collection of [3:06] Montrose city and county records and [3:09] archives and we currently do occupy [3:12] about 800 square feet of that building [3:15] we've been at this location for 13 years [3:19] however at this particular point in time [3:23] we are concerned about our building it's [3:26] also called Coronado building being more [3:29] actively promoted for sale it's always [3:32] been for sale but apparently currently [3:35] it's being pushed harder [3:36] and so we are considering we are [3:41] concerned about the future of our [3:43] genealogy center whether it will be able [3:45] to remain there or not and our other [3:47] concerns are whether we will be able to [3:49] continue to manage the center as we all [3:52] our board members are getting on [3:55] uh we're looking for a permanent [3:58] location for this valuable collection of [4:01] materials uh we would uh hope that the [4:05] space could be [4:07] available uh and it would be available [4:10] by the city and that if the city would [4:13] view it as an asset in that uh it could [4:17] be open to the public as a research [4:19] center and at least on a appointment [4:22] basis and our our society could probably [4:26] continue to be some assistance in that [4:28] manner as far as research of these [4:30] materials [4:32] um [4:33] for now we do invite you to come visit [4:36] and see what we have at 700 East Main [4:39] Street and we could talk with you [4:41] further about what our need is and why [4:45] we are asking for the city's help [4:48] uh there was an article in the Montrose [4:51] press last March 30th that described our [4:54] facility very nicely [4:56] uh [4:58] we do we wish to preserve these records [5:00] we don't want to see them thrown away [5:02] because we have no place to put them [5:05] so I'm going to leave you a letter that [5:08] has our contact information and says [5:11] pretty much what I just said to you now [5:12] and a little uh flyer that has [13:53] Authority of a private activity Bond [13:55] allocation of the city of Montrose [13:57] pursuant to the Colorado private [14:00] activity Bond ceiling allocation act and [14:03] I will turn this over to our community [14:05] development specialist Chris ottinger [14:08] who will remind us we just talked about [14:11] this but give a little bit of an [14:12] overview of what this means [14:15] absolutely good evening Madame mayor and [14:17] city council the item before you today [14:19] is consideration of resolution to [14:21] allocate the city of montrose's private [14:23] activity Bond cap to the Colorado [14:25] Housing Finance Authority as it has done [14:27] for the past five years [14:29] for the benefit of the public I will [14:31] briefly explain what pabs are and how [14:34] they work [14:35] a private activity bond is a special [14:38] class of tax-exempt bonds that that [14:41] benefits private non-government [14:43] borrowers that can be issued by States [14:45] local governments such as Montrose or [14:47] housing authorities these state or local [14:50] issuers are bound by very specific [14:52] restrictions [14:53] as to the use of the bonds and the [14:55] compliance requirements related to these [14:57] bonds the benefit of the pabs are that [14:59] the interest paid to the bondholders is [15:02] exempt from the federal income tax which [15:04] generally results in a lower borrowing [15:06] cost for the eligible project or a lower [15:08] interest rate mortgage in the case of [15:10] single-family bonds [15:12] population-based formula establishes the [15:15] maximum amount of pabs that a state can [15:17] issue annually [15:20] which amount is referred to as a cap or [15:22] volume cap currently the formula is 120 [15:26] dollars per capita which allows about [15:28] 700 million dollars in PAB volume cap [15:31] for 2023. and it is important to [15:34] recognize that the allocation of volume [15:35] cap to a state or local issuer is only [15:38] an authorization to issue bonds and has [15:41] no cash value [15:43] traditional components of a bond issue [15:45] include a source of repayment collateral [15:47] and reserves as well as eligible [15:49] investors are all required to utilize a [15:51] PAB [15:52] in Colorado pabs are administered by the [15:55] division of Housing and 47 percent of [15:57] the bond cap is allocated to [16:00] municipalities and counties with a [16:01] population higher than 19 048 people and [16:05] that's related to the uh per capita [16:08] uh once assigned local issuers can [16:10] decide how to use the volume cap they [16:13] issue the bonds assign the cap to [16:15] another local issuer assigned to chaffa [16:18] color housing and Finance Authority or [16:20] do nothing and let it revert to the [16:22] Statewide balance [16:24] in 2022 the allocation for the city of [16:27] Montrose was one million one hundred and [16:29] twenty five thousand six hundred and [16:30] sixty seven dollars in 2023 the [16:33] allocation for the city of Montrose is [16:35] one million two hundred and forty five [16:37] thousand two hundred and eighteen [16:39] the city of Montrose has not desired to [16:42] issue bonds directly as there is risk [16:43] and administrative burden doing so [16:45] allocating the PAB directly to chaffa [16:47] allows our community to benefit from the [16:49] PAB allocation without the city directly [16:52] issuing bonds [16:54] examples of PAB at work include in 2020 [16:58] traffic will work with the city Montrose [16:59] to use the city's PAB