We have a lot of kids that um [1:37] still go to school and I was I br I went [1:41] to the um [1:45] uh what's what's over here? the city [1:47] hall and asked inquired about it and I [1:51] was told that because of Wigwam [1:53] Boulevard or um the wigwam that we [1:56] weren't going to put [1:58] uh speed bumps in on Wong Boulevard. [2:00] However, if you go to Bird Lane, Bird [2:03] Lane has all of the um speed bumps and [2:07] things to slow traffic down. I think [2:09] Bbon Boulevard needs it. We have a lot [2:12] of our kids still going to school. We [2:16] have school um [2:18] school age kids everywhere. So I think [2:20] it's it is a um a good idea to put speed [2:23] bumps in and I would like to see that. I [2:25] go for a walk every morning and they fly [2:27] through there. There's not enough um [2:31] policing around to stop it. So I think [2:35] speed bumps would be a idea especially [2:37] just to keep our kids safe in the [2:39] neighborhood. [4:26] >> Thank you, Chairman Teddy and [4:27] Commissioners. Uh the REC monthly report [4:31] is in your packet. Um, I'll go over a [4:34] couple of items. Uh, now that we're into [4:37] August, the rec center, um, the group [4:41] swim lessons and a lot of that, um, [4:43] programmed activity winds down. So, we [4:47] have expanded open swim hours. So, [4:49] weekdays from 3:00 to 9:00, Saturdays [4:52] 10:00 to 7:00, and Sundays 1 to 7:00. [4:54] The pool is uh, still open, remains open [4:57] to the public until Labor Day. Um we [5:00] have uh very limited programming in the [5:03] pool right now. Water aerobics and some [5:05] one-on-one elite swim lessons. And [5:07] that's our usual um August programming. [5:12] Um the Odyssey swim team is back and [5:15] holding their uh swim practices and [5:17] their home meets. They started this week [5:20] and they'll be um using the pool again [5:23] uh through November. [5:25] and um [5:28] August water aerobics. I have in there [5:30] that there were six registrants. We [5:31] actually currently have uh 10 [5:33] registrants. So that went up a little [5:35] bit since our uh written report went [5:39] out. Um we are showing Finding Nemo, our [5:43] final uh divein movie uh next Saturday [5:47] the 22nd. And so we sell those tickets [5:50] um online through Eventany. And also if [5:54] there are WECK members, they can uh stop [5:57] in and get complimentary passes to the [5:59] movie and uh tickets can be purchased [6:02] day of too if anyone is interested in [6:04] bringing their families out to that. Um [6:07] community services, our staff [6:10] participated in Lichfield Elementary [6:12] School's open house at the end of July. [6:16] Um, so that was a great way for us to [6:17] get out information on our fall [6:19] programming, our youth sports and events [6:22] and preschool. Um, so we had some good [6:24] interactions there. [6:27] As some of you were talking about before [6:29] the meeting, uh, Katitude Arts and their [6:31] teen mural team, who came out to present [6:34] to you at that last meeting, um, [6:36] completed their mural project on, uh, [6:39] the 31st, so it was done just in time [6:42] for that August 3rd, uh, ribbon cutting [6:44] for the library. So, if you haven't had [6:47] a chance to see it yet, I'd encourage [6:49] you to to go into the library, take a [6:51] look because um it was definitely done [6:54] with love and care by these teenagers [6:57] and I think they did take um your [6:59] feedback to heart and and um I think [7:02] they're proud of what they did and [7:04] hopefully the community will be too. Um, [7:08] on the note of artwork as well, our uh [7:12] next round of Ola uh letting our local [7:14] artists applications [7:16] opened in August uh last week or [7:19] actually two weeks now and applications [7:22] will be accepted through October 1st. Um [7:27] we had some feedback from you guys about [7:29] looking to see more amenities at Rose [7:32] Park. Um, so we did recommend that [7:36] whatever the new installation is that it [7:38] be put at Rose Park as just one amenity [7:41] to kind of get that process started. [7:44] >> So, uh, if you have any thoughts or [7:47] suggestions or would like to provide [7:49] input to whoever is selected, we'll keep [7:52] it on the path the same way we did when [7:54] we had Betsy come in. [8:07] They've got, uh, 47, uh, little guys [8:10] running around and getting used to [8:13] making new friends and learning [8:15] classroom rules, all that good stuff. [8:23] and um [8:26] special events is in those planning [8:28] stages where we're trying to lock down [8:31] vendors and contracts and and [8:34] advertising [8:36] um all of that fun stuff. Our real [8:39] events start in November. All those [8:41] bigger events, the Touch a Truck and [8:45] Fall Fest and Pat's Cornhole Tournament. [8:48] So, still doing a lot of the planning [8:50] and backend stuff. So, you may not see [8:52] anything in the open, but still a lot of [8:54] activity happening with respect to [8:56] events. Um, also, Millennium High School [9:00] is um putting on their parade on [9:02] September 19th. They just got their [9:05] approval last night through the council [9:06] meeting to move forward with that. So, [9:09] we look forward to having them back out [9:10] for their homecoming parade. Um, so sports, we [9:20] had our we have coach pitch registration [9:23] or ended a few weeks ago and we just had [9:25] our coaches meeting last week. So [9:27] practices did start this week um Monday, [9:30] I should say. Wednesday it got rained [9:32] out so we did have to cancel, but we are [9:34] full with 80 kids in that um that [9:38] league. So we are excited to see the [9:39] numbers continue to go what they were [9:40] last year backto-back uh years of [9:43] getting filled up. So we're excited to [9:45] see that. Uh fall registration is uh [9:48] fall t-ball, basketball and flag [9:49] football uh ends on Monday. Um we have [9:54] as of today we had about 512 total [9:56] participants, 222 basketball, 170 t-ball [10:00] and 123 flag football. Um our three and [10:04] four age group was open a little less [10:07] than a week and it was already filled [10:08] with 80 kids. So in we had 19 kids on [10:13] the wait list in a little under two [10:15] weeks. So we opened it up for two more [10:17] teams and uh they got filled up pretty [10:19] quickly after that. So we're having 100 [10:21] kids in just the three and four year old [10:22] T-ball and then we have about 10 10 [10:26] spots left in T-ball altogether. So [10:28] we're excited to see T-ball continuing [10:30] to do the numbers and the rest of [10:32] leagues are also numbers are looking [10:34] pretty good too. So um group tennis uh [10:38] was supposed to start for August [10:39] yesterday but again got rained out. So [10:42] Friday will be the first day for our [10:45] August session but we are full in tennis [10:47] again. Um we're full through uh October. [10:52] So we have and the weight list depending [10:54] on the age groups are pretty good at [10:56] looking too. Kevin [13:16] Hamilton, public grounds superintendent. [13:21] [clears throat] [13:21] >> Teddy Council. Thank you guys. Um, [13:25] >> sorry. [13:28] » Wow. Yes. Wow. As long as I can get [13:32] >> same rate. Same pay rate. More [13:34] responsibility. Sorry, guys. Okay. So, I [13:37] am um my executive summary is in your [13:39] packets as well. Um it's it's quite [13:41] lengthy and touches on a few different [13:43] areas. Uh I'm going to try to stay [13:46] focused and hit on some some key [13:47] accomplishments and points. Um but [13:50] during our reporting period, we did have [13:51] staff uh advance in several high [13:54] priority maintenance and improvement [13:55] initiatives across city parks, streets, [13:57] landscape rights away, irrigation [14:00] systems, and wreck programs. Uh some of [14:02] our major accomplishments included [14:03] substantial progress on turf ariation [14:06] and fertilization, rem removal of [14:08] hazardous trees on the hilltop, and [14:11] continued citywide pruning along with [14:13] the completion of storm damage cleanup [14:15] and an implementation of new operating [14:17] procedures and preparations for upcoming [14:20] recreation programs and community [14:21] events. Um, so to hit on some of our key [14:24] accomplishments over the last 30 days, [14:27] um, we've hit 100% completion on our [14:29] citywide airification program, we were [14:32] able to hit all of the turf areas in the [14:34] city, uh, with a refying for the first [14:36] time in over a year. Um, we completed [14:39] fertilizer applications as well through [14:41] all these turf areas. Um, from my [14:43] understanding and the records I was able [14:44] to find, this was the first time that [14:46] the turf had been treated with a [14:47] fertilizer application in some time. Um, [14:50] we also created a standard operating [14:52] procedure for mowing and are now [14:54] unanimously mowing at the same height [14:56] throughout the uh department, which was [14:59] not the case as of April. Um, so we are [15:02] now uh on a Bermuda transition um plan. [15:07] It's a five-week program. Essentially, [15:09] back at the end of May, we implemented a [15:11] five-week plan to get rid of all of the [15:13] grass in our grass areas except for the [15:16] targeted grass that we wanted to grow [15:17] for the summer, which would be our [15:18] Bermuda grass. Um, as you can see, a lot [15:21] of the grass transition through that [15:23] time went from yellow and brown to a [15:25] little bit more green. And now you can [15:27] see a lot of those areas are now [15:28] bouncing back and coming with just one [15:30] type of grass, um, which was the desire. [15:33] Ultimately, what we'll look to do is [15:35] start that transition much sooner next [15:37] year. Um given that I was only put in [15:39] this role in April and we were a few [15:41] weeks and months behind um that [15:43] transition is something we will expect [15:44] to see