[3:44] a presentation by Mr lefon on the [3:48] uh survey that we should have gotten in [3:51] the mail regarding the water Mr lefon [3:56] service really just a little bit of an [3:58] informational session you brought [4:10] um few weeks back we uh we did contract [4:14] with the company through a grant to send [4:17] surveys out to Property Owners within [4:19] the city of s to meet the new [4:21] regulations from EPA with regard to [4:23] letting coer that new rule is to uh is [4:27] Ban all lead services in 1986 all uh [4:32] containing solder containing lead it was [4:35] all banned in [4:36] 1986 uh now there is a push to do [4:40] surveys of all the properties within the [4:41] city with new expace actually the whole [4:44] country to see which services are still [4:46] L and then the next phase of that would [4:49] be how to remove them so um most [4:52] Property Owners would have gotten these [4:54] um it was the best way to do it some [4:56] Property Owners may get them through [4:58] their um their service for esro for [5:01] their Banks it'll be on the website [5:03] hopefully with the two-day Insurance [5:04] neity um people who don't know there is [5:09] a way to test one lead which is this [5:13] year part of the boo neck magnet W stick [5:15] the lead okay that's what they're trying [5:17] to remove [5:19] um the city allows copper 1in copper um [5:24] and we do allow uh CPS pipe which is [5:26] positive um most people now are going [5:29] with the CPS pipe because it's a [5:31] fraction of the cost compared to what [5:33] copper is nowadays I think a 60 or 80t [5:36] roll of copper is almost $11,000 and 100 [5:40] ft of plastic is about [5:42] $120 so um residents can go with plastic [5:46] and the only thing they have to do is if [5:48] they're currently grounded through their [5:50] electrical Panet to the pipe that's in [5:52] the ground they has to remain grounded [5:54] if not they have to call an electrician [5:56] electrical permit and put two grounding [5:58] rods in to the electrical inspector's [6:00] office to ground the new service or [6:02] their house [6:05] um what EPA does after the surveys are [6:08] out it'll be a work in progress cuz we [6:12] don't get into we're not going to get [6:13] into 16,000 houses um you know in the [6:16] next few months but it'll be a work in [6:18] progress and uh once that's done that [6:20] survey has to be posted on the website [6:22] in the EPA format so anybody can access [6:25] it and look up the property and see if [6:27] it still has a lead service or c service [6:30] um so I did want to come in and inform [6:33] you that these are out so people do [6:35] contact you please try and get them to [6:39] contact the water department send the [6:41] self card in to uh 120 water and or if [6:45] they want to do the self test um like I [6:48] said we'll schedule appointment with [6:49] them to actually go out to the house [6:51] determine whether they fling copper I [6:54] know it's very difficult getting in [6:55] people's basement nobody wants you in [6:56] their house I'm not there to look at [6:58] anything other than the [7:01] PIP so I don't know if the council has [7:03] any questions if you do these realter [7:05] these surveys now so if someone has a [7:08] lead pipe they have to get it replaced [7:10] no um if they touch the Water Service [7:13] like currently right now they have to do [7:15] any work underwater service it is leg [7:18] they have to bring it to code but if [7:20] it's currently in the ground until EPA [7:22] tells us has to be removed and currently [7:25] who's going to pay for it because the [7:27] city doesn't own services we own the [7:30] mains property owns service from the [7:34] main into the house so it's not been [7:36] determined [7:38] yet right now they're just doing the [7:41] survey so so um my h on the paper was [7:45] kind of my other question um sometimes [7:47] low lower income homeowners have grants [7:49] available so is that anything that's [7:51] been there we had a grant a few years [7:53] back for go around 560,000 we did about [7:58] 100 service lines to you know people who [8:00] knew the grant was available they had a [8:02] el service the uh license plumber in the [8:06] city we contact our plumbing inspector [8:08] we W verify that it was led if it was [8:10] led that property owner um received the [8:13] service re charge to the grant so [8:16] hopefully um EPA the federal government [8:19] will come up with money [8:20] because it's you know it's millions of [8:23] dollars we have 16,000 properties this [8:26] would affect almost any house that would [8:29] built pre 86 that was when the r came to [8:32] effect so the assumption is if your [8:34] house was built before [8:36] 1986 it probably has lead unless it was [8:39] a a replace service cuz you already went [8:42] B on you replaced it with [8:44] copper and the other anybody else [8:46] questions M pck um just two quick [8:48] questions um when are the surveys due [8:51] back and oer okay of this year we'll [8:54] have hopefully the surveys back in or a [8:56] part portion of them okay um the company [9:00] we have working with us will put the [9:02] data into the EPA format uh that'll get [9:06] sent to EPA and we'll just continue [9:08] working to gain entry to more more [9:10] houses is the Sur I I know you said the [9:13] results will go on our website is the [9:15] survey instrument itself on our website [9:18] okay no and surveys has got to be [9:21] developed in traffic calming [12:28] measures [12:38] thank you for bringing me of course [12:41] hello so September 16th traffic update [12:44] hope me get my a little docky I [12:46] apologize that this TV seems to always [12:48] be on the [12:52] pr [12:53] uh turn it [12:56] on and there we're away all right [12:59] so the first thing that we wanted to [13:00] talk about this is going to be when I do [13:02] these updates we're going to kind of go [13:04] with a little bit of agenda but also a [13:06] little bit of where we have to go so one [13:08] of the first things that we talked about [13:09] is to put these into place uh officially [13:12] what we'd like to do is in talking with [13:14] the corporate council's office is modify [13:16] the city code to authorize the city [13:18] engineer as it states uh to have uh [13:22] section a new section which we're [13:24] calling traffic cing measures which [13:26] authorizes a city engineer to install [13:28] traffic cing measures on designated [13:30] streets uh as it's written there it is [13:32] of course totally changed this was a [13:35] draft that was put together um but it is [13:37] the idea that it authorizes myself with [13:40] your permission to install things that [13:42] we talked about at the previous update [13:44] which is speed bumps humps red light [13:47] cameras SC zone speed cameras we can [13:49] even put a little bit of you know and [13:52] similar devices and in there just so [13:53] we're not coming back for every little [13:55] thing um this is something that would [13:58] require a public hearing I believe [14:01] because we would be amending the city [14:03] code um so if this is what we' like to [14:06] go forward with I think this would be [14:08] the the top priority uh to get it into [14:10] the public hearing process to move [14:12] forward so that we could do that and I [14:14] provided you the language in your in [14:17] your handout there um just moving on if [14:20] we're going to be doing this uh and [14:22] calling on public hearing about my roles [14:25] one of the things that has come up is I [14:27] also liked I haven't even talked to Sean [14:28] about this I'd also like to amend this [14:31] section of my duties which has to do [14:34] with um use of streets and sidewalks [14:37] what we did was and I'm sure you're kind [14:39] of aware is we've transitioned a lot of [14:42] enforcement to codes and we've [14:44] beautified all the enforcement in the [14:46] codes Department however we never [14:48] changeed the charter as it's custom here [14:50] we don't really update the charter as [14:51] quickly as we should and so the charter [14:54] says that it's the commissioner of [14:55] Public Works Paul or the assistant city [14:58] engineer engineer who does not exist the [15:01] assistant city engineer was a PE [15:03] physician and I don't believe it's [15:05] existed for about 20 years um and those [15:08] are the two people that Shall Serve [15:10] notice to people for sidewalk violations [15:13] um so you know we have sidewalk [15:16] violations that do occur from time to [15:17] time so I am requesting um that this be [15:21] change to commissioner Public Works city [15:24] engineer or uh the codes department so [15:26] that we can have the codes officers uh [15:29] write this as part of their uh duties so [15:33] while it's not part of the Traffic [15:37] Safety in a way if we're going to call a [15:39] public hearing and discuss uh the duties [15:43] of the city engineer I would love to be [15:45] able to modify this so it's cleaner I [15:47] have another one [15:51] for thank [15:53] you on slide three so uh so these were [15:57] the first two things that we uh I wanted [15:59] to talk about was the modification C [16:01] code city of authority uh the second [16:04] thing that I wanted to talk with you [16:06] about today uh would be the speed table [16:10] procedure it was something that we [16:12] provided before uh with the city of [16:15] Rochester I modified it just a little [16:17] bit simplified some areas of it there [16:19] you go Sam and I'd like to [16:23] get um committee comments on it I I do [16:26] think that it may be appropriate I don't [16:28] we don't we don't do it much but to meet [16:31] actually uh with the committee possibly [16:34] and not turn these Council meetings into [16:36] workshops um I I don't know how we do [16:39] that but you know there's decisions that [16:41] have to be made before we move forward [16:43] with a lot of these items and I don't [16:44] know if this is the right venue to have [16:47] these kind of Workshop discussions so [16:49] just so you know since we've been having [16:51] these kind of things there's been [16:52] committee meetings being held okay [16:54] terrific so s that so what you have in [16:57] front of you is is a speed table [17:00] procedure I'm summarizing it up top [17:02] where we're saying that you know there' [17:03] be five steps this is identical to [17:05] Rochester just modified for the city's [17:07] connect where you're talking about a [17:09] letter of request in-house evaluation [17:11] traffic study and then the consideration [17:12] of other factors uh the highlighted [17:14] portion is where I just like to go is [17:17] that they use a 75% petition um we don't [17:21] have a petition that is that high so [17:23] then I would ask that the council come [17:25] up with a number that is uh you know [17:28] could be 7 5% could be 50 could be 80 [17:30] but I just want to make sure that that [17:31] number I would like the council to be [17:33] able to set similarly uh on the bottom [17:37] on Section six there's a section about [17:40] parallel [17:41] streets and if you kind of were to read [17:45] this whole thing and gloss over it it's [17:47] one of those little worded sections that [17:49] could be a nightmare um so I will like [17:52] direct you to where I grew up I grew up [17:54] on Arsley road which is right by the [17:55] high school Arsley road is a great examp [17:58] example road that I just happened to [18:00] grow up on because Ardsley Road is you [18:01] have the high school the parking lot is [18:03] literally empty on Arsley Road and you [18:05] have Union Street so cars drive that way [18:08] so if you get a petition from Arsley [18:09] Road and they say we really want speed [18:11] HTS and we put them there Waverly and [18:14] Phoenix directly parallel right next [18:17] door so then you start pushing then you [18:19] get to mclen then you get to Parkwood [18:21] you get to Glenwood and Rochester [18:24] actually you know really they kind of [18:26] they had stronger language it was [18:28] essentially if there are more than one [18:30] parallel Street you're denied they don't [18:32] even