[24:11] I think t he staff there at [24:13] key west does a n out stampeder job [24:18] of following all those reck [24:19] -- regulations we have to d o, [24:21] we go through a n umber of [24:24] different reviews every year with these agencies, all to [24:29] earn the license and certifications that w e learn. [24:32] since my employment with the county and running the key [24:39] west airport there, we have [24:42] shifted a ll of the training all t he aarf personnel which [24:48] all t he aarf personnel which fire fighting personnel, as [24:54] fire fighting personnel, as we all know, structure fire [24:59] training is different than arff training, arff train [25:03] ising t o save people's lives on the aircraft which is [25:07] different t han the training tla the n ormal firefighters [25:10] that would go through with structural training kls to [25:12] protect the s tructure and save [25:13] lives, it's a different program [25:18] program does an o utstanding job of [25:22] training our fine men and young w omen that go through [25:27] the p rogram at dfw and they [25:28] bring that talent b ack to key [25:30] west for the overall safety for a ll the passengers that [25:32] travel through and it I s quite [25:34] the e xtensive program we've been running them through, [25:37] tla's been for about three years n ow. [25:40] her's w hat we're trying to earn, t he annual [25:43] certification and inspection, so we get a [25:46] license f rom the state to continue operating the [25:49] airfield in the airport and we [25:51] also get certification from the f aa every year through [25:54] all the inspections they do w hich [25:56] is largely all of my great [25:57] staff back there at the all [26:01] all of your administrative type [26:02] things and planning and design [26:05] things, I d o not run the and t here's a phenomenal [26:09] and t here's a phenomenal amount of p eople that are [26:13] there doing t hat for you all on a day-to-day point. [26:18] some of t he key points in the [26:19] annual inspection are r elated to the emas, the lighting, [26:22] the markings, the arff, it's a lot [26:25] of stuff that we do, ramp control operations, this is [26:29] one of the biggest changes that happened, I know the [26:34] mayor and I have many times [26:35] talked about this b ecause we everywhere the year after [26:38] everywhere the year after covid, there were s o many [26:42] planes on the ground, the communication b reakdowns were [26:45] plentiful, we took over ramp control so that the staff [26:48] that you have there running [26:51] day-to-day are talking directly to the pilots and [26:54] is smoothed everything out, everything is running nicely [26:57] now, we don't h ave the significant delays we w ere [27:01] having so I t is a big change [27:04] but it's working well, the [27:06] other change that I w anted to [27:08] comment on, you k now we all [27:09] changed over tsa and the tsa federalized facility that I s [27:13] federalized facility that I s working o ut very well, [27:16] everything is running very smoothly and it was the right [27:19] change to d o. Just a little bit of an [27:23] update on some o f the eyw projects [27:27] other than concourse a, the noise insulation program, [27:30] this [27:33] phase was c ompleted october 2021, 4 .9 million dollars, it [27:39] 2021, 4 .9 million dollars, it phase h ere, 5.4 million, the [27:44] phase h ere, 5.4 million, the estimated completion date, [27:45] september of 2022, once again, [27:47] 100% faa funded for the noise [27:50] program, both of those got 100% funding because of t he [27:55] events that c ame out of covid [27:56] is why they were 100% funded. Million, the facilities [28:02] million, the facilities maintenance deck that w e put [28:06] in, I t's 14 feet above flood level, 200 per mile wind [28:09] code, it gives us a p lace to store [28:11] all o f the maintenance equipment that runs key west [28:14] airport if you're sitting there wondering where a ll [28:15] that equipment was before, it was [28:18] down in t he mud and the significant rain events a nd [28:22] significant rain events a nd those things and it was [28:24] getting rusted and broken all [28:26] the t ime and you f now we store that quim. [28:30] store that quim. Customs a nd border protection, [28:34] we've g one through the renovations of this with the [28:39] u.s. Department of homeland security and all their [28:45] standards, phase 3 completed june of 2 022 at 4.7 million [28:50] and will begin phase 4 in the [28:51] fall and winter of this yea. Fuel farm r oadway, those of [28:55] you that have b een out there [28:56] recently, y ou have seen them working to get this project [29:01] done, t otal project cost, about 3.8 m illion with an [29:05] estimated completion in september o f 2022. [29:09] left over o verflow parking, this was on the airfield with [29:14] 6.9 m illion with an estimated completion of april, 2023. [29:16] taxi way alpha, we heard about [29:18] this project exhaustively because it's tied o f what [29:22] we're trying to d o with the missile s tressing, that's [29:27] about a 9 million dollar program w ith an estimation o [29:31] october, 2023, and your overall g rant funding is 41 [29:36] million d ollars of your investment back into your [29:41] airport a nd has all been over 2022, n ot including concourse [29:44] 2022, n ot including concourse a. >> that's h uge. [1:04:58] >> it won't go down. >> good morning, mayor, [1:05:03] commissioners, this I tem concerns the board's federal [1:05:05] legislative agenda for the coming year, each year we do [1:05:07] a federal agenda much like we [1:05:11] do the state general a basing [1:05:14] similar to the state agenda, we have perennial issues that [1:05:17] we have in there all the time [1:05:19] and we have new issues that [1:05:21] come -- that are added as a [1:05:22] result of new challenges, so some of our standing [1:05:25] priorities include reauthorization o f the [1:05:26] national flood insurance on [1:05:34] on keeping t hose premiums [1:05:38] affordable, f unding for pilt and f quip, everglades [1:05:42] restating and t hose that impact the florida bay and [1:05:45] the estuary, coral reef protection, veterans support, [1:05:48] those a re our perennial issues, and t hen we have [1:05:50] issue that is a re added, an example [1:05:54] of that is something that was added after h urricane irma [1:05:59] when bh w e had all of that [1:06:00] marine debris, there really isn't a ny automatic standing [1:06:04] federal program to help with removing that marine debris, [1:06:08] so that's b ecome a focus for [1:06:09] us to t ry to identify funding [1:06:12] with some c ertainty, we got [1:06:13] funding but we need t o make the next time. I s tart talking about your [1:07:42] I s tart talking about your a [1:07:44] a moment to r emind you that [1:07:47] thorn run partners is sort of [1:07:50] a whole t eam of people, it's [1:07:52] not just me even though I am [1:07:55] the person that you see, I [1:07:57] joined the firm in 2018 but [1:07:59] the f irm was founded in 2010 recently been named the [1:08:02] recently been named the number [1:08:03] 9 f irm in washington based on total revenue, that's huge [1:08:08] growth for us, we started out [1:08:09] as two people, we're now ove [1:08:11] 45 people, it's just been a [1:08:13] really great place to b e and [1:08:16] we're all very happy to be [1:08:17] working o n your behalf. We do have about 225 clients [1:08:22] tat firm, a gain, we started with two people probably 15 [1:08:24] clients initially, so you can imagine the growth, we do [1:08:26] have a lot o f experience working on [1:08:30] behalf of public entities, I nror abasing california, [1:08:32] texas, other places like that, [1:08:37] we have m ore than 45 clients in that s pace. [1:08:42] focusing now on w hat we do on [1:08:45] behalf of monroe county, so, work with respect to [1:08:48] work with respect to appropriation a nd is earmark, [1:08:50] congress did just restore sort [1:08:52] of the power of the purses [1:08:55] they call I t where they have begun to both request and [1:08:58] fund earmarks, they haven't done [1:08:59] that for about ten years so [1:09:01] this has been the first time [1:09:03] since I've been working on behalf of m onroe county where [1:09:05] we've been able to request funding. [1:09:05] wez worked with your team last [1:09:09] year to identify the twin lakes project is something we [1:09:14] all felt would be competitive for funding, congressman [1:09:18] jimenez did m ake the request on behalf of the county, he [1:09:21] did s ecure almost 5.5 million dollars for the the project [1:09:26] which is a a full federal all [1:09:27] all thanks to the congressman, he [1:09:29] really did deliver for you all [1:09:32] and it was a big deal becaus to [1:09:34] to fact that h e not only made [1:09:38] fact that h e not only made [1:09:44] yours one o f his priorities but then went out a nd [1:09:49] successfully fouk for t hose funds w as a big deal and w [1:09:53] appreciate his work on behalf of the county. [1:09:55] florida k eys water quality another [1:09:58] another one, this is obviously the [1:10:02] year's long effort to impr creating a central sewer [1:10:06] creating a central sewer system throughout the keys, [1:10:11] and h e has continued theo fight to secure funding for [1:10:15] fqip, he got a 6 million [1:10:16] dollar earmark in l ast year's bill, that brings the project [1:10:21] to 78 million dollars over a maybe. [1:10:22] maybe. And then pilt I s payment in [1:10:26] lieu of taxes, this is the program t hat helps reimburse [1:10:30] monroe county a nd other counties across the kuntd ri [1:10:33] for all o f the federal land and [1:10:35] and so out of that pilt funding [1:10:39] that was funded by congress, you all r eceived roughly [1:10:41] about 1.4 m illion dollars annually, [1:10:44] we always have to fight to make sure t hat program is [1:10:49] funded adequately. We also have two other things [1:10:50] which a re not directly funding [1:10:53] related but are k nown as authorizations so, the water [1:10:56] resources development act I s the b ill congress passes [1:10:59] every two y ears hopefully to give [1:11:02] the army corps of engineers it does t hroughout the [1:11:05] it does t hroughout the country [1:11:07] and we're going t o talk more [1:11:09] about h ow the corps does pl that are important to the [1:11:13] that are important to the authorization, a construction [1:11:17] authorization, a construction authorization for t he monroe [1:11:20] county coastal storm risk management study to basically [1:11:22] move forward so they can begin [1:11:24] to spend money and build things. [1:11:27] thus far, they've spent studies, all of w hich are [1:11:33] studies, all of w hich are [1:11:35] valuable but we want them t [1:11:36] build t hings and improve your storm resiliency here I n n [1:11:41] the keys, b efore can get federal [1:11:43] fund ifinger construction, the water resources development [1:11:45] act I ncludes the authorization [1:11:46] for your study to move to construction in both the [1:11:50] house and the s enate versions, we [1:11:50] hope that b ill will pass this year, it's something [1:11:57] this year, it's something we're w orking closely on, for [1:12:02] that, w e thank your entire delegation mr. Rubio and [1:12:06] senator scott h ave been helpful, there is a n [1:12:09] additional authorization for in [1:12:13] in potential federal f unding for [1:12:17] fquip, the region that received 78 m illion dollars [1:12:21] in dollar limit under current [1:12:26] dollar limit under current federal law, this is to bump [1:12:31] the 100 m illion to 200 million [1:12:32] dollars, so another thing that's important in that bill. [1:12:37] this is a n item that's older up [1:12:39] up because I h aven't been with [1:12:43] you all f or two years due to [1:12:47] the p andemic, this is related to higgs beach, back in [1:12:52] fiscal year 21 w hich seems lie e I [1:12:54] -- like a long time ago, there [1:12:57] was I nterior appropriations bill relating to higgs beach, [1:13:01] you can s ee