[2:43] You want me to get up there or do you [2:45] want me to just sit? M. whichever you [2:47] prefer. I have a give this to you. You [2:51] can sit if you want. [2:56] » And it's a down arrow, right? [2:57] >> Yeah. [2:58] >> Okay. I always get those mixed up. [3:01] >> Cuz each one's different. [3:04] >> Well, this is uh like I said, this is [3:06] the presentation for um city council on [3:09] the 15th uh September 15th coming up. My [3:13] name is Mark Whitliff and we will move [3:15] along. uh planning commission. The [3:17] purpose of the planning commission is to [3:18] prepare and adopt physical plans for the [3:21] city of Manaste, review development [3:23] proposals, both private, public, and [3:26] it's [3:30] and is set forth in the Michigan zoning [3:32] enabling act. Meetings are the first [3:35] Thursday of the month at 5:30. Meetings [3:38] are open to the public and recorded and [3:40] shared afterwards. questions or comments [3:43] for the commission should be directed to [3:45] the planning and zoning administrator. [3:50] Um, run down the roster. Um, we had this [3:54] year Roger Yoder, 42 years with [3:57] planning, uh, passed away in [4:01] June. [4:03] Um, we miss him dearly. He was a a man [4:07] of many talents. He was a friend and a [4:10] mentor to us. Um and on the 15th uh the [4:13] city will be honoring him with a plaque [4:15] to his uh wife and children. Um on the [4:21] meeting, our first meeting after Roger's [4:23] passing in July, uh his wife Kathy took [4:27] Roger's seat and we presented uh Ro [4:31] Kathy with Roger's name plane plate, [4:35] excuse me. Um [4:38] and she was very appreciative of that. [4:40] So, um, we miss him. [4:44] Moving along, Marlene McBride of 16 [4:47] years on the planning. Michael Shansky, [4:49] eight years. Pam Winer, seven. Shelley [4:52] Roberto, six. Bob Slovenky, our vice [4:55] chair, 10 years. And myself, 16 years. [4:59] We um, Marlene and I are the old-timers [5:02] now. [5:02] >> Yeah, [5:03] >> we won't catch Roger, but you know, [5:05] we'll give it hell. So, uh, master plan, [5:10] uh, city planning commission guides a [5:12] master plan by helping establish [5:14] community long-term vision, ensuring the [5:17] plan reflects, uh, local priorities and [5:20] needs. Uh, site plan review committee, [5:23] which Pam and Bob are on, [5:27] um, and myself didn't know that. [5:31] >> I send them to you. [5:33] I just thought you wanted to send those [5:35] to me for the heck of it. [5:36] >> Oh, well, it's three of you. So, when [5:38] you only appointed two, I figured, [5:40] >> okay, [5:40] >> you assumed yourself. [5:41] >> You want my comments now? [5:43] >> I just go on on these guys. So, but [5:46] getting back to it. Sorry. Planning [5:48] Commission assist in the detailed review [5:50] of the site plans for new developments, [5:53] both commercial and industrial. Zoning [5:56] amendments. Planning Commission reviews [5:58] and recommends zoning amendments to [6:00] ensure the city's zoning aligns with the [6:02] master plan and community needs. [6:05] Special use permits. Planning commission [6:08] provides an opportunity for public [6:10] input. Evaluates special use permits to [6:12] ensure proposed uses are comparable in [6:17] with surrounding neighborhoods while [6:19] establishing conditions to promote [6:22] appropriate development. [6:25] And after this, if anybody has any [6:26] questions, Maddie can answer them. [6:31] Um, this year we completed the 2025 uh [6:35] master plan. Uh, we worked with Williams [6:37] and Works and staff to create uh the [6:40] master plan and that went out to [6:43] uh many different entities within the uh [6:46] county. [6:50] Projects this year that we've worked on. [6:52] 313 Maple, the Corner Vic, Jackson [6:56] Street, Tiny Homes, a PUD, 555 First [6:59] Street Youth Armory Project, Conditional [7:02] Reszone, [7:03] um economy, efficient housing overlay, [7:06] child care zoning amendments. [7:09] upcoming uh items that we will be [7:12] working on. 427 River Street or Water [7:14] Street, multiuse uh dwelling, 170 West [7:20] Coches Drive, mixed use, mixed use and [7:23] light industrial amendment and sign [7:26] enforcement. [7:27] My favorite. [7:31] And let's see, training education. Each [7:34] member of the planning commission goes [7:35] through um the uh citizen planner [7:40] series. Uh it's a six-h hour or as many [7:43] credits as they can get uh per year. Um [7:46] and I we all do that every year. So I [7:50] think we're all up to date, Bob. Right. [7:53] >> Yeah. [7:53] >> Okay. [7:55] So [7:55] >> I know [7:59] I don't have to go any further than [8:00] that, do I? Um, if you don't want to [8:02] answer any questions. [8:04] >> No, is that it? [8:05] >> Thank you. Is anybody have any [8:06] questions? [8:09] >> None. [8:09] >> Okay. [8:10] >> And then Mark and I will do ours on the [8:13] same day so I can breeze through this [8:14] pretty quick. I will be doing the update [8:17] for planning and zoning or the community [8:20] development department as a whole. um [8:23] consisting of Jerry, our boss, community [8:26] development director, myself, planning [8:28] and zoning administrator, and Jackie, [8:30] our administrative assistant. We handle [8:33] rentals, short and long-term, land use [8:35] permits, sign permits, driveway permits, [8:38] building permits, trade permits, [8:40] business registration, enforcement, and [8:43] then between Jerry, Jackie, and I, we [8:46] manage the historic district, planning [8:48] commission, NRBC, and ZBA boards and [8:51] serve as the liaison for those. [8:56] Little rundown of comparison 2025 to [9:00] 2026 permits. [9:02] Planning and zoning, we have 60 permits [9:05] so far for the year. We had 55 total in [9:08] 2025. Building, we're at 81 for the year [9:11] with 108 last year. Historic district, [9:14] 12 for the year with 15 last year. [9:17] Business registrations, we had 15 this [9:20] year and 28 last year. I think Heather [9:22] uh was kind of knocking doors down to [9:25] get those last year. Long-term