want to get into it and I don't [18:34] want to go down that road yet because [18:35] this is a new process but I wanted to [18:38] point out that on those particular [18:39] streets the other streets I was thinking [18:41] about are in neighborhood such as woodan [18:43] where if you go into woodan we have very [18:45] long straight runs of roads where if we [18:48] put them there uh the particularly [18:50] there's the four I don't remember off [18:52] the to my head but there's four roads [18:53] that go right through from Albany Street [18:56] to the wood preserve there's a long [18:58] straight Road so if we put speed pumps [19:00] on one of them are we forcing them to [19:02] the others um [19:06] Gord it's that it's that level of just [19:08] making sure we have the understanding [19:09] that we don't want to solve a problem on [19:12] one street but push the problem to the [19:14] others um so and with regards to this [19:17] that's why you know Brian is here uh [19:19] Canon because we've been working he's [19:20] been using uh the data from the city [19:23] Smart City nodes and Optical sensors and [19:25] working with our vendors he's pulled [19:26] some data he's actually shared it with [19:28] myself in the police department I don't [19:31] want to make it public yet because we're [19:33] still working out some of the Kinks on [19:35] what we really believe is is feasible [19:37] and not feasible um but that could be [19:40] maybe the next update this one I want to [19:42] show you that like I'd love to get the [19:44] code moving get this kind of going with [19:47] this procedure so that we know what [19:49] we're doing and then we can focus on [19:51] where the actual tables themselves are [19:53] going um the next part of that is I say [19:56] tables I just wanted to bring this up [19:59] we've been doing a lot of research on [20:01] this um and we know we're not the first [20:03] so because we're not the first I'm not [20:05] acting like we're inventing anything [20:06] here we're just implemented so the table [20:09] that we put on Dwayne Avenue in SKC was [20:12] what is called a speed table on the left [20:14] you go up it's flat for a little bit and [20:16] you go down there are speed PPS what [20:20] Albany has are speed humps up down so [20:23] one is 12 ft one is 30 ft you know or 26 [20:27] ft depending so we have these two [20:29] different so if you were to go to almany [20:31] they have humps we used a table the [20:34] tables are better for really high volume [20:36] roads um one of the differences I think [20:38] the main difference and I don't want to [20:39] you know I know you're probably going to [20:40] say Chris whatever you'd like to do but [20:42] I just want to talk and tell you what it [20:44] is is that the idea with Dwayne Avenue [20:46] was we don't need to reduce the speed we [20:50] just don't want you speeding so a speed [20:53] hump you will drive and it'll have a [20:55] sign it'll say speed hump 15 miles an [20:58] hour you got to slow down to 15 go over [21:01] to speed hun and then keep driving the [21:03] speed tables we specifically designed [21:06] and pick that they're meant for 30 m [21:09] hour you drive 30 m an hour you go up [21:11] you go over you go down if you go 40 m [21:14] an hour it's going to be really [21:15] uncomfortable so that was the idea the [21:17] thought was and this is work said [21:19] working with the PD working with John [21:21] kucho at the time was that if you had a [21:23] speed hump and you reduce that speed to [21:25] 15 you would want to make it up you [21:28] would want to go up over okay that was [21:30] annoying I got to go fast and then up up [21:33] over and I'm going to make it up um we [21:35] didn't get that complaint with these [21:37] speed tables I don't remember hearing [21:39] that about the the the going fast [21:42] portion of it but I did want to point [21:44] out that the majority of locations are [21:46] using pumps which are a little bit [21:47] smaller more manageable with tables uh [21:50] but I I I haven't decided which way I [21:52] really want to go but I just wanted to [21:54] state that is the reason if we do use [21:56] speed pumps most likely even if 25 mph [22:00] we will have to put a advisory sign that [22:02] the speed over that hump is 20 or 15 so [22:06] we have to reduce the speed over the [22:09] hum table we wouldn't [22:12] have um also we have some standard [22:15] sheets just to let you know this is you [22:16] know what a speed table would look like [22:18] this is off the do so this is what kind [22:20] of we're working on once again we're not [22:21] trying to reinvent the wheel similarly [22:24] uh signage this is what I I'm going to [22:26] be forwarding to Paul with Bond and [22:29] Brian uh about this is what we're [22:31] thinking is that like right now this is [22:33] if we were to use a speed table we would [22:36] we would put what the speed limit is [22:38] because we're not going to have speed [22:39] limit signs on every road once we go [22:40] through this uh you know hopefully the [22:42] lowering of the speed limit so we would [22:44] say okay the speed limit is 25 there's a [22:47] speed table ahead here's the speed table [22:50] that would be the procedure of advanced [22:52] warning and then the as you see on the [22:54] road they use a very unique now system [22:57] of striping where it's it's like a a 3ft [23:00] wide stripe then you go 30 ft and it's a [23:02] 5ft wide stripe then you go 30 ft eight [23:05] and it goes and then when you get to the [23:06] the speed table it's an arrow so it's a [23:09] it's a very uh distinct amount of [23:12] striping to get to that point so right [23:15] now this is uh what we were calling our [23:18] our our signage and striping package [23:20] that we would be working with with Brian [23:23] SPD to implement um if this is this is [23:26] specific to a speed table I didn't have [23:28] time to put one together for a speed [23:30] hump the only difference would be that [23:33] white speed limit sign would be a little [23:35] yellow sign that would be saying [23:37] probably 20 or 15 because youd have to [23:39] slow down [23:43] so so if let's say this is with the [23:47] speed table so it was a speed hump are [23:48] you saying you would need the 25 mph in [23:51] addition to that you would need an [23:52] additional sign right around the speed [23:54] PP we for the 15 so we would put it's a [23:58] little misleading because those signs [24:00] aren't meant to actually be above above [24:01] each other they're just meant to show [24:03] ones here ones further back the advisory [24:07] sign would be directly attached in [24:09] beneath that speed table ahead sign to [24:11] advise you that you have to go slower [24:13] over it the only difference would be [24:15] most likely is that we would mod [24:16] probably put a speed limit sign on the [24:18] other side just you know this is what [24:20] the speed limit is just to remind you [24:21] what the speed limit is but the the [24:24] speed humps the advantage of the speed [24:25] hump is it would probably be cheaper cuz [24:27] they're smaller [24:29] um but I just I'm like I said I try to [24:32] deal in transparency and we did not [24:34] install speed pumps on Dwayne Avenue we [24:37] used specifically designed speed tables [24:40] for our speed limit which was at the [24:42] time 30 so it would work perfectly fine [24:44] in 25 and those are the comments that we [24:46] got with for a speed table but I have [24:48] the entire Albany uh city of Albany um [24:52] PL set I have their procedures Albany [24:54] has a similar procedure that they have [24:56] adopted by the council um [24:58] I pretty sure I could share I wasn't [25:00] comfortable sharing it now but I'm [25:01] pretty sure it's all public to share um [25:05] uh that's what they developed and [25:06] they're using pumps in their project in [25:09] Hamilton Hill so um in terms [25:13] of we only did one that one street like [25:16] that's that's the only feedback we got [25:18] was from that one street so all the the [25:21] other places that we talked about people [25:23] felt you know giv yeah the next one was [25:25] supposed to be rugby and yeah we didn't [25:26] do that we haven't gotten any of that [25:28] yeah so we're basing everything just on [25:29] that one uh right now yes right now well [25:31] I'm not only basing off of that but [25:33] that's why I'm trying to use the Albany [25:34] study in some other areas to try to pull [25:36] in information of just what people are [25:37] doing um but yes for our local we've [25:41] only used that system once on that road [25:45] okay so um I have a couple questions so [25:49] um just on that one still so that does [25:51] make the Assumption I think that we [25:53] would lower the speed limit to 25 that [25:56] this is all off that's why I put it [25:57] there that we are going be lowering the [25:58] speed limit on local roads to 25 yes [26:02] okay it's based on that okay great I'm [26:04] happy to hear that um and then on the [26:07] sidewalk one I thought and this did [26:10] happen before I was on Council but I'm [26:12] pretty I thought that we had to have a [26:14] petition and that that too was I thought [26:16] the number was 75% but um cuz that that [26:19] language isn't in here about having a [26:22] petition I I think the city Charter [26:25] still stands up 25% right 25% [26:28] so if if if residents on a street had a [26:32] 25% of the residents so shouldn't that [26:34] be we're putting it in um for the speed [26:37] tables should we be putting it into [26:39] that's you know that's a different if I [26:42] can interject as kind of a different Pro [26:45] process you're looking at it something [26:48] of a fluid situation whereas if you're [26:50] talking about Improvement districts that [26:52] goes to property taxes and that's in the [26:54] city Charter which is a total different [26:57] oh element I I I get the distinction [26:59] okay so it's it's okay thank you [27:02] different and I just um I do think that [27:07] it would be great to have a special you [27:09] know if we needed to talk about this [27:10] more to have a special Public Safety [27:12] Committee meeting as we did the other [27:13] day so I just want [27:15] that any other questions or comments Mr [27:18] U Mr sometime back we had asked um you [27:21] to kind of give us a clost breakdown for [27:23] these um speed table or speed home were [27:26] you able to get a class for how much one [27:28] be yes no I didn't put [27:40] four six signs posts and then the the [27:43] black um notices you see that those are [27:46] delineators just so in case I just threw [27:48] those in there each side of it just for [27:50] plow purposes that's one thing you do [27:51] you put you know this where the front [27:53] and the back of them would be so the [27:54] plows know where they are that's what [27:56] those are um the speed tables themselves [27:58] they're asphalt they're not very large [28:01] um I I mean I can get a I can get a [28:04] pretty accurate appr from one of our [28:05] vendors [28:07] but $25 to $50,000 for for one I don't [28:10] think it would be you know too too cost [28:12] prohibitive for putting one in maybe we [28:14] do it when we pave some of the road and [28:16] that can be you know absorbed into that [28:18] get a little bit more um efficiencies [28:20] out of it if we pave the road at the [28:21] same [28:23] time on the [28:26] removables on the removable H that we [28:29] purchased last year [28:34] $6,000 or that's put [28:41] 16 just just follow so [28:45] Mr budget is end of this month is it [28:48] possible for you to consider maybe put [28:50] that in your Capital um so what I have [28:53] in my capital budget going for next year [28:55] I have a meeting with Anthony but [28:56] usually what I request is somewhere [28:58] around a million half $2.5 million for [29:00] General Paving which is above and beyond [29:02] what the state gives us and in that we [29:05] usually leave it open and we call it [29:07] know it used to be called road paving [29:09] program now we call it the street [29:10] Improvement program and we leave the [29:12] bond language a little