Then we'll have a [5:59] special meeting the second Monday in October [6:04] uh for the adoption of the budget. So that that takes place prior to the [6:08] November 1st deadline. Uh so similar to what we've done in prior years, regular [6:14] meeting in September, special meeting in October. [6:18] and I should have preliminary budget information circulated to you sometime [6:23] uh in mid August. >> So we'll be introduced at the regular [6:26] meeting in September and we'll have a special meeting the second Monday in [6:31] October which I believe is October the 12th for the approval. Jim, let's talk [6:38] about Senate Row Act number one. >> So the session's been done now for three [6:44] months and and those of us that that have been working in finance for a while [6:50] are still trying to figure out all the nuances [6:53] uh that are there. Here are the two things that I could tell you. Uh one, [6:59] there is substantial property tax uh which means you will have a budget [7:05] reduction over the next six years of revenue that will come from to the town [7:10] for property taxes. That that is a given. How much we can't we can't [7:17] this point in time, but I I would I would move towards maybe a 10% [7:23] drop in property taxes over the next six years. The other thing that that will [7:29] happen is in 2028, you will lose all of your local income [7:37] tax as it now exists, which is about $20,000 on the general fund side. That [7:43] is part of property tax relief. that's granted by the county and about $70,000 [7:50] in public safety lift which we use to fund uh salaries for police officers. [7:58] The legislation allows for local income taxes to be adopted, but because of the [8:04] size of the town, you can't take that opportunity on your own. [8:10] So, you would have to petition the city county council to adopt an income tax on [8:17] your behalf. Uh, and and those rules, I think, are still fluid because I would [8:23] imagine in the next session, we're going to see changes. Uh, because the public [8:27] safety lit that was eliminated is being replaced by a special public safety lit, [8:34] but only for fire and EMS services. left police out of the equation. Uh [8:39] which I'm not sure if that was an oversight or a slight. Uh but I've been [8:44] told that that's going to be addressed in the upcoming legislative session. So [8:49] again, we won't see those changes until 2028. [8:53] Uh so it'll be the 2027 budget that will address that. So we've got a little bit [8:58] of time before those take place. Uh but pay attention because it will be a wild [9:05] ride. the next couple of years. >> So that's about 20% of our budget. [9:09] » It could be as much as 20% but and it is it is substantial as it relates to [9:16] funding public safety, right? I mean that loss of of $70,000 is [9:22] the large part of what pays the officer salaries for the officers that you have. [9:30] And again, you can petition you can petition the county for for that, but [9:35] it's going to be then reliant upon the county to take that step. [9:43] Okay, any questions? [9:50] » I don't know that we do anything but >> I think you have to wait until 2027 [9:55] rules again if you have population than 3500, [10:02] right? Or greater than 5,000. So greater than 5,000, you can make that [10:07] determination on your own, but you can't. So the um [10:13] the excluded cities, right, Southport, Lawrence, Beach Grove, uh Speedway, all [10:19] can make that determination on their own >> based on their population, [10:22] » based on their population. It's all the other communities that the county has [10:26] got to be willing to take that first step. and then make that make that [10:31] routine possible. So you're going to have people voting for [11:42] income tax increases in October, September and October of [11:47] 2027 prior to the election in November. uh which is the first kind of local [11:54] government what what did you do to us here because you're you're forcing us to [11:58] to make this decision going into a primary to a general election. Having said that, last year our premium for July 1st [13:00] 24 to July 1st of 25 was $9,86. We renewed this year July 1st 2025 which [13:09] grows till July 1st of 2026 at 10,261. Pressure was on the excess cover above [13:18] package which we go up to $6 million on excess liability and DNO. I've also and [13:25] to members of the board, Mr. present. Uh, I've asked them to cover what Walter [13:33] and I refer to as our monument signs, which are located around [13:39] the town. Those were excluded under our