[0:02] I aliance to the flag of the United States of America and to the republic [0:07] for which it stands. One nation under God, indivisible with liberty and [0:13] justice for all. [0:20] » And I brought these in case Brian didn't have any. So, [0:24] be official. Okay. [0:31] Let's go ahead with the the minutes. [0:36] Ryan gets here if I had time to look at them. [0:41] » Yeah. >> Approve as written. [0:44] » Got a second. >> Second. [0:47] » Second. All in favor say I. >> I. [0:50] » Those same claims. [0:55] Uh move to approve. >> Have a second. [0:59] » Second. >> Move a second. All in favor signify by [1:01] saying I. >> Same. Motion carried. [1:06] » Mr. Bryan, can you do the honor? >> The honor of swearing in Mr. Donald [1:13] Clark. I will be happy to [1:18] slower than usual. [laughter] Raise your right hand or repeat after [1:22] me, please. I, Donald Clark, >> I, Donald Clark, [1:25] » do solemnly swear >> do solemnly swear [1:28] » that I will support the Constitution >> I will support the Constitution [1:31] » of the United States >> of the United States [1:33] » and of the Constitution of the State of Indiana [1:35] » the constitution of the state of Indiana >> and that I will faithfully discharge the [1:38] duties of the office >> I will faithfully discharge the duties [1:41] of the office of the Morristown town council [1:44] » of Morristown town council >> according to the law to the best of my [1:48] skill to according to the law best of my skill Perfect. Thank you. Down at [1:53] Mortown on this 9th day of September, 2026. [1:57] Sign right there, sir. Welcome aboard. >> Thank you. [2:00] » Welcome, Don. >> Thank you. [2:03] » This honest [2:07] warned him. >> I said I'll sit here cuz I'm not a [2:10] quitter. >> We warned him. [2:16] [laughter] [2:19] » Okay. [clears throat] [laughter] [2:23] Okay. >> Old business is we've got the landlord [2:26] registration candidate letter approval. >> I think that's Mr. Brian. [2:30] » Yeah. And I am behind the curve on that. Uh Lane has been on me with [2:36] justification. I am concerned under the statute that we [2:40] might not be able to recoup as much as we might like uh for failure to [2:45] register, but I will make that a priority and have it quickly. [2:50] Hey Elaine, please. >> We'll do [2:54] » Matt. All right. All right. [2:59] » Well, I'm Matt Lindell. I own lawn care here in town. I was approached by some [3:04] of you about maybe putting together a plan for God's Hall. [3:09] Kind of spruce it up a little bit. And I kind of went off of what we had [3:14] discussed, but just a kind of an idea to get things going. [3:18] Um, we went down there and measured it out. There's, you guys know, it's not a [3:24] huge area down there, but there's enough room to play with to kind of spruce it [3:29] up while still leaving some green area. But, um, if you look at this, there's [3:34] tried to leave the turf and, um, we talked about maybe Christy and I talked [3:37] about like kind of a little monument area. We incorporated that. All the the [3:42] the there's a patio, the middle part and the monument area are all pavers and [3:47] kind of class it up a little bit. You could put I mean we could kind of go [3:51] into the patio is what like a 25 by 15. It's it's not huge just cuz you're [3:57] limited by the space, but it's enough for two or three picnic tables. And if [4:01] you wanted to, you could put like beastro lights and things and kind of [4:04] » Is that the flag pole? >> Charm. Yep, that's the flag pole. That [4:07] little black dot, that's the existing flag pole. thought maybe put the [4:11] monument near it, but I mean there's not it's simple, but it's classy, but it's [4:16] it would look nice coming down the hill. Um, like I said, that's just kind of a [4:21] starting point. It's kind of landscaping is one of those things you can I mean, [4:26] you could do 10,000 other swings. I mean, you can put lighting packages in [4:29] it. You can put nicer plants, more plants, bigger plants. You can put in [4:34] multra rock. I mean, it's kind of a, you know, getting ahead of this. [4:39] » [cough] [4:42] » We we tried to we're leaving like the out there the main leaving the original [4:46] sidewalk along 52 to not be encroaching up on the state easement and everything [4:51] and left the concrete along the building but other than that tore out all the old [4:57] the rest of the concrete's getting pretty [4:59] » ready >> getting pretty ready in there so we're [5:01] ripping most of that out. >> Does this have any wheelchair [5:05] accessibility >> this? Well, so that patio, if you look [5:09] out by the road, there's a step cuz there's quite a grade difference. But [5:13] the back, if if you leave the sidewalk along Dod's Hall, there's already a [5:18] ramp. It looks like it's fairly recent in the last 10 years. [5:21] » Should go right into it. >> Yep. And that would you could get to the [5:25] patio from that by leaving that. Um the monument would go straight in. So [5:31] [clears throat] everything would be everything as far as the landscaping [5:34] would be accessible. Um, I know Dodge's Hall we [5:39] discussed kind of is going to need a ramp on its own, but I don't think [5:42] you're probably getting it from the front. As we discussed, it's probably [5:45] that's probably a more of a construction down the side. So, [5:50] it is accessible the patio from the back, but like I said, I know there's a [5:54] little bit of play here with what you would do depending on what direction you [5:58] take God's Hall with the historical thoughts. [6:03] Um, >> no. [6:07] I think >> like like I said, it's just kind of a [6:09] touching point. I mean, things can change. I mean, [6:12] » I think it's important to keep some of the green, not not make it all [6:16] landscaped. Um because to have green space in a in a town or city or pavement [6:23] type environment, you need that. [6:26] » You could you could have picnic tables. >> Yeah, there's room for three tightly two [6:32] comfortably. I mean, two or three picnic tables there. And like I said, they [6:35] could have the umbrellas and you could put the [6:38] » shading would be really important. You could do beastro lights on poles. You [6:42] could do [clears throat] a pergola with beastro lights on it if you want. [6:45] » I was saying we could add add a pergola in there. You could cover most of the [6:49] patio. >> I don't know how much night attraction [6:52] you want to the building. It's becoming the historical society, but of course [6:57] during derby days, that's going to be a hot spot. So I know that's two days out [7:02] of the whole year, but >> that's something. So but it it would [7:06] pretty it up >> and you can put landscape lighting and [7:09] things in downtown better than having some place to go. [7:15] » They give the whole day downtown better look. [7:17] » Yeah, it would definitely catch your eye as soon as you come especially. I mean [7:21] it's I mean we incorporate you've got you've got so you got the existing [7:24] concrete got pavers there's boulders in here there's there's flowers shrubs [7:28] there's flowering trees >> you install land manage it [7:32] » Yep. Yep. We can do it all. So [7:37] » may I ask a question? Would there be lighting on the American [7:41] flag at night? >> Yeah. Yeah. We'd put a light in no [7:45] matter what on the flag through there. And then like I said from there you [7:48] could jump around. You could put more or less lighting through the landscaping [7:51] around the >> It's got a light on the building. [7:54] » It's got a light on it. >> Does it right now out there? Yeah. But [7:57] we could I said we could we could incorporate one from the bottom up if if [8:02] you wanted to. But yeah, the flag would stay. The flag [8:06] pole's pretty nice. So that would be the flag pole is about the only thing. The [8:11] front sidewalk, the back sidewalk, the flag pole is about the only thing I'm [8:14] keeping. If we >> go keep those benches, you [8:16] » Yeah, you can have them. I'll move your house. [8:19] » [laughter] >> Yep, they were. [clears throat] [8:23] So, it's nothing. It's It's not It's not [8:28] anything over the top, but it's, you know, [8:32] maintenance wise. >> Yeah. I will say the turf on on this the [8:38] turf like behind between the building, the landscaping is probably a little bit [8:42] exaggerated on the size on this. It could probably be the turf would [8:46] probably be just a t, you know, a touch smaller, but it's just a pretty quick [8:51] computer rendering came out. So, [8:56] um, other than that, that's a price quote on this. [9:00] » I I can I can give you an exact number after we put the plants in, but I mean, [9:05] it's kind of >> I mean, do you want me to I don't know [9:09] if you can put it I'll say if you're going to put it out there or do you want [9:11] me to spew out the number? I'll say yeah there I can and it's one of those things [9:16] I mean you can we could if you had a budget in mind we could meet it because [9:22] the patio is most the money on this there's about 1,000 square foot of patio [9:26] between all three of them and so it you could tone that down and you could keep [9:30] the center concrete if you wanted to and that would cut a lot of cost and [9:35] » I was just curious so we have an idea >> I can get you I can actually send you [9:40] the actual there >> and then is this something you guys are [9:42] thinking for like fall or is this something we're taking for like spring? [9:46] » That's like an ext [9:50] [laughter] [9:52] we can do whatever. We have we have room all the time. So yeah, [9:57] » we're always busy but some I mean that's not it it's a big project but it's not [10:01] like a >> it's not two month project or anything. [10:04] I mean it'd be two weeks probably kind of thing. [10:08] » So it's not you know and it's not going to [10:10] » get a price to see how much I'm going to get a price [10:14] more than a price. >> I can do that and I can I'll give you [10:17] the high side and the low side because there are different like I said quality [10:20] of pavers you can I mean it's probably a $10,000 swing on just quality of [10:26] » materials. Mhm. >> So, and like I said, if you guys had a [10:30] budget on it, we could stick to it and move up and down. [10:35] » I don't want to feel it cheap. >> No, [laughter] put it in. Put it in. [10:40] Right. >> Right. Right. [10:41] » Right. that can go bad and hurt me. >> Yeah. [10:44] » Yeah. >> Okay. So, you're going to make a motion [10:47] that we're going to get quotes >> toward this. Okay. [clears throat] [10:51] Get quotes from that. >> Yep. And I can I can send that over this [10:56] email to you. All >> right. Motion carried. [10:59] » I'll email that I'll email that to Morgan this week. So, and I'll give you [11:03] like I said, I'll give you I'll give you a high on it. So, then you guys can talk [11:08] » if it's too high or too low. It says more fans in there. [11:13] I still need to find out about what we call solar street lights. [11:19] » Lights. >> So, actually I have the man here. [11:23] [laughter] Uh I'm subbing in or I'm pushing this [11:26] off. So, no. So, actually this is Patrick's job. He's a looks like a [11:31] caveman, but he uh he knows what he's doing with lighting. So what you run and [11:37] operate a pretty successful um electrical mechanical business in what [11:43] Southport but he's moved Logan his family's here now and so he's kind of [11:47] getting into the community. What you been here six seven years probably [11:50] » I still don't know where they practice more. [11:52] » Still don't know where the soccer's he's still trying to find it. That's why he [11:54] was late looking for the soccer practice. [laughter] [11:56] » I take back home. >> So [11:59] » So you're at the park if it's for boys and girls club. [12:01] » So I didn't go that far. [laughter] >> I found this place. They go, "Yeah, I [12:05] got to be." >> So, he um they've done quite a few [12:08] street life projects. Lawrence, uh what? Southport. [12:11] » Well, Southport's active now, Franklin. >> And then I did some scouting before the [12:16] meeting, too. I looked around. >> He would be here, man. Works with [12:20] engineering companies, Wesler, all of them. So, I will turn this part over to [12:24] Patrick. >> Yep. [12:26] » Appreciate it. He said the guy at Smart the guy in the [12:30] back but uh actually I got [12:34] the but I prepare this is kind of what to [12:39] expect um as you start playing with a state [12:46] road since it is US 52. Um, and if you guys don't kick me out of the meeting, I [12:54] got a there's a trifold here. And for me, this isn't about us kicking a [13:00] project. It's about leading Morristown in a good direction. So, you you make [13:05] good choices with your street lights. But, uh, I did a pretty hard survey at [13:10] New Palestine. Don't hold that against me. [13:14] Um, and [clears throat] they were when I got done after about a 2 and 1 half hour [13:17] walk on up and down, you know, around New Pal, I just they did a really good [13:22] job. That's just a little bit about our family business, but um, New Palestine, [13:27] they did, you know, they they did it right. Um, Matthew mentioned [13:33] Wesler. We've worked with Wesler in in the past. Um the the thing is is with as [13:40] the page reads with a project like this, you're you're you're dealing with a you [13:46] know a state highway. So there's some things I think we might have to to [13:51] follow. the more I dug into my prep, I mean, it' been great to say EM company [13:56] could design, engineer, provide fixtures, and go the whole way. But I [14:01] just the more I looked into it, especially with our electrical lead, um [14:05] there's a little bit to it, but the the nice we call her our den mom, um Matt's [14:12] team, she said, "Keep KISS." So, I say keep it simple, shall we? But in the in [14:17] the grand scheme of things, it really comes down to fixture selection of of [14:22] what you guys want. And like like Matthew said, we Franklin's have have [14:27] stood the test of time. Uh D did a night survey. So did I. We not only looked [14:32] during the day, but we went and just kind of saw oblong globes versus, you [14:37] know, New Pal's more of a a top hat globe. But I guess, you know, in the end [14:42] of it all, um I feel like with our history as a family business since 1969 [14:48] and and really for me it's it's just kind of the passion that it looks take [14:52] this the wrong way, but looks better than the town next to us cuz you know [14:55] New Pal's great but I just think you could do better. [14:58] » You think New has too many? >> Well, so I [clears throat] measure she [15:02] these over my texting because that's kind of how I [laughter] I've been hit [15:05] the head a few times. A couple rounds went off behind my head. So that's how I [15:08] operate. But the truth is, I want to just throw this out. As I looked at [15:12] Shelbyville final prep today, they didn't hopefully this is in our town [15:17] meeting here. We keep it in the vault. They did not put enough pole base uh [15:22] concrete. If you drive around the circle, all the new lights in in [15:26] Shelbyville on 9, they've already taken what's called wind sway or directional [15:31] sway. If you guys just pee, don't you know, but it's I almost see a 16 sauna [15:36] tube and we won't do that because in in our prep I all that will be done by [15:41] Longville L or Lynville lawn care as far as underground concrete prep. But eman, [15:47] we always go to skew more with our bases just for the duration and the test of [15:53] time because it just pointed itself out when I did my little cuz