[0:02] >>sup. Hilda solis, chair: ple [0:03] low, welcome to our public [0:04] hearing meeting of the [0:06] los angeles county board of [0:07] supervisors today. [0:08] and it is tuesday, january 27, [0:12] 2026. [0:12] please note that the supervisor [0:14] horvath will be absent from our [0:16] meeting today. [0:17] and we'll take note a quorum of [0:19] the board is present. [0:20] the acting chief executive [0:23] officer, county counsel, and [0:25] executive officer and sergeant [0:26] at of arms are here to assist [0:29] us. [0:30] before we begin -- welcome, good [0:33] morning. [0:33] colleagues, I want to hold a [0:37] movement silence today in honor [0:40] of alex prettie, shot by customs [0:45] enforcement officer in [0:46] minneapolis this weekend. [0:48] alex was 37 years old, and [0:50] intensive care unit nurse who [0:52] worked at minneapolis veterans [0:55] affair hospital. [0:56] he was described by his parents [0:58] as a kind-hearted soul who cared [1:00] deeply for his family and [1:02] friends. [1:03] someone who wanted to make a [1:04] difference in this world. [1:06] friends remember him as someone [1:08] who was always willing to help [1:11] others, a mentor who taught [1:12] kindness and patience to his [1:14] younger colleagues. [1:16] his loss leaves a huge void for [1:18] friends, families, and [1:20] colleagues and veterans who [1:21] relied on him every single day. [1:23] his murder at the hands of [1:25] federal agents is a [1:27] gut-wrenching consequence of the [1:28] injustices we're seeing every [1:30] day. [1:30] this incident cannot be ignored [1:32] or normalized. [1:33] the values that we have always [1:36] prided ourselves in are being [1:38] tested, we're all facing [1:40] tremendous pressure to protect [1:41] ourselves while standing up for [1:43] our friends, our families, and [1:45] the dignity of every human [1:47] being. [1:48] just two weeks ago I led a [1:49] moment of silence here with the [1:52] board for renee good, and other [1:54] victims we lost from aggressive [1:56] immigration enforcement in 2025, [1:59] at the start of 2026. [2:03] this moment of silence is not [2:05] just a moment of grief. [2:07] it is also a moment to reflect [2:09] on how we can work together to [2:11] speak out against the injustices [2:13] we see and fight for the country [2:14] and values that we all believe [2:17] in. [2:18] may we continue forward with [2:19] resolve and commitment to do [2:21] right by our communities. [2:23] 00 stand and join me in a moment [2:24] of silence. [2:26] [moment of silence]. [3:04] >> hilda solis, chair: thank [3:05] you. [3:05] you may be seated. [3:10] members we're going to start [3:11] this morning with the county [3:14] land acknowledgement. [3:21] >> sup. [3:33] we honor and pay respect to [3:35] their elders and descendants [3:37] past, present, and emerging as [3:39] they continue their stewardship [3:40] of these lands and waters. [3:44] we acknowledge that settler [3:45] colonization resulted in land [3:46] seizure, disease, subjugation, [3:48] slavery, relocation, broken [3:50] promises, genocide, and [3:51] multigenerational trauma. [3:55] this acknowledgment demonstrates [3:56] our responsibility and [3:57] commitment to truth, healing, [4:01] and reconciliation and to [4:03] elevating the stories, culture, [4:04] and community of the original [4:04] inhabitants of los angeles [4:05] county. [6:08] the bible says do not be weary [6:10] in well doing for in due season [6:12] you will reap if you faint not. [6:14] give every leader endurance, [6:17] strength, courage. [6:18] I pray, god, that every leader, [6:20] even things that are going on in [6:22] their life, not even pertaining [6:24] to this, that you would do [6:26] miracles in those areas. [6:28] I thank you, you've given us [6:29] leaders for such a time as this. [6:33] and I pray that we will never [6:34] live our life with a have to [6:36] serve mentality but live every [6:38] single day with the get to [6:40] mindset. [6:40] we get to help the hurting, we [6:42] get to help those that are [6:44] broken. [6:53] I pray, god, the city of [6:56] los angeles will just not get [6:57] weary in well-doing, that we [6:59] rise up every day and do our [7:01] part. [7:02] we would entertain every single [7:03] person that comes into our path [7:05] as an angel unaware. [24:26] since day 1, I saw them play, I [24:29] encouraged them and told them [24:30] all they needed was to believe [24:31] in themselves and it did. [24:33] proven