There will be [53:18] opportunities after -- so, the [53:18] breakfast, you can network with [53:20] all of the board members and the [53:22] executive members. And [53:32] there will be lots of, like, [53:34] local experts who can kind of [53:34] share information that will [53:37] inform the plan. Last we came [1:04:01] to this body in MAY to share key [1:04:01] opportunities early and planning [1:04:03] priorities identified for mtc [1:04:06] abag's long range plan update. [1:04:07] And the council had thoughtful [1:04:08] discussion at that time. Since [1:04:11] then parallel to the public [1:04:12] participation plan update you're [1:04:14] going to be hearing more about [1:04:16] later we have been considering [1:04:18] feedback from some of our more [1:04:19] technical partners as well as [1:04:23] our elected officials as we work [1:04:25] to finalize a proposed scope. [1:04:26] So consider this a preview of [1:04:29] what we plan to share next month [1:04:32] as part of the formal kickoff of [1:04:33] planned bay area 2060 to be [1:04:34] followed by first round of [1:04:36] engagement and I will definitely [1:04:37] endorse the chair comment you [1:04:38] will be seeing our team a lot [1:04:42] over the next few years. [1:04:44] Before we look too far ahead, [1:04:47] it's worth a quick stop at our [1:04:49] current long range plan, planned [1:04:51] bay area 2050+ which was [1:04:52] approved unanimously by mtc and [1:04:54] abag just six months ago. On [1:04:56] that front, we do have good news [1:04:59] to share, which is that it has [1:05:03] secured all of the approvals it [1:05:05] needs to act as our approved [1:05:08] long range plan. So that [1:05:10] includes approval by our state [1:05:13] partners, as well as federal [1:05:15] partners, and it also passed [1:05:17] through the ceqa challenge [1:05:19] window without any lawsuits. [1:05:21] So, although planned bay area [1:05:23] 2050+ is now in the rear-view [1:05:28] mirror as a process, it does and [1:05:30] will remain our currently [1:05:32] adopted long range plan through [1:05:33] the year 2030 and as such will [1:05:37] be the focus and benchmark for [1:05:40] mtc abag's ongoing [1:05:42] implementation efforts. Next [1:05:45] slide. As we have been working [1:05:46] to scope planned bay area 2060 [1:05:48] over the last several months we [1:05:53] have been guided by what I might [1:05:58] characterize as these statement [1:06:00] or commitment for this plan [1:06:03] update which is really about [1:06:04] finding balance specifically [1:06:07] between a plan that is [1:06:09] constrained and grounded in some [1:06:12] of the key challenges and [1:06:14] realities where we are today [1:06:16] what we can realistically [1:06:17] accomplish in the near-term [1:06:19] while remaining appropriately [1:06:20] ambitious and visionary about [1:06:22] where we want to be as a region [1:06:24] in the future and this means [1:06:26] working to develop a plan that [1:06:29] respond to the intersection of [1:06:30] pressing issues whether [1:06:31] affordability public health [1:06:33] economic opportunity ongoing [1:06:34] financial challenges key trends [1:06:37] whether automation or ai, best [1:06:38] practices across the field [1:06:40] addressing core regulatory [1:06:41] requirements and whether [1:06:44] achieving our climate target or [1:06:46] accommodating future growth at [1:06:48] all income levels as well as [1:06:49] furthering towards a shared [1:06:51] vision for the year 2060. Next [1:06:51] slide. [1:06:53] In terms of some of the feedback [1:06:55] during the early scoping process [1:06:58] I want to emphasize we heard a [1:07:03] lot on the side synthesizing [1:07:04] messages that came up in various [1:07:07] different context briefly this [1:07:08] includes transportation safety [1:07:09] that topic came up a lot [1:07:11] particularly in context of [1:07:13] children and areas around [1:07:14] schools as well as safety and [1:07:15] accessibility of our [1:07:16] transportation system for [1:07:18] elderly as well as with people [1:07:19] with disabilities in terms of [1:07:22] land use and housing there was a [1:07:24] lot of interest in exploring how [1:07:26] the region can grow in a way [1:07:30] that balance equity access, [1:07:31] opportunity, regional dinism, [1:07:33] and climate considerations as [1:07:35] well as resilience to issues [1:07:37] like wildfire, I think about [1:07:39] some of the fiscal challenges [1:07:40] that the region is facing [1:07:43] leaning into the scenario [1:07:46] planning as a means to weigh [1:07:47] tradeoffs and explore [1:07:49] alternatives and we heard a lot [1:07:51] about the need to enhance our [1:07:52] engagement with key partners [1:07:54] including this body and we'll [1:07:56] talk more about that a bit [1:07:58] later. And then emphasizing [1:07:59] implementation this has been [1:08:04] ongoing area of focus for us but [1:08:07] interest in deepening that focus [1:08:09] in the long range plan. Next [1:08:10] slide. [1:08:11] related to the last point, there [1:08:13] is a lot of interest in [1:08:15] measuring our progress and doing [1:08:17] more communications is [1:08:19] storytelling around what has and [1:08:21] has not worked through the last [1:08:25] few plan cycles, as we delve [1:08:27] into environmental issues, sea [1:08:28] level rise continues to be a [1:08:30] topic of interest, including how [1:08:31] our regional efforts can align [1:08:39] with local planning. Anden [1:08:41] then we heard various different [1:08:43] voices on the issue of adapting [1:08:45] the region to future sea level [1:08:47] rise and how much that would [1:08:48] cost to implement versus [1:08:49] potentially exploring managed [1:08:50] retreat. In the transit space, [1:08:52] there is a lot of interest in [1:08:54] highlighting the benefits of our [1:08:56] regional transit system, while [1:08:58] also considering how projects [1:09:01] MAY be prioritized in a future [1:09:03] with fewer resources and [1:09:05] increased constraints. [1:09:06] Certainly heard a lot about [1:09:08] emerging issues like ai, [1:09:11] automation, and e-bikes, and [1:09:13] then, of course, very important [1:09:16] and core to the plan are [1:09:16] affordability, whether for [1:09:18] housing or transportation, as [1:09:21] well as retaining our region's [1:09:22] diversity and ensuring [1:09:24] opportunity for all. [1:09:29] Next slide. [1:09:32] So, this is a preliminary [1:09:34] timeline for the plan, from now [1:09:38] through early 2029. And I will [1:09:40] talk more about the different [1:09:40] phases of the plan on the [1:09:42] subsequent slides, but I do want [1:09:45] to highlight a few things. You [1:09:47] know, first, engagement with [1:09:50] both the public as well as our [1:09:51] technical partners will be [1:09:52] continuous throughout the plan [1:09:55] process. But in general, we can [1:09:56] expect engagement peaks to be [1:09:59] happening around the spring and [1:10:01] fall of every year. [1:10:04] Through early 2029, you can [1:10:06] expect at least five significant [1:10:09] board level actions, including [1:10:11] the adoption of our public [1:10:13] participation plan later this [1:10:16] month. The adoption of the [1:10:18] plan's vision and fwiegd [1:10:19] principles in approximately [1:10:21] spring of 2027. The adoption of [1:10:23] the regional growth forecast [1:10:25] methodology in the fall of 2027, [1:10:27] then the adoption of the plan's [1:10:29] draft and final blueprint in [1:10:33] early spring 2028, and spring [1:10:34] 2029. [1:10:35] Again, I'll talk more about [1:10:38] these different phases, but I'll [1:10:40] just briefly note that the [1:10:41] foundations phase of the plan is [1:10:42] kind of where we're starting [1:10:44] right now, with that work [1:10:45] expected to run through a good [1:10:48] chunk of 2027. The outlook [1:10:49] phase of the plan will run [1:10:52] through later this year, all the [1:10:55] way through 2027 as we then [1:10:56] shift into the blueprint and [1:11:00] final plan phases in 2028 and [1:11:03] 2029. With final plan adoption [1:11:06] anticipated for early 2030, and [1:11:14] as the footnote says, this is an [1:11:15] approximate schedule subject to [1:11:16] change. Next slide. [1:11:17] So the foundations phase of the [1:11:19] plan is really about where we [1:11:21] are right now, as a region, [1:11:23] where do we want to go, and also [1:11:24] where are we starting from in [1:11:28] terms of our existing long range [1:11:30] plan. So, core to that is our [1:11:32] vision and guiding principles. [1:11:33] If you all recall, planned bay [1:11:35] area has an adopted vision of a [1:11:37] region that is affordable, [1:11:40] connected, diverse, healthy and [1:11:41] vibrant for all by the year [1:11:43] 2050. And we want to see [1:11:44] whether, you know, that vision [1:11:47] still resonates, or maybe should [1:11:47] evolve. [1:11:51] We also have, you know, an [1:11:52] existing set of 35 strategies in [1:11:55] our long range plan, as well as [1:11:57] an existing land use framework, [1:11:59] and really try to look at [1:12:01] literature review and analysis [1:12:03] to understand, again, you know, [1:12:07] what -- what can we say we know [1:12:09] about what has worked and not [1:12:11] worked with these existing sects [1:12:12] of the plan and how should they [1:12:15] evolve. Next slide. [1:12:17] The outlook phase of the plan is [1:12:19] where we're looking ahead and [1:12:21] working to develop the primary [1:12:23] planning assumptions that are a [1:12:25] core part of the plan, many of [1:12:26] which are required by federal or [1:12:28] state or other requirements. [1:12:29] This includes our regional [1:12:32] growth forecast of population, [1:12:34] jobs, and households, our [1:12:37] financial needs and revenue [1:12:39] estimates, in terms of what [1:12:41] funds are available to support [1:12:43] implementation of the plan, as [1:12:45] well as certain external forces [1:12:46] that are outside of our direct [1:12:49] control. [1:12:50] Importantly, for this plan [1:12:52] update, this is one of the main [1:12:54] areas where we really want to [1:12:56] lean in scenario planning, [1:12:57] whether different growth [1:12:58] scenarios, different funding [1:13:00] scenarios, but also exploring [1:13:02] certain key emerging issues, [1:13:05] whether autonomous vehicles, sea [1:13:07] level rise, remote work, or, you [1:13:08] know, mode preferences for [1:13:09] travel. [1:13:14] Next slide. [1:13:15] So, the blueprint phase of the [1:13:20] man, I think this is, you know, [1:13:23] important, especially for member [1:13:25] who MAY be new, I really try to [1:13:27] emphasize, that this is really [1:13:29] the blueprint is the thing this [1:13:31] is the core of the plan as a [1:13:32] planning and policy document [1:13:34] where different planning [1:13:35] assumptions, the strategies [1:13:37] including policies and [1:13:38] investments, as well as [1:13:39] associated analysis come [1:13:42] together to see whether if [1:13:43] implemented the plan will [1:13:44] succeed at achieving its key [1:13:47] targets and goals. So, I think [1:13:48] as we think about those approval [1:13:52] items, you know, spring 2028, [1:13:54] and spring 2029, as those foe [1:13:56] before the board, this is, you [1:13:58] know, really the important thing [1:14:00] that, sort of, sets the [1:14:01] framework for how long range [1:14:03] plan is going to move forward. [1:14:05] So again that's where we [1:14:07] anticipate leaning into our [1:14:09] engagement and ensuring everyone [1:14:11] gets multiple bytes at the apple [1:14:13] before anything goes before our [1:14:14] boards for consideration. Next [1:14:15] slide. [1:14:17] So, I would say that the draft [1:14:19] and final plan, you know, this [1:14:23] is really more of a regulatory [1:14:25] and communications document. [1:14:26] You know, this is where we are [1:14:29] telling the story of the plan in [1:14:33] a series of documents, as well [1:14:34] as supplemental reports, that is [1:14:38] then, you know, considered for [1:14:39] adoption. It's also where we [1:14:43] have to do a required ceqa [1:14:46] process to analyze and disclose [1:14:46] potentially significant [1:14:47] environmental impacts of the [1:14:49] plan. But importantly, this is [1:14:51] also where we try to figure out [1:14:54] how to translate these ambitious [1:14:55] 30-year strategies into [1:14:57] near-term actions that mtc and [1:14:59] abag can implement over the next [1:15:01] five years to implement the [1:15:01] long-term vision of the plan. [1:15:04] Next slide. [1:15:06] So, you're going to hear a lot [1:15:09] more about the public engagement [1:15:11] in my colleague veronica's item [1:15:13] coming up next. But just in [1:15:16] terms of how we're approaching [1:15:18] this for the scope of planned [1:15:20] bay area, specifically, [1:15:21] obviously creating different [1:15:22] opportunities for residents, [1:15:23] workers, and community partners [1:15:26] to share their perspectives and [1:15:28] insights, and there are kind of [1:15:29] three key themes along [1:15:31] highlights, which is depth over [1:15:33] breadth, which I know has been [1:15:35] an ongoing focus of this body in [1:15:38] terms of emphasizing sustained [1:15:39] conversations rather than, you [1:15:42] know, just having these one-time [1:15:44] efforts. And then on the far [1:15:45] right, collaboration, elevating [1:15:48] the role of our cbo partners, as [1:15:50] we work to engage the region's [1:15:53] diverse communities. I know, [1:15:54] again, a long-standing priority [1:15:56] of this body. In the middle, in [1:15:59] terms of highlighting, you know, [1:16:00] exploring new avenues, we're [1:16:03] very interested in looking at [1:16:05] gamification, short form video, [1:16:06] innovative web content to make [1:16:09] more engaging material for our [1:16:11] different audiences. And you [1:16:13] know, in the image in the [1:16:15] middle, I'll direct -- it's kind [1:16:19] of like a street grid, that's [1:16:19] showing some different [1:16:20] development as well as [1:16:22] transportation and some green [1:16:24] fields. And this is a [1:16:25] screenshot of an actual game [1:16:27] that has been developed by one [1:16:29] of our mineta institute [1:16:31] students, and we're really [1:16:33] looking at, you know, different [1:16:35] game options that these students [1:16:36] have been developed to inform [1:16:38] some of our scenario planning [1:16:40] work that we expect to move [1:16:42] forward next year. So, really [1:16:44] excited about those types of [1:16:45] collaboration opportunities. [1:16:49] Next slide. [1:16:51] You know, on the -- engaging [1:16:53] with our more technical [1:16:54] partners, you know, which does [1:16:56] include this body, as well as [1:16:58] our local jurisdictions, are [1:17:00] transit operators, labor, [1:17:03] business, cbo's, non-profits, [1:17:05] you know, I think there are a [1:17:07] few key themes we want to [1:17:08] highlight which is, again, [1:17:10] showing up. So, obviously [1:17:11] meeting folks and elected [1:17:12] officials where they are, [1:17:14] through some of these existing [1:17:16] networks and meetings. And also [1:17:20] doing our traditional convenings [1:17:22] where, you know, we do hold [1:17:23] webinars, workshops, office [1:17:25] hours, where we bring people [1:17:27] together where they can be [1:17:29] different partners can bring [1:17:30] different perspectives together [1:17:32] in the same environment together [1:17:33] to discuss, share priorities and [1:17:35] explore tradeoffs. And then [1:17:36] something that we will make sure [1:17:39] that you all get access to this. [1:17:41] It will be an attachment in the [1:17:44] OCTOBER kickoff item. We are [1:17:45] developing what we're [1:17:48] calling "coordination road maps: [1:17:51] which is if you are a [1:17:52] transportation stakeholders or [1:17:54] environmental stakeholder, or [1:17:56] housing stakeholder, how can you [1:17:58] navigate this long and complex [1:17:59] process. And I want to [1:18:02] highlight for some of our newer [1:18:03] members, we very much encourage [1:18:05] council napgz all of the events [1:18:07] that we convene. So if we're [1:18:08] holding a workshop at the [1:18:12] building, or we're doing a [1:18:14] webinar, you know, we really [1:18:15] support and hope that you all [1:18:17] can be some of the voices at the [1:18:18] table with some of these broader [1:18:20] -- broader range of partners. [1:18:23] next slide. [1:18:24] So, do I want to highlight, you [1:18:25] know, the plan does not take [1:18:28] place in a vacuum. There are [1:18:30] ongoing changes at the state and [1:18:31] federal level that can impact [1:18:35] how the plan is going to [1:18:37] proceed. And this includes [1:18:39] anticipated updates to the [1:18:40] greenhouse gas emission [1:18:41] reduction targets from the [1:18:43] california air resources boards, [1:18:45] as