Most 87 00:08:02,160 --> 00:08:04,639 came from Mitchell, but some come from 88 00:08:04,639 --> 00:08:07,840 Alec, Artisian, Delmont, Ethan, Fulton, 89 00:08:07,840 --> 00:08:10,400 Mount Vernon, Olivet, Barkston, Zou 90 00:08:10,400 --> 00:08:14,120 Falls, Wagner, and White Lake. Thank you. 99 00:08:43,120 --> 00:08:46,190 Anyone 100 00:08:46,200 --> 00:08:48,800 else? Hello everybody. Uh my name is 101 00:08:48,800 --> 00:08:51,279 Christian and I just am here uh to 102 00:08:51,279 --> 00:08:53,040 formally introduce myself as the 103 00:08:53,040 --> 00:08:54,800 executive director over at the Mitchell 104 00:08:54,800 --> 00:08:57,200 Prehistoric Indian Village. Um and 105 00:08:57,200 --> 00:08:58,640 actually talk about just a little bit of 106 00:08:58,640 --> 00:09:01,519 what we have going on. Um we a little 107 00:09:01,519 --> 00:09:03,120 bit about myself. Like I said, my name 108 00:09:03,120 --> 00:09:04,320 is Christian. I'm originally from 109 00:09:04,320 --> 00:09:07,120 Houston, Texas, and I have moved myself 110 00:09:07,120 --> 00:09:08,959 up here to be the director. And we have 111 00:09:08,959 --> 00:09:10,959 a lot of exciting things going on. Um 112 00:09:10,959 --> 00:09:12,320 one, we just recently went through a 113 00:09:12,320 --> 00:09:13,519 name change to include the term 114 00:09:13,519 --> 00:09:15,760 archaeological in our name. We think 115 00:09:15,760 --> 00:09:17,360 that's going to draw a lot more visitors 116 00:09:17,360 --> 00:09:20,399 into our site. And as part of our 117 00:09:20,399 --> 00:09:21,839 conversations we've been having with the 118 00:09:21,839 --> 00:09:23,600 Chamber of Commerce, um we've been 119 00:09:23,600 --> 00:09:24,800 talking about how to make Mitchell a 120 00:09:24,800 --> 00:09:27,600 stayover versus a stopover site. And we 121 00:09:27,600 --> 00:09:29,600 believe that the Mitchell site is really 122 00:09:29,600 --> 00:09:31,440 an integral part in that. On average, 123 00:09:31,440 --> 00:09:33,440 people spend about an hour and 20 124 00:09:33,440 --> 00:09:36,560 minutes over at the village. And um we 125 00:09:36,560 --> 00:09:38,880 really think that is important for again 126 00:09:38,880 --> 00:09:40,480 just kind of bringing in a little bit 127 00:09:40,480 --> 00:09:41,600 more revenue and a little bit more 128 00:09:41,600 --> 00:09:43,680 business into the city of Mitchell as a 129 00:09:43,680 --> 00:09:46,720 whole. Um, we also have set a record 130 00:09:46,720 --> 00:09:48,720 number of school tours for this month, 131 00:09:48,720 --> 00:09:50,800 which we continue to offer for free due 132 00:09:50,800 --> 00:09:53,360 to the generosity of um, you know, 133 00:09:53,360 --> 00:09:56,240 funding from people like y'all. Um, we 134 00:09:56,240 --> 00:09:58,640 also are going to have our archaeology 135 00:09:58,640 --> 00:10:02,000 awareness days on June 14th. Um, our day 136 00:10:02,000 --> 00:10:04,080 on June 14th and we encourage everybody 137 00:10:04,080 --> 00:10:05,279 to come out and see it. We're going to 138 00:10:05,279 --> 00:10:08,160 have a lot of fun stuff going on. And 139 00:10:08,160 --> 00:10:09,920 yeah, just kind of wanted to kind of 140 00:10:09,920 --> 00:10:11,360 humbly present myself as the new 141 00:10:11,360 --> 00:10:13,120 executive director and formally invite 142 00:10:13,120 --> 00:10:15,360 all y'all to come out and get a personal 143 00:10:15,360 --> 00:10:17,200 tour for myself, take you all onto the 144 00:10:17,200 --> 00:10:19,360 the floor of the actual dig site itself, 145 00:10:19,360 --> 00:10:20,640 and just kind of tell you guys a little 146 00:10:20,640 --> 00:10:21,760 bit more about what we're looking to do 147 00:10:21,760 --> 00:10:23,839 to update and modernize the village um 148 00:10:23,839 --> 00:10:25,839 and really kind of proceed with a new 149 00:10:25,839 --> 00:10:27,760 vision. So, thank you guys for letting 150 00:10:27,760 --> 00:10:29,600 me come up here and hopefully we'll see 151 00:10:29,600 --> 00:10:31,160 you guys over at the village soon. Thank 152 00:10:31,160 --> 00:10:39,030 you. Thank you. 153 00:10:39,040 --> 00:10:40,720 Good evening, council. My name is 154 00:10:40,720 --> 00:10:42,480 Johanna and I am with the Mitchell 155 00:10:42,480 --> 00:10:43,839 Chamber and Convention and Visitors 156 00:10:43,839 --> 00:10:46,079 Bureau. So, I wanted to come talk to you 157 00:10:46,079 --> 00:10:47,600 guys tonight because this week is the 158 00:10:47,600 --> 00:10:50,480 2025 National Travel and Tourism Week. 159 00:10:50,480 --> 00:10:51,760 Um, so I wanted to talk to you about 160 00:10:51,760 --> 00:10:53,519 some ways that we're celebrating and 161 00:10:53,519 --> 00:10:55,200 some important stats when it comes to 162 00:10:55,200 --> 00:10:57,600 tourism. So, first off, we are um 163 00:10:57,600 --> 00:10:59,360 lighting up the Corn Palace red. If you 164 00:10:59,360 --> 00:11:01,920 didn't know, red is the national color 165 00:11:01,920 --> 00:11:04,399 that represents tourism. and then visit 166 00:11:04,399 --> 00:11:05,920 Mitchell will be doing some social media 167 00:11:05,920 --> 00:11:08,160 promotions throughout the week as well. 168 00:11:08,160 --> 00:11:10,320 And just a reminder as we move forward 169 00:11:10,320 --> 00:11:12,160 um through these stats, tourism is the 170 00:11:12,160 --> 00:11:14,320 second largest economic driver in South 171 00:11:14,320 --> 00:11:16,640 Dakota under agriculture. So tourism is 172 00:11:16,640 --> 00:11:18,320 very important to our state and to our 173 00:11:18,320 --> 00:11:20,160 city. So starting off with some 174 00:11:20,160 --> 00:11:23,279 statewide numbers, in 2024 we had 5.1 175 00:11:23,279 --> 00:11:25,920 billion in visitor spending in the state 176 00:11:25,920 --> 00:11:29,279 and that generated $399 million in state 177 00:11:29,279 --> 00:11:31,839 and local taxes. And then um kind of 178 00:11:31,839 --> 00:11:33,600 breaking it down into Davidson County. I 179 00:11:33,600 --> 00:11:34,880 know I've shared these numbers before, 180 00:11:34,880 --> 00:11:38,079 but I wanted to reiterate. We had $118.4 181 00:11:38,079 --> 00:11:40,680 million in visitor spending, which is a 182 00:11:40,680 --> 00:11:44,360 3.3% growth from 2023, which had 183 00:11:44,360 --> 00:11:49,839 114.6 million. So thatund 118.4 million 184 00:11:49,839 --> 00:11:53,120 generated $9.1 million in state and 185 00:11:53,120 --> 00:11:55,519 local taxes. And this is money spent by 186 00:11:55,519 --> 00:11:57,600 people who live 50 miles and farther out 187 00:11:57,600 --> 00:11:59,360 of Mitchell. They come here, spend their 188 00:11:59,360 --> 00:12:01,120 money, and it helps generate tax revenue 189 00:12:01,120 --> 00:12:02,800 for us from people that don't actually 190 00:12:02,800 --> 00:12:05,360 live in Mitchell. So, we market to both 191 00:12:05,360 --> 00:12:08,079 regional and outofstate uh groups, and 192 00:12:08,079 --> 00:12:09,839 we target people who we know are 193 00:12:09,839 --> 00:12:12,320 potential visitors to the area. And all 194 00:12:12,320 --> 00:12:14,000 of this data we get from Travel South 195 00:12:14,000 --> 00:12:15,839 Dakota. It's all available online. If 196 00:12:15,839 --> 00:12:17,519 you go to their economic dashboard, you 197 00:12:17,519 --> 00:12:19,839 can view all of this data on there. Um, 198 00:12:19,839 --> 00:12:21,200 and Travel South Dakota, if you didn't 199 00:12:21,200 --> 00:12:22,720 know, it's our state tourism office. So, 200 00:12:22,720 --> 00:12:25,120 we work very closely with them. Um, and 201 00:12:25,120 --> 00:12:26,639 just to wrap it up, I just think these 202 00:12:26,639 --> 00:12:28,240 numbers show how important travel and 203 00:12:28,240 --> 00:12:30,240 tourism is to our state. And I want to 204 00:12:30,240 --> 00:12:31,600 thank the council and the mayor for 205 00:12:31,600 --> 00:12:35,839 supporting um, what we do. Thank you. 206 00:12:35,839 --> 00:12:37,240 Thank 207 00:12:37,240 --> 00:12:39,920 you. Anyone else? We got a long list 208 00:12:39,920 --> 00:12:46,870 today. 209 00:12:46,880 --> 00:12:48,480 Greetings. I'm Elizabeth with Mitchell 210 00:12:48,480 --> 00:12:50,560 Mainstream Beyond. And what a week we've 211 00:12:50,560 --> 00:12:52,720 had in Mitchell. Uh, if you didn't know, 212 00:12:52,720 --> 00:12:55,040 the dessert rumble is happening actively 213 00:12:55,040 --> 00:12:58,240 right now and that delicious dessert 214 00:12:58,240 --> 00:13:00,320 competition is happening until the end 215 00:13:00,320 --> 00:13:01,200 of the month and you can use the 216 00:13:01,200 --> 00:13:02,480 Everything Mitch app to find the 217 00:13:02,480 --> 00:13:05,839 participating businesses. On a in last 218 00:13:05,839 --> 00:13:08,079 weekend in April, we had ladies day out 219 00:13:08,079 --> 00:13:10,480 and it was a record. We had 41 220 00:13:10,480 --> 00:13:13,760 participating businesses. We hadund 221 00:13:13,760 --> 00:13:15,880 sorry 222 00:13:15,880 --> 00:13:18,639 1,832 entries this year, which is two 223 00:13:18,639 --> 00:13:21,360 over 200 more than we had last year. I 224 00:13:21,360 --> 00:13:22,639 had the joy of going through every 225 00:13:22,639 --> 00:13:25,360 single one and seeing where they came 226 00:13:25,360 --> 00:13:27,839 from. They came from anywhere from the 227 00:13:27,839 --> 00:13:29,600 farthest one away was Phoenix, Arizona 228 00:13:29,600 --> 00:13:32,320 who was just visiting family to Hiron. 229 00:13:32,320 --> 00:13:34,000 We had a couple from the outskirts of 230 00:13:34,000 --> 00:13:36,480 Minnesota. Sou Falls had a lot. And then 231 00:13:36,480 --> 00:13:38,480 a lot of our rural communities that 232 00:13:38,480 --> 00:13:41,040 surround us came. So that's a very large 233 00:13:41,040 --> 00:13:43,040 impact. We did ask the small business 234 00:13:43,040 --> 00:13:44,800 owners what their average sale was that 235 00:13:44,800 --> 00:13:46,800 day. And it ranged from anywhere from 236 00:13:46,800 --> 00:13:48,800 $25 throughout the whole day to an 237 00:13:48,800 --> 00:13:50,959 average of $100 to a couple kitchens 238 00:13:50,959 --> 00:13:53,440 getting sold at our bigger real. So like 239 00:13:53,440 --> 00:13:55,680 this average is all over the board. But 240 00:13:55,680 --> 00:13:58,120 if we just take that 241 00:13:58,120 --> 00:14:01,120 $1,800$1,832 just times $25 as an 242 00:14:01,120 --> 00:14:02,720 average. should say they fueled up their 243 00:14:02,720 --> 00:14:04,399 tanks to go home, which a tank of gas 244 00:14:04,399 --> 00:14:07,279 does not cost $25 unfortunately, but it 245 00:14:07,279 --> 00:14:11,320 was a $45,000 $800 a 246 00:14:11,320 --> 00:14:14,160 $45,800 economic impact of taxable 247 00:14:14,160 --> 00:14:16,560 revenue from that one event of ours. We 248 00:14:16,560 --> 00:14:19,360 also had first Fridays last week where I 249 00:14:19,360 --> 00:14:21,519 got I was a little busy down with Hope, 250 00:14:21,519 --> 00:14:23,120 so I didn't get to see the crowd. I got 251 00:14:23,120 --> 00:14:25,760 told it was packed. It was fun. And then 252 00:14:25,760 --> 00:14:27,839 it got a little chilly, but it's okay. 253 00:14:27,839 --> 00:14:29,920 It was our first one. And then if you 254 00:14:29,920 --> 00:14:31,199 were at Hope, I really appreciated 255 00:14:31,199 --> 00:14:32,399 seeing you guys in the crowd. It's 256 00:14:32,399 --> 00:14:34,560 amazing the turnout we had with Dakota 257 00:14:34,560 --> 00:14:37,199 News Now, our local news, and the whole 258 00:14:37,199 --> 00:14:39,279 community that came out to support it. 259 00:14:39,279 --> 00:14:41,199 Um, I really appreciate you guys letting 260 00:14:41,199 --> 00:14:43,279 us do this. Hope is a beacon of a 261 00:14:43,279 --> 00:14:46,079 brighter future for Mitchell. And I am 262 00:14:46,079 --> 00:14:48,160 happy to keep this legend alive and keep 263 00:14:48,160 --> 00:14:49,760 going forward as Mitchell mainstream 264 00:14:49,760 --> 00:14:51,519 beyond. Elizabeth, do we have any 265 00:14:51,519 --> 00:14:53,680 pictures of hope for these guys to see 266 00:14:53,680 --> 00:14:56,959 because it's so impressive? Do we can we 267 00:14:56,959 --> 00:14:59,839 pull that up? Not off the cuff, but if 268 00:14:59,839 --> 00:15:01,920 we go to Mitchell Mainstream Beyond on 269 00:15:01,920 --> 00:15:04,320 Facebook, uh you can find it on there. 270 00:15:04,320 --> 00:15:06,959 Um some background real quick. Hope is 271 00:15:06,959 --> 00:15:09,279 over 10 ft tall. It is based off of the 272 00:15:09,279 --> 00:15:11,120 Hope grain from World War II where a 273 00:15:11,120 --> 00:15:13,440 South Dakota farmer, Edgar S. McFaten, 274 00:15:13,440 --> 00:15:15,680 crossbreed two germinations of wheat to 275 00:15:15,680 --> 00:15:18,240 make it rust resistant. And it led to 276 00:15:18,240 --> 00:15:19,920 our nation not starving. And it also 277 00:15:19,920 --> 00:15:21,920 honors our agriculture history here in 278 00:15:21,920 --> 00:15:25,279 Mitchell as who we are. And it ties to 279 00:15:25,279 --> 00:15:27,120 our roots. And there's a deeper story 280 00:15:27,120 --> 00:15:29,279 that Clark has with this as well. 281 00:15:29,279 --> 00:15:30,880 There's interactive elements. Tell them 282 00:15:30,880 --> 00:15:32,880 who Clark is. Clark Markinick is a 283 00:15:32,880 --> 00:15:34,800 nationally renowned blacksmith artist. 284 00:15:34,800 --> 00:15:37,920 He has pieces coast to coast, a lot of 285 00:15:37,920 --> 00:15:39,279 pieces in Sou Falls. And he's actually 286 00:15:39,279 --> 00:15:41,600 becoming international, internationally 287 00:15:41,600 --> 00:15:43,839 known. There's books written after him. 288 00:15:43,839 --> 00:15:46,399 And we have the joy of Mitchell being 289 00:15:46,399 --> 00:15:49,040 his home. He's this kind of a hidden gem 290 00:15:49,040 --> 00:15:51,279 diamond in the rough that is passionate 291 00:15:51,279 --> 00:15:52,880 about bringing art to his hometown 292 00:15:52,880 --> 00:15:55,440 Mitchell so that the next generations 293 00:15:55,440 --> 00:15:58,720 have a way to express themselves and ma 294 00:15:58,720 --> 00:16:00,639 main street has all and whole town of 295 00:16:00,639 --> 00:16:02,639 Mitchell we hope to grow it to there's 296 00:16:02,639 --> 00:16:04,399 different mediums of art there's fine 297 00:16:04,399 --> 00:16:06,160 art and sculpture art and then there's 298 00:16:06,160 --> 00:16:07,839 different murals of art there you go 299 00:16:07,839 --> 00:16:09,440 that's kind of a from Mitchell Republic 300 00:16:09,440 --> 00:16:11,040 there I think they had like 33 pictures 301 00:16:11,040 --> 00:16:13,120 that they were so grateful to take if 302 00:16:13,120 --> 00:16:16,720 you click 303 00:16:16,720 --> 00:16:18,320 It's okay if you scroll back. That's 304 00:16:18,320 --> 00:16:19,519 okay. That's a good one right there. You 305 00:16:19,519 --> 00:16:22,560 can see it behind Clark's head. It all 306 00:16:22,560 --> 00:16:24,639 the interactive pieces on it mean 307 00:16:24,639 --> 00:16:26,480 something to the story. And as we get 308 00:16:26,480 --> 00:16:27,920 that story board, the my big white 309 00:16:27,920 --> 00:16:30,000 board's still out there, very aware. But 310 00:16:30,000 --> 00:16:31,839 um there is going to be a storyboard 311 00:16:31,839 --> 00:16:34,000 between that bench and the hope statue 312 00:16:34,000 --> 00:16:35,519 where it's going to have all the drone 313 00:16:35,519 --> 00:16:37,360 footage and the whole story with a QR 314 00:16:37,360 --> 00:16:40,079 code with Clark's voice over of what the 315 00:16:40,079 --> 00:16:42,160 statue means, but also leave it open 316 00:16:42,160 --> 00:16:44,720 open to interpretation for those to find 317 00:16:44,720 --> 00:16:46,480 their own meaning. You might relate to 318 00:16:46,480 --> 00:16:48,000 the mouse that's at the bottom of the 319 00:16:48,000 --> 00:16:49,440 statue just getting the scraps from 320 00:16:49,440 --> 00:16:51,279 harvest or you might be the bird that's 321 00:16:51,279 --> 00:16:52,880 constantly on the hunt for that morning 322 00:16:52,880 --> 00:16:55,360 that early bird gets the worm. There's 323 00:16:55,360 --> 00:16:56,720 different pieces. There's hidden 324 00:16:56,720 --> 00:17:00,160 ladybugs in it. And he asked me like, 325 00:17:00,160 --> 00:17:02,240 "Liz, what what bug did I miss?" And I 326 00:17:02,240 --> 00:17:04,319 was like, "I kind of like butterflies." 327 00:17:04,319 --> 00:17:05,760 And he's like, "Ah, it's too late for a 328 00:17:05,760 --> 00:17:07,199 butterfly." But he did build a 329 00:17:07,199 --> 00:17:09,760 crystallis on the back of it so that it 330 00:17:09,760 --> 00:17:12,039 can transform into a 331 00:17:12,039 --> 00:17:14,480 bigger bigger thing on Main Street and 332 00:17:14,480 --> 00:17:16,959 keep that dream growing and grow more 333 00:17:16,959 --> 00:17:19,280 art on Maine. And then tell them about 334 00:17:19,280 --> 00:17:22,000 the hope um award that you plan. Yeah, 335 00:17:22,000 --> 00:17:24,959 absolutely. So, the Hope Spirit Award 336 00:17:24,959 --> 00:17:26,959 will be for years to come. It's going to 337 00:17:26,959 --> 00:17:28,319 kick off this year. It's going to be 338 00:17:28,319 --> 00:17:30,559 open to anybody in Mitchell to nominate 339 00:17:30,559 --> 00:17:32,240 anyone. I'm still building the website, 340 00:17:32,240 --> 00:17:34,240 so give me a moment. It is going to be a 341 00:17:34,240 --> 00:17:36,880 one-pager where you can nominate someone 342 00:17:36,880 --> 00:17:39,200 that inspired hope in the Mitchell 343 00:17:39,200 --> 00:17:42,160 community. And I'm envisioning a one one 344 00:17:42,160 --> 00:17:44,160 question, one pager because I'm going to 345 00:17:44,160 --> 00:17:45,200 probably be the one that reads through 346 00:17:45,200 --> 00:17:47,120 them all. And then the foundation board 347 00:17:47,120 --> 00:17:48,720 will come back together and read through 348 00:17:48,720 --> 00:17:50,400 the applications. And then we'll select 349 00:17:50,400 --> 00:17:51,840 that one person that inspired Hope and 350 00:17:51,840 --> 00:17:53,600 Mitchell that year. And it will just 351 00:17:53,600 --> 00:17:55,840 keep going. And that uh the nominee will 352 00:17:55,840 --> 00:17:58,000 receive a 10-in version of the 10-ft 353 00:17:58,000 --> 00:18:00,559 statue of hope at the annual Mitchell 354 00:18:00,559 --> 00:18:01,760 Mains from Beyond Chamber and 355 00:18:01,760 --> 00:18:03,679 Development Corporation award banquet 356 00:18:03,679 --> 00:18:05,440 along with our Mitchell Main Street 357 00:18:05,440 --> 00:18:06,760 Champion 358 00:18:06,760 --> 00:18:10,000 Award. Yeah. I just have to tell you how 359 00:18:10,000 --> 00:18:12,240 proud I was that night of you and the 360 00:18:12,240 --> 00:18:15,760 board and the artist and maybe just 361 00:18:15,760 --> 00:18:18,480 mention who the sponsors were just. 362 00:18:18,480 --> 00:18:20,080 Yeah, absolutely. That's a great point. 363 00:18:20,080 --> 00:18:22,480 I have technically no. I have been 364 00:18:22,480 --> 00:18:23,960 meaning to jump in 365 00:18:23,960 --> 00:18:26,640 because Okay, never mind. Yep. All good. 366 00:18:26,640 --> 00:18:28,320 We appreciate our sponsors and you can 367 00:18:28,320 --> 00:18:30,240 figure it out on your own. Yes, 368 00:18:30,240 --> 00:18:32,039 absolutely. All is 369 00:18:32,039 --> 00:18:35,360 well. Yep. All is good. Thank you guys. 370 00:18:35,360 --> 00:18:38,160 Okay. Thank you. All right. Does anyone 371 00:18:38,160 --> 00:18:51,430 else wish to address the council? 372 00:18:51,440 --> 00:18:52,960 Okay, this is my third time. You know, 373 00:18:52,960 --> 00:18:55,280 three times a charm, I guess. My name is 374 00:18:55,280 --> 00:18:58,400 Tom Fergen. Uh we were able to buy a lot 375 00:18:58,400 --> 00:19:01,080 number one on India Head Development 376 00:19:01,080 --> 00:19:03,919 1976 with a beautiful view of the lake 377 00:19:03,919 --> 00:19:05,640 and still have that beautiful 378 00:19:05,640 --> 00:19:08,000 view. The city council speaks for the 379 00:19:08,000 --> 00:19:10,520 people of Mitchell. I was 380 00:19:10,520 --> 00:19:13,919 told if you cannot trust someone 100% 381 00:19:13,919 --> 00:19:15,559 you're going to have a 382 00:19:15,559 --> 00:19:18,160 problem. I am concerned about those who 383 00:19:18,160 --> 00:19:19,840 limited income can afford to buy a 384 00:19:19,840 --> 00:19:22,160 fishing license who spend time fishing 385 00:19:22,160 --> 00:19:24,280 Lake Mitchell as a way to 386 00:19:24,280 --> 00:19:26,720 relax. These are the same people who do 387 00:19:26,720 --> 00:19:28,880 not have the income to go on extended 388 00:19:28,880 --> 00:19:30,760 vacation outside of South 389 00:19:30,760 --> 00:19:32,960 Dakota. I am concerned that these people 390 00:19:32,960 --> 00:19:34,480 today who are catching fish will not 391 00:19:34,480 --> 00:19:36,480 have any fish to catch once the lake is 392 00:19:36,480 --> 00:19:39,679 drained. fish habitat will be destroyed. 393 00:19:39,679 --> 00:19:41,120 Some are estimating it'll be 10 years 394 00:19:41,120 --> 00:19:43,280 after lake has been dredged before 395 00:19:43,280 --> 00:19:46,160 they're fish to catch in the lake again. 396 00:19:46,160 --> 00:19:48,640 I am concerned about lakefront houses 397 00:19:48,640 --> 00:19:49,880 that are up for sale 398 00:19:49,880 --> 00:19:52,480 today. Many bring their grandchildren 399 00:19:52,480 --> 00:19:54,160 here to jet ski enjoy fishing from the 400 00:19:54,160 --> 00:19:55,640 retaining 401 00:19:55,640 --> 00:19:58,799 walls. I am concerned about knowing fire 402 00:19:58,799 --> 00:20:00,400 steel creek stars from western spring 403 00:20:00,400 --> 00:20:02,160 flows into Lake Mitchell. Cattle 404 00:20:02,160 --> 00:20:04,720 drinking out of the fire steel creek. I 405 00:20:04,720 --> 00:20:06,559 am concerned there will still be the 406 00:20:06,559 --> 00:20:08,760 blue allergy after the lake is 407 00:20:08,760 --> 00:20:10,880 drenched. I am concerned. Why you 408 00:20:10,880 --> 00:20:12,320 draining the lake first and then asking 409 00:20:12,320 --> 00:20:14,080 for bids? Aren't you putting yourself at 410 00:20:14,080 --> 00:20:16,360 the mercy of the 411 00:20:16,360 --> 00:20:18,559 contractors? Last year we had 10in rain 412 00:20:18,559 --> 00:20:20,480 in June. Our neighbors deck was covered 413 00:20:20,480 --> 00:20:23,440 with a blue algae film. Years ago we 414 00:20:23,440 --> 00:20:25,679 extended the height of the spillway. I 415 00:20:25,679 --> 00:20:28,080 biologists told me we should have kept 416 00:20:28,080 --> 00:20:30,080 the height at the level it was at so 417 00:20:30,080 --> 00:20:32,080 when you get a rain you can wash the 418 00:20:32,080 --> 00:20:34,559 algae out of the lake. Last June after 419 00:20:34,559 --> 00:20:36,640 tennis raid the lake was in good shape 420 00:20:36,640 --> 00:20:39,240 because a lot of blue algae washed 421 00:20:39,240 --> 00:20:42,240 out. I'm concerned about those who have 422 00:20:42,240 --> 00:20:45,360 100% certainty in this project that the 423 00:20:45,360 --> 00:20:47,400 dredging project will will work out as 424 00:20:47,400 --> 00:20:49,360 predicted on paper. The engineer 425 00:20:49,360 --> 00:20:51,760 convince this project what we need. If 426 00:20:51,760 --> 00:20:53,679 mother nature does not give us if mother 427 00:20:53,679 --> 00:20:55,600 give us a drought when will lake 428 00:20:55,600 --> 00:20:57,760 bitchell be at a current level? Thank 429 00:20:57,760 --> 00:20:59,039 you for your listen to me. I appreciate 430 00:20:59,039 --> 00:21:00,640 it. 431 00:21:00,640 --> 00:21:02,320 Thank you. Can I give out copies of 432 00:21:02,320 --> 00:21:04,000 this? Sure. hand them to Mike and Hill. 433 00:21:04,000 --> 00:21:05,120 Okay, just pass. I'll keep one for 434 00:21:05,120 --> 00:21:07,480 myself for good measure or 435 00:21:07,480 --> 00:21:09,919 two. Would anyone else like to address 436 00:21:09,919 --> 00:21:18,190 the council? I got one. Thank you. 437 00:21:18,200 --> 00:21:20,559 Okay. Next is mayor and city council 438 00:21:20,559 --> 00:21:23,360 discussion items. 