rentals, [9:27] this was also one that we saw some [9:30] change with. We have 140 this year and [9:32] 59 last year. That is because we are [9:36] requiring all rentals to reregister now [9:39] when they get an inspection. So they [9:41] update their contact information, [9:43] provide updated insurance, and therefore [9:46] 59 might have been new, but there were [9:49] probably closer to 150 that were [9:51] inspected that year. Um, and then [9:53] short-term rentals, we're at 165 [9:56] certificates, which is technically the [9:58] cap, but that is split between the capex [10:01] exempt area and the total area. So, I [10:04] think we're at about 100 in the cap. So, [10:08] 65 remaining. [10:12] Oops. [10:14] Um, I'm not going to go over this again, [10:16] but this was also a big part of what our [10:18] department worked on this year. Um when [10:20] I started back in October, we had just [10:23] received the draft of this master plan [10:25] and so we worked through um the editing [10:28] phase which we got quite a few extensive [10:31] edits and worked with William and Works [10:33] on updating those and then took it [10:35] through adoption and the public review [10:38] period. [10:41] Another little breakdown of the three [10:42] zoning amendments that we had this year. [10:45] The first being economy efficient [10:46] housing. Um, I've actually gotten quite [10:50] a few phone calls. I believe there are a [10:52] couple lots on the market that would [10:55] qualify for this, whether they have an [10:57] existing house that people would be [10:59] looking at taking down due to um, [11:03] existing conditions or there's one I [11:05] know that just has a garage on it that [11:08] has just been a non-conforming lot and [11:10] is up for sale. So, couple of eligible [11:12] lots. George, who is here, just got the [11:15] permits for the house off Kaziasco at [11:18] the old land bank property. Um, so [11:21] that's exciting and that will be the [11:23] first economy efficient house child care [11:26] amendments. Um, I believe based on what [11:29] the community foundation shared, we were [11:31] I think she said the first community to [11:34] officially get through that process and [11:36] adopt those. So that's good. that I [11:38] think it's a good um leeway for the rest [11:41] of the county setting a good example and [11:43] I've had a couple people reach out about [11:45] that as well. And then tonight's agenda [11:49] item is mixed use in the light [11:50] industrial district which we've talked [11:52] about a couple times. [11:55] Update on the chill grant. We are [11:57] reaching our end of September official [12:00] final deadline. Our total costs for [12:04] project work is going to be 46,749. [12:09] We were allocated 450,000. [12:13] Um, [12:15] actually, I think it's slightly above [12:16] that. I could be wrong, but ultimately [12:19] where we're at is each house was offered [12:21] the full 25,000, which would have equal [12:23] 450,000. So, we have 18 homes. We are [12:27] completely done with 14 of those 18. [12:30] Some of the projects include roof [12:32] sighting, um, porch repairs, walk-in [12:35] showers, windows, new furnaces and water [12:38] heaters, sopet and fascia replacement [12:41] and electric work. Our deadline is the [12:44] end of September for all projects to be [12:47] complete and paid for. And then we'll [12:49] have an additional month to do all of [12:50] the admin work. This will also include a [12:53] public hearing at a city council meeting [12:56] where we'll do a more indepth review of [12:59] the chill grant and some before and [13:01] after pictures um based on you know [13:04] homeowners being comfortable. Here's [13:06] some after pictures of windows. We did [13:09] some basement floor and then um a new [13:12] walk-in shower. [13:14] As far as upcoming projects go, again on [13:17] the agenda tonight we have the amendment [13:18] for the industrial parks. I believe [13:21] there's also some interest and maybe [13:23] some amendments over in the general [13:25] industrial district. We'll likely be up [13:28] for discussion at some point in the [13:30] upcoming year. Jerry and I are being [13:34] brought up to speed on the walkability [13:37] program the city is working on with safe [13:39] routes to school. [13:41] Um they are pretty far into that. So [13:43] hopefully getting some accessible [13:46] sidewalks along Maple. Um maybe some [13:50] bike opportunities whether it's a bike [13:52] lane or sheros. Um some better [13:55] crosswalks where they marked that kids [13:58] cross to get to school. They did a a [14:00] school audit for that. Um chill grant [14:02] round two. We once we wrap this up will [14:06] hopefully be applying for another round [14:09] um based on communication with Julie [14:11] who's our liaison with MISTA. She has [14:15] hinted at potentially some vacant rental [14:18] programs coming up in the winter cycle [14:22] which would be eligible for our downtown [14:24] district. So some of those rentals above [14:27] the commercial space could be eligible [14:29] for that if that's ultimately what we [14:32] end up pursuing. And then sort of paired [14:34] with that vacant commercial space, um [14:37] Jerry and I have met with the ordinance [14:40] review committee and some [14:42] recommendations from the DDA of some [14:45] sort of approach to managing vacant [14:49] buildings downtown or within the rest of [14:51] the city, whether that be some sort of [14:54] ordinance amendment or Jerry and I and [14:57] working with the DDA to maintain a list [15:00] and um track communication and sort of [15:03] make a long-term plan there. So, that's [15:06] definitely up for further conversations [15:08] in this upcoming year. And that's all I [15:11] got. [15:13] >> Thank you. [15:17] » Okay, moving along. Public hearing [15:20] Z26-03 [15:22] mixed Use amendment in the light [15:24] industrial. [15:25] >> Um, you've got a copy of what this would [15:28] look like in your packet. Um, same with [15:31] at the last meeting. It's