the hole to the back and then [1:03:56] » Back again when when the hole gets [1:03:57] filled in. [1:03:58] » Okay. [1:03:58] So we're using a dump body. How much are [1:04:00] we paying for rent for that? [1:04:02] » That was $75 [1:04:04] the one time we used it. [1:04:05] » Okay. So we only use it once. [1:04:06] » Only once so far, yes. [1:04:09] » So [1:04:11] I'd like to see if we could get pricing [1:04:13] on what it would cost for the new [1:04:14] engine. [1:04:15] » Okay. [1:04:15] » Uh what the time delay would be. [1:04:17] » Okay. [1:04:17] » Uh how much it's costing us to work as [1:04:19] we're working right now versus can could [1:04:22] we wait [1:04:23] and spend 6,000 versus 22,000? [1:04:26] » Okay. [1:04:27] » Because if that goes upside down in 2 [1:04:29] years, we're going to have more in the [1:04:31] reserve account to buy a brand new one. [1:04:33] » Correct. [1:04:34] Correct. [1:04:35] » This one this one is brand new, too. [1:04:37] » The one that's out of service is brand [1:04:39] new? [1:04:39] » Oh no. Oh no. Sorry. [1:04:40] » I was going to say. [1:04:41] » The one that was fitted inside. [1:04:42] » Okay. [1:04:43] » Uh [1:04:45] just uh [1:04:46] we're too um we did have a bid that came [1:04:48] in [1:04:49] after the deadline that was actually the [1:04:51] cheapest one. [1:04:52] » Mhm. [1:04:52] » Uh [1:04:53] out of all of them. [1:04:55] Um [1:04:55] that fit our needs. [1:04:56] » It doesn't appear right now and I'm I'm [1:04:58] not voting for everybody else, but it [1:04:59] doesn't appear right now that that we'd [1:05:01] like a little more research going into [1:05:03] this before we can sit and spend that [1:05:05] $22,000. So [1:05:08] I know about the renting of the dump [1:05:10] body. I I understand that. [1:05:13] Um [1:05:14] And this is the I guess a question more [1:05:16] for uh Dennis. [1:05:18] Is there anything that we could do to [1:05:19] maybe assist them in the meantime if it [1:05:21] if it comes out to that? [1:05:23] » We would assist in any way that Britain [1:05:24] needs [1:05:25] to assist. But I would like to add one [1:05:28] thing just for discussion purposes. And [1:05:30] then the mechanic that looked at this uh [1:05:32] machine did advise us to not put any [1:05:34] money into that engine simply because [1:05:37] it's not one generation it would be two [1:05:39] generations to remove it from what is [1:05:41] currently owned. [1:05:42] » And is that because of replacement parts [1:05:44] or [1:05:45] » Replacement parts are also aged and they [1:05:47] This is um [1:05:49] you can say it's 12 years old. [1:05:53] » Is this a gas or diesel? [1:05:56] » I believe it's diesel. [1:05:58] » It was a diesel, Dennis? [1:06:01] » Also, Clay, did you have something you [1:06:02] wanted to say? [1:06:06] » No. [1:06:08] » Okay. [1:06:10] Uh [1:06:11] roll call. [1:06:15] » Councilor Summers? [1:06:16] » Uh this going to be no for right now. [1:06:20] » Councilor Harrington? [1:06:21] » No. Down. [1:06:23] » Councilor Street? [1:06:24] » No. [1:06:25] » Councilor Clay? [1:06:26] » No. [1:06:27] » Councilor Trask? [1:06:28] » No. [1:06:31] So if we could do a little more research [1:06:33] and see what we could do with that and [1:06:34] if it comes out that we buy the new one, [1:06:36] we buy the new one, but if we can save [1:06:37] some money [1:06:38] we just had the [1:06:40] uh road mill rate go up another $2. [1:06:42] » That's good. [1:06:43] » And is that something that we can get on [1:06:44] the October, you think? [1:06:46] » October but October would be okay? [1:06:48] On the October and on the October [1:06:51] meeting, please. [1:06:53] » Okay. [1:06:54] » Item 20, suggested motion move to award [1:06:57] a bid for a Case 580SNWT [1:07:01] loader backhoe to Beauregard