[0:21] » District 3, Alderman David Emory >> here. [0:23] » District 4 alderman Michael Rodriguez here. [0:25] » And District 5 alderman Matthew Martinez >> here. [0:28] » Thank you. >> All right. Awesome. Awesome. Okay, [0:30] ladies and gentlemen, if you can please rise, we will go ahead and take care of [0:33] our pledge of >> allegiance. [0:38] Pledge algiance to the flag of [clears throat] the United States of [0:41] America and to the republic for it stands one nation under God, [0:47] indivisible, with liberty and justice for all. [0:52] » Awesome. Awesome. that. [1:00] » All right, come on in. Plenty of room. [1:10] » Okay, let's go ahead and move on and we're going to go ahead and go into [1:14] citizens to be heard. This is item number four and this is the opportunity [1:18] for citizens, visitors, and guests to address the city council on any issue or [1:22] any item of the agenda. In compliance with LGC [1:27] section 551.007, city council may not discuss any [1:32] presented issue, nor may any action be taken on any issue at this time. [1:36] Citizens to be heard are limited to three minutes each. Attorney General [1:40] Opinion JC-0169. [1:45] All right, let's go ahead and get started with that. Let's see if we had [1:50] uh Let's see. J amendment [1:55] elevated tank. Elevated tank. Okay. Jackie and Oscar Chorus. [2:03] It says amendment. Is that Is that a variance? [2:07] » Okay. The No. [2:11] amendment. Okay. [2:16] » I just want to make sure. So, public comments. Is that where you want? Okay. [2:19] I didn't see the number on here. So, I'll go ahead and put item number four. [2:22] » Is it the three of you all going to be on item number four? [2:25] » No, it's just me. >> Just you? Okay. [2:27] » I was We were told to sign in. Everyone sign in and then if we wanted to speak, [2:32] put a comment to the right. Was that incorrect? [2:35] » Yeah. It says item item if if speaking right there. [2:39] » Okay. >> Agenda item is speaking. It says it on [2:41] there. >> I have something for you if you like [2:43] before. >> Okay. Uh you're going to have three [2:45] minutes to go ahead and speak if you want to pass anything on there. [2:54] [snorts] Okay. Thank you, ma'am. [2:59] » Thank you. >> Thank you. [3:04] and we'll go ahead and get you started. Okay, three minutes [3:10] from now. Go ahead, ma'am. >> Good evening, mayor, council members, [3:13] residents. I'm excited to be here and live with you. [3:15] » Oh, hold on, ma'am. Can you please identify where you're from? Are you with [3:20] your address or some sort of reference of where you're from? Are you here? Are [3:23] you a citizen of >> Addosa County? [3:25] » Addosa County. Do you live in Lidle? >> No, I do not. [3:28] » Okay, just stay where you're at. So everybody and whoever speaks whenever [3:32] you come up to speak I need you to state where you're from. Okay that'll be good. [3:35] Thank you ma'am. Sorry to interrupt you. >> Okay I'll start over. I'm excited to be [3:39] here in Lal Texas a unique city that falls in not just one but three counties [3:44] bear Medina and Atcosa counties. What happens in Atcosa County affects each [3:49] and all of us in every city. I am here today to present amendments that will [3:53] protect the city of Lidol. These are the very same amendments several cities in [3:58] Texas have adopted to protect their citizens against reckless harmful [4:02] growth. What concerns me by not having these guardrails in place in the city of [4:06] Lidle is what our county judge Welen Cud said at commissioner's court meeting on [4:11] August 10th, 2026. His statement will affect everyone in all cities of Atcosa [4:18] County. Judge Coot was presented with the fact that he sold 5.79 acres in the [4:24] city of Pleasant, Texas to a battery energy storage system for $10 and other [4:29] good and valuable considerations. He stated at commissioner's court and I [4:34] quote, "Anything I have is for sale except my wife and kids. And another [4:38] thing, I don't have any say in that battery storage system. The city of [4:42] Pleasant will have to make a decision on that, not the county. And anything else [4:47] I decide to do, I will bring forth to the county if it affects them. If it [4:52] doesn't affect them, tough. I'm entitled to my property rights. I'm entitled to [4:56] do my situation. If you don't like it, that's your problem." [5:01] The overall take on his statement is he does not care about the citizens who [5:05] reside here in Atcosa County. There are steps the cities can do to protect [5:10] themselves. Our cities have more power given by the state of Texas to protect [5:14] ourselves than the counties have. These amendments I presented to you today do [5:18] not prohibit growth. Rather, they put in guard rails for data centers, battery [5:22] energy, storage systems, and other large-scale industries that would have a [5:26] negative impact on our cities to protect where we work, where we live. Many [5:31] cities in Texas have passed these very same amendments to protect the future [5:35] and the future generations to come. Please put the amendments I have [5:39] presented to you with you on the next Lidal City Council agenda and pass them. [5:44] It's time we put people over profit. [5:50] Thank you, ma'am. Appreciate that. [5:54] All [snorts] right. [5:59] And just because I want to make sure uh Mr. Simmons, anything with public [6:07] comments? Is that is that your intention? Come on up. Come on up, sir. [6:18] » Good evening. I'll be quick and short. >> Yes, sir. Make sure [6:23] » I'm Wayan Simmons. I live on Martin Street here in model for 46 years. Uh my [6:31] concern is and not only my concern but a concern of a lot of the citizens of the [6:37] city with this data points that are going up everywhere. We all [6:42] [clears throat] know about the one on Carol property south of town that arose [6:46] almost in the dark because it nothing was and it's in Medina County. So [6:52] there's very little information [clears throat] excuse me put out about [6:57] that. And I understand there's one being considered north of of Lidle and there's [7:02] some activity on that. Uh but the citizens of the city of Lidle have not [7:08] been informed at least I have not gotten little information. Uh none to the from [7:15] the city that I know of about what advantages is this to us? What's the [7:21] city going to uh profit from that? what's it going to cost the city to [7:29] support that and have they asked for support from the city and all these are [7:34] details that cost the citizens of the city as well of course as the city [7:40] itself and so I think that uh at this point in time I think the city needs to [7:46] have an open meeting to get all of these questions answered of the of the [7:51] citizens of our city. So, uh, they just feel like that they're being railroaded [7:57] on into this without any say so about it. That's all I have. Thank you. [8:03] » Thank you, sir. Appreciate that. Okay. [8:08] Number four. Okay. And I think I have Craig, Heather, [8:13] and Scott. And it's for the other item. So, I think I got everybody else. Okay. [8:19] Anybody else? So, I don't want to miss out the opportunity. I know Jackie, [8:24] thank you so much. And you were speaking on behalf of the other two folks that [8:27] that signed up. That correct? >> Okay. [8:31] » Thank you, ma'am. I appreciate that. So, let me go ahead and ask one last time. [8:35] Anybody else during the citizens to be heard portion? [8:40] Going once, going twice, [8:44] three times. All right. Paul up. We're going to go ahead and move on. And let's [8:49] uh move on to item number six. And first of all, before I do that, thank you for [8:53] those who actually spoke. I appreciate you guys taking the time to be here with [8:56] us. All right, let's go ahead and move on to item number five. This is open [9:00] session. Take action on the items discussed. A is consideration and [9:04] possible action concerning approval of the minutes from July 27, 2026. [9:09] » Now I move that we approve the minutes for July 27th, 2026 as presented. [9:15] » Okay. Got a motion on the floor. Do I have a second? I'll second. [9:18] » Got a second. Thank you. Discussion. >> Hi. Can you verify item 5F? [9:26] I have uh Alderman Martinez and myself is second. [9:32] Just verify. You had put Anna a second on it [9:36] » on the motions. >> Yes. [9:42] » Right. Right. [9:47] That was a procurement. >> Anything else? [9:52] Okay. All in favor? [9:55] » Any opposed? >> All yes. Thank you, council. Let's go [9:59] ahead and move on to item B. Consideration and possible action [10:02] concerning the approval of the minutes from August the 10th, 2026. [10:07] » Mayor, I'd like to