the exact same [15:33] language. This would allow for mixed use [15:36] as a special use in the light industrial [15:38] district. Um, it would still require [15:41] going to a public hearing and neighbors [15:43] be notified, but I think it aligns with [15:45] what the master plan describes that [15:48] district as, which is sort of an [15:50] innovative business mixed use with some [15:53] industrial still remaining. [15:56] I mimicked the language for other [16:00] commercial districts as far as minimum [16:04] living area and I removed the maximum [16:08] building size because I think that sort [16:10] of inhibits some of these developments [16:13] and also a lot of those special uses [16:15] that are already listed there I don't [16:17] really think um need a max a minimum [16:21] building eyes. [16:26] » Okay. [16:29] Any comments? [16:31] >> No. [16:32] >> Any anything, Arlene? [16:35] No. Okay. [16:38] Um, any comments from the public [16:41] on this? [16:43] Nothing. Okay. [16:46] So 5:46 we'll close that public hearing [16:50] and then go to the open public hearing [16:52] at 5:46 [16:56] for the 427 Water Street uh mixeduse uh [17:00] dwelling [17:01] >> multi-unit dwelling [17:02] >> multi excuse me multi multi-unit [17:05] dwelling. If the applicant could please [17:07] come up to the podium. [17:20] » So if you could run through what we have [17:22] everything here, but if you could run [17:24] through it, please. [17:25] >> Sure. As far as uh the redevelopment of [17:27] the building or [17:28] >> Yes, sir. [17:29] >> Sure. So, currently it's a vacant [17:31] building. I purchased uh Kitty Corner [17:33] here. Um, the intention is to [17:35] rehabilitate it back into a usable [17:38] building. Four units, two two-bedroom [17:40] units and two one-bedroom units. [17:46] Okay. [17:47] Um, [17:52] see, [17:55] >> do you have a time frame when you want [17:56] to start? [17:58] >> I mean, once you guys approve me? [18:01] >> Well, yeah, that always helps. Uh [18:04] I guess uh right now I am already [18:07] getting coding. So I'm waiting on the [18:08] mason. I don't know if he can start this [18:10] fall or early spring to do the masonary [18:13] repairs. Um I already have painter lined [18:16] up to do the exterior. And then I [18:19] already talked to Jerry. I believe I can [18:20] start demo any time now. The interior uh [18:25] the exterior has to go through historic. [18:28] going over some paint colors with them [18:30] and then u I guess once that's approved [18:32] I think I'll be good to move forward [18:35] >> in the interior it's an older building [18:38] of course it's been I think the [18:40] telephone company years ago [18:43] >> um [18:44] lead paint that that allated in there or [18:48] >> so there was asbestous there was a [18:51] report done by the previous owner of the [18:53] building and all the [18:56] I'm going going to mess this term up. [18:58] Anyway, the bad asbestous was all [19:00] removed already and [19:01] >> abdated or removed. [19:03] >> Yeah. So, that was previous to my [19:04] ownership. Lead paint, I don't know if [19:07] it was tested for that. I'm unaware. Um [19:10] the original windows are going to stay. [19:12] So, we're not going to because they're [19:14] historic, right? So, it's just going to [19:15] be a repair of the windows. [19:19] >> Okay. [19:20] Has there been any because that [19:22] building's a little older, any water [19:24] intrusion? [19:26] It looks like there was Yeah. Yep. Uh it [19:29] looks like more around the foundation [19:30] there was some water intrusion. Yeah. [19:33] The mason's supposed to take care of [19:34] that. [19:34] >> Okay. [19:35] >> In his scope of work. [19:37] >> I mean it's a it's a great plan. I [19:39] >> Yeah, I know. Um [19:40] >> for the area [19:41] >> part of it is required for fire [19:45] suppression will be part of the project [19:46] required. [19:48] >> Um and it'll be complete interior rehab. [19:51] >> So gutted. I think you guys should have [19:54] a copy of the plan. [19:54] >> Yes. [19:55] >> Yeah. gutted and completely gutted and [19:57] new interior walls. Any supporting [19:59] structural would stay. Um, but aside [20:01] from it, structural, [20:05] >> you know, we've been looking at trying [20:07] to get that building rehabilitated since [20:09] I've been on the the commission, and [20:12] this looks like the most doable plan [20:15] that I've seen. [20:16] >> Thank you. [20:17] >> I mean, I I like the the floor plans. I [20:19] think uh I think they're very doable. U [20:22] going to be a lot of work, though. Yeah. [20:24] >> Not going to be cheap, I'm sure. [20:26] >> For sure. Yeah. [20:27] >> Um, one of the things I the only [20:30] question I have if I can ask is what [20:31] about parking? What's the plan? [20:33] >> So, that's something I've already talked [20:34] to Jerry about. Um, [20:37] I want to say extensively, but we've had [20:39] a few discussions about it. Um, the lot [20:42] to the east there, I own that as well. [20:44] That was part of the when I bought the [20:46] building, the lot as well. Um, I'm [20:49] concerned about the cost to create that [20:51] into parking. So right now I have that's [20:54] not part of the plan as of today. So [20:58] street parking is the option right now. [21:00] The second option is uh talking to I [21:02] think Z carts and maybe see if I can get [21:05] some I mean uh Jerry suggested I talk to [21:09] the owner of that and see if I could um [21:10] possibly set up a lease for a few [21:12] parking spaces to try and alleviate road [21:14] parking. So but I haven't met him or [21:18] talked to him yet. [21:22] Um, but as of right now, road parking, [21:24] um, the future plan, uh, after maybe [21:26] construction, I can see how this goes. [21:28] Um, convert that lot into parking that's associated. [21:31] >> So, I'm just curious, would it be what's [21:35] the is the issue the retaining wall that [21:37] you would be required or [21:39] >> well, [21:40] >> just the general excavation of that? [21:42] >> Yeah, the