[0:00] Thank you. I'd like to call the meeting [0:02] to order. And before we move on uh to uh [0:05] the approval of the agenda, I'd like to [0:06] make an announcement that uh I've uh had [0:10] a discussion with the CEO and I'm going [0:13] to be calling a public meeting at some [0:16] point when the development for Can Road [0:18] 23 comes to council. So, I've asked [0:21] Arlene to reach out to the um to the [0:24] county and to the builder and of course [0:27] our CIO and our planner will be present. [0:31] We'll have a community uh meeting at the [0:36] community center two weeks prior to it [0:38] arriving to council so that the public [0:41] has the opportunity to ask questions and [0:44] have some of their concerns answered uh [0:46] prior to a discussion point. We have no [0:48] timeline on it. But Miss Plumbley will [0:51] keep uh us up to date uh to when we can [0:54] expect that meeting to be held prior to [0:56] it coming to council. [0:59] So we're going to move on to number two, [1:01] approval of the agenda. The agenda for [1:03] the regular council meeting held on [1:05] December 22nd, 2025 be approved as [1:08] presented. May I have a mover, please? [1:10] I'll [1:10] >> move. [1:10] » move. [1:10] >> Thank you. Secer, please. I'll [1:13] » Thank you. Secer, please. I'll [1:13] >> second. [1:13] » second. [1:13] >> Thank you. Any comments or questions [1:16] » Thank you. Any comments or questions [1:16] from council? [1:18] None. Call the vote. All in favor? It's [1:22] carried. Thank you. Going to go on to [1:24] disclosure of the community interest and [1:25] general nature thereof. Does any member [1:27] have a interest to declare? And if so, [1:30] what is the general nature of that [1:31] interest? [1:33] No declaration. So, we'll move on to [1:35] four. Public question period to council. [1:38] Public question period is an opportunity [1:39] for residents to ask questions directed [1:41] to council regarding items on the agenda [1:44] only during questions asked during the [1:46] session will be considered by council [1:48] during the item on the agenda that it [1:51] pertains to. Does any member of the [1:52] public have a question regarding any [1:54] item on the agenda? [1:58] Do we did we have any anybody write in [2:00] and call in? So we have none. So we'll [2:03] move on to motions for consideration [2:05] that the council of the corporation of [2:06] the village of Marful Wolfer received [2:08] for information the motion for [2:09] consideration document as presented. May [2:10] I have a mover please? Thank you and a [2:13] seconder. I'll second. [2:14] >> Thank you. Comments or questions please? [2:17] » Thank you. Comments or questions please? [2:17] None. We'll move on to the vote. All [2:19] those in favor carry. Thank you. [2:23] Delegations Anne Martin and Gladet [2:25] Martin block house museum board that the [2:26] council of the corporation of the [2:27] village of Merrickville Wolfer received [2:29] for information the delegation from Anne [2:30] Martin and Gladet Martin regarding the [2:33] block house museum municipal service [2:34] board plans for 2026. May I have a [2:37] mover, please? [2:38] >> I'll move. [2:39] » I'll move. [2:39] >> Thank you. And a second here, please. [2:40] » Thank you. And a second here, please. [2:40] >> Second. [2:41] » Second. [2:41] >> Thank you. I'll now invite Ann and [2:43] » Thank you. I'll now invite Ann and [2:43] Claudet to provide their delegation to [2:46] council. Ladies, the floor is yours. [2:48] >> Thank you. [2:49] » Thank you. [2:49] >> Uh my name is Anne Martin. I'm the chair [2:51] » Uh my name is Anne Martin. I'm the chair [2:51] of the municipal services board. This is [2:53] Claudet. No relation. [2:57] Uh [2:59] here tonight, I guess there were some [3:00] questions about what the uh museum board [3:04] um is up to in the coming years um at [3:06] the council meeting on December 1st. um [3:08] when we thought we'd put together a [3:10] short presentation for you. We'll run [3:12] through a couple of things, Julia, just [3:15] on the table of contents about uh what [3:18] we're planning uh for 2026 and beyond. [3:23] Next slide, Julia. [3:26] So, we're a relatively new organization [3:28] formed by bylaw in 2023. [3:31] Uh first met in December. So that means [3:34] that summer of 2024 was our first summer [3:37] of operation and the museum municipal [3:40] services board operates the block house [3:42] museum. The Marville and District [3:44] Historical Society provides the [3:46] artifacts and we have anou in place with [3:50] uh MDHs to make that happen. And in our [3:53] first year it was just sort of uh [3:55] getting up and running and establishing [3:57] policies and procedures. [3:59] Uh 2025 was our second summer. We had a [4:02] real focus on visitor experience [4:05] um and trained staff for uh donations [4:08] and we really had our largest gate [4:10] revenues ever over uh [clears throat] [4:12] $8,500. [4:15] We've been playing uh through the couple [4:18] of years with how many days to stay open [4:20] to put a sweet spot in terms of [4:22] staffing. I guess that doesn't show on [4:24] the slide very well, Julia. There you [4:27] go. Thank you. Um, and I think where [4:30] we've landed is with the grants that we [4:33] receive being open 5 days a week, being [4:36] closed Tuesday and Wednesday during the [4:38] week is really what yields the best [4:40] value for money as an organization [4:45] with planning to 2026. [4:49] We're really happy to report that we [4:51] have put together a lot of thought. We [4:52] have a team and we have a work plan for [4:54] what it is that we're looking to support [4:56] for 2026. And a big part of that will be [4:59] looking at some new funding streams to [5:02] sort of really support what it is that [5:03] we're doing. Starting with uh some the [5:06] creation of some new school programs uh [5:08] as not just you know the jewel that is [5:11] Merrickville but for our residents it's [5:13] really time that we invite schools to [5:16] come and take a look at what it is [5:17] that's there to really invite them back. [5:20] Uh the museum hasn't changed since the [5:22] days that Horses wore hats. So, it's [5:24] time to really start taking a look at [5:26] that with the creation of some new [5:28] school programs and to take a look at [5:30] from the tourism lens how we can get we [5:33] know that buses are coming to uh [5:35] Merrickville. We want to really be able [5:38] to invite them to come in for a [5:39] meaningful program while we're there [5:41] while they're sort of here. So, those [5:43] are some of the things that we're [5:44] looking at doing with a modest donation [5:46] that will help us kind of beef up our [5:48] budget. We're also taking a look at uh [5:51] bringing in uh some rotating traveling [5:54] exhibits uh and Ann's going to tell us a [5:56] little bit about that first one. [6:00] So we've arranged um to uh a loan from [6:05] the next slide actually if you want to [6:07] just go one ahead from the Elvin Area [6:10] Historical Society. So, this is a um [6:12] historic RTO canal that we have borrowed [6:16] um for free for for next summer and it's [6:20] really the first time that we will mount [6:23] a new exhibition in the Black House [6:25] Museum. It'll be upstairs on the second [6:27] floor. Um this is the catalog that's um [6:30] already been produced and it's really an [6:33] opportunity for us to begin to celebrate [6:36] the 200th anniversary of the Rudo Canal. [6:38] So built between 1826, opened in 1832. [6:42] So next year marks the 200th anniversary [6:44] of the canal. So this is sort of our [6:46] first step forward in actually offering [6:49] something new for maybe people who [6:51] haven't been to the block house for a [6:53] while. And it's really an awesome [6:54] opportunity for people to see how life [6:57] along the has changed and some in some [7:00] ways stayed the same in the last 200 [7:02] years. So, we're really excited about um [7:06] this coming to fruition next summer. [7:08] Next slide. We're also excited that in [7:11] 2026, along with this traveling exhibit [7:13] that we have coming, we're launching a [7:16] real refresh of the museum. If you can [7:19] picture what it looks like, um we're [7:22] going to apply some real museum 101 [7:24] guiding principles to focus on the [7:27] visitor experience in the museum. So [7:30] what that means is we have a group [7:32] together who are really taking a look at [7:34] both the artifacts, the exhibits, the [7:36] texts, the panels, what you see there. [7:40] And with those guiding principles, we're [7:42] going to take a look at how we tell [7:44] those stories. The studies show that [7:47] people come to museums for two reasons, [7:49] for fun and for the perceived learning [7:52] values. So enga in sort of being able to [7:55] engage visitors at that as our starting [7:57] point. We're going to take a look at how [8:00] we tell our stories. Starting with a [8:03] kickoff with this new traveling exhibit [8:05] with an ex a traveling exhibit plan that [8:07] we'll have in place. We'll be able to [8:09] better teach about the RTO Canal. We [8:11] know that that's what's driving people [8:13] into the building. It's the funkiness of [8:15] the shape of the building. It's so cool. [8:17] It's bringing people in. So, we'll be [8:19] able to meet them where they're at and [8:21] really tell that story, but we'll also [8:22] be able to sort of expand on that and [8:26] better tell the story of Meritville and [8:28] its people, its development, while we [8:31] also hold space for indigenous presence [8:33] and the indigenous voices of the people [8:35] who have lived here and who still live [8:37] here. So, we're really looking forward [8:40] to visitors being able to come in and [8:42] learn and also to reminisce and to share [8:46] while they're there. The slide that you [8:48] see uh is just kind of some of our uh [8:51] working photos on what we're looking at [8:53] doing. The first slide is with some of [8:55] our staff from last year. That's sort of [8:57] the the the guest uh the visitor um the [9:00] front desk area. And we're looking at [9:03] taking what's already there and [9:06] improving upon it. Because if we go to [9:10] our next slide, uh I'm a museum [9:13] professional for the last 35 years and I [9:15] I love to tell you that my favorite [9:18] thing about museums are small museums [9:20] with very modest budgets because what [9:23] that encourages us to do is to take [9:25] what's already there and improve it and [9:29] really raise the bar and raise the [9:31] standard. And with this budget, that's [9:33] what we're looking at doing. Uh with [9:35] this budget, we really drilled down in [9:37] terms of looking at some new revenue [9:40] sources. How can we train staff better [9:43] and with intention to be able to raise [9:46] that donation amount that we achieve? [9:49] Keeping in mind that we're only open [9:51] between 55 and 60 days. And as you can [9:55] see from our 2025 actuals, uh we blew [9:58] that budget in terms of the revenue [10:00] right out of the water with our best [10:02] year ever. Um, so that's wonderful for [10:05] us and we're looking to improve on that [10:07] for our 2026 season uh by taking a look [10:11] at some other revenue streams, [10:13] merchandise programming, and that sort [10:15] of thing. Um, again, to really be able [10:17] to better tell our stories with what's [10:20] there and with some procedures and [10:22] policies that we have in place for our [10:24] new