a lot sooner next year. Um [15:46] because we are about 30 to 45 days away [15:49] from transitioning now to our our winter [15:51] rye. Um which is where we are also [15:53] looking in our A program to potentially [15:55] look at options for hydro seating. Um, [15:58] so we're going to look at different [15:59] options for uh transition this year with [16:01] our winter grass, mostly in coordination [16:03] with our parks and our wreck team [16:05] because with our hydro seating, it will [16:07] take us half the time um for the seed to [16:10] take into transition than it would in [16:12] our normal. Now, there is a cost [16:13] associated with that. Um so that's why [16:15] we're we're premature and just exploring [16:17] those options. Um that touched on uh the [16:21] aronomy team that we had out to take a [16:23] look at our turf. Um it was not this [16:25] last Friday but the Friday before. Um we [16:28] had the Legacy Golf Aronomy team out. [16:30] They took a look at our turf and made [16:32] some recommendations as well as uh put [16:34] us in contact with a few local [16:36] professionals that'll uh help us for the [16:38] next 365 days get our turf back on a a [16:41] program that we'd like. Um the last key [16:43] accomplishment that we have, we did have [16:45] Turtle Park Playground was order um the [16:49] installation of the project or of of the [16:52] playground. it will start and the [16:53] project should last from September 21st [16:56] to October 2nd and that will be the [16:59] final day for the playground [17:00] installation. [17:02] Um just to skip through and to touch on [17:05] a few other uh small items. Um we did [17:07] some work on the hilltop. Um as you can [17:10] see in the trees, palms and rideway [17:12] section, we had 71 trees uh that we took [17:16] out of the hilltop. They were all dead [17:17] trees. It cost the city approximately [17:20] $50,000. Um, we did find 17 additional [17:23] trees uh that were supposed to be [17:25] relocated that have now transitioned [17:28] into into either a dead state or a state [17:31] to which it would not be worth us [17:32] transitioning u transplanting those [17:35] specimens. Sorry. Um, so we removed [17:37] those additional 17 trees for a cost of [17:40] $13,000. The remaining 107 fan palms at [17:43] the hilltop, you guys may notice they [17:45] have all been pruned. Um and [17:48] moving on to fan pruning. Um that is [17:52] also the last remaining palm pruning [17:54] that we have through the city. The West [17:56] Coast Arbor crew has been able to work [17:58] through all 2400 palms with only about [18:02] 900 remaining. Uh they were on track to [18:05] finish that by this week up until our [18:08] storm activity here in the last two [18:10] weeks. So I have supplemented West Coast [18:12] Arbor with another arbor contractor. um [18:15] they've provided us to get the storm [18:17] cleaned up a lot faster, but then also [18:19] getting arbor crews back onto our [18:20] pruning schedule. [18:23] Um [18:28] uh we did treat all of the palms along [18:30] Lichfield Road uh for termites. We had a [18:33] large termite infestation in all of our [18:35] palm trees there. Uh there were over 50 [18:37] palms along that area that were treated [18:39] for termites. [18:42] um all of the public grounds materials [18:44] including um leftover materials, [18:46] historical items including the organ [18:49] from the band stand um the leftover [18:52] turtles from parks and any just [18:55] construction supplies have all been [18:56] cleared from the hilltop. Um so we are [18:59] now completely out of there. We are just [19:02] uh we're set aside ready for [19:03] construction to begin on the Hilltop [19:05] Park. [19:07] the [sighs] [19:11] so I did have some premature figures on [19:13] some storm response work you'll see in [19:15] that section I am going to skip that [19:17] because those were put in before [19:18] anything that happened this week so none [19:21] of that would ring relevant to now [19:23] [gasps] [19:25] um we in so far as active projects and [19:28] our service going on we have begun phase [19:30] two of the citywide painting it is [19:32] actually scheduled to be complete um [19:34] that was actually scheduled to be [19:36] completed this week We're reming [19:38] tomorrow morning to finish, but the only [19:40] thing remaining left to be painted are [19:41] the two monument signs along Indian [19:43] School. So, you'll see at Indian School [19:45] in Lichfield and Indian School in Daart. [19:47] Right now, it is just blank and painted. [19:49] Um, we were waiting for the iron [19:50] lettering to come in, which will be [19:52] mounted this week. Um, so that we can [19:54] have it when we need to repaint it next [19:56] time. Um, it's not just a sticker that [19:58] goes over. We can just paint behind the [19:59] lettering. Um, so that'll be installed [20:01] here uh this week. Uh after phase two is [20:05] complete with painting, we will look and [20:07] begin a phase three citywide painting [20:09] program that will address uh any [20:10] remaining wall areas that we haven't hit [20:12] yet, including DART. [20:15] Um we did finalize and secure the Sage [20:18] Brush Storage Lot from Lichfield [20:19] Elementary. Um we created a green waste [20:22] operating procedure and material [20:24] separation. We've now been able to avoid [20:26] taking any loads to the dump for two [20:29] weeks straight now. Um it's been a [20:31] significant efficiency gain for us and [20:34] as well as a cost savings for the city. [20:37] Um and those unfamiliar, we are we were [20:39] renting the Sage Brush lot. We were [20:41] calling it Sagebrush lot is that vacant [20:44] um area behind the Lichfield Elementary [20:46] School between the ball field. Um we [20:47] were able to rent and secure that from [20:50] the elementary school um in preparations [20:52] for the new public works building [20:54] potentially. Um but in the meantime [20:56] without that initiative going forward [20:58] we're use utilizing that lot as a [21:00] storage and a operating area. [21:04] >> How does that make you not have to go to [21:06] the dump? [21:07] >> Uh we call a contractor in to come and [21:09] pick up Yep. And many contractors have [21:12] negotiated with several nurseries uh con [21:16] um landscape companies around they can [21:18] dump their green waste for free. I [21:20] unfortunately cannot. Um, so what I am [21:22] looking at is a contractor who I can [21:23] just pay time and labor. They will come, [21:25] they'll grab it, and it saves me [21:26] approximately an hour to two hours with [21:28] one to two employees that no longer have [21:30] to go to the dump at a cost of [21:32] approximately anywhere from a hundred to [21:34] $200 per trip. Um, so we've seen a [21:38] significant savings and efficiency as [21:40] well. [21:42] [clears throat] Um the last part of our [21:45] uh efficiency improvements for our [21:48] service that we currently have um I have [21:50] initiated I'm calling them regional [21:52] discussions um but we have reached out [21:53] to our adjacent partner in the city of [21:55] Goodyear in regards to potentially [21:57] adding us onto their street sweeping [21:59] program and taking that off from our [22:01] public grounds and parks team. [22:06] Um, one thing that I will just briefly [22:09] touch on with our facilities manager [22:11] here, we did establish new cleaning [22:13] procedures, uh, as well as a, uh, [22:18] contractor for some of those services. [22:22] Um, we have been trying to do some more [22:24] citizen-f facing communication and [22:25] management. Um, we've been trying to do [22:28] our social media posts and communicating [22:30] in both our pruning schedule, our storm [22:32] cleanup efforts. Um, you may have also [22:34] seen the street closures. Um, and with [22:37] that, did I say I said palm printing [22:39] schedule? So, um, those are some of the [22:41] initiatives, some of the projects that [22:43] we've been working on. I skipped through [22:46] some of them, but, uh, if there's any [22:48] that I missed that you guys have any [22:49] further questions on, please feel free [22:51] to ask. They will still fill some of [24:25] those areas, but given that we only have [24:27] a 30-day window where the weather is [24:29] optimal for growing grass like that, and [24:31] then we're going to scalp it low and [24:32] kill it to start our ride transition. [24:34] Um, those areas will be look more better [24:36] filled next year once we've done this [24:38] sustainably. I believe it was [25:36] about three weeks ago that person [25:37] started. So, you may have seen I tried [25:39] to stay away from some of those. But in [25:42] my report, I did have you know [25:43] repainting crosswalks and school zones. [25:46] Those were things that the public [25:48] grounds team was assisting streets with [25:50] before our superintendent started. So, [25:51] we're in that transition phase right [25:53] now. Um, but Ed is someone who came very [25:55] qualified from Scottsdale. Um, he 20 [25:58] years in a municipality. Uh, he he very [26:01] much has a plan and has already been out [26:03] and getting. I know we lost a number of [26:19] huge trees. [26:21] One here, one right out here. [26:25] Are we planning to replace them or or [26:28] you don't know? Tell me what the plan. [26:29] >> No. Yeah. So, I've gotten that question [26:31] 10 times. Uh the statement that I've [26:33] been given permission to to hold to you. [26:37] Um we we are in a process of measuring [26:41] the magnitude of what we've lost right [26:42] now. Um I don't even have a full count. [26:44] I don't even have a bill yet. Um so I [26:47] can tell you just in some of the figures [26:49] that we've put together prematurely um [26:51] we are looking at a significant loss. [26:53] And part of that loss is paying for um [26:57] you know the the the cost that we didn't [27:00] incur the first time. So, what you guys [27:02] may have seen for a