We have no cards for our [3:47] system comments. We will move to agenda item number seven, which is our consent agenda. We have two [3:57] on either of these two items. [4:09] Commissioners, I'll make the reminder again. [4:11] Items that are on our consent agenda, items that do meet all of our subdivision control [4:16] ordinance requirements, and can be heard together as a consent agenda because those items [4:23] do not have requirements for hearings. [4:27] If you would like to pull a case off, you're welcome to or you can vote on them as a package. [4:33] The mission is would you like to remove any one of these items? [4:36] Let's share them in after reviewing. [4:38] I move that we approve as recommended by the staff. [4:42] We have a motion to approve both consent agenda items. [4:45] Do we have a second? [4:46] I'll second by Vice Chairman Axon. [4:49] There are no questions. [4:50] Please, guys. [4:50] There [4:56] we go. It's located at the south east [6:06] corner of East Broad Street and south US 287. It's just adjacent to the H.E.B. lot. So this [6:14] So that is basically to extend the utility easement to an already cladded lot, which is [6:22] lots six. [6:23] Now, lots six are and to create three new commercial lots for future commercial development, [6:30] which I love three, four and five. [6:33] Thank you. [6:35] Thank you, Mr. Lane. [6:37] You have any questions from Mr. Lane, [6:41] if not, we will open up the hearing at 606 p.m. [6:46] We have no cards for this agenda item, so we'll close and open it up to commissioner questions or comments. [7:01] To my right. [7:04] To my left. [7:07] None. [7:08] We'll now call for motion. [7:10] Chair make a motion to approve 25 to S6464. [7:13] We have a motion to approve by Vice Chairman Axon. [7:17] Second, we have a second by Commissioner Gauden if there are no further discussion or comments please cash evokes [7:29] that a gender item carries a six zero one absent [7:33] Next on the agenda is summary of city council actions [7:37] Thank you commissioners. We did have two Kate. I'm sorry two hearings between our last [7:43] PNZ meeting and [7:47] Tonight's meeting and that's the February 24th and the March 3rd meeting [7:51] At that point in time, we did hear a zoning case that's CC-24008, which is a property on 287 in between 287 and Mitchell just out of the HUB site that we just saw. [8:05] This case was remanded to the Planning and Zoning Commission to consider future land use-based rezoning. [8:10] If you recall, this was a case that was at the time it came to the commission, it came as a [8:16] soma-based case, at its first and second hearing, Council did look at alternative zoning and [8:24] remanded it so that the commission could hear that. [8:27] When there are updates on that case, staff will be sure to provide you with those and keep [8:31] you in the loop on them, but that was the only case that was heard on those two dates. [8:35] Thank you, sir. [8:36] Do you have any questions from Mr. Rodriguez? [8:37] Yes, I do. Yes. What was the purpose behind the request to reason? [8:43] The original purpose? [8:45] Yeah, I mean, I'm just curious. Some maybe some more details on council's actions for this. [8:50] The original purpose was to provide for a mixed use style development. [8:55] That mixed use style development would have had commercial and residential uses mixed on the entire properties area. [9:06] I think Council wanted to look at further considerations looking at what the future land use [9:11] designates the area as which is retail and office because of that I think we're trying [9:18] to have a discussion on what the most appropriate zoning is but again we're having those [9:22] discussions with the developer as we speak to make sure that we can do something in line [9:26] with the city's vision. [9:28] All right. [9:28] Thanks, sorry. [9:29] Other questions for Mr. Rodriguez? [9:35] Commission, as I would ask that, I believe that there's a possibility that this particular [9:39] gen item could be on our meeting in April. [9:42] I first meeting in April, I believe it's scheduled for April the 7th, is that correct, [9:46] Mr. Rodriguez? [9:48] We're still continuing discussions with the developer and we'll provide updates as we get those [9:53] those time frames nailed down. [9:56] I think that's all I can provide. [9:57] And that is fine. [9:58] The only reason I bring it up. [10:00] I was just asked that we try to do all we can for the next couple of meetings to make sure that we're all in attendance as this particular item comes up on the agenda. [10:08] Thank you so much. [10:09] Thank you. [10:11] Next up, Commissioner Announcements, Commissioner Thompson. [10:15] Well, we all know that the pickle parade is coming up. [10:18] So make sure that you mark your calendars. [10:20] It's only on Main Street. They changed the route this year for the parade, for the construction, all that fun stuff. [10:26] but it is fun, it's a family event, [10:28] and then also the music alley. [10:30] Music alley is coming up too, [10:32] so that's always a good time. [10:34] And I'm very happy that the sun is out now. [10:39] I don't know if we're at home in the dark. [10:41] Vice Chairman Axon? [10:44] Yeah, I just want to, [10:45] first of all, thank the city for allowing us [10:47] to attend the Focus North Texas Conference. [10:50] I think Dave and I had a pretty good time. [10:52] Uh, enjoying to hear the speakers and the presentations, um, a lot of interesting data out there on what other cities are facing around North Texas and in the overall growth of our region. [11:04] Uh, it also gave us a little bit of time to spend with our new, uh, planning executive Mr. Clayton Comstock. So, um, I thought I got to not, but I want to appreciate the staff for inviting us to go to that, uh, found it very informational. [11:19] All right, Commissioner Bennett, Commissioner God. [11:24] I'd like to also say thank you for that, it was a great invitation, it was a great meeting [11:29] you there and I thought it was very interesting because the cities that were participating [11:38] in this focus group are going through exactly what we're going through and it's interesting [11:43] to see how they're path and what they're taking to make