traveling exhibits as well. [10:29] » Next slide. Yeah, [10:32] >> that's the gist of it. Now we open the [10:35] » that's the gist of it. Now we open the [10:35] floor to questions. [10:37] >> Thank you very much. We appreciate uh [10:39] » Thank you very much. We appreciate uh [10:39] your little uh history lesson. Uh I love [10:44] I love history. Um so do we have any [10:47] questions from members? Go ahead. Again, [10:50] >> I do have a question on slide four. we [10:53] » I do have a question on slide four. we [10:53] kind of skipped over the exploring [10:55] partnerships and I wonder if you could [10:56] describe a little bit more about the [10:59] work you're doing with RT9 and the [11:01] county. [11:03] >> Absolutely. Um we're sort of looking at [11:07] » Absolutely. Um we're sort of looking at [11:08] we we know what we do. we know what it [11:10] is that we're good at and with 7,000 [11:12] visitors roughly this year the questions [11:14] that we were asking ourselves is how can [11:17] we do better with marketing and we're a [11:20] museum services board so we were really [11:24] looking at well who's already doing the [11:26] marketing and how can we sort of tap in [11:29] and plug in with what they're doing uh [11:31] so given that we met with RTO9 we met [11:35] with county of leads in Grenville uh [11:37] we're meeting with parks Canada to try [11:40] and leverage what it is that we're [11:42] doing, what they're already doing, uh, [11:45] and really improving on that. So, we've [11:48] had some of those discussions. Those [11:50] discussions are ongoing. Uh, and really, [11:53] we're just kind of continuing to work on [11:55] that. When we come back to the table in [11:57] February, we'll have some other [11:58] marketing plans that we'll want to do [12:00] sort of within Merrickville. Um, also [12:02] working with those channels. And, do you [12:04] have anything to add with that? It's [12:06] good. Any other questions for members? [12:10] Go ahead, counselor. [12:11] >> Uh yeah, I just noticed here on the um [12:14] » Uh yeah, I just noticed here on the um [12:14] under the um museum total compensation [12:17] uh it dropped by 15,000 this year. What [12:20] what was the difference in terms of um [12:22] staff makeup? What we learned this year, [12:25] as an mentioned, is that our sweet spot [12:27] is three staff 5 days a week. As you [12:30] look through previous years, uh the [12:32] museum has tried several sort of [12:34] combinations in terms of what works [12:37] best. Is it four full-time staff and [12:40] seven days a week? Is it three full-time [12:42] staff and five days a week? And just [12:44] what we found is three full-time staff 5 [12:47] days a week is sort of our sweet spot. [12:51] Also, with that, we have to sort of [12:52] bounce that off with the grants that [12:54] we're writing. So, uh, between us and [12:57] with the village, we write four grants [12:59] to try and offset those staff. So, we [13:02] need a little bit of wiggle room in [13:04] terms of what our expectation is in [13:06] terms of the cost of those staff. [13:09] Depends what we get in the grants. We'll [13:11] either get, if it's a good year, we'll [13:13] get four grants at 75% covered. Yay. Uh, [13:17] but that's not what happened in 2025. [13:19] 2025 was a much more lean year where we [13:21] had two grants at about 50% covered. [13:24] Those grants have been written. So now [13:26] we wait and see and they're always late [13:28] in telling us. [13:30] >> Thanks. Never happens on time. [13:32] » Thanks. Never happens on time. [13:32] >> Well, any other questions for members? [13:36] » Well, any other questions for members? [13:36] >> I have a question. Um, considering this [13:38] » I have a question. Um, considering this [13:38] is going to be a a marking point uh [13:41] 200-y year anniversary, [13:43] have you considered [13:45] reaching out to a [13:49] provider that has an historic boat like [13:52] we usually get those tall ships that [13:54] come into Brockville, someone with a [13:57] boat of medium size that would be uh [14:02] easy to move maneuver through the uh [14:04] lock system and offer an opportunity for [14:08] visitors and perhaps create an [14:10] opportunity to draw in more visitors to [14:13] allow a living history experience to [14:16] have a boat sailboat [14:19] positioned and loaded up with tourists [14:22] and bring them through the lock station [14:24] down to the bottom and then have some [14:26] come back up. [14:27] >> Not take them on a long sail, but just [14:29] » Not take them on a long sail, but just [14:29] allow them the experience [14:32] of going through the locks. number one, [14:34] but number two, doing it in an historic [14:36] sail ship. Is that something that you [14:39] explored uh reaching out to see if there [14:41] was any interest for someone that may [14:44] want to provide that as an opportunity [14:47] uh for the anniversary? Because I think [14:50] living and experiencing the history, you [14:53] we can see it, we can touch it, but to [14:55] actually physically be in a boat and go [14:58] through the system and then come back up [15:00] through the system would be an [15:02] experience probably uh [15:05] that would draw in a huge amount of [15:08] interest into the building. Just a [15:10] thought. [15:10] >> There are people who provide um [15:14] » There are people who provide um [15:14] opportunities like that. Um we we did we [15:18] haven't to date been able to find [15:20] anybody to to do that but it's c it's [15:23] certainly something that we could look [15:24] into in the new year. [15:26] >> I think it it may be an opportunity for [15:29] » I think it it may be an opportunity for [15:29] us to really shine a large spotlight on [15:32] Merrick Wolfford uh the village uh is [15:36] there's going to be a lot of u events [15:38] happening along the canal so it may it [15:41] may put us uh in the number one [15:43] position. just thought about it uh went [15:46] through my head and thought how amazing [15:47] would that be if there was an [15:50] opportunity to partner with someone and [15:52] and offer that [15:53] >> that is a great idea and did we mention [15:56] » that is a great idea and did we mention [15:56] there are two openings on the board [15:58] right now [laughter] [16:00] >> I'm very busy but thank you very much no [16:03] » I'm very busy but thank you very much no [16:03] I just thought it might be that and uh [16:05] you know when you can when you can offer [16:08] especially the young uh the young [16:10] children when you can offer them an [16:12] opportunity like that to actually physic [16:13] basically live and experience history [16:17] rather than see it in a book or you know [16:19] paste it on a wall in a museum somewhere [16:22] but actually uh give them that [16:24] experience. It's something they would [16:25] carry with them uh throughout their life [16:27] and uh I just think it might be [16:29] something to explore. [16:30] >> Definitely. [16:32] » Definitely. [16:32] Well, if there's no further questions or [16:34] comments, ladies, I we appreciate your [16:36] time and uh the energy you put in this [16:39] and good luck and uh you know, um [16:43] we hope that uh the 200 year anniversary [16:45] role. [16:47] >> We got to go past all all the markers, [16:51] » We got to go past all all the markers, [16:51] right? [16:52] >> And we look forward to letting you in on [16:53] » And we look forward to letting you in on [16:53] some of the other things that we'll be [16:55] planning for the year. There'll be some [16:56] special invites coming in. So when when [16:59] that happens, we would uh definitely be [17:02] excited to receive that. And if there's [17:03] an opportunity to bring back uh [17:05] yourselves as another delegation for an [17:07] update, uh please reach out to staff. [17:09] We'd be uh more than happy to have you [17:11] back. [17:12] >> Thank you. Good. Thank you. [17:13] » Thank you. Good. Thank you. [17:13] >> Enjoy your evening. [17:16] » Enjoy your evening. [17:16] >> So call the vote. All in favor? And [17:19] » So call the vote. All in favor? And [17:19] that's carried. Thank you. Consent [17:22] agenda. All items listed under the [17:24] consent agenda are considered routine [17:26] and no longer require further discussion [17:28] and are enacted in one motion. The [17:30] exception to this rule is that any [17:32] member may request that one or more item [17:34] be pulled for discussion and voted on [17:36] separately. Does any member wish to [17:39] separate any of the items on the consent [17:41] agenda and that council of the [17:43] corporation of the village of Merville [17:44] Wolf will receive [17:46] and approve all items on the consent [17:48] agenda as presented and recommended. May [17:50] I have a mover, please? I'll move. [17:53] >> Thank you. Seconder, please. [17:55] » Thank you. Seconder, please. [17:55] >> I'll second. [17:55] » I'll second. [17:55] >> Thank you. [17:57] » Thank you. [17:57] >> Any comments or questions from members? [17:59] » Any comments or questions from members? [17:59] Go ahead, counselor. [18:01] >> I'd like to pull out 726 [18:04] » I'd like to pull out 726 [18:04] uh the 2025 municipal financial [18:06] indicator threshold profile. [18:10] >> Okay. [18:12] » Okay. [18:12] Any any others? [18:15] None. Okay. So, we're going to call the [18:18] vote on the consent agenda minus 7.2. [18:21] 2.6 is that correct counselor [18:24] >> 7.2.6 [18:26] » 7.2.6 [18:26] >> minus that. Okay. [18:27] » minus that. Okay. [18:28] >> All those in favor [18:29] » All those in favor [18:29] >> carry. Thank you. [18:32] » carry. Thank you. [18:32] So we will now uh cons I don't have it [18:35] in front of me. Uh clerk could you read [18:38] 7 uh.2.6 please. Thank you. [18:41] >> Yes. So it would just be that the [18:43] » Yes. So it would just be that the [18:43] council of the corporation the village [18:44] of Mer Wolfford received for information [18:46] item 7.2.6 six being the 2025 municipal [18:50] financial indicator threshold and [18:52] profile. [18:55] >> So, may I have a mover, please? [18:58] » So, may I have a mover, please? [18:58] >> Thank you. Seconder, please. [19:00] » Thank you. Seconder, please. [19:00] >> I'll second. [19:01] » I'll second. [19:01] >> Thank you. Moved and seconded. The floor [19:03] » Thank you. Moved and seconded. The floor [19:03] is open for questions. Go ahead, [19:05] counselor. You moved. [19:06] >> Thank you. Um, lots of interesting [19:09] » Thank you. Um, lots of interesting [19:09] information here. One thing that did [19:12] sort of stand out to me [19:15] was on page the first page of the [19:18] financial indicator review near the [19:21] bottom it says annual surplus slash [19:25] deficit as a percent of own source [19:27] revenues. [19:30] So, I'm looking at the numbers and we're [19:35] we appear to be substantially above our [19:39] neighbors [19:41] that make up the uh comparison group. [19:45] So, I just want to get clarification. [19:47] So, for 2024, [19:49] our number looks like 23%. [19:55] So, am I reading that right? That we had [19:56] a surplus of 23%. [clears throat] [20:01] Um, so we're in other words 23% below [20:04] budget. Is that how I read that? Like [20:06] where where does that come from? No, I [20:08] think what it does is it compares the [20:13] overall [20:16] like sized like circumstance [20:19] municipalities and we're in the range of [20:22] we're in the low range which is good of [20:25] the how much we need to offset