well as the associated [1:18:47] guidelines. And we do [1:18:50] anticipate those coming [1:18:51] mid-cycle which could have [1:18:53] impact on the plan. Senate bill [1:18:55] 1087, which is the bill to [1:18:58] modernize our existing long [1:19:02] range plan framework of sb 375 [1:19:04] is currently on the governor's [1:19:05] desk, if signed could have some [1:19:07] significant impacts, and also [1:19:10] assembly bill 2296 could shift [1:19:12] timelines for the parallel rhna [1:19:13] process. And at the federal [1:19:14] level, I think everyone [1:19:16] understands that the funding [1:19:17] environment is quite uncertain [1:19:18] there which could have [1:19:19] meaningful impacts on the plan, [1:19:23] and there are, you know, various [1:19:24] rulemakings under way, or being [1:19:26] considered on equity that, [1:19:28] again, we MAY have to respond to [1:19:28] if those move forward. The joint [1:19:58] workshop is on OCTOBER 29th. [1:20:01] and then we'll kickoff the first [1:20:03] round of engagement on the plan [1:20:05] with a particular focus on the [1:20:06] plan's vision and guiding [1:20:11] principles. Then we [1:20:14] anticipate coming back to the [1:20:16] council as well as our [1:20:19] committees for more detailed [1:20:21] updates on the foundations and [1:20:23] outlook phases of the work. E likes have been [1:22:28] around for a while and I know [1:22:32] there is hot debated discussion [1:22:35] about different versions of [1:22:37] e-motos, versus e-bikes and I'm [1:22:38] curious as to how we're going to [1:22:40] approach that discussion in this [1:22:43] plan in terms of infrastructure. I will say the [1:23:07] thing we have heard on e-bikes [1:23:09] really maybe was more of that [1:23:10] connection to the safety angle [1:23:12] because there has been so much [1:23:13] in the news recently about [1:23:15] incidents involving duong folks. [1:23:17] So I think it would probably be [1:23:20] more with respect to thinking [1:23:21] about our transportation safety [1:23:24] strategies whereas you know [1:23:28] automation is about future [1:23:31] assumptions about ai adoption do [1:23:33] we need strategies to help [1:23:34] address some of those potential [1:23:36] impact and I think ai writ large [1:23:39] is kind of a big trajectory of [1:23:40] the region. Particularly in [1:23:43] terms of jobs and opportunities. [1:23:44] So, they all get explored kind [1:23:46] of through the appropriate plan [1:23:47] phases. And I think as we [1:23:49] develop those road maps, we can [1:23:51] try to spell that out a little [1:23:54] bit more, like, okay, if you're [1:23:56] interested in this topic this is [1:23:58] the phase and work stream that [1:24:00] we would encourage you to follow [1:24:03] closely. In my community [1:24:30] development work I see a gap [1:24:31] sometimes between setting [1:24:33] regional goals particularly as [1:24:35] it relates to housing, and [1:24:36] having ecosystem needed to [1:24:38] actually deliver them, whether [1:24:40] that's project pipeline, [1:24:42] predevelopment resources, [1:24:42] organizational capacity, or [1:24:43] coordination across agencies and [1:24:46] developers. [1:24:49] Since the foundations and [1:24:51] outlook phases will be [1:24:53] revisiting the land use [1:24:55] framework, evaluating existing [1:24:56] strategies, and testing growth [1:24:59] and fiscal assumptions, I think [1:25:01] this could be a good point to [1:25:03] make sure those strategies are [1:25:05] grounded in what actually it [1:25:07] takes to deliver housing. I [1:25:09] would be especially interested [1:25:12] in lessons about what has and [1:25:15] hasn't worked in prior plans, [1:25:17] what informed that analysis. [1:25:19] Thank you. [1:26:28] I would just say briefly what it [1:26:31] will try to do is, through a [1:26:34] topic based lens, whether [1:26:36] transportation, housing, land [1:26:40] use growth, environmental [1:26:40] resilience, sort of, highlight [1:26:44] the big picture issues that, you [1:26:50] know, those particular tracks of [1:26:51] work are trying to address and [1:26:52] then provide a detailed [1:26:55] accounting of, like, which items [1:26:57] will be coming forward, how it [1:26:59] was likely to manifest in both [1:27:01] public and partner engagement [1:27:03] context. What some of the key [1:27:06] expected deliverables and [1:27:08] milestones will be for that -- [1:27:10] those topics, and then, you [1:27:12] know, what are the kind of [1:27:14] keyboard level decisions, and [1:27:15] when. So, that way folks can, [1:27:18] you know, if -- you were [1:27:20] particularly interested in how [1:27:23] we think about the performance [1:27:26] of transportation strategies or [1:27:28] projects, for example, you know, [1:27:31] we're likely in the spring of [1:27:33] 2027, putting forward, like, a [1:27:35] draft methodology. We would be [1:27:36] doing more analysis in the [1:27:39] spring of 2028. So, I think it [1:27:41] will hopefully just give folks a [1:27:44] better sense of, like, okay, [1:27:45] these are the things I care [1:27:47] about and these are the things I [1:27:51] should be paying attention and [1:27:53] plugging in. And your comment [1:28:16] to my fellow council members, [1:28:18] regarding the slide of looking [1:28:20] at ambitious and visionary [1:28:23] projects, as well as the [1:28:27] benefits and the financial [1:28:32] tradeoffs, and the project [1:28:35] priorities. Then again, as I [1:28:36] have participated somewhat over [1:28:38] the past few years, you're [1:28:40] looking at what seems to be [1:28:44] moving ahead without regard to [1:28:47] any, sort of -- and I'm reminded [1:28:50] of the conversation between [1:28:53] admiral kirk and spock in the [1:28:55] dying moments in the needs of [1:28:58] the -- many outweigh the needs [1:29:00] of the few or the one. And [1:29:03] that's now how we look at the [1:29:06] disabled population, or even the [1:29:08] bicycle coalition in many of our [1:29:11] decisions. But looking at cost. [1:29:14] And it's difficult for me to [1:29:16] wrap around, and what I'm [1:29:18] looking forward as for as my [1:29:19] answer is how will these be [1:29:22] addressed as I drill down, like [1:29:25] spending $6.7 billion to go a [1:29:28] couple of miles from 4th street [1:29:31] station in caltrain to [1:29:34] salesforce tower. The north bay [1:29:36] could use $6.7 billion, when [1:29:38] let's say you could walk or take [1:29:41] a cab for 3 to $11, you could [1:29:44] take a bus for $2. That's [1:29:47] enough to pay 600 million [1:29:49] passengers -- people that were [1:29:52] going to go to salesforce tower [1:29:53] anywhere in the city. So then [1:29:55] you're looking at diridon, as [1:29:57] well, when you're giving more [1:29:59] money -- and I don't mean you, I [1:30:00] mean the mtc, in general, and [1:30:04] the taxpayers, giving more money [1:30:09] to connect, you know, six miles [1:30:10] of bart who already hasn't [1:30:14] demonstrated that they know how [1:30:16] to manage money, giving them [1:30:17] more to manage and operate as [1:30:19] far as budget. So, are we [1:30:24] actually going to say, no this [1:30:29] doesn't work? Or doesn't make [1:30:32] sense, given our little post [1:30:34] money. Or do we just ask and [1:30:37] ask and ask, I haven't had a pay [1:30:41] raise in three years and I'm a [1:30:43] general population but do we [1:30:45] continue to carry the burden of [1:30:47] these projects that some make no [1:30:50] sense at all and I understand to [1:30:52] one or many it means a lot but [1:30:54] it's difficult to see these [1:30:55] numbers and actual benefits that [1:30:58] we have as far as our agencies, [1:31:00] 27 of them, manage their funds [1:31:04] and taxpayer money, so I would [1:31:06] like to see really dig down deep [1:31:09] as how does this benefit the [1:31:12] network? I still can't get to [1:31:15] napa or sonoma from here without [1:31:16] multiple hours of my day spent [1:31:18] travelling and non-productive. [1:31:20] And so looking at these major [1:31:22] projects and many of the smaller [1:31:24] projects t doesn't make sense. [1:31:25] Livermore valley connecting 300 [1:31:27] feet or whatever, that means [1:31:29] somebody in a wheelchair has to [1:31:32] have an umbrella get out of the [1:31:33] train and get on to another [1:31:35] vehicle and off they go. So [1:31:37] looking at that last mile. [1:32:33] And my other question has to do [1:32:35] with e-bike technology. And the [1:32:36] reason