[2:28] Next on the agenda, public library proceedings are here to talk about [2:34] Bansson expansions project and uh request for some CIP funding. [2:41] » Um so I had the opportunity last week to meet with a couple of trustees and the [2:49] architects. Uh through that meeting we discussed the process. Uh basically what [2:56] the process boils down to is uh the trustees have chosen an architect [3:05] architect who will find us to enter into a scope of work which is in the memo for [3:11] you. That scope of work is a feasibility study and conceptual design for uh a [3:18] project at the library yet to be determined. Uh the scope of that work is [3:25] $34,700. [3:28] This would be the initial evaluation to determine [3:34] exactly what needs to be done at the library to meet needs going forward. [3:42] As part of this process, um, the [3:47] architect will put out an RFPRFQ for construction managers to get a [3:54] construction manager on board. Uh, sooner than later, it would find [3:58] understanding through the conversation with the architect that the construction [4:03] manager would be at risk so that it would be no investment to construct the [4:08] manager when they came on board. Um the construction manager would [4:15] provide an estimated cost of the construction for the feasibility and [4:21] conceptual design based on a price per square footage. Um and it would not have [4:29] a definitive number until la later on in the project. the [4:36] architect felt comfortable that it would be close enough to be able to have bond [4:42] funding. Uh if this project were to go forward, what would happen next is the [4:48] architect would hold some public input sessions to hear what citizens have to [4:55] say um in advance of going to the 2027 warrant. [5:03] If it passes at the 2027 warrant, uh, from that point, next step would be [5:09] to sign a contract with the architects to secure construction grade documents, [5:19] which would allow the construction manager to go ahead and secure the subs [5:25] to be able to build the additional renovation. Um, as noted in here, the [5:34] project is estimated [5:38] based on the cost provided from the architect at [5:45] $31,700. However, when you look at uh section six [5:51] of the standards, terms, and conditions of the agreement, um there is also a [5:57] line for reimburseables. My conversation with the architect, he felt that $3,000 [6:03] would be sufficient for reinable for this phase of the project. Therefore, [6:08] the trustees will be looking to leverage $34,700 [6:13] from the library building capital reserve fund to be able to perform scope [6:18] uh service provided for the feasibility and conceptual design of the project. [6:26] You do have in the packet as well uh what the selection process would be for [6:32] the construction manager. Um and I think you can answer questions. And when we consulted with him and interviewed [8:36] him, he strongly recommended a construction manager because they can [8:41] help us establish budgets and help us stay on budget. [8:47] He Jason McCome has been involved in many many library additions and [8:54] renovations. So, um, if you could work on that, truck [8:59] manager would be very helpful establishing a budget and helping us [9:04] stay on. But so, I have a question for you folks. [9:10] When when we hire a construction manager and construction manager invoice comes [9:18] to, we come before you again for those funds from the CIP budget. [9:25] That's a little bit down the road, but uh would that be the process? [9:29] » Normally structure manager is a flat fee. There'll only be one in one. [37:01] So I was like that's a good point. I traced it back and what we'd come up [37:05] with between Becky and I either this happened, this transfer happened [37:11] August 18th, so Becky would have been here less than a month at that point. So [37:15] either it was an error on her part or she missed it where it said in the deed [37:20] an undivided interest in all common land also transferred. [37:24] But she also pointed out on the assessing side of it that that land [37:30] valuation was being absorbed into those units as they were built, but the bill [37:34] that we were sending to New Jefferson school base was not going down. So in [37:39] either case, this was an affecting issue. [37:42] Uh I think it's RSA 1714. I put it in the packet. [37:48] » At that time, we didn't even have an assessment a lot.
