workshops so we've [5:26] been part of this organization for years a while all right and they give a they [5:31] give a Conservation Commission membership at [5:33] $30 anybody want to make a motion introduce yourself [6:26] and and tell us where you're from yeah so my name name is Rob Brer um uh I live [6:32] two roads up on Shirley way so um yeah I'm a Fisheries biologist for a uh [6:39] private environmental consulting company and uh so I've always been I've lived in [6:44] town for going on 10 years now um and first moved to town I was a active duty [6:52] air Air Force I was stationed down at hansam Air Force Base um so I did uh I'm [6:57] retired from the Air Force and uh you know went to college became a Fisheries [7:01] biologist and uh so I've always been interested in the kind of conservation [7:07] efforts that are kind of ongoing in town and uh it's kind of a shame that I been [7:13] in town for almost a decade and don't really know what SC really goes the [7:17] present right yeah right is absolutely so just always been interested in the uh [7:22] ongoings of town and as far as conservation and land use development [7:27] natural resources and stuff like that so figured I'd be you know reach out and uh [7:32] you know was interested in kind of getting involved with the community and [7:35] have you had a chance to watch any of our meetings uh I have yes on on [7:39] Facebook yep okay we have a pretty good term yeah we do a lot it's pretty active [7:44] board it's it's a really active does yeah I've looked at the projects the [7:47] community garden the fishing derby and all that stuff yeah yeah okay um does [7:52] anybody have any questions for [7:57] Rob you filled out your paperwork question do you think you're [8:02] overqualified I might be I might be what do you do as a uh what do you do as a [8:09] what' you say a fishery a Fisheries biologist what does that entail so I [8:13] work a lot it's it's I do a lot of very I've got a very kind of diverse [8:18] portfolio as far as different projects I work on so like I said I'm an [8:22] environmental consultant and um so we deal with clientele uh whether it's [8:27] federal state or other private CL cents uh like as a subcontractor or something [8:32] like that and um so I deal with pretty much everything involves you know [8:38] Fisheries um so whether it's like fish hatcheries or no so Fisheries habitat uh [8:45] Fisheries passage uh even dealing with like aquatic organisms plant W about [8:51] vernal pools uh vernal pools is more on wetlands and stuff like that so what [8:55] about mil foil mil foil um we'll do mil foil cyano bacteria stuff like that yeah [9:01] I'm doing a project right now we got one for cyano bacteria water quality uh [9:06] water quality sampling all that type of stuff I do all water quality sampling [9:09] water quality parameter monitoring so I've got a very diverse portfolio but [9:14] pfoa pfoa P fast all that stuff yeah is it fresh water or salt water you [9:20] specialize in both uh primarily fresh water Fisheries yes that's one of my [9:24] experti is in uh you know Northeast you know freshwater fish identification uh [9:29] but a dein marine and you know kind of you know inner tile in you know inner [9:36] Lakes so stuff we could use them to help us on N Brook yeah yeah yeah [9:43] yeah down there Rob right so I'm an a fishermen as well obviously so you've [9:47] been down to park I fished you know I fish I fished all around town Ness and [9:50] keg and dar Pond and all that stuff so I've done quite a fishing you know quite [9:54] a bit of fishing around town so but n i my main focus though is is Hydro power [10:01] so I I I like uh design fabricate and install fish passage systems um all [10:07] across New England midatlantic like so they get from Brooks to larger bodies of [10:13] water yeah migratory species mainly dams over Dam over dams so like mainly kind [10:18] of focusing in eels and alisin or your River Herring salmon salmon yeah do so I [10:23] I do uh uh radio telemetry or you know stuff like that to monitor salmon uh [10:29] where actually we Tagg salmon and stuff like that actually just um uh we just uh [10:35] this winter actually just a couple weeks ago we had a we got 40 brown trout brown [10:40] trout smol that we kind of did like a track a t uh a training seminar on how [10:45] to tag um smol so yeah we do a lot of projects where we monitor you know fish [10:51] passage uh uh kind of doing some Community assessments and stuff like [10:56] that so but that's pretty much uh it's a there's a lot more but that's pretty [11:00] much the synopsis the clip notes of what I do how long have you worked for that [11:03] company I've been with that company since May of [11:06] 22 so we meet once a month um we've got a full board so we have seven seven [11:15] voting members and then we have at least right now we have two two alternates [11:20] right now our bylaws they State any um I don't know I was looking so um so [11:28] what an alter position is is you're a you're a regular [11:32] member you can uh participate in any way possible just when we get down to a vote [11:39] vote yet you can't vote unless there is a full member missing then an alternate [11:44] me missing during that meeting then an alternate member takes that spot and is [11:48] able able to vote um and then we do a lot we do a lot between meetings uh we [11:55] do a lot of land maintenance we do a lot of project type of work which you'll [12:00] probably hear tonight if you if you hang around oh yeah um yeah so we put some [12:05] hours in there's no there's no maximum of of alternates in our bylaws uh the [12:10] process did you fill out the the online survey I did fill out the online form [12:15] and then I was sent another form yeah the second form is the detailed more [12:20] detailed one more detailed form I forgot to print that out was I supposed to [12:24] bring that one to me tonight or is I just email that one back well it the [12:27] board will probably recommend you to the selectman and then turn that into the [12:32] selectman get it to Kim Kleiner the Town Administrator then get an interview with [12:36] the selectman as well because they appoint okay so it's a two-part process [12:40] so right here is your interview with us and then we make a recommendation to uh [12:46] recommend you to the board of Selectmen and the board of Selectmen will actually [12:49] appoint you as an alternate so we don't we don't appoint as an alternate we make [12:54] the recommendation Board of selectman makes the appointment okay sounds great [12:58] Mr brunell's our Board of Selectmen meet you and then you have to be sworn in by [13:03] the town clerk on once it's s pass by the select right so I make a motion that [13:09] we send a letter to the board of Selectmen saying that we'd like to have [13:12] Rob join us as an alternate do I have a second second okay uh anybody have any [13:19] other questions at all Mr Coto anything we have a lot of fishing people here M I [13:25] heard I heard there's a lot of Fisher my fisherman or I'm an avid fly fish all [13:30] kinds of fishing so I do I do freshwater and and Marine fly fly fishing both type [13:35] of music country and western exactly loose brother reference right [13:40] there um so we [14:33] know dealing with kind of uh Dees and so mher New Hampshire or mher New Hampshire [14:39] yeah environmental permitting and that stuff so Wetlands background um no I I [14:44] can I have education in wetlands and uh and all that stuff but I'm not a [14:49] certified Wetland scientist or anything like that still education is good so [14:53] that Joe brings up a good point so any any development that comes in town that [14:58] impacts for the most part A Wetlands or a Wetlands buffer that comes before us [15:03] and then we make recommendations that end up going to the planning board yeah [15:07] so I've done yeah I've dealt with the wet Mike's the chairman of the plan oh [15:11] nice that's awesome Okay small town all right yeah yeah cool so we'll get an [15:17] email Joan right is that so we'll get an email to the Town [15:21] Administrator um she will most likely put you on the agenda for the board of [15:26] Selectmen the next meeting I think is next