speaking to us and i know i've heard some of this but these [16:04] children probably don't know exactly what the kind of background is behind [16:10] what you guys are trying to accomplish here so if you want to [16:13] if you just want to kind of speak to us just kind of speak across so they can [16:17] hear you out there personally absolutely so the idea behind [16:20] an administrator you guys already do have [16:23] an administrator the idea behind an administrator is to [16:27] manage the digital environment as far as who has access [16:31] online and what that assets consists of so it's a completely customizable [16:36] environment where one person would go in and create users [16:40] delete users change user abilities and [16:44] they're right now there's a clear process in regards to how that [16:49] should work within the account so the idea being that a process be created [16:54] where there's an authorization request and an authorization approval or deny [17:01] and that's a documented system and the records can be kept on and says [17:06] okay you should have access to which account [17:08] in that online banking environment and what should they be able to do while [17:11] they're there so that's that's really the idea behind [17:14] this and it's ensure that there's efficiency in the [17:18] process and that every shareholder knows some kind of access to [17:23] the accounts and why they need that access to the [17:26] account it could be the only access it could be transferred from that access [17:30] it is what starts who can do what the other thing i get behind is the [17:36] assignment of an administrator and every cash management or online [17:40] banking customer seeing the event has an administrator assigned to it and [17:45] this is just kind of formalizing that process [17:47] within the shares account okay so i mean i know you guys know this but [17:52] you get those uh get those sheets every month from ken [17:56] and all those funds that are on there a lot [18:00] of them at least now some of them are not but a lot of them [18:02] are actually different bank accounts like they [18:05] like farmland for instance um i'm only saying that to say that we [18:12] have the general account and most different things we do [18:14] most most of the business we transact in here on a [18:18] week-to-week basis pay a roll all those things [18:21] come in all the revenues mostly come in and out of [18:24] the general account now you'll have my president's wholesale money will come in [18:28] that's an infinitely separate account um one of these for a lot of these [18:32] accounts like the county clerk's office controls a lot [18:37] of what goes on in this account and we have a lot of them as well that [18:40] the county [19:00] but the thing is heather heather doesn't even have any [19:05] authorization to use any of the accounts receipt or do much of anything in all [19:08] the accounts that are controlled over the sheriff's tax [19:11] office so it was suggested by the bank that we come up with a process where [19:15] we kind of have somebody who is kind of like out of the [19:18] kind of outcome for the money so to speak that's kind of [19:22] a science who can do what in these accounts um [19:26] and we came up with it would be a good idea to have our county administrator [19:31] be the banking administrator that way anybody that has a request you know we [19:37] have to go through them and we would be aware of who was asking [19:42] to be able to do what and what accounts i mean some people will need an account [19:45] so they can only see them some people can get into the accounts [19:48] they can write checks some people are not transferring money [19:51] you know but then some people are so that way we would be able to keep a [19:55] record of that you can do one on those accounts so i [19:58] mean i don't know if i've explained it properly but yeah absolutely and [20:02] certainly you know with the size of accounts that [20:04] have the number of accounts that you have [20:06] and the number of folks that have access to those accounts [20:09] it's definitely best to have a procedure in which you can manage that access [20:14] you know our customers run the variance and size of smaller customers who only [20:18] have two or three users certainly that's a lot easier for them [20:21] to manage however you you guys have you know over 20 i [20:25] believe 27 accounts at this point in time [20:28] and uh it's important to keep in mind that [20:31] with all of those different sciences that are [21:01] the process to write check so people who have to write the checks [21:04] uh which is of course the clerk's office i think giving them the right checks as [21:07] well and new transfers for sure um they [21:10] really shouldn't be the ones that are also giving themselves [21:14] the authority to do it so by taking that and putting that in the commission [21:19] office it will give us a kind of a way to kind of have a good [21:23] a good handle on it and also have a paper trail and we're about to create [21:26] the process totally by ourselves and these guys have a process that other [21:30] folks use that that will work we do we probably are [21:33] going to have to officially adopt you know a boilerplate policy that [21:38] they might help us