[3:11] the South Central Shoreline watershed.
[3:14] Uh they are proposing to construct a new
[3:16] park new parking areas with stormwater
[3:18] improvements on the southwest and
[3:20] southeast portions of the site.
[3:22] And remove the rear parking area to
[3:25] install a playground and gas class
[3:27] grass play areas on the north portion of
[3:30] the site.
[3:31] Um city engineer's review is in the
[3:33] meeting documents. It was received
[3:35] yesterday afternoon.
[3:37] Um
[3:38] he asked uh for some clarifications on
[3:41] the stormwater issues, but feels that
[3:43] they could be satisfied conditionally if
[3:45] the agency so chooses.
[3:47] Um
[3:48] at the last meeting, uh the agency asked
[3:51] for the information.
[3:53] A snow removal snow storage uh, plan.
[3:56] Uh, that plan was submitted. Uh,
[3:58] it is on the screen.
[4:01] Um,
[4:02] as a city property it is plowed by
[4:04] public works.
[4:07] Um, a review of the pre-treatment of
[4:09] storm water upstream of the retention
[4:11] system.
[4:13] Uh, the answer was to they were
[4:14] proposing pre-treatment which consists
[4:17] of deep sump catch basins with trap
[4:19] hoods.
[4:20] Uh, the city engineer requested water
[4:21] quality chambers in his review. I
[4:24] believe, um,
[4:25] Pereira Engineering and the city
[4:27] engineer were going to discuss.
[4:30] Uh, number three was explain how the
[4:32] proposed system meets the 2024
[4:35] Connecticut DEP storm water quality
[4:37] manual.
[4:38] And the city engineer requested some
[4:41] information for review.
[4:43] Uh, item four was to determine if it is
[4:45] possible to retrofit the existing basins
[4:49] to remain
[4:50] that are going to remain with trap
[4:51] hoods.
[4:53] And the answer was the existing catch
[4:54] basins prior to entering Tudor Road
[4:56] drainage system will be retrofitted with
[4:59] trapped hoods.
[5:01] Uh, the question was asked to submit the
[5:03] proposed pre- pre- and post-construction
[5:05] areas of impervious surface.
[5:08] Those answers were pre-construction
[5:09] impervious is 82,464
[5:14] square feet.
[5:15] And post-construction impervious is
[5:17] 93,315
[5:19] square feet.

[6:21] first, I'd just like to correct um the
[6:24] pre- and post-construction areas of
[6:26] impervious surface. There was a typo on
[6:28] the memo that was submitted.
[6:30] The actual numbers are for the
[6:31] pre-condition, 104,174
[6:35] square feet. And the post-developed
[6:38] condition was 109,684
[6:42] for an increase in the post-developed
[6:44] condition of 5,510
[6:46] square feet.
[6:48] Uh we did have an opportunity to review
[6:51] the
[6:52] um
[6:53] the city engineer's uh
[6:55] comments and memo.
[6:57] Um I think Mary Rose stated that, you
[6:59] know, I think there's some uh I
[7:01] um
[7:02] Greg and I, I think we're on the same
[7:03] wavelength. There are some items that
[7:04] I'd like to discuss with him just uh as
[7:07] we're moving forward determining these
[7:09] areas for the water quality. But, I
[7:11] think they are all of a technical issue.
[7:13] Um
[7:14] we did uh
[7:15] analyze the 100-year storm event. There
[7:17] is a decrease in flow from there. Uh so,
[7:20] as Greg had start uh stated, the water
[7:23] quality volume is going to govern uh the
[7:25] size of the systems. And that's just uh
[7:28] those are the things I want to discuss
[7:30] with Greg. Given these are uh separate
[7:32] drainage areas essentially, uh how we're
[7:34] going to handle them from a calculation
[7:36] standpoint rather than looking at it as
[7:38] an overall site.