is on Monday Monday yeah okay um so [15:31] it may happen then it may happen two weeks two weeks from Monday we have your [15:36] email address yeah sure it's uh do you want to now uh why just write it down and put the bylaws up on the screen and just see [16:10] if anybody has uh just to do a really quick three minute overview of them just [16:15] to see if anybody has any any questions and actually from Mr Brunell I [16:21] don't know if you've I just looked at them got a chance to look at these [16:25] things conservation bylaws thank you [16:31] you there we [16:35] go I we try to do this once a year just to make sure that we're all [16:42] kind of on the same page in regards to this okay so I'm going to scroll through [16:46] it real quick and I'll we haven't had any updates since 2022 on it right nope [16:52] I don't even I don't think 2005 yeah it's been a long time um I have a i I [16:58] think that we should look I'm going to read through it Diane just real quick so [17:02] we go in order and then we can see if we've got any issues then we [17:06] can we would have to deliberate those at an at another another meeting um so the [17:12] purpose to study natural resources of the town and make proper recommendations [17:16] to the selectman planning board and town programs on the better use development [17:21] and preservation of the town's natural resources uh B acquire by purchase Grant [17:27] trust easement or gift such Parcels of land that may be available for [17:31] conservation or recreational purposes C to manage such acquired land until such [17:38] time as it properly becomes the responsibility of another town [17:42] organization D to inform local residents about various aspects of the town's [17:47] natural resources and E to perform whatever other duties pertinent under [17:53] rsa's 36a which governs conservation commissions um under the membership line [18:00] the Conservation Commission shall be comprised of seven [18:04] members on a rotating basis three-year terms and alternates appointments are [18:09] made by the Lichfield Board of Selectmen and B Lichfield Conservation Commission [18:15] members missing three consecutive meetings can be kicked out of the [18:20] club that's what it says um government officers include [18:26] chair Vice chair and secretary terms of office all officers are elected annually [18:32] after April appointments and are made by the board [18:36] of Selectmen and the terms of office will begin immediately we're going to do [18:40] that tonight an officer May hold his post no more than two consecutive terms [18:46] however upon unanimous vote of a quorum an officer may serve an additional term [18:53] for not more than a total of four terms consecutive so there's a two two-year [18:59] term but if you're voted in you get two additional years if it's [19:04] unanimous um eligibility all duly appointed members [19:08] of the Conservation Commission shall be eligible for any office in that [19:15] organization except for the limitations under Article 4 B which is the two [19:22] consecutive term thing uh then it goes into the duties I [19:26] won't go through here I'll just paraphrase chairman presides over the [19:30] meeting Vice chair fills in in the absence of the chair the secretary keeps [19:35] the minutes and attendance notifies Conservation Commission [19:39] members uh meetings are held monthly uh and that's a and then B we [19:46] need a quorum of four members to conduct our [19:49] business and then under voting in no case shall Maj majority be less than [19:54] three votes if it's a tie vote things it's a loss [19:59] and the chairman may vote at meetings but shall not have more than one vote [20:04] why would a chair have more than one vote interesting Robert's Rules of [20:08] orders and any amendments um we can discuss any amendments and amend the [20:15] bylaws at any given point in time can they be voted at the same meeting do you [20:20] have to public hearing believe you are right that's in [20:25] the amendment section is it SA at the next meeting it says in the third [20:32] line shall vote on whether to consider amendments for the next meeting so you [20:37] can make them where does it say that the last paragraph the third line line [20:43] [Music] down so it doesn't say it has to be a [20:47] well this is a public doesn't have to be a public hearing but no you have to [20:50] notice for a public hearing you I think what it's saying is that you can't make [20:54] a change to the bylaws that meeting that meeting and then vote on that meting [20:59] okay so that'll be the next meeting um but but we could discuss it this we [21:03] should know proposed [21:07] change anybody got any issues with those I don't know that other boards um [21:13] limit the chair to to certain amount of years does anybody know that I know [21:19] you've been chair forever over it at planning and Laura's been Sher for they [21:24] don't the other boards don't limit it no I don't know a bad thing I was chairman [21:31] for about 15 years yeah I think but I think there's [21:34] an exception if there's nobody else in the same unanimous vot right or no one [21:39] actually gets stepped up I think the board of selectman are looking at their [21:44] bylaws that haven't been viewed in a while and that has the same stipulation [21:47] it's two two terms you oh does oh okay there's a there's the same exception [21:52] some no one else does it that carries on but okay yeah [21:58] anything should we have something in there that says I don't how to word it [22:03] but excuse me Matt Lor had brought this up that a commission member should not [22:10] be speaking outside of a meeting as representing the commission unless [22:15] they've been told that in in a meeting I recall that and that was a a [22:22] separate policy that he adopted I don't think it just ever got referenced [22:27] into that might be something to think about y um that just unlik can't we [22:32] can't speak about anything unless it's been pre preapproved representing the [22:36] commission outside of a meeting if unless the board has sent you off to do [22:42] some particular job which is how we have been operating yeah um makes sense it [22:48] does make sense to be added all right so maybe we can dig that [22:52] up at the next next meeting and and think about that I don't think it's a [22:56] bad idea it's just you're representing the commission you just got [23:01] to make sure that it's the commission's statement gavel might [23:27] come out except for George because George comes with [23:31] Graphics uh pollinator Garden update talk um I have not had very much luck uh [23:42] coordinating the community center with UNH [23:48] either UNH couldn't meet their dates or the fire department had already reserved [23:56] the room and I've tried to two or three times and I'm going to try one more time [24:03] and I'm going to try I think the second week in May and [24:10] see how that works out and if we have to push it out you [24:15] know a month or two push it out a month or two okay yeah yeah I mean well [24:21] gardening stuff should probably be happening sooner than later because yeah [24:25] because I I fill out the form and i' give it to the fire department and then [24:31] I'd follow up with them saying you know [24:36] oh uh I guess I forgot to tell you that date was taken and it just it's [24:43] been just bring we know a guy we know a guy who knows about scheduling how's [24:49] that how's that work in the evening so looking at Tuesday the 7th and Thursday [24:57] the 9th the community room is available is that in May that's in [25:02] May and if you want it I can ask I can put a block board again so TR for the nth [26:51] which night May 7th is the planning board planning board so that cuts down [26:55] you she would like to be there is what you're saying be at the planning board [27:29] we will get there thanks um next item on the agenda Moors fall sidewalk update uh [27:34] get this one so if if you guys remember correctly a couple of months ago we got [27:42] a the developer for Corning Farm which is the horse farm came in and discussed [27:48] putting a sidewalk across Moors Falls to be able to make that connection [27:53] eventually over