It's approximately a 10-acre site located on the South Side of the Care Free Highway at [15:06] Central Avenue. The specific request is a rezoning from Rule 43 to C2CUPD. This is a second phase [15:14] of a project that was zoned for commercial uses a few years back, as the chair just mentioned. [15:21] This was originally considered by this board in October of 2025, where there was significant [15:27] concern regarding how it related to the Care Free scenic corridor and the Desert Hills area plan. [15:37] In that time, this was remanded back by the board for the applicant to go back, [15:43] work with the neighborhood. They have subsequently had additional neighborhood meetings. [15:48] They have revised their request and agreed to several conditions of approval that [15:54] coincide in meet the requirements of the new policy and directive that we have regarding the [16:02] scenic corridor and the area plan itself. Those include aesthetics and drainage and infrastructure [16:09] conditions, meeting most of the concerns that were expressed at the commission at the hearing. [17:26] So a lot of the details that were asked early on have been vetted out over the last six months and so it's [17:32] really just a phase two of something that's already underway. You have a petition that's been signed by approximately [18:53] 100 people. We are very upset about the change from a being rural. We don't. We want to keep the scenery. [19:00] We want to keep it scenic. It is a historic corridor. We all bought our properties and over a million [19:06] dollar properties. The way it is without commercial. There's commercial four miles to the [19:12] east and west of us. We don't need more. We want to keep it as is just more homes. Being built along [19:18] that front edge, not commercial. These developers have it up for sale. So they really have no [19:24] skin in the game except money where we live there. It's for sale pending approval of rezoning. [19:30] It should not be approved for the rezoning. It should be kept as is. We also are concerned about our [19:35] property taxes. It's going to be a wash where you gain money-wise from them on this because we're [19:42] going to lose value. We're losing our views, mountains, some of the neighbors. This is directly in [19:49] front of them. They'll have a 30 foot building. Directly in front of them. This is not what we wanted. [19:56] I think you should listen to the community. As the kids say now, this is not the vibe. We bought into. [20:02] We bought into scenic. Carefree Highway has a song named after it. You know, you're ruining the beauty. [20:10] And for money. A lot of my neighbors are out of town right now and they're asking for a [20:42] continuous and they that's need of voice. So here are the reasons why myself, my family, my whole street, hundreds of people and neighbors [22:22] are against this passing. All right. So let's see. Carefree Highway is a considered a [22:33] historic corridor and it states that historic corridors are supposed to be preserved, [22:41] a preserved area with rural culture and environment with character. Now you plan on building a [22:48] storage facility and I don't think that that, you know, which fit under those guidelines. [22:55] We're a rural community when we purchase the home and our home was that [23:01] appraised that was based on having mountain views that will change that. So anytime, [23:08] you know, a home goes to sell. We will not have mountain views anymore and it's not just not just [23:12] selling the home but it's being in the home and being in your backyard and having those mountain [23:16] views that you thought you paid for, they'll no longer be there because we'll just be staring at [23:20] a brick building. Let's see, this could possibly add traffic. We might need a traffic light where there [23:28] isn't one as we exit onto Carefree Highway. It's going to add light pollution to it. And then as the [23:36] terminal stated at the beginning that there was there has been a lot of time and effort put in by [23:41] the county and but let's not, I think that's, it's something cost fallacy. Let's not confused [23:50] like all of the time that's been spent on rezoning this as meaning that this is the right thing to do. [23:55] I think we should just keep it as it is and yeah. When we were it got [24:23] involved, there were prior meetings that had happened where a lot of questions were asked and there [24:29] wasn't a lot of answers or specificity in the application itself. And so one of the things that we recommended [24:36] early on is to try to put the specific concerns down and then take those specific concerns, [24:43] come up with answers and or mitigation and then put those in the application. What you'll see today, [24:48] which