439 00:21:23,360 --> 00:21:25,360 I have one now. Now you have unlimited 440 00:21:25,360 --> 00:21:28,640 time. Thanks for the thanks for the tip, 441 00:21:28,640 --> 00:21:30,720 um, Justin. So, I'd like to have 442 00:21:30,720 --> 00:21:32,799 Elizabeth from Mitchell Main Street come 443 00:21:32,799 --> 00:21:34,880 back up because there are just a few 444 00:21:34,880 --> 00:21:36,720 items of unfinished business that I'd 445 00:21:36,720 --> 00:21:39,440 like her to tell you about about Hope. 446 00:21:39,440 --> 00:21:41,120 Maybe talk a little bit about the 447 00:21:41,120 --> 00:21:42,640 sponsorships because I think that's 448 00:21:42,640 --> 00:21:44,720 really an important aspect of this. 449 00:21:44,720 --> 00:21:48,000 Yeah, absolutely. So, we had the 450 00:21:48,000 --> 00:21:49,440 foundation sponsors that helped 451 00:21:49,440 --> 00:21:50,960 immensely make this happen, which was 452 00:21:50,960 --> 00:21:53,039 Plains Commerce Bank, Clockworks, and 453 00:21:53,039 --> 00:21:55,440 the Adamos family. We had some new era 454 00:21:55,440 --> 00:21:57,280 sponsors as well which were the Mitchell 455 00:21:57,280 --> 00:21:59,200 Area Charitable Foundation and the 456 00:21:59,200 --> 00:22:01,120 Mitchell Area Alliance Club. And then we 457 00:22:01,120 --> 00:22:03,440 had some smaller donations from Bugleman 458 00:22:03,440 --> 00:22:05,120 Family Insurance. Uh the city of 459 00:22:05,120 --> 00:22:06,400 Mitchell helped us greatly with the 460 00:22:06,400 --> 00:22:09,559 bumpouts and making this possible. 461 00:22:09,559 --> 00:22:12,880 Mquar, what's the engineering names? Joe 462 00:22:12,880 --> 00:22:14,640 Mcquaryy Engineering that helped us make 463 00:22:14,640 --> 00:22:16,960 the bumpouts possible. There's a lot of 464 00:22:16,960 --> 00:22:19,120 entities that came together to make 465 00:22:19,120 --> 00:22:20,960 Mitchell's Main Street that next step 466 00:22:20,960 --> 00:22:23,440 into the future and revitalizing it down 467 00:22:23,440 --> 00:22:26,080 there. One of the things I wasn't aware 468 00:22:26,080 --> 00:22:28,400 of until I saw your post was the process 469 00:22:28,400 --> 00:22:30,640 that it took to put it in place, which 470 00:22:30,640 --> 00:22:32,320 was really impressive. Do you want to 471 00:22:32,320 --> 00:22:33,679 just talk a little bit about that? So, 472 00:22:33,679 --> 00:22:36,000 Northwestern Energy, uh, they have 473 00:22:36,000 --> 00:22:37,600 building a brighter future in our 474 00:22:37,600 --> 00:22:40,320 community, and they reached out and 475 00:22:40,320 --> 00:22:42,080 asked if they could if we could use a 476 00:22:42,080 --> 00:22:44,480 hand installing this 500 lb statue, 477 00:22:44,480 --> 00:22:46,159 which they have the right tools to make 478 00:22:46,159 --> 00:22:48,080 that a very easy job, thankfully. So, 479 00:22:48,080 --> 00:22:49,919 they had seven of their team members out 480 00:22:49,919 --> 00:22:52,480 there with a very large truck. Don't 481 00:22:52,480 --> 00:22:54,559 hold me to what that large truck was 482 00:22:54,559 --> 00:22:56,720 called right now, but they picked it up. 483 00:22:56,720 --> 00:22:58,919 We got a great photo opportunity with 484 00:22:58,919 --> 00:23:01,120 Hope in the middle of the air with the 485 00:23:01,120 --> 00:23:02,720 Corn Palace in the background. And 486 00:23:02,720 --> 00:23:04,480 thanks to their equipment, we were able 487 00:23:04,480 --> 00:23:07,280 to install it smooth as butter that day. 488 00:23:07,280 --> 00:23:09,039 It was just a great opportunity. And we 489 00:23:09,039 --> 00:23:10,960 did install 24 hours ahead of time to 490 00:23:10,960 --> 00:23:13,600 make sure we had a a buffer and have a 491 00:23:13,600 --> 00:23:14,679 time to 492 00:23:14,679 --> 00:23:17,280 react. And I just want to add that this 493 00:23:17,280 --> 00:23:19,039 is hopefully just the first sculpture 494 00:23:19,039 --> 00:23:21,520 that this is one of many that will come 495 00:23:21,520 --> 00:23:23,280 in the future and we'll have a sculpture 496 00:23:23,280 --> 00:23:26,320 walk um that will adorn our Mitchell and 497 00:23:26,320 --> 00:23:28,640 historic correct um Main Street, the 498 00:23:28,640 --> 00:23:30,799 historic district. Post. Same sign. Motion 535 00:24:57,400 --> 00:24:59,760 carries. Roger. music presentation on 536 00:24:59,760 --> 00:25:03,549 visitor 537 00:25:03,559 --> 00:25:06,240 spending. Rogers asked us to give us a 538 00:25:06,240 --> 00:25:09,950 presentation on visitor 539 00:25:09,960 --> 00:25:12,480 spending. Well, mayor and city council, 540 00:25:12,480 --> 00:25:15,120 you're up to listen to me one more time. 541 00:25:15,120 --> 00:25:18,320 Um, the last time I was here, we had a 542 00:25:18,320 --> 00:25:20,320 presentation by the tourist uh 543 00:25:20,320 --> 00:25:22,080 organization that indicated that 544 00:25:22,080 --> 00:25:24,480 Mitchell had received, I think it was 545 00:25:24,480 --> 00:25:27,520 $114 million in 546 00:25:27,520 --> 00:25:30,640 um visitor or tourist revenue, which was 547 00:25:30,640 --> 00:25:33,120 a tremendous shock to me. And I had 548 00:25:33,120 --> 00:25:37,080 worked with Dr. Brown on the study in 549 00:25:37,080 --> 00:25:40,720 2012 which analyzed the Mitchell 550 00:25:40,720 --> 00:25:43,760 economic situation and he made it very 551 00:25:43,760 --> 00:25:46,159 very clear that we had a tremendous pull 552 00:25:46,159 --> 00:25:49,120 factor meaning we had shoppers that came 553 00:25:49,120 --> 00:25:53,120 from Platt Winter Chamberlain and do 554 00:25:53,120 --> 00:25:56,000 their daily shopping or weekly shopping 555 00:25:56,000 --> 00:25:59,600 in Mitchell and we also had some 556 00:25:59,600 --> 00:26:02,640 tourists and those were two totally 557 00:26:02,640 --> 00:26:06,559 different things. And I think up until 558 00:26:06,559 --> 00:26:09,520 the last week, anytime you heard people 559 00:26:09,520 --> 00:26:11,200 talk about tourists, they talked about 560 00:26:11,200 --> 00:26:13,400 the revenue from both of those 561 00:26:13,400 --> 00:26:16,000 organizations instead of, you know, what 562 00:26:16,000 --> 00:26:19,279 is the tourist revenue and what is the 563 00:26:19,279 --> 00:26:23,720 regional visitors. Um, and 564 00:26:23,720 --> 00:26:26,240 I decided I was going to figure out what 565 00:26:26,240 --> 00:26:28,320 the difference is. Dr. Brown told us we 566 00:26:28,320 --> 00:26:30,720 need to to make sure we count those as 567 00:26:30,720 --> 00:26:34,960 different numbers. and they uh should be 568 00:26:34,960 --> 00:26:37,799 uh marketed to totally differently 569 00:26:37,799 --> 00:26:40,559 too. Um can you real quick just tell 570 00:26:40,559 --> 00:26:42,000 everyone what who everyone at home for 571 00:26:42,000 --> 00:26:44,080 who Dr. Brown is? Oh, sure. Dr. Brown 572 00:26:44,080 --> 00:26:46,559 was the South Dakota state economist for 573 00:26:46,559 --> 00:26:48,840 many many years. He was a professor at 574 00:26:48,840 --> 00:26:52,799 USD was the I don't know 15 or 20 years 575 00:26:52,799 --> 00:26:55,440 was the number one economist in South 576 00:26:55,440 --> 00:26:57,760 Dakota. And he had done the study. We 577 00:26:57,760 --> 00:26:59,679 hired him at the development I believe 578 00:26:59,679 --> 00:27:02,000 hired him and he did a real nice study 579 00:27:02,000 --> 00:27:04,640 for us and I made sure all of you guys 580 00:27:04,640 --> 00:27:07,520 had that in the last couple meetings 581 00:27:07,520 --> 00:27:10,240 because uh I think it's I don't think 582 00:27:10,240 --> 00:27:12,080 you can make good decisions without 583 00:27:12,080 --> 00:27:15,360 understanding the Mitchell economy and 584 00:27:15,360 --> 00:27:17,919 he attempted to explain the Mitchell 585 00:27:17,919 --> 00:27:20,080 economy to us and his number one 586 00:27:20,080 --> 00:27:23,600 recommendation is we should promote jobs 587 00:27:23,600 --> 00:27:26,240 in Mitchell that are high-paying jobs 588 00:27:26,240 --> 00:27:29,440 and bring money into Mitchell. He always 589 00:27:29,440 --> 00:27:31,120 used the example, if you're trying to 590 00:27:31,120 --> 00:27:33,440 improve your economy, you don't 591 00:27:33,440 --> 00:27:36,159 necessarily go recruit more barbers, you 592 00:27:36,159 --> 00:27:38,320 recruit more businesses that will bring 593 00:27:38,320 --> 00:27:40,080 heads to Mitchell and that will 594 00:27:40,080 --> 00:27:42,480 automatically bring more barbers to 595 00:27:42,480 --> 00:27:44,919 Mitchell. And he had a 596 00:27:44,919 --> 00:27:48,960 very elaborate uh presentation and he 597 00:27:48,960 --> 00:27:50,799 got all of his numbers from the state 598 00:27:50,799 --> 00:27:53,360 website on the labor that is spent in 599 00:27:53,360 --> 00:27:55,520 Mitchell. you know, how are the labor 600 00:27:55,520 --> 00:27:57,080 dollars that go 601 00:27:57,080 --> 00:28:00,640 to that uh people pay their employees in 602 00:28:00,640 --> 00:28:02,960 Mitchell in the different categories and 603 00:28:02,960 --> 00:28:05,080 you can get that from the state 604 00:28:05,080 --> 00:28:08,399 website. Um anyway, I was shocked when I 605 00:28:08,399 --> 00:28:12,559 saw that $114 million because I had sat 606 00:28:12,559 --> 00:28:15,679 through Dr. Brown's study and he didn't 607 00:28:15,679 --> 00:28:18,320 have it anywhere close to that. He had 608 00:28:18,320 --> 00:28:21,360 high regional spending but not very high 609 00:28:21,360 --> 00:28:24,559 tourist numbers. So, I got my son Cody 610 00:28:24,559 --> 00:28:27,520 to write a program and he went to the 611 00:28:27,520 --> 00:28:30,159 state website and pulled all of the 612 00:28:30,159 --> 00:28:34,480 state numbers for sales for South Dakota 613 00:28:34,480 --> 00:28:36,279 for different towns and different 614 00:28:36,279 --> 00:28:38,640 categories for a couple years. I think 615 00:28:38,640 --> 00:28:43,120 he did 20 23 and 24 or 22 and 23, 616 00:28:43,120 --> 00:28:45,919 whatever, whatever was widely available. 617 00:28:45,919 --> 00:28:48,000 and he wrote a program where you could 618 00:28:48,000 --> 00:28:52,080 go in and figure out what what was uh 619 00:28:52,080 --> 00:28:54,960 summer tourist type sales and what was 620 00:28:54,960 --> 00:28:58,159 non- tourist type sales. And if you look 621 00:28:58,159 --> 00:29:02,159 at uh the sec well the second page of 622 00:29:02,159 --> 00:29:04,640 what I handed out to you shows after we 623 00:29:04,640 --> 00:29:06,559 did the study I got to thinking well 624 00:29:06,559 --> 00:29:09,919 should I should ask chat GPT how we 625 00:29:09,919 --> 00:29:13,039 should do this analysis. So I went in 626 00:29:13,039 --> 00:29:14,799 and said, "How can I determine the 627 00:29:14,799 --> 00:29:17,760 summer tourist economic impact based on 628 00:29:17,760 --> 00:29:20,640 just the monthly sales data, which is 629 00:29:20,640 --> 00:29:22,880 that was the data we had available." And 630 00:29:22,880 --> 00:29:25,600 it told us exactly what to do. And it 631 00:29:25,600 --> 00:29:28,480 was effectively take the eight months 632 00:29:28,480 --> 00:29:31,760 sales that are not summer, figure that 633 00:29:31,760 --> 00:29:34,080 out, take the four month sales that are 634 00:29:34,080 --> 00:29:36,320 summer and figure the difference. And 635 00:29:36,320 --> 00:29:39,039 that's your summer tourist bump, I'll 636 00:29:39,039 --> 00:29:42,559 call it. And uh that's exactly what we 637 00:29:42,559 --> 00:29:45,120 had done. I was glad it confirmed what 638 00:29:45,120 --> 00:29:47,440 we had done was correct. In the last 639 00:29:47,440 --> 00:29:50,960 part of it, it says you can do uh 640 00:29:50,960 --> 00:29:53,440 analysis based from year to year and if 641 00:29:53,440 --> 00:29:55,600 if there's inflation and stuff, you can 642 00:29:55,600 --> 00:29:57,919 take those kinds of things in into 643 00:29:57,919 --> 00:30:00,080 account. And I wasn't into getting that 644 00:30:00,080 --> 00:30:02,240 accurate. I was looking for a highle 645 00:30:02,240 --> 00:30:05,520 number of what does it amount to. So, if 646 00:30:05,520 --> 00:30:08,720 you turn to the third sheet, and I I did 647 00:30:08,720 --> 00:30:11,679 sit down with Mike from the chamber and 648 00:30:11,679 --> 00:30:14,720 Jared and or Jordan and uh Stephanie and 649 00:30:14,720 --> 00:30:16,799 showed them the program, and Stephanie's 650 00:30:16,799 --> 00:30:18,559 actually got the program, she can run 651 00:30:18,559 --> 00:30:21,760 it, but instead of uh running the 652 00:30:21,760 --> 00:30:23,760 programs, I did the printouts from it so 653 00:30:23,760 --> 00:30:26,080 we could have them more accurate. And 654 00:30:26,080 --> 00:30:28,480 you can pick the towns that you want to 655 00:30:28,480 --> 00:30:31,399 compare with. And in this case, I picked 656 00:30:31,399 --> 00:30:35,039 Brandon Mitchell Chamberlain Heron shows 657 00:30:35,039 --> 00:30:36,200 the total 658 00:30:36,200 --> 00:30:41,000 sales at the top number 772 million for 659 00:30:41,000 --> 00:30:44,399 Mitchell and it shows the population and 660 00:30:44,399 --> 00:30:47,360 then it shows the total per capita and 661 00:30:47,360 --> 00:30:49,360 this is what's really documenting our 662 00:30:49,360 --> 00:30:52,159 pull factor. We're getting uh you know 663 00:30:52,159 --> 00:30:55,360 almost twice as much per person as 664 00:30:55,360 --> 00:30:57,520 Brandon does. Well, that's because 665 00:30:57,520 --> 00:31:01,039 Brandon doesn't have winter plat all the 666 00:31:01,039 --> 00:31:03,679 towns, especially to the south and west 667 00:31:03,679 --> 00:31:08,320 of us to come shop in Mitchell. And at 668 00:31:08,320 --> 00:31:10,480 least when Dr. Brown did the study, that 669 00:31:10,480 --> 00:31:12,240 was the highest of any town in South 670 00:31:12,240 --> 00:31:14,320 Dakota. I I don't know if it still is, 671 00:31:14,320 --> 00:31:17,120 but it's awful close if it's not. So, 672 00:31:17,120 --> 00:31:19,120 we're getting twice as many daily 673 00:31:19,120 --> 00:31:21,600 shoppers here as we deserve. So, we need 674 00:31:21,600 --> 00:31:24,320 to always thank the small towns around 675 00:31:24,320 --> 00:31:26,880 South Dakota. And to me, whenever we 676 00:31:26,880 --> 00:31:28,720 talk about our great sales tax in 677 00:31:28,720 --> 00:31:30,799 Mitchell, we need to give them credit 678 00:31:30,799 --> 00:31:34,120 for it because that's where it's coming 679 00:31:34,120 --> 00:31:36,799 from. If you look at the baseline, 680 00:31:36,799 --> 00:31:39,360 that's the average of the eight months 681 00:31:39,360 --> 00:31:42,320 that are not counted as summer months. 682 00:31:42,320 --> 00:31:44,720 And in this slide, it's or sheet, it's 683 00:31:44,720 --> 00:31:47,039 May through August is summer written at 684 00:31:47,039 --> 00:31:51,919 the top. And the baseline is $64 million 685 00:31:51,919 --> 00:31:54,159 per month. And then you look at the 686 00:31:54,159 --> 00:31:58,039 summer months and it's 687 00:31:58,039 --> 00:32:05,710 64,781 with a difference of $655. 688 00:32:05,720 --> 00:32:08,159 $655,000. You look at other cities, 689 00:32:08,159 --> 00:32:11,279 Brandon, Chamberlain, Hurin shows the 690 00:32:11,279 --> 00:32:14,509 percentage 691 00:32:14,519 --> 00:32:17,760 difference, which you can see Mitchell 692 00:32:17,760 --> 00:32:20,559 is a slightly higher than her, but not 693 00:32:20,559 --> 00:32:22,720 higher than any of the other towns. And 694 00:32:22,720 --> 00:32:24,960 the really the percent increase is 695 00:32:24,960 --> 00:32:28,399 almost insignificant. This is 34. Now 696 00:32:28,399 --> 00:32:30,159 you can do it for a different year. 697 00:32:30,159 --> 00:32:32,080 You'll get different numbers, but you 698 00:32:32,080 --> 00:32:34,039 always get a very low 699 00:32:34,039 --> 00:32:37,679 number. You know, this is $2 million out 700 00:32:37,679 --> 00:32:40,519 of $700 701 00:32:40,519 --> 00:32:43,480 million. Okay. If you go to the next 702 00:32:43,480 --> 00:32:46,159 page, I didn't know what what four 703 00:32:46,159 --> 00:32:47,919 months should be counted as summer. So, 704 00:32:47,919 --> 00:32:50,080 I did it over again with June through 705 00:32:50,080 --> 00:32:52,720 through September as summer months 706 00:32:52,720 --> 00:32:55,279 instead of the other ones. And you can 707 00:32:55,279 --> 00:32:57,200 see the numbers are different, but uh 708 00:32:57,200 --> 00:32:59,679 they're still very very small. In this 709 00:32:59,679 --> 00:33:03,799 case, it's n $9 million a 710 00:33:03,799 --> 00:33:07,519 year, which is significant, but not 711 00:33:07,519 --> 00:33:10,200 compared to 700 712 00:33:10,200 --> 00:33:13,200 million. And obviously there are just 713 00:33:13,200 --> 00:33:16,000 year-to-year variations that are, you 714 00:33:16,000 --> 00:33:19,360 know, minor. But to me, this showed me 715 00:33:19,360 --> 00:33:22,760 that thisund was it 114 million from 716 00:33:22,760 --> 00:33:26,880 tourists, that's like 90 99% from 717 00:33:26,880 --> 00:33:29,440 visitors to the southeast of us that 718 00:33:29,440 --> 00:33:31,440 come over and buy their stuff in 719 00:33:31,440 --> 00:33:33,760 Mitchell, Chamberlain, Kimble, those 720 00:33:33,760 --> 00:33:36,399 kinds of things. A little tiny bit from 721 00:33:36,399 --> 00:33:42,230 tourists. 722 00:33:42,240 --> 00:33:44,320 is people understand what I did here 723 00:33:44,320 --> 00:33:46,440 because I tried to keep it as simple as 724 00:33:46,440 --> 00:33:48,679 possible. 725 00:33:48,679 --> 00:33:51,760 Um the other thing the program does is 726 00:33:51,760 --> 00:33:53,600 it allows us to look at the different 727 00:33:53,600 --> 00:33:55,519 categories. How much was hotels, how 728 00:33:55,519 --> 00:33:58,159 much was eating, how much was all the 729 00:33:58,159 --> 00:34:00,159 different typical categories that would 730 00:34:00,159 --> 00:34:01,880 be associated with 731 00:34:01,880 --> 00:34:04,960 hotels or tourists. It clearly shows 732 00:34:04,960 --> 00:34:07,760 the, you know, hotels going up in the 733 00:34:07,760 --> 00:34:11,760 summertime and we actually peak about 734 00:34:11,760 --> 00:34:14,000 beginning a hunting season and Dakota 735 00:34:14,000 --> 00:34:16,399 Fest, I would say, is probably our our 736 00:34:16,399 --> 00:34:18,800 best time for tourists, but it's still a 737 00:34:18,800 --> 00:34:21,440 small percentage of what what our 738 00:34:21,440 --> 00:34:26,550 economics is here in Mitchell. 739 00:34:26,560 --> 00:34:29,520 the I went to after I did this, I said, 740 00:34:29,520 --> 00:34:31,520 "Well, how can I be so much different 741 00:34:31,520 --> 00:34:34,159 than the state of South Dakota?" I went 742 00:34:34,159 --> 00:34:36,399 to their website and I found the little 743 00:34:36,399 --> 00:34:39,760 tiny print that says anybody from that 744 00:34:39,760 --> 00:34:42,639 travels more than 50 miles or stays 745 00:34:42,639 --> 00:34:46,639 overnight, they classify as a visitor, 746 00:34:46,639 --> 00:34:48,320 which I don't think if I asked a 747 00:34:48,320 --> 00:34:51,040 thousand people in Mitchell, you know, 748 00:34:51,040 --> 00:34:53,040 where are tourists coming from? Nobody 749 00:34:53,040 --> 00:34:54,200 would tell me 750 00:34:54,200 --> 00:34:56,800 Chamberlain. I mean, no, I don't think 751 00:34:56,800 --> 00:34:59,839 any of us count that as tourist. We 752 00:34:59,839 --> 00:35:02,320 count that as regional visitors. Hell, 753 00:35:02,320 --> 00:35:04,000 there's people in South Dakota that go 754 00:35:04,000 --> 00:35:09,510 more than 50 miles to school. 755 00:35:09,520 --> 00:35:11,760 So, as far as I'm concerned, when the 756 00:35:11,760 --> 00:35:14,720 state says, you know, they're the second 757 00:35:14,720 --> 00:35:17,440 largest, tourism is the second largest 758 00:35:17,440 --> 00:35:20,160 industry in South Dakota, that's totally 759 00:35:20,160 --> 00:35:23,280 false as far as what the general concept 760 00:35:23,280 --> 00:35:25,320 of what a tourist 761 00:35:25,320 --> 00:35:27,760 is. You know, from their standpoint, 762 00:35:27,760 --> 00:35:29,839 every every time you go to Sou Falls, 763 00:35:29,839 --> 00:35:31,839 everything you buy is counted is counted 764 00:35:31,839 --> 00:35:34,480 as tourist revenue. I I don't think any 765 00:35:34,480 --> 00:35:37,839 of us assume that. 766 00:35:37,839 --> 00:35:40,240 Dr. Brown was very clear in his study, 767 00:35:40,240 --> 00:35:42,240 you need to differentiate between the 768 00:35:42,240 --> 00:35:43,920 two of them because they're totally 769 00:35:43,920 --> 00:35:47,760 different, a tourist and a regional 770 00:35:47,760 --> 00:35:50,160 visitor. 771 00:35:50,160 --> 00:35:52,440 So, what do you think is the 772 00:35:52,440 --> 00:35:55,440 second leading in in South Dakota? 