[4:46] Our main goal for this facility overall, as you know, kind of made the first step toward [4:54] that with the completion of the first day's last fall, our goal would be to have a facility [4:58] that can be used for outdoor recreation, to have a competitive playing surface for soccer, [5:05] from the Peewee age all the way up through a collegiate level. [5:08] We would have to see to determine what field size they would need in order to be able to [5:12] those different events in a sanctioned type environment, [5:17] as well as football from Peabee Up Through High School, [5:20] trying to make the field as multi-use as possible [5:24] on the turf there that's labeled football soccer field [5:27] on that map. [5:28] And then also including some grass fields next to that, [5:31] but also wanting to be mindful that we have [5:32] a overall facility that's got usable restrooms, [5:37] perhaps even a concession stand, storage, [5:40] adequate parking, spectator areas, lighting, things like that. [5:46] The first phase, as I mentioned, was completed last fall through combination of funds from land water and conservation [5:53] fund through the park service, local parks and playgrounds and program open space. [6:06] The entrance road into the site, we had an outdoor classroom, a civilian put in 3000 feet [6:14] or so of a walking trail, the Kinetic Fitness Court which we had a ceremony back in last [6:20] October to open that up to let the public do a variety of different exercises which maybe [6:26] they wouldn't have before, but we got a grant for that and it's a neat facility that hopefully [6:30] we get a lot of use out of when the rest of the facilities built here. [6:34] We have about 20 parking spaces next to what will be the future turf field and build the first round of storm on our management. [6:42] The bridge crossing that we put in to get over to the future turf field area was an old rail or a tanker car that we were able to get was a good repurpose of that pretty exciting project. [6:52] It turned out really well completed with our in house construction crews where we're at now phase two of this project would be everything at least up here on the map that's shown there kind of in the red color. This is a separate issue today [7:28] It's just requiring our in-house engineering time to work through, and any of the funds [7:33] that we're talking about, as far as our grant related, or looking at other agencies [7:38] to help us out. [7:39] So, this isn't really detracting from the ongoing efforts that we've been completing [7:43] for the last seven months in response to the flood. [7:47] The second phase, our need here is to have a facility that's functional and usable from [7:54] the jump, so that has to include a lot of elements. [7:56] It's part of different events out of town that I've gone to with my own kids. [8:02] We're trying to avoid a scenario where you show up and you have a beautiful turf field, [8:06] but then there's three porta-pots and a gravel parking lot and it doesn't support hundreds [8:11] of people using it. [8:13] So we want to be mindful of having a good field and then also having the infrastructure around [8:18] it to support having large crowds there to try to make this really a good area and something [8:24] that we can use to attract people. [8:27] We currently have up to $1.8 million in funding [8:31] from land and water conservation [8:33] from conservation fund, which is through the Park Service, [8:37] to be able to leverage all of that money, [8:39] we have to match it 100%. [8:42] We've been able to leverage just over 1.2 million of that [8:46] already through about 225,000 through a program open space. [8:51] and the whole parcel that you see here shown is currently property of [8:59] Allegheny College. They have graciously agreed to donate that to the county for [9:04] this purpose the value of that land donation leverages about another million [9:09] dollars that we can then use for construction from those LWCF funds. To get the [9:15] remaining almost $600,000 in funding we need to identify either additional [9:21] cash, e-undoor, and kind services that we can provide to the site through a variety of different [9:27] manners. To get a really technical facilities and site we [9:35] want to have out there, our total project costs at this point would be estimated to be somewhere [9:40] between three and a half and four million. So there's going to be a difference in the neighborhood [9:44] of about 1.7 million or more that we need to talk about here to find out how aggressively you guys [9:50] would like us to pursue some of these different options. [10:10] So the phase two base, which is just like I said, something that we really think is just that [10:15] we need to have all of these things in order to make it a usable and safe and functional [10:19] facility and has an artificial turf field for football and soccer uses. Stadium lighting for the turf field spectator seating just sets the [10:34] bleachers for the turf field. The necessary goal post soccer goals team benches and things to support [10:39] those activities on the turf field perimeter fence for the turf field to keep mostly deer out and [10:46] other people out that shouldn't be on there. Additional parking as shown there to support [10:52] the increased use in that area, a restroom and storage building that can support enough [11:00] people being there to need an adequate restroom facility. That's one of the biggest things here [11:04] that we really want to make sure we get right. Extending the walking trail so it ties in again with [11:10] The existing walking trail at AC and extends even further back into the woods to provide [11:16] another avenue for people which is already a very popular walking and exercise area down [11:22] there and the other necessary store-owner management facilities. [11:27] All of those things added up if we were to put that out for BIDs right now, we're expecting [11:31] somewhere in the neighborhood about three and a half million dollars. [11:36] It's hard to really nail down exactly what it would cost because field turf, stadium [11:42] lights, things like