is wildly different than the application a year ago, is there are probably 10 new stipulations [24:54] and some of those stipulations have about seven or eight different sub-parts to them. And those stipulations [25:00] address things like setback. They address things like building height, lighting, setback from the corridor. [25:07] We actually included a building rendering, a site plan into the application, which is normally not required, [25:14] but since things have changed in the carefree corridor, we abided by the requirements and the intent of that [25:22] POD requirement to make sure that the neighbors and the community knew exactly what was happening. I think [25:28] a year ago there was an intent that, hey, this is just a normal storage. So the proposal that's articulated in [25:34] the application and stepped to in the application is a luxury auto garage. So this is a for sale condo unit storage facility for folks [25:44] who have either luxury auto or high net worth folks who want to put toys in there. These will be for sale [25:51] and they will be at a higher quality than say your typical mini storage type facility that I think most people [25:58] believed this case to be what it was. We put those details in there and not only put the details in there, [26:04] but we restricted almost every other use and allowed only about four or five specific uses, one of which was the [26:12] luxury auto garage. And we did that because this is a scenic corridor, it does have the carefree overlay on it, [26:20] but it's also identified in the scenic corridor as a commercial node. So it is a historical relay. [26:26] It has been a commercial node for as long as I've been doing business here. So the idea that this someday [26:33] would turn into a commercial business, a long carefree highway, shouldn't be new news to anyone. [26:38] It's been in the carefree highway, a scenic corridor for many years. It's been in the new river, [26:43] desert hills, area plan for many years. But what is required is that commercial is sensitive. And so [26:49] we have limited the buildings, so we have limited the building sizes on this project to 30 feet. [26:56] The adjacent rule 43 could actually build a house at 40 feet. So our buildings will actually be lower [27:02] and the elevations in the application actually show probably more like 26 feet. So in terms of [27:08] view sheds, view sheds to the closest mountains are actually to the south and to the west. [27:14] There are views of the new river, desert hills, area to the north. We have enhanced the setbacks [27:20] between the two properties from the residential to the south and to the buildings to the north. We've [27:26] added landscaping in that so that it's a softer transition to the north. But when buildings are lower, [27:33] then what could happen next door to it. The views I do not believe will be impeded. I don't [27:39] think that the property values will be devalued because this is a commercial corridor. Carefree highway [27:46] has a lot of traffic. We are adjacent to a church to the east and existing under construction development [27:54] directly to the east and then a gas station to the east of that. And so the corridor has always [28:00] anticipated limited commercial uses as long as they're done in a sensitive way. And so what you see [28:06] today and with the application is today is a wildly different application than last year. It has now [29:24] come forward with a unanimous recommendation for approval from the commission and a lot of time [29:33] for the community to re-engage. I very much appreciate the process. The last thing I say is it's [29:41] part of an existing series of commercial developments that have been very well done by the owner [29:50] of this property going forward and I think it is a highly appropriate use. [34:31] With this case, as staff mentioned, located at the southwest corner of Happy Valley and 115th Parkway. [34:39] The base zoning of it being c2 is really what attracted us to this location in the first place. [34:44] When we identified it, there were no setback issues. [34:48] It's to the west of it is the freeway to the north as a flood zone. [34:53] To the east is a QT gas station and to the south as a storage unit structure. [34:59] So we thought this was really, you know, zoned appropriately with no setback issues. [35:04] Just as touch quickly, we part of our, you know, process is we like to hire locally. [35:11] We have found that our stores operate the best when we have people that represent the area. [35:16] They know their neighbors. [35:17] They know their, you know, friends down the street. [35:19] They come kind of support their friends. [35:20] So we very important to us that we hire local. [35:23] We, this, we'll