allocation to [17:02] support steel properties llc's [17:03] Rehabilitation of the San Juan [17:05] Apartments which serves seniors 62 and [17:08] older a Section 8 and residents with [17:10] disabilities in 2021 the city in 2021 [17:15] chaffa funded 20 or long 20 loans in [17:19] their single-family tax exempt program [17:21] first step for a total of 5 million and [17:24] 5.3 million to the city of Montrose in [17:28] 2022 chaffa also funded 17 loans [17:31] totaling 4.5 million Adam and median [17:35] income of 70 000 for a median loan [17:37] amount of 268 000. the city staff this [17:40] year again recommends that the city [17:41] council consider signing our PAB [17:43] allocation to chaffa and request that [17:46] chaffa use the PAB if there is [17:47] opportunity to support first-time [17:49] homeownership investment multi-family [17:52] affordable housing project or use it to [17:56] support jaffa's home ownership program [17:57] known as first step if the city council [18:00] allocates PAB to chaffa chaffa will [18:02] ensure that the funding is used within [18:04] the city of Montrose to benefit our [18:05] community [18:09] and I'll be happy to take any questions [18:10] thank you [18:12] um that is to say we take our roughly [18:14] 1.2 million dollar allocation and [18:17] instead of administering them ourselves [18:19] or issuing bonds we give them to chaffa [18:22] who on our behalf does all the work but [18:26] in our community correct we make that we [18:29] make that distinction that they have to [18:30] use it here in our local area [19:13] tonight item 11 is the El Dorado [19:16] Financial asbestos abatement assistance [19:19] this is Council consideration of a [19:22] request from El Dorado Financial for [19:25] fifty thousand dollar fifty thousand [19:27] eight hundred eighty one dollars and ten [19:30] cents For assistance with asbestos [19:33] abatement in conjunction with the [19:35] construction of a new office building [19:38] and city manager Bill Bell will cover [19:41] this item [19:44] thank you madam mayor in the packet is [19:47] the letter describing the project El [19:50] Dorado Financial is looking at taking uh [19:53] dilapidated property along [19:56] kind of mid Townsend area [19:58] tearing that down demoing and removing [20:01] all the debris [20:03] Asbestos and some soil that's [20:06] contaminated in the area clean all that [20:09] up and build a new building for not only [20:11] their headquarters to allow them to [20:13] expand and grow with new employees but [20:15] also to add a few additional commercial [20:19] office spaces [20:21] important things to keep in mind for us [20:23] is we have tried to be consistent as a [20:26] city to help building business owners [20:28] with things like asbestos mitigation [20:30] hazardous contamination removal junk and [20:34] debris removal anything that will make [20:36] our community look and feel better and [20:39] this application is along those lines [20:42] other applications that are similar for [20:45] the Public's benefit are when we see [20:46] facade Grant applications but those are [20:49] really just to redo the exterior of a [20:52] building and make the building itself [20:53] look better this one is more of a [20:55] general property Improvement situation [20:58] which is why we're seeing it tonight at [21:00] city council rather than at a dart board [21:03] meeting as part of our Main Street [21:04] program so total project budget as [21:07] outlined in the in the letters two [21:09] million dollars approximately for El [21:11] Dorado Financial the request of fifty [21:14] thousand eight eighty one and 10 cents [21:17] is to cover the extract Environmental [21:20] Services as best as abatement portion of [21:23] the project [21:25] and I can answer any other questions you [21:27] might have [21:28] I think we've pretty well covered it oh [21:31] I think we pretty well covered that in [21:33] work session yeah we we talked about [21:35] this at work session a little bit longer [21:37] yeah [21:38] any other comments or questions yeah I [21:41] would you know this is pretty typical [21:43] we've done this on several other uh [21:45] buildings in the community also so I [21:47] think it's [21:48] Falls very much in line with it [21:51] yeah we've done very similar projects up [21:53] and down Main Street and other places in [21:55] the community [22:01] [Music] [22:07] buildings that could use asbestos [22:10] abatement that we're giving money away [22:14] to help [22:17] another business that I'm sure that they [22:22] have probably taken into consideration [22:24] at least they've done their due [22:26] diligence on the whole process of [22:28] building and uh I think that at that 50 [22:33] or 50 000 would probably be uh in my [22:38] opinion better suited to [22:41] help with the asbestos abatement of the [22:44] new building that the city just Acquired [22:46] and we're going to have to uh Abate a [22:49] demolition as well as uh this The Old [22:52] City shop was built in the 60s and I [22:57] believe that there's so uh asbestos over [23:00] there [23:01] that [23:03] City Crews have been working with and [23:06] I've just not comfortable to just keep [23:09] on giving [23:11] asbestos abatement money to Private [23:15] Business some that especially one that [23:18] uh [23:21] there's uh the sales revenues in tax [23:26] wouldn't we pay back the city [23:29] but that's just how I feel [23:33] any other comments or questions [24:22] next on our agenda