Um I rise today [2:28] in support of A1 uh which is my request [2:31] for resignation. Uh I don't take this [2:35] lightly. I I have the uh absolute [2:37] privilege of being appointed by um [2:39] Delaware County Councils to be the [2:42] public defender. Uh and unfortunately uh [2:45] the law that governs the public defender [2:47] act uh bars me from holding any other [2:49] office. Um I spoke to both the [2:51] solicitor, our solicitor and the county [2:53] solicitor and could not find a way [2:55] around it. So uh unfortunately uh I am [2:57] forced to resign and I wanted to uh tell [3:00] you all that it was a privilege to be [3:02] work along you alongside you and a [3:04] privilege to serve the people of media [3:06] um and to encourage anyone out there uh [3:09] who is interested in applying for my [3:11] open seat. Uh because three three and a [3:13] half years ago that's how I got [3:15] involved. Um there was an open seat. I [3:18] applied for it. I wasn't selected [3:20] thankfully. Uh Jen, our our wonderful [3:22] Jen was was appointed. Um, and then, uh, [3:25] I ran and was elected and it was a [3:26] wonderful experience. So, I encourage [3:28] anyone to step up and do that themselves [3:30] and just to say thank you to all of you [3:31] for what a privilege it was to work [3:33] alongside you and on behalf of the [3:35] greatest town I could possibly choose to [3:36] live in. Um, like I said, [4:45] Britney Manager Foreman is not available [4:47] tonight, so I'll be delivering the [4:48] manager's report on her behalf. Um just [4:51] a few small public announcements that [4:54] she asked me to deliver. Um the first [4:56] one being the and excuse my [4:59] pronunciation on this, the Aliviver [5:01] Foundation wants to donate uh AED [5:03] equipment to Baral Park. They've been [5:06] partnering with local municipalities [5:08] like Lanstown and Upper Providence [5:09] Township. And the donation would include [5:12] $1,100 for the AED device itself as well [5:15] as an extra $1,100 for the enclosure for [5:19] the device. This will run through [5:21] properties committee next month, but um [5:23] we want to thank the Aliviver Foundation [5:26] publicly for considering the burrow. [5:29] Secondly, we were recently notified that [5:32] Palm Street Mall was awarded a 2026 [5:36] great places designation from the [5:38] American Planning Association, [5:39] Pennsylvania chapter. We were nominated [5:42] by NV5, who was the landscape [5:45] architecture firm that we partnered with [5:47] during the project. [5:49] And the last one, which is a little more [5:51] in my wheelhouse, the fiscal year 2025 [5:54] audit was completed by Barbcane Thornton [5:56] and Company, our um independent auditing [5:59] firm. We did receive a clean audit [6:01] opinion with no material weaknesses, no [6:03] significant deficiencies, and three uh [6:06] minor recommendations that they had. So we won as as [6:57] a firsttime applicant and you know we'll [6:59] try to continue to um you know raise the [7:02] bar on that and continue to get [7:03] recognized by this but you know really [7:05] great work from John and the finance [7:07] team and the rest of the burough staff. Just some updates on some [7:33] few a few capital projects. We have two [7:36] stormwater improvement projects in the [7:37] north of town. Uh the first one is [7:39] underway is almost substantially [7:41] complete at this point which is great [7:42] news. That is the empoundment facility [7:44] for storm water and the community garden [7:46] on top of that. Big thanks to JMC [7:48] contractors for working very quickly all [7:50] throughout the month to get that work [7:51] done. Looking forward to a successful [7:53] project. The second one is on North [7:55] Olive Street Bridge Road. That bid [7:57] opening is August 27th. So that will be [8:00] next week. We're eagerly looking forward [8:01] to that bid opening. Hopefully we'll [8:03] have good news on that one. Our ste [8:05] street ballards were recommended by the [8:07] council to go out to bid. We will have [8:08] that bid opening in September with a [8:10] recommendation for the legislative [8:11] meeting. Uh our trafficcoming project [8:14] over on Laminate Jefferson is [8:16] substantially complete as well. I think [8:17] it looks great. A big thanks to our [8:18] friends at Chipaloney for that project [8:20] and our friends at the county. Uh Pico [8:22] is almost wrapping up the work on [8:23] Providence