[0:50] » Thank you. May be seated. Thank you, Mr. Clabbers. We appreciate that. [0:55] And I think your wife would have a seat, right? [0:58] » Yes, I am. >> Right next to her. [1:01] » Yeah, yes, thank you. >> Well, Chris, better move over. [1:07] » Welcome everyone to our August 12th meeting. [2:56] At this point in time, we're going to start with public comment. Uh [3:01] please sign in up at the podium. Write down your name and your address. [3:05] You'll be permitted 3 minutes. And when we are at the 2-minute and 50-second [3:11] mark, I will give you fair notice. >> I appreciate that. [3:15] » Items that are going to be on the agenda tonight, you can speak about them when [3:20] we discuss that item at the agenda time. At this time, I welcome [3:25] » Don Stevens. >> Mr. Stevens. [3:27] » 345 Peach Tree Lane in Feasterville, PA. >> Start the timer. [3:31] » I'm a victim as well as [3:34] three of my neighbors. I don't know how many more victims are out there. [3:38] There could be many. We are We are victims [3:43] of Mike Italia and his outfit, uh Barry [3:47] Isaac. They are in [3:49] They are in contract to uphold our ordinance. [3:54] Mike Italia did not. Because he did not, [4:00] all two of my neighbors had to get surveys for somebody else's fence that [4:07] they had no desire to get. [4:10] I'll tell you the first person first. Uh my neighbor on the side [4:14] actually witnessed Mike Italia approving these [4:18] nails that were in the ground which were not monuments or pins, iron pins that he [4:22] knew he had to he had to witness. He went They witnessed Mike Italia [4:27] approving these. The neighbor immediately went to Mike [4:31] Italia and said, "This These nails are wrong [4:36] and I am um [4:39] contesting this this survey. [4:43] It needs a new survey." They assumed that Mike Italia would [4:48] insist on getting a survey, but he never did. [4:52] After the fence was put up, Mike that same neighbor got a survey, paid a [4:56] thousand dollar over a thousand dollars for it, and it turns out she was correct [5:00] and Mike Italia was wrong. Why he ever [5:04] he ever accepted nails instead of the required pins or monuments, I do not [5:09] know. The neighbor in the back, [5:13] nice young couple, I'm friendly with them. They uh [5:17] came home one day and there was a string across their backyard right where these [5:22] nails were that Mike Italia accepted as a survey. [5:27] The husband says, "This can't be right. I know they're wrong." The wife says, [5:31] "We don't have a thousand dollars. We're saving for the kids' college fund and [5:34] everything else. We can't just throw away a thousand [5:37] dollars." She says, "It's wrong. We got to do something about it now." [5:41] So, before the fence was put up, they got their own survey. Turns out what [5:44] Mike Italia you was a foot and a half off. [5:48] If they didn't get a survey, Mike Italia and my neighbor would have stole a foot [5:52] and a half of their property for the whole length of it. [5:56] Um I tried to ask Mike Italia why he didn't ask for a survey, but Mike Italia [6:00] played the fifth. I'm not asking about his pronouns. [6:05] I'm not asking about who killed JFK. I'm just asking him questions about what [6:09] he's paid to do and paid well. Do you know that Barry I said [6:15] robbed the freaking Township of Lower Southampton for $320,000 [6:19] last year? >> Thank you, Mr. Stevens. We appreciate [6:22] that. >> Was that the 10-minute warning? [6:23] » That was the 10-second warning. This is the 3 minutes. [6:27] » Oh, I didn't hear it. Sorry. >> Thank you very much. [6:29] » Thank you. >> Is there anyone else who like to come up [6:32] and comment? Sir, come on up. [6:35] State your name and your write down your address in the book. [6:44] » Hello. Um my name is [clears throat] uh Tim Hunt. I reside at 67 Henry Avenue. I [6:48] would like to thank everyone for putting out the rumble strips. Um [6:53] I'm not one for standing in public up here, but they're not working. [6:58] Uh people are not slowing down. And I was wondering if uh maybe we could [7:03] do something else. Maybe there's speed bumps or [7:08] more signs. I don't know. But uh [7:11] I just want to say thanks. That's all I got. [7:13] » Is that your son? >> I yes, my son Tim. [7:15] » all the more