we have a lot on our plate tonight, but, um, one of the items is the september 25th 23
[1:15]
city council. Minutes have been presented to you and I need a motion to have those approved
[1:23]
moved. Okay mr rose only papers say hi. And then october the second we had the world council
[1:33]
work session meeting of the police station, and I need a motion to approve those as well.
[1:38]
so moved okay, that's mr seymour . All them people. I okay? We have one appointment for tonight
[1:49]
. Um, janelle alexander. To be reappointed to the pike and reckon committee would term that
[1:58]
runs from december the 1st 2023 until november 30th 2026. So that requires a voice vote. I'm

sure that we all know janelle. I don't want to put you on the spot and ask you for the speech

everybody's city so we can help guide it. But we do appreciate your efforts and that of

everybody else that helps us on different committees. So having said that, I don't think we need

want to update you on one that is really highly highly utilized coming up on saturday, october
[4:20]
28th, from 10 to 2 at walgreens will be our prescription drug take back. So that is a saturday
[4:27]
, october 28th from 10 to 2 again at walgreens. Uptown scary ville coming up saturday,
[4:36]
october 28th same day from 10 am to noon. Kids could wear their costume. Costumes and visit
[4:44]
uptown merchants for candy and other treats its sponsored by historic marysville business
[4:50]
district association. So we're looking forward to saturday, october 28th on uptown, scary
[4:56]
ville. Um then our community trick or treat, just as it can continue to reminder will be
[5:03]
tuesday, october 31st. From 6 to 8 p.m. So tuesday, october 31st . A couple other things I want
[5:14]
to report out on. We will be having a ribbon cutting at the reservoir connector bridge,
[5:22]
which just looks awesome, by the way is thursday. This thursday, october 12th at 8:30 a.m. At
[5:31]
mill valley central park that's at 701 millwood boulevard. So that will be 8 30 in the morning
[5:39]
, a brief ceremony. Ribbon cutting what a fantastic addition to our to our, um,
[5:45]
trail system. It's going to really enable a lot of people to make even better use of the
[5:53]
reservoir as they utilize this bridge and will continue to make improvements along raymond road
[5:59]
in the near future. To make that a safe transition as well. Then last. This is an insurance
[6:08]
renewal update. You know, it doesn't happen quite often. Typically from year to year when
[6:14]
you go and when you go to renew your medical, dental vision and life insurance, you're always
[6:22]
looking at an increase, but I'm pleased to notified council tonight that the city received
[6:27]
0% increase across all lines of insurance due to the city's plan design management. And are well
[6:36]
wellness program participation. That's almost unheard of anymore today, but just wanted you to be
[6:42]
aware of that. I want to thank hr. Brian and his staff for staying on top of this this
[6:48]
insurance or no process, and with that, I'll turn it over to jeremy on maintenance and
[6:53]
operations. Thanks, terry. Um currently our city street crews are making massive crack repairs
[7:01]
the us 33 and last week's concrete grinding efforts were successful from the water
[7:06]
division. City crews are starting the second phase of the west third street waterline
[7:11]
replacement project, and that's occurring between grand avenue and mary place, and then finally
[7:17]
, city crews are finalizing cemetery foundations and the cemetery advisory board is
[7:22]
meeting tomorrow. Uh am also meeting with consultants to provide guidance of both water
[7:27]
reclamation facility and walk with the former water treatment plant this week, so hopefully
[7:31]
some good things will come out of that, and now I'll turn it over to kyle for some capital
[7:38]
improvement updates thanks, jeremy. Phase two. Construction continues this week with curb installation on the west side. Of the state route 31 creating around about the l one avenue
[7:49]
roadway reconstruction project or contractor will be pouring curb on the north side of that
[7:54]
room this week. Paving program contractor and the only outstanding items are contractor
[8:00]
has is a little bit of trail paving and restoration work remaining in then construction
[8:07]
continues this week at the uptown parking lot where contractors just prepping for
[8:13]
asphalt installation. Those are all the updates. We have regarding the capital
[8:17]
improvement projects. If you have any questions, we'll be happy to answer those concludes
[8:22]
the administrative report. Unless there's questions question question on the parking
[8:27]
lot. What's this scheduled? Completion scheduled completion is by the end of october. So you

report of political council. Thank you don't have anything to report tonight and we move on to

report of economic development and I do think that it has a presentation to do. Thank you,

