Well, that's my other, that's my other son who's coming up his mission. That's his son. [0:11] I don't know if he had a case before he got home, so that's what we're going to do. [0:18] All the meeting door, it's our midway city council work meeting. [0:21] July 21st, May 26th at 6 o'clock in the morning. [0:24] I really need to be centered. [0:27] Andrew, it is a volunteer to offer a coach and a parent that will get on to the [0:32] agenda. [0:35] The only father of our group for this night, we can gather, we're grateful for fresh [0:40] rain that we've been receiving, we're grateful for our beautiful city and for our health [0:48] and ability to be able to gather and the freedom to do so. [0:54] We pray that we can have clarity and understanding for the topics for our town square and community workforce housing discussions [1:03] that we can find resolutions that can serve the community to continue engagement, continue involvement, continue all the efforts that we put together in our efforts to [1:21] Unify all of our citizens, we pray for those who couldn't and aren't attending for their safety. [1:29] We pray for service members, volunteering around the world on behalf of our United States and defending our freedoms. [1:38] And for those who have served our veterans, the last step, we think we bring ask on the name of Jesus Christ. [1:43] We [1:47] have the agenda for tonight's meeting, the warrant list, the Minister of July 7 Council [1:59] Regular Meeting, including the warranty period, and we'll use the remainder of the bond [2:04] of Twitter for Farms, and the water calculation for proposed garage, located in 155 East, [2:11] two people left. [2:13] So, if you were over there looking at a cement issue, do we release, or do we hold and fill? [2:31] I don't want questions specifically what the bottom is for. [2:33] If you have the bottom, it's for your infrastructure and subdivision, which would be what you were looking at in that picture with the curve. [2:39] So I make the motion that we approve the consent agenda, but not approve the release of the bond until he has to resolve. [2:47] So I really would like to be correct. [2:50] Okay, we have a motion. Second. Second. [2:54] I go ahead and start voting. Andrew. [2:57] Aye. Lisa. [2:59] Aye. [3:00] Andy. Aye. Kevin. [3:05] Aye. Kevin. [3:06] You're not coming? [3:18] I don't want to be 100% given. [3:20] Did you hear us? [3:36] Yeah. [3:38] Yeah, he texted me a second ago. [3:52] He said [4:00] that. [4:00] He said that. [4:01] He calls while we get coming along. [4:06] Yeah, we have that. [4:07] I'm going to send them all. [4:08] I'm not sure. [4:11] I'm going to be in here. [4:14] I'm not going to. [4:15] I'm going to try [4:24] to see something happen. [4:28] I don't know if we can't. [4:33] It's just one more second here. [4:37] Can you hear me out? [4:38] Yep. [4:39] It just popped up. [4:40] Okay. [4:40] We're good. [4:42] Did you hear that motion on second? [4:44] I can hear you guys. [4:46] First one. [4:47] Clear. [4:49] And somehow it's like I go as well. [4:53] Okay. [4:54] They were really bad signal. [4:56] Yes, they did it. [4:58] Okay. [4:59] So that you did it. [5:00] You did it. [5:00] You go right. [5:02] You go right. [5:03] You get that right. [5:06] Next I do the text micro. [5:08] If you don't hear what I really important to get your input on this. [5:12] I have a discussion about town square. [5:16] Tonight is a work meeting. [5:17] So we will discuss with you on ideas. [5:19] We do have a beginning or a starting point [5:22] with an engineering study that was done in years ago, [5:27] and we'll discuss that in some of the other ideas. [5:30] So we've got about an hour and a half inside of me. [5:34] It's been broken, and I'm always spending a lot of money [5:37] on this square. [5:38] We need that we can't work or spend a lot of money. [5:41] Thank you, sir. [5:42] I'm not sure if it's too old, we have some money there. [5:46] We're quick, and we're running out of time to spend it, [5:48] So we need to determine what that is. [5:53] Thank you for the effort to get us a little more time. [5:56] You're welcome. [5:56] And we're going to begin with that. [5:58] Thank you for yourself. [6:00] You will be sending you a revised contract within the next two weeks. [6:04] Thank you. [6:05] You'll have to sign that and send it back to you. [6:07] We'll do it immediately. [6:09] Thank you. [6:10] Michael Wolves. [6:13] Presentation. [6:15] There. [6:16] Yeah, thank you very much. [6:21] We have a week connection over here, so I hope this works for you. [6:25] So we're going to have a discussion tonight about the town square master plan. [6:30] We started this process of master plan to plan square back in 2021. [6:36] The idea was thought out that we should look at our town square, make it more of a gathering place for midway. [6:43] That was written in Torgino Plan and so we were following through on following that vision that was established in general planning. [6:50] What we did was we hired the company to develop this master plan that ended up being IVI which is a well-known planning organization company. [7:04] It does work all in the United States and even outside of the United States, so very well-known. [7:10] We did go through an RFP process where we interviewed multiple companies and IBI ended up being the one that was chosen for a number of reasons. [7:19] And we do feel good about the plan that they created. [7:23] And that did take two years to go through that process. [7:26] So it was developed in 2021 and 2022. [7:28] Thank you. [7:29] We had. [7:30] Three goals. The first one with design options for opportunities to enhance the use of green spaces in handswear. It's very important that all the design options must be able to accommodate all existing space needs for SWIFT State. So that was thought out from very beginning as we need. [7:45] In the entire square to function for the community, but we also have a major event. We want to make sure functions for bold things. [7:52] To increase the value of town square to be creamy by creating opportunities to enhance the square as a community gathering place. [7:59] That's providing increased economic growth. [8:02] So in our general plan right now, we talk about the town square being a gathering place. [8:07] I mean, really the center of town, and we want to have restaurants and retail route around the town square. [8:13] So you want to do the focal point, we have activities, concerts, anything on the square that's going to gather, [8:20] together and they have opportunities to go across the street and visit to different businesses. [8:25] So that's part of our thought process. [8:28] And those things have happened quite a bit since we've been adopted as unit plan in 2022. [8:33] It's much more active around the town square. [8:36] So that bike room, seeing activity as happened and so we've been very successful in that. [8:43] Number three, create an environment which will provide additional pedestrian traffic in and around [8:48] industry and a downtown area. So those are the three things that we're looking at as we [8:55] looked at redesigning to the town square. Some more of the background, as part of the process, [9:01] we formed a stakeholder committee and that included members of Green and White Mooters, members [9:08] of the Swiss Days Committee, and then also business owners from the downtown area. They're also [9:13] some residents who are included in that committee. [9:17] We get reached out to the public through two public open houses [9:22] that were held. [9:24] And we had about 60 residents that were included in those meetings. [9:30] Everybody was invited. [9:31] We had about 60 show up to the meetings. [9:33] And we gathered their comments for quite a few dozen comments [9:37] where gathered from those meetings. [9:41] And so after we got [9:47] And we took those two plans to the city council and they chose the one they liked the best. [9:53] And when I say chose, we discussed them, we decided which one was the best. [9:56] It was never approved by the city council. [9:58] There was never a vote to set. [10:00] We're going to formally adopt this, this master plan. [10:04] We have Andy and Andrew that weren't part of that process, [10:08] but we should probably remember that pretty well. [10:12] There were a couple of sticking points and we'll talk about the design, the proposed design for the master plan. [10:20] But it was never formally adopted. We tried twice if I remember correctly. [10:24] But there was an actual way of both that approved it. [10:29] And since then, the grant was awarded for 600,000 if the city would spend 1,000, [10:34] $1,792,000 or 1,790 million, $700 million. [10:39] I wish you a little bit of a Balsk. [10:41] And we have Nancy O'Tool, our Grand Farrider here, [10:45] who's done a great job for the city. [10:47] She secured this grant for us. [10:50] But we do have some obligations with this. [10:52] One is to spend $1,01.8 million. [10:57] But also we have a summation date of December 15th of this year. [11:01] So we'll be at total spend of 2.3 monthly. [11:03] No, can I interrupt that? [11:05] It's 1.2 total. [11:07] We have to, it's a 50-50 match. [11:09] So we got 600,000, that means we have to spend 1.2 million. [11:13] It's going to fail. [11:14] OK, that's interesting. [11:15] I think the project, more money than I could get 50% up. [11:23] And that's why there's that difference. [11:25] But we can always scale that up. [11:26] Yeah, it looked