the language on [1:13:06] the slide, but the issue is bit [1:13:12] bit cited -- con -- constrict [1:13:16] in its uses because it was [1:13:19] through the l and and water conservation fund w hich is to [1:13:23] improve t he land so, why this [1:13:24] is important is because this property as you know, you [1:13:28] have worked for many years to [1:13:30] initiate a master plan, redevelopment of higgs beach, [1:13:34] there's also been d iscussion about transferring portions [1:13:37] of the property to other users, [1:13:41] but all o f this is restricted receive federal grant m oney [1:13:44] receive federal grant m oney for it decades ago, this [1:13:48] language that we secured bac in fy21 I s important because [1:13:52] it does t ry to say from department of environmental [1:13:54] department of environmental protection and the national [1:13:56] parks service t hat they really [1:13:59] should be m uch more lenient with respect to the county's [1:14:03] efforts t o improve or transfer [1:14:06] or do whatever it n eeds to do [1:14:09] with higgs beach, so again, another t hing we were able [1:14:12] do, again, a couple of years [1:14:12] ago, since I haven't had a wanted [1:14:14] wanted to bring it up now. [1:14:17] so, looking t o your federal agenda which is the document [1:14:20] I believe that you all will be [1:14:22] looking t o approve today, and certainly I'm happy t o talk [1:14:27] about any o f these items, I'm [1:14:27] going to run some o the why these t hings are [1:14:30] why these t hings are important, I mentioned the [1:14:33] request we made last year in successful in s ecuring, the [1:14:37] successful in s ecuring, the earmark request, we made two [1:14:41] on behalf o f this year, they include f unding for card [1:14:45] sound bridge as well as funding for [1:14:47] the m onroe county storm risk management project, t his [1:14:49] would initiate the next phase o f the [1:14:52] project which is known as planning, e ngineering and [1:14:56] design, I'm s orry, the corps steps, this w ould be the next [1:15:00] steps, this w ould be the next step in that process and [1:15:04] hopefully getting us to the point w here we're doing [1:15:05] construction. Specifically for that portion [1:15:07] of the project, it is going to [1:15:10] fund ultimately the goal is to [1:15:12] fund [inaudible] and shore line stabilization along u.s. [1:15:17] 1, na will be one of the m phases [1:15:20] phases of the project so we're [1:15:24] excited to have put these forward, congressman jimenez [1:15:28] also has made these two requests on behalf of the [1:15:32] county, v ery appreciative of his efforts t here, we don't [1:15:35] know yet whether these have been funded, right now [1:15:37] congress is b eginning the work [1:15:39] on appropriations for fy23 websinger could h ave some [1:15:41] early indications of our level [1:15:41] of success within t he next two [1:15:45] f few weeks, so I'll ha more to share s oon. [1:15:50] we worked o n these requests with your s taff again [1:15:52] internally trying to come u p with things that were both [1:15:56] most pressing but also most realistic f or federal [1:15:59] funding, I will say that 'earmark', you [1:16:01] can't fund anything y ou want, fit w ithin some narrow boxes [1:16:06] fit w ithin some narrow boxes requests we c ould come up [1:16:08] requests we c ould come up with [1:16:10] that were ready t o go and were [1:16:14] applicable to the county. So, we've talked a little bit [1:16:17] already about the c orps of engineers a nd how engaged [1:16:20] they are now w ith a variety of [1:16:24] initiatives on behalf o f the county, w e have talked tabt [1:16:28] coastal r isk management project websinger n eed [1:16:31] authorization to move t o construction, be&I talked [1:16:37] about how w e're seeking fund [1:16:40] tog kick start that u.s. 1 [1:16:41] work, we also long term, this assistance, building [1:16:43] assistance, building elevation [1:16:46] as well as flood mitt gracing projects and is the hardening [1:16:51] of critical buildings so this [1:16:51] is a large project, it could [1:16:54] deliver a lot of benefit, I be [1:16:57] be a l ong endeavor and it's [1:17:03] something t hat you all will [1:17:05] become more f luent in and I [1:17:09] will certainly be w ork witching you all -- advocate [1:17:14] on behalf o f this project in washington, we talked a bout [1:17:18] the fkwqip project as well, the a rmy corps of engineers [1:17:21] the a rmy corps of engineers sxit's an initiative for the [1:17:25] community and is the key and funding going, and lisa [1:17:27] funding going, and lisa mentioned the everglades [1:17:29] restoration is critically important for the h ealth of [1:17:33] florida bay, we n eed to improve the habitat t hat has [1:17:38] been degraded o ver the years that is's o ccurred in the [1:17:42] that is's o ccurred in the region, a nd I think there's [1:17:47] been a lot of criticism ton federal government over [1:17:53] ton federal government over ever -- everglades [1:17:57] ever -- everglades restoration t f ederal [1:18:02] government ma stepped u p and has proposed 2.3 billion [1:18:07] has proposed 2.3 billion dollars f or everglades [1:18:10] restoration tha,'s when you speak a bout the army corps of [1:18:11] engineers, this is the largest [1:18:14] project in the history of the most significantly federally [1:18:18] most significantly federally funded project in the army [1:18:20] corps of engineers so you c an [1:18:23] think of all the different things they do across the [1:18:26] country w ith respect to flood control or ports or beach [1:18:29] restoration and this is t he number one construction [1:18:32] project in terms of funding, so it is very significant and [1:18:37] a l ot of federal commitment continues to restore the [1:18:38] everglades, again t r eason why [1:18:41] that's important to monroe county is to improve water [1:18:45] quality I n florida bay, ther are specific projects I [1:18:48] mentioned o n the slide deck, one is known taz modified [1:18:53] waters, t he bridging of the trail project, right now they [1:18:57] are adding culverts west tof new bridges that have been [1:18:58] built, they decided they don't [1:18:59] at this p oint believe they need additional b ridging, the [1:19:02] culverts will be sufficient and that the bridging that is [1:19:07] there n ow is working wonderfully, we h ope to see [1:19:09] progress there, central everglades planning project is [1:19:12] lead tog the construction tof initiative, I t will take well [1:19:17] initiative, I t will take well more than a decade I'm su [1:19:20] to build that project but I will [1:19:23] [1:19:25] administration's budget for this year to ko n [1:19:27] construction on that project and another [1:19:31] important p roject that's been a l ong time coming and is [1:19:36] partially complete but not project, the effort is to get [1:19:40] project, the effort is to get [1:19:43] more water flowing south that right n ow they're [1:19:45] right n ow they're constructing [1:19:53] some permanent pump s tation step before t hat project is [1:19:58] step before t hat project is the n ational flood program, [1:20:01] the n ational flood program, we [1:20:05] anticipate they w ill have to authorize this program, I t [1:20:08] will expire at the end of this [1:20:12] year, there's a w hole host of issues, t his is bingeing mo [1:20:17] and m ore of a problem where you have flooding from [1:20:21] weather, whether it's intense rainfall events or storms, I [1:20:25] don't know if you k now what's national park, they're having [1:20:28] national park, they're having tremendous flooding and h ave [1:20:31] had t o close the entire national park which seems [1:20:33] mind boggling to m e tha,'s how much [1:20:36] water they've had, this I s a nationwide problem but it [1:20:41] impacts you s ignificantly and significantly, so c ongress [1:20:47] significantly, so c ongress will certainly extend the [1:20:51] program, the nfip, they may [1:20:53] consider an authorization, just a lot of disagreement on [1:20:59] just a lot of disagreement on [1:21:02] how t o address the problem, many people see the nfip as [1:21:04] being c ompletely broken and in [1:21:05] need of m assive transformation, the m irns [1:21:08] ration just r eleased a proposal just a c ouple of [1:21:11] days ago that would do a lot, it [1:21:12] would change a lot with the lot [1:21:14] lot with the availability of [1:21:17] federal flood I nsurance and I won't get I nto those details [1:21:22] now, the sides are far apart. A [1:21:23] a part as an issue, its extends [1:21:27] to be more geographically based s oit's not republican [1:21:30] and I s democrats fighting the n fip, it tends to be [1:21:35] the n fip, it tends to be [1:21:39] dependent o n how significant flooding can be I n your [1:21:44] community. Right now, rates for the nfip [1:21:45] can increase over the year, so [1:21:48] monroe county has been subjecting to congress for [1:21:52] sometime now that we lower reasonable rate of 9% and [1:21:55] reasonable rate of 9% and give [1:21:58] people an o pportunity to more easily deal w ith rate [1:22:02] increases that are likely to come. [1:22:04] congress is t alking about affordability provisions, I [1:22:07] will note that those in my going [1:22:09] going to be s uper helpful to the [1:22:13] keys and to your constituents but na's something they a re [1:22:16] talking about as a way to sort [1:22:18] of promote the equity piece of [1:22:19] the n ational flood insurance you all may h ave heard of [1:22:23] you all may h ave heard of risk [1:22:27] rating 2.0, we talked with your floodplain manager [1:22:31] earlier o n abthis issue, that new m odel for pricing flood [1:22:36] insurance is fully being implemented, full steam [1:22:37] ahead, I don't see a ny chance -- [1:22:41] well, n ot any chance, but I [1:22:42] don't s ee a likely chance in changes the implementation of [1:22:46] changes the implementation of this program, so for your [1:22:50] constituent that is are struggling with these new [1:22:53] policy premiums and are concerned t hat their rates [1:22:55] are going to go through t he the [1:22:58] roof which might be happening for some folks, I would [1:23:02] encourage y ou to collect those [1:23:05] stories and g et them to lisa [1:23:07] so she can thn get them to m [1:23:09] because I t hink we need those [1:23:09] an nem dotes to share with of [1:23:11] of what's really h appening with [1:23:14] this new pricing model so that [1:23:18] maybe in the future, they ca act on it. [1:23:21] lisa also m entioned the national resources [1:23:24] conservation service, t he emergency watershed [1:23:26] protection program, this is a program [1:23:31] that did deliver quite a bit help address marine debris in [1:23:36] help address marine debris in canals and near shore waters [1:23:39] after hurricane I rma. You know, o n one hand, it was [1:23:41] a s uccessful program because a [1:23:44] lot of work got done, on the [1:23:47] other hand, I t was very difficult to work t hrough and [1:23:50] they did not approve all of [1:23:53] the analyses for cleanup in be desired. [1:23:55] be desired. We are trying to work to [1:23:58] ensure this program or another [1:24:01] program c an better address marine debris I n the future, [1:24:05] of course hurricane I rma will hits the keys even though [1:24:08] hits the keys even though keep my fingers crossed that [1:24:11] keep my fingers crossed that certainly n eed to have a [1:24:16] certainly n eed to have a program t hat effectively [1:24:17] helps address marine debris, I don't [1:24:21] know that the nrcswp program a w hole coalition in [1:24:26] a w hole coalition in washington to try t o address [1:24:30] the p roblem. I will note though that the [1:24:32] county administrator personally was involved I n [1:24:35] getting these funds, I think the n rcs was surprised [1:24:38] frankly by the idea they would spend [1:24:41] the amount of m oney that they all [1:24:43] all as much as they did which was [1:24:46] not enough, and I think a l ot of [1:24:48] of certainly want to n