[10:07] I just dropped my side order. [10:09] » No, [10:10] goes into Kaiser and Rose. [10:23] » All right. [10:25] Okay. [10:26] » [laughter] [10:27] » Well, we are at time, so [10:30] I call to order this meeting of the [10:31] Brookings City Council for Monday 24th, [10:35] 2026 at 5:30 p.m. If you'll rise if [10:38] you're able for the pledge. [10:40] I pledge allegiance to the flag of the [10:43] United States of America and to the [10:46] Republic for which it stands, one nation [10:49] under God, indivisible, with liberty and [10:52] justice for all. [10:59] I thought I think I realized my own [11:01] fear, honestly. [11:02] Will you call the roll? [11:04] » Councilor Mel. [11:05] » I'm here. [11:06] » Councilor Jaqua. [11:07] » Here. [11:08] » Councilor Martin. [11:10] Councilor Bon. [11:11] » Here. [11:11] » Mayor Freda. [11:12] » Here. [11:13] » You have a quorum. [11:15] » Okay, moving on to item D, oral request [11:18] and communications from the audience. [11:20] We do have some public comment cards. [11:23] So, before we begin, I'll just read this [11:25] public comment notice. [11:27] This is a time for public comment if you [11:29] have turned in the comment form to the [11:32] city recorder. Comments are limited to 5 [11:35] minutes. This is not a time for [11:37] discussion. Council is not able to [11:39] provide immediate answers or response. [11:42] The city manager may direct staff to [11:44] follow up with you regarding your [11:46] comment or questions if provided with [11:48] contact information on the form. Before [11:51] you make your comment, please state your [11:53] name and address for the record. [11:55] So with that, I will start with the [11:57] first one. We have Teresa Simon. [12:09] » I'm Teresa Simon and I live at 98668 [12:13] North Main Checkerboard. [12:15] And we're here to talk about the social [12:17] security bar. [12:19] So we've been here in the past. We've [12:22] wanted [12:24] more cooperation, maybe some backup even [12:27] if we could say. We've had problems and [12:31] um law enforcement isn't able to get [12:33] down there for [12:34] a couple of days. [12:37] You know, so I mean these are problems. [12:41] And all we have ever asked was we were [12:43] just trying to get cooperation [12:46] because as I I'm pretty sure you guys [12:49] are aware [12:50] where they're coming in on social [12:52] security bar is the city's land. [12:56] So there's 11 other property owners that [12:58] have to put up with people defecating on [13:01] the river bar, [13:02] throwing their trash out, [13:05] camping, all these things. [13:07] And I mean we just want cooperation. [13:13] So I mean that I mean I I don't know how [13:15] it's too much to ask. I know you guys [13:17] put a camera in. [13:20] Um [13:21] we've asked questions, is the camera in [13:24] use? [13:25] Are you guys using the Has anybody been [13:28] cited? [13:29] I talked to one of the dispatch ladies [13:32] and she goes, "Oh, yeah. She goes, [13:34] there's people out there all hours of [13:36] the night." Well, why isn't something [13:37] being done? [13:40] You know, why are we not stopping this? [13:43] I mean, they're just tearing it up. [13:44] They're, you know, ruining it for [13:46] everybody. [13:48] And I don't know how to make this [13:51] stick, but we need help with it because [13:53] the city is the [13:56] way that it is coming in. [13:59] There's no other way to get on Social [14:00] Security Boulevard. [14:02] So, it's like having a nuisance [14:04] neighbor. [14:08] And that's pretty much all I have to [14:09] say. [14:11] » Thank you. [14:12] » Or something or something going? [14:17] » As I stated, it's not a time for [14:19] discussion, but we are taking note of [14:21] your comments. [14:22] » Okay. [14:23] » Thank you. [14:24] » Will we hear something back on maybe on [14:27] my email that I put on there? [14:29] » Yeah. [14:29] » We We can follow up. [14:30] » Follow up. [14:31] » For sure. [14:31] » Thank you. [14:32] » Thank you. [14:37] Okay, next is Fred Simon. [14:49] » I'm Fred Simon, 98668 [14:52] North Lake Shore Drive Road. [14:54] Like my wife said, [14:56] we've got some bad neighbors. [14:57] Everybody's wanting to prosper. You