reason we're going to fix it. [7:17] » Yeah. What's that? >> It's all the more reason we're going to [7:19] fix it. >> All right, thank you. [7:21] » Thank you, sir. >> And I have had a lot of feedback and I [7:24] think we were waiting cuz it was a pilot program. So we wanted to give it a few [7:28] months. And then I think what we're going to do is um survey the neighbors [7:33] again um to see if they would support speed [7:37] bumps. I don't know who sent kind of like the same letter we sent [7:42] about the rumble strips. Um and I know um the chief has been [7:48] proactive at putting um officers on your street as well. [7:52] » the bump at one end and the other like a third third would that probably resolve [7:55] the situation? In your opinion? >> Yeah, I think I would more of a speed [7:59] bump there. Like two. Yeah, it would really like [8:02] slow them down. Um if we do put speed bumps, maybe we [8:06] could put one towards the bottom of the hill. [8:09] Instead of in the middle of the street where the rumble strips are and maybe [8:12] like one on top. To slow them down. I mean, I'm standing out here every day [8:16] trying to slow people down. After work and that the whole street's [8:20] full of kids and they just fly and uh We just I'm like telling people to slow [8:25] down and people are telling me, you know, what? So [8:29] um Anything would help, I think, from this point on. [8:32] » Thank you, Mr. Hunt. >> Thanks. [8:35] » Thanks, Timmy. I'm glad you came. >> Is there anyone else that would like to [8:39] speak? Come on up, sir. [8:43] » Good evening. How are you doing? >> Good evening. [8:45] » Uh Brad Vote, uh two Overroad. Uh to his point, my my daughter lives on [8:50] Henry Avenue and yeah, that whatever they put there in the middle of the [8:54] street is it didn't do anything. They need to put like a uh uh you know, some [8:58] kind of and she lives at 78, so they at the bottom of the hill. So, they'd be [9:02] willing to have the uh you know, some kind of speed bump there to slow the [9:06] cars down cuz they really do fly up that street. There's a lot of [9:10] kids and there's not a lot of room. The kids come out. The most of the driveways [9:13] are sloped coming down. It's like a hazard. I mean, the cars are fly They do [9:17] fly up there. And I don't know if it's his car got hit. Somebody just got hit [9:21] the other day on that. You know, somebody sideswiped their car. So, it is [9:25] dangerous. Um I wanted to know if I'd be getting any clarity on the uh [9:29] National Federation of Housing. I thought that that agenda was coming up [9:33] when they were going to come down with a vote on that. [9:35] » The decision was issued today. I found it on my desk on the desk. [9:41] The board will have time to consider it and they'll make a decision what they're [9:46] going to do at the next meeting. And it'll be available for you to get a [9:50] copy of the decision. >> was the one outside arbitrator and that [9:53] was that was his. So, did they give you their verdict on [9:56] it or like just that so we >> That's what I [9:59] » Oh, they're they're not ready. >> No, what I just said. It was placed on [10:03] the desk today. It's dated It stated the Well, I think it stated [10:08] today. It just came out. It's available. You'll be able to get a copy. It's dated [10:14] August 12th. So, it's dated today. >> Well, you got it right there. What does [10:17] it any any any things it cost? It's three pages. [10:24] Uh all right. >> The point The point being, sir, is we [10:28] haven't read the decision whether whether we like it or not and we want to [10:31] pursue it or appeal it or we find it's just going to be detrimental to the [10:33] township by not appealing it. There's There's things got to be taken away. We [10:36] have to discuss discussion about it. It's not final. [10:39] » Unfortunately, because of the the powers that come down that really want this, [10:43] you know, this castle to be the built here, I would hope that our township at [10:46] least squeezes them and gets maybe sidewalks, it gets, you know, the [10:50] building be done cuz inevitably I think they have the money and I don't know [10:52] what we could do to stop this because the expansion of subsidized housing in [10:57] our township, I think, you know, somehow