housing prisoners for [7:54] another uh municipality and that we CH Chickasaw and I don't remember what the [8:00] rate was but we were going to we were going to look to make sure that um the [8:05] the price was sufficient and that we were going to also make sure that it's [8:09] was level for all municipalities we this [8:19] right [8:23] okay okay [8:33] it covers the cost I don't want to well that's what I was concerned with [8:42] also [8:53] to okay yeah thank you we just want to make sure it covers the cost last week [9:04] well they probably [9:10] know thank you thank you [9:14] Dana 24 authorize acceptance of the program [9:19] information license agreement with Freddy Mack for dpa1 for the Mobile [9:24] County Down pavement assistance program through the Grants Department this nickel for project Dolphin Island Causeway [9:42] Shoreline restoration project to add additional construction engineering and [9:47] inspection services and number 26 Nick lockas with [9:52] South Alabama is here and we can recognize him at this time [10:04] good morning good morning how are you Nick than for opportunity to speak real [10:09] quickly on this want to answer some questions about what we [10:14] doing I guess the question is that better now oh yeah you can hear me now I [10:19] can I guess the question is why is this why are we doing this sure so first big [10:25] thank you to Jay John and Christina for helping us look at this we we the [10:29] university has three let's take you back to early 1970s when the university took [10:35] over what was then Mobile County Hospital which is now University [10:39] hospital and that time the the hospital board was created by state law to allow [10:45] the the county to raise taxes to help offset some of the uncompensated care so [10:50] fast forward to today we're continually for the last three years in a row [10:54] hitting $1 million a year in uncompensated care so the funds that [10:58] come from the hosital hital board help offset a portion of that that's the [11:02] Nexus of why it was created the technical details of what we're trying [11:07] to fix here is that the university sends the County Commissioners when for the [11:12] various six-year terms we nominate individuals to serve on this board but [11:17] those nominations come from three separate University entities one the [11:21] university Board of Trustees two is the USA Health Services foundation and three [11:26] the USA research and Technology Corporation so the issue is now is it's [11:31] time for nominations we have names to bring forward to you to consider however [11:35] a couple of those entities don't exist anymore the University of South Alabama [11:39] Health Services Foundation has been dissolved so we technically don't have a [11:44] legal means of nominating someone or bringing that board together so what [11:47] this is doing is uh making an amendment to the Articles of Incorporation so that [11:52] instead of having three separate University entities making the same [11:56] nominations which technically all come from the board anyways is cleaning up [12:00] the language to say that we are now the USA Board of Trustees will send you the [12:04] nominations going forward instead of three separate entities underneath us [12:09] which is the same thing so that's all it is just a little is that fair [12:15] Jay SP on accurate makes sense just clean up language how many how many [12:20] members are on the board I'm going to look at John here [12:24] real quick is it six or four three it's three so we take I guess [12:30] we we nominate two for each slot which why I think it's six and there's three [12:34] directors so we'll send you two names and y'all are going to pick one once we [12:38] make these changes and then they alternate they're staggered [12:42] terms all right I won't be here Monday but y'all know Anna Catherine she'll be [12:46] here Monday if youall have any additional questions thank you Nick all [12:50] right all right thanks thank [12:55] you item 26 reads as follow adopt resolution amending the certificate of [13:02] incorporation of Mobile County Hospital board to amend the manner in which [13:05] members of the board are nominated [13:09] 27 approve appropriation contract with family counseling center of mobile doing [13:15] businesses lifelines counseling services entertainers and Performing [13:35] Arts in the amount of $5,000 from district one education funds [13:40] for its Mob music festival and Alabama hip hop [13:46] week and Commissioners we have one add-on this [13:52] morning add on Number One approv Professional Services contract with [13:58] Studio Rotan in the amount of not to exceed [14:02] $5,000 from district one commission funds to provide interior design and [14:06] planning services for Africa town hall and food [14:11] bank and as a reminder we will have the Mobile County engent care board meeting [14:16] on Monday as well all right thank [14:20] you Miss Anderson [14:29] number one authorize advertising and receiving bids for project Munro Lane gr [14:34] drain Basin pay number two approv supplemental agreement number four with [14:39] Frank Turner Construction for project Tanner Williams Road additional lanes [14:44] for the removal and disposal of slotted drain pipe and [14:49] concrete number three award bid the ho Weaver and Suns Incorporated for project [14:54] Bush Lane and Carol Plantation Road for their low bid in the amount of 3 million [15:03] 55,56 finally that's an exciting sir uh agenda item to see those [15:10] those two roads are desperately in need of some attention particularly Bush [15:16] Lane number four approved preliminary and final plat of boutwell Estates off [15:22] Pine Road and that is what we have for today I think that's the shortest [15:26] engineering agenda we've ever had I think missing a day may have surprised [15:31] us even though Carrie gave us a heads up but we'll we'll make it up next time oh [15:37] sure all right well thank [15:44] you do you have any announcements I don't I just have a couple quick [15:49] announcements and uh they're all pertaining to the uh animal shelter so [15:55] um there's two adoption events this Saturday best friends n network hosted [16:00] an adoption event at the shelter from 10: to 2 is that right the time 10 to 2 [16:06] and then I think at pet supermark on Hill Crest we're hosting an [16:11] adoption event at the store from 10 to two and I guess while we're talking [16:16] about the um animal shelter just want to say what a great job you guys have done [16:24] and were doing uh particularly prior to the event with the Sheriff's Office in [16:29] the dog fighting um activity that was going on where we had to take in I think [16:34] it was 30 something uh dogs that were involved in that so you guys have really [16:39] worked diligently I know that uh a lot of times you get uh some some media [16:44] coverage that's um I don't like to use the word fair but undeserving maybe and [16:51] so I know you guys are really working hard I was hearing a lot of good things [16:55] about the uh population of the animal shelter and and how great you guys were [16:59] doing out there and then we had this event which is caused a little hiccup [17:03] but I think we're catching back up and um I also want to say that I think we're [17:08] going to have Sheree you can correct me but Monday we're going to have a puppy [17:12] Expedition here at the we're going to have all the little puppies back so [17:16] everybody be here for the puppies I love it when you bring the puppies down to [17:20] government Plaza did we have Morgan maybe step up and talk to us a little [17:25] bit about uh what's been happening with the shelter I know you've been trying to [17:29] move some dogs into foster care and to get them adopted through the these [17:35] events cuz you're the 32 dogs that you took in really put a strain on [17:43] uh I guess the the ability to take dogs additional dogs so what's what's [17:50] happening well I will say this uh you know last summer we had a population [17:55] that was well over 200 animals out of the shelter and with staff really uh [18:02] working hard uh we got that population down to where we were under our capacity [18:07] of uh care uh and we were still making great Headway with moving animals out of [18:12] the shelter thanks to adoptions uh a new Foster program that we're still just [18:16] trying to jump start and get that uh get that up and running um the best friend [18:21] Society will be out here this uh Saturday pushing for more Fosters so [18:26] they they've assisted Us in in in boosting some post on social media and [18:30] we'll be doing what we call a foster Blitz to get more people excited about [18:33] fostering and getting animals out of the shelter um but uh yeah bringing in the [18:37] 32 dogs has really impacted our ability to operate um it all all of those dogs [18:43] take up One Wing of our kennel so that's about a third of our space um and each [18:47] one of those dogs uh is in a single run that uh they have access to both sides [18:53] um so normally um if we start to get overpopulated or we get more animals in [18:58] we can start putting dogs on the other side of those runs but we are really out [19:02] of space so we've been really pushing and asking the public to get involved [19:06] come out and adopt if you're if you're ready to to bring a new uh pet into your [19:10] home um or if you're not ready to bring it in permanently there's there's Foster [19:13] options that we have available we also have over 40 puppies in the shelter [19:17] right now that could just use some some extra socialization and time away from [19:22] the shelter bring all bring all 40 of them Monday I'll do my I'll do the best [19:26] I can I'm kidding just bring it yeah say [19:31] something real quick so I just want to thank the shelter staff because [19:34] everything we've asked for in order to accommodate media request and to to make [19:38] things happen with helping move those dogs they've done and they've done very [19:42] well and since June 8th we've cycled about 55 dogs and puppies out of the [19:47] shelter through foster adoption and rescue PS yeah and I would I meant to [19:52] mention to you Sheree you and your staff for helping Morgan with that I mean it's [19:57] it's a team effort for sure with animal shelter and and our Communications team [20:03] and you guys do a fantastic job how long will the 32 dogs be on [20:08] hold um either until the conclusion of the case or if we're awarded custody [20:13] prior to the conclusion okay so they could be with us [20:17] for a year and a half two years um do are any of them evaluated for behavior [20:23] modification as of right now none of them have been evaluated based on their [20:26] behavior U but all of them have been evaluated for medical to make sure that [20:30] there's nothing uh pertinent to their medical needs at this point U we've had [20:35] two dogs that did need um some some additional care um but um the rest of [20:41] them will eventually uh once custody is transferred to the [20:46] shelter uh then we'll begin those Behavior evaluations to see which ones [20:50] we might be able to place up for adoption or um you know ideally working [20:54] with the rescue to get them transported to to another area mhm [20:59] okay thank you thank [21:02] you all right did you have any other announcements okay okay if there's no [21:08] further business I guess we'll stand adjourn [21:10] until Monday June the 24th for the Mobile County Commission meeting
