Next thing on the agenda [11:18] is our engineering report for June. [11:25] » Thank you, honorable council members. So, we should an engineers report uh [11:29] dated uh the 16th for tonight's meeting. I'll briefly go through the topics. I'll [11:33] tie the first two together, which is Memorial Park improvements and the [11:37] lighting, sports lighting improvements. Projects been completed for a while. [11:40] We're just uh punch listing uh and requesting documentation from uh the [11:46] contractor. They'll move forward with close out and then uh be providing uh [11:50] documents uh to open space so that the bureau can receive its outstanding grant [11:54] funding for that project. uh the permeable paver projects, there's [11:59] been no action with respect to it. Uh we're awaiting uh sports seasons and [12:03] events to end. [snorts] Uh once that occurs in late fall, that project will [12:09] move forward in the winter. The under drains will be constructed and then [12:12] you'll be able to use the fields uh in the spring of that year of next year, [12:16] 2027. uh Taplan and Laughlin. Uh we received [12:21] uh documents from uh the burrow today which will allow us to make submissions [12:25] both to uh community development and DOT by the end of the week. Then you'll be [12:29] in the queue to receive the outstanding grant funds for both of those projects [12:33] too. Uh next item on the list is uh Dodto. Uh we had a bid opening uh that [12:40] occurred on uh June 17th. We issued a recommendation package uh just this week [12:46] on yesterday the 22nd. Once uh funding's available for that project uh the award [12:52] would occur and we would anticipate that uh piping would be installed August [12:56] September. You'd let it settle out for two to three months and pave right [13:00] around October, November. Uh Memorial Park, the Spring Valley uh entrance side [13:05] improvements project. Uh we've been working uh with the governing body with [13:10] our office of repair conceptual plan for that. Improvements include three [13:16] separate items. Uh the base bid is going to be the retaining wall grading [13:21] improvements near the Spring Valley Road parking lot. Uh what that'll do is [13:25] eliminate the current condition where you see the slope eroding over and you [13:29] actually can see some of the the granite that's located there. Uh that wall will [13:34] allow us to fill over that. You'll have uh top soil there and be able to plant [13:38] there and uh hold that slope and soil in the alternate bid of that project will [13:44] include an irrigation system. The irrigation system will ensure that that [13:48] those plantings are maintained and then the alternate bid B which would be if [13:53] there's sufficient funding would be to take the pathway where which now ends [13:59] and begins in the middle of the drive aisle where residents would walk through [14:03] the parking lot. We're now locating that along the right of way of Spring Valley [14:08] uh along the frontage. That would require you to eliminate some of the [14:11] smaller saplings that have been planted there. We will set the bid up so uh we [14:17] attempt as best as possible to remove those plantings and move them to other [14:22] locations within the park so that those plantings uh aren't wasted. Uh what we [14:27] have done if if you've seen the plan is developed an ADA ramp that will come [14:33] toward I guess the east toward the basketball courts. You'll work your way [14:37] up at 5%. You'll then bend your way off to the [14:42] » right >> north that is toward the dog park. We'll [14:45] have a separate walkway into where the dog park is, which is ADA accessible, [14:50] and eliminate that stone area, which has kind of been thrown down and is not not [14:56] clean and needs to be tidied, so you have a clean entrance to the uh dog [15:00] park. Then you'll loop around with that 5% slope and be able to get uh to the [15:05] basketball courts. If you don't need to use the ramp and and and don't need the [15:09] ADA accessible ramp, there's going to be a stairway that will take you up [15:13] directly to the basketball courts if you want to uh eliminate going to the uh dog [15:18] park. So, there will be in between there, which I think will be uh [15:23] something that'll create intra aesthetic interest to the park. There there'll be [15:27] a small retaining wall that will loop uh in between uh the 88 ramp where you [15:32] slope 5% to loop around toward the basketball court. It'll be a planter box [15:36] that you could put trees, decorative plantings in and and create an aesthetic [15:42] uh as you're either choosing to enter the dog park or choosing to enter the [15:47] main [clears throat] park. Um I I know we potentially may have a meeting uh [15:52] this week. All are invited to uh visit and we'll walk through and I can present [15:58] and show based upon the plan where these separate improvements are going to be [16:01] located so you can visualize it uh in the field. [16:06] Next item on