lot of our trees out [27:03] there was they they just went over at [27:06] the roots and all of those roots were [27:08] like your fingers spread. So, they [27:10] should have been down deep deep. And a [27:12] lot of what I'm seeing is the irrigation [27:14] systems here there's one line, one line [27:17] for the grass, one line for the shrubs, [27:18] one for the trees, one for the palms, [27:20] and those all four should be on separate [27:22] lines. They all measure different times, [27:24] different gallons per hour. Um, and so [27:26] the trees have been suffering. They've [27:28] been getting water to stay alive, but [27:30] they haven't been getting the water they [27:32] need to establish themselves and to stay [27:34] grounded and rooted. So, there's a a [27:36] multitude of factors that we're [27:38] including in this because the cost to go [27:40] back and put these trees also comes with [27:42] an infrastructure cost with the the [27:44] plumbing and the irrigation to go with [27:46] it as well as the controllers that are [27:48] going to manage and allow us to to keep [27:50] them alive. So, what we've done is we've [27:52] already been in contact with the [27:53] landscape architect. We've already put [27:55] together a few different presentation [27:57] ideas and we are going to look to sit in [28:00] front of you guys this next month with a [28:03] few options on what we think would be a [28:04] more sustainable idea for us to [28:06] transition and replant with um and more [28:08] so with a game plan in mind as well as a [28:11] selection of tree species, plants, you [28:14] know, shrub species and then irrigation [28:16] um standards that we think we want to [28:18] set going forward. So, we'll put um an [28:21] initial presentation of what we think [28:23] that package looks like as well as maybe [28:25] some preliminary costs and then we'll [28:27] put that presentation in front of you [28:28] guys hopefully to get some blessing and [28:30] some decisions so that we can put in [28:32] front of council for some funding. No, and um as far as just [28:39] inventory goes, we do have Arbor Access [28:42] is the uh inventory system that West [28:45] Coast Arbor uses. as they are doing [28:47] their work right now, they are updating [28:48] that inventory. So, I have an idea on [28:51] some of those figures. Um, but it's very [28:53] premature. But the great thing about [28:54] that system, [28:56] >> like to give you an idea, just one of [28:57] these trees that we lost out here, that [29:00] tree was valued at $10,000. So, it [29:03] didn't cost us $10,000 to take it out [29:05] and to put a new one in. But, if we were [29:07] going to say try to replicate and put [29:09] that exact tree back, that is the value [29:11] that it had for the water and the oxygen [29:13] and the carbon sequestering that it [29:15] does. So, um, we have a value to what we [29:18] have lost. We have a value to what it [29:20] will cost. And then, um, we're going to [29:22] try to figure out the right way to put [29:23] it back. None of that will start [29:25] probably until October. Just looking for [29:28] the weather. Yeah. [29:32] >> You mentioned something about a GIS [29:34] track. [29:34] >> Oh, I I had that in here and I didn't [29:36] >> I saw it in there a little bit. [29:38] >> Yeah. So, I I currently we had the whole [29:40] city is in GIS. Um, I have been working [29:43] with the city planner and we've really [29:45] just gotten anything that we were able [29:46] to have as a digital construction file [29:50] added onto our GIS. So, some of our [29:52] power lines, irrigation lines, that kind [29:54] of stuff. Um, but we're really looking [29:56] to advance the GIS. So, we're looking to [29:58] get all the city's assets like park [30:00] benches and street lights and um [30:03] drinking fountains, trash cans, [30:05] everything down to the nuts and bolts [30:07] essentially can be polygon and [30:09] identified as a asset in GIS. And it's [30:12] satellite um driven so it's accurate and [30:15] it's something that gives us um [30:17] forecasts and projections without having [30:19] to leave our desk. You know, we can do [30:21] measurements, we can do square footages, [30:23] um we can get counts and inventory, [30:25] stuff like that without leaving. So, [30:26] we've been fortunate enough that ASU has [30:28] an intern program in their GIS uh [30:31] department that we essentially can just [30:33] pay them at an intern rate um to to [30:35] continue on working with us. So, the the [30:37] first phase last year was us getting [30:39] into GIS, which we are now. We are now [30:42] looking to advance and develop GIS more. [30:44] We want our our water meters on there. [30:45] We want our valve boxes on there, our [30:47] irrigation lines, as well as I'm [30:49] drawing. I'm they're called polygons, [30:52] but they're just shapes around the [30:54] landscape that we're responsible for [30:55] maintaining. And it's something that my [30:57] guys, the contractor, anyone working, [30:59] they can see it on their phone and say, [31:01] "Yes, this is ours. Yes, this is [31:02] theirs." Um, and it's connected to the [31:04] Maricopa County parcel assessors um [31:08] website. So everything in there, it [31:10] shows you ownership. It shows you public [31:12] information on who owns the property to [31:14] their name, their phone number, their [31:16] email, everything. So, it's it's a [31:17] really robust system um that I've been [31:20] familiar and used in other [31:21] municipalities that our city planner [31:23] Randy has been fortunate enough to start [31:26] the process and we are just continuing [31:27] on with here now. [31:29] >> And I know that' be tremendously [31:31] helpful to us as a commission. Maybe I [31:34] don't know if we can get access to the [31:36] actual software or whatever or even just [31:37] have like a print out of the public [31:40] grounds and you know a list or or some [31:43] sort of map system. We wanted to see the [33:08] effects of spraying half of that turf [33:10] and having in a test batch right in [33:12] front of us. Um, so we did half of the [33:13] turf and then we dropped the deck and [33:15] mowed it. We wanted to see how it [33:16] affected that turf and the weeds in it. [33:18] So you can see both halves are coming [33:20] back but there is a disparity between [33:22] them. Um [33:23] >> where is this a turtle turtle? [33:26] >> Uh and we tried to do it on the far end [33:28] so that it wasn't as noticeable from the [33:29] street. [33:30] >> Um but I will selfabilia is uh purely [33:33] scientific and research. Um, a lot of catchup, a lot of uh, asset assessment um, with the [35:31] buildings and um, sorry and everything [35:35] uh, in between. So, um I know the [35:38] drinking fountains are a high priority. [35:42] Um I have done a lot of research um [35:45] looking at those and uh we've had some [35:47] cclick fix requests for new ones. Um, so [35:52] I've done again a lot of work, a lot of [35:54] research and and work with Paige, our uh [35:58] assistant city manager, trying to come [35:59] up with a strategy um you know a cost [36:03] assessment what it would take to um [36:05] basically replace them all all these [36:07] parks. So, um it's it's going to be more [36:09] of a phase situation for these because [36:11] of the price, but um [36:14] I I I think that working with you, um [36:18] would would would help me tremendously [36:20] because I I think there's so many [36:21] different options out there. And I think [36:24] everyone wants something different just [36:26] based off, you know, the feedback that [36:28] I've gotten from, you know, the citizens [36:30] and everything. But we've we've [43:01] closed almost all of them out. We've [43:02] closed 50% of our in LP tickets out from [43:05] Monday. And that's just helped us track [43:07] each and individual instance of either a [43:10] leak or a tree and we haven't lost track [43:11] of any. So that's that's been good. U so that would be [45:00] in my presentation for you guys here in [45:02] 30 days when we get together. Um but [45:04] yeah, I would love to you guys to help [45:06] me identify what you would prioritize as [45:08] top priority areas. My personal opinion, [45:10] that one is up there. The [45:22] non-program programmable recreational [45:25] areas. Um, [46:36] have have are there islands around the [46:38] city that have already been marked for [46:41] transition to zero escape or are those [46:44] islands just for whatever reason not [46:47] growing grass the way that they maybe [46:49] once did or does this relate back to [46:51] what you were saying a minute ago where [46:53] you're kind of watching grass where it [46:55] needs to be transitioned now for the [46:57] fall and maybe just doing that kind of a [47:00] big question there. Sorry. [47:01] >> No. Yeah, broader statement and I've [47:03] touched a little bit on it all. I think [47:05] what you're referring to are some of the [47:06] medians that have like a grayish white [47:09] looking turf. And if that doesn't sound [47:11] familiar, go to the areas [47:15] um [47:17] all through Loma, all through 119 112 [47:22] where there's uh Compa is an area that [47:24] comes to mind. So that has pine needles [47:27] that were covering the surface. It had [47:30] weeds and crab grass that were growing [47:31] through. Then we grew the ry grass. [47:33] Well, when I came here in April, the [47:35] water was still going crazy and the guys [47:37] were still keeping the ryrass alive. So, [47:39] in all of those combinations, we weren't [47:43] letting Bermuda go. Now, if you over [47:45] years let different um [47:49] different compounds take up the soil, [47:51] you would want to replenish that Bermuda [47:53] with some seed. Now, from my [47:55] understanding, those islands that you [47:57] guys are talking about specifically that [47:58] looked like we were marking and killing [48:00] them, they're still getting water. There [48:02] is just