mr president. Council members only 37 slide presentation, but we'll go through it very quickly
[9:30]
. Uh apologize, but I think it's very important on the importance of what I'm going to talk about
[9:36]
first before I do that we do have our next speaker series event coming up on october 18th
[9:41]
of 5 30. We had lydia maccaulich, who's the director of development for the state of
[9:45]
ohio. As well as kelly macdonald from one columbus. The columbus partnership is going to speak
[9:50]
about economic development about housing what it means to ohio and with the pressure with intel
[9:55]
with the harder investment as well, so we invite everyone to come out. But it's a 5 30. It's
[10:01]
gonna be really neat event so only an hour of your time, and it's free of charges at the
[10:05]
avalon and uptown marysville. Um but thank you. Welcome to come out and go to that tonight we're
[10:10]
gonna give an overview of 33 events are three things that we really worked hard over the last
[10:17]
few months to bring together and , uh, first before going in. This is important to note that
[10:23]
honda since 1970 nineties invested over $14 billion in ohio. About half that is in our
[10:30]
county were blessed with what honda has done. They've constructed over well over 4
[10:35]
million square feet in the county. It is the heart of holiday in north america, and it
[10:40]
continues to be that way. And we're proud of that. But to follow honda, we now have 2010
[10:45]
japanese companies that called mary's one union county at home and so that is one of the
[10:51]
reasons why we do this mission and why it's important to our future. Furthermore we have one
[10:57]
of the largest k 12 and japanese language programs in ohio. You here that said a lot. We have
[11:02]
the columbus japanese language or excuse me to columbus, japanese saturday school here at
[11:07]
marysville, so we have a huge japanese presence in our community. And this last month
[11:14]
has been a number of things, including a student exchange program, the grassroots summit
[11:18]
that I'll talk about as well as your you're paying mission. A lot of people here tonight.
[11:24]
we're part of that mission, and I know the president council. Hank was with us. Terry was with us. We have j. Reilly who attended as a fire chief at that time need to knowles from the
[11:34]
library. And I can't forget jenelle. Jenelle actually took us to the airport at 3 a.m. In
[11:38]
the morning and she was there to pick us up and bring us home. So we appreciate you, nell and her
[11:44]
time that she spent with us as well. And stop me. I'm gonna go through these sites quickly. I
[11:48]
know that hank and terry and others are going to order talk as well. But really, this is
[11:53]
what I'm going to talk about it kind of give you an overview. But his first important to talk
[11:57]
about first our accomplishments in 2012 and 2013 to talk about the japanese mission and why we
[12:05]
do it. We did a sister city city visitor friendship seat of it to your e. We did the midwest years
[12:09]
japan conference. We did business retention visits, as well as expansion visits as well
[12:15]
student exchange program and also the grassroots summit. So looking at, you know some of the
[12:21]
things that we worked on. We actually had the former consul general among sudarsan. Actually
[12:27]
this is actually 2013 not 2012. This is when we started the friendship city with your machi
[12:33]
, and this was actually then mayor gore and in monsoon season who were signing, actually not
[12:38]
miss citizen. This is, um mayor mcada chamonix on my suit is arm was in the consul general who
[12:46]
actually set up the relationship between us and your e. But this is them, signing it in the fire
[12:50]
station, actually, and this started the relationship between yuri machi reason why we were
[12:56]
matched. When you worry monty from susan was because you already had the newest honda
[13:00]
plant in japan and still is the newest how to plant in japan. We have the oldest japanese honda
[13:07]
plant in the u. S. But this was done in december of 2013. So some of the things that we work
[13:15]
on or have worked on since 2013 . You can see we've done five missions to japan. We have a
[13:20]
friendship garden, the city investor partners park. There is a stone or a rock. It's hard to
[13:26]
call it a stone. It's massive, isn't it? A ton of how much does it weigh? Jeremy we waited. Did
[13:32]
we not see it weighs a lot multiple tons. But actually is from the arakawa river. There,
[13:38]
eric are river goes through your demaci headwaters are in the blue mountains, which are next
[13:43]
to your e headwaters of tokyo bay, so it falls flows into tokyo bay as well. Our gift back
[13:48]
to your machi was a three d printed covered bridge parkersburg bridge that was done
[13:54]
by students bustled. In partnership with honda, and that was 35 inches in length. We have
[14:00]
a replica down in down in the as you enter into city hall. But we have that and it was also
[14:06]
installed or placed on 100 year old barn wood, and that's that's that's another thing that's
[14:10]
important with our history to show him the bridge to the future and what we want to do
[14:16]
from a history standpoint, we also are working with miramonte hassan kiko. She went on the
[14:21]
trip with us and talked about japantown. We actually have a contingent from the division of
[14:26]
land ministry from japan, actually visiting marysville later this month. The talk about
[14:31]
japantown and what it means to japan and also the companies we started in 2020, a group of
[14:37]
logan, miami, shelby and union counties to talk about the importance of honda each of our
[14:42]
respective communities because each heart has a facility each of these communities and now now
[14:46]
we've added fayette county to that list as well. And then we also have a friendship committee
[14:51]
that oversees a lot of these activities to further the relationship with japan. So some
[14:56]
of our youth focused efforts very important part of this. The japanese language program nearly
[15:00]
300 students on an annual basis . We have the exchange program, which we had them in august. Of
[15:06]
course, next year we'll send students do you re machi? We have the japanese language school 400. Japanese students actually attend that. Every saturday 400 come to marysville.
[15:18]
so a little bit about the business mission. We had 11 delegates over 11 days that that
[15:24]
went from the county from the city. We also joined other leaders from the columbus region
[15:29]
, logan county, franklin county city of dublin city of columbus , fayette county, the hostel
[15:34]
university one columbus and jobs, ohio. We're all part of that mission. There were 62
[15:39]
total hyo delegates by far the largest delegation. At the midwest, us to pay in conference
[15:45]
we also visited your e. We had a library exchange meetings. We had a fire exchange meeting as
[15:51]
well. Attended the n w. J a visited the mirrors or union county companies. Seven in total
[15:57]
, and we also call on companies consider expansion through retro while we're while we're in japan. These are our delegation members. Of course. Um president counseling bourbon. We had terry
[16:07]
. We had j. Dave burke. Commissioner burke. Bill nard, uci nisa and then also adam and
[16:14]
donna burke went as well. Kiko miramonte to her son called her went and again. She's a local
[16:19]
broker that places expats in the columbus region has big a big promoter of marysville for very
[16:26]
long time. So um, your ears located in the northwest part of saitama prefecture. We actually
[16:36]
had an opportunity to meet with governor ono song innocent is the governor of saitama
[16:41]
prefecture. We actually invited him to marysville next year when it comes to columbus because the
[16:46]
w j will be in columbus first time that's been in ohio thinking nearly 30 years now.
[16:51]
and it is the primary industries are retail, medical, forestry, agriculture and manufacturing.
[16:58]
here it's probably consider a larger city there. It's a very small city because tokyo when
[17:04]
you have 35 million people, everything seems very small when you're in a city when the city
[17:09]
that large this is our welcome sarah ceremony. When we first arrived, and you were machi we
[17:16]
actually arrived on we left mary's well on a on a saturday morning we arrived in newry and
[17:22]
excuse me in tokyo on a sunday afternoon, and we had our first meeting on monday morning at
[17:28]
your e city hall. But this is mayor. Many dishy that actually addressing the crowd, and this is a picture that mayor burr b. And many catchy song actually took as part of the welcome
[17:38]
ceremony. This is our welcome the marrow dress at the dinner, first dinner mayor burbey to the
[17:44]
left, and we have mitigation song to the right if you notice there are these shirts that
[17:49]
everyone is wearing the city bought those as part of our celebration to celebrate our 10
[17:56]
year anniversary. It has the marysville logo in new york machi logo on those shirts and
[18:00]
typically japanese are going to dress up when they come to events like this, but a ton of
[18:06]
them more. The t shirts like I think that was terry's idea. It was really cool idea because it
[18:12]
brought down the formality. I think of some of the situations honda you replant. As you can
[18:18]
see to the left. This is a haunted dealership to the right. The ori plant is pretty amazing
[18:23]
and massive. It's I think it's the largest manufacturing plant in japan newest plant as well.
[18:28]
they actually combined a couple plans to make that plan a reality. It sits on on time but
[18:33]
like a mountain of major hill, but it's a really cool experience to go through the
[18:37]
tour and understand the what it means they're holding. It's different than our plant. When
[18:43]
you go to marries water plant. It's a little older as we know it's so. Our plans a little bit
[18:49]
more confined when you look at our plant where their plan is more open and very easy to get
[18:54]
through as well, but it's a cool experience to go there. So this is the fire department states.
[18:59]
I'm gonna have j. Reilly come up and talk about the fire exchange that we had during our visit.

