[0:00] All [0:02] right, I'll call this meeting of the [0:03] board of selectment to order. It's 601. [0:05] We'll start with the pledge of [0:06] >> allegiance. [0:10] Algiance to the flag of the United [0:12] States of America and to the republic [0:15] for which it stands, one nation under [0:18] God, indivisible, with liberty and [0:21] justice for all. [0:24] >> All right. [0:25] Um [0:27] >> well it seems that uh the person I was [0:30] expecting isn't quite here. So [0:32] >> Oh, I'd just like to take a quick moment [0:33] to tell the people at home the reason I [0:36] wasn't at the last two meetings is [0:38] because I had a very sick family member [0:40] and they needed medical intervention. So [0:43] I apologize for that and uh I we will [0:47] address some of the issues at those [0:48] meetings another time. Thank you. [0:50] >> And we are short Rachel and Joe. So [0:53] >> we are unfortunately [0:54] >> we are going to do a little bit of an a [0:56] bridge version but anyways [0:58] uh you want to hop right into new [1:00] business Peter what do you think [1:02] >> right so [1:03] >> do appointments [1:04] >> you'll have appointments at your next [1:05] meeting everybody remains in holdover [1:07] status but what you do have in front of [1:09] you are the recommended appointments for [1:11] the police department if you want to [1:13] deal with those this evening and their [1:16] three and one-year terms of the [1:19] individuals uh put forth by chief cooper [1:22] So, I see nothing here surprising and I [1:24] would be comfortable making the [1:25] appointment. [1:28] >> Um, the only thing I'm curious on, you [1:31] know, is [1:34] during the their last appointments, what [1:37] kind of um [1:40] different classes have they taken, [1:42] certifications have they gotten? I I [1:44] just would like to know a little bit [1:45] more. That would be great. [1:50] You want to table that till the next uh [1:52] meeting. And [1:53] >> I don't have a problem with I I trust [1:56] Chief Coup's um [1:58] >> we can [1:59] >> professionalism and being a department [2:00] head and I think if there was anything [2:02] that was a flag he would have addressed [2:05] it or held their appointment. So [2:06] >> So just for clarification too I think [2:08] the fire is um because we have a strong [2:10] chief these are already appointed. [2:12] They're already appointed. This is more [2:13] of a formality. [2:15] >> Correct. So this this we can just kind [2:17] of take a vote and and recommend or [2:19] appoint. I mean we're not really [2:20] appointing anybody. So [2:21] >> just continue on. [2:23] >> You would be appointing the police. [2:25] >> No, I know, [2:25] >> but you're not appointing the fire [2:27] department. [2:27] >> I was just taking the easy one off the [2:29] table by saying that one's kind of a [2:30] given. So [2:32] >> I um we we can ask is certifications [2:34] pertaining to post or [2:37] >> Yeah. uh cons well concerning everything [2:39] with the police department because I [2:41] know there were some issues where [2:42] certifications for all staff had or most [2:46] of the staff even the chief had fallen [2:48] out of compliance at one point in very [2:50] recent history and um I just want to [2:53] know that everybody is all set and just [2:56] I know faith is a great thing but fact [2:59] is better. [3:01] >> Did you have a conversation with the [3:02] chief on these appointments? [3:05] uh just that he's recommending these and [3:07] it's the team that he's got and uh I [3:09] didn't get into what Kristen's [3:11] >> and this isn't the whole team, but I [3:12] mean the names I recognize on here are [3:14] usually pretty good. So [3:17] >> yeah. [3:22] » So can I can I make a motion? Are you [3:24] comfortable or do you want to hold? [3:25] >> I'm I'm not, but that's you're the [3:28] chair. [3:29] >> So if we hold it, it just goes into hold [3:30] over status. [3:31] >> Yes. [3:32] >> For next meeting. [3:33] >> Yeah. Agenda, are you comfortable? [3:35] >> I'm comfortable voting. Yep. [3:37] >> All right. I'm I'm going to make the [3:38] motion to appoint. Do we have to [3:41] announce the names? How do you want to [3:42] do this? Can we just [3:43] >> Patrolman Keith Lanigan, three-year term [3:45] expiring 2029. Patrolman Mark Morris, [3:49] three-year term expiring in 2029. [3:51] Patrolman Jonathan Schuman, one-year [3:53] term expiring 2027. Patrolman Edward [3:56] Delarm, one-year term expiring 2027. [3:59] Patrolman Paul Gurin, one-year term [4:02] expiring 2027. Patrolman Henry uh [4:04] Politakis, one-year term expiring 2027. [4:07] Uh my apologies for hacking those names [4:09] if any of those are misspoken. Looking [4:11] for a second. [4:12] >> Second. [4:13] >> Take a vote. [4:15] >> Nay. [4:16] >> I [4:17] >> Okay, so that passes two to one. [4:19] >> And if for any reason something is out [4:21] of compliance that they would be [4:23] >> Well, no. [4:24] >> Yeah. Well, I'm just saying the chief [4:26] would remove them from schedule until [4:27] those things are cleared up. didn't [4:29] happen in the past [4:30] >> at all. [4:31] >> So, Peter, would you mind just circling [4:32] back with the chief? [4:33] >> I sure will. [4:33] >> Okay, I sure will. [4:34] >> Um, and do you need a motion um for [4:36] these folks in the fire department or is [4:38] this information you're comfortable? [4:39] >> Just information. [4:40] >> So, we're done with this. [4:40] >> Okay, great. [4:41] >> Okay. [4:43] Consideration approval of the one day [4:44] liquor license for Earth Ltd. So, we got [4:47] to take a vote on this, didn't we? [4:49] >> No, that's this a separate date. It's a [4:51] one-day liquor license for a separate [4:52] date July 2nd. All the same materials [4:55] have been updated. So, the one I signed [4:57] this morning was the 11th, [4:58] >> like the 15th or 11th, something like [5:01] that. [5:01] >> Okay. This is a second. Okay. [5:02] >> Yes. [5:04] >> And uh they provide certifications. I [5:06] went through the paperwork. [5:07] >> Yes. It's all [5:08] >> I'm comfortable. [5:09] >> Same as last time. Yeah. [5:10] >> Yep. [5:11] >> Make a motion to approve the um one day [5:13] liquor license for Earth LTV on July [5:17] 2nd, 2026. [5:19] >> Second. [5:19] >> I'll give it to you. No, [5:20] >> I'll second that motion. [5:21] >> I'll take a vote. Kristen [5:22] >> I Jen [5:24] >> I [5:24] >> There we go. So, we can sign that. [5:27] >> Okay. [5:32] » All three of you might as well sign it. [5:34] >> And uh I'm going to print because I have [5:35] a doctor signature. I only play one on [5:38] TV. [5:40] >> Okay. [5:47] » Are you going to table approvals or do [5:49] we have to do that? [5:49] >> Yes, I have nothing further on that. Um, [5:52] so that would be the last date to do it [5:53] is your your July 13th meeting if there [5:56] are any. [5:57] >> So there's none at this time. [5:59] >> There are none at this time. [6:00] >> Okay. [6:01] >> Um, I was thinking we would table the [6:02] BOS policies and procedures. [6:04] >> Okay. [6:04] >> So we have a full board. [6:06] >> Mhm. [6:07] >> Was that a split that I provided good? [6:10] And you know you wanted a I'm just doing [6:12] 1 through 11. So the [6:15] >> it was ma very manageable. [6:17] >> Okay. Good. [6:18] >> What is this 1 through 11? of the uh of [6:20] the bylaws p sorry policy and procedures [6:23] policy just so you're not doing all of [6:25] them at once. [6:26] >> Yep. So we review one through 11 then [6:28] we'll talk about it. We'll come back [6:29] with a full board. [6:30] >> Oh that would be lovely because I have [6:31] some notes on that and I'd love to [6:33] share. [6:34] >> Sure. So we'll talk about 1 through 11 [6:35] and uh we'll table it for this. [6:37] >> That sounds fantastic. [6:40] >> Um [6:41] >> oh business uh mees water status update. [6:46] So, I have an update from James Lions [6:50] from D. Um, I talked to him last week [6:54] and Mass D issued activation approval to [6:57] activate and start pilot testing as we [7:00] know and that was on 220 of 26. Uh, the [7:03] treatment addition included total [7:05] organic carbon removal of the PFAS [7:08] removal. uh the system was put into [7:11] service and the consultant and operator [7:13] Mccclure engineering started collecting [7:15] data. Now we don't have the most recent [7:18] data report that's been compiled per the [7:21] last time I talked to James. So we are [7:24] just waiting you know the data has been [7:26] collected. It just hasn't been compiled [7:28] completely yet and we should get that I [7:31] would assume in the next week maybe [7:33] slightly. Uh on 414 of course everybody [7:37] knows the consultant Mccclure [7:39] Engineering sent an email indicating [7:42] they intended to lower the chlorine [7:44] levels going into the green sand filters [7:46] in order to try to reduce the formation [7:48] of disinfection byproducts. We the D [7:52] responded by stating that they had [7:55] concerns about lowering the chlorine [7:56] levels as this has a historically caused [7:59] iron and manganese removal filters to [8:02] not work properly. Uh water becomes [8:04] discolored. [8:06] Uh D asked that they please contact the [8:09] manufacturer of the total organic carbon [8:11] uh remove a filter system and see if it [8:14] may be possible to relocate this filter [8:16] to before the point of disinfection and [8:19] add a prefilter to pro to protect the [8:22] TOC. [8:24] And that filter if it's protected [8:27] there's reason for the request that the [8:29] TOC is traditionally removed before the [8:31] water is disinfected as the TOC and the [8:34] chlorine are what cause the formation of [8:37] disinfection byproducts. the minimal [8:40] amount of pilot data that they have [8:42] received show that disinfection [8:44] byproducts