no Bermuda grass in them [48:04] growing. So, what I had come to learn is [48:07] in this last year, those were last [48:10] priority. When it came to fertilizing, [48:13] when it came to a when it came to [48:14] transitioning, we just skipped those [48:17] because the budget, the time, the re I [48:20] don't know the exact reason. I wasn't [48:22] here for that history, but I just [48:23] understand that they were neglected. [48:25] They were not prioritized as being kept [48:28] up. Um, and I don't know if it was [48:30] because of the turf or not. Um, but [48:32] there are some areas where I'm noticing [48:33] there's just no grass left. Um, those [48:36] would be areas where we would identify [48:38] them as zercape where we would like to [48:39] try and convert them, especially some of [48:41] the ones that have already lost their [48:42] large established trees. Um but the [48:44] landscape architect that we are meeting [48:46] with in our zercape conversions is [48:48] taking into consideration uh keeping [48:51] those wellestablished trees that have [48:53] been there already for 50 years. So we [48:54] haven't marked anything yet. The gray or [48:57] whitish looking grass. If you walk up to [49:00] it, you'll notice it was just like this [49:01] in front of Papa's and like Park Cafe up [49:04] until about a week ago. You can see the south end is starting to come back [49:07] and it's slowly moving its way north. [49:09] But what you would see is if you would [49:11] scratch your fingers along the surface, [49:13] it was just the dead rye or dead grass [49:15] that we had killed out and it was [49:16] suffocating the surface from any Bermuda [49:18] actually popping and coming through. Um, [49:20] so there's a few different techniques [49:22] that we would be able to do to do that. [49:23] We're we're just too late now. So, we're [49:25] not going to do anything with those. Our [49:27] only option would be maybe paint them [49:28] green, which a few citizens have [49:31] proposed to us. Um, but we are so close [49:33] to our transition to winter grass that [49:35] we'll just look to address it then and [49:37] then be prepared come March and April [49:39] next year. So, if if there is a [49:43] long-term plan on on converting to zero [49:46] skate, will the neighborhoods know in [49:48] advance and maybe get a chance for some [49:51] input on that? Um what we were planning [49:53] to do in the council meeting where we [49:55] did present this and hopefully some um [49:58] pointed direction from you guys was a [50:01] work study and just looking to get some [50:02] feedback from either the public or the [50:04] council and get a little bit of that [50:06] either how they want it communicated or [50:08] just some of the communication that has [50:10] to be a part of this plan. Um, that's [50:12] our intention for next month when we [50:14] present [50:15] >> the LA and I'll invite everybody else on [50:17] the commission to chime in on this, but [50:19] the last time we talked about [50:20] zeroscaping, it was not received [50:25] um I don't know exactly what it was not [50:28] received super well, [50:30] which you probably already experienced. [50:32] I brought that up in my interview and it [50:34] was a lot of unsettled eyes and people [50:37] looking around as well. And um recently [50:41] it's been brought up a lot and not only [50:43] by myself but [snorts] citizens, our [50:46] management and our council. I was [50:48] stopped at the opening of the library by [50:49] one of our council members who wanted to [50:51] talk nothing but zercape and turf [50:53] conversion. So it's it's an interest. [50:56] They're very much talking about it right [50:58] now. And with sustainability being the [51:01] overall umbrella conversation that we [51:03] need to have with the trees and the [51:05] landscaping and the irrigation that have [51:07] just all come down, uh this is our [51:09] window to talk about it. Um I'm [51:11] preparing for the the debate, if you [51:15] will. Um the landscape landscape [51:17] architect that we have been working [51:19] with, he already has presented to [51:21] several municipalities and councils on [51:24] uh turf conversion and zercape. and we [51:27] have a whole presentation put together. Um, so and and with [52:25] turf, you know, a lot of people see it [52:26] as an asset. You can recreate on it, you [52:29] can play on it. We don't want the [52:30] perception for the citizens to seem like [52:32] we are taking something from them [52:34] without them gaining something back. Um, [52:36] so that's something that we're putting [52:37] together in our presentation as well. [52:44] I've always wondered if there's a way to [52:46] quantify it like the like a like a price [52:49] per square foot of like a zeroscape [52:53] versus like grass. And I always thought [52:56] that if we had that number then perhaps [52:59] it would open a lot more minds to the [53:03] conversion. But just throwing it out [53:05] there. I wanted [59:36] to start with something that's no shock [59:37] to anybody here, which is it's hot in [59:39] the summer and the sun's out late. When [59:42] it's nice in the winter, the sun goes [59:44] down early. That translates to our best [59:47] weather months where kids can play [59:49] outside, November to February, have an [59:52] early sunset, which means after school [59:55] time, there's a limited time to go play [59:56] outside before it's dark. We have some [59:59] nice months where there's a good balance [1:00:01] between sunlight that's available and [1:00:03] the temperature outside to play. Say [1:00:04] March, April, October, sort of the the [1:00:06] shoulder months if you will. And then in [1:00:08] May and September, as we know, right now [1:00:10] it's pretty hot and a lot of kids that [1:00:13] go play or teams that practice try to [1:00:16] push until later the day or cancel [1:00:18] because of heat advisories. We recognize [1:00:21] this need by having litfields in the [1:00:24] city and around. So in the city we have [1:00:25] a direct rec center with basketball, [1:00:27] tennis, pickle ball. Um we have Jackie [1:00:30] Robinson Field that's lit. The children [1:00:32] elementary school while it's private and [1:00:34] now open more. I don't expect the lights [1:00:35] to be on after school. Um does have lit [1:00:37] baseball. The wave bomb has lit tennis [1:00:39] and lit pickle ball and we're not a [1:00:42] cloistered city. We welcome others to [1:00:44] participate in our parks as we [1:00:45] participate in theirs. So very close to [1:00:47] us um at right next to Millennium High [1:00:50] School. So a quarter of a mile from [1:00:52] Lichfield Park city boundaries, you've [1:00:55] have two lit baseball fields, lit [1:00:56] volleyball, lit basketball, a tenth of a [1:01:00] mile that direction outside the city [1:01:02] boundaries. We have lit tennis, lit [1:01:03] pickle ball, lit baseball, lit [1:01:05] basketball, lit volleyball among other [1:01:07] things like skateboarding. So a lot of [1:01:09] lit activities. You'll notice what I [1:01:12] haven't mentioned, general purpose [1:01:14] fields that are lit. So if you want to [1:01:16] play flag football, football, soccer, [1:01:21] lacrosse, any of those things, the [1:01:23] closest place that's lit that's publicly [1:01:26] accessible is Friendship Park. If you've [1:01:29] ever been there, it is booked. [1:01:32] >> Yep. [1:01:32] >> And packed [1:01:33] >> packed [1:01:34] >> all of the time. So we have a huge [1:01:36] demand. We have people I know people and [1:01:39] I've done it that have driven out to [1:01:40] Sundance Park if anybody knows where [1:01:42] that is in Buckey which is a beautiful [1:01:44] park by the way if you've not seen it. [1:01:46] is a revelation is very nicely [1:01:49] planned. I love it. I wish I could pick [1:01:51] it up. We still don't have the land for [1:01:52] it. Right. This is not going to happen. [1:01:53] We don't have the land for it. Right. [1:01:55] But but this is a bit this is my [1:01:57] [snorts] observation. It's anecdotal. So [1:01:58] I wanted to pass something around here. [1:02:00] So I did a little one two three four [1:02:03] five and I'll need one. And I think [1:02:06] that's all those students have familiar [1:02:07] with. There's one left if you guys would [1:02:09] like I'm not sure. Um there's a an [1:02:12] organization called the Aspen Institute [1:02:14] that does a state of play study and this [1:02:18] is their 2025 study of state of play. So [1:02:21] if you want to start on the side that's [1:02:23] horizontal a landscape oriented. These [1:02:26] are screenshots right off the size page. [1:02:29] Um they've got age groups there. So they [1:02:31] do a survey for 6 to 12 and then 13 to [1:02:34] 17. And what I draw your attention to is [1:02:38] the right to most columns which are the [1:02:41] percentage of children who participate [1:02:44] in a given sport on a regular basis and [1:02:46] then the five-year delta. So the change [1:02:49] from the 2019 study. The unfortunate [1:02:52] thing you might see is well one that [1:02:54] they're the columns aren't going to add [1:02:56] up to 100% because not every child [1:02:58] participates in the sport regularly. Um [1:03:00] if you were to add them up though you [1:03:02] would see that from 2014 until today [1:03:05] there's an overall decrease generally [1:03:07] speaking of children that are [1:03:10] participating in sports. So obviously we [1:03:12] want to be a part of making that go the [1:03:14] other direction. This is interesting but [1:03:17] it's not in it's not super useful in the [1:03:19] discussion on time to drive. and we turn [1:03:21] over to the other side. I've taken the [1:03:23] liberty of at least aggregating the data [1:03:24] a little bit and I've grouped these [1:03:27] sports together in things that are [1:03:28] meaningful in terms of the spaces that [1:03:30] we're talking about. Um so baseball and [1:03:32] softball I threw