Our first order of business is to approve the agenda, and tonight we have [0:25] Jean and not only her clerks role, but actually she's acting administrator. [0:33] Jean, you've got to tell us what we have to do. [0:35] We just have to approve the agenda. [0:36] There's nothing to add to it tonight. [0:38] Thank you. [0:39] I move that we move tonight's agenda as is. [0:42] There's second. [0:43] I'll second. [0:45] Seconded. [0:46] All those in favor of seeing if I was saying hi. [0:49] You'll also notice that Lily is she's absent. [0:53] She's out of state. [0:53] all she's done, she's done working, some more outside of Marmida. [0:59] The next item is to approve the September 1st, 2026 Regular City Council meeting minutes, [1:05] and it's a discussion. [1:10] I'll move the September 1st, 2026 Regular City Council meeting minutes. [1:15] Is there a second? [1:16] You go. [1:17] I'll second. [1:18] We've been seconded to approve the minutes of the 20 September first 2021 regular city council meeting all those in favor of signify by saying aye [1:28] The minutes are approved. We have no presentations this evening, right? [1:34] Discussion from the audience and I know there's some people who'd like to visit with us this evening, and [1:40] You may share your concerns with the city council on any item of the interest not on the agenda [1:46] So, the Council will direct city staff to their responses to the concerns or to schedule a [1:51] matter for a future agenda. [1:53] No other action we take it on these items during this time. [1:55] We ask that you not be repetitious of other speakers and the mature comments to five minutes [2:00] or less. [2:01] Is there any way we would like to speak? [2:03] Frank, I know you want to speak, so we do want to come up and introduce yourself and tell [2:07] us what your issue is. [2:19] Good evening, everybody. [2:21] My name is Frank Vigiano. [2:23] I am a resident, my wife and I, Penny, a resident's 86 Bruce Street, and we've lived here since [2:30] the 90s. I'm also owner of 1-2-5-1, Monomida Avenue, which is the historic tutor on the corner [2:42] of Monomidae and Maple Street. And I found out through my children who did a 75th anniversary [2:50] project on the Monami bag when they were in school here at one point that was a [2:56] speak easy run by a mob marker with a baby face Nelson and illonger as some of [3:04] her customers over the years. Currently though it's a seven unit building around [3:12] 100 years old. I'm here because I wanted to express concern I have. We have very limited [3:23] parking and since the building was built so long ago, it's not a lot where you drive in. [3:30] The lot is exposed both on Monabita and on Maple Street. So a lot of times we get stuck with [3:37] a lot of the snow from the big plows, and it, you know, it kind of snows our tenants in. [3:47] Also, I'm concerned because the sidewalk is going to be very, very close to the building. [3:54] It's not an unear condition building. [3:56] People have their windows open in the warm weather, and people are going to be five or six feet from people's bedrooms and living rooms. [4:08] We, [4:10] I've discussed this, I talked to Richard a bit, Bob, Mr. Ryebeck, and others about my concerns. [4:21] And I hope you can take that into consideration as the project moves forward. Previously, we had parking on Maple Street. [4:30] So my penance visitors could park there, that's gone. [4:39] There's no parking on the back alley. [4:41] So we're limited and I have seven units there. [4:43] One of them is a two bedroom. [4:47] On the weekends, you can see the lots usually full with seven or eight cars, [4:52] depending on the time of the day. [4:56] We've had problems in the past because there's nowhere to put the snow for example, so what ends up happening is it gets dumped on the lawn or blocks the driveway. [5:10] Also, I'm very concerned because we're losing three very nice trees on the front of the building. [5:14] And we've already had to take down trees in the back because of the disease. [5:20] My wife and I have spent over $10,000 moving trees just on our money meat i property. [5:27] So that's a concern also. [5:30] And our tenants have expressed concern about their privacy and their ability to access their units and being able to park and get around especially the more. [5:45] older tenants and especially in the winter time so I hope you can take that in the [5:50] consideration. I've suggested to Nick when I talk to him from U.S.R. that maybe [6:00] you can help us with some additional parking on the property because I can't see [6:05] any other away because right now tenants can park in the front of the building as well [6:11] of delivery trucks, you know, whether it's FedEx or UPS, it's also helpful for disabled [6:19] tenants and then also, you know, people that have to make quick stops. [6:25] All that'll be eliminated with the sidewalk on it and it seems duplicative to me to have [6:33] the sidewalk there and then have the path right across the avenue. [6:37] So I thought maybe if you could think about that, and maybe work with us, we would really appreciate it. [6:44] Thank you very much for your time. [6:46] We'll have to answer any questions. [6:49] Thank you. [6:50] The members of the Council have any questions for Frank? [6:53] I know that you and I and Chad have Frank, and I know that I appreciate it. [6:57] I could chat with our public work director and I think our engineer Nick has been all visiting with all of the residents along. [7:04] want to meet I have anyone I just referenced him so you know he's got the information and [7:09] hopefully we'll be able to figure something out for you and I think if you look if you [7:15] have time when you go buy you might take a quick look we're probably with maybe the exception [7:20] of one or two other properties from ash all the way up to Neptune really close to the sidewalk [7:27] So, it is going to have an end. [7:30] Yeah, most houses, the bedrooms are in the back or upstairs in the apartment. That's true. So it's a real issue in terms of noise and privacy for those people. [7:41] I really appreciate it to