make a motion that we approve the minutes for the uh city [10:11] council meeting of August 10th, 2026 if presented. [10:14] » Okay. Got a motion on the floor. Do I have a second? [10:17] » I'll second. >> Got a second. Okay. Any discussion? [10:24] » Okay. All those in favor? >> Any opposed? [10:29] All yes. Motion carries forward. [snorts] All right. Thank you, council. [10:33] Let's go ahead and move on to C. This is a discussion and possible action [10:37] concerning the status of the new elevated storage tank project. [10:42] And I think this is where we have Scott is going to start us off. Okay. [10:46] So, we got Scott and Heather and Craig, too. All right. [10:50] » Uh, good evening, Mayor and Council. Um, at the request of last meeting, um, we [10:58] have a we're going to try to give you an update on the elevated tank. Last [11:01] meeting, our schedule update was the, uh, painting to be completed by around [11:05] this time. Um we're close to that that uh milestone right now with the final [11:10] site work, electrical and tank filling to occur over the next three months uh [11:14] being completed substantially complete by November 20th. Um we we have Heather [11:19] Worthy uh with Phoenix Fabricators and [11:23] directors as a contractor for the project to provide an update on the [11:27] schedule and provide a little more explanation on what's occurring [11:31] um for >> Heather. Thank you for being thank you [11:34] for having me. Yes. Um I'm from Phoenix and I wanted to give you guys an update. [11:38] As uh Scott said, they are finishing up the painting. A little discussion late [11:42] last week about the logo, the placement of the logo. Um and then on the 9th, we [11:47] will have our uh backend crew move in to finish the final site piping and the [11:53] final site work. And then on the 28th, the electricians will move in. So there [11:57] will be like a oneweek gap. And then after that, um [12:01] » September. Sep. >> September. Yes. Okay. [12:05] Yep. Yeah. 99 99 is the site work, 928 is the [12:11] electrical, and then we're planning to start filling around the 18th. [12:15] And I know there's some discussions about that. And I think we're going to [12:18] plan to have another meeting um with you guys uh discussing how how long you want [12:22] to take to fill it because I know you don't want to do it as quickly as like [12:26] three days because of your water supply. >> Yeah. [12:28] » So, I think we'll have a meeting. I think we need to manage it just so we [12:31] could go ahead and get it in proportions based on our sizes with the ground [12:35] storage tanks [clears throat] and all that. So is that going to be a separate [12:38] meeting then we're going to have that discussion? [12:41] » I think that's what we behind the final details. [12:45] » Okay. So the fill in is the 18th of October. So sometime in September. [12:50] » Yes. >> Get it all ironed out. [12:53] » Yes. >> Okay. [12:54] » Anybody have any questions for me? Good. >> The only the only other question going [12:59] back to the painting. So, we still have an open item with that, right? [13:02] » Okay. >> We still have an open item with that. [13:04] So, we still have to find resolution especially with that one side. [13:09] » Okay. >> Right. [13:10] » We still have So, >> final break. [13:13] » So, we got to we got to be able to figure out how we're going to be able to [13:16] take care take care of that portion of it. So, we still have that portion open. [13:21] And then I know so the lighting the lighting the electrical is the 28th of [13:25] September but more than likely we can't use it until November. Is that what [13:30] we're looking at? Or >> if you would like to operate it manually [13:33] that is a possibility. [13:38] » But you don't need to decide that today. I mean you can let me know. [13:47] » Yeah. I just I want you to kind of think about that too. It's an option. I have [13:51] somebody else doing that this week. >> Yeah, they just kind of work with Zach [13:54] and stuff to be able to take care of that. [13:56] » Um, so we're looking at the 20th of Octo of November. [14:01] I mean, we start filling it on the 18th of October, but you're saying completion [14:05] around the 20th of November >> and then you guys can generate a punch [14:08] list >> and then be able to do that. [14:11] » Yes. >> So, who do we have, uh, Craig and Scott? [14:15] Who do we have as our inspector? Who's who's the one that is going to be doing [14:18] all that? But we have a paint inspector that's [14:23] been inspecting all paint or who's going to inspect the punch list that will be [14:30] » that'll be the >> Okay. So, yeah. Thank you. I just want [14:33] to make sure >> we we need to know is like who do you [14:35] guys use to pull your samples because we don't like to we don't like to mess with [14:38] the samples just because of chain of custody. [14:41] » Yeah. >> So, if you have somebody that pulls [14:42] samples, we'll need to get that information from you after we tank. [14:46] » Make sure we do that. >> Appreciate it. Council, anything else? [14:51] Or Zach, anything else now that we have dates and what's going [14:55] to happen? So, we have an idea. >> We are trying to pull the electrical [14:59] ahead, but now it's so close with the backend civil. We had looked at possibly [15:03] giving it to somebody, you know, here local in the area, but just the way the [15:07] time is working out, that may not work out. But I will let everybody know if it [15:11] gets pulled ahead. >> Yeah, at this point, we just want to [15:13] make sure it's >> No, I understand. I completely [15:15] understand. Yeah, you want your tank >> working. So if if you need for the your [15:19] right person to come in to be able to do that and still stay within the range [15:22] that you're looking at, let's do that. >> Okay? [15:25] » That way it makes it a lot simpler and there's no I mean these people install [15:29] them and do all the different things. So it'll be a lot easier for us to be able [15:32] to do that. >> But uh council anything [15:36] » else? >> Heather thank you again and thank you [15:39] for setting up the meetings TRC2 being able to take care of that situation that [15:44] we had last week. So I really appreciate it. Thank you for being here. [15:47] » Questions for us before >> anything [15:51] more discussions? Yes, sir. Correct. >> All right. Thank you, Mayor. Thank you. [15:56] » Appreciate it. All right. Let's go ahead and move on to D. Consideration and [16:01] possible action concerning a preliminary plat of lot one, block one, and lot two, [16:06] block two, a project lidal subdivision vignadot of Mrs. Mary Dennison [16:13] survey abstract number 1444, section 449, George Risman survey [16:20] abstract number 820, section 1527, and Henry Razine survey abstract number 817 [16:30] in addition to the city of Lidle, Medina County, Texas. Sack. [16:34] » All right. So uh we have a preliminary plat that was uh reviewed uh by TRC uh [16:40] and is uh recommending approval. It went to the planning and zoning commission uh [16:45] for their review uh last week. Uh is also recommended uh from the planning [16:50] and zoning commission uh as approval. Uh it is uh the Dell's grass piece. Uh so [16:57] uh combining the various lots that are on that Dell's Grass piece uh and uh [17:01] basically com lining out the ride ofway for the extension of the street um out [17:07] of Wararez uh street uh which will be Carol Farms uh street and then uh [17:14] obviously subsequently making the the two lots on either side of that street. [17:18] So you have the the one lot which is from the railroad up to the street [17:23] rideway and then the second lot which is the larger of the two lots uh from the [17:27] rest of the on the other side of the street all the way up to the northern [17:30] part of the Dell's grass property. So two lots and then the the road ride [17:35] ofway is being outlined within the preliminary plat. So [17:38] » So this is just a consolidation based on >> correct [17:41] » the different submissions that they actually [17:42] » That's correct. >> Okay. You don't have a map of that for [17:46] us? >> Uh, it was in the packet. Um, I I didn't [17:50] put it on here just because it's so large uh that it kind of throws the TV [17:55] off. So, I apologize, but I can get it to council if if necessary as well. [18:02] » Those you're talking about on the Carol side. [18:06] » Yeah. Yeah. So, it's literally there's like several I I want to say on that [18:10] Dell's Grass piece, there's there's probably like five or six different lots [18:14] that are all being combined as just the one again north of the new street. And [18:19] then because of