He's working towards getting uh [1:56] the certifications needed to be able to [1:57] join the on call service. And so he [2:01] recently completed water dispiration 2 [2:04] uh which is great. He's moving right [2:06] along quickly. He's a fairly new [2:08] employee and we're excited that he is [2:10] willingly [2:12] going forward with getting more [2:13] certifications. [2:15] The next employee that we have to [2:17] recognize is here with us, Ed Tucker. uh [2:21] you recently attended the cross [2:23] connection program administrator course. [2:25] It was a week-long course with a test at [2:28] the end. Um maybe Matt can go a little [2:31] bit more in depth than what this does [2:33] for us as a district. [2:35] >> Well, the we're required to have an [2:37] administrator on to recognize all the [2:40] our cross connection controls that we [2:42] enforce with our businesses and [2:44] residential. So Ed will be able to help [2:47] me to recognize plumbing codes for [2:49] what's required certain backflows in [2:52] certain situations and hazard levels. [2:54] And so it just be it'll be good to have [2:57] him on to help me out. And you [11:24] don't stop and realize that this job, [11:27] you know, to have a job like this is [11:29] very fortunate because, you know, your [11:31] chances of losing your job is pretty [11:33] slim to none and you got great benefits. [11:36] You got a great retirement. So you got [11:38] to kind of look at the money is one [11:40] thing, but you also got to look up [11:42] outside there because I know like you [11:44] said back in the day you could have went [11:46] and worked at Kennott, made a little bit [11:47] more money, but you decided to stay here [11:50] and it's been it was a great job for [11:52] you. So when you say um when [12:29] you mean by more time off so you know [12:32] the thing I look at it is for more time [12:34] off then how do we can how do we [12:36] operate? Um and [14:56] right now we have do have [15:01] uh the comp time 20 hours a year. Not [15:04] all employees are able to build that [15:06] very quickly because until they can get [15:10] their CDL and things like that, it's [15:11] hard for them to come out on calls. [16:51] On the wastewater side, Dallas has [16:54] worked on that reuse, getting that up [16:56] and going and help fill in uh the [16:58] reservoirs. [17:00] They've been looking at options for the [17:02] trailer for the sledge hauling when ET [17:05] Tech Technologies changes locations. [17:08] We've had some discussions on the side [17:10] dumps. Um sounds like they're still not [17:15] finished out at the site, [17:17] >> right? So, as soon as they get that at a [17:20] place where we can see how that [17:22] operation's going to be run and our [17:26] options, we'll go out there and take a [17:28] look. [17:31] >> And then the collections crews been [17:33] locating and raising manholes, buried [17:35] manholes throughout the district. It's up to 50% of the cost. [18:44] Has some things that we have to do, [18:46] submit a proposal, and then we have to [18:48] track, you know, usage information and [18:51] things of that nature to report. We're hopeful that [21:44] they'll begin construction [21:47] soon, but they did have to order uh all [21:50] of the parts. There were no nothing [21:52] really usable from what was out there. There's a [24:28] lot of work. Progress is made all the [24:31] time, but you know, sometimes that [24:32] doesn't show exactly, but just right now [24:36] they've they're getting in some large [24:38] diameter manholes for our kind of west [24:40] side and our east side. Um coming coming [24:43] in together. [24:45] Um some more underground piping. Uh [24:48] conduit runs. Power is to the the pump [24:52] station, the screw pumps. um they were [24:55] looking to start those up and and grout [24:57] those channels, but they had some uh [25:01] a drive was not delivered with those [25:03] pumps and they realized so they're [25:05] working with the supplier to get that [25:07] out. Um so that got delayed a little [25:10] bit. Um still on schedule overall though [25:14] and in the grit building a lot of [25:15] electrical work and getting those uh [25:19] grit classifiers set up to function. [25:21] We've also done some they've done some [25:23] work in the east headworks grit [25:26] separators. [25:27] Um so things