Anybody have any changes to [1:34] the agenda this morning? >> Yes. I would like to add Renee [1:39] Schlickard, the Constitution, the weekly [1:43] proclamation to our agenda. First thing, [1:48] » any other additions? And I'd like a 30 minute attorney client privilege. [1:56] And then I'd also like a 10-minute attorney client privilege. [2:06] » Do you need that before anything? >> Doesn't Can it go in? No. [2:09] » This afternoon? >> Yeah, that's good. The [2:12] » the first one for 30 minutes could go as soon as we can. That would be great. [2:16] » Is that with Scott? >> Yes, ma'am. [2:23] Okay. Any other changes? >> One more. I need to add a 15minute [2:27] executive session uh with public works >> non-elected. [2:33] » Correct. >> Who's all in it? [2:37] » Commissioners, myself, JD Hanley. [2:45] » Anything else? You got anything? Make a motion we approve the agenda with the [2:49] follow those following changes. >> All second it. [2:53] » Moved and seconded. Any further discussion? All in favor say [2:57] I. >> I. [2:58] » I. [3:04] » Renee Slinkard. We're going to go ahead and have you come on up. We approved the [3:09] Constitution uh last week proclamation resolution 2026-20. [3:16] Um, but I don't think we approved that resolution number. So, I'll make a [3:20] motion we accept resolution number 2026-20. [3:24] Whereas the Lynn County uh Kansas Commissioners approve [3:31] Constitution Week Proclamation September 17th, 2026. That's my motion. [3:37] » I'll second that motion. It's >> been moved and seconded. Any discussion? [3:42] All in favor say I. I. I. [3:51] Have everybody sign it before we take a picture. [4:13] Okay. Hold it up. [4:17] » You want to hold it up? >> No. [4:20] » Together. [4:25] » Thank you. >> Thanks very much. [4:27] » Have a good week. >> One of those. [4:32] » Yeah. [4:37] » Thank you very much. Appreciate it. >> We good there. [4:44] AMR is not here today. I'll be reading the report [4:48] data for August 1st through the 23rd. Blue Mound has four calls and three [4:53] transports. Centerville has five calls and two transports. Lac Scene with 44 or [4:57] 43 [clears throat] calls, 32 transports. Mount City with 19 calls and eight [5:02] transports. Parker with two calls and one transport. Pleasanton with 27 calls [5:06] and 17 transports. Prescott with three calls and three transports. The average [5:12] response time is 15 minutes and 4 seconds. [5:25] I'll make a motion we go into executive session with the appraiser for 20 [5:30] minutes pursuant to Kansas statute 754319 [5:33] B1 non-elected personnel with the three commissioners, the attorney, Lisa, and [5:39] Chassity. That's my motion. [5:43] » I'll [snorts] second that motion. >> It's been moved and seconded. All in [5:46] favor say I. >> I. I. returning at 9:27. [26:24] I'll make a motion we extend for another 10 minutes. [26:28] » I'll second that motion. >> It's been moved and seconded. All in [26:31] favor say I. I. >> I. Returning at 9:38. [37:36] There was no action. [37:46] Uh I'll read the prisoners or the sheriff's report really quick. Prisoners [37:51] in 72 zero farmed out. 44 farmed in, 71 911 calls, 6,137 [38:00] jail contacts, 724 calls for service, 22 civil service papers served, 14 VIN [38:07] inspections, 33 new cases open, 16 cases closed, seven vehicle crashes, 125 baift [38:14] contacts, three livestock out, and 140 SRO calls for service. [38:22] Fire Chief, [38:31] » you can just go to the report and then we'll get to the budget later if that's [38:34] okay. >> Later today. [38:36] » Yes. >> Is that okay? [38:38] » Sure. >> Okay. [38:41] » Uh, good morning, Sean Tugle, Lane County Fire Department, Fire Chief. Uh, [38:46] one vehicle fire, one carbon monoxide check, one power line down, two smoke [38:52] investigations, two crash detections, three wildland fires, four EMS assist, [38:58] 921 calls to date. >> Awesome. Can you stick around for budget [39:04] or Sure. >> be busy? Okay, [39:07] » we'll get to you in a little bit. Thanks. [39:09] » Thanks, >> Linda. Did you have anything other than [39:13] budget? All right, go ahead and come up. [39:21] » Good morning. >> Good morning. [39:23] » Um, I'll be making monthly reports because I don't have Oh, totals. Um, so [39:28] this is actually like two months report because I didn't come last month. Um, in [39:34] July I attended a webinar and this is just kind of a rundown of what I've done [39:38] since I've become director or was in the interim. Uh I attended a webinar from [39:43] KDM on preparedness. Uh in their preparedness series um that was [39:49] insurance pitfalls during disaster. Uh I met with the sheriff under sheriff rule [39:54] fire and it to put together SOGS for the command trailer. Uh this included [39:59] directives on who was to set up tear down and cleaning. And this is in [40:03] response to the tornado event in April. Uh we had the LAPC meeting July the 23rd [40:09] at the health department. Natalie Geredi u our regional coordinator from KDM and [40:14] Carol Arnold from the Red Cross were our guest speakers. Uh we talked about the [40:18] need to exercise our capabilities and uh lunch was provided by emergency [40:24] management 22 attending and the annual meeting will be January 27th in [40:29] Pleasanton. Um, I went to Jefferson County on July [40:34] the 30th and acted as an evaluator for an exercise that they had um, entitled [40:39] Jefferson County Earthquake. And then in August, I taught CPR first aid AED [40:45] classes to the transportation department at USD 344. And I have two more uh, CPR [40:52] trainings set for September. So far, um, I attended the Southeast Regional KMA [40:58] meeting in Bourbon County. you we are a part of the northeast region but we have [41:03] a lot more in common with the southeast region. So I went down there to just to [41:08] make introductions and see how they handle things and I mean knowledge is [41:13] good and so we can if I can glean from other counties that's a good thing. Um [41:19] in the afternoon I attended an exercise design class for their upcoming [41:23] exercise. I'm still working with Carrie Terry [41:26] Keegan from KDM. Um he is the state training program manager. Um I want to [41:32] bring the American Red Cross shelter fundamentals training to Lynn County and [41:38] this would be open to other counties. They put it out on Kansas train um as [41:42] well as anybody in Lynn County that would like to become a uh Red Cross [41:46] volunteer. I attended uh Lynn County Department [41:50] head meeting and it was nice to get to discuss things with the other department [41:54] heads. Um I'm part of the Everbridge working group for the northeast region. [41:59] Uh we had a teams meeting to discuss the new fund uh functionalities of [42:04] Everbridge. I attended the KDM webinar avoiding scams after disasters. [42:11] I hosted a meeting that included city and county public works supervisors and [42:15] city officials. Jason from GIS provided me with maps [42:20] showing property around each city that is owned by either the cities or the [42:24] counties. Um, and with the city's input, we were able to discuss temporary debris [42:29] sites for each city. There were other topics discussed and all agreed that it [42:34] was a good meeting and that they wanted to meet more often. So, we're going to [42:37] meet quarterly with all the public works guys from the city. [42:42] Um after gaining the information from that meeting I was able to complete the [42:45] debris management part of our emergency operations plan for the and I sent it [42:50] off to the state for approval. Uh they will go through it list any changes that [42:56] they want and it after they approve it then it will go to you guys for [42:59] approval. um they are going away from Kansas [43:03] Planner which is where we have it right now and so uh we have to start all over [43:09] from square one and put all information into a new program because the state has [43:13] changed. So uh in addition to the meetings and training I continue to do [43:18] the normal work that I've done um as the EM planner for the next for the last 10 [43:23] years. Um next Monday through Thursday I'll be attending the KMA conference in [43:28] Manhattan. Do you have any questions? [43:32] » I don't. >> I don't have anything. [43:33] » Okay. Next next time will be smaller. It'll be one. [43:37] » Okay. Thank you. >> Thanks, Linda. Have a good week. [43:44] » Katie, I'm going to skip you and go to Ashley really quick so she can get out [43:48] of here. Um, sorry, Ashley Allen with economic development. [43:55] Sorry. >> Thanks. [43:57] » He's disappointed. I know. I can tell. Darn it. Okay. Ashley Allen, economic [44:02] development. Um, first I want to start with we're trying to wrap up our summer [44:06] work program. Um, I've received um information the payrolls and the W9s for [44:11] seven of the eight recipients. So, I would like to get approval to get those [44:15] sent out sent to accounts payable so we can get them paid. So, I'm still missing [44:20] one. Um, yeah. >> Do you want to call again or do we want [44:25] to go and approve the seven? Well, I didn't know if I could approve the seven [44:28] and then >> come back. [44:30] » I was going to tell him by the end of the week if I What is your suggestion? [44:33] I' I've sent two emails, but >> but I haven't given any like [44:38] » I guess >> we can only approve the seven because [44:41] he's going to have to get her the correct the paperwork. So, [44:46] » you have everything you need on the seven. So, the seven [44:49] » the seven are complete. >> I'm okay with it. I'm good with [44:53] approving the seven if you Yeah. >> Some of those were early getting them [44:57] in. So, I just >> uh Which one was that? Youth [45:01] » de summer youth development. >> Um I'll approve these seven that have [45:05] responded to Ashley Allen regarding the reimbursement for the summer youth [45:10] program. That's my motion. >> I'll second it. [45:14] » It's been moved and seconded. Any further discussion? [45:17] All in favor say I. >> I. [45:19] » I. >> Perfect. Um, and then next I just wanted [45:22] to share about the keys event that I was able to attend two weeks ago in [45:25] Manhattan. Um, I was able to meet with several hundred economic developers, e [45:30] community members, and teachers across Kansas. Got to