together as baseball [1:03:34] softball basketball is just basketball. [1:03:37] Um under NA I put together all the [1:03:39] things that are probably outside of what [1:03:41] we can affect. Uh, so cheerleading, [1:03:43] golf, gymnastics, ice hockey, swimming. [1:03:45] We have a space. We're probably not [1:03:46] building another pool. Track and field, [1:03:48] and wrestling, right? Open field is flag [1:03:51] football, tackle football, lacrosse, and [1:03:53] soccer. I do want to call out flag [1:03:55] football for a second. One of the things [1:03:57] that was interesting in the study is the [1:03:59] fastest growing sport is girls flag [1:04:01] football, which surprised me. I didn't [1:04:03] realize that, but it's huge, right? Um, [1:04:06] tennis is tennis, uh, volleyball is [1:04:07] volleyball. You play those, where you [1:04:08] play those, they're they're they're that [1:04:10] thing, right? So if you take a look at [1:04:12] the age groups the either the 6 to 12 or [1:04:15] the 13 to 17 and look at open field that [1:04:18] in the case of the younger kids makes up [1:04:20] about 15% of kids playing that and um [1:04:25] the older group about 17%. And on the [1:04:28] older groups it's trending down a little [1:04:30] bit. Everything's kind of trending down. [1:04:31] So tennis on the younger kids it's about [1:04:34] 2% down. Some are down more than others. [1:04:36] Again tennis starting kind of a low [1:04:37] numbers is up right. Um, and I'm what I [1:04:41] want to call out in this is not one [1:04:43] sport versus another, but a comparison [1:04:46] of we have lit spaces for just about [1:04:49] everything on this list, except we have [1:04:52] zero lit spaces for fields. I don't know [1:04:56] the answer for this. This is the problem [1:04:58] statement I want to put out there. I'm [1:05:00] not saying I'm proposing we do X for Y. [1:05:03] I wanted to put it out there for you [1:05:04] guys to think about and talk about and for staff consider as well and [1:05:09] whether it's something that we're able [1:05:10] to do or able to work with the other [1:05:13] municipalities around us or the schools [1:05:15] maybe it's like the the the fields are a [1:05:20] limiting factor the lit fields are an [1:05:22] absolute limiting factor in field sports [1:05:24] in West Valley. [1:05:26] So I don't like like I said I don't have [1:05:27] an answer on it. I just know it's it's a [1:05:31] like we're capped [1:05:33] So, any thoughts? [1:05:36] >> Thank you for that. [1:05:39] [laughter] [1:05:41] >> I'm not in charge. [1:05:43] >> I would say that the main difference is probably the type [1:05:46] of lighting. I mean, an open field's [1:05:48] going to have huge lights that affect a [1:05:51] lot more [1:05:53] >> the immediate area, which makes them [1:05:56] >> harder harder to do. Um, [1:05:59] >> I happen to live next to Millennium who [1:06:01] just put in practice fields with huge [1:06:03] lit lights that have [1:06:07] football flag of football all the time. [1:06:10] Young kids, not high school kids. So, I [1:06:12] know that space is is available. I don't [1:06:15] know make use of it. I don't think so. I [1:06:18] don't know who use [1:06:18] >> We don't use any of uh LED or [1:06:24] um pardon me aquafria. We don't use [1:06:26] either. Yeah, but I don't know that [1:06:28] might be something to to look at just to [1:06:31] get an idea of how they did it. [1:06:34] >> I wholeheartedly agree. I remember one [1:06:36] spot time and Pat, you may I used to [1:06:38] bring portable lights to Aleppo because [1:06:40] I had basketball practices and by six [1:06:42] o'clock it was dark out and so I brought [1:06:44] my own lights and I didn't hear [1:06:46] [laughter] that [1:06:48] 10 years ago probably. Um but uh I just [1:06:51] I imagine that the the hurdles we face [1:06:53] are a cost and b light pollution. [1:06:57] >> Yeah. And if I may on light pollution, [1:06:59] there's a big difference between the [1:07:00] light leakage from the older style [1:07:02] lights. Yeah. Absolutely. [1:07:03] >> Versus Jackie Robinson field that have [1:07:05] lights that are very high up. And I know [1:07:06] it was a concern when we put that in, [1:07:08] but they're like they're dialed in, [1:07:10] right? You drive by their night, hey, [1:07:12] you can see the field, but it's not like [1:07:13] the houses are lit up half locked down [1:07:15] like older lights on. [1:07:16] >> Yeah. those neighbors, that [1:07:18] neighborhood's very happy, too. And that [1:07:20] was that was a big process, if you guys [1:07:22] remember. [1:07:23] >> Yeah. [1:07:24] >> Um that was, you know, it took a lot of [1:07:26] doing. Sunny actually went over there [1:07:28] and [1:07:29] >> he talked to every one of those [1:07:30] neighbors in that neighborhood and said, [1:07:32] "This is what we're trying to do. This [1:07:33] is the technology we're using to make [1:07:36] sure the light pollution won't destroy [1:07:38] your living room at, you know, nine [1:07:40] o'clock at night when T-ball's finishing [1:07:42] up or whatever. [1:07:44] >> We have four parks that would be [1:07:45] candidates for that. came back stag and [1:07:47] scout [1:07:49] >> turtle age too. [1:07:50] >> Yeah. I think one of the big hurdles is [1:07:53] all the courts and things you talked [1:07:55] about where they're lit. They're not [1:07:58] generally right by houses like the rec [1:08:01] center. You know, most of the ones I can [1:08:02] think that you listed, they're not right [1:08:04] by houses. So, I I anticipate there [1:08:07] would be some push back to people that [1:08:10] are used to kind of having it quiet in [1:08:11] their neighborhood at night versus all [1:08:13] of a sudden there's a lot of activity [1:08:14] and lights. So, I think that that's that [1:08:17] would be a hurdle that we'd have to [1:08:19] address as the resident, [1:08:21] >> but it would probably have to end at [1:08:23] 9:00 or something like that. And I mean, [1:08:26] you know, that's normal. [1:08:28] >> Yeah. [1:08:29] >> I don't know. For me, the big picture [1:08:31] being, you know, the old grandma up here [1:08:33] is if we can do anything to make these [1:08:35] numbers go up and get kids away from [1:08:38] their screens and outside playing with [1:08:39] each other, [1:08:41] >> I'm for it. So, I don't know. I Yeah. [1:08:44] And but I do agree about lights in [1:08:46] neighborhoods and making sure that, you [1:08:49] know, they shine down and that kind of [1:08:51] thing. So, I'm glad you brought it up. [1:08:53] Would this be something that [1:08:57] our [1:08:58] city leagues [1:09:01] would use? I mean, I don't want to build [1:09:03] something just for the other cities, [1:09:05] right? I mean, [1:09:07] >> no. I mean, if we did have lit fields, [1:09:15] we would definitely use it. The biggest [1:09:16] thing is we get especially in the spring [1:09:19] when soccer season's going on is why [1:09:21] don't we do winter soccer or other [1:09:23] soccer. [1:09:24] >> Yeah. [1:09:24] >> Um comes into a twofold kind of thing [1:09:27] where the fall we we have a lot of our [1:09:30] parks are being used with t-ball or flag [1:09:31] football as it is. Um but we would love [1:09:34] to do winter. It's just the issue is [1:09:37] we don't have lights and so [1:09:39] >> um games we fine because on Saturdays [1:09:42] but it just practices be an issue [1:09:44] because by the time if 5:00 hits it's [1:09:46] already getting dark and we don't want [1:09:48] to be like hey thanks for coaching find [1:09:50] your own practice location. Um we've [1:09:53] checked with the school to see what that [1:09:55] would charge um to use their fields, but [1:09:58] if we did have fields of our own that [1:10:00] are lit and able to use practices, that [1:10:02] would definitely open up the doors for [1:10:05] more sports like winter teball, winter [1:10:07] soccer, and other possible programs that [1:10:09] we could kind of implement that. You [1:10:12] know, obviously the weather is good [1:10:14] during that time. It's just we don't [1:10:15] have any lights or fields to be able to [1:10:17] use. So [1:10:19] >> you mentioned schools having facilities [1:10:21] that are available [1:10:23] >> that comes [1:10:24] >> I mean the cost of building one versus [1:10:26] the cost of renting one [1:10:29] >> would come into play but you're saying [1:10:30] there's facilities that are available to [1:10:32] rent that would have like enough [1:10:34] capacity do you think? uh it limits to [1:10:37] what we really have. Like if it's [1:10:38] Western Sky, it's comes down to [1:10:42] really the cost to renting it, the [1:10:44] lights, and then also there's they also [1:10:46] have other programs going on at the same time where we would be able to [1:10:51] kind of control what's like these are [1:10:53] our for our sports. They they reserve it [1:10:56] out to other leagues. those fields are [1:10:58] >> fields [1:11:00] >> and we can control we can kind of [1:11:03] control uh the field conditions whereas [1:11:06] the school um I know you guys asked [1:11:08] about the T-ball fields back um back [1:11:11] there that was an issue also was the [1:11:13] weeds were growing and we started [1:11:14] getting complaints when we moved over [1:11:16] there that thorns were getting stuck in [1:11:18] the balls in there. So, you know, we [1:11:20] kind of just [1:11:23] would be stuck with whatever the field [1:11:24] conditions are. Um, compared to if it [1:11:26] was our own parks, obviously we' be [1:11:30] like, "Hey, Kevin, [1:11:32] >> there's a go for again." [1:11:33] >> That's a good talking point because the [1:11:36] lights are great, but with the increase [1:11:38] of operating hours, we now need more [1:11:41] coverage and enforcement. you know, [1:11:43] who's going to be at the field while the [1:11:45] lights are on to tell you that you don't [1:11:47] have the field reserved and that that is [1:11:48] for the team that paid the money. And so [1:11:51] then