bit more open so [29:15] that this would be under that program so [29:18] that's how we would be doing things is [29:19] that can you can you create a separate [29:21] line for Speed table speed home and [29:24] allocate money on just so it's budgeted [29:27] just you see it yes I could you may [30:23] agree to because section two of that [30:25] ordinance will will uh uh has the U [30:29] process where you're uh agreeing or [30:33] inputting on the uh on the uh on the [30:36] guidance issued by the city engineer so [30:40] logistically you know for thinking ahead [30:42] here you know it's up to you what you [30:44] all want to do public hearing is because [30:48] of the way the schedule is is not going [30:49] to be until the the public hearing for [30:53] the the [30:54] budget you may want to think about [30:56] putting it off to the end of October [30:58] because you'll have a full plate of sure [31:01] on that night for the budget so we could [31:04] do you know if you want this language we [31:07] could do you know pass out tonight the [31:09] resolution calling for a public hearing [31:11] but the public hearing would be at that [31:13] second me in in uh [31:17] October FR so yeah I was just wondering [31:20] about it's like I know that you're [31:21] saying that we have a pretty limited [31:23] data set just because we only use that [31:24] on doing ad but don't we have some data [31:27] like our Smart City stuff and you know [31:29] some of those some of the other uh kind [31:32] of traffic sets we've been doing [31:34] collecting data around like uh street [31:35] warer is that is any of that data would [31:38] that be applicable to this we can say [31:39] okay this looks like more trouble we [31:42] have data but that's what I was is uh as [31:44] Brian myself and the and the police [31:46] department are using that data to [31:48] identify areas that would be best [31:51] probable areas to put these systems but [31:53] it wouldn't help us with them cuz we [31:55] don't have anything like this out there [31:57] Dwayne Avenue was very unique uh and [32:00] like I said we just used yes it was that [32:01] one case study to to move forward and [32:04] and we can identify it was [32:06] uh but no I I don't think I don't think [32:09] the data that we have today we could use [32:11] to justify you know the success in one [32:14] of these cuz we don't have anything out [32:15] there this these are these are different [32:17] kinds of systems and these are [32:20] they're they're very unique to have on a [32:23] public prob you know even use to in [32:24] parking lotes and things like that I [32:25] don't think we can make that and Bri you [32:28] disagree with that I no [32:31] so miss Patrick but we do have the [32:34] example of the city of Aly and the debt [32:37] and all that they've been doing that we [32:39] could look to correct and I work with I [32:41] work with uh with them quite a bit and I [32:43] also work like I said we're working with [32:45] the cap region Transportation Council [32:47] and we can work with them I'm not I'm [32:50] not [32:51] too I am not too concerned about if they [32:53] will be effective it's just where they [32:56] will be effective and getting the [32:58] policies and procedures right so that [33:00] you know we're we're the one kind of [33:02] steering with the implementation of them [33:04] and how they're placed because I think [33:06] it was a good study I really do think [33:07] that the way having the study was a good [33:09] study and we got good results in Albany [33:11] you know they clearly saw it was good [33:12] and they're making the investment and [33:14] you're seeing this as to combat it um [33:17] and we like I said we're using the data [33:18] to pull it together we're looking at [33:21] it's it's a it's a tool it's not the [33:23] tool but it is a tool just like last [33:25] presentation I said these are all the [33:26] tools that we have [33:28] and I I think that we could start [33:29] looking at the new ones that I didn't [33:31] bother talking about speed cameras or [33:33] bus cameras or things like that but all [33:35] those are are useful tools when used [33:38] correctly um well just um so with the [33:42] 1.5 million for Paving or I think you [33:46] said um with that also I mean I guess I [33:49] just want to make sure that we have [33:50] enough money um or at least we have the [33:52] ability to discuss whether we're going [33:54] to have enough money um if we were going [33:56] to do the cameras or um you know any [34:00] other kinds of traffic caling [34:02] measures um I I don't know how the it [34:06] like traffic cameras and that I don't [34:08] know how that would work um with regards [34:10] to paying money um but I mean so [34:13] somewhere in the budget I mean it [34:15] doesn't have to be in the paving line [34:16] but yeah would You' like to see if we [34:18] could put something yes okay please Mr [34:22] for so I just want to be clear are we [34:24] going to be doing are we going to be um [34:26] doing Runway Road [34:28] before this you moving forward with this [34:31] is there going to be a pilot over there [34:33] as well I know that was our intention is [34:35] it still going to happen this year at [34:38] all we can do it at all yes this year it [34:40] will be difficult Mr so the the Smart [34:45] City things that we've implemented th [34:46] far and it's kind of similar question [34:48] but just from a different position I'm [34:50] kind of thinking about what M Patrick [34:52] was saying can is is any of that [34:55] technology is it applicable for us to [34:58] use the data and or maybe leverage some [35:01] of that existing technology to use as [35:04] far as like maybe the corporation of [35:06] traffic Camas I'm just trying to think [35:07] like is there another application to [35:09] some of that smart City's money that's [35:11] been spent and can we leverage that to [35:13] help [35:16] within I I don't believe so at time if [35:19] the cameras if the cameras could detect [35:23] the plates which they may be able to and [35:24] detect the speed we're not legally [35:26] allowed to tick it for to send out [35:28] notices I don't believe I mean that was [35:30] like what we're talking about is we [35:32] could buying the camera is just the [35:35] material item but the the step that we [35:38] need to complete is the legislation [35:40] request it's kind of similar what we're [35:41] doing here is that I know that it just [35:43] feels completely bureaucratic and like [35:45] we're not doing anything but working [35:46] with uh the legal office you know this [35:48] is what we're saying is that if we can [35:50] really get the code change the policy [35:53] form in place and some of these details [35:55] worked out it'll set us up so that next [35:57] next year because you know we're going [35:59] into October that next year we're we're [36:01] ready we're planning in the winter we're [36:03] bidding in the spring and next year we [36:05] kind of have a plan of what we're what [36:07] our our attack is so that we're hitting [36:09] the ground running um I mean it's very [36:12] similar what we're talking about with [36:13] the speed limit reduction um you know so [36:16] I talked with the the crtc today and [36:18] Brian and you know what they're doing is [36:21] they're consulted Brian sending over our [36:23] our signage plan they're doing some [36:25] traffic surveys and just to reiterate [36:27] you know that's why what this says 25 [36:30] mph Mr I have [36:33] no uh hesitation or or or thought about [36:36] local roads going to 25 it's the half [36:40] dozen to a dozen roads that are in that [36:42] that area so they asked what do we want [36:45] to look like you know and it's Broadway [36:47] what is Broadway you know Broadway is [36:49] the one street that goes this way I [36:51] didn't know knowing the geography of the [36:52] city like I know we all do Union Eastern [36:55] State Albany right they all go that [36:58] Broadway is the only street that goes [37:00] that way all right so I just like can [37:02] you look at it can you give me your [37:03] opinion on what Broadway is same thing [37:05] where it's splits the Gilder you know [37:06] we're looking at it from a traffic from [37:09] a density you know uh a little bit of [37:11] eerie Boulevard because the use of eerie [37:13] bouevard is changing and maybe the [37:14] speeds aren't high enough anyways um so [37:17] there's certain streets you're going to [37:18] be looking at but 95% of the roads we [37:21] know the recommendations is going to be [37:22] they local they're 25 and we're also [37:24] stating if you look in your procedure [37:26] which I didn't think that you know had [37:27] time to read that whole thing is that [37:29] part of that is saying we really only [37:32] want to put these traffic control [37:33] devices on local [37:35] roads we we I had that in the [37:37] presentation slide last time which was [37:39] the the emergency routes the arterials [37:41] we really you don't want to go driving [37:43] down State Street and then all of a [37:44] sudden oh my God there's a Beed that's [37:46] not that's not appropriate you know we [37:47] want to keep you we actually want [37:49] traffic to go onto State Street we want [37:51] traffic to go on the Union Street you [37:54] know that's one of those things like [37:55] mlen Street for example I know that it's [37:57] primarily residential but you want the [38:00] traffic on mclen street that is the main [38:03] route you don't want the traffic to go [38:05] onto Parkwood or Arsley you want and [38:09] then you know the residents that are on [38:10] those [38:12] streets it's it is what it is that is a [38:15] a more of a collector grow um so you [38:18] just have to you try that's the that's [38:20] the fear is if you start doing you start [38:21] getting people onto that um but it's a [38:24] it's a balance that we're trying to do [38:26] and I think that's actual a really good [38:28] Segway my one question right two was [38:30] related to the minimum distance for K [38:32] streets that 500 ft um and then the [38:35] second part is can you talk about that [38:37] makeup speed so the one question is 500 [38:40] ft would most of our local roads like um [38:43] meet that condition and the second is [38:46] does the length of the street have [38:47] anything to do or does it affect the [38:49] that makeup speed we're talking about [38:51] with putting in pumps all right brief [38:54] cuz I know what you're talking about [39:00] so you're talking about streets of less [39:02] than 500 [39:04] and uh so the first question was um the [39:07] 500 ft didn't have a minimum distance of [39:09] 500 ft between existing stop signs or [39:11] traffic signals it it's just trying to [39:14] put something where it's a short block [39:16] you don't have something in the middle [39:18] 500 ft we're looking at um I believe the [39:21] the original one that we're looking at [39:22] was closer to 800 ft so we we brought it [39:25] down a little bit um and and that is one [39:28] of the issues that we're going to see is [39:30] that's where this is really going to get [39:31] a little complex is that if we do this [39:33] on a longer Road there's quite a few [39:37] that we're going to start installing and [39:38] the road is going to you know one of [39:40] there's a road in colon that was one of [39:41] the first to do this by a school um I [39:44] can't remember it's right off of uh San [39:46] Creek Road I believe but they have speed [39:48] speed humps all the way down um and they [39:51] have to be spaced appropriately so you [39:53] so you know what you're what to expect [39:56] as you go [39:57] but I I'll look in but the idea is is [40:00] that you just don't have one on a very [40:03] short [40:04] block and then a second question was in [40:08] the actual PowerPoint I think it was the [40:09] first actual Slide the Article 2 traffic [40:11] regulations I know we've talked a lot [40:13] about stop signs and LED lights do you [40:15] think that'd be an appropriate Landing [40:17] space for that to be included I know [40:19] you've talked about like the true [40:21] definition of traffic calling measures [40:23] but I think in my head and [40:24] conceptionally of a lot of members in [40:25] the community they would see those as [40:27] also um so would you think that is [40:29] appropriate to put or add to that or [40:31] does it already capture that yeah Mr [40:33] chairman if I can yeah I I think that's [40:35] already captured it matters under the [40:37] city Authority crosswalk safety zone [40:40] traffic Lanes traffic control U signals [40:43] Etc so those types of issues I think are [40:46] addressed earlier also referring to the [40:49] uh section uh 1603 of the vehicle and [40:52] traffic law so those issues regarding [40:56] stop signs are are are addressed earlier [40:59] I think what the you know Mr wallan was [41:01] concerned about is because we're getting [41:03] into a realm of Cafe traffic calming [41:06] devices which are a [41:08] different uh entity than a stop sign uh [41:12] speed hum speed speed traffic tables Etc [41:17] tra um um school zone cameras [41:21] Etc that wasn't in the code and that's [41:25] why the city engineer was looking for [41:26] that new new section to create that [41:29] because it just didn't Envision those [41:31] types of devices but the more [41:33] traditional devices the stop signs Etc [41:36] that's already in the in the engineers [41:38] Authority we did something similar to [41:40] this 8 years ago where our parking [41:44] sections of the code which is also under [41:45] city engineer Authority did not [41:47] anticipate apps or kiosks the the [41:51] parking code only made reference to [41:53] meters and coins and tokens so we had an [41:56] issued a token [41:57] in you know about 15 years 20 years at [42:00] that point so we we updated the code so [42:02] this is similar here that the traffic [42:04] calming measures and these are even [42:05] phrases that weren't said when when was [42:08] traffic calming [42:10] was I think I just want to say that I [42:12] think one of um Mr wall suggestions was [42:15] um adding and similar devices at the end [42:18] of that first sentence so that might [42:20] cover some but also you know but not [42:23] limited to I think that's radens it you [42:26] know another these are examples so as [42:30] new types of devices are developed you [42:32] always put that in there so it's not [42:34] limited it's just those are the types of [42:35] devices that will go into that detailed [45:06] conversation uh about the matter so just [45:09] wanting to snapshot uh what was [45:11] discussed I broke it down into three [45:13] areas enforcement law and Council so the [45:15] enforcement it was identified that noise [45:17] complaints are a low lower priority [45:19] calls which delay response times and are [45:21] restricted to Staffing constraints [45:24] however there will be future discussions [45:25] to expand uh to incorporate drones as [45:28] Force responders pending statutory uh [45:31] obligations uh areas of focus are going [45:33] to be communicating noise complaint [45:34] warnings during ship change uh [45:36] increasing education to inform offenders [45:39] of potential fines and a potential [45:41] permit process uh three seeking Clarity [45:44] on appearance tickets uh and four [45:47] granting officers the ability to seize [45:48] or remove noise reproducing [45:51] equipment uh the next area which was law [45:53] identified that plea Agreements are [45:55] commonly sought out to limit the volum [45:57] of Trials and increasing uh fee [46:00] collection and justifying attempts to [46:02] enforce penalties in full will require [46:05] or was recommended uh to increase [46:07] penalties uh to support more frequent [46:09] Court appearances and then the areas are [46:12] focused in that area was uh how many [46:14] fines were collected in 2024 uh what [46:17] information is needed to charge to file [46:19] charges or penalties uh advising [46:22] religious or cultural ceremonies of [46:23] proper concept or potential permit [46:25] processes again and then evaluating [46:28] penalties against [46:29] installers uh the next area which was [46:32] the council or think us uh was there [46:35] appeared to be an equal consensus with [46:36] raising and keeping penalties at their [46:38] current level uh the areas of focus um [46:41] identifying reviewing code and penalties [46:43] against Vehicles pets construction and [46:46] Firework noise offenders uh posting [46:49] signage to monitor noise and parks with [46:51] non-emergent police numbers and then [46:54] updating chapter 183 which noise [46:57] ordinance to raise point value for noise [47:00] complaints and then overall I just [47:02] wanted to thank my colleagues the mayor [47:04] commissioner nine assistant chief [47:06] antonovich and Miss barash for [47:07] acknowledging this greater issue or [47:09] growing issue and placing an important [47:11] emphasis on educating our community and [47:14] then in um wanted to just capture [47:17] everything next steps were to identify [47:19] chapter 183 uh to review the process for [47:22] civilian complaints and their needed [47:24] documentation and a ating the penalty [47:27] schedule in addition to evaluating a [47:30] potential permit process moving forward [47:33] so at this time I want to ask if there [47:34] are any Ms or any further comments about [47:37] the event from the [47:39] colleagues the only thing I you said [47:41] chapter 183 was a noise when [47:44] it okay just want thank you for people [47:47] listening other than that I think that [47:49] you've captured drone as a [49:00] force responder if we need legislation [49:02] for that if we're going to use the Drone [49:04] as for responders so that we put some [49:08] protection to our Police Department [49:10] whenever that is um used as a for [49:13] respond and the same thing also to AC [49:16] you mention forit legislation on and [49:18] forit application as we move forward to [49:21] in this conjunction with anything the vehicle [50:31] and traffic law that also deals with [50:33] loud mufflers etc for for violations of [50:37] the state vehicle and traffic law and [50:40] regarding the issue as to drones and [50:42] that one we have to be very careful [50:45] about that um invasion of privacy Etc um [50:49] because drones um have to be used in a [50:52] very circumstan type Manner and [50:57] um um so that will require research but [51:05] it's could be peering into areas that [51:08] you're not supposed to be peering into [51:10] because it's one thing to have cameras [51:13] on a in a public way just thing is going [51:15] into private areas one must be very very [51:19] careful and uh also technology wise do [51:22] we have the technology to do that do the [51:24] officers have the ability to capture [51:26] sounds off of that and also regarding [51:30] when they're responding to the scene do [51:32] their body cameras pick up those types [51:35] of what as they're approaching the scene [51:38] is it is it picking up the the the sound [51:42] in in in realistic terms and whether [51:45] that can also be downloaded to be used [51:47] in a at a court seed so those are [51:50] obviously legal and technical issues [51:52] that have to be [51:54] addressed Qui and actually some those a [51:57] couple the Drone specifically I brought [51:59] up because I had concerns about what [52:01] people would be thinking about drones [52:02] flying over their houses because they're [52:04] having a party um but uh commissioner [52:07] Divine was here so we did ask them to [52:09] concern you know to bring information [52:11] about whe whether or not that's [52:13] something that we could do [52:15] legally um so and you're right it does [52:18] has have about the noise in the [52:20] ordinance already but we the um the [52:22] modified Mufflers was one of the things [52:24] which is actually in here but uh that [52:26] was there was that one and there was one [52:28] other thing about the cars okay well I [52:30] mean there may be something in the VNT [52:32] law the vehicle and traffic law that [52:34] will address that as well so we can we [52:38] can take a look at that so for the next [52:40] meeting I think it would be helpful to [52:42] have that if there's anything within the [52:44] vehicle and traffic wall to have that [52:46] information provided for us as well [52:48] sounds good far just really quick and [52:52] and you guys might have covered this [52:53] point I'm just wondering about when we [52:55] you know respond [52:57] and timeas O'Brien's point there [53:00] different you know are all the you know [53:03] body cans are they all you know equipped [53:06] to measure whatever sound deciel that [53:09] we're at right this first cuz right now [53:11] I know that you know from my [53:13] understanding it are they shaking their [53:14] head enough so what they told us at the [53:17] meeting was there's no there's they [53:19] don't have any deso meetings right now [53:21] it's whether you can hear it within 50 [53:23] ft so if you have really good hearing [53:26] are not so great here uh so that's what [53:29] um assistant chief right anovich um said [53:33] that within 50 ft is the guideline right [53:34] now you can hear it within 50 ft and [53:36] it's too [53:39] L concerned [53:41] about sounds like you guys were [53:43] addressing some of the um cultural [53:45] celebrations and things like that I just [53:47] think since already on I just kind of [53:49] highlight that make sure that because [53:52] leading things up to a certain level of [53:54] discuss cause [53:57] you can um unintentionally un [54:00] perpetually you know some biases and [54:02] again it's a tough thing to talk about [54:03] but you probably just make sure that [54:05] that's at the front of our mind have [54:06] this [54:07] conversation and then to that point I [54:09] think just trying to evaluate areas in [54:11] which the code can be responsive to our [54:13] changing Society while still being [54:16] adherent to like emerging technology and [54:18] its um uh and this impact on people's [54:21] lives IE the drones um but then also how [54:24] do we use technology that's coming in um [54:27] to leverage to really reduce or improve [54:31] I'd say say quality of life for for [54:33] residents so I think this wi has a [54:35] really big emphasis on just people being [54:38] aware of the impact of their actions um [54:42] then also understand there's no perfect [54:43] solution so the thing we kind of started [54:45] off with was this issue noise is not [54:48] something that's specific or unique [54:51] to but I do appreciate how our city is [54:53] very uh open and acknowledging of these [54:55] types of issues and seeks to address [54:57] them head on so I think with [54:59] conversations continuing I think we'll [55:01] continue to position ourselves to [55:03] address this m point so there any other [55:06] questions or [55:07] comments yeah just as a followup [55:09] regarding the vehicle and traffic law uh [55:12] under 1825 with standards reasonable [55:15] noise our code incorporates by reference [55:18] a section of the vehicle and traffic LA [55:20] will we'll discuss that in detail next [55:22] time that section so um everybody knows [55:25] what that that entails um and the uh the [55:30] uh [55:32] 1825 mentions that section regarding [55:34] automobiles but it also goes through a [55:36] whole list of criteria which is but not [55:39] limited to so it's it's the whole it's [55:41] is it's broad dealing with that with [55:45] that issue it's it's included but not [55:47] limited to it's a whole different [55:49] factors the time of the day weather is [55:51] noise the duration of the noise so um [55:55] those are all factors that our current [55:57] ordinance already covers but we will [55:59] take a look at adjustments to [59:04] our plan to make sure that we were [59:06] aligned with our regulatory caps that we [59:08] need to adhere to so I listed them out [59:11] um we had to lessen our home admin by $ [59:17] 7,325 192 we had to increase our Habitat [59:22] Humanity funding project by $ 7,127 [59:26] 15 Habitat for Humanity home is a Cho [59:30] and we have to have a minimum of 15% of [59:33] our allocation go towards Cho and it's [59:35] the one