the list is the call for DOT municipal aid grant projects. Uh [16:11] yesterday we submitted a grant application for uh Ham Place. Uh we [16:16] would anticipate that around Thanksgiving time, end of the year is [16:20] when the state would be awarding grants and you would construct that either [16:23] spring or summer of next year based upon uh funding availability. Uh and then the [16:28] final two items that are listed in the report relate to the municipal storm [16:32] water management program. Uh, one was the stormwater pollution prevention plan [16:37] and storm water management plan and also the storm water control ordinance. We've [16:40] submitted those documents to Bergen County. They're under review. Once [16:44] they're completed, uh, the burl would upload those to their storm water [16:47] section of their website. The other is the uh, larger watershed assessment [16:52] report. We're preparing that report. We'll be issuing a draft by the end of [16:56] July. Uh, that report's due uh, at the end of uh, this year. And then a final [17:01] item that's that's off the report, but we had discussed at last month's meeting [17:05] was the Central Avenue paving that the county is going to undertake. Uh we we [17:09] received correspondence that they they're not going to be paving that [17:12] roadway into uh until 2027 based upon their funding and review. [17:18] Some good aspects of the project though and information that we've acquired. One [17:22] is that uh the county is going to be implementing a bike path from Hacksac [17:28] through uh the burrow of Maywood as as part of this project. Now when we asked [17:33] for the shoulder striping that was requested, the burl has the option and [17:37] they asked us to pull the governing body uh would you want uh shoulder striping [17:42] or would you want them to continue the the bike path uh through the burrow? So [17:46] that's something that you would need to consider. you don't need to take action [17:50] tonight because it's not going to occur till next year, but they they'd like an [17:55] answer from the governing body as it relates to that. And then the final [17:58] item, I know the mayor had asked as it relates to traveling um eastbound on uh [18:04] Central Avenue toward Hackinack about lengthening that left turn lane because [18:09] you have some queuing that actually ends up in the straight lane heading east. [18:14] and they said they will definitely uh implement that, include that in the [18:17] revised construction documents when it goes out to bid. So, you'll see that [18:20] lengthening occurring, hopefully less queuing that impacts uh people traveling [18:25] eastbound on Central Avenue. That concludes our report. So they [44:03] they were supportive of the concept, but they [44:06] were concerned about the specifics they were being asked to do. So now we're [44:10] being told we have to pass this or we're not going to be in compliance with the [44:14] D. And I don't really know what the repercussions of not being in compliance [44:18] with the D is, but I assume it's not good and not something we're going to [44:22] do. And by [51:23] close call, I mean either a kid, either a child or on a bike or a child walking [51:29] or an an older adult walking across from one side of the parking lot to the side [51:35] that's up against the fence and having to either stop or speed up because a car [51:42] is coming through the drive. Basically, they use the parking lot like a road [51:46] parking lot as a cut through to not have to go on to Central to get onto Route 17 [51:51] or vice versa. not have to go through Hergusell and all that. They just come [51:55] through the they just come through um from 17 that way and go into Maywood. [52:00] They they basically skip they beat traffic. But that's all well and good in [52:07] the winter, fall, and spring, but in the summer when we have camp and the pool, [52:13] it's a real hazard. And it's not a matter of when of of if. It's a matter [52:18] of when somebody actually gets hit by a car. I'm not saying it's going to be a [52:24] life and death situation. Could be, but I mean, just touching somebody's body [52:28] with a vehicle is going to do damage, especially if it's a kid. Now, many [52:32] times these kids are so hopped up on sugar or just happy to go either to the [52:37] pool or leave the pool. They just had a great time. They're excited. They're on [52:41] their bike. They just took their bike off the bike rack and they want to go [52:44] home and they're not thinking. They're talking to their friends and all it [52:47] takes is that split second and the kids hit by a car. And because these people [52:51] don't necessarily drive slow through there either, they go [52:56] at the speed they want to get to. They want to get to Route 17 basically is [53:01] what they're trying to do or get home. So, they're not exactly going slow. Um, [53:05] and even if they are, if a kid's not looking, it doesn't matter because [53:08] they're going to get hit. So, what I would ask