bring 25 to 30 full-time employment jobs ranging from your patient care specialist all the way up to the GM level. [35:34] A cool thing about cannabis is there's a lot of opportunity for growth in it. [35:38] So those people that start as the, you know, kind of the entry level. [35:42] They're not fighting my mom worked in retail at Merbens for 25 years. [35:46] You weren't getting the manager spot ahead at Nancy. [35:49] But this industry is still new enough that if you have to go stole that. [35:52] So there's just outward mobility and just really want to point that out. [35:55] I'll let Tom speak to some of the lab testing and other requirements of the follow up. [36:01] Thank you. [36:02] All the product that's sold at this, this dispensary is tested by the, by testing facility. [36:10] And those results are verified by the state health department. [36:14] The count is authority to regulate the location is real and you're expected fully. [36:19] But it's bound by the ordinance's own standards, planning and zoning staff applied those exact same standards here. [36:26] The question is come up to wasn't in the letter or anything but with youth access. [36:31] Before anyone can touch a product, everything is verified through a multi-phase ID. [36:37] The packaging is child resistant, it's not only a company policy, it's also a state law. [36:43] And there's zero marketing directed or to appeal to anyone under 21. [36:49] That's something that we do audit and that's something that the state also does verify. [36:54] Something else that wasn't brought up that concerns people like me to is the odor. [36:59] Nothing at this facility should smell everything sold is distributed and packaged. [37:07] So you're not going to drive by and get that odor that I know other areas of the value you have those complaints. [37:14] There's zero onsite consumption. [37:17] That's not allowed under state law. [37:20] And there'll just be no cultivation or processing facilities here is strictly a retail site that will have pre-packaged materials. [37:30] Also physical security, the premises will be monitored 24.7. [37:36] There's secure doors or panic buttons throughout and there's direct coordination with law enforcement and something that I'm not sure if you're aware of. [37:44] But with the exercise tax, about 31.4% of that exercise tax does go back to public safety. [37:51] So it does go back to that law enforcement. [37:58] So one thing that we also want to speak on is there was some community outreach undertaken to this process. [38:04] Right before the planning zoning commission, we did receive the letter from the mayor and the mayor of Rotem and a few of the neighbors. [38:11] That's really what we want to speak on with the odor and everything like that. [38:15] But since that planning meeting, we wanted to show that there is support for marijuana and a mayor to want to spend free out this location. [38:22] We went and spoke to residents of the area. [38:25] We secured 200 support letters that we submitted to planning this last week. [38:31] Again, just to show people, yes, there are people against marijuana. [38:35] But there's still a large majority of the support it. [38:38] One prop 206 passed originally in 2020. [38:42] It passed 6040 in Arizona and even a higher number within district five at the time. [38:48] There's been some shift in those lines. [40:32] It's a perfect place for a dispensary because of its distance from local residents and the kind of commute, [40:39] the common buildings that are around there, including the large storage unit behind it. [40:44] I see no reason to limit business growth in our neighborhood in our area, [40:50] especially in also a real estate agent. [40:52] And so I feel the more business, the more jobs, the more opportunity for the city in general. [40:57] And so I'm definitely for the proposed zoning act. [42:50] And I have received feedback from constituents in my office and from the Pioria mayor and the Pioria mayor program. [43:01] And when this property was resowned in 2023, the board approved a specific set of development standards and a specific list of permitted uses at that time. [43:13] Those conditions weren't accidental. [43:16] They reflected the proposal that was before the board at that time in 2023. [43:22] Today we are being asked to change those conditions. [43:26] I believe that the surrounding property owners and the community should be able to rely on the conditions that the board of supervisors approved in 2023. [43:37] If we're going to revisit those conditions as we are today, there should be a compelling planning reason to do so. [43:45] I also placed significant weight on the recommendation of our own planning and zoning commission. [43:51] They heard the testimony