hear from some great [45:34] speakers and attend several classes. Um, where we talked about marketing beyond [45:39] the fler, filling empty buildings in your community, and using AI and [45:44] economic development. Um, so we're now we're just kind of trying to decide. As [45:49] you know, we were one of the first um e community members Lynn County was in [45:53] 2009 under Dennis Arnold, I believe. Um and we will be losing that membership in [45:58] September if we don't take some kind of action. While I'm not really sure what [46:03] that looks like, um Chassity and I have talked about it a lot. Um [46:09] and we're not really sure how it can continue. Um, we hate to lose it because [46:14] Janet said it'll be hard to to get back and it is a good tool if you guys do [46:19] ever hire an economic developer. Um, so if you have any suggestions, I don't [46:27] know. Um, I would be willing to help with whatever I could. Um, basically the [46:33] e community, um, they meet quarterly, minimum quarterly, monthly if you can. [46:39] Um they just provide direction, set goals and collaborate on creating [46:43] creating a thriving entrepreneurial environment. Um [46:48] a network Kansas normally comes to the meetings, a financial review board to [46:53] review loan applications. Right now we have several loans out [46:57] through um e community. >> How many counties belong to us? [47:02] » Well, you know, that's a good question, Jim. I knew I know five just joined and [47:07] I had a map and I forgot it. So quite a few but we just had five new ones and I [47:12] think it's quite a lengthy process to join. I just know um the COO came up to [47:17] me the other day and was asking me some questions and he was friends with Dennis [47:20] Arnold and he said do you know you were one of the first ones and so um so I [47:25] can't tell you for sure and I could get back with you on an answer for that. Um, [47:29] but it gives us things like ecom community programming dollars. In the [47:32] past few years, we've used those funds to provide pri prizes for youth [47:37] entrepreneurship challenge. We've sent business we can send businesses to [47:41] destination boot camp. I don't know if we've done that. I haven't been involved [47:45] in any of that. Chastity says yes. Um, so we would just lose access to the [47:50] funds. Um, [47:55] the opportunity to sell entrepreneurship tax credits. Um, these are just a few [48:00] things that Janet had shared with us and you guys may have seen that email back [48:04] in May, 1 of May. >> It's also a gap for those individuals [48:08] that are trying to start businesses that maybe can't get a full loan at the bank. [48:12] Um, e community helps provide that gap loan process for some of our and we do [48:19] have as Ashley mentioned several businesses that have used that [48:23] » and there's so much you know I was talking with Chastity and I don't even [48:26] know what all they can do. Um, it was a it was a great conference and tons I [48:30] mean tons of people work there. It's a fairly new within like the last I don't [48:34] know 20 years I think they said they started and I think there's a lot out [48:38] there. I just don't really I haven't taken the time to really dig in deep. [48:43] Um, but I just think if you guys do ever [48:47] fill that role, it would be a great tool and a shame to lose it. So [48:53] » Jim, it looks like there's 82 community partnerships that work with Network [48:57] Kansas. [49:07] » We talked about, you know, maybe like there was a way to fill it within the [49:11] county. It cannot be, we cannot pay them. Can't pay them. But if you could [49:15] use like several of the county workers, we have to have five minimum five. And I [49:20] think the max is like 10 to 15, but we don't really want too high of a number [49:25] because then you have to have so many present to vote on anything. Um, [49:33] » what does that look like for you? >> Well, [49:36] » would you be interested in part-time? >> I would. Yes, and that's what I was [49:39] thinking too. Like um, you know, I spoke with lots of economic developers in [49:44] Manhattan and I mean without like having some direction, I wouldn't really just [49:50] want to jump in. Um but yeah, if we could do like some kind of like a [49:53] part-time or like a work from home, um I would be happy to shadow um I've spoke [49:59] with other economic developers and shadow them or if we just wanted to [50:03] figure out a way to keep the um e community membership alive. [50:10] I would be interested. [50:15] » September 30th. What was the due date? I think it was September 30th. [50:20] I don't think it was that late. I think it was like December. [50:26] » Pretty quick. Let's go ahead and on August 31st, let's put that on the [50:33] agenda to discuss. You don't have to be here, but we'll just discuss the [50:37] position. >> Okay. Um that's going to be we put the e [50:41] ecoda budget out there and then also discuss what [50:46] we're going to do make a decision once we make a decision then [50:50] » we can figure out that way. >> That sounds good. Thanks for going to [50:55] that though. >> Yeah, it was exciting. [50:56] » Yeah, it was a lot of fun. I really enjoyed it. So, thank you for allowing [50:59] me to go. So, guess that's it. >> We will be in touch. Thank you so much. [51:04] Have a good week. [51:10] I'll make a motion we go into executive session for 30 minutes pursuant to [51:15] Kansas statute 754319 attorney client privilege [51:22] with the three commissioners Jacqueline Pleta our attorney and Scott Nurvass [51:28] other counsel that's my motion >> I'll second that motion [51:33] » it's been moved and seconded all in favor say I [51:36] » I returning at 10:2 One, two. [1:21:58] There was no action. [1:22:05] JD [1:22:41] Maybe we do it later. Morning [1:22:49] commissioners. >> Good morning. [1:22:50] » Eddie Hanley Public Works. >> Very busy week last week. I met with [1:22:55] Sheay Hensac, the regional coordinator with the Lake Region Solid Waste [1:23:00] Authority. Had a nice meeting with her. Learned a lot of things about their [1:23:05] capabilities and and our membership with them. I would like to recommend to you [1:23:11] to appoint Zack Reagan as our third and final board member to that organization. [1:23:30] » I'm good with it. >> Is anybody Jason? You good? [1:23:34] » Yep. I'll make a motion that we appoint Zachary Reagan to the Lake Region Solid [1:23:38] Waste Authority board member. I'll second that motion. [1:23:45] » It's been moved and seconded. Any further discussion? [1:23:48] All in favor say I. >> I. [1:23:50] » I. >> Thank you. [1:23:53] Also, as uh Linda Simons stated earlier, had a meeting uh regarding debris [1:23:58] management in the event of a disaster. We met with all the different uh public [1:24:02] works authorities with all the different cities. It's a good meeting. Exchange [1:24:06] contact information with everybody. We're going to continue to do that on a [1:24:09] quarterly basis. want to circle back with you today on [1:24:13] the CEL training contract. See if we could get approval to use that [1:24:19] again. Jacqueline's reviewed it. She said she was all right with it. [1:24:24] » You looked at it. >> Jason, have you had time to look through [1:24:26] it? >> Yep. [1:24:36] [snorts] [1:24:38] » Did you have any issues with it? [1:24:44] We probably have to be involved in that knowing when they're terminated or not. [1:24:48] Working closely with Chassity on that. >> Yes. [1:24:52] » No issues. Right, Jacqueline? I'll make a motion we approve the Lind [1:24:57] County, Kansas in house CDL training and employment commitment agreement [1:25:01] effective immediately. >> I'll second that motion. [1:25:03] » It's been moved and seconded. All in favor say I. [1:25:06] » I. >> Thank you. also have to present to you [1:25:10] an assistance application from Jay-Hawk Lens FFA. Uh they're going to prepare. [1:25:15] They're preparing to do their land judging and they asked if we could come [1:25:19] out and I guess the holes are already there. They just need to be cleaned out [1:25:22] and straightened up a little bit. Less than an hour's worth of work. I don't [1:25:25] have a problem with that. If if uh commission's okay with it, we could get [1:25:29] approval on that agreement. >> We've done that before. [1:25:31] » I don't have an issue. Do you have anything I need to sign? [1:25:34] » Yeah. [1:25:39] We need a motion. >> Yeah, I can make it. Let me I'm just [1:25:42] going to read through it real quick. >> I'll make a motion. We approve the Lynn [1:25:47] County Public Works Assistance Application for Jay-Hawk FFA preparing [1:25:53] for their land judging at the high school. That's my motion. [1:25:57] » I'll second it. >> It's been moved and seconded. Any [1:26:00] discussion? All in favor say I. I. [1:26:05] » I. also met with Tony Molini. He's our engineer [1:26:10] on the landfill expansion. Making some good progress there. We're still in the [1:26:16] uh right now we're in the notification stage. We've got to notify uh 10 [1:26:20] separate authorities. Uh as of Friday before I went home, we [1:26:25] we uh Friday we got the uh seventh approval. So we've got seven out of 10 [1:26:31] approved on that. Um, Friday was the uh Kansas Department of Wildlife and Parks. [1:26:37] Um, the broadheaded skink has been removed from the endangered species [1:26:42] list. So, we cleared that hurdle. We're waiting on the Kansas Biological Survey, [1:26:49] the Kansas State Historical Society, and the US Fish and Wildlife Service. Tony [1:26:54] did not suspect any hiccups there. Um once we get those those uh three final [1:27:01] approvals, then we can uh talk about doing some core sample drilling out [1:27:06] there to see where the bedrock is and the water table is so we know how deep [1:27:10] the cell will be. So we're making progress there. [1:27:14] Chassity and I met with uh world premiere um Friday in regards to the her [1:27:21] not necessarily the heritage grant. I guess that's their primary focus. He put [1:27:25] together a proposal. I didn't have time to put it in your packet for this week. [1:27:28] I'll circle back with you on it next week. I just wanted to give you a heads [1:27:30] up on that. Um, basically they're wanting to do the work for us in regards [1:27:35] to historical