we got to curtail that a little bit. I [11:01] mean, uh I don't mind taxpayers moving in, people with houses that contribute [11:05] to the community, but we we you know, as I see a lot of these developments all [11:09] coming up here and it's all going to be it's not how you're going to build like [11:12] a a solid community. Um Nothing builds, you know, people [11:18] walking around and uh again to go back to that uh spot [11:21] where they're building this place. I mean, Stevie Wonder could see that's a [11:24] terrible spot. I mean, it's terrible that that somebody could even conceive [11:29] of having a building put right there. CAN ANYBODY FIGURE OUT THAT ROAD? Does [11:33] anybody communicate like they're ripping up Brownsville Road? Is there like I'm [11:36] not a smart person, but >> would somebody realize when they repave [11:39] it and the and the pipes are 120 years old that maybe when they rip it up they [11:43] could all like get everything in in order so it would last. It seems like [11:47] it's just like patches. It like nobody knows what they're doing. It just like [11:51] they >> Okay. [11:52] » they rip up spots and >> Good morning, Mr. [11:54] » Wouldn't it be better to just have it like just rip it up do do everything and [11:57] then repave it and be done with it for 50 60 years? [11:59] » Thank you very much. >> All right. I got to solve my name and [12:01] then uh all right. I feel better now. Thank you. [12:04] » Okay. Well, we let >> on the website that I guess what they [12:07] what they posted. >> How how will this be released? [12:11] » How's this get released, Joe? I don't know. [12:13] » We can put it on the website if you want. [12:15] » Okay. >> Yeah, I mean [12:17] » Give it a few days. That is >> Appreciate your time. Thank you. [12:20] » Anyone else would like to make public comment? [12:23] Last call? Okay, thank you very much. We'll move on [12:28] to our next item on the agenda is our consent agenda [12:32] for August 12th. Miss Bowman, would you be [12:36] kind enough to read our consent agenda? >> Sure, I'd like to make a motion to [12:42] approve our consent agenda for the minutes of July 8th, [12:47] 2026, accounts payable for August 12th, 2026, [12:54] approval of certain recurring monthly bills [12:57] as of August 12th, 2026, ratification of accounts payable from [13:03] July 29th, 2026, ratification of certain recurring monthly bills from July 29th, [13:09] 2026, and approval of the professional escrow [13:14] release for $6,158.78 [13:18] for Frank Di Sandro at 1843 Buck Road in Feasterville. [13:24] » Thank you. There's a motion. Is there a second? [13:25] » Second. >> There's a second by Mr. Bordner. Any [13:28] questions? Hearing none, all in favor say I. [13:31] » I. >> Opposed? [13:33] The eyes have it, 3-0. Thank you, Ms. Foreman. [13:38] Okay, agenda item number two, preliminary land development for [13:42] Jared Klaber's, 242 West Bristol Road, Feasterville. I believe he's represented [13:48] by counsel, gentlemen. >> Chris, you can have a seat and just [13:52] hit the button. >> Good evening. Thanks for having us. [13:56] Jerry Klaber's is here at the the applicant, 055 Properties, but Jerry [14:01] owns it Vince is the the project engineer. I'll turn it over to him. We [14:04] looked at the resolution, we're fine with all the conditions. [14:09] » Vince, you want to give a quick explanation? [14:11] » Sure. [14:14] Good evening, everyone. I'm Vince Fioramonti, our firm did the [14:17] plans that are before you tonight. Um you grab that microphone there. [14:24] Thank you. I'll just keep this quick. Um it's a [14:28] 10.5 acre site zoned R1, minimum lot area 20,000 square feet. [14:33] What we endeavored to do here is create a by-right plan that coordinates with [14:37] the natural features of the property. You can see the proposed plan on the [14:41] left and the existing conditions on the right. [14:44] Um overall, you know, we have one single cul-de-sac 1,000 feet long, requires a [14:49] waiver. Um and we have 12 lots that range in [14:52] size from 20,000 square feet to a little bit over an acre on on the end [14:57] here. Um essentially, when you look here real [15:00] quick at the existing conditions that are kind of unique to the property, we [15:04] have a railroad on the top. We have a