Of course, the [2:09] uh core of engineers oversaw all the [2:12] construction projects, but for me, it [2:14] was more so, you know, what uh where [2:17] things were going to go inside the [2:18] hospital. Um and then the movement from [2:22] the old hospital to the new hospital. Uh [2:24] since then, uh I when I retired in 2020, [2:28] I worked at the MCA for a couple of [2:31] years, which saw oversaw some of the uh [2:34] COVID response here in El Paso. uh [2:37] bringing in some partners from outside [2:39] of the region to help with uh the [2:41] response plan. Um and then worked a [2:45] little bit uh in the commercial sector [2:46] after that and now I work uh with a [2:50] Alaskan Native American company with [2:52] some government contracting in the [2:54] healthcare industry. Uh so as [6:14] read into the record, this is a [6:15] procurement for indefinite deliverable [6:17] contracts. [6:24] Ah, there we go. Okay. So here's our [6:26] agenda. This is included as part of your [6:28] backup. So I'll I'll breeze through this [6:29] pretty quickly, but I'm happy to slow [6:31] down if you have any questions along the [6:32] way. [6:35] Is that okay? Thanks. So the the purpose [6:38] of this particular uh procurement [6:40] relates to the way that this [6:41] organization operates. We have as you [6:44] know um a a rotation of engineering [6:47] firms that we pull from whenever we have [6:49] design or or other activities that we [6:51] need uh to be completed. So what we do [6:54] is we'll put out a uh a request for [6:56] qualifications for indefinite [6:58] deliverable contracts and we receive [7:00] submittals from those firms looking for [7:02] the types of services that you see there [7:04] and these are just examples but [7:05] surveying right away mapping everything [7:07] that you see there uh is included in the [7:09] type of procurement that we're looking [7:10] for. So next [7:13] here's the timeline that that we've had [7:16] uh on this particular procurement. Back [7:17] in August, the board established the [7:20] scoring criteria that we use for this [7:21] procurement. The RFQ was issued in [7:24] September. We had a question and answer [7:27] process that was completed uh there in [7:29] September as well. And at the end of [7:31] September, we received submitts, 15 in [7:34] total. That's the most we've received uh [7:36] on any prior IDC program. So, it was [7:39] quite a few uh submitts. We uh also had [7:42] an evaluation committee, which we'll [7:44] talk about here in a moment, that met on [7:46] November 6th to finalize the scoring. [7:48] And so today we have a recommendation [7:51] for you uh in terms of the the proposed [7:53] teams that we're that we want to move [7:55] forward with. It's a bit of a short [7:56] list. And then uh we'll be back for [7:59] approval of individual agreements with [8:01] those firms if if you so approve. These [8:04] are the submitts that that were [8:05] received. And again, this is part of [8:06] your backup, so I won't read through all [8:08] of them, but these are all of the firms [8:09] that we received submittals for. Uh, and [8:12] this will be posted online after after [8:14] the the board meeting as well for the [8:15] public. This is the the scoring criteria [8:18] that the board authorized back in [8:19] August. 35% of the score went to team [8:22] organization staffing and approach to [8:24] DBE. 25% was uh related to uh past [8:29] project experience. And we also had a [8:31] sample project that was included and we [8:33] asked them to put together a sample uh [8:35] uh procedure for uh that project and [8:38] that was 40% of of the maximum score. [8:42] I mentioned the evaluation committee. So [8:44] we reached out to El Paso County, the [8:46] city of El Paso and the and Texot. Those [8:48] are our three primary u partners that we [8:51] work with regularly. So we thought it [8:53] would be useful to have some engineers [8:55] from those organizations help us make [8:57] the selection. So from the county we had [9:00] Roxan Medina who uh we work with [9:02] regularly, Ismael Sepa from the city of [9:05] El Paso and Sheetal Patel from Text. So [9:08] I want to thank them uh for their work. [9:10] They were uh you could tell during our [9:12] discussions last week that that they [9:14] spent quite a bit of time on on each of [9:16] these and I really appreciate their [9:17] their work. This is the ranking. So the [9:20] of the uh total submitts CA engineering [9:24] group was ranked number one. HDR was [9:26] next with GFT third and Consor [9:29] Engineering fourth. And what we're [9:30] recommending to you today is to move [9:32] forward with these four shortlisted [9:34] firms. Uh we would ask in fact on the [9:37] next slide there's the motion that we'd [9:40] be asking a motion to approve the exe [9:42] evaluation committees rankings and [9:44] authorize the executive director to [9:45] begin negotiations with the top four [9:47] ranked firms provided that the resulting [9:49] master