Road. It seems like it has [8:25] been going on for a long time. Uh once [8:26] that is completed, we'll be move forward [8:28] with the Holly House rabbit rectangular [8:30] flashing bacon project. And lastly [8:32] tonight in your packets for award is the [8:34] 2026 red program. And so we had a a good [8:37] strong representation from that one. So, they need to do some [9:13] coordination naturally with the [9:14] individual homeowners to schedule [9:15] appointments. And that's really where [9:17] we're down to. We're down to the last [9:18] few. So, it's it's a function of [9:21] naturally Pico completing their main, [9:22] which is done, and then all the [9:24] individual service laterals, which is [9:25] the final part of that. Hearing no none, [9:36] we'll move on to our mayor's report. [9:38] Mayor Washington. [9:39] >> Good evening, Mr. President, and good [9:41] evening, everyone. Um, yes. So, my [9:44] report, I have a couple of reports from [9:46] the media brow police department and a [9:48] couple of updates for me as well. Uh, [9:50] there were 731 calls for service and [9:52] initiated response for the month of [9:54] July. And unfortunately, this is an 11% [9:57] increase from July of 2025 with 652 [10:00] calls last year. 149 traffic stops, 33 [10:04] traffic details, and some training from [10:07] the media bureau police department. The [10:09] officers completed their annual use of [10:11] force and taser training conducted by [10:13] Sergeant Helmond and Officer Devito. All officers will also completed first [10:18] aid and CPR training, which is required [10:20] every 2 years. And onto the reports of [10:23] interest. Uh there are terroristic [10:25] threats with a firearm on July 22nd at [10:28] the Wawa and oh wait no that's the next [10:33] one. Whoops. Uh there is a terrorist [10:35] threats with a firearm. Officers [10:37] responded to the area within 30 minutes [10:39] of the initial dispatch and had the [10:41] actor in custody. And then the next one [10:44] is public drunkenness on July 4th. At [10:47] the end the individual was taken into [10:49] custody for public drunkenness and [10:50] released once. sober. Um, and that's [10:53] something that they have to do so they [10:55] make sure people are, you know, good to [10:57] go and not and under any liabilities. [11:01] And the next one's for a check washing. [11:03] Uh, the case has been turned over to the [11:05] postal inspector's office of the US [11:07] Postal Service. [11:09] And then the other one, I think I got [11:12] two more. Trespass with a threat of a [11:14] firearm. And this is at the Wawwa store [11:16] at the 100 East Baltimore Avenue for [11:19] report of the subject with a gun. And [11:22] the defendant is currently at the [11:24] Delaware County Prison. He was taken [11:26] into custody without incident after the [11:29] uh after the employees [11:32] uh reported the incident. [11:34] and and another warrant servicing. On [11:37] July 25th, Officer Scott was on patrol [11:41] when she observed a man walking down [11:42] Baltimore Avenue in the area of Ratner [11:44] Street. So, the pedestrian stop was [11:46] conducted and uh the im the individual [11:49] was known to the officer to have an [11:51] arrest warrant. And uh yep, the man was [11:55] advised as to why he was being stopped [11:57] and he was taken into custody where a [11:59] search in incident to arrest was [12:02] conducted revealing numerous needles, [12:03] drug paraphernalia, and elicit drugs. I [12:06] just want to thank the police department [12:08] for keeping everyone safe this month and [12:10] every month. Uh and and moving on to the [12:13] focus points for August 2026, [12:16] accreditation is underway. The Media [12:18] Bureau Police Department is currently [12:20] going through their reertification for [12:22] accreditation this month and this [12:24] reassessment is conducted every 3 years [12:26] by the Pennsylvania Chiefs of Police [12:28] Association and this re this includes a [12:31] review of all policy and procedures as [12:33] well as review of reports to ensure that [12:35] the department is maintaining the [12:36] highest standards. This process has [12:39] begun on August 14th and will conclude [12:41] on August 28th with an inspection of the [12:43] police station equipment, vehicles, and [12:46] ride along with with the officers by the [12:48] assessment team. And as of today, only [12:51] 17% of police departments in [12:53] Pennsylvania are accredited law [12:55] enforcement agencies. [12:57] And moving along to finishing up my [12:59] report, officers will continue to [13:01] conduct traffic details in areas of [13:03] concern reported by residents and [13:05] identified by patrol officers. Officers [13:08] will continue to monitor and strictly [13:10] enforce the double parking issues in the [13:12] business district. And my notes for this [13:14] month so far for August uh National [13:17] Night Out, just wanted to note that [13:18] National Night Out earlier this month [13:20] was a blast. Um and uh it happened on [13:23] August 6th with some great turnout. Just [13:25] want to thank the media burough police [13:26] department, the media fire company, and [13:28] the media wreck board for a wonderful [13:30] night engaging the community with their [13:32] first responders. Um, one [13:56] of the things that I said in just a [13:58] couple of very brief remarks is that the [14:00] employees of of this bureau make our [14:02] jobs very easy. Um, you know, coming in [14:05] and knowing that there is competence, [14:07] uh, there is integrity, um, and there [14:10] is, you know, accountability and [14:12] strength behind every moment, every [14:14] moment that we have a meeting and every [14:17] issue that we face. uh it makes us it [14:19] just really makes it a wonderful place [14:22] to to be on council. So, thank you. And [14:24] I'll tell everyone out there that uh we [14:26] do appreciate our our employees. So, I [14:29] don't want to miss that. So, thank you. Uh the [19:07] purpose the back of Nate's property, the [19:09] side of Nate's property backs up to his [19:11] father's property and there's we did a [19:14] survey was done and found out that the [19:16] patio of Nate Nathan's property has a [19:19] slight 1-ft encroachment onto Mike's [19:21] property. Uh and there were some bushes [19:23] and shrubs that were there from the [19:24] previous owner which have been removed. [19:26] We're simply trying to move that [19:28] property line 16 ft so he can have his [19:31] buffer back again, plant it, and have a [19:33] little more room back there. [19:36] uh his father had bought the property to renovate it, possibly move in, but [19:41] with the slope to the property, he's [19:43] looking for something more one level. So [23:16] starting off tonight, I have one [23:18] leazison announcement uh regarding the [23:21] uh special EMS meeting we had about a [23:24] week ago. Uh so council had a special EMS meeting specifically to [23:31] discuss the upcoming regional authority [23:34] that's been proposed by uh members of [23:36] the working group and our neighbors in [23:41] uh Nether Providence Upper Providence [23:43] WMO [23:44] >> Rose Valley and Rish [23:47] close. [23:47] >> It's okay. I always forgot one of them. [23:50] >> Yeah. He said [23:53] >> uh yes. So we had a meeting regarding [23:54] that authority and we discussed uh the [23:57] various options with whether or not [23:59] media was likely to join uh and to try [24:02] and get an understanding as to uh the [24:04] general costs. [24:07] Um while we don't have the full final [24:09] numbers just yet uh at this time at that [24:14] time at the end of that meeting general [24:16] sense of council of those who were [24:18] attendant was that media would likely [24:20] not join at this time due to both uh [24:24] just a general uncertainty on the costs [24:26] but also some [24:28] uncertainty as to the leadership of that [24:31] uh authority and how it would affect [24:34] uh our residences. [24:38] Thank you. Um, and if I may add, I [24:41] attended a similar special meeting on [24:43] Tuesday evening in Upper Providence [24:44] Township where many of the same [24:46] questions were asked. Um, many of the [24:49] same issues were raised. Um, and you [24:52] know, the the general sense that I got [24:54] at both meetings, although I don't want [24:56] to speak for Upper Providence, I can [24:57] only speak for myself and the and the [24:58] others who were at our meeting on [25:00] Monday, was that there are just too many [25:01] questions in the air. Um, and we don't [25:04] want to burden our residents with a uh a [25:07] fee. Um, we want to make sure that if we [25:10] are going with this, we have done all of [25:12] our due diligence and that we have done [25:14] everything we can to keep the costs as [25:16] low as we can for our residents uh in [25:19] media