general excavation. Yes, [21:44] there'd be retention. I'd have to do [21:45] retention along the back for sure [21:47] because of the height difference. And [21:49] then actually probably along the east [21:50] side as well where those cedar trees [21:52] are. Um I'd probably leave those and [21:54] just put retention there. So I'm [21:56] actually meeting an excavator tomorrow [21:57] to discuss that option as well. He was [22:00] supposed to get me pricing already and I [22:02] have not received that yet. So [22:03] >> what what would the how many spaces do [22:06] you think you would get? What's the [22:08] >> I I think I could get eight spaces in [22:10] there to be honest. Um maybe even 10, [22:12] but I haven't physically measured it. [22:15] Um [22:16] >> I thought that area would be nice for in my own mind anyway nice courtyard for [22:20] your tenants. [22:21] >> Yeah. [22:22] >> Just kick back and have a nice [22:24] >> green space. [22:25] >> Yeah. [22:25] >> Um but you know parking of course [22:27] >> parking is always [22:28] >> Yeah. Yeah. Jerry informed me that [22:30] parking was a premium [22:32] >> that would be uh discussed. So [22:34] >> yeah. [22:35] >> So I told him it's in the plans but um [22:37] the cost to construct uh it the numbers [22:41] have to make sense. [22:43] So, [22:44] >> it'd be nice to get that going. Now, is [22:47] the project funded, fully funded now? [22:50] >> Oh, I mean, I'm personally funding it, [22:52] so yeah. [22:52] >> Okay. [22:53] >> Right. [22:55] >> Yeah. [22:56] >> No, it's it's it's needed. Uh nice [22:59] housing. It's [23:01] >> Yeah. [23:01] >> The way you have it laid out, it's it's [23:03] very nice. [23:04] >> Yeah. The architect did a great job on [23:05] the on the prints. So, [23:08] >> so my no my compliments anyway, but I I [23:13] Bob and I are on the site plan review. I [23:16] was very impressed with the way you've [23:17] got the apartments laid out. [23:19] >> My only concern was the funding. Sure it [23:23] gets the project gets finished. But I [23:25] think it's a good idea and that's [23:26] definitely [23:26] >> Yeah. The only thing I had was the [23:28] parking issue and I forwarded that to [23:29] Maddie. My concern on that and she [23:32] answered my questions on that and your [23:33] answer is more than [23:35] >> Yeah, [23:36] >> that's just a my standpoint and I like [23:39] what Mark was talking if you find some other way for some [23:43] long-term parking somewhere, that [23:44] wouldn't be an ideal park for the [23:45] attendant for the tenants there. [23:47] >> Yeah, for sure. My intention on the on [23:49] the back section, so between the well [23:52] the old Bell Telephone building, that [23:53] one, the heart building, and the 182 [23:55] building there, I was planning to put [23:57] some livable space back, not livable, [23:59] outdoor space back there. Um, it's all [24:02] just overgrowth and everything. So, [24:03] shrubbery and put some chairs out there [24:05] and stuff. [24:07] >> I have to keep garbage contained back [24:09] there as well. So, [24:11] Arlene, you have anything? [24:13] >> I think it's a great idea. That building [24:15] has come before us with all kinds of [24:18] things going to be done and never did. [24:20] And uh I think it will be a great use of [24:24] what your plans are. [24:26] >> Yeah. Thank you. [24:27] >> And um and that's a great location for [24:30] people to walk and everything else down [24:33] there. So I'm happy to see this coming [24:37] through. [24:37] >> Thank you. Yeah, the staff from the [24:40] outsiders will probably all move in, [24:43] >> right? [24:45] >> No, you know, with this project going on [24:47] and then the redo of River Street West, [24:51] uh, making that more into a [24:55] say here, [24:57] >> pedestrian federally. [24:59] >> Yeah, pedestrian. You could have little [25:01] festivals in that area. You can put the [25:03] traffic biards in to close it off. Um, [25:08] it's going to it up [25:09] >> for sure. [25:10] >> Especially with the development on the [25:11] old Chipua Hotel grounds. [25:14] Yeah, [25:17] >> very nice. [25:17] >> Yeah, thank you. [25:18] >> Yeah, [25:19] >> thanks so much. [25:19] >> Yep. [25:24] » Now, any comment from the public on [25:27] this? Please come up to the podium. Name [25:30] and address, please. [25:34] >> Andrew Stafford, 400 River Street. I'm a [25:36] director of economic development with [25:38] the Chamber of Commerce and in that role [25:40] I serve as the point of contact for the [25:42] Downtown Development Authority. Just [25:44] wanted to speak in support for this [25:46] project. Uh Mick, as you mentioned, uh [25:50] the last two years, two and a half years [25:51] that I've been here, I've talked to four [25:54] different potential buyers of that site [25:56] and each of them only proposed [25:59] residential. There's never been any type [26:01] of commercial proposal for that site. [26:03] And I I truly think that residential is [26:05] probably the highest and best use and it [26:06] fits the character of that section of [26:08] the the DDA district with the property [26:11] directly to the east being all [26:13] residential. Um and so I would just like [26:15] to show the DDA support for this [26:17] project. It would be an amazing [26:19] investment and into this uh area of the [26:22] district. And Mark, as you pointed out, [26:24] uh, on the heels of the streetscape [26:26] project and some new businesses on that [26:28] west end, um, it's really going to help [26:30] round out that that area of the district [26:34] and so I just want to support the [26:35] project. Thank you. [26:36] >> Thank you. [26:38] >> Anyone else? [26:43] » Okay, we'll go into discussion. [26:46] >> Do you want to close the public hearing? [26:49] >> Close the hearing first. [26:50] >> Okay. We we will close that portion of [26:52] the public hearing on 427 [26:55] Water Street. It is 556. We'll go into [26:59] discussion. [27:01] >> Public comment on agenda related items. [27:04] Pardon? [27:04] >> Public