and reviewed the record. [43:55] And they voted to recommend we deny the requested modification. [44:01] Importantly, two of those planning and zoning commissioners live in the district. [44:06] They're district four. [44:09] And one of them I think lives in a very close area of it, Mr. Toma. [44:15] And they were opposed to this modification. [44:20] I did hear, again, from the mayor of Peoria and the mayor of Protam, they had some concerns. [44:27] And I want to reach the board what they said, not the whole thing, but I'm just going to read a couple of the sentences. [44:36] This was sent to me on June 10th of 2026. [44:41] It was an email. [44:43] Chair and members of the commission. [44:45] We write to you in personal capacities as local officials to share concerns received from residents. [44:53] The subject parcel is a county island located within the city of Peoria's municipality. [45:00] As such, the long term development trajectory of this corridor is a matter of direct interest to the surrounding [45:08] peoria community. Today, a majority of the constituent feedback received on this matter has been in opposition [45:15] to the proposed use. Specifically, there are existing concerns about the future cohesive development of this area. [45:23] The happy valley parkway in adjacent corridors are in the early stages of commercial development. [51:04] And other jurisdictions to make sure that that can come to fruition is important to me because we are not looking at our place and we are living right now. [52:11] Here's what is actually being requested. [52:14] A private landowner wants to resume a 2.79-acre parcel. [52:18] Over 95% of which lies inside a female designated floodway along this all river. [52:26] From rural to heavy industrial for the sole purpose of erecting a single commercial billboard to accomplish this. [52:32] They require not one but two major deviations for. [52:37] For the issue. [52:43] So it's a 55% cut in required billboard separation. [52:48] A 50% cut in residential setback. [52:52] This is not a minor technical adjustment. [52:55] It is a systemic having of the two protective standards, the county established for good reason. [53:02] The applicants justifications hardship under Arizona law that claim falls on its face. [53:09] The floodway constraints on this land are a pre-existing federal reality. [53:13] That's something Maricopa County imposed. [53:16] Purchasing constrained land and seeking to monetize it through zoning relief is the legal definition of self-created hardship. [53:25] Arizona law does not recognize that as a grounds for deviation. [53:29] I just want to point out one other thing. [1:00:48] For us to own and operate the roadway properly. Now, and in the future, we're anticipating development. So that's where the proactive approach comes in. [1:00:58] Is that we are looking that when we go to possibly expand and make future safety improvements to that intersection, we're going to need this right away to be in the county. [1:01:11] We're talking about seven feet along the south side for one parcel. It's not a whole house street. There are no bus services. There's no bus routes in the area. No curb cuts. Nothing to that effect. It's a small seven foot strip that we're asking Avendale to deannex to us so that we can have the full roadway within our purview and have the authority to make enhancements and improvements in the future. Chandler is expanding their roadways, their roadway network, excuse me. [1:02:38] We see scallop roadways partially develop one site completed the other sites not. This will in essence allow the city of Chandler to with our help. [1:02:48] Fund the improvements create the improvements when the full roadway is completed then they will annex into their system and maintain it in perpetuity. [1:02:58] So I think it's a great opportunity to provide the taxpayers in the traveling public with safety improvements widen roadways and those needed improvements in that area. [1:03:07] And it's a great partnership and it's a really a successful endeavor. Once we get done to provide the traffic. [1:03:16] That mobility and circulation in the area. [1:19:25] There's around $97,000 left in this contract to spend specifically what the funds would be used for would be an education campaign around suicide prevention. [1:19:37] And some of the work that we've done with this funding has included working with local hospitals. [1:19:43] When there have been suicide attempts working to reach out to those families and provide services and counseling and education. [1:19:53] We did start a program with schools and doing some telephonic mental health counseling. [1:20:01] There were several school districts that declined last minute to participate. [1:35:16] And