put together um a future meeting here [21:41] soon just to just have our process down and then we [21:44] can distribute that and then folks would know [21:47] um but we have everything squared away to start with [21:50] the way we basically the way it is now there won't be a lot you know [21:54] there's a lot of activity in this we don't have a lot of people changing [21:58] it's only if you have changing in people's duties or you might [22:01] you know you can't retire one day and then of course everything changes you [22:05] know things like that but we'll get it all [22:07] set up squared away to start with but then we'll follow a procedure [22:11] that's basically trackable all right so um this mean i think we could just go [22:18] ahead and make the appointment of the cmb online banking administrator [22:22] county and then future meeting will adopt a policy that [22:29] kind of uh outlines the steps taken to [22:33] have people work or add permissions to certain [22:37] accounts so i'll our measurement to approve the canada administrator [22:42] as the morgan academy's cnb online banking administrator [22:46] i'll make a blessing to prove our administrator [22:50] to be the only administrators [23:02] um he's also here for the next item on the agenda [23:06] which is a discussion about a citadel bank [23:09] now this is a probably a little more complicated [23:14] yeah i have my package still for me [23:34] um there's a couple of particular points [23:39] to consider moving to this this type of account [23:46] there's three advantages that i you know that i [23:50] i can think of the simplest easiest way to explain things one [23:53] fdic insurance although insurance is 250 000 [23:57] as you guys know we have quite a bit more dollars [24:00] particularly our general account at any one given time [24:15] second thing is that this type of account [24:18] i don't know if a steep account is the right term [24:21] that's i think what people would recognize it as it's a type of account [24:25] that um over a certain threshold will put [24:28] money into kind of a side account that gains [24:30] interest so more on a daily basis you've got you know a chunk of that money [24:35] in an interest varying account where now the entire general account just sitting [24:38] in a very very very low interest bearing account really doesn't [24:42] it really doesn't produce any interest to speak of and then thirdly by putting [24:47] money in this and he wants to explain this a [24:50] little better it allows the bank in some way to [24:55] have permission to use money they exist to be able to load money [24:59] and that allows them to be able to use that particular money money that's in [25:02] our accounts to load them that doesn't mean they're loading our [25:05] money out but it allows them to have higher threshold [25:08] money to loan out to local folks local businesses [25:12] at the end of the day kind of helps out the community in that way um [25:16] you might have to explain that a little better but that's that's an ad benefit [25:19] as well i mean there's no it's not that they get any preference [25:23] for a load because we have this money in this account [25:29] fdic insurance is capped 200 000 so west canadian state code requires [25:35] that all virginia entities public entities where [25:39] public tax dollars are deposited with institutions [25:43] they're going to be secure so there is a security measure in place [25:47] and it comes in the form of a lock so we're purchasing a bond [25:51] based on your needs as far as security for your deposits and your actual [25:56] balances and that bond is being purchased by cmb [25:59] bank in our name and it's transferred over to your name [26:03] and then our failure so they didn't have to be listed as the [26:06] beneficiary of that bond that we're purchasing [26:09] so we are purchasing a bond and that bond is usually [26:12] it's a public another propaganda purchasing [26:15] but it does act as security that means west virginia state code for making sure [26:18] your deposits are secured with us one of the problems with that with that [26:23] bond is that it's a marketable security it can lose value or [26:27] gain value certainly but in the sense that [26:31] if there is a financial emergency that is occurring in nationwide [26:35] economic disaster and banks are closing usually that bond value is going to [26:39] probably go down on the open market so you're going to hold the security [26:43] that is going to most likely be losing value at the time [26:46] if we were to fail okay and this is all again based on worst [26:51] we're very financially sound and i do remember information factored in there [26:54] about our financial uh performance last year [26:58] so this is all really just a neat nature [27:01] mean state code to making sure that the public tax dollars are secured property [27:06] so that's bond is what we currently have in closed [27:09] the citadel account is um taking that bond and reducing it or [27:14] eliminating it and allowing those funds to become ftic [27:18] insured 100 percent fbic insurance the network [27:22] the citadel network can can fds insure up to 30 million dollars [27:27] of deposit that's down to a network of banks and [27:31] basically the is that we're stalking the