just gonna do it from back here. Um we had a great exchange. Um, I was able to meet with the fire
[19:10]
chief from your e. We talked a lot about how the structure of the fire department is. There's this regionalized where that's where our state legislature wants us to go to, and they're
[19:20]
looking to go regress back to be locally controlled. Um very interesting. Um we were able to
[19:28]
experience them. They went on the run while we were there. The chief and I sat and talked at
[19:33]
length and then I was able to invite him to come to marysville. Next year. Um from
[19:39]
there, we went to tokyo and I visited the local tokyo fire department. Um tokyo fire
[19:44]
department has 18,600 firefighters. It's the largest fire department in the world,
[19:50]
and, uh they were very welcoming . They are. They are great lovers of history. They have
[19:55]
fantastic information really showed me disappointed the fire department from there we went to
[20:01]
osaka and I visit the osaka fire department made contacts there as well. Learned a lot about e.
[20:07]
m s and what their level of services. Um how it's very different from ours are
[20:13]
paramedics are much higher, trained and able to give different skills, so it's
[20:19]
interesting what their level of what they consider paramedic is to what what we provide here in
[20:24]
marysville and then because I had such a good visit at the tokyo fire department, they
[20:29]
invited me back to the headquarters when we went back to tokyo. Um I was able to go to
[20:34]
their regional headquarters in downtown do the imperial palace and once again fantastic lot of
[20:40]
information. I actually went to achieve burns's officers meeting last week and did an in depth
[20:48]
presentation to them to make sure that they were aware of this and to be part of future
[20:53]
relations with your fire department. So thank you. Thank you. Really cool experience. All
[21:02]
of us got a chance to go to the fire department. It's really cool to see this is actually a
[21:07]
training building to the rear, where they train and multiple story buildings as well. Right
[21:12]
behind the fire department. It was right next to our hotel, so it's very convenient. Next we
[21:16]
have a library exchange and I'm not going to steal the thunder niece and he says, part of that
[21:21]
and actually has some great things going on in our lives to support your readers. Well yes.
[21:26]
so we did a library exchange this past year with iori library and I have to admit that when I
[21:31]
got there, I have never felt like so much of a celebrity. Um they were the their director was
[21:38]
you go here? Hiroshima? And she was so excited to see me couldn't believe I had really
[21:47]
come. And I think I had a little bit of tears in my eyes, too, because I couldn't believe I was
[21:52]
really there. Um we have sent their library a box of books about marysville about ohio. Um
[22:04]
. Some community reports, county and city reports and since I was sending reports, I also decided
[22:12]
well, let's just talk the library annual report in here, too. She had read that cover to
[22:18]
cover. Not that it's that long. It's only you know, four pages but had read the whole thing had
[22:25]
had translated the parts. She didn't understand herself. And just could not believe the
[22:31]
number of people we had coming into our library and the, um, circulation the usage like we
[22:38]
have well. In fairness, ohio does have the highest library usage in the country. So I try
[22:45]
to put that into perspective for myself. Um but they made a beautiful display. And I just
[22:54]
behind us here on the photos and they made a wonderful display. We have a lot to live up to.
[23:02]
when they come to visit us to come with up with an equally vibrant display that represents
[23:08]
the sister city program. It was magnificent and I am so honored to have been invited to
[23:16]
participate in this program. They also sent us a box of materials to do with your e and
[23:22]
we have those on display. We also will be adding to the display them some of the
[23:28]
materials she gave us for our library when I visited, so thank you. Thank you for the
[23:35]
invitation to go. That was just so interesting. Thank you, lisa. He did add a lot to the again.
[23:43]
we do this for the youth. And that is another youth. I think, um, um, item to have because
[23:49]
when the youth go to library, they can learn a lot more about our two communities very important. Speaking of that we went to the ori junior high school, and, uh, this was
[23:59]
actually an english class that we got to participate or not participate. Really we just
[24:03]
watched them and they were doing group sessions in talking in english, and we listen to them
[24:09]
and they can speak in yourself a lot better. We can speak japanese, except for terry. He's
[24:14]
fluent now in japanese. I think so. He's got it under control. This is again chichibu amounts
[24:19]
to the top left eric holder river. Farming is so important to them and the care they give.
[24:26]
and I wouldn't go. I guess everyone in the in our delegation and say why why
[24:32]
didn't you mention this? They're asian pears are amazing. They're grapes are amazing. They're fruits are amazing and vegetables are amazing. That's tlc to everything they do from a
[24:41]
vegetable stand point and you can eat the grapes and the grapes and this tells you about
[24:46]
this. They are judged on the amount of sweetness in each grade, and that's how what the
[24:50]
price of the grape is. So it's that's how they're judged and you eat one. It's kind of like a
[24:55]
dorito relations potato. You can't stop eating the grapes when you're over there, but it's
[25:00]
just amazing what they do with their fruits. Um the business retention visits. We had seven companies. Honda world headquarters, of course. Honfest facility in your e mini
[25:09]
abatement. Sumi honda logistics , which also includes midwest express and one world logistics
[25:15]
and international transport. Neon plastic parent of neat inc . Based in marysville, more
[25:20]
youku, sumitomo. Jetro that's where we met with about 75 japanese companies that attended
[25:28]
that they japan midwest us association conference in tokyo . And then we also met with the
[25:35]
ministry of land, tearing myself with akiko to talk about japantown and what it means to japan. This is our first meeting or not meeting actually with with honda mayor burbey as well
[25:46]
as commissioner burke attended this event with other officials from logan county, dublin in
[25:51]
franklin county. You can see everyone in the picture, so this was the harder meeting. This
[25:56]
isn't their world headquarters. The bottom floor of the honda would headquarters is a car
[26:01]
dealership. Very very appropriate car dealerships that's cool. Ah this is mid abatement. Sumi this is former honda log based here in marysville. Um probably one of
[26:10]
the more incredible visits that we had a really cool. This was actually an experience center
[26:16]
for visitors that visited their headquarters. We got a sneak preview. It hadn't opened up. It
[26:21]
was opening up in like in two weeks after we after after after our visit, and they open it up
[26:25]
for us and took us through it, and it was really, really cool. We have a call with men
[26:30]
abatement, sumi this wednesday night to talk about smart city solutions. And how they could be
[26:35]
partners. With marysville going forward. We also drive ohio net call and others as well.
[26:39]
participating with men abatement. Sumi. What? What a cool company that we visited here. This is hannah logistics. Mayor burbey here. This is the mayor star mayor of bell found
[26:48]
involved right from logan county . This is a joint meeting we did with our friends in logan
[26:53]
county. Midwest express hunt logistics. One global logistics is split in half straddles two
[26:57]
counties union county in logan county. That's why we do a joint visit but really cool
[27:02]
opportunity to visit with him, and we had the president of honolulu's logistics as part of
[27:06]
this visit. This is necessary international transportation. This is neon plaster, right?
[27:13]
neon places' located in shizuku shizuko is right on the on the foothills of mount fuji. So we
[27:21]
get off at the stop or mount fuji is and we have to travel 40 minutes by car to this visit.
[27:28]
this is more you could. This is actually the president more youku. He knows benny's pizza
[27:33]
and he's the president. More youku, and in these meetings, benny's was a common common
[27:38]
theme. People know mary's will for beddings, and it's kind of kind of strange, but but but
[27:43]
it's also we know it and the japanese love bennies. And so they talk about that sumitomo.
[27:48]
another important visit. Um and this was in osaka. This was this is about a 3.5 hour train ride
[27:55]
from tokyo. To a soccer and this is our visit. We've visited sumitomo and also missing and
[28:02]
also harder all five times we've been in in in in japan. This is the conference. These are some
[28:11]
of our friends from the ohio delegation, rahm emanuel as the ambassador of japan, u s
[28:15]
ambassador to japan. We actually had a reception at his residence , which is next the u. S embassy
[28:22]
. He gave an amazing speech. It was raw, raw, raw about the midwest core values heart of the
[28:29]
heart of the u. S. Flyover country, he said everything appropriate to talk about the
[28:33]
midwest and did a great job. But we interacted with with rahm as well. We talked to the staff of
[28:39]
the top left. That's the governor of saitama prefecture, next to mayor burbey ono song
[28:44]
and again, we've invited him back to visit mary's and when he comes to columbus next year.
[28:51]
this is the opening ceremony. Rome actually, we got to hear him the night before he spoke
[28:56]
and did the same spiel the next day and talked about how important about 450 people
[29:00]
attended where the largest delegation from ohio one of the reasons why we're hosting the
[29:05]
conference next year. This is the jetro visit. This is these are japanese companies and it
[29:11]
was really, really cool in this meeting. Right right. Terry was really, really cool. The air
[29:16]
conditioners from there was hardly in here in this meeting, and we were pretty hot in this
[29:21]
meeting, but it was a great opportunity to speak to these companies about expanding in the
[29:26]
beta district and all the things that we're doing here, and we presented that to these
[29:30]
companies. This is the mystery of land. We met with them to talk about japantown. That's
[29:35]