item 12 ordinance [24:26] 2634 on first reading so all ordinances [24:30] require two readings this is the first [24:32] time we will read or vote on this item [24:36] this is Council consideration of [24:38] ordinance 2634 on first reading which is [24:41] an ordinance of the city amending Title [24:44] IX chapter 4 section 1 and title 6 [24:48] chapter 1 section 21 regarding the [24:51] removal of snow and or ice and [24:54] unreasonable noise and I'll turn this [24:57] over to our Public Works director Jim [25:00] Scheid who is joined by some of his [25:03] great team members [25:05] thank you madam mayor I'll take this one [25:07] myself tonight I guess first I'll start [25:10] off by addressing why are we talking [25:11] about this in August and July [25:14] so we are updating our code related to [25:17] snow removal and Ice removal it's [25:19] formalizing responsibilities between the [25:22] city and private property owners and [25:25] doing it now allows us time to get those [25:28] notifications out prior to snow falling [25:30] we didn't want to do this mid snow [25:32] season to make sure contractors are [25:34] aware of how to remove snow from private [25:37] property and where to not put it in the [25:40] right away [25:42] um so we reviewed this at work session [25:44] but I'll kind of give a brief overview [25:46] generally there's [25:47] um an ordinance obviously related to [25:49] snow nice removal there's also a policy [25:51] and that's a internal operations policy [25:54] that will be promulgated into our [25:56] regulations manual as well [25:58] um and that's that's done by through the [26:00] city manager's office but the ordinance [26:02] is what council is considering and the [26:06] ordinance is related to there's a red [26:09] line version in the packet and then a [26:11] final version but the changes and [26:13] additions are related to mostly [26:15] depositing of snow in the right-of-way [26:18] and that then that's what we are [26:21] requiring is not to be allowed because [26:24] the depositing is known the right away [26:25] cause lots of problems with our storm [26:28] sewer systems and Ice build up and then [26:30] right away [26:32] visual lines around corners and things [26:35] like that and so that's why the reasons [26:37] behind requiring that snow is not [26:39] deposited in the right of way [26:42] um and we work with a lot of contractors [26:44] locally that do snow removal on larger [26:47] scale so they're including parking lots [26:48] and things like that we we are working [26:50] with them on where they can put it where [26:52] they should put it and and obviously [26:54] where not to put it [26:56] um [26:57] and and then again the policies [26:59] explaining um the city operations side [27:01] of that and what and what the city is [27:03] doing the level of service that we are [27:04] providing as a city operation [27:07] um and what has changed in that that is [27:09] that's also uh bringing us forward is [27:12] we've transitioned a lot of our [27:13] operations Into the Night [27:15] or very early morning and have [27:18] um missed some of the time that the [27:20] contractors have been depositing snow on [27:22] the roadway and so now that we are [27:24] transitioning our operations until [27:26] earlier in the morning [27:27] some issues are occurring where [27:29] contractors are installing pushing snow [27:32] into the right of way after we've [27:33] already gone by and so that's that's [27:35] what's also bringing this forward at [27:36] this time rather than uh five years ago [27:39] there's been an issue we've been dealing [27:40] with but now we're really starting to [27:42] address the issue moving into early [27:46] morning operations for us is a lot to do [27:49] with safety for our for our crews and [27:52] also for the public traffic has become [27:55] more and more intense and and definitely [27:58] by the morning Rush of 7 A.M [28:00] um by that time we really like to have [28:02] our tier one and two routes cleared we [28:05] can do a better job our level of service [28:06] is higher if we can get that done prior [28:09] to traffic hitting the roads and also [28:12] against just safer for for our crews and [28:14] the public if if we are done moving and [28:17] picking up snow prior to that kind of [28:19] morning Rush [28:23] um and so again there is the redline [28:25] version of what was added to the [28:27] ordinance in the packet and also a final [28:30] clean version and that also included the [28:33] policy in the packet as well just for [28:35] information on on our operation also [28:37] some other documents in there regarding [28:39] liquid pre-treatment that we use and [28:43] also the state statute that also [28:45] supports this ordinance there is a state [28:47] statute regarding [28:49] not installing snow in the right-of-way [28:51] and then references local ordinances as [28:54] well so all that's in the packet for [28:56] information purposes but I'd be happy to [28:59] answer any questions about that or [29:01] anything that's come up since work [29:02] session [29:04] Council does anyone have any comments or [29:06] questions [29:11] a pretty robust discussion on one of [29:13] those 99 Degree Days about snow it's a [29:15] nice relief it was nice to know that [29:18] what you're really saying is there's not [29:20] any major changes coming that the public [29:23] will be like oh no they're changing the [29:25] law about snow removal but we're putting [29:27] into