to the bike path um we've been running around for like the [27:57] past last three months or so on that we finally got a plan for it today at like [28:03] 2: p.m. and it's up it's up in the portal um I'll give you guys a quick [28:08] look at it I don't know if there's really much action that we need to take [28:13] on this uh Joan well we need to we need to send us to the fishing game yeah so [28:20] let's just take like a quick look at what what they [28:24] did and all right and then did you have a contact that at uh New England power [28:31] National Grid we'll have to send it to them as well this doesn't have a great [28:35] PDF viewer John no it does not agre but I'm going to try [28:40] to it's actually looks like it's it's much clearer when you open it up but um [28:45] the point right right here on the side of the screen I don't know Matt if you [28:49] can just like point to it for the people where my mouse is you know that's the [28:54] the exit of the Horse Farm property right you see that can you point right [28:59] to where yeah right where that is and then the entrance to moris Falls is down [29:04] on the leftand side of the screen and they are proposing the sidewalk is going [29:09] to basically hug the fence it's going to go around the power pole right there and [29:14] then come all the way down and then end at the at the parking lot cool so they [29:21] provided that design and then the important thing here and unfortunately [29:26] can't see it cuz I got to get a better View were uh but these are a a vertical [29:31] profile of that and that's what the National Grid wanted and um I don't [29:37] think the state cares about the vertical but National Grid needed that vertical [29:41] and those little numbers there State the height of the the [29:46] wires and then and then the elevation of the ground so I think everything what [29:52] was the uh final result on the surface is it going to be stone dust or we don't [30:00] well that's up to the state didn't they say no pavement right we're hoping for I [30:05] think we're hoping for pavement okay yeah so we're going to stick with that [30:10] for now but we we'll find out from building yeah um so anybody got any [30:17] questions on that at all it's going on the inside of the [30:22] fence in inside of the fence pretty much hugging the fence line and then going [30:28] around that one power pole what about those trees uh the trees that we they're [30:34] they're probably on the inside on the map the trees would be that that [30:39] shouldn't interfere with the trees they're on the outside of the trees it [30:41] looks like so it's so the trees are and and the path is on the other [30:47] side of the trees if those little dots are trees if you zoom in so is the oh [30:53] there you see those little dots between the road and no no no no below closer [30:58] all those yeah all those there those must be trees they that's all they could [31:02] be I'm thinking now the fence when it comes into the fence in the parking area [31:07] is are we going to be responsible to replace that or they're going to they're [31:12] going to do they're going to take care of that [31:14] for because would they go around the fence or they going to the the plan [31:20] shows it it ending you know where about the sign is where we have the little [31:24] sign it's most likely going to end there and then exit it [31:28] onto Route 3A essentially through the r gate yeah and then if the if the gas [31:35] station ever gets built it's going to pick up from there right right okay and [31:39] the existing fence is still going to stay there yeah [31:43] better there's 101 holes dug there 80 pounds of concrete per hole do the [31:51] ma um uh okay what's the next step are you [31:55] going to get a hold of National Grid and then yeah so the so the next steps we [31:59] got to get this plan to two places fishing game and National Grid I'll take [32:04] care of National Grid if you'll take care of fishing [32:08] game and then it the balls in their Court fishing game she said might take a [32:14] while I don't think it'll be this year he wanted to do the footing on the [32:18] bedding on in the winter but I think we're past that [32:22] yep all right anything else on on that hearing none next item on the agenda [32:31] dupon mil foil update um I don't have too much to say [32:36] he's I did send him uh the list of abutters and I think I copied you guys [32:41] with the email so I went through the tax map got all the ab Butter's names and [32:45] addresses sent it to him um and he replied saying thank you for the you [32:51] know he received the email I think he's still waiting for his um permits to be [32:55] applied by the state um so we're in a waiting game we haven't paid him any [32:59] money you know he said once he gets his permits applied with the um pesticides [33:05] or herbicides that he's going to use um then he'll ask for um the first [33:11] installment um for the the amount that we owned so and and the Town [33:16] Administrator wants to know when all this is happening and what's happening [33:20] because of the storm water ms4 permit she needs to know pushed her towards the building inspector so [34:58] I went out and spoke with her and Matt was there too and we took a look at her [35:02] concerns um and it maybe that the pond is just overflowing because of all the [35:08] rain that we had um typically we would have snow pack and it would melt in a [35:12] controlled fashion and I think all the rain that we had in December and January [35:17] probably just filled the pond up higher than it should be but anyways she was [35:22] all for the mil foil um and she was talking to somebody on the other side of [35:27] the pond who was in a butter of the pond who was [35:29] all for it as well so that's two out of the six are all for it so [35:35] basically people are uh happy with everybody I've talked [35:40] to about it has sounded happy you know people who have been fishing there or [35:44] people walking you know I've seen them um walking on the in the beach area I've [35:48] talked to them cool people have to be aware that that [35:53] is a kettlehole pond it's glacial created it has no in her Outlet I did [35:58] take a ride down grass to see what was happening and it's flooding in the [36:02] marshy area her house is up high enough not a problem but the um it's the two [36:08] well the two production Wells have been shut off too so the pond is coming [36:14] back what was that last thing you said Joe the two production Wells excuse me [36:19] on um off uh behind near the off Mal uh not [36:25] Mard wood hawkway they have been shut down for a while because of [36:28] contamination of gas so that has brought the pond back they were that pond is in [36:35] the cone of influence of those Wells as is perch pond so those all those ponds [36:40] are coming back to where they should be and for years they told you that they [36:45] weren't affecting them the geologist from un said turn the wells off for two [36:50] weeks and you'll see how the pond comes back [36:53] exactly cool well good okay thank you for that uh are for the different types of bridges that we could put in there and [37:42] the work I've done um with this FR FRP Bridge so next slide please so we have [37:47] basically three different types of bridges um one is called the Rainbow [37:53] Bridge with homemade trusses um you can buy Plan plans from this company rainbow [37:58] Bridges online and Jason had sent a video to me and Matt I think about this [38:05] trust and Trust system so this would be a a truss that we would handmake um and [38:10] we could um build a bridge ourselves building our own trusses uh we could [38:14] also use a steel ibeam uh we were this is the type of bridge that you see at um [38:20] Hidden Creek and pasic Conway so they use steel ey beams for their support and [38:24] then uh the third one is the F FRP fiberglass rein fored plastic and [38:29] basically it's I beams or trusses made out of this fiberglass reinforced [38:35] plastic okay so I get you so these are a couple pictures of what this uh Rainbow [38:42] Bridge truss would look like um I just grabbed a couple of them off the [38:46] internet but if we were to do it we