ote that [1:24:50] certainly want to n ote that and c ertainly the delegation [1:24:55] as well, senator rubio was significant in helping to [1:25:00] push this forward, I don't believe [1:25:04] senator scott w as in congress at the time or congressman [1:25:09] jimenez, senator rubio did a county. [1:25:11] county. Moving on to the next item, [1:25:14] corals, s o, commissioner coldiron will be coming to [1:25:18] washington next week to auk issue, [1:25:20] issue, it doesn't take a rocket [1:25:23] scientist to understand that corals are suffering [1:25:27] throughout florida and it's tragic, there's not m uch more [1:25:30] to say, the federal invests about 30 million [1:25:34] invests about 30 million dollars I n overall coral [1:25:39] funding p er year but -- and that's been consistent [1:25:42] relatively speaking over 20 [1:25:46] plus years but the health of decline, we need to c hange [1:25:53] decline, we need to c hange that, t he restoring resilient [1:25:58] reefs a ct was introduced by senator rubio, we h ave been [1:26:02] working diligently to try t o get t his legislation passed, [1:26:06] it did pass the senate in [1:26:09] 2020, t he last congress, it [1:26:10] had t o be restarted which I [1:26:12] didn't pass the hos at this [1:26:14] time, it now in this congres [1:26:15] has passed the house as part [1:26:15] of a much larger bill that was [1:26:20] was included in this other bill, [1:26:24] so we a re so close and this [1:26:26] bill will - - it's just going the federal g overnment uses [1:26:28] the federal g overnment uses to [1:26:29] try t o help improve the health [1:26:33] of coral, it does propose to more [1:26:35] more importantly it offers f unds [1:26:38] for e mergency coral restoration w hen it's needed, [1:26:41] it try tos fwet more funding down to local entities, [1:26:45] whether I t taoes states or other entities like the [1:26:48] county for instance to try to improve [1:26:51] corals in a much more timely [1:26:54] manner, the s cats quo has not [1:26:55] worked over t he past 20 year, corals decline, congress has [1:26:58] corals decline, congress has an opportunity right now to [1:27:02] help improve and save w hat we for the f uture. [1:27:04] for the f uture. I really do m rao ef this is [1:27:07] the best chance right now to [1:27:08] get t his bill passed, tla's why I'm h appy to have [1:27:13] commissioner coldiron c ome to dc, she's g oing to be [1:27:14] partnering with representative [1:27:16] from broward county a nd martin [1:27:20] county which is w here the florida c oral reef befwins, [1:27:24] having meetings to encourage all of congress to finally [1:27:33] pass this bill, a nd I will [1:27:38] restoring resilient reef pact is supported by the entire [1:27:41] delegation, they're supported by both senators and every [1:27:44] single member o f the florida house d elegation, that's [1:27:47] really, r eally significant, so, again, we're excited to [1:27:50] push on t his next week and hopefully w e'll have good [1:27:53] news later this year on the passage [1:27:53] of this bill. I do want to talk briefly [1:27:57] about the infa have you beening k hur bill because it [1:28:02] is so I mportant, it was such an achievement for congress [1:28:07] to pass this bill, I apologize [1:28:07] that this conversation can pretty quickly, particularly [1:28:09] pretty quickly, particularly because it is so big and so [1:28:13] important and I t's so complicated, but I want to [1:28:15] try to hit a few highlights, so [1:28:18] you t alk about this 1.2 trillion dollar b ill, [1:28:20] everyone thinks, when are we going to [1:28:23] get our m oney and how are we [1:28:26] going to get our money, you [1:28:27] all have gotten some money maybe unbeknownst to you all, [1:28:32] your airports have received money f rom the infrastructure [1:28:34] bill, t here certainly are there will be o ther examples [1:28:39] there will be o ther examples to work through its [1:28:43] to work through its implementation, h alf was [1:28:46] essentially maintaining that status quo with a bit more [1:28:49] funding, so from 1.2 trillion, [1:28:51] you're down to about 150 billion I n new spending, it [1:28:55] is years s o that's 110 billion [1:28:57] years s o that's 110 billion [1:29:00] per year which is still a lot amount [1:29:03] amount large [1:29:10] large as you may have thought when [1:29:14] you h eard the news, over that for transportation, much of [1:29:17] for transportation, much of those funds though still will [1:29:21] be granted by dot through formula f unds which means the [1:29:25] funds flow to t he state and [1:29:27] then the state has a lot of [1:29:28] discretion as t o how to spend [1:29:29] those funds, so not all of it in [1:29:32] in big awards, h owever, some of [1:29:33] it will b e. I will say that the [1:29:38] infrastructure bill is really proposed to be and I think [1:29:43] proposed to be and I think [1:29:46] tla's a n important note, it's the o bama era stimulus bill [1:29:48] the o bama era stimulus bill we [1:29:52] had b ack in 2009, it's not on job creation or shovel [1:29:56] readiness, obviously given it five year l ife, and it's [1:29:57] meant to transform our [1:29:58] infrastructure, I have noted what the administration [1:30:02] priority ares f or the infrastructure law, I n ote [1:30:05] those for t wo reasons, one, because climate resilience is [1:30:08] one of the initiatives which I [1:30:10] think relates v ery well to here, but I 'll note the [1:30:13] here, but I 'll note the others [1:30:16] as well, equity environmental justice a nd domestic [1:30:20] manufacturing and labor, some as [1:30:24] as a f it for monroe county as [1:30:28] may compete for f unds in the to be a ware of. [1:30:31] to be a ware of. This is a good visual [1:30:34] representation of what the bill is o n the right versus [1:30:37] what was initially proposed by [1:30:40] the administration on the started o ut as 2.6 trillion, [1:30:45] started o ut as 2.6 trillion, of new pendbacker spending [1:30:48] of new pendbacker spending over five a dorers so it [1:30:50] became one fifth of what the [1:30:55] administration had lonelier proposed, just to g ive you a [1:31:00] sense of scale and kiep of what it b ecame. [1:31:02] I want today highlight a few [1:31:06] programs relevant to county, one is the bridge investment [1:31:10] program, there has not been a specific program just for [1:31:13] bridge improvements, but congress did create this [1:31:16] through the bill, t hey are providing 1 2.5 billion [1:31:20] dollars over five years for an [1:31:22] application period, this is a xet t ifz a pplication anteing [1:31:26] nationwide, there is money available for these k inds of [1:31:28] investments, I think it's certainly something w e'll be [1:31:30] working with your t eam to identify whether or not I t's [1:31:33] a good fit for a competitive application. [1:31:36] I will note it also is in [1:31:38] addition to a much larger of [1:31:40] of florida I n which tallahassee has authority o ver. [1:31:45] you may h ave heard about the brick program, fema's [1:31:48] building resilient infrastructure in [1:31:49] communities, this is what they [1:31:53] renamed the p redisaster mitigation, you h ave made [1:31:57] applications for these funds in the past t twin lakes [1:32:00] project w ould have fit in category so w e did [1:32:04] category so w e did for that as I described, bu [1:32:09] for that as I described, bu this program, we'll have [1:32:13] additional funding due to the infrastructure law, charging [1:32:17] grants for ev infrastructure, invest in charging [1:32:19] invest in charging infrastructure by t he federal [1:32:23] government, ice s traight shot, [1:32:25] everybody's on one road, you start t o build infrastructure [1:32:28] and certain spacing so I think [1:32:31] likely you'll see investment through the state m ore than [1:32:36] likely in ev charging capabilities here in the keys [1:32:39] in the near future, last but not l east t protectbacker [1:32:43] protect grant programs is a transportation program that [1:32:45] is specifically related to [1:32:47] resilience, I w ill note it's only 1.4 billion dollars over [1:32:52] five years which again sounds like a lot, when you're talk [1:32:54] k about a nationwide [1:32:56] competition, iet esnot all that much, you'll see how [1:32:59] it's divided a mongst four programs, [1:33:01] each of t hose four programs is [1:33:04] going to be divided by five years because they're going [1:33:07] to have application periods, more [1:33:09] importantly, there's 7.3 billion from this program [1:33:14] going to the state from formula f unds, they will have [1:33:19] additional fund tog invest in these k ind of resilient [1:33:20] transportation initiatives, so something that might be [1:33:24] valuable to the county in t [1:33:26] faou khu, I think that's it time [1:33:28] time to speak with you all and [1:33:31] happy to answer any questions you m ay have, thanks very [1:33:33] much for the opportunity. It is n ot easy to get new [1:35:38] projects started by t he army corps because they have so [1:35:42] much work already ongoing bu [1:35:42] if you don't start, then -- don't have the plans [1:35:46] don't have the plans developed, then t he next time [1:35:49] a storm h its, you have sort of [1:35:51] -- there are some opportunities to get this [1:35:54] funded both t hrough the regular f ederal funding [1:35:57] cycles as well as should a storm [1:35:59] hit, the c ongress often will make [1:36:02] funding a vailable and will fund some projects that have [1:36:05] basically been studied even if [1:36:06] they haven't been funnelbacker [1:36:10] funded, if anything else, it some [1:36:14] some funding a fter another disaster [1:36:17] but we're c ertainly working hard as is congressman [1:36:21] jimenez and certainly with the support [1:36:25] of senators r uby and scott to [1:36:28] push forward and get this planning work started so they [1:36:32] can be fully ready to break [1:36:32] ground and do work as soon know, [1:36:34] know, clear [1:36:49] clear answer, it's a challenge, [1:36:52] we're g oing to work to work on it. Well, g ood morning, [2:07:54] commissioners, again, thankers for the o pportunity, it's [2:07:56] been working on this project, so [2:08:02] working on this project, so appreciate you haerg us out, [2:08:07] appreciate you haerg us out, I'm e milio with engineering, [2:08:11] the lead project work witching [2:08:12] our teamm ates, erin and greg mentioned the analysis has [2:08:16] mentioned the analysis has been complete, today you'll [2:08:19] see a c ompletion of the conceptual design, the cost [2:08:23] estimates a nd also the adaptation plan what we have [2:08:28] here from o ur project areas, know [2:08:29] know everything starts off w ith the [2:08:34] sea l evel rise projections, these are c onsistent with the [2:08:38] currently adopted p rojections for t he southeast regional [2:08:41] climate compactfinger t hese were issued b ack in 2019, [2:08:43] what they indicate at this p oint is [2:08:45] by 2025, we can anticipate looking at the water levels [2:08:48] to date, it's going the increase [2:08:50] about an inch and a h alf [2:08:53] within the next three and a an additional 10fishmongers [2:08:57] an additional 10fishmongers and a h alf by 2045, an [2:09:02] additional 11 I nches by 2060 by [2:09:04] by 2100, you're looking within [2:09:08] the next 78 yaoe, 5.5 feet of [2:09:11] increase, you may k now that not l inear, it's [2:09:13] not l inear, it's exponentially [2:09:15] growth and this takes factors other t han historical date [2:09:19] taxer it looks at the melting and all t hose other stuff [2:09:22] that is factored in so there are [2:09:26] several things looked I nto that stuff, but I wanted to [2:09:31] give you a perspective, we're foot tall p erson. [2:09:35] foot tall p erson. >> just to clarify that, is [2:09:38] that increased from this year started these projections? [2:09:41] started these projections? >> what you're showing here, [2:09:45] correct, from 2 025 is we're looking at being able t o [2:09:49] provide t hat