present policy. I want them [13:44] covered in the event that an automobile hits one of them. I think Walder, we [13:50] think it's what, 20 grand to replace it. last one was $19,800 [13:55] and we did the one on 71st Street uh where Illinois dead ends to 71st and [14:01] meridian Hills Boulevard. So if a truck hits it and runs or if a truck hits it [14:06] and doesn't have coverage uh for $350, we can get all our min signs covered uh [14:14] in case something happens. So, I thought it was worth getting it done. [14:18] And we'll have those signs scheduled. So, they're right on the policy that [14:23] says 80th and ready. It says 64th in Spring Mill. I suspect uh that cut in law enforcement uh salaries [15:34] for 2028. There'll be a lot of small towns that will really be affected by [15:37] that. So, the legislature will certainly a lot of the small towns. I hear some of [15:42] that already and some of the law enforcement circles that there's a lot [15:45] of concern. Um, as I've mentioned to this council in previous, there could be a [15:59] possibility that you contract for services at a lesser rate with either [16:03] the city or the Marian County Sheriff or something like that. So, when that time [16:07] comes, we'll we'll see. that I think that there'll be a loud voice as as Mr. [16:13] Dylan said, it'll be an interesting general assembly. Um, I wanted to make [16:17] you aware that uh just to tell you the sort of things we run into sometimes in [16:21] Ving Hills. Um, and this didn't happen in Ring Hills, but it gives you kind of [16:26] the view of the quality of the people that work here. On Friday night, uh, [16:29] Rick Batza was patrolling down the Wellington area. There's a run put out [16:33] in Holiday Park on a man with a gun and potentially an attempt suicide and Rick [16:39] was really close and as he should have responded into the park on that and [16:44] confronted the uh person who was armed with the weapon and trying to kill [16:49] himself. And Rick based upon his training and experience was able to talk [16:53] that person uh to discerning the firearm uh at which time IPD arrived and they [17:00] were able to get that person distress center. So probably save his life. Um he [17:06] had he had called his son on the phone to tell him he was going to end his life [17:11] and the son called 911. So you know could someone else have done that? [17:16] Probably of the style and the train that he was able to approach the situation [17:21] and deal with that. So pretty proud of Rick and I want you to know that. So [17:25] that's all I have. Next, uh under new business, our town engineer, David Gordon with [17:51] Crossroads Engineering. David, take it away. [17:54] » Thank you, Mr. President. Uh so, first on the agenda, we have two surfacing [17:59] contracts, open community crossings. Uh the first one is completed. It's been [18:05] done for about a week. Uh the second one actually started today. All the roads [18:10] built today and start day tomorrow. We should have that one completed inside of [18:15] this first week. So by Friday, we should be completely wrapped up. So that would [18:19] round out the resurfacing for uh this current year. Um funding applications uh [18:27] for any for uh the 2024 INIP application still no agreement 2025 which we [18:35] submitted in February no agreement I reached out to the city last week they [18:40] informed me that they are currently working on those agreements and they're [18:44] actually going to combine both of those into one agreement um so those I would [18:49] anticipate uh for coming shortly uh other communities were involved in uh [18:54] the city has been reaching out to them to schedule meetings so I think that [18:58] they are actually making some progress thus far. Uh 2025 [19:04] community crossings second call projects is still on hold by [19:09] the state. Uh usually they have one at the beginning meeting and one video. Uh [19:13] we were going to apply for the second one but it's on hold indefinitely until [19:18] they figure out uh more details of house 1461. [19:23] um existing infrastructure. Uh the 75th Street speed limit signs have [19:30] construction. Uh they do have a bit of a backlog. Uh so I we recognize that that [19:34] they are ordering material. Once that is arrives, they're going to be installing [19:39] additional supplemental signage about the street. Uh I'm sure most of you have [19:44] noticed and are probably very thrilled that Pen Williams Creek is completed. I [19:49] believe the barricades are actually down. Um so there was was some from our [19:54] resurfacing contract. They left a little bit of res residue material on the deck. [19:59] They're going to be cleaning that out. They have not already done so. That's a [20:03] punch list item that I'm holding them accountable to. Uh 75th Street sidewalks [20:07] from Pen Washington Boulevard to survey has been completed. Um provided that to [20:13] you, Walter, along with an exhibit for any property owners. Um and then I [20:18] believe uh Deputy Sheriff Bata had requested [20:23] inquired to the speed limit sign on test. So provided that cost to the [20:28] council that's something that we still would like to pursue um just [20:35] I can start moving forward acquiring that through building construction. [20:40] um small ancillary stuff. We have CG water and gas installed 35 West 72nd [20:47] Street uh for the Meridian Point development over in that area, Meridian [20:53] Meridian Boulevard, Meridian Hills Boulevard, 72nd. Uh so I was out [20:59] witnessed uh the uh roadway cut that was there. They're going to restore that. I [21:04] do recommend that in the future when that development is done, we add that to [21:08] a resurfacing list. Metro was also doing some work over there and then CG had a [21:13] few dirt cuts so nothing that impacted the pavement but it was within the right [21:19] way at those three mentioned locations. So that is all that I have on my report [21:25] unless there are any questions. There is a very large repair going on [21:31] right now at 73rd and Meridian Street. Not sure exactly what it is but it's [21:37] been open now the for probably Meridian Street has been [21:42] reduced to one lane for probably uh a week at this point. It's very deep. [21:49] They're going down into it. I'm not sure exactly what they're doing, but I have [21:53] the feeling it has to do with some of the drainage underneath Meridian Street, [21:56] but I haven't pulled over and asked them, but they are there's a significant [22:01] project with citizens going on there. I also noticed uh last week that the [22:09] water service on Illinois Street immediately north of [22:17] 75th in front of the Num's home. There's one of the dark brown ground round where [22:24] they go down and turn the water off. It's leaking and uh [22:29] constantly leaking at this point. So my guess is there's something broken down [22:33] there as well. We I don't we might call them and ask CG. [22:37] » Absolutely. [22:40] which street it was actually on. We noticed [22:44] Friday when we were measuring up for the construction work that was taking place [22:48] today. So one of the resurfacing uh street segments we noticed a sinkhole [22:53] road I was able to notify CG and I got out there within less than 24 hours and [22:59] repaired that so as not to interfere with service. So what they found was [23:04] there was a um in the storm water uh infrastructure there was a hole that was [23:10] actually sucking in material. So they city authorized them to repair it. So [23:14] that was all taken care of via the city um obviously fixed or prevented any any [23:21] type of damage to the new road. [23:28] » Absolutely. >> Any other questions for David? [23:31] » Yeah. One is what was the cost to repair the radar signal industry [23:38] » between material and installation? I think it was around $10,000. [23:43] » Those were quotes that we got in 2024. So it's that is the cost. [23:50] » I think we got we got a newly repaid street flat. [23:56] People walk on that all the time. I think speeds are just going to go way [24:02] up. I would think we should take get that sign [24:07] reinstalled repaired just to try to slow the speeds down. We're have two problems [24:12] outside going north. [24:18] So think about that. So I will tell you [24:24] so I will tell you that I did some research. I came across one of the [24:29] flashing red stop signs that John, you and I talked about for 75th in Illinois [24:33] and 75th in Ben. And unfortunately, my phone right now is being used to record [24:39] us. But I have an email from this company down in Florida that for like [24:44] $1,000 there that you can do the radar speed [24:47] and you can then program what you want it to say in that uh slow down, tell you [24:54] how fast you're going. You can Now, I think they're making great technological [24:59] advances with these. So, uh after this meeting, we can open that email and I'll [25:05] show you what we have and I'll share that with David. [25:07] » So, that would be replace the radar speed. [25:13] » No, that just I thought the incident of people running Pennsylvania and [25:18] Illinois, but then the radar sign was like $3,400. A new one was like $3,400 [25:24] less than $10,000. >> Yeah. [31:34] » Anything else? >> Mr. President, I think it [31:39] would be great for the record if you could comment on all the new paving [31:44] projects that town of Marine Hills have done and how they have dubtailed with [31:48] the worship towns of city of Indianapolis [31:51] plan as well. I I think it's pretty outstanding just as we were going off [31:56] the top of our heads. 