[8:02] I'm going to find Dr. Truffle expected by Councillor Plutcher, [8:05] all those in favor. [8:07] Any opposed? [8:09] I carry. [8:11] Section 3, 9.3.1, 20.21, 9.1, finance the report. [8:41] So 9.3.1, 9.3.2, and 9.4. [8:47] Move by Councillor Rosades, seconded by Councillor Ash, all those in the first. [8:53] We oppose the carries, 9.5 post-dession items, 9.5 points on the request of the [9:01] Prochronic Regiment onto a 15.6 post-volution of 30 online, [9:07] 9.5.2 cybersecurity update, [9:13] seeing the bolts to have a mover and a seconder. [9:17] Boots by trucks are matlowed, seconds by trucks are high, all those in the paper. [9:21] And he opposed that carries closed session items 10.1 key or CA involvement on Ontario land tribunal appeals. [9:32] 10.2 recent Ontario land tribunal enthroned to land body appeal. [9:39] Speaking of both, I'm going to move her in a second turn. [10:04] Thank you, I'm sure, Lori, what I'm going to say, I do not like what I do not think we should be appointing and [10:15] enforcement and enforcement officers. I believe we have excellent staff from CEO and all the way down [10:23] through HR and elsewhere and if this was our municipalities and two-thirds of our municipal, [10:29] it would be appointed by the CEO or the HR or somebody in there and wouldn't come to it. [10:36] If any progress, Lori or Michael, on having the act changed so that this no longer comes to us, [10:47] Yes. [10:49] Through the chair. [10:51] To your point as you where this this one is particularly for just the signing authority and as it set up currently. [10:58] We do not have the section 28 regulation update coming out through the CA act. [11:05] But certainly I think we could look at some additional streamlining measures with regard to this, but this is a streamlining measure by having an administrative officer or signing authority for permits. [11:17] So, you mean to say we could make a motion now and have it designated that the CEO take [11:26] care of this? [11:27] No, we could come back with a streamlining measure to identify the positions, but it's [11:33] currently written into the previous reports. [11:38] So, yes, we can come back with a streamlining for this particular point, not for the appointment [11:44] of enforcement officers that are out doing the actual duties that still has to come through [11:48] this process. Okay, then I'd like to add that clause, Madam Chair, [11:55] approving 7.1 and requesting each staff to come back with a streamlining report on these [12:04] on this specific position, [12:08] Madam Chair. Thank you. And I think it's authentic that is direction, [12:11] Jack are you okay with that I'm sending it we'll just approve it and they'll take that as direction to come back [12:17] Yeah, I'm I see Lori nodding and I'm nodding [12:21] Perfect. Are there any other comments or questions in regards to 7.1? [12:27] Okay, move my vice chair. He's seconded by Councillor Hyatt all those in favor [12:32] Any opposed? [12:35] That's carried item 8.1 the middle way project annual update this item was held by vice chair. [12:41] Thank you, and I am always impressed [12:45] of what's being accomplished on the metalweight project, [12:49] which is in the heart of Scarborough, [12:53] and connects to Rouge National Urban Park, [12:57] and clearly, I read the report, [12:59] and it is their making progress. [13:01] It's a slow process, but nevertheless, [13:03] they're making progress, and that's good. [13:06] We asked for a few years ago, [13:09] And we did get a some preliminary work, [13:12] but I don't think it's finished yet. [13:15] Some discussion with the TRCLA [13:19] about the hydro corridors that dominate our municipalities. [13:24] There probably is one or two municipalities that may not have them, [13:27] but I would say of the 20 odd municipalities [13:30] the GTA, they're probably in all the one or two. [13:34] A hydro corridor. [13:35] And this one, the Metaway project leads the way, [13:39] the kinds of things that Hydro will agree to. [13:45] And so I'd like to hear, not now, but I'd like more progress in the future, [13:50] like they hear more about what we've discussed with Hydro, [13:54] and how we're working out and how it would influence all the rest of it, [13:58] led by the medallion. [13:59] The reason I mentioned it, Madam Chair, it came up recently. [14:05] The region of York is working very hard on the South York greenway. [14:11] We