So the hydrant the thrust block wasn't set up in a way that the hydrant was secure when the gentleman hit the hydrant, it actually lifted it up and put it all the way to that side, which is not how a hydrant supposed to function. [2:47:04] Responsibilities include directing the activities of the city's water department building permit plan and site review street maintenance programs and park maintenance. [2:47:14] The employee is responsible for the preparation and monitoring of the department budget, the preparation, implementation and of and adherence to procedures and department personnel function. [2:47:30] Responsibilities also include establishing and maintaining appropriate work relations with municipal office officials, [2:47:37] here's subordinates, state and local organizations and with the general public. So the description [2:47:48] that is in that first couple of sentences I kind of opened it up to a little different stuff. So [2:47:58] So there is like six departments, seven depending, so there's facilities, city hall, all the [2:48:11] maintenance and upkeep of city hall, onion laying, the baseball fields, the reservoir [2:48:18] property, I have parks for the mowing, baseball field maintenance, playground maintenance, [2:48:25] in general landscaping. Stormwater, I have the kept base in cleanup, detention facilities, [2:48:35] the CCTV camoring when the crew comes out, and all the outfalls along the 12-ton river [2:48:41] that the city uses. On the water side, hydrants, valves, meters, samples, flushing, [2:48:48] pressure test and pump stations. [2:48:52] Construction, I have new construction for all [2:48:55] infrastructure. Roads, potholes, paints and signs, sidewalks, debris, tree, limb [2:49:03] removal. On the permits, the plan review and site inspections. The site [2:49:10] inspections is definitely like an inspector side of things, which is almost like [2:49:15] it's an old and little hat in itself. [2:49:19] So this is where I was referring to hoping to bring [2:49:24] on a intern. There is a lot of stuff that is this job is responsible for and we can't, [2:49:33] I don't feel like we should put it as in while volunteers can do this, volunteers can do the net. [2:49:39] But it really needs to be in the job functioning of paid employee because of the equipment that the city has. [2:49:47] There's insurance reasons behind that, I believe. I haven't been able to get a hold of our insurance company to talk about that. [2:49:54] But there is a significant amount of workload that is hitting me. [2:50:01] And I just wanted the council to be aware of the amount of work that it is in this. [2:50:07] This role and having a laborer or a second person that I could delegate to and we can work together to do tasks that require two people. [2:50:23] I feel like that is a direction that we should really think about going. [2:50:29] So [2:50:35] Rick, in this, you know, we're looking over all this, where do you think so you're not [2:50:41] keeping up where, what is the areas you think of the greatest need to bring a second [2:50:49] person in? [2:50:50] And just in general, I mean to quantify the biggest thing that I could say in general [2:51:03] is if we have an intern to be able to push the meter installs or we can work [2:51:12] together as a team, we're going to get more done in a timely matter. And if I [2:51:16] get pulled off for gas and heights or third street or some of the other [2:51:23] meetings that I that we have, things would still be able to move forward with that [2:51:29] second person versus just stopping. And then when I can I could get back to it. And that's the [2:51:36] biggest thing that I've looked at. I've done so many meetings with the construction going on in [2:51:44] the city and talking to new developers. It's just there's a lot of meetings involved and things aren't [2:51:53] getting done where I would say that the council would be happy about just due to the fact that I'm [2:52:01] getting pulled off and pulled in so many different directions. [2:52:06] What if the City Council was to [2:52:09] agree to bring on a part-time employee to help you with, you know, say the meter readings, [2:52:21] the paintings, the painting, the moana, the ball filled, not so much the pummeling, [2:52:30] but [2:52:32] I mean, we could, it's up to not me, but the council, we could bring on a young gentleman [2:52:39] or a young lady and instead of having an intern where we have to pay a lot of money out there, [2:52:50] we can find, you know, someone to help you.