projection, the addition is I n between those [2:09:54] segments so, the 10.5 inches [2:09:54] will be from 2025 to 2045, [2:09:58] you can ant p ate based on [2:10:02] projections it will be increasing by 10.5 inches. [2:10:06] the s ea level rise provides the basis, but down here, [2:10:09] especially in south n ror abasing also in monroe [2:10:13] county, it also a ffects the king [2:10:16] tides, we d o see them, they exacerbate when y ou have [2:10:21] storms out there, we can with [2:10:22] the l els and the value wes [2:10:23] have here, we can look at [2:10:27] future predictions of what's going to take place and how [2:10:32] it's going to increase, 2045, of [2:10:33] of depth, roadway segments and [2:10:37] increasing all the way to 3.5 [2:10:40] feet of d epth by 2060, these cannot ignore currently we do [2:10:43] cannot ignore currently we do [2:10:45] have that vulnerable, there [2:10:49] are l ow lying areas where you [2:10:53] have flooding and I t's fot [2:10:55] only the fact that you see [2:10:56] salt water or sea level rise if [2:11:00] if it stays on t he surface longer [2:11:02] times, it p ercolate and is you [2:11:06] will see the flood areas throughout the county. [2:11:11] as part o f the project overall, a recap we have done [2:11:16] throughout the time, we can make the keys more resilient, [2:11:20] we did an evaluation of several y ears, the short term [2:11:25] ask long term, we looked at 2025, b etween five year [2:11:29] intervals 2 , 160, 2500, we looked at sea level rise [2:11:31] which is throughout websinger a dded [2:11:35] the component t of king tide [2:11:37] tha,'s an item you can see [2:11:40] today, it's I n the today and [2:11:41] something that was able t o allow us to model and [2:11:45] identify the I mpacts of the king ti [2:11:48] for a ll the county maintained roadways, we were able to [2:11:52] look and extreme events, a ll this [2:11:56] and extreme events, a ll this was t o look at those while [2:12:01] was t o look at those while projected w ater surface [2:12:04] elevations, conducting vulnerability and [2:12:08] prioritization evaluation, we saw the I r yas of concern, [2:12:13] when will t hese areas are going t o be impacted, define [2:12:17] what are the project elements, [2:12:18] and permitting to evaluate the preliminary cost estimates. [2:12:24] so, the I nitiative for the pronlt, we started with six [2:12:29] main tasks, tasks 1-3 have been completed websinger ear [2:12:32] at the tail end of 4, 5 a 6, [2:12:35] the p olicy review, the hope to [2:12:39] be wrapping it up within the next month. [2:12:40] I think I t's important, I want [2:12:43] to touch base a gain, the vulnerability a nd the [2:12:47] criticality, that was key to be able to identify not only [2:12:51] identify the vulnerable areas but h ow do we prioritize the [2:12:56] segments, we started off by every r oad is equally [2:12:59] important, we wanted to provide a n unbias assessment [2:13:03] of all the roadways, that took [2:13:06] six m onths of data gatherin all the d ata, we start [2:13:09] all the d ata, we start witched [2:13:12] a two s tep process, the firs websinger h ad 1200 [2:13:15] websinger h ad 1200 independent [2:13:18] roadway siemens that we were analyzing all t his through [2:13:23] gis, that's a n important tool we use throughout, we [2:13:26] evaluated t he environmental factors o r the structural [2:13:28] integrity o f these roadway siemens and d eveloped five [2:13:31] factors and looked at the surface I mplementation, the [2:13:35] groundwater clearance, the impacts o f wave humdinger, we [2:13:38] had d ata about the existing conditions of t he pavement, [2:13:39] we met with the planning [2:13:41] department, w ith the county planning department a nd we [2:13:45] were able to prioritize what are those f actors we truly [2:13:50] want to f ocus on, it doesn't aren't important, r oadway [2:13:54] aren't important, r oadway surface inundation and the [2:13:55] groundwater clearance which la [2:13:58] the h igher percentage, it and t ailor the assessment to [2:14:02] and t ailor the assessment to client. [2:14:05] client. The groundwater here [2:14:08] the groundwater here clearance [2:14:11] is important because the lime rock of the keys almost [2:14:18] provides a ratio of a one to [2:14:21] one sea level rise in the [2:14:22] groundwater s o when the sea groundwater level goes up, we [2:14:26] groundwater level goes up, we where you're going to have [2:14:29] where you're going to have high groundwater and in a [2:14:33] couple of years, that will b surface water in that case. [2:14:36] we were able to o btain a vulnerability score for e ach [2:14:39] one o f those 1200 segments it ideas the areas of [2:14:41] it ideas the areas of concern, [2:14:44] we needed to look at how do we [2:14:47] prioritize these areas, this criticality analysis, we [2:14:49] criticality analysis, we looked at those factors [2:14:53] inxlaouns u r oused by the human nature, we had 7 [2:14:56] factors here which is more than the [2:15:00] other one a nd startd off with the n umber of residential [2:15:04] the n umber of residential units, critical facility, [2:15:07] environmental factors w here evacuation route and then [2:15:09] evacuation route and then also [2:15:12] the u se of the particular parcel. [2:15:14] and again t hrough coordination [2:15:17] with the county, we were able factors which w ere the [2:15:21] factors which w ere the vulnerability score, the [2:15:23] number of r esidential units and the r oadway associated [2:15:27] with critical f acilities. Again, not that the virtual [2:15:28] is important, it's v ery [2:15:30] important, we're talk about existing roadways so there's [2:15:34] ways to mitigate that, there's [2:15:36] ways of mitigating that right-of-way impact, those [2:15:40] can be managed and engineered [2:15:44] without c reating, you're not carving a b rand new roadway [2:15:48] and w iping out environmental features which would be [2:15:49] critical. Before we jump into how we [2:15:52] developed the project a reas and t he cost estimate, I want [2:15:57] to give you a quick update of approach the adaptation [2:16:00] approach the adaptation improvements. Previous presentation, you've [2:16:02] seen there's different typical [2:16:04] sections all throughout, even though 90% of t he pronlt [2:16:08] limit ares residential in nature televising's different [2:16:10] typical, that varies depending [2:16:12] on the ground elevation t right o f way width, how clo [2:16:16] the properties may be there and [2:16:17] and so on, so t here's several [2:16:19] factors that allows u s to approach that, however, we [2:16:24] did have a very similar unique [2:16:25] approach and that's an example [2:16:28] here of the w ay we approach [2:16:31] the analysis of a ll the [inaudible] on tavernier [2:16:34] [inaudible] on tavernier ocean [2:16:37] shores as c ase study, it's a rod t hat it's abutting [2:16:41] environmental a rea, stinger road, you can s ee the [2:16:42] right-of-way where the properties, where the fence [2:16:46] is, you h ave some utilities, the existing -- the lowest [2:16:52] the existing -- the lowest [2:16:55] part of the roadway elevation at the projections, water by [2:16:59] at the projections, water by 2025, s ea rise alone is [2:17:03] anticipated to go up 2.26 feet, t hat's 16 inches above [2:17:05] that existing low ground [2:17:08] area, so we look at as part of the [2:17:15] adaptation part o f it is in [2:17:18] this particular case, y ou can it, a concrete barrier wall [2:17:20] it, a concrete barrier wall mitigate those environmental [2:17:23] mitigate those environmental impacts a nd right-of-way [2:17:27] impacts a nd collect the stormwater and added the [2:17:30] stormwater system, this is 16 inches above the existing [2:17:32] site today and we've a dded a [2:17:34] stormwater or a closed stormwater system, what t his [2:17:39] does is by 2045 when sea level [2:17:43] rise goes up to that 2.26, w [2:17:45] know that r oadway is going to [2:17:48] be dry most o f the year, [2:17:49] however king tides are ant in [2:17:52] in avd, it will exceed the [2:17:55] existing surface, that's when you h ave the system being [2:17:58] able to pump that watt t ore the [2:18:01] system, remember the king sides a re a temporary [2:18:04] condition, they're able k eep that roadway dry in that [2:18:08] particular case, you could raise the r oadway more in [2:18:10] this particular case, you would [2:18:12] have to raise it by an [2:18:13] additional 14 inches in o rder to guarantee that at least [2:18:16] you can t ry to maintain it dry [2:18:17] all year round, a t that point, you [2:18:20] will have right-of-way impacts [2:18:21] and you have to analyze furthermore e ven the [2:18:25] accessibility to some of these [2:18:26] property the higher y ou raise it, the more you will [2:18:29] impocket those components. In a similar manner, [2:18:33] [inaudible] road and also here [2:18:35] in tavernier ocean shores, we chose this one because you [2:18:41] don't have environmental on both sides, we have a wider [2:18:47] right of way, similar manner, there's a higher elevation, [2:18:51] this has 1.64 feet avd existing, when you look at [2:18:54] sea level r ise of 2045 tha,'s [2:18:55] osier inches from the existing [2:18:59] ground, in a similar manner, roadway, approximately 10 [2:19:02] roadway, approximately 10 inches above the existing [2:19:06] ground, that's the edge of pavements and we added a [2:19:10] stormwater system here, for sea level r ise for 2045, [2:19:12] you'll be a ble to maintain roadway dry there a nd when [2:19:14] roadway dry there a nd when you [2:19:17] do have those king tides situations, the stormwater [2:19:20] system will be able to mitigate them, this is an [2:19:22] approach we use all throughout [2:19:24] but in some c ases also and [2:19:27] here also again if you would [2:19:28] like to m aintain the roadway drier a ll throughout and make [2:19:33] the increase because you do have the right-of-way, you [2:19:35] may minimize some o f the impacts [2:19:37] to be able to increase those [2:19:38] additional 14 inches to be above t he king tide waters [2:19:43] and provide that dry there, t he [2:19:47] stormwater system f rom the from the permanent [2:19:49] requirement x you don't c ontribute to any [2:19:52] flooding along the properties. Third option here and t he [2:19:55] last one here that we have -- go [2:20:00] ahead, commissioner. >> could we go back, my [2:20:04] impression is in 2045, people [2:20:06] in that neighborhood will be [2:20:09] able to d rive the road if we [2:20:11] elevate it and be dry, and [2:20:13] when they t urn off into their [2:20:13] yards, they h ave z will have have [2:20:18] have we accomplished? [2:20:20] >> some p roperty so it [2:20:22] varies, - - some property it varies, some of t hem are [2:20:27] high, some of them are low, and you [2:20:29] may h ave some circumstances there, the roadway system [2:20:32] will be able to capture the king [2:20:35] tide conditions and a ddress [2:20:35] it, but a ny sea level rise if [2:20:37] you have a low property or come framing the backyard, [2:20:42] the system will not directly be [2:20:43] collecting that w ater there, depending again and t hose are [2:20:46] also some o f the circumstances, it goes with [2:20:50] raising the r oad, the higher [2:20:52] you raise I t, you build up a [2:20:55] little berm I n that area, so [2:20:55] that is a factor of how much the [2:20:57] the roadway in addition to the [2:21:02] other components as r ight of way a nd other impacts. [2:21:06] >> so, the individual home owners will have to b e [2:21:10] looking at additional elevations to [2:21:13] match that of the road if they [2:21:17] don't want to turn off into road? [2:21:20] road? >> there's -- and erin will [2:21:22] touch m ore on this information [2:21:24] because I t's comprehensive approach, it is p art of a [2:21:27] comprehensive approach at one point, and we saw it [2:21:29] at one point, and we saw it on [2:21:33] shau u shaw drive when they [2:21:34] install t ed tefp rare dams [2:21:38] where it served its purpose, [2:21:41] it