I've been [15:57] trying to come up with at least three samples for this meeting, but I'm a [16:01] little I guess I'm just trying to get the right fit. And [clears throat] also [16:05] PLS's who we've used in the past, they don't come off fixture numbers unless [16:09] you give them pretty finite selections, which I've already talked to the team [16:15] about it. You you want a receptacle up high for seasonal, you know, decor. We [16:20] definitely want a military monitor. I love what you've done with the bands, [16:24] but we can adopt that to the pole lights. Um, another big thing is there's [16:29] there's always the the back flag. Obviously, you guys want some form of a [16:34] flag on these, but there's just a couple selections that I would highly from our [16:39] history of other, [clears throat] you know, street projects, I would highly [16:42] recommend. Um, I guess the other thing too is we're not going to underdo the [16:47] concrete. Uh, hopefully you have a local borer cuz EM company doesn't we usually [16:53] sub out our boring and if there would be a local contractor that would want to do [16:57] some underground poly boring. And then also as I pre-erveyed Morristown, [17:02] there's a lot of um open grass that he that the well the hope is is that you [17:07] guys are going to be beautify to where it doesn't all have to be poly [17:12] underground. It can be open sight dig. So the big thing that we will do is we [17:17] will have redundancy of conduit. Therefore, I already when I went by new [17:21] pal, there's two with cones on it because unfortunately, [17:25] um, as the as our boss in the back corner knows, accidents happen. So, we [17:30] also would want to buy a percentage of what we would consider an excess [17:34] fixture. So, we could have we usually do 10%. even though you you think you get a [17:40] good relationship and yes, we'll we'll make sure you get that cast stamp [17:44] fixture again when it breaks in seven years, we usually we purchase some some [17:49] some saving fixtures. Um I think that was kind of the highlights [17:55] of what I have, you know, kind of looked at and felt would be important. And you [18:00] know, in the in the end of all this, you don't have to do it all at once. We [18:05] can start in phases. there's there's you know it kind of comes down to for this [18:10] project um just you know what you guys are wanting to do and the coverage of [18:15] the town which I mean we we have an intent that follows you know the span of [18:19] New Palestine which is about I think the measurement was like 3,800 ft was was [18:25] kind of what I was measuring in New was 44 fixtures in New and to answer your [18:30] question at first I thought there was too many but when you go and you [18:35] actually look at it And it's the reason I'm bringing new pal up is it's the [18:38] easiest for all of us to just pop over there at night just let me get a flavor [18:42] and then you go down nine in in Shelby Kentucky and then you get that flavor. [18:47] But the point is is the span's pretty good. Like it's it's really what's [18:51] called takeback. So from from a street to the um you know to basically where [18:57] the light is, you want a distance of where you're going to have a turn [19:02] radius, but also you want throw and coverage until you get to the next [19:05] light. So you're covering you're in and essent and and you know outgress of all [19:11] of your of your street like corners and roads because you have so many. It's [19:17] just, you know, really I think the the takeback point was anywhere from 12 to [19:22] 22 feet. But again, New Pal's smart. They went where they had grass. They [19:27] didn't tear up all of their sidewalks. They were very valuegineered when they [19:33] did their segways and they had uh new red pads for for foot travel. They just [19:39] they had a plan. And and I talked to um his name's Jim Robinson. He he takes [19:45] care of the new Palestine, you know, up, you know, I guess the whole town. And [19:51] they they had their own civil plan. They did their own design. But I guess, you [19:56] know, for for when you go either boring or doing directional sight dig on your, [20:02] you know, on the side of your town, you want to think about landscaping and [20:06] sidewalks. And you you want to do it in unison because it's going to help the [20:09] project because anything you take up you want to put back in a in a beautified [20:14] manner or pour concrete and have a nice sidewalk that that covers over. But [20:19] anyway, um it's not our first rodeo. We would love to lead help lead more, but [20:25] really I was just trying to get to get you guys on a pace where it it's not [20:31] it's a very straightforward project. It just I do believe as Matthew mentioned, [20:36] Wesler included would be a big benefit to to the fact that we have to get some [20:41] stuff that's stamped and approved through the state. But anybody [20:45] » Franklin looks really good. >> And it it's funny the first ones I sent [20:49] them and I I said to him these it's 20 years. I think it's 17 18 years and even [20:55] New Palestine blew my mind [clears throat] cuz the nice lady who [20:58] gave me Jim's name she goes I've been working here 6 years and then Jim on the [21:02] phone said 12 or 13 but he just bought two new ones. That's why it's the [21:08] perfect storm over here guys. I keep talking about new pal, but it's they had [21:12] done it 12 years ago and they just bought two of the exact pictures. So, it [21:17] gives you an idea that it is possible to to have a 12-ear span and still they're [21:23] waiting basically for the cast aluminum to be made. So, they still have the [21:28] cast, which that's what my relation our relationship with PLS is. But I mean I [21:33] we still buy in a percentage of excess. Um because before you know it, somebody [21:37] sees it and then there's another idea and you're out of excess because you [21:41] guys are like, "Hey, can we plant five more?" This is this is where we've done [21:44] this before. But you have to have a budget and you have to have a a first [21:48] phase in mind. And again, you can see the phases on the back of what's [21:52] actually going to be required just to dig. but uh or or to to call the dig as [21:57] Matthew always says, he doesn't put a shovel on the ground until, you know, he [22:00] calls 811 and gets his markings. But as any good landscaper should, right? But [22:07] uh I guess for us though, um I think that's I mean about it. It's just, you [22:12] know, 44 was what my count was for New Palestine. They do not have to be, you [22:18] know, ex-military. So identic for me is having, you know, but the the it's a [22:25] two-lane road here. Franklin is a four >> two two each way and there's turn [22:31] segways in Franklin. So that's why in Franklin you'll see I think they're 16, [22:36] but they're ds. So in certain areas you'll have dual heads and then but [22:41] you're you're really you can't compare Franklin. You can compare the fixture [22:45] style and and that's a what we call our Cadillac fixtures, but it's a different [22:51] throw. So, you have a different but here in Morristown, you can very well go down [22:56] one line or if buildings get in the way and boring's just becoming [23:02] too expensive or not an option, just like in New Palestine, segue to the [23:06] other side and do a single down there. It's it's really what the town what what [23:11] we vote on. But again, you know, Lynville, Long Care, and IA, we can lead [23:16] in a good good manner. I I spent a little time because again, I drive [23:20] through town and we spend a lot of time coming to Morristown. So, I told [23:25] Matthew, I go, "So far, I've been out here six years and nobody's burning any, [23:29] you know, no stakes and I haven't had any pigs at my house. So, I don't want [23:32] to