guys [14:59] put cameras up. I thank you for it. [15:02] But, I don't think there's anything been [15:04] done with the cameras. I don't think [15:05] there's no kicking, no saturation, [15:08] people still tearing up the bar. We got [15:10] people that's spending the nights. We [15:12] got people that's turning the thing in [15:14] the bar. So, somebody wants a road [15:15] change, there's two filters in both of [15:18] them. So, they're changing oil in the [15:19] bar. [15:21] And this one also the cameras. [15:24] So, instead of wasting the money on the [15:26] cameras, why don't we just put an [15:27] automatic gate open at a certain time [15:29] and close at a certain time? In the end, [15:31] it will solve a lot of [15:32] problems. [15:33] We're tired of coming here [15:36] to the county. [15:38] We need you to state that. [15:40] Because it's getting out of control. [15:42] If it happened behind your neighbor's [15:44] house, you wouldn't like it. [15:46] So, why should we have to put up with [15:48] Do you know what I'm saying? [15:50] And I know you won't like it. [15:52] That's 2:00 in the morning. They woke me [15:53] up. [15:54] You got somebody tearing up the river [15:55] bar. [15:56] Or down at the party area. [15:59] Has anybody [16:00] went to the river bar and looked since [16:02] the last time you were here? [16:04] Probably not. [16:07] I found out there's a river bar too. You [16:08] can take a look. I'll walk you through [16:09] the river bar and show you the all the [16:11] destruction and all the garbage. [16:14] We're picking up. [16:16] We never stop out there all the time. [16:18] I'm tired of cleaning it. [16:20] So, all of this is [16:22] going on after dark. [16:23] Party area, everything. You know, kids [16:26] will be kids, but they don't need to be [16:27] kids like that. [16:29] There should be some consequences. [16:31] All that water, all that trash goes out [16:33] to the ocean. [16:35] And it's on your shores. [16:37] Do you want that out there? [16:39] Probably not. [16:40] That's all we ask for is help. [16:44] And I'm getting tired of coming to the [16:45] meetings and asking for help and not [16:48] seeing it. [16:50] Please try and do something about this. [16:53] » Thank you for your comments. [16:56] Next we have Mike. [17:04] » Hi, my name is Mike and I live at 989 [17:07] North Bank, Chico River Road. Um as you [17:08] heard many of us have been asking for [17:09] you to [17:10] Um [17:11] as you heard many of us have been asking [17:14] for you to assist us [17:15] and solve the problem we have on South [17:17] Chico River Road. We were here about a [17:19] month and a half ago and there was some [17:22] some mention of having another workshop. [17:25] So, I'm here to ask if there's any [17:28] updates on a new workshop. Uh [17:32] has there been any contact with uh [17:34] Oregon State Lands [17:36] uh [17:37] to help us all this? [17:38] Now, just I I the cameras went up last [17:42] month. [17:42] I don't know what they're doing like [17:44] Fred was saying. They're on the other [17:45] side of the bar. They're on the other [17:45] side of the bar. I'm on the upstream [17:47] side. [17:48] Um [17:49] so, I don't see any difference [17:52] uh since we uh were here a month and a [17:54] half ago. [17:55] Uh we're still dealing with trespass [17:58] daily, morning, night, [18:00] all all day long. [18:02] Uh we're still dealing with trash, poop, [18:05] toilet paper, drug canisters. [18:08] I guess there's this huffing thing going [18:10] on with drug canisters. I thought they [18:12] were little canisters. I saw one that [18:14] looked like a scoop today. [18:15] And there was 20 at least 20 of them out [18:17] there on one occasion. We've had [18:20] multiple occasions of these drug deals [18:22] going on. And it's it's annoying. It's [18:25] annoying. [18:26] Um [18:28] structuring the habitat like Fred was [18:30] saying, the world changed. [18:32] We have almost daily 4x4 speed actions [18:37] going on, people tearing up the bar, and [18:40] they're destroying the habitat. Uh [18:43] river crossing. [18:45] I've since uh in the last month, I have [18:48] six videos [18:50] of people crossing the river. [18:53] Uh that's