know we can't control it so to control [3:02] it we have to have an ordinance so uh I was talking with sourcewell and they [3:07] sent me a bunch of different cities ordinances and um like everywhere in [3:13] Minnesota everything's just a little bit different uh some cities will [3:16] incorporate their ordinance into their land use but just the the amount of [3:22] changes that are are kind of happening around cannabis it it it's it's good [3:26] just to have its own Standalone ordinance so that's um what I did uh I [3:31] uh I took this one from uh Emily and uh Emily [3:36] Minnesota uh they're about same size as us and they have pretty much the same [3:44] kind of uh City layout as well so um really what I want you know the [3:50] commission's um you know thoughts on is if we uh can kind of page ahead here [3:58] to um 3.2 zoning and land use um I'd like the [4:06] uh the commission's thoughts on where the should be now our actual land use [4:11] ordinance says a th000 feet from a school and then 500 feet from basically [4:18] Public public areas um and places where miners are now our ordinance doesn't [4:25] doesn't specify exactly what that 500 ft is for but I believe the the spirit of [4:30] the ordinance is that is for the consumption of cannabis [4:35] not you know other things however um just given the the feet distance uh I [4:42] really am only going to propose the C2 District which is uh the highway [4:46] commercial which you can see uh just south of Spirit Lake there uh it's that [4:52] darker pink be where Monaga Marine wases that area yes and then we have also the [4:58] industrial district as well now uh I have all of that already baked in here [5:03] uh you'll notice under cultivation um you know there's indoor [5:07] and outdoor use uh for manufacturer obviously that would all be [5:12] indoor um and then uh another interesting point when it comes to [5:17] signage they would just fall under um what our land use ordinance [5:22] says about it which is uh they they lay out the specifics in there [5:39] it it absolutely is pretty basic so I mean I figure cultivation so you're [5:44] you're you're growing the Cannabis um you know if you want to do that next to [5:48] the highway we're you know I I would recommend maybe having that just [5:53] indoors um and yeah okay fence it something uh and [6:00] then you know in the industrial district well you know okay go ahead [6:07] um and then uh what's another one manufacturer [6:15] so you know industrial district Highway commercial okay uh if you want to create [6:24] your you know products you want to consume um you know wholesale [6:31] again Highway commercial industrial cannabis retail so if you want to sell [6:37] you know just have your your stand if you will again [6:41] um yeah I Optics wise um is that something that everyone wants [6:48] to see coming into town I don't know um or just again limit that just to [6:55] Industrial you know just something to think about uh cannabis Transportation [7:01] uh honestly I think that could almost go anywhere because if it's just being [7:07] transported or they have a you know Distribution Center I mean you're never [7:12] going to see it it's just going from A to [7:14] B um cannabis delivery um and then all their cannabis [7:22] business license by uh not licensed by the state I'll just limit that to again [7:27] Highway commercial and [7:31] industrial this is an ordinance do we have to have a public comment on this uh [7:36] yes there will be a public hearing for it yeah and it'll just go through the [7:40] whole timeline just like uh we did for the land news so are we going to hold [7:44] the hearing in or the council or uh well I believe it's to the council yeah I [7:50] believe the it's the council's intention to hold the public hearing for these and [7:54] then to to really look at these and kind of really discuss them um [8:01] you know I I wanted to bring it here first and just hear your thoughts when [8:05] before I bring it up uh this is this is on the agenda for the 10th so uh you [8:10] know whatever recommendations uh are made here tonight I'll I'll put those in [8:15] and uh there'll just be further talking [8:23] points anyone have any comments on there that you want to bring up or I [8:28] personally would like to see [8:31] out not down where the kids are whatnot right yeah and that's kind of [9:33] one of the other great advantages is um you know their document you know it [9:38] already went for public hearing and uh really other than just some cosmetic [9:43] changes and then tailoring it just to managa uh really it's um you know they [9:50] saved us a lot of a lot of work and probably a good chunk of [9:55] money all the verbage come straight from there correct [10:08] it sounds like we have a pretty good thumb on days yeah well that's the whole [10:13] intent we can't like said we can't say no but we can [10:20] sayead of it before somebody does decide to move into [10:24] town and I mean anything's possible um you know I [10:29] I mean so far I think I've gotten one call and just a couple emails about it [10:33] and I and I really think that they're just they're really fishing and they're [10:37] just throwing out a huge net just to see you know what are cities doing and then [10:42] what's the reasonable expectation you know and if someone wants to come here [10:46] and you know they want to set up a shop in the industrial district okay that's [10:49] great their their vehicles are filling up at our gas stations they're shopping [10:53] at our grocery stores you know they're spending money in town and you know I [10:58] think it's it's a it's a net win um and let's be honest uh you hear way [11:05] more drunk driving accidents than you do driving high and I mean is you know [11:11] whatever the appetite morality is about it it it's good for the city bring in [11:15] business [11:22] so just like are okay on it then or yeah yeah you're okay and then any comments [11:27] you have like uh you know especially like for cultivation I mean you know [11:32] because I I just I plugged it in so and so you said that in any case if someone wants to set up this [12:30] business it would be a conditional use everything is conditional use [12:34] yes guess I don't objection to [12:40] it wasn't your talk I'm time know about the liquor stores on these so uh the the [12:47] difference and this is actually coming up on the uh the 10th as well is the [12:52] liquor store wants to sell Edibles and the the drinkable [12:57] THC I I am not a connoisseur nor an enjoyer so I can't give you the [13:02] specifics but what I do know is it's relatively cheap to buy into the markup [13:07] is fantastic and we get some of that tax back as well and you know we're a pretty [13:12] popular place in the summertime we have one of the best disc golf courses in the [13:16] region it's only going to get better you know we're going to start attracting you [13:20] significantly more people and we you know we already get at least one or two [13:23] calls a day with the campsites filling up and you know they do come to the [13:28] liquor store that's where they go and purchase their their Beverages and they [13:32] do frequently ask if we sell THC products and you know we well we don't [13:38] and what do they do well they drive down to wena or drive up to Park Rapids [13:42] whatever their poison is so why why not have it here for them to spend their [13:46] money on maret C stuff and I think it's I think it's 20% of the tax get back yep [13:53] that's I was wondering even even like um this thing here if they sell [13:59] there would be a tax on that or city gain anything from