courthouse. Um, some painting, some uh repair to the steeple, [1:27:43] window sills, a lot of wood repair and stuff. It's all outlined in their [1:27:46] proposal. Um, supposedly [snorts] no cost to the county. So, that'll be in [1:27:51] your next week's packet for you to review. [1:27:54] Um, I think the main thing Dave wanted to to [1:27:58] discuss was is if they get approval to go out for this grant, [1:28:04] would the work still have to go out for bids? [1:28:12] Might chew on that one. Don't need an answer today. [1:28:16] Uh, speaking of the courthouse, I wanted to bring to you there's two trees over [1:28:20] there we need to take down. Um unless one of you have a huge issue with that. [1:28:26] There's >> which ones? [1:28:28] » Uh you know the driveway going in to the maintenance door here on the east side. [1:28:34] They're right there along that driveway. One of them is split. It's it's it's [1:28:41] done. The other one they took some off of it. It's hollow in the middle. I mean [1:28:47] they're both their life's limited. I'd like to get [1:28:51] proactive and just go ahead and take them down unless somebody has a huge [1:28:54] issue with that. >> They're not going to get any better. [1:28:58] That's my point. >> You can't. [1:29:00] » No. >> No. We tried the whole Miracle Grow [1:29:04] thing and it didn't take ratchet strap. [laughter] [1:29:07] » A ratchet strap. Is that what you said? >> I don't need a motion. I just If anybody [1:29:11] had an issue with that, I just >> I don't have an issue. [1:29:13] » Yeah. I mean, they're not going to get any better. I hate to take trees down, [1:29:16] too. But we did take one a couple weeks down. I didn't talk to you about that. [1:29:19] It was back by the parking lot and it was better in the door now. So, it's [1:29:23] gone. I'd like I want to get these two taken down and then we'll try to get [1:29:26] them stumps ground down, make it look decent around there. Uh, [1:29:32] so the appraiser reached out to me a couple weeks ago and they're wanting to [1:29:36] they're going to buy themselves a new pickup. They offered me their existing [1:29:38] pickup. It's a 2015 Ford F-150. I'd like permission to go ahead and purchase that [1:29:43] from them. It's a good truck. Um, I think uh it's only got like 63 64,000 [1:29:49] miles on it. I think we can get some good use out of that in-house. I don't [1:29:54] mind buying used, especially with this one since we know the history of it, you [1:29:58] know, it's been treated well and maintained and whatnot. Um, [1:30:03] » are we going to take one out of service or what that we have or is this just an [1:30:07] extra vehicle? >> So, we're going to hand hand one down. I [1:30:11] think I'll take the uh I think public works administrator will take the [1:30:15] appraiser vehicle and then we'll take the one that I'm driving and hand it [1:30:18] down to road shop 3. They've got about two trucks that are on life support that [1:30:23] they're utilizing. >> So, we'll get rid of a truck there. Then [1:30:26] » eventually we'll circle back and take one of them [1:30:30] » one of them older units out of service and probably purple wave. But I mean [1:30:33] we're working on a we're working on I'm working on a liquidation list to bring [1:30:37] to you at some point before the end of the year. [1:30:39] » Okay. So, yeah, there'll definitely be a truck get liquidated. I don't know that [1:30:42] it'll >> Do you want to see that first? [1:30:45] » I would like to see it at the time we do this is what I'd like to see. I just [1:30:48] don't want to keep adding trucks to the fleet. [1:30:51] » Give us an inventory. >> Which one we're going to pull? [1:30:54] » All Yeah, all vehicles. You want all vehicles, right? [1:30:59] » Road shop. What What do we have there? What are they driving? [1:31:02] » Oh, okay. >> Um [1:31:03] » Yeah, sure. No problem. Uh, also I wanted to come back with you [1:31:08] and request that transfer that $450,000 for the landfill closing. I want to move [1:31:13] that from the landfill's budget to the contingency fund. I think that's where [1:31:17] that money belongs rather than the uh a line item in the the landfill's budget. [1:31:39] 450,000 even. Is that what's in there? You know, [1:31:46] » this was a a figure that was actually budgeted for last year, but the transfer [1:31:50] never took place. >> So, it's budgeted under a landfill [1:31:55] closing, >> but Yes. [1:31:58] » I only show ending cash balance of 425. Is that right? [1:32:03] » I believe David would I'm gonna ask David to come [1:32:07] up if you would please. We we had a conversation about this on Friday [1:32:11] and I think if I'm correct there was a 25 [1:32:14] » pull that chair up for him. He can [1:32:18] » it's 450 according to the expense report for the end of July. [1:32:24] So >> I'm only referring to this and I have no [1:32:27] idea if this um from Dave Terbert. So I show estimated [1:32:32] » 425 budgeting >> another 25,000 a year was what we're [1:32:36] supposed to be putting out. Right. >> So according to last year or well this [1:32:42] year's budget, excuse me, the one that was done last year, it showed that money [1:32:46] being transferred to a landfill closing fund. That transfer never happened last [1:32:52] year. Um there was no in fact the landfill [1:32:56] closing fund has never been set up. >> Well, didn't we a few years ago take the [1:33:00] 400 and start out with a 400 bill and add 25,000 a year? [1:33:04] » Yeah, we started putting it in as a line item in the contingency. [1:33:08] So in the budget you've got for next year. [1:33:13] I am showing in there that we are going to go ahead and make that transfer. I [1:33:17] believe it was 400,000 this year to get it. Sorry, let me get over to the right [1:33:22] page budget here. [1:33:30] Yeah, I have a I show us transferring 400,000 this year and adding another [1:33:35] 25,000 to it in next year's budget. So, that would take care of getting it moved [1:33:40] to that landfill closing. However, we need to set that fund up in their [1:33:45] records over there. And I'd already talked to Chassity and Joanie about that [1:33:48] that I could come in and help them get that fund set up if they needed some [1:33:52] assistance with that. So I think that will take care of getting it moved over [1:33:56] there. >> I guess I'm not understanding get the [1:33:58] fund set up. I mean there's already a contingency line item. [1:34:01] » You know, the contingency is there, >> but the when the budget was done last [1:34:06] year, the person that did the budget showed transferring that from [1:34:10] contingency to a landfill closing fund, which would be its own fund. That fund [1:34:15] was never set up in their accounting records over there and that transfer [1:34:18] never happened. >> So when we started this two or three [1:34:21] years ago, we didn't set that 400,000 that started up then. [1:34:24] » No, we we were just showing it as a line item in contingency. And this would move [1:34:28] it into its own fund, which does make sense to get it out there and away from [1:34:32] contingency. [1:34:37] » JD, I'm not against asking. I just don't know if today's the day. [1:34:41] » That's fine. We can circle back to it. I don't care where it ends up going is it [1:34:45] doesn't be in the landfill's operating budget. You know, it needs to be tucked [1:34:49] away. >> It will be. [1:34:50] » Yeah, that's that's my goal is to tuck it away. [1:34:57] » Do you Do you want to talk about the landfill fee proposal? [1:35:03] » The change? >> That's fine. [1:35:07] » I mean, it's pretty simple really. It's just cleaning up stuff that there's a [1:35:11] lot of extra categories down there that's not utilized anymore. [1:35:19] And again, I guess probably the biggest change would be [snorts] segregating the [1:35:23] incount out of county stuff. [1:35:27] » How do we determine that? Well, like last week, like I said, I [1:35:31] think that they need to present proof of uh residency, whether that be their [1:35:35] driver's license or the tag on their vehicle or a deed. [1:35:40] If there's somebody that's just recently moved here and they haven't switched [1:35:43] over their driver's license or their license plate, then they could provide a [1:35:47] copy of the deed. I actually had to do that myself back many moons ago. [1:35:52] » So, if you own a home here, but you have a license somewhere else, you're saying [1:35:56] they have to produce a license from here [1:36:00] » have to provide proof of property ownership. [1:36:02] » Okay. >> In my opinion, the landfills for the [1:36:05] residents of of Lynn County and and so on and so forth. So, [1:36:11] I think that they need to be property owners here to utilize our our services. [1:36:16] » Is that stated anywhere? >> That's why we're having this [1:36:20] conversation. [laughter] >> Well, I just don't know if we want to [1:36:22] make a motion. I'm okay with the rates changing. Um, but if if we're talking [1:36:29] license or whatever you come up with, >> we can make a public [1:36:33] » probably need to have some sort of a >> we can make a public announcement. [1:36:37] » Well, I'm thinking when you drive in >> Oh, see a sign posted. [1:36:41] » We can add it to the sign. It's easy enough. [1:36:46] » I just see issues with someone coming. It's not posted. And then the guys are [1:36:51] asking for a license and a deed with a >> big trailer of [1:36:57] » free. >> Understood. [1:37:02] » Do you guys want to make a motion on the new rates? Do you want to look over it? [1:37:06] » I'm good with them. >> I'll make a motion we approve the new [1:37:10] landfill fee schedule. >> I'll second that. [1:37:17] » It's been moved and seconded. Any further discussion? [1:37:21] All in favor say I. >> I. [1:37:23] » I. >> Thank you. [1:37:36] » Road updates. They finished the capping projects [1:37:40] asphalt west of Centerville. Moved down to Blue Mountain. Got those all finished [1:37:43] up. Now, they're just doing some random pothole patching around the county and [1:37:48] different areas that's that we've got requests for and that I've designated. [1:37:54] Also going to be doing some pothole patching up in the uh there's a few [1:37:57] potholes in the park and try to get those patched before Labor Day holiday [1:38:02] comes. [1:38:05] Our road grader, the