home project that had room um to [59:37] still increase and we moov two cdbg [59:40] projects and recategorize them in our [59:42] nrsa area which is our neighborhood [59:44] revitalization strategy area and those [59:47] include the Empowerment Center and boys [59:49] and girls club we move them because if [59:52] they are in the nrsa area they don't [59:54] have there is no C so it allowed us to [59:57] continue the funding with the other [59:59] items under just regular cdbg which has [1:00:01] a 7.5% um allocation [1:00:04] cap the ACT today is um for city council [1:00:07] to accept the new the revised annual [1:00:10] action plan um with the Amendments [1:00:14] indicated questions [1:00:17] comments seeting down may have a motion [1:00:20] to move this [1:00:22] forward second all in favor I thank you [1:00:26] thank you thank you the next item is the [1:00:29] police department fees and revenue [1:00:32] proposal assistance [1:00:35] rle so back in last year when we were [1:00:38] going over the budget um one of the [1:00:41] items take away from the budget was um [1:00:43] looking at our fees some of our fees are [1:00:46] outdated and this is a step that I have [1:00:49] taken after the budget into this year to [1:00:51] kind of look at it and um here we are [1:00:54] today with the police department [1:00:56] presenting their fee [1:00:59] proposal assistant chief it's all yours [1:01:01] okay thank you very much uh so we're [1:01:02] going to start off there's believe four [1:01:04] different areas where I think the fees [1:01:06] can be increased uh to start [1:01:10] with we will go to the false alarm fees [1:01:13] uh right now we'll get into what the [1:01:16] extra false alarm fees are in the next [1:01:17] slide but a false alarm is charged after [1:01:20] four free false alarms within the city [1:01:22] so if there's basically we go to [1:01:24] someone's business or the residents four [1:01:27] different times uh for false alarm for [1:01:30] faulty wiring or um the failure to [1:01:34] maintain their alarm system we go there [1:01:37] four times for free and the fifth one we [1:01:39] charge $25 the second one we charg 50 [1:01:43] third 75 and 125 Beyond from there so in [1:01:47] 2022 we took in a total of [1:01:50] 13,750 and 23 the 36,000 and so far Year [1:01:53] date we taken in 35,000 [1:01:56] it's section 124 is actually of the city [1:02:00] code gives us what the persistent false [1:02:01] alarm actually is um the yellow is what [1:02:04] I propose as a change um one word goes [1:02:08] from the two from the four to the two U [1:02:10] this was last adopted in 1996 as [1:02:14] well and the penalties for the offense [1:02:18] are would stay exactly the same uh is [1:02:21] the the code [1:02:24] itself uh determines what a persistent [1:02:26] false alarm actually is so that the [1:02:30] penalties would stay the same so all in [1:02:33] all if we move the free alarms from 4 [1:02:36] down to two uh the city could expect [1:02:38] between 20 to $25,000 a year in [1:02:39] additional Revenue the reason why as [1:02:43] it's important that we do this is uh [1:02:45] people do have the options to get these [1:02:47] fixed so we're not spending all of our [1:02:49] time there most these police calls [1:02:51] involved all of them should by protocol [1:02:52] have two officers go so sometimes it's [1:02:54] two cars sometimes it's one car with two [1:02:56] officers but whenever there's an alarm [1:02:58] um it's a higher priority call and [1:03:00] actually it's like the loud music calls [1:03:02] um it's we take everyone seriously like [1:03:04] it's a Burg in progress or something [1:03:06] serious going on so we go lights and [1:03:09] Sirens there stuff happens um it [1:03:11] increases the danger for the officers [1:03:12] and other people in the city so by doing [1:03:15] this um hopefully it gets people [1:03:17] motivated to get their alarms fixed and [1:03:20] also if they don't it will generate more [1:03:22] revenue for the [1:03:24] city can we we ask questions during the [1:03:27] presentation ex up to have I ask [1:03:31] question as we go for [1:03:33] slide so go ahead please okay my [1:03:36] question is my question is um if you [1:03:38] could just go back to the uh slide where [1:03:41] it's talking about yeah the [1:03:43] fees I they're they're low those fees [1:03:47] are low um I'm don't building on the [1:03:50] discussion that we had the other evening [1:03:52] about the noise complaints yes ma um so [1:03:56] I'm I'm just wondering if other people [1:03:59] feel like those are really low and [1:04:00] should be increasing them or thinking [1:04:02] about increasing them so I will say that [1:04:04] I dropped the ball on this and on other [1:04:06] ones I have uh recommendations or [1:04:09] information from other towns and cities [1:04:11] this one I did not look up what [1:04:12] other well we did look at it because [1:04:15] we're actually dropping the amount of [1:04:16] free calls from four to two so there [1:04:18] will be more Revenue in the back end so [1:04:22] yes we can increase it but at the same [1:04:23] time we're expanding no I I [1:04:26] either way we are still getting in [1:04:27] Revenue additional revenue of um on high [1:04:31] $25,000 and that's a best estimate okay [1:04:34] great go ahead so yeah I I would [1:04:38] agree pck I think that she's referring [1:04:41] to that that increasing those fees I [1:04:43] would say increasing the fees as well as [1:04:46] um you know reducing the amount of [1:04:48] quotequote food CS I think that um but I [1:04:51] guess my question is now this includes [1:04:53] on like fire alarms [1:04:56] business this is not fire alarms I know [1:04:57] the fire department is working on [1:04:58] something else this is just the false [1:05:00] alarms of Security Alarms okay this is what we have in previous [1:05:24] years yeah currently yeah but that [1:05:27] doesn't tell me how many calls there [1:05:29] were for the [1:05:30] income so I can get you that as well our [1:05:33] Lieutenant on midnights he puts [1:05:35] everything together and sends out our [1:05:36] Law Department I believe it is bi-weekly [1:05:39] and I can have I can figure out how many [1:05:44] times I guess oh I guess lot the farm [1:05:46] actually but they but they bill out from [1:05:48] there so I can follow up with the answer [1:05:50] to that great so were we looking for a [1:05:53] list of the calls no not at all so in [1:05:56] 2022 let's use that for an example we [1:05:58] know the income is [1:06:00] 13,750 we do not know what the income [1:06:03] was generated from how many calls there [1:06:05] were how many false alarms there were [1:06:08] because we we just don't know the number [1:06:09] so how many false alarms it take to [1:06:11] generate that amount of money in that [1:06:14] year and and also did every false alarm [1:06:18] actually get paid did people actually [1:06:20] pay it after when they were built so [1:06:23] there may have been like let's say we [1:06:25] build I don't [1:06:26] know 100 or something and then did it [1:06:29] all 100 people pay or did only 75 people [1:06:32] pay so we don't know that data so it [1:06:34] would be helpful when we we see the [1:06:37] income we just don't know what generated [1:06:38] the [1:06:39] income when we were going through this [1:06:41] you had a list of all the [1:06:43] calls snapshot of some of the calls is [1:06:45] that you can use that very same report [1:06:47] to generate um previous years and to see [1:06:51] um to attach the collection to that yes [1:06:53] so I should be able to go back I know [1:06:55] have 24 and 23 I know previously the I [1:06:59] questioned the um why there's such a [1:07:03] different number in there and I believe [1:07:05] it was how we provided data to the live [1:07:07] department when they actually build them [1:07:09] out so I think there was a change in [1:07:11] process along the way but I can look to [1:07:14] see if I can get a number of how many [1:07:16] people actually build and how many paid [1:07:18] I can see if we get a [1:07:22] Redemption no sorry so I two points [1:07:26] definitely to miss Patrick's Point I [1:07:27] would like to see the fees increased cuz [1:07:29] one of my thoughts is what is the [1:07:31] opportunity cost or what is the cost of [1:07:33] the officers responding to that and [1:07:35] going to another incident throughout the [1:07:37] city um but I also want to kind of [1:07:39] caution us at finding that right balance [1:07:40] SO waiting to see what your um research [1:07:43] provides because although fees are [1:07:45] Revenue generating like you go too high [1:07:47] and then you can kind of zero out that [1:07:49] line so definitely it does require a bit [1:07:51] of finesse [1:07:54] absolutely what whates what is the [1:07:56] suggestion to [1:07:58] raise i' would like to see what other I [1:08:00] don't have I don't have a [1:08:03] suggestion I just want to say that when [1:08:06] we consider as we're talking about these [1:08:07] fees these aren't the only fees we're [1:08:09] talking [1:08:10] about I want to make sure that you know [1:08:12] we just aren't like feing people piure [1:08:15] yes we have to definitely look at the [1:08:17] big [1:08:18] picture so we can come back to this way [1:08:21] in terms of the [1:08:23] feed the next one is a much smaller one [1:08:26] it's a records [1:08:28] fee we currently charge $20 for somebody [1:08:32] who asked for a letter of Good Conduct [1:08:35] or a uh letter for criminal history to [1:08:38] show that they are they don't have a [1:08:40] criminal history um some people want to [1:08:43] provide it to businesses or landlords [1:08:46] that I'm being told we only you about 50 [1:08:48] of these a year it's not a very common [1:08:51] thing um I believe it was 2000 was the [1:08:54] last time you looked at and it was $20 [1:08:56] back then so um I suggested a $40 fee to [1:09:00] that unit would raise ,000 $2,000 [1:09:04] depending on how many [1:09:06] um employers we get for the year but [1:09:09] that is [1:09:12] a go ahead please um so for so for [1:09:17] number three when you're ask talking [1:09:18] about the U arrest files Etc how far are [1:09:21] you looking I mean we just looking at [1:09:23] Connected are we looking in New York [1:09:25] State I don't have that answer I will I [1:09:27] can look for you I believe that is a all [1:09:31] of all state I believe I believe that's [1:09:33] all New York state but all New York [1:09:35] State I believe so I could get an answer [1:09:37] for that from our records and the other [1:09:40] second part of that you say it says free [1:09:42] to authorize agencies uh what [1:09:44] constitutes an authorized agency and why [1:09:47] aren't they pay paying [1:09:49] for as well as an individual I believe [1:09:52] that's like another Police Department or [1:09:54] a establishes fees only for the police [1:09:57] department so I believe that would be [1:09:59] for uh FBI New York State Police they'll [1:10:03] send us records back and forth and I [1:10:05] believe that's was put in there to limit [1:10:07] that but I I don't have the official so [1:10:11] just if you so to expand on that just [1:10:13] like say for instance you want to hire [1:10:15] somebody and you can you get this [1:10:17] information as well can I ask the police [1:10:19] department for that if I'm interested in [1:10:20] hiring someone no if I want to well if [1:10:22] we're going to hire somebody then we [1:10:23] have to F bre you want somebody else [1:10:25] have to sign off on it and he would have [1:10:27] to authorize you to get it okay and [1:10:29] provide a letter we we can't do it [1:10:31] without that person's authorization in [1:10:33] that case let say I'm willing I want [1:10:35] this job I'm going to sign it would you [1:10:37] then um charge the agency or [1:10:39] organization that's going to hire for [1:10:42] that record so we've never done that [1:10:43] before I don't know if we can do that [1:10:45] but um I've never seen that happen [1:10:47] before this is usually I guess for when [1:10:49] people travel also when they apply for [1:10:51] pieces they need one of these um it's a [1:10:53] letter