agreements and subsequent work [9:51] authorizations will be returned to the [9:52] board for review and approval. So, as a [9:54] reminder, uh we would negotiate master [9:57] agreements with these four firms. They'd [9:59] be on the shelf. When a when a project [10:00] comes up, then we would issue a an [10:02] individual work authorization. Both the [10:04] master agreement and the subsequent work [10:06] authorizations would come back for board [10:08] review and approval. Well, so that's [12:07] that's the tough part in prior the the [12:10] uh instance where we selected five that [12:12] was based on the fact that we were [12:13] heading into the vehicle registration [12:15] fee program. So we knew we had a quite a [12:17] bit of sufficient quite a bit of [12:18] funding. That's not the case this time. [12:20] So we don't exactly know what the work [12:22] will look like. So there's no work [12:24] guaranteed to any of these firms. Now [12:26] hopefully we'll be able to continue to [12:27] to generate work uh for them. A city [13:31] of El Paso. B. El Paso County. C. Texas [13:34] Tech University Health Sciences Center [13:36] at El Paso. D. El Paso Children's [13:39] Hospital. And E, El Paso County Hospital [13:42] District. [13:44] » Okay, we've got another PowerPoint for [13:46] you. We don't have a lot of PowerPoints [13:48] today, I should mention, just to prepare [13:50] you, but this one I think is is useful. [13:52] This is an interesting project that came [13:53] to us uh from an initiative that came [13:56] out of the El Paso uh Mobility [13:58] Coalition, which is part of the El Paso [14:00] Chamber. Next slide. So the intent here [14:03] uh and I I'll skip this. This is part of [14:05] your backup as well. Uh so the intent [14:08] behind the initiative uh El Paso [14:10] Mobility Coalition's initiative was to [14:13] focus in on the medical center of the [14:16] Amedicas and the the ways in and out of [14:18] the of the system, excuse me, of the of [14:21] the center. So they felt that um [14:26] sorry [14:30] well so apologies. So they felt that um [14:34] it was not the the ways in and out of [14:37] the medical center were not uh [14:38] representative of of the amount of [14:40] investment that our community has made [14:42] in the medical center. So you see there [14:43] a list and I should mention the first [14:45] six slides come from uh the chamber. [14:48] This one shows the the significant [14:50] investments that this community has made [14:52] in in the medical center. So, next [14:54] slide. Uh these are some of the comments [14:56] made by by folks over the years noting [14:58] that there's not a a a positive way to [15:01] enter um the the medical center. That [15:04] last one is is normally highlighted by [15:06] the chamber as [clears throat] it comes [15:08] from a a dental student uh who notes [15:11] that it's just not inviting. You want uh [15:13] you want quality when you want to have [15:16] the presence and the feeling of quality [15:17] as you're entering uh into into this uh [15:21] medical center. So, next slide. [15:23] And here's some examples of of prior [15:25] wayfinding plans that have been [15:26] developed in the area. So, next slide. [15:30] And some example of examples of [15:33] noticeable notable uh public entrances. [15:36] So, next slide. Let me speak more [15:37] generally. So again, the idea then was [15:40] that the chamber wanted to make some [15:42] improvements to the medical center area. [15:44] They wanted to create a major gateway [15:47] entrance along Reynolds. But as uh they [15:50] put stakeholders together, including [15:52] Texas Tech, UMC, all of the major [15:54] stakeholders in the MCA, the [15:56] conversation [clears throat] was [15:57] broadened into developing more of an [16:00] aesthetic for the area. Not only do they [16:02] want to have a major gateway entrance, [16:03] but they also wanted a a unified [16:06] aesthetic throughout to to show the [16:07] unified coordination of the medical [16:10] center. So that's where the RMA came in. [16:12] Uh we were asked if we could assist with [16:14] that exercise. So we met with the group [16:16] and and essentially agreed to to pursue [16:19] this. Next slide. [16:21] So we agreed to develop a placemaking [16:23] plan. Uh so there are five partners that [16:26] that will will help us uh develop this [16:29] this guide and that's what you see as as [16:31] that first bullet. The city, the county, [16:32] Texas Tech, UMC and the Children's [16:35] Hospital will fund this placemaking [16:37] plan. The RMA will uh bring on H&TB [16:41] which is one of our general engineering [16:42] consultant teams and they will actually [16:43] do the work. However, we use a project [16:45] committee uh composed primarily of the [16:48] five uh project partners but also major [16:51] stakeholders throughout the the MCA area [16:53] and they'll guide the development of [16:55] this plan. Next slide. [16:58] Uh so there are the steps and and I [17:00] won't I won't