so students change from first and foremost before I go that direction, terry, did I miss anything about the mission? No, you had it. Ah the exchange program. We had 10 students and

three chaperones. I think some of all of you probably saw them around town, but they did a lot
[29:59]
of things. They got to tour the heritage center. As you can see, they went to the japanese.
[30:04]
saturday school. They visited and toured uptown marysville. They went to the stem school,
[30:10]
coz I. Columbus zoo marysville,f activities during the eight days they were here. We had 10 host
[30:16]
families. The three chaperone stayed in the hotel. And originally, if you recall the
[30:21]
first year we did 16 students. 16 students are very, very hard to manage. So we went down to 10
[30:27]
so but a great experience for these students again. Um they love american pizza. It's a
[30:32]
common theme as well. They really love. These are more pictures here as well. During
[30:36]
your visit, but they had a lot of fun and again their english. The building there with their
[30:43]
english is so improved during the eight days they're here. This is that a commissioner's
[30:49]
meeting. City council has never in session the week they're here would bring them here. They
[30:53]
always come a week that you're that you're not in session. This is them going to the unit county
[30:58]
courthouse. This is a picture of the last day. This is the farewell so ceremony where they
[31:05]
got up and talked in english. Their speeches in english, which is pretty amazing. Grassroots
[31:12]
summons. So this is an adult exchange program columbus hosted for the first time ever, and we
[31:17]
had nine japanese with eight host families and I have to step back. We've had 18 host families
[31:24]
in marysville, and this year families that have opened their doors to have students as well
[31:29]
as adults be part of their family for a few days there during the summer. And I can't
[31:34]
say enough about their ability and their willingness to be partners in this because that's
[31:39]
what makes this really special to have eight families open their doors for nine adults.
[31:44]
they were here we took him on a tour of uptown, the covered bridge tour. More youku tour
[31:49]
mayors will stem school and mayors. Oh high school as part of their tour. There was there
[31:54]
was a beginning ceremony and farewell ceremony as well. Um I think thank you participate in
[31:58]
both of those as well. But it's a great experience of let them learn. Learn about america. Most
[32:03]
of them had been to the u. S but it was they still learned a lot during during the visit, and I
[32:08]
don't know hank, if you want to add anything to the visit. And not that particular visit. I
[32:13]
have some comments about our other pieces. Very good. This is a picture. Other pictures