non-residential use adjacent here. [15:10] The railroad that crosses Bristol has a very sharp overpass on Bristol Road [15:14] here, which was a concern, but it's it's perfectly safe. We've had it evaluated. [15:19] There's a drainage channel runs through the property. You can kind of see it [15:22] right here where the woodline is. That drains the residential area behind us to [15:27] the Mill Creek, but essentially a dry drainage channel. On any given day, [15:32] there's no water in it at all. When it rains, it carries water, and you can see [15:36] its location. Another unique feature of the property [15:39] is there's a gravity sewer that runs down below this channel, [15:45] you know, down downhill, and there's a force main in that same easement that [15:48] runs the other direction uphill and through Henry Avenue. So, there's a [15:52] couple of hidden utilities in there. But, taking everything into account, you [15:55] know, there's good woodlands around it. There's nice slopes. There's elevations [15:59] here that would create nice views. So, when you look at our proposal on the [16:03] left and the existing conditions on the right, you can see that we took the road [16:07] up here. We're trying to, you know, save all the woodlands that we can. The road [16:10] up this side, we crossed at a 90° angle here, and then came up the hillside at [16:16] the top, you know, where there where there's a crest in the in the ground, [16:19] you know, with the roadway. So, we're taking the area that was already [16:22] disturbed, developing that. We're maintaining all the woodlands that [16:25] surround us, and you can see the woodlands here. And we're buffering the [16:29] railroad and a lot of landscaping with a landscape [16:33] architect handling the stormwater. So, I think we've done a good job of [16:37] preserving the natural features that are worth preserving on the site and [16:43] utilizing them. And I think when we're finished, we're going to have a nice [16:46] upscale community that that'll be good for the area, no impact on any [16:51] other residents. We're downhill from the drainage. We're [16:54] going to We have seven seepage beds at the uphill lots here. [16:58] We have three earthen basins to handle the road runoff. So, there's no drainage [17:03] impacts. There's no traffic impacts because we're not connecting here. [17:07] And aesthetically, there'll be no visual impacts because we're buffered, and [17:11] we've actually added a lot more buffering to the site. So, I think when [17:14] we're finished, we'll have a low traffic luxury development which have nice views [17:19] for all the dwellings and you know we appreciate the consideration [17:23] that and all the work and back and forth [17:26] we've done with all the consultants to get to this point. [17:28] » Very good. Thank you. Chris, there's one [17:31] question one of the supervisors had and that was concerning [17:35] the homeowners association. We've had some problems in the township with them [17:40] being proposed and not followed through. >> [snorts] [17:43] » Uh Well [17:45] » Like Vince can answer initially the the builder will be [17:48] responsible for funding all the escrows associated with the improvements. So [17:53] that that can't they can't even get off the ground until those are funded. Um [17:56] and as lots are sold to individual owners each of those owners will become [18:00] part of the homeowners association. Once there's the majority of [18:05] of owners involved in the association it's [18:08] officially turned over to the the homeowners to manage. But all the [18:11] funding for the requirements of the of what you're approving will be will be [18:16] funded for that matter. >> And I've I've included provisions in the [18:20] resolution that it has to be uh the documents have to be filed prior to [18:26] or or at the same time as the approved plans and that's an acceptable [18:30] condition. >> Absolutely and those conditions will run [18:33] with the land. >> Yes and [18:35] I we had several variations or revisions [18:38] of this plan and the last one was dated preparation date August 10th, 2026 at [18:45] the bottom of the page and it starts with whereas we refer to the applicant [18:50] as 055 Properties LP. You've had a chance to review that resolution it's [18:55] acceptable to you and your client. >> Yes. [18:59] » The board members have any questions? >> I have none. Any members of the public [19:03] have any questions? >> Just a little clarity here they've been [19:07] working on this project for years. >> 20 years. [19:10] » And uh most of the boards yes. Mr. Hunt, you [19:14] can come on up to the microphone. Um [19:17] » The sign again? >> No. [19:19] » Just [19:21] Uh my question is um the storm water runoff [19:26] uh you said they have drainage ponds here at the lower end of the lot. [19:30] » Yes. >> Um where are they going to drain into? [19:33] » So what happens there is the drainage swale that you see on this plan [19:36] I can't really get it with this highlighter here. It's in especially in [19:39] this location. So and then I have a whole drainage [19:42] system here but we don't have to get into that. There There's a ridge that [19:44] runs through the property and some of the property drains to the railroad [19:48] track in this direction. The other part of it drains to this swale here. [19:53] All right, so we're controlling them both areas. The the lots on the front [19:57] they all have seepage beds in their yards. So the drainage from the [20:00] dwellings will go to the seepage beds and then it'll release into the swale [20:04] that runs down the railroad track and then into the little creek. [20:07] It's going south and the houses on this side there's three [20:10] basins. There's one here you can't see with the landscaping but it's a the [20:14] storm sewer intercepts the runoff and swales and this area is drained by a [20:19] pond here which then releases into that stream. [20:22] Then from there down is a second pond right here [20:26] that releases into that stream. And then there's a third pond in this location [20:30] that releases into that stream. So everything's controlled and it's all [20:33] released in the same exact spot that it comes out now. [20:36] » Okay, my next question is um was there um a hydro study done on this property [20:41] and how much water goes into that runoff right now? [20:44] » So the answer to that's yes and our the township engineer reviews all those [20:48] plans and gives the approval before we got to this point. So we don't get to [20:53] this point until it's approved by the township engineer. [20:55] » also the entrance to this property is going to be on Bristol Road right at the [20:59] railroad tracks? At the at the at the tunnel? [21:02] » It's as far away from the overpass as possible. [21:05] » And >> It's on the right side of the property. [21:06] » Is there going to be a red light there? Just a stop sign. [21:11] Cuz there's a view prob- there's a view problem there now with going through the [21:14] tunnel. [21:50] Okay, then all the homes, are they all going to be like pretty much the same [21:54] square footage-wise or different? [22:05] Right. [22:11] But this is going to be the layout of the what what you what you're saying [22:14] now? [22:19] Okay, thank you. >> Thank you, sir. Any other questions? [22:24] Hearing none, thank you for your presentation. And is there anyone that [22:27] would make a motion? >> I'd love to make that motion. [22:29] » Okay, so you make a motion to adopt resolution 2026-19 [22:34] approving the application of Gerard Klaber's doing business as 055 [22:39] Properties 242 West Bristol Road. >> Yes, sir. [22:42] » All right, is there a second? >> Second. [22:43] » There's a motion and a second. Any further questions amongst the board? [22:47] Hearing none, all in favor say I. >> I. [22:49] » I. >> Opposed? [22:51] Motion carries 3-0. >> Thank you very much. [22:54] » Thank you. >> Congratulations. [22:56] » Thank you. [23:06] » Thank you, Mr. Clappers, for coming out tonight. [23:09] It was nice seeing you, sir. >> Thank you for your patience. [23:12] » Very well. Mr. Clappers, if you don't know, is a World War II veteran. He was [23:16] a sergeant in Germany, actual fighting the enemy. [23:21] And uh you're not going to see too many more World War II veterans around. So, [23:25] thank you, sir, for coming out. >> [applause] [23:33] » And if people don't know, that's your son standing in front of you. He's also [23:37] a veteran, and he's well involved in the community. [23:40] » He's a submariner. >> Yes. [23:43] Thank