go through all of them but [17:01] the the gist is that we will review all [17:04] of the prior developed documentation for [17:07] the area. all of the master plans that [17:08] the MCA has developed, all of those uh [17:11] documents that each of the stakeholders [17:13] have developed and use that as a [17:15] starting point. We'll we'll bring all of [17:16] that and present that to the committee [17:18] and and receive guidance from them on [17:19] developing the plan and going forward. I [17:21] would mention there's not only the the [17:23] placemaking plan, but one also one [17:26] really important addition was um what [17:29] we're referring to as grant application [17:31] support. So at the end of this exercise, [17:33] not only will we have a a placemaking [17:35] guideline document that each of the [17:37] stakeholders will utilize when they're [17:39] making in improvements to their [17:40] individual facilities, but we will also [17:42] actually have some initial grant uh [17:45] documentation that we could submit for a [17:47] joint project that we can pursue [17:48] together or individually with one of the [17:51] stakeholders. Uh next slide. [17:54] The here are some of the highlights. We [17:56] think it'll take about 12 months from uh [17:58] issuance of the notice to proceed. Uh we [18:00] have meetings with the committee as I [18:01] mentioned and and those are some of the [18:03] deliverables that that we've kind of [18:05] glanced over. Next slide. [18:09] Uh we have signed agreements from Texas [18:11] Tech, the University Medical Center and [18:13] Children's Hospital. Uh the city of El [18:15] Paso has approved their agreement as [18:16] well. So four out of the five are [18:18] approved if not signed. And El Paso [18:21] County took this to commissioner's court [18:22] last week and we presented there uh and [18:24] they have authorized staff to negotiate [18:26] the interlocal agreement with the RMA [18:28] and to identify the funding source. So [18:30] we will have to go back one more time to [18:31] the commissioner's court for [18:32] authorization to execute and to pull the [18:35] funding for that. But I should note we [18:37] are very close to to advancing. Once we [18:39] get the county's approval then we'll be [18:41] able to sign all five and issue the [18:43] notice to proceed. [18:45] So I'm happy to answer any questions. [18:46] Otherwise we've got several action items [18:48] for you. The first one would be uh [18:51] authorizing and these are all through [18:52] board resolutions authorizing the [18:53] execution of work authorization number [18:55] seven with H&TB and then the subsequent [18:58] uh interlocal agreements with the city, [19:00] the county, Texas Tech, Children's [19:02] Hospital and uh the county hospital [19:05] district. Um but I think [20:02] primarily the focus will be wayfinding [20:04] aesthetic improvements uh aesthetic [20:06] treatments along the corridors and that [20:08] sort of thing. No, actually so [20:13] some of these the well the guidelines we [20:17] can't force them onto the private [20:19] properties, right? [20:20] » You could [20:21] » Well, [20:24] right? So So we'll we'll develop the [20:26] guidelines. Now if the city and the [20:28] county want to do something with them, [20:30] uh that's they certainly could. [20:31] » Okay. So as part [21:16] of the process through the through the [21:17] planning document, we'll also as a the [21:20] committee will identify one particular [21:22] project that they're most interested in [21:23] that they would like to to pursue first. So that will end up [21:29] with a document that we could actually [21:31] submit through whatever funding source [21:33] we're pursuing. So those are the two [21:35] primary deliverables. But at the end of [21:37] it, you're you're right, there won't be [21:39] funds for the building of the a thing or [21:42] or that sort of thing. It's really the [21:44] guidance documents and the grant [21:46] application. [21:47] » Okay. Um but it's uh there are two [23:17] opportunities there. one at the local [23:19] level where the some funding comes to [23:21] the no then we do a call for projects [23:23] and we select projects those tend to be [23:26] smaller you know dollar amounts and then [23:28] there's a second opportunity at the [23:30] state level that the that text manages [23:33] that there's more funding available but [23:35] of course the competition is is uh [23:37] bigger because it's open at at the state [23:39] level and then locally yes we we've you [23:42] know bounced off some ideas with with [23:43] Raymond about uh maybe we could some of [23:46] the depending on the scope of the actual [23:48] project that is that is uh determined. [23:51] We could perhaps use maybe CME category [23:54] five which is congestion mitigation and [23:56] and air quality if we can justify um for [23:59] example you know part of the project it [24:01] makes you know walking more more [24:04] attractive um and the super flexible [24:09] category is seven which is what we use [24:11] for ops system projects and and so on. [24:13] So there there's some opportunities but [24:15] of course you know the funding is [24:16] » Well they're competitive and I know it's [24:18] limited. That's good to know. Okay. We [25:04] have an an uh an agreement with them [25:06] where we are designing and constructing [25:08] the the WER project for them. Uh this [25:11] amendment adds another $7 million from [25:13] the most recent legislative session. [25:15] That $7 million will be focused on the [25:17] design and the construction of the [25:19] tramway itself. So as a reminder, we've [25:21] got three pieces to this project. Phase [25:22] one, which is has been designed and is [25:25] currently under construction and should [25:26] be done within about a year. Phase two [25:28] then is the design which is complete uh [25:32] of the visitor center at the base [25:34] station and the aerial station as well. [25:36] And that is unfunded currently. And then [25:38] the third piece is the tram itself. And [25:40] so this 7 million will go towards the [25:41] tram. So item 6A is for the amendment [25:44] with parks to to provide those funds to [25:47] us. And then 6B uh is the work [25:49] authorization with Atkins Realis who [25:52] will uh support us in pursuit of a tram [25:54] provider. [26:45] » Okay, this is another interesting [26:46] project as well. This one came to us [26:48] from the medical center of the Americas [26:50] Foundation. the the chairman of that [26:52] organization reached out asking if we [26:55] could support uh the pursuit of some [26:57] grant funds. So in the last legislative [26:59] session, the legislature approved what's [27:01] referred to as the Texas offsystem [27:03] railgrade separation state fund program. [27:06] So that's $250 million that were set [27:09] aside to help communities uh deal with [27:12] atgrade crossings of railroad uh [27:15] crossings throughout the throughout the [27:16] state. These are specifically for [27:18] off-state, which means non- techtop [27:20] facilities. So, city, local, county [27:23] roadways, that sort of thing. Um, the [27:26] MCA Foundation has identified Rick Rick [27:28] Francis, the crossing at Rick Francis to [27:32] be uh a major um concern for them. Uh [27:37] this is this is the main roadway that [27:39] runs parallel to Reynolds. And on either [27:41] side, you've got uh a lot of the the [27:44] main facilities. You've got the dental [27:45] school, the medical school, um the [27:48] nursing school. So, you've got quite a [27:50] few major uh activities there and I [27:52] think the cancer center will be uh [27:55] located there as well. So, a lot of [27:57] activity. In fact, um I've seen video of [28:00] uh there are three rail cross three uh [28:03] rail lines there that cross at Rick [28:06] Francis. One of them I believe is a spur [28:08] and and is not used, but the other two [28:10] you've got video of two trains stalled [28:13] out on those tracks and you've got folks [28:15] uh students and and employees of the of [28:18] the MCA area uh crossing those trains. [28:21] So, very dangerous, not ideal. So, [28:24] they've asked if we could assist. Um the [28:26] program itself has a two-step [28:28] application process and uh I think we're [28:31] ready to go on the submittal in the [28:33] preliminary applications. The [28:35] applications themselves uh will be due [28:37] November 14th. So I'm asking for [28:39] authorization to pursue this grant [28:41] application uh um [28:44] with your support. We need to go deeper to [30:02] identify the soil conditions and in [30:04] addition to that uh additional design [30:06] activities to account for u uh streets [30:11] that are tying into this facility in the [30:14] in the uh developed area uh near this. [30:17] So that's what you see before you u [30:18] under 8A it's a an amendment with text [30:21] to provide the additional funding and [30:23] then under 8B you've got the work [30:25] authorization with console who's [30:27] providing the design services for us to [30:28] actually add those additional services. [32:10] 10B then uh is an amendment to the Huitt [32:15] Zer's work authorization. They're the [32:16] folks that did the design work on the [32:18] roadway as let me take a step back. This [32:20] project uh includes two distinct [32:22] components. the roadway which we [32:23] designed and will construct using normal [32:26] MO federal funding and then there's a [32:28] water component that is being funded [32:30] through Congresswoman Escobar's u [32:33] office. Uh the water component was [32:36] designed by the village of Vinton [32:38] directly with a firm by the name of Park [32:40] Hill. Uh we need Park Hill to be able to [32:43] provide design services during [32:44] construction while we're managing the [32:46] entire construction. So we're bringing [32:48] Parkhill in through this work [32:50] authorization uh amendment with you. to [32:52] its dollars. So