are moving well there. [25:30] Haynes number eight. Um we've got an [25:33] item on the agenda um that was bid and [25:36] we we've got we got a good bid on that [25:40] um for the drilling of that well. Um [25:42] we're working with the EPA. Things are [25:45] progressing there. Um, finally, um, [25:48] they've got all the documents they've [25:50] need and requested and changes and so [25:53] they just need to do their final check [25:54] off and then we'll have that grant [25:57] application completed and we'll utilize [26:00] that grant for the pump station of that [26:03] well. [26:05] Um, Westside Collection project 1B, [26:08] we've got the design of that fiber [26:11] relocate complete. We had a a meeting [26:13] with all parties to discuss that. Got [26:17] the drawings to the contractors and [26:20] their um BD Bush, who is the contractor [26:24] for that overall project, is getting in [26:26] touch with some of U DOT's preferred [26:28] boring contractors [26:30] um to get some costs on that fiber bore. [26:33] So, that's moving along. Well, [26:35] >> they'll have to abandon that existing [26:37] fiber and [26:38] >> correct. [26:39] >> How will they run the new one? Are they [26:40] going to run the show or something? [26:42] >> So, we did a lot of potholeing [26:44] investigation in that intersection and [26:46] throughout. We did more survey and it is [26:50] it's a mess through that intersection. [26:52] There's tons of utilities. There's [26:54] multiple power lines, multiple gas. Uh [26:56] we've got water lines, there's other [26:58] communication. [27:00] About 5t below the existing road, [27:03] there's another concrete road section [27:05] that was from the old highway. And so [27:08] anyways, all of that adds up and and you [27:10] look at it and the only way to get [27:12] through is to go lower than the [27:16] >> 17 feet lower than 17 for the fiber [27:19] line. [27:19] >> Yeah. So that's what we're doing. Um [27:22] that's what the plan is. Um it's all [27:25] been approved by Utah, you know, and [27:27] everything. And so we've got that path [27:30] forward. We didn't expect it to be this, [27:32] but it's just [27:34] >> And the company's still going to do it, [27:35] right? [27:36] >> Yeah. [27:37] >> Okay. Yep. And then, you know, we talked [27:39] with our driller that we have for our [27:41] sewer. Um they're able to go through [27:43] that conduit once the fiber is all [27:45] pulled out. They're confident with that. [27:47] And so, so that is it's progressing. [27:50] Just um taking some time. Uh Westside [27:54] Collection Project 3, we had a pre-esign [27:56] meeting. That one will be kicking off. [27:58] Um discussed, you know, kind of general [28:01] alignment, some things we'll need to [28:04] coordinate there with Kakott. [28:07] um things of that nature. But that [28:09] project design is is moving forward. Um [28:12] change house uh operations building. [28:16] We've got 90% design complete. We've got [28:18] a submitt into the city for the land use [28:21] application. It's a permitted use. Um [28:24] that that's working through there. [28:28] Um zone 3 secondary water reservoir. Uh [28:31] we've got the 16inch pipe all complete. [28:35] Um they're, you know, just continuing to [28:37] put lifts on the dyke and grading in the [28:40] bottom of that pond. We've seen a lot of [28:43] just small spring groundwater um coming [28:47] into that area. Um, our original geotech [28:51] indicated that there was water, but you [28:53] know, we're drilling a couple holes [28:55] through that site and but this water has [28:58] kind of been a nuisance and it's made it [29:00] difficult for them to dry the material [29:02] out, you know, on top of the weather [29:04] that we've had and things of that [29:06] nature. But overall, moving along well. [29:10] Um we are looking at some ways to [29:14] mitigate these um springs these wa the [29:17] water that's coming in and that likely [29:20] is going to be a change to the contract [29:23] putting in kind some kind of additional [29:26] drainage [29:28] >> or piping appropriate. [29:30] >> Yeah, it right now it's a chimney drain [29:32] is the the the idea because a lot of [29:34] it's coming in through the bank on the [29:36] south side. it's water is just coming [29:39] through anywhere it wants along that [29:41] slope. Um and so that's