[0:03] Welcome to the Municipality of Monroeville Planning Commission for July [0:06] 15th, 2026. If we could stand, please, for the [0:11] Pledge of Allegiance and a moment of silence. Silence. [0:15] I pledge allegiance to the flag of the United States of America and to the [0:19] Republic for which it stands, one nation under God, indivisible, with liberty and [0:25] justice for all. [0:38] Okay, thank you. Sharon, if you could do roll call, please. [0:42] » Mrs. Montgomery. >> Here. [0:44] » Mrs. Lawrence. Mr. Walker. [0:47] » Here. >> Mrs. Lewisburg. [0:48] » Here. >> Mr. Segelson. [0:50] Mr. Seaman. >> Here. [0:52] » Mr. Proughnel. >> Here. [0:54] » Mr. Weldon. >> Here. [0:57] » Very good. And if I could get a motion for approval [1:01] of minutes for our meeting from July, excuse me, June 17th, 2026. [1:05] » I'll make the motion. >> Second. [1:08] » All in favor? >> Aye. [1:09] » Aye. >> Very good. And then, Paul, if we could [1:13] have new business. >> We have uh two agenda items tonight. [1:16] They're both the same applicant, 7 Brew. Uh the first one is 26 3 St 7 Brew. [1:23] Applicant is requesting site plan approval pursuant to Monroeville's [1:26] Zoning Ordinance number 2779 as amended to permit the construction and operation [1:31] of a drive-thru coffee business and associated site amenities. [1:36] The property address is 4111 William Penn Highway and identified as tax [1:40] parcel 743H040 [1:44] in the Boulevard Zoning District. And I'll read the second one, also, since [1:49] they're related. >> Mhm. [1:50] » 24 or 264C 7 Brew. Applicant is requesting conditional use [1:56] approval pursuant to Article 7 [1:59] planned non-residential development playing group unit of the Minerva zoning [2:03] ordinance number 2779 as amended to permit multiple principal structures on [2:08] one property. Property address is 4111 [2:12] William Penn Highway and identified as tax parcel 743 H040 [2:16] in the Boulevard zoning district. And the applicant is here. You want to [2:21] show us what you got? >> Good evening. [2:26] Good evening. I'm Bob Gage. I am with Who Brew LLC. We are a franchisee of 7 [2:31] Brew Coffee. Uh we are proposing to construct a 510 [2:35] square foot uh drive-thru coffee shop with an [2:38] associated uh cooler building. Can you guys see this? [2:41] You're not up there yet. >> Give him a second. If you want him to [2:45] uh bring that up on on this screen, just let him know and he'll focus on it. [2:49] There it is. Just push it towards uh chairwoman. [2:52] » Yeah, right there. Okay. [2:56] So, uh as I was stating, this is the uh main building. This is 510 square feet. [3:01] It is a modular building. It will arrive on site on the back of a truck. [3:04] » Mhm. >> Uh [3:06] it is manufactured in Kansas along with the cooler building, which is this [3:10] structure. This is just a support structure for the main facility. [3:14] Uh we do have a right-in right-out uh access drive off of uh William Penn [3:20] Highway 22, uh which you enter the site here, [3:24] go up and around to the north and then enter into the queue lanes, which are [3:28] these two lanes. This is a double drive-thru. [3:31] And um as you come down through, we have employees that actually stand out in [3:36] these lanes and take orders pretty similar to a Chick-fil-A facility, the [3:40] way that that is operated. So, they have iPads. They will take uh the orders. The [3:45] orders are relayed into the main building. The The orders are made and [3:48] then runners run those out to the customers in their cars. [3:53] We are providing a bypass lane around the outside of the two queue lanes. Uh [3:57] the whole purpose for that is that if you've got somebody that's sitting here [4:01] that's getting an order that's fairly large and then somebody back in the [4:04] queue that has one drink order, uh they can get their order in and get out in [4:08] the bypass lane and bypass the other customers that are waiting for their [4:12] orders. Uh we currently have this designed for [4:16] 31 cars in the queue, which is from this location all the way around to here. [4:22] Uh as you can see, if we do have any [4:25] overload issues, we do have room to stack cars uh in the drive all the way [4:29] back out to 22 if necessary. Uh 31 cars typically will handle the [4:35] normal business rush that we have. Uh we have a a peak hour in the morning, [4:40] typically from uh 6:00 to 8:00, and then uh in the afternoon is actually the [4:44] busiest peak that we have, and that typically runs from 4:00 to 6:00. [4:48] During those peak hours, uh what we're seeing once the store is opened and the [4:52] customer base is established, uh after we get through the newness of [4:56] the of the facility, they typically settle down and we are seeing [5:00] consistently 28 cars maximum in that peak hour in the afternoon. [5:04] Normally throughout the day, uh these businesses uh these facilities that [5:09] we're seeing will have seven to eight cars in the queue. So, we think we've [5:13] designed uh the site large enough with enough queue to handle whatever business [5:18] that we do any any kind of a rush that we have. Uh along with the 31 cars [5:23] in the queue lanes, we also have parking spaces for 17 vehicles. [5:27] Um one of those being a handicap uh parking space. [5:32] This is a 100% drive-thru facility, so there is no walk-up traffic. We did [5:36] There is no place to sit down and and consume your beverage inside the the [5:40] building. The parking spaces are for the employees [5:43] only. >> I was going to ask that, like who's [5:46] parking? You have 17 spaces for employees. How many employees? [5:49] » Yeah, so typically these it's a little different the way that the the [5:53] operations work on these. They have 4-hour shifts. [5:56] » Okay. >> whole idea is to have we we hire people [6:00] between 18 and 24 years old. We want everybody