Equipment [1:07:03] in the amount of $141,300 [1:07:07] with funding to come from the capital [1:07:09] account 0435 [1:07:11] public works equipment. [1:07:14] So moved. Dan? [1:07:16] » Second. [1:07:17] » Gordon? [1:07:19] Discussion? [1:07:20] » Mr. Chairman, I was looking at the bid [1:07:23] proposals. [1:07:25] Uh what are we trading in [1:07:29] if we go ahead and do this? Yeah, we're [1:07:31] trading in the one at the [1:07:33] transfer station? Are we trading [1:07:35] » The thousand [1:07:35] » We're trading the one at the transfer [1:07:36] station. [1:07:39] » Okay. [1:07:41] Now, can we get by the winter and and [1:07:44] have this added to the budget [1:07:46] next spring? [1:07:48] » It is my opinion that we we wouldn't [1:07:50] make it through. That that loader at the [1:07:52] transfer station is ailing. It limps [1:07:54] around at best. [1:07:56] » So the main reason why we'd be trading [1:07:58] it is to get [1:08:01] give the one that you have now to them [1:08:03] and then you're having a new one. [1:08:05] » Historically, that's the way we've done [1:08:06] it. [1:08:07] » How many hours is on the one that [1:08:09] you have right now? [1:08:10] » Uh it's 2,700 or so. [1:08:21] » Now, to get that through the winter, Mr. [1:08:24] Chairman, [1:08:25] uh [1:08:27] I'm kind of wondering how much it would [1:08:28] cost to limp this one along. I mean, [1:08:31] we've been limping it along for the last [1:08:33] several years. [1:08:35] You know. [1:08:36] » It's going to very soon, if it's not [1:08:38] already, become a safety hazard. The cab [1:08:40] is rotting off of the machine. [1:08:42] Um it gets a flat tire about once a [1:08:44] week. [1:08:45] The tires cost $800 to get them filled [1:08:48] solid and I'm not I'm not allowed to [1:08:50] spend that money on that machine. [1:08:54] » I've seen the I've seen the condition of [1:08:55] that machine. [1:08:57] » That machine was worn out when they gave [1:08:59] it to the transfer station. [1:09:02] » I'm going to [1:09:03] So, we have this in the [1:09:05] » This is a budgeted item. It is. So, I [1:09:07] think we should do that if it's in the [1:09:10] » Motion. [1:09:12] » Mr. Floyd. [1:09:18] » I I would just like to make sure that [1:09:20] moving forward, this equipment that [1:09:22] we're replacing that [1:09:24] you know, the one that was given to the [1:09:25] transfer station, to me if that if that [1:09:28] was [1:09:29] maintained and washed, that's why we [1:09:32] hire a mechanic [1:09:34] to do just that. So, [1:09:36] um we got to make sure that we're [1:09:37] utilizing this equipment. I mean, just [1:09:40] because it's 4 or 5 years old with 2,000 [1:09:42] hours, [1:09:43] you know, that's low hours. There's no [1:09:45] reason why we can't get 10, 12, 15 years [1:09:48] out of a new piece of equipment if it's [1:09:49] maintained properly. [1:09:51] » This machine is 19 years old. [1:09:54] The one at the transfer station we're [1:09:55] trading in is 19 years old. [1:09:57] » No, I I understand that. [1:09:59] But, now [1:10:00] » You you just raised a point there. I [1:10:01] mean, I've seen it. [1:10:03] I see that every time that we're using [1:10:04] the dump there and uh [1:10:05] it's getting to the point where it's [1:10:07] become a safety hazard. [1:10:08] Um and I I believe it is after what I've [1:10:11] seen. [1:10:13] Um [1:10:14] So, uh that's that's my thoughts on [1:10:16] that. [1:10:20] » Now, structurally, how's the one that [1:10:22] you have you have right now? [1:10:23] » Much much better and it's been better [1:10:25] taken care of. [1:10:26] » And it's washed off the salt. So, don't [1:10:28] lay on the fenders and corrode. [1:10:30] » Okay. [1:10:31] » What are we going to do with the old [1:10:32] one? [1:10:33] » Well, we're trading it