kept t he water from come [2:21:43] ining there, if you have low [2:21:44] ground elevation t salt wate seeps f rom the grouped, so [2:21:47] raise t hing ground comprehensively in the area, [2:21:49] that will b e an ultimate [2:21:53] solution. >> I think it's necessary for [2:21:56] the p ublic to understand that [2:21:59] at great cost, we can elevate of the cost. [2:22:04] of the cost. The end o f the cost is whe [2:22:05] they elevate their property [2:22:05] as going [2:22:10] going to have to change some of o [2:22:14] codes in order to allow them [2:22:17] to do t hat. There's a m yriad of issues [2:22:21] all elevations that present [2:22:24] elevations that present policy [2:22:27] would n ot allow, so this can long road. [2:22:47] >> one thing that is pornts, [2:22:49] all throughout, one t hing we solution, again w ebsinger [2:22:51] solution, again w ebsinger cannot always apply t he same [2:22:55] for a ll, there's some circumstances, like for [2:22:58] example t elevising's a small segment here we identified [2:23:01] that the approaches of this particular road in here, [2:23:05] point view, h ave a good existing [2:23:08] elevation, there's a low dip on the 90 degree elbow [2:23:12] elevation there, so you're looking at that low elevation [2:23:15] there, when y ou are thinking about providing a s olution, [2:23:16] it doesn't seem practical to [2:23:19] provide a whole pump station system and invest thaul for [2:23:24] just 200 feet of raise thing [2:23:25] roadway, so I w anted to bring did e valuate each location, [2:23:30] did e valuate each location, when we s ee there's enough [2:23:32] right-of-way, you d on't have the properties abutting on [2:23:33] the side, if you raise the roadway [2:23:35] you, ear not going the contribute to the f looding [2:23:39] and we're n ot winding the asphalt [2:23:41] footprint, you're able to raise the roadway, be a ble to [2:23:46] address t he permitting requirements without affecting [2:23:50] the e xisting [inaudible] and being able to implement the [2:23:55] improvement and not p rovide a supplemental with a pump [2:23:56] system, rather than raising it [2:23:59] to try to meet the sea level [2:24:02] rise in t his particular case, [2:24:04] you r aise a roadway, it will ground with n o stormwater [2:24:08] ground with n o stormwater system, when sea level rise [2:24:10] takes place, it will be no king [2:24:11] king tide conditions, it will not [2:24:13] be an issue, so this is something that some [2:24:17] particular cases w as evaluated all [2:24:19] throughout wherever possible impacts and m ore important [2:24:22] impacts and m ore important the construction costs. [2:24:28] the neighborhood area, so as you recall, w e got a [2:24:33] criticality value for e ach of those 1200 roadway segments, [2:24:34] when we s tarted looking at it, [2:24:37] it doesn't seem practical to have 1200 individual roadway [2:24:40] projects so, we started wrapping them and identifying [2:24:44] into particular project areas how t o implement that, we [2:24:47] how t o implement that, we came [2:24:51] out with 83 comprehensive areas all t hroughout the keys [2:24:55] extending f rom [inaudible] road all the way down the ke [2:25:00] west, w e're able to graphically place t hem in the [2:25:02] gis and [inaudible] a little bit more because this is [2:25:06] available on the project website, you can see where [2:25:08] those p roject areas are, and here's a quick summary, I [2:25:13] know it's a lot of dots but thi [2:25:15] shows from here the upper keys [2:25:20] show casing w hat are those project o r neighborhood areas [2:25:24] and then up a little bit more [2:25:25] on the adaptation plan, the red corresponds t o those [2:25:28] plans vulnerable to 2025, the [2:25:31] mrao u, vulnerable by 2030. [2:25:45] >> and then you see the lower all [2:25:49] all throughout that pretty much [2:25:52] with eel work our way down t [2:25:54] the k ey west area, this is the c ounty maintained [2:25:58] the c ounty maintained unincorporated maintained roadway s ections. [2:26:03] now, we h ave those project is we w ent ahead and [2:26:07] is we w ent ahead and developed [2:26:09] the conceptual plans for each [2:26:10] one o f these areas, this wa you [2:26:13] you two things, it gives you the [2:26:18] praot fript -- footprint of [2:26:18] your project limit and is assess what a re your [2:26:21] assess what a re your environmental issue a nd is [2:26:26] constraints w e will encounter estimate, we took that in, [2:26:29] estimate, we took that in, adaptation plan a nd the [2:26:32] adaptation plan a nd the program c ost, in summary, we [2:26:35] looked at f rit the adaptation plan by y ear of projected [2:26:40] impact, s o by 2025, being considered as a year [2:26:42] projected vulnerability, we found t he [2:26:44] upper keys, you'll be a ble to have 16 neighborhood areas [2:26:49] that will become vulnerable and t hen four phased [2:26:51] neighborhood areas is p art of a neighborhood area, for [2:26:55] example, you have a whole vulnerable by 2 025 and the [2:26:59] vulnerable by 2 025 and the rest may be vulnerable by [2:27:02] 2035 and there's t hat option to [2:27:05] implement it in a phased approach, t o not implement [2:27:10] everything at once, you c an, but I t gives you that [2:27:12] marketability to address those areas of concern. [2:27:17] we also have in the middle [2:27:20] keys and the lower keys sx, [2:27:22] what was interesting is that by 2025, if we're looking a [2:27:26] the 2045 projections, that includes by 2045, we ant pate [2:27:29] the 5 0% of those neighborhood [2:27:29] areas w ill be vulnerable, falls in within that [2:27:37] falls in within that particular year. [2:27:41] this is in total 35 complet neighborhood areas, 14 [2:27:46] [inaudible] n eighborhood areas, 888 million dollars and [2:27:49] the p ump stations itself, we annual operation and [2:27:53] annual operation and maintenance c ost, the [2:27:54] electricity, the maintenance for a particular period and [2:27:58] for t he year, we're looking at [2:28:02] at least for all the projects implemented a t once, 1.6 [2:28:05] million d ollars of annual operational costs. . [2:29:12] >> so, this is 2025, if year [2:29:15] year of projected vulnerability, at [2:29:17] the end, you will see the in [2:29:20] in the upper keys, you c an see [2:29:24] less area t hat is are anticipated by 2030, the [2:29:26] lower keys, there was nothing I n the [2:29:29] middle keys, you can see by 2030, that that's a n [2:29:33] additional 10% of t he neighborhood areas for 2045 [2:29:37] for a t otal of approximately 18 miles, so an initial [2:29:41] construction cost of 179 million and o n yule [2:29:44] operational c ost of 139 thousand for this area. How do you pull the trigger [2:29:52] on those dates b ecause we all [2:29:57] know that f looding starts a [2:30:00] little bit a few days a year, year, a little more department [2:30:04] year, a little more department along. Now, remember, it -- and I [2:30:20] now, remember, it -- and I [2:30:23] agree w ith you, we f it's a [2:30:25] dynamic, we look ted at 2045 accuracy of the lidar, that's [2:30:28] accuracy of the lidar, that's the benefit o f having done [2:30:30] that, we were able to identify [2:30:31] those low l ying areas and look [2:30:34] at the information so be able remember the roadway [2:30:38] remember the roadway sometimes, they're not plateau [2:30:41] in all asepses, they're vary rid and d ifferent, with that, [2:30:46] we're a ble to clearly see a those a reas, that's the main [2:30:50] tool we use to be able to [2:30:52] identify those areas and then [2:30:53] we pretty m uch graph them and [2:30:56] are able to look at by 2025 [2:30:58] which a re the areas we're [2:31:00] going to be doing, we had th [2:31:01] total r esult, those 83 is for reach 2045, y ou can [2:31:04] reach 2045, y ou can anticipate [2:31:05] all those a reas will be vulnerable. [2:31:09] we then started working ower back and then because [2:31:13] everything doesn't happen a t once, it happens by area or [2:31:16] by time period, by 2025, bew were [2:31:17] able to identify those areas that will be impacted by [2:31:22] king tides, 2030 and so on, we [2:31:22] worked our way up until we got [2:31:24] that total. >> let me stop you because [2:31:27] you're giving me ra lot of [2:31:28] information but I'm not sure [2:31:31] you g ot my question, my the road is too much? [2:31:36] the road is too much? >> no, in this particular [2:31:40] case, I a pologize, remember that in o ur case here, we're [2:31:44] looking a t just being in the roadway I n the direction of [2:31:46] the roadway overall how l ong the [2:31:47] the sea level r ise, that gives you [2:31:50] more of -- you can say that's [2:31:52] a permanent c ondition, when that water exceeds the [2:31:55] surface, you can anticipate you're going to have water on [2:31:59] that roadway for longer periods of time, the king [2:32:00] tide is a more temporary condition [2:32:03] and t hat varies overall, but trying to s ee when it [2:32:06] trying to s ee when it exceeded [2:32:07] but also not to confuse you more, groundwater I s very [2:32:12] important to be a ble to keep [2:32:14] track o f the roadways because [2:32:16] even though you d on't see it affecting the structural [2:32:20] affecting the structural integrity o f the roadway [2:32:22] eventually to collapse, t la's important to monitor that [2:32:26] there, for the design, we're looking a t whenever there [2:32:29] will be flooding on the surface, we [2:32:35] considered that as being already impactful f or the [2:32:43] community. >> thank you. [2:32:46] >> so, by 2035, we had the [2:32:49] upper k eys, the lower keys, neighborhood areas, t his [2:32:51] neighborhood areas, t his well, [2:32:54] about 18 miles again of construction cossets and 307 [2:33:01] construction cossets and 307 thousand in cost estimates. [2:33:05] the r emaining period between 2035 and 2045, we were able [2:33:07] to capture here, y ou did have [2:33:10] project ins t he upper keys, keys that completed alt 30% [2:33:13] keys that completed alt 30% of [2:33:16] the neighborhood areas, I can give you that total area that [2:33:21] we identified and w ith a total [2:33:25] of about 738 million and 368 thousand in o peration and [2:33:30] maintenance, we sum up all [2:33:31] those values, you c an see by includes the neighborhood [2:33:34] includes the neighborhood areas, includes t he [2:33:39] comprehensive and t he phased neighborhood areas, t hat's 49 [2:33:46] neighborhood areas, t hat's 49 additional ten areas, by [2:33:52] additional ten areas, by 2035, [2:33:56] 10 additional areas, that's 9.6 m illion per mile, I [2:34:01] believe y ou've seen before some values was 8.8 billion, [2:34:05] the reason of the reduction, identified some areas t hat [2:34:06] identified some areas t hat may [2:34:08] not r equire a pump station system, t hat itself translate [2:34:13] intros some cost savings all throughout, there a re some [2:34:17] segments that's -- that's where t hat 200 million [2:34:19] difference overall is connected. [2:34:19] then you can see also, you can [2:34:23] anticipate with all t he projects being in place, at [2:34:27] least 3 million dollar annual operation a nd maintenance [2:34:30] cost as well f or the pump station [2:34:35] and is the operation and maintenance. [2:34:38] for 2 045 in total, it's going out [2:34:44] out of the 311 miles that the [2:34:48] county maintains, that's 53% countywide. [2:34:53] countywide. Also along these areas, you [2:34:57] can f ind about -- this is the r esidential units along [2:35:02] the r esidential units along the county maintained [2:35:05] roadways, one o f the factors was to find where those [2:35:10] residential densities a re, so that's what we're capturing [2:35:14] and t hose most vulnerable [2:35:17] areas look at t hat to be able any q uestions? [2:35:32] lot of money. >> one thing also to look at [2:35:35] remember we u nderstand the funding for all of them may [2:35:39] not b e done immediately, what happens I s this gives you -- [2:35:42] it's looking at those areas that are