I don't want you guys coming to get me now." [23:35] » Well, I know anywhere I go in the state, Franklin will always come up. Well, [23:40] » when it comes to this kind of stuff, they have changed that town [23:43] » and it's because they've been there for that's probably one of in our market [23:47] south because I'm originally from the south side, east side really, but south [23:51] side. Um, it's probably the oldest and and I feel like they selected a very [23:57] very solid fixture. They they paid for them. I mean, they're not, you know, [24:01] they those there too. Um, and you see in New Palestine, [24:06] there's constant upkeep. I mean, they have to black paint the bottoms. I mean, [24:10] snow throw. Yeah, we will think about these things where New Pal didn't. [24:14] There's our two types of the snow throw line. We will step back 16 inches [24:18] matters, but it again, you would think center square. No, it's there's there's [24:23] a reason why you're setting your lamps where you are, but really snow throw and [24:28] random accidents and, you know, pe people not paying attention, that's [24:32] that's part of beautifying your town. That that's going to happen. So, but uh [24:37] the best part though is I told them I'm looking at new pal, but [24:42] this is wash. Um more if if we're a part of this [24:46] Morristown will look better than than any especially Shelbyville. Nothing [24:50] against a big tap big town like Shelbyville, they they did they they [24:53] underpor their bases and and it's apparent cuz that stuff's not even I [24:58] don't know. You guys probably know better than me. It's not a year. No, [25:01] it's I don't even think we're talking months. for 90 days and it's just the [25:05] wind and we've gotten a considerable amount of wind and rain in the last few [25:08] months. So because they didn't overpour their bases the the as he knows the the [25:14] wet line and shell is rough because it's very wet and and the water line is [25:19] crazy. But the point is is there's canered poles and the thing is is once [25:23] they caner it doesn't stop. It will always so paying I mean I'm talking [25:30] peanuts more for an additional base where where we have the allowabilities [25:35] is a big is a big thing for our contract but and and again this is just a [25:40] planning meeting. I just wanted to get you and Christie on there. Won't you [25:45] put Don? We're going to let you guys get together and see what you come up with. [25:49] » That'd be great. >> Okay. [25:52] » I know originally [clears throat] um when you brought this up, solar was [25:58] brought up and I'd like for you to speak that and why we're not leaning in that [26:04] direction. We're just we're just internet surfers. So we [laughter] [26:10] » may not be the best. >> If that was first brought up, I think [26:13] that's an important point. >> German Irish. [26:16] » Yeah, I'm German Irish, not Russian. So when Greg When Greg Shab speaks, you [26:20] listen in my household. That's the CEO of EM. I probably should introduce I'm [26:24] the janitor, but also the executive vice president. Um I don't let that I don't [26:28] let that out much cuz I really like to work for a living, but so don't let the [26:32] title fool you. But we can't do this job unless we tie into local power because I [26:39] cannot guarantee you those will light through our dark winters. And the last [26:43] thing I'm going to want to do is put EM's name on a product that I can't [26:47] guarantee you is going to light every night 365, especially on the nights [26:52] where we have an anomaly of darkness. Now, do you want to consider topfed, you [26:59] know, uh street sign like new pal? just go for a good ride. They did it right, [27:04] guys. Like I said, the the the red Segway safety pads, the canered uh level [27:10] of all their concrete because they had to dig it up to put the pole bases in, [27:14] so they put it back, right? The point is is uh every single one of their and and [27:20] uh [clears throat] Carlton in the back will appreciate this, but every one of [27:24] their signs is LED fed, so everything's brand new. They worked with somebody. [27:28] They got a grant. There's some additional things cuz it's DOT, but [27:31] everything's brand new. Everything has a top fed solar, so it's got LEDs that are [27:36] it's just safer for people who are staring at their phone and being [27:38] distracted even on a uh hit me if I'm wrong, it's 25 on Main Street or 30 30 m [27:45] an hour on Main Street, sir. Yeah. So, really, you shouldn't be worried, but it [27:49] just it looks good because not only is the street lights done, all their signs [27:53] are done, all their walkways are safe, and then also it's just clean. I mean, [27:58] they clean their landscaping and their their Segways up, but the reason that we [28:03] don't want to do solar and Greg doesn't we don't want to touch the job unless we [28:06] get tie in to power is because the guarantee. So, and then also we're a [28:12] service company. We do about it's about 17 million a year. We do about 67 in [28:17] commercial services and then 9 million in contracts. We want to we want to [28:22] build something that you're happy for for a year and warranty it, but we want [28:25] to keep you for 25 30 years. So, and in in the end though, we can't guarantee [28:30] solar will be 100%, you know, active. So, that's just not something that we [28:37] would put our company name on. It's a great idea. I understand it. I see a [28:42] bunch of solar panels when I come to and from my house, but they're not for this [28:46] application. MQ3 gave him and Matt and brings back [28:52] something with the cost and stuff. >> Yeah, we could get into budgetary cost [28:58] estimates, but Wesler would be a part of that and just selections, but really, [29:02] [clears throat] you know, we we've seen this before and [29:06] we feel like we could lead you guys in a in a good direction. So, is there any [29:09] other questions that you guys got on it? [laughter] [29:14] Well, uh, I'll leave my cell phone if you guys want to talk or [29:18] » very good. Appreciate it. >> Thank you very much. [29:25] » You guys, anything else? >> Okay, I'm going to jump ahead here. [29:30] We'll bring Brian Shehan. [29:35] He's going to explain [clears throat] our CCMG grant, what we need to do. So, [29:40] it's due the 23rd, you said. >> Yeah. Um, I wanted to check. Uh, [29:46] I know Scott has been working back and forth. Um, I I I know sending some [29:52] emails, working with Craig, trying to come up with you're you're in this um [29:58] this period of time was a little bit back and forth. One, he's needing to [30:01] hear a final number that you have for match. If you remember last year, we [30:06] came up with a number and from that number, then they can do the math to [30:09] say, okay, you have this much per project because it's 25% match. Um, [30:15] » so the most the most you go after is a million dollars uh of of grant, which [30:20] would be 250,000 a match. So, if you think uh about that there, he sent out [30:26] an email, and I'm I'm sorry, I do not have a copy, but I'm going to give you [30:29] some some quick details. Basically, they go out and they do um an asset [30:35] management plan. They come back, they look at the score, give your roads, and [30:38] then they make a recommendation. And I think there's some back and forth there. [30:41] Um but uh they have Rangeline Road, Central Parkway to East 1100 North. [30:48] That's 2800 um [30:52] yeah 2,800 somethings. [30:56] Uh that is probably feet. And that total takes you to uh 661,000 which has a [31:05] match of 132,000. So that's just that one that one section. Then Washington [31:12] Street they cut into three different pieces so that if you need to [31:17] kind of u ratchet your your spend up or down. Uh they have washing