We're going to start off with opening public comment. You have three minutes. [0:13] Probably not Dean Gallo from Sun City. I'm sure you're not happy to see me on tech. I'm not happy to be here either. However, I'm going to direct my question in to Mr. Parrish. It's to Mr. Parrish. I have to look at you, but Parrish is sitting right there. Yeah, really funny. [0:30] I'm going to make this really easy for you. [0:34] Hold on one sec. Sorry, Dean. [0:36] You. [0:37] Great. Let me keep going. [0:39] Okay. Go ahead. Can't come in. [0:41] You're good. [0:42] Let's get an agreement between me and parish. [0:45] You don't use Councilwoman Gallo as a messenger [0:50] to bring BS to her. [0:54] And I won't call you out at Council. [0:58] That should be fair. [0:59] What you did was wrong. [1:01] And I'd like to address a couple of BS things that you said because you got to be [1:04] man enough to talk to me. I'm manning up to be here. I don't think so. You brought [1:11] up some very BS things that we need to be addressed. You may. You may. But I have [1:19] questions. You can whatever you got to do during your time. Don't take that time off [1:23] me by the way. The BS that you told her was I supposedly was again following somebody [1:30] and the Walmart parking lot, what nobody with that possible to be, already dispatched to [1:36] one, nobody that was proven I had no part of. They couldn't produce any evidence video, [1:43] nine women called, I don't care who this made up person is, but I'm going to tell you what you [1:49] need to do. You go to the police. Walmart has the best cameras anywhere. The fact that you're [1:54] kind of going, yeah, maybe let's just cut to the cut that BS out of everything. Walmart has the best [1:59] cameras anywhere, and they are very cooperative. [2:03] They're parking equipment is better than anybody's. [2:07] You go have whatever cop fed you that BS, and it's all part of the same garbage, they're [2:12] not going to give up. [2:13] You have them pull the video, go in there and have them pull the video, I'd be curious. [2:18] And the other thing, I'd be curious, what day and time this was, because I have business [2:24] interests in three states, Kentucky, Arkansas, and California. [2:28] I probably spend in the last two months 60% of my time not even in this town. [2:35] So, would you get that for me and what's the other thing about reading redacted stuff? [2:45] Okay, you're not going to say nothing on that. [2:47] Let me tell you something. [2:48] If you think anything I'm reading up here is redacted, then you don't know what you're talking [2:52] about. [2:53] Anything that I read has to do is in the court cases. [2:58] Thank you, Dean. [3:02] Good [3:05] afternoon Mayor Council, Mike Vanham, resident of Mesquite. [3:11] In the meeting they had with the Attorney, Ms. Sparrish, Garo, and I got this up [3:19] before for 9-11. [3:21] I'd like to do my presentation again this year. [3:24] It's going to be a little bit different. [3:26] We talked about playing a couple of videos when we joined Stuart, my friend, addressing [3:34] congress. I don't know how many people have seen it. It's awesome. He really hammered him. [3:40] He really did. [3:43] And we had a little agreement that it give me 15 minutes and that's all I [3:49] asked, just 15 minutes. I don't think that's too much to ask. And I also say a few things. And at [3:56] the end, the other video will be amazing grace with all the pitches from 9-11. I think people [4:03] You like to see that? Do you have a problem with that man? [4:07] No, I think we should sit down and talk about it, but I think generally it's a good idea. [4:11] And I do have some memorabilia that probably people have never seen. [4:17] I would like to put that out on a table out there, so people can see it. [4:23] Everybody in agreement or anybody have any questions or... [4:28] No. [4:32] Okay, you want to talk to me afterwards, then? [4:34] Yeah. [4:34] Okay. [4:35] Fair enough. [4:36] Thanks, [4:41] Mike. [4:42] Any other public comment? [4:44] OK, see, and none, we're going to go ahead and move on [4:46] to item two or work session. [4:48] Does anybody have anything to add? [4:52] Anybody have anything to take off? [4:56] Councilman Perish. [5:00] This is promised. I publicly apologize to Councilwoman Gallo for chatting with you privately. [5:09] In our meeting, [5:17] I went home and I actually cried. I apologize. [5:20] I'm patting you and I have done some good work together over the last couple of years and I was out of line and I apologize. [5:26] I hope that's sufficient for your husband. [5:30] But the other thing that, and I thought about this too, is that that was a private, confidential [5:37] meeting. [5:39] And I'd like Mr. Benham to verify that, was I think it was said right at the beginning [5:43] that nothing was to leave that room. [5:45] Is that correct? [5:48] The meeting that we had with the attorney, the city manager, you and I and Councilwoman [5:55] Gallow. [5:56] Maybe let me just jump in here real quick. [5:59] This doesn't relate directly to the agenda item, where we're trying to set the meeting for [6:03] the next agenda. [6:04] There'd be public comment after this agenda item, where that might be more appropriate. [6:10] I don't think it's something to be discussed among the council, based on the agenda item. [6:16] All I'm trying to get at at them is that [6:22] I'm just going to leave it at that. [6:24] apology I hope is on the on the floor and on the record. I don't know if your husband's going to accept it, but I hope you do. Thank you. [6:36] Okay. Thank you, Councilman. And we will go ahead and move on to our final public comment. [6:44] Do we have any public comment on the