a pretty good fine from what I [18:54] understand. And we don't have any any [18:58] control over it. Who's taking care of [19:00] this? Who's [19:01] who's [19:02] protecting the river? [19:04] Harbor is having a problem with their [19:05] water supply, and they're downstream [19:07] from us. [19:09] I don't think they'd be very happy to [19:11] hear about things going on there and [19:14] polluting their water. [19:16] Something's got to be done. [19:18] So, uh [19:20] I'm asking for an update on social [19:22] security bar workshop. [19:24] And if one is not available, I'm asking [19:26] the city to implement the [19:27] recommendations of the last one. [19:31] I'd like to see it happen. [19:32] Thanks. [19:33] » Thank you. [19:37] Do we receive any more cards? Okay. [19:40] We'll move on to item E, [19:43] consent calendar. [19:45] Are there any comments or questions on [19:47] the consent calendar? [19:54] Do we have a motion? [19:57] » I'll move to approve the consent [19:58] calendar. [19:59] » Second. [20:00] » Call the question. [20:03] » Councilor Bond. [20:05] » Aye. [20:06] » Councilor Juarez. [20:07] » Yes. [20:08] » Councilor Munger. [20:09] » Yes. [20:10] » Mayor Pro Tem. [20:11] » Yes. [20:12] » The motion carries. [20:16] Moving on to item F1. The subject is [20:19] park fence projects. [20:22] » Thank you, Mayor, members of the [20:23] council. This is This is um [20:26] the bid We received bids for parks fence [20:28] projects. This is These are projects [20:30] that we discussed during the budget [20:32] process. [20:33] Um We reached out to three contractors [20:35] and received bids from each contractor. [20:38] Um the lowest bid was Mountain View [20:40] Fence for $44,930. [20:42] Staff recommends awarding [20:44] these projects to Mountain View Fence. [20:46] Um [20:48] and we We're hoping to have these [20:49] projects completed by November 1, [20:51] 2026, this year. So, [20:54] start them pretty quick. [21:00] Any questions? [21:03] » Um sure all the uh [21:05] fence projects were They've kind of been [21:07] reviewed by the parks and recs committee [21:09] as well. [21:10] » These were listed in the parks capital [21:13] improvement plan. [21:14] And I got estimates [21:17] during the budget process, which is what [21:20] established what the capital ask was [21:22] going to be. [21:23] » [snorts] [21:24] » And you answered my questions. These [21:26] were aging fences, I guess, right? I had [21:28] a question for you. [21:29] » So, Bud Cross, the outfield fence, yeah, [21:32] hasn't been [21:34] probably 40 years old. But the bottom of [21:36] the posts are starting to rot. Um [21:39] Easy Manor realignment, we've been [21:41] trying to work on getting that [21:43] fence on on the property line instead of [21:45] 10 ft in because there's the [21:48] Um and then Checo Point Park, the dog [21:51] park needs a [21:52] one remaining section of fence so the [21:54] dogs can't get out, which is where the [21:55] hedge is. And then there's a picnic area [21:58] that has this decorative plastic fence [22:00] that's been broken for years, and we're [22:02] just trying to clean that up. Make it [22:04] look nice, so Yep. [22:08] » On the [22:09] um option that was on the Mountain View, [22:14] is that already included in the other [22:16] bids then? [22:18] » Yeah. The picnic area you're talking [22:19] about? [22:20] » Well, it it just says optional add for [22:25] um the Checo Point Park high all black [22:28] chain link. [22:29] » Yeah, that's the picnic area. [22:31] » Okay. And so, the other bids were there [22:33] even though they listed it as an [22:35] additional option separately. [22:37] » Yeah. [22:37] » And then even though the other two [22:39] estimates don't line out the costs for [22:42] traveling, [22:43] we know that that's already included in [22:45] their bid. [22:46] » Yep. [22:46] » Okay. [22:51] » No questions. [22:52] » That's all? [22:52] » No. [22:53] » Okay. [22:54] Is there a motion? [22:57] » All right, I motion to authorize the [22:58] city manager to enter an agreement with [22:59] Mountain View Fence in the amount of [23:01] $44,930 [23:03] for various fence uh projects in the [23:05] city. [23:06] » Second. [23:08] » Call