a challenge for [29:45] them to finish the slope and that those [29:48] things, but we're working through that. [29:51] Um lead and copper service lines that [29:54] that's been going really good. We have [29:56] pretty much all of our utility sides [29:59] complete there. Um working on the [30:01] customer sides. The general public has [30:05] been really great working with us. Um, [30:09] it's been surprising to me. I mean, [30:12] we've had some challenges like one house [30:13] has two cars in the way. They don't know [30:16] where the keys are, but we're working [30:18] through some things, you know, so some [30:21] surprises. Um, but overall, the public's [30:24] been great. The contractors been good to [30:26] work with, and um, so that's progressing [30:29] well. So [33:09] we had 10 water call outs for 33 hours [33:13] and wastewater six call outs for 18 [33:17] hours. Uh one mainline leak, zero [33:21] services and 15 miscellaneous [33:24] that's showing [33:31] and this gives you a breakdown of all [33:33] what we had through the month of March. [33:36] I think that's all I got. That's usually [33:39] a call out the six collets on [33:41] wastewater. What what are usually uh [33:44] involved in a wastewater? [33:47] >> Uh on the chart for March, we had a [33:50] couple power bumps that resulted in ox [33:52] ditch blower communication failures. So [33:55] the operators had to go out and reset [33:58] that equipment, verify that it was not [34:00] damaged during the power disruption. Um, [34:03] inside the scum well at clarifier 3, [34:06] there was some grit that got on top of [34:09] the sensor that blocked that. That [34:10] caused a communication fault. So, they [34:12] had to zip out there, spray that off, [34:15] get that well operating again. Um, on on [34:19] the screw press number two, there's a [34:22] wash bar that rotates as it cleans that [34:25] press off, and it's got a flag on either [34:27] side of the rotating barrel. And [34:29] sometimes that proximity flag gets [34:32] bumped out of place and it'll cause an [34:34] overt travel alarm. So they'll have to [34:36] go out there and perform some [34:38] maintenance on that. So [34:39] >> So it's not out in the in the public. [34:41] It's at the plant. [34:42] >> Correct. Mr. Chairman, I'd just like to [34:53] refer to the operations report for March [34:54] of 2026. I've updated the parameter [34:58] table to include our effluent ammonia. [35:01] I've added the permit limit there in [35:03] red. It's a 7 milligrams per liter [35:05] monthly average that we have to be [35:06] below. You can see for January, [35:09] February, and March, we've been well [35:11] under 1.0. Um, the reason I added that [35:15] effluent ammonia is the what the intent [35:18] behind the parameter table is to give [35:20] the board and the community an overall [35:23] idea of the performance of the plant on [35:26] a monthly and quarterly basis. So, um, [35:29] effluent ammonia, we've had some issues [35:31] in the past, not for several years, but [35:34] as oxygen becomes limited in those [35:36] basins, um, the first red flag that we [35:39] see is our ability to convert that [35:42] ammonia to nitrate. Um, the nitrate in [35:46] turn is an electron acceptor. Um, the [35:49] biology can use it as an oxygen [35:51] alternative. Um, so that's one thing [35:54] that we keep a close eye on. that's the [35:56] first thing we lose and it's also the [35:57] last thing that we are able to get back [36:00] in any type of process upset. So, [36:02] thought it was important to add that on [36:04] there. Um, the plants looking really [36:06] good. Some of the monthly highlights I [36:07] wanted to add was year to date for our [36:10] total phosphorus at the effluent. Um, [36:12] we're 0.93 is the current trend. Last [36:15] year at this time we were 1.13. So, [36:18] we're in a really good place with that. [36:21] Um, and then last year in March, we [36:24] didn't get any reuse recorded up to the [36:26] system. Um, this year in March, we got [36:29] just under 4 million gallons, and we hit [36:32] the ground running in April. We've sent [36:33] quite a bit of water up to those [36:35] reservoirs. Um, and then just to quickly [36:39] switch over to the collections crew, Mr. [36:41] chairman. The vectors c uh currently [36:43] operating around copper tree flushing [36:46] those