comment on agenda related items. [27:06] >> Okay. Sorry. Public comment on agenda [27:09] related items. [27:11] >> What about old business? [27:13] >> About the old business? [27:14] >> Not yet. [27:15] >> We're not. [27:16] >> Not yet. [27:16] >> Down the line. [27:17] Bob. Uh all comments and [27:20] handouts from the speaker will at the [27:22] podium will go through the chair. If [27:23] there cannot be uh any interaction [27:25] between the podium and audience, these [27:27] rules cannot be followed. The chair can [27:29] adjourn the meeting. You have up to five [27:31] minutes. Uh anyone interested to have [27:34] anything come to the podium name and [27:35] address please. [27:39] Okay. Now we'll move along to new business Z26-03 [27:47] mixed use amendment in light industrial. [27:51] >> I think we move along in the right [27:53] direction on how it is going to help in [27:56] the long run. [27:59] » Nick, [27:59] >> I mean the district's been there a long [28:01] time and it has not been fully utilized [28:04] and I've heard a number of people saying [28:06] geez why wouldn't we put housing there? [28:08] So now we're putting housing there [28:10] potentially. So I think we're listening [28:12] to the public and I think the public has [28:14] got a right to have some housing in that [28:16] area and uh [28:19] >> like I said good for business. [28:20] >> Yeah, I agree. It has has been [28:23] underutilized for many many years. [28:26] >> Well, since we moved to town in '09, I [28:29] think there's only been like one new [28:31] building going up there. Yep. [28:33] >> Yeah, it's Yeah, it desperately needs to be used more [28:37] efficiently. [28:38] >> Yes, Marlene, [28:40] >> I agree with everything and I'm happy to [28:43] see something finally [28:46] being used over there. [28:49] >> Okay. [28:51] Um, [28:53] with that, is there a motion to approve [28:54] or deny? [28:56] >> Uh, recommend to council. [28:58] >> Recommend. [28:58] to council. I [29:00] >> I will [29:02] Motion to recommend to council approval [29:04] of uh the uh amendment changes for light [29:08] industrial mixed use. [29:10] >> Okay, [29:10] >> I'll second it. [29:11] >> Second motion by Mick to recommend to uh [29:15] councel. [29:16] Second by Bob. Any further discussion? [29:20] None. Please take role. [29:23] >> Yes. [29:23] >> Commissioner, [29:25] >> yes. [29:25] >> Commissioner Winer, [29:26] >> yes. [29:27] >> Commissioner McBride, [29:28] >> yes. [29:29] >> Whitler, [29:30] >> yes. [29:31] Motion approved. Thank you. 427 [29:35] Water Street multi-unit dwelling. [29:39] Do a motion to take that to council. [29:42] >> That'll you guys can approve that. [29:43] >> Oh, we don't need it. Okay, [29:45] >> that's us. Okay, [29:46] >> just us. [29:47] >> All right. So, motion to approve or deny [29:50] this. [29:50] >> I make a motion to approve the plan as [29:52] is. [29:55] >> Go ahead. [29:56] >> Second. [29:57] Okay. I'll um write up some [30:00] conditions based on DPW and engineer [30:05] comments in the site plan review chain. [30:07] >> So I'll just sort of tweak those that [30:09] you know he has to coordinate with DPW [30:12] for the fire suppression [30:13] >> most and most of those were pretty [30:15] standard stuff anyway. [30:17] >> But the parking too I think really still [30:20] needs to be kind of [30:21] >> solidified if I'll I'll say I mean he [30:24] doesn't have to provide parking in the [30:26] district. I know, but it's [30:27] >> um but I'll request I'll write up [30:29] something to share parking plans or if [30:32] he paves that, you know, we'll have to [30:35] go through the review of the striping [30:37] and the size there. So, [30:39] >> we'll keep a copy of that decision. [30:44] >> So, we have a motion [30:46] approved by Bob, second by Mick, uh with [30:49] the conditions that Maddie will put [30:51] forth. Um [30:54] roll call, please. [30:57] Commissioner Sinski, [30:58] >> yes. [30:58] >> Commissioner Zanski, [31:00] >> yes. [31:00] >> Commissioner Warner, [31:01] >> yes. [31:02] >> Commissioner McBride, [31:03] >> yes. [31:04] >> Chair, [31:05] >> yes. Motion passed. Congratulations. [31:10] Old business. Feather flags. [31:16] » Leave your feather flag. [31:18] >> Yeah. Um, I've sent out letters to the [31:20] businesses on 31 with them. It's still [31:23] the same problem of the business that [31:26] has had it the most. And I resonate with [31:29] this. If my neighbor can do it, why [31:30] can't I? And so, ideally, they'll all [31:34] come down. I did write up some language [31:36] about I think um special events in the [31:40] city. Either maybe we include something [31:43] on the application that they're not [31:44] allowed or this is waved because they're [31:47] already going through council. But every [31:49] special event is going to have feather [31:52] flags because they're there for a day [31:53] and they're coming in from wherever. If [31:56] we had like a parasailing or catamaran [32:00] race and they had 12 when I was on my [32:03] walk walking down by the beach and so [32:05] things like that that I might not see, [32:08] but those aren't permanent. They're just [32:09] setting it up for this event that [32:11] they've already gotten approval for. [32:13] Maybe we consider that something [32:14] different. you know, I'm not out there [32:16] on a Saturday to see all of these, but [32:19] it still kind of is, well, if my [32:20] neighbor can do it, why can't I? That [32:23] sort of thing. And I think that applies [32:25] to a lot of temporary signs, but feather [32:28] flags we do have the strictest language [32:30] on. [32:32] Um, [32:35] and we talked about special events that [32:38] don't go through council. So, private [32:40] property special events like if [32:43] a business has a band or when Scoobies [32:46] like does their own farmers market, [32:48] things like that. Those are private. [32:49] Those don't go through any really [32:52] approval from the city if it's just [32:53] during operating hours. [32:58] Those were the language suggestions