keep that in mind. [7:43] Thank you very much. [7:44] Thanks for the time. I really appreciate it. [7:46] Thank you. [7:53] Thank you. [7:54] It looks like he's wearing a lion's. [7:56] I am. [7:57] So thank you, Mayor. [7:58] Thank you, Mayor. [7:59] Talk about something lion wants to do. [8:01] Thank you Mr. Mayor. [8:02] Thank you members of the council. [8:03] My name is Bob Cedargrin. [8:05] And I'm here tonight representing the Wildwood Lions Club. [8:08] The Lions Club is chartered in 1956. [8:10] It has been active in the Montemite community since that time. [8:15] Our model was to serve. [8:17] We serve as our model. [8:18] And in that vein we've done that since 1956 with some longstanding projects in the city. [8:24] We started partnering with the fire department and the ambulance. [8:27] In 1961 and we continue that relationship today with the fire department. [8:30] The other one that I'm specifically want to talk about tonight is Wildwood Park. [8:35] We've been cleaning that park and partnering with that park since the mid-1970s. [8:40] In fact, we built the Lions Club funded and built the Pavilion in the mid-1970s there. [8:46] We've been cleaning the park, planting trees there. [8:48] One of the things that we would like to do as a Lions Club is mere what happens in a lot of other cities across the country in Minnesota and elsewhere. [8:56] where you can pull into a city and when you get to a park, it's signified as a lion's [9:01] lion's park with signage on the sign for the park. [9:06] It's a way to let people know that we are active in the community. [9:09] It's also a way for people to know that the lions are around with their interested in joining. [9:14] I met with the park commission in August presented this idea to them. [9:19] In fact, Mr. Global indicated that there's a new sign going in, so now it might be [9:23] perfect time to do something like this, what we propose to do is put the round signs [9:29] like we have on the city of Montamitai entrances on Hilton and other places on the sign [9:35] that Wildwood Park and potentially on the Pavilion as well. Just letting people know that we [9:39] partner with Wildwood Park and we will continue to do so going forward. [9:43] Thank you. Thank you. We haven't had a good relationship with the Lions Club over the years [9:50] and we appreciate everything that you've done for the city as well. [9:53] and Jeff, you're the person we should be talking about what's going on with Park. [9:59] Well, Bob did present at our August meeting and I will tell you that it was very well received. [10:06] And so the he has the ears of the Park's Commission and we appreciate everything that the [10:12] lines have done thus far and are looking to do in the future. So I appreciate you coming tonight [10:19] and we have a Parks Commission meeting tomorrow night and I'm sure we'll continue this [10:25] conversation, but thank you. Thank you very much. I appreciate it. Any questions? [10:31] I think the only comment I would have no problem. And like the idea, I [10:36] Bob, I know that I told you that that sign is in rough shapes of glad that that's getting fixed [10:40] have no problem. I just want to be careful and set up what our rules would be for other parks as [10:49] well. I mean, again, not saying that I don't want to do it for the Lions Club, but we've got [10:54] other groups, either formulae or informally that have adopted other parks. You know, I think about street [11:01] car park and I have no problem showing support and that people are volunteering. I just think that [11:08] should have a policy up front rather than 1z2z. [11:12] That's my only comment. [11:13] I'm not against any of it. [11:14] I just want to make sure that we set up a procedure [11:18] to get that approved and consider [11:21] rather than 1z2z. [11:22] So that'd be my only comment on it. [11:27] Thanks again for being here. [11:28] Thank you. [11:30] We can talk about that tomorrow night at the Parks Commission meeting. [11:33] I think that's a good topic. [11:34] And I don't want to over legislated [11:36] over, you know, permit it, but it's just have a process, so we know. [11:41] I think that's a good idea. We had long discussions about putting any signs on our city, [11:47] and attaching them to a public, well, numbers and there's a long time ago. [11:52] And so having some kind of a process makes them sense. [11:55] Bobo also mentioned that they would like to partner with the city for improvements to that [11:59] park in the future as well. And if we came up with some ideas or they came up with some ideas, [12:05] we can work together along with the park commission to make those improvements happen as well. [12:12] And maybe this is something you're going to raise later, but we have something coming up on the park. [12:19] So they're going to have like a ribbon cutting or something coming up. [12:22] We have pretty soon. [12:23] Is there anything you want to say about that? [12:26] Well, street car park. [12:28] Yeah, to kind of open that up, the 10th of October, they're looking to have a kind of an [12:35] opening and a ribbon cutting and opening the slide and I'm not quite sure as to the time [12:45] that that is on the 10th, I believe it's the Friday the 9th, I have it at 4306, [12:57] I have it [12:58] So it is water while supplies last. [13:01] Ribbon cutting takes place at five. [13:05] But it's good to know. [13:07] Thank you. [13:08] And they've done a lot of work as was said about all of our parks. [13:14] The volunteers in this community have been outstanding. [13:17] And have stepped up and continues to step up too. [13:21] And if you haven't had a chance to visit our parks, [13:23] you should go and take a hike through them [13:25] because there's something there for everyone. [13:27] It's both for the adults and for the kids, and I have to say I have a granddaughter who's just about three, and she loves that part, and you go down there and their kids are playing down there and they put in slides and plannings and everything, so you have a chance to attend that event. [13:47] Anyone else who want to hear that wants to speak with us, part