would have to make a a much better [38:51] railing system um I'm not 100 sure 100% sure if we have to be ADA Compliant um [38:57] but ada8 compliance means you can't put a 4ft ball through any of the holes in [39:01] the bridge okay so I don't know if that's an option but that's a picture of [39:08] the Rainbow Bridge go ahead yeah so this is a picture of one of the [39:13] bridges on um at Hidden Creek Hidden Creek and [39:18] there's a there's a couple of Steel I beams um running across there and so the [39:22] ibeam carries the span weight and they have concrete pockets on either side of [39:27] these Bridges and you put your decking on top okay [39:31] pre-cast the yeah you well you have to well in this case there's concrete [39:38] and I don't think it's pre-cast I think they poured it there okay but this is [39:42] just a picture of what it looks like and we would have to put railings okay and [39:46] then this is the um uh FR FRP Bridge the bridge on the left is the actual style [39:53] that we're going to we would we would use um which has [39:57] I beams along the bottom the one on the right um actually has their own little [40:02] truss support so you can see how the the trusses stick out [40:06] um that the trust style bridge is required if you go over 25 ft and it's [40:11] much more expensive um this the ibeam style on the left is the we can do for [40:17] 25 ft how how wide is it again how um so I went and got a um another price qu [40:26] originally I priced it at5 foot wide I priced it at 4 feet wide and the price [40:31] came down significantly so um I'll I'll be addressing that SP that you have to [40:36] 25t 25t will 25 work yes yeah okay next slide [40:42] get okay so here here's the pros and cons on these various different um [40:47] designs okay if we do the homemade trust it's the cheapest right um we just be [40:51] buying 2 by 12s and nailing them together okay um and we won't need [40:58] really large Machinery to put them in place because they're I mean they may be [41:02] 2 or 300 lounds each but we can put the trusses in by hand okay we might need to [41:08] have some guy wires to put them across but we could do it um the cons are that [41:12] it will deteriorate over time because it's wood it could be pressure treated [41:16] but it would still Pro probably um deteriorate uh we would have to build it [41:22] so we'd have to be using hand tools and this and that um there may be liability [41:27] ISS isues involved because you know we're using these plans off the internet [41:30] and we are building it I don't know if I want to put my name to a bridge that [41:34] some kid it collapses and they drown but whatever and then how long will it take [41:39] to build right so you'd have to put these trusses together right then we [41:43] have to go I think the cons are Pros okay next next slide like liabil [41:49] nobody likes using Cary though so steel I beam next so so it's pretty [41:57] structurally sound right you know it the the steel isn't second least expensive [42:02] or keep going second least expensive right the cons is that you know you've [42:06] got this 25t steel ibeam that you have to somehow get in there so we can get [42:12] heavy machinery on one side but maybe not the other side right so it kind of [42:16] hard to get that helicopter helicopter um we still would have to do the [42:21] building of the decking and the railings um and again that may deteriorate over [42:26] time and we do need a structural engineer to size that beam so it's [42:31] beyond our Layman you know so it's not all that hard oh we got a fishery guy [42:35] here he's probably under his I mean you tell them you tell them the length of [42:39] the span what you're going to be using it for and they'll give you the weight [42:42] so it's okay I've sort of done it but I haven't priced out the ibeam [42:47] itself okay and then this FRP um what's FRP stand for again fiberglass [42:53] reinforced plastic all right okay um it's easy to to assemble um I looked at [42:59] a uh for service study and they said they built one in 3 hours with five [43:04] people it was a 22t bridge so they put it together um in 3 hours um it's [43:11] basically an Erector Set it's got a bunch of galvanized bolts and you bolt [43:15] it together um it's no heavy equipment it won't rot and the key is it's [43:20] engineered by somebody else to carry the load and we don't have to worry about it [43:24] it does cost the most um it will will be drop shipped here or it'll come in on a [43:29] trailer we would have to unload the trailer um it's be a couple of I think [43:36] maybe three pallets would have to come off um and if you don't like that light [43:42] green color that could be a con but okay next slide yep okay I have a question on [43:49] that one y what happens if a a big tree hits the fiberglass Bridge it's going to [43:54] break it'll break it'll break like well but it's going to be the same thing [43:59] that if it be if same thing if it was a Wood Bridge well not if it was a steel I [44:04] beam not if it's a steel I but hold that thought okay so George has got [44:10] everything covered don't go George I do so um I read the study and there's a [44:15] link and actually this um presentation is in the portal right and I did update [44:21] the PDF file that I or the the word document I had with a whole bunch of [44:24] more information so um and there are clickable links now okay so you don't [44:29] have to okay so if properly designed for the [44:34] load these things work very well but it's they had one collapse on them and [44:39] they ran a Mule Train carrying bags of cement across this bridge that was only [44:44] designed for pedestrians and it collapsed but thankfully no mules or [44:47] people were hurt okay so it's good to know okay so they did in the part of the [44:53] study they says you know you can't like Nick these things up and and scratch [44:56] them you know it's the fiberglass supports and whatnot so you don't want [45:00] to be like banging them on rocks um when you're you can Nick them up no you can't [45:05] Nick them up so you don't you mean it's hard to Nick them up or you shouldn't [45:08] Nick them you shouldn't Nick them up okay all right and um in one of the [45:12] bridges in a couple of places they um were using impact guns or something to [45:17] put the bolts in and they overtightened some of them and it compromise a couple [45:21] of the holes um but it didn't compromise the bridge in totality but um there was [45:27] just a couple of things to mention and one of the ones there was a study in [45:31] Arizona or something and in um very hot temperatures because it is plastic it [45:37] will give a little bit more but it's designed to to handle that um so that's [45:43] that so coal doesn't bother coold doesn't [45:46] bother okay so we um had the pile um one of the pile companies come out and take [45:54] a look at our two locations we had like a 30ft location in a 25t location across [45:58] the bank and it turned out this 25t section he thought was the best this is [46:03] the second one the one that's farther down uh near the corner of the um stream [46:10] where we cut the trees down dog legs okay where dog legs so this picture is [46:15] taken from the community guard inside of the stream okay and uh you can see I [46:22] noted that the tree on the right side of the opposite Bank might need to come [46:25] down so it's in worse condition than the one [46:29] that's on the left mostly dead right so we we it would most likely Fall Away [46:35] from the bridge but we would take that look the root system might pop exactly [46:40] and um because we have 25 ft there the tape measure is showing there is 24 ft [46:47] and it's off the bank on both sides so there's enough room to put the piles in [46:52] um and not have to deal with the roots he thought there might be too much Rock [46:57] at the other section and that's still on the town parcel that where you are no no [47:02] no nor yeah we do it is written in the um the easement in the lease that we can [47:08] put Bridges there but we if we if this ends up going through we should probably [47:12] just have a conversation with them just to not nor but get the double thumbs up [47:17] agrarian