86th Street paid, Spring Mill pay, Meridian paid, [32:03] Pennsylvania pay, college pay. Now we're getting the little side areas. So the [32:09] infrastructure on the streets is very updated, in very good shape. And [32:16] uh I just congratulate the board for getting that done. [32:20] every other community in this state would like to have that situation. So, I [32:25] just think that's fantastic that the infrastructure is being addressed. Thank [32:29] you. >> Just a couple comments. [32:31] » Well, great job at Crossroads who keeps an inventory of our roads, those that [32:37] are most in need. And I think the community crossings that we've been uh [32:42] now involved with for either eight or nine years, we have upgraded the um [32:49] infrastructure because that money is not always [32:52] promised to be there and keeping on top of that I think has been a thing that [32:57] this council has been very involved with and done a great job. [33:01] » And there has been discussions why didn't we use some of those funds for [33:04] additional sidewalks? But you can't mix and match the federal funds. You got to [33:09] use them for the street paving, not for so [33:14] wasn't really it wasn't a a choice that you could be making. [33:19] » Also, I think people uh don't understand how expensive sidewalk construction is, [33:24] » right? >> And even if it's possible that [33:27] » Yeah, you say it's extremely expensive endeavor as we now all know. [34:46] The only thing I can tell you, I had a meeting this morning with the Savers who [34:51] are looking to add on to their uh residence, which sits on the southwest [34:59] corner of Pennsylvania. and uh [35:04] Williams Creek Boulevard, I think it is. And and uh they want to put a an [35:10] addition onto their house that will that will uh extend in I believe into [35:17] the front yard right away or set back and uh we had a discussion. [35:23] It's very early on but they called I had that meeting with them this morning. So [35:29] that's it from Is there any other new business that anybody wants to bring [35:33] before them? >> Yes, those forms uh and that ordinance [35:40] that law is now effective July 1st. Legislature just introduced it kind of [35:46] similar to the streaming bill. Um, if you are a elected official and receiving [35:53] compensation, and I think you all are over the level that you're in the books [35:58] to receive, you have to file that form as a position of candidacy. You don't [36:06] have to open a an account in a bank to raise money, but you have to have that [36:10] form on file with the state of Indiana. And it was due July 1st. I'm assuming [36:16] that everybody's just now finding out about this, but you got to go ahead and [36:20] fill it out, send it in, name your campaign. You can be the treasurer and [36:25] the chairman of your own campaign and make it easy. Um, and just email it in [36:30] and that way you're not on a list of not have I just thought I'd throw it to you [36:35] in case you didn't know that. Yes. >> Do you have this holds over if we've [36:38] done this previously or this has to be done every year? Is that [36:41] » I would do it again because of the fact that this The legislation is different [36:46] effective July 1st. [36:59] I would also tell you that uh from past experience [37:04] if they're asking for a party we have all run in the past as [37:09] independents because at some point in the past we had Republican Democratic [37:15] and when someone then left their position it was up to that political [37:19] party to replace them which was uh an extended period of time that was not [37:25] necessarily uh a great thing for the town. And so I [37:32] would encourage everybody if they can and are willing to make sure that if [37:36] there's a spot on here I haven't reviewed it yet for independent that [37:40] allows us to then uh deal within those that are within the [37:46] town. So we don't have either a Republican or Democratic party naming [37:50] who our next people are that we're going to have on the town. [37:56] Okay, that's it.