of this discussion from the audience. [13:53] Seeing none, we'll move to the consent agenda, and we have a resolution of pointing [13:59] the election judges for the November 3rd, 2020, 6 general election. [14:04] It's something journey you want to tell us about this, that we got to know about anything. [14:08] I know. [14:09] The county appoints all the election judges, they do all the training and take care of it. [14:14] They do have the authority to point more election judges if they need to, if somebody [14:20] were to drop out, they do have the authority to do that up to 25 days before the election. [14:26] I do know that at the opportunity to listen to the Secretary of State yesterday and at [14:33] a meeting. [14:35] And when you're talking about all the potential misconceptions that are going on during the [14:39] election, he said, you can go to the polls and you can vote. [14:44] You can go over to Washington County for us and [14:49] you'll have to put it in the machine and that's another way where you can do it by mail. [14:55] But he said, you know, a lot of that's just starting now. [15:00] You reminded me yesterday that there's only 50 days left until that general election, so pretty soon and all the signs will be down. [15:08] And a lot of discussion, he did say one thing that I thought was interesting, and there's been a lot of discussion about what happens if Senator Klobuchar is elected governor. [15:19] The question was asked of him, and he said quite frankly, [15:25] if she wins the election for [15:27] governor, her current governor appoints in that's his choice, somebody to replace her [15:33] to fill in. [15:35] But beyond that there will be, if she wins, a special election in 2027, just for that [15:43] office. [15:44] And he's quite frankly said, nobody's ready for that. [15:47] Nobody prepared for that. [15:49] I just like you didn't prepare for that. [15:51] Or that in the eventuality, it happens. [15:53] Or is there any money? [15:56] And so that's a big deal for the Secretary of State. [16:00] And it is so much for us, but it would be [16:02] for Washington County because they were in the election. [16:04] So where the funds come from to do a primary [16:07] or general election for that in 2027 is kind of a question, [16:12] But I just thought I'd share that with you. [16:17] Anything we have to do other than just a proof? [16:20] Just a proof of the consent agenda, like you generally do. [16:24] Is there anything we like to do? [16:24] I move that we move tonight's consent agenda. [16:28] Just a second. [16:30] Any discussion? [16:31] Hearing none, all those in favor of seeing if I'd be saying aye. [16:34] Aye. [16:34] Aye. [16:35] Sen agenda is proof. [16:37] We have no public hearing schedule. [16:39] No, we do have a public hearing. [16:40] Oh, we do. [16:42] Oh, yeah, I'm sorry. [16:43] We have to consider a resolution ordering a certification of unpaid utility charges, that's important. [16:51] Um, pursuant to Minnesota Statutes, 444.075 subdivision 3e, and 4443.29 for collections with [17:02] payable 2027 property taxes. [17:05] During, [17:07] how does this stack up like a person to last year? [17:10] We received these every year and some years, they seem to be higher and some years they seem to be less, but what does this, what does this issue? [17:18] Last year we sent out 183 notices, this year we sent out 160, of those 160 notices we sent out this year. [17:27] 103 of those went out to the same people as they went out to last year. [17:32] So it's generally the same group of people that get them yet. [17:37] And in all fairness, individuals do have the right to not pay them and have them referred [17:42] to the county for collections. [17:44] That correct? [17:45] Then they come up on their next year on the taxes. [17:47] Right. [17:48] And we do collect these until November 15th. [17:51] So they do have until November 15th to pay them here at the office before they would go on [17:56] the property taxes. [17:57] And is that dream? [17:59] So like the notes you gave us from last year, [18:02] one, 993,000 were sent, [18:05] notices were sent out, certified 85. [18:08] So the difference of that, [18:10] 100 and 7,000, 108,000 was paid [18:15] between this, basically, this meeting and the 15th. [18:19] Public number. [18:20] Thank you. [18:22] Okay, [18:25] this, a public hearing. [18:28] So we will open the public hearing, if there's anyone who likes to address us on this topic, anyone who would like to address us on this topic. [18:40] Anyone who would like to address us on this topic here, you know, we'll close the public hearing or back to the council for action on this resolution. [18:53] So I'm going to like to move it. [18:56] I can move resolution 2026-300 resolution ordering certification of unpaid utility charges pursuant [19:06] to Minnesota statutes section 444.075 subdivision 3e and section 4443.29 for collection with [19:21] payable 2027 property taxes as appears on page 7 of our packet. [19:27] I'll second that. [19:28] I've been moved in second. [19:29] Any further discussion? [19:31] Hearing none, all those in favor of the resolution, [19:33] say the five by saying aye. [19:36] Resolution is passed. [19:39] Staff reports, reading the only thing we have on that is a bill list. [19:42] Correct. [19:43] Would anybody have any issues with bills? [19:45] Pay in the bill. [19:46] I move that we pay the bills. [19:48] Your second? [19:49] Thank you. [19:49] Second. [19:51] Any further discussion? [19:52] Hearing none. [19:53] All those in favor of paying the bill, signify by saying aye. [19:56] Aye. [19:57] Aye. [19:57] Aye. [19:57] The bills will be paid. [20:00] Next item here is a report from Dureen. [20:04] Art Administrative Dureen. [20:05] You have any comments? [20:07] I think you want to share. [20:08] I think you want to share? [20:08] I think you have anything to report. [20:09] Scott didn't leave anything for me, so we're all set. [20:14] Nick, you think you want to share with us some of the engineering perspectives? [20:17] Sure. [20:17] Good evening, Mayor, members of the council, just a couple of updates for you. [20:22] I