I bring up this is I live [1:32:38] in the east bay area, and I walk [1:32:41] along the ohlone greenway often, [1:32:44] and I will see -- and I have [1:32:46] some vision, I'll see zipping [1:32:48] past me, and I'm wondering [1:32:49] sooner or later, someone is [1:32:52] going to hit me. I mean, people [1:32:53] are people, and they make their [1:32:55] mistakes. I reached out to the [1:32:58] poem at the local level, you [1:33:02] know, my COUNCILMAN And staff, [1:33:04] in el cerrito, and I'm just [1:33:07] wondering how that ties into [1:33:09] what you at mtc are doing with [1:33:10] that. [1:33:25] >>chirag rabari: yes, on the -- [1:33:26] thank you for that question [1:33:27] member saunders. On the sea [1:33:29] level rise, you know, we have [1:33:31] been collaborating with bcdc on [1:33:32] this work over several years, [1:33:35] and you know, we do -- we have [1:33:36] developed various cost [1:33:40] estimates, which is, you know, [1:33:43] in order to adapt the entire bay [1:33:46] to up to five feet of water [1:33:50] rise, you know, it would cost [1:33:56] approximately $100 billion, or [1:33:58] thereabouts, looking all the way [1:34:01] out to 2050, you know, the [1:34:02] analytical teams have also done [1:34:04] estimates of what the cost of [1:34:06] not adapting the bay could be, [1:34:08] and you know, these are on order [1:34:12] of 2 to 3 times in magnitude. [1:34:16] You know, this space, there is [1:34:16] certainly less available [1:34:19] resources in terms of how to [1:34:21] fund that adaptation, and, you [1:34:24] know, I think that's simple [1:34:26] y an [1:34:27] aspect that we want to continue [1:34:30] to highlight and exploring for [1:34:31] our, as a region in terms of [1:34:35] what would it take to pursue [1:34:37] these different adaptation [1:34:40] pathways and how might we [1:34:42] respond if there were not [1:34:51] greater levels of resources [1:34:57] available. On the e-bikes the [1:35:00] plan context certainly an area [1:35:01] one of the plan strategies [1:35:03] existing plan strategies has to [1:35:05] do with speed limits on [1:35:07] highways, speed limits on [1:35:09] roadways, perhaps there is [1:35:11] something related to bike speed [1:35:12] limits and that could be [1:35:13] explored and we could [1:35:14] demonstrate what the potential [1:35:15] safety benefits of that could [1:35:19] be. So I think this is [1:35:21] definitely something that's on [1:35:22] our radar and we're interested [1:35:24] in discussing further with our [1:35:26] different partners who are more [1:35:27] engaged in this space. So I [1:35:37] want to talk about three [1:35:39] categories each one a little [1:35:41] bit. First with transportation. [1:35:43] It's a huge category, I think [1:35:45] the themes I'm thinking of is [1:35:47] needs and tradeoffs, and how the [1:35:49] needs and tradeoffs balance out. [1:35:52] In the realm of transportation, [1:35:53] one of the things I noticed is a [1:35:55] lot of funding is spent in the [1:35:57] rail realm, and I live in [1:35:58] alameda county where a lot of [1:36:01] buses are being used. And, so [1:36:04] one tradeoff that I wonder about [1:36:07] is how to balance the needs of [1:36:10] all of the 27 different transit [1:36:12] agencies, and how some of those [1:36:14] MAY be more rail focused and [1:36:16] some MAY be more bus focused, [1:36:18] and how you balance those needs [1:36:20] all across communities. With [1:36:23] regard to the public rights of [1:36:26] way piece, or the pedestrian [1:36:29] piece, I do think that there are [1:36:30] also tradeoffs and needs there. [1:36:33] I would foe further than [1:36:36] roadways. I would think about [1:36:37] the sidewalk as a shared space, [1:36:39] and thinking about how to [1:36:42] navigate that. One of the [1:36:44] struggles that blind folks have [1:36:46] are around e scooters or [1:36:49] scooters, and how some of those [1:36:51] can create safety challenges for [1:36:52] blind folks and I'm sure other [1:36:55] folks as well. So, I think the [1:36:57] whole public rights of way, sort [1:37:00] of, space, or the pedestrian [1:37:03] space needs to be looked at. [1:37:05] And I don't know how to -- some [1:37:07] women call it active [1:37:07] transportation. I think that [1:37:09] space needs to be looked at more [1:37:10] broadly. In the housing space, [1:37:13] I just want to say that's a huge [1:37:16] topic and a huge category. I [1:37:17] hope we go deeper in housing. [1:37:19] There are a lot of aspects, and [1:37:20] I'm not going to be talking [1:37:22] about all of them here, but I [1:37:25] think we need to think about [1:37:26] housing, deeply affordable [1:37:29] housing for people who struggle, [1:37:30] and who are either homeless or [1:37:33] close to it. I think in terms [1:37:36] of universal design and access, [1:37:40] that's a big housing issue. And [1:37:42] then tenant protections. Then [1:37:44] finally in the realm of [1:37:45] environmental piece and sea [1:37:47] level rise and all that, I would [1:37:49] just SARAs we think about 2060 [1:37:52] that, topic of sea level rise, [1:37:54] environmental concerns, disaster [1:37:55] preparedness, and preparing for [1:37:57] what's to come, is going to be [1:37:58] so much more important as we [1:38:00] MARCH on through the years. I [1:38:02] hope that we will be talking [1:38:04] about disaster preparedness, [1:38:05] preparing for fires, [1:38:07] earthquakes, floods, and also [1:38:09] thinking about preparing for the [1:38:11] environmental challenges we're [1:38:16] all facing. And [1:38:56] this did really try to lean more [1:38:59] into a network and service [1:39:01] oriented vision for the region's [1:39:03] transit. You know, with the [1:39:06] idea of in the near-term, we [1:39:08] really have to prioritize [1:39:10] service and customer focused [1:39:11] improvements, while at the same [1:39:15] time, you know, planning for our [1:39:17] long-term needs through capital [1:39:20] in, you know, major capital [1:39:21] investments. I think we [1:39:22] understand that the fiscal [1:39:25] picture is shifting, and is [1:39:26] likely to be more challenging [1:39:28] and that is where we hope to [1:39:29] bring all of our different [1:39:31] partners and stakeholders [1:39:33] together to really look at some [1:39:34] of these different scenarios and [1:39:36] to think about, well, what are [1:39:38] our shared priorities in a [1:39:40] future where there MAY be less [1:39:42] resources. But, you know, this [1:39:45] is a topic that has many [1:39:46] different interests, many [1:39:48] different priorities, and i [1:39:49] think to the extent possible, we [1:39:52] want the plan to be a venue that [1:39:54] can bring folks together and [1:39:57] find, like, the best version of [1:39:59] regional consensus as we can, as [1:40:06] we develop the long range plan. Scooters and [1:41:15] sometimes e-bikes, using, some [1:41:21] people you run over them, we [1:41:24] talked to people in san [1:41:26] francisco, and they said they [1:41:34] cannot cite them unless only [1:41:37] police department only can do [1:41:41] that. And I understand you [1:41:44] mentioned about speed limit, and [1:41:49] right now it doesn't work. And [1:41:57] also companies tend to try to [1:41:59] mitigate and it doesn't work as [1:42:02] of now. So, I just want to hear [1:42:12] from you on how do you mitigate [1:42:21] and how to plan to prevent it [1:42:21] happening. Of course, you're [1:42:26] going to talk to partner [1:42:30] agencies, but, again, but, [1:42:36] again, talk is cheap, and [1:42:40] planning implementation is what [1:42:45] I'm looking to do. We have certainly [1:43:11] heard a lot about this issue, [1:43:13] and I think, you know, our [1:43:16] commitment is to really work [1:43:19] with our partners to try to [1:43:21] determine what the best solution [1:43:22] in the long-range planning [1:43:25] context is. You know, I want to [1:43:26] be honest and transparent that, [1:43:30] you know, the long range plan [1:43:31] does include a lot of very [1:43:32] ambitious strategies related to [1:43:35] safety, related to vision zero, [1:43:36] related to active [1:43:37] transportation, related to speed [1:43:40] limits. I think the challenge [1:43:42] has been on the implementation [1:43:44] side. So, you know, I think [1:43:45] there are certain additional [1:43:47] things that we can explore in [1:43:49] the long-range planning context. [1:43:51] There are summer things we can [1:43:54] do in terms of communications [1:43:56] and emphasis. But the challenge [1:43:58] is always translating that plan [1:44:00] into reality. And I think [1:44:02] that's where, as we develop our [1:44:05] implementation plan and we think [1:44:07] about near-term priorities, that [1:44:08] is certainly something that we [1:44:10] can explore, but, you know, we [1:44:13] have a vision zero and safety [1:44:15] program internally. I know many [1:44:17] of our partners have their own [1:44:18] programs, and you know, this [1:44:20] could just be a -- a -- [1:44:22] something that, you know, we [1:44:24] need to explore through multiple [1:44:25] avenues, while also finding the [1:44:29] right kind of angle in a long [1:44:31] range plan. [1:44:32] >>alexander madrid: so can you [1:44:34] tell us a little bit of that [1:44:40] idea right now? You mentioned [1:44:44] you are exploring those ideas. So, I [1:44:56] think, again, in the long-range [1:44:57] planning context, we think about [1:45:01] these long-term policies and [1:45:02] investments that we can [1:45:06] implement. So, you know, maybe [1:45:08] there are revisions or [1:45:10] clarifications that we can make [1:45:12] to our existing safety [1:45:15] strategies or existing vision [1:45:17] zero strategies, as we think [1:45:19] about our potential investments [1:45:23] at a programmatic level, in [1:45:24] active transportation, are there [1:45:26] additional investments that [1:45:28] could potentially be highlighted [1:45:29] that could address some of the [1:45:30] challenges in this space. And [1:45:34] then, again, as we develop that [1:45:34] near-term implementation plan, [1:45:37] are there maybe, you know, [1:45:40] further studies or programmatic [1:45:42] efforts that mtc abag could [1:45:44] commit to that, again, will [1:45:45] speak more directly to these [1:45:47] challenges. So, those are just [1:45:48] some of the ideas on the table. [1:45:51] But, you know, we know that a [1:45:54] lot of our implementing partners [1:45:56] at the cities and their public [1:45:58] works departments, at the, you [1:46:00] know, the various different [1:46:02] operators, this is something [1:46:03] that's front of mind for them, [1:46:05] as well, and do look forward to [1:46:08] exploring with them over the [1:46:11] multi-year playing process. -- [1:46:12] planning process. There are various [1:47:58] lawsuits. So, I think our -- [1:47:59] our perspective has always been, [1:48:03] you know, we don't want to over [1:48:05] react, but we also need to, you [1:48:07] know, be prepared and nimble in [1:48:09] the event that there are, you [1:48:10] know, various changes that are [1:48:14] required. I think, you know, [1:48:16] centering equity has and will [1:48:20] continue to be a core aspect of [1:48:22] the long range plan, and I don't [1:48:24] think that that is going to [1:48:27] change, because this is the bay [1:48:29] area's regional vision for [1:48:32] transportation, housing, and the [1:48:35] environment. But the plan does [1:48:36] have, you know, certain federal [1:48:38] requirements that it does need [1:48:41] to address. The feds do certify [1:48:44] our status as a metropolitan [1:48:47] planning organization, you know, [1:48:53] every, I think, four years or [1:48:54] thereabouts. And as these [1:48:55] different rulemakings come [1:48:57] through, we're going to have to [1:48:58] be thoughtful about how to, you [1:49:00] know, respond to them in our [1:49:02] capacity as a federally [1:49:05] designated mpo. But I don't [1:49:08] think that our emphasis on, you [1:49:12] know, equity is going to change [1:49:23] in the long range plan itself. [1:49:24] >>chair, carina vinh lieu: [1:49:24] thank you. [1:49:28] >>chirag rabari: yeah, I think [1:49:32] the question was just about the [1:49:35] sr37 and some of the work that's [1:49:37] moving forward in terms adapting [1:49:42] the bay area. So, you know, we [1:49:45] have, in terms of the, you know, [1:49:46] the transportation projects that [1:49:50] are included in the long range [1:49:57] plan, there -- we -- our [1:50:02] fiscally constrained [1:50:04] transportation plan does include [1:50:06] an interim project you know the [1:50:08] smaller scale project that mtc [1:50:09] and caltrans and our various [1:50:11] partners in the north bay are [1:50:13] looking to implement to deal [1:50:15] with some of the near-term [1:50:17] protection needs. The plan also [1:50:19] has a resilience project list [1:50:27] which is not a fiscally [1:50:28] constrained document that does [1:50:31] identify that longer term need [1:50:35] to adapt to sr37 to the broader [1:50:36] range of challenges. So that is [1:50:38] kind of our starting point for [1:50:41] our work as we head into planned [1:50:43] bay area 2060, and as the [1:50:45] project lists do develop, we [1:50:46] would anticipate getting new [1:50:48] information, getting new [1:50:51] details, and updating those [1:50:55] project characterses as [1:50:57] appropriate based on the fiscal [1:51:00] resources that are available. [1:51:01] >>chair, carina vinh lieu: [1:51:02] matt? [1:51:03] >>matt maloney: I want to make [1:51:05] a couple comments about the [1:51:06] plan. Kind of that we're in [1:51:08] this period of time, you know, [1:51:10] beginning a new plan with all of [1:51:11] you, and you're going to be [1:51:15] hearing a lot about it over the [1:51:18] next few years. You know, I [1:51:20] think these plans are obviously [1:51:21] very important for the region, [1:51:23] and we put a lot of staff energy [1:51:27] into them. But I also think [1:51:28] foundationally, just for the [1:51:29] council, is understanding, sort [1:51:31] of, what the plan is and what it [1:51:33] isn't. You know, it's a [1:51:36] long-term vision, and really a [1:51:40] guide for action for this [1:51:41] region. It has some [1:51:43] implementation teeth to it, [1:51:44] depending on what part of the [1:51:46] plan we're talking about, but in [1:51:50] large part, it sets the vision [1:51:51] and the implementation details [1:51:52] need to be carried out, usually [1:51:55] by our partners, whether they're [1:51:56] local governments, you know, [1:52:00] transit agencies, the state, the [1:52:01] feds, you know, everybody is [1:52:03] involved in kind of getting that [1:52:05] stuff done. [1:52:07] I guess what I'm trying to say [1:52:09] is that it doesn't also legend [1:52:11] itself to ga going deep and [1:52:13] granular on every single topic. [1:52:15] We just comment do it in the [1:52:16] plan. Sometimes we have to be [1:52:18] at a certain level, maybe not [1:52:20] 30,000 feet, but sometimes like [1:52:21] 5 to 10,000 feet on a lot of [1:52:25] these issues, you know, and the [1:52:26] goal being that we're laying out [1:52:27] strategies for the region to, [1:52:29] sort of, move forward. So, [1:52:30] really, the policy making and [1:52:31] the strategies are really the [1:52:32] foundation of what makes the [1:52:34] plan work, but we also have to [1:52:36] remember that there is so much [1:52:38] on the implementation side that [1:52:41] we can't control ourselves. [1:56:04] This slide summarizes the [1:56:05] federal and state requirements [1:56:07] that provide the legal basis for [1:56:11] the ppp. Under federal [1:56:13] regulations, mtc must create [1:56:16] opportunities for public [1:56:17] involvement, participation and [1:56:18] consultation throughout the [1:56:19] development of the regional [1:56:20] transportation plan and the [1:56:20] transportation improvement [1:56:26] program. Or tip. [1:56:29] The tip is the region's [1:56:31] federally required four-year [1:56:33] list of near-term transportation [1:56:34] projects and programs expected [1:56:37] to receive funding. State law [1:56:39] also requires mtc to develop an [1:56:41] engagement plan for the [1:56:42] sustainable community strategy. [1:56:43] Together the regional [1:56:44] transportation plan and [1:56:45] sustainable community strategy [1:56:47] make up the region's long range [1:56:50] plan, planned bay area, and I do [1:56:51] want to clarify one point about [1:56:54] the scope of the ppp, it is an [1:56:55] mtc required document adopted by [1:56:58] the commission. While it does [1:57:01] not impose legal participation [1:57:04] requirements of abag, mtc/abag [1:57:07] staff uses it as a guide -- uses [1:57:09] it to guide engagement for joint [1:57:10] planning work, such as planned [1:57:13] bay area, and the ppp is [1:57:15] primarily centered on mtc's core [1:57:16] planning and funding [1:57:19] responsibilities. It