[7:15] support early detection. And whereas
[7:17] cancer prevention month provides an
[7:19] opportunity for residents, healthcare
[7:21] providers, community organizations, and
[7:23] local government to work together to
[7:24] promote education, prevention, and
[7:26] wellness. And whereas the board of parks
[7:28] and recreation commissioners, FOART, has
[7:31] demonstrated its commitment to community
[7:32] health by supporting cancer prevention
[7:34] month with the donation of sunscreen to
[7:36] promote sun safety and cancer prevention
[7:38] awareness. And whereas the Wu Cancer
[7:41] Institute located within the city of
[7:43] Morgantown and across the state plays a
[7:45] critical role in protecting and
[7:47] improving community health through
[7:48] patient centered cancer care, innovative
[7:50] research, education, and outreach
[7:52] efforts that benefit residents of
[7:53] Morgantown and the surrounding region.
[7:56] And whereas the city of Morgantown
[7:57] values community partnerships that
[7:59] strengthen public health and improve
[8:01] quality of life for all residents. Now

[13:06] Morgantown water commission. Uh
[13:10] currently,
[13:12] uh
[13:14] that's a little bit. There we go.
[13:17] So, the property itself sits between uh
[13:20] Frozzman and Falling Run. Uh it's a
[13:23] irregular shaped property. Uh currently,
[13:26] this dash line right here is an existing
[13:29] gas line to the previous house that was
[13:32] here. The gentleman bought this house,
[13:34] tore the house down, and has built a new
[13:36] uh new house.
[13:37] uh
[13:40] when they they uh demoed the house, they
[13:42] abandoned this line. Uh as you see, it
[13:45] cuts across the property, kind of makes
[13:46] it uh it it makes the property
[13:50] undevelopable. And so, originally, when
[13:52] we s started talking to this gentleman
[13:54] about this, we asked him to move the uh
[13:57] new line and new easement along the prop
[13:59] upper property boundary uh to minimize
[14:02] impact on the property. Since then, we
[14:04] we found uh that MUB does have a 8 in
[14:07] water line that runs the the length of
[14:08] this property. So, uh our interest in
[14:12] ever developing this property is, you
[14:14] know, uh uh
[14:17] can't nothing can really happen with
[14:19] that. Uh but again, with moving the the
[14:25] new easement uh across the upward
[14:27] boundary, it does limit uh the impact of
[14:30] Mub's water line. This one crossed their
[14:33] line and if there was already any issues
[14:35] there could be impact but now we're
[14:36] trying to move this up north. Um house
[14:40] has been built. Uh I think he's waiting
[14:43] on uh this event to be the final kind of
[14:46] uh to get
[14:48] uh his certificate of occupy into the
[14:51] house to have the final utilities in
[14:53] there. Um

[16:29] out uh the best of Morgantown results
[16:32] where some of our arts and culture
[16:34] facilities have received another nod
[16:36] this year and so we're extremely proud
[16:38] of them. Our rubric ruby summer concert
[16:41] series has been awarded the best
[16:42] festival. Uh, the Met has been awarded
[16:45] the best performing arts venue and our
[16:48] museum has received the award for bronze
[16:51] of the best museum in West Virginia. So,
[16:55] uh, we're extremely proud of everything
[16:57] that that department brings to the table
[16:58] and continues to bring forward to the
[17:01] community overall and enrichment related
[17:03] to arts and culture. So, um,
[17:05] congratulations to all of the staff that
[17:07] make that happen every day and thank you
[17:10] for the continued support for for those
[17:12] activities.
[17:14] We did receive a visit today from staff
[17:17] members from Senator Justice and Senator
[17:19] Capido's office today at the airport. Uh
[17:22] they spent several hours at our airport
[17:24] with us talking about our airport, our
[17:27] goals, um some of the objectives that we
[17:28] would like to accomplish. So, uh thank
[17:31] you to them for their continued support
[17:33] of our airport and the impact on the
[17:35] region. Uh so was pleased to report on
[17:38] the progress of that meeting. uh staff
[17:40] does have a meeting with the division of
[17:43] highways staff tomorrow to talk about
[17:45] how we can continue to develop
[17:47] partnerships with the DO. So looking
[17:49] forward to continuing to make that
[17:50] collaboration stronger as well. As a
[17:53] reminder, next week before our committee
[17:56] of the whole meeting at 6:00 p.m. we are
[17:59] holding a workshop to discuss what the
[18:01] future of the committee of the whole
[18:03] andor workshops could look like. Um and
[18:06] then the last item that I would like to
[18:08] bring forward just as a a
[18:12] some awareness uh we met with members
[18:14] from the WVU team on Monday uh to
[18:18] discuss the um upcoming St. Patrick's
[18:20] Day celebration. So the students are
[18:22] planning for a March 7th St. Patrick's
[18:25] Day celebration and and so certainly
[18:26] pulling together uh all of the members
[18:29] of the community whether it be uh WVU
[18:31] our police department just making sure
[18:33] that we are communications so that we
[18:35] are prepared to encourage uh all
[18:38] celebrations be done responsibly. So we
[18:40] are making sure those efforts are
[18:42] coordinated. That concludes my report