the if [20:27] I'm looking at the right one here. [20:29] >> Yeah. Generally I think the auditor says [20:31] » Yeah. Generally I think the auditor says [20:31] we're within 5% of our budget. [20:33] >> Yeah. [20:33] » Yeah. [20:34] >> You know the Yeah. [20:35] » You know the Yeah. [20:35] >> Yeah. That's what I expected like 23 [20:36] » Yeah. That's what I expected like 23 [20:36] stood out to me. How how is it 23%. It [20:39] doesn't make any sense. So, [20:41] >> we'll have to look into that and get [20:42] » we'll have to look into that and get [20:42] back to you. But our our surpluses [20:43] generally will be within 5% of the [20:45] budget, which is generally where you [20:46] want to see them. [20:47] >> Yeah. [20:48] » Yeah. [20:48] >> Right. [20:49] » Right. [20:49] >> Okay. If you could get back to me, I [20:50] » Okay. If you could get back to me, I [20:50] appreciate it. [20:52] >> And if I could add this um these are [20:55] » And if I could add this um these are [20:55] based on the FIR data and that's one [20:59] snapshot in time at year end. So it [21:01] could very well be that at year end [21:04] there was a lot of outstanding um area [21:08] that hasn't been accounted for. So it's [21:10] just one snapshot in time at the FIR at [21:12] year end. So we can get it we can look [21:15] into that. [21:16] >> Great. Thanks. [21:18] » Great. Thanks. [21:18] >> That's all I have. Any other questions [21:19] » That's all I have. Any other questions [21:20] or comments? So you're comfortable [21:22] moving forward with it or [21:23] >> Yeah. So staff will reach out to and [21:26] » Yeah. So staff will reach out to and [21:26] supply the answer to all members. [21:28] >> Yeah. [21:28] » Yeah. [21:28] >> Thank you. So no further questions. I'll [21:31] » Thank you. So no further questions. I'll [21:31] call the vote. All in favor? It's [21:33] carried. Thank you. We go on to planning [21:35] matters. Bylaw bylaw 56205 [21:38] open air uh burn bylaw the council [21:40] corporation of village of Marville [21:42] Wolfford. Give first, second, third [21:43] final reading to bylaw 56205 being an [21:47] open air bylaw for the village of [21:49] Marville Wolfford and further that [21:51] authorization be given to the mayor [21:53] clerk the signed seal and place in the [21:54] bylaw book for the Minnesota Valley [21:56] bylaw number 56205. May I have a mover, [21:59] please? [22:01] >> Thank you. Seconder, please. I'll second [22:03] » Thank you. Seconder, please. I'll second [22:03] them. Thank you. Comments or questions [22:06] from members, please. [22:10] » Could we have the uh the chief summarize [22:13] the changes from the last time we [22:15] discussed the Miss Blumbley? [22:17] >> Sure. If you'd like to speak to that, go [22:18] » Sure. If you'd like to speak to that, go [22:18] ahead. Yeah. Through your worship. Uh so [22:21] uh the ask was uh that I review the work [22:24] on section 10 and provide um [22:29] the change in the inspection and [22:30] timelines. That's been changed in [22:32] section 10. Uh it now uh states [22:37] um that it'll be inspected and then the [22:40] permit will be issued. Um so that change [22:42] has been made. Uh the other asked was [22:45] review and edit the wording under [22:46] section 103 to make it less rigid. Uh we [22:49] did do that as well. Um previously it [22:52] had asked for the compression as a um as [22:55] well as the um air purification stuff. [22:58] We have changed that to just a uh [23:01] ignition engine uh that is in good [23:04] repair as not to cause large amounts of [23:06] emission. We change that wording. Uh the [23:09] other request was uh include a [23:11] definition on a bonfire um provisions [23:14] for that. So, um, instead of doing a [23:17] bonfire, I did a large, uh, fire or a [23:21] large campfire. Uh, so that kind of [23:23] defines it, um, a fire that's bigger. [23:26] Our general one is 24 in x 24 in. Uh, [23:30] this one's 48 in x 48 in. Uh, with what [23:34] I feel is acceptable parameters around [23:36] it for safety of neighbors. [23:39] Uh and believe that was uh all I had [23:43] that uh you were asked to change. Uh and [23:45] all those corrections have been or sorry [23:47] all those changes been made um with the [23:50] new version in front of you [23:52] >> and the big one was the uh the exemption [23:55] » and the big one was the uh the exemption [23:55] for farming. [23:56] >> Yeah. [23:57] » Yeah. [23:57] >> Did you mention [23:58] » Did you mention [23:58] >> Oh yeah, sorry. That was Yeah, that was [24:00] » Oh yeah, sorry. That was Yeah, that was [24:00] done in the previous one. [24:01] >> Yeah, that one has changed the [24:03] » Yeah, that one has changed the [24:03] agricultural one. Yeah, we took out uh [24:06] Sorry, I should have highlighted it. My [24:07] apologies. [24:12] Uh so the agricultural one yeah so it [24:14] was I took out the the three days is [24:16] completely gone that section has been [24:18] removed um and instead it just uh states [24:21] that every person who sets a fire under [24:23] the provisions of this subsection shall [24:24] file an application with the [24:25] municipality as per section six. It [24:28] indicates who will keep watch until the [24:30] fire is completely extinguished and [24:31] shall provide sufficient personnel, [24:34] appliances, and equipment to prevent the [24:35] fire from becoming a nuisance or [24:37] dangerous to life and property. [24:40] So that section of 3D stuff has been [24:44] completely removed. Um, and also uh [24:47] attached to that uh you would see we've [24:50] separated it out. So there's a [24:51] residential burn permit and agricultural [24:53] burn permit. and they both echo the same [24:56] thing on both sides just for clarity. [24:58] Um, but it just gives us an idea of what [25:00] uh we might be responding to or who's [25:03] burning. But those visions been taken [25:06] up. [25:07] >> Any other questions for members? [25:11] » Any other questions for members? [25:11] >> I think the inclusion of the maps is a [25:13] » I think the inclusion of the maps is a [25:13] good idea too because that defines the [25:15] areas that are are restricted. So, and [25:18] it it meets the purpose of why we don't [25:20] want it there. So did you I didn't I [25:22] misheard did you say maps? Yeah. Okay. [25:25] >> The maps and the handler areas. [25:26] » The maps and the handler areas. [25:26] >> Yes. [25:28] » Yes. [25:28] Go ahead councelor. [25:29] >> Yeah. So that's great. Thanks for making [25:30] » Yeah. So that's great. Thanks for making [25:30] those changes. That's much better. Um [25:32] very minor comments left. Uh just with [25:35] respect to the uh the agricultural act [25:38] that you had referred to. Would it be [25:40] worthwhile to include that in the [25:42] whereas up right up front that with the [25:45] exemption for agricultural activities [25:49] >> and state the the section that you [25:51] » and state the the section that you [25:51] quoted to us in the email that day? [25:54] >> Uh through your worship we we we could [25:58] » Uh through your worship we we we could [25:58] but I think with taking that entire [26:00] section out to require them for [26:02] inspection or anything of that it kind [26:03] of becomes a mute point at at this time. [26:06] I think we're not really requesting [26:08] anything other than that they give um [26:11] kind of the distances for safe burning [26:12] is the only thing we're we're asking [26:14] now. And that was uh that's the exact [26:16] same parameters as uh what was in the [26:18] previous bylaw if I haven't changed [26:20] anything there at all. [26:23] And one other [26:25] little one 1235 [26:27] um the flame height for the uh large [26:30] campfire for rural areas in other words [26:33] the bonfire. Um [26:36] 2 meters seems a little restrictive [26:38] considering you can pile the wood like [26:41] four feet high. So that once that gets [26:44] rolling the flame is going to be I I I'd [26:46] suggest 3 mters instead of two [26:50] or three or so it was it was kind of a [26:54] I I can pass guess. Um we we do know the [26:57] flames are going to go higher than that. [26:59] Um, but we also wanted to be kind of um [27:03] aware of the more you pile on that fire, [27:06] the more radiant heat is going to come [27:08] off of that, which then would probably [27:10] require a bit more parameter around the [27:12] fire. Um, it's hard to explain. I guess [27:16] it's more of an experience uh from being [27:18] up close to these fires, the radiant [27:20] heat that comes off that, the damage it [27:22] can cause uh to surrounding stuff. Um, [27:25] so that was that was the thought process [27:26] behind that. Um but again uh it's up to [27:30] council if they do want to make a change [27:33] but this this is my recommendation for [27:35] for height size. [27:40] Does council have an appetite to make a [27:42] change on that or are you satisfied with [27:44] the way the 2 meters versus the 3 [27:47] meters? Go ahead. [27:50] » I have no experience in fighting fires. [27:53] I have very little knowledge about [27:56] managing fires and I am most comfortable [27:59] relying on the recommendations from the [28:01] chief. Um I think he's been [28:05] accommodating to allow us another size [28:09] of fire and I wouldn't want to push what [28:12] he recommends beyond what he recommends. [28:17] >> Councelor, did you echo uh deputy mayor [28:19] » Councelor, did you echo uh deputy mayor [28:19] bars sentence? Uh, councelor Maitlin, [28:22] >> I have no problem with the 2meter. Okay. [28:25] » I have no problem with the 2meter. Okay. [28:25] So, you're okay with sticking with the 2 [28:28] meter? [28:28] >> Uh, not really, but uh, it's not going [28:30] » Uh, not really, but uh, it's not going [28:30] to be the wish of council to do that. [28:32] So, we'll go forward. [28:33] >> So, I think we've we've um, any other [28:36] » So, I think we've we've um, any other [28:36] questions or comments? [28:39] Uh, Chief, could you just [28:43] uh rattle my brain here? For backyard [28:46] campfires, they have to be called in, [28:48] correct? Correct. And is there a fee? [28:50] >> No, not at this time. [28:51] » No, not at this time. [28:51] >> There's no fee for your backyard fire. [28:54] » There's no fee for your backyard fire. [28:54] >> No. Okay. [28:54] » No. Okay. [28:54] >> There's no fee for any fire at this [28:56] » There's no fee for any fire at this [28:56] time. [28:57] >> Okay. So, just wanted to publicly have [29:00] » Okay. So, just wanted to publicly have [29:00] that stated because uh of course uh the [29:04] avenue of social media is never wrong, [29:06] but there's indications about [29:09] the the sky falling, the walls are [29:12] falling in, and we're have to pay for [29:13] everything. I think the point that we're [29:16] trying to get across here is that uh the [29:18] fire department is aware in case there's [29:21] a need to respond. So there's no fees [29:24] attached to any of that. Appreciate it. [29:26] That's all I wanted to know. Just wanted [29:28] it publicly said. So, if there's anybody [29:31] listening out there uh in the world uh [29:33] that you know uh your backyard fire is [29:36] still uh your backyard fire, you don't [29:38] have to pay to have one, but you need to [29:40] call it in uh in case uh there's a [29:42] response needed. The fire department [29:44] understands what's required to respond [29:47] to that particular call. Thank you, [29:49] Chief. [29:51] So, if there's no further comments or [29:53] questions, I will call the vote. All [29:56] those in favor and that is carried [29:58] opposed. Sorry. Opposed. Thank you. So [30:03] carried. Staff reports. Public uh public [30:06] works department [30:08] fire department bylaw enforcement uh [30:12] department activity update that the [30:13] council of the corporation of the [30:14] village of Merville will receive for [30:16] information the departmental activity [30:18] update as presented. May I have a mover [30:20] please? [30:22] And move. [30:22] >> Thank you. Seconder, please. No second. [30:25] » Thank you. Seconder, please. No second. [30:25] >> Thank you. comments or questions from [30:27] » Thank you. comments or questions from [30:27] members, please. [30:32] Anything further uh staff would like to [30:34] add? Uh Miss Bumbling, [30:36] >> if that would be up to [30:38] » if that would be up to [30:38] >> fire sheet pool if he wants to add [30:39] » fire sheet pool if he wants to add [30:39] anything. [30:40] >> Maybe just really put your words up if [30:41] » Maybe just really put your words up if [30:41] you don't mind. [30:42] >> Certainly. Just that uh just to make [30:44] » Certainly. Just that uh just to make [30:44] council aware of the fire protection [30:46] grant that we were successful in for [30:48] year two. Um when we're going to be [30:51] receiving uh just shy of $20,000 to go [30:54] towards uh new uh coveralls and PPE for [30:58] the firefighters. [31:00] >> Yes. Uh [31:02] » Yes. Uh [31:02] it was fantastic to hear that [31:03] announcement and uh much appreciated. [31:06] Uh yeah, I think the exact amount is [31:09] 19,626. [31:10] So um some good dollars for us. We do [31:14] appreciate it. So if there's no further [31:15] comments or questions, I'll call vote. [31:16] All in favor? Carried. Thank you. [31:20] Uh 10 22 pumper truck pumper tank tanker [31:24] truck condition update and [31:26] recommendations of the council [31:27] corporation of the village of Mer Wolver [31:30] receive for information report on the [31:32] deterior condition of one of the fire [31:35] department's frontline pumper tanker [31:37] effects and that the council review and [31:40] approve the recommendation option one as [31:43] outlined in the report and direct staff [31:45] to work with the desired company to [31:48] purchase a new pumper tanker with [31:51] simultane well well simultaneously [31:53] moving into a lease agreement with [31:55] Elizabeth Town Kitley to lease a pumper [31:57] tanker until delivery of the proposed [31:59] new truck at the end of February. May I [32:01] have a mover, please? [32:03] >> I'll move. [32:03] » I'll move. [32:03] >> Thank you. Seconder, please. [32:05] » Thank you. Seconder, please. [32:05] >> Second. [32:06] » Second. [32:06] >> Okay. Any comments or questions from [32:09] » Okay. Any comments or questions from [32:09] members? [32:15] or would staff like to would you like to [32:17] wait for staff to give you some [32:18] >> I would prefer hearing more from staff [32:23] » I would prefer hearing more from staff [32:23] >> uh through your worship. So uh um so [32:26] » uh through your worship. So uh um so [32:26] this truck was uh was a recommendation [32:28] of staff and 24 to put um a larger sum [32:33] away um with the potential to tender [32:36] that year uh for the truck but uh [32:38] unfortunately it didn't move forward on [32:40] the uh budget. Uh it was again a request [32:43] of staff in 25 uh to put another sum of [32:47] money away um with the option to tender [32:50] again uh for the replacement of this [32:52] truck. Um then again it didn't make the [32:54] budget unfortunately but we've come to a [32:57] predicament now where um this truck has [33:00] come to end of life. Uh our mechanic has [33:03] uh tried to do the annual inspection. [33:05] Sorry, he did the annual inspection but [33:07] it is not going to pass. Um it uh in the [33:11] pictures I provided to council. I didn't [33:12] print them off to save paper, but the [33:14] pictures that were provided to council [33:16] uh shows extreme frame separation. Um [33:20] the cab mounts are rusted out. Uh the [33:23] floor is rusted out. Unfortunately, [33:25] being a 27y old truck and hauling water, [33:29] um it's kind of life is always being [33:32] wet. Um so, uh we've tried to be [33:36] diligent. This truck was identified as [33:38] well in our asset management plan and [33:40] our financial plan for this year as [33:42] replacement um for a much larger sum uh [33:48] 95,000. [33:49] Um staff have been able to work with a [33:52] few different companies to we've kind of [33:54] gone back and forth. We've been able to [33:56] uh have the option of securing a truck [33:58] that's uh 645,000. [34:01] Uh we've gone from uh what you generally [34:04] see in our fire fire station being a [34:07] custom cab truck that would seat um six [34:10] people um to be more uh you know frugal [34:14] with the money. We've looked at a a [34:16] conventional cab that will only move two [34:18] bodies, but that's fine. Um which brings [34:21] the price tag down considerably. Um then [34:25] we uh we there is a truck that will be [34:27] available um mid to end of February. Um [34:32] provide a recommendation from our [34:34] insurance company in here as well. Um [34:37] we've also reached out uh to neighboring [34:39] departments um to see if if this isn't [34:43] the will of council that we we move into [34:45] automatic aid agreements. Um just so [34:48] council is aware. Uh, I've only received [34:51] word back from two [sighs] [34:53] out of four departments that would [34:55] potentially have to provide that service [34:57] for us. Um, the other two have not [35:00] replied back yet. Uh, so the other [35:03] option for kind of backup protection uh [35:06] was this tank that lives Town Kitley [35:08] has. Uh, it is a used truck as well and [35:11] will be going out of service uh, midway [35:13] through 2026. Uh but they do it still [35:16] has its annual safety till the middle of [35:18] of 26 and they have agreed to lease it [35:21] to us [35:22] in a time period of this council's will [35:25] to get a new vehicle. They will lease us [35:27] that truck for a couple months until the [35:28] new one could come in. Um the tanker [35:32] shuttle accreditation [35:34] they have agreed to extend it. If we [35:36] hold the list of Tam Kitley's truck for [35:38] the couple months, uh if we do not move [35:40] forward with a new truck and we have to [35:42] secure automatic aid agreements, we will [35:44] lose our tanker accredititation. Um as [35:46] well as meeting our response times, [35:49] unfortunately. [35:51] Um I do apologize it kind of comes to [35:54] council as a a single source again. Um [35:58] it's not ideal for us either, [35:59] unfortunately. We would much prefer to [36:01] to tender. Um, but unfortunately that's [36:05] the case we're in at this point that we [36:06] would have to look for a a single source [36:09] and approval from council to do that to [36:11] replace this drug. [36:14] » Mayor question. [36:16] >> I I think it's clear that staff have [36:19] » I I think it's clear that staff have [36:19] tried for two years, this is the third [36:22] year to bring this matter to a a [36:25] solution, a resolution that would have [36:27] allowed them to to issue tenders. [36:31] Um, it does seem that it is time for [36:35] this truck to be replaced. [36:38] I applaud their efforts to reduce the [36:40] cost from down from 900,000. [36:44] Um, and I look forward to hearing what [36:46] other members of council have to say. [36:51] >> Go ahead, council. Uh yeah, I'm not sure [36:55] » Go ahead, council. Uh yeah, I'm not sure [36:55] what the lifespan general lifespan of a [36:57] large uh pumper truck is, but 27 years [37:00] seems like you've uh it's put in it's [37:02] put in its time. Um it's it's the cost [37:05] of doing business in in an emergency for [37:07] emergency vehicles. Um you have, as you [37:10] said, you brought the cost down from [37:11] what you proposed from previous years. [37:14] Um and then I do um and every every [37:17] other reason you gave it in terms of [37:19] losing accreditation all those ideas [37:21] getting a new truck um is actually for [37:25] benefit for the uh municipality. I don't [37:27] think residents want to see us losing [37:29] our pumper truck and then having to [37:31] depend on the neighboring u [37:33] municipalities to respond when we when [37:35] at this point in time we do have [37:37] response within the municipality. Um, so [37:40] I I I I applaud staff for presenting the [37:43] report the way they did and for coming [37:45] back with a less costly option in the [37:48] works. On top of that, [37:51] >> yeah, I'm in favor of option one. I [37:53] » yeah, I'm in favor of option one. I [37:53] think keeping the gradation is very [37:54] important. Uh, yeah, I'm glad it's [37:57] 645,000 900,000. So, makes it a little [38:01] easier when you say it that way. [38:06] » Yeah. So spending better part of a [38:08] million dollars on a truck, I would want [38:10] to see more information about the fleet [38:14] in general and where we stand with [38:16] respect to what the requirements are [38:20] from the fire um marshall's office. [38:25] Um [38:28] there's some confusion here that I it [38:32] don't isn't it a tanker truck that's it [38:35] >> that we're talking replacing with a [38:38] » that we're talking replacing with a [38:38] pumper tanker which is a much more [38:40] expensive type of vehicle right here you [38:43] worship. So um yes and no. So what we [38:47] currently have is it is a pumper tanker [38:50] um but it's a tanker with a pump on it. [38:53] The one we have, it's a 500 gpm pump on [38:55] it. Uh, which we have always struggled [38:58] with to provide pressures at a fire for [39:01] offloading or mutual aid or automatic [39:04] aid stuff due to just we can't get the [39:07] volume out of that. Um, the replacement [39:10] is a pumper tanker, which is what most [39:12] departments go with now, and it is only [39:14] a,00 gpm pump as opposed to our pumper [39:18] truck, which is a,450 [39:21] gpm pump. uh to meet that standard. So, [39:24] [sighs and gasps] [39:25] it's it's kind of a light truck. It is [39:27] it is a touch different. I will 100% [39:29] admit that. Um and I'm not trying to [39:31] pull the wool over council's eyes. It's [39:33] just that's the new tankers out now. [39:36] They they have a pump on them. It's [39:38] pretty rare to just get to find just a [39:41] straight tanker. And I did look um and [39:44] and there is no just plain tankers. They [39:46] all have a pump on them because they [39:48] need some way to offload under pressure. [39:50] Um they just [39:52] Only in certain situations do we rear [39:54] dump into the truck. The way our system [39:57] is set up in all of our neighboring [39:58] municipalities, uh we have phases of [40:01] water supply, one, two, and three. Phase [40:03] one and two are pressurized um water [40:06] supply to a pumper truck from that [40:09] truck. And then phase three is the only [40:11] one where we would actually dump in [40:13] quarter tanks. Um, but we need that [40:15] pressure to to meet um the requirement [40:18] to get water off that truck uh as [40:20] quickly as we can to the to the pumper [40:22] truck to attack the fire faster. [40:25] Um, did I answer your question? I [40:27] apologize. [40:28] >> Yeah. Yeah. Thanks. Um, didn't we buy a [40:31] » Yeah. Yeah. Thanks. Um, didn't we buy a [40:31] pumper tanker in 2022 and then [40:34] previously in 2017ish? [40:37] >> Uh, no. Through your worship. So in 2016 [40:40] » Uh, no. Through your worship. So in 2016 [40:40] uh the previous chief uh did get a of [40:43] the tanker uh which carries 2500 gallons [40:46] of water. Uh 22 we got a pumper. Um now [40:50] they do carry 1,000 gallons of water on [40:52] it which was a larger capacity uh that [40:55] we got. Um and then the truck we would [40:58] be looking to replace is a tanker with [41:00] 3,000 gallons of water on it. And that's [41:02] what we would be looking to replace it [41:04] with is another truck that carries 3,000 [41:06] gallons. So, we in order for us to do a [41:10] an initial attack on a rural fire, um we [41:13] require that roughly 7,000 gallons up [41:16] front to to slow that fire down. And [41:20] then even after that, we generally call [41:22] in mutual aid uh for another tanker uh [41:26] from a neighboring department to come in [41:27] and get into the the rotation, sometimes [41:31] two more trucks uh depending on the [41:32] scale of the fire. And then we offer [41:34] that same service to the neighboring [41:36] departments through the mutual aid [41:38] program. [41:41] >> Um, another followup, please. Go ahead. [41:44] » Um, another followup, please. Go ahead. [41:44] Wouldn't wouldn't the two trucks we have [41:47] purchased in 2022 and 2016 meet our [41:50] requirements for [41:54] response? Um, [41:58] so there isn't any real sorry through [42:01] your there isn't any real set amount of [42:05] water you have to have to bring to a [42:07] fire. Um, but from experience and doing [42:11] this for almost 20 years now. Um, I mean [42:15] the NFPA1 1901 does speak to apparatus [42:19] and water supply and that sort of stuff. [42:21] It doesn't say you shall have a certain [42:23] amount of water, but uh you shall have [42:25] an adequate amount of water to fight the [42:27] fire. To do a rural fire um even at two [42:31] tanker trucks with the pumper truck at [42:33] 7,000 gallons is generally not enough [42:35] water um to fight the fire and we have [42:38] to bring in um neighboring departments [42:41] from mutual aid. [42:43] Just to explain a little bit further, if [42:45] we were to take one tanker out of [42:47] service and only have one tanker in the [42:49] municipality, we can no longer provide [42:51] mutual aid to a neighboring department [42:53] because we can't release that tanker out [42:55] of our jurisdiction in case we have a [42:57] fire. Once we do that, we can't provide [43:00] mutual aid. So, we can't request mutual [43:02] aid under the mutual aid agreement. [43:05] So, we have a double-edged sword there. [43:08] we lose water as well as we can't ask [43:10] for water technically to come in. Would [43:13] a neighboring department refuse us? I [43:15] don't know, but they could. Um I would [43:18] hope they wouldn't. But under the mutual [43:21] aid plan for Ontario in the agreement, [43:23] it does state you have to be able to [43:24] provide it to ask for it. You have to [43:26] exhaust all of your capabilities first [43:28] before you can request mutual aid from [43:30] the neighboring department. [43:32] >> Could I just ask a clarification please? [43:34] » Could I just ask a clarification please? [43:34] Yes. um 2017 and the 2022. You said they [43:38] had the capability of carrying a water, [43:40] but then you said if we were to remove [43:42] one, we'd be down to one, but those two [43:45] are not the two that we're considering [43:46] to remove. It's another one that we're [43:48] considering removing. [43:49] >> So, would that not still leave us with [43:51] » So, would that not still leave us with [43:51] two tankers? [43:52] >> Uh, no. Your worship. So, the pumper is [43:55] » Uh, no. Your worship. So, the pumper is [43:55] strictly a pumper with water on it. Um, [43:57] it can only pump water out. It can't [43:59] dump water or anything like that. It can [44:00] only pump out what it has on the truck. [44:03] uh where the tankers can do both. They [44:06] can pump it out or they can just dump [44:07] the water into a tank and then carry on. [44:10] Um they are considerably cheaper. Uh in [44:12] cost for this 645, if we were to look at [44:16] replacing that pumper truck right now, [44:18] we would be um and I speak from a [44:20] neighboring department that has done it [44:22] uh just right at the million dollar [44:24] mark. um to replace the pumper with [44:27] 1,000 gallons on it versus the pumper [44:29] tanker with 3,000 gallons and a th00and [44:32] gpm pump at 645. [44:35] So when I say we would lose a tanker, we [44:37] would lose we don't consider the pump [44:41] five to be a tanker at all. It's [44:43] strictly a frontline pumper which is [44:45] required under NFPA and it has to be [44:47] under the 20-year mark to be a frontline [44:49] pumper. Um, and then our two tankers, [44:52] uh, our support vehicles for that pump [44:55] are out of fire. [44:59] » Go ahead, Tiffany. [45:00] >> Um, forgive me if I've missed it [45:02] » Um, forgive me if I've missed it [45:02] somewhere in the in the package, but we [45:05] talked about how this was funded yet. [45:10] » That's why I didn't see that. [45:12] >> Okay. So, [45:12] » Okay. So, [45:12] >> yeah. Um well to fully fund the uh the [45:15] » yeah. Um well to fully fund the uh the [45:15] tanker through our fleet and equip [45:17] reserve uh the estimated transfer to [45:19] this reserve in 2026 would be [45:21] approximately 700,000. Um any remaining [45:25] amounts to be funded uh we we're [45:27] projecting a year-end balance in the [45:29] fleet and equipment reserve this year uh [45:32] estimated to be about 280,527 [45:35] so that could be utilized as well. So [45:38] we're hoping to fund it through reserves [45:40] rather than borrow. [45:42] >> Thank you. [45:45] » Thank you. [45:45] >> So [45:47] » So [45:47] can I ask clarification? [45:50] So if we have 280 in the reserves, [45:54] could we also consider just funding it [45:56] with 400,000 and using the reserves to [45:58] offset the additional cost for the [46:01] tanker? [46:02] >> That's council. [46:03] » That's council. [46:03] >> Yeah, that'll be council discussion. [46:05] » Yeah, that'll be council discussion. [46:05] [clears throat] [46:06] want to know all the options. [46:09] >> Go ahead. [46:09] » Go ahead. [46:09] >> Um, is there a [46:13] » Um, is there a [46:13] the amount of volume you get to keep [46:14] your shuttle in creditation to get lower [46:17] insurance? There are speed involved in [46:18] how much you can dump off first? [46:20] >> Correct. Yeah. So, we would require you [46:23] » Correct. Yeah. So, we would require you [46:23] have to you have to have a pumper and [46:25] two tankers and then even at that we [46:27] have to bring in a third tanker from a [46:29] neighboring municipality to meet the [46:31] accreditation limits. um you have to for [46:35] residential you have to be able to pump [46:36] 200 gallons per minute uh for an hour [46:40] and then commercial um is 400 gallons [46:43] per minute um for an hour without any [46:46] interruptions. You have to be set up in [46:47] under five minutes. The only way to do [46:50] that is to have um the pumper command [46:52] utilize its water, the two tankers dump [46:55] and then the third tanker from a [46:56] neighboring municipality comes in. [46:59] And if I'm not mistaken, that's how um [47:02] the insurance rates are reduced for the [47:04] rural areas. [47:05] >> That's correct. [47:06] » That's correct. [47:06] >> Yes. [47:07] » Yes. [47:07] >> So for clarification, if I may, um so if [47:11] » So for clarification, if I may, um so if [47:12] we if we lost that accreditation, [47:14] obviously [47:16] CO just said the insurance rates would [47:18] go up for the people in the rural area. [47:22] >> Uh would it not affect the people in the [47:24] » Uh would it not affect the people in the [47:24] village as well [47:27] >> because of the fire hydrants? Probably [47:28] » because of the fire hydrants? Probably [47:28] not. answer your not not so much in the [47:31] the rural village now because we only uh [47:34] can offer 500 gallons per minute from [47:37] our hydrants. That's our max flow. Uh we [47:39] do utilize our tankers in town as well. [47:42] Um but it is more the rural residents [47:45] that receive the the reduction. Now I do [47:48] know there is some people in town uh [47:50] that have um called my assistant Jenny [47:53] and and asked for the accredititation [47:55] number and stuff too to use it for their [47:57] insurance. Uh so there may be people in [47:59] town that are utilizing as well, but we [48:00] have had several callins for the for the [48:02] residential people that are uh [48:04] benefiting from it and and some people [48:06] are saying they've received a 15% or [48:10] more decrease in their own service. Go [48:13] ahead, Miss B. [48:14] >> If council chooses to proceed with this [48:15] » If council chooses to proceed with this [48:16] purchase, it might be a good idea to [48:18] repost that on our Facebook page so that [48:20] people are aware of the of the [48:22] opportunity um kind of those together. [48:25] So yeah. So, for clarification, if I'm [48:28] Oh, sorry. Go ahead, council. You go [48:30] ahead and ask your question. [48:31] >> Um, I've got to think there's a less [48:34] » Um, I've got to think there's a less [48:34] costly option to replace the existing [48:38] 27y old truck with something more [48:41] uh comparable to that, which is just a [48:43] tanker with a pump for maybe half the [48:46] cost. Wouldn't there be [48:49] >> through your I haven't been able to find [48:51] » through your I haven't been able to find [48:51] anything. That's the the cheapest truck [48:53] I have found. But I even looked um for [48:56] used vehicles and stuff. Uh anything [48:58] used was basically in the same condition [49:01] as this. Somebody already taken it out [49:02] of service. Um [49:06] yeah, I I honestly I I had no luck [49:09] finding anything other than this. This [49:11] is kind of the the new tanker. They have [49:13] a they have a pump on them. And I even I [49:15] looked at all our neighboring [49:16] municipalities, what they're running. [49:18] They're all running the exact same type [49:20] of vehicle. Um, and it's that capability [49:23] to pressurize that water coming off that [49:26] truck to be able to to get it to the the [49:28] pumper be, you know, if it's a we we see [49:31] laneways that are half a kilometer long [49:33] and we have to move water from the [49:34] roadway up to the to the house. Um, and [49:37] we have to do that under pressure. So, [49:39] we're not having enough apparatus to to [49:42] do that. Uh because the pumper has to be [49:44] up at the fire and then we have to [49:46] utilize those tankers down the road [49:48] pressurizing the water up to the to the [49:50] pumper to fight the fire. um just uh [49:53] even if I if I could find just a basic [49:55] tanker, we would struggle because then [49:57] we would have to take the other pumper [49:59] tanker we currently have and it would [50:01] have to sit in the road and pump and we [50:03] would then be down another truck again. [50:07] [clears throat] [50:08] >> Go ahead, counselor. [50:09] » Go ahead, counselor. [50:09] >> Yeah, my position is um we do the option [50:12] » Yeah, my position is um we do the option [50:12] that uh keeps our service seamless uh [50:15] what our current service is. Um it's [50:18] it's an emergency vehicle and it's uh [50:20] something that has to be able