[8:22] want to say that with this being a
[8:24] redevelopment that uh uh we do conclude
[8:28] that this will benefit the wetlands in
[8:31] that
[8:32] under existing conditions, there's
[8:33] really no treatment. Um and with the new
[8:37] development, the impervious surface,
[8:40] it's only a very slight increase about
[8:43] just over a tenth of an acre, but um a
[8:46] lot of new treatment, particularly of
[8:48] the parking lot area. So, I think that's
[8:50] very helpful with the wetlands at the
[8:52] property.

[8:57] helpful uh for your professional insight
[9:00] there.
[9:02] Uh from a functions and values
[9:03] perspective, could you comment on
[9:06] on Can you just elaborate a little bit
[9:08] relative to the functions and values
[9:10] that would be improved through this
[9:12] plan?
[9:13] » Yes.
[9:16] And so, there is uh wetland areas on
[9:19] both the western and eastern side of the
[9:23] development. They're in forested areas.
[9:26] These are depressional
[9:28] um systems. Both discharge to the south
[9:31] towards Tudor Road.
[9:33] And both outlet onto lawn areas that are
[9:36] close to the road um and into drainage
[9:40] systems. On on the eastern side it
[9:42] discharges into a um
[9:45] drain inlet that's piped to the road and
[9:47] on the western side it um
[9:49] just comes over the the sidewalk on in
[9:53] very wet times. Other times it just
[9:55] seeps into the ground.
[9:57] Um but the by improving the water
[9:59] quality it just helps to improve the
[10:03] habitat
[10:04] uh for wildlife that may be using the
[10:07] wetland whether they're the drinking the
[10:09] water or actually living in the water
[10:11] insects or amphibians and things of that
[10:13] sort. So it's it's helpful to be
[10:16] improving that water quality and um
[10:20] um
[10:22] So.

[11:55] » Yes, we did. He's requesting a little
[11:56] water quality chamber at the inlet to
[11:59] which you the system which we can
[12:00] incorporate. Uh I did mention that we
[12:03] are specifying trap hoods in the catch
[12:05] basins uh the proposed catch basins. So,
[12:07] that will all go into the uh treatment
[12:09] train prior to the runoff entering that
[12:11] system.

[12:14] » Yeah, that was really my last kind of
[12:15] question on this, Mr. Chairman, is that
[12:17] that the pre-treatment upstream of the
[12:19] retention systems
[12:20] um just to protect the the wetland
[12:22] resources downstream of those systems.

[17:02] Wetland notification to be placed on the
[17:04] as-built to give notification to
[17:06] property owners that the permits are
[17:08] that permits are required from the MIWA
[17:11] to work on the site. Uh documentation to
[17:13] be submitted to the MIWA office prior to
[17:15] bond release.
[17:17] Compliance with the city engineer's
[17:19] stormwater requirements.
[17:22] Um,
[17:23] operations and maintenance manuals for
[17:24] the stormwater collection and mitigation
[17:26] system to be prepared and recorded on
[17:28] city Milford land records with the
[17:29] permit.
[17:31] Uh, the owner or person responsible for
[17:33] erosion and sedimentation controls must
[17:35] do weekly inspections and within 48
[17:37] hours of significant precipitation
[17:39] events,
[17:40] which is 1 and 1/2 inches in a 24-hour
[17:43] period.
[17:44] Uh, issues noted with the erosion
[17:46] controls must be addressed within 24
[17:47] hours of the inspection.
[17:50] A draft calculation for the construction
[17:52] bonds must be submitted for review a
[17:54] minimum of 90 days before taking out the
[17:56] permit.
[17:57] A permit construction bond to be
[17:58] calculated must be posted with the MIWAA
[18:01] for S&E controls, plantings,
[18:03] and an as-built showing finished 2-ft
[18:04] counters and locating all site
[18:06] structures.
[18:08] Uh, wetland on the south side will be
[18:09] allowed to revert back to a native
[18:11] plantings. I'm sorry, southwest side.
[18:14] Wetland markers and educational signage
[18:15] will be added to the project. Um,
[18:19] permittee must submit a certificate by
[18:20] the project engineer that the completed
[18:23] project meets the design intent of the
[18:24] approval prior to bonds being released.

[18:30] expires 8/19/31 unless otherwise