the question. [23:10] Councilor Bottom. [23:11] » Aye. [23:12] » Councilor Jolley. [23:13] » Yes. [23:14] » Councilor Momberg. [23:15] » Yes. [23:16] » Mayor Frielich. [23:18] » Yes. [23:19] » The motion carries. [23:22] Moving on to item F2, public works fence [23:25] projects. [23:26] » So, similarly, these are [23:28] projects that were listed in uh capital [23:30] for um [23:32] public works fence projects. Um [23:34] public works upper yard fence. [23:36] Um it's sort of a hodgepodge. There's a [23:38] lot of little pieces that are in pretty [23:40] bad shape and some that are in really [23:42] good shape and parts that are down. Um [23:45] so, we're trying to just button that [23:46] facility up security-wise, particularly [23:49] since we have our new police storage [23:50] facility in there. We'd like to try and [23:52] make sure it's all secure in there. [23:54] Um and then the other one the other [23:55] projects are Mountain Drive. Um these [23:58] are three pump stations that remain that [24:00] don't have a fence around them, the [24:01] reservoirs, water reservoirs. So, we [24:03] want to secure them. And so, that's what [24:05] these are for. [24:09] » Also trying to get that done this year? [24:11] » Uh this one we're not I I [24:13] we we pushed this these projects to [24:15] April of next year. [24:17] They can get it done. They they have [24:18] until April to finish it, but it's not [24:20] as pressing as the parks ones as we're [24:22] starting to get into um [24:24] play and um [24:26] use of the fields and just scheduling. [24:29] So, [24:30] getting ready for next year. [24:34] » I remember seeing on the tour those pump [24:37] stations and having that conversation [24:39] and the necessity to get those added [24:41] when we went through those areas. [24:44] And those Are those the last ones to [24:47] complete making sure that all the pump [24:49] stations have fencing? [24:50] » Yeah. [24:51] Yeah, everyone everyone else is secure [24:53] now. [24:54] Every other one. [24:56] » You said there's a must complete by date [24:58] or some kind of a working days count. [25:01] » Yeah, this one I set for April 1st, 2027 [25:03] to have them complete within this fiscal [25:05] year and then Parks is November. We're [25:07] shooting for November. I think the goal [25:09] is to have um [25:11] Checkpoint and Butt Creek done by [25:13] November. [25:14] Um when [25:16] Easy Manor isn't isn't really time [25:17] sensitive, but those two are. [25:23] » Any more comments or questions? [25:25] Have a motion? [25:28] » Uh move the uh move to authorize the [25:30] city manager to enter into an agreement [25:32] with Mountain View Fence in the amount [25:33] of $35,040 [25:35] for various public works fence projects. [25:38] » Second. [25:41] » Call the question. Counselor Gelada. [25:43] » Yes. [25:44] » Counselor Mom. [25:45] » Yes. [25:46] » Counselor Bond. [25:47] » Yes. [25:48] » Mayor Friedman. [25:49] » Yes. [25:50] » The motion carries. [25:53] Okay, we'll move on to item 2G, remarks [25:55] from city manager, counselors, and [25:57] mayor. [25:58] » [snorts] [25:59] » Who would like to start? [26:02] » I can [26:03] Real quickly, I was just going to say um [26:06] this last week uh [26:08] we've received approval from USDA [26:11] um to go out with phase two of the [26:13] wastewater collection [26:15] uh system that's part of the USDA [26:17] wastewater [26:18] uh project itself. So, [26:21] um [26:22] we're So, we're now that we've been [26:23] approved, we're going to be moving [26:24] forward and trying to get all of our [26:26] ducks in a row for that, which is kind [26:27] of exciting cuz it's essentially the the [26:30] final piece of the puzzle as far as that [26:32] project goes. So, [26:34] um [26:35] And [clears throat] [26:37] I I just have one other quick statement [26:38] to to stay say and uh [26:41] last week I celebrated my uh 25th work [26:44] anniversary in city management. And uh [26:47] which you know, August 11th, 2001 was my [26:50] my first day as an assistant city [26:51] manager in little old Yukon, Oklahoma [26:54] and but I can honestly say of all the [26:56] cities that I've worked in and helped [26:57] manage, [26:59] you