the street uh the new street, you're having to kind of just [18:24] have a a lot that's being created technically south of that that new [18:28] street. So, >> all this is doing is taking out the the [18:31] lines that lines lots that were identified previously. [18:34] » That's correct. >> And just make these making one one brand [18:38] new lot really for development. That's correct. [18:40] » And what he plans on >> um obviously this is you know property [18:46] that eventually could be uh you know we're working with a developer for you [18:50] know future industrial development in that area. So um yeah but at this point [18:55] » any uh drainage or anything that needs to be done? [18:58] » Um that'll be through the through the development process. [19:02] » Yeah. This is just preliminary. So, yeah. So, [19:06] we'll have the final plat and all that kind of stuff. Yeah. [19:09] » And Zach, just for understanding, this is basically coming to us because it's [19:13] the ETJ. Is that correct? >> That's correct. Yeah. So, anything in [19:16] the city or the ETJ uh still has to follow our subdivision regulations. So, [19:20] that's why it's coming to >> Okay. Well, mayor, I'd like to make a [19:24] motion on this. Uh I move that we uh approve this preliminary plat uh as [19:31] specified in the agenda item on today's date August 24th. [19:37] » Okay. >> Got a motion on the floor. Do I have a [19:39] second? You got a second. Okay. Any further discussion? Council, [19:43] » you you mentioned I'm sorry. Hold on, Richard. Hi there. Okay. Yes. [19:50] » You mentioned W Street. >> Um was there expansion [19:55] Uh so it's on that is >> there expansion on on that street being [20:00] projected to the to the new zone? >> Yeah. So uh as a part of the development [20:04] agreement with Sinoko with project Sino uh they are extending Wararez Street. [20:10] It'll obviously be called something different as a part of that agreement [20:12] but yes they they agreed as a part of that development agreement with project [20:17] sinko to extend War Street at their cost uh from the the end of coal mine [20:22] subdivision through the Dell's grass piece of property all the way to is it [20:26] 683 is that >> okay yeah so that was the second correct [20:30] entrance. Yes. And it's zoned. >> It's zoned. [20:33] » Uh so once the property is annexed, if it gets annexed, then then it would be [20:38] zoned at that time. >> Yes. [20:41] » Yes. Yeah. So which that'll all be worked at at a later date. Yeah. [20:46] » So I believe one of the uh committee members uh had asked about commercial [20:53] building or building up that commercial area. Uh that's still in the plans. We [20:58] don't know anything. >> Yes. At this point it's [21:01] » going to be res or well I don't know about residential but [21:04] » what the future plans are. >> Correct. [21:06] » Okay. All right. Thank you. >> Anything else? Council questions. [21:13] Okay. >> All those in favor? [21:17] » Any opposed? Okay. >> Carries forward. Please work with the [21:24] engineers to go ahead and take care of that portion. [21:26] » Not a problem. >> All right. Let's go ahead and move on to [21:29] E. Consideration possible action concerning resolution 2639, a resolution [21:33] of city city council, city of Lidol, Texas, authorizing a temporary waiver to [21:38] the noise ordinance of the city of Lidol for the St. Andrews Church Festival to [21:43] be held September the 22nd 2026, providing for incorporation of preamble, [21:49] and providing an effective date. >> So, uh, couple different years we've [21:53] done this. uh we've had a a noise ordinance waiver for the uh church [21:57] festival. So uh this is uh just a an resolution for that uh particular [22:03] activity for the 27th of September uh that Sunday. So mayor, I'd like to make [22:08] a motion to go ahead and approve the temporary waiver of the nordinance for [22:12] St. Andrews Catholic Church. Okay. >> Um [22:16] effective today, Ap 24th, 2026 for September 27, 2026. [22:21] » Thank you, sir. We got this. A second. Okay. Any discussion on this? Um I think [22:27] just for for clarification, they're only doing a one-day event. Is that correct? [22:32] Compared to previous, it's only going to be one night that they're asking for the [22:35] [snorts] >> the waiver to the noise ordinance. [22:38] » Thank you. >> So, is is this the standard form we use? [22:43] » It's what we have been using. Yes. >> Cuz the last one that came to council, [22:47] we changed the the time till midnight. We did some conditions on it [22:51] » and we also removed the 1000 p.m. to 7 a.m. portion of it. [22:57] » Well, we did what we did is we we made spec we kept that in there but we made [23:01] specific conditions like related to the hours that they were planning the event. [23:06] » Um so if we want to place conditions um >> yeah I would like to send it till [23:11] midnight. I mean I >> I don't know what time the event [23:14] normally goes to. Y'all probably know better than I [laughter] do. [23:17] » Yeah. Yeah. They don't go more than midnight. had zero contact with normally [23:21] we have our security over there but since it's on a Sunday night I mean [23:26] it does not go midnight >> doesn't usually follow before holiday [23:29] though right like that Monday holiday >> usually [23:36] I mean I think whatever I think it's happen [23:41] » yeah I want to say it was like 11 >> right so our court ordinance is 10 [23:45] o'clock so even if we don't extend it to 12 but [23:49] at least extend it to 11:00. >> But [snorts] just that's why I would my [23:55] original question was is this a standard form or not? [23:58] » I would just make it for easier just make it standard and do midnight. [24:01] » Yeah, I would like to go past midnight then then that's when they come and ask [24:05] for >> we can adjust it going forward and [24:08] » and make sure that it's >> it's 111 [24:10] » 11. So when they say 11 I mean the music's going to stop, [24:16] » right? Yeah. >> Right. Yeah. I mean, that's what they [24:19] pay the bands. >> Yeah. [24:21] » So, Mr. Martinez, can you uh adjust the amendment to include adjusting the time [24:26] till midnight? [24:29] » Sure, we need to. >> You can go ahead. [24:32] » So, just make amendment to adjust the times until midnight. 12:00 a.m. [24:37] » Okay. >> And I'll second that. [24:38] » Second that. >> Any further discussion? [24:42] » All those in favor? Any opposed? >> All right. Let's go ahead and get with [24:47] the church and make sure I got things all arranged and ready to [24:53] go. All right, let's go ahead and move on. Council, let's take care of F. And [24:58] this is consideration of possible action concerning resolution number 2640, a [25:02] resolution of city council of city of Lidle, Texas, approving the terms and [25:06] conditions of an agreement by and between the city of Lidle, Texas, and [25:10] Kimberly Horn and Associates for individual project order number 2513-006 [25:17] regarding uh project pirate site development plan review providing for [25:22] incorporation of preamble authorizing the city administrator to execute any [25:26] and all documents necessary to effectuate such an agreement at [25:31] providing an effective date sack. >> All right. Uh so uh we've contacted [25:36] Kimley Horn uh since they uh handle a lot of our uh drainage and storm water [25:41] activities uh for the city. Um, and as the uh Dills Grass property uh [25:48] potentially gets uh developed um and speaking with that uh developer uh we've [25:55] uh they've asked them to start uh looking at what that would be to develop [26:01] that property and when the city um at what level the city would need to review [26:07] those plans that they would be presenting. So, um I've asked Kimley [26:11] Horn to uh be the um engineer of record for the city side to to review those [26:17] plans. So, uh on on our behalf, um to make sure that it's being, you know, [26:21] done appropriately to our standards. Uh and so this is the task order obviously [26:26] for that process. Uh any costs associated with it, uh just like on most [26:30] of our stuff would go back to the developer. So, um any costs here would [26:34] be, you know, taken back to to the developer to pay. So, [26:38] » Okay. And this is once again the same thing necessary because it's in the ETJ. [26:43] » Yes. And eventually by the time this gets started, it more than likely would [26:48] be inside the city limits according to the schedules that we've looked at. [26:51] Okay. And we've talked about, >> mayor, I'd like to make a motion to [26:55] approve resolution 26-40, a resolution of the city coun city council for the [27:02] city of Lidle, Texas, approving the