I [33:00] wrote up. But otherwise, that's my [33:02] update is I've sent emails and letters [33:06] week and a half ago to all the [33:08] businesses on 31. [33:10] >> Do you still go in with Labor Fest? [33:12] >> Yes. [33:13] >> Do they use feather flags? [33:15] >> No. And and we we'll we basically only [33:18] put our flags out like um like a lot of [33:22] people on the day of the event. [33:24] >> Okay. [33:25] >> Other than the banners that we have [33:26] approval for think there's one coming [33:29] into River Street. [33:31] >> Okay. [33:31] >> And there's a few others on private [33:33] properties, but uh but we use the you [33:37] know the basically the sandwich signs on [33:39] people's just like you would for an [33:41] election. [33:42] >> Okay. All right. [33:46] Well, thank you. Uh, public [33:48] comments, communication. [33:51] There's anyone in the audience that has [33:53] anything, please come to the podium. [33:56] No. Okay. [34:00] Staff board reports. [34:06] I included a permit list. I think I [34:09] forgot the certificate list, but I don't [34:11] think it's changed much since the last [34:14] meeting. Couple key things. We issued [34:18] the building and land use permits for [34:21] the tiny developer house off of [34:25] Kaziasco. [34:26] Um I believe that's going to be single [34:28] family now instead of the duplex. [34:31] um due to [34:34] not wanting to have sort of that [34:36] oversight that they're going to have to [34:37] do at Jackson for two separate owners [34:40] within a building. Um this will just be [34:42] able to be for sale to one owner. [34:46] Plans are looking good. Um that I think [34:49] will be exciting and hopefully [34:51] coordinate with George when they get [34:53] work started there and do some sort of [34:55] maybe a groundbreaking or invite the [34:57] commission to come out. I know that'll [35:00] be really exciting for both the land [35:01] bank and the city. Um, like I said, I've [35:04] had a lot of calls about other [35:06] properties and I've been met with a lot [35:08] of positive feedback that, [35:11] you know, this is going to bring more [35:13] housing and this is making people more [35:15] willing to invest or buy some of these [35:17] smaller lots and um, you know, maybe [35:21] redo the house because the foundation [35:23] just isn't repairable at that point. So, [35:26] happy about that. Um, if anyone has any [35:29] questions on the permit list, I'm happy [35:30] to answer them. [35:33] And I meant to include the plans for [35:36] Kaziasco, but I think I forgot. But it [35:38] is the same, relatively the same as the [35:42] single family for the Jackson Street [35:44] house. So, I think that'll also be a [35:46] really good model of how that's going to [35:48] look and for George and for Tiny, how [35:51] financially that's going to work with [35:53] Lakeshore and sort of how those numbers [35:55] are going to come to fruition. Um, [35:58] getting this slightly lower [36:03] I can't think of the word scale project [36:06] >> affordability. [36:08] >> Yes. Yes. but also, you know, he has [36:10] more time with this one versus the [36:12] timeline of the PUB and the utility [36:15] constructions that he has over there. [36:17] That's going to be a really big [36:18] investment. So, being able to see this [36:20] one come to fruition first for both Tiny [36:23] and I think for the commission will be [36:25] good. And hopefully we are involved [36:27] along the way and can bring some updates [36:30] once that work gets started. [36:35] » Jackie, you have anything? [36:38] No. Okay. [36:40] Um, meetings training attended by [36:42] members. Anything? [36:46] >> No. [36:47] >> Marlene, anything? [36:48] >> No, [36:48] >> I got to call you. I will. [36:50] >> Yeah. [36:50] >> I keep forgetting. [36:51] >> She's going to set me up. [36:53] >> All right. Me, too. If it's something I [36:55] haven't seen [36:56] >> the data centers, [37:01] » there is a new series. [37:02] >> I can send it to you, too, if you'd like [37:03] to watch it. I have the link. [37:04] >> Haven't they? The data centers and [37:06] There's new legislation [37:10] >> I believe. I'm not familiar with it, but [37:12] I believe there is. [37:12] >> They've got a it was in the paper in the [37:14] bill [37:17] >> something with the tax credits. I think [37:19] that changed a bit. [37:20] >> Well, also and some statewide rules on [37:23] data centers. [37:24] >> That that was all in that presentation [37:26] that we we got. Yeah. [37:27] >> All the statewide rules were in that [37:29] presentation. [37:30] >> So, but I don't know that they have been [37:31] approved yet, but uh I don't know what [37:34] the status would be in between. [37:39] I don't think so. I don't think [37:41] >> I'll have to reread that one. I didn't [37:43] finish it. I got called away. [37:45] >> But there Yeah, there's new new ones [37:47] coming out online now, I think, in [37:48] October. Um [37:50] >> the comprehensive list [37:53] >> they do. So, what they they just send [37:55] out the recordings of all of the ones [37:58] they did through the year. Um I think it [38:01] was November, December. [38:03] >> Okay. [38:04] >> They send it out. So last year I [38:06] purchased one pack and they said it was [38:10] okay if we shared it with the group. So [38:13] >> we can do something similar. [38:14] >> All right. Very good. [38:17] Member discussion. Marlene. [38:22] >> No, I have nothing at this time. I I [38:25] just like to know what's happening with [38:28] the old um army surplus. It seems like [38:31] it's been at a standstill. what their [38:34] plans are to [38:37] start. When are they going to start [38:38] doing something in there? [38:40] >> The Ringo oil building. [38:41] >> Ringo Army Surplus was across the [38:44] street. [38:44] >> They were breaking ground this week. [38:47] >> Were they? Cuz there's still cement. [38:49] >> Yeah, they were [38:50] >> Oh, down the right one. [38:53] >> I I think Katie the land bank took it [38:56] down. That one [38:58] >> or