you guys to think about, and I [53:12] know this was the chief's recommendation from day one, which is during the [53:16] summer, and he could speak to this um if he wants to, but I I have talked to him [53:20] about it. During the summer when the pool and camp is open, Duvier is just [53:24] closed. The entrance from Duvier is just closed. We get some kind of signage and [53:29] we put it on Lennox saying that it's closed so people don't come in traffic [53:34] cuz once you come in on Duvia, it's a dead end over there. unless you go [53:37] through. If it's closed, you have to back up. So, if we have some kind of [53:40] signage on Lennox letting people know that there's no cut through. And then [53:44] now the only way to get into the pool or out of the pool is uh central Brook [53:50] Central Hericell Brookke. Uh that's the way to get in and out. Now, you're ahead [53:56] of time because you guys dealt with this prior uh probably around 2020 2021ish. [54:03] Um, people on Lennox or people close to Lennox Toma are going to be real angry [54:08] because they can't drive to the pool now that way. They can walk to the pool. [54:14] They could ride their bikes to the pool, but they can't drive into the pool that [54:17] way. Nor can they exit the pool that would they be able to exit the pool to [54:20] go home. So, they are going to have to go out and it's going to be an [54:24] imposition. I get it. But the the thought is what's a bigger imposition [54:30] having to spend the rest of your summer in a cast because you broke your leg cuz [54:34] you got hit by a car if and that's the best case scenario. You you're you know [54:38] you're tied up in traction because you're a little kid and now you can't [54:42] enjoy the rest of the summer because I live on Lennox and I didn't want to have [54:46] to go all the way around on Central. And I'm not picking on people on Lennox. It [54:49] could be anywhere in town. It could be Lafayette Avenue. It's a $2500 grant program, but it's [1:06:51] also technical assistance and Tara, Doug, Adrian, and I had a an initial [1:06:57] like a kickoff meeting. Uh we're going to have a few more meetings and the [1:07:00] whole point of this is to put together a uh community outreach campaign uh so [1:07:08] that we can educate the community about existing [1:07:14] energy efficiency programs that will help them save money on their electric [1:07:16] bills and make their house more energy efficient. It's there's actually a lot [1:07:20] of good programs available that people don't know about. And one of the things [1:07:25] that's besides the $2,500 that's nice is there's actually additional money [1:07:30] available um like up to 5,000 I think she said for [1:07:34] other sorts of things like we were talking about tablets to sign people in [1:07:38] to programs and things like that. Um so there's potentially more money but they [1:07:42] are also willing to do a mailing for us which a mailing is like $3,000. So [1:07:50] that's a great, you know, once it's all designed, they're going to give us a [1:07:54] page, like a desk, a landing page for information about Maywood and energy [1:08:00] efficiency. So we'll be able to send people to this website. They're also [1:08:04] going to help us with collateral like door hangers and other sorts of things. [1:08:07] So, they're bringing a lot of help and we're going to be able to help the [1:08:10] residents and uh we did sort of figure out in the meeting that we're going to [1:08:14] be able to use this uh you know once we get this stood up and we have this um [1:08:21] infrastructure in place to communicate with everybody when prologus gets going [1:08:25] and their community solar project gets approved we'll be able to use what we've [1:08:30] created to communicate with the public about that and perhaps other things. So, [1:08:34] it, you know, it seems like a good program. We have a couple more meetings [1:08:39] set up and we have an a few assignments and I'm supposed to be sending an email [1:08:43] reminding everybody about what they're doing and I will do that. Um, I also [1:08:48] because uh going on with green team would like to thank the uh Green Team [1:08:53] Maywood Arts Collective and the Maywood Crochet Club for their yarn bomb textile [1:09:00] art installation on Pleasant Avenue. Um, they do this every year. I believe [1:09:05] there's actually an international yarn bomb day. Um, but it's just a fun, [1:09:11] wonderful art project that they bring to the down downtown area. It's very [1:09:15] whimsical and um, so it's fun to see the work that they've done over the year. [1:09:20] They who knew, right? They um, they're picking it up tomorrow in case anybody [1:09:26] is curious about that. It's just a short period of time. Um, and they're still [1:09:29] looking for people to come to the green fair. So, if you know of any [1:09:32] organizations that would be appropriate for that, please turn them on to Tara. [1:09:37] Uh, Shade Tree is still collecting um names for people who are interested