like from the contracts. [11:28] The 1.2 wasn't listed, but it's because... [11:32] It's because of the way we wrote West and I set up the spreadsheet, with all the things [11:36] that were included there. [11:37] I'd rather be 100 than over, so that's why I made it bigger. [11:40] Oh, this is what we have Nancy here tonight. [11:42] She can clarify exactly what we need to spend. [11:45] So that's a nice bigger. [11:47] Yeah. [11:48] That helps. [11:48] That does. [11:49] Yeah, I wanted to know that. [11:50] It's panicking. [11:53] So it's either a middle. [11:56] Yes, he does that. [11:57] Tony's spending food money that was spent in the design for that actual improvement [12:01] to the square. [12:02] Actual improvements. [12:04] Not including. [12:05] And now part of our match was part of the design [12:07] cost. [12:07] You can put some of that in there. [12:09] I don't have the spreadsheet. [12:10] I have the spreadsheet for the ice rate, [12:12] but not for the building. [12:13] This is for the building. [12:14] So I do have the spreadsheet. [12:16] I wish I would have brought it. [12:17] But it's mainly for, yeah, [12:20] after just mainly for the building. [12:22] So I'm glad you did it. [12:24] Bring it. [12:24] This is design. [12:25] This is concept. [12:26] This is square. [12:28] We've kind of started down this path [12:29] without a vision. [12:32] This was here, but then we don't track somewhere [12:36] and we're back on track now, so. [12:38] And it can still be a building. [12:40] It can still shift the building. [12:42] You can change things, but you have to build a building. [12:45] And it has to be for recreation. [12:47] And you have to spend 1.2 million to keep the 600,000. [12:51] What they do is they give you the 540,000 upfront. [12:54] You've had that for almost 18 months now in your bank. [12:57] And once we complete the project, [12:58] Then I do a reimbursement, and then you get your last $60,000, they kind of hold that 10% back to make sure that you follow through the process and that's what I do. [13:08] So we need to build a building. [13:09] We can't see anything. [13:11] We can see any type of portable or anything like that. [13:13] I asked James about that, and he kind of grumbled. [13:17] James is a really nice guy. [13:18] He's the director of this grant, but he's a stickler for rules. [13:22] And so I said to him, he said, send me your plan. [13:24] So, once you get finalized, what your plan actually is, cost everything complete plan, send it to me, and then I will send it to James, and we'll probably have a meeting with the mayor and myself and whoever needs to be there. [13:37] So, he can review that with us, we can answer the questions, and then they'll approve that one. [13:42] Say, they'd only approve an extension of the contract right now. That's it, nothing else. If we want to make changes to the actual building and what I design, you know what we designed and everything, [13:53] Then that's another layer that we have to go through. [13:56] What's the new day? [13:58] We'll be six months after that day. [14:00] So next June. [14:02] And they're not really tough about asking for another extension. [14:07] So do we need to be completed? [14:10] Completed. [14:10] Completed. [14:11] In the next six months. [14:13] All that in the next year. [14:14] And the next year. [14:15] What else did you have to tell June? [14:17] Yeah. [14:17] So June about 2027, he scared me. [14:20] Yeah, sorry. Yeah, you threw me there. I read the contract. This scared me. So I'm thankful that you were able to [14:29] Yeah, secure that [14:30] We'll get after it and then see if we can get him to stop rumbling and figure out something. Well, if we show a plan and it's still a building [14:38] This show still does recreation. This still holds some skate rings, you know, in the ice game [14:43] Then it's fine. He just has to bring it to he cannot make a decision himself. He takes it to the board [14:49] They meet the first of every month and there's a board of 12 people and they're all legislators and other people and they scrutinize it look at it and then give you a check mark. [14:58] And I'm sure they will if we do. [15:00] I'm sure they will. I would love to have this done in two or three weeks so that we've got a little bit of time to go to that first. [15:08] Yeah. [15:08] That's that time. [15:09] Because you're going to get one contract and then what you do once we change the design, then you're going to get a second contract that says, okay, this is the changes in your contract. [15:19] The building is not this now. It is this. They're very sicklers for that. So this is a lot of money. [15:24] So there is this, is this a single purpose building that it's only [15:29] to benefit the ice rank it's going? [15:31] No, you can have stuff in this other time. [15:32] You can rent it out. [15:33] I put I made it very broad. [15:36] I did that on purpose because I didn't know what you guys wanted. [15:39] So I left it that way. [15:41] So did you say maybe we'll get another extension past the June date? [15:45] No, I can get, um, that's a hard date. [15:48] That's a hard date. [15:49] They're really sticklers about that. [15:51] It'll be, but I can get, what we'll have to do is once we [15:54] that contract, that day will be fixed and then we'll have to go back to him and say, [15:58] okay, these are the changes for the buildings and then that contract. The next one [16:02] will still show that extended date, but then it will also show the changes that we're making on [16:08] the building. Does that make sense? Okay. So there will be two changes in two contracts. [16:13] But we want to get this first one done and get that date set for the extension. [16:19] or within a year, and to be able to go in and build this building by that day, it's going to be challenging. [16:25] Let's get to work. [16:27] Yeah, really. [16:27] Something improved, particularly on it. [16:29] Feel free to do that. [16:32] Okay. [16:34] Thank you. [16:34] Yeah, thank you. [16:35] So we're going to go over the proposed master plan. [16:41] Now, we can't say any action on this master plan. [16:43] It's nice. [16:44] The idea here is we can give you a good background on what it is in the master plan. [16:48] But we'll need to put this on another agenda in order for us to approve the national plan. [16:52] And that doesn't necessarily, we can't move forward with the building. [16:55] This is just our guiding light for improvements on the town square, [16:59] helps us organize a timeline and then we can start budgeting for it. [17:05] But if we need to move forward on the building, we don't necessarily need to adopt this plan to do that. [17:11] And that's a council decision to move forward on that building itself. [17:16] So, this is the town square master plan. [17:19] I've got all the sheets here. [17:20] We won't spend a lot of time on, especially these wording ones. [17:23] I didn't include it in your packet, so you can change everything. [17:29] So, the guiding principles enhance the town square as a central gathering place for midway residents. [17:35] Better connect to the town, the square, domain street and surrounding town center. [17:40] And besides Midway's history and culture and placement of a Swiss thing, also supported [17:46] your round celebration of the seasons, optimized community events for large formal and [17:52] from large formal events, so Swiss days to small informal events like maybe nine and square [17:57] or concerts that we have. [18:00] This question, maintain a feeling of being green and open. [18:04] Add elements to make the square more functional, so benches, restrooms, there's just [18:08] lot of places that sit around the square, that's something I need to do, a better job of. [18:13] Add elements that make the square more interesting experience, so enhance landscaping [18:17] ornamental planning, digital water features, add value to the town center training properties, [18:24] increase the embrace of the use of the mountains, implement solutions that are economically responsible [18:28] and environmentally sustainable, ensure all improvements can be properly maintained. [18:34] So again, our general principles for the terms work or for looking at. [18:38] So this was the proposed master plan. [18:41] Again, there were two options. [18:42] This is the one that was the preferred option. [18:46] And we're going to go over all of these different elements, right here. [18:51] So number one, [18:54] this is this problem and not in this area. [18:56] Designed and inspired by the Swiss flag and Norse Alps, [18:59] West Pedestrian problem nods, and historically resembling across the flag of the Swiss [19:04] heritage of the community. [19:06] And if the biggest part of that's not so much as simple as a bit, it's moving people [19:09] north to south and east to west. [19:12] We have a lot of people walking around the square right now. [19:16] If this is on the south, we're going to go to the business of the west, [19:19] and then we go to businesses on the north. [19:21] And they pretty much make this this round, [19:25] but there are constantly people walking through what's our parking lot right now. [19:30] Yeah, it's never ending and so I think it's important that we have good sidewalks all the way around the square [19:36] But being able to cross right through a beautiful town square is probably one of the most important things with this and so the promenodges are very important [19:45] Create satin vocal point [19:46] That's for the ability to move through the area and you'll notice the one thing that's out of the middle of this is a big parking area [19:53] We are this plan with new parking to that upper right hand corner so we'd still have it there wouldn't be in very middle of the square [20:01] which is probably the most important thing that we've green area that we can have is right in the center of the square [20:08] So there's one thing this plan does is it helps move people around the square much better, much more accessible [20:14] on set of walking through a parking lot on sidewalks at 93 terms that are only 4 feet wide. [20:21] So that's one of the biggest things. [20:24] So, the second number one up there, probably not to connect highlight and organize the [20:28] steering experience within the dancework, providing better access, and circulation, including [20:33] loop perimeter walks and crosswalks in intersection and to continue continue. [20:38] So we have Centennial Park over here. [20:40] There's a way to get over and cross over to Centennial right there. [20:44] We've got a nice bridge. [20:46] It's nice to have these two green areas close together. [20:49] So we want to connect them together better. [20:52] And the problem now is to help us do that. [20:56] The third number one, reduce pedestrian vehicular conflict by removing internal drive and replace with problem and odds which are designed to accommodate an emergency access and events set up. [21:07] So I've been set up. We're going to talk about number four right here. This is set up for food trucks in this area. [21:13] So that we will drive in and that we hook up here and that will create a really nice situation, [21:18] especially for our concerts in the park, right in the center of the tennis square. [21:23] Number two, addition of more event-tenth space along promenade's doubling as a storm line, [21:32] interpreted walk reflecting the heritage of midway community. [21:35] Number two, here, here all the way through. [21:40] Number three, perimeter street gameplay entries to enhance visual access and draw more pedestrians into the town square, [21:47] celebrate community heritage and have color for flower beds and signage. [21:50] So really lightening up the, and it's where I have [21:55] directional sign in the free-finding signage. [21:59] Things that have again, allow us to really use this property [22:02] and we're properly. [22:05] Number four, central gathering clause A at the East End of the Ice [22:09] Ring designed to be flexible to support [22:11] a quick stretch, temporary fire pit, see her concert stage [22:14] for events. [22:15] I'm actually going to jump forward real quick, [22:17] so we can look at that. [22:18] So this is what this is here. [22:22] It really enhancing the experience of community and others. [22:28] May I ask a question? I don't mean... [22:32] When we did went through the land and water conservation issue, Mayor, does that plan that first page conformed? [22:41] That's what I wanted to make sure, because we had two plans to delay, and I wanted to make sure that one that you're talking about is the one that she approved, correct? [22:50] Did I apologize? [22:51] No, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no, no. [22:53] to. Yeah. [22:58] And we have sent this to them. Yeah. And that's what I thought. You sent that. [23:06] That one. Okay. And you mentioned it earlier. It's all about recreation stuff. That's our focus. [23:12] Okay. Then that was one that I was worried about. That's where we started and we've got full support. [23:21] Yeah, I think two things that this important is we're seeding on the square, there's just not a thing that you can say. [23:28] And number two is having some shaded areas too. [23:31] We've got some large trees on this side, but that's about it for the entire square. [23:34] So having a place for people to say I have some shade, and I think that's an important thing for us. [23:47] to see, we've got number five, which is like [23:51] on a water feature reflecting collections [23:53] in Central Plaza, in addition to reflect [23:56] the Western Mountain view. [23:58] So that's right here in the center. [24:00] We're not gonna do that. [24:01] It's probably a little water feature, [24:03] because it has a nice, yeah. [24:05] A lot of cities and even, you know, [24:08] the assures, they turned off the water [24:09] for you because of this pool on the ground. [24:12] And so, you know, one of those things [24:14] that people will put back on, [24:16] if they feel stronger about water situation. [24:19] So that to me is the lowest priority I think of this list. [24:25] So I agree, I think if we end up having that, it'll be up. [24:30] So it's how to use this. [24:33] Yeah. [24:33] To test the water every day. [24:35] That's really expensive. [24:36] I'm glad you made it in the other meeting about, just like it's only cool. [24:40] It's the exact thing I like to see when people even get algae, you get all sorts of things [24:44] the kids with their soap and the lotion and it's, yeah, it's expensive to maintain. [24:51] Yeah, I don't know why to feature on the West side too, but yeah, there's all there you can do. [24:58] Yeah, they want to get wet. [25:02] Yeah. [25:03] Yeah, number six, research, ice cream, to minimize fall risk and encourage multi-purpose [25:08] year-round use. [25:09] The themes are our installations during several months. [25:14] Yeah, that's an issue, but it also is a prime slippery in this summer when it gets wet. [25:19] So one of the things we have to be careful, it's not just as easy as resurfacing a cement and driveway, [25:26] because of the chillis that's the one underneath the corn layer you have on top. [25:30] The harder it is, it's going to be the maintainier. [25:33] Yeah, so I think we need to dig into that a little bit more. [25:37] We're in the middle of that, both how to surface, color, not affect the tubes below. [25:47] We've got some experts on my strengths that are going to give us some suggestions [25:52] to the booster during the following week. [25:55] The intent is to, we have a functioning rate for the first time in probably 87 to 10 years. [26:03] It's working well. [26:03] There's some work in these, we don't want that show are coming, but the rank is with the surface of the move. [26:12] We paint, resurface it will still continue to work and we've got experts still. [26:18] No, I don't know how to do this. [26:19] We'll be getting bids and information on that. [26:21] It was at 150 grand two years ago. [26:24] I'm assuming that I'm going a little bit, so we're waiting for some quotes. [26:27] We also have some other experts in the world of ice-cream, [26:32] design and operation that we'll be engaging to. [26:37] Okay, Mayor, I'm sorry. [26:39] Keep it in a happy. [26:40] You did a grant for that? [26:42] Sort of the table. [26:43] Okay. [26:44] Are you got a grant for that? [26:45] That's an RR1. [26:46] So you got 250,000. [26:48] Again, this is a 50-50 matching. [26:50] So you have to spend 500,000 to get that 250. [26:55] Just so you know. [26:55] Fun fun. [26:57] Twenty eight months. [26:58] We just signed the contract in June. [27:01] So we had 28 months, but you do have to, it's going to 50,000 and that was for the [27:07] chiller box, the top, and also to put that major sidewalk all the way around, right. [27:12] So we go in the budget for this. [27:16] Okay. [27:16] Okay. [27:20] Number seven, updated chiller building for the ice ring. [27:23] So part of that I think is to create a spot that's on the north end. [27:27] Yeah, the north end with that shadow, so I'll be able to bring the Zamboni option on [27:32] The area to the south of it, where it's certainly being stored in where it's been used, [27:39] and then affecting the header, and that's been a lot of full-scale repair. [27:44] So we get the Zamboni SR coming on the ice in the appropriate location. [27:49] The header will be continued, or it's working now. [27:54] We've replaced those headers in recent years. [27:57] So, kind of odds are what I wish you had a nightmare for the boosters as they've been operating this, but it's working now. [28:10] Number eight, [28:13] I'll type purpose. [28:15] Probably the number eight on here. [28:18] The just above where you were with the children building. [28:21] Oh, can't write there. [28:22] And that's right. [28:23] Multi-purpose entertainment plus an optimised spectator [28:26] on seeding to embrace mountain abuse [28:28] of the West. [28:30] A leveraged ice facility for sporting infrastructure, [28:33] so I can picture of that, so that's one view of it right there. [28:41] There's another view of it. [28:45] So, and we have a mirror sign as I've talked about this [28:48] a little bit. [28:48] There may be other options for this. [28:50] It looks like three options over all, too, [28:52] or we could put some type of flatboard like this [28:55] system chain structure that would house entertainment, we can be some type of a stay in there. [29:04] But the one that's showing on here is in that corner, just north of the show we're building. [29:10] It's going to be in right here. [29:11] Other options maybe to put it down here, so it's facing this direction or somewhere over here [29:16] on this smaller area there. [29:19] So, in thinking of Swiss days and how all the vendors set up, are we going to be reducing [29:25] the number of vendors. [29:30] It's pretty quiet. I don't think so, but right around the right, [29:34] we'll