fantasy [27:34] insurance certificates with a network event and in that packet i have included [27:38] a list of those banks that are participants in the network [27:41] okay so what this does is it allows for a [27:45] safer amount of insurance and security costs because [27:49] as far as insurance is concerned fbsc insurance is [27:54] by far no superior method because it is six percent can be guaranteed [28:00] so that's important to know um so when we talk about uh cbd's balance [28:06] sheets for a moment when we purchase that bond those funds [28:10] are leaving the event really only purchasing a [28:13] security with those funds when we do that those funds are leaving [28:18] a local community and we're not allowed to lend money [28:22] against those homes this product keeps those deposits on [28:26] cnb's balance sheet which means that they're available for [28:29] our local levy members and that's through our footprint here in [28:33] the eastern panhandle of course morgan county as well [28:36] and those deposits are going to stay on our balance sheet and that means we're [28:39] allowed to lend them out to local businesses local individuals [28:43] mortgages car loans business owners you name it [28:46] all these living activities that seem humane [28:48] performs your deposits will be available for those efforts [28:52] so that's the community aspect of keeping the money here in morgan county [28:56] as opposed to sending it out to a public entity [29:00] on the other side of the country and purchasing a bond program [29:03] so that's the idea of keeping your money i think i covered uh [29:25] but um and it is a sweet between indicator we call sweet products so [29:30] you guys can choose a target balance on any one of your accounts [29:34] and that target balance is what's going to draw an automatic suite [29:37] to and from that citadel network if you will so the votes are 100 available to [29:41] you all the time from a liquidity perspective you means [29:45] nothing so you're only gaining the ability to keep [29:48] those ones [29:51] all right so that's you guys um i kind of had a lengthy meeting [29:55] with um steve and rebecca stopper and the sheriff and uh kim michael so [30:02] i've heard all this before and [30:07] reconciles that um on a monthly basis so she had a few questions [30:10] and um i think we kind of ironed out all the concerns that we might have had [30:14] but you guys if there's anything you guys are thinking about [30:18] this will be the time to ask because i'd like to take a vote or whether or not we [30:22] want to sign the agreement we can choose which [30:26] which accounts will be kind of in this you know i mean [30:29] we have a couple that are you know a decent amount of money in [30:34] them what kind of so the accounts that are in interest [30:38] rates a little bit higher interest rate on this [30:40] they're in the same interest rate [30:44] but there the benefit is the added fdx insurance insurance [30:50] and then the ability for their sons to be staying on their backs that's right [30:55] i might have spoke about that about that all right so i thought there's only like [31:02] two banks virginia ones and romney and you guys [31:05] it's just like a medium-sized bank you guys [31:11] yeah absolutely so this is a vendor banks uh programmers they help us manage [31:17] this program with administrators locally and [31:21] they provide that network of banks as you're discussing [31:24] that network of banks and the reason that i [31:27] always provide that to my customers to you [31:30] is that if you have accounts of those institutions [31:34] we want to make sure that we do not accidentally co-mingle funds [31:37] so that you would exceed by accident and exceed your fpic insurance limits with [31:42] that institution so that's why my list is provided [31:57] we will not invest those funds in that institution we will not swap those [32:00] fpsc insurance certificates with that institution so [32:04] that way you don't have a problem of accidentally exceeding that usc [32:08] insurance limits of that 250 000 [32:26] the bond itself people hired and that is a market driven [32:30] and that can change as that bond remains on the triggers and we do that every [32:34] year we actually i think just a few months [32:37] ago prior to july 1 we issued that bond [32:53] i think what our thoughts was we were talking about it was [32:56] most of the smaller accounts and then because each one would have to be kind [33:01] of a separate thing about that we're just going to mostly start concentrating [33:06] just on our general account because it's the [33:22] there are a couple others that that we have has 400 so [33:25] the capitals count has 460 000 or so in it [33:28] um she does keep that though in like some cds [33:32] i got a good portion of that and stays in some of the transparent cds [33:36] that she's allowed to liquify if you need to do it if you need [33:41] to spend it on a project or something but um so i don't think we want to do [33:47] you know those per se and i don't you know i'm not probably [33:50] not [34:04] [Music] [34:19] number of accounts that you wanted to um and perhaps it's something that you you [34:23] love and you want to expand that down the road absolutely that's fine [34:26] perhaps