that, and not obviously very common items, but based on information [11:46] we have from other local projects, thinking that's something that we're pretty close and [11:50] comfortable with that number. [11:57] So the green here show, which is the second map in the packet, I passed out here as well, [12:03] these are just, it's basically all the same things, but there's a few additional things [12:06] that we think that kind of if we're going this route of trying to find additional funding [12:11] this would really kind of represent which would be a really great use full build out of [12:17] this type of facility for us and really be the only real additions to this would be adding [12:22] additional sight lighting along the entrance road to make it easy to see as you're coming [12:28] in instead of just over at the field area putting in an additional pavilion just thinking [12:34] mostly of my own experiences with my own family, going to areas where there's [12:37] inclement weather and you're stuck waiting for games to pass and having another place to go [12:41] this undercover. The Pavilion Week constructed in the first days was very nice and it would be [12:48] good to have an additional one available for folks to use while they're using this area. [12:54] A playground area next to the fitness course that that is already there to support [12:58] or just a variety of use for young children and then a scoreboard for the turf field. [13:06] So a few things else to consider, those items added together would probably add around [13:12] a half million to the total cost. [13:15] So we'd be looking somewhere depending on what we settle on with all of those things somewhere [13:19] between $3.5 and $4 million if we would put all of those things out for bid. [13:24] trying [13:28] to determine the best way to go about how to leverage opportunities for [13:33] in-kind participation, engineering, and things like that. Obviously you're being [13:36] covered through our department. There's an opportunity perhaps to take advantage [13:40] of some county construction services through some trucking, some hauling, and maybe even [13:47] some grading on site wanting to be mindful of what makes the most sense, but also [13:53] So it would potentially save some money in terms of being able to use our own current equipment [13:59] but need to maybe kind of see what makes the most sense for that going ahead. [14:06] Also trying to work with either own and house crews or perhaps the city of Cumberland to [14:11] make the water and sewer connections for this area. [14:15] The other piece of this that is worth maybe considering, it's something that would be new for [14:19] us because we don't have obviously a large number of recreational facilities. [14:23] but I'm sure you guys have seen when we go to different stadiums, they're named whatever [14:27] but ever field or such and such whatever concession stand there's obviously a lot of potential [14:33] sponsorship opportunities that would bring in some additional cash for a facility like this [14:39] including not limited to but the field surface itself some of the lights that we're going to get a [14:46] kind of a paved walkway around the football field not a track but just like a paved walkway [14:51] defense itself, some of the goalposts, the goals, the bleachers, scoreboard, the [14:57] restroom facility itself, but they don't have to do anything, they don't have to do anything. [15:00] In the parking lot, signs, landscaping, all those types of things, depending on how far we want to go with that, there's a potential opportunity to maybe obtain a lot of the cash that we would need through sponsorship from local businesses or organizations. So kind of wrapping this up here, the facility obviously is going to provide a lot of opportunities and benefits for the city of Cumberland being with located within the city limits, elegant college, and also just elegant accounting in general. [15:29] our recommendations at this point based on our experience with similar type projects [15:33] like this in the past, I mean obviously the turf field construction is something new [15:37] for us but in terms of working on a park or a recreation type facility we've done in [15:42] a few different times mostly related to the gap trail but we'd recommend working with [15:47] the city of Carmel and to ask for some cash contributions from them we've received similar [15:51] contributions in the past from the city of Frostburg when we've done projects along the [15:55] the trail, you know, so the minors Memorial Park, [15:59] maybe even consider asking them for assistance [16:01] with making the water service connection to the site. [16:06] We're not recommending asking any college [16:09] for additional cash at this point [16:10] because their abandonation is what's enabled about a million [16:14] dollars in construction funding for the project up to date, [16:16] which is more than generous. [16:20] The commissioners obviously were completing the design [16:23] and the construction management in-house which would be a substantial savings as opposed to [16:27] going out and putting that to bid to a consulting firm. Did any other cash contribution requirements [16:34] that are left, which potentially would need to be brought before you all would obviously be determined [16:39] by our scope, minus whatever else we were able to put together for funding. I guess the decision [16:47] or the consideration on your parts at this point would be trying to determine if this is something [16:52] would be appropriate to ask our local delegation to bring before the state legislature to see if [16:58] any type of capital funding or appropriations might be available to help us close that gap. So we I think collectively just shared different ideas and we felt it's in the [18:22] county's best interest at this point in time. I think we need to push forward to try to get this [18:27] type of facility with an artificial turf field with a full um restroom building with storage [18:34] with the adequate parking with the lighting and I think it's um I think it's appropriate for us to [18:41] to be able to talk to company.