law our current best practices [29:30] and making sure people know about that [29:33] months before it snows right yes um this [29:37] has been a request and um a notice for a [29:40] long time [29:41] um we are now making ordinance to those [29:43] enforceable when we have some that don't follow that request to to not push [29:47] their snow on the road we have the [29:49] ordinance allows it to be enforced okay great [29:57] seeing none [29:59] um [29:59] oh yeah that's called a hearing since [30:02] we're making up new laws here it's a [30:03] good idea easement to clear networks for [35:54] to run fiber underground it's near uh [35:57] the Black Canyon Golf Course so there is [36:00] a map in the in the packet showing the [36:01] exact location but it is [36:04] um it's along the southern edge of the [36:06] Black Canyon golf course near the [36:07] roundabout at Hillcrest and Sunnyside [36:10] the easement is on city property outside [36:13] of the right-of-way and it's also [36:15] already encumbered by other easements [36:17] such as the Bureau of wreck drainage [36:19] easement and a dmea electrical power [36:23] easement [36:25] um the location of these men does not [36:27] affect the golf course operations it's [36:29] again way on that southern Edge along [36:31] the fence line [36:33] and the installation of the fiber [36:35] underground may require removal of some [36:37] of the fence panels but those obviously [36:40] would be put back in after that's [36:42] completed and there would be no effect [36:44] to the operation of the golf course [36:46] we are recommending approval of this [36:49] deed of easement [36:51] and if you have any questions I could [36:53] answer them [36:56] thank you [36:58] um we there's the other Provisions uh are [41:06] intended to be replaced and basically [41:08] cross-reference the other two so there's [41:09] only two penalty sections in general [41:11] left in the code fourth and final time you'll see [43:36] this and I do want to mention that this [43:38] item uh tracks the item number 17 with [43:40] the annexation and zoning ordinance so [43:43] um that's just something to keep in mind [43:46] as I go through this pretty quickly [43:49] so what we're looking at is a 5.06 acre [43:52] site that uh the applicant is looking to [43:54] Annex into the city limits [43:56] um this is within the city's Urban [43:58] growth boundary the city of Montrose [44:00] sewer service area the city's water [44:01] service area and is it's urbanizing in [44:05] this general area adjacent to the West [44:08] is the recently approved residences at [44:12] dry Cedar Creek that's actually under [44:13] construction that 60 unit apartment [44:15] complex [44:18] here's a zoning map of the subject site [44:21] and the surrounding area and the [44:23] applicants requesting an r3a Zone [44:25] district for this property which is [44:27] intended to provide for single-family [44:29] homes duplexes or and or multi-family [44:32] residences the adjacent properties zoned [44:35] r3a there to the west to the east you [44:38] see some County Zone properties that are [44:40] again still within the County's [44:42] jurisdiction [44:44] uh we brought this application to the [44:46] Planning Commission on June 28th where a [44:49] unanimous recommendation of approval was [44:52] had for the applicants r3a request [44:56] this is uh the annexation plat map [44:58] nothing no really noteworthy here you [45:00] all saw this at the last meeting as well [45:02] just shows that the property is [45:04] contiguous to City Limits both to the [45:07] north and to the West [45:11] this is the comprehensive plan feature [45:13] land use map it does designate the [45:15] area's residential mixed density low [45:17] that said the area is changing has been [45:20] changing a little bit just over the last [45:22] year to two years [45:24] um and and so you know don't take that [45:27] into full consideration tonight I think [45:30] that being said this does meet a number [45:33] of comprehensive plan goals [45:35] um and that includes infill and [45:37] Redevelopment sites well served by [45:40] utilities and infrastructure it provides [45:42] additional housing a variety in the area [45:45] so you have multi-family residences [45:47] single-family duplexes it really [45:49] provides for that which also provides [45:52] for the possibility of an increase to [45:55] affordable housing which we know is much [45:57] needed within the area [46:01] uh this just shows uh that the sites [46:03] within growth area one which is really [46:06] uh representative of the most cost [46:08] effective area to uh Annex uh quite [46:12] frankly it's uh welsher by utilities and [46:15] infrastructure and [46:16] um is in generally these areas that [46:19] aren't annexed are kind of in enclaves [46:21] and just have all services very close by [46:23] so this is really an ideal area for [46:25] annexation [46:27] uh just to summarize the area is [46:30] urbanizing as I mentioned it meets [46:32] continuity requirements that one-sixth [46:35] state requirement [46:37] an annexation agreement has been [46:39] completed and the proposal is consistent [46:42] with public health safety and Welfare [46:44] City annexation policies and the [46:46] comprehensive plan as such staff [46:49] recommends approval of both ordinances [46:51] 2631 and 2632. is for a [52:17] an award of a contract to Parish oil [52:20] our previous Fuel and oil contract is [52:23] set to expire this year and so