John Deere unit 218, it's in the shop in THA. [1:38:12] So, we've got 14,000 into it right now. That's for tear down. Needs a [1:38:16] transmission replaced. We're looking at at about $35,000. [1:38:21] Met with met with Murphy last week. They're putting together some numbers. [1:38:25] Um I'm not convinced that repairing that machine is the right answer at the [1:38:30] moment till I see some more data. Anyway, [snorts] it's down. Um we don't [1:38:35] have an operator for it anyway, so we're not we're not missing out on too much [1:38:39] there. which I'll circle back with you next [1:38:42] week on that. Hopefully have some more solid numbers and a and a path forward [1:38:46] on it. I mean, it's pretty simple. We either spend the money to fix it. We [1:38:50] bring it home and part it out. We have two exactly like it [1:38:54] or there may be some trade in value that we [1:38:57] can look at. So, what else is wrong with it? It's got 10,000 hours on it. [1:39:07] We've got some that's all that has more than that I guess right [1:39:10] » it's pushing it's one of the one of the upper ones [1:39:16] » apparently there was a buyback program with those deers I guess I don't know it [1:39:19] wasn't utilized or whatever I don't know if that's true it's just hearsay but [1:39:27] 10500 [1:39:31] I think we've put over a hundred we've put over I can it's hard for me to [1:39:35] decipher between the data in PubW works. Everything's not in PubWorks. It needs [1:39:40] to be in PubWorks for me to be able to tell you how much exactly how much money [1:39:44] we've spent on that machine. But between the research I've done, I can [1:39:48] confidently tell you it's over $100,000 that we put into that machine. [1:39:54] I just want to see what Murfield do for us. [1:39:58] Next week, we should be able to make a decision on that. [1:40:06] I think the only thing out the only other thing I have is I need an [1:40:09] executive session non-elected personnel either now or [1:40:13] later. It doesn't really matter. >> We'll do it later. That's okay. [1:40:16] » Yep. >> Thank you. [1:40:19] » Welcome. Y'all got anything for me? >> Yeah. [1:40:26] » Question JD on Pub Works though before you leave. Are you thinking that we [1:40:30] would want to use that or GWorks moving forward for the commission to be able to [1:40:38] look on their phones when there's a road complaint? My my [1:40:43] road has been mowed or graded. We can see where we've been. Is that something [1:40:48] that you're in favor of? >> So, [1:40:52] the transition to G Works has been extremely challenging [1:40:56] and that's with a capital E. It's It's been rough. Uh the goal was to launch go [1:41:01] live on September 1st. >> Yeah, [1:41:03] » that's not going to happen. >> Uh we're shooting for October 1st now. [1:41:10] Um >> I just wanted to make sure is that the [1:41:15] vision? >> Sure. I don't Yeah, [1:41:17] » because we have been talking about G Works for two years. Yeah. [1:41:20] » And we've been paying for it. So, I just want to make sure, you know, when we [1:41:24] first started this process of transitioning, if that's still [1:41:28] » I really enjoyed the meeting I had with [1:41:30] Murphy on Friday. >> Um, I I've got it wrote down. I don't [1:41:35] remember the specific name, but they have a software where you can literally [1:41:39] see what your what road you're blade bladed today, when he was blading, when [1:41:43] he was just driving. And [snorts] I think that's important, you know, not [1:41:48] necessarily for a big brother standpoint. It's not about micromanaging [1:41:53] the operator. It's about making sure that everything's getting done that we [1:41:56] want to get done. >> Um, so [1:42:01] » would Murphy be able to would we be able to use Murphy and then that pushes into [1:42:06] G Works or you saying something totally different? [1:42:08] » It's two separate things that we can benefit from both, you know. Um the [1:42:14] GWorks aspect of it is going to give you insight on service requests like you [1:42:19] asked. Um the [1:42:24] we're just talking blades here on on Murphy's software. That's going to give [1:42:28] you insight on your on your blades, what they're doing exactly. So [1:42:34] » yeah, I mean it's been quite a few months. I haven't seen [1:42:39] tickets on where we at, you know, with >> we're making some good progress. I dove [1:42:42] into I dove into the pub works tickets. We've got a lot of old ones cleaned up. [1:42:46] Um there's some that's just not you know, for example, there's a there's a [1:42:50] pub works service request for repairing the steeple on the courthouse. Okay, [1:42:55] that's a big deal. That's that's not something we're going to go knock out [1:42:58] this afternoon. That's something that's going to have to be planned for and it's [1:43:01] going to cost a lot of money and it's probably going to incorporate get [1:43:04] incorporated in with other repairs amongst the courthouse. So there's [1:43:08] things like that that's this skews the numbers in Pub Works. You [1:43:13] know, you'll have a several service requests building up on you, but it's [1:43:16] things like that that's just going to have to wait for the moment. [1:43:19] » Can we get an emailed report of everything? [1:43:22] » Say that again. >> Can you email us a report of everything [1:43:25] not completed? >> Of course, [1:43:27] » at this point. >> Yeah, that's simple. [1:43:28] » Because I really don't know if the steeple should be in there. That could [1:43:31] be part of the heritage grant. >> Correct. That's my point. That's my [1:43:34] point. Um >> maybe we could kind of address some of [1:43:36] that. something that Pub Works has the ability to defer that particular service [1:43:41] request, but then >> yeah, [1:43:42] » maybe that's where service requests go to die, you know. I'm not sure. I I I [1:43:47] like it being open because it's still on our radar, but it does skew the numbers, [1:43:51] the overall numbers when you're looking at open service requests. Um, back to G [1:43:56] Works, you know, when I first got involved with it, very unimpressed. Very [1:44:01] unimpressed. Mhm. >> I told them, "You've sold us a Cadillac [1:44:05] that's sitting in the driveway that we can't drive." And um apparently that hit [1:44:09] a nerve because they got the developer involved of the software and we've had [1:44:14] weekly meetings with that developer and they have taken our issues very [1:44:20] seriously and they're resolving their issues. Um the last two to three weeks [1:44:26] have shown progress. Um, I was of a mindset that I didn't know if we were [1:44:30] going to be able to accomplish this transition with that particular [1:44:33] platform, but Chris Martin has gotten involved and like I said, their [1:44:38] developers gotten involved in the last three weeks have been productive. They [1:44:42] we I've seen some progress. So, um, but I I think the GWorks will give you what [1:44:47] you want is insight on service requests and things like that. But as far as [1:44:51] daily predict productivity, that's going to be more along the lines [1:44:55] of some type of software with what with your machines, you know, like the [1:44:58] graders. And so Caterpillar has software, too, but I don't know that [1:45:02] it's as in depth as as Murphy's, but uh >> so [1:45:07] Okay. >> Okay. If you could just give us a report [1:45:10] » of the open service. >> Open service. Yeah. [1:45:13] » Tickets. >> Yep. No problem at all. [1:45:15] » Thank you. >> You bet. Thanks, JD. You bet. [1:45:17] » Have a good week. >> You too. [1:45:33] Did you have the budgets on here of who I'm seeing? [1:45:41] » One of the very first budgets turned in. >> It's not on the agenda though. [1:45:46] Your >> clerk is Jake. [1:45:50] So sorry I skipped over that. Oh, what am I looking at? [1:45:57] [clears throat] [1:46:11] » No, it's got to be here. [1:46:20] » You guys ready for us, I guess? You can go ahead and get into the soil [1:46:24] conservation budget. >> Yes. So, I'm I'm Jacob Berglin. I'm the [1:46:30] chairman, I guess, or the president. I guess chairman's what it says in here. [1:46:33] » Kyle Karsten's. He's the vice chairman. Susan Walker, our new district manager. [1:46:37] So, she put together a packet for you guys here. Uh on the front is like a [1:46:44] logo, I guess, they use here in the state that kind of goes through on a lot [1:46:48] of the pedals there. It talks about different things that we do. uh kind of [1:46:53] a little uh pretty picture instead of looking at it in bullet form. Uh but [1:46:59] after that, there's some history and some information on where we're at in [1:47:03] the county and um our mission, our role, our key services. Um [1:47:10] I know you guys are all probably very familiar with what we do, so we don't I [1:47:14] don't think we need to go through all of that. Um, at the bottom, guys, get home [1:47:18] in your free time and you're really wanting to dig more into soil [1:47:21] conservation services, there's a link there you guys can watch, uh, if you're [1:47:26] just really feeling bored or TV doesn't have on what you're looking for. So, uh, [1:47:31] I guess the main thing we wanted to go through was, uh, requesting the 43,000 [1:47:38] that you guys have been gracious enough to give us the last many years. Uh, it's [1:47:42] the same. We're not asking for an increase, just asking for the same. Um, [1:47:47] and then, uh, I guess the main thing I just wanted to see was, uh, I know we've [1:47:52] been coming in here a lot of years. This is my first year doing this, but, uh, [1:47:56] you guys have any questions on how your funding helps us get done what we need [1:48:00] to get done? [1:48:18] We do get a state match. So which you guys give us a state match as a [1:48:23] percentage of that. So >> okay [1:48:25] » help us with the funding we get to put back into the community county I guess. [1:48:29] » Is our max match 50,000? Is that what that is? [1:48:33] » Is that right? Yeah. Yeah. [1:48:47] I don't see any issues or questions that I personally have on this budget. Looks [1:48:51] good to me. >> Thank you. [1:48:52] » I don't have any questions. [1:48:58] » Thanks. >> Anything else out of me? Thank you guys. [1:49:00] » I don't think so. >> You have a good day. [1:49:01] » Have a good