in and then the [1:10:34] public works goes down to the transfer [1:10:37] station. [1:10:37] » Okay. [1:10:39] » And it'll live out I mean, it'll serve [1:10:40] us another 8 or 10 years down the road. [1:10:42] As the the one [1:10:44] currently at the transfer station. [1:10:46] » Put that one down [1:10:47] » I did. It's 19 years old. [1:10:48] » It is. [1:10:49] I did have in my monthly report, I [1:10:51] believe it was last month that we've [1:10:52] developed an undercarriage sprayer. Um [1:10:55] there were some pictures of it. Um mean, [1:10:57] it has this equipment much cleaner on [1:10:59] the underside. [1:11:03] Thank you, Dennis. Anything else, Mr. [1:11:04] Hamilton? [1:11:05] » Well, I [1:11:06] you know, I do know that a few years [1:11:08] back we agreed to take the fire [1:11:10] department down Cajun who washed all [1:11:13] this equipment off under the high [1:11:14] pressure. [1:11:15] » I don't remember that, but okay. [1:11:17] » I mean, that's what we should be doing [1:11:19] is making sure that it is properly [1:11:21] washed off in the proper manner. I mean, [1:11:23] it's no different than the cash [1:11:25] register. [1:11:25] » We just played at government all that [1:11:29] road and this rocks the road, so [1:11:31] » I can tell you the police department did [1:11:33] that when that is when that is had that. [1:11:35] We all we brought every cruiser, put it [1:11:38] Anytime they did it, we washed [1:11:40] » So, we have an undercarriage washer down [1:11:41] there now. We do. [1:11:49] Okay. [1:11:51] And roll call, please. [1:11:52] » Councilor Summers? [1:11:54] » Yes. [1:11:55] » Councilor Harrington? [1:11:57] » Yes. [1:11:57] » Councilor Street? [1:11:58] » Yes. [1:11:59] » Councilor Clay? [1:12:00] » Yes. [1:12:02] » Councilor Trask? [1:12:02] » Yes. [1:12:04] » 5-0. [1:12:06] Item 21 of eight property taxes, move to [1:12:09] abate Waterfront Event Center business [1:12:11] equipment taxes account number 264 in [1:12:14] the amount of $98.31 [1:12:17] for 2023, [1:12:19] $86.02 [1:12:20] for 2024, [1:12:22] and 101.20 [1:12:26] $101.20 [1:12:28] for FY 2025. [1:12:33] Summers? [1:12:34] Gordon? [1:12:39] Second. Dan? [1:12:41] Discussion? [1:12:51] Roll call. [1:12:53] » Councillor Summers? [1:12:54] » Yes. [1:12:55] » Councillor Harrington? [1:12:56] » Yes. [1:12:57] » Councillor Street? [1:12:58] » Yes. [1:12:59] » Councillor Clay? [1:13:00] » Yes. [1:13:01] » Councillor Trax? [1:13:02] » Yes. [1:13:04] » 5-0. [1:13:06] Item 22, authorize town manager. [1:13:08] Suggested motion moved to authorize the [1:13:10] town manager to sign a municipal quick [1:13:12] claim release deed on behalf of Blaine [1:13:15] King as attached. [1:13:21] So moved. Dan? [1:13:23] » Second. [1:13:24] » Gordon? [1:13:26] Discussion? [1:13:29] Yes, sir. [1:13:30] » Yeah, do you have any questions? [1:13:33] » But, I don't know who you are. [1:13:34] » Is Donald Sanborn. I'm the engineer [1:13:36] that's done a lot of [1:13:38] I've also spent 50 years up in this [1:13:40] area. [1:13:41] » Okay. [1:13:41] » But [1:13:42] » I just didn't know who you were. [1:13:44] » I haven't been here for the last eight, [1:13:45] so I can give you [1:13:50] » Any questions for Mr. Sanborn? [1:13:57] I guess not. [1:13:59] Thank you. [1:14:01] » If you're all set, the I assume you know [1:14:03] all the piece of property we're talking [1:14:04] about. [1:14:05] The uh [1:14:09] » Roll call. [1:14:10] » Councillor Summers? [1:14:11] » Yes. [1:14:12] » Councillor Harrington? [1:14:13] » Yes. [1:14:14] » Councillor Street? [1:14:15] » Yes. [1:14:16] » Councillor Clay? [1:14:17] » Yes. [1:14:18] » Councillor Trax? [1:14:19] » Yes. [1:14:21] » 5-0. [1:14:24] Item 23, award bid. [1:14:26] Move to award the bid for operations of [1:14:28] the ACM asbestos