street town [31:24] limits to chestnut that was uh the quantity is 2862 for 200 and a total of [31:31] 226,000 the match being 45,000. [31:35] The next section was 583. Um that's 61,000 with a 12,000 match. [31:42] And then the last one was 637 ft at 74,000 match at 14,000. So if you [31:51] agreed with those roadways and if you agreed with the total amount that is [31:54] being suggested that is a total project of a million24 with a total match of [32:00] 204,86525 >> and we did 200,000 last year since she [32:06] had >> we did that last year. I figure we just [32:08] move forward the same. >> But we just went to the [32:14] our redevelopment meeting and can we use the payment fund and the we have or no [32:20] is that >> you put on the range [32:22] » on the range that's >> okay [32:25] » industrial >> but you also got a waste water plant [32:28] build and water plant build. Right. >> And that would make more sense for Tiff, [32:33] » right? >> Monkey should participate in rank saying [32:38] grants, you know, like can we use that? That's [32:42] » Cody Dave. We just need to give him another [32:45] » submit number, but we could go ahead and do this. It has to be done the 23rd. So, [32:51] » and what will really happen here is like if you wanted some back and forth, we [32:54] can do that. The number one thing that we need to do that might need to happen [32:58] before the next meeting is if you said um this is where it gets a little [33:03] confusing so I want to make sure if you were to say we can go up to 210,000 or [33:09] two whatever it is >> and give him the permission to sign that [33:13] financial commitment letter that's really all that that we're there there [33:17] will be a letter where you need to commit to that. So if you can commit to [33:20] more than that you can obviously do less um if that makes sense. Uh if you like [33:26] what's being proposed, then you can make your motion to be exactly that number [33:29] and we're good to go. And uh when when uh Scott gets back, I think he is out [33:36] the rest of this week, but early next week, he's going to be trying to wrap [33:39] these up. So that's the one major step that you need to do. Last year, you did [33:43] the ordinance that allows um Ralph or whomever is the president to make that [33:49] signature. So you don't have that that got us in trouble uh at the last second [33:53] last year. But that's that's really the main thing. [33:56] So, if you wanted all all four of those segments that I just mentioned and you [34:01] wanted to do um uh a motion that would allow uh Ralph to sign a commitment [34:08] letter of $24,86525 >> up to 205. [34:13] » Yep. If you wanted to do that, then I think we would be covered. The only [34:17] reason I was saying like if you still wanted to to work back and forth with [34:21] Scott and know that you forgot one little segment here or whatever if you [34:25] went higher. Um but if you're hoping to stay around 200 it sounds like they [34:29] aimed at that for you. >> Can we buff it? Can we buffet it to 210 [34:33] just to save our so back and forth? >> That's not a huge difference from last [34:37] year I would think. So >> that'll be my motion to go forward with [34:40] what they've got offered and if we need a little buffer. So up to 210 [34:44] » up to 210 to give us the buffer just in case something comes up. [34:50] [clears throat] >> Second we do the match up to 210,000 [34:54] » giving the president the authorization to sign the commitment. [34:58] » That's what we do. Okay. >> Okay. That's what we want to do. [35:01] » Your motion second Dave move second. All in favor signify say I. [35:07] » Oppos same. Motion carries. And [clears throat] I apologize since we [35:10] have a new a new representative of a haunted chair. Uh [laughter] [35:15] CCMG is basically community crossing matching program. You can do it once a [35:18] year and it allows you to get 75% of the project paid for by the state. Um so [35:23] it's pretty sweet deal, but it's also very competitive. Last year we did get [35:28] the first time they came up some new money. We got back in. Um but if for [35:32] some reason we aren't successful, all of our work can move on to the next [35:37] application. So, it is something that kind of keeps moving on, but um [35:42] » the thing for the town. >> Yeah. [35:45] » Um with that, >> what's up over here? [35:50] » So, we we talked a little bit about that. Unfortunately, I was not able to [35:53] get with our guy today. He he just left um for a two-day trip, but [35:59] knowing from my past experience, we I think you dug in a little bit. They're [36:03] they're usually have a date that they can that they have to have that [36:06] completed by. >> Thought they hid that already. [36:10] » That part I'm I'm not sure cuz I didn't have that with me. But if if they do not [36:15] hit that, >> it's got two dates on it. That's where I [36:18] was confused. It's got September 25th and it's got October. [36:22] » So it says it is agreed time limit for substantial completion of this agreement [36:26] based on bid shall be the 25th day of September. Um it is agreed final [36:31] completion. So final should be there's just a few things we got to finish up [36:35] here and there. >> What will happen with a lot of these and [36:38] I I I don't know this specifically but I'm just speaking in large picture [36:43] » is they will have several jobs. If they get ahead a little bit they'll pop over [36:48] and try to get caught up on another job. Where they get most concerned is when it [36:54] says uh for each calendar day work is not complete, a sum of $1,000 overrun [37:00] will be um deducted. So you do have a you do have a penalty phase in here if [37:06] they don't hit that. My guess is you'll see them jump back and and fulfill the [37:11] the end of this agreement. On the flip side, if you were to say, [37:16] well, we should have had we should tighten the schedule. We should have had [37:18] rougher penalties. What that typically does is it raises your bids if they get [37:24] too tough. So, I'm dealing with a different and I was I I was incorrect, [37:28] different company in Batesville, >> but they're dealing with the same thing. [37:31] And there's is is a major road that someone has pulled off of and they're [37:38] working to get them back. Well, they can see the truck names in other places. Uh [37:43] that one of them happens to be the interstate, which is like the estate [37:46] project uh that's going on. Uh, but this is the key thing you want to watch is [37:50] for this date. I will get some followup and get some um information back to [37:55] Ralph as far as the communication for that. Um, because there likely is [38:00] communication, but I know in the one I just followed up with, as I said, in a [38:03] different community. It basically came back. We're on schedule. We'll have it [38:08] done. But unfortunately, they've not been at that job site. [38:12] » It won't take them long to finish. >> A couple weeks. [38:14] » No, that's what kills me. I said, this looks like it's ready to go. you still [38:17] got people can't get out of traffic >> and I drove by probably [38:22] » three weeks ago [clears throat] >> and it looked pretty similar but the one [38:29] it's the toughest part of this system is you can't force them to go faster than [38:34] what's as our legal friend here will tell you if they if they're legally [38:39] following that and then the next part is that penalty phase which is I've said in [38:42] most cases you don't want them paying a penalty because it's already a giant [38:47] paying for those people and um about a thousand bucks [38:52] uh a day then would would uh begin kicking in. But I will I [38:57] will get you what our communication with them has been and what they're saying. [39:02] Um I just want to be real realistic that if it says