terms and conditions of agreement by [27:07] between the city of Lidol, Texas, and Kimberly Warren and associ associates [27:12] for the individual project order number 25-13-006 [27:17] regarding project pirate site development. ment plan and review [27:22] providing for incorporation of preamble authorizing the city administrator to [27:27] execute any and all documents necessary to f to the effectuate such an agreement [27:33] and provide effective date today of August the 24th 2026. [27:39] » Okay, got a motion. >> We got a second. [27:43] » Okay, discussion council. >> Just [clears throat] to clarify. Yeah, [27:46] » it goes back to them. >> It does. Okay. Yeah, just [27:50] » and and I did send the same thing. I know that the the project order came in [27:55] after they they also received a copy just so they're aware of the co [27:58] potential costs as well. So, [clears throat] [28:01] » okay. >> Anything else, council? [28:04] » Okay. >> All those in favor? [28:06] » I. >> Any opposed? [28:09] » All right. Zack, [clears throat] [snorts] [28:12] go ahead and coordinate. Okay. G. Consideration and possible [28:16] action concerning resolution number 21-41, a resolution of city council, [28:21] city of Lidle, Texas, casting votes on the official ballot for the election of [28:25] place number one through four of the board of trustees for the Texas [28:29] Municipal League Intergovernmental Risk Pool TML-IRP [28:35] providing for incorporation of preamble authorizing the city administrator to [28:39] execute any and all documents necessary to effectuate such a resolution [28:43] providing for severity survivability and providing an effective [28:49] date. >> So, uh, mayor and council, it's uh, [28:54] every six years um, these positions come open. Um, and [28:59] so, uh, one through four is is currently up. Um, the list of those, uh, who are [29:06] running and I think some have incumbents. I think there may be one [29:11] place that doesn't have incumbents which has a ton of the people in it. Um so [29:16] unfortunately it is on the governing body so that is y'all to pick the people [29:20] and so it doesn't come from staff. So um unfortunately that's that's on y'all to [29:25] pick. [laughter] >> Okay. Sounds a little too excited about [29:28] that. >> Austin since it's going to be a little [29:32] bit of discussion and stuff. Do we want to do it an executive session or [29:36] » that's up to you all? It's up to you, council. [29:40] » I can make recommendations right now if you want to do [laughter] my [29:43] recommendations. >> There you go. You guys are good with [29:46] that? I'm fine with that. >> Okay, here we go. [29:48] » Recommendations only. Um, I read over these and um, uh, concerning the three [29:54] incumbents who are mentioned here. Uh, they seem to have the experience, [29:59] education, and also incumbency uh, to feel make me feel comfortable to [30:06] vote for them again. Um on the uh one that uh [30:12] » can incumbent >> would be. Can you say the names who [30:16] those would be >> on those three? [30:18] » Yeah. >> Yes, I can. [30:19] » There's a total of four >> four together. Yes. So for place number [30:23] one, the incumbent is JW, also known as Buzz Fulen. F U L E N. [30:29] » Okay. Uh and again extensive experience education um and is she incumbent for [30:35] place two uh we have Emily Crawford again she's been city manager in several [30:42] places uh a Brownwood big [snorts] big big cities uh uh good education [30:49] experience so I feel comfortable with her again uh for place three [30:56] um this is the one that they don't show an incumbent I believe [31:00] » correct. >> So, having read over the short bios on [31:04] these folks, uh, I kind of like Isaac Tallwill, T A W I L. [31:11] Um, city manager, Macallen, 25 years service in Texas municipality, city [31:17] manager, budget, $650 million in Macallen. Wow. [31:21] um he's been a city attorney, um a trustee of Texas Municipal [31:28] Retirement System. He checks all the boxes for me. And then uh [31:33] » number four, >> for place four, we have an incumbent [31:36] again, Austin Glee, BLS. Uh he's a city manager by experience, [31:44] uh wrist pool board, uh chairman, vice chair, um on and on and on and on. So, [31:51] uh, again, I have no problem with, uh, the incumbent, Austin police, my opinion [31:55] only. >> Okay. Got all four on there. Did you [32:00] write down the names? >> I have them. Yes. [32:01] » Okay. Can you just repeat them? >> Yes. It's uh, place one, JW, Buzz [32:08] Fullen. Place two, Emily Crawford. Place three, Isaac to Tawil. And then, uh, [32:15] place four, Austin Bliss. Okay. Mayor, if David Emry is making the motion, I'd [32:20] second it. Okay. Mayor, >> I'll make that motion that uh that we uh [32:25] vote for the affforementioned uh people to serve in this uh position, these [32:30] positions. >> Okay. Second it. Yes, sir. [32:33] » Okay. And discussion, council, anything? >> All those in favor? [32:40] » I. >> Any opposed? [32:42] » Okay. >> Thanks for your trust, Mike. [32:44] » There you go. >> Thank you. [32:47] Awesome. Awesome. All right. Uh council, let's go ahead and move on to H. [32:50] Consideration and possible action concerning proposing a tax rate of [32:54] 0.485004 [32:59] per 100 valuation for the fiscal year beginning October the 1st, 2026 and [33:04] ending September the 30th, 2027. Zach. [33:09] » Yeah, I mean pretty straightforward. Uh, mayor and council, as as we discussed at [33:13] our last uh, budget meeting, um, this is, uh, just slightly under the, uh, [33:21] voter approval rate. Um, you know, basically right up to the voter approval [33:25] rate. >> So, everybody that's listening, what is [33:28] our current rate? >> Uh, our current rate is 435 [33:33] » 439. Yeah. [33:37] » Yeah. 439 uh, 372. >> Okay. So the difference is [33:44] don't make me do math [laughter] [33:47] » math >> 0.03 [33:53] » 439372 [33:57] » and the proposals >> that's why I uh that's why Ivonne's [34:01] here. I don't do math. [laughter] >> Zero. [34:07] So you want to make a vote of the council and then we [34:11] » So this is the you have to you do the consideration and then we do the public [34:15] hearing at the time of the the budget and okay [34:19] » we'll have a public hearing for everybody. Yes to attend on that one. [34:22] » But again if you recall like you can't you can't go any lower [34:29] you know than or you can't go any higher than what you propose. You can always go [34:33] lower than what you propose. So yeah. [snorts] [34:36] » And what's the percentage going up? >> Oh um [34:44] » yeah% yeah almost just about% which 3% is our max that we can now. Yeah [34:52] » I still know we're getting a bunch of cities. [34:55] » Yeah. So obviously we we did produce uh Ivonne uh helped at at the request of uh [35:00] the mayor had asked and I know a couple of y'all had asked about some other area [35:04] cities uh previously and so we the only one we were missing for proposed rate [35:09] was Castroville. So I don't we didn't have that but just some of the other [35:12] cities uh near us uh and around us um most uh other than Natalia and just we [35:20] would just be above Hondo by like the thousandth I guess [35:28] » can you tell us when the last time we had an increase or [35:31] » well we've increased the last couple years um we have but uh I know for there [35:36] was a couple years where they went down um we had a chart on our website for a [35:40] while. In the last budget I think we had um so yeah [35:45] » it depends on [35:52] » Sure. Yeah. >> Just just to put it out there there's [35:56] some cities are 57.59 [36:00] um.99 [laughter] [36:04] » 0.99 >> 660. [36:09] Yeah. >> Yeah. On there. So, between us and Hondo [36:12] and then we have one city below us uh with 45 [36:19] » on there. So, kind of like >> You're going to have to call for each [36:24] council to >> Yes, this is a um we do have to have a [36:28] record vote on this. >> So, do you need a a motion? [36:32] » Uh we need a uh a motion and a second and then a record. Mayor, I'd like to [36:36] make a motion to approve the proposed tax rate of 0.48500 [36:44] per $100 value for the physical year beginning [36:49] October 1st, 2026 and ending September the 30th, 2027. [36:54] » A motion on the floor. Do I have a second? [36:56] » I'll second. >> Got a second. All right. Any further [37:00] discussion >> based on on on the 3% um an average it [37:07] would go up per customer or you know >> yeah so this is [37:11] » or small commercial would >> so this over here is based on a on a [37:16] home value of 200,000 and you'll see here under the current rate and what [37:20] proposed rate. So, um, on a $200,000 valuation, that's a 90 bucks. 