containment management [1:14:32] area to SAG Realty LLC. [1:14:36] » So moved. [1:14:38] » Dan? [1:14:41] » I second. [1:14:42] » Gordon? [1:14:44] Discussion? Mr. Levesque? [1:14:46] » Uh good evening. [1:14:47] » Good evening. [1:14:48] » Um so it's the [1:14:50] » Give you a little explanation. So, as [1:14:51] you may recall, we were able to secure [1:14:54] um a permit from DEP to be able to [1:14:58] take the asbestos that as part of the [1:15:01] demolition uh from buildings on the mill [1:15:04] site and rather than shipping them off [1:15:06] to other other landfills and paying [1:15:08] those transportation and disposal costs, [1:15:11] we have a permit actually manage them [1:15:14] right on the site. [1:15:15] So, a couple months ago, you actually [1:15:17] approved a contract to prepare the site. [1:15:20] It's all ready to go and now the second [1:15:22] one is really for a company to operate [1:15:25] to operate that. What will happen as [1:15:27] buildings are coming down and we have [1:15:29] some coming down now, uh they'll put the [1:15:32] asbestos materials in containers, bring [1:15:35] it over to the site, and then the [1:15:37] operator will actually take that, put it [1:15:39] in the site, and cover it under the [1:15:41] permit requirements. [1:15:43] » Mhm. [1:15:43] » So, that's what we're looking at here [1:15:45] and and the cost savings is about 10 to [1:15:47] 12 million dollars. [1:15:49] » Perfect. [1:15:49] » Um by saving money there for for the [1:15:51] town by having it done on site. Um so, [1:15:55] we did get one uh we did get only one [1:15:57] bid from Sag Realty, which is the [1:15:59] Gardner the Gardner Group. Um obviously, [1:16:02] they have to be trained on man handling [1:16:04] and managing asbestos. We have our [1:16:06] engineering company um environmental [1:16:08] engineers um CDM Mahar that will [1:16:10] actually coordinate this because you [1:16:12] have buildings coming down at different [1:16:14] times. It's a unique contract because [1:16:17] we're going to be looking at demolition [1:16:18] of buildings probably for the next 10 [1:16:20] years. [1:16:21] So, there may be a building here, [1:16:23] building there as we get grants and then [1:16:25] so, this company will then come in as as [1:16:27] this asbestos material is ready to be [1:16:29] put into the into the site. Um the LLIC [1:16:33] reviewed this today and is recommending [1:16:35] approval. [1:16:36] » Thank you. [1:16:37] » Questions for Mr. Leveille. [1:16:39] » Um for the just how deep is this going [1:16:42] to be and what goes over the top of it? [1:16:45] » It's probably 30 or 40 ft deep. It's [1:16:47] already in a depression now. [1:16:50] Um and it's something prepared so [1:16:51] there's a liner uh a clay liner there. [1:16:53] It was a former disposal area that the [1:16:57] uh the mill the Lincoln Pulp and Tissue [1:16:58] Mill had. So it's it's been approved by [1:17:01] DEP. [1:17:02] Um so we that's really how and and it'll [1:17:05] be covered by inert materials. So we're [1:17:07] looking at dirt, sand, sawdust. [1:17:10] Uh maybe we're if we can get DEP to [1:17:12] approve it some of the sludge that we're [1:17:14] we're removing from the uh the old [1:17:17] lagoon can be mixed with the sawdust and [1:17:19] used as a cover. [1:17:22] » To maximize. [1:17:23] » And then? [1:17:24] Garden? [1:17:25] » No, actually well, I mean we're actually [1:17:28] it could be a site for different things. [1:17:30] I mean obviously you don't want a lot of [1:17:31] foot traffic on it. But it may be a [1:17:33] potential site for future solar farm or [1:17:35] something like that. [1:17:36] » There you go. [1:17:39] » Any more questions? [1:17:41] Roll call. [1:17:47] » Councilor Samarge. [1:17:48] » Yes. [1:17:49] » Councilor