773 00:35:55,440 --> 00:35:59,200 Uhhuh. Revenue generator. Oh, 774 00:35:59,200 --> 00:36:00,320 I think you'd probably just see what 775 00:36:00,320 --> 00:36:02,000 number three is and then call that 776 00:36:02,000 --> 00:36:03,680 number. Yeah, I don't know what it is, 777 00:36:03,680 --> 00:36:06,240 but it's whatever number three is, but 778 00:36:06,240 --> 00:36:08,079 they're not advertising that they're the 779 00:36:08,079 --> 00:36:11,040 number three where the state department 780 00:36:11,040 --> 00:36:14,200 of transportation or they're advertising 781 00:36:14,200 --> 00:36:18,560 that as the big deal. And I I think it's 782 00:36:18,560 --> 00:36:20,480 totally false. I don't think there's 783 00:36:20,480 --> 00:36:22,960 anybody that would count when you go to 784 00:36:22,960 --> 00:36:25,040 Sou Falls and buy something that you're 785 00:36:25,040 --> 00:36:28,829 a 786 00:36:28,839 --> 00:36:31,760 tourist. And as I say, Dr. Brown who was 787 00:36:31,760 --> 00:36:34,960 a state economist for 20 years made it 788 00:36:34,960 --> 00:36:36,640 very very clear that you need to 789 00:36:36,640 --> 00:36:38,880 differentiate between a regional visitor 790 00:36:38,880 --> 00:36:41,920 and a tourist because they're to two 791 00:36:41,920 --> 00:36:45,790 totally different 792 00:36:45,800 --> 00:36:50,320 things. Um I have a quote on page three 793 00:36:50,320 --> 00:36:52,560 that I thought was very appropriate. If 794 00:36:52,560 --> 00:36:54,640 you start fooling your shareholders, you 795 00:36:54,640 --> 00:36:57,920 will soon believe your own baloney and 796 00:36:57,920 --> 00:37:00,480 be fooling yourself as well. And I think 797 00:37:00,480 --> 00:37:02,480 that's where we're at. That's a quote 798 00:37:02,480 --> 00:37:05,950 from Warren 799 00:37:05,960 --> 00:37:09,280 Buffett. I then uh the reason I think 800 00:37:09,280 --> 00:37:10,760 it's really 801 00:37:10,760 --> 00:37:14,160 important is we in Mitchell have heard 802 00:37:14,160 --> 00:37:17,359 how terrorism drives our economy for the 803 00:37:17,359 --> 00:37:18,839 last 50 804 00:37:18,839 --> 00:37:21,880 years. Dr. Brown was an attempt to try 805 00:37:21,880 --> 00:37:24,800 to get that down to what really drives 806 00:37:24,800 --> 00:37:27,440 our economy. and he told us I think over 807 00:37:27,440 --> 00:37:30,480 the last 20 years we forgot and a lot of 808 00:37:30,480 --> 00:37:33,000 people have changed and uh 809 00:37:33,000 --> 00:37:35,200 understandably but if you don't 810 00:37:35,200 --> 00:37:37,400 understand what drives your economy you 811 00:37:37,400 --> 00:37:40,480 as councilman mayor can't make good 812 00:37:40,480 --> 00:37:43,119 decisions of how to improve our economy 813 00:37:43,119 --> 00:37:45,119 and the people when they have to vote on 814 00:37:45,119 --> 00:37:48,079 something they've got incorrect 815 00:37:48,079 --> 00:37:50,079 information because they think tourism 816 00:37:50,079 --> 00:37:53,119 is the most important thing in Mitchell 817 00:37:53,119 --> 00:37:57,310 and it just isn't 818 00:37:57,320 --> 00:38:00,400 Um, anybody disagree with me here 819 00:38:00,400 --> 00:38:03,680 because or I I gladly research more or 820 00:38:03,680 --> 00:38:05,520 figure out something else. So I I guess 821 00:38:05,520 --> 00:38:07,320 my question for you 822 00:38:07,320 --> 00:38:10,880 is whether I mean I can see that you're 823 00:38:10,880 --> 00:38:13,200 drawing a difference between 114 million 824 00:38:13,200 --> 00:38:15,280 and 9 million. That's that's a little 825 00:38:15,280 --> 00:38:16,960 bit different, right? So what's the 826 00:38:16,960 --> 00:38:18,320 bottom line for you? Like you don't 827 00:38:18,320 --> 00:38:21,359 think we should be giving any uh don't 828 00:38:21,359 --> 00:38:23,520 any money to these subsidy requests. Is 829 00:38:23,520 --> 00:38:25,680 that what you're saying? Subsidy 830 00:38:25,680 --> 00:38:27,280 requests have nothing to do with this. 831 00:38:27,280 --> 00:38:29,520 So what's your tell me when you're 832 00:38:29,520 --> 00:38:32,240 making significant dollar decisions on 833 00:38:32,240 --> 00:38:34,960 what we should do to improve Mitchell, 834 00:38:34,960 --> 00:38:37,280 the tourist is a tiny little part of 835 00:38:37,280 --> 00:38:39,680 that compared to other things in 836 00:38:39,680 --> 00:38:43,760 Mitchell. And I went ahead and I got 837 00:38:43,760 --> 00:38:46,240 Cody to write some more programs for me 838 00:38:46,240 --> 00:38:50,640 to go into the state labor uh website 839 00:38:50,640 --> 00:38:52,640 where they have all the labor dollars by 840 00:38:52,640 --> 00:38:54,960 different categories which is the 841 00:38:54,960 --> 00:38:56,960 statistics Dr. Brown used when he 842 00:38:56,960 --> 00:39:00,160 analyzed Mitchell. So he went into that 843 00:39:00,160 --> 00:39:02,720 and we generated a bunch more 844 00:39:02,720 --> 00:39:08,430 information. 845 00:39:08,440 --> 00:39:12,240 Um, I took three the three I think uh 846 00:39:12,240 --> 00:39:15,040 biggest categories out of that. There's 847 00:39:15,040 --> 00:39:17,280 about 12 or 13 categories. I didn't 848 00:39:17,280 --> 00:39:19,119 think we'd want to look at all 13 of 849 00:39:19,119 --> 00:39:21,640 them. So, I took the I think the top 850 00:39:21,640 --> 00:39:25,520 three. And the first category was 851 00:39:25,520 --> 00:39:27,680 professional, scientific, and technical 852 00:39:27,680 --> 00:39:30,880 services. That's a a labor category that 853 00:39:30,880 --> 00:39:33,640 labor dollars are being put into in this 854 00:39:33,640 --> 00:39:38,079 county. And that category by itself went 855 00:39:38,079 --> 00:39:39,000 up 856 00:39:39,000 --> 00:39:45,680 94 employees from 2020 to 2023. In 2024, 857 00:39:45,680 --> 00:39:49,720 data wasn't available or isn't available 858 00:39:49,720 --> 00:39:53,839 yet. The wages for that category went up 859 00:39:53,839 --> 00:39:58,160 from 27 million to 51 million. So that's 860 00:39:58,160 --> 00:40:00,800 like 10 times as important as the entire 861 00:40:00,800 --> 00:40:03,200 tourist industry in Mitchell because 862 00:40:03,200 --> 00:40:05,359 those are all labor dollars that get 863 00:40:05,359 --> 00:40:07,280 spent. Those people get it in their 864 00:40:07,280 --> 00:40:10,320 paycheck and they go buy things with it. 865 00:40:10,320 --> 00:40:12,160 Now there's a few that save some money 866 00:40:12,160 --> 00:40:15,630 but not a 867 00:40:15,640 --> 00:40:19,040 lot. Average wage in that category went 868 00:40:19,040 --> 00:40:21,240 from 60 869 00:40:21,240 --> 00:40:26,230 60,528 to 94,484. 870 00:40:26,240 --> 00:40:28,640 Well, that's exactly what Dr. Brown told 871 00:40:28,640 --> 00:40:31,280 us we should do is recruit those kinds 872 00:40:31,280 --> 00:40:34,040 of people to 873 00:40:34,040 --> 00:40:37,599 Mitchell. And if if we recruited, let's 874 00:40:37,599 --> 00:40:39,480 say in the next couple years, 875 00:40:39,480 --> 00:40:42,240 another 100 people, well, that's another 876 00:40:42,240 --> 00:40:44,720 50 million. And it's 50 million every 877 00:40:44,720 --> 00:40:46,720 year. It's not a one time. It's 50 878 00:40:46,720 --> 00:40:49,760 million every year once they're here. 879 00:40:49,760 --> 00:40:51,440 That's what's going to drive our economy 880 00:40:51,440 --> 00:40:54,880 and make it better. So I took the the 881 00:40:54,880 --> 00:40:57,359 other place I think we've done well in 882 00:40:57,359 --> 00:41:00,000 is construction. If you look at 883 00:41:00,000 --> 00:41:02,079 Mitchell, we've got Muth Construction 884 00:41:02,079 --> 00:41:04,880 and Chromemer and many other contractors 885 00:41:04,880 --> 00:41:07,839 in Mitchell. In that category alone, 886 00:41:07,839 --> 00:41:11,000 we've increased 181 887 00:41:11,000 --> 00:41:14,800 employees, a total of $18 million. So 888 00:41:14,800 --> 00:41:17,920 just in the construction side, we're two 889 00:41:17,920 --> 00:41:21,119 or three times what the tourist income 890 00:41:21,119 --> 00:41:24,720 was. So if we could go out and get Muth 891 00:41:24,720 --> 00:41:27,280 to expand, Crumber to expand or other 892 00:41:27,280 --> 00:41:29,920 companies like that to come in over the 893 00:41:29,920 --> 00:41:32,079 next few years, that's another $20 894 00:41:32,079 --> 00:41:34,760 million to our 895 00:41:34,760 --> 00:41:38,280 economy. The third category was healthc 896 00:41:38,280 --> 00:41:41,400 care. This one has an increase of 32 897 00:41:41,400 --> 00:41:44,000 people, but it has a lot of them. I 898 00:41:44,000 --> 00:41:47,680 mean, it had 19 thou or 1916 people and 899 00:41:47,680 --> 00:41:52,800 went to 1948 people. 32 wages went up 14 900 00:41:52,800 --> 00:41:57,309 million a year in 901 00:41:57,319 --> 00:41:59,520 healthcare. So if you look at those 902 00:41:59,520 --> 00:42:01,359 three places together or three 903 00:42:01,359 --> 00:42:04,599 categories together they've added 904 00:42:04,599 --> 00:42:08,240 3077 employees which I figured probably 905 00:42:08,240 --> 00:42:11,359 is in the neighborhood of 460 people 906 00:42:11,359 --> 00:42:13,359 because they most of them have kids and 907 00:42:13,359 --> 00:42:15,760 those aren't counted in the labor side 908 00:42:15,760 --> 00:42:17,920 of it. 909 00:42:17,920 --> 00:42:21,359 We've improved our income, annual wages 910 00:42:21,359 --> 00:42:26,030 by $56 911 00:42:26,040 --> 00:42:29,440 million. And the main point here is most 912 00:42:29,440 --> 00:42:32,560 of these new employees are oh in their 913 00:42:32,560 --> 00:42:35,560 20s and 30s and they all have small 914 00:42:35,560 --> 00:42:38,400 kids. That's the most important thing we 915 00:42:38,400 --> 00:42:40,400 can do is make it easier for those 916 00:42:40,400 --> 00:42:42,560 people to recruit people that want to 917 00:42:42,560 --> 00:42:44,880 live in Mitchell and to keep the people 918 00:42:44,880 --> 00:42:47,599 that are here so they want to stay. And 919 00:42:47,599 --> 00:42:50,319 that's a quality of life thing. That 920 00:42:50,319 --> 00:42:52,079 that's and we've done a pretty good job. 921 00:42:52,079 --> 00:42:53,920 I mean, we have great parks. We have a 922 00:42:53,920 --> 00:42:56,079 lot of things like that, but we got to 923 00:42:56,079 --> 00:42:58,560 continue that. When you talk to these 924 00:42:58,560 --> 00:43:00,720 people, you know, and you ask them what 925 00:43:00,720 --> 00:43:02,240 do they what do they like about 926 00:43:02,240 --> 00:43:04,480 Mitchell? What have we done that's best? 927 00:43:04,480 --> 00:43:06,160 Usually the first thing is the bike 928 00:43:06,160 --> 00:43:08,880 paths. I mean, that's the number one 929 00:43:08,880 --> 00:43:11,520 thing they all say. And by the way, I 930 00:43:11,520 --> 00:43:13,359 think every one of you should be talking 931 00:43:13,359 --> 00:43:16,960 to 20 of these young people that are in 932 00:43:16,960 --> 00:43:19,119 this group and figuring out what they 933 00:43:19,119 --> 00:43:21,359 want because when you're spending 934 00:43:21,359 --> 00:43:22,960 dollars, you're spending dollars that 935 00:43:22,960 --> 00:43:25,520 they're going to have to pay back by the 936 00:43:25,520 --> 00:43:27,440 time whatever the big big project is 937 00:43:27,440 --> 00:43:28,880 done. We're probably all going to be 938 00:43:28,880 --> 00:43:30,560 gone. Somebody else is going to be 939 00:43:30,560 --> 00:43:33,520 paying for it. So, we should be doing 940 00:43:33,520 --> 00:43:35,839 things that they want, not not 941 00:43:35,839 --> 00:43:43,910 necessarily that I would want to see. 942 00:43:43,920 --> 00:43:46,640 Roger, when you differentiate between uh 943 00:43:46,640 --> 00:43:50,280 tourist and regional spender, 944 00:43:50,280 --> 00:43:53,599 um it would it be unwise to not look at 945 00:43:53,599 --> 00:43:55,400 what makes regional spender come to our 946 00:43:55,400 --> 00:43:58,160 community? Because when I look at when I 947 00:43:58,160 --> 00:44:00,720 think about that and you totally agree. 948 00:44:00,720 --> 00:44:04,000 No, no question. And I I think we could 949 00:44:04,000 --> 00:44:07,560 go down the the list. Walmart, 950 00:44:07,560 --> 00:44:11,040 Menard's probably doctors and dentists 951 00:44:11,040 --> 00:44:13,040 and those kinds of people that they have 952 00:44:13,040 --> 00:44:16,480 to come here and then they shop. Uh what 953 00:44:16,480 --> 00:44:22,190 would be next? 954 00:44:22,200 --> 00:44:24,960 Restaurant. Yeah, some restaurants. Yep. 955 00:44:24,960 --> 00:44:26,400 I mean, I think the thing that I think 956 00:44:26,400 --> 00:44:29,040 draws more more people to this town from 957 00:44:29,040 --> 00:44:30,319 their surrounding communities is their 958 00:44:30,319 --> 00:44:32,800 kids play games here. Baseball, 959 00:44:32,800 --> 00:44:35,119 basketball, football. Their kids come to 960 00:44:35,119 --> 00:44:37,680 this town, play those games, spend that 961 00:44:37,680 --> 00:44:39,920 money. We're going to have dinner in 962 00:44:39,920 --> 00:44:41,280 Mitchell. We're going to buy the thing 963 00:44:41,280 --> 00:44:43,359 at Walmart, whatever it is. Most of the 964 00:44:43,359 --> 00:44:45,440 little towns I'm thinking that are here, 965 00:44:45,440 --> 00:44:47,359 like Platt for example, they may come 966 00:44:47,359 --> 00:44:49,599 here once a year to play a game, but 967 00:44:49,599 --> 00:44:51,680 they're not they're not playing most of 968 00:44:51,680 --> 00:44:54,160 their games here, you know. 969 00:44:54,160 --> 00:44:55,680 Collectively, 970 00:44:55,680 --> 00:44:58,160 well, collectively we Yeah, I'm not 971 00:44:58,160 --> 00:45:01,280 against that at all. But I just if I 972 00:45:01,280 --> 00:45:04,560 look at it and say, you know, a $100 are 973 00:45:04,560 --> 00:45:06,800 spent here, you know, maybe one or two 974 00:45:06,800 --> 00:45:10,079 or $3 come from that, but the big ones 975 00:45:10,079 --> 00:45:12,480 are the big box stores. And I think 976 00:45:12,480 --> 00:45:14,319 Stephanie will probably attest to the 977 00:45:14,319 --> 00:45:16,720 fact that like before Heron had their 978 00:45:16,720 --> 00:45:19,119 large stores, we had people from Herin 979 00:45:19,119 --> 00:45:21,839 coming down. you know, once they got 980 00:45:21,839 --> 00:45:24,640 their stores, it reduced. Correct. But 981 00:45:24,640 --> 00:45:26,560 also, when we did the Buckton study, we 982 00:45:26,560 --> 00:45:30,160 saw the number one sales for sporting 983 00:45:30,160 --> 00:45:33,839 goods came from Aberdine, Watertown, 984 00:45:33,839 --> 00:45:36,319 Pier, Rapid City, Sou Falls. A lot of 985 00:45:36,319 --> 00:45:38,319 those areas that play regional sports 986 00:45:38,319 --> 00:45:41,119 here or kids tournament kind of stuff. 987 00:45:41,119 --> 00:45:43,599 I'm all for kids tournaments. I'm not at 988 00:45:43,599 --> 00:45:47,599 all against it, but when uh I look at, 989 00:45:47,599 --> 00:45:49,520 you know, if I went out to Menard's or 990 00:45:49,520 --> 00:45:52,319 today or Walmart today and started 991 00:45:52,319 --> 00:45:54,400 looking at license plates, I think you'd 992 00:45:54,400 --> 00:45:56,400 find a large quantity of them are from 993 00:45:56,400 --> 00:45:59,200 the south and west of Mitchell just 994 00:45:59,200 --> 00:46:01,040 because those people don't have any 995 00:46:01,040 --> 00:46:03,839 other big town to go to. Where where you 996 00:46:03,839 --> 00:46:06,880 go east, maybe it's from Alec and a 997 00:46:06,880 --> 00:46:08,480 little bit this way. When you get to 998 00:46:08,480 --> 00:46:10,400 Salem, those people might be going more 999 00:46:10,400 --> 00:46:12,960 to Sou Falls than they are to Mitchell. 1000 00:46:12,960 --> 00:46:14,800 But they're all they're all good. And 1001 00:46:14,800 --> 00:46:16,960 I'm I'm not implying that any of these 1002 00:46:16,960 --> 00:46:20,319 dollars are bad. I just want to know why 1003 00:46:20,319 --> 00:46:22,960 why they're here. And I want to have an 1004 00:46:22,960 --> 00:46:26,319 honest view of what tourism is and what 1005 00:46:26,319 --> 00:46:30,960 a regional spender is. And we need to 1006 00:46:30,960 --> 00:46:33,359 make sure when we talk about our super 1007 00:46:33,359 --> 00:46:35,760 good sales tax, we're giving those 1008 00:46:35,760 --> 00:46:38,400 people credit for it. the the towns, the 1009 00:46:38,400 --> 00:46:48,670 small towns around 1010 00:46:48,680 --> 00:46:51,760 Mitchell. And the other the second part 1011 00:46:51,760 --> 00:46:54,960 of my presentation here, if you go to 1012 00:46:54,960 --> 00:46:58,750 the next 1013 00:46:58,760 --> 00:47:05,589 page, can't get my pages separated here. 1014 00:47:05,599 --> 00:47:09,480 This is a this one here. Okay, this is 1015 00:47:09,480 --> 00:47:12,160 another printout that I had Cody do for 1016 00:47:12,160 --> 00:47:15,760 me and it's at the top you can see it's 1017 00:47:15,760 --> 00:47:17,599 professional scientific and so forth. 1018 00:47:17,599 --> 00:47:19,440 And then it's got a number of years all 1019 00:47:19,440 --> 00:47:23,280 the way back from 2014 through now. And 1020 00:47:23,280 --> 00:47:25,520 if you look at the bottom you can see 1021 00:47:25,520 --> 00:47:28,560 the average of the total wages in that c 1022 00:47:28,560 --> 00:47:31,680 or the total wages in that category. say 1023 00:47:31,680 --> 00:47:35,440 the in 2023 it's 51 million down at the 1024 00:47:35,440 --> 00:47:37,920 bottom. The next line down is the 1025 00:47:37,920 --> 00:47:42,800 average wage per week. And this uh 1817 1026 00:47:42,800 --> 00:47:46,880 equates to 94,000 a year. I wish I'd 1027 00:47:46,880 --> 00:47:49,040 have done those in per year, but they 1028 00:47:49,040 --> 00:47:50,440 were weekly 1029 00:47:50,440 --> 00:47:53,359 numbers. And the bottom one is also very 1030 00:47:53,359 --> 00:47:55,920 very interesting. It shows the number of 1031 00:47:55,920 --> 00:47:58,560 people in Mitchell in that category. And 1032 00:47:58,560 --> 00:48:00,319 you can look back and see the growth 1033 00:48:00,319 --> 00:48:02,880 over the last few years. And the graph 1034 00:48:02,880 --> 00:48:05,280 is the green line is the number of 1035 00:48:05,280 --> 00:48:08,079 employees. The orange line is the 1036 00:48:08,079 --> 00:48:11,040 average salary. So you can see the last 1037 00:48:11,040 --> 00:48:13,280 oh six, seven years the salary has went 1038 00:48:13,280 --> 00:48:16,319 up significantly in that category. And 1039 00:48:16,319 --> 00:48:18,079 it's mainly just because technical 1040 00:48:18,079 --> 00:48:20,079 people are hard to hire. So they have to 1041 00:48:20,079 --> 00:48:21,599 have to pay more to get them to move 1042 00:48:21,599 --> 00:48:23,200 here. 1043 00:48:23,200 --> 00:48:27,160 And the blue is the 1044 00:48:27,160 --> 00:48:31,800 uh total wages that are spent in that 1045 00:48:31,800 --> 00:48:34,079 category which I thought this was a good 1046 00:48:34,079 --> 00:48:36,480 way to represent a given type of thing. 1047 00:48:36,480 --> 00:48:39,280 You can see the wages total amount of 1048 00:48:39,280 --> 00:48:42,559 wages and number of employees all on one 1049 00:48:42,559 --> 00:48:46,119 sheet. Next one is the same thing for 1050 00:48:46,119 --> 00:48:48,839 construction and the last one is the 1051 00:48:48,839 --> 00:48:52,599 hospitalization or hospital type 1052 00:48:52,599 --> 00:48:55,720 employees, health care and social 1053 00:48:55,720 --> 00:48:57,839 assistance. And as I say, there's 1054 00:48:57,839 --> 00:49:00,240 probably 10 more of these categories. 1055 00:49:00,240 --> 00:49:02,640 These three were the biggest and most 1056 00:49:02,640 --> 00:49:07,680 important for I think us. But uh to me, 1057 00:49:07,680 --> 00:49:09,359 these are the numbers you guys need to 1058 00:49:09,359 --> 00:49:11,040 be looking at all the time and being 1059 00:49:11,040 --> 00:49:13,040 figure out how do we how do we make the 1060 00:49:13,040 --> 00:49:17,710 ones that pay really well 1061 00:49:17,720 --> 00:49:20,880 grow. I also had a number of studies 1062 00:49:20,880 --> 00:49:23,280 where I compared us to Hurine and 1063 00:49:23,280 --> 00:49:26,119 Brookings and so forth 1064 00:49:26,119 --> 00:49:29,160 that biggest example I guess would be 1065 00:49:29,160 --> 00:49:32,400 Brookings has I think it's 4,000 people 1066 00:49:32,400 --> 00:49:34,880 in manufacturing and that's what drives 1067 00:49:34,880 --> 00:49:38,400 the Brookings economy along with SDSU 1068 00:49:38,400 --> 00:49:42,559 but they have 4,000 goodaying jobs at 3M 1069 00:49:42,559 --> 00:49:46,480 I think primarily in in Brookings that 1070 00:49:46,480 --> 00:49:48,480 kind of sets them aside or different 1071 00:49:48,480 --> 00:49:51,760 than any of the other towns that I comp 1072 00:49:51,760 --> 00:49:56,430 compared 1073 00:49:56,440 --> 00:49:59,280 with. The one I I did notice, I think 1074 00:49:59,280 --> 00:50:02,160 the number of people that are in food 1075 00:50:02,160 --> 00:50:04,559 service, what's the title? Food service 1076 00:50:04,559 --> 00:50:05,480 and 1077 00:50:05,480 --> 00:50:08,079 hospitality is actually down the last 1078 00:50:08,079 --> 00:50:11,520 couple years. Um, and I think we can see 1079 00:50:11,520 --> 00:50:13,599 that by hell, we've got three or four 1080 00:50:13,599 --> 00:50:16,400 restaurants that aren't going anymore 1081 00:50:16,400 --> 00:50:20,109 and that's gradually went 1082 00:50:20,119 --> 00:50:24,000 down. Anyway, my my whole presentation 1083 00:50:24,000 --> 00:50:27,040 is to convince you that focusing on 1084 00:50:27,040 --> 00:50:30,480 growing highpaying jobs, which Dr. Brown 1085 00:50:30,480 --> 00:50:33,359 showed told us we should do and keeping 1086 00:50:33,359 --> 00:50:36,400 those people in Mitchell that's what is 1087 00:50:36,400 --> 00:50:41,710 going to determine the success of our 1088 00:50:41,720 --> 00:50:44,440 economy and when you compare the numbers 1089 00:50:44,440 --> 00:50:48,800 like 57 million in just increase in the 1090 00:50:48,800 --> 00:50:52,520 professional thing compared to tourist 1091 00:50:52,520 --> 00:50:57,230 income not very 1092 00:50:57,240 --> 00:51:01,040 comparable questions questions. Um, I'd 1093 00:51:01,040 --> 00:51:03,359 prefer if you had questions or things 1094 00:51:03,359 --> 00:51:06,079 you don't agree with. I'd just as if you 1095 00:51:06,079 --> 00:51:07,920 if you don't agree with me or you think 1096 00:51:07,920 --> 00:51:09,839 I'm totally off on something, I'd like 1097 00:51:09,839 --> 00:51:12,079 to know that and I'll try to figure out 1098 00:51:12,079 --> 00:51:15,359 how I can find the actual facts to do it 1099 00:51:15,359 --> 00:51:18,160 because I I think dealing with facts is 1100 00:51:18,160 --> 00:51:20,960 the real key. Would you be would you be 1101 00:51:20,960 --> 00:51:23,520 okay with us sending out the website 1102 00:51:23,520 --> 00:51:25,920 that you use for the you know where you 1103 00:51:25,920 --> 00:51:26,960 type in the different towns and you can 1104 00:51:26,960 --> 00:51:28,079 look at the graphs? It's very 1105 00:51:28,079 --> 00:51:30,079 interesting on a on a selective basis. I 1106 00:51:30,079 --> 00:51:31,760 don't I don't think I want to try to 1107 00:51:31,760 --> 00:51:34,000 support that for hundreds of people. I 1108 00:51:34,000 --> 00:51:35,359 mean, just with the this group. Oh, this 1109 00:51:35,359 --> 00:51:37,440 group. No problem. Yeah, Stephanie's got 1110 00:51:37,440 --> 00:51:40,000 it. She can It's It's on the internet. 1111 00:51:40,000 --> 00:51:42,400 So, it you know, you just need a link to 1112 00:51:42,400 --> 00:51:45,119 go to it. And you can't pick any town, 1113 00:51:45,119 --> 00:51:47,200 but we picked a number of towns. Then I 1114 00:51:47,200 --> 00:51:49,119 talked to Stephanie and she said, "Well, 1115 00:51:49,119 --> 00:51:50,800 how about these towns?" So, we added 1116 00:51:50,800 --> 00:51:54,319 them. And uh you know what what that 1117 00:51:54,319 --> 00:51:56,640 will allow you to do is also go down and 1118 00:51:56,640 --> 00:51:58,640 look at like eating and drinking 1119 00:51:58,640 --> 00:52:01,119 establishments. How much revenue was 1120 00:52:01,119 --> 00:52:03,520 there from that in the summertime? 