were forming immediately [8:46] after disinfection and that the current [8:48] location of TOC filter downstream of [8:51] disinfection was not adequately reducing [8:53] the disinfection byproducts. this issue [8:56] was raised in the permit process that [8:59] they um had sent to the manufacturer of [9:03] the TOC filter but the consultant [9:06] indicated that the filter manufacturer [9:08] was confident this setup would work. So [9:10] they did ask that once the consultant [9:13] had discussed the issue with the TOC [9:16] filter manufacturer to please reach out [9:18] to their office to discuss. uh they have [9:21] received no response for that and they [9:24] have followed up on different occasions [9:26] with that. So I think where we're at now [9:29] is they're not receiving breakthrough. [9:32] Uh they are receiving a little bit of [9:34] that chlorination. Um but these are not [9:37] uh nothing seems to be bad levels at [9:40] this point. A lot of the issues are [9:42] resolved. M [9:45] >> I talked to James a little bit about the [9:47] prospect long term and it seems that [9:51] everybody's of the same mind that [9:53] long-term we probably would switch to [9:56] just drilling a new well and that's [9:59] something that in my opinion I think the [10:00] board should deeply consider uh we do [10:03] have that grant and funding in place. we [10:07] might want to get ahead of this [10:09] >> and I I think we do have town land if [10:11] we're still own it that's abuing that [10:13] property and in that area there's [10:17] historically to the best of my knowledge [10:18] no no no information that I've ever [10:21] heard of where those wells had issues um [10:25] we could work with the D and site that [10:28] property I talked to James would that be [10:30] a possibility he said absolutely and [10:33] that you know we have that grant in [10:34] process and that may be something that [10:36] town of Millville should consider [10:40] >> and we have to write a scope of work for [10:41] that and go with the bid even though [10:42] it's a grant right [10:44] >> well it's grant is funding it there's [10:46] plenty of money to do that well and [10:48] Mccclure has [10:50] >> been communicating with D on that [10:53] process and the commencement of that [10:56] process because they think you know that [10:58] they're still going back and forth as [11:00] Kristen say on says on [11:02] >> where to locate the TOC filter versus [11:05] where They have it today. They have not [11:08] had I've not had to issue any [11:11] non-compliance [11:13] uh report so far, but uh because they've [11:16] been managing it for the you know the [11:19] water that's ultimately coming out of [11:21] the system. Under the pilot study, they [11:24] do test the water at different other [11:26] spots within the system [11:28] >> and it indic you know it may indicate [11:30] that they've exceeded an MCL within but [11:33] it's then treated before it goes out [11:34] into the [11:35] >> correct. So as it comes into the green [11:38] uh pardon me the sand filters and then [11:40] it goes to the green sand filter there [11:42] is a point of testing before the first [11:44] green sand filter. Then between the next [11:47] that green sand filter and the next [11:49] there's another point of testing. And [11:51] then finally at the end of both green [11:54] sand filters there's a third point of [11:56] testing. So when you have breakthrough [11:59] through the first filter if it were to [12:00] occur it would be in that middle testing [12:03] site and you'd be able to discern that [12:05] prior to exceeding the capacity of the [12:08] second green sand filter. So you would [12:10] never get a breach within the system and [12:13] you'd never get full breakthrough that [12:15] would come to the tap water. And so [12:17] that's the logic behind all that [12:19] testing. [12:19] >> So by overcllorinating though, don't you [12:21] place the green sand in jeopardy? You [12:23] have to change it. [12:24] >> You do. So that what James was speaking [12:26] of is to put the initial chloration [12:30] really before the first sand filters be [12:34] well before the green sand filters. So [12:37] um that would actually stop and start [12:39] Those sand filters would help break up [12:42] some of the chlorination. They do the [12:43] job. They capture some of that [12:45] chlorination, reduce the amount that [12:48] travels downstream to the green sand [12:50] filters, making them more effective and [12:52] less problems on the outside. [12:54] >> All right. And the last quarter last [12:56] quarter was passing, Peter. [12:58] >> Yeah. I've not had to issue any reports [13:00] and they tell me pretty quickly when [13:01] it's time. [13:02] >> Okay. [13:02] >> So, we're we're still good. [13:04] >> I don't have any more questions. You [13:06] good? [13:06] >> Yeah. [13:07] >> All right. [13:08] uh high school update. You want to table [13:10] that since Rachel's not here or unless [13:11] you have an update. [13:12] >> She did give me an update, right? Um so [13:14] I I'm happy to read that. Pretty pretty [13:17] good one. Um she said that there, you [13:19] know, they at their last meeting of the [13:21] school building committee, there was [13:23] more refining of the building design [13:25] with some more solid estimates. They're [13:27] looking at 154 million for construction [13:30] hard costs for the project. Those costs [13:33] do not include the soft costs, and she [13:36] mentions furniture, legal fees, and [13:38] consulting fees. There's also a look at [13:40] add-ons and alternate addition costs, [13:44] including a separate out building with [13:46] bathrooms, lockers, and concessions that [13:48] would cost 2.3 million. Football [13:51] bleachers at 600K, sports lighting at [13:54] 1.8 million. And those costs would have [13:56] to be funded completely by the towns. It [13:59] would not be covered under the MSBA [14:00] grant. The um 154 does not include a [14:04] contingency and typically that would be [14:06] around 10% or an additional 15 million. [14:09] The uh range of MSBA reimbursement on [14:12] those costs that are covered by them [14:15] would be around 59 to 65%. [14:18] Again, not on the total cost of the [14:20] project. They'll cover about 130,000 [14:23] square feet of the building, but [14:24] currently the proposed building is at [14:26] 151,000 square feet. So there's 21,000 [14:30] square feet outside of the MSBA funding. [14:34] >> Um, and one of the reasons uh largely [14:37] due to uh having the seventh grade [14:39] academic wing, which reportedly the [14:42] teachers weren't in favor of the 7 to 12 [14:45] grade design. They're more in favor of [14:47] the 8 to 12 and Rachel wanted that to be [14:49] mentioned. [14:50] >> Um, they're looking to have a vote in [14:53] November on the ballot. I I believe it [14:55] also has to be at a special town [14:57] meeting. Right. Um, and there's another [15:01] meeting this coming Wednesday, [15:03] uh, 5:00 pm, and the school building [15:06] committee will be voting to submit the [15:08] current design package for the MSBA. I [15:10] did ask Rachel if there was any estimate [15:13] of cost per 100K. They that's still not [15:16] available. So, uh, you know, 100K [15:19] evaluation, if you will. [15:20] >> Cool. So, [15:21] >> you kind of have to have your schematic [15:24] >> schematic. Thank you. schematic design [15:26] um approved and that's what's going for [15:28] them and then that will drive the next [15:30] those will drive the numbers [15:32] >> um so to put numbers out there it they [15:35] could change and that they want the [15:36] information that goes out there to be [15:38] the accurate um information and so the [15:41] >> the ballot because you have to vote at [15:43] town meeting and on ballot because both [15:45] towns obviously it's a state election [15:47] >> to get it on the ballot they know the [15:49] deadlines they know the information um [15:51] they'll work with the town clerks to get [15:53] it so that a separate separate election [15:56] doesn't need to be held um in both [15:59] communities. [15:59] >> Great. [16:00] >> So speaking of that, actually squirrel [16:01] moment here. Um June 30th, the [16:04] appointment for the town clerk was until [16:05] that point and we don't have a meeting [16:06] between now and then. So [16:08] >> So she would be in holdover status and [16:11] she would be returning [16:14] her note that says she wants to be [16:16] appointed. Okay. So she plans to okay [16:18] >> seek reappointment by you. Um, and so [16:21] all of the parties are in holdover [16:24] status. It's taken a while to get all [16:26] the records coordinated so that letters [16:28] could go out. They went out last week to [16:30] ask folks if they want to re-up and then [16:33] from there you'll see a schedule that [16:35] says okay so and so to be reappointed. [16:37] >> I said want to be left without a town [16:38] clerk. [16:38] >> No, we won't. And uh part of the [16:40] negotiation of [16:43] her includes the the space in the old [16:46] town hall that we'll be [16:48] >> she'll be getting. [16:50] >> Ah okay. [16:51] >> Okay. [16:52] >> Uh the essentials office. [16:54] >> Yes. [16:56] >> All right. [16:57] Uh old town hall repair reuse. So before [17:00] that I also had you have in there the [17:02] MSBA letter sorry [17:04] >> has information on this uh regarding the [17:07] um Maloney school which is being taken [17:09] out of service for educational purposes [17:12] by the town of Blackstone. And so what's [17:16] left is some amount of funding due back [17:19] to MSBA uh 27,000 approximately. Right. [17:23] And what MSBA in this letter that's in [17:25] your packets is saying that they would [17:28] add that cost or they would reduce the [17:31] amount that they would reimburse on the [17:33] high school project. So the only thing I [17:35] would point out is the 207 is a [17:39] Blackstone cost [17:40] >> but by reducing the reimbursement on the [17:43] high school project it then becomes a [17:46] reduction in reimbursement for Milville. [17:48] So Mil Mill would be paying for [17:50] >> indirectly [17:51] >> 25% of that cost indirectly. [17:53] >> So indirectly. Yeah. [17:54] >> So that's something to think about how [17:56] you want to [17:57] >> maybe consider dealing with that. [18:00] >> I think we definitely have to. [18:01] >> Yes. [18:02] >> We we should talk about it. Yeah. I I [18:04] thought [18:04] >> we owe zero [18:05] >> correct [18:06] >> is what we owe. And so we're not going [18:07] to owe a third of or a quarter of [18:10] >> 207. [18:11] >> Yeah. 207. So that's going to have to be [18:13] a conversation we have with the district [18:15] in Blackstone. [18:16] >> Yeah. What is their logic behind us [18:18] owing a quarter [18:20] of of that? It [18:22] >> Well, they're just using, you know, in [18:24] other words, MSBA says, "Okay, the [18:26] district owes us this back." [18:27] >> Sure. [18:28] >> And I think they're the way they look [18:30] must look at is independent of the lease [18:32] agreements the town ha each town has. [18:35] Okay. [18:35] >> For the buildings each town owns, which [18:37] would be the elementary schools. So, [18:39] >> they may not be aware of that fact. [18:42] >> Yeah. that those buildings were owned [18:44] separately and and drived separately [18:46] prior to our joint agreement. And so, [18:48] yeah, [18:48] >> even though the school takes out the [18:50] loan [18:51] >> through MSBA, [18:53] >> um it's kind of within the community [18:56] that it's housed in is is paying that [18:58] loan back [18:59] >> loan holders. Yeah. [19:00] >> Um so, when I say a quarter to a third, [19:03] that's our enrollment. That's our piece [19:05] of the budget. [19:06] >> I figured that's where that number. So [19:07] when I say like I mean really this is [19:09] Blackstone's loan that that the school [19:12] manages through MSBA. [19:14] >> Yeah. [19:14] >> But we we our name besides being part of [19:17] the regional district shouldn't be on [19:18] there. [19:19] >> Right. [19:19] >> Yeah. I was hoping to have a guest star [19:21] tonight to at least clarify some of [19:23] those points but we didn't have [19:25] somebody. So but my understanding was [19:28] the initial costs were not going to be [19:30] uh formed by Milville. But if they're [19:32] going to be in effect in an indirect [19:34] way, then [19:35] >> out of [19:36] >> we need to have further discussions. [19:37] Yeah. [19:38] >> Yep. [19:38] >> So, I just want to point that out from [19:40] that. [19:40] >> I again I thought we'd have some [19:42] clarification, but maybe at a future [19:44] meeting. [19:45] >> Okay. [19:47] >> All right. So, we've uh we've killed [19:49] that for now. [19:50] >> Town hall. [19:51] Yeah. [19:52] >> Let's talk about that. [19:54] >> Yeah. [19:54] >> Town hall. Yeah. So, uh [19:56] >> the assessor's office. [19:58] >> I'm sorry. [19:59] >> He yelled something about the assessor [20:00] office. office. The first I heard about [20:02] that information. [20:03] >> Yeah. The first he's hearing about cuz I [20:05] was just going to ask um if the people [20:08] everyone who has space, are they getting [20:10] equal space at the next place? Cuz you [20:13] get accustomed to what you're living in. [20:15] Yeah. And [20:16] >> and so is everybody's space equal? Like [20:20] >> I think there's a planagram, right? That [20:22] >> Yeah. So we've been working through [20:24] that, right? And it's still in a bit of [20:26] flux. And so we've had movers come in [20:29] and remove. [20:32] There's my guest star. [20:34] >> Do you want to do you want to backtrack [20:36] real quick or [20:37] >> do you mind [20:38] >> before we open that discussion? Hey Dan, [20:40] >> Mr. Keith, do you mind coming up? I I [20:41] was holding this for you. So [20:44] >> we were hoping to just clarify uh the [20:48] JFK Maloney School. Um [20:50] >> Yes. [20:51] >> And so before you walked in, Peter was [20:54] um just telling me uh I'm Russell. [20:57] >> No, you win. [20:59] >> You'd win. [21:00] >> So, our understanding is that the [21:01] initial cost would be worn by [21:03] Blackstone, but that there may be an [21:04] impact to the MSBA loan. [21:06] >> So, I just shared that letter that's in [21:07] the board's packet, right? [21:09] >> Yes. What you received and the MSBA was [21:11] so No. Yes. The letter is accurate. So, [21:14] the town of Blackstone's full intent [21:17] is to pay that off. [21:18] >> So, it had no effect on the upcoming [21:21] >> school project. [21:22] >> Yes. [21:22] >> So, you're going to pay that in front. [21:24] Okay. [21:24] >> Yeah. That was part of the town meeting [21:25] vote on the 1.5 million. [21:27] >> Yeah. [21:28] >> Okay. [21:29] I thought that was kind of the case, but [21:31] I I was hoping you could clarify that, [21:32] but then when Peter presented that, I [21:34] wasn't sure. So, [21:34] >> yeah. So, and so article I think it was [21:36] articles 8, nine, and 10 or somewhere [21:38] around there. So, those are all town [21:40] articles and those were all re and so I [21:43] know that may have been Mr. Finn was a [21:45] little concerned that I was speaking on [21:46] behalf of the district. That was [21:48] completely all town related. So, when I [21:50] said we will be would be on the hook, I [21:52] meant the town of Blackstone. It's tough [21:53] when you have many hats. [21:54] >> Well, yeah. I was figured it would be [21:57] pretty clear that we was a town meeting. [21:59] >> Yeah. In [22:00] >> Blackstone Town related, but Yeah. [22:01] >> Yeah. So, and it's been it's been um [22:04] stated plenty of times in the uh select [22:07] men's meeting in Blackstone and in the [22:09] school committee that the town's [22:11] >> burden alone. [22:12] >> Okay. [22:13] >> Yeah. And so there's no um so we did get [22:17] the uh our payoff on it just while while [22:19] I'm here. Uh the town's payoff on the [22:22] MSBA portion is 26,000. [22:24] >> Okay. [22:25] >> And we had 129,000 [22:28] uh left over the next up until 2029 [22:32] anyhow to pay. So that was it's all so [22:34] it's all covered. [22:35] >> Gotcha. Okay. [22:36] >> So we're waiting on the next steps to [22:39] hear back from MSBA. Then this will go [22:42] still goes in front of the school [22:43] committee and things like that. So the [22:45] town meeting and vote is essentially to [22:46] get all the provisions in place. The [22:48] first two articles were legal ease of [22:50] removing it from the lease part and the [22:53] second part was [22:56] um well first one I think was separating [22:58] the building. Second part was removing [23:00] that portion of it from the lease. [23:02] >> Okay. [23:02] >> And the third part was for funding for [23:05] retrofitting. [23:07] >> Makes that makes sense to me. Anybody [23:09] have any questions about that? [23:10] >> No. [23:10] >> And it's going to be paid off before the [23:12] um school building project goes forward. [23:15] >> Yes. Yes. So he doesn't have any however [23:18] we would like to pay it off. However, [23:20] the MSBA sets it up, but we're very [23:23] clear that so [23:25] the superintendent is setting up is [23:27] attempting to set up a call. So we have [23:30] to respond. I think it in the letter is [23:31] June 25th and [23:33] >> and so the superintendent has a response [23:37] ready [23:38] >> um that it has no impact on the current [23:42] um ongoing building proposal. uh for the [23:46] high school. [23:48] Um it's just a matter of [23:51] the um technicality of how how we pay it [23:54] off. We will the town of Blackstoneone [23:57] can pay that off um as of June 1, July [24:00] 1st. It's we have authorization to pay [24:03] that off as of July 1st. I think the [24:05] date on that was for July 5th. The the [24:07] actually the payoff [24:10] amount is from July 15, 2025. [24:14] H [24:15] number so they went back to last July [24:18] and we're not debating that because that [24:20] building was empty in July 15th of 2025. [24:24] So we're not argu we it came in under [24:27] what we expected for the payoff anyhow. [24:29] So, [24:30] >> and moving forward, um we'll have [24:32] conversations [24:34] um [24:36] based on this, you know, based on the [24:37] square footage because there's heating [24:40] and um electrical costs that Milville [24:43] pays a portion to through the district [24:45] that we want to make sure that Milville [24:47] is not paying [24:49] >> at all, you know, and that's the town of [24:50] Blackstone doesn't want we own we'll own [24:53] that that obligation. So it may start [24:56] off as [24:58] a base with an agreement with the town [25:00] of Milville based on a formula of square [25:02] footage until we can get some type of [25:03] meat because unfortunately there's not two electrical meters [25:07] there's one [25:07] >> separation is not clean. [25:09] >> Yeah and and and so but we will ensure [25:12] that [25:13] >> can you submeter that? I so we are [25:16] looking into that now um [25:18] >> to get a better um uh reading on I guess [25:24] without anything else the fairest way is [25:26] like what's the building operating under [25:28] based on square footage we've taken this [25:31] square footage back [25:32] >> but we'll we'll try to quickly get a um [25:35] >> yeah if you separate the if you can see [25:37] the separation of the services before it [25:39] enters the main you can just put a [25:41] submeter on that and those will [25:43] digitally calculate [25:45] you know, in real time. So, we're [25:47] actually separated