that [52:27] actually was with Parish oil for the [52:28] last three years they've been a great [52:30] vendor to work with and very responsive [52:32] and um and great pricing as well [52:35] we issued an RFP for this service [52:38] earlier this year we received one [52:41] complete proposal and that was from [52:42] Parish oil [52:43] and the pricing within it was um with [52:46] within what we expected to see and is [52:48] very similar to what we're paying now [52:51] um fuel pricing is part of this RFP is [52:53] based on a rack rate that [52:56] um that we get pricing from throughout [52:58] the country and so we're able to [53:00] recognize price decreases or increases [53:03] as the market changes so it's not a flat [53:05] rate we we are it's based on a market [53:08] rack rate [53:10] and then of um perish or any other [53:13] proposer would have the opportunity to [53:15] mark that rate up higher for their own [53:17] profits but in this case they were very [53:19] similar to what we've seen in the past [53:23] um and so again nothing unusual here [53:25] this is a similar as we saw three years [53:27] ago and had good experience over these [53:29] past three years so we're recommending [53:31] Award of this contract this is a [53:34] budgeted expense within our Fleet [53:36] internal fund and we you know with the [53:39] current fuel prices we don't anticipate [53:41] that our budget will be exceeded by uh [53:43] by Fuel this year so [53:46] thank you very much and we did talk a [53:48] little bit about this it seems like we [53:49] had just done the contract but we had [53:51] made a change in the last year but prior [53:54] to that we did have a three-year [53:55] contract with Parish that's right yeah [53:57] we amended their contract about a year [53:59] ago thank you yes any other questions [54:56] authorization of the expenses for the [54:58] construction of a storage building in [55:01] Cerise park near the Montrose rotary [55:03] Amphitheater in the amount of 183 [55:08] 574.72 cents including a con including a [55:12] contract with Striker and Company for [55:13] the design and construction Public Works [55:16] director Jim scheids yep thank you madam [55:18] mayor and Council uh so yeah as you said [55:20] this is for a storage building near the [55:22] rotary Amphitheater this is a pole barn [55:25] style metal building [55:26] 24 by 48 be sectioned off into four [55:30] different [55:32] sections of the building that have [55:34] multiple uses because that area is [55:37] becoming more and more active there's a [55:38] lot of different things going on down [55:40] there it'll be used by our Police [55:42] Department for you know assisting with [55:44] events and other Patrols in the park [55:45] system [55:47] it could be used for storing of [55:49] temporary fence panels for large events [55:51] and also storage for event organizers [55:55] there's many different types of events [55:57] that happen there obviously a lot of [55:58] non-profits in town utilize a facility [56:01] and and would would benefit from a [56:03] storage area near the building [56:06] um so we did Issue an RFP for the design [56:08] and construction of this structure as [56:10] well [56:11] um and the design on this is is [56:13] relatively simple as it's a it's a pole [56:15] barn style building we've utilized this [56:18] approach on other simple buildings like [56:20] Park restrooms and it had had good [56:22] success with that style and actually the [56:25] last one we did was the north connect [56:26] Trail restroom and Striker was the [56:28] contractor on that as well so we've had [56:31] good experience with this process and Striker and Company on this style of [56:34] project [56:36] and in this case we we only received one [56:39] proposal and it was from Striker [56:41] um and again we're comfortable working [56:44] with them especially on this this type [56:46] of project [56:48] um if awarded now the project would [56:50] likely be completed in the spring of [56:52] 2024 where we would order building [56:55] materials immediately but with the lead [56:57] time on those likely we would we would [56:59] begin Construction in the early [57:01] Springtime as the ground thaws out in [57:03] the area [57:04] um and that would mean I mean [57:06] construction of the building is [57:07] relatively short we're only looking at [57:08] about a six week time of of construction [57:10] so actually we should be completed with [57:13] a prior well prior to event season by [57:15] time we start kicking off events at the [57:17] amphitheater [57:18] um hopefully this building is is [57:19] completed by then [57:22] um but it would likely split over two [57:24] years of budget and that [57:26] um brings me to the financial portion of [57:28] the project [57:29] um in that there is a portion of the [57:31] project budgeted this year in the police [57:33] department admin budget for forty [57:35] thousand dollars uh we will receive a [57:38] donation from the Black Canyon Rotary [57:40] Club in the amount of a hundred thousand [57:41] dollars for the project which actually [57:43] originated as arpa funding was given to [57:45] the club originally from the city I [57:47] think we clarified that and explained [57:49] some of that at work session in a little [57:50] more detail I think Bill does a better [57:52] job of explaining that part if if any [57:55] more is needed there [57:57] but we may see a portion of the project [57:59] budgeted in 2024 budget as well [58:03] even though the expense would likely be [58:06] offset by the the donation we'll receive [58:08] the sense the project is spanning two [58:11] years we will see a budgeted item for [58:14] that expense on both budget years so uh yeah you're exactly right so [1:00:19] it's been a priority for the city to [1:00:21] improve pedestrian safety and mobility [1:00:22] throughout town you combine that with a [1:00:25] lot of the traffic growth we're seeing [1:00:26] it's something we really want to stay [1:00:28] ahead of obviously promote safety and [1:00:30] quality of life for people using our [1:00:33] Trail networks and such [1:00:35] um so this would purchase four different [1:00:37] sets of push button activated flashing [1:00:40] crosswalk beacons so these are similar [1:00:42] to the ones uh that are downtown I think [1:00:44] they're on Cascade ceiling and uncompage [1:00:46] right now [1:00:48] but the style is a little different so [1:00:51] um it they go in at existing crosswalks [1:00:53] with the idea that they would just [1:00:54] improve pedestrian or improved driver [1:00:57] yielding rates [1:00:59] um right now you really catches their [1:01:00] attention as you come by to try and you [1:01:02] know say hey there's someone on the [1:01:03] crosswalk the crosswalk has the [1:01:05] right-of-way [1:01:06] um but they do differ from those style [1:01:09] and that it's in the style of the beacon [1:01:10] so the beacons we're looking at we [1:01:12] researched a lot of different styles [1:01:13] sounds like this is the best to catch [1:01:16] people's attention so instead of being [1:01:18] around the perimeter of the sign like [1:01:19] the ones that are downtown these are [1:01:20] kind of a concentrated block of beacons [1:01:22] so you get a more intense light to catch [1:01:24] the driver's attention [1:01:26] the intersections we're looking at are [1:01:28] main injunction where you have a lot of [1:01:30] traffic kind of coming across between [1:01:32] you know coffee Trader on one side [1:01:34] felonies uh pawn shop and uh [1:01:38] um horse fly there East Oak Grove at the [1:01:41] Rio Grande Rec Trail Crossing so this is [1:01:43] the one near the southern end of the old [1:01:45] Stovers building where you kind of get [1:01:47] onto the old rail bed there and go down [1:01:49] towards the river that Crossing is on a [1:01:51] skew where Rio Grande turns to East Oak [1:01:53] Grove there because of that skew we see [1:01:56] a lot lower yielding rates and we'll [1:01:58] angle those to you know catch the [1:02:00] driver's attention chapita Road this is [1:02:03] technically chupitas technically a [1:02:05] county road but the wreck Trail is kind [1:02:08] of a city maintained asset a lot of our [1:02:10] residents use it going to and from the [1:02:12] southern end of the trail Network or [1:02:14] Cobble Creek neighborhood that one's [1:02:16] kind of unique and it's a mid-block [1:02:18] Crossing it's kind of out there out by [1:02:19] itself a lot of people don't anticipate [1:02:21] pedestrians just popping out so that's [1:02:24] what's brought that one to the top of [1:02:25] the list and then Colorado Avenue and [1:02:28] Rio Grande there was one there it's been [1:02:30] unfunctional for a while this will be a [1:02:32] replacement for that one that's the one [1:02:33] by the field house [1:02:36] and uh [1:02:37] within the packet there is a photo of [1:02:39] what those new style look like we [1:02:42] budgeted 80 000 this year for that so [1:02:43] that does leave 19 [1:02:45] 000 approximately left over we'll use [1:02:48] that for installation these are [1:02:51] primarily depending on availability be [1:02:53] installed by City cruise we may use some [1:02:56] on-call support for some of the concrete [1:02:57] work but that should be plenty to cover [1:02:59] the balance so that should come in under [1:03:01] budget so [1:03:02] construction product under budget in [1:03:03] 2023 that's it's an accomplishment [1:03:08] and uh yeah happy to answer any [1:03:10] questions [1:03:11] great thank you any questions comments [1:03:15] said she was pretty excited about this [1:03:18] and I am too good if you really want to [1:03:21] get me even more excited replace those [1:03:24] ones on Main Street those uh [1:03:28] I've tried that one quite a bit but [1:03:30] sometimes that might go around like this [1:03:32] with the little trees next to them makes [1:03:35] them a little more difficult to see so [1:03:37] thanks [1:03:40] I think we talked about how if this new [1:03:43] style was a lot more effective we could [1:03:46] look at [1:03:47] um [1:03:48] redoing some of the ones we took a first [1:03:50] stab at and and trying to do them over [1:03:53] again if this worked but I think we're [1:03:55] it'll be interesting to see if this is [1:03:57] more effective if it is easier for [1:04:00] drivers to see certainly yep yes this [1:04:02] gives a chance to try both see how the [1:04:04] residents like them see how we like them [1:04:06] how they pulled up like anything we [1:04:08] Implement on traffic we collect data [1:04:10] before and after to kind of see how [1:04:11] they're doing so we can use that to [1:04:14] inform future purchases and the nice [1:04:16] part about the Main Street ones they're [1:04:17] all self-contained units so you know [1:04:19] maybe those if if turns out we like [1:04:21] these better that's not a lost cost or [1:04:23] anything those can get moved to uh [1:04:26] um intersection that