to [50:22] withstand pretty rough driving. Um it's [50:24] not going to be cheap. Um and and like I [50:26] said, staff has brought the cost down. [50:28] It's a service I think our residents uh [50:32] hazard to say our residents want to want [50:34] to keep. I don't think people in the [50:35] rural areas want to see their insurance [50:37] go up either. Um I I said I think it's [50:40] well explained in in the report. It's it [50:42] when you're dealing with such a small [50:44] fleet, you're when one goal is you're [50:46] going to have to replace one of them. [50:47] That's just um that's that's going to be [50:48] how it is. So I I I still support this. [50:52] Go ahead, counselor. [50:54] >> So my opinion is we should be going out [50:56] » So my opinion is we should be going out [50:56] to tender for something comparable to uh [51:00] what we have now in order to reduce this [51:04] cost. This is this is too much to bear [51:07] right now for this municipality and [51:10] we're trying to [51:11] repair infrastructure. [51:14] Um, [51:16] so the question is we would have we [51:18] would then have three pumper tankers if [51:21] we bought this one, right? [51:23] >> No, two two pumper tankers, one pumper. [51:27] » No, two two pumper tankers, one pumper. [51:27] [clears throat] [51:28] >> And which one is the pumper? The 2016 or [51:30] » And which one is the pumper? The 2016 or [51:30] the 2022? [51:34] >> And what do our surrounding [51:35] » And what do our surrounding [51:36] municipalities have in general compared [51:38] to that? [51:40] Um, so North Grumble has three pumper [51:44] tankers, uh, two pumpers, [51:47] um, Lizardtown Kitley has three pumper [51:50] tankers, [51:52] um, three pumpers because they have [51:55] three stations as well as their rescues. [51:57] Actually, Liztown Kitley has four um, [52:00] pumper tankers because they would lease [52:01] us the one that's just spare. Um well I [52:06] all all the municipalities even um I [52:09] hope this doesn't come in wrong um front [52:11] of Young being a smaller municipality [52:12] they they also have two comfort hangers [52:15] as well. Um [52:17] yeah it's it is common practice um [52:20] across the board. We're we're on the low [52:22] end only having two for our service [52:25] area. [52:27] >> Yeah. So I stand by my suggestion that [52:30] » Yeah. So I stand by my suggestion that [52:30] we should be going to tender for [52:33] something comparable to what we have [52:34] that will maintain the service level [52:37] rather than increase. [52:38] >> Thank you deputy mayor. [52:40] » Thank you deputy mayor. [52:40] >> And and what does a time frame look like [52:42] » And and what does a time frame look like [52:42] for going to tender? What's the impact [52:45] on our operations? [52:47] >> Uh so if we went to tender uh sorry [52:50] » Uh so if we went to tender uh sorry [52:50] through your worship if we went to [52:52] tender um to have a truck basically [52:54] custom built is is what I'm I'm hearing. [52:57] Um we're probably in the neighborhood of [52:59] 5 to 600 days uh for delivery days. [53:03] Yeah. Um yeah. So better part of two [53:07] years for delivery. Um [53:12] if we went to tender and looked for [53:14] something immediately, we would [53:16] the people that have what we've looked [53:18] at right now would be bidding on it [53:20] essentially. Um, and the pumper tankers [53:23] we've looked at right now ranged from [53:24] the 645 [53:26] right up to 780,000. [53:29] Um, that's the range I've been in. Um, [53:32] and and stat, but they're looking to [53:35] utilize the very bottom end of that [53:37] scale. So, we haven't asked for any [53:39] fancy stuff or anything like that. Um, I [53:42] reached out to a handful of suppliers uh [53:47] and only have two that have anything [53:49] available. Um, and that was the that was [53:52] the price range. Uh, 645 to to 780. Um, [53:57] but yeah, we would be looking at [54:00] at that point if we went to tenor like [54:02] that, we would have to try and move into [54:04] an automatic date agreements with all [54:06] the neighboring departments. Um, and [54:08] when I looked that up, I think that [54:10] equated to those trucks responding to [54:12] roughly um, 65% of our calls a year at [54:17] $585 an hour as soon as the tone goes [54:21] off until that truck returns to their [54:23] station. So just to say the list Kayley [54:27] responded here and went back, we'd be [54:29] looking at a minimum of two hours. So [54:32] every call for us would be a a th00and [54:35] the $1,200 bill roughly for every call [54:38] um that we go to because anything that [54:40] has the potential of fire we would need [54:42] a truck rolling right away for that [54:44] scene. So we wouldn't have time to wait. [54:46] So they would have to as soon as we get [54:47] a call they would have to go into uh [54:50] they'd have to respond immediately. [54:53] I I would make the observation that [54:55] given the timeline for tender and [54:58] doesn't sound realistic that we find a [55:00] less expensive option um I would [55:03] continue to support option number one so [55:07] that we can maintain the level of [55:09] service for our residents. [55:12] >> Uh chief if I may just for clarification [55:15] » Uh chief if I may just for clarification [55:15] uh for tender could we not put a tender [55:18] out for a ready build? [55:20] Um, yes, the worst that we could. Um, [55:24] but I' I've scoured everywhere and the [55:26] only ready builds are what I've brought [55:28] to council and this is the cheapest one [55:30] of of those options. [55:31] >> And the reason why I'm asking is just [55:32] » And the reason why I'm asking is just [55:32] for cl uh for clarity being upfront [55:35] because there are there's a procurement [55:37] process that we need to follow and we [55:39] have to follow those guidelines to make [55:41] sure we're not putting the municipality [55:42] in a position of liable. Uh so [55:47] having already reached out and had [55:49] conversations with the providers, did [55:52] they provide you any documentation that [55:55] lists the specifics of the vehicle and [55:57] the cost? [55:58] >> Yes. [55:59] » Yes. [55:59] >> And did we supply that to council? [56:02] » And did we supply that to council? [56:02] >> Uh I I did not your worship. So they um [56:05] » Uh I I did not your worship. So they um [56:05] when I reached they they're they give [56:08] you a budgetary number um but they won't [56:11] commit to a price um when they go to [56:15] tender because [56:17] >> understandable they could have put an [56:19] » understandable they could have put an [56:19] expression of interest in [56:21] >> could we have not and just so we would [56:23] » could we have not and just so we would [56:23] get an idea of the cost. [56:25] >> So through your version I I did discuss [56:27] » So through your version I I did discuss [56:27] that with them. We we could have done [56:28] that. It was just the kind of the short [56:30] time frame with it being around [56:31] Christmas and stuff and and staffing at [56:34] the these places. I've struggled to get [56:36] a lot of stuff back from them [56:37] unfortunately. Um and I literally had [56:40] one person uh call me back um on Friday [56:43] um with the price which unfortunately [56:45] was the 780 so it wasn't realistic [56:47] anyhow. Um but I do have documents as to [56:50] the specs on the vehicle. All three [56:53] vehicles available are the exact same [56:55] vehicle. Um, the only difference is the [56:59] top end truck, sorry, not even the top [57:01] end truck, the mid price truck, um, [57:04] holds 600 gallons more water. Um, but it [57:07] was $100,000 more than the other one. [57:10] So, it was pretty hard to justify [57:12] 100,000 for 600 gallons of water. [57:15] >> But they're identical cabs and [57:18] » But they're identical cabs and [57:18] everything's the exact same. Um, the [57:20] only difference is three different water [57:22] amounts. The low range one is 3,000 [57:25] gallons. The mid-range is 2500 gallon or [57:28] sorry mid-range is 3600 and the top [57:30] range is 2500. [57:32] Um that was the only difference. Um and [57:35] again I would love to tender. Um I just [57:38] don't see that we have the time frame to [57:40] safely do it. [57:41] >> Go ahead. Uh something that sticks in my [57:44] » Go ahead. Uh something that sticks in my [57:44] memory from the uh asset management [57:47] presentation from Watson and Associates [57:49] was 2027 and $2 million to replace the [57:53] uh the ladder truck. [57:57] So I mean is the plan to replace both of [58:00] these now through your worship. So I am [58:04] working with a couple of different [58:06] companies just to get reports back on [58:07] aerial truck. Um, [58:10] I don't want to say yes or no, but I [58:12] don't believe that truck would need to [58:14] be replaced at that date. Um, shown on [58:17] the thing. Um, it's no longer a [58:20] frontline pump truck. It's a aerial [58:22] truck with a pump on it. Uh so from what [58:26] I have learned so far, as long as the [58:29] aerial device um passes its annual [58:32] inspections and the truck passes its [58:33] annual inspections, its life cycle can [58:35] be extended past the recommendation of [58:39] Watson Associates. [58:42] >> Clarification, Chief, as well along that [58:44] » Clarification, Chief, as well along that [58:44] line. So if we were to uh find ourselves [58:47] in a situation because uh we're a [58:51] municipality of uh minimal means and we [58:54] we face a daunting task. Everybody knows [58:57] that. Don't need to dive into the pool. [58:59] [sighs] [58:59] Uh [59:01] but it's my understanding that we can [59:04] also have the truck assessed and do the [59:08] work necessary to have it reertified. [59:11] And I think the reertification can be up [59:14] to five years saying that you know if we [59:18] don't happen to meet um the requirement [59:22] putting repair work in and value um [59:27] versus time [59:29] uh you know is that an option? [59:33] >> Sorry. So you're you're talking about [59:35] » Sorry. So you're you're talking about [59:35] the aerial check though [59:36] >> any one of our vehicles. So, I mean, [59:38] » any one of our vehicles. So, I mean, [59:38] some vehicles, you know, if we were to [59:41] put in a certain amount, like putting in [59:42] 10,000 or 15,000 or $20,000 worth of [59:45] work [59:46] >> to extend the life of that vehicle for 5 [59:48] » to extend the life of that vehicle for 5 [59:48] years versus spending one or 1.2 or $2 [59:51] million [59:52] >> given the challenges that we have within [59:55] » given the challenges that we have within [59:55] the municipality and all the needs. Um, [59:59] my understanding that that avenue is [1:00:02] available should it be of interest for [1:00:05] council to move that way. Is that [1:00:06] correct or incorrect? [1:00:08] >> Uh, yes, absolutely. There are aspects [1:00:10] » Uh, yes, absolutely. There are aspects [1:00:10] of that are correct. Um, and I and I [1:00:12] reached out, it's in the report here for [1:00:15] the tender truck to see if that was a [1:00:16] viable option to replace the frame rails [1:00:19] and everything. Um, unfortunately, the [1:00:21] the largest company that does this is in [1:00:23] Missaga. They wouldn't even um bid on [1:00:27] doing it. They said they have done it in [1:00:29] the past a couple years ago and by the [1:00:31] time they were done it was almost the [1:00:32] price of a do truck again because [1:00:35] everything's