have a new project. [20:24] We are right away agents have started meeting one-on-one with business [20:29] propuners about temporary and permanent easements, so those discussions have been going well. [20:35] I have continued to meet with several folks just one-on-one about the project and answer questions [20:40] and still offering that up to people. [20:42] And then lastly, Excel gas continues their work on a south of Hickory. [20:48] They continue to make good progress. [20:50] It's going to be about another month's south of Hickory, [20:53] and they're going to move north of Hickory, [20:55] and that work is expected to last through late November. [20:59] So they're moving as fast as they can, [21:02] but it's important work. [21:03] It's good work to get out of the way. [21:05] They're upgrading their facilities and making sure [21:08] not in the way of our construction in 27. [21:11] One more thing is the county notified me today that they're going to re-stripe County Road [21:16] 12 from Monday morning Avenue to East. The striping they have on there is kind of faded [21:23] off. They're going to put a longer lasting epoxy on the road. They have requested that [21:29] that work happened at night just because of the traffic impacts of doing that work. [21:35] pros and cons to that is the the cons is the noise. There are some residents pretty close to the road. [21:41] So, you know, we just found out today, but I'm going to talk to Bob and internally and figure out the best plan, [21:47] but that work is going to be happening next few weeks. [21:51] Which road can you where was that? [21:53] Uh, county 12 from money may have a new to East. [21:57] Okay, just right through. See you all here. [21:59] So, next, I had a question about utility work in southwest part of the city. [22:09] Individuals down there raised it and said, we don't know that there was ever any communication [22:14] with us, either from the utility company, putting the firework on there or the city, [22:22] but they're going through and right through the arts and like the irony, utilities, and everything [22:27] And we actually about that review, Bob. [22:30] Ordering anything you know about that? [22:33] Yeah, it's been Mr. Mayor. It's been a struggle to say the least working with them to kind of clean up after themselves. [22:42] They did send notices out to people. They are supposed to put door hangers out and send out notices. [22:49] WSB and Bob and me have been working with them pretty diligently to help them understand to clean up [22:55] themselves and repair yards and notify people and some progress has been made but probably [23:03] not enough so we're going to continue to work with them. [23:05] We are going to revamp our permit process moving forward for fiber companies especially just [23:11] to have a little more teeth to our permit process and the goal is just to make sure they [23:17] do it safely and try not to impact our residents in a negative way. [23:22] I mean, ultimately, it's a good thing to have fiber rate. [23:24] It's something people will probably like to have [23:27] for internet purposes, but it's a better way [23:29] to go about getting it done a little more streamlined [23:33] and following kind of our rules. [23:36] So we're, me and Bob are fully aware of the issue [23:37] and working hard to kind of correct it. [23:40] Lucas, your area is. [23:41] Yeah, and what I will say about it, you know, [23:44] I mean, I was on the first road that they did. [23:47] So, I will say that staff, you know, I've been texting with Bob, texting with Nick. [23:55] First cup, I think it's just been a long time. [23:57] It's been probably going on a month now. [23:59] People understood there were problems with our internet and the neighborhood and they understood [24:04] they're like, hey, great, another fiber. [24:06] You know, we had two weeks ago, you know, power was out for four hours because they hit the line. [24:11] That may not have been there fault, that may have been the marking. [24:13] But again, people just see that happening. [24:15] and they may hit a calm cast line yesterday. [24:19] And it's just, you know, people, I saw early on [24:22] they came through and they were very responsive [24:29] when on safety issues, you know, [24:32] some of you know my civil engineer [24:34] and calls out some of this stuff to me and Bob [24:36] and they handled that, the repairs were done, [24:41] I felt acceptably well on my own. [24:43] So like the people aren't seeing that yet. [24:45] So I think it's just the time, the traffic, the noise, and I, you know, fully, you know, [24:52] staff is working with them, and you can see that they are when Bob Nick or Amanda call, they [25:00] listen. [25:01] And so that's, and that's what I've been telling people, it's just, I think they're just tired [25:04] of the trucks, and tired of the noise, and, you know, the, the hassles. [25:11] So, anything else, Nick? [25:14] No, sir. [25:18] I almost saw I head on yesterday. [25:21] I'm not going to meet, I haven't. [25:22] Unbelievable. [25:24] Somebody pulled off going southbound in the northbound way [25:28] and they almost got hit. [25:31] Even though there's no, do not enter science on. [25:34] Everyone of those intersections, they grew right past it. [25:37] nice, lambed on the brakes, and the car ahead of me did, and they just missed them. [25:43] And for a while, and there's a lot of confusion, I think, they're yet nicked, and some respects [25:49] we say the road's closed, but it's not necessarily closed, a northbound, and it hasn't [25:55] been for quite a while. [25:57] So I'm not sure how we go about doing anything else on them, what we've done, but I almost [26:05] And people don't see those signs and it's a lot of confusion because there's a lot of signs and moving parts so we just need to be careful. [26:15] That's on that route. [26:16] We're going to shut down the northbound lane and let the southbound lane go at some point open. [26:25] Mr. Mayer, so at the end of this phase, they're going to keep the southbound lane closed and then everything would happen north of Hickory after this phase