[0:22] One nation under God, it is visible with liberty and justice for all. [0:33] Heavenly Father, we besieged your divine guidance in this meeting. Keep us ever mindful of our obligation. [0:38] Grant us, dear Lord, wisdom, tolerance, and courage that we may well serve our county and fulfill our trust. [0:43] Amen. [0:44] move to approve the minutes of the meeting of April 28th and April 30th. [0:50] Discussion? [0:51] role? [0:52] Hamlet? [0:52] Yes. [0:54] Yes. [0:54] Okay. [0:56] Next up we have a commendation presentation. [0:59] Let me go ask those on here. [1:03] Okay. [1:04] A resolution honoring Jan Radke. [1:07] So I'm saying that, right? [1:08] Radke for her extraordinary service as a foster parent. [1:11] Whereas the board of Medani County Commissioners recognizes the profound impact that dedicated [1:17] foster parents have on the well-being and future of children in our community, and whereas [1:21] Jan Radike alongside her husband began serving as a foster parent in Medani County in 1979, [1:28] opening her home and her heart to children in need, and whereas following the passing of her husband, [1:33] Jan continued her mission as a foster parent demonstrating unwavering compassion, strength, and commitment [1:39] to the children and trusted to her care. And whereas over the course of 47 years, Jan has [1:45] provided a safe, nurturing, and loving environment to countless children offering stability and [1:50] hope during critical moments in their lives. And whereas although she does not need, she does not [1:57] keep a formal count of the number of children she has fostered. Jan remembers each child by name, [2:02] a testament to the personal care, dignity and love she extended to every individual. And whereas [2:08] her selfless dedication has left an enduring legacy in Medina County with each child she [2:14] has cared for, caring for the positive influence of her kindness and guidance. [2:20] Now therefore, be it resolved by the Board of Commissioners of Medina County, Ohio, that [2:25] it is here, hereby expresses its deepest gratitude and heartfelt appreciation to Jan Radiki [2:31] for her 47 years of exceptional service as a foster parent. [2:39] moved to approve second discussion very impressive yeah thank you so much for [2:45] your dedication and it's really when you say 47 years of doing anything but I [2:50] know that's a particularly challenging yes calling what she start when she was [2:54] 10 [2:57] roll [2:57] and like yes Harrison yes what I just [3:14] wanted to say that we are so proud of Jan and she [3:20] dedication and this happens to be national foster parent mom. So again, there's like a [3:25] double celebration for us, but I've heard her that we were coming here today and [3:29] accepting this on her behalf. She's been a little bit under the weather and her goal [3:33] is to make it to our foster parent. Thank you. We're rooting for her. Let's get a picture of [3:38] you. Here we go. [3:45] Thank you. So, in terms of, I don't have any resolution. [7:50] So, that's a good thing. I have nothing to resolve. [7:52] So, subdivision regulations and proposed development agreement review is going well. [7:57] we met yesterday with our check in group and we are American structure point is continuing [8:06] to review and I believe Aaron will have some additional information for you here this [8:11] this morning. [8:12] Our main meeting is scheduled for this Wednesday at 630 and balcony room B here in this [8:18] building, we're reviewing the Bo-Hattie Replatt number two, Bridalwood, I'm sorry, yeah, this [8:24] But how do you replat number two, bridal would reserve in share and township, cobblestone [8:31] variants, request as you're very well aware as well as the home or township text amendment. [8:35] For June, we have four agenda items, including a walnut ridge revised preliminary plan, [8:41] located in share and township. [8:43] Cobblestone Park, replat number five. [8:45] I'm betting we're going to have 10 replats for them. [8:48] And then the Harrisville Township map amendment and a Brunswick Hills map amendment. [8:55] So one of the items on the top of the list also is our PY-2026 Community Development [9:03] Block Grant. [9:04] The application deadline was Friday. [9:06] We received 14 applications. [9:11] So after the city of Wadsworth is allocated their $150,000. [9:16] We have a total of 506,000. [9:19] Wadsworth will receive 150,000, which leaves us with 315,000 to consider more than one million dollars in grants we request and that is the most we have ever received. [9:32] So we have a lot of work ahead of us next Monday, May 11th, and I believe, yes, my name is Monday, May 11th. [9:40] I'm sorry, yes, Monday, May 11th. [9:42] And I believe that that's at 10 o'clock is where we will have our work sessions. [9:47] So I'm very excited about that. [9:50] We are continuing to complete the environmental review for the PY2025 Community Home Improvement and Preservation Program. [9:57] Also known as CHIP. [9:59] We're also waiting on our grant agreement from the Ohio Department of Agriculture, [10:04] Land Use Planning, comprehensive land use planning grant for that as well. [10:07] Our next zoning workshop is scheduled for May 12th. [10:12] And other than that, I will take questions. [10:17] While you're here, we'll just talk about American structure point now, so we did have a kind of internal discussion yesterday and at the recommendation of structure point based on some conversations that have happened at the meeting so far, and as both of you are already aware, the kind of ongoing challenges we've had with structuring the [10:42] financial guarantee provisions, which were a lot of the dialogue in the original draft of the developer agreement last year. [10:50] They're recommending that we bring in there. Is it their bond group or their? [10:56] Yes, it's their group that focuses on engineering and financial guarantee. [11:01] Permitting and financial requirements. [11:03] Correct. [11:03] So they have a statewide group that's kind of the experts on what other places are doing. [11:10] And so that's one of the pieces that I've kind of identified as a hang up in these discussions [11:16] because we have developers who do projects across the state and different