in the same condition on [1:00:36] the truck. Um, but I do know City of [1:00:39] Toronto at about the seven or eight year [1:00:41] mark of a of a fleet vehicles life [1:00:44] cycle, it goes into this company and [1:00:46] they do basically a refurbishing truck. [1:00:48] >> Um, that equates to generally around 125 [1:00:52] » Um, that equates to generally around 125 [1:00:52] to 150,000. Um, but it does extend the [1:00:57] life cycle of that vehicle. [1:00:58] >> Yeah. [1:00:59] » Yeah. [1:00:59] >> And I wasn't being uh specific to any [1:01:02] » And I wasn't being uh specific to any [1:01:02] vehicle. [1:01:03] >> I was just putting it out there as we're [1:01:06] » I was just putting it out there as we're [1:01:06] moving forward and understand the [1:01:08] challenges that we're that we're going [1:01:10] to have to face uh over the next uh you [1:01:13] know two or three terms of council. um [1:01:17] perhaps intervening [1:01:20] uh with [1:01:23] that approach rather than allowing it to [1:01:26] get to a point where the frame is [1:01:28] completely rotten. [1:01:29] >> So I mean I'm uh in the industry that I [1:01:32] » So I mean I'm uh in the industry that I [1:01:32] worked in, we did that. We used to send [1:01:35] uh hundreds of vehicles out for [1:01:37] refurbish versus the replacement costs. [1:01:41] So refurbishing is expensive but a lot [1:01:44] cheaper than uh replacement. But we used [1:01:47] to set a marker when a vehicle reached a [1:01:52] certain status [1:01:54] uh that we would send it out then rather [1:01:57] than waiting for the frame to completely [1:01:58] rot and then have no option but to go [1:02:01] with the new option. So, is that [1:02:03] something that uh the fire department [1:02:06] could start to consider to help [1:02:09] alleviate some of the pressures that [1:02:10] we're facing? [1:02:12] Absolutely. And we've also uh started a [1:02:15] new um truck committee. Um my deputy [1:02:19] who's a licensed mechanic is the head of [1:02:21] that committee and and that's kind of [1:02:22] their their job boarding forward is um [1:02:25] fleet inspections more regularly, uh [1:02:28] maintenance recommendations and stuff [1:02:30] like that to keep their fleet [1:02:32] Yeah. Go ahead. Finish up, Chief. [1:02:34] >> Yeah. Just just to keep the fleet in [1:02:35] » Yeah. Just just to keep the fleet in [1:02:35] good repair and and to make those [1:02:37] recommendations that that extend the [1:02:38] life cycles of the vehicles. [1:02:40] >> Yeah. So, and and when and as that moves [1:02:42] » Yeah. So, and and when and as that moves [1:02:42] forward, I think it's a good idea, but [1:02:45] we have to have a ensure that council [1:02:47] has a full understanding that, you know, [1:02:50] there's a certain point in time when a [1:02:52] vehicle needs to have intervention. Uh [1:02:55] otherwise, you're facing a a larger [1:02:58] >> challenge. Go ahead. Yes, [1:02:59] » challenge. Go ahead. Yes, [1:02:59] >> I think it was recommended that we do a [1:03:01] » I think it was recommended that we do a [1:03:01] fire master plan and all those things we [1:03:03] be incorporated into the fire master [1:03:05] plan and that was one of the things that [1:03:07] we had incorporated into the proposed [1:03:09] budget for 2026. [1:03:10] >> I just had music go off in my ears. I've [1:03:12] » I just had music go off in my ears. I've [1:03:12] been talking about fire master plan for [1:03:14] years. I think it's a very valuable [1:03:18] uh process to to get involved in because [1:03:21] it it gives us uh advanced notice on [1:03:25] what expectations are. [1:03:28] So, uh, one more question and I forgot [1:03:32] what it was now. Um, [1:03:35] oh, the vehicle. So, this vehicle that [1:03:38] you're talking about that's ready today, [1:03:41] is it exactly what you need [1:03:45] or will there be a secondary ask? And [1:03:47] the reason why I ask is that we done [1:03:49] that in 2022. [1:03:51] We were in a position where it was an [1:03:52] emergency. We need to source a new [1:03:54] vehicle. we got the new vehicle and then [1:03:57] after we got the new vehicle there was [1:04:00] uh other requirements that the vehicle [1:04:02] didn't have so we supported it uh [1:04:05] shelving so on and so forth which wasn't [1:04:07] an extended amount of money [1:04:11] should council decide this is the way to [1:04:13] go [1:04:15] are you saying that this vehicle when it [1:04:18] arrives as is [1:04:22] sufficient enough [1:04:24] and will fulfill the role needed for the [1:04:26] miss valley without an extra task. [1:04:30] >> Oh yeah, through your worship. The only [1:04:33] » Oh yeah, through your worship. The only [1:04:33] extra thing and I don't even think it is [1:04:35] a requirement. I think it's generally [1:04:37] it's covering the price would be [1:04:39] lettering the vehicle. Um and just a [1:04:42] switch over of the radio from the [1:04:45] previous vehicle to that vehicle, which [1:04:47] equates to couple hundred maybe. Um but [1:04:51] other than that, everything else is on [1:04:53] the vehicle. the specs show it own tank [1:04:56] all that stuff and then hose all that [1:04:58] stuff with current truck and just be [1:05:01] moved over to that truck. Um and being a [1:05:03] tanker it doesn't have shelving. It just [1:05:05] added the rollup doors at the bottom so [1:05:08] it wouldn't require any any additional [1:05:10] stuff. It it comes um fully ready to go. [1:05:13] The only change and and I added that in [1:05:15] here um is um it has to have its um [1:05:19] inspection UL inspection done um and [1:05:23] then tax and the delivery I think is [1:05:25] kind of tied in with it or whatever. But [1:05:27] worst case scenario we'll go and throw [1:05:29] it back if they have to. But there there [1:05:31] would be no extra ass. I've had my [1:05:33] deputy go through the uh the proposal [1:05:35] from them and the truck specs and then [1:05:37] it comes with everything we need. Um the [1:05:40] only extra stuff like I said might be [1:05:42] lettering if it's not included the [1:05:44] vehicle transfer of the plates and uh [1:05:47] the radio and we're going to utilize [1:05:49] everything else from that other tanker [1:05:52] just to move over to the new one if if [1:05:53] that's the decision council. [1:05:55] >> Yeah. No, I just and I just asked [1:05:57] » Yeah. No, I just and I just asked [1:05:57] because I remember in 2022 it was, you [1:06:00] know, a truck that was, you know, ready [1:06:02] to go and everybody was excited about [1:06:04] it, but after we received it, then [1:06:05] council, you know, was asked again to [1:06:08] supply another 25,000 for shelving and I [1:06:10] think there was a few more asks. So, you [1:06:13] know, [1:06:15] you know, [clears throat] I'm [1:06:17] understanding that you're happy with [1:06:19] this [1:06:21] and my understanding is that [1:06:25] it's going to meet the requirements [1:06:26] without extra asks. Correct. [1:06:30] >> Okay. Just wanted clarification on that. [1:06:33] » Okay. Just wanted clarification on that. [1:06:33] So, is there any other questions or [1:06:35] comments? [1:06:40] None. Okay. So I guess we'll call the [1:06:42] vote on option one [1:06:47] and that is carried. [1:06:51] All those opposed. [1:06:59] » Going to go on to communication up [1:07:01] equipment update that the council of the [1:07:03] corporation of the village of Miracle [1:07:04] Wolf received for information report [1:07:06] regarding communication equipment [1:07:07] upgrade. I just [1:11:46] noticed that the date of the the event [1:11:49] was October 10th. So, are they actually [1:11:50] looking for a refund? [1:11:52] >> It was very confusing for staff as well. [1:12:11] I think they have in the past whether it [1:12:14] was an oversight or not, but it was [1:12:16] their um impression that they would be [1:12:20] although they would like to. [1:12:24] » Any other comments or questions from [1:12:25] members? [1:12:27] Go ahead, councelor. um generally not [1:12:29] against uh providing the community [1:12:32] center free of charge, but it's kind of [1:12:35] irregular to come to us for a refund [1:12:37] after the fact. So, I think it should [1:12:39] have been agreed to upfront. [1:12:42] So, I'm kind of leaning against [1:12:44] approving particular request, but I'll [1:12:49] go with whatever council wants to do, [1:12:50] I'm assuming. [1:12:53] Um we don't have any history on that, [1:12:55] Miss Pman. So, I don't ever really [1:12:58] recall them ever having a Thanksgiving [1:13:00] dinner at the community center. [1:13:05] >> This is going back and forth uh with [1:13:07] » This is going back and forth uh with [1:13:07] staff because [1:13:09] the one document said 2025 and the one [1:13:12] said for 2022 [1:13:14] and um [1:13:17] they provided something in a [1:13:21] email that wasn't really consistent. [1:13:23] >> Mhm. And so it it was difficult for us [1:13:26] » Mhm. And so it it was difficult for us [1:13:26] to make that decision, [1:13:29] but uh it's totally up to council. I [1:13:31] mean, what's [1:13:32] >> I know we do supply it for free for the [1:13:35] » I know we do supply it for free for the [1:13:35] public school. [1:13:36] >> Yeah. [1:13:37] » Yeah. [1:13:37] >> And we've have a history with that. So [1:13:41] » And we've have a history with that. So [1:13:41] >> whatever council would like to do. [1:13:43] » whatever council would like to do. [1:13:43] >> Yes. $100. So, um, just by show of hands [1:13:48] » Yes. $100. So, um, just by show of hands [1:13:48] for option A, unless you had another [1:13:50] question, mayor, [1:13:51] >> just just to respect councelor Ireland's [1:13:54] » just just to respect councelor Ireland's [1:13:54] concern, um, in the future, we'll [1:13:58] approve it in advance [1:14:00] >> as opposed to [1:14:01] » as opposed to [1:14:01] >> after the fact. And if we have, as you [1:14:04] » after the fact. And if we have, as you [1:14:04] point out, a history doing the same for [1:14:06] the public school, then seems only fair. [1:14:09] >> Yeah. [1:14:09] » Yeah. [1:14:09] >> Yeah. [1:14:10] » Yeah. [1:14:10] >> So, I'm I'm sure that you've relayed [1:14:12] » So, I'm I'm sure that you've relayed [1:14:12] that message to them. they need to ask [1:14:14] in advance. Yeah. So, [1:14:15] >> so, uh, just with a a show of hands for [1:14:18] » so, uh, just with a a show of hands for [1:14:18] option B, uh, A, so we get a feel of [1:14:21] what, uh, we're going to fill the blank [1:14:22] in with. [1:14:24] >> Okay. So, no need to call on option B. [1:14:27] » Okay. So, no need to call on option B. [1:14:27] So, option A would be it. So, we're [1:14:29] going to call vote. If there's no [1:14:31] further comments or questions, we'll [1:14:33] call vote on option A for the refund. [1:14:35] All those in favor? Carried. Thank you. [1:14:39] Uh, update signage request. Hilda [1:14:41] Seagull that the council of the [1:14:43] corporation of the village of [1:14:44] Merrickville Wolf received for [1:14:45] information letter from Hilda Seagull [1:14:46] regarding the updating of business [1:14:49] signage on the north side of the village [1:14:51] and further that council does hereby [1:14:52] direct staff to look into the [1:14:54] possibility of updating the signage and [1:14:56] bring any further approvals back to a [1:14:59] future council meeting if required. May [1:15:01] I have a mover, please? [1:15:02] >> I'll move. [1:15:04] » I'll move. [1:15:04] >> Thank you. In a second, please. [1:15:06] » Thank