91 bucks, [37:28] um, is what the on that valuation. Um, so it [37:36] Yeah. Anything else, council? [37:41] Okay. And we need a recorded vote. Yes. Correct. [37:45] » So, Paula, we'll go ahead and start. Donna, [37:50] » District One, Miss Ano, I agree. District two, um, Alderman, [37:55] » I don't what? [37:58] » I don't agree. >> District three, Alderman David Emory. [38:03] » Uh, I >> District for Alman Mike Rodriguez. [38:07] » I agree. >> And district Matthew Martinez. I agree. [38:12] » Thank [clears throat] you. >> All right. [38:16] I just write down some notes here. [38:23] » [snorts] [38:31] [clears throat] [38:39] » All right, we got them written down. All good to go. All right, thank you [38:43] council. Appreciate it once again. And for those that are listening in, there [38:47] will be a public hearing for that. Is that correct? [38:49] » Yes. So, we'll go ahead and get it scheduled. Goes out on the paper, goes [38:53] out on our website, proper notification. Go ahead and do [38:57] that. All right, let's go ahead and move on to item number six. And this is going [39:02] to be the department reports. And a this is the finance director's report. [39:09] Come on up. Go on. [39:20] » One time in a print. [snorts] [39:24] All right, let's see. Okay, this is where we're at right now. [39:30] Um, all the bank wrecks, all of that are [39:35] fine. So, everything is updated. Um, all the [39:40] new accounts are in there. >> Good. [39:43] » So, we are finally [39:49] » got everything lined up. >> Yep. [snorts] That's where we're at. [39:55] sales tax. Of course, it's up again. It was up [40:01] again this month for August. [40:15] [clears throat] [40:17] » Expenses. [snorts] >> Oh, this is for the hotel. Sorry, I [40:22] can't read it. >> Oh, okay. [40:23] » I [snorts] need to make it darker. Got it. Got it. Got it. Got it. [40:27] » Hot tax. >> Hot tax. The hotel. [40:30] » Mhm. >> Okay. And then you have your water and [40:36] sewer. [40:48] Okay. [40:55] Okay, what I did is I left this graph the same and it would not let me add in [41:01] the numbers. So, what I did is I put in the list with all the amounts for you. [41:09] » Perfect. Thank you. So, can you since we have some folks that are here in [41:13] attendance, can you talk about the text pool so they have an idea of what we're [41:17] actually doing? The text pool is an investment pool that [41:22] is completed that is done by the state and they have a very good interest rate. [41:30] So a lot of cities in Texas invest with the um with taxp [41:38] if the city needs the money we can pull out the money today. We'll have it [41:42] tomorrow. So, it's very easy to get our hands on it if it's needed and we just [41:49] transfer the money back and forth. [snorts] [41:53] » So, for those in attendance, just to give you an example, we have some uh [41:56] projects that we have opening. We had one of them that we talked about earlier [42:00] about the water tower. So, that money is sitting in there that's actually making [42:05] some money for us. And then once the project is done, then we actually go [42:10] ahead and and uh and pay what we actually owe for the whole project. So [42:14] the text pool is one of the ways where we can put the money and let it stay [42:17] there and then we bring it out whenever it's necessary to go ahead and use it [42:22] for a project. >> We make money. [42:26] » Yeah, that's correct. It's it's better than other accounts that are out there. [42:31] It's it's better. We get a better return by using the text pool. [42:35] Um, one of the examples on top of that, the bond project, just last month alone, [42:43] there was uh 14,000 in interest just on that one account. [42:50] I think the total was like 26,000 for the month, but 14 of it was on that six [42:58] five million, sorry, $5 million. >> So, that helps that helps us out. Yes, [43:04] it's about 80,000. Well, that's what it was last year, but [43:08] we didn't even have it for the full year. So, [43:11] » yes, ma'am. >> Um, I went Oh, [43:17] » go back. >> The other way. [laughter] [43:25] » There you go. Right there. >> Okay. Yeah, heard that. Okay. Check [43:30] capture. I can't remember what I've told you all and what I haven't told you all [43:34] cuz I know it wasn't on the report last month. We are currently now doing uh [43:40] check capture. So when we do the deposits every day, uh Sylvia is [43:45] actually scanning the checks here. So when we go to the bank, we only take [43:50] cash. Still go every day or every other day, but the cash is the only thing [43:56] going to the bank. >> Scanning over here. Yes, it is very [44:01] nice. But um positive pay that's still gonna take a while. Um AC [44:11] we are still waiting and we get so many customers and I wish I could give them [44:17] an answer. Since we have some folks, can you talk about what [44:20] » the AC draft is something that you can sign up for on your water bill and the [44:28] city will draft it once a month. Normally, it'll be a day or two before [44:34] the due date and we'll just go in. There's no fees for it. Like, if you [44:38] sign up for draft with your credit card, you're still paying that credit card [44:43] fee. when we have this option there there is no fee [44:49] » Zach can you I know she's working with it and you probably are too but can you [44:52] get with the bank because part of what we've talked [44:55] » it's not the bank it's Tyler >> so past it took how long right took to [45:02] move past that point but like that would be great for our our citizens right [45:06] because a lot of people do utilize that yes and count on that versus you know oh [45:10] I forgot to pay it or now there's a late fee or something and it's easier just to [45:13] put it on record and be done. So, whatever we can do. [45:17] » Yeah, just >> we have been trying I've sat on the [45:22] phone I think last Thursday for [clears throat] three hours and they [45:26] never answered the phone >> and it's only once we can go through it. [45:30] » That's our financial software [45:35] » and you got to get the two to talk to each other. I need Tyler and the bank [45:40] and yeah, it's it's not the bank. They're doing everything they can. [45:45] » You know, I remember the time like when I first started state government [45:50] » 11 12 years ago, it seems weird at this age, but um the uh Tyler was this tiny [45:57] company, you know, and and now it's just blown up. So many cities use them that [46:02] like they've just they're just so hard. Their customer service unfortunately has [46:08] gone out the window in respect to that. Then again, there's no other services [46:12] out there outside of Tyler that other cities use or that we can look into. [46:16] » The problem would be it would change so much of what I think it would just be [46:22] so much of harder to change our financial [46:26] » Well, agree, but if they're not providing the service that they're [46:28] asking them to, then I don't think >> I'm willing to look. I'm willing to [46:32] look. >> Let's let's just push. That's right. [46:34] where >> well again again if they're they're [46:37] saying they're going to provide the service [46:38] » and you're saying it's hard for this to get a hold of them or I'm sitting on the [46:41] phone for three to four hours. >> Yeah. [clears throat] [46:44] » Sometimes you got to do what you got to do to get [46:46] » I I'm willing to go down that path but I will I'll see what we can do to push [46:49] that along so we don't have to go [laughter] [46:54] » because that would be more of a nightmare. I'll tell you right now [46:56] » we talked about it and then maybe >> Yeah. [46:59] » Yeah. I totally totally agree with you man. I tell you from the back of my [47:02] mind, I just remember the successes that we've had. And I know Richie, where's [47:06] Richie? Richie can can vouch. Uh city got direct deposit in 2018. [47:15] » It was wonderful. >> I know. [laughter] [47:18] » If you can imagine, we had >> you had to call somebody, get your [47:22] check. And lucky if I local I could get my check, but [laughter] [47:27] we >> Wow. [47:29] » Yeah. So 2018 we started the momentum. We still need some stuff to do, [47:34] » but that was a huge thing for our employees too. [47:37] » Just being able to >> and again there's got to be others [47:40] again. >> Oh yeah. [47:41] » That can do the same thing if not quicker and faster, bigger and easier to [47:45] get a hold of. So not saying, "Hey, let's get it done next week." Just it's [47:48] just other options of look into something that can better [47:51] » for employees and for citizens. >> I've been working on that for probably [47:57] almost a year. trying to get