counties, [11:21] bringing their experiences in and saying, well, this is how this county does it, [11:25] and you should do it that way. [11:26] And then sometimes we run down those answers. [11:29] There's maybe a disconnect between the way it's being presented, the way it's actually being done. [11:32] And so this group brings an expertise of round and best [11:37] probably have done other counties. [11:39] Yeah, for then obviously the municipalities have more flexibility [11:41] than new counties and right, quite different. [11:44] So with that experience, that would be very valuable. [11:47] Yeah, they're a statewide group. [11:50] So I don't know exactly, but I'm sure [11:51] they've got experience both of the counties and municipal projects. [11:56] So they're going to be putting together when we had [11:58] the conversations to ask them to go ahead and put together [12:01] a change order that would bring that group in because that's outside the scope of what was originally [12:08] projected for the work but I wanted to make sure I mentioned at this week and if there's [12:12] general support then I think we'll probably have something from them later this week that we could act on next week at the meeting [12:17] so I think that would be a good step because because there is so much challenge related to the [12:23] the financial guarantee provisions and and because frankly I'd like to address all of the issues [12:30] want to go through this process now rather than saying, well, we'll leave that to a future [12:34] future. [12:34] Sure. [12:35] Specialist, since we have townships that are insisting upon private road development [12:39] as opposed to public road, we've been able to handle that and in circumstance there [12:43] are a mod field, but we're probably going to continue to face that, so I would absolutely [12:49] agree. [12:50] They seem to be the ones to have the specialized experience in kind of allocating the financial [12:57] exposure between developer builder, you know, down the line and I think that's an important [13:02] I did the overall group feel about this suggestion this was actually um this hasn't been presented to the [13:08] builder group this was the internal group that talked about it I think there's general support Jeremy you were on that [13:12] call I think you're you're in support seeing some clarity on that somebody that's got the experience outside of [13:19] our counties experience so um but then there's another call this Thursday where I imagine they'll be presenting [13:26] that to the working group that's got developer representation on it, the technical work group. [13:32] I think we can call on that. [13:33] I'll just call it the Thursday group. [13:35] The Thursday group. [13:37] And I think I imagine they'll be support generally support for that too. [13:41] So, excellent. [13:42] And I have to appreciate and appreciate it and support throughout this process as kind of like [13:47] we're building the plane as we fly it. [13:48] And I think it's going to be a great, a very good, actually a very great [13:55] product in the end. So I'm very optimistic. I'm very optimistic. The unspoken part now [14:01] the other thing the American structure points working on that is that is necessary is kind of [14:05] identifying those areas where there's inconsistencies and overlap between the various regulations. [14:12] And so we still haven't seen that work product back yet, but I think between that and then [14:16] getting our arms around some of these financial things we're going to. We're going to move quickly. [14:20] Yeah, an ability to move forward from there. So that's awesome. Thank you. Thank you. Thank you. [14:25] Okay, we too have a commissioner resolution. We have a resolution appointing John Walker, Jr. to the Medani County Advisory Council on Aging and Disability. [14:36] I moved you approve. [14:38] The second discussion? [14:40] Hambley. Yes, Harrison. Yes, sweating. [14:45] Do we have any public comments today? [14:49] Okay, discussion session. Jeremy, you're up. [14:55] Morning and happy Cinco de Mild today. That's right. [15:00] I wanted to bring up this up this beat on the Chippewa Waste Water Treatment Plant Project. I had sent an email over a couple of weeks ago regarding the financing from the Ohio EPA. [15:12] Initially our loan was set to be about a 3.25% loan for doing the project with great lakes. [15:20] And speak with the EPA, this is ended up being a babba or a build America by America project. [15:28] I'll try to make this quick. Basically, the Ohio EPA gets money from the feds. [15:34] So they have to match a one-to-one with complying with federal requirements because this project was as expensive as it is. [15:43] the EPA selected this because it hits that dollar amount or that they ultimately have to reach. [15:51] So in order to hit the BABBA requirement, Great Lakes Rew went to all their subs and basically it [15:58] increases the contract price by $2.6 million. Now, while it does increase the project cost, [16:07] the EPA is also going to give us a point reduction on our interest rate for meeting BABBA. So instead [16:12] So having a 3.25% interest, it'll be actually a 2.25 and the savings on that 1.400,000 [16:20] a year on our annual loan payment or $8 million over the course of the loan. [16:26] So I was going to present a change order next week to do this and ultimately this ended [16:31] up being a win in the four-hour loan, so other than that, that's all I have. [16:37] All right. [16:38] Thanks. [16:40] Can we project that this is the last time the price is going to increase on the address? [16:44] Please. [16:46] Do you want me to give you something else you want to hear? [16:48] Yes. [16:48] The last time you were going to hear it. [16:51] Matt, do everything. [16:54] Election day vote. [16:55] It's election day. [16:56] Thank you. [16:58] Steve. [16:59] Election day vote. [17:00] Don't forget. [17:01] There is. [17:02] Nothing other than what we're covered in. [17:04] Okay. [17:04] And we do not have an executive session today. [17:07] So I will entertain a motion to adjourn. [17:09] Move to adjourn. [17:10] Second. [17:11] Rule. [17:12] You and Blake, yes, Harrison. [17:14] Yes, let it. [17:14] Yes. [17:15] Thank you, everybody.