know, I couldn't find a [27:01] a better community and a better city to [27:04] as my final stop in my career and look [27:09] forward to many more years here and it's [27:13] like I said, it's been a really a true [27:15] blessing for myself and my family to [27:17] come to Brookings. [27:19] Thank you. [27:22] » Congratulations on that and I want to [27:24] recognize and appreciate folks showing [27:26] up today to discuss again the Social [27:28] Security bar and it sounds like we're [27:30] due for another workshop on that. Um so [27:33] I'm hoping to uh [27:34] have an opportunity for that relatively [27:35] soon. I know it's a an issue being it's [27:38] a multi-jurisdictional [27:40] problem. Um the city owns only the gate [27:43] area. [27:45] Um the area that the the crime is [27:46] occurring [27:47] um is enforced by the state, not the [27:49] city. Um but it sounds like they haven't [27:51] made much of a presence and I know [27:53] there's been potential issues with the [27:55] the county responding as well because [27:58] it's a [27:59] it's in the county's jurisdiction. [28:01] So so it's a it's a multi-pronged [28:03] problem and it requires a solution from [28:06] multiple different entities. Uh I think [28:09] ideally we would have a workshop that [28:11] includes all three of those entities but [28:13] to to discuss potential solutions, [28:16] recognize and hear everything that you [28:17] guys are saying and [28:20] it's not going to be an easy problem to [28:21] solve but sounds like we need to discuss [28:23] it more. So hopefully uh [28:26] hopefully some kind of a workshop in the [28:28] near future with [28:29] all of the appropriate parties present [28:32] uh would be my uh [28:34] my hope. [28:36] » And to add one more complication to [28:38] that, the county actually leases the [28:40] river bar. So [28:42] yeah, it's [28:43] » Even more complicated. [28:44] » It's complicated indeed. Yeah. [28:47] Um [28:49] » Um the only thing I just say was I um [28:52] I like the uh the city of Brookings [28:54] improvement projects [28:56] uh press release. Of course, all that [28:59] information is public here, but [29:01] it's important to tell people what their [29:03] tax dollars are doing and [29:05] things just are going on that they may [29:06] not be aware of here, so [29:08] I thought that was a great press [29:10] release. [29:13] » Councilor Bot? [29:14] » I'm just I just would like to address [29:16] one of the members in the in the [29:19] audience here that spoke earlier. [29:21] I know exactly how you feel. [29:23] From where I live, and the city ended up [29:26] finally dealing with it. [29:28] And that was I had homeless people going [29:29] through my house, walking through my [29:31] yard, had [29:33] all of the things that you described. [29:35] They weren't changing oil behind Dollar [29:36] General, but [29:38] you get the point. [29:39] And the city got involved and then the [29:41] city finally resolved it and actually it [29:43] was this council under Mayor Pereda and [29:48] Isaac Hodges [29:49] that resolved that issue simply with a [29:51] police presence. [29:53] And [29:56] obviously the Social Security bar issue [29:58] is more complicated because there's at [29:59] least three [30:01] law enforcement agencies that would be [30:03] involved in that area. [30:05] But we will have a workshop on it. I'm [30:07] very sure of that and we'll come up with [30:09] some form of a solution. [30:11] But I'm not sure I'm going to have the [30:13] solution that you're going to want. If [30:14] you have a sense where I'm going with [30:15] it. [30:18] If we only control the gate area, [30:21] then maybe that's something we'll have [30:22] to look into. But again, we'll deal with [30:24] the workshop. [30:28] » Um [30:30] well, I want to [30:33] apologize for misspeaking at the last [30:36] meeting that we would have the TPAC [30:38] recommendations tonight [clears throat] [30:39] because I failed to take into account [30:42] the public meeting notice and still had [30:44] interviews after the public notice came [30:46] out. So it will be at our next workshop. [30:49] We had 14 applicants. [30:52] So there's been [30:54] a huge response