you much. Okay, agenda item number three. [23:48] Consider approval of the 2026-2027 SRO agreement, school resource officer, [23:55] within the Neshaminy School District. Mr. Gatto? [24:13] » The dollar amount in question would be uh receiving uh $60,000. [24:18] That's on receive $60,000 from the uh Neshaminy School District. So, we're [24:23] looking for approval uh with the caveat on the dates. [24:27] » Yes, the document we've been provided is the one that was approved in 2025. So, [24:33] the document will be edited to to make it for the school year 26-27. [24:39] That >> Okay, thank you. Is there a motion to [24:43] adopt the 2026-2027 school resource officer with the [24:49] uh noted corrections. [24:51] » Motion. >> That will be signed. There's a motion by [24:53] Ms. Bowman. Is there a second? >> Second. [24:55] » There's a second by Mr. Boardner. Any other questions? [24:58] Anyone in the audience have a question about the school resource officer? [25:03] Hearing none, all in favor say I. >> I. [25:05] » Opposed? The eyes have it, 3-0. Thank you. [25:13] Agenda item number four, consider awarding of the 2026 road improvement [25:19] program, and that would fall under our engineer, Mr. Everett, seated to your [25:23] right. >> Thank [clears throat] you. [25:26] On August 5th, the township opened the 2026 roadway improvement program [25:31] bids, which consisted of the following roads: [25:34] Arrowhead Drive, Beach Road to Creek Road, North Center Road, Rosewood Avenue [25:38] to Woodbine Avenue, Hazel Avenue, Oak Road to Forest Avenue, Hilton [25:43] [clears throat] Avenue, Park Avenue to Marsh Avenue, Woodside Avenue, Oakford [25:48] Avenue to Woodchuck Lane/Summit Avenue, Creston Avenue, Spring Avenue Lane to [25:53] Oakford, Hilltop Road, Pleasant View Avenue to [25:57] County Line Road, Skyline Drive, Harding Avenue to 328 Skyline Drive, 5th Street, [26:03] Welcome Lane to Harding Avenue, and um Don't Block the Box at Bustleton Pike at [26:09] Irving Place. Um they are at the base bid, and there was two add alternates. [26:14] Add alternate number one >> [clears throat] [26:17] » was Second Street, Avenue C to Avenue E, and [26:24] Village Drive. Um we received three bids. The township received three bids [26:29] um with the lowest bidder being James D. Morrissey of Philadelphia, Pennsylvania [26:33] for the base bid amount of $317, $317,127.50. [26:40] Um we recommend that the board uh [26:44] award the bid to James D. Morrissey um for the base bid and any combination of [26:49] the add alternates. Um if the township was to award the base [26:54] bid and both add alternates, the total would be $502,379.75. [27:01] » So, how much money we got? How much money we got, Joseph? [27:07] » Um, you have a sufficient amount of money to pay the $502,000 and change. [27:12] » Good, thank you. So, I'm looking for a motion to award the 2026 road [27:16] improvement program bid to James D. Marsy Inc., the lowest bidder for the [27:20] base bid and two additional alternatives for the bid price of $502,379.75, [27:29] and to authorize the township manager, Mr. Gatto, to sign that contract. [27:34] » Motion made. >> There's a motion by Mr. Boardner. Is [27:36] there a second? >> Second. [27:37] » Second by Ms. Bowman. Any further questions? [27:40] Hearing none, all in favor say I. >> I. [27:42] » I. >> Opposed? [27:44] The eyes carried, 3-0. [27:50] Agenda item number five, consider authorizing the change order for Roberts [27:54] Avenue storm sewer replacement project. And that will be Mr. Everts. [28:00] » Thank you again, Vice Chair. Um, so in front of you is the change order number [28:04] one for the Roberts Avenue storm sewer replacement. Um, this work was [28:09] additional work that >> [clears throat] [28:11] » would included the inlet repair at Herrick and Crestwood Avenues. [28:15] Um, the contract amount was $19,591. [28:20] Um, the total amount of work completed was $19,591. [28:25] Uh, we would like the payment to the contractor [28:30] in that amount. >> Okay, Board. You okay? [28:35] So, we need a motion to authorize the change order for the Roberts Avenue [28:38] storm sewer replacement project for the amount of $19,591, [28:43] and to authorize the township manager to sign the documents. Is there a motion? [28:47] Motion. Motion by