you. In a second, please. [1:15:06] >> Thank you. Uh, Miss Pullman, do you want [1:15:09] » Thank you. Uh, Miss Pullman, do you want [1:15:09] to fill us in a little bit on this, but [1:15:11] this request is [1:15:14] coming from because I have I have a [1:15:15] little bit of a history with that and [1:15:17] I'm was kind of confused why it came. [1:15:20] >> Well, um, she dropped off the [1:15:22] » Well, um, she dropped off the [1:15:22] correspondence. Um, I think whether it [1:15:25] was intended for the the council meeting [1:15:27] or the priority setting exercise, it's [1:15:30] just for to have council consider [1:15:32] whether they're going to have signage or [1:15:33] not, I believe, or updated signage. [1:15:38] So, [1:15:40] >> I don't think there's any specific [1:15:42] » I don't think there's any specific [1:15:42] request. It's just a [1:15:45] they'd like to have [1:15:46] >> Yeah. Okay. Go ahead, Deb. [1:15:48] » Yeah. Okay. Go ahead, Deb. [1:15:48] >> Um, well, the the request is that the [1:15:51] » Um, well, the the request is that the [1:15:51] signs be updated so that they properly [1:15:54] indicate the businesses currently [1:15:56] located on on the north side. Um, [1:16:01] so our sign bylaw describes these [1:16:04] fingerpointing [1:16:05] signs and each business is to purchase [1:16:09] their own [1:16:10] >> um and then is mounted on the post by [1:16:14] » um and then is mounted on the post by [1:16:14] either municipal staff or someone hired [1:16:18] to do it. So it is and I know that this [1:16:20] is a matter of some question within [1:16:23] members of the chamber of commerce [1:16:26] because the bylaw also [1:16:28] uh specifies a single company from which [1:16:31] they can purchase the signs themselves [1:16:34] and that that company does not appear to [1:16:36] be in business any longer. So there's um [1:16:39] there's a number of businesses on the [1:16:41] north side also on on the south side of [1:16:43] the river that would like to have some [1:16:46] kind of update to the sign bylaw or uh [1:16:50] or an exemption from the requirements of [1:16:52] the sign bylaw so that they could go out [1:16:56] and purchase a sign a finger sign and [1:16:58] have it mounted on on that post or and [1:17:02] other posts as well. [1:17:04] >> Any comments questions from members? [1:17:08] » Any comments questions from members? [1:17:08] So, I'll just provide a counsel with uh [1:17:11] for what I know. And um the polls were [1:17:15] originally put in by the foundry and the [1:17:18] foundry is still an active business. So, [1:17:20] they're still supplying and they supply [1:17:21] to multiple municipalities uh in our [1:17:24] surrounding area. Um and it was uh Carl [1:17:30] that [1:17:31] supplied all the poles and it was Carl [1:17:34] that did all the maintenance on it. So [1:17:36] Carl would update uh the signage and the [1:17:39] deputy mayor's correct. A business would [1:17:41] ask for it and it would be produced and [1:17:43] they would pay it. So there was no cost [1:17:44] to the municipality. My understanding [1:17:46] was it would just fell under the [1:17:49] municipal's insurance. So I don't know [1:17:52] is Carl still managing those? Is he [1:17:55] changing them? I know he's been trying [1:17:56] to get a hold of us to figure out what's [1:17:58] going on because he's knocked on my door [1:18:01] a few times asking me. Uh so I've [1:18:04] directed him where he needed to go but [1:18:06] and this and this and then this request [1:18:09] comes in from Hilda. So I don't know uh [1:18:15] what the position or what's happening [1:18:17] because uh it used to be maintained by [1:18:21] Carl [1:18:22] >> and he would take the old side down and [1:18:24] » and he would take the old side down and [1:18:24] put the new signs up. So, and he [1:18:26] supplied all the poles at free at no [1:18:28] cost and he did all the maintenance at [1:18:30] no cost and he did all the installations [1:18:33] at no cost. And my understanding is he's [1:18:36] still in business and the business have [1:18:38] been contacting him to get the signs, [1:18:40] but he [1:18:43] didn't have direction on what he could [1:18:44] do or what he couldn't do. So, there was [1:18:47] a bit of a confusion. Is there some way [1:18:48] that we could clear that up so that we [1:18:51] could provide some updated information [1:18:53] not only to the public but to council [1:18:55] because I think it's an opportunity [1:18:58] uh having a 1800 founded here still [1:19:00] producing [1:19:02] u material [1:19:04] uh you know it goes with uh it goes with [1:19:08] the history of the village and it goes [1:19:09] with uh the reason why people come here [1:19:12] the draw and it would be an amazing part [1:19:14] in my mind amazing part of the story [1:19:17] that uh people are asking, well, those [1:19:19] are beautiful signs. Where are they [1:19:21] made? Oh, they're right there still. Um, [1:19:24] >> so was the municipality just the [1:19:26] » so was the municipality just the [1:19:26] gobetween or [1:19:27] >> that was my understanding. It it was it [1:19:29] » that was my understanding. It it was it [1:19:29] was done through the chamber many many [1:19:31] years ago and Carl was on the chamber. [1:19:33] He used to be the president of the [1:19:34] chamber at some at some point and it was [1:19:38] request from shopkeepers [1:19:41] that there would be some kind of a [1:19:44] sign opportunity put out. So Carl built [1:19:47] and supplied all the poles for free and [1:19:50] did all the maintenance for free. The [1:19:52] only cost was to the store or the shop [1:19:58] business. They would pay the $250 for [1:20:00] the sign. That was my understanding. But [1:20:03] I think a little bit more clarity on [1:20:05] what's happening and [1:20:06] >> what's going on is probably required. [1:20:08] » what's going on is probably required. [1:20:08] And we do need to start to celebrate [1:20:10] >> the north side. There are growing [1:20:12] » the north side. There are growing [1:20:12] businesses over there. And I noticed [1:20:14] that there's a lot of signs that are [1:20:15] outdated. There's some business haven't [1:20:17] been here for years. So, might be an [1:20:20] opportunity to refresh that. [1:20:23] >> Okay. Say who does what and how to do [1:20:25] » Okay. Say who does what and how to do [1:20:26] it. Okay. [1:20:26] >> If we could get it clear, it's a little [1:20:28] » If we could get it clear, it's a little [1:20:28] clarification would be nice. Thank you. [1:20:29] Go ahead, Deputy Mayor. [1:20:31] >> Yeah. Just as a a response to the [1:20:33] » Yeah. Just as a a response to the [1:20:34] business owners who have signed this [1:20:35] letter, we can certainly say that the [1:20:37] cost of the signs is is on the business [1:20:42] owner. Mhm. Okay. [1:20:44] >> Yeah. I think they uh from what I [1:20:46] » Yeah. I think they uh from what I [1:20:46] understand, they they understand that [1:20:48] they understand that they have to pay [1:20:49] and they have no concerns about paying. [1:20:51] They just we're trying to get their [1:20:53] signs up. That's that was all pretty [1:20:55] much what I understood. [1:20:58] >> Okay. I'll see what I can do. [1:21:00] » Okay. I'll see what I can do. [1:21:00] >> Appreciate that. Thank you very much. [1:21:01] » Appreciate that. Thank you very much. [1:21:01] So, um there's no further comments or [1:21:04] questions. I'll call the vote. All in [1:21:05] favor? [1:21:06] >> What are we voting on? [1:21:07] » What are we voting on? [1:21:07] >> Well, just uh we're receiving the [1:21:08] » Well, just uh we're receiving the [1:21:08] letter. [1:21:09] >> Uh it doesn't say that. It does hereby [1:21:11] » Uh it doesn't say that. It does hereby [1:21:11] direct staff to look into the [1:21:12] possibility of updating the signage and [1:21:13] bring any further approvals back to [1:21:15] future council meeting if required. [1:21:18] >> So [1:21:20] » So [1:21:20] I was okay with just receiving the [1:21:21] letter [1:21:22] >> and then you can direct it [1:21:24] » and then you can direct it [1:21:24] >> to try to determine. [1:21:26] » to try to determine. [1:21:26] >> So we going to do an amendment on this [1:21:29] » So we going to do an amendment on this [1:21:29] >> a friendly amendment. Friendly [1:21:30] » a friendly amendment. Friendly [1:21:30] amendment. Yeah. [1:21:31] >> That uh [1:21:35] » That uh [1:21:35] >> so and further that council does hereby [1:21:37] » so and further that council does hereby [1:21:37] direct staff to look into the [1:21:38] possibilities. Yeah. [1:21:40] >> And to bring back at a future council [1:21:42] » And to bring back at a future council [1:21:42] meeting. [1:21:43] >> Yeah, that's what it does. [1:21:44] » Yeah, that's what it does. [1:21:44] >> Does that would that meet your [1:21:46] » Does that would that meet your [1:21:46] requirement? [1:21:47] >> Yeah. And if the side is like it's and [1:21:49] » Yeah. And if the side is like it's and [1:21:49] it's not unique to the north side [1:21:51] because as as Deputy Mayor Ber said, [1:21:53] it's just businesses in general. Uh so [1:21:55] just bring an update on what Okay. [1:21:57] >> The the previous practice wasn't it um [1:22:00] » The the previous practice wasn't it um [1:22:00] >> what's going on. [1:22:02] » what's going on. [1:22:02] >> Yeah. All the sign there's a lot of [1:22:04] » Yeah. All the sign there's a lot of [1:22:04] signs that need to be updated. So [1:22:06] further council does hereby direct staff [1:22:07] to look into the possibilities and bring [1:22:10] back any further uh information uh to a [1:22:14] future council meeting. [1:22:16] >> Okay. [1:22:17] » Okay. [1:22:17] >> Is everybody comfortable with that? [1:22:20] » Is everybody comfortable with that? [1:22:20] >> Okay. So we'll call the vote on the [1:22:21] » Okay. So we'll call the vote on the [1:22:21] friendly amendment. All those in favor? [1:22:24] Carried. [1:22:26] Uh new businesses, announcements, [1:22:29] statements by members. Does any member [1:22:31] have an announcement or statement? [1:22:36] Go ahead, council or deputy mayor. [1:22:38] Sorry. Um, the RO Valley [1:22:47] Conservation Authority received support [1:22:50] from 12 of their 18 municipal [1:22:52] municipalities. in terms of passing a [1:22:55] motion supporting the uh opposition to [1:22:59] the proposed mergers and amalgamations. [1:23:04] » Any other announcements or Miss [1:23:06] Plumbley? Are we able to make any [1:23:08] announcement on the [1:23:11] update that we got the thing for the the [1:23:14] BB boxes? [1:23:16] >> Oh, certainly. Uh I believe Julia, you [1:23:20] » Oh, certainly. Uh I believe Julia, you [1:23:20] put it on the website. [1:23:21] >> It's on the website. So, um, [1:23:36] in the short term, we still have to [1:23:37] deliver the, uh, the, uh, recycle to the [1:23:41] landfill, but within the next couple of [1:23:43] months, uh, that's going to be picked up [1:23:46] by the province, and we're going to [1:23:47] have, uh, garbage and blue box [1:23:49] throughout the whole municipality, which [1:23:51] is great news cuz it was looking like we [1:23:53] weren't going to have it until 2030 or [1:23:55] 2031, but, uh, staff worked diligently [1:23:59] with the province and the province moved [1:24:01] forward on it. So, it's exciting news [1:24:03] and uh I'm sure our residents will be [1:24:06] extremely happy. We'll get blue box [1:24:09] recycling and garbage right at the [1:24:11] driveway.