agian y next slide next line okay sorry if I'm not going fast enough [47:24] no this is good all right so here's a picture of yeah yeah here's a picture of [47:28] one of those piles that they put into the ground right so it's a three it's a [47:32] 3in wide um um pipe galvanized pipe that they screw in augur in um and they'll be [47:41] putting in four of them um one you know two on each side and it's going to be a [47:46] two I beam if the FR FRP thing goes through it it would be two ey beams [47:50] whether it was steel or um this plastic Bridge um and travel cost and [47:56] installation cost whatever it's about 3,000 it might be less a little bit less [48:01] um for the foundation only for the foundation I have another company um [48:05] there's two in the area that do it they were supposed to call me back today I'm [48:09] going to get another quote from them okay okay thanks so that gets screwed in [48:14] y and then oh hold on okay never mind need to hold so they put they put a [48:21] a plate on the top of the thing there so um the cap plate is used to either I [48:27] don't know if we would put a a steel component or is that a u yeah it's a u [48:32] well he has a number of different attachments depending upon what your [48:35] application is so it could bolt directly to the ibeam or he said we might want to [48:40] put a steel plate on there and Bolt the plate to the ibeam depending upon um how [48:45] it goes and he uses this 4ot wide excavator um that's on the back of his [48:50] his uh trailer there to put this thing in um okay so how did it get to the [48:56] other side though with a for foot next no questions till the end question [49:01] no questions till the end question shall not be asked an answer work required [49:05] before piles can be placed so we must clear a path from the community garden [49:09] to the bridge location all right um there's we've looked there's a Spur that [49:13] goes down and it' be a nice gentle path um there's a tree across it right now [49:17] that we'd have to cut up um it's already down tree is down but we need to cut it [49:22] up and so we'd have to trim a path okay and on [49:28] the the other side um he won't be able to drive down the path all the way there [49:33] but we would just have to get access from Wilson um to get him in through the [49:38] side and there was a couple of places where we thought he could get in okay [49:43] okay next nice okay so this is the um the [49:49] cost um for a 4ft wide um Bridge with the shipping and the files and [49:57] everything um this is the best quote I found but this came down $5,000 by going [50:04] from 5 foot wide to 4 foot wide can I can I ask a question do we know what the [50:10] AA requirement is for a wheelchair go through three okay to be ADA wheelchair [50:18] right and's not ADA Compliant but well yeah um next question is um do we did we [50:26] ever find out what the budget was for this bridge 18,000 in the in the um oh [50:32] my God you're under budget what that's that's was in the old bridge account [50:37] Roland had so I've gotten um a couple of quotes for like 25 and $335,000 and I [50:44] got a reply from a company today saying that um well we here's the price but U [50:49] we're actually in Europe and it would cost me 5,000 um pounds in order to ship [50:56] it across the you know but I thanked him for this time slow I thought I had [51:00] looked at all of the companies some are in Texas some in Pennsylvania I think [51:04] this currently one company's in Pennsylvania [51:08] okay all right next I don't know if I have too much [51:11] more okay [51:16] um so that that was my final opinion you know so if it's going to cost less than [51:21] 14 Grand probably um and you know it's it's properly constructed we do get to [51:28] build something you know we're going to put the whole thing together so there is [51:31] some satisfaction of building something um but uh I think it's the best [51:37] engineered easiest to install solution and it and it might work does that come [51:42] with the railing that comes with the railing yes good yeah any other um [51:47] hidden cost that I'm talking hundreds of dollars I'm [51:52] talking any anything that's going to pop up that's going to be so to three [51:57] grand not that I can imagine I you know I will go through it again if we [52:03] actually going to what kind of tools would you need just regular tools that [52:07] you have already to put it together yeah so you need wrenches so it's it's just [52:12] um a bunch of bolts it's like the Ikea stuff it comes with it yeah I mean so we [52:18] can use a screw gun to put together we just make sure the the torque settings [52:22] aren't just set it right aren't too hard spec um [52:27] and you know the ramps you know we might need to construct maybe a small ramp on [52:33] either side to build it up if we couldn't get proper grading yes yeah so [52:39] that's that's the only and I didn't we're not ordering one of those so we [52:42] could make wood ones you know to to do that you know is there any um well I had [52:48] a couple questions quick hitters uh the beam that goes across that's 25 ft does [52:53] that come shipped as a 25 foot beam no it gets [52:56] it gets plated together it's multiple beams M like eight Footers that we kind [53:01] of stagger yes all right so it's it's not it's not straight across right it's [53:05] going to have no no it's straight no it's straight it is straight yeah option [53:09] one was the arch AR yeah so this above the water are you then that was my [53:14] second question um what is can we can we go up at with the screwing thing can we [53:21] raise the bridge by a foot or something he said with the piling you can go up [53:25] about a foot or so you know do add to your share um yeah yeah yeah yeah so um [53:32] but he said yes you could do that because in the one of the in the higher [53:36] location that was going to be required in order for us to put um the bridge in [53:40] but so yes and where we are go that but picture it's got a fairly decent Bank [53:47] there um it's pretty level on the side the on on the yeah right there on the [53:53] side where I am um where the picture is taken from you're quite above the high [53:57] water mark and I think we're going to be pretty good above the high water mark [54:02] there yeah I'm concerned about flooding and the the force on the bridge yep yeah [54:06] so if we raise it just a little bit I think we're we'll be pretty good yeah [54:11] the the the water right now is about a foot below what the high water mark was [54:15] there it it was still pretty pretty high there and those big trees protect would [54:19] protect the bridge somewhat on that further side yeah until trees are [54:27] downam am iow to ask question yes okay uh so actually just talking about that [54:33] you know the trees protecting the bridge and stuff like that I don't know if this [54:36] kind of like a question SL maybe food for thought but is there any like [54:40] environmental permitting as far as like uh stream bank erosion because you're [54:45] talking about removing trees well we're not removing them well well I thought [54:49] that was said earlier we're going we're going to we might take the the one [54:54] that's partially dead just cut it off we're not going to pull take the root [54:57] system you can't pull the stump I do know that Shand [55:05] protection yeah comply that yeah and that's why you know we're not putting in [55:10] those you know we're not going to dig up and put the concrete in we're just going [55:13] to be placing the piles okay and he's the pile guy said as long as he wasn't [55:18] in the water that he was fine with putting the piles outside of the water [55:23] cool question anybody else got anything where's the pile guy from the guy that [55:28] does Sal and this other company serves um I can't remember the name of it um uh [55:34] New Hampshire and mass might be Erikson or something like that I Bridge crots already maybe three bridge crots and I'm trying to get my [55:55] second um pile quote and did you hear anything [56:00] from the state I emailed them yeah I emailed last time right after we got out [56:06] of the last meeting and I never heard anything back