Ms. Bowman, second by Mr. Bodner. Any further questions? [28:51] Hearing none, all in favor say I. Opposed? The eyes carry 3-0. [28:59] Agenda item number six, consider authorizing payment number four for the [29:04] Roberts Avenue storm sewer replacement project. And we would like to hear one [29:08] more time from you, Mr. Everts. >> So this would be pay estimate number [29:12] four for the Roberts Avenue storm sewer replacement project [29:16] for the work that was done by Carp Excavating who also did the change [29:20] order. The total pay estimate would be [29:24] $21,648.30. [29:29] » Okay, so is there a motion to authorize the fourth and final payment to Carp [29:33] Excavating for the amount of $21,648.30 [29:38] for the Roberts Avenue storm sewer replacement project and to authorize Mr. [29:42] Gatto to sign the documents. >> Motion. [29:46] » Motion by Mr. Bodner, second by >> Second. [29:49] » Ms. Bowman. Any further questions? Hearing none, all in favor say I. [29:53] Opposed? The eyes carry. [29:58] Our final agenda item for tonight is um [30:02] we discussed this in our work session but we'll just make it more [30:08] public discussion on the fence repair at Veterans Park. And who would like to [30:13] handle that, Mr. Everts? >> Yeah, I'll handle that. [30:15] » Okay. >> So this was discussion of the fence [30:18] repair for the pickleball and tennis courts at the new Veterans Park. [30:23] There was some concerns that balls were getting [30:27] underneath the fence. I've reached out to the subcontractor to set up a site [30:32] meeting to hopefully resolve the issue. The meeting will include representatives [30:37] from the townships, myself, and the contractor. [30:41] » Very good. Mr. uh uh Gatto, you have any other comments on [30:45] this? We're good to go? Okay, with that it takes us to the [30:49] manager's report. >> Just two items real quick. Again, [30:53] Playwicki Farm, August 14th, this Friday. Uh [30:57] » [clears throat] >> you have another food truck rally from [30:59] 5:00 to 8:00 p.m. Um additionally, we have the uh Cow Chip [31:05] Bingo. Matt, did you want to mention something on that? [31:08] Real quick. [clears throat] >> It's a bovine extravaganza to the likes [31:11] you've never never seen before. Uh [31:14] tickets are available. You can either contact me on our website or you can [31:18] come in person. Uh tickets are $25 a piece. [31:21] And uh you can watch a an actual cow >> Yep. [31:25] » and watch it take nature take its course. [31:28] More or less. >> More [snorts] or less, exactly. [31:31] » That's all I have. >> All right. Thank you, Mr. Gatto and Mr. [31:36] Bowman. In relation to our next speaker, Ms. Bowman, supervisor's comments. [31:41] » I just want to thank everybody that came out to our summer concert series. We had [31:45] a concert on July 25th. It was well attended. The bands were great. We had [31:49] food trucks. It was a beautiful night. Uh so, thank you. We are going to [31:53] continue uh concerts next year starting in May through September. We're going to [31:59] try and do one concert a month at the Veterans Park. It was a great event, and [32:05] I would encourage everybody to pay attention to the events that are put on [32:09] by our Parks and Rec Board. Uh these are events that are for you. They're mostly [32:13] free unless it's a class, um and they're usually very affordable. So, I want to [32:18] thank the Parks and Rec Board for putting on those two concerts this [32:21] summer, and uh led by Mr. Walt Mulholland. So, thank you. Uh Community [32:28] Day is September 26th, so make sure you come out. Um we are selling Cow Chip [32:33] Bingo tickets. If you need any tickets, please get in touch with us. Get in [32:38] touch with me cuz I haven't sold any yet. Um so, come out. It's a great [32:42] event. Uh it's a fundraiser to uh honor and raise funds for our emergency [32:47] services. And it's a great event. There's vendors there. [32:52] There is music. Uh we usually there's a canine dog display. I think we did that [32:58] last year. They doing that? Yeah. And uh couch bingo. So, and uh only a couple [33:03] more weeks of summer. So, enjoy. [33:08] » Thank you, Ms. Bowman. Mr. Boardner, our veteran [33:12] who served our country. Thank you very much. [33:14] » You're welcome. It's funny