had a public information meeting, I guess, three weeks ago or so, and an online [14:20] presence at Santa Barbara People's Book comment, what a project. [14:24] And it goes through the hydro corridor that tends to parallel at a 5707 in parts of York [14:30] region. And certainly in the east end, and I think it's somewhat, it's also in parts of [14:37] on. And so I turn around and say, the Metaway project, there's establishing the President, [14:45] they're establishing the way forward on the Metaway. I would not want, I don't want [14:51] on, mark them in your region, and share the stark transfer rate of one with Hydro. [14:58] As opposed to, here's... [15:31] We've had an update, I think it was last year, and Laurie, you can correct me. [15:35] from wrong about the contract that we're doing with the utility service, and I think that sort [15:41] of would fall under that envelope, but maybe we could have a report come back about opportunities [15:48] and even to Jack's point, how it also connects with our trail strategy and those opportunities [15:53] that they present, and then giving our partner municipalities some of that information that we [16:00] of the Jack? [16:01] Of that would be excellent. [16:03] All of our men, I assume it's almost all of our men [16:06] as the police. [16:07] It's some day or another, [16:09] are going to be talking to Hygro. [16:11] For example, we have a very small corridor, [16:14] nothing to do with the South York Greenway, [16:16] which is massive, going north south [16:18] from near a wood vine at near a Roddick wood vine Avenue. [16:23] And right now it's just a grass field, [16:27] and if you want to put a pathway up there, [16:28] or if you want to have a who knows something that you can do elsewhere, pick makes or whatever. [16:36] Well, we have to deal with hydro. The precedent is being set at the issue. That's the point. [16:41] We're already setting the precedent with a metaway. [16:43] We don't want to go back and let us say Pickering or whoever it doesn't want to go back and start talking to them about all searches. [16:51] What they want to do is put on the table to say now, we'd like to do this. I see you get it over here. [16:57] And that's the concept. [16:59] Okay, thank you, Madam Jere, I'm moving. [17:01] Thank you. [17:01] Please put this kind of thing in. [17:02] Please say something. [17:03] You're a Zayn's, you know, that's something to say. [17:06] I always hands up over. [17:06] I got my hand up, Deputy Mayor, Councillor Heath. [17:10] I just wanted to ask if Mr. [17:12] Will wanted to make a comment before we go to the other questioner. [17:17] Sure, through the chair. [17:18] I will just touch on some of your comments, Vice Chair. [17:22] One thing that we've been doing is working closely with Hydro1 [17:25] through the matterway having by monthly meetings with them and also infrastructure on [17:30] Ontario, who's the landowner of the particular corridor through Scarborough, and we've talked [17:36] about this about how we can expand these discussions from being more than the matterway about [17:43] how we were collaboratively across our jurisdiction in these corridors. The report that we brought [17:50] or you mentioned that Durham is currently embarking on getting a consultant into help them with [17:59] some high-level conceptual work for the Durham that away and I'm sitting on that evaluation committee [18:06] for the RFP that are coming in to really help to provide that technology transfer and some of the [18:14] that we've acquired through our work on the metaway. So we have a number of different [18:21] kind of frameworks that we're working with, all of the different stakeholders that are involved [18:28] in these corridors and happy to report back with some more details about that for you. [18:37] I'd be great. Thank you. Councillor Evelie. [18:40] Thank you, chair and us through you to Safa. My first question was around maintenance of the pathway. [18:48] I guess whatever area that it's going through its responsibility, this, for example, the city of Toronto in my ward would be responsible for winter maintenance of the trail. [19:00] For the chair, I guess that's correct, Councillor Enesley, so in terms of like there [19:06] were responsibilities, right now, tier-skay is designing and building the infrastructure, [19:14] and then once it comes online, the City of Toronto will be responsible for maintenance, [19:19] and