burough. Um, one of the other main [25:21] concerns that that was raised is that you know the leadership of this [25:25] authority [25:26] um does not have to follow any of the [25:29] recommendations of this working group [25:31] regardless of who's on the authority. [25:33] Um, and media fire company uh, you know, [25:36] could very well wind up on the outside [25:39] looking in. Um, and we've heard from [25:41] this, I can tell you, we've heard from [25:43] our residents in Upper Providence and in [25:45] Media Burough, um, that they're very [25:47] happy with the service from the media [25:49] fire company in EMS. Um, and we should [25:51] be very proud of that. Um, and consider [25:54] that to be a feather in our cap. Um, so [25:57] I I just wanted to bring that up. The [26:00] approval of the authority wouldn't [26:02] happen at one of our meetings. There is [26:04] a meeting scheduled for September 2nd, I [26:08] believe, at Strath Haven Middle School [26:10] or high school. [26:11] >> Middle school. [26:11] >> Strath Haven Middle School. Um, and that [26:14] at that meeting, each of the six [26:16] municipalities have been asked to bring [26:18] uh a quorum of their membership to vote [26:21] whether or not to join this authority. [26:24] Um, so we will be there. I believe we'll [26:28] have a quorum there. Uh and at this time [26:30] again our our predisposition is not to [26:33] join. Um but again a lot can happen in [26:35] the next couple of weeks. So it's [26:38] something where I encourage residents to [26:40] reach out to us. Uh if you have any [26:43] questions about what you've heard. That [26:44] was one thing that came up on Tuesday [26:46] was we don't know what the residents [26:48] think. I'm you know we're all residents. [26:51] Um, and you know, from the standpoint of [26:54] I don't want to pay more than I need to, [26:56] uh, or what more than what's fair, uh, I [27:00] think would be something that that's, [27:02] uh, you know, rolling around in our [27:03] heads as, as members making a decision. [27:06] >> I was not present at that meeting. May I [27:08] voice my opinion? [27:09] >> Yes, absolutely. [27:10] >> Thank you. Um, so I've had some time to [27:13] dig into the relevant data provided. Um, [27:16] and what I would like to call out is [27:17] that across the six mun municipalities, [27:19] media borrow has the lowest median [27:21] household income. So to me, if we have [27:24] the lowest median income of all [27:25] participating munality municipalities, a [27:28] flat fee structure is regressive and [27:30] places the highest burden on the [27:32] community with the least ability to [27:33] absorb it. Um, [27:36] >> excellent. [27:36] >> I have I have the numbers if folks want, [27:38] but I did dig into some census data. Um, [27:40] and right, we have the density, we've [27:42] built out, we have commercial activity [27:44] means that we pay more, but our [27:45] residents aren't necessarily wealthier. [27:47] So, I know that we've talked a lot [27:49] about, right, there's equal votes, but [27:52] it's not equitable votes. And I think [27:54] that is my biggest concern right now. [27:57] Um, and additionally, right, we're [27:59] talking about the governance structure. [28:01] Um we've discussed concerns with media [28:04] only having one vote despite the [28:06] differences um in income and ability to [28:09] pay across the multiple municipalities. [28:12] So I my perspective right now is no [28:16] because we have folks who would be um [28:20] would have a higher burden than our [28:21] neighboring municipalities and that does [28:23] not seem equitable nor does it seem [28:25] financially responsible for us to make [28:26] that decision. [28:28] >> Thank you. That's an excellent point. I did a little number crunching myself [28:31] and I looked at the populations of [28:34] Swathmore that are very similar and if [28:36] you look at the six municipalities our [28:38] total population is about 16th of that [28:40] entire group combined. So if you're [28:42] looking at one out of six it's not that [28:44] big a deal but when you're looking at it [28:45] financially and fiscally that's a much bigger difference. Um so I I really [28:51] appreciate that and thank you thank you [28:52] for that. May I add that we would have [28:54] one vote out of six, but we also have [28:57] about 25% of the call volume. Landscaping crews and [29:30] tree service companies frequently have [29:32] cones, flaggers, and