that the records does a [1:10:54] background check they submit a letter [1:10:57] the chief has to sign off on it and say [1:10:59] that what the records [1:11:01] are oh obiously okay but I have a vis I [1:11:05] don't know I I I didn't know that people [1:11:08] needed that kind of stuff okay I guess [1:11:09] it possibly depending where you're [1:11:10] traveling too [1:11:15] okay that's it for this [1:11:19] section the next one goes into the [1:11:21] parking finds this is a bigger one uh [1:11:25] New York State set some limits to some [1:11:28] parking fines or some fees to city [1:11:30] council you U you guys set many more and [1:11:35] next this right here is a summary of the [1:11:38] top 10 items that can be changed and [1:11:43] they're all that had over 112 or over [1:11:45] 100 issued within the last year so we [1:11:48] did a rolling 12 Monon average uh and I [1:11:52] looked at Troy Albany and a little bit [1:11:55] more information on that as well but [1:11:57] currently right now most of the fees are [1:11:59] set is [1:12:02] $35 and I believe that the city last [1:12:06] looked at [1:12:08] them I think they looked in 2011 [1:12:11] possibly is the last time I see an [1:12:12] ordinance change I don't know if [1:12:13] something was added if the fees were [1:12:15] changed at that time but there's a lot [1:12:17] of them were [1:12:18] $35 Troy re uh did theirs in [1:12:22] 2016 where they increased a lot of them [1:12:24] to around [1:12:25] $50 they also adopted something that [1:12:28] went from uh it doubled after 2 weeks [1:12:31] where right now currently we have a [1:12:32] doubling after 20 days and they tripled [1:12:34] it after 60 days in 2016 Albany has not [1:12:39] looked at theirs in over 20 years um so [1:12:44] they're they're are lower than what [1:12:47] we're proposing but the last time in the [1:12:50] order updated it was at minimum 13 years [1:12:52] ago but probably longer longer than that [1:12:54] so I put in there the last 12 months how [1:12:57] many of each of those tickets were [1:12:59] issued by our parking department or some [1:13:01] of times our officers and what it would [1:13:04] mean if we were to increase it in the [1:13:05] yellow be the suggested increase and the [1:13:08] blue is what the overall find would be [1:13:11] in the end and the last column is the [1:13:14] impact of what kind of Revenue we [1:13:15] generated if everything stay constant [1:13:17] over the next 12 months for the top then [1:13:20] there's six or seven others that have [1:13:23] under 100 um that we would look at as [1:13:25] well but those are the the top 10 fig [1:13:28] I'd start [1:13:32] there and those that are we can increase [1:13:34] the others we can out because these ones [1:13:37] are you can you can increase all these [1:13:39] regulation yeah there the max allowed [1:13:42] column is where New York State BNT [1:13:44] determines what the maximum you can [1:13:45] charge is for different items that we'll [1:13:48] be able to find um the fire hydrant [1:13:50] actually could not find anything that [1:13:52] says what the maximum was but New York [1:13:55] City does $115 that's why I know we can [1:13:58] go at least to [1:14:00] 115 yes go ahead please uh I just wanted [1:14:03] to say like I appreciate it the [1:14:04] breakdown gave a lot of context and I [1:14:07] would say as one of the first [1:14:09] presentations regarding F Cris um I [1:14:11] appreciate your responsiveness to the [1:14:13] issue and then I would say snapshotting [1:14:15] this and using this as a template uh cuz [1:14:18] definitely U I wouldn't call out other [1:14:20] municipalities but it helps us [1:14:23] understand just where we gauge in the [1:14:24] exactly that's why it was done yet [1:14:28] yeah any other question on this slide [1:14:31] all right now I'm just just to kind of [1:14:33] reference the impact if we had this Fe [1:14:35] at the beginning of this year we would [1:14:37] have seen an impact of [1:14:40] 242,000 yes sir in 12 months rolling so [1:14:42] six months or 9 months of this year 3 [1:14:44] months of last year yes so it's a [1:14:46] significant um Revenue um increase their [1:14:50] for Police Department go ahead please so [1:14:53] I I don't know that this is exactly I [1:14:55] just know that they're close related and [1:14:56] again I think it's wor to mention it [1:14:58] it's just especially when we're talking [1:14:59] about parking tickets um there are you [1:15:02] know there's studies National studies [1:15:04] and I haven't you know we haven't looked [1:15:05] at our I haven't looked at our city data [1:15:07] but you just have to be mindful about [1:15:09] like what type of fees we increase [1:15:12] because we can unintentionally um impact [1:15:17] uh certain marginalized communi based on [1:15:20] the way that the [1:15:22] um their ability to parve is the base [1:15:25] that um you know some neighborhoods have [1:15:28] you know more driveways some there's [1:15:31] there's there's different contributing [1:15:33] factors to how we can unintentionally [1:15:36] impact certain communities more than [1:15:38] others so I just want to highlight that [1:15:40] I just think that is something that we [1:15:41] should be mindful that and we're if [1:15:42] we're just looking to increase the Fe it [1:15:44] looks like we definitely should be doing [1:15:46] in some areas [1:15:48] that just increasing the fees you know [1:15:51] there's a greater it can be a greater [1:15:53] impact to the larg community [1:15:57] you [1:16:00] yes go ahead please m i I brought that [1:16:03] up the other day when we were talking [1:16:04] about the noise violations um because [1:16:06] the fee increases are suggested are [1:16:09] quite High um and it was pointed out to [1:16:12] me that again we're I I forget the exact [1:16:16] language but that we're trying to get [1:16:19] people to change their behavior and so [1:16:21] you [1:16:22] know we might have to increase Feast to [1:16:25] a certain extent because I don't want [1:16:28] use the word punitive but you know we [1:16:30] are trying to to be punitive um we are [1:16:33] hoping that people I I don't want to put [1:16:35] words but you guys were were very good [1:16:38] in the way that you responded to me [1:16:39] about that the other day um I was [1:16:42] talking about you know poor kinds of [1:16:45] populations um but I got that I thought [1:16:48] I thought that was a good response to my [1:16:50] to my query I I think the whole Drive is [1:16:54] to this effective January 1st so we have [1:16:57] a we have a couple months to to do an [1:16:59] educational um Outreach behavioral we [1:17:02] talked about last week at the public [1:17:05] safety meeting to kind of edicate people [1:17:07] that this is this is going to happen so [1:17:08] we're not going to like pass it next [1:17:10] week and then inforce of the calling [1:17:11] week January [1:17:13] 1st so so um [1:17:16] I first I'll speak to what you just [1:17:19] talked about the difference in this is [1:17:21] that you have a choice over how loud [1:17:23] you're going to play your music that's a [1:17:24] decision that you make however if [1:17:26] there's limited parking on your street [1:17:28] then you can only work within those [1:17:29] parameters so I don't know that they're [1:17:32] necessarily things that we can equally [1:17:34] um compare because I want to have a loud [1:17:36] party I'm going to turn it up whether [1:17:38] you like it or not but if there's [1:17:39] limited parking then I'm I'm you know I [1:17:42] have to work within those parameters so [1:17:44] I'm not sure if that's that's a [1:17:46] comparison that um that I would really [1:17:47] make in terms of um people's ability to [1:17:51] pay um because you made a decision or [1:17:54] you don't really have have any place [1:17:55] else to park so um there's that the [1:17:57] other thing I wanted to know and will [1:18:00] this impact it and should we take a look [1:18:01] at it some of our parking signs are a [1:18:04] little bit outdated and they were put up [1:18:07] when people were working at GE and they [1:18:09] worked these interesting hours and so [1:18:11] you couldn't park at a certain time on [1:18:13] one side of the street versus the other [1:18:14] side of the street so if we're talking [1:18:16] about um changing um the fees for [1:18:19] parking sh we also be looking to make [1:18:20] sure that how we currently have our [1:18:22] signage makes sense for how people work [1:18:25] today I think that's something we should [1:18:27] um cuz now some people have alternate [1:18:29] parking they don't even pay attention to [1:18:31] it I see parking on both sides of Street [1:18:33] on a regular basis because the signs [1:18:35] just really don't make sense cuz people [1:18:38] don't work like they did with those [1:18:39] hours when GE was like the main employer [1:18:42] in the city of SK so I think we would [1:18:44] have to take that I know that that's [1:18:46] going to take a lot because we have to [1:18:47] pay for signs do a study do all of those [1:18:50] things however those are things that we [1:18:51] should all also be taking a look at well [1:18:55] well not only people who don't um who [1:18:57] work some people who don't work doesn't [1:18:58] even go they move their car so it's it's [1:19:01] a two-way you know into that people just [1:19:03] need to comply you know just like the [1:19:06] noise new people playing loud music [1:19:08] we're going to increase the fear you [1:19:10] come into compliance if not you're going [1:19:11] to have to pay the violation same thing [1:19:13] we need you know to clean up the street [1:19:15] and get people to comply with regulation [1:19:18] you park on the wrong side you're going [1:19:20] to get ticket they're parking they're [1:19:22] parking all over the place but there's a [1:19:24] parking makes sense so that's we have to [1:19:25] take the look it makes sense for how we [1:19:27] live now yeah what we'll need to do is [1:19:28] to make sure that we have updated signs [1:19:31] across the city if we're going to [1:19:32] enforce this signs need to be placed [1:19:33] across updated sign new signs and put [1:19:36] that in place so people are aware that [1:19:38] parking on either side is within a given [1:19:41] the [1:19:42] violation go ahead please so I [1:19:45] appreciate president P for that [1:19:47] distinction cuz you know definitely one [1:19:50] is more I think that when you're talking [1:19:52] about parking fees and and the reason [1:19:54] why they have these these National [1:19:56] studies is because [1:19:58] um unintentionally I would say in some [1:20:01] places and certainly by Design in other [1:20:04] places um you start [1:20:07] to uh kind of take advantage of the most [1:20:11] marginalized people in your community [1:20:13] and and start to increase feeds based [1:20:15] off them based on the fact that there is [1:20:18] um and not not just the case of of [1:20:22] limited uh parking but there's also [1:20:25] the enforcement strategies which is more [1:20:27] you know would be more up to the police [1:20:30] department as well to kind of consider [1:20:31] those things as just we have to keep [1:20:33] that in front of our in front of our [1:20:35] mind CU if not we can have these really [1:20:36] good policies that make a lot of sense [1:20:38] increase our Revenue um but we could be [1:20:41] doing it off the backs of our most [1:20:42] vulnerable population in the city now we [1:20:44] just always have to ask ourselves to [1:20:45] right questions we doing any of these [1:20:47] things right because if [1:20:49] it if it if we're increasing the fee and [1:20:52] we're going to you know bring in another [1:20:55] $200,000 but 80 to 90% of that [1:20:58] $200,000 is coming from you know you [1:21:02] know two or three neighborhoods that [1:21:04] just happen to be the uh neighborhoods [1:21:06] that the design is far more likely for [1:21:09] someone to be out of compliance with the [1:21:11] with the department and that's something [1:21:12] that you just have to that's you don't [1:21:15] have the data for that you have the [1:21:17] data so so what I what I was