1121 00:52:03,520 --> 00:52:05,520 Motel, how much was there from that in 1122 00:52:05,520 --> 00:52:07,839 the summertime? And you know, this is 1123 00:52:07,839 --> 00:52:09,520 looking at the sum of all of them 1124 00:52:09,520 --> 00:52:13,559 together. Okay. So, one of my questions 1125 00:52:13,559 --> 00:52:16,960 is why does it matter whether they're 1126 00:52:16,960 --> 00:52:18,559 the tourists or the people who are 1127 00:52:18,559 --> 00:52:20,559 visiting our community? Why does it 1128 00:52:20,559 --> 00:52:24,680 matter whether they're coming 50 miles 1129 00:52:24,680 --> 00:52:29,040 or 150 miles or 350 miles? Why? As Dr. 1130 00:52:29,040 --> 00:52:30,640 Brown said, the reason it makes a 1131 00:52:30,640 --> 00:52:33,040 difference is because you recruit them 1132 00:52:33,040 --> 00:52:35,359 totally differently. You know, we don't 1133 00:52:35,359 --> 00:52:37,359 advertise the Corn Palace in order to 1134 00:52:37,359 --> 00:52:39,599 get people from Kimble to come do their 1135 00:52:39,599 --> 00:52:42,839 shopping in Mitchell, 1136 00:52:42,839 --> 00:52:46,880 right? And you know, we need to know why 1137 00:52:46,880 --> 00:52:51,040 those people are here. and uh the uh 1138 00:52:51,040 --> 00:52:54,640 concept of a of of a suburb bump or you 1139 00:52:54,640 --> 00:52:57,440 know that's what tourists typically come 1140 00:52:57,440 --> 00:53:00,319 in about a four-month period and that's 1141 00:53:00,319 --> 00:53:02,400 what we're looking for is what what is 1142 00:53:02,400 --> 00:53:05,520 what are they giving to our community 1143 00:53:05,520 --> 00:53:08,000 and so and then um one of the other 1144 00:53:08,000 --> 00:53:10,480 things that occurs to me is when you're 1145 00:53:10,480 --> 00:53:12,200 talking about people in the health care 1146 00:53:12,200 --> 00:53:15,040 professions I mean we just recently 1147 00:53:15,040 --> 00:53:18,000 downgraded our hospital um that 1148 00:53:18,000 --> 00:53:20,319 certainly certainly not in my humble 1149 00:53:20,319 --> 00:53:23,680 opinion not ideal for our community. um 1150 00:53:23,680 --> 00:53:26,559 we outsource this I say we I have 1151 00:53:26,559 --> 00:53:29,359 nothing to do with it but um the 1152 00:53:29,359 --> 00:53:32,640 hospital system outsources and it's uh 1153 00:53:32,640 --> 00:53:34,960 you know the example I always use is 1154 00:53:34,960 --> 00:53:37,280 that uh Kim Lorenzan was the pathologist 1155 00:53:37,280 --> 00:53:40,160 and he lived here locally for 30ome 1156 00:53:40,160 --> 00:53:44,000 years and when he retired they hired 1157 00:53:44,000 --> 00:53:47,040 they assigned my son who is a 1158 00:53:47,040 --> 00:53:50,000 pathologist in Sou Falls to be the lab 1159 00:53:50,000 --> 00:53:52,720 director and the pathologist in Mitchell 1160 00:53:52,720 --> 00:53:55,839 without bringing bringing one to live 1161 00:53:55,839 --> 00:53:57,599 here which we've we'd had for all those 1162 00:53:57,599 --> 00:53:59,920 years. So, and my son would be the first 1163 00:53:59,920 --> 00:54:04,400 to say I can't give the quality of 1164 00:54:04,400 --> 00:54:07,839 attention to the hospital that Kim 1165 00:54:07,839 --> 00:54:09,680 Lorenzan did for 35 years because he 1166 00:54:09,680 --> 00:54:12,240 lived in Mitchell. I will do what I can 1167 00:54:12,240 --> 00:54:15,920 but I live in Sou Falls. So, so that 1168 00:54:15,920 --> 00:54:19,040 whole scenario that you present to us, 1169 00:54:19,040 --> 00:54:22,319 while compelling, has nothing to do with 1170 00:54:22,319 --> 00:54:23,760 the people sitting around this table. 1171 00:54:23,760 --> 00:54:26,000 And it's it's disheartening at best. 1172 00:54:26,000 --> 00:54:27,559 Yeah. We don't have control of 1173 00:54:27,559 --> 00:54:30,720 everything. I'm just saying that we 1174 00:54:30,720 --> 00:54:32,559 could recruit. Yeah. It would be nice if 1175 00:54:32,559 --> 00:54:34,640 we could recruit more people, but that 1176 00:54:34,640 --> 00:54:36,400 has nothing to do with the people here 1177 00:54:36,400 --> 00:54:38,240 in the in the healthc care industry. I 1178 00:54:38,240 --> 00:54:40,559 can distinctly remember talking about 1179 00:54:40,559 --> 00:54:43,040 that with Dr. Brown and he pointed out 1180 00:54:43,040 --> 00:54:44,960 that you know we have a lot of people in 1181 00:54:44,960 --> 00:54:47,040 Mitchell that go to a doctor in Mitchell 1182 00:54:47,040 --> 00:54:48,880 and then get referred to a doctor in Sou 1183 00:54:48,880 --> 00:54:52,160 Falls right for a specialty at the same 1184 00:54:52,160 --> 00:54:54,079 time there's people in winter and so 1185 00:54:54,079 --> 00:54:57,200 forth that come to Mitchell to as their 1186 00:54:57,200 --> 00:54:59,760 first doctor they still may get referred 1187 00:54:59,760 --> 00:55:03,119 to Sou Falls but if I rem he he had a a 1188 00:55:03,119 --> 00:55:05,920 concept of location quotient which was 1189 00:55:05,920 --> 00:55:07,680 kind of the ratio of your how many 1190 00:55:07,680 --> 00:55:09,359 people are going out of town compared to 1191 00:55:09,359 --> 00:55:11,440 how many are coming into town for 1192 00:55:11,440 --> 00:55:13,040 something like that. And healthc care 1193 00:55:13,040 --> 00:55:14,640 was one of those areas that was about a 1194 00:55:14,640 --> 00:55:16,880 break even. We were losing as much to 1195 00:55:16,880 --> 00:55:18,960 Sou Falls as we were gaining from 1196 00:55:18,960 --> 00:55:21,839 winter. And I'd argue I would argue that 1197 00:55:21,839 --> 00:55:24,599 that has 1198 00:55:24,599 --> 00:55:26,400 disproportionately gone to the point 1199 00:55:26,400 --> 00:55:29,040 that we are referring more Yep. to Sou 1200 00:55:29,040 --> 00:55:30,800 Falls than we're bringing in. I mean, we 1201 00:55:30,800 --> 00:55:34,400 have all the tertiary Yep. primary care 1202 00:55:34,400 --> 00:55:36,079 things here. Well, we have another 1203 00:55:36,079 --> 00:55:39,040 orthopedic surgeon or orth orthopedics 1204 00:55:39,040 --> 00:55:41,200 in Mitchell. So that's probably another 1205 00:55:41,200 --> 00:55:44,559 10 or 12 people. So we have some I don't 1206 00:55:44,559 --> 00:55:47,119 know if it's up or down. At the time 12 1207 00:55:47,119 --> 00:55:50,400 years ago it was slightly positive, not 1208 00:55:50,400 --> 00:55:52,799 not significantly. The ones that are 1209 00:55:52,799 --> 00:55:55,040 really good for a community like 1210 00:55:55,040 --> 00:55:58,079 Mitchell, somebody like Trail King, you 1211 00:55:58,079 --> 00:56:00,240 know, they don't sell nothing locally. 1212 00:56:00,240 --> 00:56:03,040 It's 100% money that's coming from Oh, 1213 00:56:03,040 --> 00:56:06,319 they sold you one. Okay. Almost nothing 1214 00:56:06,319 --> 00:56:09,599 locally. Be surprised. Well, compared to 1215 00:56:09,599 --> 00:56:12,240 their total, it's not significant. If 1216 00:56:12,240 --> 00:56:14,400 you look at like Vantage Point, well, 1217 00:56:14,400 --> 00:56:16,880 they probably work for Mitchell Telecom, 1218 00:56:16,880 --> 00:56:19,359 but they work for 500 other people all 1219 00:56:19,359 --> 00:56:23,599 over the US. So, he called those export 1220 00:56:23,599 --> 00:56:25,760 industries. They're industries that 1221 00:56:25,760 --> 00:56:27,760 export their product and bring money 1222 00:56:27,760 --> 00:56:30,079 into your town. And then there's other 1223 00:56:30,079 --> 00:56:32,400 businesses like a barber that kind of 1224 00:56:32,400 --> 00:56:34,960 circulates the money in town. If you 1225 00:56:34,960 --> 00:56:37,040 want to improve your economy, you 1226 00:56:37,040 --> 00:56:39,680 improve the companies that do exporting 1227 00:56:39,680 --> 00:56:41,680 because that's that's the new money that 1228 00:56:41,680 --> 00:56:44,400 comes to your community. And some 1229 00:56:44,400 --> 00:56:46,720 businesses are doing both like hospitals 1230 00:56:46,720 --> 00:56:49,200 or let's say you take pits, they 1231 00:56:49,200 --> 00:56:52,960 probably do, I'm guessing now 80% of 1232 00:56:52,960 --> 00:56:55,440 their business outside of Mitchell and 1233 00:56:55,440 --> 00:56:58,880 20% of it in Mitchell. And what it 1234 00:56:58,880 --> 00:57:00,880 amounted to is he had a way to look at 1235 00:57:00,880 --> 00:57:04,799 the entire state and figure out how many 1236 00:57:04,799 --> 00:57:07,440 total dollars are being spent in that 1237 00:57:07,440 --> 00:57:10,720 one area and were we getting a higher 1238 00:57:10,720 --> 00:57:13,160 percentage than we should based on our 1239 00:57:13,160 --> 00:57:17,599 population. So if if it's hard to 1240 00:57:17,599 --> 00:57:21,599 explain but it's a process that figures 1241 00:57:21,599 --> 00:57:25,319 out how what percentage of a business is 1242 00:57:25,319 --> 00:57:27,880 exporting and 1243 00:57:27,880 --> 00:57:31,119 uh there are other businesses I'll say 1244 00:57:31,119 --> 00:57:34,000 vantage point pretty much all of their 1245 00:57:34,000 --> 00:57:36,319 business is labor I mean they don't 1246 00:57:36,319 --> 00:57:38,799 really sell any product so it's 100% 1247 00:57:38,799 --> 00:57:41,920 labor so whatever they bring into the 1248 00:57:41,920 --> 00:57:44,000 community a high percentage of it goes 1249 00:57:44,000 --> 00:57:47,599 to the employees where if you take uh 1250 00:57:47,599 --> 00:57:50,319 Walmart as an example, I would almost 1251 00:57:50,319 --> 00:57:53,119 bet if they sell $100 worth of a 1252 00:57:53,119 --> 00:57:56,400 product, uh maybe $4 stay in Mitchell to 1253 00:57:56,400 --> 00:57:59,520 pay the employees in Mitchell, you know, 1254 00:57:59,520 --> 00:58:02,559 $60 go to China to pay for the product. 1255 00:58:02,559 --> 00:58:03,920 You know, the rest of it goes to 1256 00:58:03,920 --> 00:58:06,160 corporate to pay for their overheads, 1257 00:58:06,160 --> 00:58:08,920 but a small amount stays in your local 1258 00:58:08,920 --> 00:58:12,400 community for labor. 1259 00:58:12,400 --> 00:58:14,960 And there was a category for retail that 1260 00:58:14,960 --> 00:58:16,799 showed the number of people that we had 1261 00:58:16,799 --> 00:58:20,000 in retail. And by the way, this is all 1262 00:58:20,000 --> 00:58:22,480 based on the state numbers, which I 1263 00:58:22,480 --> 00:58:25,119 think are far from perfect. You know, 1264 00:58:25,119 --> 00:58:28,040 they're the best numbers we have, but 1265 00:58:28,040 --> 00:58:31,119 uh I don't think you can say that is 1266 00:58:31,119 --> 00:58:34,319 perfect down to the dollar. 1267 00:58:34,319 --> 00:58:36,079 Yep. Is it okay if I like give a real 1268 00:58:36,079 --> 00:58:38,880 world scenario? So, so I was invited to 1269 00:58:38,880 --> 00:58:40,640 Vantage Point to meet with some of their 1270 00:58:40,640 --> 00:58:42,559 younger my age I guess I don't know if 1271 00:58:42,559 --> 00:58:45,520 it's younger but 30 to 40year-old uh 1272 00:58:45,520 --> 00:58:47,359 professionals and ask what they wanted 1273 00:58:47,359 --> 00:58:49,440 to do and I have a a picture of the list 1274 00:58:49,440 --> 00:58:52,079 of the things you know and a lot of the 1275 00:58:52,079 --> 00:58:54,240 stuff is one is indoor playground for 1276 00:58:54,240 --> 00:58:56,400 kids another one is an indoor park for 1277 00:58:56,400 --> 00:58:58,240 kids and then another one is an indoor 1278 00:58:58,240 --> 00:59:01,200 sports complex and that was like 50% of 1279 00:59:01,200 --> 00:59:03,359 the stuff they asked for you know so I 1280 00:59:03,359 --> 00:59:07,920 think what Roger's trying to get at is 1281 00:59:07,920 --> 00:59:09,839 That's, you know, if we want to support 1282 00:59:09,839 --> 00:59:11,760 those highpaying jobs, you want to 1283 00:59:11,760 --> 00:59:15,119 support those uh future generations and 1284 00:59:15,119 --> 00:59:16,720 then this is what they're asking for. So 1285 00:59:16,720 --> 00:59:19,200 when we make decisions, yeah, you're 1286 00:59:19,200 --> 00:59:20,640 asking to take this information into 1287 00:59:20,640 --> 00:59:22,079 consideration heavily, right? Is that 1288 00:59:22,079 --> 00:59:23,359 the easiest way to say it? That 1289 00:59:23,359 --> 00:59:25,440 information plus I'm encouraging every 1290 00:59:25,440 --> 00:59:28,079 one of your council members to go out 1291 00:59:28,079 --> 00:59:30,000 and talk to those people. Get 10 of them 1292 00:59:30,000 --> 00:59:32,000 together at some business and ask them 1293 00:59:32,000 --> 00:59:35,200 what do they want. I spoke at Leadership 1294 00:59:35,200 --> 00:59:38,319 Mitchell. Mhm. And I will say that one 1295 00:59:38,319 --> 00:59:40,559 of the one of the big discussions that 1296 00:59:40,559 --> 00:59:43,520 we had was we need affordable housing. 1297 00:59:43,520 --> 00:59:46,160 Oh, definitely. So that was a like that 1298 00:59:46,160 --> 00:59:48,079 was what they wanted was afford was they 1299 00:59:48,079 --> 00:59:49,440 want to be able to buy themselves a 1300 00:59:49,440 --> 00:59:51,119 house. Yeah. They want affordable 1301 00:59:51,119 --> 00:59:54,960 housing, economical daycare and good 1302 00:59:54,960 --> 00:59:58,079 jobs. Yep. And and something to do for 1303 00:59:58,079 --> 01:00:00,880 their kids, you know, the indoor 1304 01:00:00,880 --> 01:00:02,960 facility to play in the wintertime. 1305 01:00:02,960 --> 01:00:04,640 Summertime, we got a lot of things to 1306 01:00:04,640 --> 01:00:07,839 do. Wintertime is pretty tough if you, 1307 01:00:07,839 --> 01:00:10,960 you know, got a 5-year-old kid. One 1308 01:00:10,960 --> 01:00:12,720 thing I just thought of on the way down 1309 01:00:12,720 --> 01:00:16,079 here. And I drove past the rec center 1310 01:00:16,079 --> 01:00:18,559 and it it always bothers me when I drive 1311 01:00:18,559 --> 01:00:21,119 past somebody like the rec center and 1312 01:00:21,119 --> 01:00:23,960 there's nobody in it, even if it's 1313 01:00:23,960 --> 01:00:26,799 open. Maybe we should consider that it's 1314 01:00:26,799 --> 01:00:29,200 free. You don't have any charge to go to 1315 01:00:29,200 --> 01:00:31,920 the rec center and we get, you know, 1316 01:00:31,920 --> 01:00:34,640 five times as many people there doing 1317 01:00:34,640 --> 01:00:36,720 things. The swimming pool, we got a 1318 01:00:36,720 --> 01:00:39,119 great swimming pool. When I look at it, 1319 01:00:39,119 --> 01:00:41,200 a high percentage of time there's nobody 1320 01:00:41,200 --> 01:00:44,720 in it. That that's not something I like 1321 01:00:44,720 --> 01:00:48,359 to see. I like to see people using our 1322 01:00:48,359 --> 01:00:51,200 facilities. One, not to discredit what 1323 01:00:51,200 --> 01:00:52,640 you're saying, but one interesting thing 1324 01:00:52,640 --> 01:00:54,480 is I feel like what's the number Kevin 1325 01:00:54,480 --> 01:00:56,720 Nelson? How many people are members of 1326 01:00:56,720 --> 01:00:59,040 the rec center? It's like 4,500. Yeah, 1327 01:00:59,040 --> 01:01:01,040 it's great. Which is like Yep. That's a 1328 01:01:01,040 --> 01:01:03,599 big number. So, pretty interesting. Was 1329 01:01:03,599 --> 01:01:04,880 that the number right, Kevin? We should 1330 01:01:04,880 --> 01:01:06,720 encourage people that can't afford the 1331 01:01:06,720 --> 01:01:10,319 rec center to I think it's 37 to 38 be 1332 01:01:10,319 --> 01:01:12,880 able anyway because we got a lot of 1333 01:01:12,880 --> 01:01:16,240 people that can't afford it. And if it 1334 01:01:16,240 --> 01:01:18,799 was overcrowded, obviously you you raise 1335 01:01:18,799 --> 01:01:21,839 the rate to lower it. And and I don't 1336 01:01:21,839 --> 01:01:23,839 know the real numbers, but just when by 1337 01:01:23,839 --> 01:01:26,240 driving by it doesn't look like it's 1338 01:01:26,240 --> 01:01:28,160 overcrowded, but did you hear that we do 1339 01:01:28,160 --> 01:01:29,920 have grants for people that can't afford 1340 01:01:29,920 --> 01:01:33,040 it? Yeah, but yeah. Do we are we having 1341 01:01:33,040 --> 01:01:36,319 a significant number of those? 1342 01:01:36,319 --> 01:01:38,480 That statistic I have. Yeah, that would 1343 01:01:38,480 --> 01:01:40,480 be interesting to know because are we 1344 01:01:40,480 --> 01:01:43,280 are we uh marketing that, right? Are we 1345 01:01:43,280 --> 01:01:46,240 telling people about it? Mhm. But and I 1346 01:01:46,240 --> 01:01:48,319 say that was just something I noticed 1347 01:01:48,319 --> 01:01:51,119 coming in here. I drove past it and I 1348 01:01:51,119 --> 01:01:52,880 thought, well, hell, it'd be great if 1349 01:01:52,880 --> 01:01:54,760 there was 100 kids playing in there 1350 01:01:54,760 --> 01:01:58,280 tonight, but didn't look like there 1351 01:01:58,280 --> 01:02:02,400 was. Okay. Anything else? We're good. 1352 01:02:02,400 --> 01:02:04,319 Appreciate your time. Thank you. 1353 01:02:04,319 --> 01:02:09,510 Listening. 1354 01:02:09,520 --> 01:02:12,480 Okay. 1355 01:02:12,480 --> 01:02:13,920 Action to approve application of 1356 01:02:13,920 --> 01:02:15,760 Bernie's LLC doing business as Barney 1357 01:02:15,760 --> 01:02:17,760 Sports Bar and Grill for special event 1358 01:02:17,760 --> 01:02:20,240 malt beverage in South Dakota Farm Wine 1359 01:02:20,240 --> 01:02:22,640 license located at Cadwell Park for June 1360 01:02:22,640 --> 01:02:25,760 14th, 2025 for the first annual Blernies 1361 01:02:25,760 --> 01:02:27,760 Amateur Baseball Classic. Further 1364 01:02:33,200 --> 01:02:34,960 discussion? 1365 01:02:34,960 --> 01:02:36,160 Would anyone in the audience like to 1366 01:02:36,160 --> 01:02:39,119 discuss this? 1367 01:02:39,119 --> 01:02:40,880 All those in favor of the motion say I. 1368 01:02:40,880 --> 01:02:43,359 I oppose same sign. Motion carries. 1369 01:02:43,359 --> 01:02:45,760 Action to approve requested partial 1370 01:02:45,760 --> 01:02:47,359 closure of alley joining sixth and 1371 01:02:47,359 --> 01:02:48,799 seventh between Maine and Raleigh 1372 01:02:48,799 --> 01:02:51,440 streets. Mr. Shrader. Yep. Mr. Mayor, 1373 01:02:51,440 --> 01:02:53,119 council, a request was brought to 1374 01:02:53,119 --> 01:02:54,720 council to partially close the alley 1375 01:02:54,720 --> 01:02:56,960 joining 7th and 6th between Maine and 1376 01:02:56,960 --> 01:02:59,200 Raleigh streets on at the November 4th 1377 01:02:59,200 --> 01:03:02,000 24 council meeting. Council asked staff 1378 01:03:02,000 --> 01:03:04,599 to provide uh closure ideas for future 1379 01:03:04,599 --> 01:03:07,440 consideration. Uh so tonight I am going 1380 01:03:07,440 --> 01:03:10,400 to show you uh two options. Um, option 1381 01:03:10,400 --> 01:03:14,640 one, uh, is a closure with, 1382 01:03:14,640 --> 01:03:17,119 um, Stephanie, would you mind pulling up 1383 01:03:17,119 --> 01:03:19,440 option one, please? Thank you. Um, 1384 01:03:19,440 --> 01:03:22,000 option one is a closure with strictly 1385 01:03:22,000 --> 01:03:25,359 um, concrete barriers, either um, jersey 1386 01:03:25,359 --> 01:03:27,839 barriers or, uh, we have an example of a 1387 01:03:27,839 --> 01:03:31,119 2T x 4T retaining wall block. um 1388 01:03:31,119 --> 01:03:32,640 Mitchell Main Street and beyond would be 1389 01:03:32,640 --> 01:03:35,039 partnered with in either option um to 1390 01:03:35,039 --> 01:03:39,359 help us uh decorate um these areas. So 1391 01:03:39,359 --> 01:03:41,520 you can see uh we're still utilizing 1392 01:03:41,520 --> 01:03:42,880 both parking lots. So it shouldn't 1393 01:03:42,880 --> 01:03:45,640 inhibit uh either of the parking lots. 1394 01:03:45,640 --> 01:03:48,160 Um access will be able to flow through 1395 01:03:48,160 --> 01:03:52,960 those um obstacles um freely. So say a 1396 01:03:52,960 --> 01:03:54,920 wheelchair or people would be 1397 01:03:54,920 --> 01:03:57,680 nonobstructed. Um option two, the only 1398 01:03:57,680 --> 01:04:02,000 change is um showing a swing gate uh 1399 01:04:02,000 --> 01:04:05,280 which could be um unchained if needed to 1400 01:04:05,280 --> 01:04:08,480 get through um quicker. Um in either 1401 01:04:08,480 --> 01:04:10,160 option, the plan would be to leave the 1402 01:04:10,160 --> 01:04:13,520 alley uh open during winter months with 1403 01:04:13,520 --> 01:04:16,480 closures initially being from uh 1404 01:04:16,480 --> 01:04:19,760 Memorial Day to Labor Day. We want to 1405 01:04:19,760 --> 01:04:21,359 think about trying this as a trial run 1406 01:04:21,359 --> 01:04:24,400 to see how it goes. Um we like it, we 1407 01:04:24,400 --> 01:04:26,799 can continue. If not, uh, we would not 1408 01:04:26,799 --> 01:04:28,559 do it next year. How's that going to 1409 01:04:28,559 --> 01:04:30,240 work, Joe? That's a one-way alley. We 1410 01:04:30,240 --> 01:04:32,799 going to have them go both directions or 1411 01:04:32,799 --> 01:04:34,400 Yeah, the the parking lots would be 1412 01:04:34,400 --> 01:04:36,720 accessed from from either direction or 1413 01:04:36,720 --> 01:04:40,799 through the um accesses that exist uh 1414 01:04:40,799 --> 01:04:50,630 from either uh six or seven. 1415 01:04:50,640 --> 01:04:54,000 I'm going to move to approve option one. 1416 01:04:54,000 --> 01:04:55,599 Second. 1417 01:04:55,599 --> 01:04:58,480 Uh, now that there's the motion in a 1418 01:04:58,480 --> 01:04:59,920 second, further discussion. Sorry, just 1419 01:04:59,920 --> 01:05:01,839 following the rules. Perfect. Uh, the 1420 01:05:01,839 --> 01:05:03,280 reason I think one is better is because 1421 01:05:03,280 --> 01:05:05,200 we're looking at this potentially as a 1422 01:05:05,200 --> 01:05:07,280 temporary thing that before we put 1423 01:05:07,280 --> 01:05:08,960 something into the ground, it makes 1424 01:05:08,960 --> 01:05:10,799 sense to make sure we like it. And I 1425 01:05:10,799 --> 01:05:12,079 would always be okay with coming back to 1426 01:05:12,079 --> 01:05:13,839 look at option two once we're happy with 1427 01:05:13,839 --> 01:05:15,359 it. 1428 01:05:15,359 --> 01:05:19,520 So, you think the the cement barricades, 1429 01:05:19,520 --> 01:05:22,079 the jersey decorated, whatever are 1430 01:05:22,079 --> 01:05:24,720 better than a swing gate are more 1431 01:05:24,720 --> 01:05:26,960 permanent or less permanent. I think you 1432 01:05:26,960 --> 01:05:29,280 could decorate them and remove them if 1433 01:05:29,280 --> 01:05:30,640 we're if they decide that they want to 1434 01:05:30,640 --> 01:05:32,160 reopen the alley because it didn't work 1435 01:05:32,160 --> 01:05:33,760 or wasn't feasible for what they were 1436 01:05:33,760 --> 01:05:35,520 hoping. 1437 01:05:35,520 --> 01:05:37,920 Are they heavy? 1438 01:05:37,920 --> 01:05:38,880 Yeah. 1439 01:05:38,880 --> 01:05:42,000 So, I mean, for me, I just for the sake 1440 01:05:42,000 --> 01:05:43,839 of argument, I feel like the swing gate 1441 01:05:43,839 --> 01:05:46,319 would be a better alternative to start 1442 01:05:46,319 --> 01:05:48,319 with if you want to see I mean, then you 1443 01:05:48,319 --> 01:05:50,480 have easy access to be able to open and 1444 01:05:50,480 --> 01:05:51,319 close 1445 01:05:51,319 --> 01:05:55,119 them. If if we find if on year one we 1446 01:05:55,119 --> 01:05:56,480 find out that, oh, you know what, this 1447 01:05:56,480 --> 01:05:58,480 is probably not a good idea to have this 1448 01:05:58,480 --> 01:05:59,920 completely blocked off, it would the 1449 01:05:59,920 --> 01:06:01,839 swing. So, the cement barricades are not 1450 01:06:01,839 --> 01:06:02,799 going to be permanent. They're just 1451 01:06:02,799 --> 01:06:03,839 going to be dropped there. And if we 1452 01:06:03,839 --> 01:06:05,200 need to move them, just grab a forklift 1453 01:06:05,200 --> 01:06:07,119 and scooch them off to the side. And the 1454 01:06:07,119 --> 01:06:09,760 swing gates would require uh four 1455 01:06:09,760 --> 01:06:12,000 ballards to be installed which would be 1456 01:06:12,000 --> 01:06:14,079 permanent that if we decided not to go 1457 01:06:14,079 --> 01:06:15,760 forward we we'd have to remove them and 1458 01:06:15,760 --> 01:06:18,480 then patch the concrete. Okay. Well, 1459 01:06:18,480 --> 01:06:22,799 that being said then I agree. 1460 01:06:22,799 --> 01:06:24,960 Okay. Further do the uh one other 1461 01:06:24,960 --> 01:06:28,400 comment. Is the police or fire have a 1462 01:06:28,400 --> 01:06:29,710 preference? 