Harrington. [1:17:50] » Yes. [1:17:51] » Councilor Street. [1:17:52] » Yes. [1:17:52] » Councilor Clay. [1:17:53] » Yes. [1:17:55] » Councilor Trahan. [1:17:55] » Yes. [1:17:57] » And I just add I forgot to mention this [1:17:59] comes from a grant from [1:18:01] uh D E C D. [1:18:04] » Thank you very much. [1:18:04] » Yeah. [1:18:06] » Item 24 award bid. [1:18:09] Move to award the bid for the cap on [1:18:11] containments at the Biopine Development [1:18:14] Northeast site to Allstate [1:18:16] in the amount of $125,392. [1:18:20] Funding to come from the D E C D grant. [1:18:23] » So moved. [1:18:24] » Dan. [1:18:25] » Second. [1:18:26] » Gordon. [1:18:28] Discussion. [1:18:29] » Is this the glad that you were just [1:18:30] talking about? [1:18:31] » No, this is another one. [1:18:32] » Another one? [1:18:32] » Yeah. [1:18:40] » No more discussion. Roll call. [1:18:44] » Councilor Summers? [1:18:45] » Yes. [1:18:46] » Councilor Handspiker? [1:18:47] » Yes. [1:18:48] » Councilor Street? [1:18:49] » Yes. [1:18:49] » Councilor Clay? [1:18:56] » I don't think he heard you. [1:18:57] » Councilor Clay? [1:19:02] » Yes. [1:19:06] » Hold it just a second. I think he's [1:19:10] Here we go. Councilor Clay? [1:19:13] » Councilor Clay? [1:19:17] » We can't hear you, Steve. [1:19:18] » Yes. Sorry. [1:19:20] » We got you now. [1:19:22] » Councilor Shaw? [1:19:23] » Yes. [1:19:24] » 5-0. [1:19:26] Thank you. [1:19:31] Suggested motion moved to retire into [1:19:33] executive session pursuant to Title 1 [1:19:35] MRSA Section 405 6A personnel. [1:19:38] » So moved. [1:19:40] » Dan? [1:19:42] » Second. [1:19:43] » Gordon? [1:19:47] Discussion? [1:19:48] » Does there [1:19:49] pursuant to that [1:19:51] thing, do we need to specify in more [1:19:53] detail? [1:19:54] » No. Personnel. [1:19:55] » Just straight personnel. Okay. All [1:19:57] right. [1:19:58] » Any more questions? Mr. Manager? [1:20:01] » Uh that citation for personnel has [1:20:03] followed us for many months across this [1:20:06] agenda. It is not accurate tonight. This [1:20:08] is discussion with the town attorney. [1:20:11] » Okay. [1:20:12] » Discussion for [1:20:13] » Town attorney. [1:20:15] » Town attorney. [1:20:15] » Yeah. [1:20:17] » Okay, let me rephrase that. [1:20:20] Thank you for giving that to me in [1:20:22] timely fashion. [1:20:24] Move to retire into executive session [1:20:26] pursuant to Title 1 MRSA Section 405 6A [1:20:31] town attorney. [1:20:34] » So, moved. okay. [1:20:35] » And again [1:20:37] second Gordon second. [1:20:42] Roll call. [1:20:43] » Councilor Summers? [1:20:44] » Yes. [1:20:45] » Councilor Harrington? [1:20:46] » Yes. [1:20:46] » Councilor Street? [1:20:47] » Yes. [1:20:48] » Councilor Clay? [1:20:49] » Yes. [1:20:50] » Councilor Trax? [1:20:51] » Yes. [1:20:53] 5-0. [1:20:55] Thank you for coming. [1:21:07] » Are you going to need me after this [1:21:08] executive session, or can I log out? [1:21:13] » I'd like to have you listen to it. [1:21:23] » What's that? [1:21:24] » Uh Rick said he would like to have you [1:21:26] listen to it. [1:21:26] » I would tell you to listen to the [1:21:28] executive session. I don't think there's [1:21:29] a need to. [1:21:30] » What did I not say? I want you to listen [1:21:31] to what I said. [1:21:32] » Okay, I can. [1:21:38] » Now John's trying to say something. [1:21:43] » Did you tell Steve? [1:21:44] » Yeah, I told Steve uh what Rick said. [1:21:47] » Okay. [1:21:52] » Yeah, so it's just [1:21:53] Steve and uh [1:21:55] town attorney. [1:21:57] » So, and I'm just about to stop the [1:21:58] recording too, so [1:22:00] » Wait. [1:22:00] » We're going to save meeting just for [1:22:01] you. [1:22:04] » I did. [1:22:06] Yeah, I'm telling you about it at [1:22:07] another [1:22:08] time. [1:22:09] » I'm going to come to the staff.