day, too. Thanks, dude. [1:49:18] Sorry, I'm in this. >> No, I'm good now. [1:49:24] » You can go ahead if you want. I don't have anything specifically other [1:49:29] than David Lamb's here to help walk us [clears throat] through the potential [1:49:34] proposed budget for 2027. Um just a couple things prior to him helping dive [1:49:39] into this. Um we're going to propose what we can come up with today next [1:49:45] week. If there's going to be any changes, those changes are going to need [1:49:48] to be made um over this week that we're in right now because as of next Monday [1:49:54] afternoon at the latest, I will have to have a publication [1:49:59] um of that those changes that will go to the newspaper in order to meet our state [1:50:04] statute of the deadline for the public hearing which I believe is September [1:50:09] 14th. September 14th. So, we've got a couple things to hand out to [1:50:15] you. [1:50:24] SharePoint as well [1:50:28] for you. >> Thank you. [1:51:00] I will say I want to say thanks for allowing me to use David and hired David [1:51:06] as a resource. Um, I have not personally entered a ton of the numbers, but have [1:51:12] watched over his shoulder and ask lots of questions and continue to learn how [1:51:18] this whole process works. Um, it is a far lengthier process than I think most [1:51:22] people are aware of and a lot of behind the scenes things that take place to get [1:51:28] to where we're at today. So, I'm gonna pass it on to David and let him do his [1:51:33] magic that he's so familiar with. >> So, I have a little statement here I [1:51:38] want to go through and then of course be happy to get into questions you have. [1:51:43] But I want to start by saying that the budgets that are you're presented with [1:51:47] were compiled by using the department budget proposals as they were given to [1:51:52] the county clerk who then gave me the proposals to put in the state budget [1:51:55] forms. The completed budgets as you have them do not represent my opinion [1:52:01] concerning the amounts necessary to fund each department [1:52:05] and any changes to the department budget should come as a result of discussions [1:52:09] between the commission and the department heads. [1:52:12] Now that being said, the budgets you have are not revenue neutral. [1:52:18] To achieve revenue neutral status, you would have to cut almost $2.2 million [1:52:24] out of these proposed budgets. I don't think there's that much money [1:52:29] that could be cut from them and still have enough funding to operate the [1:52:32] county. But again, that's your decision on how you want to go with that. [1:52:38] But a little explanation on where we're at and where that money is coming from. [1:52:44] This year, the county received a large increase in the state assessed value. [1:52:49] On the value comparison sheet that you have, uh, Just one with just a [1:52:58] little bit on a page there. The state assessed utilities increased [1:53:04] $129,540,23 [1:53:08] this year. Um that's an increase of 58.06% [1:53:15] over last year. Real estate values in the county increased 11,93299 [1:53:23] which is an increase of 7.45. 45%. Total county value increased 140 million [1:53:31] 23,760 which is an overall increase of 36.07%. [1:53:38] Included in that real estate value 3,643 came from new improvements. [1:53:46] So those are additional properties or additional buildings improvements on [1:53:52] properties. So if you deduct that from the total [1:53:56] real estate increase, the average taxpayers property only increased about [1:54:02] 5.17% this year in value. [1:54:06] The second page of that comparison where there's more numbers there. [1:54:13] Um, I used my own property at the top of that page just to give you an example of [1:54:18] how this budget would affect everything. So, if you take a look at that, um, the [1:54:25] value on my property went up well, would it be about 11,000 on the [1:54:32] appraised this since last year? [1:54:37] Um, and I compared last year's values and what the county and fire levies [1:54:44] totaled out to, which means last year my tax liability to the county just for the [1:54:50] county and fire budgets was $91253. That's roughly a quarter of my total tax [1:54:58] bill. Living here in town, I've got city tax on top of all the other things. So [1:55:03] the county is actually a small percentage of mine with the proposed [1:55:07] budget you have. Even though it does not go down to revenue neutral and even with [1:55:13] that increase of around 5% on my property value, my liability to the [1:55:19] county for the next year's taxes would be $81210. [1:55:25] So even though you're not going down to neutral, I would still save $100 on my [1:55:29] county tax >> just because of the proportional change. [1:55:33] » Yes. >> Based off the state assess, which is the [1:55:35] power lines, the power plant. >> And if you went clear down to revenue [1:55:40] neutral, then my liability to the county would drop clear down to 703. So it [1:55:45] would knock about another $19 off. So this is about halfway between [1:55:52] the prior levy and neutral. And the bottom of that kind of shows a [1:55:57] little bit of how that works in the different categories. [1:56:01] So if you look at the 2025 values and taxes, [1:56:08] uh the state assessed utilities paid 8.1 million. The real estate section was [1:56:14] 5.8. With the proposed amount in these [1:56:18] budgets, the real estate portion would be 5.3. [1:56:23] So that's your main that's your property owners around the counter county excuse [1:56:27] me their liability to the county would drop about half a million dollars this [1:56:32] year. However the state assessed would go up well over $2 million. [1:56:39] Now you also lost value and personal property and oil and gas. So both of [1:56:44] those go down. So, I think that's that should [1:56:50] maybe ease your minds a little bit about looking at going over neutral if you [1:56:54] need to do that because that extra money is going to come from the utilities. [1:57:01] Um, the other sheet I gave you a comparison or that Jassy gave you is a [1:57:06] comparison of budgets and tax funds or did you give Okay. [1:57:10] » All right. That's one I worked up at home this weekend. [1:57:14] So, go through that just a little bit. [1:57:22] » I I think I had like five of them there. I think there was one for Jacqueline, [1:57:26] too, if she wants it. [1:57:37] » So, what I did on this one is I looked at three years [1:57:44] You get back. [1:59:01] All right. So, this comparison of budgets and tax funds, I took these [1:59:05] numbers directly from the 25 budget, 26 budget, and the proposed 27 as you have [1:59:11] it right now. I only listed the funds that produce [1:59:16] property taxes on here. I didn't get into all the non- tax funds and [1:59:22] non-budgeted funds. So, if you look at starting with the 25 budget, [1:59:29] the grand total of those tax funds was $25.5 million. [1:59:35] The tax amount that came in from that was $14.1 million. [1:59:41] In 26, the actual budget amount went down by [1:59:46] almost $600,000, but the tax amount stayed almost the [1:59:52] same because that was another neutral budget. And you will get a few [1:59:55] variations on that because when you set levies later in the fall, values tend to [2:00:01] change a little bit. So even though you're neutral, it might not necessarily [2:00:05] come out right to the right dollar, but you did stay neutral in last year's. [2:00:12] And then the proposed budget for 27 as it is right now is 25.4 million. So it's [2:00:19] actually about a h 100,000 almost 100,000 less than the 2025 budget. It is [2:00:25] an increase of half a million over the 26 budget. [2:00:30] And with the levy dropping to the rate that it's shown in there, [2:00:35] with that increased value in the state assessed utilities, you would bring in [2:00:41] 16.2 million in tax dollars. So you've got an increase of about 2.1 million in [2:00:47] tax dollars. Um [2:00:51] the good thing about that is for the property, the average property owner in [2:00:56] the county is the state assessed is where that's going to come from. [2:01:00] So going through all that and I be glad to get into some questions. I'm sure you [2:01:06] have here in just a minute, but I just wanted to reiterate a little bit of what [2:01:10] Chassity said. Uh the budgets have to be published by September 2nd to meet the [2:01:17] deadline that was the September 4th hearing. And that date and time went out [2:01:22] in the revenue neutral notices. So it's set that you have to at least have the [2:01:26] revenue neutral hearing that day. That gives you a week to make any [2:01:31] changes you want to make before it's published. [2:01:35] I am not going to be available next Monday morning. I'll be out of town, but [2:01:39] I'll be traveling home that day. So, I will get back by probably early to [2:01:44] midafternoon. So, if you've got changes that need to go in this before it's [2:01:47] published, I'll be back in time to work with Chassity Monday afternoon if she [2:01:52] can just keep track of those changes and we can get the publication ready to go [2:01:56] to the paper by Monday evening or first thing Tuesday morning. [2:02:01] Um, I will also be gone the week your following meeting after that, but I will [2:02:06] be back for the September 14th hearing date. So, I'd be available on that date. [2:02:13] And once this is published, you cannot increase any of those funds, any of [2:02:21] those budgets for funds. You can still make cuts after it's published. The [2:02:26] publication just sets your maximum that you could levy for the next year. [2:02:30] So, it could be published the way it is now or if you come up with some changes [2:02:35] you want to make over the rest of this meeting and next week, it could be [2:02:40] changed before it's published. But even if you published it as it is now and you [2:02:44] find ways to cut quite a bit out of these budgets by the time it's approved, [2:02:49] that could still be done because we're just setting a maximum. [2:02:53] So, with that, I'd be glad to take any questions I could right now if you've [2:02:58] got questions on it. >> I do have one question or maybe a [2:03:02] clarification, David. Um, I'm looking at my own personal real estate tax [2:03:06] statement and