maybe has a lower [1:04:27] volume or better visibility without tree [1:04:30] issues or something that um you know [1:04:32] future changed out because there as you [1:04:34] see um you know [1:04:36] between 15 to 20 000 a piece so it's [1:04:37] they're no small expenditure so I want [1:04:39] to make sure we Implement them [1:04:40] effectively throughout I would imagine [1:04:43] that when when you identify that need [1:04:45] and you go out shopping for the best [1:04:48] type that you look at a lot of different [1:04:50] options because I know again it's one of [1:04:52] those things people talk to us about as [1:04:54] much as anything else I get I get emails [1:04:56] with pictures of they've they saw some [1:04:58] cool crosswalks somewhere in the world [1:05:00] and they think it should look like this [1:05:01] I would imagine you look at a lot of [1:05:03] different options and you figure out [1:05:05] which ones are going to be the best fit [1:05:06] for our community can you talk a little [1:05:08] bit just a little bit about that process [1:05:10] so people know you've looked at a lot of [1:05:12] different options yeah absolutely um and [1:05:14] thanks for bringing that up because yeah [1:05:15] we love to talk about this stuff [1:05:17] um so yeah the sky's the limit when it [1:05:19] comes to crosswalk treatments we we work [1:05:21] to standardize it so it meets adoptive [1:05:24] defendable standards so you know there [1:05:26] is some weird stuff out there like they [1:05:28] paint these long 3D crosswalks that look [1:05:30] like you're going to fall off the face [1:05:31] of the Earth if you go through it and in [1:05:34] doing that it catches the driver's [1:05:35] attention well we don't want people to [1:05:36] slam on the brakes thinking they're [1:05:37] going to fall off the edge of the Earth [1:05:38] and Montrose and it's not adopted by any [1:05:40] kind of traffic standard so you know we [1:05:42] get some kind of unique ones like that um we we consider but don't [1:05:47] Implement for various reasons mostly [1:05:49] liability [1:05:50] um and then there's other kind of [1:05:52] in-between stuff so you know embedded [1:05:54] flashers in the streets some of those [1:05:56] work a lot better in climates without [1:05:57] ice and without snow removal [1:06:00] and some of the challenges that come [1:06:02] with once you lose that circuit those are really high intensity [1:06:05] maintenance so we always try and find [1:06:07] that sweet spot of you know not bleeding [1:06:10] edge not over the top expensive to where [1:06:13] we Implement you know as many so we want [1:06:15] to find that sweet spot of adopted [1:06:17] standards that are defendable because we [1:06:19] want to make sure that if you know [1:06:20] heaven forbid something happened we have [1:06:22] we've done it to a defendable standard [1:06:25] and was done right [1:06:27] but also yeah the economically feasible [1:06:30] so we can do as many as possible because [1:06:31] we don't want to spend a whole bunch of [1:06:33] money on one and completely ignore two [1:06:34] or three others um so I think we're [1:06:37] finding that sweet spot and we resonate [1:06:38] on that and and yeah we've essentially [1:06:40] researched and study and it's a lot a [1:06:43] big part of our job to feed a lot of [1:06:45] calls about these kind of requests and [1:06:47] we got to make sure that we can [1:06:47] Implement consistently [1:06:49] um because everybody would want a [1:06:51] flashing crosswalk on every crosswalk in [1:06:53] town and that's just not feasible [1:06:54] economically [1:06:55] um [1:06:56] and so yeah again trying to find that [1:06:58] sweet spot and we do spend a lot of time [1:06:59] on them um if anybody has any questions [1:07:01] um you just Google city engineer on the city's website um feel free to if [1:07:06] you have ideas of changes too we're [1:07:07] always open and always trying to improve [1:07:09] getting into commercial grade that lasts [1:07:30] so even you know those downtown ones [1:07:31] they were about 10 000 a piece so you [1:07:33] can see just this jump you know brings [1:07:34] you up five to seven thousand a piece [1:07:37] um and uh yeah and I guess one thing I [1:07:39] forgot to mention too we are also adding [1:07:41] them as part of separate projects on the [1:07:44] new 6700 extension we have two [1:07:45] crosswalks there oh [1:07:47] um on the rec Trail Network and one near [1:07:49] the schools and then we're also adding [1:07:51] one as part of the north six sidewalk [1:07:52] project another mid-block Crossing um [1:07:54] yeah I forgot to mention those they [1:07:55] aren't covered in of this authorization [1:07:57] because they're covered elsewhere under [1:07:58] other authorizations but yeah so we'll [1:08:01] see a significantly large jump in these [1:08:04] being implemented this year great thank [1:08:06] you very much thank you for that good attendance and it was [1:09:43] really great to see the staff from the [1:09:46] Montrose Police Department out there and [1:09:47] the dogs and all the kids it was really [1:09:49] cool Incredible attendance actually I [1:09:51] just texted Commander Woody it's still [1:09:53] going and it's [1:09:54] still going strong so right after this [1:09:56] if you want to go for round two please [1:09:59] do also just a reminder today we [1:10:03] released the theft reduction in [1:10:05] prevention Grant I think we've talked [1:10:07] about that quite a bit but that's