that date, they've got until [39:08] that date. If they show up and do all the work and 24-hour period, there's not [39:12] much that can be done about it. The real trick is next year if you if you want to [39:19] address that where you need to do it is at the very beginning and you talk about [39:23] that and you put in whether it's more fines you move your date or you can [39:27] actually put into your bids you're going to keep driveways open like there there [39:30] are things that >> I think we should have put in there [39:32] about keeping driveways open. I mean my mom yeah okay I got a personal thing in [39:37] this. My mom's driving through her yard. Oh my gosh, she's got accessibility to a [39:41] service drive, but there's other people don't. [39:45] They're landlocked. >> And you can absolutely put some things [39:47] into play just just be care. I had a different community that had something [39:51] similar like this and they got really tough to try to hit a date and they had [39:54] to rebid it twice before they got anybody to take them up on it. And then [39:57] they they they let the rules um slide a little bit so that they could finally [40:02] get somebody to bid on it. So, it is it's a very tricky situation. Sometimes [40:06] you're the driver, sometimes you're the >> And some of it is operations cuz they [40:11] could they could make those driveways a lot more accessible. [40:14] » All you got to do is turn. >> And and again, here's one of those where [40:18] if if it's a certain type of project and you get to pick your uh your contractor, [40:23] I can I can name in in my past employment two or three that [40:27] communication is the best thing they do. And you know, so if they got close and I [40:32] had a chance, I wanted the one that was going to clearly communicate that, get [40:36] out and talk to the the customer, but that's not always the case. But I will [40:40] dig in, find out exactly where we are and what they're saying and get you [40:45] » get that information. >> Okay. Anything else? [40:48] » All right. Thank you. [40:54] » Uh, new business in your packets. Lane got this. It's on the Howie two south. [41:04] It's really growed up it looks like and she's wondering who's liable for [41:09] that. That's something probably we need to to look into and see. [41:16] » Is that I mean >> that's where Lane's Will Helms Lane's [41:21] moment pass an hour there. >> All that graph is an hour. [41:27] » Okay. Mhm. Now we have an easement one and two. So [41:33] » now easement and alley be two different things. [41:35] » Yeah. >> Do we have that on a map that tells us [41:39] it's a eman or an alley? [41:46] Can you look at that for [41:51] two sides? [42:19] Is this what they're calling the alley? >> That's the impression I'm getting. That [42:23] that green space. When when I look at these photos, and I'm not familiar with [42:28] it, but the photos cause [clears throat] in my mind more [42:32] confusion than uh [42:42] » that that alley actually goes west. That was part of debated several years ago. [42:48] It goes west from uh that alley E2. It actually continues west, goes down the [42:55] hill behind those houses. >> Dead end. [43:00] » Well, it actually turns into our contested alley that runs south of Mor [43:06] Street [43:11] » because it's technically a continue all the way through. I don't know if it was [43:15] ever officially abandoned, but uh if you look there where the [43:21] pointer is, that's your alley two. Then it goes down the hill and then it turns [43:27] into the next alley. [43:34] » Wonder why that was never followed through. [43:37] » Yeah, it comes off of Jackson and then it just goes it goes to the west. [43:41] currently is stops at E2, but yeah, there's a telephone pole there and then [43:47] um it just keeps going west [43:52] turns into this is our contested alley right here, [43:59] but it yeah, it technically goes all the way through here. [44:02] Okay, >> and Shepard's has a garage real close to [44:07] it. And then um the other one [44:14] was there situation with the neighbor there where they don't want anybody on [44:18] the [44:23] » and then you got that bridges rental at 22080 Johnson the north side of that [44:28] their property line goes into the alley [44:34] and then uh this is Fishes is here's a question. Can we change that [44:40] into an easement and then maintain it? It sounds like you need to maintain it [44:45] anyway cuz it's infringing on other people. But if it's a if it's a an [44:49] easement, you just have to maintain it as an ement. [44:52] » The only thing in there the electric >> I see electric. That's all. [44:59] » There's a water switch. >> Look at it. You want to look at it? [45:03] » Yeah, I'll go look at it. >> Well, you got time. Why don't you take a [45:06] look at it and Dave? >> Let me take a look at it. See what we [45:10] got to work with. >> I'm not sure what you mean by turn it [45:13] into an ease. >> Change it from alley. Just changes. [45:16] » Well, I know I mean I know what you're saying. Let me rephrase. [45:20] » Instead of having I mean if we're calling it an alley, I don't know why [45:24] it's not paid. I'm thinking it it looks more as an easement because of the [45:27] telephone. It still needs to be cleaned up cuz it's I would say it's town. I [45:33] don't know. I'm sure talked about the testing for years. [45:36] » The telephone poles are um enlightening [45:41] cuz under state statute a public utility can place [clears throat] its [45:46] infrastructure in public right away uh without any further approvals or [45:52] anything like that. Now, an easement is created by a grant of the so-called [45:59] dominant user by the subservient user. So, if you [46:06] were going to try and create this as an easement, you're going to have to have [46:10] all the adjoining and abuing land owners consent to that. [46:15] Um, the question in my mind, and I have no idea what the answer is, but I'm sure [46:20] there's something that reveals. How was the alley ever platted on any [46:28] maps of the town at some point in the past? [46:32] » We'd have to look at it and see. Don't worry. [46:34] » Well, if you want to make it even more confusing, if you look to the right of [46:38] East Jackson, in between all the houses, there's no man's land. also that bumps [46:44] up to um Harbor [46:50] that's in between over this area right here. This is all no man's land [46:56] that just everybody kind of takes care of. But I know at one time it was [47:03] been an alley. What was >> is that the alley that runs right into [47:08] the garage? >> Uh no. [47:10] » Okay. No, this is the one. Uh, let's see. 204 South Jackson. Their driveway [47:17] is actually part of this alley or well, it was an alley at one time right [47:22] through here. Well, I'm not sure some of these were ever actually. [47:29] » I remember having a conversation about this year's [47:34] house on the original plot and see what >> that would be. [47:42] » I would say trying to get the group of neighbors to agree to something right in [47:46] that area. >> Why don't we do that before we go up [47:49] there? >> Yeah. I mean, if it's shown on a plat of [47:53] the town, [clears throat] then that was created as a fellow right [47:59] away. >> There's a really old map hanging on my [48:01] wall with streets and alleys and stuff. That too in that room in there, too. [48:06] » I had see if I can't look it up. If you guys want just look at that, see what [48:10] you think. get back with us and we'll I'll get have Wayne get in [48:17] contact with this lady with the mayor. So, [48:24] » is that all right there, buddy? >> Yeah. [48:26] » Okay. Uh I'm going to read this under new [48:30] business. This is reservations from Donnie on the planning commission. Says, [48:36] "I cannot serve with people I do not trust. I quit." [48:41] D. So, we're