the matter where the quarter-wise one of the areas that came online for winter maintenance [19:24] last year, and we anticipate that that's something that will continue as this needs new [19:32] So this is a new thing that happened last year in terms of winter maintenance, as you know there are a lot of trails that were identified as being appropriate to provide some more opportunities for people that were looking to use those facilities during the winter months. [19:50] Okay. Thank you, Lisa. And then Michael, I wanted to ask the financial details. It says that the funding gap for the Metaway is currently 13.175 million dollars. [20:03] And then so this is on page 47. And then it talks about money that was allocated secure by the city of Toronto 2.77. [20:13] 7 is that part of the 13.175 million dollar gap or once that was raised that 13 million dollar gap is still there. [20:25] So through the chair I can speak to that to council. [20:28] It is actually an existing gap still. [20:32] So the funding that we had approved for the city is for work that's been undertaken right now. [20:39] So we do still have that gap. [20:42] We have a couple of avenues that we're targeting [20:46] to make up that gap. [20:49] And part of those are the natural infrastructure sponge. [20:53] We have the mettle way as a priority for some funding [20:57] to come through the city for that. [20:59] And then also we've been keeping our eye [21:02] on funding like the after transportation fund, [21:06] which was announced, but really hasn't been opened to potentially address that too. [21:12] And really this year, we're also because we've been really successful on leveraging funds for the restoration component of the project. [21:20] We know that we'll be able to work with the Western Family Foundation in the next couple of years to have some of their money matched those pieces as we move along to. [21:32] So, that's been a real success story over this last year is our ability to tap into grants [21:40] that will help us to then, you know, just further the leverage funds that come from the [21:45] Western Family Foundation. Okay. And Lisa, would you be able to send me some talking points or briefing [21:53] note that it lines the financial detail, what we've received, I guess, a from the Western [22:01] family and the province in the federal government. So when my local MPPs and MPs show up for [22:09] the photo ops and raise about the metaway, I can remind them of how little they paid for it. [22:16] I certainly can cancel, I'll send you a briefing on all of that information. [22:23] Perfect. Thank you very much. And Madam Chair, I always like to [22:26] wait. Rave it at the metal way. I don't want to disappoint by [22:30] sheer heat that I don't rave about it, but I want to thank [22:33] everybody for their support on this amazing project today. All of [22:38] the hard work that staff have been doing in design and [22:43] construction and seeing this through. You know, I have local [22:48] schools that have done projects on what they would like to [22:52] on the metal way that goes either, you know, right by the front door of their school or a very [22:58] nearby to it. Lots of residents community associations are very excited about it. This past week, [23:06] I actually had a reach from a group of residents that are all already walking. They said seven [23:11] kilometers of the trail every morning, so I was asking to trail maintenance because I had to have [23:18] cleared for them, but they're using it every day for walking, and I've seen that the city of [23:25] Pickering is already reaching out to see how the trail can be extended in a Durham. So this [23:30] is a very exciting project. I've written on it, walked it, read my jogged on it. So it's very [23:39] exciting. I want to thank everybody for coming out, but I also want to keep pointing out to my [23:48] they come out for the photo op, they stole the virtues of it, but I have to keep reminding [23:54] them that I would like a check when they come for the photo op. So I'm hoping they will [24:00] bring a check at the next photo op. So thank you very much, everyone. [24:05] Thank you, Councillor. Thank you, Councillor Di. Thank you, Madam Chair and thank you to Ms. [24:11] Terrible for the information. I mean, staff have done an incredible job on this project and [24:18] It's a real compliment when other municipalities [24:20] and regions