is not [1:57:22] intended to be a comprehensive [1:57:25] inventory of every engagement [1:57:26] activity conducted across mtc [1:57:27] abag and related authorities. [1:57:30] Next slide. [1:57:33] I'll now turn to the engagement [1:57:35] we conducted during the public [1:57:37] review and comment period. [1:57:40] Staff released the draft ppp on [1:57:42] JUNE 8th for a 45-day public [1:57:43] comment period that closed [1:57:45] JULY 23rd. During that period, [1:57:48] we convened focus groups with [1:57:49] representatives from [1:57:50] community-based organizations [1:57:52] serving a range of bay area [1:57:54] communities, including older [1:57:55] adults, immigrants, tribal [1:57:57] communities, youth, and people [1:57:59] with disabilities. We also held [1:58:00] discussion groups with high [1:58:02] school students participating in [1:58:06] the normal [1:58:13] alan -- norman mineta [1:58:14] bay area summer academy, and [1:58:15] these conversations focus [1:58:17] specifically on how mtc can make [1:58:19] participation more relevant, [1:58:20] accessible and appealing to [1:58:21] duong people. More personally [1:58:23] for today's discussion, we held [1:58:24] two discussion groups with [1:58:25] members of this council focused [1:58:28] on equity, accessibility, trust [1:58:30] building and community centered [1:58:31] engagement. Finally staff [1:58:33] administered an online survey in [1:58:34] english, spanish, and [1:58:35] traditional chinese. Together [1:58:38] these activities gave us both [1:58:40] broad survey data and more [1:58:41] detailed feedback from community [1:58:43] partners, couth, council [1:58:45] members, and formal commenters. [1:58:48] in all more than 1300 people [1:58:50] participated. Next slide. Youth, council [1:58:51] members, and formal commenters. [1:58:51] In all more than 1300 people [1:58:52] participated. Next slide. What [1:58:55] we heard, this slide gives a [1:58:57] high-level picture of what we [1:59:02] heard. All the participants [1:59:02] represented different [1:59:04] communities and engaged with us [1:59:07] in different ways, the feedback [1:59:08] was remarkably consistent. [1:59:09] First and foremost, people want [1:59:11] us to close the feedback loop. [1:59:13] They want us to report back on [1:59:14] what we heard and show how [1:59:16] public input influenced [1:59:17] recommendations and decisions. [1:59:19] They also want us to meet people [1:59:21] where they are, both in trusted [1:59:25] community spaces and through [1:59:27] digital channels and [1:59:28] communication networks they [1:59:32] already use. Reducing barriers [1:59:35] to participation was another [1:59:39] major theme, and participants [1:59:41] identified language, disability, [1:59:42] technology, transportation, [1:59:43] scheduling and child care and [1:59:46] other practical barriers that [1:59:48] can make participation [1:59:49] difficult. We also heard the [1:59:50] need for plain language and [1:59:52] clearer connection between [1:59:54] regional planning and funding [1:59:54] decisions and issues people [1:59:57] snrns their daily lives. [1:59:59] Participants want clearer value [2:00:01] proposition for their time, they [2:00:04] want to know why their input is [2:00:06] needed, what is actually open [2:00:08] for discussion, and how their [2:00:10] participation MAY affect a [2:00:12] decision. Finally they ask us [2:00:13] to keep our communications [2:00:15] clear, concise, and accessible. [2:00:17] What is striking is how closely [2:00:20] these findings align with what [2:00:21] we have heard from this couple [2:00:24] both during our JUNE ppp [2:00:25] discussion and in your broader [2:00:27] conversations about community [2:00:29] engagement. The next slides [2:00:32] take a closer look at these [2:00:41] themes. Next slide. [2:00:43] Increased transparency and [2:00:44] accountability, participants [2:00:46] consistently asked mtc to close [2:00:48] the feedback loop by showing how [2:00:50] public input influences plans, [2:00:52] policies programs, invest [2:00:53] decisions, they want us to [2:00:56] report back on what we heard, [2:00:57] share engagement results and [2:00:58] identify tangible outcomes [2:00:59] associated with public input. [2:01:01] Many people told us they would [2:01:02] be more willing to participate [2:01:05] if they could see how their [2:01:08] input led to action or [2:01:09] meaningfully informed a [2:01:10] recommendation. Conversely [2:01:13] frustration grows when people [2:01:14] never hear what happened after [2:01:16] inn game activity or feel that a [2:01:18] decision was already made before [2:01:19] they were invited to the [2:01:20] process. And this echoes pint [2:01:23] that came up in this council's [2:01:25] discussion as well, that people [2:01:27] need to understand not only how [2:01:29] to provide input but what is [2:01:30] actually within their influence [2:01:33] and what happens to that input [2:01:34] afterward. So in practical [2:01:36] terms that means being clear at [2:01:38] the beginning about what is open [2:01:41] for input then reporting back on [2:01:45] on what we heard and how it was [2:01:46] considered. When something [2:01:48] cannot be incorporated and why. [2:01:49] The bottom line is that closing [2:01:51] the loop is fundamental to trust [2:01:52] and people are more likely to [2:01:54] participate when they could see [2:01:56] that their time and input [2:01:58] matter. Next slide. [2:02:00] Number two meeting people where [2:02:02] they are participants encouraged [2:02:04] us to expand engagement beyond [2:02:05] traditional public meetings and [2:02:08] government buildings. They [2:02:09] recommended reaching people in [2:02:10] familiar trusted places such as [2:02:12] schools, libraries, senior [2:02:14] centers, transit hubs, health [2:02:17] care facilities, cultural [2:02:18] events, faith based [2:02:19] organizations, and other [2:02:20] community space presidency. [2:02:23] They asked us to use the [2:02:24] communication channels that [2:02:26] people already rely on, and [2:02:28] depending on the audience that [2:02:30] might be social media, school [2:02:32] notification systems, community [2:02:33] organization networks or [2:02:35] messaging applications. So it's [2:02:37] more than changing the location [2:02:39] of a meeting, it's about fitting [2:02:40] participation into people's [2:02:42] existing lives rather than [2:02:45] expecting them to navigate an [2:02:46] unfamiliar government process. [2:02:47] This was also very clear in [2:02:49] terms of messaging from this [2:02:51] council during last month's [2:02:53] meeting discussion. [2:02:55] Members talked about going [2:03:00] directly to cbo sites and [2:03:02] existing community events, [2:03:04] rather than expecting are thes [2:03:07] to come to us just refreshing [2:03:09] last month's discussion. So [2:03:12] this reinforces the value of [2:03:13] partnering with community [2:03:15] organizations are that already [2:03:16] have trusted relationships and [2:03:17] understand how to reach people [2:03:19] they serve. The bottom line is [2:03:21] that engagement is most [2:03:22] effective when it happens in [2:03:23] trusted community spaces and [2:03:25] through channels people already [2:03:26] use. Next slide. [2:03:29] Key finding number three, access [2:03:31] and accessibility. Participants [2:03:33] identified a number of barriers [2:03:34] that can prevent people from [2:03:36] participating even when they [2:03:38] care about an issue, barriers [2:03:40] such as language, limited [2:03:42] mobility, disability access, [2:03:43] technology, transportation, work [2:03:45] schedules, child care, and [2:03:47] family obligations. They called [2:03:49] for higher I'm sorry -- they [2:03:51] called for expanded language [2:03:54] access, including translated [2:03:55] materials, and high quality [2:03:57] interpretation, as well as [2:03:59] accommodations for people with [2:04:00] disabilities and consistent [2:04:01] virtual participation options. [2:04:04] Survey respondents, as well as [2:04:07] the council also emphasized [2:04:08] evening and weekend [2:04:09] opportunities for people whose [2:04:17] work or family obligations make [2:04:18] daytime participation difficult. [2:04:21] Let's see. The practical [2:04:22] takeaway is that the [2:04:24] participation method, schedule, [2:04:25] location, and accessibility [2:04:27] services need to be considered [2:04:28] together from the beginning, and [2:04:31] not addressed separately after [2:04:34] an aqtively has already been [2:04:36] designed. Next slide. [2:04:40] Key finding number four, using [2:04:42] plain language, as well as [2:04:45] language this's relevant. [2:04:46] Participants asked mtc to [2:04:48] explain our role, [2:04:49] responsibilities, and decision [2:04:50] make authority more clearly. [2:04:53] Many community members do not [2:04:55] fully understand how mtc differs [2:04:57] from local governments and [2:04:58] transit operators, or how [2:05:00] regional planning and funding [2:05:03] decisions affect their daily [2:05:05] lives. They recommend concise, [2:05:06] non-technical language, [2:05:08] practical examples, and [2:05:11] relatable explanations, along [2:05:14] with simpler surveys, websites [2:05:17] and other public-facing [2:05:20] materials. And plain language [2:05:23] it's about more than just [2:05:26] removing jargon, it means giving [2:05:27] people enough context to [2:05:29] understand why the issues matter [2:05:30] and what decisions are being [2:05:31] made, how they can participate. [2:05:33] The bottom line is that [2:05:37] residents can engage more [2:05:39] meaningfully when we explain our [2:05:42] role, our decisions and their [2:05:45] impacts in clear relatable [2:05:46] terms. Next slide. [2:05:49] Key finding number five. [2:05:50] Strengthen community partnership [2:05:52] presidency, community-based [2:05:53] organizations and this council. [2:05:55] Emphasize the importance of [2:05:56] involving community partners [2:06:00] earlier in the planning process, [2:06:03] partners when an opportunity to [2:06:04] help shape engagement [2:06:06] strategies rather than being [2:06:07] asked to implement an approach [2:06:10] after its already been [2:06:11] developed. Participants [2:06:15] recommend cocreating these [2:06:15] outreach strategies improving [2:06:16] coordination among organizations [2:06:17] and creating more opportunity [2:06:19] for community partners to [2:06:21] convene and learn from one [2:06:24] another. They also emphasize [2:06:28] broad geographic representation [2:06:31] and recognizing the time, [2:06:34] expertise, and lived experience [2:06:35] community members contribute. [2:06:37] Earlier more consistent [2:06:39] collaboration can help staff [2:06:40] choose relevant engagement [2:06:43] methods anticipate barriers and [2:06:45] avoid duplicating outreach that [2:06:46] partners or other agencies have [2:06:48] heard conducted. Let's see. [2:06:49] Bottom line is that early [2:06:51] coordinated and ongoing [2:06:52] collaboration with trusted [2:06:54] community partners leads to [2:06:56] broader more equitable and more [2:06:58] effective engagement. Next [2:06:58] slide. [2:07:02] Key finding number six, equity [2:07:03] centered equity throughout [2:07:06] engagement across all activities [2:07:08] participants encouraged mtc [2:07:10] prioritize communities that have [2:07:11] historically been underserved or [2:07:13] excluded from public [2:07:14] decision-making. They asked us [2:07:17] to work with trusted [2:07:19] organizations and messengers and [2:07:22] ensure broad geographic [2:07:23] demographic representation and [2:07:23] design participation [2:07:24] opportunities that are [2:07:26] inclusive, culturally responsive [2:07:29] and accessible. And so this [2:07:31] means equity should shape who is [2:07:33] engaged, how engagement is [2:07:35] designed, what resources are [2:07:37] provided and how input is [2:07:39] considered. And it also means [2:07:40] recognizing that the same [2:07:41] engagement method will not work [2:07:44] equally for every community. [2:07:46] The bottom line is that equity [2:07:49] needs to be embedded throughout [2:07:50] engagement, planning and [2:07:52] implementation, rather than [2:07:54] treated as a separate or [2:07:54] standalone objective. Next [2:07:59] slide. [2:08:01] This final slide outlines the [2:08:03] remaining steps in this process. [2:08:05] Staff is now finalizing [2:08:06] revisions to the plan based on [2:08:08] what we heard from this council, [2:08:11] as well as the feedback we [2:08:12] received during our public [2:08:14] comment period, and the revised [2:08:16] plan will then be presented to [2:08:18] the joint mtc abag legislation [2:08:20] committee next friday, with a [2:08:22] recommendation to forward it to [2:08:23] the commission for consideration [2:08:24] of adoption. Not only during the [2:08:36] formal ppp review, but through [2:08:39] the broader conversations the [2:08:40] council has had about what [2:08:41] meaningful community engagement [2:08:43] should look like. You know it's like [2:10:27] governments doing this [2:10:29] community-based organizations, [2:10:31] ngo's, you know, there is a lot [2:10:34] of silo effect so I want to make [2:10:36] sure they're incorporated [2:10:38] proactively into this process [2:10:39] and also with the business [2:10:41] community recognizing that it's [2:10:45] not monolither so you have [2:10:47] businesses like bay area council [2:10:49] east bay commerce level small [2:10:50] business those might be two [2:10:53] different perspectives and [2:10:54] thinking about labor as well [2:10:56] interest that needs to be a [2:10:57] participant in this you know, [2:10:59] those that you know are bringing [2:11:01] their lunch pail to work they're [2:11:03] working noon to five or whatever [2:11:06] their hours are, figuring out [2:11:09] sometimes how it was alluded to [2:11:10] that they will be different [2:11:12] times evening sessions and [2:11:14] everything else but again being [2:11:16] intentional and proactive [2:11:18] because they MAY if something's [2:11:20] taking place at a community [2:11:22] center or something they MAY not [2:11:24] -- we might just need to have a [2:11:26] bit more tailored outreach just [2:11:28] something to think about. [2:14:45] Including we're asked a lot of [2:14:46] times to provide survey [2:14:47] information at the county level [2:14:49] which we also include, but again [2:14:50] it's not required for [2:14:53] respondents to provide. And [2:15:16] it did -- and I really under [2:15:19] score what's been said about [2:15:20] community-based organizations, [2:15:22] but it also inspired in me that [2:15:25] there are two ways to this. [2:15:27] There is a lot of already [2:15:28] feeling before this in prior [2:15:30] plans, which I have participated [2:15:32] in over the course of time, and [2:15:34] one of the things that has come [2:15:37] up is that -- and you have [2:15:40] addressed this, and it's the [2:15:42] very fact, so we come, [2:15:43] participate, give you some [2:15:44] ideas, but you don't see that [2:15:49] they actually had, or they are [2:15:51] come in sense too late in the [2:15:52] process, things have already [2:15:53] been decided. So what I'm [2:15:55] moving to -- and I know that's [2:15:58] still the challenge to overcome [2:16:00] that particular feeling or bias, [2:16:02] or however you want to describe [2:16:06] it -- but I think there is a [2:16:10] need to make sure that it would [2:16:11] the community-based [2:16:14] organizations, the business, the [2:16:18] whole group, you need to come [2:16:23] back to them, and say, you know, [2:16:24] there is your responsibility as [2:16:25] someone representing the [2:16:26] communities to be able to [2:16:27] present these opportunities and [2:16:29] be part of that process p they [2:16:32] have to be a good pipeline. And [2:16:35] this is their way because it [2:16:37] will serve our communities if we [2:16:39] do do that. So I'm just saying [2:16:41] that really needs to be brought [2:16:43] up and we need to obviously keep [2:16:45] bringing in as many [2:16:47] community-based organizations to [2:16:49] this process as possible. Just [2:16:52] something that I think that we [2:16:53] forget. We think well, [2:16:56] that's your problem. No, [2:16:59] actually, I think it's our [2:17:02] problem as part of whatever [2:17:10] community [2:17:12] organization, [2:17:13] whatever community and how we [2:17:15] serve our communities. Our [2:17:24] thoughts reflected here, also as [2:17:29] an organizer, I have been [2:17:30] screaming into the ether for a [2:17:33] very long time to have a lot of [2:17:34] these things be real and have [2:17:36] people hear why people want to [2:17:39] be heard. And so we deeply [2:17:40] appreciate this document [2:17:41] hopefully it's successful [2:17:44] because I think that's one thing [2:17:46] I echo