vulnerable a nd the [2:35:45] projects that will need to b implemented on hand, if some [2:35:50] projects are not being implemented f or some period, [2:35:51] if they're supposed to be done [2:35:54] in 2025, they c an be done at [2:35:56] 2035, you have to look at [2:35:58] raising the road a little bit [2:36:01] more, if you want to maintain [2:36:04] a 2 0 year design life rather [2:36:04] than 2045, it will be then higher elevation. [2:36:07] higher elevation. What it will translate is t [2:36:11] right o f way impacts, the higher you raise it, the more [2:36:14] you will have to tie back into [2:36:17] the property but the idea of [2:36:19] the study was t o provide this [2:36:20] baseline basement and be able to look a t the areas [2:36:25] vulnerable and that's w hy we selected the 2045 target [2:36:27] year, it's very dynamic vierm, [2:36:27] hopefully it doesn't get worse [2:36:31] at this point as the projections go down t he road [2:36:36] but I d o get updated on point, that's where [2:36:39] point, that's where information c an be replaced [2:36:43] and a djust how that can be [2:36:45] >> mr. We may be causing more [2:37:31] problems than we're correcting [2:37:34] here with -- I think we have [2:37:37] to look a t this as a whole [2:37:41] picture and g et that information as we evaluate [2:37:43] these r oads to elevate them. >> commissioner, and we did [2:37:45] at one point, we looked at what [2:37:47] if we p rovide also a collection system on the side [2:37:52] of the road to collect the [2:37:53] promise that some of these roadways you have t he low [2:37:55] property but the areas between [2:37:56] the property if y ou have water [2:37:59] come framing the backyard, you're going to have the [2:38:03] elevation where you have the pump stations operate o n a [2:38:07] full time capacity or you'r point, it becomes critical, [2:38:10] point, it becomes critical, that's an option there, but [2:38:12] if in that particular case, so [2:38:16] in that particular case, so here we're looking at first [2:38:21] how c an that accessibility be maintained and be a ble to [2:38:24] understand because the stormwater system, it helps [2:38:25] mitigate the king tides but it [2:38:28] also helps not contribute to any of that additional [2:38:31] flooding and be able to be implemented but I u nderstand [2:38:34] your point take .and that's will be a ble to elaborate [2:38:38] will be a ble to elaborate [2:38:39] about t hat comprehensive approach and this I s part of [2:38:44] the solution, part of t he be [2:38:45] be looked at as a comprehensive approach. [2:45:24] >> flooding l evel of service want to m ake that distinction [2:45:29] want to m ake that distinction is because certain mandated [2:45:32] levels of service that you have in y our comprehensive [2:45:35] plan already, t his is not something that's made b ut [2:45:37] it's new, what we're trying to did [2:45:38] is be t ransparent with the community a nd manage [2:45:42] expectations with t he community a bout what they're [2:45:44] going t he get, and essentially [2:45:49] what this would l ook like is [2:45:52] we are going to attempt to [2:45:53] stien these r oads to keep up [2:45:55] with future s ea level rise conditions and king tides but [2:45:58] there m ay be limitations for that, for instance, t he right [2:46:00] of way may not be large enough [2:46:01] that we can elevate as high as [2:46:04] we potentially want t o so [2:46:05] we're going to do the best w [2:46:07] can, that taoes basis of wha [2:46:07] that policy is going to say, of [2:46:11] of improvement but t hey may not [2:46:14] get 20 years sea level rise [2:46:16] plus king tides a ll at the [2:46:17] same time because there may some constraints and then [2:46:19] some constraints and then when [2:46:22] I say level o f service commitment cleanup is every [2:46:26] comprehensive plan with local governments I'm working w ith [2:46:29] right now c ommits to things feasible with future sea [2:46:32] feasible with future sea level [2:46:34] rise, access issues, certain open space, l evels of [2:46:37] service, bah all o f this comes together [2:46:40] to realistically think about the commitments you're making [2:46:44] in your comprehensive plan through your policies a nd [2:46:48] whether they're achievable in [2:46:49] the future, a policy on road [2:46:53] drainage, mayor, you have already alluded t o this also [2:46:57] which is this program is not about c reating a uniform [2:46:59] managed stormwater system throughout the entire county [2:47:02] that's going to drain private property this is not an [2:47:06] urbanized area to d o that, places like k ey west and [2:47:08] places like k ey west and marathon and other places [2:47:11] where you h ave stormwater structures and you have a [2:47:13] more urbanized environment but [2:47:13] that's not what this program is. [2:47:17] this program is to capture drainage dealing with road [2:47:21] drainage dealing with road elevation themselves, and a [2:47:25] lot o f those roads don't have existing stormwater features [2:47:28] associated with t hem now bah many of these roads without [2:47:33] many of these roads without those f eatures because the [2:47:33] south f lorida water management [2:47:35] district is never g oing to different than creating that [2:47:39] different than creating that managed system that's g oing [2:47:41] the drain private p roperty and [2:47:41] you're right, mayor, there are [2:47:43] going to be people that are [2:47:45] going to have a dry road and [2:47:45] they're going to have access be [2:47:48] be a portion o f the year that [2:47:52] their p roperty is under some level of inundation and that [2:47:57] may -- that's going to increase over time and at [2:47:59] some point, that level of [2:48:01] inundation may be permanent some properties, place ins [2:48:04] some properties, place ins keys are going to see that [2:48:09] keys are going to see that [2:48:10] effect, some place ares going to see it sooner rather th [2:48:14] later. Modify the codes so w e'll have [2:48:16] to modify your design standards with regard t o road [2:48:21] design, fdot has this thing call ted green book, that's [2:48:24] how local g overnments design their roads a nd that's what's [2:48:25] referenced in your code r ight now websinger ear going to [2:48:28] have to c hange that because developing to those green [2:48:29] developing to those green book [2:48:30] standards, you are going to be exceeding t hem. [2:48:35] review and modify your road abandonment procedure that is [2:48:39] would allow y ou to consider the future of flood risk [2:48:41] associated with that particular road facility and [2:48:43] I say that because as emilio [2:48:46] talked about in our evaluation [2:48:47] process, some roads serve more [2:48:50] people, s ome roads serve less people, a nd the county may [2:48:54] not maintenance obligation on t he [2:48:56] maintenance obligation on t he books forever if the road [2:49:01] doesn't serve a l ot of properties, a nd abandonment [2:49:05] may be a tool, I'm not saying but [2:49:07] but it may a z be a tool so y [2:49:12] don't want to m ake that process on yourself than [2:49:16] absolutely necessary, funding strategy is going to be a [2:49:18] longer term discussion, is is this going t o be working [2:49:21] is this going t o be working [2:49:23] down a prioritized proj list as you have funds available, [2:49:28] that's a longer term discussion, and t hen private [2:49:29] property adaptation policies, which is exactly what the [2:49:32] mayor already alluded t o. I c an tell you this is a [2:49:36] growing t rend with local governments right n ow, in [2:49:39] february, there w as a miami harold article that the miami [2:49:43] dade county I s considering an ordinance that when r a [2:49:45] property owner does a substantial r enovation or [2:49:48] modification to their property [2:49:51] they may need to bring th property up to 6 feet in [2:49:55] I am working for a local government in p alm beach [2:49:57] county where we a re looking at [2:50:00] the s ame type of standard [2:50:02] where w e're going to 3.5 feet relationship between [2:50:05] relationship between elevation [2:50:07] of the sea walls and what [2:50:16] that property needs to b e elevated [2:50:20] to and a portion of the community, so this [2:50:23] harmonization, either triggering, righter, [2:50:25] something like that I s probably [2:50:28] something that needs to be [2:50:32] explored in t he longer term. So, this has been a very [2:50:37] proactive planning approach and s o we have the issue [2:50:39] countywide adaptation, roads [2:50:42] has been at the top o f the [2:50:48] list because obviously it's access to homes, businesses, [2:50:52] schools, all ofz that, we ar looking at this summer launch [2:50:56] ago grant p rogram on adaptation of on the habitat [2:50:59] natural r esources level, mitigating county buildings [2:51:00] that are potentially have you neshl, other infrastructure, [2:51:04] you have the countywide component of adaptation, and [2:51:07] then again as t he mayor alluded to, what is t he [2:51:10] private response, what are we going to encourage people to [2:51:13] do, what are we going to to [2:51:14] to allow people to do with regard [2:51:17] to elevation of their structures, l ot fill [2:51:20] driveways is another thing, mr. Tl [2:51:22] be property owners where you have access t o your property [2:51:29] you h ave an elevated driveway, [2:51:33] your home is elevated, maybe you're okay w ith your lot [2:51:36] being inundated part of the [2:51:39] year x na needs t o be [2:51:42] explored, and t his's true tli going t o achieve resiliency [2:51:47] going t o achieve resiliency overall with all of these [2:51:48] factors, this r oads project is [2:51:51] the biggest thing y ou have [2:51:53] tackled so far but it is story. [2:54:53] >> while he's bringing that [2:54:54] up, I'll go ahead and kick the [2:54:56] the help us w ha, you're going to [2:55:02] hear today is the resilient [2:55:05] florida program, some c hanges that's been made in t he last [2:55:10] year, you s aw us in front of implemented the grant [2:55:13] implemented the grant program, [2:55:16] we were t rying to get road guidelines and there's some [2:55:20] guidelines and there's some new things we want to try [2:55:21] that we're going to paren to you [2:55:22] today and w ith that, I'm going [2:55:26] to go a head and ask erin to go [2:55:30] ahead and s tart. >> hello again. [2:55:33] this presentation is the culmination o f a [2:55:37] collaboration across multiple stab asks [2:55:39] conversations that have occurred with the s tate so [2:55:43] I'm here to k ind of deliver the [2:55:45] strategy to y ou. So, just as a refresher, [2:55:49] there are five major sections of the [2:55:51] resilient florida legislation t two s ections that we are [2:55:55] most focused on are the number [2:55:59] 1, the resilt yent florida grant p rogram which funds [2:56:04] planning grants and a t some [2:56:05] level, it h as also been used [2:56:07] to fund capital projects, and then number 3 I s the [2:56:12] statewide flooding and sea level rise [2:56:16] resilience plan, that level rise resilience plan -- [2:56:21] level rise resilience plan -- screens s o whatever we're [2:56:26] screens s o whatever we're seeing behind us is not on [2:56:31] our screens. Rhonda, y ou look lovely, and [2:56:34] rhonda, you're muted. Er [2:56:37] >> t hank you, I said we'll [2:56:40] wait a second while they loa you for t he compliment. [2:56:44] you for t he compliment. >> number 3 there, the [2:56:46] statewide flooding and sea level rise resilience plan, [2:56:50] this plan is compiled every year by t he grant [2:56:52] applications that are submitted to the [2:56:54] state by september 1 and that [2:56:56] plan is handed off to the and legislative l eadership by [2:57:01] and legislative l eadership by december 1 of each year and [2:57:06] this plan will compile all the capital p roject grant [2:57:09] requests across the s tate. And so this was the funding [2:57:11] mechanism for the t wo projects [2:57:15] that you