[22:16] um from Meline Marie and um king cake
[22:20] and catfish and shrimp and grits, which
[22:23] I love theirs, and music and some people
[22:26] in costume. And it was uh very nice and
[22:30] they promised to keep making it bigger
[22:32] and better every year. So next year when
[22:34] you see Marty GR and you see it's a
[22:37] benefit for public theater [snorts] um
[22:39] consider going. Um and then
[22:43] there was another one of those lovely uh
[22:45] Tuesday events sponsored by B Park at
[22:49] Wilds Hill. Um, and it had lots of
[22:52] people participating in art projects and
[22:56] um, music with Chris Hadex and
[23:00] um, information about the rail trail and
[23:04] a nice movie related to that. And then
[23:08] it was fun because people were coming in
[23:09] and out that participate there and take
[23:12] classes um like some uh movement class
[23:17] and
[23:19] just a lot going on all in one open gym.

[23:24] and it's part of a free program on
[23:27] Tuesdays and so keep and not every
[23:30] Tuesday but I think they're once a
[23:32] month.

[24:45] uh I wanted to also um thank 123 and the
[24:49] and West Virginia Public Theater for for
[24:51] hosting their event uh in our downtown.
[24:55] Um it's the second second year that
[24:58] that's happened. as you said, I heard
[25:01] great I I wasn't able to attend, but I I
[25:04] heard great things and and uh and it
[25:07] plays, you know, events like that play a
[25:09] critical role in strengthening our local
[25:12] kind of arts um the fabric of our
[25:16] community and and and making
[25:18] connections. So, um I also want to thank
[25:21] uh MUB um the leadership of Star City
[25:25] staff and uh and my colleagues here uh
[25:30] for the work and and uh and due
[25:32] diligence that went into the approval of
[25:34] the acquisition of uh Star City. Um you
[25:38] know, partnerships like like this is how
[25:40] we grow and and uh you know, we they're
[25:45] difficult decisions certainly. We all we
[25:47] all weigh those our own way and and and
[25:50] we uh they're there [snorts] we have
[25:53] many challenges and opportunities in
[25:55] front of us that are that are coming
[25:58] coming up soon queuing up and that's uh
[26:01] that's a very good thing a good good
[26:04] thing for all of us and uh I just think
[26:06] if we keep that partnership mindset
[26:09] that uh we're going to achieve great
[26:11] things together. So thanks that's it.

[26:17] the end of winter season, I wanted to
[26:20] once again thank the city and uh the DO
[26:24] for keeping our roads clear. I think we
[26:26] did a good job this year overall. Um I
[26:29] think a lot of people were saw the
[26:32] difference uh in terms of contracting
[26:34] out um those uh scraping and salting
[26:38] services and um I had just a lot of
[26:41] positive comments this year for the most
[26:43] part um which is definitely different
[26:46] than most years just a lot of negative
[26:48] comments um and uh you know I'm excited
[26:54] to see um at our next committee the
[26:57] whole just what counselors are uh
[27:00] wanting to prioritize in terms of
[27:02] legislation and policy that they want to
[27:04] bring forward. Um and uh I hope that um
[27:10] we can work through those together and
[27:12] have good conversations about them. And
[27:15] um you know uh I've appreciated also the
[27:19] administration's kind of diligence on
[27:20] the budget and I know that we're going
[27:22] to have difficult and tough
[27:25] conversations about that going forward.
[27:27] So, I encourage everybody to lean into
[27:29] that. Um, and I guess finally, I just
[27:31] want to say um thank you, James, for um
[27:36] your words tonight and I I hope you
[27:38] understand that uh we are listening and
[27:42] um we take you seriously and so um yeah,

[29:01] been well received by the users I
[29:03] believe. Um, speaking of Bow Park, uh,
[29:07] the volunteer group that Mark and I work
[29:09] with came and presented to Bow Park at
[29:12] our meeting last week about some
[29:14] projects that we intend to work on along
[29:17] the trail and near Stanley Spot park
[29:20] this coming spring and summer. And we
[29:23] already have a few art projects trail
[29:26] adjacent that um, are going in on
[29:29] private property. We already have
[29:31] permission from the property owner, but
[29:33] those come at a cost. So, we are having
[29:35] a disco dance night to raise funds at
[29:40] 123 uh next Friday, the 27th for our our
[29:45] co- volunteer Lisa's birthday. And all
[29:49] of the proceeds from that will go
[29:51] towards paying for those art projects.
[29:53] So, we're very excited. Um, thanks to
[29:57] Councelor DS for attending the airport
[30:00] meeting with us today. I thought that
[30:02] the the staffers from the senators were
[30:05] very engaged, very interested. Um, I
[30:08] think that was a good kickoff to the
[30:10] conversation that we will have when we
[30:12] visit again um with them in March, right
[30:15] around the time that the congressionally
[30:18] directed spending um applications are
[30:22] due. So yeah, look forward to more
[30:26] conversations there.