using [1:10:08] 2A funds to help support our local [1:10:11] businesses to install security [1:10:15] infrastructure it is a competitive grant [1:10:17] program application the application [1:10:19] process is now open and will close [1:10:21] August 31st [1:10:23] not just a community reminder that's all [1:10:26] I have okay that that's a great [1:10:28] opportunity for businesses in our [1:10:29] community to take advantage of some [1:10:31] grant money to improve the security of [1:10:33] their of their business and if they put [1:10:36] a little bit of money in the city will [1:10:37] put even more in that's correct if they [1:10:39] uh if they put in up to 2500 the city [1:10:42] will match uh that Grant with another [1:10:46] twenty five hundred dollars so uh the [1:10:49] initial uh Grant offering is 2 500. if [1:10:53] you uh put in 2500 of your own we will [1:10:56] offer up if you're accepted in the [1:10:59] program another 2500 so 7 500 total [1:11:02] between both entities it's a lot of [1:11:05] money to put in some needed security [1:11:07] improvements you have to go through a [1:11:10] crime prevention through environmental [1:11:11] design analysis that our officers will [1:11:14] provide free of charge and whether [1:11:17] you're going through the application [1:11:19] process or not just give us a call we'd [1:11:21] love to do that anyway so great all good [1:11:24] stuff okay thank you thank you other [1:11:27] staff who want to make comments does [1:11:30] someone want to talk about Montrose U [1:11:32] because I believe the application period [1:11:33] for that is open now [1:11:37] okay maybe I'll talk about Montrose [1:11:39] University [1:11:41] um I I heard this morning that the [1:11:43] application period is open for people [1:11:45] who want to participate in the Montrose [1:11:48] University program it's a leadership [1:11:49] program and a Montrose 101 type thing [1:11:52] that meets once a month from the fall to [1:11:57] next spring and the applications and [1:12:01] everything are on the Montrose the city [1:12:02] of Montrose website if folks want to [1:12:04] know more about that I think quite a [1:12:06] number of us have done the program and [1:12:07] could tell you it's a great way to get [1:12:09] to know a cohort of peers that you do [1:12:11] the program with but also learn a lot [1:12:13] more about our community so that's cool [1:12:16] anything else from staff [1:12:21] okay [1:12:23] and then we'll move on to come yeah [1:12:31] [Music] [1:12:35] effective and helping to keep Montrose [1:12:40] benefits to the city itself where we're [1:13:04] going to keep them for a while uh thank [1:13:07] you sir appreciate that and certainly [1:13:09] not a single-handed effort we've got a [1:13:11] staff member here Chris ottinger who [1:13:13] helped out tremendously have a number of [1:13:15] housing partners that we were in touch [1:13:17] with on this but yeah at the end of the [1:13:19] day it helps us out from a city [1:13:21] standpoint but it helps the community [1:13:22] out this is a big deal as far as that [1:13:26] designation goes in terms of grant [1:13:28] funding and and really keeping a lot of [1:13:30] the programs alive so we're happy that was retained [1:13:34] thank you [1:13:37] staff comments I'll move on to any [1:13:39] additional city council comments opportunity to attend the Montrose [1:13:52] County Fair and to attend the junior [1:13:55] livestock auction on Saturday and it was [1:14:00] really great to see the youth in our [1:14:02] community who have put a lot of hard [1:14:04] work into raising their animals and we [1:14:07] have a few folks within the city of [1:14:09] Montrose city employees whose kids [1:14:11] participated and so I just want to give [1:14:13] them a shout out [1:14:16] um [1:14:16] Zachary Johnson Works in as a trash and [1:14:20] recycle operator for the city of [1:14:21] Montrose and his daughter Carly Brock [1:14:24] she participated and was awarded grand [1:14:27] champion in the market beef category so [1:14:29] that's really impressive our Deputy [1:14:32] police chief Tim Cox his daughter Haley [1:14:35] took first in her Market class with her [1:14:38] hog and Grand Champion intermediate [1:14:40] Showmanship for showing Hogs and grand [1:14:43] championship cake decorating in her [1:14:45] class multi-talented young woman [1:14:47] daughter Mackenzie got third place in [1:14:50] fifth place with her Hogs and did well [1:14:52] in Showmanship with her hog and Haley [1:14:56] um I think that means McKenzie Mckenzie [1:14:58] was also in the top 10 in the state in [1:15:00] livestock judging and Becky scriffney [1:15:03] with our tax and accounts receivables um [1:15:06] department and I got the pleasure of [1:15:08] sitting with her while she was so proud [1:15:10] of her daughters she has three daughters [1:15:12] Amy May and Sophia and Amy took first in [1:15:16] market for her weight class and was a [1:15:17] Reserve Grand Champion in beef [1:15:19] Showmanship daughter May was fourth in [1:15:21] market for her weight class and daughter [1:15:23] Sophia a third in market for her weight [1:15:26] class and after sitting with her and [1:15:28] sitting with the girl's Uncle John's [1:15:31] Arcus who also works for the city I kind [1:15:33] of now know what that means and we had a [1:15:35] wonderful time and thank you to Tei Rock [1:15:38] drills and you and your wife who [1:15:40] purchased a steer and a hog at the at [1:15:44] the auction it was really