1463 01:06:29,710 --> 01:06:31,680 [Music] 1464 01:06:31,680 --> 01:06:34,559 Uh, Chief Canip, mayor, city council, 1465 01:06:34,559 --> 01:06:37,119 Chief Canipling, I think me and Dan have 1466 01:06:37,119 --> 01:06:38,880 both talked about this. As long as we 1467 01:06:38,880 --> 01:06:42,720 would know what side to respond on if 1468 01:06:42,720 --> 01:06:45,359 we'd had approximate location u as far 1469 01:06:45,359 --> 01:06:46,799 as getting in and out there would not be 1470 01:06:46,799 --> 01:06:50,480 an issue for either one of us. 1471 01:06:50,480 --> 01:06:53,440 Yep. Yeah. And I the only other thing to 1472 01:06:53,440 --> 01:06:55,920 add is I had talked to Joe and said, you 1473 01:06:55,920 --> 01:06:58,240 know, just leave us room to get a cut 1474 01:06:58,240 --> 01:07:00,880 through. Um, we don't typically try to 1475 01:07:00,880 --> 01:07:03,520 fight fires from alleys. We, in fact, we 1476 01:07:03,520 --> 01:07:05,359 do everything possible to not do that. 1477 01:07:05,359 --> 01:07:07,760 So, our only concern would be getting a 1478 01:07:07,760 --> 01:07:11,039 cot in there for if we had a patient in 1479 01:07:11,039 --> 01:07:14,430 that general 1480 01:07:14,440 --> 01:07:18,200 area. All those in favor of the 1484 01:07:25,839 --> 01:07:29,520 motion say I. I. Post. Same sign. Motion 1485 01:07:29,520 --> 01:07:31,319 carries. We utilize their services to 1491 01:07:42,880 --> 01:07:44,319 complete additional water modeling when 1492 01:07:44,319 --> 01:07:46,319 needed for future projects. They also 1493 01:07:46,319 --> 01:07:48,240 update the water model uh when needed 1494 01:07:48,240 --> 01:07:50,559 after projects. Motion man, Mr. 1533 01:09:20,640 --> 01:09:23,600 Sabers second. Second by Mrs. Turks. I 1534 01:09:23,600 --> 01:09:25,359 got a quick question. They do the 1535 01:09:25,359 --> 01:09:27,040 design. How long does that last for? Is 1536 01:09:27,040 --> 01:09:29,839 that one year, two years, three years? 1537 01:09:29,839 --> 01:09:31,839 So, as long as there isn't any drastic 1538 01:09:31,839 --> 01:09:35,040 changes uh within the park facility, uh 1539 01:09:35,040 --> 01:09:37,159 the design would 1540 01:09:37,159 --> 01:09:39,520 be would be good as long as nothing 1541 01:09:39,520 --> 01:09:44,309 changes. Okay. 1542 01:09:44,319 --> 01:09:46,080 Okay. Further discussion. And this is 1543 01:09:46,080 --> 01:09:49,120 the post tension meaning that we would 1544 01:09:49,120 --> 01:09:52,920 have that in ground 1545 01:09:52,920 --> 01:09:58,669 springs. Okay. And that adds how 1546 01:09:58,679 --> 01:10:02,159 much I want to say in the the pickle 1547 01:10:02,159 --> 01:10:06,080 ball courts percentage wise 1548 01:10:06,080 --> 01:10:11,590 10%. 1549 01:10:11,600 --> 01:10:15,440 Yeah. So, it's 10 additional 30 25 to 1550 01:10:15,440 --> 01:10:18,800 40%. Oh, wow. I thought, Joe, I thought 1551 01:10:18,800 --> 01:10:20,880 it was another $60,000 and it was a 1552 01:10:20,880 --> 01:10:23,280 $600,000 project. Yeah. Well, I'm 1553 01:10:23,280 --> 01:10:24,960 talking just weighing the concrete 1554 01:10:24,960 --> 01:10:27,280 versus the I if you give me a few 1555 01:10:27,280 --> 01:10:29,040 seconds going from regular to post 1556 01:10:29,040 --> 01:10:32,000 tension, right? Those were broken out 1557 01:10:32,000 --> 01:10:35,110 separately. 1558 01:10:35,120 --> 01:10:36,800 While he's looking that up, I I want to 1559 01:10:36,800 --> 01:10:38,000 make a comment. And I was asked to make 1560 01:10:38,000 --> 01:10:40,320 a comment about if we move forward with 1561 01:10:40,320 --> 01:10:44,080 doing this eventually, we have no lights 1562 01:10:44,080 --> 01:10:46,960 on the four newest courts. Correct. So 1563 01:10:46,960 --> 01:10:48,800 if we were to take these out in the 1564 01:10:48,800 --> 01:10:51,199 summer months, it would be very 1565 01:10:51,199 --> 01:10:53,199 detrimental to the tennis association 1566 01:10:53,199 --> 01:10:57,199 because of the adult leagues, the rec 1567 01:10:57,199 --> 01:10:59,120 runs that during the day they have some 1568 01:10:59,120 --> 01:11:01,600 kids that give lessons and whatnot. So 1569 01:11:01,600 --> 01:11:04,560 they felt like they should pursue 1570 01:11:04,560 --> 01:11:07,840 getting lights in first on the other 1571 01:11:07,840 --> 01:11:10,080 four courts. The newest four courts, the 1572 01:11:10,080 --> 01:11:12,159 west side, the west four, the newest 1573 01:11:12,159 --> 01:11:14,640 four. So then they would have I don't 1574 01:11:14,640 --> 01:11:16,800 want to say 24-hour day, but there's a 1575 01:11:16,800 --> 01:11:17,920 lot of times you go by there at night 1576 01:11:17,920 --> 01:11:19,199 and there's people playing with the 1577 01:11:19,199 --> 01:11:20,719 lights on. A lot of times the lights get 1578 01:11:20,719 --> 01:11:23,679 left on too long, but they just wanted 1579 01:11:23,679 --> 01:11:25,520 me to make sure that that was possible. 1580 01:11:25,520 --> 01:11:27,840 And I know that you had shared an email 1581 01:11:27,840 --> 01:11:30,960 with the group today, Kevin, and they 1582 01:11:30,960 --> 01:11:33,600 they think like the questions that 1583 01:11:33,600 --> 01:11:35,760 they're asking aren't being answered. 1584 01:11:35,760 --> 01:11:37,920 They're being kind of I don't want to 1585 01:11:37,920 --> 01:11:39,840 say avoided, but a nebulous was the word 1586 01:11:39,840 --> 01:11:42,400 they used. Like they never really get a 1587 01:11:42,400 --> 01:11:43,920 true answer when they ask something. And 1588 01:11:43,920 --> 01:11:45,760 then they want to know like where are 1589 01:11:45,760 --> 01:11:49,159 you at with the school 1590 01:11:49,159 --> 01:11:51,920 district as far as what are they willing 1591 01:11:51,920 --> 01:11:53,360 to help with this? Because this is a 1592 01:11:53,360 --> 01:11:54,719 large project. I mean, and if you looked 1593 01:11:54,719 --> 01:11:57,679 at the engineers estimate, it went from 1594 01:11:57,679 --> 01:12:00,080 750 to two main. We're doing a parking 1595 01:12:00,080 --> 01:12:01,440 lot and everything all of a sudden. And 1596 01:12:01,440 --> 01:12:04,000 I was like, whoa. So, the first estimate 1597 01:12:04,000 --> 01:12:06,560 was our internal discussion on what we 1598 01:12:06,560 --> 01:12:08,320 thought it would cost to remove and then 1599 01:12:08,320 --> 01:12:10,000 rebuild concrete, thinking we could 1600 01:12:10,000 --> 01:12:12,080 reuse the fencing and not even talking 1601 01:12:12,080 --> 01:12:14,719 about the parking lot and lights. They 1602 01:12:14,719 --> 01:12:16,000 were questionable to start with. There's 1603 01:12:16,000 --> 01:12:17,760 still issues with the lights out there. 1604 01:12:17,760 --> 01:12:19,719 Going back to this actual 1605 01:12:19,719 --> 01:12:21,920 design, Jeff when we were out there with 1606 01:12:21,920 --> 01:12:23,840 him, Jeff McCormack from SPN talked 1607 01:12:23,840 --> 01:12:25,040 about several different things with us 1608 01:12:25,040 --> 01:12:27,280 and we with him. Number one would be 1609 01:12:27,280 --> 01:12:29,120 adding two courts to the end of one 1610 01:12:29,120 --> 01:12:30,880 through four going back to the east. So 1611 01:12:30,880 --> 01:12:33,040 making that a six court complex as as 1612 01:12:33,040 --> 01:12:35,440 one option, adding four to the north 1613 01:12:35,440 --> 01:12:37,440 going over toward the bandell or 1614 01:12:37,440 --> 01:12:39,280 rebuilding the the the eight that are 1615 01:12:39,280 --> 01:12:41,360 there understanding the lights. but 1616 01:12:41,360 --> 01:12:44,560 they're going to um show us for for us 1617 01:12:44,560 --> 01:12:46,320 what a bird's eye view, let's say from 1618 01:12:46,320 --> 01:12:49,040 100 ft above what all of those things 1619 01:12:49,040 --> 01:12:50,719 could look like without getting into the 1620 01:12:50,719 --> 01:12:52,560 details of designing each of those for 1621 01:12:52,560 --> 01:12:55,199 us. We will then Joe and I and the mayor 1622 01:12:55,199 --> 01:12:58,040 and Stephanie discuss those taking into 1623 01:12:58,040 --> 01:13:00,640 consideration Mitchell Tennis, Mitchell 1624 01:13:00,640 --> 01:13:02,800 High School and all other users to see 1625 01:13:02,800 --> 01:13:04,239 what's going to be the best solution and 1626 01:13:04,239 --> 01:13:05,679 we'll come back with a recommendation on 1627 01:13:05,679 --> 01:13:07,440 what we believe should be the best 1628 01:13:07,440 --> 01:13:10,000 route. We haven't decided internally. 1629 01:13:10,000 --> 01:13:11,920 Okay. I I I knew you hadn't decided 1630 01:13:11,920 --> 01:13:14,320 internally. Just the number was very 1631 01:13:14,320 --> 01:13:17,199 startling to them and to me too. And I 1632 01:13:17,199 --> 01:13:20,480 just I felt like I don't know where uh 1633 01:13:20,480 --> 01:13:22,320 Jeff came up with some of these numbers. 1634 01:13:22,320 --> 01:13:25,520 It was just there just to get to the job 1635 01:13:25,520 --> 01:13:28,159 site 210,000 for mobilization. I'm like 1636 01:13:28,159 --> 01:13:31,520 wow. It's just like these it seems like 1637 01:13:31,520 --> 01:13:33,920 when we do a city bid and I've had 1638 01:13:33,920 --> 01:13:36,080 firsthand doing this. I I got an 1639 01:13:36,080 --> 01:13:37,520 estimate from engineer then I went out 1640 01:13:37,520 --> 01:13:39,440 myself and did it. It's amazing how much 1641 01:13:39,440 --> 01:13:41,199 you can save because you're not being 1642 01:13:41,199 --> 01:13:43,560 involved with the city. I don't think 1643 01:13:43,560 --> 01:13:46,640 we're getting our best foot forward on 1644 01:13:46,640 --> 01:13:49,920 our bids and you know it goes back to 1645 01:13:49,920 --> 01:13:52,159 the light pole bid uh on corner of 1646 01:13:52,159 --> 01:13:54,320 seventh here by rejecting rebidding it. 1647 01:13:54,320 --> 01:13:56,080 We got a better bid and I think it was 1648 01:13:56,080 --> 01:13:57,679 kind of you know we have more biders I 1649 01:13:57,679 --> 01:14:00,080 think too at the time. So, and I know we 1650 01:14:00,080 --> 01:14:01,360 had a lot of pickle ball bids. So, I'm 1651 01:14:01,360 --> 01:14:04,400 I'm excited to put it out to bids to see 1652 01:14:04,400 --> 01:14:06,000 if we can afford to do it or if we can 1653 01:14:06,000 --> 01:14:08,080 move forward and what kind of money the 1654 01:14:08,080 --> 01:14:10,560 different groups can bring to the table 1655 01:14:10,560 --> 01:14:13,360 because it's going to be a necessity to 1656 01:14:13,360 --> 01:14:14,719 do that because it is an expensive 1657 01:14:14,719 --> 01:14:16,480 project and I think you as council need 1658 01:14:16,480 --> 01:14:17,840 to determine how much you're going to 1659 01:14:17,840 --> 01:14:20,239 request from school and other users to 1660 01:14:20,239 --> 01:14:22,480 make this happen. Is it going to be 50%, 1661 01:14:22,480 --> 01:14:23,760 is it going to be a lower percentage 1662 01:14:23,760 --> 01:14:25,840 than that? That's what I need to tell 1663 01:14:25,840 --> 01:14:27,360 them. I had a conversation again with 1664 01:14:27,360 --> 01:14:29,760 the AD at the high school today just to 1665 01:14:29,760 --> 01:14:31,760 say what can you bring forth? He said, 1666 01:14:31,760 --> 01:14:33,120 "Well, it's going to come down to 1667 01:14:33,120 --> 01:14:35,280 business manager and their school board 1668 01:14:35,280 --> 01:14:36,960 and and the superintendent what they 1669 01:14:36,960 --> 01:14:38,800 believe they can afford." And I talked 1670 01:14:38,800 --> 01:14:41,040 with Stephanie earlier today, too, about 1671 01:14:41,040 --> 01:14:43,840 would this be bonded? Again, up to you. 1672 01:14:43,840 --> 01:14:45,360 Are are we going to just pay for it 1673 01:14:45,360 --> 01:14:47,199 outright and then there still could be a 1674 01:14:47,199 --> 01:14:49,040 payment plan where the school district 1675 01:14:49,040 --> 01:14:51,360 could pay back? Again, I'm not trying 1676 01:14:51,360 --> 01:14:53,360 not to speak on their behalf, but we 1677 01:14:53,360 --> 01:14:55,440 would allow that. I'm I'm assuming you 1678 01:14:55,440 --> 01:14:56,880 would allow that for the school district 1679 01:14:56,880 --> 01:15:00,000 to pay back any cost that that we felt 1680 01:15:00,000 --> 01:15:01,280 they needed to pay toward this 1681 01:15:01,280 --> 01:15:03,040 construction. Yeah. And they're getting 1682 01:15:03,040 --> 01:15:05,040 ready I I believe they do their budget 1683 01:15:05,040 --> 01:15:06,560 in June. I don't know that for sure. 1684 01:15:06,560 --> 01:15:08,719 Right. So we'd be looking at a 2627 1685 01:15:08,719 --> 01:15:11,120 budget for them because they're they're 1686 01:15:11,120 --> 01:15:14,159 fiscal year 26 is starting in July 1. 1687 01:15:14,159 --> 01:15:17,040 Right. So I guess on on the same topic 1688 01:15:17,040 --> 01:15:19,600 uh there was a tournament this weekend 1689 01:15:19,600 --> 01:15:23,199 uh 116 kids and about 300 people 1690 01:15:23,199 --> 01:15:25,120 attended it. So these courts are being 1691 01:15:25,120 --> 01:15:27,679 used. It's not like we only have 50 1692 01:15:27,679 --> 01:15:29,600 people using them and stuff. So it was I 1693 01:15:29,600 --> 01:15:30,960 had actually asked them to get a drone 1694 01:15:30,960 --> 01:15:32,640 picture for us and they didn't do it 1695 01:15:32,640 --> 01:15:34,320 just so we could understand that this is 1696 01:15:34,320 --> 01:15:36,960 just one tournament of the boys and I do 1697 01:15:36,960 --> 01:15:38,480 think they do four tournaments and then 1698 01:15:38,480 --> 01:15:40,320 the girls do four tournaments. So and 1699 01:15:40,320 --> 01:15:42,480 then the adult league. So but I 1700 01:15:42,480 --> 01:15:44,640 understand it's a lot of money. Joe, is 1701 01:15:44,640 --> 01:15:46,080 that the final estimate from the 1702 01:15:46,080 --> 01:15:48,080 engineer or will that be revised as they 1703 01:15:48,080 --> 01:15:51,280 do the design? Yeah, it it is their uh 1704 01:15:51,280 --> 01:15:52,960 original I mean their first engineers 1705 01:15:52,960 --> 01:15:55,960 estimate typically you want that to be 1706 01:15:55,960 --> 01:15:57,719 uh 1707 01:15:57,719 --> 01:16:00,080 25% higher than what you think it's 1708 01:16:00,080 --> 01:16:01,520 going to be just for estimating 1709 01:16:01,520 --> 01:16:03,600 purposes. This project you don't want it 1710 01:16:03,600 --> 01:16:05,600 for dollars right now because the 1711 01:16:05,600 --> 01:16:08,600 project will be bid uh at a minimum the 1712 01:16:08,600 --> 01:16:11,040 fall of this year. So we don't know what 1713 01:16:11,040 --> 01:16:13,199 next year's numbers are going to be. Um, 1714 01:16:13,199 --> 01:16:16,960 we obviously want them to come in under 1715 01:16:16,960 --> 01:16:18,880 uh what the estimate is. So that way we 1716 01:16:18,880 --> 01:16:20,480 have contingency on the project in case 1717 01:16:20,480 --> 01:16:21,920 something comes up that we don't know 1718 01:16:21,920 --> 01:16:23,840 about. And it always seems like when you 1719 01:16:23,840 --> 01:16:25,199 get into these projects, the original 1720 01:16:25,199 --> 01:16:28,719 estimate um because it is just a high 1721 01:16:28,719 --> 01:16:30,320 level on paper, there's always something 1722 01:16:30,320 --> 01:16:31,840 you miss or that you should have 1723 01:16:31,840 --> 01:16:33,360 included that's not. So you want some 1724 01:16:33,360 --> 01:16:34,640 extra dollars in there to take care of 1725 01:16:34,640 --> 01:16:36,440 those items. 1726 01:16:36,440 --> 01:16:39,920 Um so is the estimate high? Yes. And the 1727 01:16:39,920 --> 01:16:42,640 reason is you want it high. Um, back to 1728 01:16:42,640 --> 01:16:45,199 your original question, uh, the 1729 01:16:45,199 --> 01:16:53,350 post-tension was roughly 25% more. 1730 01:16:53,360 --> 01:16:54,480 Are we going to have them look at post 1731 01:16:54,480 --> 01:16:56,320 tension versus non-postension just for 1732 01:16:56,320 --> 01:16:58,000 the sake of argument? Okay, just 1733 01:16:58,000 --> 01:17:00,000 checking. No, 1734 01:17:00,000 --> 01:17:01,600 the direction from council at that 1735 01:17:01,600 --> 01:17:05,360 evening was uh post tension. I I will 1736 01:17:05,360 --> 01:17:08,120 just tell you that the the tennis 1737 01:17:08,120 --> 01:17:10,719 association has done a lot of research 1738 01:17:10,719 --> 01:17:13,679 with it and and I've stated a lot of 1739 01:17:13,679 --> 01:17:14,960 this before, so I'm not going to repeat 1740 01:17:14,960 --> 01:17:16,880 it, but they are willing their money 1741 01:17:16,880 --> 01:17:18,880 that they're willing to put in will only 1742 01:17:18,880 --> 01:17:20,080 from what I understand from them. I 1743 01:17:20,080 --> 01:17:21,199 don't want I don't like speaking for 1744 01:17:21,199 --> 01:17:23,199 Jacob in the group, but they said they 1745 01:17:23,199 --> 01:17:24,960 will only put it in if they do the post 1746 01:17:24,960 --> 01:17:26,640 extension because they want this to last 1747 01:17:26,640 --> 01:17:28,000 the rest of their life. They don't want 1748 01:17:28,000 --> 01:17:30,080 to have to mess with it again. And and I 1749 01:17:30,080 --> 01:17:31,920 think that you know this will be year 30 1750 01:17:31,920 --> 01:17:35,280 coming up I believe or is it 28 either 1751 01:17:35,280 --> 01:17:37,280 28 or 30 it's one of those. So if we get 1752 01:17:37,280 --> 01:17:39,840 another 30 plus I do believe we will get 1753 01:17:39,840 --> 01:17:42,120 more out of the postion we get 40 out of 1754 01:17:42,120 --> 01:17:47,229 them. Won't bother 1755 01:17:47,239 --> 01:17:51,600 me. Okay. Anyone else would anyone in 1756 01:17:51,600 --> 01:17:57,390 the audience like to discuss 1757 01:17:57,400 --> 01:17:59,199 this? Okay. Okay. So, we have a motion 1758 01:17:59,199 --> 01:18:00,320 to second. All those in favor of the 1759 01:18:00,320 --> 01:18:04,239 motion say I. I. Oppos. Same sign. 1760 01:18:04,239 --> 01:18:06,159 Motion carries. Action to approve 1761 01:18:06,159 --> 01:18:08,640 resolution R2025-31 amending water and 1762 01:18:08,640 --> 01:18:10,880 sewer rates for 2025 by implementing a 1763 01:18:10,880 --> 01:18:14,880 search charge for CW13 CW15 and DW08. 1764 01:18:14,880 --> 01:18:21,270 Mine. 1765 01:18:21,280 --> 01:18:23,600 Mayor and council. The resolution that 1766 01:18:23,600 --> 01:18:25,760 I'm showing up on the board is amending 1767 01:18:25,760 --> 01:18:28,480 our existing water rates to implement a 1768 01:18:28,480 --> 01:18:30,440 search charge for three different 1769 01:18:30,440 --> 01:18:32,280 projects. 1770 01:18:32,280 --> 01:18:35,920 CW13, which is our south wastewater 1771 01:18:35,920 --> 01:18:40,719 treatment plant improvements. Uh CW 15, 1772 01:18:40,719 --> 01:18:43,280 which is the sewer improvements on Fifth 1773 01:18:43,280 --> 01:18:46,320 Street, and DW8, which is the water 1774 01:18:46,320 --> 01:18:48,480 improvements on Fifth Street. The only 1775 01:18:48,480 --> 01:18:51,360 changes to our previous rate resolution 1776 01:18:51,360 --> 01:18:53,840 that was approved is just implementing 1777 01:18:53,840 --> 01:18:56,400 those search charges. The search charges 1778 01:18:56,400 --> 01:18:59,440 are taken out of the existing rates. So 1779 01:18:59,440 --> 01:19:01,199 you can see there there's the water one 1780 01:19:01,199 --> 01:19:03,199 and the two sewer ones are listed down 1781 01:19:03,199 --> 01:19:05,440 here. These search charges are required 1782 01:19:05,440 --> 01:19:08,800 as part of the state revolving fund loan 1783 01:19:08,800 --> 01:19:11,800 application that we have with 1784 01:19:11,800 --> 01:19:14,320 DNR, Department of Egg and Natural 1785 01:19:14,320 --> 01:19:17,280 Resources um as a repayment source for 1786 01:19:17,280 --> 01:19:19,600 those debt service payments. If the city 1787 01:19:19,600 --> 01:19:21,440 was not to implement the search charge, 1788 01:19:21,440 --> 01:19:23,840 it would go against constitutional debt. 1789 01:19:23,840 --> 01:19:25,840 Um so I can answer any questions that 1790 01:19:25,840 --> 01:19:28,080 you have, but otherwise I recommend 1791 01:19:28,080 --> 01:19:30,320 approval of the resolution as shown on 1792 01:19:30,320 --> 01:19:33,280 the agenda. 1793 01:19:33,280 --> 01:19:35,920 Exactly how much is it going up? The 1794 01:19:35,920 --> 01:19:38,000 rates are not going up. We are just 1795 01:19:38,000 --> 01:19:39,840 taking the search charge out of the 1796 01:19:39,840 --> 01:19:42,239 existing rates. So it's the same rates 1797 01:19:42,239 --> 01:19:44,239 that council's approved. It's just we 1798 01:19:44,239 --> 01:19:46,320 segregate part of that revenue and put 1799 01:19:46,320 --> 01:19:49,199 it aside for that debt service payment. 1800 01:19:49,199 --> 01:19:52,320 Move to approve. Second by M. Second by 1801 01:19:52,320 --> 01:19:56,320 Mr. Beth. Further discussion. 1802 01:19:56,320 --> 01:19:57,520 Would anyone in the audience like to 1803 01:19:57,520 --> 01:19:58,840 discuss this? 1804 01:19:58,840 --> 01:20:00,640 [Music] 1805 01:20:00,640 --> 01:20:02,159 All those in favor of the motion say I. 1806 01:20:02,159 --> 01:20:05,520 I. I oppose. Same sign. Motion carries. 1807 01:20:05,520 --> 01:20:07,159 Action to approve resolution 1808 01:20:07,159 --> 01:20:09,440 R2025-25, a resolution giving approval 1809 01:20:09,440 --> 01:20:11,120 to certain sewer facility improvements, 1810 01:20:11,120 --> 01:20:12,960 giving approval to the issuance and sale 1811 01:20:12,960 --> 01:20:14,800 of revenue bond to finance directly and 1812 01:20:14,800 --> 01:20:16,159 indirectly the improvements to the 1813 01:20:16,159 --> 01:20:18,239 facilities, approving the form of a loan 1814 01:20:18,239 --> 01:20:19,520 agreement and the revenue bond and 1815 01:20:19,520 --> 01:20:21,120 pledging project revenue and collateral 1816 01:20:21,120 --> 01:20:23,040 to secure payment of the revenue bond 1817 01:20:23,040 --> 01:20:25,120 and creating special funds and accounts 1818 01:20:25,120 --> 01:20:26,800 for the administration of the funds for 1819 01:20:26,800 --> 01:20:28,159 operation of the system and retirement 1820 01:20:28,159 --> 01:20:30,480 of the revenue bond and providing for a 1821 01:20:30,480 --> 01:20:32,000 segregated special charge or 1822 01:20:32,000 --> 01:20:34,320 searchcharge for a payment of the bonds. 1823 01:20:34,320 --> 01:20:36,960 Miss Owen Mayor Council, first I 1824 01:20:36,960 --> 01:20:38,800 apologize for the title that does not 1825 01:20:38,800 --> 01:20:41,120 come from me. That comes from B bond 1826 01:20:41,120 --> 01:20:44,239 counsel. Um this resolution as well as 1827 01:20:44,239 --> 01:20:47,199 the next resolution are both required as 1828 01:20:47,199 --> 01:20:49,760 part of that same process that we just 1829 01:20:49,760 --> 01:20:53,400 talked about. Um the first resolution 1830 01:20:53,400 --> 01:20:55,560 2025-25 is 1831 01:20:55,560 --> 01:20:58,640 for I'm trying to look the Fifth Avenue 1832 01:20:58,640 --> 01:21:01,679 sewer project. Um, I can answer any 1833 01:21:01,679 --> 01:21:03,760 questions that you have, but again, this 1834 01:21:03,760 --> 01:21:06,320 is just the format of the resolution 1835 01:21:06,320 --> 01:21:08,120 that's required as part of the state 1836 01:21:08,120 --> 01:21:11,679 revolving fund loan application. If the 1837 01:21:11,679 --> 01:21:13,760 city were to not pass these two 1838 01:21:13,760 --> 01:21:15,760 resolutions, you'd be paying for them 1839 01:21:15,760 --> 01:21:17,800 out of cash reserves. Move to approve. 