start to say, hey, we wanna do this too. [24:24] So Durham Region S is looking at a met-away, [24:28] and potentially it can connect all through down to Toronto, [24:32] which brings in a huge amount of tourism [24:34] for all of our municipalities in the future. [24:37] So it's a win-win with many challenges [24:40] and understand that, but I just wanna congratulate staff [24:44] for their work, and this is not unlike what happened [24:47] on the waterfront trail, where it connects now from Niagara on the lake to Quebec, so there [24:53] were many partners along the way that had to fund it, and did so collaboratively because [25:00] they understood the importance of it for our residents. [25:03] So congratulations to everybody. [25:05] Thank you. [25:08] Thank you. [25:09] Seeing the new other speakers, we would like to offer an English-directed by Dr. Dr. Dr. [25:19] One of those people, any opposed that carries a chair? [25:26] Yes. [25:26] Madam here, I must say that your mistake was very good. [25:29] She'd make a great counselor. [25:30] I hadn't thought of her, but Dr. Drake is a counselor. [25:34] But maybe, I hope she thinks about it as a fall. [25:37] That's not 8.3 bond hover trail capability study [25:42] despite them with public counselor fruits. [25:46] Yeah, no, Madam Chair. Sometimes I get, I get, I get confused. The one I'm really interested [25:50] is like, is the one that goes from City of Toronto to, to, to Brampton. This one is fine. [25:57] I'm happy to, to move to report. To many cities about, to many cities about Toronto, to the east, west, north, [26:06] and so on. Yeah. Any other votes for this item? Any other questions? [26:11] Okay, so move by Councillor for the second if I can answer Jackson, 8.3, all those [26:17] are safer. Any opposed? Thank you, [26:30] ladies and gentlemen. [26:37] That's it. So that leads us [26:38] to new business. The province did release the ERO for the, for the Act, for the earlier [26:47] speak. We could do a high level discussion. Should the board want, I would suggest that [26:53] do you go in camera to have those discussions? [26:57] So if I can get an audience of the heads, [26:58] do you want to have a discussion now? [26:59] Or did you want to wait until the comments are completely [27:02] formalized by our staff? [27:05] They've had a few days to sort of look at it. [27:07] I think Lori is prepared to give a high level overview. [27:11] Or it can come back to the board for the executive [27:15] that's in the meeting. [27:20] Start to drink? [27:22] I would be interested in hearing a high level report. [27:26] Okay. Okay. If we're all kind of nodding our heads. [27:29] So we've gotten through our board meeting frequently. [27:32] So let's take that opportunity then. [27:34] I would suggest that we do with the camera as there are so. [27:39] Budgeting and legal recommendations. [27:41] So I will. [27:44] Councillor Inley and I can't switch more live. [27:47] You can move us into in-camera to the Paris mini-day proposal. [27:54] I've been in. [27:56] To discuss the EROs that came out earlier this week in regards to the, [28:04] the bill 106, the bill number lawy. [28:10] It was built to 29, but the last one. [28:14] Very built to 29. [28:16] All those in favor. [28:18] Any approach? [28:19] that carries, and we'll just take one minute to go into the emergency. [28:25] And just reference location. [28:27] May if you're not. [29:12] All right. [29:12] We're back live. [29:16] Thank you. [29:19] And I have a move on a seconder. [29:21] I'm also approved that. [29:23] The seconded by. [29:24] I'm taking a report. [29:28] Rise from in-camera. [29:30] We're receiving a verbal update from staff. [29:32] building built to $29 and $8,000 a year to pay. [29:38] All those that they were. [29:40] Any opposed? [29:41] Back to hearing. [29:42] Are there any other items for new business? [29:46] Raise your hand? [29:48] Well, thank you Madam Chair. [29:51] Over the last month or so, [29:53] the City of Orange has been dealing with [29:55] a collection much longer, [29:57] but we didn't know about it. [29:58] Council didn't know about it. [30:00] A transitory and a community proposal by infrastructure Ontario Metrolinx at the north end of the proposed young subway extension northern extension, up to Richmond Hill, just in to Richmond Hill, just north highway 7 at young. [30:19] And the intensity has more than doubled from what we had proposed