No. [38:58] >> Yeah, the land bank was one that was [39:00] running. Yeah, I think they've been [39:01] working with different contractors and [39:04] it's just been a slow process of getting [39:06] that cleaned up, but um when I talked to [39:09] her recently, she was optimistic it [39:11] would be soon. [39:12] >> Now the fence is gone, which looks [39:14] better. [39:18] » Anything else, Marlene? [39:19] >> No, that's Pam. [39:22] >> No, not really. [39:23] >> Okay, Nick. Well, the only thing is, you [39:26] know, they we talk about walkability, [39:29] uh, but we have an issue with with [39:35] drivers not respecting the the walkways. [39:40] I I mean, eventually it's going to I [39:43] watched just today I watched a young man [39:46] coming back from school trying to cross [39:48] 31 on Sixth Street and he ended up started at he he must [39:57] have waited there at least 10 minutes [40:00] trying to get across fifth street. Every [40:01] time he would try there would be a car [40:03] coming in or to coming from another [40:05] corner. He ended up starting walking [40:08] towards First Street. I don't know how [40:10] far he went, but [40:13] I always thought the rule was if you [40:15] step into a crosswalk, traffic is [40:17] supposed to stop even on a state [40:19] highway. [40:20] >> I couldn't. [40:21] >> No. No. [40:22] >> So you can run over somebody if they're [40:23] in the crosswalk. There's no [40:25] >> require fault for hitting them. But if [40:27] the crosswalk is not having a sign [40:29] saying [40:29] >> Oh, it is [40:31] if it needs to have a signage saying [40:35] >> pedestrians. It doesn't have that [40:37] signage. [40:38] >> You know, I travel other places and I'll [40:40] give you example. I was in Portland, [40:42] Maine. Heck, if if I was close to a [40:45] crosswalk, they stopped. [40:47] That just doesn't happen here. And I [40:49] think part of that is maybe we don't [40:51] have the right regulations or maybe we [40:53] just don't, you know, have a good [40:56] education. We had brought up this a [40:58] couple years back and we wanted a [41:02] crosswalk down by the Catholic school [41:05] there [41:06] >> cuz that's such a bad section there and [41:09] kids crossing to the high school or the [41:12] Catholic school and that and I don't [41:15] know what ever happened to it but [41:17] nothing ever surfaced but getting [41:19] >> I know along the highway there's only [41:21] about two signs that says uh crosswalk [41:24] ahead and There's only two of them. So, [41:28] one's on eighth street [41:29] >> and I'm not sure where the other one's [41:31] at. But that was the only ones that are [41:33] >> The other one's at Fifth Street. [41:34] >> That's the But it doesn't matter. [41:36] >> If he's crossing at six, that's not the [41:38] that's not they so they would almost [41:40] need one at every block where there's a [41:42] cross. [41:42] >> But even at Fifth Street, nobody I mean [41:44] literally nobody will stop. [41:47] >> Yeah. But that but the ones that are [41:48] marked where they can get uh duty law [41:52] enforcement on them. Um [41:54] >> but also you know some of our uh the [41:57] example on uh River Street the crosswalk [42:01] if you're crossing across US 31 you have [42:04] to be you know a track star because [42:07] three steps into it and it's flashing [42:09] you that it's your time is up and people [42:13] are very um [42:16] anxious to make their left and right [42:18] turns. Those are the ones that make it [42:20] most dangerous. [42:23] Anyways, I just wanted to [42:25] >> say my piece about people, you know, [42:27] again, we're not going to have [42:29] pedestrian friendly if if we can't [42:31] figure out what we're going to do with [42:33] crosswalks. [42:34] >> Um M DOT is increasing, I believe, the [42:37] number of crosswalks on 31 in their [42:39] project, and they're expanding the [42:41] sidewalk the whole way um down by MCC. [42:44] That's going to be a whole new section [42:47] over there. That intersection is going [42:49] to look completely different as far as I [42:50] know. And then Maple Street, that is [42:54] what this safe routes to school grant is [42:57] going to be focused on. Um Jerry and I [43:02] literally a week and a half ago kind of [43:04] got involved in the project. So, I don't [43:07] have all of the facts, but from what it [43:10] sounds like, when [43:12] we started this and Spicer drew up the [43:15] designs for the Maple Street project in [43:17] the Milanfill, they had some increased [43:21] sidewalks and um crosswalks, some [43:24] bumpouts, some ADA [43:26] um ramp, not ramps, but you know, some [43:28] better quality sidewalks that are more [43:30] ADA friendly. and it was way far out of [43:34] the M dot budget for that project. And [43:36] so with the safe routes to school grant, [43:39] those are going to be the details that [43:41] ideally will be implementing. Um, [43:45] however, Spicer isn't doing those prelim [43:49] plans because of how this grant works. [43:51] It's going to be a different firm, so [43:53] they don't have those done yet. Um, so I [43:56] don't know exactly what is included in [43:58] them. We just yesterday met with the [44:01] safe routes to school coordinator for [44:03] the region, but hopefully some of those [44:06] um increased safety measures are going [44:09] to be included. And then Jerry and I [44:11] went to a conference down in Hart [44:16] two weeks ago and Tracy Davis's daughter [44:19] organized it and so she invited us and [44:22] it was pretty community specific to Hart [44:24] but we were able to attend and um Mark [44:26] Fenton was there who is a walkability [44:28] expert and he was he was really [44:31] wonderful and had a lot of great ideas [44:34] for slowing down traffic and things like [44:37] that. And so hopefully if we don't see [44:39] those in some of these prelim plans, we [44:41] can work those in because, you know, you [44:44] can only do so much about cars and the [44:45] cops can only do so much when they're [44:47] out patrolling. So