1840 01:21:17,800 --> 01:21:20,360 Second motion by Mr. Sher, second by Mr. 1841 01:21:20,360 --> 01:21:23,920 Bington. Further discussion? 1842 01:21:23,920 --> 01:21:25,640 Anyone in the audience like to discuss 1843 01:21:25,640 --> 01:21:27,760 this? Mayor, I was just going to point 1844 01:21:27,760 --> 01:21:29,920 out real quick that I'm sure people saw 1845 01:21:29,920 --> 01:21:32,400 in in uh the article in the paper about 1846 01:21:32,400 --> 01:21:34,719 Mitchell throwing their hat in the ring 1847 01:21:34,719 --> 01:21:36,640 for the potential prison. Now, we're a 1848 01:21:36,640 --> 01:21:39,760 long long long ways of even discussing 1849 01:21:39,760 --> 01:21:41,440 anything about it, but the reason we 1850 01:21:41,440 --> 01:21:44,239 were able to put it in is because we 1851 01:21:44,239 --> 01:21:46,640 have ample water and have the ability 1852 01:21:46,640 --> 01:21:49,920 for sewer as a result. So, that's just a 1853 01:21:49,920 --> 01:21:53,360 a case in point of of the potential of 1854 01:21:53,360 --> 01:21:55,440 what Mitchell has coming forward as a 1855 01:21:55,440 --> 01:21:57,280 result of bringing additional water to 1856 01:21:57,280 --> 01:22:00,480 Mitchell um and be able to treat it of 1857 01:22:00,480 --> 01:22:02,880 the sewer. So, I'm not saying that I'm 1858 01:22:02,880 --> 01:22:04,560 for or against. I'm just saying that's 1859 01:22:04,560 --> 01:22:07,120 an example. So, I nobody wants to pay 1860 01:22:07,120 --> 01:22:09,760 higher water rates, but we're looking at 1861 01:22:09,760 --> 01:22:13,440 this as a as a long-term investment. 1862 01:22:13,440 --> 01:22:15,520 And we really do like that searchcharge 1863 01:22:15,520 --> 01:22:17,520 debt. um implementing the search charge, 1864 01:22:17,520 --> 01:22:19,840 it doesn't go into our constitutional 1865 01:22:19,840 --> 01:22:22,480 debt category, so it reserves as that to 1866 01:22:22,480 --> 01:22:24,400 use for other projects that the city 1867 01:22:24,400 --> 01:22:27,910 might have. 1868 01:22:27,920 --> 01:22:29,000 Further 1869 01:22:29,000 --> 01:22:31,040 discussion? Okay. All those in favor of 1870 01:22:31,040 --> 01:22:34,320 the motion say I. Post same sign. Motion 1871 01:22:34,320 --> 01:22:36,679 carries. Action approved resolution 1872 01:22:36,679 --> 01:22:38,639 R2025-26, a resolution giving the 1873 01:22:38,639 --> 01:22:40,000 approval to certain drinking water 1874 01:22:40,000 --> 01:22:41,440 facility improvements, giving approval 1875 01:22:41,440 --> 01:22:43,120 to the issuance and sale of the revenue 1876 01:22:43,120 --> 01:22:45,280 bond to finance directly and indirectly 1877 01:22:45,280 --> 01:22:46,880 the improvements to the facilities, 1878 01:22:46,880 --> 01:22:48,560 approving the form of the loan agreement 1879 01:22:48,560 --> 01:22:50,960 and the revenue bond, pledging project 1880 01:22:50,960 --> 01:22:52,960 revenues and collateral to secure the 1881 01:22:52,960 --> 01:22:54,719 payment of the revenue bond and creating 1882 01:22:54,719 --> 01:22:56,320 special funds and accounts for the 1883 01:22:56,320 --> 01:22:58,400 administration of funds for operation of 1884 01:22:58,400 --> 01:23:00,080 the system and retirement of the revenue 1885 01:23:00,080 --> 01:23:01,840 bond and providing for a segregated 1886 01:23:01,840 --> 01:23:04,080 special charge or searchcharge for the 1887 01:23:04,080 --> 01:23:04,800 bond. 1888 01:23:04,800 --> 01:23:06,560 for the payments of the bonds. Mrs. 1889 01:23:06,560 --> 01:23:08,880 Elman, same comments as before. This 1890 01:23:08,880 --> 01:23:11,600 resolution is for the loan that is for 1891 01:23:11,600 --> 01:23:13,440 the drinking water improvements on Fifth 1892 01:23:13,440 --> 01:23:15,280 Street. 1893 01:23:15,280 --> 01:23:18,719 Move to approve. Second. Motion by Mr. 1894 01:23:18,719 --> 01:23:21,520 Goldhammer. Second, man. Mr. Smith, who 1895 01:23:21,520 --> 01:23:23,199 wrote this? Was it this? Was it the bond 1896 01:23:23,199 --> 01:23:25,679 guy? The bond council writes those. Yes. 1897 01:23:25,679 --> 01:23:26,800 All right, sounds good. Further, it's 1898 01:23:26,800 --> 01:23:28,400 not me. It's the other lawyer. It's the 1899 01:23:28,400 --> 01:23:31,199 other lawyer. 1900 01:23:31,199 --> 01:23:32,400 Anyone in the audience like to discuss 1901 01:23:32,400 --> 01:23:34,960 this? 1902 01:23:34,960 --> 01:23:36,719 All those in favor of the motion say I. 1903 01:23:36,719 --> 01:23:39,840 I. The same sign. Motion carries. Action 1904 01:23:39,840 --> 01:23:41,159 to approve resolution 1905 01:23:41,159 --> 01:23:44,560 R2025-32 creating tax increment district 1906 01:23:44,560 --> 01:23:47,040 41 and approving the project plan. Mr. 1907 01:23:47,040 --> 01:23:51,520 Johnson. All right. Uh this tax 1908 01:23:51,520 --> 01:23:53,679 increment district would relate to the 1909 01:23:53,679 --> 01:23:56,080 Woods apartment proposed development uh 1910 01:23:56,080 --> 01:23:59,600 being undertaken by Paul Groige LLC. 1911 01:23:59,600 --> 01:24:01,760 Uh staff did meet to review the 1912 01:24:01,760 --> 01:24:04,800 application and project plan. Um and 1913 01:24:04,800 --> 01:24:06,600 I'll kind of walk you through some of 1914 01:24:06,600 --> 01:24:09,440 that. Um as you can see in the project 1915 01:24:09,440 --> 01:24:12,480 plan, the proposed development is a 70 1916 01:24:12,480 --> 01:24:15,800 apartment unit complex. Um 1917 01:24:15,800 --> 01:24:18,480 includes oh I don't have the numbers in 1918 01:24:18,480 --> 01:24:21,159 front of me. I think 1919 01:24:21,159 --> 01:24:23,639 six 12 buildings 1920 01:24:23,639 --> 01:24:26,880 total. Um also one of those would be 1921 01:24:26,880 --> 01:24:31,280 gym. um uh possible mixed use space. So 1922 01:24:31,280 --> 01:24:33,120 I think it's six 12plexes or is it 12 1923 01:24:33,120 --> 01:24:36,480 sixlexes? Um one of those two. All I'm 1924 01:24:36,480 --> 01:24:38,719 seeing in front of me right now is 70 1925 01:24:38,719 --> 01:24:43,199 units. So there we go. 1926 01:24:43,199 --> 01:24:45,480 12 1927 01:24:45,480 --> 01:24:48,800 buildings. Um staff again reviewed the 1928 01:24:48,800 --> 01:24:52,000 the project plan. Um requirements that 1929 01:24:52,000 --> 01:24:54,320 you'll see is uh the legal description. 1930 01:24:54,320 --> 01:24:55,920 One thing that's different with this one 1931 01:24:55,920 --> 01:25:01,360 is we did uh uh loop in Matty Street um 1932 01:25:01,360 --> 01:25:03,360 for the city to be able to potentially 1933 01:25:03,360 --> 01:25:05,679 construct that in the future. Uh we 1934 01:25:05,679 --> 01:25:08,639 added that to the legal description. Um 1935 01:25:08,639 --> 01:25:11,520 we know that there is projected to be 1936 01:25:11,520 --> 01:25:15,360 some portion of unused tax increment 1937 01:25:15,360 --> 01:25:17,440 that should be available to support that 1938 01:25:17,440 --> 01:25:19,600 project. We don't know how much it's 1939 01:25:19,600 --> 01:25:21,679 going to be able to support and we don't 1940 01:25:21,679 --> 01:25:24,679 know how much the city might ultimately 1941 01:25:24,679 --> 01:25:27,840 um you know uh end up constructing off 1942 01:25:27,840 --> 01:25:30,080 of Matty Street, but it should help 1943 01:25:30,080 --> 01:25:32,159 support that project if we want to 1944 01:25:32,159 --> 01:25:34,719 pursue it in the future. Um, the nice 1945 01:25:34,719 --> 01:25:38,000 thing about adding it now, um, getting 1946 01:25:38,000 --> 01:25:40,239 that increment developed, uh, you get 1947 01:25:40,239 --> 01:25:43,440 the the apartments starting to develop, 1948 01:25:43,440 --> 01:25:45,520 within the first couple of years, you'll 1949 01:25:45,520 --> 01:25:47,920 start to see what those valuations 1950 01:25:47,920 --> 01:25:50,960 actually come in at. Um, you'll be able 1951 01:25:50,960 --> 01:25:53,679 to see how much the TIFF is actually 1952 01:25:53,679 --> 01:25:55,280 going to generate over that amount of 1953 01:25:55,280 --> 01:25:58,320 time. and then you've got up to five 1954 01:25:58,320 --> 01:26:00,480 years to decide whether you're going to 1955 01:26:00,480 --> 01:26:03,480 end up uh doing any portion of Matty 1956 01:26:03,480 --> 01:26:06,000 Street. Um so you'll have those more 1957 01:26:06,000 --> 01:26:08,000 accurate numbers to work off of before 1958 01:26:08,000 --> 01:26:10,000 you have to make the decision. So that's 1959 01:26:10,000 --> 01:26:12,159 one unique thing about this project plan 1960 01:26:12,159 --> 01:26:13,679 compared to past ones that you've seen 1961 01:26:13,679 --> 01:26:16,800 is it's got that potential component. Um 1962 01:26:16,800 --> 01:26:18,560 you'll see in there the developers 1963 01:26:18,560 --> 01:26:21,560 projected costs are at that 2.281 1964 01:26:21,560 --> 01:26:24,760 281 U 1965 01:26:24,760 --> 01:26:26,600 million. 1966 01:26:26,600 --> 01:26:29,760 Um the developer would p uh would get 1967 01:26:29,760 --> 01:26:32,560 their increment first and then uh the 1968 01:26:32,560 --> 01:26:34,639 any remaining increment that develops 1969 01:26:34,639 --> 01:26:38,080 over that uh would be used towards uh 1970 01:26:38,080 --> 01:26:40,480 the the potential Matty Street project. 1971 01:26:40,480 --> 01:26:41,920 If we don't end up doing the Matty 1972 01:26:41,920 --> 01:26:43,679 Street project, then the tiff would 1973 01:26:43,679 --> 01:26:46,199 potentially pay off quite 1974 01:26:46,199 --> 01:26:49,470 early. 1975 01:26:49,480 --> 01:26:51,920 Um, other than that, it's very similar 1976 01:26:51,920 --> 01:26:54,159 to past TIFFs that we've done. Um, it's 1977 01:26:54,159 --> 01:26:56,800 got the 20-year expiration or when that 1978 01:26:56,800 --> 01:26:58,719 increment is paid out, whichever should 1979 01:26:58,719 --> 01:27:01,040 occur earlier. Um, no interest 1980 01:27:01,040 --> 01:27:04,000 associated with the TIF. It is a grant 1981 01:27:04,000 --> 01:27:07,199 pass through type TIF um where it does 1982 01:27:07,199 --> 01:27:08,480 not count against the city's 1983 01:27:08,480 --> 01:27:10,719 constitutional and statutory debt. 1984 01:27:10,719 --> 01:27:12,000 There's a number of reporting 1985 01:27:12,000 --> 01:27:13,520 requirements built in there that the 1986 01:27:13,520 --> 01:27:15,520 developer will need to meet. 1987 01:27:15,520 --> 01:27:17,360 Uh, we did build in some extra language 1988 01:27:17,360 --> 01:27:18,920 regarding Matty 1989 01:27:18,920 --> 01:27:24,270 Street. 1990 01:27:24,280 --> 01:27:28,320 And if you go to to the increment page, 1991 01:27:28,320 --> 01:27:31,440 Stephanie, you can see that um recall 1992 01:27:31,440 --> 01:27:35,440 that their request was for the 2.281. 1993 01:27:35,440 --> 01:27:37,520 um their their increment projection 1994 01:27:37,520 --> 01:27:40,320 which uh typically is a little bit low 1995 01:27:40,320 --> 01:27:42,000 because we don't factor in growth or 1996 01:27:42,000 --> 01:27:44,320 anything like that showed that it should 1997 01:27:44,320 --> 01:27:46,040 generate up to the 1998 01:27:46,040 --> 01:27:48,480 2.7. So we knew that there was going to 1999 01:27:48,480 --> 01:27:51,920 potentially be $400 5 $500,000 that 2000 01:27:51,920 --> 01:27:54,239 could support that Matty Street project. 2001 01:27:54,239 --> 01:27:55,679 Hopefully it ends up being more than 2002 01:27:55,679 --> 01:27:58,800 that and we'll know before you decide to 2003 01:27:58,800 --> 01:28:00,560 move forward with the Matty Street 2004 01:28:00,560 --> 01:28:02,239 construction. And then the other point 2005 01:28:02,239 --> 01:28:04,480 is all of the tiffs have to certify 2006 01:28:04,480 --> 01:28:06,560 their costs as approved in the project 2007 01:28:06,560 --> 01:28:10,159 plan. So if something comes in um less 2008 01:28:10,159 --> 01:28:11,520 than what they estimated that 2009 01:28:11,520 --> 01:28:13,440 construction cost to be, then it would 2010 01:28:13,440 --> 01:28:15,120 free up some of those funds to Maddie 2011 01:28:15,120 --> 01:28:18,239 Street as well. 2012 01:28:18,239 --> 01:28:20,880 Other than that, um again, staff worked 2013 01:28:20,880 --> 01:28:24,159 through the project plan in uh in the 2014 01:28:24,159 --> 01:28:25,760 review. It does appear to meet all of 2015 01:28:25,760 --> 01:28:29,040 the statutory requirements uh for TIFF 2016 01:28:29,040 --> 01:28:31,040 approval. Um, it does also seem to 2017 01:28:31,040 --> 01:28:34,320 comply with our TIFF handbook. And I 2018 01:28:34,320 --> 01:28:36,400 believe we've got representatives 2019 01:28:36,400 --> 01:28:39,040 available to speak to the TIFF. Um, so 2020 01:28:39,040 --> 01:28:41,360 we can open it up for council questions 2021 01:28:41,360 --> 01:28:53,270 or discussion. 2022 01:28:53,280 --> 01:28:54,960 Good evening. Don Peterson. I'm the 2023 01:28:54,960 --> 01:28:56,320 attorney for the developer, Paul 2024 01:28:56,320 --> 01:28:59,600 Gronowige. Paul is uh this is a busy 2025 01:28:59,600 --> 01:29:02,159 season for him and so he's uh pouring 2026 01:29:02,159 --> 01:29:03,840 some forms and getting stuff on another 2027 01:29:03,840 --> 01:29:05,280 project. So he couldn't be here tonight 2028 01:29:05,280 --> 01:29:07,760 but uh he wishes that he could. I think 2029 01:29:07,760 --> 01:29:10,560 uh Stephanie and and Justin have laid 2030 01:29:10,560 --> 01:29:13,320 out what what the plan is. 2031 01:29:13,320 --> 01:29:16,480 Um the the nice thing about this is is 2032 01:29:16,480 --> 01:29:18,719 half of these uh half these apartments 2033 01:29:18,719 --> 01:29:21,120 will be three-bedroom and so they'll be 2034 01:29:21,120 --> 01:29:24,320 more family orientated there. There's a 2035 01:29:24,320 --> 01:29:26,560 uh workout facility included in one of 2036 01:29:26,560 --> 01:29:29,440 the buildings. Uh room for a coffee shop 2037 01:29:29,440 --> 01:29:31,760 uh in one of the buildings. Uh he has 2038 01:29:31,760 --> 01:29:33,760 plans for an outdoor pool potentially 2039 01:29:33,760 --> 01:29:36,000 fire pit kind of a play area for for 2040 01:29:36,000 --> 01:29:37,920 children. One of the things that we've 2041 01:29:37,920 --> 01:29:41,360 seen is that affordable housing which uh 2042 01:29:41,360 --> 01:29:43,679 Roger was talking about has a and and 2043 01:29:43,679 --> 01:29:46,480 Susan about a shortage in Mitchell. Part 2044 01:29:46,480 --> 01:29:48,800 of the thing is is affordable housing is 2045 01:29:48,800 --> 01:29:51,600 expensive to build and a lot of the the 2046 01:29:51,600 --> 01:29:53,679 entry positions in Mitchell. You can't 2047 01:29:53,679 --> 01:29:56,920 afford a $400,000 house. You can't 2048 01:29:56,920 --> 01:29:59,840 $350,000 house. But if you have a nice 2049 01:29:59,840 --> 01:30:01,280 apartment that you can move into that 2050 01:30:01,280 --> 01:30:03,120 has three bedrooms, room for your 2051 01:30:03,120 --> 01:30:04,960 family, you can work a few years 2052 01:30:04,960 --> 01:30:06,960 hopefully and save for the down payment 2053 01:30:06,960 --> 01:30:09,520 and then get into that uh get into that 2054 01:30:09,520 --> 01:30:11,679 first house. So I think that answers 2055 01:30:11,679 --> 01:30:14,320 all, you know, it fills all those boxes, 2056 01:30:14,320 --> 01:30:16,960 checks them all. So, I'm here to answer 2057 01:30:16,960 --> 01:30:20,560 any questions that you may have. 2058 01:30:20,560 --> 01:30:22,400 I did kind of skip over the affordable 2059 01:30:22,400 --> 01:30:25,360 housing uh aspect of that. So, again, 2060 01:30:25,360 --> 01:30:27,440 this would be um it's got language in 2061 01:30:27,440 --> 01:30:28,880 there that it be classified as an 2062 01:30:28,880 --> 01:30:31,199 affordable housing type tiff. Um if it 2063 01:30:31,199 --> 01:30:32,800 doesn't receive that classification, 2064 01:30:32,800 --> 01:30:35,040 then the tiff would terminate. Um again, 2065 01:30:35,040 --> 01:30:36,880 the reason that we do that is so that it 2066 01:30:36,880 --> 01:30:39,120 doesn't get classified as a local tiff 2067 01:30:39,120 --> 01:30:41,679 and so that it doesn't impact the the 2068 01:30:41,679 --> 01:30:44,719 tax formula. Right. So, in addition to 2069 01:30:44,719 --> 01:30:46,480 certifying the costs every year, they 2070 01:30:46,480 --> 01:30:49,120 also provide um a certification of the 2071 01:30:49,120 --> 01:30:51,920 rental rates as well. Interesting. I I 2072 01:30:51,920 --> 01:30:53,280 pointed this out to the planning 2073 01:30:53,280 --> 01:30:55,920 commission, but uh Paul Gronowig had one 2074 01:30:55,920 --> 01:30:58,000 other affordable housing tiff and it was 2075 01:30:58,000 --> 01:31:01,440 for houses uh first-time home buyers and 2076 01:31:01,440 --> 01:31:04,320 it was out uh north uh out there by the 2077 01:31:04,320 --> 01:31:06,800 lake and it's full. Every last been sold 2078 01:31:06,800 --> 01:31:08,639 and I think every last been built upon 2079 01:31:08,639 --> 01:31:10,960 and that's maybe a three-year-old tiff. 2080 01:31:10,960 --> 01:31:13,000 So that's just kind of a 2081 01:31:13,000 --> 01:31:17,719 a monument or a action that shows that 2082 01:31:17,719 --> 01:31:20,080 um there's a need for this type of 2083 01:31:20,080 --> 01:31:23,040 housing in Mitchell. And if if it can be 2084 01:31:23,040 --> 01:31:25,280 done with a tiff, it just puts more, you 2085 01:31:25,280 --> 01:31:30,149 know, it puts people in them. So 2086 01:31:30,159 --> 01:31:32,480 Don, this is not income income based 2087 01:31:32,480 --> 01:31:34,239 though. It is not it is not income 2088 01:31:34,239 --> 01:31:36,639 based. Right. But but the point well 2089 01:31:36,639 --> 01:31:39,600 taken is is families, young families can 2090 01:31:39,600 --> 01:31:42,320 move into Mitchell and start out in this 2091 01:31:42,320 --> 01:31:44,560 type of a of arrangement and hopefully 2092 01:31:44,560 --> 01:31:47,040 eventually get into a house. Yeah. Or 2093 01:31:47,040 --> 01:31:48,800 people our age, Jeff could retire and 2094 01:31:48,800 --> 01:31:51,159 live out in them, too. So it's not 2095 01:31:51,159 --> 01:31:55,199 income, but there is a set rate there. 2096 01:31:55,199 --> 01:31:58,080 There is a set uh rate, Mike. And it's 2097 01:31:58,080 --> 01:32:00,480 it's the state of South Dakota sets that 2098 01:32:00,480 --> 01:32:02,719 and so it's and so it cannot be above 2099 01:32:02,719 --> 01:32:04,719 that and it has to we have the same 2100 01:32:04,719 --> 01:32:06,719 thing on the same development you talked 2101 01:32:06,719 --> 01:32:08,239 about. There's a couple rental houses 2102 01:32:08,239 --> 01:32:10,000 out there that have to meet that 2103 01:32:10,000 --> 01:32:12,080 requirement and then Flats on Havens is 2104 01:32:12,080 --> 01:32:13,840 also set up that same. So Mike, what's 2105 01:32:13,840 --> 01:32:16,040 that program called? It's 2106 01:32:16,040 --> 01:32:20,159 the I got it. It's the uh 80% of the 2107 01:32:20,159 --> 01:32:22,239 state South Dakota area median income. 2108 01:32:22,239 --> 01:32:24,400 There you go. It's set by the South 2109 01:32:24,400 --> 01:32:25,840 Dakota Housing Development Authority. 2110 01:32:25,840 --> 01:32:27,920 So, it's 80% for the state of South 2111 01:32:27,920 --> 01:32:29,840 Dakota area median income being utilized 2112 01:32:29,840 --> 01:32:31,920 by the state by South Dakota Housing 2113 01:32:31,920 --> 01:32:33,520 Development Authority at the time such 2114 01:32:33,520 --> 01:32:35,920 rental agreement is entered 2115 01:32:35,920 --> 01:32:37,760 and that changes from time to time. It 2116 01:32:37,760 --> 01:32:39,520 it Yeah, they do update it on their 2117 01:32:39,520 --> 01:32:41,760 website. It's 2118 01:32:41,760 --> 01:32:43,679 I can't find it. It's extremely hard to 2119 01:32:43,679 --> 01:32:45,520 find now, Stephanie. I was working with 2120 01:32:45,520 --> 01:32:47,199 the Department of Revenue and they 2121 01:32:47,199 --> 01:32:48,639 couldn't find it. It used to be really 2122 01:32:48,639 --> 01:32:50,400 easy to pull that up, but it's not quite 2123 01:32:50,400 --> 01:32:52,080 as easy anymore. Actually, Pam and I 2124 01:32:52,080 --> 01:32:55,500 found the calculator online to find it. 2125 01:32:55,500 --> 01:33:00,629 [Music] 2126 01:33:00,639 --> 01:33:03,560 Yeah, I I I mean Flats on 2127 01:33:03,560 --> 01:33:07,520 Havens full, right? It's a capacity. So, 2128 01:33:07,520 --> 01:33:09,040 I mean, obviously, this is something 2129 01:33:09,040 --> 01:33:12,560 that is necessary. We need it. We um 2130 01:33:12,560 --> 01:33:14,880 there's a demand. So, well, we just, you 2131 01:33:14,880 --> 01:33:16,880 know, you just approved not so long ago, 2132 01:33:16,880 --> 01:33:19,040 you you approved one that is income 2133 01:33:19,040 --> 01:33:22,400 based uh and and that'll fill up in no 2134 01:33:22,400 --> 01:33:24,560 time. And then there was another uh 2135 01:33:24,560 --> 01:33:26,639 similar apartment that was affordable 2136 01:33:26,639 --> 01:33:28,960 but isn't income based uh being built as 2137 01:33:28,960 --> 01:33:31,520 well. So they wouldn't build them if I 2138 01:33:31,520 --> 01:33:32,719 don't think there was any need for them. 2139 01:33:32,719 --> 01:33:37,110 So second that. 2140 01:33:37,120 --> 01:33:38,880 Okay. Further discussions or questions 2141 01:33:38,880 --> 01:33:42,790 for 2142 01:33:42,800 --> 01:33:44,400 Okay. All right. Anyone in the audience 2143 01:33:44,400 --> 01:33:52,070 like to discuss this? 2144 01:33:52,080 --> 01:33:54,159 Uh, good evening evening. Steve Simpson 2145 01:33:54,159 --> 01:33:56,480 here. I have a handout I'd like to 2146 01:33:56,480 --> 01:33:58,800 provide. There's 12 copies. So, there's 2147 01:33:58,800 --> 01:34:02,480 a few extra for the administration here. 2148 01:34:02,480 --> 01:34:04,080 I want to start out while that's being 2149 01:34:04,080 --> 01:34:06,560 passed around saying that I'm totally in 2150 01:34:06,560 --> 01:34:10,719 favor of the developer part of the tiff, 2151 01:34:10,719 --> 01:34:11,639 the 2152 01:34:11,639 --> 01:34:16,560 2.282. Uh we've already passed many uh 2153 01:34:16,560 --> 01:34:18,800 affordable housing tiffs in Mitchell 2154 01:34:18,800 --> 01:34:21,040 recently and and in order for this 2155 01:34:21,040 --> 01:34:23,600 developer to compete with those, he 2156 01:34:23,600 --> 01:34:26,000 deserves to have a tiff, too. So I I'm I 2157 01:34:26,000 --> 01:34:29,040 support the tiff to the developer. Um my 2158 01:34:29,040 --> 01:34:31,280 concern is with the Maddie Street uh 2159 01:34:31,280 --> 01:34:34,400 south of uh Quiet Lane being added into 2160 01:34:34,400 --> 01:34:38,400 the uh tax instead of the district. uh 2161 01:34:38,400 --> 01:34:42,960 if you read uh the plan the project plan 2162 01:34:42,960 --> 01:34:45,520 it clearly states that these are two 2163 01:34:45,520 --> 01:34:46,520 separate 2164 01:34:46,520 --> 01:34:51,760 projects. If you go to uh page 10 uh it 2165 01:34:51,760 --> 01:34:54,800 talks about the financing terms uh the 2166 01:34:54,800 --> 01:34:58,430 the fourth bullet states 2167 01:34:58,440 --> 01:35:01,199 uh that the developers project with the 2168 01:35:01,199 --> 01:35:04,320 remaining tax payment up to 2.2 for the 2169 01:35:04,320 --> 01:35:06,560 Mandy Street project. So there's 2.282 2170 01:35:06,560 --> 01:35:09,120 282 for the developer project and 2171 01:35:09,120 --> 01:35:12,480 there's 2020 for the for the Mandy 2172 01:35:12,480 --> 01:35:14,159 Street project. So it states right there 2173 01:35:14,159 --> 01:35:15,800 on page 10 there's two different 2174 01:35:15,800 --> 01:35:20,239 projects. Um you go to page 11 and and 2175 01:35:20,239 --> 01:35:22,639 it it talks again about the city shall 2176 01:35:22,639 --> 01:35:24,880 pass through all available tax increment 2177 01:35:24,880 --> 01:35:28,159 fund revenues not to exceed 2.282 2178 01:35:28,159 --> 01:35:30,080 million in a manner consistent with the 2179 01:35:30,080 --> 01:35:33,040 Mandy Street cost. Then the bottom of of 2180 01:35:33,040 --> 01:35:35,280 page 11 it talks about the Mandy Street 2181 01:35:35,280 --> 01:35:37,000 terms. 