the extra cost for the staff to [1:11:53] constantly keeping them maintained, but [1:11:56] for the city of Poria, lights and fields [1:11:58] were amazing revenue generators. If we [1:12:01] had lights on and it had something you [1:12:02] could play on underneath it, there were [1:12:04] club teams reaching out from us from [1:12:06] everywhere to just want to rent them to [1:12:07] take care of them. So, um, wherever you [1:12:10] put it, whether it's for league or just, [1:12:12] you know, revenue generating in general, [1:12:14] I mean, I see plenty of citizens [1:12:16] throughout the week that are looking to [1:12:18] have the T-ball park to themselves to [1:12:20] just hit some softballs or to go out and [1:12:22] do a a skills camp with some soccer kids [1:12:24] at Turtle. I see them do that two or [1:12:25] three times. Same thing with Camel Back. [1:12:27] Um, so those are revenue opportunities [1:12:30] where we would they're probably doing it [1:12:32] in the evening anyway where you can just [1:12:33] flip the lights on for them and charge [1:12:35] them a fee for it. Oh, okay. [1:13:20] Not that you know [1:13:23] >> cross country team meets at the Ellis [1:13:25] Square every morning before they run and [1:13:27] go do practice. Yeah. [1:13:28] >> And they cruise the neighborhood. And [1:13:29] that's a little bit different than the [1:13:31] actual like just use of a field for x [1:13:33] amount of time, you know, [1:13:36] >> and um I want to maybe reemphasize 2.1 [1:13:40] um the conditions of fields like we in [1:13:42] the winter especially have phenomenal [1:13:44] grass. And if you compare that [1:13:48] the [clears throat] local schools that [1:13:49] are available for rent, it is like one [1:13:51] is dangerous and the other is like it's [1:13:54] kind of they're that far apart. [1:13:57] And if you look at the what clubs charge [1:14:00] if you want sorry what school district [1:14:02] charges a club to rent out the field [1:14:04] it's obscene. So whether it's a money [1:14:06] maker or it's available for us or a [1:14:08] combination of the two like those that [1:14:11] is a real thing. [1:14:12] >> You make a great point because you're [1:14:14] one of the few cities that still [1:14:16] transitions to rye everywhere. No one [1:14:19] hardly does it and if they do they do it [1:14:21] on professional sports fields or [1:14:22] programmable sports fields. So, if you [1:14:24] guys are transitioning already, [1:14:25] [clears throat] [1:14:26] it makes sense where everyone wants to [1:14:28] be at those beautiful the best looking [1:14:30] fields in the winter are going to be [1:14:32] here. You might as well light them up [1:14:33] for them and collect something. Yeah. [1:14:35] >> Yeah. They're most of the time they're [1:14:37] usable with stars, right? So, we look at [1:14:39] them during the day when we're at work, [1:14:41] >> right? Um but so I I don't know where we [1:14:44] go from here. I mean, I think there's [1:14:45] some parks that are if we were to do [1:14:47] something in LH Park that are better [1:14:50] suited than others. And Mr. Faith to [1:14:52] your point like there are some that are [1:14:54] more in neighborhoods than and some that [1:14:56] are little less in neighborhoods. So [1:14:57] Camelback for example has more street [1:15:00] but budding right [1:15:01] >> park acreage and and turtle as well. Um [1:15:04] Camelback more though because it's got [1:15:06] like a full 90 degrees right and then [1:15:08] the the [1:15:09] >> the curvature of the street just I think [1:15:11] might lend itself to it. And if there is, [1:15:58] what would what would your neighbors [1:16:00] think is the best part to have it at? [1:16:03] That kind of stuff. Um, I'll just briefly [1:19:38] share a little bit of background and [1:19:39] then, um, Pat has been working on this a [1:19:43] bit, so I'll have him, uh, fill you in [1:19:46] on any details, too. But um we started [1:19:48] to discuss this back at our April [1:19:50] meeting. Um [1:19:53] we had on the um fiscal year 26 budget. [1:19:59] There was um a capital improvement [1:20:02] opportunity to uh do some upgrades and [1:20:06] add a T-ball field at Turtle Park. [1:20:09] initially was the recommendation from uh [1:20:11] city administration and staff uh did [1:20:15] some looking and went over there and got [1:20:18] some quotes and then uh went to some of [1:20:22] the other fields and we determined that [1:20:25] we have a back stop that's in better use [1:20:28] at Scout Park and uh took a look and [1:20:33] came to you in April essentially saying [1:20:36] hey what do you think about this [1:20:37] opportunity at Scout park and and having [1:20:40] the dirt in fields. And uh we received [1:20:43] your direction to take a look and uh [1:20:48] meet with people to see if there was a [1:20:51] better location than where the back stop [1:20:54] currently is to make the best use of the [1:20:56] park overall. [1:20:58] And so Pat met with a couple of vendors. [1:21:01] I know um public grounds crew also um [1:21:05] did some communicating with him on this. [1:21:08] and he's got some answers for you and uh [1:21:11] once you get that info from him, we're [1:21:13] looking for feedback from you guys on um [1:21:16] the proposed placement and layout. [1:21:20] Thank you, Trisha. So, um as Trisha [1:21:23] mentioned, I did have uh two companies [1:21:25] come out um and to take a look at um [1:21:29] Scout Park and where the placement would [1:21:31] be and what their thoughts were. Um I [1:21:33] know question was do we leave it [1:21:35] currently or is there another area that [1:21:37] we can move it to? Um so on the picture [1:21:41] you see now it's kind of what the final [1:21:43] plan was. Um we after looking at all the [1:21:46] areas that is going to be leaving it [1:21:48] where it's at is going to be the best [1:21:50] option. We did look if um at a corner [1:21:54] that's close that's behind the bushes [1:21:56] that that's between the park and the [1:21:58] parking lot at the wigwam to see if we [1:22:00] can move it that way and kind of facing [1:22:02] in and out that way. So because I know [1:22:04] um when we discussed this one of the [1:22:06] concerns was to you know having a [1:22:08] baseball field right that close to the [1:22:10] park as well as the the street and just [1:22:13] being wide out in the open and losing [1:22:16] kind of that grass area. The issue we [1:22:18] came there was that's where also all the [1:22:21] uh boxes and controls for the irrigation [1:22:24] were. So it would be a lot bigger [1:22:28] project to try to move those to a [1:22:29] different area to have that. Um so where [1:22:33] it's at now the irrigation it's a lot [1:22:35] easier to kind of just dig out the [1:22:37] irrigation, move the irrigation where [1:22:38] it's needed um and go from there. Um the [1:22:42] plan would be moving the back stop 10 [1:22:44] feet as you could tell in the picture. [1:22:47] um closer to the the field to give it [1:22:49] the so it's not right up against the [1:22:52] sidewalk so the bleachers have an area [1:22:54] to go to. They will the company will [1:22:58] move that they will also dig it up and [1:23:00] then work with public grounds um uh when [1:23:03] it comes to irrigation. The company we [1:23:05] one of the companies said that it would [1:23:07] come at no cost where they dig it up [1:23:09] help supervise and work with them to get [1:23:12] the new irrigation where it needs to go [1:23:14] and have the holes there and everything [1:23:15] there. Um they would put the dirt down. [1:23:18] The dirt will go basically from the back [1:23:21] stop all the way to the grass line. And [1:23:23] then the grass line will be kind of a [1:23:25] smaller instead of like stags or jackie. [1:23:27] It'll be from home plate. And then it'll [1:23:29] be 50 uh yard 50 feet from home plate to [1:23:33] the grass line behind first and third [1:23:35] base and then 70 feet to the grass line [1:23:37] behind uh second base. So, um, we kind [1:23:41] of took I just took a screenshot of what [1:23:43] stags, um, the dirt is and kind of to [1:23:46] show you guys where that would be. Um, [1:23:48] they would also kind of extend the fence [1:23:51] and then put a dugout kind of like what [1:23:53] Stags has as well. So, [1:24:02] » that's this is stack superimposed off [1:24:05] scout. Yeah, that's just I took stags [1:24:07] parked and then just put it on the scout [1:24:09] to kind of show what where it would be. [1:24:11] obviously more of the dirt. [1:24:14] So the dirt will be it'll the whole [1:24:16] field will just be the dirt from the [1:24:18] back stop to the grass line and make it [1:24:20] kind of look like the field like we we [1:24:22] did at stags. Uh there we we're not [1:24:25] going to we're have going to have a [1:24:26] permanent home base in there, but we're [1:24:28] not going to do um the anchors or [1:24:31] anything like that for the bases. That's [1:24:34] more being T- ball. We just throw the [1:24:36] bases down and throw down bases and we [1:24:39] don't have to worry about um the anchors [1:24:41] getting torn out or played with or or [1:24:43] kids running on the field and tripping [1:24:45] on those. So [1:24:46] >> are and are you proposing a fences shown [1:24:49] on here past the dugout as well? [1:24:52] >> Um no. So the fence would just basically [1:24:54] add it on to the the the white line is [1:24:56] just basically showing where the grass [1:24:59] the the grass line would start from home [1:25:01] base. Um it it'll basically start from [1:25:05] just like it stags it go from the back [1:25:07] stop go all the way to where the end of [1:25:09] the dugout is and then that that's all [1:25:11] the fence will be. [1:25:13] >> So no extended fence past the dugout. [1:25:15] >> No. Yeah. Once the dugout's done the [1:25:16] fence will be right there. [1:25:18] >> Some of the dugouts I don't think it has [1:25:19] a dugout there now. Does it? [1:25:21] >> Stags