some of these things [48:01] pushed through. >> We're talking about Tyler Inco, correct? [48:06] » Yes. >> You're talking about a service being [48:10] provided by a vendor, but you can't take away from what the city has gained from [48:17] itself. I mean, it's it's just a complete hold back. It's just like [48:21] complaining about uh a service that may be offered by Microsoft. [48:25] » Well, agree with that also, but there's other Microsofts, right? Yeah, [48:29] » I think what we need to do is if it's true what's happening, we need to get [48:33] away from that and not use that direct deposit that [48:36] » that's what I'm saying. >> That was my whole point of of looking [48:41] » but I just want to reiterate that the fact that we are using in code and it is [48:45] our financial software >> it's information only don't want to have [48:52] as far as what the options are. Well, yeah, that's [49:00] » all right. >> Thank you. [49:02] » Credit card update. The last one. >> Oh, [49:04] » credit card update. It's a little >> We're finally I'm just waiting for the [49:10] state to get back with us and we will actually be on the state credit card [49:15] program. So each department will have a credit card now and they will be [49:20] responsible for it and they have a reimbursement program. So the more money [49:26] we spend on the credit card, less checks, we'll get money back in rewards. [49:34] » Pete is already practicing over there. We're uh we're getting caught up in [49:37] times. >> Yeah. [49:39] » No, we got a way struggle, but we're getting there. [laughter] [49:42] » We're getting there. >> We're getting there. [49:44] » All right. Anything else? Council, >> any questions? [49:48] » Credit card. >> Okay, keep the good hard work. That's [49:52] Yeah, if we need to schedule something, okay, [snorts] be able to take care of [49:56] that. All right, Zach, here we go. Your turn. [49:59] » Secretary. >> Oh, city secretary. I'm sorry. I look [50:03] down over here. >> I apologize. [50:07] » No, we got to hear you. >> Please speak up, Paul. [50:10] » Oh, I will. I do. [laughter] Am I softspoken? Well, here you go. Um, [50:17] we've had collections for taxes for uh this month, all of July, $23,000. [50:22] Our year today is uh a million214. Uh nothing for beer and wine. Our actual [50:28] beverage taxes is $612 for that month. So, at least we got something for that [50:32] month. It's always zero. Um these were just some of my department um meetings [50:37] that I had. Nothing. I don't know. uh had eight uh [50:42] records requests um and they were fulfilled. So year today I have 32 [50:47] and u these were just our agendas and minutes that were completed for that [50:51] month. Ordinances that were passed were two and resolutions were seven. [50:56] Um this will be for municipal court. Um I am almost done with the with the um [51:03] internal process for the um manual. >> Okay. [51:06] » I'm I'm just there. Almost there. And I did um I didn't add on the last one, but [51:09] these are my scanning um for the ordinances and resolutions. I'm only at [51:12] 5%. This is like the biggest task I'll have because they're so old and some of [51:18] the papers like very frail. So I'm trying to scan everything as I can, but [51:21] of course when I have time, [clears throat] huh? [51:23] » Yes. >> 1960. [51:25] » I have no coming up um events for municipal court or myself. Um chess [51:31] municipal court at large, you know, for the month of July. There wasn't a lot [51:34] going on for that month. And the total for transactions 121 151 a [51:40] total of like almost $20,000 that were collected and for collections was 57 or [51:46] $4,000 >> and that's it. Sorry, let's go back. Are [51:52] you scanning these documents yourself >> and you're indexing them and [51:57] » have you looked at outsourcing or >> I have not looked thoroughly yet but [52:04] I've kind of been doing that and I'm doing it on my time when I kind of like [52:08] low on my stuff that I'm doing. So start doing that. [52:10] » Yeah. But that's the thing it's it's taking time. [52:13] » It'll take some time. >> Yeah. I mean there's there's so many [52:17] companies out there. So there's there's two parts there's two parts that [52:21] » that she has to. So number one is not only the scanning but the number two is [52:27] the verifying. >> Yeah. [52:28] » Cuz right because there's some ordinances that are they're sitting out [52:32] there but they've actually been replaced. [52:35] » Yes. >> Or they've been amended. So it's [52:37] actually double checking and making sure. So when you scan you're scanning [52:41] the latest and greatest version. >> And I came to find out some of them like [52:44] the beginning of it they're not signed. They were never signed. So yeah, it's [52:49] the law that is >> I thought [52:55] » we we have >> certain from certain years [53:00] » not everything. [53:05] » Yes, it's infamous books. [laughter] [53:11] » The infamous books that been here. >> Yeah. [53:16] » All right. Any other questions? >> All right. [53:21] » Thanks, Paul. Appreciate it. >> Okay, Zach, here we go. [53:26] » All right. Um, let's see here. Uh, [53:32] well, we heard from the elevated tank tonight. Uh, booster station. Uh, [53:37] they're continuing to work. We've been meeting with them pretty regularly [53:40] internally. Um, there's some things going on with that project. We're kind [53:45] of planning out kind of what that looks like. Um that September 9th date [53:49] probably will have to move. Um there's some situations obviously given what we [53:53] had the situation out there uh with the um the the large ground storage tank. [53:59] There's some other situations that they've uncovered way things were [54:03] installed previously that just it's unfortunately a bad situation, right? So [54:08] not not really their fault. Um, but they are working with us and so we we're [54:12] trying to figure out what makes sense, what how to move forward with that. Um, [54:15] so probably something will come forward to y'all at a later date to to kind of [54:20] move that project uh a little bit out uh uh date wise. Um 12-in uh main loop. Um [54:27] there's some uh they've moved and migrated down to the um the bore uh at [54:34] 35. Um, so they're working on that and we are trying to coordinate and figure [54:38] out um kind of the the last piece of the connections that need to be made uh [54:44] while they're working on uh that um finishing up the the bore situation down [54:49] there. So that's kind of it on that particular project. So [54:52] » let me just add something on that for those that are in attendance in here. [54:55] Those main water projects that are in there, those are projects that should [54:59] have been done a while back. >> Yeah. So, yeah, [55:03] » the booster station when they installed it and did it years ago, they should [55:06] have put four. They put three in there. >> Just getting that up to where it needs [55:10] to do with the right valves, right? Working on that one. The elevated [55:15] storage tank that that one needed to be our our city [55:20] has been imbalanced for years and years. We noticed it when we had the first leak [55:24] over on the other side of 35. We realized uh how it wasn't it wasn't done [55:30] appropriately. So, with getting that new storage tank, it actually does help [55:34] balance the city out. Um, just so you know, our HV here, uh, actually has to [55:40] use special equipment to be able to keep the pressure at a certain rate. Uh, this [55:45] tower is going to be able to help us out with being able to provide that. And [55:48] that's how long has the HB been here? >> Well, the first one was built 98. But [55:54] this big one >> uh that's been about what 12:30 [55:58] » 2018 >> 11 [56:01] » 11 right >> around 112. [56:04] » So that should have been done. And the last one, the 12in main loop that goes [56:08] right in here, that should have been done back then, too. [56:11] » So those are things that needed to be done just to be able to kind of help the [56:16] system out. The 12-in main loop will actually help this side of town over [56:20] here. Whenever we drop the pressure, you'll notice a difference between the [56:24] city. It's not balanced. So, being able to do this, I just want everybody and [56:28] those in attendance to understand that these are things that needed to be done. [56:32] Uh, unfortunately, it is what it is and now we're actually having to take care [56:36] of it. Uh, to to make sure that we actually have the city where it needs it [56:40] needs to be, where it should have been here. And then the the other one on here [56:44] which has been completed for quite some time the sewer plant