this was something I brought up to David on Friday, but I'm [2:03:10] now looking at a little bit deeper. I'm just clarifying that it shows here 2024 [2:03:15] tax levy was 3823. In 2025, it was 35. In 2026, it stayed at 35, but but moving [2:03:23] to 2027, it will go down to like 29 something. Is that correct? [2:03:27] » Um, let me get over to the right page here in my budget form. I think that's [2:03:32] what we looked at. [2:03:38] And you're talking just the county. >> Just the county. [2:03:43] » Yes. 35.105 >> last year for this year [2:03:47] » for this year's budget. And it would go down as it is now to 29.696 [2:03:52] for next year. >> And that's with the increase. [2:03:58] » Yes. And that's to get to neutral you would have to go for down to 25.797. [2:04:04] So it's about halfway between the current year and the neutral rate. [2:04:09] [clears throat] [2:04:14] » What is there? Why is there such an increase in the wages on this uh [2:04:20] worth this on the [2:04:25] on everybody? It looks like to me there's a huge increase in everybody's [2:04:29] wage. We talked about that last week as far as [2:04:34] eating it without the cola, right? You wanted to see it without the cola. [2:04:41] » Okay. This this budget does have a 3% cola built into it. [2:04:45] » Okay. >> So, you could knock probably 3% off all [2:04:48] those wage categories if you >> What's that dollar figure? Can you tell [2:04:51] us? >> Uh the [2:04:54] 3% on this year's salaries amounts to about 222,000 in wages and about 33,000 [2:05:03] in employee benefits. So you're looking at 255,000 [2:05:10] of the total budget amount is because of the cola. [2:05:14] » And how much did our insurance go up this year? I mean as far as our our [2:05:18] portion >> it it went to 2 I think 2.8 [2:05:23] is what it went up to. So have those four papers [2:05:30] makeshift little chart here. I printed it out for you guys to be able [2:05:36] to see this as well. [2:05:41] It's not the easiest to see on the computer. So, [2:05:48] this gives you the breakdown of all the benefits and things. [2:06:53] It's just the cold. [2:07:17] » [clears throat] [2:08:45] » Some of these cemeteries not in here [2:08:50] should be in there. That's >> there's uh two cemeteries in a sewer [2:08:54] district that are on a special district form. Uh, [2:09:01] I've got it in here. >> That might be a se Yeah, [2:09:04] » it'd be a separate budget form. And then the rural fire and special fire is its [2:09:08] own budget form. [2:09:19] » And this needs to be approved. You said next Monday. [2:09:22] » It needs to be ready for publication next Monday. uh you've got until the [2:09:27] 14th of September to actually approve a budget [2:09:36] » and we are really late getting to this point. [2:09:41] » Yeah. >> However, [2:09:42] » we've been talking about it. >> Uh there were several department budgets [2:09:45] that I never received until >> Friday. [2:09:48] » Yeah. Wednesday, some of them and Friday on the last one, I think. So, [2:09:53] I got it to you as quickly as I could. [2:09:58] And I already have an appointment start in February. [2:10:01] Some of them are uh road and bridge or public works department. [2:10:09] » I think Sean's we got Wednesday or maybe the week before that. [2:10:47] We'll be around this week until probably at some point Friday when we're taking [2:10:51] off. So if you've got things later in the week that come up, just let me know. [2:10:58] » Do you guys have any questions for David while he's here? [2:11:30] have a huge increase in the elections because of what? this even [2:11:35] » the when [clears throat] we attended the clerks and elections conference in Great [2:11:39] Bend back in May, they told us to start planning. They they asked us to increase [2:11:44] it by four times and I think I just doubled it [2:11:50] » because of >> the equipment for the federal government [2:11:54] is going to require everybody to have the DS the updated DS300's [2:12:01] and they are a they are tabulation equipment for the ballots [2:12:08] but we've not been given a time frame but when they tell We're required to [2:12:13] have it. We don't have a choice. [2:12:30] I personally like how we went through it line item by line item, but I don't know [2:12:37] where you guys are at. I don't know if we have time to do that right now, but [2:12:43] it was just we caught a lot of things. Um, [2:12:48] but I guess what you're saying is we might have time to do that if we can [2:12:52] approve it Monday. >> But [2:12:55] » as long as it's ready to publish next week, so you can still continue to work [2:12:59] with it after that, you just wouldn't be able to increase it. [2:13:04] » So, um, yeah. I mean, >> so what's the motion for Monday? [2:13:09] The only thing we would need next week would be to approve the publication of [2:13:13] the budgets, >> which means this goes this goes to the [2:13:18] » Yeah, there's three. [2:13:20] » Why there's such a difference on salaries? I mean, this [2:13:26] » there'll be there'll be three pages out of those three one page out of each one [2:13:31] of those budget packets you had that'll need to go in the paper. [2:13:33] » Missing something. >> Yeah, I'm not sure. Everything's just [2:13:38] huge on the budgets more than 7 to 3% there's what I [2:13:44] » I've got a question then so on the current year is that [2:13:50] is it possible that it's not >> for the whole year is that current pay [2:13:55] on on these budgets on the >> the middle the 2026 column [2:14:00] » that's supposed to be an estimate of what they think they're actually going [2:14:03] to spend this year not this year's budget [2:14:06] » so like on Were we without an employee for a while? [2:14:09] » Yes. >> Okay. Then let's go to solid wester. [2:14:14] We've been without employees there as well. [2:14:20] » To get the actual budgeted amount for this year, you'd have to look back at [2:14:23] last year's budget, >> right? [2:14:27] And like I think I mentioned to start, I I'm not have not tried to verify the [2:14:33] numbers that were turned in by departments because I have no way to do [2:14:36] that. These are just what was turned in. [2:14:41] » And I believe most departments gave a reasoning or a explanation of why they [2:14:48] were doing what they were doing. That is all in SharePoint. [2:14:51] » Do you have this for 2020? Just like here on Noxious Weed, they're at 69654 [2:14:57] and the budget for the s goes to 101600,000. [2:15:01] And then I don't think we've been short on anybody on noxious weed. [2:15:06] » I don't either. [2:15:11] » Let's see that that shows this actual [clears throat] [2:15:16] for 2025. So that's closer, but I don't know. [2:15:22] that they spent 100 last year and only 69 this year and then back up to 101. [2:15:27] » That's why I'm asking if >> it could be just [2:15:30] » I have no idea why. I mean that's why that's [2:15:33] » I just it's a red flag to me looking at that there and see it like you say maybe [2:15:39] it's just the portion that we've had so far. [2:15:42] » I don't know but there's a lot of them like that. Uh, and you guys may find [2:15:47] numerous things in there that could be where you could save some. I I'm not [2:15:51] saying that you won't, but again, that's that's not my part of it. I will take [2:15:55] whatever you have and put it in the form and make the adjustments for you. [2:16:04] And I'll be honest, most of the well, all of the budgets that were turned into [2:16:08] me, I did not sit and go over with a fine tooth comb. I turn around and put [2:16:12] them in SharePoint. Uploaded them for in SharePoint for you. And other than I [2:16:17] believe public works, emergency management, fire, [2:16:22] economic development, counselor, commissioners, everybody else I believe [2:16:28] has presented. >> There's that contingency here. Let's [2:16:32] see. Contractual goes from 92 to 350. [2:16:41] with that one's [2:16:45] » that's contingency. You know, we're hoping we don't use those [2:16:48] » funds. >> We used to have what 2.7 or [2:16:52] » correct, [clears throat] right? >> In there and we've cut it back to where [2:16:56] we don't have near the contingency that we had before, [2:16:58] » right? >> I mean, potentially, God forbid, if the [2:17:02] boiler quit tomorrow on us and we had to do something that that's where that [2:17:05] those funds would come from. So, [2:17:18] » [laughter] [2:18:00] » You're saying if we look at this for a week, then we don't have enough time to [2:18:03] decide for Monday is what you're saying, David. [2:18:07] to drop it. >> You could make changes next Monday if [2:18:12] you want to before it's published, but >> you can make changes afterwards, [2:18:16] » but you just can't increase it. >> Can't go up. [2:18:19] » You can't go up. You can >> I don't think it's going to be an issue [2:18:22] for us, right? >> Going up. No. [2:18:26] » Is that what you're saying? >> Yes. [2:18:28] » Yeah. >> Just you were mentioning contingency. [2:18:32] I'm looking back at the 26 budget. The actual budgeted amount in 26 was 1.3 [2:18:38] million. So that and then this one was what 1.2 something. I think the actual [2:18:45] budget for contingency would be going down a little bit. [2:18:50] It's just that 26 column then there is what we're showing for yeah 1.283 [2:18:55] for 27. That 508 in the 26 column was what we're projecting as an actual [2:19:01] expenditure out of there this year. >> How much of the the prisoner uh [2:19:09] income are we using for the budget this year? I haven't seen that. I guess [2:19:14] » Okay, that's on the income in the general fund. [2:19:19] Uh prisoner housing find it. Uh 1.2 2 million. [2:19:28] That is a little higher than the actual in 25. Uh it was 1.18. [2:19:33] » How much did we actually use in the budget? Don't we didn't we appropriate [2:19:37] so much for it? Went back to the general, right? [2:19:42] » It all goes into the general fund. So it funds the general expenses. [2:19:48] » I thought we appropriated so much of it to be in the budget though. I mean, not [2:19:53] at one time did I I I I don't really know where you're [2:19:57] going on that one, Jim. Um, >> are you wanting it to come in and go in [2:20:03] a separate category for revenue and then we put it back into the sheriff's budget [2:20:07] the next year? And can we do that? >> All the