you bring that up. Um September, we're honoring [33:17] our veterans along with October. Um Saturday, 9/12 at Russell Memorial Park, [33:22] we'll have our annual Travis Manion 9/11 Heroes 5K. If you'd like to uh sign up [33:26] as a volunteer or as a participant, the QRC code is on the township website. [33:31] It's also in the township email. On 10/17, we'll have our second annual [33:36] 2.2 for the vets and suicide awareness walk cuz we know there's 22 vets a month [33:40] that killed themselves. Um it's tragic. They don't deserve that. [33:43] And we will also be honoring them with 700 flags at Play with E Farm along [33:48] Bridgeton Pike. Hope to see you guys all there. Thank you very much. [33:52] » Thank you, Mr. Boardner. And finally, [33:56] thank you everyone for uh coming out to our meeting tonight. [34:00] Things don't always go as fast when we [34:04] are in government, but we do our best. We do appreciate your comments. We do [34:08] hear you. We do. So, I do appreciate each each of you for coming out. Um no [34:14] » few comments though. >> Yes, go ahead. We've got [34:17] » Yeah, just real quickly. Um so, they awarded the contract to uh Morse C for [34:21] these roads. Do we have any way to watch this the quality of what they're doing? [34:25] I mean, I drive from I have to drive 17 mi to [34:28] work. I am I do not drive one drivable road the whole way work. So, there are [34:34] wooden this contract, even though it might be cheaper than everybody else, do [34:37] we have people that go out there to >> It's so [34:39] » make sure that this is built to the quality that [34:41] » So, we have inspectors Inspectors from my office. [34:46] » We can't hear you, sir. Sir, you have to come to the mic so that [34:49] people at home can hear you. >> Um, but just real quick, because I heard [34:53] your question. Um, I actually have driven around. Uh, there were a couple [34:57] issues from the last job. And then what we do, and some of the board members are [35:03] actual road masters. Like, that's what they do. They drive around and they [35:07] check out the quality of the streets. There were a couple issues. Um, [35:13] but you have to remember what you might be pertaining to or referencing are [35:18] PennDOT roads. Like, Bristol Road, PennDOT Road. Brownsville, PennDOT Road. [35:23] Currently, Brownsville Road is going through a project right now with Peco [35:27] and the gas line. Now, they're going to come through on the Bensalem side, not [35:32] the Lower South side, and they're going to pave over all of where it's ripped [35:37] up. So, there was a problem. They had deteriorating gas main underneath the [35:41] road. So, and that had been going on for a while. I can tell you, I worked with [35:45] the fire department. We would smell the fumes and get fume calls all the time. [35:48] » They just did little patches. Well, this long as we're on that, because I know [35:51] that they will do short costs and they give you a low bid. And then, yeah, you [35:55] don't maybe don't have the quality cement, but long as we have people that [35:57] are monitoring that. So, >> So, yeah. Our our engineer is on top of [36:02] it. >> Our engineer is on top [36:03] » I can add to that. >> I'm skeptical of everything. I think [36:06] everything is like, you know, >> So, the township gets reimbursed certain [36:08] amount of money from liquid fuels, and that's from from PennDOT in the state. [36:12] There's requirements that the contractor has to adhere to. They have to submit [36:16] forms, they have to submit um, material listings from the quarries they're [36:20] getting it. When the township's responsible for the [36:23] lowest responsible bidder, right? So, they have to meet prevailing wage [36:26] requirements. So there are all these requirements they have. It's it's more [36:30] of a competition to get the lowest price for the township. It's not lowest [36:33] competition for quality of work. >> Yeah. [36:37] Okay. All >> Good. Thank you, sir. I [36:38] » I appreciate thank you. >> Thank you everybody. [36:41] » Hopefully Mr. Kutsuradis will be back. Our next meeting will be September 9th. [36:45] So hearing no further comments. Motion to adjourn by Mr. Boardner, second by [36:51] Ms. Berman. All in favor say I. Motion carries. [36:55] » Thank you.