that they did believe in [24:34] themselves and they went all the [24:36] way through. Kim [30:17] president of the korean american [30:19] foundation of glendale, and [30:21] mr. Steve park, president of the [30:24] korean american federation of [30:26] north los angeles. [30:30] thank you for support of [30:31] residents. [30:31] we got to hear incredible music [30:33] before the board meeting which [30:36] does show that generations are [30:38] remembering the roots of the [30:41] korean culture. [30:42] now with that I'd like to turn [30:44] it over to deputy consul general [30:48] cho and mr. Kim. [30:49] let's give them a round of [30:52] applause. [32:23] thank you very much. [32:25] congratulations again. [32:33] >> in-person speaker: good [32:33] morning everyone. [32:34] korean american day is also a [32:38] time to remind us the importance [32:40] of committing ourselves to [32:42] continue friendship between two [32:44] countries, usa and south korea. [32:46] also teaching the next [32:49] generation the value of self [32:50] sacrifice, collaboration, and [32:53] contribution so we all can work [32:56] together. [32:56] we are all connected. [33:05] hope you can continue to do so, [33:07] we are all united in humanity. [33:09] thank you and god bless you. [33:12] >> sup. Kathryn barger: thank [33:14] you. [33:14] we'll take a picture. [33:15] we presented proclamations to [33:16] each and every one of you, and [33:20] so appreciate all that you bring [33:23] to los angeles county. [33:25] thank you. [35:44] >> sup. Hilda solis, chair: [35:44] thank you. [35:45] buenas dias, good morning. [35:49] I'm hilda solis chair of the [35:52] los angeles county board of [35:52] supervisors. [35:53] but I am most proud of being the [35:54] representatives for the first [35:57] district. [35:59] I'm happy that we have been [36:00] jointed by so many wonderful [36:03] people here today. [36:06] I have asked staff to list on [36:08] the screen there the vazquez [36:13] predomo versus noem e plaintiffs [36:15] support group, stakeholders [36:18] engaged in this particular case. [36:20] I'm important, first of all I [36:22] want to thank los angeles county [36:24] board of supervisors as well as [36:26] our county counsel for also [36:29] helping us work through this [36:31] process. [36:34] for months los angeles county [36:37] contends with the federal [36:38] government immigration [36:39] enforcement wreaking havoc [36:41] amongst many communities and [36:43] neighborhoods throughout [36:44] los angeles county. [36:45] other parts of the country. [36:47] families as you know have been [36:50] separated and our economy has [36:52] suffered. [36:52] yes it has suffered. [36:54] as people are eye frayed to go [36:55] to work, or visit businesses [36:58] where they pay be targeted. [37:00] this is still happening today. [37:10] indiscriminate arrest of [37:12] individuals because they look or [37:13] speak differently. [37:14] federal immigration enforcement [37:16] should be limited by our [37:18] constitutional right against [37:19] unlawful search and seizures and [37:22] racial profiling. [37:24] yet I.c.e. Has consistently [37:26] tested and violated these rights [37:28] here in los angeles county. [37:31] and across our country. [37:33] that's why last july I authored [37:36] a motion passed unanimously [37:39] directing county counsel to [37:40] explore legal remedies to [37:42] protect the constitutional [37:44] rights of los angeles county [37:46] residents. [37:47] this led the county to join as [37:50] an intervenor plaintiff in the [37:52] vazquez perdomo case. [37:56] this resulted in a federal [37:58] district judge's order [38:00] protecting county residents [38:01] against unlawful detention and [38:04] arrest. [38:05] although later the u.s. Supreme [38:08] court overturned the preliminary [38:09] injunction, there is ongoing [38:12] litigation by the litigants who [38:15] are some of whom are here [38:17] standing and also in the [38:19] audience and watching. [38:23] to secure a permanent injunction [38:25] protecting the legal rights of [38:26] members of l.a. County [38:28] communities. [38:31] the fight goes on. [38:33] it is needed now more than ever. [38:35] I want to personally thank the [38:37] human relations commission, [38:38] robin toma and his staff, the [38:42] aclu, public counsel, the [38:44] plaintiffs, many community-based [38:46] organizations civil rights [38:47] defenders, and others that have [38:49] been