frankly, not just at Maricopa County, but throughout the rest of the state and throughout the rest of the country. [1:35:21] And one issue of particular importance to me is election integrity. [1:35:24] And we want to make sure that our employees are not doing anything nefarious, but at the same time, even though we don't believe they are, we want to make sure that the public knows that this is an important issue for us. [1:35:36] And as we have been leading on election integrity over the last five, six, seven years, every single year, we implement something newer. [1:35:43] And also more stringent to make sure that we are tightening up any questions or ideas of people might have overrelections. [1:35:49] And can you imagine Madam Chair, if we did not pass this resolution, they came to light that maybe one bad seat had done something wrong, people would be justifiably upset. [1:35:58] But it doesn't include, it doesn't just stop or limit it at elections. [1:36:02] It goes to all the different lines of business we have at Maricopa County. [1:36:05] We have so many different departments, including public health and transportation, and real estate, a wide variety. [1:36:11] So this is very important for make sure that we're keeping up with the times. [1:36:15] And as I understand it, Madam Chair, I believe once if we do pass this resolution, we will be the first large county in the nation to do this. [1:36:23] So I'm really proud to be working with you on this. [1:36:26] And I thank you for moving so quickly on this. [1:36:28] And I hope that my colleagues vote for this as well. [1:38:24] So for example, if there was an issued an elected office staffer, it is that elected that has the power to address that issue through discipline or termination. [1:38:36] The board cannot force an elected officer to terminate one of their employees. [2:12:53] And ultimately, this board of supervisors for a special cash deficit [2:12:57] levy and the approximate amount of $1.8 million. [2:13:03] Like every year's on a school district, Alhambra is required by law to adopt [2:13:07] its budget and approve its property tax rates using the assess property [2:13:11] valuations certified by the Maricopa County assessor. [2:13:15] School districts do not determine these property values. [2:13:19] We are required to rely on the property values provided by the county. [2:13:23] After our budget and tax rates were approved, commercial property within our district [2:13:28] that was ultimately determined to be tax exempt was removed from the tax roll. [2:13:33] As a result, the district received significantly less local revenue than anticipated [2:13:38] through no fault of its own. [2:13:40] The deficit was not caused by overspending or poor financial management. [2:13:44] The result from an unforeseen change to the property tax roll after the district [2:13:48] had fulfilled all of its legal responsibilities. [2:13:51] Even with this unexpected loss of revenue, Alhambra continued to meet its obligations [2:13:56] to nearly 10,000 students, our employees, and our community without reducing educational services [2:14:02] or disrupting the learning environment. [2:14:05] The legislature recognizes these situations and created a cash deficit levy process [2:14:13] and statute to provide relief. [2:14:15] We appreciate the time, the thought and the thoughtful consideration [2:14:18] in the county school superintendent's office, county staff, [2:14:21] and this board has devoted to reviewing our requests. [2:15:22] Walking from the parking lot to my class takes about 15 minutes normally, but when I experience my physical limitations, it can take up to 30 minutes. [2:15:30] To park closer to the building, I attend, I would be required to pay an additional expensive fee for accessibility parking. [2:15:37] Because these barriers exist, the Metro Valley bus system is not a luxury for me, but rather a necessity. [2:15:43] However, I only learned about the flash bus service because the professor had informed me of it. [2:15:49] For a service that relies on ridership informing the people is not enough, which is the website and app. [2:15:54] There is a serious lack of communication to the people about the bus system. [2:16:00] As the board, you oversee our regional transportation funds as well as hold a leadership seat on the Valley Metro Board. [2:30:48] I have been removed from court rooms as an advocate for families. The heinous crimes that are happening against our constituents across this country are out of control. I sit in all of the ad hoc meetings as we are holding our child protective services accountable in this state. [2:37:13] Welcome, please state your name for the record. [2:37:15] Chair members of the board. [2:37:17] My name is Caitlin Contreras