covered bridge tour. Steve stoll , d, um, they showed up two hours early. We called steve the
[32:25]
day before or the day before. They showed up two hours early. And hey, hick, archer. Hey steve , can you give him a tour of the covered bridge? He said, sure. And so he gave him a tour of the
[32:34]
government bridges the next day, so we appreciate steve actually doing that. Just some pictures through uptown as well had a great time. So one of our next steps going forward, and this is
[32:45]
slide 36, which is good news for everybody, but it really won't want to continue to build our
[32:49]
cultural ties and relationships through business and industry brought also through our
[32:54]
students and through our friendship city next year. We do have a conference in columbus,
[33:00]
and we're excited about that. We have. We will be inviting mayor many dishy to visit mary, as
[33:05]
well as part of that the governor of saitama prefecture as well owner song. And then
[33:10]
also potential city and county sponsors were more likely going to be asked for sponsorship of
[33:15]
this conference is probably the next time we host. This is going to be many years away as well.
[33:20]
so this is a great opportunity to make the community shine. Next year. We'll send 10
[33:24]
students to your hamachi and then division of land ministry actually visit marysville later this month to talk about japantown and what it means to this community. So those are
[33:34]
kind of our next steps. They're probably many others we could list here. But these are some of
[33:39]
the things will be working on over the next year as we move forward, but again, this has
[33:44]
been a amazing month. You know everything I do in my daily job. I have to say this is one of the
[33:51]
more rewarding. Uh and it's really a fun experience to get involved and get engaged. Again
[33:56]
we appreciate all that honda does. We appreciate all the investments that japanese
[34:01]
companies have made in our community? It's so important to our future cannot say that
[34:05]
enough. Um you know, we, um I think 20% of the workforce here . The jobs provided here are
[34:11]
provided by japanese companies. And that's something that we can never forget. And it's important
[34:17]
to our future as we as we look to build these ties, another cool contact is we got a chance
[34:23]
to talk with. I think the chief of staff, I think it was the chief of staff of rama. Emanuel
[34:28]
we're going to be reaching out to the u. S embassy in japan and to try to build more
[34:33]
relationship with other japanese companies that call and help through their office. So that's another another reach out that will be making to the u. S. Embassy. So with that I don't
[34:41]
have any additions from terrier. Two things I would add. I would encourage city council members
[34:49]
since it is in columbus. Maybe try to make time to go see and attend the conference. I you
[34:57]
know, it's we're fortunate to be able to have it here in columbus , and we probably are going to
[35:03]
be sponsoring to some level. So again, I would encourage that. Secondly I want to give a lot of
[35:11]
credit to eric and his staff, the planning and the preparation that goes to putting these
[35:18]
agendas together is unbelievable . How detailed it is, and, um, we even have. We're kind of.
[35:30]
looked at, even among the ohio contingent kind of looks at us a lot of times and asks us how
[35:36]
we're doing it. Have you know how we're handling things and no, don't reach out to eric.
[35:41]
just check on exactly how our schedule is working with their schedules and things like that.
[35:47]
so it's an enormous amount of work for several months to position so I want to thank eric
[35:56]
because he positioned as well, uh, on visiting all the locations we visited, and hank
[36:05]
burbey was awesome during this, you guys he spoke in your e and various meetings with these
[36:13]
companies and really did a fantastic job. And I wanted to thank hank for the for the
[36:20]
leadership he showed as we visited all these locations and these companies, and you did a
[36:27]
great job, hank. Thank you. Yeah, and I definitely do an echo. Terry with he goes through
[36:34]
the scheduling and all the work that they go into it because we spent about six months in
[36:43]
preparation in comparison to our neighbors to the south, that all of a sudden realized that oh,
[36:52]
we're going to japan, and within two weeks there the delegation together and they would have
[36:56]
wanted that we're asking us but what really impresses me. So much is what level of trust that
[37:04]
we three days have been able to create. Outside this has been 10 years. And if you look at the
[37:12]
solution that was made 10 years ago, it was to do exchanges. It was both for students as well as
[37:20]
adults. So the spirit of the agreement I mean, we followed that to a t. This was our 10
[37:29]
year anniversary. And it was just from a yuri standpoint. Yeah mayor negishi the evening
[37:39]
so in the morning, you do the official starts and in the evening you all have dinner
[37:43]
together, and he and I was sitting at the head of the table and we became so involved with
[37:49]
the help of a interpreter. Then, after an hour and 15 minutes. You know somebody tapped in his
[37:56]
shoulder and said, don't forget you have other people out there because what they do differently
[38:03]
than we do is that we have a city council. We have a county. They have a school. They have
[38:09]
everything together. Yeah and currently they are looking to what they call decentralizing.
[38:15]
so he was squeezing me. Yeah. How does your system work? Because I was system works, but
[38:23]
we feel that there is a better system and we're looking at you for. How does your system in
[38:28]
decentralization works? And who would have thought that those kinds of conversations would be
[38:35]
part of the exchange? The other one that I found also on the list, of course, was midwest
[38:42]
express. Midwest express between us and logan is 3500 employees and to get the assurance from
[38:52]
them and saying that they are already now planning for 2040. Yeah, so here, this 2023.
[39:02]
they're already planning for 2040 what the company will look like and what kind of work did
[39:07]
they will do? And then the last but not least, it was mr ogata. And you may remember him of it.
[39:14]
the more you of what he told me in osaka. Now he was actually the person that started the
[39:22]
factory out here, so he was very well aware he used to live in dublin in the is that, of course
[39:30]
banish was his favorite place. Yeah but we when we asked them and said, what do you anticipate
[39:38]
your involvement will be with the new under factory that building together honda lg open
[39:45]
independent field, and he said, it's ironic that you say that because he said. If the factory
[39:50]
is going to be less than 50 people we will add to the management will. If it's more
[39:57]
than 50, we will probably need to make a branch out in fairfield to make that factory
[40:03]
out there. And those are the kinds of conversations where when you share that type of
[40:08]
information, and you touched each other because you both want to continue to work as a
[40:15]
partnership, and every place that we went to we, we at this point you mentioned it. Um have
[40:22]
have been able to gain the trust . They are very impressed with the fact that we are involved
[40:30]
with the student program that we do the dress suit that we are making an effort. You know,
[40:36]
because again if you look at it at the end of the day 20% of our workforce in union county, wash.
[40:42]
for a japanese company. Yes so we need to keep that in mind, and it just that level of touch
[40:51]
that they that we have now been able over time to establish is a big plus for any future visit
[40:59]
that we have. So it again. I was able to make the trip basically following jr in 2019 and learned
[41:11]
from that, and I think it has helped me to amend. Honestly, too. Um to be able to talk with
[41:22]
the folks out there that have their headquarters in japan and be very comfortable where we are
[41:29]
and the level of service because every place that we went to we heard a lot of good things about
[41:34]
union county. Yeah I would agree, and I can't echo. First of all as thank you did a great
[41:41]
job. Terry did a great job and it was overall a great mission. Probably the best we've ever had
[41:45]
from earlier. I think everyone is excited about getting a covid and building those relationships. But again, you've got to think about where the midwest is and where japan we
[41:54]
have a lot of simulators from a from a family standpoint from a work ethic standpoint,
[42:00]
responsibility standpoint, that's why you have a midwest us japan association. That's why
[42:05]
why you have this conference? That's why in ohio we know how to build things we had to. Grow
[42:10]
things. Those are two things we can we can never forget very similar to the japanese culture
[42:15]
, and that's why we get there's a lot of things we understand about each other, and I think
[42:19]
that's another thing that benefits this relationship going forward. Absolutely and I appreciate, um city council and their support of this, and I think it's again a really a
[42:29]
great effort to build these relationships but again. I'm I'm happy that you allow me the
[42:35]
opportunity to do this because it's very rewarding, and it's awesome to see how we build
[42:39]
these relationships and partnerships. So at this point at any questions for sectarian