definitely not do it. [29:39] We need some holes to work with them. It depends on what we [29:42] design for that. We're going to stage there. [29:49] I think it makes more sense to put it down below [29:51] up here. I'm going to show you how to even down the corner of the key area. I'm going to see [29:56] at the same angle, right? So that's phase. [30:00] I think it's facing an organization, [30:08] so you're looking a little bit off of the sun in the audience, as opposed to what was performing. [30:18] I have to keep going. Is that that can be remote or move? [30:22] Yeah, there's multiple options for that. [30:25] Number 9, which is here. So, in chance at Forest Highlight, we're protecting existing the role of Evergreen's with efficient, [30:33] and meandering path of the park and these display elements. [30:38] So we've got these evergreen right here. [30:41] Did you change that for? [30:42] Yeah, I don't want to know what was supposed to taste. [30:45] Characters, but we can't use these here. [30:47] We don't care how they taste, I don't think they are. [30:49] We don't care how they taste, we don't care. [30:50] We don't care how they taste, we don't care. [30:52] We don't care how they taste, we don't care. [30:54] Back when Mayor Tatton was mayor, [30:56] we had to tell him what was that for the six, two years ago. [31:00] We had an arborist come in and look at this growth trees and they said, well if you want to keep this growth here, [31:06] what you want to do is plant some new trees in between the older trees. [31:10] So that's how we get back then. [31:12] You can see these trees that are actually pretty large now in between the older trees. [31:17] So as the older trees die, we did have one die a few years ago and it was taken out. [31:22] We have these new trees that will take their place. [31:24] doesn't mean we need to keep him here, but some thought has been put into keeping the team [31:28] this growth for the long term. We're tree city. Yeah. You must say. [31:37] On number 10, so that is a restroom facility to catch the Midway City office building, so that would [31:43] be in addition to our emergency officers right there. And the reason why that would be needed is [31:49] If this building is removed, which is our, I would call that the shelter right now, that has bathrooms on that [31:57] west side, so those would be replaced if that were to happen. [32:00] So let me ask you this question, restaurant for the outside, but could you add more [32:04] restrooms so that people inside could benefit from them? [32:09] Inside this, the city office is? [32:11] Yes, there's one in one. [32:13] Next morning, the North and the North and the North and the North and the North and the North and the North. [32:18] Our three and the wind. [32:20] I think you're going to add on to that building, you could do that. [32:23] If you wanted to add some more rest, we'll need some size and also separate ones coming from the outside, so. [32:28] Make sense? [32:29] I still don't think we're gonna get right there. [32:32] Number 11, [32:37] which is, this area right here. [32:40] where the existing shelter is. [32:42] The addition of memorial, the road, near Mid-Waste of the offices, providing additional [32:46] shade and picking various leather gardens, pathways, and remembering key for me to [32:50] figure out the past. [32:53] And then 12, which would be right up here. [32:58] Open our whole type purpose. [32:59] If I go, even if I were a human with cremator access and mountain views for family [33:04] Union's creating events in the day of the day, so really removing the existing shelter and [33:10] having the snoopability on the north end and removing the current barbecue pits in the [33:15] north, but it also getting rid of how often are those used. [33:21] They are used, the pavilion. [33:25] I'm right there in the morning because you want to be somebody on there. [33:28] I was not saying that. [33:29] I hear everything. [33:31] I hear them. [33:32] So they are used, but we do have other courts. [33:34] We've spent plenty of that for a geocarque, and we've got this course there. [33:40] We've also spent plenty over in South Hill Park in Pickleville, California, and so on. [33:45] We have, there's other places where people complain. [33:48] But these are used, I do see people often. [33:54] The question is, do we need a tennis court on the town square? Probably not. [34:00] It is an official size either. That's one thing, since it's kind of tight. [34:04] And so I think a lot of tennis players [34:06] feel fair. [34:07] It's used for competitive. [34:08] They don't use these courts. [34:10] They use it for practice. [34:16] And then the last one, number 13, [34:19] town square, large, repurposed community center [34:21] into destinations of poor facility [34:23] for the Swiss kind of the town square, [34:25] including public restrooms, ice skating, [34:27] support and possessions, multi-purpose community space [34:30] storage and maintenance. [34:33] So yeah, one thought was, [34:35] put an addition on to our current. Well, this actually shows a completely new building. [34:43] Another option was keeping this community set in the way it isn't just adding another building right outside this room, [34:50] it was what it would be. [34:53] And restrooms of our member correctly would be back to back to things for us. [34:56] Yeah. [34:58] And so, yeah, we looked at a number of different options. [35:02] I think that was one of the major significant points we ran into. [35:05] We had local architect, show us some plans more than once. [35:12] But we never got very far with those plans. [35:14] We had to state that one time. [35:16] We had a city council take a look at the location. [35:19] That we never pulled the trigger on actually hiring. [35:22] Moving forward with that plan, and then hiring a contractor to build it. [35:26] So that's kind of where we stalled out. [35:29] Other sticking points I would say we had quite a discussion on the parking. [35:34] And then we also had quite a bit of discussion about free moving this building. [35:38] I think those were the three main issues that I recall. [35:41] Do you remember any others Lisa? [35:43] No, I think that's it. [35:46] So, well, then cost. [35:49] Yeah. [35:49] I mean, to do all of these things is a lot more than 1.2. [35:54] So there's grants, so I mean, the bottom line is, we don't have the money to do all of that anyway. [36:04] Yeah, this was fake. [36:05] We had a decade, maybe. [36:06] Yeah. [36:06] It would take quite a bit of time to do all of these improvements. [36:09] So we got to pick and choose what's the most important to start with. [36:14] And if we agree that it should be, like, a totally agree with the mayor, [36:21] I think that the water feature, we'd rather have more, [36:26] I would rather have more green space, [36:30] or than a water feature, but speaking for myself, [36:37] that there's a lot of different things. [36:41] I'll just run through these pictures. [36:42] We can come back to these, but I want to show you [36:44] that the proposed phasing plan [36:48] that runs into [36:49] the budgeting issues with this. [36:51] So that's a lot of feature that IBI proposed. [36:56] I don't know if you don't have, yeah, we do need to think it's a bit of two. [37:02] We also need places to park bikes, that type of thing on here. [37:06] A lot of more people are using bikes nowadays, we've got all these trails connecting the [37:10] center panel, I'm going to make sure we can penalize it. [37:20] And this is the machine that we're just south of the office building so those will be the [37:25] restrooms over there. [37:31] So, the other thing is with the building that was proposed and signed, there were bathrooms outside. [37:42] So now, if you put them at the back of the offices and you put the ones outside, I mean, I personally think that's overkill of the bathrooms. [37:53] because they're a bathroom building attached to the office and a bathroom building attached to this building is kind of to me. [38:04] I don't know. [38:05] Just my thoughts. [38:06] But maybe that would be a great idea there. [38:11] It depends on what's going on. [38:13] I mean, we've had more and more events. [38:15] We've got concerts through summer. [38:17] We've got to wake two bathrooms to support people and not enough. [38:21] Especially with the events that have been brought in with the rain. [38:25] But how many bathrooms I thought on that? [38:28] When the building was put out here, [38:32] that outside engines to the bathrooms, [38:34] I thought there was a lot of stalls in those bathrooms. [38:37] I thought they were big bathrooms. [38:39] So that's my thing. [38:40] If it's two bathrooms, yeah. [38:42] But if it's big bathrooms, [38:44] we're going to be able to create a component of it. [38:47] I think we're on the right track, [38:48] in the sense that at least trucking back to a master plan, [38:53] just speaking from building and I've got clients [38:55] that have more money to do with, [38:57] that are just making it up as they go. [39:00] And it just to have a plan, this is just a perfect example. [39:04] And I'm interjecting now. [39:06] Because we say, well, we need bathrooms [39:08] because we're both well, they can be on an addition here. [39:12] They can be here, they can be both. [39:14] But I think if we really are going, [39:16] we can go down the road to understand [39:18] how this phases, then we can really have a plan that makes sense instead of peace [39:24] kneeling at, and high-fodging at, that's exactly what we're doing. [39:30] So, the current building is right here somewhere, and the idea here to have to go [39:37] is to block this here, and not connect, and this is completely integrated into the current [39:43] roof, the other one was separate, we created an Iowa alley here which doesn't make any sense at all. [39:52] And so this building can be enhanced right now it's a church, it feels like a church, it needs [39:59] to feel like a community building, so a community center, so part of this amazing, in addition [40:05] to having what we eat the lake is to have a useful building here. [40:10] And then you decide, we actually kind of started this whole thing kind of started because I [40:16] when I was over the buildings and we had a sod that was kind of like a drawing that my go [40:24] had in his office that was going to be put on the front to make it look more like a community center. [40:31] And then it just kind of morphed and grew and here we are. [40:35] Now, it's a needs more than a facelift. [40:39] And we have a basement, it is not utilized by the city, [40:43] but it's used by everyone that's other entities that [40:46] that will end in about a week. [40:49] So all the stuff in the basement will come out. [40:51] If those are using it, down in the air, [40:55] you know, there's eight to eight moves that stairs will be used. [41:00] Yes, so this slide talks about the part of the parking [41:02] a lot of locations, so moving that central parking area over to that northeastern corner. [41:07] You can see up here. [41:09] So currently we've got four city office building that city office building. [41:13] So the first one is on the left. [41:14] So I feel like just been filling in for you guys in this particular case, [41:22] where we really do need parking in right here, [41:27] that the handicap accessible doors were moved out here, parking is out here and now. [41:35] But I think this should go and wrap around in an L. [41:39] I know it's beautiful and it's got flowers or whatever, but we need parking so bad if we're [41:44] taking all of this out of here. [41:46] I think that the responsible thing to do is the city who really needs parking is to take [41:53] that and go to here and have it be around then people can come into the handicap parking [42:00] and go right into the building on the handicap accessible doors. [42:05] But with this and this, it will really, I think it really helps our parking issue. [42:11] So, there are a couple of things to think about with this and those are good points. [42:15] But it is our existing cells with that 46-internal [42:19] stuff, and that 102, on the out of the perimeter of the [42:23] defense square. With this proposal, we would reduce [42:26] in cells from 46-25, and then for 100-2-10-80-80-80. [42:31] So we lose some, but we also have some other options. [42:34] We've talked about the past of creating more parking [42:35] and centennial, and that's quite a few stalls as [42:38] now too far away. But there also is an option with the [42:44] Downs flare, maybe putting some parking in this area, if we don't feel like back, can be is this area is not so useful. [42:52] We could put another parking area in there, and that would make us, we don't actually lose any stalls. [42:57] We're south of the proposed westerns there, number 10, and then leave that multiple doors. [43:03] We don't need to put them all in there. [43:05] Yeah, I think that's it. [43:07] So we've got a lot to do. [43:07] Here's the interesting thing to shelter out. [43:12] Yeah. [43:12] the idea here is to move it up. [43:15] It's moving. [43:17] It's moving it. [43:18] It's taking it out and building just a picnic to the... [43:21] So then I do a good job. [43:22] It's totally different thing. [43:24] Are you envisioning then the food going along a hundred north [43:27] and that vendors, a hundred west, [43:31] moved for what? [43:32] Swiss day, sorry. [43:34] You'll use that same area. [43:35] Yeah, you can probably sell it all. [43:36] But then your taco is up here [43:39] and all of your other food is down there [43:41] And your tractor trailers are also that one change. [43:45] And if you put it in a tent into the talk, [43:47] I'll move through something like that. [43:49] So you can put it in a gas, intense and refrigerated. [43:54] And you've got all the turquoise that were real poor. [43:59] That's the way I made it coming in there. [44:00] I don't know. [44:01] I just don't. [44:01] Is it right on top? [44:02] So are you? [44:03] I don't like it. [44:04] Is that the front of the city office that force you? [44:07] Is that a driveway? [44:09] That's the sidewalk. [44:10] Yeah, I think it's really pedestrian walkway. It's not set up for cars to drive up to it. It's what's there [44:15] I understand what I don't think [44:17] Isn't it just what's there now? No, that's there. Yeah, that would wall with you in front. We have one walk side down up the middle right now [44:25] Yeah, I think it would of course show you I could put some handy cap [44:29] Closure of the building [44:31] Yeah, well, but it's just sidewalks, so you'd have to [44:35] I don't have to change the sidewalk to a driveway [44:40] I just think that we're cutting our, we're taking all of the parking out if you've got in the winter that fills up with the skating ring, you've got it. [44:51] And I just think that to cut as the city we're telling this isn't everybody else. [44:57] We need parking, but we're gonna... [45:00] I just think that's a little bit different. [45:02] Well, I was a little bit different. [45:04] Training, Main Street, 2124. [45:07] Oh, that's already there, but yeah. [45:11] Oh, not number three. [45:13] That were the number three. [45:15] Yeah. [45:15] I think you probably lose two or three parking spots there. [45:20] If it's green there. [45:22] I mean, we do pick up some souls in that spot right there on the road. [45:27] What about parking on the north? [45:29] He's talking about being straight now. [45:31] We can't parking up here. [45:33] That's, again, we've looked at that reason. [45:34] There's quite a few stalls over. [45:37] Just like, you know, people's on park. [45:39] They're going to be. [45:40] Will the parking be eliminated on 100 North? [45:45] We should be able to have. [45:47] I mean, we can have as much parking. [45:49] We have to have an entryway here. [45:51] Another one over here. [45:52] But we could line it up all the way through here. [45:54] We wanted to. [45:54] What we need to do is encourage employees not to park. [45:57] not sitting in place with other employees taking out those [46:00] spaces for eight hours a day. [46:04] Yeah, the first North is filled up. [46:07] There were a couple of years ago that was in Houston. [46:09] Yeah. [46:09] And it's used to vary how we now. [46:11] No, it's not. [46:15] So moving forward to just to finish talking about the plan. [46:21] We'll look at the phasing and then we can go back and talk about [46:23] all these different items. [46:24] But that was proposed for the phasing plan. [46:28] So phased line, put in the sound promenade right here. [46:33] And then also the main street to get weight, [46:37] which is right here. [46:39] And then the ice drink caused a resurfacing. [46:41] So in that's what they proposed for phased one. [46:44] And some of these things have to happen in order, [46:47] for instance, moving the parking. [46:49] So phased two would be moving the parking to this spot. [46:52] And that would allow us to move on to phased three [46:54] which would be to continue that problem at all the way to the board. [46:58] And also part of Phase II's building that you, for the earlier. [47:04] Again, Phase III was the rest of the problem and on. [47:07] And water features included in there, but they can be taken out. [47:11] Phase IV, East Chromenot, Memorial Girl Gardens, [47:14] and Multi-Purpose of Empathia. [47:15] So this area here, and over here. [47:19] And then the last phase, the west promenade, [47:24] over in this area, and the dance square [47:27] lodge, and enchanted for us. [47:30] So that's what was proposed, again, this could be switched up. [47:34] We discuss all those different items, we can do a make sense for moving forward, and then [47:39] also seeing how much we can put towards this each year in our budget. [47:43] Again, it's going to take a while to build all of this. [47:47] It's expensive. [47:48] I'm just for sure. [47:49] Well, qualifying Nancy's point about the grant going to a building. [47:55] There's not a building until phase five or so. [47:59] How is that? [48:01] Do you have a Michael talk to us about how that? [48:03] What does that have to do with phase one or phase two that are, [48:07] that are walkways and resurfacing a rank and not a building? [48:10] Yes, so adopting the master plan gives us some framework for moving forward, and so that helps us to be able to budget and plan [48:18] But we need to spend money on that building now, and so we're going to jump ahead and start on that building [48:26] And hopefully adopt a master plan that we'll follow as we continue moving forward, but it has a great now [48:31] That building needs to happen, you know before phase one basic progress that number one items [48:37] Right, so I guess what I'm getting at is [48:40] This is a nice talking point from maybe 2021, but for 2026 right now with money and hand, [48:50] that's not a thing. [48:52] Yeah, yeah, this is going to have to change that