instead of because [25:49] you could use more power one place or [25:51] the other and and that would be then [25:53] offset by us paying, you know, by [25:57] percentage of square foot instead. This [25:59] would be a true separation through [26:00] submarine. [26:01] >> That's the goal. [26:01] >> Yeah, I like that. [26:02] >> And yes, that was one of the first [26:04] things uh we looked into as well as um [26:09] >> the um you know, some of it some of [26:11] those rooms will have mini splits and [26:13] things like that. So we'll be offsetting [26:14] even the the the heating system coming [26:17] in. So but in in the meanwhile we I my [26:22] thought and I think I may have mentioned [26:24] this to you is um whatever that offset [26:27] is that Blackstone is paying I'd like [26:30] the town of Milville to see that monthly [26:32] or whatever when the bills are being [26:33] paid so that you see that you're not [26:35] paying uh that that that cost is being [26:38] borne by the entirely by the town of [26:40] Blackstone. [26:40] >> That' be great. Thank you. [26:41] >> That's great to have clarity. Thank you [26:43] for that. That's that's really being [26:45] upfront. Thank you. [26:46] >> Thank you for swinging by unless Okay. [26:47] Hate making you come all this way. [26:48] Unless you have anything else you want [26:49] to add. [26:50] >> I don't think I do. [26:52] >> Still want to arm wrestle though, do [26:54] you? [26:54] >> I mean, we'll save it. It's been a long [26:56] day. [26:57] >> Well, listen, actually, I got to pause [26:59] you. I mean, we did have a UF UFC fight [27:01] on the White House line. I mean, we [27:03] could potentially do this. [27:04] Extraordinary. [27:04] >> I mean, it's not on the agenda, but I [27:06] mean, we could do it. [27:07] >> Things not anticipated. [27:08] >> I tell you, I'm 48 hours a meeting. [27:10] >> I'm really not interested. who [27:12] anticipated [27:12] >> hurt me more than I can hurt anybody [27:14] else. [27:15] >> He is a strong guy, you know. So, [27:16] >> yeah, I don't think is going to cover [27:19] that, Dan. I think you're [27:20] >> want to hurt me and I don't want to hurt [27:21] him. [27:22] >> All right. [27:24] >> And yeah, that's um I think that's all I had. [27:28] >> Um Oh, and we um the Millville Water. [27:32] I'm not asking for an update on it, but [27:34] we I'm on an email with a resident that [27:37] is looking for um updates in uh through the school [27:42] district. Um and so if um [27:47] you are are you the point person? [27:49] >> I I am. Yeah. [27:50] >> All right. So if I we can we just attach [27:52] that stuff and send it. [27:54] >> So I've asked I've asked Mccclure to [27:56] summarize it because that attaching that [27:58] stuff there's a ton of stuff. I've asked [28:01] them to put a summary together [28:03] >> and to be able to, you know, provide [28:05] that information based on Kristen had [28:07] sent that over from the residents. So, [28:09] I'm waiting on Mccclure [28:11] >> to uh address that. Frankly, [28:14] >> I would prefer like and anyone asking [28:17] for water updates [28:18] >> instead of going through the school, [28:20] they should probably just go right to [28:21] you guys are the water. Yeah. So, so if [28:24] there's no objection like I I don't [28:26] think the school should be [28:28] >> giving what we have no problem posting [28:31] stuff on the website, [28:32] >> but but I I [28:33] >> haven't talked to the experts. [28:34] >> I want Mccclure to provide the summary [28:37] information for you all as well, right? [28:39] So, it' be the same info and we we're [28:42] happy to give it. I don't have that yet. [28:44] those of us who have shallower lives [28:46] that watch our each other's meetings and [28:48] stuff, right, are up to are up to speed [28:51] on the water stuff, you know, and and so [28:54] um [28:54] >> is that can we post that on our town [28:57] website? Water information uh you know, [29:00] a summary and with dates for each [29:04] update. That way anybody from either [29:06] town can quickly go on and find it. [29:08] >> Yeah. So we have [29:10] >> we haven't had anything recent, you [29:12] know, but that would be the type of [29:13] information that would go on the section [29:15] of the website that we have a ton of [29:17] water information [29:19] >> currently you know but I don't have the [29:21] summary of the latest pilot test [29:24] >> right [29:24] >> data which is voluminous [29:28] >> right there's a lot [29:30] >> summary because they're testing here [29:31] there everywhere every day you know to [29:35] be compliant yeah I mean they're still [29:36] they're testing actual part the the [29:38] water that's being trucked in as well, [29:39] right? I mean, through different [29:41] >> They did previously. [29:42] >> Yeah. So, it's it's so it's there's a [29:45] lot of [29:45] >> It was skewed, but it's we're past that [29:47] now, right? [29:47] >> We are. We are. It's not local. [29:49] >> You're on the pilot plan. you you may be [29:51] drilling a new well, you may not. [29:52] There's a lot of things in that. So it's [29:55] >> it's um [29:56] >> but I wanted a summary from Mccclure [29:58] which addressed some of the things that [30:00] you know uh we're Kristen updated [30:03] earlier you know that says hey we're [30:06] >> we're dealing with D on the location of [30:08] this and the way we treat this and geez [30:11] the you know we're tweaking the chlorine [30:13] and [30:14] >> PAS results are this and [30:17] >> disinfection byproducts are this [30:21] >> people should know you're also [30:22] potentially getting ahead the PAS with [30:24] this project. [30:25] >> Oh, I think so. Yeah, for sure. [30:27] >> We just did a $10 million water [30:30] filtration system and it's we're [30:32] probably going to have to put another [30:33] four or five into that to deal with the [30:36] upcoming PAS regulations. [30:38] >> I have to start selling lemonade over [30:39] there in Blackstone. [30:40] >> Have to do something. So, [30:42] >> well, thank you for coming. [30:43] >> All right. All right. Thank you for [30:44] having me. [30:45] >> Thank you. [30:45] >> Have a good evening. I promised I [30:47] wouldn't have you waiting. [30:48] >> No, thank you. [30:51] >> That door is locked, by the way. [30:53] Sorry. [30:54] >> But that wasn't [30:56] >> that was [30:56] >> that wasn't that was [30:57] >> that's usually bad. [30:58] >> Really? [30:58] >> You know what? Security we it's high [31:00] priority here. So, [31:02] >> thank you. Have a good night. [31:03] >> Thank you. [31:06] >> All right. Back to the old town hall. [31:08] >> Yes. So, there's still repairs uh going [31:10] on there. There's painting. There's [31:12] flooring upgrades. There's stuff like [31:15] that. [31:15] >> So, just to clarify, my joke about the [31:17] assessor's office was tongue and cheek. [31:18] not to be taken seriously, but I I [31:20] assure that Maggie has a planagram. I [31:22] have not taken uh I haven't looked at [31:24] it. [31:25] >> So, [31:25] >> I just want to make sure that the people [31:27] who have space, you know, if they have [31:30] five file cabinets here or four [31:34] cupboards and a desk and I [31:36] >> Yeah, [31:37] >> that's going to be difficult to [31:40] >> So, we think we [31:40] >> to to match. And if we do have to [31:43] downsize, then we should be downsizing [31:45] through everybody and not expecting one [31:48] or two departments to significantly [31:50] decrease their square footage. [31:53] >> Yeah. So, I don't think we're [31:54] necessarily doing that. [31:58] >> Tim disagrees. [32:00] >> I hear. [32:02] So, um, and we have movers that have [32:06] disassembled a row, [32:08] >> the planner and the assessor's row [32:10] >> to put into the big open space to make [32:14] sure it's in the right spot and we have [32:16] the right number of rows and the right [32:18] persons assigned to the spots in that [32:22] space. And I think we're pretty good in [32:23] terms of of that. Um, and then [32:27] separately we have some others that it [32:29] will only be the first floor that's open [32:31] because we have yet to get the elevator [32:34] sorted out in terms of what needs to be [32:36] done to get that operating. So, the [32:39] public will only have access to the [32:41] first floor. [32:43] >> There may be some other spots up uh you [32:47] know that folks will be upstairs for [32:49] example. Um, [32:50] >> what what's going on with the elevator? [32:52] I has anybody called an elevator? [32:56] >> We have Otis elevator come in I think [32:58] it's this week to [32:59] >> Thursday to see about uh what's going to [33:02] be involved in [33:03] >> reactivating that. [33:05] >> Yeah. [33:05] >> And that [33:06] >> we may find that that's pretty expensive [33:08] or it's not. We we don't know that yet. [33:11] Right. And if it's pretty expensive then [33:14] that's a future funding challenge for [33:17] the town. We're trying to do what we can [33:19] within essentially 400 grand that we [33:22] have available for this project and [33:25] we're we're doing that with what we've [33:26] got. Um [33:28] >> where are we within the scope of the [33:30] project? Where are we financially in [33:34] that 400 400,000? [33:35] >> So we have about I'm going to say 50 [33:38] grand left to play with which we think [33:40] will cover some of the moving costs. [33:42] We'll cover some of the technology [33:45] connections and things like that. I [33:46] think it's 50 grand. I'm just [33:48] ballparking based on what we've probably [33:50] incurred from what we have. Um, so [33:54] again, there's repairs being done. You [33:56] know, Joe was in there three days this [33:58] weekend doing a lot of like flooring and [34:01] some uh, you know, final painting and [34:04] things like that. [34:05] >> I think we owe him a great [34:07] >> I keep telling him his name should go on [34:09] that building. He's unbelievable. [34:10] >> Really? If it wasn't for him, it it [34:13] never it would have been trashed. [34:15] >> Yeah. know [34:15] >> I mean it was really falling apart [34:17] literally. [34:18] >> Yeah. So it's uh so we're you know where [34:22] the you know the number of connections [34:25] coming out of the ceiling drops for [34:28] connecting someone's computer someone's [34:30] phone someone's printer that sort of [34:32] thing remains to you know still being [34:35] worked out with the the proper folks uh [34:37] including our Jack our electrical [34:41] inspector who's done some of the work so [34:43] far. So then there's a deep clean. Um we were over there today and we've [34:49] decided some of the rugs that we were [34:52] hoping to live with, we probably would [34:54] be better to put down some sort of [34:57] flooring, remove the rugs, put some [34:59] flooring down. It's it's fairly [35:02] inexpensive money that gives, you know, [35:05] gives the the place a bit a good look. [35:07] you know, the the ladies were not [35:10] thrilled with the way the lady's [35:12] restroom was. That's now been sorted [35:15] out, and so I think it gets the [35:17] >> at least it gets the Maggie seal of [35:20] approval, which is important. Um [35:24] >> um to circle back on the right size [35:27] office space for individuals. [35:30] >> Um [35:32] I don't want I want to make sure moving [35:34] forward through this that we're not [35:36] marginalizing any individual that [35:39] everybody has enough space for all their [35:41] equipment. And um are you finding any [35:44] challenges with that? Because I Hey Joe, [35:48] I am kind of concerned with just [35:52] everybody's got the ability to function. [35:54] Well, I I know it's it's an old [35:56] building, so it's not uh it's like it's [35:59] not going to be, you know, a square hole [36:01] in a round peg type thing. [36:03] >> Well, it's going to require folks to [36:05] have some flexibility and some of the [36:09] things will be sorted out even when we [36:12] get in there because we just, [36:14] >> you know, there's just so many [36:15] unforeseen things. But I think it it's [36:18] nearly ready for things to start moving [36:21] in. Folks have been starting to pack [36:23] things and um you know that's all good. [36:27] Uh great work. Again, Joe working his [36:31] tail off. [36:31] >> Peter, if somebody is having a problem, [36:33] would you keep the entire board a breast [36:35] of that and the details of it so [36:38] >> you know we can at least be considerate [36:40] and and responsive if if we have the [36:43] ability to do so. Um and and help [36:48] comfortable. [36:48] >> Yeah, I think Maggie's got a planagram [36:50] that she's been working on. Is that [36:51] correct? [36:52] >> It's in process. Changes every day. But [36:55] yes, that's the idea. We're working on [36:56] trying to identify exactly where [36:58] everyone's going to be located. And [37:00] >> um I think every time we look at it, we [37:02] make a few tweaks to it, but until we [37:04] start getting the furniture in there, I [37:06] think it's hard to really get a sense of [37:08] the space. But we're we're making [37:10] progress for sure. lots of file [37:12] cabinets, you know, and where they're [37:13] located, [37:14] >> things like that. [37:15] >> Are we using that basement ground floor [37:18] as well or [37:19] >> right now? No. [37:20] >> Okay. So, is that going to be future [37:24] space for town hall employees or [37:26] >> So, the intent of that space was for the [37:28] police department satellite operation [37:30] with ladies facilities, you know, female [37:33] facilities and so forth, but that's not [37:36] part of the funding that we have [37:38] available to do what we're doing right [37:39] now. So, Folks might have to come back [37:42] uh you know come back to [37:44] >> revisit that. Exactly. You know, we're [37:46] going to put in right now it has uh [37:48] we're going to need to get some air [37:50] condition window air conditioning units [37:53] um for the time being. Um [37:56] I don't know what else there is. Again, [37:58] Joe's [37:59] >> Oh, I had one final question. I'm so [38:01] sorry. That's all right. [38:03] >> There had been a big room to the right [38:05] at the top of the stairs and on the [38:08] second floor of course and um I remember [38:11] a long time ago um our historian Mr. [38:14] Berthallet had said he'd really like [38:16] that room to be able to make a like a [38:20] mini museum. Yeah. With displays and [38:23] >> he was asking me. [38:24] >> Is that still a possibility? I haven't [38:26] talked to him in years. [38:27] >> So that's not ready for move in for [38:28] that. Right. Okay. Okay. But that [38:30] because that there's still some work [38:31] that needs to happen with the ceilings [38:33] and that sort of thing. But that's where [38:35] the structural repairs for the roof were [38:38] >> done. Okay. And that is the whole the [38:41] game plan to have, you know, the [38:43] displays and so forth along the lines of [38:45] the museum. Separately up there is a [38:47] room [38:49] probably twothirds of the size of this [38:51] room which is like a training room or [38:53] meeting room. that's, you know, uh [38:57] there's no real plan for that other than [38:59] that's a great space to use for training [39:02] or meeting and so forth. So, uh but [39:05] again, not for the public at this stage [39:08] because we don't have the elevator [39:10] >> elevator. Peter, I hope [39:12] >> can can we stop this? Can we ask Tim? He [39:14] seems to have some commentary. So, do we [39:16] want to include him in this conversation [39:19] >> because um my patience is starting to [39:20] wear thin. [39:22] >> It's about out. I'll [39:23] >> stop. I promise. [39:25] Okay. [39:26] >> Okay. [39:26] >> Because if you got something to say, [39:27] we're more than welcome. [39:28] >> I emailed you all. [39:29] >> You emailed us all. [39:31] >> Yep. [39:32] >> Okay. [39:32] >> No response. [39:34] >> Well, we're in the middle of [39:35] discussions. [39:37] So, [39:38] >> okay. [39:38] >> Well, I just heard. [39:40] >> Okay. So, um I'm glad that the elevator [39:43] is going to be dealt with. I I would [39:45] like to see handicap accessible [39:47] throughout the whole building. I think [39:48] that's essential. and that one space you [39:51] said uh that's like a meeting room [39:53] that's a little bit bigger. I I hope [39:56] that you and Maggie in your [39:57] consideration of space if anybody does [40:00] feel that they're not able to fully [40:02] function within the space they're [40:04] allotted that perhaps that or a portion [40:07] of that space could be considered um for [40:10] their use because I I really don't want [40:12] to see people marginalized. [40:13] >> I understand that. I don't think there's [40:15] any intent of that. Uh there are, you [40:17] know, there are also offices up there [40:19] and semi cubicles outside those offices [40:22] which are actually great spaces, but [40:25] again not open to the public. Okay. [40:27] >> Correct. Yeah. [40:28] >> Um separately the window grant, right? [40:31] We're we've been back and forth with the [40:34] folks on that thing. [40:36] >> Do you need help with Gloria on that? [40:38] >> Well, so here's where they're at. Okay. [40:40] Um they um we went out to bid twice on [40:45] that thing and got no response. We've [40:48] >> solicited chase people down. No [40:50] response. They've come back and said we [40:53] could, you know, hey, we thought, hey, [40:55] what if we just bought the windows? [40:57] Because nobody really wanted the 50 [40:59] grand project of windows and [41:02] installation, you know, using under [41:04] prevailing wages. So, we asked about [41:08] buying the windows and installing them [41:11] ourselves at our leisure, right? [41:13] >> Mhm. [41:14] >> And [41:16] they came back with the caveat that the [41:18] if you install yourselves, you still got [41:22] to follow prevailing wages. Now, we [41:24] haven't closed the loop on that because [41:25] I would object to that. I haven't yet. [41:28] Uh but anyway, our deadline they you [41:31] know we look for an exp extension [41:33] that's [41:35] it it may not get us to where we need to [41:37] be. [41:38] >> Can I ask you because I I understand the [41:40] grant in what I wrote. So within it we [41:44] talked about the efficiency of a triple [41:47] glaze. [41:48] >> It did not the grant did not then [41:50] dictate that those windows had to be [41:52] triple glazed. we [41:53] >> you it would still meet, you know, [41:57] because we were talking about wind [41:58] flection and everything else and and [42:00] super efficiency. It still would be a [42:02] much better envelope if we had which is [42:05] fairly standard, a double glaze. [42:08] >> Um, is that what you're going out to [42:09] bid, a double or a triple? [42:10] >> No, triple. Because they would only let [42:13] us do the triple. We asked repeatedly, [42:15] >> do you want me to talk to them to try to [42:18] explain because they had trouble [42:20] understanding the physics behind the [42:22] windshare and the glass flexion for seal [42:26] and and efficiency and I had to explain [42:29] all that to them and the calculations. [42:31] >> I would be more than glad if you need [42:33] assistance to explain it to them again. [42:36] >> Okay. [42:37] >> And that it's not necessary. We're the [42:39] triple the triple glaze is really for [42:42] scenarios. We are not in Alaska. We are [42:44] not high on a mountain. This is not [42:47] Mount Washington. Um we are not on the [42:49] shoreline. Uh those are for different [42:52] scenarios. And yes, I did use those [42:54] calculations to talk about efficiency, [42:57] but it it's not what's governing this [43:01] and and the essence of this and and what [43:03] would make the most. [43:04] >> Right. So I the only other thing I'll [43:06] say I your help certainly is welcome. Um [43:09] I don't again because of the time frames [43:12] that were you know we've tried and tried without success and we tried [43:17] to get it removed from the triple pane [43:20] requirement. Couldn't do it. Um the only [43:24] other thing I'll say is if you look at [43:25] the windows they're actually pretty darn [43:27] good that are there. They've have been [43:29] replaced at some time in the past. [43:31] They're not perfect but they have been [43:33] replaced and they're double pained and [43:35] you know that sort of thing. You know, [43:38] Joe could probably talk better on the [43:39] windows than I can, but that's my [43:42] layman's approach is we're running out [43:45] of time on the grant. They won't extend [43:47] beyond the end of July. Our focus is on [43:51] getting out of here and in there and the [43:54] landlord's allowing us [43:57] through July, which is really wonderful. [43:59] Okay. [44:00] >> Um July 1st. [44:02] >> July 31st. Okay. [44:04] >> So, that's great because you know there [44:06] still is work to be done. Sure. [44:07] >> So, I I ask again, Peter, Richard, do [44:12] you want me to reach out to Gloria at [44:14] the state and talk to them about the [44:16] grant and try to find a a better [44:18] scenario if possible? I don't know. You [44:21] know, it's it's worth a shot since you [44:23] >> I think it's worth a shot. Absolutely. [44:25] From my perspective. [44:25] >> If you guys are okay with me doing that. [44:27] >> Is that all right, Jen? [44:28] >> Yep. [44:29] >> Okay, [44:30] >> that'd be great. [44:31] >> Then I'll do that. [44:31] >> Fantastic. Yeah. So, uh, just to kind of [44:34] close us out, my only other comment was [44:36] I know that the assessors have been [44:38] talking about some sort of a mainframe [44:39] or computer or cloud. Did that get [44:42] resolved? [44:42] >> Yes. So, we're on the cloud and but [44:45] we're also as part of our technology in [44:48] the town meeting vote. [44:49] >> We're getting a new server, right? So, [44:51] it's upgraded. It's [44:53] >> not 10 12 years old or whatever. [44:55] >> And you have space for it in this [44:56] building. [44:57] >> Well, there's a lot of space in that [44:59] building. And yes, we do. Yeah. [45:00] >> Okay. [45:01] So, I just want to make sure you [45:02] have enough room wherever it's going to [45:04] go. So, all right. [45:06] >> We have more space than we truly need, [45:07] you know, for the number of people. [45:10] >> I trust you. I trust Maggie's judgment. [45:11] I'm sure she's got a plan. Not putting [45:13] you on the carpet, but I'm sure there's [45:14] a planagram here somewhere and you guys [45:15] are still working through it. So, [45:16] >> with accessible [45:19] >> space. [45:19] >> Yeah. [45:20] >> Like you can't So, I'll just go on the [45:22] record. I will never drop a dime beyond [45:25] whatever whatever that grant is. Okay. I [45:29] totally disagree with the move back [45:30] there. I was part of the board that that [45:33] closed that down. Um the report, I don't [45:36] know if the report was ever seen, but [45:38] there's a stream that runs underneath [45:40] the town hall and that's why the [45:42] basement has had history of black mold [45:44] has been remedied years and years of [45:48] documents that was stored there. Um MIMA [45:50] used to be down there. they removed [45:52] their technology because of the [45:53] moisture. Um, the amount of [45:56] dehumidifiers over the years that have [45:58] been there, there was dehumidifiers [45:59] there in 1970 when I had speech down in [46:03] that back room. So, this is an ongoing [46:06] issue. Um, accessibility to the third [46:09] floor, air conditioning units. It's not [46:12] like you can say, "I'm going to go work [46:14] in my office on the second floor and put [46:15] an AC on and have it cool." that room. [46:19] Those rooms take numerous hours to cool [46:22] down. I don't believe in the move back [46:25] there. I I think the town should have [46:27] looked for other alternatives. Um I will [46:30] support everything going forward as part [46:32] of my responsibility. [46:34] >> But beyond a grant to fix anything, you [46:36] will always get a no vote from me. I [46:38] don't believe that we belong in that [46:40] building. I don't think our staff should [46:42] be in that building. I don't think it [46:45] meets the needs of our community. and [46:47] are operating daytoday. Um, so you know, [46:52] I sit here listening. [46:53] >> You know, that's a really some really [46:55] good comments. Can you give us all the [46:57] paperwork for that orile? [46:59] >> Yeah, direct Peter as to where to find [47:01] that paperwork and we like to review it. [47:03] I don't want to just talk about things [47:06] that we think or heard. I want to report [47:09] Nope. Great. I want to see the actual [47:11] reports. Peter, would you work with her [47:13] to find those reports? Maybe she can [47:15] give you some guidance. [47:15] >> We'll see what we can find. Yeah, that [47:17] would be [47:17] >> When did we move out of there anyways? [47:20] >> Uh 17 [47:23] years. So we're almost Yeah, I think I'm [47:25] on 10 years. Yeah. [47:26] >> Okay. 10 years. 16. [47:27] >> Um do do we want any commentary from Joe [47:30] since I see you sitting here? [47:31] >> Might be helpful. [47:31] >> Sir, would you mind coming up? Do you [47:33] have any feedback? [47:35] >> Yeah. And Peter, I think um Jerry Finn [47:36] was on that committee. [47:38] >> Well, you guys did the study. [47:40] >> Thank you for coming in. [47:42] >> You might remember the exact dates. So, [47:44] you heard some concerns about [47:46] underground rivers and moisture and and [47:48] you have been the special municipal [47:50] employee here overseeing that and thank [47:52] you for doing that. [47:53] >> So, very much so. [47:54] >> Part of the problem down there, the [47:55] moisture was coming up from the where [47:57] you have a hand dug [47:59] section of that cellar. [48:01] >> Okay. Since we fixed the floor, what I [48:03] had them do is encapsulate that in [48:05] plastic. So, your moisture level that [48:08] used to be there dropped dramatically. [48:11] Okay. [48:11] >> Okay. I put a commercial I know there [48:13] was dehumidifiers I seen them all over. [48:15] I put a commercial one in there and I [48:17] had to sell it down to 50% humidity. So [48:21] to get that out of there my suggestion [48:23] would be to put a air exchanger in that [48:25] basement exchange air and get it moving [48:28] and I think it's going to take a lot of thing. I couldn't find a stream [48:32] that's there is a if you go in the back [48:34] of that wall down the back where the [48:36] kiln is. [48:37] >> Somebody made a French drain or [48:40] something. There's a sump back there. [48:42] >> So sump pump's not even working. So it's [48:44] like you might as well not even bother [48:46] having it if it's not going to be [48:47] >> functional. So if that's where the [48:50] water's coming from, but be honest with [48:51] you, I try to find a stream they're [48:53] talking about. I know that the gut is [48:55] coming down. They got to be rerooed at [48:57] the bottom. Put longer pipes, get it so [48:59] it doesn't drain next to the granite [49:00] foundation. That's going to help a lot, [49:03] you know, but it's just small stuff like [49:04] that. I think you're going to get a lot [49:06] of improvements on it. [49:08] >> Okay. Like I said, when we looked at the [49:10] building, there was no other options and [49:11] you guys had to leave here. So, you were [49:13] kind of like in a rock and a hard place. [49:15] >> So, it sounds like there's some things [49:16] here that we can get still get fixed. [49:17] >> Mitigate the issues. Yes. [49:19] >> Sure. Well, it sounds like you already [49:21] did quite a bit to fix the issue. [49:23] >> Well, like I said, it's it's an ongoing [49:25] project. I mean, you [49:26] >> It's a mountain. You've climbed that [49:27] mountain. [49:27] >> You'll get it. Thank you. [49:28] >> You know, I mean, you just got to stay [49:30] with it. You can't let the building just [49:32] go deep under carry. You know, no [49:34] maintenance on it. That's the worst [49:36] enemy. [49:37] >> It's had a good life. It should have [49:38] been torn down. [49:39] >> That's my opinion. [49:41] >> Yeah. [49:42] >> Well, I thought the same, but after [49:44] talking to you years ago, [49:47] >> engineer through the house, [49:48] >> he seemed to know better. [49:49] >> Go through the building. [49:51] >> Here's what you don't, you know, you [49:53] don't have to rip it down. [49:55] >> And the problem that you had there, they [49:56] saying rip it down. Okay. But you got to [49:58] remember everything there and the fire [50:00] department are all tied together. [50:02] >> So the water comes out of the police [50:04] department. The water comes out of there [50:06] to do that. the sewer. I would imagine [50:09] it's hooked in there somehow. So, that's [50:11] another consideration you got to look [50:12] at. It's like even if you were to sell [50:14] the building, [50:15] >> how do you cut those services now? [50:17] >> So, [50:19] >> yeah. [50:19] >> I mean, that's something that, you know, [50:22] >> Well, thank you very much for your hard [50:23] work. [50:25] >> Couldn't have done it without Joe. It [50:26] was unbelievable. I think you really [50:28] ought to think about naming it after [50:29] him. [50:30] >> I think we should. [50:31] >> He's