expansion you know [56:48] we're we're you know internally talking about you know how to proceed with that [56:52] and figure out some maybe some creative options honestly so been kicking around [56:56] some ideas and so um that one I will say that one within about we had a magical [57:03] thing about the 75% 400 homes being built the brand new [57:07] homes that are going in there so that's that one was measured also with the [57:11] subdivisions that were going in there >> based on they're the ones that are the [57:15] the heaviest users for the and will be the heaviest users for the sewer. [57:19] » Yeah. >> So, we already took care of the big one [57:21] which was the million dollars for the plants. [57:24] » So, uh thanks Scott. Appreciate it being able to take care of that. Now, we move [57:30] on to the next step to be able to take care of that. [57:34] Um, as far as the the newest certificate of obligation, obviously the water well, [57:39] uh, the bids close tomorrow, so we'll be opening those bids, uh, tomorrow. [57:43] Hopefully, uh, we did have a pre-bid, uh, meeting. There was, I don't know, [57:47] Pete, maybe five or six contractors that were here. Uh, so hopefully we'll get [57:52] some good responses, uh, from that. Um, and, uh, we'll see what that comes out [57:57] to be. Um, hopefully under five million million dollars. like keep our fingers [58:02] crossed. We'll see. Um so, uh yeah, and then we'll do the uh hopefully the bid [58:08] award uh on that first one in September for y'all. So, you'll see that uh [58:13] working with Kimley Horn as we've talked about on the identified streets. So, uh [58:17] they're continuing to do some stuff on the back end. Um but, you know, more [58:21] more to come on that. So, >> and this one is to get us for those in [58:25] attendance is for this water well that is going to get us to where we have two [58:29] equal water wells that are going to be able to take care of our city. We have [58:34] all reliable feet um long time ago. It's still kicking. [58:40] It's still doing good and it's taking care of that. But it's uh what maybe [58:44] about a third a third of what well number four does at least. So, well, [58:48] number five will give us the flexibility of being able to have the two on there [58:52] that we're supposed to have the two. >> Yes. [58:55] » Uh take care of us on there. So, we're still okay, but we need to go [59:00] ahead and take care of that that portion of it. [59:03] » Uh as far as our residential developments, um you'll see there uh [59:07] phase uh five, we have the the one temporary uh certificate of occupancy. [59:12] That's the model home. uh phase 2 13 under construction and three under [59:17] review. Um so they're continuing to work out there. Dr. Horton uh do finishing [59:23] out that um those two phases. Um and uh the I think I reported last time, but [59:30] the um uh the secondary access road is complete and we've closed that out. So [59:37] um everything is good there. So >> looks good, Pete. [59:39] » Yes. Um, >> that's a nice road and now you guys can [59:42] get in whenever we have major flooding, right? To get in there. [59:46] » Uh, as far as uh, Rosewood Estates, we have 118 completed in phase 138 under [59:52] construction. So, uh, quite a lot of activity out at Rosewood. Um, you know, [59:58] in speaking with LGI, uh, they they said this is their number one neighborhood [1:00:02] right now in the San Antonio area. So, we're going to continue to see that, I [1:00:06] think, for for a while. So, um, uh, as far far as Light Farms, [1:00:12] haven't really, uh, been provided an update in a while, but, um, you know, a [1:00:17] few emails back and forth. Uh, they're still committed to the project, still [1:00:20] working through some things with Tex, um, as far as making the connection, uh, [1:00:25] up at, um, 2790. So, uh, things are progressing. There's just things that [1:00:30] they need to work out um, and moving forward, but um, no real major update at [1:00:35] this point. Uh same with uh Lidle Estates, they're [1:00:40] kind of dependent on Lidle Farms to a certain extent. So with some of the [1:00:44] infrastructure that needs to be installed, so no update there. Uh mint [1:00:47] de mint development and project tract. Um we've been going back and forth with [1:00:53] them. They're working together to figure out the infrastructure along 35 to get [1:00:58] you know water and or uh you know uh sewer up that direction. So, um, uh, in [1:01:05] Dear County, the SAW CCN, um, it was already sent out, uh, the the my report [1:01:12] was already sent out, but, uh, was approved by SAWs, uh, on their most [1:01:18] recent agenda. So, that's getting wrapped up with the attorneys um, [1:01:22] getting all the signatures on it. So, we're completed with that. Saw CC and [1:01:26] that'll go to the public utility commission, hopefully get wrapped up, [1:01:29] and that'll become our portion once that is done. So, [1:01:34] um applications received uh and the permits [1:01:40] um fairly similar that we've seen in the past. Nothing really new. Obviously, [1:01:45] homes is our big one. Um inspections for the month. Um and the [1:01:53] certificate of occupancies that you see there. [1:01:57] Uh code compliance pretty active as usual. um ordinance violations, 20 legal [1:02:02] dumping, one 53 bandit signs, five permit follow-ups. Um did we did have a [1:02:09] total of 12 health inspections completed um in uh the month of uh June. So uh or [1:02:16] July, that should have been updated. I apologize. Um so um but um yeah so [1:02:23] they're they're around they're doing you know going around and doing what we've [1:02:27] asked them to do and making those those contacts. So [snorts] [1:02:32] uh city contracts um no no major updates here. Um the uh I guess the the biggest [1:02:42] thing I would like to say is on the AT&T. Um I did have a conversation with [1:02:47] Frontter. >> Um so it does appear that um it should [1:02:51] be corrected in the next couple billing cycles. Um but it does appear that they [1:02:56] finally have worked out um and all the credits that we should get um will be um [1:03:03] done and we should get about $2,500 back. Um, and then everything will be [1:03:09] finalized and fully closed out with AT&T two and a half years later. [laughter] [1:03:15] Um, which is nuts to me. But, um, so hopefully here in the next couple months [1:03:20] I'll be able to finally take that off the list. Um, but um, [1:03:24] » Zach, have you gotten anything on the fire from the fire department? [1:03:27] » I haven't yet. Um, so I will be reaching out to Roger and yeah, figure that out. [1:03:32] » Need to take care of that. I know normally they don't do that many [1:03:34] changes, so We definitely need to make sure that we get that one taken care of. [1:03:39] » Yeah. Uh meetings on the left. Uh [1:03:43] [clears throat] obviously July, we had uh the one holiday upcoming events [1:03:47] there. You'll see the lidal 75th for September 19th. We'll have national [1:03:51] night out in October. Obviously the Christmas hay ride in December. Um [1:03:56] project updates. Uh we are working on the master change plan still. We're [1:04:00] about 75% complete with that. I've met with the engineers uh finalizing some [1:04:05] things on that. Um anticipating sometime October for final report for y'all for [1:04:11] some of those items. Um the emergency interconnect there is some delays from [1:04:15] the manufacturer and I am also trying to work with East Medina. So, East Medina [1:04:21] um has uh sent back to the engineer um and asked that we include a backflow [1:04:31] pretor um that the engineer feels is actually not necessary based on the [1:04:38] design and TCQ did not require it either. Um and so, uh something that um [1:04:45] is actually significantly going to increase the cost. Um, and so I'm [1:04:50] working with East Medina to figure out how best to move forward with that. Um, [1:04:55] and so, um, I obviously will provide updates as I find that we have some time [1:05:00] just because there has been a delay from the manufacturer, but, um, we're [1:05:04] figuring out what what makes the most sense with that. So, [1:05:07] » I think Pete, double valves, our own backflow. The biggest thing is East [1:05:12] Medina didn't re I guess didn't realize um that it was going to be a dual [1:05:18] connection even though that was always talked about. So I don't know somehow [1:05:23] that got crossways communication but we're figuring it out. So um [1:05:29] obviously continuing to work with the engineer and the committee on the uh [1:05:32] capital improvement plan and the um uh the updated impact fees. The text [1:05:38] sidewalk project