with the ACLU of Arizona. [2:37:19] I'm here to urge the board to demand transparency from recorder heap with respect to election administration as well as hold them accountable for the spread of election related disinformation. [2:37:29] Recorder heap has a duty to administer free and fair elections free of partisan bias that adhere to the laws of our state. [2:37:35] Unfortunately thus far, recorder heaps actions do not reflect commitment to that essential duty. [2:37:41] Now with recorder heap being allotted an IT department equipped with new staff in over $20 million in funding. [2:37:47] It's imperative that recorder heap reveal his plan to administer the 2026 general election as soon as possible. [2:37:53] And detail how why and if his plan deviates from longstanding practices that have resulted in safe secure and fair elections in Maricopa County. [2:38:01] Election administration at Maricopa County scale requires institutional integration, not fragmentation and partisan fighting. [2:38:09] The recorder heaps continued attempts to play politics and take more power for himself is a threat to free into democratic elections in Arizona. [2:38:16] And in the end it's the voters that lose. [2:38:19] The board has a vested duty to ensure the recorder heaps is transparent in administration elections. [2:38:25] Under ARS section 11-253A, the board may require accounting officer to make reports under oath on any matter connected to the duties of his office. [2:38:35] Recorder heaps actions have made harder for voters to cast ballots and ensure that their ballots are counted. [2:38:43] Voters deserve better, which is why the board must continue to call for recorder heaps to be forthcoming and transparent with election plans and policies. [2:38:51] And for these reasons, the ACLU of Arizona are just Maricopa County Board of Supervisors to hold recorder heaps accountable. [2:38:58] Thank you. [2:39:00] Thank you, Madam Clerk. [2:39:03] Madam Chair, I do not have any more speaker forms. [2:39:05] Thank you, that concludes the public comment portion of the agenda. [2:39:09] We will move on to supervisors, summary of current events, asking Madam County manager first if she has any comments. [2:39:19] Madam Chair, I do have a comment today. [2:39:21] I would like to recognize Tom Ellsworth, who is our planning and development director. [2:39:26] This is Tom's last board meeting. [2:39:29] Tom is sadly leaving us and retiring and moving back east. [2:39:34] And I just wanted to recognize that he has just done a tremendous job for the county. [2:39:40] He is an excellent planner, a terrific leader and just an all-around great guy. [2:39:46] And it's a big loss for the county for Tom to leave and I wish him the best. [2:39:53] So much for flying under the radar, but she did pretty good up to now. [2:40:20] The supervisor Stewart comments? [2:40:24] None for me today, other than I want to congratulate on his. [2:40:29] On his move and I couldn't agree with county manager more. [2:40:33] He's a tremendous asset to the county and he will be sorely missed. [2:40:36] And we wish him the very best of his future endeavors. [2:40:40] Thanks Tom. [2:40:42] Thank you, supervisor. [2:40:45] Thank you, Madam Chair, I was going to say anything as well. [2:40:48] But now that we're saying our thoughts with Tom. [2:40:53] You know, a lot of these issues, particularly when it comes to planning and zoning. [2:41:00] It gets complicated. [2:41:02] It gets, it gets, it gets, it gets difficult sometimes. [2:41:05] So we rely on our experts here at the county to kind of help navigate us. [2:41:11] But, you know, we're trying to look at our neighborhood concerns. [2:41:15] And we want to do the right thing. [2:41:18] But I just want to say thank you. [2:41:20] You've been a tremendous asset for district five and helping us on so many different projects. [2:41:26] And just understanding that. [2:41:28] You know, it's, you know, for someone who comes from a legislature. [2:41:32] You know, we don't deal with planning and zoning stuff. [2:41:34] So thank you so much for helping us for so many projects. [2:41:39] And just wish you the best. [2:41:41] Thank you. [2:41:42] Thank you, supervisor. [2:41:44] Got them. [2:41:45] Tom, we're going to miss you. [2:41:47] Thank you so much, not just for your service to the county, but your considerable career. [2:41:51] And I had to good fortune of interacting with you before I joined the county. [2:41:55] It became a supervisor and all respects that I have dealt with you. [2:41:58] You've been nothing but above board and professional. [2:42:01] I also know that it's really hard in leadership positions and government. [2:42:05] There's a lot of decisions you have to make. [2:42:06] But a lot of times you have elected