Trails Bureau yeah I sent [56:10] an email to the trails Bureau and did not heal back and I believe their [56:14] bridges are they're either telephone pole trusses or um um steel ey beams is [56:22] that what pum used that those were um Telephone PS Trust did you ever get in [56:27] touch with P Jay uh no I did not either no cuz they the ones I'll an email just [56:33] to see cuz that was a really well-made bridge I do think that those were cement [56:39] footings so but I don't know if they're different than what you said shouldn't [56:43] be done um but that's a really I think I sent you the video I sent you the video [56:48] it's over pretty high and it's pretty far but George's point about it being [56:52] engineered I think is the most that's probably it won't a ro [56:56] well or certified someone's got to or stamp this we send the whole job out to [57:04] bid and some construction company does everything yeah and I [57:09] think from the prices that I've seen yeah yeah right so okay um cool so maybe [57:18] so the next steps like we'd have to firm up everything that you've got it looks [57:22] like it's like 90% of the way here we would at some point need to talk to The [57:28] Agrarian trust because it is their property and even though it says we can [57:31] put bridges on there we probably would need to make sure that happens and then [57:36] if we get super duper serious it's actually in our lease to put those it is [57:41] it's in our lease I have our lease right here and it is in our lease to add those [57:45] bridges but we should contact them and then as we get super duper serious we [57:48] have to go to the board of Selectmen right and I you have to do your travel [57:52] and Road Show there right and but I could give them this and I'd have I [57:57] could give all the prices all the bids and I I'm putting all of the bids in in [58:02] that folder okay so um it can be all there and we could just give them a link [58:07] and they can you know go and see it all any um two for one specials just out of [58:14] curiosity you we bought two Bridges I'm thinking no calculations with a tape measure we didn't so I'd have to go um put like a [1:01:02] 25t do it for for sure we got probably at least three feet on we're at least [1:01:08] three feet off the bank you can see the tape measure yeah so we're 3et off the [1:01:12] BR bank I think both that okay based on the high water [1:01:18] situation one of them looks like that would be flooded out no it wasn't cuz we [1:01:23] it's very clear where the high water mark was that that's what I saying the [1:01:27] the stream in that picture was only like a foot below the high water mark and and [1:01:31] and Harry these These are 7t deep poles that go into the ground so it's a it's a [1:01:38] 3-in pole that's augured 7 feet down or as far as he can go you know um so it [1:01:44] would take quite a bit to erode that 7 foot pole I think fooling with Mother [1:01:50] Nature you know true true yep I mean [1:01:57] I don't know it's a lot of things could happen so no it it the flooding is a big [1:02:02] concern and the force of the water so I'm more concerned about the force on [1:02:06] the water that's why I like the arch one you at least had yes a little bit more [1:02:12] clearance yeah but I I think if we're up I mean we're going to [1:02:16] be above at least 2 feet above the high water Market down sticking up on top of [1:02:22] I think it's worth talking to out who did theirs it's a really nice Bridge um [1:02:28] it's over an area similar to that it's up a little [1:02:32] higher um I think it's at least worth talking to them about who did it right [1:02:37] and how much were you going to hit me with that yeah so I almost took the gav [1:02:41] out because there's too much going on yeah so I I do have this solution right [1:02:44] if we find another solution that works that's fine do you know what I mean I [1:02:48] I'm not I'm not married to this but out of all my research it looks the decking [1:02:54] on this is a non-slip Sur is that what you said right it's engineered it's like [1:02:59] TRX type material but it's I it's semi- textured I believe okay cool but if we [1:03:06] did that one big one and then maybe did a smaller one that was like pelum if we going to turn [1:04:17] away anybody that comes from out of town but you know we have a limited budget [1:04:21] we've been doing this for years blah blah blah so you know I would more wor [1:04:25] about the permit because it's the same place that we've had it for the last I [1:04:31] don't think they're not going to come in with helicopters and you know fish [1:04:34] biologists coming out of the woods to shut us down be Fishers so I even if [1:04:41] they don't come back to us I didn't say that in a public form but you know we [1:04:46] should be fine it's your permit to release fish so cool slides though yeah we have our first um official [1:06:27] meeting we've had a few at the Garden but this was our first official meeting [1:06:31] and we invited um everybody to come to it we had eight people here and three um [1:06:37] members thank you Matt and for showing up for that and we got two new gardeners [1:06:43] so we went from three five we have lost one I think we're at eight gardeners [1:06:51] have another one oo nice very happy significant other [1:06:56] fantastic so so you're saying went through we'll have eight folks planting [1:07:01] in the garden this year yep and I also um asked for a volunteer to man The [1:07:06] plots and hand them out at the Garden and Denise McHugh is wonderful she did [1:07:11] our first really goodlook um uh plot she's got I'm perplexed can you restate [1:07:18] that what does that mean yeah what do so we have plots that the people plant in [1:07:23] right and because Denise is down down there she's going to be giving out those [1:07:27] plots to the people that that come in assign assign assign the plot assign the [1:07:31] plots assign location no so the people know where to plot to plant other than [1:07:36] that they size or how much size they need or [1:07:40] how there's there's halves and fulls okay available right now so um we have [1:07:45] three more fulls that are available for what I had plowed last year um and then [1:07:50] we'll have to think about what we're going to do if we're going to bring them [1:07:52] out further if we want to do you know 10 more or whatever we want to do so we [1:07:57] have three that are open right now how big are the fs do you know excuse me how [1:08:02] big are they full plot I think it's 10 x 20 is the full oh they're bigger they're [1:08:07] bigger than that aren't they water 10 by 20 are they bigger than 10 no they're [1:08:11] bigger than 20 think so bigger than 20 they're pretty big those go back on 30 [1:08:15] that's pretty big they're almost 20 by however he um [1:08:57] he has a lot of good in information he's going to be taking on irrigation so we [1:09:02] have Denise taking care of the plot assignments we have um Mr M kibbon [1:09:07] talking about the irrigation and getting that set up he found a pump which I had [1:09:12] offered to buy and now no longer have to um we had um Everybody signed a lvi [1:09:19] community gardens code of conduct which was something that was attached to the [1:09:22] lease that we needed to do can you grow weed in the garden [1:09:26] um at this point it doesn't say specifically no it would have to be [1:09:31] legalized and I would say probably not though I think it would get us a lot [1:09:35] more attention than we really want weed um but we are going to be planting peas [1:09:39] and oats um that is a suggestion by Mr McKibben they're in my house John from [1:09:45] Johnny selected seats okay so um he's a he's a very good member we had sponsors [1:09:50] um show up um rockula fort from proscapes came he's [1:09:56] going to be putting in a center garden and um Mike from chick Farm woodworking [1:10:01] is going to be putting in the swing set um hopefully soon when he gets a little [1:10:06] bit of downtime so the community garden is going along really well we've got [1:10:10] I've got some help there which is really nice cool um and then because I'm not on [1:10:14] for other said it was a um I I thought he found a