it's not sometimes it's something that you pull back from as [34:29] well so the options are very opportunity [34:34] penalty or delay and availability of funds [34:37] for closing the service down if you decide any time [34:42] and i'll certainly work with the administrator in regards to [34:46] the process [34:59] a little more secure instead of having marketable security backing up [35:03] our account we have insurance so it's 100 sure whereas the market was [35:09] true like if someone goes bad and cash that thing is you can't make [35:14] eight percent of [35:25] account reconciliation on a monthly basis so we are adding an account and [35:30] i've got customers do it either way from an accounting perspective [35:33] as far as adding a new account on their website [35:38] or not because really it is going to be tied to one of your operating accounts [35:42] if you will again that money is going to be flowing [35:44] back and forth so you could consider that operating account to be the same [35:48] balances as the only patterns just the that part of the chamber here in this [35:51] fbic insurance environment or you could go the other way and actually have a [35:56] separate ledger for the subject uh fpsc aspect of it again [36:01] they're connected to each other so a better customer's look better than my [36:04] account and my customers look at it in the student accounts but i can certainly [36:07] assess the requirements for that process personal opinion and experiences that [36:11] you would want to look at as one account because if you look at it as two [36:14] accounts then you actually try to track the one because [36:17] every day you're driving crazy and that's what i think tim was actually [36:20] concerned about a little bit and so that's why i think when we start [36:22] people are going to do it start kind of with the volatile [36:25] see how it goes make sure she's strong with it it doesn't change anything for [36:29] us i don't think i'm changing the corporate office but it does change [36:31] something for the share of tax box potentially and that's the management of [36:35] a second you know account or at least a leg [36:38] of [36:52] for something [Music] [37:06] as far as closing the programming challenge it takes about three or four [37:08] business days for all meetings to occur just to close the account but again even [37:13] before it's closed 100 of those funds are available to you [37:17] with the stroke of a check so you create a check [37:20] and again there's no no restriction limitation on being [37:23] able to access those funds but closing down the accounts a few step process [37:27] which takes key business states and then make sure everything's reconciling [37:31] correctly and we can set the threshold um [37:36] meaning we could set it to where you know we know what we need for [37:40] you know a general month for two months or whatever and we know what comes into [37:43] that account also typically on certain times of the year [37:46] we can say that's where only a portion of [37:51] and honestly that could eliminate a lot of the transparent [37:55] now it might not even change very much because you know you'll say [37:58] this much is here and you said it you have a rest in there [38:01] and so anything happens below [38:15] [Music] [38:22] most people that need the operating income [38:25] the liquidity of it they put it in an account like this [38:28] i think we did because it was injured [38:44] or [38:59] for the citizens of one county if we did this [39:03] expansion it's probably not just cmb in general so it could be you know [39:10] washington county berkeley county wherever they operate as well that's [39:13] correct so again we have a dedicated team of lenders [39:16] officers commercial loan officers retail officers [39:20] uh that are out on the street if you will selling [39:23] our products and services so um you know the [39:26] answer to that to that question is really as much as we can [39:29] our goal as a bank is to lend out to our local community [39:33] we are a community bank and that's part of our core mission [39:36] and to the benefit of the community because of the business centers for the [39:39] benefit of individual mortgage owners [39:43] you name it so um you know as far as how much of it well 100 of what you guys [39:49] put into that is going to be available to that mission [39:53] but i can't give you a soft number as far as [40:09] okay uh no of course not yet i mean i think the reason why that's all [40:13] the case is because it does help today i mean it helps us [40:16] uh in the insurance aspect but it helps the bank too because it gives them [40:19] a capital lend so i like to see [40:30] because they want to encourage people to do it because they want [40:33] you benefit as well that's excellent a healthy [40:51] for those guys and um if you guys don't i mean i think we [40:55] could just entertain motion to move forward with the process [40:58] that we'll take a little bit of doing i got some things to do again i don't [41:01] think we can sign it but i think we'll give our blessing to [41:04] it and kind of give them give the sheriffs a share the blessing [41:09] to do it and sign this move with it and we'll double check and make [41:13] sure that you know that kevin where