2182 01:35:37,000 --> 01:35:40,159 Uh at the top of 12 it says if Mandy 2183 01:35:40,159 --> 01:35:42,480 Street is constructed the tiff increment 2184 01:35:42,480 --> 01:35:44,639 will first be applied to developer 2185 01:35:44,639 --> 01:35:47,320 certified cost up to the 2186 01:35:47,320 --> 01:35:50,000 2.282. Okay. Once the developer 2187 01:35:50,000 --> 01:35:51,920 certified costs are paid all remaining 2188 01:35:51,920 --> 01:35:53,719 increment will be paid to the 2189 01:35:53,719 --> 01:35:57,960 city up to the maximum of 4.3. 2190 01:35:57,960 --> 01:36:01,440 Um before I go into the handout, what 2191 01:36:01,440 --> 01:36:05,199 does this mean is I want to uh go to 2192 01:36:05,199 --> 01:36:09,520 page 18, it talks about uh the tax levy 2193 01:36:09,520 --> 01:36:14,199 of 017 is is what's creating this tax uh 2194 01:36:14,199 --> 01:36:15,719 benefit 2195 01:36:15,719 --> 01:36:18,080 normally. And the way the tiffs have 2196 01:36:18,080 --> 01:36:21,120 been working is in this example once it 2197 01:36:21,120 --> 01:36:25,199 reaches 2.2082 282 the tiff is done and 2198 01:36:25,199 --> 01:36:29,840 then the uh uh various county school 2199 01:36:29,840 --> 01:36:32,480 district and city of Mitchell begins to 2200 01:36:32,480 --> 01:36:35,280 have that benefit financial benefit and 2201 01:36:35,280 --> 01:36:37,440 if you look at the percentages of the 2202 01:36:37,440 --> 01:36:41,159 tax levy the city of Mitchell is 2203 01:36:41,159 --> 01:36:45,199 25% of the total uh the school 2204 01:36:45,199 --> 01:36:48,239 district's 56% and the county Davidson 2205 01:36:48,239 --> 01:36:50,719 County is 19%. 2206 01:36:50,719 --> 01:36:54,080 So this is where I'll go to the handout. 2207 01:36:54,080 --> 01:36:55,960 On page one, I 2208 01:36:55,960 --> 01:36:58,800 highlighted that these tiffs are used so 2209 01:36:58,800 --> 01:37:00,639 that you don't have to use general 2210 01:37:00,639 --> 01:37:04,880 funds. So if we uses the general fund of 2211 01:37:04,880 --> 01:37:08,880 the city of Mitchell to uh put in Manny 2212 01:37:08,880 --> 01:37:12,800 Street, the city will will be on the 2213 01:37:12,800 --> 01:37:15,000 hook for 100% of that 2214 01:37:15,000 --> 01:37:18,000 cost versus if you use the tiff money, 2215 01:37:18,000 --> 01:37:19,080 it's only 2216 01:37:19,080 --> 01:37:22,480 25%. And so so you're asking people 2217 01:37:22,480 --> 01:37:26,560 outside of city limits to help pay for a 2218 01:37:26,560 --> 01:37:29,360 city street. And there's a fairness 2219 01:37:29,360 --> 01:37:32,790 question there. 2220 01:37:32,800 --> 01:37:34,520 Now, with regard 2221 01:37:34,520 --> 01:37:39,119 to requirements by the South Dakota uh 2222 01:37:39,119 --> 01:37:43,440 Department of Revenue, uh go to page two 2223 01:37:43,440 --> 01:37:45,199 highlighted under the county and 2224 01:37:45,199 --> 01:37:47,920 municipal approval. It states, quote, 2225 01:37:47,920 --> 01:37:50,320 "Local authorities then request the 2226 01:37:50,320 --> 01:37:52,880 department of revenue to make a 2227 01:37:52,880 --> 01:37:56,000 preliminary classification determination 2228 01:37:56,000 --> 01:37:58,800 prior to the tiff district approval by 2229 01:37:58,800 --> 01:38:01,840 the county or municipality. So, has that 2230 01:38:01,840 --> 01:38:04,480 has that been done yet?" according to 2231 01:38:04,480 --> 01:38:07,679 the uh tax increment financing handbook 2232 01:38:07,679 --> 01:38:09,040 for the city of Mitchell that was 2233 01:38:09,040 --> 01:38:13,440 approved uh January 6, 2020. Uh I I go 2234 01:38:13,440 --> 01:38:15,520 to the back of it and that step is not 2235 01:38:15,520 --> 01:38:19,679 included in the steps to uh process a 2236 01:38:19,679 --> 01:38:23,119 tiff at for the city of Mitchell. And 2237 01:38:23,119 --> 01:38:25,360 the reason why this classification is 2238 01:38:25,360 --> 01:38:28,280 important, you go to page 2239 01:38:28,280 --> 01:38:31,199 three and it has the classification 2240 01:38:31,199 --> 01:38:33,199 types. There's four of them. And the one 2241 01:38:33,199 --> 01:38:36,800 I want to point to is the local type. It 2242 01:38:36,800 --> 01:38:38,719 states that unless the tiff district 2243 01:38:38,719 --> 01:38:41,040 meets the definition of an industrial 2244 01:38:41,040 --> 01:38:43,199 economic development or affordable 2245 01:38:43,199 --> 01:38:46,080 housing tiff district, it is a local 2246 01:38:46,080 --> 01:38:47,320 tiff 2247 01:38:47,320 --> 01:38:49,760 district. The projects usually benefit 2248 01:38:49,760 --> 01:38:51,840 the local government instead of having a 2249 01:38:51,840 --> 01:38:54,880 regional or statewide benefit. And I am 2250 01:38:54,880 --> 01:38:57,600 saying that the Manny Street project is 2251 01:38:57,600 --> 01:39:00,080 a local tiff and we're mix it in with 2252 01:39:00,080 --> 01:39:03,840 this housing affordable housing tiff. 2253 01:39:03,840 --> 01:39:06,639 And so I'm not sure how the department 2254 01:39:06,639 --> 01:39:08,400 of revenue is going to classify this 2255 01:39:08,400 --> 01:39:09,760 thing when we're putting two different 2256 01:39:09,760 --> 01:39:13,920 things into the same uh district. Uh and 2257 01:39:13,920 --> 01:39:15,679 the reason why this is important is in 2258 01:39:15,679 --> 01:39:19,199 the last column that for a local tiff, 2259 01:39:19,199 --> 01:39:21,440 the county auditor is required to impose 2260 01:39:21,440 --> 01:39:24,159 an additional school levy on all real 2261 01:39:24,159 --> 01:39:26,159 property within any impacted school 2262 01:39:26,159 --> 01:39:29,000 district to hold the districts 2263 01:39:29,000 --> 01:39:31,760 harmless. Okay? And really what's going 2264 01:39:31,760 --> 01:39:35,360 on here is if this local tiff does not 2265 01:39:35,360 --> 01:39:37,280 benefit the state as a whole as the 2266 01:39:37,280 --> 01:39:40,000 other three types of tiffs do, the state 2267 01:39:40,000 --> 01:39:43,280 is not going to uh provide the school 2268 01:39:43,280 --> 01:39:45,239 system with state aid for that 2269 01:39:45,239 --> 01:39:49,159 increment. And so then the local uh 2270 01:39:49,159 --> 01:39:51,440 taxpayers of that school district will 2271 01:39:51,440 --> 01:39:53,600 then have to make up the difference. 2272 01:39:53,600 --> 01:39:55,280 That's happened in Brookings. I brought 2273 01:39:55,280 --> 01:39:58,080 that forward. They did a couple of those 2274 01:39:58,080 --> 01:40:02,719 and uh when the tiffs were complete, the 2275 01:40:02,719 --> 01:40:05,400 county continued to tax the taxpayers 2276 01:40:05,400 --> 01:40:08,080 $470,000. And I talked to a a county 2277 01:40:08,080 --> 01:40:10,560 audit uh a person in the county audit 2278 01:40:10,560 --> 01:40:12,639 here in Davidson County. I explained 2279 01:40:12,639 --> 01:40:15,040 this to them and they were concerned 2280 01:40:15,040 --> 01:40:16,800 that this would be a very complicated 2281 01:40:16,800 --> 01:40:19,040 process if we have to go through this. 2282 01:40:19,040 --> 01:40:21,360 So my recommendation is you push this 2283 01:40:21,360 --> 01:40:23,600 back to the planning commission, tell 2284 01:40:23,600 --> 01:40:26,000 them to remove Matty Street south of 2285 01:40:26,000 --> 01:40:28,719 Quiet Lane from the from the tax 2286 01:40:28,719 --> 01:40:31,199 increment district and then then put 2287 01:40:31,199 --> 01:40:33,159 this uh 2288 01:40:33,159 --> 01:40:36,960 2.282 affordable housing tiff forward 2289 01:40:36,960 --> 01:40:39,199 back to your table and then improve it 2290 01:40:39,199 --> 01:40:40,679 and get this thing 2291 01:40:40,679 --> 01:40:45,199 going. Thank you for your time. 2292 01:40:45,199 --> 01:40:46,800 Guess one of the experts have uh some 2293 01:40:46,800 --> 01:40:49,040 followup. All right. Well, I I don't 2294 01:40:49,040 --> 01:40:51,840 want to speak to Steve's comment as to, 2295 01:40:51,840 --> 01:40:53,520 you know, the philosophy of including 2296 01:40:53,520 --> 01:40:55,360 Matty Street, but I do want to speak to 2297 01:40:55,360 --> 01:40:56,880 a couple of the the points that he 2298 01:40:56,880 --> 01:40:59,600 raised. Um, mostly in regards to how the 2299 01:40:59,600 --> 01:41:01,520 TIFF would be classified in the process 2300 01:41:01,520 --> 01:41:03,280 for that. Um, it's our understanding 2301 01:41:03,280 --> 01:41:04,880 that the state no longer gives 2302 01:41:04,880 --> 01:41:07,119 preliminary classifications. You 2303 01:41:07,119 --> 01:41:08,560 actually need to go through approve the 2304 01:41:08,560 --> 01:41:10,239 TIFF and then supply them with the 2305 01:41:10,239 --> 01:41:12,000 information from it being approved 2306 01:41:12,000 --> 01:41:14,880 before they'll give any indication as to 2307 01:41:14,880 --> 01:41:17,840 how they're going to classify it. Um, 2308 01:41:17,840 --> 01:41:20,000 another thing to to touch on here is 2309 01:41:20,000 --> 01:41:22,239 that we've got language in our project 2310 01:41:22,239 --> 01:41:25,600 plan that if it does not get classified 2311 01:41:25,600 --> 01:41:27,840 as an affordable housing, it terminates. 2312 01:41:27,840 --> 01:41:29,440 So, there's no risk of it being 2313 01:41:29,440 --> 01:41:31,679 classified as a local TIFF because if it 2314 01:41:31,679 --> 01:41:33,760 does get classified as a local TIFF, the 2315 01:41:33,760 --> 01:41:36,639 TIFF terminates, it ceased to exist. So, 2316 01:41:36,639 --> 01:41:40,000 if that were to happen, we may need to 2317 01:41:40,000 --> 01:41:44,080 reconsider um the TIFF at a future date, 2318 01:41:44,080 --> 01:41:45,760 take out whatever component the state 2319 01:41:45,760 --> 01:41:48,560 had an issue with, and then reprocess a 2320 01:41:48,560 --> 01:41:51,920 new TIFF. Um but as far as this one 2321 01:41:51,920 --> 01:41:54,159 goes, there's no risk of including it 2322 01:41:54,159 --> 01:41:56,560 and having it classified as a local TIFF 2323 01:41:56,560 --> 01:41:59,040 because if that happens, the TIFF 2324 01:41:59,040 --> 01:42:03,189 terminates. 2325 01:42:03,199 --> 01:42:04,400 Can you just come up to the podium for 2326 01:42:04,400 --> 01:42:07,590 the folks at home? 2327 01:42:07,600 --> 01:42:09,760 Um, follow up with what Justin said in 2328 01:42:09,760 --> 01:42:12,719 the past, uh, we I used to always ask 2329 01:42:12,719 --> 01:42:14,719 for the pre-approval and we'd send in 2330 01:42:14,719 --> 01:42:16,320 the project plan at the same time we'd 2331 01:42:16,320 --> 01:42:19,360 send it to the city and we we'd get it 2332 01:42:19,360 --> 01:42:22,080 back uh, in four or five days either 2333 01:42:22,080 --> 01:42:24,000 saying yes, it works or it doesn't work. 2334 01:42:24,000 --> 01:42:25,760 And in this particular case, I sent it 2335 01:42:25,760 --> 01:42:29,119 in and they asked for several more uh, 2336 01:42:29,119 --> 01:42:30,880 items and one of those was, "Has the 2337 01:42:30,880 --> 01:42:32,159 city approved it yet?" And I said, 2338 01:42:32,159 --> 01:42:33,440 "Well, no, that's we're trying to get 2339 01:42:33,440 --> 01:42:35,280 the pre-approval." and they said they 2340 01:42:35,280 --> 01:42:37,679 don't do that anymore. So there there's 2341 01:42:37,679 --> 01:42:40,159 no way to get the pre-approval uh until 2342 01:42:40,159 --> 01:42:41,920 the city council would approve it and 2343 01:42:41,920 --> 01:42:43,760 then Stephanie attaches sends in the 2344 01:42:43,760 --> 01:42:46,800 plan and attaches some uh items to it 2345 01:42:46,800 --> 01:42:48,400 and then that's what gets looked at. 2346 01:42:48,400 --> 01:42:50,000 Yeah. And I was just going to say even 2347 01:42:50,000 --> 01:42:52,719 when they were doing preapprovals, it it 2348 01:42:52,719 --> 01:42:54,960 wasn't it wasn't relevant anyways 2349 01:42:54,960 --> 01:42:56,560 because when they got once they got the 2350 01:42:56,560 --> 01:42:58,560 plan they could change your mind, right? 2351 01:42:58,560 --> 01:43:00,480 So it's really a duplication that was 2352 01:43:00,480 --> 01:43:03,280 wasn't accomplishing much. Right. Stay 2353 01:43:03,280 --> 01:43:05,920 here. I have a question on Matty Street. 2354 01:43:05,920 --> 01:43:07,280 I've asked you this in private before. 2355 01:43:07,280 --> 01:43:09,840 Stephanie, this is the second time Matty 2356 01:43:09,840 --> 01:43:11,600 Street has been included in a tiff. Why 2357 01:43:11,600 --> 01:43:16,470 did it not get built the first time? 2358 01:43:16,480 --> 01:43:19,199 Well, I I guess my answer would be they 2359 01:43:19,199 --> 01:43:23,040 had an estimate of 10. Well, Don, you 2360 01:43:23,040 --> 01:43:26,400 you did that, Tiffy. Probably. Yeah. 2361 01:43:26,400 --> 01:43:28,239 There you go. Well, I'm going to I'm 2362 01:43:28,239 --> 01:43:30,400 going to Stephanie was right. I'm sure I 2363 01:43:30,400 --> 01:43:31,600 don't have the project plan in front of 2364 01:43:31,600 --> 01:43:33,119 me, but I'm sure there was an estimate 2365 01:43:33,119 --> 01:43:35,760 of what the uh what what the tiff would 2366 01:43:35,760 --> 01:43:38,080 generate. Uh and it and it didn't 2367 01:43:38,080 --> 01:43:40,719 develop quick enough uh because remember 2368 01:43:40,719 --> 01:43:42,080 all your spending has to be done in the 2369 01:43:42,080 --> 01:43:44,520 first five years and it didn't 2370 01:43:44,520 --> 01:43:47,440 generate enough revenue in those first 2371 01:43:47,440 --> 01:43:49,920 five years to uh allow for the building 2372 01:43:49,920 --> 01:43:55,520 of Matty Street. Yeah. Um, I will say, 2373 01:43:55,530 --> 01:43:57,000 [Music] 2374 01:43:57,000 --> 01:43:59,320 um, you might phrase this better than 2375 01:43:59,320 --> 01:44:01,920 me. Um, 2376 01:44:01,920 --> 01:44:03,520 yeah, 2377 01:44:03,520 --> 01:44:05,600 I guess the the other thing to take into 2378 01:44:05,600 --> 01:44:07,520 consideration is that was an old style 2379 01:44:07,520 --> 01:44:09,360 tiff before we started moving over to 2380 01:44:09,360 --> 01:44:12,080 grant pass through and before we started 2381 01:44:12,080 --> 01:44:14,159 started limiting the interest that was 2382 01:44:14,159 --> 01:44:16,239 available to developers. So, it was 2383 01:44:16,239 --> 01:44:18,080 likely a situation where a lot of the 2384 01:44:18,080 --> 01:44:20,000 available increment would have been 2385 01:44:20,000 --> 01:44:22,639 going into developer interest costs. I 2386 01:44:22,639 --> 01:44:25,280 guess what I'm getting at is I feel like 2387 01:44:25,280 --> 01:44:26,480 there's that word again. There's no 2388 01:44:26,480 --> 01:44:29,480 teeth in these deals because right 2389 01:44:29,480 --> 01:44:32,960 because I was not here to vote on that, 2390 01:44:32,960 --> 01:44:34,880 but some of you were. You voted on it 2391 01:44:34,880 --> 01:44:36,719 with the understanding that that if the 2392 01:44:36,719 --> 01:44:38,320 increment occurred, we were going to 2393 01:44:38,320 --> 01:44:40,560 build this street and it didn't happen. 2394 01:44:40,560 --> 01:44:42,000 So, I feel like we're really doubling up 2395 01:44:42,000 --> 01:44:44,560 on a tiff here. And I'm for the project. 2396 01:44:44,560 --> 01:44:46,239 absolutely for the project. I think that 2397 01:44:46,239 --> 01:44:48,400 it's a needed project. The the street 2398 01:44:48,400 --> 01:44:50,159 would be fantastic to put through. I 2399 01:44:50,159 --> 01:44:52,159 just I I'm kind of with Steve. I don't I 2400 01:44:52,159 --> 01:44:54,320 question because of this the second time 2401 01:44:54,320 --> 01:44:55,600 it's been in front of us and that's why 2402 01:44:55,600 --> 01:44:57,280 I asked you to answer it because I knew 2403 01:44:57,280 --> 01:44:59,040 you would wrote the first one. I will 2404 01:44:59,040 --> 01:45:01,040 say uh two things though that come with 2405 01:45:01,040 --> 01:45:03,199 that. We do look at the if you look at 2406 01:45:03,199 --> 01:45:06,320 all the added residential um structures 2407 01:45:06,320 --> 01:45:09,040 that have been added to east of Foster, 2408 01:45:09,040 --> 01:45:10,880 having additional outlet for those 2409 01:45:10,880 --> 01:45:12,960 residents to get to Havens without 2410 01:45:12,960 --> 01:45:14,800 having to use Foster is going to benefit 2411 01:45:14,800 --> 01:45:17,280 that apartment complex. Absolutely. As 2412 01:45:17,280 --> 01:45:19,600 to your question or your concerns about 2413 01:45:19,600 --> 01:45:22,000 the previous tiffs, I think that's 2414 01:45:22,000 --> 01:45:24,080 really what led to the change in the 2415 01:45:24,080 --> 01:45:27,040 process is council wanted to see more 2416 01:45:27,040 --> 01:45:29,119 accountability, more reporting. 2417 01:45:29,119 --> 01:45:31,040 Everybody has to certify their costs. 2418 01:45:31,040 --> 01:45:35,119 Now, they have to provide a list of what 2419 01:45:35,119 --> 01:45:36,719 their rental rates are or what they're 2420 01:45:36,719 --> 01:45:38,639 selling houses for. Actually, Paul's 2421 01:45:38,639 --> 01:45:39,840 been great about that. Stephanie 2422 01:45:39,840 --> 01:45:41,040 actually is the one that sends them to 2423 01:45:41,040 --> 01:45:44,000 me every year. And we've added on to 2424 01:45:44,000 --> 01:45:46,719 that reporting when people are saying as 2425 01:45:46,719 --> 01:45:48,560 part of the TIFF project plan that 2426 01:45:48,560 --> 01:45:50,159 they're creating so many jobs, I'm going 2427 01:45:50,159 --> 01:45:52,480 to start asking on job creation as well. 2428 01:45:52,480 --> 01:45:54,719 So, we are having a lot more oversight 2429 01:45:54,719 --> 01:45:58,080 than what we've had in the past. Um I I 2430 01:45:58,080 --> 01:46:00,159 think partly because your concerns were 2431 01:46:00,159 --> 01:46:03,600 shared and I'll add too, Mike, that the 2432 01:46:03,600 --> 01:46:05,440 nice thing with this one is the city 2433 01:46:05,440 --> 01:46:07,920 holds the cards this time on whether the 2434 01:46:07,920 --> 01:46:09,760 the Matty Street construction moves 2435 01:46:09,760 --> 01:46:13,280 forward or not. And it's there's really 2436 01:46:13,280 --> 01:46:15,840 no risk to us. The de the development is 2437 01:46:15,840 --> 01:46:17,360 going to happen within the first couple 2438 01:46:17,360 --> 01:46:19,800 of years. We'll know what kind of 2439 01:46:19,800 --> 01:46:22,880 increment or what kind of values come in 2440 01:46:22,880 --> 01:46:24,719 for those projects once they're 2441 01:46:24,719 --> 01:46:26,080 completed. 2442 01:46:26,080 --> 01:46:28,560 Um once those come in, we'll be able to 2443 01:46:28,560 --> 01:46:30,639 do a more accurate projection of what 2444 01:46:30,639 --> 01:46:32,639 that tiff will generate over the 2445 01:46:32,639 --> 01:46:36,159 lifespan of it. So you'll know with a 2446 01:46:36,159 --> 01:46:39,679 lot more uh certainty how much is going 2447 01:46:39,679 --> 01:46:43,920 to be able to uh come in to help fund 2448 01:46:43,920 --> 01:46:46,239 the Matty Street construction. And then 2449 01:46:46,239 --> 01:46:48,280 the city once it has all that 2450 01:46:48,280 --> 01:46:51,119 information can decide exactly how much 2451 01:46:51,119 --> 01:46:53,520 of Mattie Street we want to construct. 2452 01:46:53,520 --> 01:46:56,480 And remember, the developer is still at 2453 01:46:56,480 --> 01:46:58,880 risk. The developer, I'll take uh Paul 2454 01:46:58,880 --> 01:47:00,159 Gronowick in this case, is going to go 2455 01:47:00,159 --> 01:47:01,440 out and he's going to build five 2456 01:47:01,440 --> 01:47:04,239 buildings by November 1st of this year. 2457 01:47:04,239 --> 01:47:06,560 If those don't fill up, he's still it's 2458 01:47:06,560 --> 01:47:08,320 his loan. He went out and got the loan. 2459 01:47:08,320 --> 01:47:10,080 He's going to have to service it whether 2460 01:47:10,080 --> 01:47:12,239 there's tiff increment available or not. 2461 01:47:12,239 --> 01:47:14,239 So, he's taking a big risk. And if they 2462 01:47:14,239 --> 01:47:16,159 don't fill up, he probably won't build 2463 01:47:16,159 --> 01:47:17,840 the last five because if he can't get 2464 01:47:17,840 --> 01:47:19,679 the first five rented, at least right 2465 01:47:19,679 --> 01:47:22,159 away. So, the developers going out there 2466 01:47:22,159 --> 01:47:25,199 taking a risk uh in that and and 2467 01:47:25,199 --> 01:47:27,119 sometimes they work and they work great 2468 01:47:27,119 --> 01:47:29,199 and sometimes they don't. Stephanie and 2469 01:47:29,199 --> 01:47:31,520 Justin are right. Um there weren't 2470 01:47:31,520 --> 01:47:33,119 affordable housing tests when that when 2471 01:47:33,119 --> 01:47:34,880 Matty Street was in, so I can't re 2472 01:47:34,880 --> 01:47:37,679 remember how how that was created. Um 2473 01:47:37,679 --> 01:47:40,560 but they've tightened down the rules and 2474 01:47:40,560 --> 01:47:43,360 and and and the developers have accepted 2475 01:47:43,360 --> 01:47:44,719 those and we have to play by those 2476 01:47:44,719 --> 01:47:46,639 rules. 2477 01:47:46,639 --> 01:47:49,440 So, so when if if and when we put Matty 2478 01:47:49,440 --> 01:47:52,320 Street in, will those property owners or 2479 01:47:52,320 --> 01:47:54,400 it's just a dirt trail now, will they be 2480 01:47:54,400 --> 01:47:56,639 assessed a portion of that street or 2481 01:47:56,639 --> 01:47:59,239 will the taxpayer or the increment pay 2482 01:47:59,239 --> 01:48:02,320 for all of that? That's something that 2483 01:48:02,320 --> 01:48:04,000 you'll have to decide when that time 2484 01:48:04,000 --> 01:48:06,560 comes because right now we don't know 2485 01:48:06,560 --> 01:48:08,239 how much is going to come in. We don't 2486 01:48:08,239 --> 01:48:09,600 know how much of the street you'll end 2487 01:48:09,600 --> 01:48:12,480 up wanting to do. Um, so it's possible 2488 01:48:12,480 --> 01:48:14,320 that it might pay for a good chunk of 2489 01:48:14,320 --> 01:48:16,000 it. it's possible that it's only going 2490 01:48:16,000 --> 01:48:19,679 to pay for, you know, half of it. Um, so 2491 01:48:19,679 --> 01:48:21,119 that that's something that the council 2492 01:48:21,119 --> 01:48:22,320 in the future is going to have to 2493 01:48:22,320 --> 01:48:25,280 consider and decide. I mean, the way the 2494 01:48:25,280 --> 01:48:27,360 way it's set up now, it wouldn't pay for 2495 01:48:27,360 --> 01:48:30,320 a lot of it, but we haven't taken in 2496 01:48:30,320 --> 01:48:32,560 into account any increase whatsoever in 2497 01:48:32,560 --> 01:48:34,560 anybody's property taxes out there, 2498 01:48:34,560 --> 01:48:36,800 which is bound to happen. And we big 2499 01:48:36,800 --> 01:48:38,560 costs what seem seem to be going down 2500 01:48:38,560 --> 01:48:40,320 for us right now. Yeah. So, that that 2501 01:48:40,320 --> 01:48:42,639 could help. Um, but there's a reason why 2502 01:48:42,639 --> 01:48:44,480 most tips and Mitchell are paid off in 2503 01:48:44,480 --> 01:48:47,920 15 or 16 years or uh is is because when 2504 01:48:47,920 --> 01:48:50,400 we figure them out for the life of them, 2505 01:48:50,400 --> 01:48:52,880 we never build in any increase in the in 2506 01:48:52,880 --> 01:48:55,920 the in the taxes and they pay off early. 