that's what you see [32:53] under item 10B. So we've expanded those [34:45] those timelines because each of these [34:46] require additional time uh to be [34:48] completed. They do not increase the the [34:50] fees. They just extend the time. We've [34:53] also added some language in these and [34:54] will include additional language in [34:56] future work authorizations to allow for [34:57] an administrative uh uh uh fix of of [35:01] this issue. And it deals [35:58] with the Fabins airport hanger expansion [36:00] project. So if you'll skip skip that [36:02] this is part of your backup. U since [36:08] our last board meeting we I've approved [36:10] two two separate change orders number 17 [36:13] which added temporary electric [36:15] generators at the hangers. This these [36:17] were required because the U electrical [36:19] lines had not been connected yet, but we [36:21] needed to test the the hanger doors. So, [36:24] we brought in those electric generators. [36:25] Didn't want to slow the project. That uh [36:27] cost uh just shy of $5,000. Uh [36:31] incidentally, as with all change orders [36:32] with the county projects, the county [36:34] reviews and approves the change orders [36:35] before I execute. So, that was approved [36:37] by the county before. And number 18 as [36:40] well, which uh added heaters to the [36:42] project, which were not originally [36:43] included. Uh the county did want those [36:45] added. So that added another $10,000. So [36:48] both of these were approved. There's no [36:49] action required. So we haven't talked [40:34] about this one in a little while. Uh as [40:36] a reminder um we have an agreement, we [40:40] have come to an agreement between the [40:42] county, the RMA and the Shy company. [40:44] We've uh they have executed their [40:46] construction contract with the the [40:48] takeover firm which is a group by the [40:49] name of hot construction which we use on [40:51] other projects. We're very happy to have [40:52] them on board. They have started work. [40:54] They've installed their their [40:55] construction office on site. Uh they've [40:58] replaced all of the traffic control [41:00] devices um and uh and they've done [41:03] cleanup as well which helped that [41:04] community out there. The weeds had [41:06] gotten quite out of control. So that was [41:08] very helpful. Um in fact they've taken [41:10] over control of the site. So there was a [41:13] an accident out there that knocked down [41:14] the one of the street lights and so they [41:17] took control of that as well. They are [41:19] currently working on survey uh for the [41:22] entire roadway for this phase one. So [41:25] that's underway now. They believe that [41:26] they should begin construction uh [41:28] activities on the roadway in December, [41:31] but currently they're working on the [41:32] ponds. First is the one by the school [41:35] and that's a safety issue for those [41:36] students out there. So, we're happy to [41:37] see them working on that now and then [41:39] they'll move over to a pond that is [41:41] further down the road. Uh, that would be [41:43] next. But again, roadway activities [41:45] start in December. And then one other [41:47] note, the county asked that we notify [41:50] the community of of the the restart of [41:53] work. So, we've sent out a postcard to [41:56] approximately 2,000 folks within half a [41:58] mile of Pelicano itself. So, those [42:01] should be hitting mailboxes today if [42:03] they haven't already. So, that should be [42:05] out there and we direct them to our [42:07] website which has been updated and and [42:09] we've actually brought on um an outreach [42:13] group that will help us retool the web [42:15] page so we can have regular construction [42:17] updates on on the project. So, that that [42:19] will be much more uh updated much more [42:21] frequently. So, that's all I have. I [42:23] just wanted to give you a bit of an [42:24] update on on what's happened with with [42:26] that project. Oh, I should mention too. [42:28] So, we're talking about phase one, which [42:29] is the um westbound lanes from Air [42:33] Coupoop back to 375. That's important [42:35] because the other piece eastbound from [42:37] the 375 out to Air Coupoop is [42:39] essentially done already. So, that will [42:40] complete that that component. The rest [42:42] of the work that was not completed by [42:44] the original contractor or won't be [42:46] completed by this replacement contractor [42:47] is considered what we're calling phase [42:49] two. The phase 2 design plans are [42:51] currently under underway and we should [42:53] have those in hand late this month or or [42:55] sometime into December. Once we have [42:57] those, we'll share those with the shy [42:59] company. The shy company will get [43:01] pricing from hawk and then at that point [43:03] we will know the full exposure of the [43:04] shy and we will begin uh full [43:06] negotiations with them on how to [43:08] complete the the entire project.