equipment in [29:34] surprise locations. [29:36] Stay on top of the planned projects in [29:38] through our newsletter, which is a great [29:40] source of info and highlights [29:43] throughout the summer. Throughout our [29:46] major and minor streets, construction [29:48] has become a pretty familiar site around [29:50] media this summer. Detours, lane [29:53] closures, and flaggers can be [29:55] frustrating. Please be patient. [29:59] Plan ahead. Check the burrow, Aqua, and [30:02] Pico websites when you can. Construction [30:04] zones change, equipment moves, and [30:06] detours can shift. Knowing where work is [30:09] happening may save you some frustration [30:12] or give you a chance to take another [30:13] route. [30:39] [snorts] [30:41] And moving on, uh, next up, I have the, [30:45] uh, change order for Jefferson and Lemon [30:47] Streets, uh, community development block [30:50] grant project, which I submit in the [30:52] form of a motion. So the the the grant was [31:20] award pardon me the bid was about [31:21] $70,000 and that project had been [31:24] allocated about $144,000. [31:27] So again in in order to maximize the [31:29] benefit of that uh grant uh it was [31:32] recommended to have some extensions to [31:33] existing line items. So specifically [31:35] what you would see out there is that [31:37] area had some sidewalks that weren't in [31:38] great shape because of the nature of the [31:39] trees and the age of the neighborhood. [31:41] So the recommendation is to have those [31:43] improved. Some of the ADA facilities we [31:44] can get additional improvements, some [31:46] additional landscaping and there are [31:48] some areas of curbing that just that [31:49] were dated and old and again so the [31:52] ability to inject additional resource [31:54] under the existing line into that [31:55] contract just gives that the project a [31:57] nice more polished look. It just allows [32:00] us to inject more resource into that [32:02] area and I think the overall uh look [32:03] will be sharp. [32:05] >> Thank you. [32:10] » All those in favor? Again, so part of the [34:34] genesis of this naturally was parking is [34:36] a really key issue in town [34:38] >> and we had spent a lot of focus in the [34:40] area of State Street studying the area [34:42] actually the garage going back to [34:43] earlier this year. This is an extension [34:45] of that study to take a more focused [34:48] look at areas that were both impacted by [34:51] high usage but also affordable housing. [34:53] So the the impact of affordable housing, [34:55] the impact of different land use on our [34:56] street system. Again, so there is [34:58] there's a series of breakouts. One of [35:01] which is primarily a parking inventory. [35:03] Another one are curbside strategies to [35:05] help maximize and the usage of delivery [35:08] vehicles around State Street. [35:09] >> That was what I wanted to make sure it [35:11] was included in it. [35:12] >> That's right. The other one is our [35:13] parking standard or a review of our [35:15] existing parking ordinances [35:17] >> to make sure that they are consistent. [35:19] Again, the option for the GIS here is is [35:21] highlighted here so that there are uh [35:24] modern technologies that are used to [35:25] take a look at our parking facilities [35:27] around town, take a look at our street [35:28] systems. Uh and I think that generally [35:31] was it. So, it was it was an expansion [35:33] of good work that had begun earlier this [35:35] year to add some additional focus areas. Uh [37:09] so we have a local road program here [37:12] that we do in media and our streets are [37:15] um a continuation of the streets that we [37:17] were paving last year. So naturally, [37:19] since we have 15 miles worth of of roads [37:21] in media, we don't pave all of them at [37:23] the same time. We pay for about a half a [37:25] mile of streets in town. Uh those [37:27] include um Manchester Church, a portion [37:31] of Monroe, and there's one other on the [37:34] west end of town that I can't remember, [37:35] but I'll pull up. But it's about four or five different streets around [37:38] town. So Damon has done good work for us [37:40] in the past, very reputable contractor. And [38:38] um Glim Glimmer was featured on a new [38:41] segment on Positively Philly. So if you [38:43] didn't get a chance to check that out, I [38:44] think believe they do it on their social [38:46] media. It