saying same [1:21:19] question so what what I said uh in the [1:21:22] beginning of of what my statement was I [1:21:25] was referring to more to Nationals [1:21:27] Trends and the first thing I said was I [1:21:28] haven't looked at the data within our [1:21:30] city there something to be mindful of [1:21:32] and pay attention because if we increase [1:21:33] this without looking at the data we can [1:21:35] unintentionally perpetuate that outcome [1:21:37] so it so we would so I wasn't making a [1:21:39] statement that What's happen you I'm [1:21:40] saying if we're changing something then [1:21:42] we need to be mindful of that or won't [1:21:44] be being [1:21:45] ACC clear well we have to we have to [1:21:47] make sure that we encourage the police [1:21:49] to do across the board and no no [1:21:51] Community or no neighborhood should be [1:21:53] targeted but [1:21:55] apply it across the entire city when [1:21:57] they're doing enforcement or when [1:21:59] they're applying [1:22:03] tickets well I was just going to say I [1:22:05] mean you guys probably have data my [1:22:07] neighborhood um in terms of breakdown of [1:22:10] these tickets so I've never seen it but [1:22:12] I'm going ask Adam do you know is that [1:22:15] possible through the the software y okay [1:22:19] so it is it's possible for us to see [1:22:21] that [1:22:22] so has got tickets so can you can you um [1:22:26] make a note and provide that to the [1:22:27] council [1:22:31] please so looking for a breakdown of [1:22:35] tickets per is it Go by zone or do it Go [1:22:37] by area where you think it goes [1:22:40] by no it's not a Zone like we consider [1:22:44] the neighborhood Zone it might be a Zone [1:22:46] but there's no correlation between that [1:22:48] zone in in our system compared to what [1:22:52] there is uh in the city [1:22:55] um you know we enforce where the signs [1:22:57] are available so so so to the point of [1:23:00] you know where do we enforce we we [1:23:02] enforce where we can enforce uh there [1:23:04] are neighborhoods um that there is no [1:23:07] signage but it makes sense because some [1:23:10] of the streets are wider uh the the [1:23:13] neighbor of the uh driveways are longer [1:23:16] so a lot of this uh enforcement is is [1:23:19] not [1:23:20] necessarily Revenue generator but it's [1:23:23] it's a it's a safety aspect too you have [1:23:25] neighborhoods that have narrow streets [1:23:27] and you have bothside parking you can't [1:23:30] get emergency Personnel down there um [1:23:33] and often times the signs indicate the [1:23:35] season right so there's more [1:23:38] prohibitions during certain seasons for [1:23:40] the obvious reasons of snowfall some [1:23:42] some of the ones that I know that are [1:23:44] kind of different there'll be no [1:23:46] parkings aside from 1:00 a.m. to 6 a.m. [1:23:49] the reason is because the street street [1:23:51] sweepers would come down can you just [1:23:54] come on [1:23:55] I thought oh yeah that's the camera is [1:23:57] focusing yeah we he turn to you but yeah [1:24:00] you're providing a lot of information U [1:24:02] so some of the some of the signs that we [1:24:05] might not have a comprehensive [1:24:07] understanding to at least that face [1:24:08] value do serve a legitimate purpose the [1:24:10] example I was saying before is no [1:24:12] standing this side 1:00 a.m. to 6:00 [1:24:14] a.m. uh you know you think what is that [1:24:16] about but but it's uh it's for street [1:24:19] street sweeping so obviously it just [1:24:21] makes more sense to have that um [1:24:24] but that's it you know again we we we [1:24:26] ticket where we can and enforce where we [1:24:28] can and um I don't know why they decided [1:24:32] to put things in certain areas uh you [1:24:35] know maybe it's a for a broader [1:24:37] discussion you know can we use more [1:24:39] enforcement can can you know we have [1:24:41] more or less restrictions to your point [1:24:43] I don't know you know that's I don't [1:24:47] know go ahead please I think that some I [1:24:50] mean I you know I mean I think about [1:24:52] some of the streets um like brandy wine [1:24:55] or you know mcen I [1:24:57] mean the parking is crazy and it's [1:25:00] really difficult so I think related to [1:25:01] the previous discussion about traffic [1:25:04] control and and speeding I mean I think [1:25:06] some of those things have must come into [1:25:08] the into consideration as well in terms [1:25:11] of where the signage is and I I can [1:25:13] think you know just driving around the [1:25:15] city and having to park in a lot of [1:25:17] different areas um where it might be [1:25:19] time in a lot of areas it's alternate [1:25:22] side based on the days of the week [1:25:24] Monday Wednesday Friday versus you know [1:25:26] Tuesday Thursday Saturday um it's you [1:25:29] know I'm I would think that maybe it has [1:25:32] to do with traffic um what's the word [1:25:34] I'm uh [1:25:37] call the number the numbers of cars the [1:25:40] congestion congestion on the streets as [1:25:42] well um so there is that the uh parking [1:25:45] enforcement officers drive around [1:25:47] obviously they um they have different [1:25:49] zones that they all go to and they [1:25:50] switch them up daily or regularly and [1:25:52] also during the day if somebody calls [1:25:53] him with a parking complaint during the [1:25:55] day they're dispatched automatically so [1:25:57] if somebody calls in and says that [1:25:58] there's a parking multiple cars here uh [1:26:01] we had four civilians now we're down to [1:26:03] two so we're hopefully get they back up [1:26:05] um they will drive around and they'll go [1:26:08] right there and issue the ticket right [1:26:09] then and there so that's besides their [1:26:12] normal Patrol they they do respond to [1:26:14] the areas people call and complain dur [1:26:16] the [1:26:18] day go ahead quick question so um I I [1:26:21] imagine it's definitely Chief Clifford's [1:26:23] call Will we be be able to if if [1:26:25] interested Shadow around that [1:26:28] perspective job like the our Law [1:28:16] Enforcement Officers act in good faith [1:28:18] when is issuing you know tickets uh so [1:28:21] on and so forth um so that that idea is [1:28:25] not an opposition to us um kind of [1:28:29] looking at the impact of what we're of [1:28:33] of what that enforcement looks like and [1:28:36] just to be aware of how these things can [1:28:40] perpetuate certain inequities throughout [1:28:43] society and and and we're not [1:28:45] disconnected we're not you know [1:28:48] and that that includes us so again so [1:28:50] the point I'm making is that there's no [1:28:53] um [1:28:55] intention around I'm not assigning any [1:28:58] any intention to this but what I'm [1:29:00] saying is that if we're not intentional [1:29:02] about taking those measurements and kind [1:29:05] of really asking ourselves the hard [1:29:06] questions that no one likes to talk [1:29:07] about but me a lot of time in PR life [1:29:09] then we end up you know perpetuating [1:29:11] something so just want to be really [1:29:13] clear about that but I appreciate you [1:29:14] work continuing through and the [1:29:15] transparency thank any other question on [1:29:17] this [1:29:22] SL the next next one is some of our [1:29:25] annual control fees well some of these [1:29:27] are not through the police department [1:29:30] it's through the clerk's office but it's [1:29:31] we work very closely together in these [1:29:33] so I'm including them in here in the [1:29:35] presentation currently right now the [1:29:37] city is charging [1:29:40] $20.50 for a a dog license if they're [1:29:43] altered 1350 if they're unaltered and [1:29:46] then it goes down if you're a Senor or [1:29:49] um older the surrounding towns and City [1:29:55] we had Nuna is $20 for $30 Albany was 16 [1:29:59] and 23 and then Troy is 15 and [1:30:02] 20 the r section is 114 and it's a [1:30:08] little complicated as far as there's [1:30:09] multiple layers multiple things that go [1:30:11] into what the dog license fee is so I [1:30:14] have it broken down here crossed out the [1:30:17] dollar value and put the the new dollar [1:30:19] value that's recommended in here the [1:30:21] next slide will show you kind of what [1:30:22] the bottom line is that just makes sense [1:30:25] so that the the new fee recommendation [1:30:29] would be uh $7.50 increase on the [1:30:33] altered $750 cents on the unaltered and [1:30:36] then $3 250 for the uh senior citizens [1:30:41] and this would increase the revenue [1:30:43] between $8 $10,000 per year it depends [1:30:46] on if somebody order or pays for a one [1:30:48] year twoyear or multi-year license so it [1:30:51] could fluctuate a little bit but [1:30:56] so Miss Michael this align with your C [1:30:58] for service it does it does [1:31:02] yes so who gets those fees with where is [1:31:05] the [1:31:06] actual City it goes to the Clark's [1:31:09] office is that correct it gets deposit [1:31:13] into the general fund well you take in [1:31:16] your office take in we take it in yes [1:31:18] get positive to the general [1:31:21] one goad see special amount of anim [1:31:25] licenses would [1:31:26] not go to or shouldn't not go to [1:31:30] the of the police du to like the forcing [1:31:34] that that the way how it's written is [1:31:38] like directed to the cl's office but all [1:32:18] that I believe that's like different all [1:32:21] talented things that I saw went to the [1:32:23] clerk's office [1:32:24] for the [1:32:26] Fe [1:32:28] Drive uh just a question mran I [1:32:32] appreciate your uh background also I [1:32:34] needed could we discuss potentially [1:32:37] expanding the senior citizen category to [1:32:39] include like medically cified positions [1:32:41] in which someone needs a service animal [1:32:43] and then also potentially like service [1:32:44] members where like it's Improvement to [1:32:47] like assist in their integration back [1:32:49] into society I think that's already in [1:32:52] code that those areas are already [1:32:54] exempt I'm looking ahead at the next [1:32:57] slide and I'm I'm wondering about the [1:33:00] exemptions that are being taken away so [1:33:04] so there it's it is in the code I was [1:33:06] looking to remove it actually yeah [1:33:08] they're removing it that that's it's [1:33:11] it's already in the code right now aen [1:33:13] Market's law says that a m municipality [1:33:16] May exempt an animal but then uh the [1:33:20] American Disability Act has changed it [1:33:24] so you cannot ask for documentation you [1:33:26] can only ask two questions and we're [1:33:28] getting customers coming in um refusing [1:33:31] to provide answers provide [1:33:35] documentation um just making it so much [1:33:38] more [1:33:40] difficult the the Americans with [1:33:41] Disabilities acts have very limited uh [1:33:45] regulations as as as the city clerk has [1:33:47] pointed out what sort of questions you [1:33:50] can ask and they're very limited in [1:33:52] scope two for the for the federal RS so [1:33:58] um it's it's what what the council wants [1:34:01] to do whether they want to you know what [1:34:03] I'm seeing up there is five is being [1:34:05] deleted it's what that's a poliy [1:34:07] decision for you all to make that policy [1:34:10] decision if you want to [1:34:12] uh continue with the exemptions or or or [1:34:16] not s what is your [1:34:19] recommendation my recommendation was [1:34:21] removing reming our our ordinance covers [1:34:26] every like service animal therapy animal [1:34:28] everything like everything um but one we [1:34:33] don't need to under Aon markets and two [1:34:35] under Ada they say service [1:34:39] animals and there's a differentiation [1:34:41] between service and therapy but we we [1:34:43] can't really differentiate based on the [1:34:45] two [1:34:47] questions go ahead please I I feel that [1:34:51] servicing I I I like the exemption um [1:34:55] for Veterans for service for service [1:34:58] animals um therapy [1:35:01] dogs well obviously the detection I mean [1:35:05] those wouldn't be charged what's that it [1:35:07] says detection so that must be like a [1:35:09] police animal that's looking for