so in the month of september, the pool entrance there was an eagle scout that was working on

a project. There that has since been complete as you can stop by the entrance to the marysville
[44:10]
municipal pool to check that out. Um, the pickleball court at greenwood park. That is set to
[44:19]
be complete and open and spring of next year since spring 2024 you can look forward to that.
[44:24]
the tennis court at louis park has a completion date of roughly the end of this month, october
[44:31]
city staff last month was in the process of starting to winterize the pool for the winter months.
[44:37]
um, the mainline irrigation system at the marysville police department. They are working on
[44:42]
rerouting that um working on foundation prep at the cemetery for this year. Let's see the
[44:50]
elder park map. So if you go to the park, they have a map of the elder park that has been
[44:56]
updated. As you can see that map if you go to the park, and the city would actually like to use
[45:02]
that as a model for all of our parks, so it's a nice sign. We'd like to use that same style. For
[45:08]
all of our parks. It'll just take time for us to get there is a city let's see. Last month, city staff was in the process of quoting repairs to the gazebo at partners park. Started the
[45:19]
fourth round of annual fertilizer last month. There's a new playground to be installed
[45:24]
alders gate park this fall. And just the general note I have is the city's is maximizing our
[45:33]
resources to, um, you know, with the reduced staffing, we lose a lot of employees that go back to
[45:39]
school or whatnot. So we're maximizing resources with the limited staff that we do have.
[45:44]
there was one agenda item, which we actually discussed lacks last week at our work session. It's
[45:49]
the rate review for facility costs and city fees. Which the parks and rec board approved
[45:56]
unanimously. We heard a last week at the work session. Ah, that was the only agenda item

that we had. And then I asked amanda when we could hear christmas music uptown and she

told me it is the week of thanksgiving is when we can expect that. So those are my

either doing the uptown districts and one in village residential. So overall we've

had 65 permits. I've seen first solar requests. So we during our discussions, we have proposed
[1:19:28]
two options for to revise you. If we decide we don't want to go with this where we're completely
[1:19:35]
removing that required it. Into options that we've been either. Continue with the issue of the
[1:19:43]
theory in but we would, um limit that to the village residential three uptown districts, and that
[1:19:50]
should only be considered if the roof configuration does not permit the solar to be installed
[1:19:56]
on the side or that we are second option that we could permit it in all districts,
[1:20:04]
except for b r p and then the three uptown district so they would be prohibited presidential
[1:20:10]
of town commercial single family and uptown transitional districts. And that would be
[1:20:18]
strictly for that front pitch facade would apply. Like option to better wherever not putting
[1:20:26]
them on the front. Until technology catches up and it looks like a roof. But I kind of

investment for that homeowner. They're not going to recoup that, if it unless it's on the front just just to talk about the topic just a bit. You know, the I think about um. Van kirk

drive and hickory drive. And the old. Sections of marysville, which were once the elite of the
[1:23:41]
community. And those are fifties and sixties style architecture. With lower pitched roofs. And

on houses and they have actually removed their large trees in their yards to put solar panels

on. And I just hope that you know we don't have codes currently to protect odor trees

in the city of marysville, which to us that might sound outlandish, but to a lot of

communities ancestral ohio atlanta, georgia, you know all these other cities they actually

postpone it to date certain, which is 10 9 in the hopes that we would come to a agreement on

two of the many items, okay? Both items you know, which is policy 400 regarding 27 pay
[1:40:55]
periods as well as policy paper , 100 bits is in regards to holidays. Um personally, I spent
[1:41:05]
maybe about six hours with h I directly. Since we couldn't come to a agreement. We then extended
[1:41:17]
to a meeting with administration . Mr emery, mr austin ear bread was available. Um I think there
[1:41:26]
was 1/4 brain was available. And then mr ames and I and we started at about 3 30 last
[1:41:34]
thursday and about six o'clock we still did not have a agreement on it. Okay so both
[1:41:44]
topics in my opinion are very sensitive to our employees, both the ones that are exempt and
[1:41:52]
nonexempt. They are very sensitive to the image in the community. And they are also
[1:42:00]
pay. Very sensitive to the people that put us here. The taxpayers. Okay, so since we
[1:42:11]
have some time available on these two particular items out of all the other ones and again
[1:42:17]
, all the other ones. At this point, we would like to see those being moved forward
[1:42:22]
because they will benefit the city and its employees. It stays through that the first one if I
[1:42:32]
take that up would be, um um, he got into holidays. Yeah that does not come into play until
[1:42:40]
mid year of next year. Okay so we have time for that particular one. The audubon does not really
[1:42:50]
come into play until 2027. Okay the reason that it was brought forward is so that we had moving
[1:42:59]
forward to 2027 at a policy in place today. Unfortunately we don't have a policy in place.

and it would not be a wise decision devoted in so at this point, um, absolutely, um,
[1:43:17]
conferring with administration be appeal that we can take the two items out and then we can
[1:43:24]
still pass the other ones. Then we can wait until the first of the year and then pick those two
[1:43:31]
up. Let him go through the process, perhaps go to the finance committee that the
[1:43:37]
finance committee pat it and then after the finance committee has had a chance to take a look
[1:43:43]

state made that decision that day because I got a call at 8 30 at night that I had to call on

my employees to make sure they knew not to come in the next day , so at least we've had time to

policy. 500 makes sense for now for, you know, I think it's the right time to do it. I think

it's the right thing to do. And you know the timing is good in terms of it's in, you know, it

if I compare the number of the holidays that we do you know the federal holiday. The federal

government doesn't do it. And oh, by the way, we have 11 holidays currently. The federal

government. Has your life been holidays and the state has 11 holidays. That's what we