things like that um [44:50] hopefully will be included, but until we [44:53] see the the plans, I don't really know. [44:54] And I didn't see Spicer's plans for [44:56] Maple Street either, so we will see. [45:07] Nothing really much I can think of. I [45:09] just remembered well we went to one of [45:12] the meetings with MDOT at the uh [45:14] college. [45:15] Uh I made sure I talked for their [45:17] engineer there and but Manassy's in one [45:20] man county one district. Mason County is [45:22] the next and neither district knew the [45:25] other ones were doing projects next year [45:28] up next to each other because US 31 and [45:32] just south of county line is going to be [45:34] redone also. They're in the process of [45:36] working on the detour for town line [45:39] quarter line to bring them up that way [45:43] on that district. That's another MDOT [45:45] district. So I made them aware of it at [45:47] the time and I haven't heard anything [45:49] back from them on it. So there's [45:51] possibly two big projects going in [45:54] >> that area goes 31 next year. [45:57] >> What's their timeline? [46:00] >> I didn't have I haven't talked to Keith [46:02] down the Mason County one, but with the [46:05] meeting we had at the Mass one, they're [46:09] starting next next spring next April. [46:12] >> They're starting on that side. They're [46:13] starting [46:14] >> on the same side that South side. [46:16] >> Can I say one thing? [46:17] >> Sure. I'd like to congratulate Bob and [46:20] all the firefighters from Grant [46:22] Township. They worked for days and hours [46:25] and they had everything set up to their [46:28] fundraiser to get equipment for the fire [46:31] department. They did a wonderful job. I [46:34] know you put a lot of hours into that. [46:39] >> You say that every year. [46:43] >> What? Well, when you when you're there [46:46] five nights before the thing even starts [46:49] and you spend all day, two days there. [46:51] >> About a half chickens running around, [46:52] Bob. So, [46:54] >> you sell that. [46:55] >> We made a thous we cooked for a [46:57] thousand. [47:00] » And you had how many people? [47:02] >> Just over 800. [47:03] >> Okay. Very good. Worthwhile. [47:06] >> And we sold a lot of the chicken people [47:08] after. [47:09] >> Bob got to eat finally. [47:10] >> Yeah. In the senior center, you had our [47:13] leftover desserts. [47:14] >> Yeah. Thank you. Thank you. [47:17] >> Yeah, we did a lot lot of desserts left [47:19] over and [47:21] Marlene was at the senior center when I [47:23] was food was coming from. [47:24] >> Yeah. And he I left my carrier when I [47:27] donated cupcakes and stuff and he had [47:31] delivered it back to me. So, [47:34] >> he's a good boy. [47:35] >> Yeah, [47:36] >> it's a good event. And then we got [47:38] filers from uh Halloween stuff coming up [47:41] soon. [47:42] >> Oh [47:44] >> yeah. No, not the No, get their [47:46] Halloween. [47:47] >> Filer. Okay. [47:48] >> Yeah. [47:50] >> Not the other one. [47:51] >> No, we're not involved in that this [47:52] year. First of all, they want to do it [47:54] by themselves. [47:55] >> Okay. [47:56] Thank you, Robert. [47:58] >> Uh online citizen planner classes. We [48:00] talked about [48:02] um certificates for everyone that [48:06] um finishes their citizen planner. Um [48:11] can we get anything from that? Talk to [48:13] Mary Riley [48:15] >> like every year when you finish the [48:17] training. [48:18] >> We used to get them used to get [48:20] certificates when we [48:21] >> I can ask. She didn't program. [48:22] >> It wasn't Mary that I talked to to keep [48:25] track of the trainings. [48:26] >> All right. [48:27] >> It was someone else. And when I sent the [48:30] final update last year that everyone had [48:32] completed [48:33] um the required hours, I didn't get a [48:36] response. So I can [48:38] >> Okay. [48:39] >> Try again this year because everyone's [48:41] going to finish their hours. [48:43] >> Exactly. Did you We talked a little bit [48:46] about uh the newsletter. [48:49] >> Yeah. I got I'll send something to Mary. [48:51] >> Okay. [48:52] >> If you have anything you want included, [48:54] just send it my way. [48:55] we're going to have about Roger in the [48:57] citizen planner newsletter. So, coming [49:00] up, [49:02] um, this one I forget about fence [49:06] permits. Did we ever get anywhere on [49:09] fence permits? Why is I saw somebody [49:12] putting a fence up the other day. We [49:14] don't require them, but based on convers [49:17] conversations with Jerry and my talking [49:21] to people, I plan to amend that in next [49:25] year's fee schedule. So, when the new [49:27] fee schedule comes out, we'll probably [49:28] do a comprehensive update of all of our [49:31] fees because they're relatively cheap. [49:34] Um, res residential land use is $25 or [49:38] $75. So, to build a house, it's only a [49:41] $75 permit, which is really quite cheap [49:44] for the time it goes into review. Um, [49:47] and then fence permits is on that list [49:48] of reinstating those just due to the [49:51] number of complaints and question. I [49:53] still talk to people all the time when [49:54] they put in a fence of what they have to [49:56] do and send them the rules. [49:57] >> That was 25 bucks back in the day. [49:59] >> Yeah. I had to get one when we replaced [50:01] our fence and because we added a section [50:04] that wasn't fenced in and it was only [50:06] $25. [50:07] What what you lack though, public works [50:09] makes up the difference with permit [50:12] fees. [50:12] >> Oh, there you go. [50:15] >> Getting water hooked up and sewer hooked [50:17] up. [50:20] >> Uh the only other thing is like I said [50:22] in the presentation on the 15th that uh [50:25] Maddie and I will be presenting to city [50:27] council and um city council will be [50:31] presenting a plaque to Roger's family. [50:34] So, if all could be there, it'd be [50:36] great. [50:38] And time now is 6:20. I would ask for an [50:42] >> adjournment. [50:48] 5:30. [50:51] Devouring.