is done. [26:34] And so it'll stay closed for a southbound. [26:38] That's good. [26:41] Nick, regarding the striping of Stillwater Road, [26:47] with the last one, like you said, it wore it on pretty quick, [26:50] but particularly the Cheros, the bike stuff that is out in traffic, [26:55] those were gone almost immediately. [26:58] So if they could put an extra layer on those, [27:01] that would be great because the last a lot longer, [27:03] but they're so important. [27:05] And I just wanted to make that comment. [27:08] Yeah, I'm Mr. Mayor and Council. [27:09] They had put what we call paint down previously, [27:12] and that kind of fades over time. [27:14] They're going to put in a like an epoxy base striping. [27:17] It's going to last longer. [27:19] So fully aware of that issue. [27:20] And that's one of the big reasons they want to do this, too, [27:22] is get those Sheros active. [27:25] Good. [27:25] Thank you, Tom. [27:28] I do have a couple things. [27:31] This past Friday, we had a successful tree sale. [27:34] we sold 73 trees, [27:38] we bought all 100, so we decided to keep the extras and plant those in [27:44] the parks. [27:45] So we'd be planting 27 more trees in the parks around town in the near future. [27:52] We have a plant recycling coming up this Saturday, down a wildwood park. [27:57] I don't have those hours in front of me right now, but it'll be Saturday morning. [28:01] And then one other issue came up a received a message from Metro Mobility about one of their buses. [28:14] There's a resident on Grove Street, off of Warner Avenue, sub between Warner and St. Jude's. [28:21] That is unhappy about that bus going or it's a it's a van is what it is going up and down that road. [28:27] They reached out to me because of this resident and wondering if we could change the signs that are on that road to a five tonne per axle or something other than no trucks and buses. [28:42] I spoke with Nick about the issue and we're not exactly sure whether those signs are illegal or not. [28:49] I believe we had a discussion here at one time and the former engineer at the time told us just to make those signs up and put them in. [28:59] We're questioning the legality of those signs, but more importantly, the trucks and buses are going to have to use that road coming up during construction. [29:10] So, looking for a little advice on this one, talking in Nick, he would like to just remove [29:16] him. [29:16] I would like to remove him as well, but I know we'll have some communication from the [29:20] resident on Grove Street. [29:23] So, is that something you want to bring back to us as a formal action? [29:28] We can. [29:30] That's all we do think. [29:32] That's always an issue with Grove. [29:34] Yes, it is. [29:36] And I think, you know, you're saying Bob that you're not sure about the legality of the current signs, [29:43] so maybe Bridget if you can help weigh in on what is appropriate or not, because I think any changes [29:51] are going to create communication, and we're going to make sure whatever we put up, especially looking forward to the construction [29:59] when they have. [30:00] To go that way. We know that's going to happen. It's going to be an issue. So let's get the signs right, as soon as, you know, before that. [30:10] We can do that. I'll work with Bridget to to figure this out. [30:19] Anything else? [30:19] I hope that's it. Thank you. Chief. Also, it's going on. [30:27] I already part of my ambulance department. All that good stuff. [30:30] I just got a couple of things for you, we continue to be busy, we've had a few significant calls that have been tough on our responders that we continue to work through, so, you know, just continue to support them on with the health stuff. [30:47] Another thing that we have going is it's fire prevention month in October, so we're going to start getting into the schools to do some school fire prevention visits. [30:59] With that, we're putting together a poster contest to be part of the state fire chooses association. [31:08] There's a poster contest, so we're going to get into the elementary school. [31:12] and it's charging to safety. It's the theme of this year's fire prevention month. [31:18] They'll do a poster. We'll submit them to the State Fire Chiefs Association and then get [31:26] recognized for those students. It'll be a fun project to have the kids get involved. [31:35] Could you say a little bit about the installation of fire alarms? [31:38] Yeah. Yeah, so we're partnering right now with American Red Cross with it's a program that we can go out into community or into community members homes and help them with the safety safety inspection and help them install fire alarms. [31:57] So we have both smoke alarms and CO alarms that if they don't have them we can go in and help install them and we can provide we can provide one for them. [32:06] So it'll be a, it'll be a nice project to get into community, get into the community and help them with fire safety. [32:15] I think prevention is the best thing that we can do. [32:18] Is that? [32:20] What expense does a whole water incur? [32:23] No expense is a whole water. [32:25] Yep. [32:26] We're advertising it on our website. [32:28] So if you go to the fire department page, it's a sound alarm is the name of the program. [32:35] So you can go to that. There's a foreign to fill out and then it's submitted to the fire department, then we'll get in contact that way. [32:43] That's a great program. Yeah, yep, we've had too many too many instances and I'll ask a couple of years that small detectors can make a difference. [32:56] Any questions for the chief? [32:58] Any questions? [32:58] Any comments? [33:00] Just thank you. [33:01] Thank you guys for your support. [33:03] Thank you very much. [33:05] Thanks. [33:05] Thanks. [33:09] Bridget, anything that you want to share? [33:12] Okay. [33:14] So we will move on to comments from the City Council. [33:19] And this period is used by members of the Council to report [33:21] to the full council on activities and have all been in the community. [33:27] The comments of matters of interest, provide information, raise