currently have. So we're following the state on that one. We did do a paul yeah,

surrounding communities and I think we came in at about 11.3 11.4 of all the communities of
[1:47:46]
the number of holidays. Yeah and the has to be some stuff since to decide on a extra holidays
[1:47:56]
because the holiday and it's it was explained that it would maybe be in the neighborhood of
[1:48:06]
about $39,000 and I said the neighborhood, so it wasn't about that amount of money that it
[1:48:13]
would cost us and over time. But that does not. That's only in state money that is not in
[1:48:22]
pensions. That is not in all time. But most of all, that is in last there's not taken in
[1:48:30]
consideration the last hours that people are not at the workplace. Yeah. That has a
[1:48:38]
substantial amount of value to its. Yeah, that somebody will take the holiday because
[1:48:45]
basically, city hall is closed, so they have to take the holiday , but it just makes it so the
[1:48:55]
extra holiday would be the june teens. Yeah which is the celebration of the black
[1:49:03]
community of the day of independence. Yeah. Currently we have new year's day that
[1:49:11]
everybody celebrates, and then we have martin luther king, which is a black holiday. Yeah
[1:49:19]
then we go on to many of the other ones, so ohio. Yeah I was a free state. When um all of
[1:49:32]
this was taking place that can 1800 yeah, there was a line drawn between high your
[1:49:38]
neighbor. West and north of the ohio. And we will appreciate and we didn't treat in. Um in slaves
[1:49:50]
. He didn't do that out here and so substantively we're looking at what is the reason that we do
[1:49:58]
it? There is a tremendous amount of pressure to continue to do it, you know, and I have no
[1:50:05]
doubt that after this meeting today, there are going to be phone calls. And they're going

to say why did maybe president burbey in this case because I speak against it, or depending
[1:50:19]
on the way that you want to vote today? Yeah we have always taken the, um the approach. What is

give up good friday. You know, which is religious holiday. It's not a pedal holiday, but it fits

in well with our employees, you know, so we don't celebrate columbus day, but most likely

that one was traded in for maybe good friday because then we have friday said today, sunday off

which is a good day, maybe eventually we can do this. Yeah maybe eventually june, things
[1:51:06]
will go on. Me or us. However I would want to call it and we have other days that the friday
[1:51:17]
after thanksgiving. Yeah he's a they that we have asked, which is not a federal there, so we
[1:51:25]
are now making a decision on a floating or sorry on the holiday that could fall on different
[1:51:30]
dates, you know? Without even checking with employees. How would you want to do this
[1:51:37]
holiday? So the point is that I am making here is that one b would make a decision on a
[1:51:47]
holiday that we then that would be like christmas that would be like new year's eve new year's
[1:51:52]
day that would fall on any day of the week without first touching base with employees. We
[1:52:01]
would increase our holidays from 11 to 12, which puts us far ahead of federal and state and
[1:52:12]
puts his way about everybody else. And I feel we can wait a little while. Yeah to mark's

point of saying well, we would have to adjust the budget well, the 26th of september we had 5

the amount and unfortunately, it was not available to me or not. It was not made available to me

, but we do know that the people that are not working at that particular day, they still get
[1:55:48]
paid. So it's still an expense to the taxpayers. It's easy enough to say yeah, but they
[1:55:55]
still get paid. But then what did they do with the other days ? You know to me? That's not an
[1:55:59]
argument. Just say you can easily do that because we already paid the employees then.

well if it's that that you can give me 100 day every day because they're here anyway, so
[1:56:11]
then it doesn't mean anything. So um, no. A unfortunately, don't see that as a as a as a
[1:56:20]
point. And I'll chime in here too. You know the days you mentioned and I know that I'm

sure the employees love the friday after thanksgiving. But of all, it's not a federal
[1:56:32]
holiday. It has no significance where juneteenth does have a significance. In this country.

mhm and I would be much more in line with giving them juneteenth off. And we fought a war over
[1:56:47]
that. Hmm hmm. We didn't fight a war over the third the friday after thanksgiving. No just

became that became an extra day . Um you know, and the federal government has made juneteenth,

a federal holiday state has made it a holiday. Um so I would be more in line with just amending

union block at the square town was built in 18 63 when completed at $15,000. Now you

think about that $15,000 in 18 63 and merit? Well 18 65 around that time when that voting was

completed at that time you got to think about marysville. At that time there was nothing

really here at all. They were so happy that the union won the war. The union bloc was named

we need to run this like a business. If we're going to add a holiday, then we need to

politicians. Where we as a city do not ever showcased social social awareness to anything no

department. Not the city, no social events and this community or ever used as a platform for

us to celebrate. We stay neutral. And we have made that very clear. But. We claim that
[1:58:52]
we're going to give a holiday. But I bet you 95% of this community doesn't even realize
[1:59:00]
that the union bloc was named after winning the war. From in the north and the south. So I
[1:59:07]
have a hard time trying to give out a holiday for june 19th when I bet you not one post. Nothing
[1:59:16]
will be said on june 19th as a city. That's my heartburn. With all of these holidays. Thank

even though it's a very religious holiday, which we don't recognize as the city. So

my question is, if we turn this down. Then does that truly block a sincere employee from

celebrating in the way he wants to celebrate? Any anyone wanting to take any day off using any
[2:01:19]
form of paid time off, such as compensatory personal vacation. Uh first has to go through the
[2:01:26]
supervisor approval. So the only way to that most most folks would get at the night is if it
[2:01:32]
was a workload issue. Otherwise no, there's nothing borrowing anybody from doing it. Thank

states recognized this holiday. The ohio code is one of seven states similar in the country
[2:02:30]
that in the ohio code 1 24.19. It's simply states of the federal government designates a
[2:02:35]
holiday that it will be a holiday here, so the wine didn't have to make a decision. You

just had a notified people of the ohio code. There were 22 other states that passed
[2:02:47]
legislation to accept this as a paint the june 19th is a paid holiday. There's 50 18. It did
[2:02:52]
not. There's three. Code which would be county as well had no say in the matter,

and they took it. County and all those cities that hank mentions are guided by the ohio code that
[2:03:20]
just take the federal holidays. So there's no negotiation and at all. A lot of other cities