in [1:09:41] getting trees for the fall planting. And the other uh big excitement in the [1:09:46] Burough of Maywood this week was that the mobile motor vehicle [1:09:52] commission uh I'm like, what does MVC stand for actually? Motor vehicle [1:09:56] commission. Uh the mobile unit came to Maywood on Saturday. Uh the you know [1:10:04] they bring this big trailer. They went to the library. It's always a very last [1:10:08] minute thing apparently when they do it on a Saturday. They call you on Tuesday [1:10:12] and you need to stand this up by Saturday. So Caitlyn uh who was very [1:10:19] helpful and agreeable about doing something seemingly very last minute. [1:10:24] She jumped into action. And we got Adrian got the flyers updated. We got [1:10:28] the information out to everybody. Um people were able to get real IDs and [1:10:34] other things by appointment. You were able to do things walk up. Uh every [1:10:38] single appointment they had was filled. The uh truck was busy from the minute [1:10:43] they opened to the minute they closed. Uh it they had uh Spanish speaking staff [1:10:49] there, so they were able to help people in uh you know who needed that. and we [1:10:54] serve they served over 106 people over the course of the day. So it was an [1:10:59] absolute rip roaring success and uh just want to thank Caitlyn and Chris Hillman [1:11:04] of the DMV for bringing them to us. Purpose of it was to give the public more of a [1:32:21] voice and to give them an opportunity to learn more about it. Surprisingly, there [1:32:25] were 92 people that attended this online at least. And um [1:32:33] the actual meeting took place in the middle of the day. Took place at 3:00, [1:32:37] which I asked why did you do that? You know, I I've never attended a public [1:32:42] meeting in the middle of the day. People are not home. Um so anyway, one of [1:32:47] [clears throat] the interesting points was the most cited problem was not [1:32:51] noise. And it was something I've been harping on for quite some time. It's the [1:32:55] volume >> of the planes going overhead. Yeah. [1:32:59] » So other people are hearing the same thing. Um [1:33:03] there was new voices. One was from Marstown, New Jersey talking about [1:33:07] planes that were coming over his house heading to Cedar Barrow. Um [1:33:13] [clears throat] and I asked the question beyond the 3:00 [1:33:16] meeting, why wasn't the consultant group there? and I didn't get a positive [1:33:21] answer on that. You think they would have been concerned? The second meeting [1:33:25] was the actual quarterly tanic uh meeting which took place on April 15th. [1:33:31] There were more um town members not attending than attending. Again, this [1:33:38] has been a ongoing thing. Um three of the four FAA requests are on hold just [1:33:45] like I reported last time. It seems like they can't walk and chew gum at the same [1:33:50] time. Um I asked about uh they reported about FIFA and this the um sale [snorts] [1:33:58] forth on the 250th anniversary. Uh they expect a lot of extra traffic. Uh and [1:34:05] the reason why they were preparing to get the the runways and and all the [1:34:10] projects done. Uh the one project that's that wasn't done completely was the [1:34:16] beacon relocation and the demolishing of the uh control center. They got a new [1:34:21] tower up there. Um, one other interesting thing, there was [1:34:26] one member from the public was from Paramis [1:34:30] and he gave forth something I've been proposing to this committee which was [1:34:36] there should be financial incentive to get the pilots to use the alternate [1:34:43] route. And I didn't know this, but after I got [1:34:46] the minutes, I looked him up and he was a lawyer. And I'm thinking maybe he's, [1:34:51] you know, looking for business. Well, actually, he's right in line with the [1:34:55] runway as I am. So, you know, he's complaining about it, too. There was an [1:35:00] executive meeting. Oh, I felt honored. Uh May 27th, [1:35:05] um there was barely a quorum. Um there were only two items. They talked about [1:35:10] uh an environmental study that's going to be done for two new hangers that are [1:35:15] going to be coming up. So if you had any thoughts of this airport closing down, [1:35:20] » I don't think people will be putting money into it. Um [1:35:24] there was also a talk um uh the second item was um [1:35:31] something we're we're not really associated with which is the planes [1:35:34] coming up from the south. And right now they take a direct line as they do [1:35:40] coming south from the north to the south. [1:35:45] They're changing that to do a serpentine almost looks like the same thing that's [1:35:50] being done with Route 4 with Route 17. >> Uh so somebody beat me to the question, [1:35:56] you know, aren't you just doing the same thing and you you're driving the traffic [1:36:01] over it turns out to be North Arlington. They said there are only going to be four [1:36:16] helicopters, so we shouldn't hear jets zooming overhead.