does. Scout doesn't know. Scout's [1:25:23] just a but it would be like stags. There's some cushion in [1:25:52] there and from the road. Um, so that [1:25:55] location looks pretty good from my viewpoint. Um, [1:26:02] might be beneficial before any like [1:26:04] final decisions are made to like go out [1:26:07] and tape like chalk it out just to get a [1:26:09] visualization. [1:26:11] But yeah, my my impression from the [1:26:14] picture I like what I'm seeing. does I [1:26:17] know that you've run two fields there in [1:26:19] the past I think for flag football right [1:26:21] so yeah flag football um would be moved [1:26:23] to turtle so you would you wouldn't be [1:26:26] able to run any flag there anymore [1:26:28] >> no because the two fields [1:26:30] right now we had to adjust one of the [1:26:33] fields for flag football because it we [1:26:35] weren't able to get the 300 feet well [1:26:37] when we they when they put the new [1:26:39] sidewalk in with the ramada it kind of that moving it to park would [1:26:44] give us back the possibility the full [1:26:46] 300 and then putting here as well as uh [1:26:50] U6 soccer would move to scout as well in [1:26:52] the spring. [1:26:54] >> So there would be a multi-purpose for [1:26:56] the rest of that still. [1:26:57] >> Yeah. Basically whatever we have at at [1:26:59] turtle like the US soccer the t-ball we would move move to here and then [1:27:05] flack the ball would go to go to turtle [1:27:07] the grass area. I apologize if you just [1:27:09] answered this, but [1:27:12] moving the the T-ball over to scout, [1:27:18] does that then mean [1:27:20] that the only thing happening while the [1:27:23] T-ball is happening is the T-ball or can [1:27:26] you can you do T-ball on one side of the [1:27:29] field and something else on the other or [1:27:33] is it is that just too much? [1:27:35] >> That would be too much uh parking. It's [1:27:38] would still be we while we do have that [1:27:40] dirt lot by the scout scout lodge as [1:27:42] well as the parking on the side. Um I [1:27:45] think if we add more then the spots [1:27:48] would parking would still be kind of [1:27:50] become an issue at this time. [1:27:51] >> Parking is not easy there. [1:27:53] >> Yeah. For this park specifically, our [1:27:55] irrigation system needs to be [1:27:58] re-engineered because on that north end, [1:28:01] you're not even able to grow grass well [1:28:03] enough to play on because the pressure [1:28:05] is too low. And it's not low because of [1:28:07] Liberty. It's low because when this park [1:28:10] was designed or the staff through the [1:28:11] years modified it, there's too many [1:28:13] heads in one line or in one zone. So [1:28:18] this irrigation system has a booster [1:28:19] pump and it was also a booster pump that [1:28:22] was rated too small for this size [1:28:23] system. So this park inherently has an [1:28:26] irrigation system that is causing you [1:28:29] guys a lot of problems programming as [1:28:31] well. So um there's a bigger problem [1:28:33] there than just the baseball. But yeah, [1:28:35] the the fields where you would be able [1:28:37] to play were not even able to put the [1:28:39] grass green enough or dense enough for [1:28:41] people to play on without it being a [1:28:43] hazard. [1:28:45] Can we fix that as part of this? [1:28:47] Absolutely. This would be definitely [1:28:50] something that we could look at. Um, [1:28:51] like Pat's talking about. And if if it's [1:28:54] the direction we go where we're doing an [1:28:56] irrigation system with the field, moving [1:28:59] those valves and backflows while we're [1:29:01] doing that gives us more flexibility and [1:29:03] options. So, if that was something that [1:29:04] was keeping us from positioning the [1:29:07] field, if we're going to look at that [1:29:08] whole system as an entirety, we may be [1:29:11] able to grant ourselves some more [1:29:12] flexibility as well. [1:29:15] because the the ultimate go I see your [1:29:17] hand [1:29:19] commissioner G why don't you go first [1:29:20] then I'll [1:29:21] >> so I mean we're doing the system maybe [1:29:23] the where the valve boxes are today has [1:29:26] been moved um my initial concern with [1:29:30] the location was that we're taking one [1:29:32] of the most beautiful vantage points [1:29:34] into our park into you're looking at the [1:29:37] back of bleachers which aren't shown [1:29:39] here and a chain fence and I I [1:29:45] It seems to me like a downgrade to the [1:29:48] park where we're putting it. Um I don't [1:29:51] know whether we're open to reducing the [1:29:53] dugout impact or maybe not putting down [1:29:57] dirt. I never played t-ball, but my [1:29:59] neighbors that are very avid baseball [1:30:02] said you don't like te-ball and grass is [1:30:04] fine. Um, so I don't know is that are we [1:30:08] open to maybe not making such a hard [1:30:11] change to the view that not just the [1:30:15] neighbors but the people that are going [1:30:16] to be in the park closest to our city [1:30:18] center are going to have that bleachers [1:30:20] and Shamley the back of bleachers and [1:30:22] Shamley pensions. [1:30:27] And can I because this kind of um is [1:30:31] maybe is part of my thinking and what [1:30:34] you just said too. I feel like as well [1:30:37] like we're we're moving away from using [1:30:40] the field the little T-ball field [1:30:42] because that's the one I coached on when [1:30:44] um my kiddos were T-ball age. So the the [1:30:49] field at led pardon me. [1:30:53] we don't want to use that field I guess [1:30:54] because it's in just not great condition [1:30:56] but now that they're kind of opening up [1:30:58] to us a little bit more um or is what [1:31:02] you're proposing here in lie of using [1:31:04] that field for like a t-ball. [1:31:09] So this would be cuz right now currently [1:31:12] when so if we did this it'll kind of [1:31:15] open up a few other avenues where right [1:31:18] now we have winter t-ball um going on um [1:31:22] but for practices with the lighting we [1:31:24] use Jackie Robinson and so we have that [1:31:29] for the practices where as well as using [1:31:32] Jackie Robinson for the games at five [1:31:34] and six and then we use stags for the [1:31:36] three and four uh t-ball age group. If [1:31:40] we get another field, um that would open [1:31:43] up a chance to be able to get do another [1:31:45] coach pitch season in the winter where [1:31:48] coach pitch 78 would go winter as well, [1:31:51] do practices just like we have been [1:31:53] doing, but they would coach pitch would [1:31:55] be on Saturdays at Jackie and then we [1:31:57] would be able to move the older T-ball [1:32:00] to this field. Um and then when we do [1:32:03] close other parks for overseating it [1:32:06] goes from [1:32:07] you know the three and four year old is [1:32:10] on stags when we close that it goes to [1:32:12] t-ball where then we move that to turtle [1:32:15] where it's just all grass and they still [1:32:18] can play with it but the ball doesn't [1:32:20] roll and once it hits the grass it does [1:32:22] slow it down and it doesn't roll like it [1:32:24] normally would. So they go from a field [1:32:26] and we've have had some parents asking [1:32:28] why it goes from a baseball field to the [1:32:31] grass area because I mean it's three and [1:32:34] four and they still hit it and they [1:32:35] still run but the ball doesn't roll like [1:32:37] it would on a normal baseball field. You [1:32:40] could still play on it. It's not saying [1:32:41] the grass is anything like a bigger [1:32:44] difference but it does obviously slow [1:32:46] the ball down compared to what a [1:32:48] baseball field is. it is a higher [1:32:50] maintenance cost and tougher to keep [1:32:52] straight and with the dirt at you have [1:32:55] more applications for not just t-ball [1:32:57] and lily but softball as well. So yeah, [1:33:00] we've a lot of the larger parks from the [1:33:03] municipalities that I've come from have [1:33:04] done away from the infield skins that [1:33:07] grass design. So yeah, it's just been [1:33:09] that open kind of dirt. [1:33:12] I I I I understand Kristoff's point [1:33:15] about, you know, from Lichfield Square [1:33:17] to the viewpoint there. That's that's [1:33:19] not a a gorgeous view on the back of [1:33:21] Bleachers. And I don't think I I'm I'm [1:33:24] getting old and it's been a long time [1:33:25] since I coached 34T ball, but I don't [1:33:27] remember there being bleachers at Stags. [1:33:30] >> Well, they're [1:33:32] bleachers now. [1:33:33] >> They're not big. [1:33:34] >> They're not like back stop. It's like a [1:33:36] little [1:33:38] >> free [1:33:39] >> and and I think 85% of parents bring a [1:33:42] chair. [1:33:42] >> Um we do have bleachers for scout and [1:33:45] turtle. Okay. And, you know, we [1:34:13] would expect to see dirt on the infield [1:34:14] of a baseball field. That's fine. But [1:34:16] maybe there's a happy medium there. [1:34:21] in your well in this summary here it says that companies were talked to [1:34:27] and both of them said that this is the [1:34:29] best way to to do it but what were they [1:34:33] evaluating it based on I mean is that [1:34:35] based on cost or functionality of the [1:34:38] baseball field and I mean I would assume [1:34:41] that they were not evaluating it based [1:34:44] on how it looks from across the street. [1:34:48] >> Yeah. No, they they were it was based on [1:34:50] the cost of um work that would have to [1:34:53] be entail of either moving this [1:34:56] irrigation or this irrigation. That's [1:34:57] kind of they weren't looking at what's [1:34:59] going to be obviously the view and [1:35:01] everything. It's just more cost [1:35:03] efficiency. [1:35:04] >> Yeah. I think that showing [1:44:18] people from outside the community that [1:44:20] we care enough to have a little te-ball [1:44:24] field for our little ones and another [1:44:26] field for our older ones, I think will [1:44:27] help more than hurt because they'll want [1:44:30] to come in here. Um, I know that it's in [1:44:34] an area that's becoming more and more [1:44:37] uh driven through and and walked through [1:44:39] and all of that kind of stuff, but I I [1:44:41] think that there's a way to do it and [1:44:44] have it work for the T-ball kiddos and and anybody that wants to play there [1:44:49] because I know at SAG if if there's not [1:44:51] already somebody using it, there's this [1:44:54] one dad and son who go out pitching [1:44:55] practice every single day, either [1:44:57] morning or night, every single day, we [1:44:59] see them out there doing it. So, I think [1:45:00] that we would see more of our community [1:45:03] using it in in that way, especially on [1:45:06] that side because the north side doesn't [1:45:08] have one like we do on on this side. [1:48:55] Since I guess we don't require um a [1:48:58] decision at this point and we're talking [1:49:00] about next year's capital improvement [1:49:02] project, is there maybe an opportunity [1:49:03] for us to weigh in on all the potential [1:49:07] capital improvement options that we [1:49:09] would consider, whether that be the [1:49:11] Hills Park, um this lighting maybe even [1:49:16] or whatever else we might consider in [1:49:18] terms of capital improve improvement and try to prioritize these things [1:49:22] instead of like doing it up and down on [1:49:24] one item at a time. This was still somewhat tucked [1:52:35] in and away from where people kind of [1:52:38] enter. Um, granted, yes, there is the [1:52:40] across the street going to be the [1:52:42] parking lot and so people would see it, [1:52:44] but it's still not one of the parks by [1:52:46] the main entrances. Um, I think [1:52:50] obviously this is a good area for that [1:52:52] because [1:52:54] we do have, you know, the shape of the [1:52:58] park right now where the grass area is, [1:53:00] it is tough and it to put bigger size [1:53:04] fields like the flag football where we [1:53:07] do have we did extend the flag football [1:53:09] to do a [1:53:11] uh older age group to go 10 to 12. So we [1:53:14] have a nine age group. they're following [1:53:17] right after them. So you're going to [1:53:18] have one game you could be at a full 300 [1:53:20] and then the next game I mean if you [1:53:23] look at it doesn't look that much [1:53:24] different but it's still like probably [1:53:26] about 30 feet shorter than the other [1:53:28] because we were not able to fit two [1:53:30] fields at scout which you know it does [1:53:33] come into play in the fall because we [1:53:35] moved both flags footballs there because [1:53:38] for the because of overseating and then [1:53:42] it's there in the spring because the [1:53:43] soccer is being used for count back in [1:53:45] Aleppo. So by moving the here instead of [1:53:48] at Turtle, we are possibly able to put [1:53:50] two football fields at that location [1:53:54] that are the same size so that if you [1:53:56] are the 8 to9 age group, you are playing [1:53:58] on the same size field rather than one [1:54:01] week a bigger field, one week the other [1:54:03] field. [1:54:03] >> So a putting a T-ball field at Scout [1:54:06] Park is helpful for your facilities [1:54:07] usage. [1:54:08] B, do you agree with putting it in that [1:54:10] corner from a standpoint of families and [1:54:14] access and parking and all of the above? [1:54:17] >> You have the parking it is if you by [1:54:19] putting it where it's at, you have the [1:54:20] parking that's across the street by the [1:54:22] current lodge where it's a shorter walk [1:54:25] if you and it's a lot and I've found [1:54:27] this out with Aleppo. We you still try [1:54:29] to open up the parking lot by the [1:54:32] baseball fields in Millennium to try to [1:54:33] help with that. People still park there [1:54:35] because it's a long walk. I know it's [1:54:38] thinking about it, it's not that far. If [1:54:40] you and in hindsight of it, but if it's [1:54:42] a shorter walk, it's going to be a lot [1:54:43] easier for parents to use. You still [1:54:47] have the kids with the younger age [1:54:49] groups where if child if they're not [1:54:52] playing T-ball, they're at the [1:54:54] playground while their kid parents are [1:54:56] watching it. So, right there, it's the [1:54:58] closer uh proximity as well to the [1:55:02] playground would be. It's kind of like [1:55:03] with stags, we do have parents that they [1:55:05] are watching their kids, but there are [1:55:07] other kids that are playing on the [1:55:09] playground right behind there. So that [1:55:12] location does kind of remedy all sides [1:55:15] of it aspects of that too. So I think [1:55:17] the sum of it for now is we're not it's [1:55:20] disallocated from capital improvement. [1:55:22] In the interim, we can do t- ball on the [1:55:25] grass because there's no other choice. [1:55:26] There's no money to be spent on it now [1:55:28] and we need to go into a new capital [1:55:30] improvement [1:55:32] pole and have overall priorities for [1:55:34] that we think were right for the [1:55:36] community. Is that [1:55:38] >> Yeah. Even if we go to the planning for [1:55:42] budget season and we make this ask if if [1:55:45] you guys were all good with it, even if [1:55:48] we make the ask, that doesn't guarantee [1:55:50] that that's going to be put on fiscal [1:55:53] year 28 budget or and it doesn't [1:55:55] guarantee even if it's put within the [1:55:57] five years of budget that council is [1:56:00] ultimately going to say this is a [1:56:02] strategic priority as well. So, I mean, [1:56:05] this is now the the time to discuss what [1:56:09] you guys are interested in. We I mean, [1:56:11] we're coming with you with with ideas. [1:56:14] It doesn't mean that you have to accept [1:56:16] them. They're just thoughts that come to [1:56:18] us through our programming needs. And [1:56:21] again, this may be a great opportunity [1:56:23] while public grounds is is re-evaluating [1:56:26] some of their uh grounds and how they're [1:56:29] handling irrigation to say what do we [1:56:32] ultimately want to do with this [1:56:34] particular park or with each of our [1:56:35] parks? What do we see the needs of the [1:56:38] community at each of these parks being? [1:56:41] So maybe these are the discussions that [1:56:43] you as a commission want to start having [1:56:46] so that we can keep taking those back to [1:56:49] city administration and city council. Why are we [1:58:13] trying to fit more into it? What if we [1:58:15] just use the space around it and it's [1:58:17] just a square? It's easier for me to to [1:58:20] maintain. It's easier to engineer a [1:58:22] system around a rectangle and it's [1:58:24] easier for you to program fields within [1:58:27] a rectangle as well. So, for me, I don't [1:58:30] consider irrigation. I don't consider [1:58:32] the the back stop. I look at the shape [1:58:34] of the park and what is the overall [1:58:36] picture of it and we can't decide [1:58:37] because it's in a weird shape [1:58:39] [clears throat] right now and we need to [1:58:41] lay the the base layer the [1:58:42] infrastructure for people and [1:58:44] commissioners years to come to make [1:58:46] those decisions. Right now I feel like [1:58:48] the infrastructure is not worth [1:58:49] investing in until we correct that. [1:58:52] So what what would be the first step in [1:58:55] initiating the T-Buff or the I guess it [1:58:58] would be for next spring, but would it [1:59:00] just be a matter of [1:59:03] directing the directing you guys to [1:59:08] investigate or to take to counsel? Is [1:59:11] that what it would be? [1:59:14] I think what I'm hearing from you guys [1:59:17] as a commission as a whole is you want [1:59:21] you're thinking more how are we using [1:59:24] each of our parks or how do we envision [1:59:27] the community using [1:59:29] Camelback and Scout and Stags. [1:59:34] It feels like a a a bigger discussion. [1:59:37] You're right. It's if it's coming at you [1:59:40] peace meal and we're starting to think [1:59:43] now how can we get the big picture of [1:59:46] all of our parks and and what do we want [1:59:49] for them in general and then obviously [1:59:51] public grounds and whatever they take [1:59:53] care of plays into that. Free play and community [1:59:58] use play into that. and and [2:00:02] that's where you guys can help us [2:00:04] identify [2:00:05] what is the city envision for each [2:00:09] park's use. [2:00:11] >> And from my internal understandings from [2:00:13] the new Hilltop Park that's being [2:00:15] designed or has 100% design phase, no [2:00:19] one wants no, let me back up. [2:00:22] >> The intent for that park is to not be as [2:00:25] recreationally programmable as these [2:00:28] parks are. So for me, this is an [2:00:30] opportunity aesthetically aside where [2:00:32] you should reinvest into the [2:00:34] recreational aspects of your parks [2:00:37] because your future parks that we're [2:00:38] building, we're not necessarily building [2:00:40] these amenities in them. We're not going [2:00:41] to have a chance to revamp them then. Um, this fits into the larger [2:01:19] plan proposals for capital improvement. [2:01:22] I don't That's maybe we should speak to [2:01:26] next month with [2:01:29] or do a working session between then [2:01:31] like I don't know I think we should [2:01:33] approach that. Um, but [2:05:29] I'd be curious just to see what the [2:05:31] residents and the people who are using [2:05:32] it, what they would be interested in. And once we have that, [2:07:11] we could talk to city admin and and see [2:07:13] if [2:07:16] um he would want to have your commission [2:07:19] do a work study or if they want to [2:07:21] further have um internal staff [2:07:24] discussions before we get to that stage [2:07:27] yet. because it sounds like there's a [2:07:30] lot more pieces than just this [2:07:32] playground that we really need to think [2:07:34] about.