drugs [1:35:11] or something like that I mean I don't [1:35:12] know why we wouldn't exemp that that's [1:35:14] like an employee of the city practically [1:35:17] um right I mean yes so if they lived in [1:35:19] a city yes if there was a city employee [1:35:21] that had the Poli like they would have [1:35:23] to [1:35:25] the pay the pay the $40 or the [1:35:27] $28 we haven't had one in year is that [1:35:31] in the city because the uh the animal [1:35:34] with the police department stay with [1:35:37] whoever the train is right right so they [1:35:40] going to say you I know I get that [1:35:44] but I just think those animals should be [1:35:46] exempt remain ex from what I got from [1:35:50] Miss mik who it wasn't like any bias it [1:35:51] was just an inability to evalate with so [1:35:54] that's causing administrative burden [1:35:56] then I can be responsive to her office's [1:36:00] needs as an alternative I believe there [1:36:03] are funds available um to adult worth [1:36:06] with to get funds for people who [1:36:07] couldn't pay the convey the fee so if [1:36:10] there was a hardship I don't know how [1:36:12] many exemptions or on the sheets that I [1:36:13] saw I think there was only like six or [1:36:15] seven at for certain amount of months I [1:36:18] looked at the data so if there was if [1:36:20] those people couldn't for if he did [1:36:21] decide to get rid of it and there was [1:36:23] needed there are funds available for [1:36:25] them to pay for so it doesn't stop you [1:36:29] from giving exemption you still have the [1:36:32] authority to give [1:36:34] exemption if we remove it it you're [1:36:36] removing it then the exemption done [1:36:38] exemption [1:36:39] right [1:36:42] yeah I will say let's let's put this on [1:36:45] hold and and go through the the process [1:36:47] of the public hearing then we can say [1:36:49] because the consant table is like we [1:36:50] should keep that and I I think we should [1:36:55] we should keep it the [1:36:57] exemption unless we Define it a little [1:37:00] bit as so public hearings regarding these two [1:37:35] public hearings I would recommend since [1:37:37] they're they're generating money for the [1:37:40] city which will have an impact on the [1:37:42] budget perhaps you would want to do [1:37:44] these hearings at the same night you're [1:37:46] doing a budget you don't have to but [1:37:50] it's it's it's dealing with Revenue [1:37:52] items that as you go through the rest of [1:37:55] October you [1:37:56] may use as you're making your [1:37:59] projections and you're creating your [1:38:01] budget and then after you have that [1:38:04] public hearing then you have the budget [1:38:07] being adopted and then you have the [1:38:09] ordinances that need to be changed to [1:38:11] conform with the amounts of fees that [1:38:13] you increase this way it's all one one [1:38:16] pro I'm just it's I'm just throwing that [1:38:18] out for for for you all to consider that [1:38:21] you would have the public hearing on [1:38:22] that same because it's dealing with fees [1:38:24] which will as you saw will have an [1:38:27] impact on on the budget so that way it's [1:38:30] in total and then the budget is dealt [1:38:33] with and then uh depending on how you [1:38:36] work on the budget you can amend the [1:38:37] ordinance to conform with the budget so [1:38:40] do we need two public hearings you would [1:38:42] need two public hearings the reason [1:38:43] being is because you're dealing sorry [1:38:46] there's five I think for if you were go [1:38:48] through change everything you want I [1:38:50] think cuz I think they weren't quite [1:38:52] certain about I'm I I think about what I [1:38:55] think they weren't you weren't quite [1:38:56] certain about the first part of the [1:38:58] heing uh first part I'm [1:40:00] increase FAL alarm if you were if you [1:40:02] were going to change what the uh false [1:40:04] alarm definition was and if you're going [1:40:07] to change the false alarm fees structure [1:40:10] and then there was the parking findes [1:40:12] the [1:40:15] records and then the [1:40:19] control oh the records also okay [1:40:25] any that's the last slide no uh two more [1:40:28] quick ones um so Mr M I want to make my [1:40:30] point about exemptions I'm I'm in [1:40:32] agreement with Miss um M Mike that they [1:40:34] should be taken away because right now [1:40:36] people the bigger items [1:40:59] are the dog license fees and the parking [1:41:02] fees the parking fees that you saw would [1:41:04] generate a lot of Revenue if those fees [1:41:06] were to go through so perhaps you just [1:41:09] have the parking fees on the same night [1:41:11] as the uh as the uh the budget heing [1:41:15] because that's probably the most [1:41:16] significant amount of money that I've [1:41:19] saw I I recommend that you do all at the [1:41:21] same time and get it over with I mean [1:41:24] small they small public heing maybe [1:41:26] you few people yeah my my bigger concern [1:41:30] is like people know what they're going [1:41:31] to be about there so many yeah cuz it [1:41:33] can that's a lot that's a [1:41:36] lot what does the next slide tell us [1:41:39] what the total amount of money is can [1:41:40] you scroll pleas no 8 to 10,000 a year [1:41:44] for [1:41:45] the depending on the year depending on [1:41:48] if they're one two or three year renewal [1:41:50] cycles and [1:41:53] so we could still have the public [1:41:54] hearing implemented it without I mean [1:41:56] after the budget season yeah this yes [1:41:58] we're going to pass it and it's going to [1:42:00] take effect January first so we have [1:42:02] enough time to to send to a PA out there [1:42:05] and and let people know that hey this is [1:42:07] what's going to happen but ask U [1:42:10] Michelle so to kind put it on the [1:42:11] website so people know that January 1st [1:42:14] these changes are coming into [1:42:16] place cuz that's not a huge budget [1:42:18] impact it's no it's not a huge bud just [1:42:20] something that we need to address these [1:42:22] small little things [1:42:26] next two next this is this is a very [1:42:28] quick one uh we do have grant money and [1:42:30] we also have uh money in C and you guys [1:42:34] provide us with capital funding in the [1:42:36] past um so we are looking to do a new [1:42:38] canel facility in the city and when we [1:42:41] do do that there will be options for [1:42:43] more more Revenue that may or may not [1:42:46] require some assistance from you guys [1:42:47] and helping us do that but uh right now [1:42:50] if we get a new facility we can look to [1:42:53] least k space other municipalities who [1:42:55] are having trouble post trainings [1:42:58] there's a lot that we'd like to do [1:42:59] that's another hour or something so do [1:43:01] that and then look into the countywide [1:43:04] agreement instead of having just a city [1:43:05] be involved there's other people that [1:43:07] would like to be part of our agreement [1:43:09] but uh they're more or less locked out [1:43:11] of the agreement so possibly we could [1:43:14] look to expand it countywide with that [1:43:16] and the last one uh is I know that the [1:43:19] council gave the mayor the option to [1:43:22] look at Kias rates didn't change those [1:43:24] they were last changed in 2020 and I [1:43:27] recommend at some point a group looks at [1:43:30] those fees to see if they're still in [1:43:32] line with what they should be is that an [1:43:35] engineer is that an engineer [1:43:38] thing yes [1:43:40] so yes engineering engineering helps set [1:43:43] the set the initial fees so I don't know [1:43:45] I don't know how the initial fee [1:43:46] structure was set um I have the initial [1:43:49] fee I have what they are today um they [1:43:51] have a change since 2020 but some to [1:43:53] think about looking at and seeing if it [1:43:55] uh they should be updated don't and we [1:43:59] whenever we update paring we have to [1:44:01] coordinate [1:44:03] natural we we'll get we'll get to [1:44:07] you okay that's the last slide that's it [1:44:11] that's it any other Mall ventilation [1:51:40] replacement uh so the first award bidden [1:51:42] contract we have is for like it says [1:51:44] City Hall ventilation replacement there [1:51:46] are two bids for this one is an [1:51:49] electrical one is a mechanical we did [1:51:51] the electrical [1:51:53] several weeks ago mechanically we didn't [1:51:55] get a bid because some labeling we did [1:51:57] come back out put out a bid and received [1:51:59] a low bid from R&B mechanical um the [1:52:03] second bid was considerably higher from [1:52:06] Hecker we did talk with R&B mechanical [1:52:08] we have done a lot of work with R&B [1:52:10] mechanical and they are confident in [1:52:12] their number so we are confident in them [1:52:15] and we're recommending to move [1:52:19] for any questions concerns move this [1:52:22] second all those in favor I I uh item [1:52:25] number two awarding bid contract for the [1:52:27] watt Street and car Street Park [1:52:28] improvements of cargo construction Mr [1:52:31] Wallen um this is a we're calling it a W [1:52:33] Street Safety project um it's a project [1:52:36] we've been working with the members of [1:52:37] the Congressional Gates of Heaven [1:52:39] Cemetery committee um because of the [1:52:42] unique configuration of watch Street the [1:52:45] fence has been hit multiple times uh [1:52:48] over the course of the history of the [1:52:50] cemetery uh they've asked City to try to [1:52:53] mitigate that um so what we have is [1:52:56] we've designed a uh di rail system with [1:53:00] Chevrons we're looking to possibly [1:53:01] install a couple of solar power light up [1:53:04] Chevrons cuz uh a lot of these do happen [1:53:06] at night uh where it is a you know [1:53:09] geometry that we're not looking to have [1:53:11] uh very unique in the area um and this [1:53:14] also have a a modified driveway and then [1:53:17] we are also working with uh the carer [1:53:19] street park and trying to work with the [1:53:22] people people there to pick away at [1:53:24] their master plan um a little bit at a [1:53:27] time this will extend their sidewalk to [1:53:30] the basketball court do a little [1:53:32] connection and then pour some pads so [1:53:34] that they can install some benches [1:53:36] around the area that's [1:53:38] great any questions concerns a motion [1:53:42] second all those in [1:54:08] have a hard time finding a GC we were [1:54:11] able to um call a couple of people and [1:54:15] get them to bid the low bid is MJG [1:54:18] construction we have not worked with [1:54:20] them they are relatively local of bson [1:54:23] spa we did call we have references they [1:54:25] have worked with the county and they [1:54:26] have worked with um a couple of the sub [1:54:30] other main contractors on the project [1:54:32] which is how they were called and [1:54:34] referenced so um with all that said we [1:54:38] we were comfortable that they understand [1:54:39] the job and be able to work uh with the [1:54:41] other groups that are here they is [1:54:44] significantly corre lower than y this [1:54:48] uh this work is for the GC on this [1:54:51] particular job is is [1:54:53] not too too labor it's a it's a lot of [1:54:57] repairing ceiling tiles and penetrations [1:55:00] and things the majority of the work I [1:55:01] mean if you were look at if you had all [1:55:03] the bids in front of you the hbac work [1:55:05] is actually $1.3 million that's the HC [1:55:09] that's the bulk of the work I don't even [1:55:11] know if the plumbing component is small [1:55:13] the electric component is small GC is [1:55:15] small it's really H job which is why [1:55:18] we're having a hard time going and I [1:55:20] would also think that um because the [1:55:23] contractors know that this was the third [1:55:25] bik at the Apple that they probably you [1:55:29] know increased a little bit knowing that [1:55:32] the city was in a pinch uh and this [1:55:34] contractor possibly not as much but um [1:55:37] like I say we we have faith in our [1:55:39] references and the people that we talk [1:55:40] to and we're looking forward to [1:55:42] working thank