was a really lovely segment. [38:48] Moving on to my main agenda items. [38:52] Uh normally this time of year, we do a [38:55] midyear we do a mid-year budget [38:57] adjustment. So, it is the best practice [38:58] to do an adjustment um throughout the [39:00] year financially so that way you can [39:01] make any adjustments for any under or [39:03] over spends in the first half of the [39:05] year to make sure that you end the year [39:06] in a good place. Um we have a couple of [39:09] expenses that have come to light in the [39:11] last week that we want to make sure that [39:13] we're really diligent about [39:14] understanding what the full cost would [39:16] be and then what ultimately that [39:17] adjustment would be need to be made. So, [39:19] we're going to I'm suggesting that we [39:21] table this agenda item until September. [39:23] We'll discuss this in detail at the [39:25] September workshop and then hopefully [39:26] ultimately um vote on it at our [39:28] September legislative meeting. Um [39:30] there's no, you know, there's no we [39:33] we're under no obligation to um you [39:36] know, vote on an adjustment, you know, [39:39] at the midyear. I do handle Upper [42:29] Marian Township, which is extremely [42:31] large, is the largest, if not second [42:33] largest, business privilege mercantil [42:36] collections in the state. Um uh I have [42:39] been around doing this probably since [42:40] 1994. I actually had a long time ago [42:43] worked uh in Media Barrow doing [42:45] collections in Media Barrow under a [42:46] different company uh just as a worker uh [42:49] back in like 1994 I believe that was. Um [42:52] and you know we've been doing business [42:55] privilege for a long time. Um and we are [42:58] a business privilege administrator. Yes, [43:01] we do a couple um local service taxes [43:04] for some of our jurisdictions that would [43:06] like us to do that for them. It's just a [43:08] handful and I do a couple small [43:09] amusement taxes as well. Um but I think [43:12] why we do things good is because we're a [43:15] business tax administrator. Um [52:38] this has this was something that brought [52:40] was brought to us by Aqua. Um so that we [52:44] can best regulate what's happening right [52:47] now within our crease. Um I I don't even [52:52] know how to go on about this. [laughter] [52:55] Uh so between our engineer and our [52:58] solicitor they might be able to explain [53:00] this better. [53:02] >> Well [53:03] restaurants are required to to do to [53:06] clean their grease traps and if they [53:08] don't it ends up grease gets passed into [53:12] the pipes and clogs and then sewage [53:14] flows down the streets which I've seen [53:18] is not uncommon. Um, this sets up a [53:21] requirement that restaurants uh um [53:23] operators do cleaning on a regular [53:26] basis, keep the records of it, make them [53:28] available for inspection if the bur [53:30] determines they need to, and they'll get [53:33] fined if they haven't been complying. [53:37] Uh the the other issue is that at the [53:40] plant where everything is ultimately [53:41] treated, uh the plant has a permit and [53:44] that permit has certain requirements of [53:46] things that they're allowed to uh treat [53:49] every single day. The D takes it very [53:51] seriously that they don't exceed the [53:52] permits. Uh in the last couple years, uh [53:55] there the the policing between the [53:57] creation of the county health department [53:58] and transitions about who was doing [54:00] inspections was a little bit loose. Some [54:02] of those things started to elevate. So [54:03] we got we got flagged by Aqua who said [54:05] can we tighten up some of our protocols [54:07] about Greece so that we can prevent [54:08] things from getting into the sewer [54:10] system before it gets sent to us so that [54:12] we can maintain regulatory compliance [54:13] and we don't have to either issue um [54:16] moratoriums or citations to any of the [54:18] parent municipalities. So there are [54:19] three towns that discharge into that [54:21] plant. This is it's really helpful to [54:23] keep the plant in compliance but also [54:25] like Bob said to keep our system clean [54:26] and everything flowing neatly. [54:29] >> Thank you. And it was a great [1:09:58] success. really nice to interact with [1:10:00] folks um in an environment where they [1:10:02] can touch a truck, get to see the [1:10:05] equipment, play some yard games.