figure. [48:55] That's why we're here. [48:56] Just one thing to think about. [48:57] I just want to throw this out. [48:58] I can't help because I got to tell you about the grants. [49:02] But you dot open up a grant is called a health wellness, something something. [49:07] And it was through the Department of the Health and Services, and what they did is they gave the money to you got. [49:13] So this year we got 11 million, and we got another 11 million for the next five years. [49:19] No match. [49:21] It has stuff in there that it's just amazing. We could do half this project with this grant. [49:26] You have to apply each year, and it's only good for rural counties. [49:31] So you talk counties out, leaders out, Salt Lake is out, and Tula is out. [49:36] So that gives us some playing feel for the rural communities for us to apply for. [49:40] And then they made it no match because a lot of us don't have money in the rural communities. [49:45] So they're allowing playground equipment, they're allowing soft trails, heart trails, parking lots. [49:51] I mean, it's amazing. [49:52] I gave you the list. [49:54] And this year we did a lot, West and I got about $700,000, we're going to try and work on that [49:58] and get that set in. [49:59] But next year we really do need to think about this because there are things that we can do on here with each phase with the next five years and [50:07] Give the least a good portion of this funded by the U. [50:10] Well this year was maintenance. This year was maintenance. This year was maintenance. I've walked a year resurfacing. [50:16] Yeah, so it plays in a while. [50:20] It plays perfectly into this. This is a fucking gift. [50:24] This is Christmas for now. Christmas for me. [50:27] Like no matching funds and you just and it's going to be a very simple rep. They don't want to make it hard [50:33] They want it for the rural communities and it's 11 million per year for five years. That's a lot of money [50:39] Especially when there's no now they may change the match down the road to make the money stretch more [50:43] But right now the way the federal government has it is that they've given it to them. This is the way it's set up [50:49] Just so you know something to think about when we start planning for these phases and what we want to apply for [50:54] When do you hear about that one? [50:56] I haven't submitted it yet. I'm going to get everything in this week and then we'll know and then they're going to kind of [51:02] have to program in the next four or five months. We meet with you, Dawton, September. That'll be a good time to talk to them about that. [51:10] Okay. But I think that something that we really do need to look at. There's a lot of grants we can get as a money at least. [51:15] Cut your funding in half. [51:17] That's great. We appreciate that effort too. We West and I did sit down and go through two approaches. [51:25] one is maintenance for this next year when this happens, and then the next four years after that. [51:31] That's worth to do some new stuff stuff. [51:35] We need to get through the next year. [51:37] So we've got to figure out how do you utilize what's there, so we don't lose the money. [51:40] Additionally, you don't want to ask for money and then not use it, that's not good. [51:44] You can get Nancy's world, and so we'll find a way between the rain and other improvements. [51:50] But it makes no sense to move forward on this without a plan. [51:58] And so that's the intent here. [52:00] And so think about this, go away with some ideas. [52:05] We can pull another hour out of a meeting, [52:08] and have you come with YouTube, [52:11] they're seeing this before, but in the last little bit. [52:15] So going back to the building and needs to be built. [52:18] We don't have plans, but we don't have anything. [52:22] We have, we have, yes, but we don't have that work. [52:24] We don't have a copy of the plan, yes. [52:27] Yeah, there have been plans to develop. [52:29] We're both for those plans. [52:30] We don't have a plan. [52:33] We have a bill for it. We never got anything somewhere to pay the bill, so we'll get it, but it doesn't make sense. [52:40] We didn't get what we asked for. We didn't pay the tail on the donkey over a number. [52:46] And all these warm and fuzzy ideas, but ultimately we need a building that's kind of fit into this use meeting, not just the ice cream, but you're round. [52:56] So, starting with a plan for the square makes total sense and then augment fixed design something that works within the funding tools that we have. [53:11] And that's what worries me if we have 11 months before the grant runs out and we don't have anything conceptually started. [53:21] it. [53:22] It's not realistic. [53:23] You can have something designed and built in the Fitline, possibly. [53:30] The range, the children building, the band now, the resurfacing, a lot of that, which [53:37] is part of it. [53:39] But yeah, how we connect this, remodel this, we've got to figure that out. [53:46] It would make sense to put the building in the icegating rank is one contractor, and one mobilization [53:52] one contractor to do both at the same time. That's what we planned last time with [53:56] the Bush. They were going to do the building. I think it was Russ Watts. [54:00] No, it's Russ Watts. It's been due to building, and BD Bush was going to do the [54:04] high skating rink. I think that was it wasn't that the last time that we did it. [54:06] I don't know Russ for sure, or he was the one we had lined up at. [54:09] I don't remember. I don't remember. [54:12] They were trying to do both of them at the same time. [54:14] I'm still on court to help. Yeah. That's excellent. [54:17] He was ready last year. [54:18] I actually think. [54:20] You have a really good point, but there are a lot of people who have been watching this and ready to jump in if we get something that works. [54:32] The problem is, yeah, the problem is is that every time we ask, it just kind of fell flat because it wasn't well-being. [54:40] Well, so the process, we started with this small building that we got in put from the [54:46] boosters and the idea of a raffle ring that makes some sense, but then we didn't have much [54:52] here around use, and then the things scale up to a 1.1 point, so we wanted to have something [54:58] in our building. It was almost 2.1, I think it was 2.1, I thought it was 1.3, [55:03] and it was 1.3, I think it was 1.3, because that's why I was calculating in my head, [55:07] It's gone right in the year. [55:12] So I'm looking at this from two angles. [55:15] The rate thinks it's critical, it's important. [55:18] And we have some time to do what we want to do most of it. [55:22] The second part now below, because we can use the trailers [55:25] for another year. [55:28] I got to commit before boosters. [55:30] Yes, but the idea that we're going to have time [55:34] to get the building done before to get the building. [55:38] use the trailers and start another building, or... [55:42] Okay, so you actually building the trailers right there, you're just going to use them. [55:45] Trailer said we've been called could be on the north side. [55:48] There's concrete. [55:50] So there's a few issues with the, with the ring. [55:52] One is the sprawling. [55:54] It's working. [55:55] We've got to spend the time on the killer building. [55:57] We've got to extend it. [55:59] If you look out there, it's got to open bow. [56:01] We get birds and rats and whatever else is in there. [56:04] We'll stop them from coming. [56:05] the cellar will be fine for a while. We won't bother the header at all by bringing the [56:13] Zamboni off the north. And that's fixed. So then we move forward with temporary trailers. [56:21] Hopefully we can get a blessing and though allow us to buy two new trailers with an [56:26] observation deck on top. I would think so. I would think so with that money and then you can [56:32] put the trailers in and be done, and do it with the same time of the ice freeing week. [56:36] I think if you plan on directly and get me a nice proposal, we will go before James and [56:41] talk with him. [56:42] Because it is a huge change in what we applied for. [56:44] It is currently we're putting this things here, right? [56:47] They could go here temporarily, right? [56:50] But if we've got this band here, it makes a much easier for the rate to operate. [56:55] At the same time, if this is here and that's there, we can start whatever design with [57:01] these new trailers and they're not gonna look like trailers. [57:04] They're gonna be nice. [57:06] We're gonna look good. [57:07] So it's not gonna be a double white mobile home. [57:09] Great when you're talking about those bands, [57:12] and you're taking the bands out of the way [57:13] to second west, so people can cross and do in crosswalks. [57:17] Ooh. [57:18] But we're only going to this day. [57:19] Yeah, this is for the ring. [57:22] Yeah. [57:23] Because if they're not, they're not nice bands. [57:26] They're just concrete. [57:28] When you said ribbon I was like you said maybe I heard it you were on I was like [57:35] concrete [57:40] But by but that means that and doing that those paths that they need to be with this dating ring exactly then can be put down [57:49] And then it [57:50] And my church and what we need to have activities there [57:58] We've got to find a solution short time. I get to work on something [58:02] I'm trying to capitalize on what we have. [58:06] So, but it needs to be part