officials looking over your shoulder. [2:42:09] But you've been fantastic. [2:42:11] You've been a great public servant in the true sense of the word. [2:42:14] And you're leaving behind a great legacy and a great department. [2:42:17] That is the envy of the state. [2:42:19] So thank you for everything. [2:42:20] And don't be a stranger. [2:42:22] Thank you. [2:42:23] Vice chair, let's go. [2:42:25] Thank you, madam chair. [2:42:27] I'm just so grateful that. [2:42:30] Recorder heap and the Board of Supervisors reached an agreement, a settlement agreement. [2:42:35] So that we can run the elections smoothly, efficiently and fairly. [2:42:41] I, this has been a long process for over a year and a half. [2:42:47] And just in heap, signed the settlement and we are moving forward. [2:42:53] I also want to say congratulations to you, Tom. [2:42:56] And thank you for all your help in the cases. [2:42:59] Most of the planning and zoning cases are in my district because it's a high-growth area. [2:43:04] And you've been very helpful for so best wishes in your future. [2:43:09] I also want to congratulate and show my appreciation to Brigadier General David Berklin. [2:43:17] He is going to be retiring. [2:43:20] And he started at Luke Air Force Base in 2024. [2:43:26] And he will be serving through July 17th. [2:43:30] I think it is in 2026. [2:43:33] He is a man dedicated to our nation dedicated to protecting our nation. [2:43:39] And so thank you, General Berklin. [2:43:42] I also want to share with the public that I went to the Melendrous Court hearing. [2:43:47] This is the federal oversight of the Sheriff's Department. [2:43:50] It's been going on for many, many years. [2:43:53] And it's costing Mericopa taxpayers millions and millions of dollars. [2:43:58] I am advocating that the oversight is no longer necessary and needs to stop. [2:44:03] I hope that Judge Snell will agree with the Board of Supervisors that it is time to end the federal oversight. [2:44:11] It is no longer needed. [2:44:13] I also want to say thank you to Sun City. [2:44:18] So I went to the Ring of that Bell celebration on July 4th in Sun City. [2:44:24] They have a very patriotic event. [2:44:27] And they have a replica of the Liberty Bell that was made from metal donations from Sun City residents. [2:44:36] And this November, they are going to be opening up the time capsule that was put underneath this Liberty Bell. [2:44:44] But we had Rosie the riveters. [2:44:47] We had a lady there that I believe was over 100 years old that during World War II, [2:44:55] she served as a Rosie the riveter and helped her. [2:45:00] Our economy going, and we had the Sun City palms dancing, and it was a good celebration for America's [2:45:07] 250th birthday. And with that, Madam Chair, I yield back. [2:45:12] Thank you, Mr. Ellsworth. When I was on the school board, the hardest time of every year was when the teachers retired. [2:45:26] First of all, you couldn't believe that they were old enough to retire. [2:45:30] And the second of all, it was just such a loss. Very, very bitter sweet. [2:45:38] But happy for them. Just happy for them. And I, so I don't respond well to change in that sense. [2:45:47] But I am so, so grateful prior to assuming the role of supervisor that I had the opportunity [2:45:54] to spend two and a half years on the planning and zoning commission, starting with Madam County manager [2:46:02] and then transitioning over to use her with Darren. [2:46:08] As my handler, right straight along, it is the best training that I could possibly [2:46:16] have, the best introduction to county government because it's so unique and it's so different. [2:46:23] I've been in lots of different types of local government. Nothing like this. [2:46:32] I am very, very sorry that you're leaving. I know you and your family took a very long time [2:46:42] to make that decision. And you made it in your hearts and with God. [2:46:48] And with decisions where good things happen, there's sometimes hard things and sad things. [2:46:56] But I never doubt your decision, even though I complain about it. [2:47:02] You can go forward. [2:47:07] Understanding and believing in your heart that you have left a legacy here. [2:47:12] I can speak to Maricopa County. I can speak to the other positions that you have helped. [2:47:17] But you have left a legacy here in Maricopa County that will be remembered long after you have gone. [2:47:25] And you can look back and say, I did some really good things. [2:47:31] And officially from now we will start calling my carefree corridor commercial. [2:47:37] We will call it the Ellsworth policy. [2:47:42] Tom, thank you so much. You've been a delight. [2:47:47] There being no further business before the board this meeting is adjourned.