questions to staff. [33:32] We don't intend that take these up in a substantial way here, but if anything, does require [33:39] action, it's scheduled for future health, I mean. [33:42] So, with that, Jeff? [33:46] Yeah, so really not too much to report as we have a parks commission meeting tomorrow night, [33:54] but they'll continue to work on, you know, CIP wish list. [34:01] And other than that, not too much I did have a chance to address one of Bob's employees [34:08] as she was watering the beautiful hanging plants. [34:12] I don't know if you guys have seen. They're amazing and will be until the first frost. [34:18] But yeah, it is so appreciated and it's so beautiful that I just had to say something. [34:26] Okay. [34:27] Anything else? [34:28] Nope. [34:29] Thank you. [34:30] Oops. [34:31] Yeah. [34:31] I've got a couple things Bob mentioned the tree sale. [34:34] I was one of the 70. [34:37] I bought two of the 76 trees. [34:39] So I was excited about that. [34:40] And I will say that there was, you know, last year I showed up. [34:44] And I think it was pretty empty. [34:45] But at the time I got there at about 303, people were lined up out the road. [34:50] So people were excited to get their trees. [34:52] I think Bob we opened it aloud for multiple trees and I saw a lot of people buying multiple trees to really where they had lost a number of trees [35:00] So that was great that we were able to do that. So good there [35:06] Other thing at the last meeting we talked a lot about the [35:11] We talked about the [35:14] White bear lions race around the lake as well as some other races I ended up running that race myself and I'll just say it was quite nice [35:22] As you went through, just that everything that we've done in modded meat, I a lot of [35:27] which was before I got here, to have nice, safe walking trails. [35:34] We go up on the official lake links up park, then on to the trail and then you get to north of [35:44] modded meat eye and all of a sudden you're running on a pretty small, a pretty small shoulder. [35:49] I had one driver take exception to me running a race, which not in Motovidei, but in that area. [35:57] So I'm just glad that we have what we have, and I know Bob has already been in touch [36:01] of making sure that we've got that safe for next year. [36:04] So really well done. [36:05] I know we don't necessarily do anything, but they do a lot in the neighborhood, and it was [36:09] just you could tell the difference where those trails and where the cities that really wanted [36:13] to have those trails and how it made it a nice experience. [36:17] A few people, we've gotten a couple comments for the few people who attempt to watch this live on TV. [36:26] Either live on TV or on, through the online channel, the SEC online channel, there had been some sound issues. [36:35] So I brought that up last week with the cable commission and SEC. [36:40] I believe they were here last week to try to resolve. [36:42] There's probably some technical issues going on. [36:44] They're able to get the replays working, but not the live. [36:48] So I know of at least two people who attempt to watch it. [36:50] They will hopefully have sound. [36:52] And I don't know if it's fixed today, [36:53] but I just wanted to let everybody know [36:54] that when it brought up, they got somebody here pretty quick. [36:58] And hopefully we'll get that resolved. [37:01] Yeah, thank you. [37:03] Yeah, a couple of things. [37:04] I mean, we've talked about the October 9th, the ribbon cutting [37:09] from 4.30 to 6.30. [37:11] And then we pump in Mania's coming up, that's one of my favorites. [37:16] October 10th right down at the Triangle Park. [37:19] And then somebody sent me something today. [37:23] Did you know that the Washington County are commissioners received awards [37:27] from the Government Finance Officers Association? [37:30] And they said today, they said the awards represent the triple crown for financial reporting. These awards are for certificate of achievement for excellence in financial reporting for the 2024 annual comprehensive goes on and on. But our commissioner, there were pictures of our commissioners from Washington County, so that was really nice to see. And that is all I have. [37:54] Thank you. [37:56] I would. [37:57] Congratulations to them. [37:59] Yep. [38:00] We received that award here. [38:02] Yeah. [38:03] A regular basis. [38:05] A number of years in [38:09] the way we handle our fiscal affairs. [38:12] I did want to mention a few things. [38:17] I've had chances that sure everybody has just to get through the farmer's market issue. [38:22] Awesome. [38:23] It's been incredible. [38:24] the attendance there, and I think, you know, if you ask those people, there really [38:29] have been pleased that what's going on down there, and with that good weather. [38:32] It's been warm and people are out, and they're having a good time there. [38:37] Two things, I would mention, one, the other one is cornfest, that same foods. [38:43] And I thought that they had outstanding weather as well, and a lot of people. [38:49] The one thing that I noticed, however, is when you're trying to get out of the morning [38:54] Avenue with all of the little motorbikes and the scooters and the people walking trying to get [39:00] to the corn fest. They were just going down the middle of the road. It was, you know, all the [39:05] stop signs had boom, there's two things that were waiting to turn and two more coming at you [39:10] in the other lane. And I'm glad we didn't have any made, I don't think we had any issues with that [39:14] with anybody getting hit or anything, but it was, there were a lot of people there. I just want [39:20] make that comment. I also wanted to mention that to Luke's point about the cable, you know, [39:28] I haven't ever watched the planning commission in its entirety because they're dealing [39:33] with the 80 issue at the district center. And it was right. It was difficult to get that. [39:41] I had to go to a different source and look at how they were doing it, but you couldn't hear [39:45] was going to do all of the sudden just