lines and then the cameras [36:48] conducting its inspections in the mail [36:50] neighborhood. So unless there's any [36:53] questions, Mr. Chairman, that's my [36:54] report. Um they have a a large [41:47] meter 4 in and then they have a a 1 in for their inside water to the [41:54] clubhouse. Those are both in the same [41:56] vault. And so what we're looking to do [41:58] is extend our secondary water that's [42:01] along 2600 [42:03] um to those vaults. And then we would be [42:08] switching over the larger meter to the [42:11] secondary water. And then we would be [42:13] pulling the small 1-in meter out, [42:15] putting it in its own uh meter box, and [42:18] tying that over to the drinking water um [42:21] for essentially a new service. and that [42:23] and those three main things are here. [42:26] We've looked at parts and material that [42:28] are needed for each of those and then [42:31] the amount of labor and the equipment [42:34] needed to uh construct those. And what we're proposing is [43:35] that for the 10-in mainline extension [43:38] that that is a benefit to the district. [43:40] It moves our secondary water along and [43:43] it provides a you know an ability to [43:46] connect and Magna Water District would [43:49] provide labor and equipment to extend [43:52] that 10 in. [43:55] um Copper Club would then [43:58] um [43:59] do the parts and material for that 10-in [44:02] extension and then they would also cover [44:05] the parts and material, labor and [44:06] equipment for the 4-in connection and [44:10] the 1 in connection. [46:17] we'd be willing to pay 10% of that [46:20] initial cost, [46:22] you know, when we get the the final [46:24] bill. Um so through our discussions [50:50] with the Maverick um we've got to the [50:53] point where they're okay with the [50:54] easement that we have and and that is [50:56] basically our standard um easement that [51:00] we use for all of our developments. And so if you're down at [1:08:12] the sewer treatment plant, um we've got, [1:08:16] you know, a grassier area here and our [1:08:20] fence and that's where the building [1:08:22] would be. There would be a gate to the [1:08:26] west side of that. Um our other gate [1:08:29] number two, construction gate is is [1:08:31] here. And so that would be the the main [1:08:34] access for this operations building. [1:08:36] We've got pavement and parking along [1:08:39] here. And then we have a unisex [1:09:42] one down here in the event we had uh you [1:09:46] know a female operator or the need for [1:09:49] that. And then a utility room where we [1:09:52] have the space [1:09:54] um for uniform storage. Also a washer [1:09:57] and a dryer so that we can take care of [1:09:59] those uniforms. And [1:14:53] then our native area up in this we'll [1:14:56] have a little uh kind of skirt along [1:14:58] that sidewalk that we'll tie that in. [1:15:02] Um, and then a lot of it is replacing [1:15:04] planting, putting in some other plants [1:15:06] that are more Utah native, um, more [1:15:09] lowwater alternatives for the public. [1:15:13] Um, our grasses have kind of, uh, [1:15:16] because [1:15:18] just proximity and and wind, they've [1:15:21] kind of cross-contaminated each other, [1:15:23] and so you can't tell that they're [1:15:26] separate grasses. They've just kind of [1:15:29] all grown together. So, we'll we'll [1:15:31] resod those for some grass alternatives. [1:15:35] Um, and then [1:15:37] we we're pushing for for signage and [1:15:41] education and making, you know, this [1:15:44] comfortable for the public to come and [1:15:46] visit and spend some time and and [1:15:48] contemplate how they might want to local [1:15:50] skate their yard. And so some of the [1:15:53] next drawings in here um show some of [1:15:57] the features and signage that we have [1:16:00] planned. So as you drive in at the front [1:16:03] gate or just past the front gate when [1:16:05] you're going to get to our parking lot, [1:16:07] we do have a sign um but it doesn't [1:16:09] really highlight the demonstration [1:16:11] garden. It tells customers where to go, [1:16:14] how to, you know, through the drive-thru [1:16:16] and things, but we wanted to add in, you [1:16:18] know, a little direction to get them to [1:16:20] the demonstration garden, have that [1:16:21] stand out. Then as they park, have a [1:16:25] sign that kind