general anyway. So, I mean, the [2:20:11] sheriff's in in the general fund anyway. >> Yeah. We can make a different account [2:20:17] like another line item where we get the income, we hold it and then at the end [2:20:24] of the year it's transferred to the revenue that we receive and then the [2:20:31] sheriff can budget because we have complaints from the citizens that we're [2:20:36] receiving the money. It's going into the general. It's not [2:20:41] we're not really showing it every time we ask where we what we're doing with [2:20:44] the money. [2:20:48] » We're able to say that >> it's going into the general fund. That's [2:20:52] what we say every time. >> Right. [2:20:53] » Well, the sheriff's argument with his budget being over $4 million, which the [2:21:00] » citizens had some issues with the other night. So to kind of justify what he is [2:21:07] bringing in, can't we hold the money in an account, move it somewhere, and then [2:21:12] he can put it back into his budget for the next year? [2:21:16] He would have the funds. [2:21:22] » Are you looking at me or I don't really see what the point would be. [2:21:26] » I guess it's really kind of what is being done. The money comes in and it [2:21:30] goes into the general fund and then it goes out in his [2:21:35] » budget >> in his budget which is in the general [2:21:38] fund. >> If you look at like the salary line on [2:21:41] the sheriff for the proposed for next year is 3.1 million. You could easily [2:21:46] consider 1.2 of that is the income from prisoners that's paying. [2:21:50] » It's fine. It's just hard for the citizens, I think, to understand um [2:21:56] » what we're what we're getting in, >> where it's going, [2:22:00] » where it's going. That's what I tried to explain last [2:22:04] Wednesday night or whenever that was is that in my office, I don't deal with [2:22:09] what the income is. So I don't have control over when an income comes in [2:22:14] from a insurance claim that it goes back into a [2:22:20] specific department's budget. It just goes back into the general fund. So what [2:22:25] what people were seeing last Wednesday was just the expenses side of things. [2:22:31] They weren't seeing the income side of things. I don't do the income. I don't [2:22:34] do the money coming in. That's the treasurer side of things. [2:22:40] Can we change that? I don't know. It's a question I do have. [2:22:43] » Can I just translate for a second? I think what Allison is saying and the [2:22:47] current state of affairs is that we've chosen to use one account, the general [2:22:52] fund. We have chosen not to use separate accounts for each department, [2:22:59] » whether elected or not. >> And so all of the money is going into [2:23:03] the general fund. We use a spreadsheet to differentiate [2:23:08] those incoming >> spending money out of [2:23:10] » um dollars as well as the outgoing um dollars. Um, and so it relies on the [2:23:17] spreadsheets in order to be able to show those accounts receivable and accounts [2:23:22] payable as opposed to having an individual accounts for each department [2:23:28] where there would be a printout from a bank or whatever that has those um [2:23:33] differentiations. And so I think that if we could explain [2:23:38] why we are using one fund as opposed to separate that might help um clarify the [2:23:45] confusion. >> Well, there they are different funds. [2:23:50] They're just under an umbrella of the general. [2:23:55] » I you don't mind if I jump back in there for just a second? I I understand what [2:24:00] you're saying. I think it could create other problems if you started separating [2:24:07] separating say all the electeds into their own fund [2:24:12] because then you're going to have a limit on spending for the fund as [2:24:16] opposed to the general fund limit which is all together. So the sheriff as an [2:24:21] example uh when the budget was produced if he [2:24:25] had his own fund in the state form that 4.6 6 million in next year would be all [2:24:32] the money that could be spent. He has something huge that comes up and lots of [2:24:37] overtime and needs to go over that. He would not be able to spend more than [2:24:42] that without a budget violation unless the budget was amended. And you start [2:24:48] tracking that for multiple different funds and it can be a real accounting [2:24:53] nightmare to keep up with. you do have [2:24:58] » I understand that. I I do think I understand it. I think, you know, [2:25:02] hitting back on the spreadsheet, that's a problem for me because that's up to [2:25:10] one person keeping track of a spreadsheet. [2:25:17] » What What spreadsheet are you talking about? Because this that it's all in our [2:25:21] 167 page document that comes from our system. All the expenses come out of [2:25:26] that. That's not out of a spreadsheet. >> I mean, it's not our funds aren't kept [2:25:31] by a spreadsheet. [2:25:36] » It's in the AS400, right? The coding. And so, [2:25:41] um, it comes out in the form of a spreadsheet, but [2:25:46] someone is coding it for the AS400 and is putting it in there by fund. And so [2:25:52] the question is are the incoming monies from the jail etc. are those likewise [2:25:57] coded by fund correct >> or not? And so that's the clarification [2:26:01] that I think was missing. >> I gotcha. Yes. [2:26:06] » On the on the road and bridge on the all district. We've got the posts back in [2:26:12] the the all district again this year. That's a conversation you'll have to [2:26:16] have with >> that last year, too, and we found that [2:26:19] at the time and and we took that out. >> Yeah, that would be a question because [2:26:23] another I did happen to just take a glance at his as I was updating it. He's [2:26:28] also wanting to start a asphalt budget. Um, [2:26:34] and so that that again, those are questions you're going to have to ask [2:26:38] him. [2:26:52] Is he presenting next week? [2:27:01] » We'll do it next week and then hear from those two. [2:27:07] Well, obviously I don't need to be a part of your conversation with [2:27:12] department heads. Uh if you don't have anything else for me, I'll go ahead and [2:27:16] get out of your hair for today and I will let you know when I get back to [2:27:19] town Monday in case there's some changes we need to make before publication. [2:27:24] » Thank you. Appreciate it. >> Thank you. Thank you. Thanks, David. [2:27:26] Have a good week. >> I'm going to go ahead and open it up for [2:27:30] public comment, assuming there's no one here for public comment today. [2:27:36] Go ahead and close public comment. Um, [2:27:41] which one of you would like to present first on budget? [2:27:45] You guys can both come up here if you want. Bring a chair up to the table. [2:27:51] Just do one at a time. [2:27:56] » Yeah, please. Thank you. [2:28:02] » You're fine. [2:28:11] I did not bring copies of anything. I'm so sorry. [2:28:14] » No, you're fine. We have It should be in SharePoint. [2:28:27] » Just go ahead and go through line item for line item. Um, what is it under? [2:28:33] district, isn't it? [2:28:51] » Okay. I don't think it's in share part unless you want to look. [2:28:57] » Yeah. Just over here. [2:29:05] special district. >> Yes. [2:29:15] » Is that under the is that under budget >> special districts and looking under the [2:29:20] special districts in the budget? >> Under I don't know. [2:29:23] » It's weird. >> You should have [2:29:27] » I had it under budgets. Okay. No, no, no. You're [2:29:33] » under budgets. >> You go ahead and go ahead and go, Sean. [2:29:36] » Yes. >> Just quick. Yeah. Just start at the [2:29:38] front or the top of the page. I'll have to look in here. I don't have it pulled [2:29:43] up or I would tell you. Sorry. Uh so, first off is the payroll. Payroll [2:29:54] um would be uh for Brian and I be 135,371. [2:30:00] Uh, you want me to go over the increase or do you want me to just read it all [2:30:05] and then you guys have questions and then I can answer or how do you want to [2:30:08] do that? [2:30:11] » Just go over the >> You can just go over line item just [2:30:14] quickly. >> Okay. [2:30:15] » I'm still trying to pull it up. I'm sorry. [2:30:17] » I'm sorry. No. Um, so then uh volunteer um [2:30:23] pay is 120,000. Uh contractual uh 140,000 [2:30:31] utilities 35,000 which I have a question about that. Um we can get into that in a [2:30:37] little bit. Uh total commodities $144,000 [2:30:43] gas tax >> $800 [2:30:47] truck repair 17,000 and standard commodity is 102,000 [2:30:53] with a capital outlay of 50,000 and a transfer of 50,000 with a total of [2:30:59] 675,171. [2:31:03] Now, the utilities are now split between departments, but we share the same [2:31:09] building. So, I don't know. I haven't had a chance to look at anything. I [2:31:14] haven't had a chance to see what we're going to do as far as [2:31:18] she pays such and such and such and I pay such and such and such. So, I [2:31:24] I I have no idea about that. >> So, you carried the utilities then? [2:31:30] I they come out of both budgets because they they were [2:31:35] » just for the just for our office. >> Yeah. Just for the office. [2:31:38] » How did you do it before? Did he just pay one month a month? [2:31:41] » He some of them he paid this one paid this one and some of them he paid um you [2:31:47] know three months out of this budget, three months, you know, the other nine [2:31:50] months out of this month. What? And we honestly haven't had a a minute to sit [2:31:55] down and talk this too much, but my thought was [2:31:59] um I don't want to pay the water bill when they're washing trucks and filling [2:32:02] trucks, >> right? [2:32:04] » But you know, if I paid all of the office stuff, [2:32:09] uh internet, telephone, um trash service, [2:32:14] » but we use the internet, too. So, >> well, but but that would be a little bit [2:32:18] of an even I mean not even but and then >> break down [2:32:22] » right if I bought like all the office supplies. I was just trying to make it [2:32:26] fair >> to both basically put a percentage on it [2:32:30] somehow and then I mean >> yes [2:32:32] » something like that or >> I was just trying to make it easy but [2:32:34] » or try to go ahead. I'm sorry. No, I was just going to say my recommendation [2:32:38] would be if whatever you want to split, you can just