council member lieu is [2:17:47] that even though a lot us have [2:17:49] been saying it, we don't [2:17:50] actually know how successful it [2:17:53] is. So I hope to see in the [2:17:55] years to come success on this [2:17:58] type of communication and [2:17:59] organizing. The other thing I [2:18:01] would say in terms of relaying [2:18:03] back to us the success of these [2:18:04] types of communications because [2:18:05] this is the first time I have [2:18:08] seen the framework publicly be [2:18:11] inclusive. That maybe there is [2:18:14] framework for other agencies, [2:18:18] other local counties to take on [2:18:21] these things because the topics [2:18:22] we're talking about both [2:18:23] transportation and housing can [2:18:26] be polarizing so even at your [2:18:28] best efforts to include all the [2:18:30] voices that sometimes it can be [2:18:32] challenging to hear that your [2:18:34] participation MAY not have [2:18:37] gotten to the place where you [2:18:40] thought it should be and that's [2:18:41] on both sides of the I'll in [2:18:43] terms of housing and [2:18:45] transportation. So would be [2:18:46] interesting to see in the future [2:18:51] how this is working, a case [2:18:54] study in particular challenging [2:18:55] topics whether it's housing or [2:18:56] transportation, pick either of [2:19:00] the two, in a community where it [2:19:03] is challenging to see if the way [2:19:05] you framed it and the way that [2:19:08] this organizing has been [2:19:09] executed, not a perfect answer [2:19:11] but got us to an answer that [2:19:13] makes the implementation of long [2:19:15] term vision and the plan better. [2:19:17] That's what I would like to [2:19:22] hear, a couple years from now, [2:19:24] ongoing basis for the public to, [2:19:26] sort of, understand. It's not [2:19:28] perfect we're dealing with [2:19:30] topics that people have lots of [2:19:32] opinions on so it would be nice [2:19:36] if this framework from beginning [2:19:38] to end, it's great start for us [2:19:40] moving forward in terms of [2:19:42] advocating in these spaces. And I do [2:21:39] agree that with this public [2:21:40] participation plan, the feedback [2:21:43] loop is important, as well as [2:21:47] thank you for recognizing the [2:21:50] inclusivity of this plan, which [2:21:55] I do -- so, there are, as an [2:21:57] agency, a lot of projects that [2:21:59] we're engaging different [2:22:00] stakeholders, the communities, [2:22:03] et cetera, and this public [2:22:05] participation plan is the broad [2:22:08] plan for the various projects. [2:22:11] And we are working to coordinate [2:22:13] internally so that when we are [2:22:14] out in the community, again, [2:22:16] we're trying to -- we really [2:22:20] want to be cognizant of reducing [2:22:22] the engagement fatigue, and [2:22:23] duplication, et cetera, et [2:22:26] cetera. Any time you are [2:22:28] undertaking an ambitious [2:22:30] process, you know, there does [2:22:32] need to be a little bit of grace [2:22:33] at the beginning. Because it's [2:22:35] -- it's not as though we can [2:22:37] stop all of the work on these [2:22:39] projects so that we could then [2:22:41] do the engagement, right? [2:22:43] Especially when we're talking [2:22:47] about things, the hot topics, [2:22:48] housing, transportation, et [2:22:50] cetera. I want to at least say [2:22:52] to this council that we -- we do [2:22:54] hear everything that you're [2:22:56] saying, and that we are [2:22:57] committed to being responsive [2:23:01] while recognizing the work is [2:23:04] ongoing. And so that then to [2:23:08] member matradition's [2:23:08] drid [2:23:11] madrid's feedback and [2:23:13] question, you know, giving the [2:23:14] community updates and the [2:23:16] opportunity for communities to [2:23:18] respond, this is it go back to [2:23:21] just there being many projects, [2:23:24] and so I -- this broad ppp is [2:23:26] applicable to us as an agency, [2:23:28] and then we would -- the [2:23:31] individual project members, you [2:23:34] know, we would then pass this [2:23:37] information along to make sure [2:23:39] that they receive it and are [2:23:41] also then incorporating the [2:23:44] feedback from this council into [2:23:47] it. Following up on my [2:25:20] colleague veronica's excellent [2:25:22] presentation that was made [2:25:23] manifest took approximate a week [2:25:26] ago AUGUST 24th when mtc and [2:25:29] abag hosted the inaugural [2:25:31] community partnership exchange [2:25:37] which brought together 50 [2:25:38] representatives from 37 [2:25:41] community-based organizations to [2:25:42] strengthen relationship and [2:25:43] explore future collaborations [2:25:47] my colleagues here on my left, [2:25:48] matt maloney and my other [2:25:50] colleagues vice chair diana [2:25:52] benitez, both spoke at the group [2:25:54] and staff shared efforts to [2:25:57] improve cbo engagement including [2:25:59] partner compensation streamline [2:26:00] contracting better coordination [2:26:02] and more continuous cocreation. [2:26:06] There were 13 mtc abag teams who [2:26:06] showcased 18 projects and [2:26:08] programs giving cbo's [2:26:10] opportunity to connect directly [2:26:11] with staff and learn about [2:26:16] current upcoming work. And I [2:26:18] will send out professional [2:26:20] photos that were taken from the [2:26:22] event. There's also an update [2:26:23] specific for our mind and [2:26:25] visually impaired council [2:26:26] members. The agency is moving [2:26:29] away from granicus. The new [2:26:31] system will not be granicus, and [2:26:34] so we want to be aware of how [2:26:35] that will impact folks who for [2:26:39] example, don't read pdf's and [2:26:41] need html based formats so I [2:26:43] will reach out to members on [2:26:45] this body to make sure that it's [2:26:47] working for you all. But just [2:26:50] giving you a head's up that in [2:26:53] coming months or so that [2:26:54] transition is happening and [2:26:57] we're moving away from granicus. The meeting focused on [2:33:04] two primary topics, the transit [2:33:06] transformation action plan and [2:33:10] the customer advisory group work [2:33:16] plan through 20 -- [2:33:18] DECEMBER 2027. On the transit [2:33:22] plan, the cag brought up [2:33:24] advancing transit equity [2:33:25] principles and exploring [2:33:27] consistency related to safety [2:33:30] and immigration enforcement [2:33:32] practices. They looked at [2:33:34] improving accessibility, [2:33:35] including mobility management [2:33:39] and one-seat paratransit [2:33:40] options. And expressed an [2:33:43] interest in future network [2:33:45] planning efforts, including [2:33:47] mascots and expanded fare [2:33:50] integration options, similar to [2:33:54] bay pass. On the customer [2:33:57] advisory work plan, members [2:33:59] generally supported the plan and [2:34:00] recommended stronger [2:34:01] communication and feedback loops [2:34:06] between the cag and the rnm [2:34:09] council. And earlier customer [2:34:10] advisory group review of items [2:34:13] before they advance to rnm [2:34:16] decision-making bodies. More [2:34:20] customer focused communication, [2:34:24] and a periodic review of rnm [2:34:26] performance measures. Greater [2:34:28] attention to underbanked and [2:34:31] unbanked populations, and [2:34:34] consideration of international [2:34:36] best practices to improve [2:34:38] regional coordination. Most [2:34:40] important take-away's, continued [2:34:42] emphasis on equity, [2:34:44] accessibility, and paratransit, [2:34:46] and interest in regional fare [2:34:48] integration, and desire for [2:34:50] stronger customer engagement and [2:34:51] communication. And [2:38:09] that's saying a mouthful. [2:38:13] Because there is a lot of [2:38:16] cultural [2:38:19] cultural, social unstated [2:38:21] thoughts behind the words that [2:38:28] are said. [2:38:30] Everybody has their own [2:38:33] assumptions and their own [2:38:39] outlook on a particular issue. [2:38:44] Something gets lost when it's [2:38:48] put on the internet, and about, [2:38:49] maybe, 90% of the communication [2:38:52] gets lost. That's a barrier. [2:38:55] And you have to come -- you have [2:38:57] to overcome it. Because not [2:38:58] everybody can attend a meeting [2:39:06] at a given time on a given day. [2:39:09] I think one person really was [2:39:12] outstanding to me when she said [2:39:17] the issue of effective [2:39:20] communication is you find [2:39:24] someone who is a pipeline, back [2:39:26] and forth.