like the I want the new building [50:32] after this, not this one. [50:34] >> I think we definitely should. And I did [50:36] look at the report that was out there [50:37] and this they wanted $2.5 million to do [50:40] renovations on it. They want to change [50:41] the floor space inside [50:42] >> 10 year old money [50:43] >> and then they were going to do5 $5 [50:45] million to build you a new one [50:47] >> and then I looked at the report the [50:49] state did [50:50] >> and I'm saying I looked at it in the [50:52] beginning and I said this is not a big [50:54] deal you know. [50:56] >> Okay. [50:57] >> I mean I've done this stuff for a lot of [50:59] years so I I look at things different [51:00] from other people. So [51:02] >> we love you. That's just my uh [51:05] >> I don't take away from the efforts that [51:06] have been put forth by everyone trying [51:08] to make this happen. I just wouldn't [51:10] have voted in that that manner. [51:12] >> Well, we're kind of past all that now [51:14] and it sounds like you've overcome the [51:16] issues in [51:17] >> uh and it's it is impressive. [51:20] >> It is absolutely impressive and I think [51:23] we all very much appreciate you. [51:25] >> Thank you. [51:26] >> Extraordinary. [51:29] >> We appreciate it. [51:30] >> Thanks, Joe. [51:31] >> Thank you, Joe. Thank you for stopping [51:32] by even though you weren't planning on [51:34] speaking. [51:35] >> Yeah, I fig I'd stop and see what's [51:36] going on. Well, [51:38] >> could [51:38] >> when you get closer to the end on that [51:40] floor space and and plans, can [51:44] >> we have a a glance at it? [51:46] >> Sure. [51:54] » I [51:59] » not that. So for you to mark up [52:02] But you already have a good [52:04] >> Yeah, [52:05] >> we were talking about a planagram. [52:06] Everybody all the assignments in the [52:07] room. [52:08] >> This was a layout of a building. [52:10] >> So then you plug in what you want. [52:12] >> Yeah. [52:13] >> We give you scales. [52:16] >> Okay. Good. Have we killed that? We're [52:18] good. [52:18] >> I think we're good. [52:19] >> All right. Mees generator repair [52:21] replacement. So this is something that [52:22] we asked Peter for a month ago. He has [52:25] delivered. This is basically a scope of [52:26] work for repair replacement for the [52:28] generator um at the elementary school. [52:31] So hoping to go out and publish this and [52:34] see what we get. [52:35] >> That's right. So we and it's a [52:36] solicitation because it's a school [52:38] building and the range is 10 to 100 [52:41] grand. So you solicit three. [52:43] >> We're going to go Yep. Okay. [52:45] >> And where do you post this? [52:47] >> And so we don't even have to post it. We [52:49] just But it will be on like this is [52:51] >> right [52:52] >> almost finalized draft, right? It needs [52:54] a little tweaking. [52:55] >> Are you sending this to companies? [52:57] >> So, we'll send it out. We'll be chasing [52:58] folks down for this. Yeah. [53:00] >> And you have a lead. You do have a lead [53:01] from Mr. Keef. [53:02] >> We do. [53:02] >> For us, we do. [53:04] >> Yeah. We have had some, you know, a [53:05] couple of people in one group came in. [53:08] We have yet to hear back from them who [53:10] looked at all of the options, including [53:12] replace. [53:13] >> Um, separately. Last week, we put in, [53:16] it's still being tweaked a little bit [53:17] right now, uh, for basically a FEMA [53:20] grant for the full replacement of the [53:22] generator. We worked with CMRPC on that. [53:26] um went in last week. It will be [53:30] two years before that ultimately is [53:32] realized, but there's a good shot at. So [53:33] the repair really makes sense. Repair, [53:36] replace of the generating piece. And [53:38] this was crafted up for me by Jack [53:41] Granga, who actually is in the business. [53:44] Okay. And I keep asking him if he would [53:47] bid on this thing himself. Um but [53:51] I'm not sure he wants to do that. He's [53:53] our electrical inspector, but he's a [53:55] generator expert, right? And so he did [53:58] review, you know, he went in there, [53:59] looked at the machine, and helped with [54:01] this based on the specs of what we're [54:03] looking to do. So, [54:04] >> perfect. Thank you. So, do you do you [54:05] know when you'll have a final draft and [54:06] ready to go? [54:07] >> Yeah, I think we're going to try to get [54:08] that out between now and next week. [54:10] >> Now, when the school closes, do we know [54:13] if they're returning the rental or if [54:15] they're going to going to continue in [54:17] >> I don't know that. I haven't I haven't [54:19] heard. Is the reverberator tower still [54:22] reliant on that backup generator or has [54:25] that received its own backup generator? [54:27] >> Oh, it is. So, that was part of this [54:29] grant that we did for FEMA, right, to [54:31] help sell it, if you will, right? Is [54:33] that the new uh communication tower is [54:37] dependent because it's hooked into the [54:38] school electricity as is the fire [54:41] department's 60,000galon [54:44] water tank, fire suppression for the [54:47] school. [54:47] >> So, we can't really And I would assume [54:51] we can't end that rental until we have a [54:55] repair andor replacement. [54:57] >> Just have to be aware that that's $5,000 [54:59] per month. [55:00] >> 6,000. Yeah. [55:01] >> Yeah. Yeah. And it's Yeah. Mas is also [55:04] our um [55:06] >> emergency shelter for school and so [55:08] therefore having water running and [55:10] things of that sort if [55:11] >> you know tornado, bad storm, trees, [55:13] whatever, whatever. [55:14] >> Yeah. [55:15] >> So hopefully we'll get this sorted out [55:17] and out there. So, this will go out in [55:18] the next couple weeks. [55:20] >> Yeah. Within the next week or two. Yep. [55:22] >> All right. [55:23] >> And would you mind sending me a link to [55:25] this posting so I can [55:25] >> I sure will. [55:26] >> I just want to share with Dan. Make sure [55:27] everybody's on on board. [55:28] >> Yes. [55:29] >> All right. Great. [55:32] Departments. Uh Joe, do you have [55:34] anything you want to add or you're good? [55:36] >> I got nothing. You guys are good. Okay. [55:38] Public forum. Don't all stand up at [55:41] once. [55:41] >> I know. [55:42] >> Okay. Announcements. [55:44] >> Uh just uh let's see. Library. Um, [55:47] what's our date? The 15th. So, Wednesday [55:50] this week, June 17th at 4:30 p.m. [55:52] Creative Club at the library. Thursday, [55:54] June 25th at 6:30 p.m. book club [55:57] meeting. Saturday, June 27th, [56:00] Renaissance Jazz Trio Concert. Um, [56:03] senior center. Um, Thursday they have [56:08] five wishes. Aging with dignity, [56:10] advanced care planning, a lunch for [56:12] three bucks, and a COA meeting. Um they [56:15] have on Tuesdays line dance pitch and [56:18] chair yoga hand knee and foot cards on [56:21] next Wednesday. Uh next Thursday the [56:24] 25th they have a movie remark remarkably [56:26] bright creatures lunch three bucks and [56:29] June birthday celebrations. On Monday [56:32] the 29th they have a craft class at [56:34] 10:00 a.m. And also on Tuesday besides [56:37] line dance pitch is at 1:00 Tina's [56:41] retirement party. Ah, [56:43] >> so [56:44] >> what was the date on the retirement [56:45] party? [56:45] >> That's the 30th, [56:47] >> Tuesday. [56:48] >> Okay, [56:50] >> cool. [56:51] >> All right. [56:52] >> Um, correspondence. [56:54] >> Yeah, I was already You had that in the [56:56] MSBA thing. Yep. [56:57] >> Yeah. All right. Uh, minutes. [57:00] >> Uh, I have I'm told three drafts coming [57:03] quickly here, but I don't have them yet. [57:05] Okay. [57:05] >> Selectment reports. [57:08] >> So, I just have a couple items. Uh, town [57:10] report. [57:12] booklet. Is that available online or [57:14] >> only online? [57:15] Okay. Thank you. [57:16] >> Stop publishing it. Yeah. [57:17] >> Took that Yeah. budget away. [57:20] >> Um that $500. [57:22] >> Yes. [57:22] >> Yeah. Okay. Um [57:26] also, um on Saturday, the library [57:29] celebrated their 40th. Um you were [57:31] there. I was there. [57:32] >> I gave out a hug. [57:33] >> Oh, well, you're better than me. I'm [57:35] more like a cactus. [57:36] >> Couple couple handshakes, but I did give [57:38] out a hug. So, it was a very nice [57:40] >> Yeah, [57:40] >> very nice. It was a very nice event. Um [57:43] they did a very nice job with it and [57:45] it's nice to see that that department um [57:48] and the dedication of those members over [57:50] the years um how deep they go. So I was [57:53] it was a great celebratory event um [57:56] >> and it was well attended. [57:58] Um also just on my part um over the next [58:02] couple weeks month I'm going to just [58:04] make myself available to be attending um [58:06] board and department meetings. I'll be [58:08] having um some office hours here at the [58:10] town hall so that if any staff people [58:13] want to just come to talk to me. If [58:15] general public wants to talk to me, I'll [58:16] have some hours here. I'll have some at [58:18] the library. Um I've done this in the [58:20] past. Sometimes I have people, sometimes [58:22] I don't, but it's good that people have [58:23] a place that they can go and talk face [58:25] to face with someone. Um so I'll be [58:28] putting those out and I'll let you know, [58:30] too. Um but it's just something I've [58:32] done in the past and I now that my [58:34] school year is wrapping up and I have [58:36] some time on my plate. Um, I'll be [58:38] putting those out there for people. So, [58:40] that's it. [58:42] >> Cool. [58:44] >> Uh, town administrative report. [58:47] >> You, you two are all set. You're all [58:49] set. Yeah. [58:50] >> Uh, the only thing I wanted to say is [58:52] that in