sure their path is correct. [11:49] I think the most interesting part of it when I finished and reflected back on it is looking [11:55] at what our city staff is doing, look at what the city council is doing and just sitting back [12:02] and saying, you know what we're hitting in the right direction, we're doing the right things and [12:06] I think we should be so proud of what our city is doing, plus what we're doing as we review all these [12:13] main issues that come for us, how we are taking this so seriously and how we're moving our [12:19] city forward. I think everybody should just be so happy with the things that's going on. [12:26] That's what I have. Thank you. Thank you, sir. Commissioner Moses? Yes, sir. I want to welcome Mr. Clayton [12:32] Comstock to the greatest city in the very image of God. So welcome. [12:41] I don't know if I want to follow [12:44] Well done, sir. [12:46] Welcome, sir. [12:47] We're glad to have you. [12:49] I do want to share with you. [12:49] I had an opportunity this past week to be a part of what's called Panther DIN. [12:55] It is a contest. [12:57] The takes place in the DFW area where there are teams that come together. [13:01] People from different walks of their out, particular careers. [13:04] I have architects, engineers, planners. [13:07] They get together and they work on a planning design for a specific city for a specific city. [13:12] piece of land. This year they selected the land that is on Heritage Parkway for us, and they came [13:19] up with some great designs for that particular project. I tell you, they really thought outside [13:23] the box. Somebody wanted to bring back the Cowbell Stadium and a whole lot of other things, [13:28] but I would tell you, just to watch, they're all young people, just to watch them put on [13:34] display their talents and their thought process around how they came up with the different ideas. [13:38] It really, really was exciting. We did have some representatives from the city of Mansfield, [13:42] They were on that group as well. [13:44] Jason Moore was there here, and I were a part of the judges. [13:47] And it was something great to be a part of. [13:49] So I really do appreciate the city giving me that opportunity. [13:52] And don't know if any of those designs will have come to come to fruition in Mansfield. [13:57] But the one that did when did really did a great job. [13:59] And there was some lot of thought put into that. [14:02] So, so in a great experience in a great time to be a part of that. [14:04] And I really do appreciate it. [14:06] Okay, staff announcements. [14:07] First, I'm going to take a little bit of an opportunity to also let Clayton come up and introduce [14:14] himself. [14:15] I know some of y'all have met him. [14:18] Thank you, Mr. Chairman. [14:19] Thank you, Commission, for welcoming the evening. [14:25] Happy and blessed to be part of the City of Mansfield. [14:28] I've been watching Plainings on a Commission meetings and city council meetings for the [14:31] past couple of months in preparation for starting this position. [14:35] So, I kind of understand some of the kind of nuances and intricacies of planning and [14:40] zoning commission and city council meetings of far, but so my name is Clayton Comstock. [14:45] As you all have mentioned, I'm the new Executive Director of Planning and Development [14:49] for the City of Mansfield. [14:51] I've spent the last about nearly 20 years in Northeastern County, between two different [14:55] cities. [14:57] I've got here as soon as I could, sorry, took so long. [15:00] But you guys are doing some wonderful, amazing things in Mansfield. And I wanted to be part of it. So I'm blessed and happy to be here. [15:07] I also serve as some of you have already seen and mentioned as the director of the Midwest section of the Texas Chapter of American Planning Association, or Texas APA Midwest section. [15:18] So I kind of have a front row seat to some of the other opportunities that Terrent County, Dent & County, Johnson County and other places kind of Fort Worth West [15:28] are going through with with their growth we talked about focused on our Texas and some of the growth that we see in [15:35] in North Texas. So with that, you know, I will probably be letting you guys know about other opportunities for not just the [15:43] focused on our Texas or the elected and appointed officials workshop, which I know I met some of you at last year [15:49] I'll probably be continuing that for the next three years at least, but there are going to be other opportunities [15:55] through the Midwest section for you guys to be a part of that I want to make sure and [16:00] and share with you, for instance, on March 21st, with the City of Louisville, there'll [16:04] be touring Old Town, Louisville, as part of a kind of morning lattes and leadership workshop. [16:11] So kind of an opportunity to get out of Mansfield, look at what other communities are doing [16:15] with their old towns, because I know we have our own downtown Mansfield that we really cherish, [16:20] but what are some other cities doing with their old towns and kind of revitalizing them, [16:24] programming them and making them awesome spaces. [16:29] That's all I have. [16:30] I just wanted to introduce myself and to look forward to having [16:33] many more meetings with you all, [16:35] many more presentations as the days go on. [16:39] So thank you very much. [16:39] Appreciate it. [16:41] Well welcome again. [16:42] So we're certainly glad to have you. [16:43] And we've heard nothing but great things about you. [16:46] So we feel privileged to have you in the city of Mansfield. [16:50] And I'll just finish up staff announcements. [16:52] It's circling back on a conversation we had last month. [16:56] We will not have a meeting on March 17th, so everybody please enjoy spring break. [17:01] But our next meeting is scheduled for Monday, April 7th. [17:07] Anyone have questions for staff? [17:12] Okay. [17:12] We'll move to agenda item number 12. [17:19] Most of your. [17:20] Motion to adjourn by commission of Bennett. [17:23] Second by commission of Moses. [17:26] Please cash your votes. [17:30] That is in item carries 6-0, we are adjourned at 6-17 p.m. [17:38] Photo time. [17:40] Okay.