of a bigger plan. [58:09] Otherwise we're doing the same game we did to your government. [58:12] And we're going to do that. [58:14] Thank you. [58:16] Yeah. [58:18] So what we'll do is, again, this is continued, so our council members [58:21] is we'll put this on a future regular city council agenda. [58:26] But we need some thoughts on this. [58:28] So we can come up with an amazing plan to make sense. [58:33] Also, we need to change the overall master plan. [58:36] We need to know about that sooner or later, but we'll plan in, are we August? [58:42] At least one of the things we've got in August. [58:45] Just leave the second meeting in August, then. [58:48] So is there anything that we haven't covered? [58:51] I've got your list. [58:52] I'm well aware of it, trying to represent without problem. [58:57] We did last year, we focused too much on the rain because there was so much that needed [59:00] to be down, that we forgot about the rest of the square. [59:03] We're going to take a bigger look at the whole square [59:08] understanding what booster needs. [59:10] Maybe we can't forget, we're just staying on the third one. [59:13] But it didn't happen, it didn't happen. [59:17] The only other thing to do to, I just forgot about this, [59:20] is in the $600,000 we did set aside $40,000 [59:24] to upgrade the Wi-Fi outside the buildings. [59:27] Jayce and I talked about this, and him and I worked through, [59:30] because we have so many problems with readers and stuff like that. [59:34] And you have so many problems with your Wi-Fi. [59:35] When I included the building, the building was 560. [59:39] And the Wi-Fi upgrade was 40,000. [59:41] It just came to my head, sorry. [59:43] It just came by 40,000 is for an upgrade. [59:45] And that's something that you do need outside. [59:48] So I'll think about that one more time. [59:49] Were we found some money elsewhere? [59:52] Excellent. [59:53] That's well. [59:53] Good. [59:54] Because I don't know if the four-day will be enough now. [59:56] We're already in the middle of that. [59:59] So back. [1:00:00] We'll be the spend, and then we can use this as a match, because it's going to be the entire square. [1:00:06] That'd be great. Including the buildings, including the rank, we don't have this nonsense anymore. [1:00:12] It's ridiculous if we can't make it. [1:00:14] Yep. That's what JC and I knew, you know, three years ago. [1:00:18] Yeah, I was back now, Jeffrey, we got involved. JC got involved. They came out and did, you know, there was a boy, I wonder boys. [1:00:25] Where do we have to save a word or not? [1:00:28] And we know now. [1:00:30] And it's on the contact today's code. [1:00:32] Oh, perfect. [1:00:33] Okay. We'll keep talking to the funds because then we can use that as a national funds for the. [1:00:37] Go, really. [1:00:39] I should tell you not. [1:00:42] To change our ask regarding the grant. [1:00:44] We need some documents that will show the new buildings that we want to [1:00:48] Correct. [1:00:48] Design. [1:00:50] Um, I mean, you know, if it's, you get a design something that I need the engineering. [1:00:54] If you're just going to put through two layers and put it facing around it and tie in the sewer system, [1:00:59] you don't have bathrooms, I just need something with details. [1:01:02] I'll have that to you right at the first. [1:01:04] Give it a couple of weeks. Let's get that first contract. [1:01:07] Let's get that first contract signed and get that settled. [1:01:10] And then I already told James and we're going to be changing the building a little bit. [1:01:15] He's like, okay, let's hold off and do this first. [1:01:18] Then you and I will meet with him. That's we'll have to do that because you're in the mayor. [1:01:21] And then we can change that. [1:01:24] Okay. [1:01:24] The intent here is take back what's in the packet. [1:01:27] Look at it. [1:01:29] You can see there are a lot more that you have Kevin and J.C. are aware of this as well from [1:01:34] the thing we went through. [1:01:36] The goal is to come up with a plan. [1:01:39] And some of these things, they're not negotiable. [1:01:42] We're going to have a rank. [1:01:43] That's not going anywhere. [1:01:45] We need buildings that are functional, which means they're going to be, this building is not [1:01:49] historical. [1:01:49] in the way the town halls, not much of that thing that we're going to do. [1:01:54] No, but I want that thing. I want to be able to bring it down to this. [1:01:58] There's a balance. Hamlet is going to be bombed too. [1:02:03] Can I ask you a question, Craig, you talked about, [1:02:06] so your thought is instead of putting the building and adding it to this, [1:02:12] that you just bring in to trailers and put a facade on and it's out here staying. [1:02:17] possibly, because they will move so we can use the square for recreation. [1:02:23] That's the high problem. [1:02:25] They can't move. [1:02:26] They can move. [1:02:27] They have to be recreation year-round. [1:02:29] Remember, we talked about that. [1:02:30] In the summer, we're going to have roller skating. [1:02:33] So the boosters we had talked about that has to be year-round, it can't be moved. [1:02:39] Because you're not using it in the summer for recreation, if you've got to move [1:02:42] in the storage center. [1:02:43] When I've never seen this idea here, so I'd like to explore that [1:02:46] that was actually tear this building down about the whole new building. [1:02:52] So we all have to repurpose this one and maybe we'll have to do it actually. [1:02:56] Right. [1:02:57] It was our favorite. [1:02:59] That's why people clearly different shapes. [1:03:01] Yeah, it was tear it down and... [1:03:04] Well, whatever we do is got to connect to this building and make sense. [1:03:08] And what we had before did. [1:03:09] And connect to this building. [1:03:11] Function. [1:03:11] I mean, all that we did was sit next to this building. [1:03:14] It didn't really connect on one wall. [1:03:19] Yeah, and you couldn't get from one's the other. [1:03:23] That's the next step after. [1:03:26] I would suggest, if I wanted to plan and let's get that [1:03:31] designed to figure it out and the right and the building. [1:03:36] The other stuff can fall off. [1:03:39] Well, that you don't move. [1:03:41] What's the building value you're you're you're using losing your parking art is so it'll have to [1:03:48] We need to plan [1:03:55] This isn't in the work. It's got to have some adjustments [1:03:58] Well said [1:04:00] So noodle it we'll bring it back in august please put some kind of under this [1:04:08] And we'll bring those to the end of the ice experts. [1:04:12] We have some contractors as well. [1:04:15] We'll help us with that part of it. [1:04:19] Whether it's the surface that we're taking in. [1:04:23] The other thing, people freak out of them. [1:04:26] Why do we cover that thing? [1:04:27] So it could be easier around. [1:04:30] It could be temporary. [1:04:30] It could be really good to leave it up after Swiss days. [1:04:33] We could put it up before Swiss days. [1:04:34] There's water. [1:04:35] They took out the ice cream? [1:04:37] Yeah, covered. [1:04:38] The cover we looked at, Wes and I look at that, it's really a million dollars to [1:04:43] cover it. [1:04:43] It is a cantilever, and it can does this, and it because of the snow load, and what [1:04:47] we have, the engineering is about 700,000, and then the cantilevers in that they move like [1:04:53] this close and open is about a million dollars. [1:04:56] So that was three years ago that we did that design, that Wes and I looked at, and it [1:05:01] was outrageous. [1:05:02] It's expensive. [1:05:03] I'm sure it's better now and there's better ideas, but that was kind of a starting point. [1:05:07] We were thinking about that because that way we could have it in the summertime when we'd be so hot. [1:05:11] But the content without rage is lose your homework, I think that. [1:05:15] Well that's why we wanted it to open and close. [1:05:18] You know, it opened and I know. [1:05:20] But we're trying to say that, yes, that opened and I opened there. [1:05:25] I agree. [1:05:26] I just hide it to me and that will hide the box a little bit, see what we come up with, and then there is a group both aside. [1:05:34] But some of this is, we gotta get on it. [1:05:39] And Brad, can you add that to the second log as me? [1:05:44] If you have questions, reach out to me. [1:05:45] You know, this is all we are always blocking. [1:05:51] And I think that night, it might not be a bad idea to start a little early. [1:05:55] I must walk this way. [1:05:57] So, for your ideas and what's going to go for a walk-up, we did that in that main street that helped me a ton, so I'll do that on the square. [1:06:04] Well, we've done it out here when they state the building that they wanted. [1:06:08] That's when I wasn't really sold on it anyway, but when you actually saw the size and what it would do, it was like, [1:06:17] Okay. [1:06:22] This is still there. [1:06:25] I'm going to reconnect. [1:06:26] I think. [1:06:26] I was going to say, it just did that. [1:06:28] That just probably had to do a couple of things. [1:06:31] Yeah. [1:06:32] That was just a second ago. [1:06:34] Any comments from the release back? [1:06:36] Those visiting? [1:06:38] I have a comment. [1:06:41] I was thinking through this and working with events like I do. [1:06:46] The area back here, back here, yeah, where we have the parking by the shelter. [1:06:58] When you're