quit. [39:48] You know, right towards the talent and the planning commission meeting, it was like, I'm waiting [39:52] for the decision and it stopped after watching it for about an hour and a half. [39:58] It was at a two hour meeting. [39:59] So we're going to see more on that probably from the planners next week or the next first [40:06] meeting in October. [40:08] I want to indicate that I will not be here in the first meeting in October. [40:13] Lily will be running at me. [40:16] I'm going to take leave of my senses and go on to the France and Spain and spend 10 days [40:23] hiking in the mountains. [40:25] So I will not be here for the events at, a lot of the events, including the park, bourbon, [40:33] the pumpkin media, and I'll probably miss a lot of discussion that's going to be held [40:38] on the 6th, we'll get back to the hockey. [40:41] I also don't know Bob, but I know you were trying [40:44] to get the DNR in here, the deer issue as well. [40:47] Do you have anything you want to be able to tell us about that? [40:50] We're still trying to schedule a date [40:52] as to when they can come in right now. [40:54] It's getting into their busy time at the year right now. [40:57] So I will let you know as soon as we find out [41:00] when they can make it. [41:01] I think there's an include greatest of the issue [41:04] of CW to be on the deer population grant or anything more about it, but we know it's in Washington [41:11] County. [41:12] It's an always an issue and I got a call from a woman in the other day at the digital relars [41:17] and talking about deer and as I was talking to her, I was on my cell phone, I looked up [41:21] my phone, I looked up my phone, there's a 4.6 in there, you're my hospital plants and I thought [41:26] to myself, well it's getting to be fall, this isn't too bad, a deal, I mean I have to [41:34] but we've got a lot of deer. [41:37] And I just, I don't know what we do about that, [41:40] but it just seems that we need to continue [41:43] to communicate with our constituents in the city [41:45] that regardless of what street you're on. [41:48] And we can leave here tonight and go down the water [41:51] and we'll find a mother and two or three farms right down here [41:56] and somebody's jarred and it isn't that, [41:59] we just have to be diligent when we're driving [42:01] and modern theater right now because there's just a lot of theater, there we are. [42:05] And I'm hopeful that we can get the DNR in here to give us some ideas of what potential options [42:10] we might have. [42:11] So anyway, I also want to just mention that we had the meeting with regional council mayors [42:20] yesterday, and that's a group that represents a lot of mayors throughout the Twin Cities. [42:26] We had about 36 mayors there. [42:28] We had the opportunity to listen to the, as I said before to the Secretary of State Steve Steinland, talked to us about the elections. [42:38] He also, we also had a former CEO for equal lab there, and he was talking about Minnesota in general. [42:48] Where we stand in the eyes of the business community across the state and outside the state because we're trying to bring additional businesses in. [42:58] And I thought it was interesting that he had a lot of things to say about a lot of topics and not all were good. [43:07] A lot of them were historic and big picture, where Minnesota stacks up in terms of taxes, where we stack up in terms of our population. [43:17] And those kinds of things which seem to be holding us back in terms of where we move forward. [43:24] And things like a slow economic growth in this state. [43:31] We don't have much of a growth agenda in being adopted. [43:36] We have contrary to a lot of people, [43:39] if you read the local paper, to their yesterday, [43:42] you saw that it's on like Crayon was way down. [43:46] And it's not. [43:48] And he was there to tell us about that, and basically in Crayon [43:53] safety is a big issue. It's a big issue. It's holding back our economy because people don't [43:58] want to move into the Twin Cities because there is crime and he, at his point, was somebody [44:03] got shot on Nicola Avenue the morning or the Vikings game. And so, you know, those kinds of [44:09] things are high publicity items. And he talked about the lack of trust in Minnesota, you know, [44:17] with all the fraud issues. And how difficult that is when you're trying to attract businesses [44:21] to move here. And it totally, there are a lot of individual little things happening that we [44:26] could maybe claim as a city that somebody moved into modern media as a business and that's a [44:30] great thing. But collectively across the state, that's a big issue. And he's had a lot of [44:36] information to share about that. I thought it was interesting that you also talked about our [44:43] population, and he talked about the fact that there are [44:48] an 1,800 billion people. [44:51] In 2025, there's a 0.2 billion. [44:54] And he's saying life expectancy was 37 years old, [44:58] now it's 74. [45:00] Oh, he had a lot of interesting, interesting, interesting statistics to share with all of us, but he talked about what our strengths are. He said, in our parks, our high-life expectancy, short commutes, and the cities, as large as we are. [45:14] So, he laid out a whole lot of things, no real answers to my new, but things that we and his point was that he'd like to hope that the government start to move in a direction that they're looking at trying to get businesses in here and bring more individuals in here. [45:32] He says we're the fifth highest tax date in the country. [45:37] And he said, that's all working against Minnesota, and bringing, you said, you know, it cost [45:45] him 10% more for salaries in Minnesota for personnel. [45:51] And if they can get those people to work on another state, they'll take the jobs there. [45:55] So it was not a really uplifting conversation to hear this for all the mayors and the Twin [46:00] Cities who were there, but I just wanted to share the comments that I heard because I [46:05] They really reflect on what's going on in Minnesota with respect to jobs and our