we have your old feel comes to us [44:55] and that you know it's one thing that in a meeting be able to give someone [44:59] funding because they come in and ask them give it to them it's another thing [45:02] to just kind of build that comes to us that we [45:04] pay and i'm not sure the history of the background on it [45:07] so i said well fix that i said you guys are moving forward [53:47] well i don't know the new pastor and tommy swain [53:50] came to us his name yeah [54:09] and he answered me in this thing and says i wrote a song about samuel [54:12] crawford who was in valuable.com you know it was in the 1880s [54:34] yeah it was great i mean there were 25 people [54:38] there i was real pleased with that [54:43] so that's going to be a great video steve french does a wonderful job and [54:47] he's going to do the railroad so i've been working now [54:52] you know now that i have sort of all my data and medical stuff and put on all [54:55] these stories i've been working on the morgan [54:57] history timeline and it's fascinating i mean it's really [55:03] amazing and the whole railroad piece of [55:08] how between 1900 and 1930 these towns appeared they were huge [55:17] i mean there was a stockyard a cherry rock [55:20] where they would keep the paddle and get on them off the trains [55:24] they were big stations and then by 1930 virtually all of them were gone [55:30] and these little towns just disappeared i mean magnolia was a [55:34] variety that they took movie theater [55:38] and probably before they would have even in berkeley springs [55:43] and then the train stopped being the key thing [55:46] and [55:53] to me that's so extraordinary to think about [55:58] how there have been these waves of what was important [56:03] and what wasn't important how people related to them [56:08] what these areas were and that's all going to be [56:13] collected there's going to be an incredible archive of information [56:19] and we will be able to do a curriculum by the end of this even if we can't do [56:25] it quite yet we will be and if good if there's still work [56:30] happening at the end of the year i'm not going [56:33] anywhere manpower currently we are down in two positions [1:05:05] sergeant chimbal and the office schedule effective the first of september 18 to [1:05:09] retirement there's another officer that's gotten [1:05:12] plenty of retirement i have one officer out on a family [1:05:16] medical leader another officer that may be on the [1:05:19] definite [Music] [1:05:34] september i've been trying to hire the vacancies um [1:05:48] nevertheless eight applicants so uh [1:06:15] in the nation's [1:06:23] but having said all that you know asking the commission at least [1:06:28] entertaining keeping that position [1:06:44] um [1:07:12] in schools eight percent of the time uh deputy rover deputy jenkins [1:07:20] brookholder and then two part-timers um [1:07:54] um [1:08:33] the last couple years you know we talked about this in the vacancies and all [1:08:37] we've tried to do um we always instead of having another [1:08:43] position we've always been trying to give [1:08:47] across the board additional raises and then of course we tried to do a [1:08:52] hiring bonus which wouldn't hire anybody to be instituted so [1:08:55] then we don't they will still hire anybody so i mean it doesn't feed you a [1:08:58] lot i mean i understand what you're what [1:09:00] republicans but and i don't mind even saying that we could [1:09:04] potentially leave the position because we have to fund it but [1:09:08] at the end of the day to be realistic it doesn't matter if we have it there we [1:09:13] already have three technically so we add another room [1:09:17] that's just money in a budget and mentioned that before about [1:10:45] something about i know you have to do certain things [1:10:48] with civil servants powerful time and personally [1:10:50] if you mention something about asking them or a waiver of some sort [1:10:55] to go through that process if you couldn't [1:10:58] get some of the good phrases that's still something i mean [1:11:02] to hire a civil service full-time deputy that's that's a state mandated thing [1:11:07] there's no way the only conditional waiver for that is in emergency [1:11:10] situations which technically have been extremely [1:11:14] mean military deployments you can hire somebody temporarily for [1:11:18] 90-day appointments and you can do it again and then do it [1:11:21] again you can hire part-timers outside of civil service [1:11:39] to take the money from the government's highway safety program grant [1:11:43] and just transfer the amount and say okay we're gonna put it in yours and you [1:11:46] have another position at this point you know i just [1:11:48] think it's good to be aware of what's going on [1:11:51] i mean there could come a time when you might want to think about [1:11:54] a different approach and again we've been trying that but it [1:11:57] just lags whatever else is in the surrounding [1:12:00] um i don't know we're not loading it but i think [1:12:04] we're just going to start feeling it lose another you know another person [1:12:09] to retirement i mean there's just no one out there [1:12:13] i mean so the three you said the past what what's their status you said two or [1:12:17] potentially