keyed up and on their game as [6:04] long as they're there. So the the shifts are shorter, so everybody is [6:08] not fatigued at the end of an 8-hour shift. We make the shift change every 4 [6:12] hours. So [6:14] to start with these [6:17] once we when we get started, we typically have [6:21] eight to 10 people. >> Mhm. [6:23] » Employees. Now whenever we have rushes, we can go up to 22 people that they can [6:27] call in and and be at the on the facility at one time. [6:30] » Mhm. >> Once we start the facility once we start [6:33] the operations, we will hire 75 people to man this this particular stand. [6:37] » Wow. >> So we'll have the ability to call in as [6:40] many as we need if we do see rushes coming and so on and so forth. [6:45] So we've made all the submittals. We're [6:49] going through the review process now. We've received a couple review letters [6:54] and comments. I don't think there's anything that we can't get over. [6:57] Everything looks like it's just basically clean up items at this point. [7:01] We are using the same traffic engineer that the car wash is using. So they're [7:06] handling the HOP permit for us and them at the same time. I know that they have [7:11] generated a traffic analysis report and have submitted that to DOT and that's in [7:15] review now. So once that is back, then the HOP will be able to be reviewed and [7:20] and approved. Don't see any big issues with that as far as [7:24] DOT is concerned. We are leaving the existing entry points where they're at [7:29] currently. This was a right-of-way at one point the [7:33] building that is being demolished. So we're not changing locations or sizes [7:37] of our right in right out. And then we also have the ability to go back out to [7:41] Center Street into the light for anybody that is coming in and wants to [7:46] go back to the east as they leave our facility. [7:50] » Is there [clears throat] an actual um separation like a [7:54] wall? It just looks like it's green space the between the car wash and the [7:59] » It's just green space. >> It's a green space. [8:01] » Yes, ma'am. There is a retaining wall back on the [8:03] backside. I don't know if you guys have been to this side or not, but it's [8:06] fairly steep back on the back. There's a guardrail that is existing there that we [8:10] do intend to to leave in place. Um [8:15] and then obviously we're we're meeting all the landscape requirements. [8:18] Uh we were asked to put in a ADA ramp from the sidewalk out front on uh [8:24] on Penn Highway. So that's what this is. Um I think currently there is a set of [8:29] stairs there. We'll remove those and then put this ramp in place. So we've [8:33] got ADA access to the site. Which is a requirement by the [8:38] municipality. We don't anticipate any people walking up to the building. [8:41] » going to say if you have no walk-up That's interesting. [8:43] » It's just a requirement. We have to do it. We're [8:45] we're being forced. >> [clears throat] [8:49] » Okay. >> Uh any any other questions? [8:52] » What is that building up uh >> This one? [8:58] » No, up here. >> Um [9:00] » You drive past it on the way in. >> Is it trash? Looks like trash. [9:04] » Uh oh, up here on top. Yes, that is a the trash enclosure and it will have [9:09] it's a 6-ft tall trash enclosure and the finish materials on it will match the [9:13] building. >> And what's the cooler? [9:15] » The cooler is just where we store all of the milk and products that we use for [9:20] the next drinks. >> that's a separate building. You have to [9:22] walk outside. >> Correct. Yes, sir. There is a canopy [9:25] structure that goes over part of the drive-thru and then [9:29] spans the gap between the building and the cooler. [9:32] And it'll be under cover, but it will you We [9:35] do have to go outside and get the support. [9:38] Did you bring uh Yes. [9:42] So, this is what the prototype building looks like. [9:47] So, uh [9:49] This is the cooler or I'm sorry, this is the canopy that spans between. This [9:53] particular one doesn't show the cooler in the right location. It's actually sit [9:56] that sits right here. Um let me see if this other one may [10:00] show. So, that's the configuration right there. It's just mirrored from what [10:03] we're actually doing on this site. So, this is the cooler building. [10:06] And it'll it'll actually be on the other side if you go look back at that uh [10:11] » And it's that tall. This is the right height. [10:13] » That's correct. Yes. >> So, I guess you're bringing two trucks. [10:16] » It will actually it will come in three trucks. So, the main [laughter] part of [10:20] the building from the canopy down, this is one one unit that'll come by itself [10:24] and then this structure here is a separate structure that is put on top [10:28] once it arrives on site. And then this is the cooler building which is on [10:31] another truck. >> Okay. [10:38] » Questions? [10:42] » Looks good. Any other questions you guys? [10:47] All right. I guess we'll take a motion to approve. [10:51] » Motion to approve. >> I'll second. [10:54] » All in favor? >> Aye. [10:56] » Aye. >> That's for both of them. [10:57] » Both. >> Both, yeah. [10:59] » Yes. >> Yep. [11:00] » Thank you very much. >> Very good. You're welcome. [11:03] » Thank you. >> We're on to [11:05] » to the next. >> Yeah. [11:06] » Yeah. Next month, first Tuesday and second Tuesday. I'll send you an email [11:09] tomorrow. >> Sounds great sometimes. [11:11] » Perfect. >> Hey, we actually have that information, [11:14] but an email would be good. Glad to hear from you. [11:17] » Thank you very much. Appreciate it. >> Thank you. [11:20] Very good. All right. [11:22] If anything else, I think we need a motion to adjourn. [11:25] » I'll make a motion. >> I'll second. [11:28] » All in favor? >> Aye. [11:29] » Aye. >> Meeting adjourned. [11:33] » And I will [11:42] » [music]