waited for a portion of time when they have a charter and they have the wherewithal to
[2:03:32]
establish locally a lot of pay and benefits, such as the holidays they recognize and also
[2:03:38]
where they had collective bargaining agreements to go through that process, and that's
[2:03:42]
exactly what we did here. But we I don't agree with several things that mr burbey said,
[2:03:49]
including not checking with our employees. We well vetted this choice through our employees,
[2:03:55]
but we gave our union a false choice on on a question. At the time. We were trying to be as
[2:04:02]
prudent as possible, but also to find out how they truly felt so the first collective bargaining
[2:04:08]
process was fired, he said. Which holiday would you trade in for juneteenth, which I think is
[2:04:13]
some some councils thinking about doing that now. Um, the answer came back. None. Well if
[2:04:20]
you would have given the third choice of just adding juneteenth all of them would have said
[2:04:25]
heck, yeah, the choice three. But we didn't give him that. And then we went through police to
[2:04:29]
say the same thing. And what we learned from that is our employees greatly rely on and
[2:04:34]
have for at least 22 years. I've been here and I've gone back and collective bargaining before
[2:04:39]
that. These holidays that we've had, including good friday and day after thanksgiving have been
[2:04:44]
in place. Since the beginning of my time. So nothing's changed, so they're not willing to give
[2:04:48]
them up. Okay? And again. I promised that I wouldn't but since you open up the plot
[2:05:01]
guides in regards to the employees that the june juneteenth was offered to
[2:05:06]
employees. Correct 19 june, 19th was offered first to the fire union and then the police union
[2:05:15]
not to the rest of the employees , which two units constitute about 36% of the city. Okay so
[2:05:21]
about 36. Yeah they were given the opportunities to exchange it for another holiday, and they
[2:05:29]
decided not to. So with that in mind. Yeah wounded be more prudent to wait until the next
[2:05:38]
round of negotiations. And then she how the employees feel about it, and however they feel about
[2:05:44]
it at that time. You do that for all the other employees. Well, that's one way to go. I
[2:05:50]
certainly don't think meeting with the finance committee is the way to go because it's three
[2:05:54]
of you. So why the three of you without the other four would sit and talk about this again is
[2:06:00]
beyond me. We've already well vetted. The administration's made its call. We believe it's
[2:06:04]
the right thing to do for recruitment and retention. Also given any of the social
[2:06:10]
ramifications, the optics of it , terry emery's already told this body we all think this is
[2:06:15]
the way to go. If you don't want if you want to vote to amend and pull out that section 500,
[2:06:21]
that's fine, but I don't see any reason for the finance committee to then review it later because
[2:06:26]
we already have the facts. Okay so let's let's piggyback on what you were saying for, um,
[2:06:34]
attention and for attracting new employees. Yeah on average when we are trying to under our
[2:06:42]
current and we are one of what we are, but I was told we are in the minority that do it does not
[2:06:49]
honor juneteenth. There's a holiday. Yeah on average, if there is a position available
[2:06:57]
currently there are only four positioned somewhat vacant be working on filling at least one
[2:07:04]
or two of them at the moment, but on average when we do ask for people to put in a resume
[2:07:12]
for a job, many applicants do you normally get it's diverse and it's changed through the
[2:07:19]
years as I have told you when we discussed the same topic in private, we're finding we're
[2:07:24]
getting far fewer applicants. Luckily we're still getting quality as opposed to quantity
[2:07:31]
is becoming a problem for everybody, including us if we're talking about a direct
[2:07:36]
correlation between adding a 12 holiday and whether it would improve recruitment retention,
[2:07:41]
we don't have any hard data on that. No I can't tell you with regard to comparables is before
[2:07:47]
juneteenth happened are comparables and we used to pockets. One is by our own our
[2:07:55]
own use of analytical data. We go by same cities of same population. Median family income
[2:08:03]
income tax number of households in order to establish ballpark what would be available in
[2:08:08]
general fund? And we use those comparables for wage and benefits. In addition, we
[2:08:13]
remember of more busy a member of the hr central ohio hr network, which is about 150,
[2:08:19]
plus 2 70 extended beltway and what we found is previous to june 10th. The average number of
[2:08:27]
holidays was about 10.7 ish, and we were above it. And then juneteenth happened, and
[2:08:32]
immediately the average went up because a lot of entities didn't have a choice. But to just
[2:08:37]
added, so, your averages go up. What we're seeing through collective bargaining is cities
[2:08:43]
are in charter or charter cities are starting to add juneteenth. In addition, so now we're up to
[2:08:49]
the number you pointed out earlier, hank 11.3 11.4 so the needle is moving in that
[2:08:55]
direction. Yeah. Okay but at this point, I think that we are in line with other ones. Yeah
[2:09:05]
and again, we can, um make all sorts of statements about the reason for the holiday and
[2:09:12]
fortunately the other day has not yet gone on me individually . So um and. It it continues to
[2:09:22]
be, um, won that I personally feel that I was city should not move into that direction. As of
[2:09:30]

compensated every two weeks. As such there any will salary would be one paycheck more than the

annual salary put a 27 year pay period. It's I will ensure this anomaly is popularly noted in
[2:14:55]
the annual pay ordinance, and the anomaly increases is not affected forwards. So that is
[2:15:01]

african americans. He became mayor of marysville. At that time, he was quoted that in the

papers that he did business and marian he's cutting his hair grocery shopping because he felt

more comfortable in respected the residents of the city, marysville. His wife. Went

around to all the all the homes in this community and numbered all the children who could not
[2:34:16]
go to public schools in this community due to their um, mental status, handicap
[2:34:21]
abilities or other issues. She then created. Well back up a little bit at that time african
[2:34:29]
americans, especially women, not just women, african american women, but also, um white women
[2:34:35]
were not allowed to buy a home or have a credit card or anything in their name in the 19
[2:34:42]
seventies, so especially being african american, you could not have, um, a credit card or
[2:34:48]
there's cabs certain types of wealth. Different banks wouldn't allow you to be able to use
[2:34:55]
because of your, um status. So she started a one room schoolhouse in the old east
[2:35:04]
school elementary school building that no longer stands. She then partnered with the
[2:35:08]
heroic with the lewis family. The lewis family had the means in the finances to then create
[2:35:14]
the heroin. Lewis score. Most people know and respect the harewood louis family and what
[2:35:21]
they did for this community. My question is as we debate june 19th. How many of us really know
[2:35:29]
mrs brown in the work that she did for this community on the behalf of all children in the
[2:35:34]

clarence brown, and he was known as the galloping ghost when he was in high school, clifton's

there was either three or five black families in marysville and he was still elected mayor. So

don't want to be on the road. They are not making money when they're not in the field. So