is obviously ongoing. If you've seen on the other side of 35, [1:05:42] they've they've laid a lot of that particular sidewalk on that side. So, I [1:05:46] assume they'll be jumping on back on this side pretty soon. Um, still no [1:05:50] update on the uh Delaw project from our end. Um, I'm going to be making another [1:05:57] call um this week just to wrap it up and if I don't hear anything, then I think [1:06:02] that's our understanding of where that is. uh the GLLO uh grant. I did submit [1:06:08] the um planning and grant admin um bids um out and that bid closes end of [1:06:15] August. Um so um that's to select that contractor um or the the firm that would [1:06:22] ultimately um help us with that um for that uh comprehensive plan grant. Uh and [1:06:28] then uh the RFPs that are also out are the insurance broker and then I'm [1:06:32] working on that solid waste RFP as well. So, [1:06:36] just to give a project update, [clears throat] [1:06:40] council, any questions for Zach. [clears throat] [1:06:45] All right. Thanks, Zach. No problem. Doing your thing, taking care of us. [1:06:50] Appreciate that. All right. Uh, we're going to go ahead and move on to item [1:06:54] number seven. This isformational items. And we'll go ahead and start on this [1:06:58] side and walk around. Go around. Anything that we want to share? Anything [1:07:03] going on in our community that we want to pass along events? Anything? Go [1:07:09] around? Anything happening? Richie, anything to [1:07:14] share? Go around. Austin, anything? [1:07:18] » No. >> Nothing? Nothing. [1:07:21] » Just an encouragement to all the citizens to uh support Lidle High School [1:07:25] and all their extracurriculars. various sports uh teams have games and they [1:07:31] would love to have you all come out and cheer them on. Uh other extracurricular [1:07:35] activities uh we have the theater group will be having a play this fall and um [1:07:40] another one in the spring. Uh support the band as they march and go through [1:07:45] various competitions trying to go three in a row up to state in the spring. So [1:07:50] as much as you can try to support uh the school at [1:07:54] » Yeah. I got to go with that. Football, cheer, I mean dance team, everything. [1:07:58] Volleyball. Do you want to just add that uh Dr. Dr. Bright Hop actually, you [1:08:03] know, his biggest theme was about making an impact and one of the impact is by [1:08:07] going out there and supporting our kids. Yes, [1:08:09] » without a doubt. So, we definitely want to be out there and be able to do that. [1:08:14] » Be able to take care of those. >> Okay. uh things I want to pass on uh [1:08:17] thanks to David uh for meeting with one of our city uh city residents and [1:08:22] addressing. There was there's been quite a few concerns that we've gotten in the [1:08:26] last few weeks. Uh and we take our time every council member in here, but I know [1:08:31] the recent one that I saw David in action is addressing any concerns with [1:08:36] utilities, data center, anything like that. So, please let us know. If you're [1:08:40] in the audience, you want to sit down and talk to your representative, please [1:08:43] do that. That's the the best first level of being able to engage and try to get [1:08:48] an understanding that goes along along with that. Uh so thanks to all council [1:08:52] members for doing that. Thanks to all the departments and employees that have [1:08:55] been working very hard on the 75th anniversary and homecoming parade. Been [1:08:59] having some meetings getting all the planning, getting everything ready to go [1:09:03] ahead and do that. I do want to do a special thanks to Josh uh Josh Walker. [1:09:07] He's been working on some information releases for the 75th anniversary. uh we [1:09:13] keep getting more and more information. I think that's going to be a great event [1:09:16] for us to get together uh and be able to celebrate our incorporation. So that's [1:09:21] going to be uh pretty neat. Uh thanks to the staff uh as we got our budget taken [1:09:26] care of through the meetings and the discussion of items. So I think that was [1:09:29] a lot of work on that. So I just want to say thanks for taking care of that. Uh [1:09:33] do want to go ahead and say uh a few things that are coming up. uh the first [1:09:37] one this Saturday, young inter entrepreneurs market. Tommy Jo, thank [1:09:42] you for leading the pack with that and giving our children the opportunity, our [1:09:46] kids or young adults the opportunity to start the little businesses and uh and [1:09:51] kind of keep keep the the community going in the right direction. I think [1:09:54] that has opened the door. It's pretty cool when you see some of these folks [1:09:58] start off when they were in in junior high, high school, and you keep seeing [1:10:02] them, and now they're in college, and they come back and they're still doing [1:10:05] their trait. They're doing it at the college level, and then they come back [1:10:08] for a market or something, and they're selling the same thing they did when [1:10:12] they were little kids, and they still love what they're doing and the [1:10:15] community goes out there to do it. But it starts somewhere. So, thank you for [1:10:19] providing the platform for them to do that. Uh 12th of September, we got the [1:10:24] golf the church golf tournament coming up for St. Andrews. So I know they're [1:10:29] still looking for sponsorship things to do. The 19th, like we mentioned, the [1:10:32] homecoming parade and the 75th anniversary also. And then on the 27th, [1:10:38] uh the the church festival. So we got a little bit of stuff happening in [1:10:41] September as uh we get ready to go ahead and and celebrate and enjoy some of the [1:10:47] regular events that our school brings together for us. All right. Any last [1:10:51] minute things that we want to share? Anything you think of? All right, with [1:10:56] that in mind, uh let's go ahead and move on to item number eight. This is [1:11:00] executive session. The city council of city of Lidle may convene in executive [1:11:03] session in in accordance with Texas Open Meetings Act, Texas Government Code, [1:11:08] section 551.071, consultation with attorney, and 551.074, [1:11:15] personal matters, and section 551.087 087 [1:11:20] deliberation regarding economic development negotiations to discuss and [1:11:24] consider the following items. A discuss discussion concerning state and federal [1:11:29] legis litigation. B discussion concerning open records requests. C [1:11:35] development of Rosewood estates. D project art. and e employment evaluation [1:11:41] and reassignment duties discipline or dismissal of a public official or [1:11:45] employee city administrator. Uh if you can please show us it's 7:43 [1:11:52] p.m. and we are going into executive session. Council if you can join me in [1:11:56] the back. Austin if you can join join us in the back. I appreciate that. And we [1:12:01] will be back. [clears throat] [1:12:10] Give me one sec. [2:02:30] Good. All good. [2:02:39] » All right, that's on. [2:02:42] » All right. Thank you so much, Paula. if you can show us. It is 8:34 [2:02:48] p.m. and we are returning. No action taken in the back. [clears throat] [2:02:56] [cough] Okay, we're going to go ahead and move on to number nine. And this is [2:03:00] discussion and possible action regarding matters discussed in executive session. [2:03:05] Okay. Uh now I'd like to make a motion regarding uh item 8E in our agenda [2:03:13] and that is regarding the employee complaint filed against the city [2:03:17] administrator. We've investigated the matter and determined that disciplinary [2:03:22] action is appropriate as discussed in close session and we need to then agree [2:03:29] that that's what we're going to do. >> Okay. Got a motion on the floor. Do I [2:03:32] have a second? >> Got a second. Okay, appreciate that. All [2:03:37] those uh any comments? All those in favor? [2:03:42] » Any opposed? Okay, all yays. [2:03:49] Appreciate it. And Paula, if we can please make annotation on the minutes [2:03:53] with uh Mr. Martinez leaving. I think it was 8:13 we said, [2:03:58] right? 8:13. [2:04:02] Okay. Able to do that. and he was here for the the motion that [2:04:08] we had. Everybody was present for that. All right. Uh with that in mind, uh [2:04:14] council, I have a motion for us to it is I'm sorry. It is 8:35. Do I have a [2:04:20] motion for us to adjourn? >> I'll make that motion. [2:04:22] » You got a motion. Second. Thank you. I don't think I'm going to have any [2:04:26] discussion. All those in favor? Any opposed? [2:04:30] Yay. Thank you, council. Appreciate it. Paula, we got goodies in the back.