potential down there i mean is there any [1:12:21] potential for you what if they get passed over down there [1:12:23] you think they might possibly want to come to us if berkeley doesn't [Music] [1:28:35] [Music] [1:28:41] okay first of all i want to say we're not going to mention what the numbers [1:28:44] are today because we might if we choose a certain [1:28:47] way to go we might have to rfp this every 25 000 would have [1:28:51] to rfp if we do that it wouldn't be fair [1:28:55] wouldn't be fair to mention the pricing that we have on the [1:28:58] two solicitors that we have so we just won't mention those we don't [1:29:02] even really need to mention the companies [1:29:04] just to keep everybody fair we have to put this off [1:29:08] but then me talk a little bit about options yes um so [1:29:12] what aaron did was we had the power connection people who do our [1:29:18] courthouse generator here take a look at the option of potentially [1:29:24] connecting to our existing generator to see if it would support [1:29:28] um the load from the new 911 center so we did that and then we also got two [1:29:34] quotes for independent generator just for 901 [1:29:39] standalone generators um those are two options a third option that's possible [1:29:44] that we could potentially explore is moving [1:29:47] the generator from objects oex down here um [1:29:52] to the 911 center too so we have a couple things to look at a couple [1:29:56] options to look at there also is a company on [1:29:59] statement for west virginia and we would like to have them come out as well [1:30:04] i just kind of want to give you a brief update on [1:30:07] some of the options that we're looking at what potential [1:30:11] costs would be associated to it before we move forward [1:30:14] with making any decisions or deciding which way to go [1:30:36] but i know we have two beds that are basically in the same ballpark [1:30:39] therefore installing the new new generator one is 100 kw [1:30:44] and one was for 140 kw [1:31:01] in doing something where we just connect our power supply to the current [1:31:06] generator that's here for the courthouse already [1:31:08] we did do a test um actually to see the circuits in the courthouse they're red [1:31:13] our norms are back to the generator so we did a test on the courthouse [1:31:18] one day during work hours to see if it was on generator how much it was pulling [1:31:22] from the existing generator and if it could hold [1:31:25] they knew reported and it did they said [1:31:42] talking about is there is a generator i'm not sure exactly where to flip paper [1:31:46] is just from the oh yes up there currently [1:31:52] it does that the whole building uh a good portion of it [1:31:58] if we want to go through the expense of the trump and moving something that we [1:32:00] already have the spotlight already powered by ours the only thing that [1:32:04] remotely concerns me in life [1:32:23] so that's not really one of our favorite options but [1:32:27] that was just something that we had talked about um we personally feel [1:32:31] um youth an independent generator by itself that support will potentially be [1:32:36] better just in case something crazy would happen with the courthouse [1:32:40] generator [1:32:45] all right and so if we win that option you see that [1:32:48] a couple of walk-ins we have the higher prices they um [1:32:52] obviously [1:33:19] let these guys know that we're gonna [1:33:34] and these guys are [1:33:40] so we will work as quickly as possible to get the [1:33:43] statement contractor in here to take a look at it hopefully next week [1:34:00] all right all right should be before coming together um [1:34:05] the next thing that we have on the agenda we need to look at [1:34:08] is the chemical fire suppression system um i believe from what i can [1:34:16] see i believe we got another quote i've tried to get two more [1:34:21] i reached out to the six or seven companies provided [1:34:26] two centers i told seven or eight centers talking directors [1:34:29] there's two centers that use the second because [1:34:33] the name but the second one the most recently um [1:34:36] that they spoke very highly of them that's a west virginia company didn't [1:34:41] have a market for golf customers and they go down through the state so [1:34:46] and they also offer some other stuff that [1:34:48] aaron was really excited about that made for the entire facility he deals with [1:34:54] five or six different companies and that company does all of them okay [1:35:25] okay so [1:35:31] marshall also found at least one maybe more [1:35:34] uh places that they have no fire suppression [1:35:38] where their liquid is uh i [1:35:54] so around the wall around orange county they don't have a system at all they [1:36:00] just said well [1:36:03] i mean it doesn't seem like that cost to that extent to me um all right so [1:36:09] we'll we'll talk about these a little bit we have [1:36:11] we have a few bits now and i feel like you know [1:36:14] again we'll review the rules it's under twenty five thousand we try this it's [1:36:17] listed three bits well here try to get some people there's [1:36:20] plenty of guys that do regular fire suppression do not do the uh the [1:36:25] oxygen reducing fire suppression at all uh marshall now