in the Langstaff area, [30:28] which is the transgory development TLC is called initial. [30:36] And we can deal with that matter. [30:37] One of the aspects is the Pomona Creek, which comes out of Long Richmond Hill, [30:44] just the near the 407 in Young Street and has been piped for a long time. [30:52] And Martin Council has dealt with that and had some reports back in no reference whatsoever [30:58] in the transitory activity proposal. [31:02] And in our response to Doug Ford, which we said basically we do not support the proposal [31:08] as proposed. [31:09] We did raise the matter that there has to be an environmental sensitive proposal for the [31:16] Permanent Creek. [31:17] Hopefully in my view, taking it out of the pipes and having it available for the public [31:22] to enjoy it again. [31:25] And we then, we tied that to the TRCA's approval and said that we would like in the TLC for [31:35] TRCA, Markham York, etc., to deal with the Pomona Creek as it goes through Langstaff on subject [31:43] to the approval of TRCA. [31:46] I just want you to know about it. [31:49] I also can't help but take the opportunity to speak to my counselors, my colleagues from Toronto, [31:57] who anywhere near the Young Street corridor, with the density more than doubling, at least [32:04] more than doubling north of the pinch station. One wonders, with the Ontario line going to [32:11] really blur and south, one wonders what kind of capacity this is going to reach over the [32:16] unique seed capacity north of the blue or on the young line. There's no information whatsoever [32:23] on that subject. But I do warn you that there's some information coming down to Mr. Torrey, [32:30] the city of Toronto and that is alluded to in that. I have no idea what it's going to be. [32:36] But that's what we're dealing with in Mark. When you're a region, we do it with the [32:39] yesterday and you're a region, briefly. And in Mark, when we deal with it, it counts on Tuesday. [32:44] Thank you, Madam Chair. Thank you, Vice-Chirky. Mr. General, did you want to maybe comment on the [32:48] tier of these involvement in that project? [32:55] We can't hear you from here. [33:03] Can I hear you now? Try one more [33:09] Maybe, maybe try without the fit. [33:12] Take off the heads. [33:17] Can you hear you? [33:22] I can. [33:27] I'm not sure if maybe a no. [33:29] He's on if he's able to give a little bit of an update of the tier. [33:32] He's involvement. [33:33] We're Lori. [33:41] Through you. [33:41] Madam chair. [33:43] Not specifically to that particular context. [33:46] But more broadly around TOC's where it's impacting. [33:50] I'm going to be talking, and I'll meet Barbara, for example, in Toronto, [33:54] certainly part of the discussion between the seniors team and myself, [33:58] with our partners, of the city and metro lanes as well. [34:03] So, kind of broadly across the TOC portfolio, [34:06] there are a number of discussions happening at that level as well. [34:12] Can the chair, could you hear me now? [34:13] Oh, we can hear you now. [34:15] Sorry about that. [34:16] Yeah. [34:16] We've been working on the Pomona Mills Creek study for many, many years now actually, and most recently as indicated, we've had recent discussions with city staff on looking at restoration and has opportunities within Pomona Mills Creek. [34:33] In fact, it was in 2004, where TRC worked very closely with the city time to take the first EA that was completed. I believe that was a four-year study to look at enhancement and opportunities to restore the degraded water course. [34:46] There's a number of fish barriers, there's a lot of erosion. [34:49] Hive sections as the council are indicated. [34:52] So we're going to continue to have those discussions [34:54] and look at opportunities to utilize the [34:57] squirrels' opportunity to opportunity to advance [35:00] some of the restoration opportunities. [35:02] So these discussions are ongoing. [35:07] Thank you, Thema. [35:08] Should there any other comments or questions? [35:12] OK, seeing none, the next meeting is February 25th [35:15] at 9.30, the video conference again. [35:18] Happy Friday, everyone. Can I have a mover for a German? She's normally out there for a month? [35:23] I'm happy to do that, Madam Chair. [35:26] Happy happy. Happy happy. [35:28] All those in favor? [35:31] That carries. Have a great weekend, everyone. [35:33] Happy weekend, everybody. Stay safe.