of welcomes them if they [1:16:27] want to walk back here. Um, you know, [1:16:31] hey, come check it out. We've got some [1:16:33] information. We've got some plans. And [1:16:35] then once they get to the back, um, [1:16:38] there's kind of this main area. It's a [1:16:41] concrete circle. We wanted to have that [1:16:44] be a spot for them to, you know, get [1:16:47] more information about what's here um [1:16:51] and some of the plantings that we have [1:16:53] and and the the purpose for this. And [1:16:56] that would include, you know, a shade [1:16:59] structure pergola. Um, and then we do [1:17:03] have some benches that are out there [1:17:05] that are unshaded and we wanted to put [1:17:09] some shade structures over those [1:17:10] benches. And we also want [1:19:08] to put on on the individual plant um [1:19:11] signs whether it's Utah native or or [1:19:14] not. So, the situation [1:21:11] for the snowpack is not looking good at [1:21:13] all. Um, it was also the driest winter [1:21:18] on record uh by across statewide by [1:21:22] about 2.2 degrees Fahrenheit and even [1:21:26] locally in Salt Lake it was even higher. [1:21:30] So, we've had low snowpack, warm [1:21:34] temperatures. The one positive is uh the [1:21:38] soil moisture conditions are pretty good [1:21:42] actually. Um [1:21:45] considering all those things um we have [1:21:50] we attended the Jordan Valley board [1:21:52] meeting yesterday virtually. I attended [1:21:56] that. They made the decision to move to [1:21:58] a level two drought response. Uh their [1:22:02] baseline is level zero. [1:22:05] uh for reference. So they skipped a [1:22:07] level and went to level two um [1:22:12] out of [1:22:14] I think they could have justified level [1:22:16] one or level two. Uh but the board the [1:22:19] sentiment from the board that I took [1:22:21] away and all these board members sit on [1:22:24] all of the cities and the other agencies [1:22:27] so they're the ones that this actually [1:22:30] affects. The sentiment from most of the [1:22:33] board members was [1:22:35] Even if we could get away with a level [1:22:37] one, we want the message out there to be [1:22:40] it's serious. We need to go to a more [1:22:46] serious drought level. [1:22:48] >> Conservative. [1:22:49] >> Now, what about for us also drinking [1:22:52] water is a valuable resource, but [1:22:54] >> right, [1:22:55] >> what about customers that are secondary [1:22:57] water where we've got all the reuse [1:22:59] water we want? Uh that would be [1:23:37] mandatory conservation [1:23:40] where we would put in place more formal [1:23:43] uh hey you you water on these three days [1:23:46] a week, you water on these three days a [1:23:49] week. No watering between 10 and six. [1:23:53] um we would put some teeth behind that [1:23:57] with some monitoring and enforcement. [1:24:01] So, you know, it's a big effort. It [1:24:04] creates quite a bit of work for us. [1:24:09] Um but uh you know it's it's one of [1:24:13] those things where [1:24:16] I think do we want to [1:24:20] really send the message? It sends the [1:24:23] message for for people to conserve water [1:24:26] when they know it's no longer voluntary. Is this [1:32:23] basically agreement saying we're going [1:32:25] to put it in, but you're going to owe us [1:32:26] for it? Anyway, then it says if we [1:34:09] do pay, it would be dependent on the [1:34:13] restrictions in this policy and if [1:34:15] there's funds in the district's budget, [1:34:18] basically. [1:34:20] And then the person or the homeowner, [1:34:23] the claimant would sign a full release [1:34:25] of any liability or anything after that [1:34:28] payment. Ed [1:43:32] Tucker, who was in here this mo this morning, uh is going to be [1:43:35] attending traffic control technician [1:43:38] training. Uh Ed does a lot of our [1:43:41] flagging when the construction crew has [1:43:43] a bigger job on a bigger road that we're [1:43:44] that we need to set up flaggers for. And [1:43:46] so it would be good to have Ed's uh [1:43:49] trained in that. Uh we've got [1:43:53] Jean Stock, our facility maintenance [1:43:56] employee, going to training with Jordan [1:43:59] Valley, the qualified water efficient [1:44:01] landscaper, so that he can take care of [1:44:02] our gardens here and know understand the [1:44:07] water-wise plants that we're putting in.