agenda? [6:48] No. Okay. All right. [6:51] Sorry, Dan, no, that's okay. Great to see you all. I'm Dan, right? I'm in a [6:56] system of ski for 20 years. I'm just here to offer support for one of the [7:00] later agenda items, Daniels, talk to some popcorns and just say how wonderful [7:05] of a company they are and and it's I work for Western Airlines Bank as well. We're [7:09] working with them to help them with some SBA5 financing to help them with that [7:14] project. One, one detail I wanted to add to that, you know, when they sign that [7:19] going to the city of the city to protect this interest, [7:23] record that need to trust in the property. [7:25] And I want to offer a solution. [7:26] In order to provide financing, we'll need to have clear [7:30] right to the property in recording these interests. [7:33] And I've talked to Danielle about this extensively, [7:35] and I'm here to offer a solution. [7:37] I believe, don't want to speak on behalf of Danielle, [7:40] but believe that we're offered, or she's offered to be able [7:43] to pledge other collateral in the form of a cash in the city, [7:47] that would allow the city, that would be held in a benefit or for a benefit of the city, [7:52] so that the city would feel comfortable removing that data trust and allow us to [7:56] allow us to do the financing. And then once the project's done and you all had a chance to [8:00] meet and go through your protocol then you know you can all decide what is for give a more [8:05] what what what goes back to her I guess. So anyway, I just wanted to throw that out there. I [8:10] want to let you know that we've heard I discuss this for years leading up to this where [8:14] where we want to do it in a very classy and professional way [8:18] and do it the right way. [8:20] And I think cash and the CD is about as good a collateral [8:23] you can get. [8:24] So I think that would hopefully appease the, appease the city. [8:28] I think there was a $77,000 discount. [8:30] So that would be the, that would be the amount [8:32] put into a CD to be held for benefit of the city [8:34] to allow the bank and the SBA to take [8:37] record it be addressed in the property. [8:39] So I'd be curious, no, if there's any, [8:41] I don't know if this is the time or not [8:42] for feedback or for the city to say anything or so this meeting is just to set the agenda [8:47] for the next meeting is the next meeting where we we can really have those discussions [8:50] okay and I won't be able to be here the next meeting so I just wanted to throw that out [8:54] there and just kind of let everyone know what's going on so yeah thank you all thanks [8:57] Dan [9:01] okay there you know final public comment are coming on the agenda okay thank you for [9:10] asking yeah first of all I wanted to apologize I came in here a little bit late I normally [9:15] try to get her on time or before the meeting, but circumstances kept me from doing that. [9:21] As such, I don't know if there's been any discussion about anything being removed from [9:25] the agenda, so my comments will be based on what I understood the agenda will be. [9:30] There is an item on the agenda concerning short-term rentals, everybody's favorite topic, [9:38] and I just wanted the Council to know that the Master Plan Committee will be meeting this [9:43] afternoon almost almost immediately following this meeting, to be discussing a proposal that [9:49] we're working through and they could very well reach an agreement on a commonly accepted [9:56] recommendation for the city council. The reason I mentioned this. [10:00] And that is that the agenda item right now basically removes any and all restrictions from short term rentals in residential areas except for those imposed by HOAs. [10:12] There's no longer, and if adopted there will be no longer any conditional use permits required, it will simply be short term rentals are permitted use of residential properties. [10:26] The proposal, if adopted, will be almost 100% in disagreement with that and a totally different approach to how short terminals should be managed. [10:37] I will say that the proposal on the agenda as currently written seems to be a 100% opposite of what almost every other community in the United States is doing in terms of trying to gain control over short terminals. [10:51] opening up the floodgates certainly seems to me to be exactly the wrong solution but we will [10:57] see what the Master Plan Committee recommends and what what comments will come from that. [11:03] Thank you. [11:04] Thanks, John. [11:09] Okay. [11:10] Final comment. [11:11] Final comment. [11:14] Yeah. [11:14] The ski. [11:15] Mazzo finish off. [11:16] You were starting to say something about a confidential meeting. [11:19] I don't know if you're talking about me or who else. [11:22] But a confidential meeting where you are basically accusing [11:27] Councilwoman's spouse of doing something which is total BS, [11:31] that doesn't fall under confidential. [11:33] And if you think that you're wrong, if you expose yourself [11:37] possibly for doing the bidding for the place, [11:40] by the redact itself, anybody has anything, [11:43] the redacted is not redacted. [11:45] Yeah, I get this just to do. [11:47] But you're the one that threw the fire in here. [11:51] Nothing is on redacted. [11:52] everything that I can say. You don't want me speaking to Council, guess what? I'm not, I'm not the, I'm not the judge here, I'm speaking the story by their own words, by their own things are in court documents. I'm perfectly allowed to do that and I am going to continue doing that because the truth is coming out. Thank you. Thank you. [12:15] Any other public comment? All right, seeing none of this meeting is adjourned.