received last year right p oint design, so your [2:57:20] right p oint design, so your history w ith this program [2:57:23] predated the legislation coming into effect in 2021, [2:57:28] you r eceived two grants, they were planning related grants, [2:57:31] one w as to develop amendments to the comprehensive plan [2:57:36] that were required for peril flood [2:57:40] legislation, the other was to update your vulnerability [2:57:43] adaptation, t hat work was being done last year thaz [2:57:46] tha z law w as being signed into effect. [2:57:48] the previous version of the program a ppended these [2:57:50] planning grants at 75 thousand [2:57:53] dollars so it was tough t o do [2:57:56] the e xpanded work that you vulnerability assessment for [2:57:59] vulnerability assessment for money, when the legislation [2:58:03] money, when the legislation was signed into effect, that [2:58:07] cap was l ifted but also came with that legislation were [2:58:09] requirements for vulnerability basements now because the [2:58:12] state was r eceiving apples and [2:58:13] oranges in terms of the vulnerability assessment, [2:58:16] they wanted to standardize them on [2:58:20] some level with new technical specifications and I can tell [2:58:25] you that that costs a whole [2:58:27] lot m ore than 75 thousand terms of a document, the 2021 [2:58:30] terms of a document, the 2021 grant cycle, you received [2:58:32] money to update your vulnerability assessment to [2:58:35] bring it into compliance with those n ew requirements, that [2:58:39] project was announced I believe may 11, there w as [2:58:41] also a project on that list for [2:58:41] the plan that I referenced [2:58:44] plan that I referenced earlier [2:58:47] but t hat project was kind of awarded previous to t hat [2:58:50] under the old version of the program [2:58:51] but it was on the list for [2:58:54] this year, and then you got the still r ight point design [2:58:57] t twin lakes elevation for that [2:59:01] particular road project a nd then the harry harris [2:59:05] resilient d esign for that particular park, so this is [2:59:09] the s uccess you've had in the program s o far [2:59:16] collaboratively across the county. [2:59:18] and so there were several house b ill 1773, fdot is t [2:59:23] house b ill 1773, fdot is t first state a gency that is [2:59:26] now required to pull together a [2:59:26] resilience action plan and the [2:59:29] reason that would be important [2:59:32] to you is for instance maybe resiliency projects associate [2:59:35] resiliency projects associate witched that resilience action [2:59:37] plan, there a re new responsibilities for the [2:59:41] state's chief resilience officer and one o f those [2:59:44] duties is in conjunction wit the d epartment of [2:59:45] environmental protection, they [2:59:47] have to produce a list of vulnerability basements e very [2:59:51] year that meet those statutory [2:59:54] requirements and I can tell list as s oon as possible [2:59:59] list as s oon as possible because how t hey evaluate [3:00:00] your capital project , grant [3:00:02] submittals, a portion of that is related to your vulnerable [3:00:07] assessment, so the good news last [3:00:08] last year to do that compliance effort. [3:00:13] there is a new definition of assets, [3:00:16] assets, this is important because in [3:00:19] the g rant evaluation process, assess that s erve more than [3:00:23] one local g overnment jurisdiction are going to get [3:00:27] a bump in t he evaluation process, there is also a [3:00:32] component for p reconstruction funding f or small local [3:00:34] governments and for you, that's you are actually not [3:00:37] eligible jibl for that type of [3:00:38] funding because mower t a county of less than 50 [3:00:43] thousand, they also want to see r ainfall pod dwelling now [3:00:46] associated with the vulnerability assessment, [3:00:48] there have been changes t o the [3:00:51] dates a s to when certain statewide deliverables have [3:00:55] to be completed, there a re more [3:00:55] transparency requirements when the s tate produces that [3:00:59] statewide flooding and sea level r ise resilience plan, [3:01:03] they have to have a narrative talking a bout the projects [3:01:05] that they s elected and why and [3:01:08] the projects they did not select and why and the [3:01:11] methods by which they selected those [3:01:15] projects and included t hoem after 2023, t he state wants [3:01:19] after 2023, t he state wants to [3:01:22] see a local government have vulnerability assessment in [3:01:26] compliance with these standards f or modeling, [3:01:30] essentially t hey are saying to have a tough time getting [3:01:35] to have a tough time getting your capital projects highly [3:01:39] ranked without having that vulnerability assessment, [3:01:42] there a re more eligible entities this year, erosion [3:01:47] control districts, water control d istricts, drainage [3:01:51] districts, so there are more parties t hat can access th [3:01:55] money and there I s less money [3:01:56] in year for the program overall, dep is engaged in [3:02:00] rule making right n ow to develop t he criteria by which [3:02:04] they are going to rank the [3:02:06] grants, and I 'm happy to tell you the county has been [3:02:10] engaged I n this process, and so far we've yielded some [3:02:12] success in the rule making effort by p roffering language [3:02:15] that has been adopted into another version o f the rule, [3:02:20] that rule is not done yet, competitiveness of these [3:02:22] competitiveness of these grant [3:02:23] applications based on this rule that I s in flight [3:02:26] because it is going the tell you how [3:02:30] the m ake your projects more competitive b ut we have [3:02:35] secured some changes to that [3:02:35] rule and that's a really good the [3:02:37] the picture of the state of [3:02:41] affairs last year and I'm going t o walk through what's [3:02:44] changed. There haven't been a lot of [3:02:46] changes to the planning grants [3:02:51] but this year, there is approximately 180 m illion [3:02:56] dollars of funding for that that's a little bit [3:02:58] that's a little bit different, [3:02:58] there was m ore money available [3:03:01] for capital projects this year, we have some more [3:03:06] limitations. The match r equirements for [3:03:07] this are still a little foggy, [3:03:10] it depends on how your capital [3:03:13] project is funded as to to be r equired. [3:03:17] to be r equired. The s tatute requires match for [3:03:20] inclusion of a project in this [3:03:22] statewide flooding and sea level rise plan, if your [3:03:26] project gets funded with a different p ot of dollars, [3:03:30] those match r equirements may not be part o f the evaluation [3:03:33] process and t here may be others that w ant to provide [3:03:36] more elaboration on that, but we [3:03:36] we have right now, at least that [3:03:40] I h ave as presenting this to you. [3:03:44] so, t his is how those pots [3:03:47] shake out, last y ear, they planning grants and t hey had [3:03:50] planning grants and t hey had resilience projects, the [3:03:55] resilience projects were fund funded mostly with arpa [3:03:58] money, there was 1 54 million dollar [3:04:01] list of f unding that came outside o f that statewide sea [3:04:04] level rise plan pot of dollars [3:04:06] and what that m eant was that [3:04:09] there were some projects that [3:04:11] were funded on that list that [3:04:12] there w as no match, so this is [3:04:14] is 180 million dollars for t hat [3:04:18] plan, a s I mentioned, there are m ore eligible entities, [3:04:23] there w as a statutory change this year that essentially [3:04:27] said that p ot of dollars for less than 1 00 million [3:04:29] less than 1 00 million dollars, [3:04:30] last year, it w as a cannot be dollars, [3:04:34] dollars, so this y ear we're seeing 180 [3:04:36] million dollars in that pot, we're still a little unclear [3:04:40] as to some of the match requirements depending on the [3:04:44] funding s tream and then obviously t he application [3:04:47] dates h ave been adjusted to just showing you what's [3:04:50] just showing you what's changed from last year to [3:04:53] this year. So, this is w hat we know [3:04:54] about some of the f unding that's [3:04:57] been announced in t he budget people have information, [3:05:02] people have information, please help m e out and chime [3:05:05] in, but 2 70 million dollars was announced f or the [3:05:07] statewide flooding and sea level rise plan but that was [3:05:09] for projects that were already [3:05:10] awarded last year so, w hen the [3:05:17] state says we've got 500 million d ollars for [3:05:22] resilience this year, 270 dollars of that [3:05:26] is already allocated, there's 20 million dollars from [3:05:28] resilience, 20 million dollars [3:05:30] from revenue, that's 40 million dollars, 20 m illion [3:05:33] of that we know is fwoing to g o [3:05:36] to planning projects, 20 of dollars that are used fo [3:05:40] of dollars that are used fo match, we're a little [3:05:44] match, we're a little uncertain on that, I talked [3:05:48] about t he 180 million dollars for t he statewide resilience [3:05:53] plan, then there are other pots of d ollars available for [3:05:58] regional resilience projects like from t he compact, and [3:05:59] 5.5 florida flood hub w hich is [3:06:02] florida flood hub w hich is data gathering entity [3:06:07] throughout the state. So, m atch technically within [3:06:09] the s tatute is required but it's only r equired for that [3:06:14] one p ot of dollars from a legal p erspective which is [3:06:17] that statewide flooding and sea l evel rise resilience [3:06:19] plan so, there m ay be a pot of [3:06:21] dollars out t here that doesn't [3:06:21] require a m atch, we're still a [3:06:26] little uncertain on t hat and then obviously you have t o [3:06:31] submit your p rojects through gets compiled from those [3:06:34] gets compiled from those projects, there's o nly one [3:06:39] portal to submit your capital projects and you don't know [3:06:41] what funding stream is ultimately going to fund that [3:06:42] project, whether it's going to [3:06:44] be included nr that statewide plan or for instance, it was [3:06:48] -- last year, t here was arpa trigger those requirements, [3:06:49] trigger those requirements, so [3:06:53] you don't g et to dictate what funding pot f unds your [3:06:59] project, you are at the will of dep. [3:07:03] >> erin, real quick, are we considered a financially [3:07:05] disadvantaged small community, we're not constrained, are [3:07:08] we? No, o kay. >> alright so, we're moving [3:07:13] into the grant concepts, we have two planning grant [3:07:17] concepts we're looking to present to you and the [3:07:22] planning grant application is exactly 7 d ays from today, s [3:07:25] one o f those planning grants is the municipal roads [3:07:28] planning project which is basically t o take everything [3:07:31] emilio just p resented on and through that same process and [3:07:35] through that same process and [3:07:38] the a dvantage of that is that the similar d esign standards [3:07:42] the similar d esign standards overall, and we did submit [3:07:48] this grant last year but it [3:07:51] really didn't fit n eatly into looking f or, for planning [3:07:54] looking f or, for planning grants, what they're really [3:07:56] prioritizing is vulnerability assessments for communities [3:07:58] that have not done them ye or [3:08:00] vulnerability assessments for communities that want to come [3:08:04] into compliance w ith this new statutory criteria, s o we are [3:08:08] going to dust off that grant little bit more competitively [3:08:12] little bit more competitively to fit more with what dep I [3:08:14] looking f or. The second planning project [3:08:17] that we w ould like to pursue neighborhood, this would look [3:08:22] neighborhood, this would look a lot l ike the roads pilot [3:08:27] project that we did in 2015-16, before you l ook at [3:08:30] wholesale a daptation across the c ounty overall, let's [3:08:31] pick a neighborhood and look a t [3:08:34] that and get at some of t [3:08:37] issues