having events, that's a very dangerous spot. [1:07:03] And even during the winter, when people are down by the ring, when people, you know, they come in to drop their kids off. [1:07:12] And I see it, I'm here every day, all the time. [1:07:16] They drive in, kids get out of the car and run across. [1:07:19] And that kind of people use that as a thoroughfare. [1:07:23] And I've seen so many clothes, calls in there. [1:07:26] When we do events, we have to close off so many different... [1:07:30] Ways to try to keep people from coming down in there. So just keep that in mind that she looked at it as because we're getting more events, they're getting bigger. [1:07:43] We have to think about safety for people. And, you know, they come around this corner. They come in the driveway behind the town hall. [1:07:52] come around that corner, and you can't, if there's cars parked there, you can't see, and there's kids going across to go to the restrooms. [1:08:01] And yeah, it can be a little bit tricky down there. [1:08:05] And it's hard to keep people out of there when you're having an event to try to keep it clear so it's safe. [1:08:11] Because we have two entrances, and people just like to use that as a cut through. [1:08:17] So think about that when you're looking at it. [1:08:19] And so from your experience, you've got this plan here [1:08:22] where that park is removed. [1:08:23] We've got a new parking area. [1:08:25] But people would be basically walking from the last or from [1:08:28] person or from the main tree. [1:08:31] Now, that would take away that interface with the public [1:08:34] to death being in bars. [1:08:35] And I think that's what I was like, I mean, just come to our [1:08:40] office every day that it's like a thorough fair that [1:08:42] I don't know, those people walking. [1:08:44] I mean, that's, you know, they go to being paired. [1:08:46] and then they cut straight cross to go, cross to go in the gallery in a farm. [1:08:51] They don't want to a lot of clear out and around. [1:08:52] They're just going to walk right through the parking lot. [1:08:56] So, thank you. [1:08:57] I can't think of anything about it. [1:08:59] It can I ask you a question. [1:09:02] The reason to remove the shelter is what? [1:09:07] I'm trying to... [1:09:10] No, but for those who want to remove it. [1:09:13] What is that argument? [1:09:15] I know it's an older building. I know at one point I'm [1:09:19] broke soon. I had a really cool idea to repurpose it and make it in [1:09:25] a whole pot rock. I'm just wondering if there's a reason. I'm trying to [1:09:30] you said Newt-Alet and kind of get your skin. I suppose by some engineers. I just wonder if there's any. [1:09:37] You obviously do. Well, but I just wonder if there's a reason [1:09:40] than I can maybe lose my emotional ties, [1:09:42] somebody can tell me if there was, [1:09:44] was it just the engineer's thought, [1:09:46] it should go up here because it's better, [1:09:49] because to me, you put some really, [1:09:52] we have some really cool ideas for the inside, [1:09:56] and if you have the potwork on the outside, [1:09:57] you get the roll-up doors instead of the tracks [1:10:01] the way they are. [1:10:02] And the building that's there could be a really nice, [1:10:05] but if there's that proposal. [1:10:07] If there's a reason, okay. [1:10:09] I don't think anybody there was a reason. [1:10:12] I just... [1:10:12] It was presented. [1:10:14] Nothing more than that. [1:10:15] Well, what they did is they took those three guiding principles and then added these things in here. [1:10:21] Whether... [1:10:21] I mean... [1:10:23] We have a memorial. [1:10:24] We don't have a memorial, bro. [1:10:25] Yeah. [1:10:26] I just... [1:10:27] We got a statue and we moved it from... [1:10:29] From here to here and maybe we'll stick it here. [1:10:32] But... [1:10:33] Yeah. [1:10:34] I just... [1:10:34] I'm just... [1:10:35] If I miss somewhere along the line somewhere that said it needs to go because [1:10:42] the text. [1:10:43] Yeah. [1:10:43] You know, at least you're my question. [1:10:45] In your perspective, it's okay to have an emotional high. [1:10:49] Yeah. [1:10:50] Does that ring? [1:10:51] Is it big that emotional time? [1:10:54] Well, and you take logic in my, that thing would be gone. [1:10:58] And the shelter building, you know, [1:11:01] But my dad, Gene Proves, they all built it. [1:11:06] They all, that's part rock from midway, that's, you know, and so that there is kind of an emotional [1:11:12] talk about that. [1:11:13] I mean, it's a historical done by people who love to live with people, so I love that. [1:11:18] And if there's a reason, then maybe I could get over it. [1:11:23] But if there's, if it's just because somebody said, well, it would be better if we just [1:11:27] a picnic shelter appearing not in that so that we could put a memorial road there, but to me that [1:11:34] but that's just not. [1:11:36] And the 10th part, Gabby, is the best use of the space, the barbecue, is in the most wrong place [1:11:42] as well, right? [1:11:43] I mean, and make more sense to have it up there. [1:11:46] All right. [1:11:47] But it put it at Centennial Parks. [1:11:49] And that's the other thing, is the continuation over to Centennial. [1:11:53] I mean, we talked before a man, we should have talked those two houses together. [1:11:56] to get out of here and rule a square, you know, [1:11:58] that we blew that and we did, [1:12:01] but, but, but the, but yeah, they weren't, [1:12:04] they were, but the, the barbecue pit isn't used by, [1:12:09] it's not gonna be used by people in the shelter. [1:12:11] I mean, it's used a Swiss taste. [1:12:12] People don't read that, I mean, when they ramp, [1:12:15] we don't let them go and use it. [1:12:18] Yeah, but, but, it makes sense. [1:12:20] Go put in that Centennial Park. [1:12:22] It doesn't need to be right in the middle of this part [1:12:24] of the town square. [1:12:25] It was right kind of in the Nellman's land that wasn't in. [1:12:30] So, what's the first thing we're going to do in the world? [1:12:33] I'm sure it is. [1:12:35] Can I just become a kid? [1:12:38] Just remind you that if we have a snow year like we did three or four years ago, [1:12:42] whenever we were going to have a snow, [1:12:44] we have to blow all of that snow off the ring to the north of the ring. [1:12:49] So those trees are there but pretty, but they're not going to work. [1:12:52] We need open space there that we can blow that snow off the ring. [1:12:57] Good point. Good point. Yeah. [1:13:00] It's a pretty good point. [1:13:02] I'm not saying tied to this. [1:13:03] But it's a pretty good point. [1:13:05] This is your house. [1:13:07] The rest of that will be added. [1:13:10] It's just a... [1:13:10] It's me that opens over. [1:13:13] I like it open. [1:13:15] You know? [1:13:15] It's our little square. [1:13:18] You see that in the cemetery. [1:13:20] You don't plant trees in the middle of the room. [1:13:21] and if you want people to get out of the room. [1:13:23] That's how I felt, too. [1:13:25] I have a question. [1:13:26] Is this interesting thing you're just sitting now? [1:13:29] Do you have some advice on the square? [1:13:31] I would be, we have some great way that we could potentially [1:13:34] in a kind of government that we could help provide [1:13:37] paid by those lives. [1:13:38] And we would have to, let's do it the ground [1:13:40] of paying a lot every year. [1:13:43] But that's something you're interested in, sure. [1:13:46] Because I always thought we'd be such a cool thing [1:13:48] to have a Christmas life on this square. [1:13:50] And it's a Scandinavian park. [1:13:52] Yeah, it's really cool walking. [1:13:53] I mean, there are one or one in there. [1:13:55] I would attract people over there. [1:13:57] Yeah, so what? [1:14:00] There we are. [1:14:00] I didn't want to like, yes. [1:14:02] I want you to do one thing. [1:14:02] No, it's done. [1:14:03] Is that a heavy 10th grade? [1:14:04] Oh, I have your. [1:14:05] I need to request. [1:14:07] I can do that one. [1:14:11] We'll take the money down. [1:14:14] Yeah. [1:14:14] Yeah. [1:14:15] We're going to do that. [1:14:16] We're going to do that. [1:14:17] Yeah. [1:14:18] Hi, thank you guys the notes. Yeah, we got a timeline. Let's get after this. We'll do the best. [1:14:28] Okay, yeah perfect. Thank you everybody. So what is Kevin? [1:14:38] So on the second word to come back with our ideas, we're going to talk about it. I'm both back. I don't know. [1:14:43] Or are we just going to talk about it? [1:14:45] We're going to talk about it. We're going to get enough of a plan. [1:14:49] Yeah, we can hear you. [1:14:50] I just want you to be ready to vote. [1:14:52] Yeah, we can hear you. [1:14:53] Yeah, we can hear you. [1:14:54] I just want you to be ready to vote. [1:14:55] Well, you know what I mean? [1:14:58] I do. [1:14:59] Go ahead. [1:15:03] Thank you very much. Thank you very much. Thank you. Thank you, thank you guys. [1:15:12] Thank you, thank you. [1:15:14] Thank you. Thank you. [1:15:17] Nice to see you. [1:15:19] Thank you. [1:15:20] Thank you. [1:15:21] I'll be back in the end. Have you said I could have money? [1:15:26] Yes. [1:15:28] Okay. [1:15:29] I'm after it. [1:15:30] Okay, before we start this, I'm going to get a motion to use. [1:15:34] Jeff, ready? [1:15:35] Oh, it's early. [1:15:38] Jeff, ready. [1:15:39] Jeff, ready? [1:15:41] Some of them, son. [1:15:45] You can have an unbeaten and you can participate in it, so we come back.