pump on the unit didn't there is a pump [1:10:54] on the we were going to try to work on that to fix it up so I think that's what [1:10:59] he's talking about okay okay okay all right so I wasn't sure if [1:11:05] it was IR when you said irrigation I thought it was you know like a hose or [1:11:09] hoses in in the it's going to go into the G he does yep so we were he's he's [1:11:17] great to have on the on the committee so there's actually two little there's a uh [1:11:22] there's the pump that normon gave us with the [1:11:25] whatever you want to call it with the tank you know and then there's [1:11:30] another tank that was given to us that was dropped off there you know you could [1:11:35] almost have a two pump system where that could be raised above hydraulic grade [1:11:40] line you could actually put on P put on drip irrigation and then when it gets [1:11:45] low it would kick on the pump fill up tank one push up the tank too distribute [1:11:51] down I got this if we get a dry summer they're they're kind of in trouble over [1:11:56] there we have to have something better yeah I we we'll get it get it going mik [1:12:02] Brandon it's work on the pump the gas pump to fill up the big [1:12:08] tank we're going to make sure that okay you guys are awesome I don't [1:12:13] know appreciate four items from the meeting oh from the community action [1:12:21] items the uh blueberry bushes I Trimm those [1:12:25] took down the wire fence in the front of the lot in the [1:12:29] post um stained all the picnic tables you did yeah with a gallon of uh stain [1:12:38] and found the irrigation line that's located for the garden that was there [1:12:43] from years before yeah so I showed these guys where that was so we right Diane quick overview of the economic development [1:14:01] thing okay yeah so that was another another meeting this month um for me was [1:14:05] the economic development committee meeting and how it pertains to [1:14:10] conservation anything else before I start or no okay um so I sent everybody [1:14:16] the 2024 town of litfield Economic Development survey results that we got [1:14:21] um I spent four hours as did two of the other members and at three of the other [1:14:26] members at the polls getting responses back on this we had I believe [1:14:32] 1,153 respondents a lot of those came from the um the polls which was amazing [1:14:39] to have that many responces um it pertains to conservation because it [1:14:45] asked whether or not people wanted open space or if they wanted Economic [1:14:49] Development or if they want what they wanted um so Jay's highlighted one of [1:14:54] the Pages here yeah if you if you look over on the [1:15:00] right hand side um the three large columns over [1:15:06] there I think this is all of the respondents these are some of the [1:15:11] critical things that they they picked uh preserve agriculture was up there I [1:15:16] think probably in the top looks like three or four preserve Open Spaces up [1:15:21] there which which question was this protect drinking water one of the most [1:15:25] important issues that should be addressed in the town of Whitfield over [1:15:28] the next five years that's control tax increases was number one so it looks [1:15:32] like control tax increase number one drinking water number two preserve [1:15:37] agricultural number three and it looks like a track new [1:15:42] business and open space are up there as well [1:15:48] for control tax increases 54 that was the [1:15:53] highest so where does it go from from here so from here there's going to be [1:15:58] another meeting um that we're supposed to have um to start focusing but we're [1:16:04] not having that meeting in May it's been cancelled uh April rather it's been [1:16:09] canceled until May so that's where we're going next on that you know what date [1:16:15] you sent sent those today today I sent it today yeah this it's also on the the [1:16:20] town website it yeah but I just sent it to everybody so they would have the one [1:16:23] question I the one thing that confuses me as if you look at it control tax [1:16:28] taxes and conservation and agriculture they they're Polar Opposites because the [1:16:33] more conservation we take out of the tax Dole taxes are going to go up taxes open [1:16:38] land doesn't cost you anything has cost you it doesn't cost anything but if you [1:16:42] take it away from some other development that could bring taxes in it does cost [1:16:46] but if you keep it as Farmland it's it's well current use probably in current use [1:16:50] right if you can the most expensive thing to put in is housing the most [1:16:54] expensive thing that's something that's Demand on the services yes we agree with [1:16:57] that yeah been confused control tax part that gets me it's like I don't know how [1:17:02] you you want businesses but we don't we're we're locking up land we can't [1:17:06] build business businesses and then you got tax said control [1:17:11] taxes you know so that's like you could look at that a couple of different ways [1:17:15] we've done like a lot of research on this I have looked at I would probably [1:17:21] say 20 studies over the past couple years about um cost for [1:17:26] service community service study and really really interesting I'll send it [1:17:31] around to the to the crew uh but the long and the short of it is is take a [1:17:36] guess how much on average residential property cost the taxpayer for every [1:17:42] dollar of taxes collected Harry for every dollar [1:17:48] collected in taxes from a house on residential property particularly um I [1:17:53] think I read a single family what is it cost of it saves the town $9 [1:18:03] no13 cost cost us cost res residential property you get a dollar in taxes from [1:18:10] the residents A113 is going out that's where all the kids are if you look at um [1:18:15] commercial it ends up dropping to like 4 cents dollar coming in 40 cents going [1:18:22] out so you're getting you're making money you're losing money on residents [1:18:27] you're gaining money on um on commercial or industrial I then went and did a ton [1:18:33] of research on breaking down the residential piece and this I found only [1:18:40] two studies that figure that had this outlined and when you break down the [1:18:45] residential piece single family is by far like actually condos three-bedroom [1:18:50] condos and four bedroom condos I think are the the biggest [1:18:55] impact to the taxpayer negative impact single family negative impact when you [1:19:01] get down to two bedroom apartments in one-bedroom apartments it tilts in the [1:19:05] favor of the town over those kids because they don't have kids it puts you [1:19:10] in the posit um I'll send that stuff around but I looked at many studies and [1:19:17] I looked at unless you're looking at over 55 communities I didn't see any [1:19:21] over over 55s on there but probably a hundred communities I looked [1:19:27] at I found a table of a 100 communities where they did these surveys zero had a [1:19:34] positive impact on single family residential zero zero it was wendam just [1:19:39] did one a couple years ago do six to the dollar and I think it was Sandown uh [1:19:45] their study was like a121 going out to every dollar coming in so yeah yeah [1:19:51] probably the smaller so commercials better is what way better right so where [1:19:54] do you put the commercial in this town north and south y we that's the only [1:19:58] location we have and I think that's that's part of the challenge but we have [1:20:02] land north and south that hasn't been built yet either so really it is I mean [1:20:06] there's there we tried to have Baron's Warehouse come in federal the state of [1:20:12] the federal came in and stopped that if I had the federal made it prohibitive [1:20:16] for them to do it and they only had the one curb cut yeah they would had to [1:20:20] share a driveway with St Francis so the state has has impacted as well putting [1:20:26] in businesses yep agree so to say let's take the area that we're currently [1:20:31] protected and say let's go there we haven't even finished taking care of the [1:20:35] land that we have on North and South it's tough yeah I agree with the [1:20:41] the the