future meetings, I think we [58:54] should reuse the podium again for people [58:57] from the audience who want to come up [58:58] and talk. I think that was a great way [59:01] of doing things because at that point [59:04] they always used to say their name which [59:07] helps for people at home with continuity [59:09] or anybody writing minutes and they [59:12] could just say they live in town [59:13] although they don't need to get into [59:15] their full address or anything but that [59:17] was my thought that we should implement [59:19] that again so people start following [59:22] better procedures instead of we've had [59:25] some meetings where we have a number of [59:26] people talking from the audience and [59:28] they have really good points points [59:29] they're trying to raise. [59:31] >> I just I think people at home really [59:33] need to hear it in detail. [59:35] >> Sure. Yeah. Yeah. For this session here, [59:37] we didn't have any residents. So, [59:38] >> no, not this time, but in the future, [59:40] I'd like to do that. Would that be okay [59:42] with the board? Does anybody object to [59:44] that? [59:45] >> We can try it. I think [59:47] >> sitting round table gives a a feel of [59:49] collaboration and equaleness and [59:52] >> um it takes away a little bit of the [59:53] formality. Um, but I mean the old town [59:56] hall, if we're back there and we're [59:57] using the old selectman table, it comes [1:00:00] with the podium. Um, and that's how you [1:00:02] talk because you don't have this uh [1:00:03] round table type thing. So, [1:00:04] >> right, [1:00:05] >> I don't have a problem trying it and [1:00:06] seeing what the people who come to the [1:00:08] meeting, what they like. [1:00:08] >> Let's do it. [1:00:09] >> Okay, great. [1:00:12] >> Um, [1:00:14] so I had one thought on Jen's comment [1:00:17] about office hours. just a procedural [1:00:19] and I'm not opposed to the idea, but [1:00:21] procedurally [1:00:22] >> doesn't everything get routed through [1:00:24] the town administrator and then from [1:00:26] there doesn't the board direct the town [1:00:28] administrator. So, [1:00:29] >> well, how many times have you been [1:00:31] contacted through somebody in town that [1:00:33] says, "Hey, can you do something about [1:00:34] this?" This just gives them a place to [1:00:36] do that. [1:00:37] >> Those things are always followed up with [1:00:38] an email and like I spoke to this person [1:00:40] about this topic and blah blah blah. And [1:00:42] those things do come back. It's not it's [1:00:44] just a manner of which to be able to sit [1:00:46] and talk to people rather than being [1:00:47] caught at my kids, you know, school [1:00:50] event or being caught at, you know, the [1:00:52] library event to talk policy and [1:00:54] procedure. It just gives an open space. [1:00:56] >> Peter is the HR person for the staff and you you can't be fielding that kind [1:01:02] of [1:01:04] >> you you shouldn't that's pet I am I [1:01:07] wrong Peter? I mean you are essential [1:01:09] things. [1:01:11] >> Yeah. I mean so [1:01:12] >> why are you fielding that? [1:01:13] >> Yeah. So for procedural I [1:01:15] >> asked [1:01:17] um you should ref [1:01:18] >> so the way I would they do come back [1:01:20] advise you is that you're going to [1:01:24] readopt the policies and procedures and [1:01:26] in that it's very clear how it works. So [1:01:29] even if one of you is talking to a [1:01:32] member of the staff [1:01:33] >> you you can't direct them. You can [1:01:35] respond to them but you still got to go [1:01:37] through the town administrator right [1:01:40] >> and keep the person informed. So I mean [1:01:42] I would say that's [1:01:43] >> a manner in which I go to them and I'm [1:01:45] directing them. It's a manner in which [1:01:47] if they feel comfortable with me that [1:01:48] they can come and [1:01:50] >> so [1:01:50] >> let me know what's going on or or and [1:01:53] then then I can act as a in between to [1:01:56] bring that issue back to the forefront [1:01:58] and deal with it without having staff [1:02:00] people come to the front table before a [1:02:02] whole board. Right. [1:02:03] >> It really I mean it doesn't it's not it [1:02:06] doesn't happen all the time but it does [1:02:08] happen on occasion. [1:02:09] >> Yeah. I I just I mean I I I I get why [1:02:12] you're doing that. I just procedurally I [1:02:14] was thinking that that might enable some [1:02:16] staff and maybe some bad behavior where [1:02:19] Peter is trying to address it and I [1:02:21] don't want to give folks [1:02:22] >> that would be a conversation I would say [1:02:23] I had or an email saying I had a [1:02:26] conversation and I want to do some [1:02:27] followup on this topic [1:02:28] >> just as I would with a a resident [1:02:30] complaint which I have one [1:02:32] >> because I was caught at the library [1:02:34] event. [1:02:35] So um so yeah it's just [1:02:41] I'm not going to apologize for putting [1:02:42] myself out there and having people have [1:02:45] access to a selectman. [1:02:47] >> Well, I was just questioning the [1:02:48] procedurally, you know, the structure of [1:02:50] having that. [1:02:50] >> It's not like I'm making commitments. [1:02:52] I'm just being there for an ear. [1:02:54] >> No, I again, I was just asking [1:02:56] procedurally how functions I've actually [1:02:58] said, oh, there's mass general law or [1:03:00] there's a town bylaw for that. So, [1:03:02] really, we're within the [1:03:04] >> it's within it. So before there's a [1:03:06] complaint by a resident, they're already [1:03:09] given the information, which I would do [1:03:11] anyways. If they called me, if they [1:03:12] caught me on the street, those are [1:03:13] things I would do anyways and point them [1:03:15] in the right direction. [1:03:17] >> So it's not that I'm out there looking [1:03:20] to tell people what to do. I'm actually [1:03:22] there just to listen. [1:03:25] >> So yeah, I was just asking procedurally. [1:03:28] So items not reasonably anticipated 48 [1:03:31] hours prior to the meeting. [1:03:32] >> I didn't do the town administrator [1:03:33] report. [1:03:33] >> Oh, I'm sorry. Sorry, I skipped right [1:03:34] over you. I got so excited. [1:03:36] >> All I have is one item. Okay. I had a [1:03:38] metacomt meeting this morning. All [1:03:40] right. [1:03:41] >> And uh we met with the SEMR board as [1:03:44] well. So the metacomt board, Semre board [1:03:46] met [1:03:47] >> and approved um a joint executive [1:03:50] director. So the executive director of [1:03:52] SER will also serve as the executive [1:03:55] director of Metacama. [1:03:57] all with the intent and they an IMA an [1:04:00] intermunicipal agreement was executed [1:04:02] for that [1:04:04] >> executive director. Um and the goal is [1:04:07] to lead towards merger of the two [1:04:10] entities which as I might have described [1:04:12] in the past will likely result in lower [1:04:15] cost to Millville for um you know [1:04:19] continuing dispatch services. So that's [1:04:22] really the goal that everybody wants to [1:04:25] do. Makes good sense. the executive [1:04:27] director right now, you know, they've [1:04:30] got this uh World Cup stuff going on. [1:04:32] So, they're very busy over there. So, [1:04:33] his term wouldn't start probably until a [1:04:36] August 1. [1:04:37] >> And hope that was approved today. [1:04:39] >> Hope not a reduction in service. Yeah. [1:04:41] >> No, that's right. And um I'm not I [1:04:44] wasn't a voting member today, but I I am [1:04:46] allowed to ask questions, which I do. Um [1:04:50] but starting July 1st, I become the [1:04:52] voting member for Amended Millville. [1:04:54] >> That sounds like fun. Oh, there you go. [1:04:57] >> Okay. [1:04:58] All right. Items not reasonably [1:04:59] anticipated. [1:05:00] >> Nothing. [1:05:01] >> All right. We're going to have a next [1:05:03] regular meeting Monday, July 13th, 2026 [1:05:06] at 6 p.m. Unless we squeeze one in [1:05:09] before then, but we don't anticipate it. [1:05:10] >> I don't think you need to. Right. [1:05:12] >> Okay. [1:05:13] >> Um, [1:05:15] yeah. All right. Um, and this typically [1:05:17] is around vacation time, so any [1:05:20] potential. [1:05:21] >> So, there could be remote by some, [1:05:23] right? [1:05:24] >> Okay. [1:05:26] All right, just food for thought since [1:05:29] uh yeah, we're here. Uh oh, let's enter [1:05:33] an executive session by roll call. [1:05:37] All right. I move that the board of [1:05:39] selectman enter an executive session per [1:05:40] mass general law chapter 38 subsection [1:05:42] 21 A3 to discuss strategy relative to [1:05:45] litigation where discussion of these [1:05:47] matters in open session would have a [1:05:48] detrimental effect on the litigating [1:05:50] position of the town. I move that the [1:05:52] board of selectman enter an executive [1:05:53] session per mass general law chapter 30A [1:05:55] subsection 2182 to discuss strategy [1:05:58] sessions in preparation for negotiation [1:06:00] with non-union personnel or to conduct [1:06:02] collective bargaining sessions or [1:06:04] contract negotiations with non-UN [1:06:06] personnel and C move the board of [1:06:08] selectment enter an executive session [1:06:09] per master journal law chapter 38 [1:06:11] subsection A21A3 to discuss strategy [1:06:14] with respect to collective bargaining or [1:06:15] litigation if an open meeting may have a [1:06:17] detrimental effect on the bargaining or [1:06:19] litigating position of the town and the [1:06:21] chair so declares teams union local 170 [1:06:24] police highway returning to open meeting [1:06:26] only to adjourn looking for a second [1:06:29] >> second and we'll take a vote Kristen I [1:06:31] >> I Jen I [1:06:33] >> All right you don't have to go