to that and a lot of [30:57] interviews to hold. [30:58] And I will tell you we had some very [31:02] um [31:03] exciting applicants and so that's making [31:07] my recommendation decision quite [31:09] challenging. [31:10] Um but I'm excited for what that new [31:13] advisory board might look like. I think [31:15] that it can be a really [31:18] um [31:19] positive thing for our [31:22] community with a lot of great ideas [31:24] brought forward. So [31:27] and then this the next thing I wanted to [31:29] mention is I know [31:32] city manager sent out the email with the [31:36] legislative priorities that LSC has put [31:39] together. You know, obviously us as a [31:41] council can advocate for other things, [31:44] but these are what has been identified [31:47] by the group put together by the cities [31:50] as a whole and we have to put in our [31:53] voice by [31:56] um submitting a city one city ballot for [31:59] what we most want for our community. So [32:03] in order to do that though, we need to [32:04] talk about it publicly. So that would [32:07] need to be on the September 14th [32:12] agenda. [32:13] I don't know city manager what your [32:15] timeline looks like to make sure you [32:17] have those come in. I would say maybe [32:19] the 8th [32:20] » Yeah. [32:20] » To give you enough time. So if everybody [32:23] can make sure they get those to the city [32:25] manager on the 8th, what they feel like [32:27] of those identified [32:29] we should support, that would be great [32:32] and then we can talk about it and nail [32:33] down our five for voting. [32:36] » Quick question on that. Is it are we [32:38] limited to the the the items that they [32:42] prioritized in choosing what we think [32:44] their priorities should be because none [32:46] of mine aligned with any of those. [32:48] » It's funny you should say that because I [32:49] was going to say that because I was [32:50] going down that exact road. [32:52] » So, [32:53] here's what I'll here's what I'll say. [32:55] Again, like I already said, we can we [32:57] can lobby and we can advocate and we can [33:00] send letters as our local council board. [33:03] And we could put some suggested [33:06] alternatives in there. [33:08] But, when you're talking about 241 [33:10] cities that are all submitting their [33:12] ideas, [33:14] you know, they have lobbyists that meet [33:17] continuously with legislators and if [33:19] there's anything in there that we feel [33:20] like we can support and maybe provide [33:22] one or two alternatives, that would be [33:26] I think we might not get a [33:29] really vote on anything they are already [33:31] planning on tackling if we don't at [33:33] least identify some that they've [33:36] already kind of pre-identified. [33:37] » Like a write-in vote, the odds of a [33:39] success on that [33:41] are low. [33:42] » But, I do think it's well worth our time [33:44] to be really paying attention to what's [33:46] happening in session and putting [33:49] together things Those things evolve very [33:52] very quickly and it's really hard [33:54] sometimes to get them [33:55] put out, but those decisions that are [33:58] made at the state affect our community a [34:00] lot and so um [34:02] it's something I've realized over the [34:04] last few years that is really important [34:07] for us to pay attention to as much as I [34:09] mean, there's something like 3,000 [34:11] initiatives put out. Like clearly, we're [34:13] we're never going to be able to pay [34:14] attention to all of those and neither [34:16] can LOC, but yeah. [34:20] » But, that that brief ballot paper they [34:23] had, there is a write-in section. If [34:25] I think if you're if you want to bring [34:27] in ideas, let's talk about them. We [34:29] could put in we could put our top five [34:31] that they have on their agenda and [34:33] and here's a we'd like you to also think [34:35] about this. Maybe it's not this year, [34:37] maybe it's coming up. [34:38] » Well, and who knows other cities might [34:41] agree and um [34:43] do the same. [34:45] » Thank you. [34:46] » So. [34:47] Um [34:48] okay, well, if there's no further [34:51] comments or remarks, then we will close [34:53] at [34:54] 5:54.