comments though it's like we want to protect agricultural character [1:20:46] but we also want to increase the tax Bas so it seems like it's just in Conflict [1:20:50] but it's what I said when we started that's why you guys have your committee [1:20:53] it is and when it when we were in the committee and when we started it was [1:20:56] agricultural businesses if you could do that I don't know how much tax impact [1:21:00] they have for bringing back to the community but if you could get you know [1:21:03] some Farm totable restaurants pass possibly in that actually grew some [1:21:08] things that used normanton Farms um cows and pigs and and chickens and stuff and [1:21:14] and grew problem is is those like don't move the needle I don't yeah they don't [1:21:19] move the needle what's going to move the needle is an Amazon warehouse in a lower [1:21:25] registrations and kind of light use of property would be the what move the [1:21:28] needle we just um they're clearing three lots up up of the North End AC Crosser [1:21:33] Ms three commercial Lots one's going to be a multi multi um use a house in the [1:21:38] front and a warehouse in the back so that's something that's that's an [1:21:42] existing business in town already that's going to be moving it's my understanding [1:21:47] Joel It's Joel Jon his daughter yeah and then the other one there's a bing [1:21:52] company that's interested in the other lot another lot coming from out town in [1:21:55] the old sand pit there yep yeah right across from [1:21:59] Val uh and there's you know that's where the lots are that the owner up there was [1:22:04] interested in doing something it just has to be permitted so we have any other [1:22:08] questions on that um the other meeting that I went to this month was the Lowa [1:22:13] memac River Local advisory committee meeting um and it was interesting [1:22:18] because what you were just talking about appeared on there's the a they needed an [1:22:21] aot permit um for alteration of terrain for the sand pit um not quite sure why [1:22:29] they really needed to be there it's nowhere near the disturbing more than [1:22:32] 100,000 square but this is yeah this is the [1:22:36] River Local advisory committee so but they were there and then there was [1:22:40] somebody there um it was very interesting to hear how meramac [1:22:44] discusses their commercial waivers as opposed to how we do I mean they have so [1:22:51] much commercial building over there that they're you know they're happy to have [1:22:54] scrub in between the river and and the concrete for the parking lots and stuff [1:22:59] it's it's way different than what we look at and how much how much area we're [1:23:04] putting between our River and and the commercial accounts that of come in so [1:23:09] far so that's the end of what my busy week is like busy month all right I [1:23:14] think we're we're moving on we're going to do this real quick and this is [1:23:18] primarily for John uh goals for 2024 so each year we we set goals and um and [1:23:25] then we try our best to achieve those goals and we set these goals for 2024 [1:23:30] recorded wood frogs talk to Reggie moo and his Wetland scientist Bruce [1:28:29] gild [1:28:33] um I I'm convinced it's a Vernal pool has to have water three to five months [1:28:38] to have the egg masses be viable um I haven't heard back I talked to [1:28:45] Reggie yesterday but I haven't heard back from the sign just he was going to [1:28:48] go back out there in April just I guess check on egg masses but um wood frogs [1:28:53] are most definitely indicated a species of a veral pool and I'm sure they were [1:28:58] wood frogs so so if they have egg masses it counts as a Vernal pool well if they [1:29:04] have wood they had wood frogs I have I sent the scientist my recording of the [1:29:08] wood frogs and I don't know if he's debating whether they different kind of [1:29:11] frogs but um and then I did oh I did send a letter to um [1:29:16] Dees about their permit and stating that probable Vernal pool and that they [1:29:24] should fishing I want fishing game to tell us do they want open bottom covers [1:29:29] or the 40 foot span of CT um and I also added that in the aot [1:29:36] report of theirs they have the property is ringed with rare turtles so I'm [1:29:44] pretty sure that turtles will be using that veral pool he the scientist called [1:29:48] it a red maple swamp well it can be a red maple swamp and a veral pool so [1:29:53] things are still up in the air how will that affect them Vernal pool needs 200t [1:29:58] buffer so obviously they don't want it to be a Vernal [1:30:02] pool as opposed to a 50 foot buffer is that on is that one lot that would take [1:30:08] out multiple Lots 200t nondisturbed yes oh that blows them out of the water [1:30:14] MTI pools next to each other within that 200 buffer then that buffer extends well [1:30:20] it's one one it's one large one it is how many Lots would it blow out no I'm [1:30:25] saying if there's another buffer if there's another veral pool that's [1:30:28] located within that buffer of 200 then it extends [1:30:32] out they it goes past we've never had um the [1:30:39] 200t buffer um applied by anyone but and I'm sure that the Wetland [1:30:45] scientist doesn't want to be proven that he was wrong but I'll stick to my [1:30:52] guns Happ you Diane what you I have [1:30:58] nothing um just so you know the uh at the planning board meeting the other [1:31:03] night we had um a consultant come in to talk us about the ms4 permitting [1:31:10] process um I know Miss Kleiner mentioned it at the meeting um I think this is a [1:31:15] process that um I think has to involve not just the planning board but planning [1:31:23] conservation zoning a whole different group of people um looking at this um [1:31:31] because it's so comprehensive um and and with [1:31:37] um putting together our regulations um it might be a good idea [1:31:42] maybe at some point for the Conservation Commission to get a copy of those um [1:31:48] regulations and make recom maybe make recommendations if you guys see anything [1:31:53] that would be of interest but I think having the conversation between [1:31:58] everybody being in communication on the same page is going to be key to the [1:32:02] success of of ms4 in Richfield um it's um it's a big [1:32:08] undertaking um and I think having conservation [1:32:15] planning zoning everybody and you know the the um Highway Department everybody [1:32:21] should at least be know what's going on and communication wise and so at our [1:32:28] next I think um we are going to be talking about our next planning board [1:32:32] meeting if anyone's interested from the conservation to come to the meeting to [1:32:36] learn about ms4 what day ises that M uh I believe it's the um May I think May [1:32:42] 7th 17 it's not it's not on the [1:32:48] through [1:36:58] the voting process and we would vote for candidate number one people raise their [1:37:03] hands and then vote for candidate number two raise their hands and whoever gets [1:37:06] the most votes wins is that Jo I I have one question I'm an [1:37:13] alternate right friend's an alternate we can't vote right and we so I mean we [1:37:18] can't nominate either right right just I'm just making sure [1:37:22] that's that's true right and we can't run and we can't run for we can't be [1:37:28] nominated yes you could be nominated how could they be nominated I'm not a voting will say this that I I put a lot of thought into this and you know we do [1:39:01] have term limit so I do I'm at the two-year term limit so if if I did go [1:39:06] for it it would have to be 100% um vote someone could Harry could [1:39:11] say no and then it you know foils the whole thing up but I truly believe that [1:39:15] this crew that we have right now is pretty darn good and we're kind of [1:39:20] clicking on all cylinders everybody is is is putting putting the work in [1:39:25] putting the work in in between meetings and things like that so I'm really [1:39:29] confident you know that that we're good I just want mind stepping aside if [1:39:33] anybody wants to nominate me for vice chair or nothing or or secretary I'm [1:39:37] fine with doing that just wanted to take a chill