write it on that invoice, [2:32:42] you know, your code, whatever, your code, whatever, whether it's a [2:32:45] percentage or if you're cutting it in half, as long as you make that clear on [2:32:49] the invoice that comes in, Joyce can make that. [2:32:52] » But I I guess my biggest question or not really a problem, but my biggest [2:32:58] question is percentage. Like, is it 60% fire? Is it 60 or 40%, you know? So [2:33:04] that's just just going to have to [2:33:06] » basically going to have the same bills are close to what you had last year. You [2:33:09] just got to decide on percentage wise what you're going to budget [2:33:12] » who's going to be where. >> Yep. 100%. [2:33:16] » I guess you can look back at what you did last year percentage wise and go off [2:33:19] there >> probably. And like I said, we just [2:33:22] haven't had a chance to >> there's a lot of things. I mean with him [2:33:26] running both departments, there's just I don't want to get into [2:33:30] you. I'm sorry. No, you're talking. >> You're fine. [2:33:35] I don't see any issues off the top of my head, but do you want to go into yours [2:33:38] just really quick and then we'll kind of >> I broke mine down a little bit more. Um, [2:33:46] utilities and I kind of put a question mark on that too because we just need to [2:33:50] figure out a split that's fair to both. Um, [2:33:56] and then uh computers software stuff. I mean, that's got $2,500 on that [2:34:03] miscellaneous services. And and to be honest, some of this stuff I'd never [2:34:08] seen the budget before he left, so I had no idea like what comes out until I go [2:34:13] through a full budget cycle to see like what licenses I'm buy and what things [2:34:18] like that. It's a little tricky to put a dollar number on something that I'm not [2:34:23] sure what I'm going to have >> because I'd never seen it before and I [2:34:27] don't know how. And I know that a lot of the stuff crossed the line like EM paid [2:34:32] for this and it was fire used it to you know what I mean or fire bought it and [2:34:37] it was actually something he used with EM but because he also responded as one [2:34:43] person for both departments and you know there was just a lot of things that [2:34:48] we're going to work through splitting um continuing ed $2,000 that's something [2:34:56] I'll be doing uh training food lodging 3,000. Um grant training funds was zero. [2:35:03] Uh building maintenance zero. All these stayed the same except utilities and I [2:35:07] dropped them down 2,000, you know, just because I think that's going to be [2:35:11] realistic. Um but everything else stayed the same. [2:35:15] I did leave the vehicle maintenance and the vehicle, you know, expenses in there [2:35:22] because I will have to have a response vehicle. You know, I'm going to have to [2:35:25] have something that I can go on [snorts] scene with. Um, and we were like, "Oh, [2:35:31] dang. Didn't know if Razer was getting rid of a truck." [2:35:34] So, um, but I will because I don't, you know, Randy responded as, "Well," and so [2:35:40] did Doug as one person in one vehicle. Well, now, you know, he will respond to [2:35:46] a different kind of thing than I will or, you know, I don't have to be there [2:35:49] when it's happening. I'll be there a little bit later probably, but so that's [2:35:54] just something that's going to have to happen. Um, The only thing I really did [2:35:58] increase was KAMP and um I was told to increase 10 to 15% to cover because [2:36:05] premiums were anticipated to go up. So I just as a safety measure uh increased [2:36:11] that by 15% and that contractual uh commodities [2:36:18] um they stayed pretty much the same. um [2:36:25] capital outlay. I at one point we'd had a $10,000 transfer into special [2:36:32] equipment. Um, and we hadn't done that in the last [2:36:37] year or two, but because I'm going to have to buy a vehicle probably out of [2:36:42] special equipment funds, which is 154,000, I believe, um, I thought it [2:36:46] would be a good idea to pull out and start putting that money back in to keep [2:36:51] that account built up. Um, also there is a $5,000 transfer that they had started [2:36:58] saving for storm siren upgrade and replacements because like Mount City [2:37:03] storm siren is a World War II, you know. So, and then there's Randy had met with [2:37:10] a uh salesman and I cannot have to find where he was and get back with him about [2:37:15] upgrading sirens and putting some sirens in places sitting the the park and I you [2:37:20] talked to your guys about that. >> Yep. So, that's something I'll kind of [2:37:23] have to start at ground zero again. But that is something that we really need to [2:37:28] be proactive about. >> Um, [2:37:32] and you know, just to keep our people safe. So, and he talked about lake lots [2:37:38] and things. And this is are the lake developments. You know, you can't hear [2:37:42] the sirens anywhere. Um, and I I will be talking and I haven't got into the grant [2:37:48] thing yet. I mean, just because I haven't had time, but I'm going to be [2:37:52] looking at funding for some of that stuff, so it doesn't all have to come [2:37:57] out of county funds, >> but I just haven't had a chance to do [2:38:00] that yet. There's been just a lot going on with all the changes. Um, [2:38:07] and the other thing is on payroll, um, because our payroll has gone down, I am [2:38:14] asking for $5 an hour raise, which would put me medium range with the other [2:38:20] department heads because after being here 10 years, I'm still like the lowest [2:38:25] paid department head. And taking on the responsibilities of both positions is is [2:38:30] a lot. And I'm not complaining about that. I'm very excited about doing that, [2:38:34] but I I still feel like I I should be compensated for that a little [2:38:40] for for the extra work. And that's I mean I really don't have [2:38:47] anything else and you got my narrative right. So overall um 26 budget was [2:38:54] 143774. The 27 proposed budget is 138614, which [2:38:59] is a reduction of $5,160. [2:39:06] » You have any questions? >> I don't. [2:39:09] » You have anything for Sean? >> No. Okay. [2:39:14] » All right. Thank you guys. No problem. Have a good week. Thank you. Bye. [2:39:27] I'll make a motion we go into executive session for 15 minutes with Pub Works, [2:39:32] non-elected personnel, with the commissioners, attorney, chassity, and [2:39:37] JD. 15 minutes. [2:39:40] » I'll second that motion. >> Moved and seconded. All in favor say I. [2:39:45] I. I. returning at 11:55. [2:54:46] There was no action. [2:54:54] » Go ahead, >> commissioners. I want to recommend an [2:54:57] employee change form to you. It's for uh employee William Ernest. He is at road [2:55:03] shop 3. like to move him from equipment operator [2:55:07] to assistant road foreman which will be 10p on the pay matrix 2189 going to 234. [2:55:20] I'll make a motion we approve the increase from the rate of 2189 to 2304 [2:55:30] uh classification equipment operator to assistant road foreman for William [2:55:34] Ernest Road 3. That's my motion. >> I'll second that. [2:55:39] » It's been moved and seconded. Any discussion? [2:55:42] All in favor say I. >> I. [2:55:44] » I. >> Next one is employee change form for [2:55:48] Shelby Grandon. Um, want to hire her to take Grace Kellum's place in the public [2:55:53] works office. Want to bring her in as clerk [2:55:57] 8a on the pay matrix at $17.99 per hour. [2:56:05] » I'll make a motion that we hire Shelby Granon [2:56:09] as clerk 18A at a rate of $17.99. >> I'll second it. [2:56:14] » It's been moved and seconded. Any discussion? All in favor say I. I. [2:56:20] » I. >> And the last one, employee change form [2:56:23] is for employee Amanda Brown. She is currently clerk [2:56:28] 8B. I want to move her to clerk 29F at 1998 per hour. [2:56:35] » I'll make that motion. [2:56:42] » All second. >> Been moved and seconded. [2:56:46] Any discussion? I'll just classify. Uh we're moving from clerk one to clerk two [2:56:51] at the rate of 1998 would be the pay. All in favor say I. I. [2:56:56] » I. >> Thank you. [2:56:57] » Thank you. >> One other thing I might update you on. I [2:56:59] forgot to update you earlier on is the covert project up on 1095. We had a [2:57:04] serious mishap up there last week. Contractor collapsed three of the four [2:57:09] coverts at site one. Um Friday night I went up there. Um, and [2:57:16] that particular site was finished. They had pulled the damaged ones out, [2:57:22] replaced them with some of the others that we had on on hand, and uh got it [2:57:27] all packed in, covered up, and rip wrapped. So, site number one was done. [2:57:32] Um, they had just broke ground on the site number two, and uh they're working [2:57:36] with Wellbborne Sales to get replacements for the culverts that were [2:57:40] damaged on that first deal. So, >> so we still got a road. [2:57:44] Yes, sir. Still road closure. Um, and I need to get with Brian today or tomorrow [2:57:49] and find out what's the delivery time on those others because I think they're [2:57:52] made to order. So, it could be a couple weeks, but um, at this point I have no [2:57:57] reason to to believe we're going to be beyond his schedule, but I'll find out [2:58:01] and let you know next week. So, >> is there any type of delay in their [2:58:06] contract or is there >> So, I need to go back and double check [2:58:09] that because, you know, we have Bettis coming in immediately behind them. So, [2:58:13] uh, definitely don't want them to be delayed. So, yep. I'm working on it this [2:58:16] week. >> Thank you. [2:58:18] » Thanks. Have a good week. >> We still need a 10-minute, right, [2:58:22] Jacqueline? 10 minutes. I'll make a motion we go into executive session with [2:58:26] the three commissioners and the attorney for 10 minutes pursuant to statute [2:58:31] 754319B2. [2:58:34] That's my motion. >> I'll second that motion. [2:58:39] » Been moved and seconded. Any discussion? All in favor say I. All right. Hi. [3:11:32] There was no action. [3:11:36] Do you have anything else today? >> I do not. [3:11:39] » Okay. Do you guys have anything else, Jacqueline? [3:11:44] » I don't. >> With that, I'll make a motion to [3:11:46] adjurnn. >> I'll second it. [3:11:49] » Moved and seconded. All in favor say I. >> I. All right.