going to be voting for a Democrat [48:46] to take that place. [48:52] » Okay. >> Go from there. So, [48:54] » sounds like a personal issue. [49:01] » Cook treasure. >> Um, I am attending the second must [49:05] meeting for lit tax next Wednesday. [clears throat] [49:08] So, I will let you know how that goes. Anything [49:13] else? [49:17] » Anything else? Morning. >> Um, waiting to hear back from Brady. He [49:21] told me we are moving forward with the same insurance that we currently have [49:25] for the October till December. Um, it's currently at an 8% increase and then [49:33] he's going to get with me. I believe he said end of October he should have the [49:37] new rates for what the should look like. Um, but I want to have him meet with a [49:43] couple of our employees first to make sure that it's still going to be [49:46] » beneficial. >> Yes. If you guys are okay with that. [49:50] » Yeah. As long as we can take us right down the wire without a problem. [49:53] » Yeah. I told him he had emailed me and said 8% and I said keep that's what we [49:57] had agreed on to stay with what we have so we don't restart their [50:00] » right time. [50:04] » You know what I'm talking about. Deductibles. Thank you. My somebody has [50:07] so we don't restart the deductibles. Um, so he said by then he should have it [50:13] » um to meet with the guys. >> Yeah. [50:16] » And if not, we'll stay at the 8% with what we already have. [50:22] » That's it. Is >> that it? Question for you. Did you have [50:26] you got the information on the new truck yet? [50:30] » I haven't sent I haven't got the I have the paperwork. [50:34] » Yes, but I don't have the plate yet. >> Okay. [50:36] » And it's insured. >> Okay. [50:38] I have a question, Morgan. We at our redevelopment meeting, we discussed the [50:44] um budget for 2027. So, we kind of just [50:50] wanted to make sure um that we were >> the redevelopment one or the [50:54] » redevelopment. So, our like our last year budget, we want to know about [50:58] keeping it the same or increasing it. So, [51:00] » like the fire and correct. >> Yes. [51:03] » Well, since we have two firemen, I would love to get more. [51:07] But cuts up to whatever you guys the spending plan that's what we were [51:11] talking about right so like we were discussing too like the paving and then [51:15] we also kind of concerned about the sewer repair in general [51:20] » yes and we need to um >> I don't know if that's something we need [51:23] to do >> I sent FSG I was going to say I had sent [51:26] you that email back they said well talking they said we hadn't done a rate [51:30] studying in a while and they suggested we do that so I think we need to get [51:34] with them and see if they can get that taken care of. [51:37] » Okay. >> Cuz he said we can't those questions you [51:41] asked, he couldn't give me an answer. >> Okay. So, well, we kind of need to know [51:45] before the next meeting cuz we have to have make sure that we have it done by [51:48] members. >> Yes. Yes. [51:52] » Yes. [51:58] » Okay. Uh few things. Uh number one, the uh IBM [clears throat] has proposed the [52:06] two dates for settlement conference being September 21 or September 22. Um I [52:12] haven't heard back as to a preference on those dates. That's a virtual meeting [52:18] which makes it easier. Um anyone can participate from the council, but not [52:25] all need to participate. So, uh, if [clears throat] there's more knowledge [52:30] as to which date might work best, let me know. Uh, number two, and and this is [52:37] kind of a mortgage question or not a question. Um, [52:41] AutoW Croner Associates work through all of your issues on [52:48] building adjustments for major industrial customers prim primarily for [52:52] process water. We've talked about this a number of times. [52:56] You did you see the email from yesterday? [53:00] » Yes. I have to respond. >> Okay. Yeah. Cuz what needs to be done is [53:05] they have completed process water calculations. I want to make sure that [53:09] that's >> we are matched. Yep. [53:10] » Square. And then I can have someone from Chrome uh Buzz Cone who's their [53:15] principal has a conflict for the next meeting. But if you want to bring [53:19] someone in for in October to walk through this, that would be an [53:24] appropriate agenda item. So >> Bundy's was is okay. It was [53:31] Clausterman's wasn't >> because Clustermans was supposed to be [53:34] sending me a number and they didn't send it [53:38] » and then the guy I was working with left. [53:40] » Okay. >> So now we're working with a new guy. [53:42] Well, and if I'm not mistaken, I think Bungie is gonna perhaps owe a [53:47] significant amount now. >> Yeah. [53:48] » So, um [53:52] then uh I will catch up on the uh registration [53:59] rentals. Um Christie had mentioned the IDM letter [54:03] that was revised. I asked in the letter that they [54:08] uh provide assistance or assessment with potential toxicity. [54:14] Um so I will keep you posted as to any response I received. [54:20] And again at tonight's redevelopment [54:24] commission we talked about use of RDC funds for various matters. So if the [54:30] council can provide some direction to the RDC as to [54:34] projects and priorities, [54:38] those are the major points. >> I got a I got a couple of things. I am [54:44] wants to know about our our easement. >> Yeah, I Okay, that's a Bungy question. [54:50] You provided me the contact information, but I'm not getting a call back. So [54:54] » Okay. >> And that's Cody. [54:57] » Cody, I just talked to him today. I'll call them again. And also, how about the [55:02] land that they're get give us? >> Again, their legal was supposed to be in [55:08] touch with me. Okay. >> And I have not heard from them. I mean, [55:12] it's a fairly simple >> uh process. I mean, I can put together [55:18] the papers and if Cody wants to try and send [55:21] » you Have you got Cody's number? >> I do because you provided the [55:24] » Okay. Won't you try calling tomorrow, not send me a text? Cuz I've talked to [55:29] him twice today. So, >> well, um, [55:33] » yeah, I've got his number cuz you sent it to me [55:36] » cuz lady my name is She's really on the >> to get it done. [55:43] Let me just confirm. I I know you sent it to me. [55:49] I see the bruty [55:54] got cy in here too22362. [56:09] » Yep. 22236631. [56:13] And you gave me an email as well. >> Yep. [56:17] I'll get an email off and follow up the call. [56:19] » Okay. If you don't hear from me, let me know. [56:21] » We'll do anything else. [56:25] » I have a question. We discussed at the last meeting the leade agreement [56:28] cancellization, but we Larry and I gave obstain so we could vote on it. Um, and [56:35] it needs to be done before the end of the year with 90 days. So, it would have [56:37] to be this meeting. >> Yeah. So, [56:41] you we can do that. You didn't have a quorum the last time with the extension. [56:45] So if you pass a motion, I'll get on that immediately. [56:48] » So I'm going to make a motion to cancel the leasing agreement for waste [56:51] management to be by the end of the year. [56:55] » Let's do the automatic for the automatic renewal. [56:58] » All right. I second that up, right? >> So you're making a motion we cancel the [57:04] existing one. >> Correct. [57:06] » And Brian will make a new one at the end of the year. Well, and but we're going [57:10] to have to have input from IDM and it will have to dovetail into our revised. [57:16] » Okay. >> Ordinance. [57:18] » Okay. >> Made a motion. [57:22] » Motion. >> I second it. [57:24] » Okay. >> Dave to abstain. [57:28] Been motion motion's been made. Second to cancel the H8 agreement with waste [57:34] management till Brian gets one made up. IDM and the [57:39] new stuff. So all in favor signify by saying I [57:43] » oppos. Motion carried. Which