we just talked about that mayor rice raised, what [3:08:39] is adaptation look like beyond [3:08:40] just roadsters and we w ould like to potentially submit a [3:08:45] grant to do that in one test that [3:08:46] that so, those a re the two [3:08:49] so, those a re the two planning [3:08:53] grants due potentially by a [3:08:56] a little bit more about assets [3:08:59] and w hat assets are within this program in the statute, [3:09:03] there a re four different types [3:09:05] of critical a ssets that are defined w ithin the statute, [3:09:09] transportation and critical infrastructure, critical [3:09:11] community a nd emergency services and natural cultural [3:09:14] and historic resources and reason that is important is [3:09:19] reason that is important is because the g rant criteria, [3:09:24] the p roject criteria overwhelmingly prefers [3:09:26] projects that look at critical [3:09:28] assets, a dapt critical assets, or protect critical assets. [3:09:33] I'm going the talk a little bit more about that. [3:09:38] now, the definition does not say t hat critical assets have [3:09:43] to be publicly owned, but statute w here in your [3:09:45] statute w here in your vulnerable assessment, you [3:09:48] have to I dentify all of the critical assets that are [3:09:51] owned and maintained by the local [3:09:55] government, s o it's pretty overwhelmingly preferring [3:09:59] overwhelmingly preferring assets as part of the grant [3:10:04] assets as part of the grant I j ust said that. [3:10:08] I j ust said that. Okay. [3:10:11] so, t alking about the scope of [3:10:13] the c apital projects, again, I [3:10:17] talked about critical assets, owned and maintained, but I n [3:10:20] the c ritical assets definition, you a lso have [3:10:23] hospitals w hich is not something t hat is necessarily [3:10:27] publicly owned but points are assessed within the ranking [3:10:32] program as to how well a project a ddresses risk, [3:10:36] projects that reduce risk in areas w ith an overall higher [3:10:39] percentage of critical assets protected, so I f your project [3:10:43] gets a lot of bang for bu publicly [3:10:44] publicly owned things at o ne time, that [3:10:47] project is obviously going to rank higher. [3:10:51] there is -- t here are criteria [3:10:55] related to how well the project a lleviates up land [3:10:58] damage, whether n ature base features, whether or not the [3:11:03] project I s cost effective an if the local government is [3:11:05] financially constrained so there is a lot of different [3:11:10] criteria to evaluate these projects, so what we are [3:11:11] doing collectively through the [3:11:14] departments is talking about how to make those projects as [3:11:17] competitive as possible, for instance, is there a project [3:11:20] where w e can add nature ba [3:11:22] features and get more points, projects is y ou're really [3:11:25] projects is y ou're really constrained in the [3:11:27] right-of-way and in t erms of [3:11:29] how you have to manage the [3:11:31] money so there's not a lot of [3:11:33] nature based features y ou can those points are probably not [3:11:37] those points are probably not available to certain types of [3:11:42] projects that you m ay v so up [3:11:44] to 36 p oints out of 100 in [3:11:46] this program are related to how w ell your vulnerability [3:11:49] assessment identifies your critical assets, identifies [3:11:53] how at risk they are and ho your potential project [3:11:58] addresses t hat risk, that's a the p rogram are related to [3:12:01] the p rogram are related to [3:12:02] whether or not you have match has previously funded a [3:12:06] has previously funded a component o f the program, for [3:12:09] instance, if there was a project w here you received [3:12:13] money f or design and now you construction, you will get [3:12:15] construction, you will get some additional points for [3:12:17] that because the state has already m ade an investment [3:12:20] there and f unded the project previously, so that's [3:12:24] something t o consider that almost 50% of the criteria [3:12:27] are related to these two key [3:12:30] elements about characterizing so, these a re the capital [3:12:36] so, these a re the capital grant concepts that w e are [3:12:41] talking about, number one is [3:12:43] roads projects, t here are 15 [3:12:45] of them w e have listed and [3:12:48] we'll talk a little bit more [3:12:49] about t hat, they total 302 million dollars a nd just for [3:12:53] discussion purposes, a cost share of 50% cost share of [3:12:57] those p rojects would be -- should be a bout 150 million [3:13:00] should be a bout 150 million dollars I nstead of 190, then [3:13:03] we talk a bout -- we have three [3:13:08] shore l ine related projects, the duck key break water t [3:13:13] long key living shore line 2022-06-15t12:07:46.4459340-04:00 [3:13:12] 2022-06-15t12:07:46.4459340-04:00 nod s hore line project, I want [3:13:16] to talk a minute about the differences that I just [3:13:21] described to you about critical assets that are pub [3:13:25] luckily o pened and maintained and p rotect critical assets [3:13:28] that are publicly owned and maintained like t he long key [3:13:30] living shore line project, you [3:13:31] own t hat property you own that [3:13:35] shore line so I f you did a [3:13:37] shore line protective project there, it w ould be protecting [3:13:40] your trance for station w hich asset, so a project like that [3:13:46] asset, so a project like that is going to rank higher [3:13:51] because y ou are protecting publicly owned and maintained [3:13:55] critical assets. That's a summary of the [4:24:22] request, you've all seen th in the white paper that I [4:24:26] sent you, in a ddition to the [4:24:27] residential collection rate increases, there's requests [4:24:29] for 4 d ollars ton more to haul [4:24:33] out a nd dispose and our request for a n increase in [4:24:35] the commercial collection which is [4:24:37] something like 13%. The c ontract provides for them [4:24:42] to be able to request it and [4:24:46] they can request a fuel surcharge a s well which they [4:24:49] have done, there is no such provision for fuel surcharge [4:24:51] in the residential or haul out [4:24:53] contracts, this I s all just from the audit report ts, [4:24:55] from the audit report ts, this [4:24:59] is the percentage of fuel an labor, the percentage of [4:25:02] their expense that is are m ade up [4:25:04] by fuel and labor, f uel is a [4:25:06] pretty small percentage, labor [4:25:08] is by f ar the biggest, we al experiencing [4:25:11] experiencing with retaining labor down here [4:25:17] and if you don't mind, greg, [4:25:20] I'll out you and say you've [4:25:22] had to increase your housing stiefrp, he's paying $750 a [4:25:27] month t o his employees as a be [4:25:30] be 500, that's all weighing in this. [4:25:35] okay, earlier t oday, you approved us for maximum [4:25:39] tentative s olid waste [4:25:42] residential b asement of $446, this year, you'll notice what [4:25:47] this year, you'll notice what the o ther jurisdictions are, [4:25:50] aisle m orado is 4555, key west [4:25:54] with lower levels of service, one g arbage a week and such [4:25:58] is still 316, there's some other [4:25:58] differences there, I wanted put I n perspective for some [4:26:02] put I n perspective for some of [4:26:09] our surrounding j urisdictions. The f uel surcharge provision [4:26:12] in the contract says you c get a fuel surcharge when t [4:26:17] fuel cost I s higher than 20% [4:26:18] above when we signed the contract, you c an see from [4:26:22] may 2014 through late last year, [4:26:25] it was below it, as much as [4:26:27] 50% below I t but you all kno [4:26:29] what happened starting at the end of the year, november, [4:26:34] december, the c ost of diesel [4:26:36] fuel exploded and it's now years a go, so it certainly [4:26:41] years a go, so it certainly triggers the provision of the [4:26:43] contract. This is intended to s how you [4:26:47] on the residential side what cpi increases t hey have [4:26:50] gotten fser what were allowed in t [4:26:52] contract, y ou'll notice that experience is much higher [4:26:56] because they were capped at 2.5% ton residential [4:27:00] collection, some years they got 0, you'll notice in [4:27:07] 17-18-19, there w as no cpi adjustment allowed in t he [4:27:12] contract, e ven though we experienced m oderate levels, [4:27:17] 2, 2.9, 2.9, on the commercial [4:27:20] side, you'll notice it only [4:27:21] diverges as w e go into 2022 the [4:27:25] the commercial side of 4% but [4:27:30] you'll notice all o f the actual cpi's were lower than [4:27:35] that until this year when cpi adjustment february t o [4:27:37] february is 9.8% and is capped at 4. [4:27:41] the n umbers are not super the t rend they've typically [4:27:46] the t rend they've typically been below where cpi is over [4:27:50] time. Okay. Some important things, [4:27:50] there's a lot of moving p arts to [4:27:54] this, everything that I s in this [4:27:58] contract affects the residential a ssessment. [4:28:01] fuel surcharge should g o up and d own as fuel fluctuates, [4:28:06] we wouldn't want to just [4:28:06] increase it for f uel and if way [4:28:09] way surcharges work. Increase thing haul o ut and [4:28:14] disposal cost affects residential a ssessment, [4:28:17] commercial rates which we adjusted a few months ago if [4:28:22] you r emember, it also affect what we c harge to the [4:28:24] islamorada solid waste contractor, used to be [4:28:25] advance, now it's waste management, we have a special [4:28:28] contract if you might remember [4:28:31] from 2014 that includes special rates for I slamorada, [4:28:35] we can't increase what we p [4:28:39] waste m anagement to haul it adjustment to a isle mortared [4:28:44] adjustment to a isle mortared did, marauder -- islamorada, [4:28:47] and that special thing for florida city, they'll h ave to [4:28:52] start paying more too and across the scale tipping [4:28:54] across the scale tipping rates [4:28:55] for p eople who bring stuff I themselves, all of a sudden [4:29:00] what we're paying to haul it we're letting p eople pay to [4:29:04] we're letting p eople pay to say [4:29:04] say everything's changed a lot in [4:29:08] the l ast 6-8 months, my first [4:29:11] reaction when I h eard this [4:29:12] was I've got a contract that goes [4:29:16] through 2024, wlie am I looking a t adjusting it, I [4:29:21] came to the conclusion we need [4:29:27] to be good partners and work [4:29:31] out some plan, what is it. [4:29:34] so, what I'm asking you to d [4:29:35] today is tell us to go awa [4:29:35] and t ell them, no, or my recommendation is work out [4:29:38] the details of what it ought to [4:29:41] be that's fair to both the [4:29:44] franchisees and t o the county taxpayers and c ome back in [4:29:47] july with whatever recommended [4:29:49] changes the contract we o ught to make. Uniform r ates for residential [4:33:56] just like we have for commercial, I t's a different [4:33:59] question, the r eason for uniform commercial rates was [4:34:01] that some business owners have [4:34:03] businesses in multiple areas and therefore couldn't [4:34:05] understand why they had different rate asks that made [4:34:10] a lot o f sense so you had o [4:34:12] set o f rates, residential pick-up is influence today a [4:34:15] greater e xtent by the geography o f the thing. [4:34:18] I did h ave a conversation with [4:34:21] greg con wrath about the old years t hat yielded the [4:34:25] years t hat yielded the difference and one of t he [4:34:26] things we conclude is m aybe we [4:34:29] need to r evisit that because changed since 2 5 years ago, [4:34:33] changed since 2 5 years ago, figure, a nd so my first [4:34:39] figure, a nd so my first reaction is to approach that [4:34:44] with a little bit of caution [4:34:46] but let's examine why I t is [4:34:47] and if a change is made, arguments apply t o [4:34:50] arguments apply t o residential [4:34:51] as applies to c ommercial because the b usiness owners [4:34:54] that have multiple businesses, [4:34:56] residents are I n different work through that c ertainly.