here. [38:55] here two weeks ago two latino [38:59] parks employees were allegedly [39:01] racially profiled by I.c.e. [39:03] right here at one of our own [39:05] public parks. [39:06] they were stopped and they were [39:09] questioned and they were asked [39:12] to declare if they were citizens [39:14] or not. [39:15] a similar incident happened to [39:17] an employee of the district [39:19] attorney's office. [39:20] with the deaths recently of [39:22] renee nicole good and alex [39:26] pretti, now more than ever we [39:29] must continue to fight to [39:30] preserve our country's values [39:32] and our democracy and the rule [39:34] of law. [39:39] that is why I am so proud and [39:41] grateful to those joining with [39:42] us and our community and our [39:44] country for hard work, [39:45] contributions to preserving the [39:47] civil rights of los angeles [39:48] county residents. [39:50] please join me in thanking all [39:52] of them this morning. [39:54] thank you. [40:00] [applause] [40:04] would you like to say something [40:08] briefly? [40:16] >> in-person speaker: thank you [40:19] for this recognition solis. [40:20] I'm director of the aclu of [40:22] southern california o behalf of [40:25] the plaintiffses I have the [40:26] honor of be aing sitting the [40:28] human rights award with deep [40:29] gratitude and humility. [40:31] this honor belongs to the braver [40:35] plaintiffs, five plaintiffs [40:43] (reading names). [40:44] they have been brave when [40:45] staying silent would have been [40:47] safer. [40:47] their great sacrifices for the [40:49] cause of justice and equality [40:51] have had a tremendous impact. [40:52] with their turning, protections [40:54] for communities across -- [40:55] without their courage, [40:56] protections for communities [40:58] across the southland that came [40:59] from this case would not exist. [41:01] we also want to recognize our [41:03] organizational plaintiffs, the [41:05] l.a. Worker center network, [41:07] united farmworkers who continue [41:09] to work shoulder to shoulder [41:11] with impacted communities and [41:14] channel righteous anger and into [41:16] collective action. [41:17] when the full force of the [41:19] federal immigration descended on [41:20] southern california last june, [41:22] was shown through and indeed [41:23] what made the litigation [41:25] possible was a collective [41:26] response led by these [41:28] organizations. [41:28] organizers jumped into action. [41:30] and neighbors protected [41:32] neighbors. [41:32] gathering together to call out [41:33] the administration abuses. [41:35] we are deeply grateful to our [41:38] extraordinary co-counsel and [41:39] partners whose collaboration [41:40] persistence and belief in [41:42] justice made this case possible. [41:43] the uci law clinic, public [41:48] counsel, cherla, ndef, and [41:53] others. [41:54] this award is a reminder that [41:56] real change is driven by people [41:58] who refuse to accept injustice [42:01] as inaeft have evidentable. [42:02] we hope it encourages you and [42:05] other municipal and state [42:07] leaders to take bold, courageous [42:09] action in defense of human [42:11] rights. [42:12] thank you very much. [50:23] a gun brought to a peaceful [50:26] protest for illegal aliens for [50:29] political purposes is a death [50:31] wish. [50:31] having general public comment at [50:33] the end of the session is a slap [50:34] in the face to the constituents. [50:36] the sheriff's department [50:38] allowing transient takeover of [50:41] roland heights bus stops can be [50:42] seen on my youtube channel. [51:17] we would be notified if plans [51:21] changed. [51:22] they did change. [51:24] mclaren hall was demolished [51:25] without notice. [51:26] for survivors, this mattered. [51:28] some of us wanted to be present [51:32] to witness the demolition, [51:34] believing it might offer a [51:36] measure of closure. [51:38] instead we learned after the [51:39] fact. [51:39] I asked for an explanation and [51:43] apology from supervisor solis [51:45] months later I'm still waiting. [55:03] despite the risk of labor [55:05] trafficking there is increased [55:07] fear of sex trafficking that has [55:09] wrongly shaped our policy [55:11] response. [55:12] the report proposes six [55:14] strategies how l.a. County can [55:17] work with fee if a. [55:18] I don't have time to go over [55:20] them, but we ask that it is e [55:24] dwreejous the public has not [55:26] seen the report that fee if a [55:27] and l.a.