one? >> I got I [57:54] run Brian. >> No. [57:56] » Okay. Police department. >> Uh nothing really. We signed up for our [58:02] training. Uh Josh tended defensive tactics day. got to mid rifle training [58:06] and signed up for the other training that she approved last month. Pretty [58:09] much it. >> Okay. [58:24] Give me one second here. Brad, if you if you'll write this case [58:30] number down. I've been in contact with the state. They approved our signs, [58:36] digital signs on 52 case numbers. Granny 0070 [58:46] 91 01. They're going either installment to the end of this year or the first [58:52] next. So >> are you talking the speed limit sign? [58:59] » Yeah, the digital one. >> Okay. [59:02] » Yeah. Okay. [59:06] Uh, wastewater [59:11] streets. Dave, you I guess you talked to Gary and Linda about this. [59:16] » Yeah. You want to >> They come out and they done an overview [59:20] of the plant we have now and it's already [59:24] » when the plant was built, it was built for expansion. [59:26] » Yeah. So we talked about putting a ring around the outer [59:31] » and that would double the capacity of the plant or more and then taking one or [59:36] holding tank now putting a clarifier on it instead of just a holding tank and [59:40] then put it up. >> We could double the plant capacity just [59:45] with some concrete and different. >> Are they going to give you an estimated [59:48] price on it? >> Yeah, I told them price put together a [59:51] lot better than >> Okay. [59:55] overhaul in the hole. Now, is there any fallbacks from that from [1:00:01] Is there a stove pipe anywhere? Is that just going to help us maintain its [1:00:04] company? >> Well, like you said, it's called the [1:00:07] size ring you want to go around >> big. [1:00:09] » Yeah, we could we could triple the size. >> Say ginormous because just be prepared. [1:00:15] Who knows when somebody's going to increase the process water and send it [1:00:18] down to what? And we still own all that acreage to that side which we could run [1:00:24] some more pipes and do something else again. So [1:00:26] » Okay. >> Okay. [1:00:28] » Had to get you the price on today. That's called [1:00:31] » another thing one that you'll remember it's been a couple months ago that one [1:00:36] of the airators in the pond went upside down and got tangled up. [1:00:41] They can't get the impella off the motor. The motor's good. [1:00:46] Uh yeah, in Roseville >> Davis Davis going to cut cut it off. [1:00:54] Motor's good, but the impella is $6,000. A new pump is or airator is about [1:01:02] 28,000. So >> well cost me. Let's fix it. [1:01:07] » Motion. >> That's a motion. Second move and second [1:01:10] Impel Moodle. [1:01:13] » Yep. All in favor signify to say I. I. >> Oppos same. Motion carried. [1:01:19] » Uh just a quick note. Um since summer hours are coming to a close, I'm going [1:01:23] to change the guys' hours from 8 to 5. Uh starting Monday. I'll get on the [1:01:29] call. Instead of being 74, we move back to 8 to 5. It's not going to help a [1:01:34] whole lot when the time change comes, but at least we're coming in during [1:01:37] daylight hours. [laughter] >> Hopefully. [1:01:42] No 12. [clears throat] >> Steven sitting back here. [1:01:48] » Hey, >> your turn, Stephen. [1:01:54] [clears throat] >> I don't have much for you. I received a [1:01:57] quote back for the light package, the console, and moving the radio [1:02:02] equipment over to the new truck. Uh, that would be from Safety Systems. [1:02:07] That came in at $8,3925. [1:02:12] So that's all the lights, the siren, speakers, the console, and then moving [1:02:18] the radio equipment we have. So, >> and they come here and do it, right? [1:02:22] » Yes, they will come here and do it. Uh, approximately 6 to 8 weeks. [1:02:27] » Okay. >> Before they can get all the equipment [1:02:30] in, be ready to do that. >> Uh, I know the camper shell is already [1:02:34] ordered. Then after this, just work on graphics and should be [1:02:40] ready to go. So >> need a motion to approve that lady [1:02:45] package. >> Motion to approve. Second move. Second [1:02:48] in favor signify say [1:02:54] » that's all I got unless you guys got anything for me. [1:02:59] » Whoever painted the containers we got one to go. [1:03:04] » Cool. >> Looks better. No. [1:03:10] » Looks a lot better. [1:03:14] » Parking match. >> Nothing. [1:03:20] Revive relation. I guess we went over a bunch of them today. [1:03:23] » Yeah. I got another thing with >> I got a couple guys going to look at [1:03:28] dogs hall tearing up that old carpet in the top and putting some of that plank [1:03:34] flooring down. couple local guys get prices on that. [1:03:40] » Bring it back to us. >> Miscellaneous. [1:03:44] » I'd like to reschedule the executive session. [1:03:47] » Yeah. Yeah. Okay. >> I apologize for the notice, but Morgan [1:03:51] and I are talking about you've got a form and all you need to do is check the [1:03:55] box. So, if you have confusion or questions about which box to check, let [1:04:00] me know. But that's I developed that a year or two ago to just be a standard [1:04:06] use any time. I mean [clears throat] fill in the top. So what uh what's a [1:04:11] good date to next Wednesday? >> Don't we have the uh the hearing next at [1:04:17] the next meeting? >> The 23rd. [1:04:20] » The 23rd >> at 5:30. That's [1:04:24] » And where do we need to post that, Brian? [1:04:27] at the site that the meeting will be held. If that's here, then it needs to [1:04:31] be outside. I don't have it in my notes where it's [1:04:34] at >> or if it's at the town hall. Outside the [1:04:37] town hall >> for the public hearing one. I don't have [1:04:39] to put it anywhere else. >> No. [1:04:41] » Okay. >> 5:30 here. [1:04:43] » I have 5:30 September 23rd. >> The executives finish it after [1:04:48] » or we have a meeting 14th at 6:00. I'm just being the 14th. [1:04:55] » Next Wednesday. Next Wednesday the 16th. >> I can do that. [1:04:59] » I'll do that. >> You said the [1:05:00] » work everybody else. >> September. [1:05:03] » Do that. >> You all write that down. [1:05:06] » Um Brian, can you do the minutes for that? I have to be at that. [1:05:09] » Yes. >> Mr. Sweden. Okay. [1:05:12] » Okay. So, just clarify, we got 23rd public hearing that's required by [1:05:16] statute on housing development and then 16th [1:05:20] executive. Okay. [1:05:23] » Okay. >> At six. [1:05:24] » At six. >> Now, wait. Which one's Which one's the [1:05:28] sixth? >> We got council meeting after that [1:05:30] hearing. Is that the same day? >> On the 23rd meeting. [1:05:34] » Yes. >> Yeah. What's the 23rd? [1:05:37] » It's a public hearing and >> Ireing development the last time. Uh [1:05:43] like one of the parts of SB1 which contained everything but the kitchen [1:05:47] sink and probably that too requires all municipal entities in Indiana to hold a [1:05:53] public hearing to consider and discuss potential incentives for affordable [1:05:58] housing. >> That's joint with the planning [1:06:00] commission. Yeah, statute's a little hasty on that, but it [1:06:06] wouldn't seem to make 23. [1:06:12] » Technically, what the statute requires is that the hearing be conducted before [1:06:16] the governing body, which would be the council, but it seems kind of ludicrous [1:06:20] not to include the plan commission. So, as of right now, September 16th, [1:06:27] executive session at 6 p.m. September 23rd at 5:30 is the public hearing. 7:00 [1:06:34] will be at the council meeting. >> And I would certainly suggest that the [1:06:39] notice also go up on the website. >> Okay. [1:06:43] » Did you say 6 or 6:30? Executive said you said six. [1:06:48] » I thought you guys said six. [1:06:53] » [laughter] [1:06:56] » Okay. >> Okay. [1:06:57] » Any other miscellaneous? >> Move to ajourn. [1:07:00] » Second journ. [cough] [1:07:08] The beat.