economy. [46:13] And quite frankly, they were business communities frustrated with this legislature that we had. [46:20] A lot of discussion about that with respect to family medical leave. [46:24] And not having a place at the table to talk about business input to that law. [46:31] I think I've passed, which is costing corporations a lot more in it. [46:35] That's true. [46:35] It applies to everybody. [46:38] And so they're hopeful that business communities [46:41] hopeful that the legislature will start looking at some of these things and not just pushing [46:45] them forward to everybody including business that might keep businesses out of this state. [46:50] So that's a long way of saying that was, I thought it was a very informative presentation. [46:56] A lot of things to think about, but, and we don't have places [47:01] more businesses can grow here in the sense that we don't have place where we have property [47:05] that they can be developed. [47:07] We want to keep the businesses we have would like not to see them leave. [47:12] So that was expressed. [47:14] I also wanted to just say that on the 23rd or the 30th Washington County is going to have [47:24] a library facility, strategic plan, discussion, [47:30] and that their public works facility and Myers, [47:33] and they've invited elected officials to go [47:36] because they're gonna talk about how libraries fit [47:38] into the demographics, into helping the areas [47:43] that we have all grow. [47:46] And I plan on going to one of those sessions, [47:50] but if anybody else wants to go, we've been invited. [47:53] So it's in the Washington County library system, they're doing this facility, strategic facility plan across, and we've got our library right across the street, so they're looking at what we might want to do there. [48:11] That's all I have, is anybody have anything else we've got to go into a closed session, anybody has any additional comments from the council? [48:20] I know that we have two individuals seated in the audience who have not spoken to us yet, and we [48:27] got a closed session which everybody is going to be asked to leave the room. [48:31] So I don't know, Bridget, this is going to turn it over to you as the closed session when [48:36] we get to it. [48:37] Do you want us to close the session right now and we'll forward with that item number 11 or [48:41] do you want to have the people here have an opportunity to say something? [48:53] Okay. [48:53] do the talk at the Center, Mr. Sanchez. [48:56] Yes, you remember me? [48:58] We do. [48:59] Well, thanks for inviting us here today. [49:03] I just wanted to ask Kim and Brent to come up. [49:07] Briefly introduced them. [49:09] They're looking to invest in the community. [49:11] Help it grow. [49:13] And so they're looking to purchase a lot of Glenmarr. [49:17] And I thought I was going to invite him up, [49:19] and they can tell a little bit about their construction company, [49:22] what they plan on doing on the lot, give you a little context to the offer and then we can [49:27] discuss it in the closed-door meeting. Thank you. [49:35] Great. We've had numerous phone discussions, [49:37] but I haven't had a chance to meet them myself. [49:44] Oh, a little bit about yourself. Why, why, why [49:46] model me? What's important? Ah, model me. I definitely need a school district. Um, we, uh, my wife's [49:53] realtor, and I'm the contractor, so we're kind of the team that does this, and we just [49:58] we do usually just one home a year, whether it's a remodel or a tear down and rebuild or a new [50:07] construction. Not a lot of lots available, so it's been less new construction over the last 10 [50:14] years. We have a project, we're wrapping up probably in next couple weeks, in still water, right [50:19] the cell field and we're going to what we'd hope to do by purchasing this slot is [50:26] building the identical house. Since we have the blue prints and our plans and [50:32] everything and it looks like it does fit on a lot with the setbacks and the drainage [50:40] ditch I guess my main question was the setback that it started at the edge of the [50:45] drainage ditcher did it go to the property and they were able to answer a question that the drainage ditch is included in the setback. [50:55] So, the house of fit nicely on there and it's, uh, yes. [51:02] We love mine. I mean, we did a house few years back on Dalia. [51:05] Beautiful renovated that the people who have been absolutely loved it. We love the community and [51:12] We hope you accept your offer. [51:17] Thank you, Nick. [51:17] It's really common. [51:19] You want to share with them about the drainage. [51:21] Sure. [51:22] I can we can touch base. [51:24] I can use your contact info. [51:25] We can talk about it. [51:26] I just want to see the plans. [51:27] We can talk about whatever questions you had about that. [51:31] We're really not in there. [51:32] It's the tree issue. [51:34] Yeah. [51:34] Looks like there may be a couple of them that we probably need to re-plant [51:38] rest in pretty scrub trees and drainage really shouldn't be an issue I mean that's all [51:46] stuff we normally deal with on new construction so my remaining issue was that the [51:51] house that we'd wanted to build would fit in there and that that was answered so yeah [51:56] we'll go ahead with our offer okay if it's the neighborhood so the colors will be very pretty [52:00] nice new black windows everybody likes and a hand color yeah it's nice look yeah [52:06] Thank you. [52:11] Thank you. [52:12] Any comments? [52:13] Questions? [52:14] Thank you. [52:15] Thank you so much for being here. [52:16] We appreciate it. [52:17] And with that, we'll move into a closed session. [52:25] I do see one person in the audience. [52:27] I'm not sure whether you have anything that you want to add. [52:30] The conversation, okay. Usually, like not simply anybody else out, but I saw you come in and I would just want to make give you an opportunity. Thank you. [52:40] Thank you, guys. [52:44] We will move to a closed session and bridge it. Would you like to identify this closed session for someone to statute for us?