2507 01:48:55,920 --> 01:48:58,080 So, and and so hopefully this is one 2508 01:48:58,080 --> 01:49:00,320 where it comes just like it's supposed 2509 01:49:00,320 --> 01:49:04,239 to. Uh prices go up or the taxes go up 2510 01:49:04,239 --> 01:49:06,560 and there's money available for Matty 2511 01:49:06,560 --> 01:49:09,040 Street. So I and we should explain the 2512 01:49:09,040 --> 01:49:11,679 reason why um the internal review 2513 01:49:11,679 --> 01:49:13,119 started the conversation with the 2514 01:49:13,119 --> 01:49:15,360 developer is this was one of the 2515 01:49:15,360 --> 01:49:19,040 discussion points back in 2014 2015 when 2516 01:49:19,040 --> 01:49:21,199 we were redoing the tiff plan because 2517 01:49:21,199 --> 01:49:23,280 there was frustration that we didn't see 2518 01:49:23,280 --> 01:49:25,280 this completed. So we thought it was an 2519 01:49:25,280 --> 01:49:27,760 opportunity to kind not wrong or right 2520 01:49:27,760 --> 01:49:30,800 but to try it again and the developer 2521 01:49:30,800 --> 01:49:32,880 had no issue whatsoever. He was happy to 2522 01:49:32,880 --> 01:49:42,109 be able to to accommodate 2523 01:49:42,119 --> 01:49:47,480 Okay. Yeah. Thank you. Back to the page 2524 01:49:47,480 --> 01:49:50,800 three. It states that a local tiff is 2525 01:49:50,800 --> 01:49:54,440 the default unless it's 2526 01:49:54,440 --> 01:49:57,199 industrial. Is there anything on south 2527 01:49:57,199 --> 01:50:02,000 of uh Quiet Lane on Manny Street that's 2528 01:50:02,000 --> 01:50:04,719 uh part of an industrial business? So 2529 01:50:04,719 --> 01:50:06,800 the the fourth category there, Steve, 2530 01:50:06,800 --> 01:50:09,040 under affordable housing is housing 2531 01:50:09,040 --> 01:50:10,400 development, infrastructure 2532 01:50:10,400 --> 01:50:12,400 improvements, housing development, and 2533 01:50:12,400 --> 01:50:14,000 workforce housing. That's what we're 2534 01:50:14,000 --> 01:50:18,239 applying under. Yes. And and south of 2535 01:50:18,239 --> 01:50:20,320 Quiet Lane on Manny Street, there are 2536 01:50:20,320 --> 01:50:22,960 already houses there, right? Are are 2537 01:50:22,960 --> 01:50:25,920 they lowincome affordable housing based 2538 01:50:25,920 --> 01:50:29,440 on state statute? 2539 01:50:29,440 --> 01:50:31,119 Steve, I I think they look at the 2540 01:50:31,119 --> 01:50:33,600 project as a whole, not specific areas 2541 01:50:33,600 --> 01:50:35,360 of it. 2542 01:50:35,360 --> 01:50:38,790 Okay? 2543 01:50:38,800 --> 01:50:40,920 Because if you're looking at just the 2544 01:50:40,920 --> 01:50:43,600 street, there's no tax increment that's 2545 01:50:43,600 --> 01:50:45,760 being generated with any portion of 2546 01:50:45,760 --> 01:50:47,600 Mattie Street. The only tax increment 2547 01:50:47,600 --> 01:50:49,679 that is being generated is the apartment 2548 01:50:49,679 --> 01:50:51,440 complex. Well, that's because that's the 2549 01:50:51,440 --> 01:50:55,040 boundary is set up for that. And I have 2550 01:50:55,040 --> 01:50:58,239 a problem with if if we just did Manny 2551 01:50:58,239 --> 01:51:00,719 Street south of Quiet Lane as a TIFF, it 2552 01:51:00,719 --> 01:51:03,600 would be a local tiff. So we really have 2553 01:51:03,600 --> 01:51:05,040 two different projects here. As I 2554 01:51:05,040 --> 01:51:07,040 stated, your plan state said it's two 2555 01:51:07,040 --> 01:51:09,199 different projects. One project is a 2556 01:51:09,199 --> 01:51:11,119 local tiff type. The other one is an 2557 01:51:11,119 --> 01:51:13,199 affordable housing type. And I'm not 2558 01:51:13,199 --> 01:51:15,360 sure how the South Dakota Department of 2559 01:51:15,360 --> 01:51:17,440 Redwood is going to view a project such 2560 01:51:17,440 --> 01:51:19,440 as this. You said at the beginning that 2561 01:51:19,440 --> 01:51:22,560 this was a unique project. Okay. And it 2562 01:51:22,560 --> 01:51:24,000 is a unique project. I've never seen 2563 01:51:24,000 --> 01:51:25,600 this before and I'm not sure if the 2564 01:51:25,600 --> 01:51:27,199 South Dakota Department of Revenue ever 2565 01:51:27,199 --> 01:51:29,119 seen uh something when it has two 2566 01:51:29,119 --> 01:51:30,639 different types of tiffs in the same 2567 01:51:30,639 --> 01:51:34,080 tiff. Well, I think a similar 2568 01:51:34,080 --> 01:51:36,560 Well, I all I'll say is that there's no 2569 01:51:36,560 --> 01:51:39,679 risk to the city to find out. So, we we 2570 01:51:39,679 --> 01:51:42,400 can approve it as is the developer. 2571 01:51:42,400 --> 01:51:43,920 We're going to delay the project by 2572 01:51:43,920 --> 01:51:45,599 going through this charades with the 2573 01:51:45,599 --> 01:51:47,520 department of revenue. I don't think 2574 01:51:47,520 --> 01:51:49,679 there'd be a significant delay between 2575 01:51:49,679 --> 01:51:51,679 sending it back to project, you know, 2576 01:51:51,679 --> 01:51:53,119 planning commission, revising the 2577 01:51:53,119 --> 01:51:54,800 boundaries, and restarting the process 2578 01:51:54,800 --> 01:51:56,159 if we find out that it won't be 2579 01:51:56,159 --> 01:51:57,760 classified correctly. So, for the sake 2580 01:51:57,760 --> 01:51:59,360 of the developer, hope you're right. 2581 01:51:59,360 --> 01:52:01,199 Thank you. 2582 01:52:01,199 --> 01:52:03,800 And I think Stephanie made a good point 2583 01:52:03,800 --> 01:52:07,599 is having access to 37, adding the 2584 01:52:07,599 --> 01:52:10,400 people on First Street and then instead 2585 01:52:10,400 --> 01:52:12,560 of funneling everybody through First 2586 01:52:12,560 --> 01:52:14,960 that you're even for safety issues that 2587 01:52:14,960 --> 01:52:17,280 you're able to utilize Matty Street. 2588 01:52:17,280 --> 01:52:19,840 That is where I'm thinking is where this 2589 01:52:19,840 --> 01:52:24,550 could make a difference. 2590 01:52:24,560 --> 01:52:26,320 Okay. Anyone else in the audience like 2591 01:52:26,320 --> 01:52:30,830 to discuss this? 2592 01:52:30,840 --> 01:52:33,040 Okay. All those in favor of the motion 2593 01:52:33,040 --> 01:52:36,719 say I post. Same sign. Jordan, we don't 2594 01:52:36,719 --> 01:52:39,880 have a motion. I thought we did. Yep. I 2595 01:52:39,880 --> 01:52:44,639 think Susan, he second it. We got this. 2596 01:52:44,639 --> 01:52:49,440 Susan first. Susan first. Okay. Okay. 2597 01:52:49,440 --> 01:52:50,960 I keep track now because I forgot. I 2598 01:52:50,960 --> 01:52:53,360 used to forget all the time. 2599 01:52:53,360 --> 01:52:55,679 Okay. All those opposed? Same sign. Did 2600 01:52:55,679 --> 01:52:57,679 I say that? I can't remember now. What? 2601 01:52:57,679 --> 01:52:59,159 All right. All right. Motion 2602 01:52:59,159 --> 01:53:02,040 carries. Action to approve resolution 2603 01:53:02,040 --> 01:53:04,480 R2025-33 creating tax increment district 2604 01:53:04,480 --> 01:53:06,880 42 and approving the project plan. Mr. 2605 01:53:06,880 --> 01:53:10,400 Johnson. All right. So, this would be uh 2606 01:53:10,400 --> 01:53:14,159 TIFF 42 in relation to Dale's A1. Um an 2607 01:53:14,159 --> 01:53:17,920 expansion with that business. Um as you 2608 01:53:17,920 --> 01:53:21,440 can see in the project plan, their um 2609 01:53:21,440 --> 01:53:24,400 proposal would be to add 2610 01:53:24,400 --> 01:53:26,960 um several additions. I won't get into 2611 01:53:26,960 --> 01:53:28,960 the footage of them. Um you'll see a 2612 01:53:28,960 --> 01:53:30,719 picture of the the proposed construction 2613 01:53:30,719 --> 01:53:33,840 later on in there, but um approximately 2614 01:53:33,840 --> 01:53:36,880 doubling their base space. Um potential 2615 01:53:36,880 --> 01:53:39,760 to add up to 10 new employees on top of 2616 01:53:39,760 --> 01:53:42,199 I believe their existing 2617 01:53:42,199 --> 01:53:45,520 15 if I'm remembering correctly. Um, 2618 01:53:45,520 --> 01:53:48,400 once again, staff did uh review the 2619 01:53:48,400 --> 01:53:50,320 project plan, uh, work with the 2620 01:53:50,320 --> 01:53:52,880 developer to to revise that and get it 2621 01:53:52,880 --> 01:53:54,800 into a state where it does meet all of 2622 01:53:54,800 --> 01:53:57,679 the statutory requirements and the the 2623 01:53:57,679 --> 01:54:01,760 TIFF hand Mitchell TIFF handbook 2624 01:54:01,760 --> 01:54:04,480 uh requirements. Legal description 2625 01:54:04,480 --> 01:54:06,800 includes the the property itself. Um, 2626 01:54:06,800 --> 01:54:09,040 and then there were uh adjacent 2627 01:54:09,040 --> 01:54:11,760 rightaways that were included for any of 2628 01:54:11,760 --> 01:54:14,320 their aprons, sidewalks, utility 2629 01:54:14,320 --> 01:54:16,000 connections that they might need to make 2630 01:54:16,000 --> 01:54:26,750 in the in the rightway in those 2631 01:54:26,760 --> 01:54:29,119 locations. Uh, you can see their tiff 2632 01:54:29,119 --> 01:54:34,709 request was in the amount of $340,15. 2633 01:54:34,719 --> 01:54:37,520 The TIFF does function as a grant pass 2634 01:54:37,520 --> 01:54:39,840 through. Uh very similar terms that we 2635 01:54:39,840 --> 01:54:41,840 just discussed as far as the 20-year 2636 01:54:41,840 --> 01:54:44,239 timeline or when the increment gets paid 2637 01:54:44,239 --> 01:54:47,040 out, whichever occurs first. We do have 2638 01:54:47,040 --> 01:54:49,360 the language in there uh acting as a 2639 01:54:49,360 --> 01:54:50,719 grant pass through does not count 2640 01:54:50,719 --> 01:54:52,639 against the city's constitutional and 2641 01:54:52,639 --> 01:54:55,840 statutory debt. Uh we also have the 2642 01:54:55,840 --> 01:54:58,400 reporting and certification terms in 2643 01:54:58,400 --> 01:55:03,430 there um as we do with other tiffs. 2644 01:55:03,440 --> 01:55:06,400 Um you can see going down to their 2645 01:55:06,400 --> 01:55:08,880 project cost breakdown 2646 01:55:08,880 --> 01:55:10,800 uh that their eligible project costs 2647 01:55:10,800 --> 01:55:12,239 came in higher than what they were 2648 01:55:12,239 --> 01:55:15,119 requesting. Again that's limited by uh 2649 01:55:15,119 --> 01:55:17,599 what the TIF is projected to generate. 2650 01:55:17,599 --> 01:55:21,199 So um you can also see the total of 2651 01:55:21,199 --> 01:55:24,239 their non-p project costs which are 2652 01:55:24,239 --> 01:55:26,639 about $300,000 higher than what they 2653 01:55:26,639 --> 01:55:29,599 have for eligible. uh total investment 2654 01:55:29,599 --> 01:55:32,760 would be up in that $1.1 million 2655 01:55:32,760 --> 01:55:35,520 range. Uh their tiff generation again 2656 01:55:35,520 --> 01:55:37,760 shows that that would be uh generating 2657 01:55:37,760 --> 01:55:39,840 over the course of the uh lifespan of 2658 01:55:39,840 --> 01:55:43,360 the tiff 340,000 which uh roughly 2659 01:55:43,360 --> 01:55:44,639 coincides with the amount of their 2660 01:55:44,639 --> 01:55:50,830 request. 2661 01:55:50,840 --> 01:55:53,719 And I think if you want to give them 2662 01:55:53,719 --> 01:55:55,920 the scroll down to the picture, 2663 01:55:55,920 --> 01:55:59,440 Stephanie, give them an idea what the 2664 01:55:59,440 --> 01:56:01,199 the improvements are going to look like. 2665 01:56:01,199 --> 01:56:05,920 So, um, other than that, um, I think 2666 01:56:05,920 --> 01:56:08,320 covers the basics and we can open it up 2667 01:56:08,320 --> 01:56:13,510 to questions or further comments. 2668 01:56:13,520 --> 01:56:16,239 uh two of them. So if you I'll maybe 2669 01:56:16,239 --> 01:56:17,840 maybe Don will speak to this, but if you 2670 01:56:17,840 --> 01:56:20,800 look at the pictures, uh the the front 2671 01:56:20,800 --> 01:56:22,719 portion of the building would be 2672 01:56:22,719 --> 01:56:26,239 existing and then there's a walkway and 2673 01:56:26,239 --> 01:56:28,480 those six additional bays in the rear. 2674 01:56:28,480 --> 01:56:31,440 Um and I think one area to connect those 2675 01:56:31,440 --> 01:56:34,880 that would be uh the the expansion that 2676 01:56:34,880 --> 01:56:38,000 they're proposing the tiff for. 2677 01:56:38,000 --> 01:56:40,560 So two of the long brothers are here, uh 2678 01:56:40,560 --> 01:56:43,440 Darren and Devin. Um, it's a their 2679 01:56:43,440 --> 01:56:45,040 second generation. Their father Dale 2680 01:56:45,040 --> 01:56:47,280 started the business and their sons are 2681 01:56:47,280 --> 01:56:49,360 now in the business. I wish Roger Music 2682 01:56:49,360 --> 01:56:51,760 was still here because these up to 10 2683 01:56:51,760 --> 01:56:55,440 new jobs uh come with full benefits. Uh, 2684 01:56:55,440 --> 01:56:57,280 a good enough pay that I told Darren I 2685 01:56:57,280 --> 01:56:58,560 didn't want him telling our associates 2686 01:56:58,560 --> 01:57:00,599 how much he was paying people at 2687 01:57:00,599 --> 01:57:03,679 Dales. But, but I mean that this is 2688 01:57:03,679 --> 01:57:05,520 exactly what I think what Roger was kind 2689 01:57:05,520 --> 01:57:07,040 of talking about. These are highpaying 2690 01:57:07,040 --> 01:57:09,760 jobs, full benefits, and we can add 10 2691 01:57:09,760 --> 01:57:13,199 new ones to the existing 15. Uh, but 2692 01:57:13,199 --> 01:57:15,520 it's it but for the tiff, it it it won't 2693 01:57:15,520 --> 01:57:17,280 go forward. Um it it serves no purpose for 2716 01:58:13,199 --> 01:58:14,480 the city of Mitchell. We don't have any 2717 01:58:14,480 --> 01:58:16,159 utilities or anything back there at this 2718 01:58:16,159 --> 01:58:19,119 point. Don't anticipate any either. Um 2722 01:58:25,360 --> 01:58:27,679 each person each abuing land owner would 2723 01:58:27,679 --> 01:58:31,520 get half of the alley um 8 ft 2724 01:58:31,520 --> 01:58:33,440 essentially to each person. Um 2747 01:59:28,560 --> 01:59:30,480 currently it's under one parcel, so 2748 01:59:30,480 --> 01:59:32,320 they're breaking out the farmstead from 2749 01:59:32,320 --> 01:59:35,520 the the land for uh farming, so that way 2750 01:59:35,520 --> 01:59:37,280 they can sell the farmstead separately 2751 01:59:37,280 --> 01:59:39,679 from the the farm ground if they so need 2752 01:59:39,679 --> 01:59:41,360 to. Um this is just 2757 01:59:49,920 --> 01:59:51,920 outside city limits. Um, but it's still 2758 01:59:51,920 --> 01:59:53,840 within the ETJ, so it's still city 2759 01:59:53,840 --> 01:59:56,159 zoning jurisdiction. Um, the county will 2760 01:59:56,159 --> 01:59:57,920 hear it at their planning commission and 2761 01:59:57,920 --> 02:00:00,080 tomorrow and um, county commission the 2762 02:00:00,080 --> 02:00:01,599 following Tuesday and answer any 2763 02:00:01,599 --> 02:00:05,910 questions that you have. 2764 02:00:05,920 --> 02:00:08,639 Move to approve. Um during 2778 02:00:36,719 --> 02:00:38,080 planning commission, they said that they 2779 02:00:38,080 --> 02:00:39,440 were going to put a drainage ement along 2780 02:00:39,440 --> 02:00:41,599 the south side. Um actually today when I 2781 02:00:41,599 --> 02:00:43,920 got the plat, I didn't since we already 2782 02:00:43,920 --> 02:00:45,599 have this in the packet, there is a 10ft 2783 02:00:45,599 --> 02:00:46,960 drainage easement along the southside. 2784 02:00:46,960 --> 02:00:48,800 They also put a 10-ft drainage ement 2785 02:00:48,800 --> 02:00:50,960 easement, excuse me, on the east side. 2786 02:00:50,960 --> 02:00:52,800 So, when it gets recorded, those will be 2787 02:00:52,800 --> 02:00:55,440 part of um the plat as well. Um, this is just 2804 02:01:28,719 --> 02:01:31,360 outside city limits um but is still our 2805 02:01:31,360 --> 02:01:33,360 zoning jurisdiction. County will hear it 2806 02:01:33,360 --> 02:01:35,520 um Tuesday and the following Tuesday. Um meets the 2809 02:01:39,920 --> 02:01:41,440 zoning requirements right now. I can 2810 02:01:41,440 --> 02:01:44,880 answer any questions that you have. 2811 02:01:44,880 --> 02:01:47,119 Move to approve. Mr. Goldhammer, second 2812 02:01:47,119 --> 02:01:52,000 by Mr. Bathky. Say sign. Motion 2817 02:02:00,920 --> 02:02:03,560 carries. Action to approve resolution R 2818 02:02:03,560 --> 02:02:08,880 2025-38 property annexation at 30 5213 2819 02:02:08,880 --> 02:02:11,440 FA Road. Mr. Shrader. Move to approve 2829 02:02:33,520 --> 02:02:37,159 by Mr. Cardell. Second. Second by Mrs. 2830 02:02:37,159 --> 02:02:39,880 Church. Any further 2831 02:02:39,880 --> 02:02:41,840 discussion? Would anyone in the audience 2832 02:02:41,840 --> 02:02:43,560 like to discuss 2833 02:02:43,560 --> 02:02:45,599 this? All those in favor of the motion 2834 02:02:45,599 --> 02:02:48,599 say I. I. Oppose. Same 2835 02:02:48,599 --> 02:02:51,599 sign. Motion carries. Second reading on 2836 02:02:51,599 --> 02:02:53,239 ordinance O. 2837 02:02:53,239 --> 02:02:55,520 2025-4 providing for staggering of 2838 02:02:55,520 --> 02:02:57,920 mayoral and city council elections. Mr. 2839 02:02:57,920 --> 02:03:00,719 Johnson. All right. So the second 2840 02:03:00,719 --> 02:03:02,960 reading on this uh the same basic 2841 02:03:02,960 --> 02:03:05,040 structure there from the last meeting. 2842 02:03:05,040 --> 02:03:08,639 The big uh big change from uh the last 2843 02:03:08,639 --> 02:03:10,880 time that you saw it would be that we 2844 02:03:10,880 --> 02:03:14,080 did make the change um as council uh 2845 02:03:14,080 --> 02:03:16,080 voted on at the last meeting to move it 2846 02:03:16,080 --> 02:03:20,320 to uh two two-year terms for the mayor 2847 02:03:20,320 --> 02:03:22,400 to get that staggered and then keep 2848 02:03:22,400 --> 02:03:24,599 everybody on those same three-year terms 2849 02:03:24,599 --> 02:03:26,679 overall. Um 2850 02:03:26,679 --> 02:03:30,000 so the schedule on how you lay you know 2851 02:03:30,000 --> 02:03:32,080 all the lay out all those elections is 2852 02:03:32,080 --> 02:03:34,639 included within the ordinance there. Um, 2853 02:03:34,639 --> 02:03:36,960 I won't run through them all, but next 2854 02:03:36,960 --> 02:03:38,400 time the mayor's up for election, it 2855 02:03:38,400 --> 02:03:40,960 would be a two-year term. Then they 2856 02:03:40,960 --> 02:03:43,199 would be up for election for another 2857 02:03:43,199 --> 02:03:45,599 two-year term. And then after that 2858 02:03:45,599 --> 02:03:47,840 second two-year term, they would revert 2859 02:03:47,840 --> 02:03:49,320 back to their three-year 2860 02:03:49,320 --> 02:03:53,040 terms. Then starting in that 2031, I 2861 02:03:53,040 --> 02:03:55,040 believe it is, everyone would be on 2862 02:03:55,040 --> 02:03:57,679 their regular three-year cycle. 2863 02:03:57,679 --> 02:04:00,280 Justin, would this rotation 2864 02:04:00,280 --> 02:04:03,560 cause us to have a one 2865 02:04:03,560 --> 02:04:07,520 item issue on the ballot? One 2866 02:04:07,520 --> 02:04:10,199 uh one being just the 2867 02:04:10,199 --> 02:04:14,880 mayor's election should school. 2868 02:04:14,880 --> 02:04:16,320 Yeah, I can't say what other things 2869 02:04:16,320 --> 02:04:19,440 would be on the ballot. Um only because 2870 02:04:19,440 --> 02:04:22,480 a one item ballot has very little 2871 02:04:22,480 --> 02:04:25,280 interest, very draws very few people. 2872 02:04:25,280 --> 02:04:28,239 And I was told by the county auditor 2873 02:04:28,239 --> 02:04:32,000 that it cost 18 grand roughly to run do 2874 02:04:32,000 --> 02:04:37,000 an election to have a one ballot 2875 02:04:37,000 --> 02:04:40,880 issue just seems like a lot of money. I 2876 02:04:40,880 --> 02:04:42,480 think an example would be this year is 2877 02:04:42,480 --> 02:04:44,239 our off year and the school board does 2878 02:04:44,239 --> 02:04:45,080 have an 2879 02:04:45,080 --> 02:04:48,360 election. So you'd be combining with the 2880 02:04:48,360 --> 02:04:50,239 school because don't they usually 2881 02:04:50,239 --> 02:04:51,840 combine with you? Yeah. So you'd be 2882 02:04:51,840 --> 02:04:53,760 combining with the school. The school 2883 02:04:53,760 --> 02:04:55,360 has an election this year. This is our 2884 02:04:55,360 --> 02:04:57,360 off year. If the mayor was running this 2885 02:04:57,360 --> 02:04:58,719 year, it'd be combined with the school 2886 02:04:58,719 --> 02:05:00,800 board. Okay. So, it wouldn't be a one 2887 02:05:00,800 --> 02:05:02,800 ballot. It'd only be a one ballot if the 2888 02:05:02,800 --> 02:05:05,360 school didn't have election. 2889 02:05:05,360 --> 02:05:07,360 And on all even years, you'd have a 2890 02:05:07,360 --> 02:05:12,040 primary, right? Yeah, that's true. 2891 02:05:12,040 --> 02:05:13,920 When's the school board? How long are 2892 02:05:13,920 --> 02:05:17,040 their terms? 2893 02:05:17,040 --> 02:05:18,639 I feel like they run every year. So, if 2894 02:05:18,639 --> 02:05:20,400 theirs is three years, then it's going 2895 02:05:20,400 --> 02:05:22,480 to be the same, I guess, right? forever 2896 02:05:22,480 --> 02:05:24,719 and and I believe that the election 2897 02:05:24,719 --> 02:05:26,880 every year every year. Oh, so no matter 2898 02:05:26,880 --> 02:05:28,480 what there's an election. Okay, we'll 2899 02:05:28,480 --> 02:05:30,480 just tag along with that. Yeah, but I 2900 02:05:30,480 --> 02:05:31,639 mean if 2901 02:05:31,639 --> 02:05:34,320 the school board is having an election 2902 02:05:34,320 --> 02:05:38,159 this year, they pay for it. You know, uh 2903 02:05:38,159 --> 02:05:40,880 they probably the cost city and school 2904 02:05:40,880 --> 02:05:43,599 board then we share the cost. Yeah. 2905 02:05:43,599 --> 02:05:46,880 Whoever has items on the ballot splits 2906 02:05:46,880 --> 02:05:49,360 the cost based on like the last 2907 02:05:49,360 --> 02:05:52,719 election, it was mostly a city election 2908 02:05:52,719 --> 02:05:56,639 last June. So we took the brunt of the 2909 02:05:56,639 --> 02:05:59,280 cost of that election 2910 02:05:59,280 --> 02:06:02,000 and it cost us about 21,000. 2911 02:06:02,000 --> 02:06:05,840 How much? 21,000 last year. I guess to 2912 02:06:05,840 --> 02:06:07,920 your to your point, John, it costs more 2913 02:06:07,920 --> 02:06:09,760 to have an election than to not have an 2914 02:06:09,760 --> 02:06:11,840 election. If if that's the point that 2915 02:06:11,840 --> 02:06:15,510 you're getting. 2916 02:06:15,520 --> 02:06:24,159 Okay. Looking for a motion. 2917 02:06:24,159 --> 02:06:27,119 Oh, you're looking for a motion. I am. I 2918 02:06:27,119 --> 02:06:35,910 will move that. Any further discussion? 2922 02:06:42,679 --> 02:06:44,719 Would anyone in the audience like to 2923 02:06:44,719 --> 02:06:48,149 discuss this? 2924 02:06:48,159 --> 02:06:49,360 Okay. All those in favor of the motion 2925 02:06:49,360 --> 02:06:52,400 say I. I. Post. Same sign. Move to 2926 02:06:52,400 --> 02:06:55,239 adopt. Second. Motion to adopt. Would anyone in the audience 2929 02:06:59,040 --> 02:07:00,360 like to discuss 2930 02:07:00,360 --> 02:07:04,159 this? Okay. Roll call. Barington. Hi. 2931 02:07:04,159 --> 02:07:08,480 Bathy. Hi.
