[53:31] Number two is you've got the commercial and then the commercial doesn't have any director [53:38] immediate access to even trash receptacles that they have to cross all the way across [53:43] the site to get to trash so to me that's prohibitive for any potential restaurants to come [53:49] in there that they're either going to have to throw it in a car or throw it in a truck or [53:54] or we've not accommodated trash. [53:58] So that to me says that none of my uses [54:01] are going to be any kind of restaurant [54:02] or anything convenient over there too. [54:05] Three is I'll have one, two, three, four, five, six, seven, eight, [54:14] nine, ten sections that we've designed [54:20] the parking to back into the drive lanes throughout this site. On blind corners, blind intersections [54:29] that I don't see that the travel around this site and the waste is on and the way that [54:35] the parking, the building elevation is I think everything will great but the parking configuration [54:40] on this and how you're going to drive them maneuver this site. I think it's really poorly designed. [54:45] I mean we have traffic back and out, I'm happy to show you my plan and show you my concerns [54:50] on it, but you know in the initial plan too with where your northern parking is, you have [54:57] parking place, the line, the parking place. [55:00] So we originally proposed we had green space separating that parking up there on the north side of this development. [55:08] And I mean, you have caused backing in the intersections. And I just don't understand how that is a good plan or a good design that this body should approve and say, well, it works, it meets. A prudent here but the overall design and seeing what was [57:33] submitted for the pod does look pretty close in this case here so I agree with staff's assessment [57:38] on it. And I'd like to see it go, but it just doesn't, this one just doesn't feel that it drives [57:46] right. And it's safe for the people that we're going to put in there. And I'd like to [57:51] see the retail and potential restaurant component with it. And again, you know, where your [57:57] retail is and your closest dumpster pad, I mean, you know, you got a good haul over there. [58:02] And so how are we going to get? I'd like to see these attract the commercial and the retail [58:07] attract people that don't necessarily live in the apartments as well to want to come here [58:13] and it just doesn't lay out like it's going to be an easy way in or out and you know when [58:19] once people figure out they can't get in and out easy and they have more potential enough to go [58:24] and I'd like to see the long-term success of this project be successful. [58:29] And I was concerned about those three towns as well. It just looks so just pushing people [58:37] together and it's such a small space here. [1:44:44] So we did, we have discussed putting some triggers in place [1:44:49] where a certain percentage of commercial, [1:44:52] if it is a mixed use, [1:44:54] that's a certain number of commercials are available [1:44:56] before you can get a number of CO's residential. [1:44:58] But... [1:45:00] I think one of the things that me and John have been quite a bit of time on as well as the city [1:45:04] attorney is that when we're bring coming in as a preliminary plan, it is very much conceptual, [1:45:12] it is very much preliminary. So getting married too much to what it is in a preliminary [1:45:19] plan, they may have different vendors that may come in that they mean when they come in for [1:45:24] those preliminary plans, they don't know who their tenants are going to be. They don't [1:45:27] know who, I mean, they, if I know that they want to have mixed use, or they may know [1:45:32] that there could be a commercial aspect to it, but they don't necessarily know what that [1:45:36] binner's going to want their building shaped like, or the number of units that they [1:45:41] may have the number of units that they want, but they may not know exactly the way of that building [1:45:46] is going to lay out. So while I understand what the planning commission is talking about [1:45:52] and wanting to get away from debate and switches, we do have to understand, I mean, [1:45:57] Bobby, you've done this before, you understand what, when they're coming in at a preliminary stage, that is a very [1:46:08] broad conceptual plan that they're coming in. [1:46:13] Level that preliminary that's been on next step and then the final, we've already got three. [1:46:19] We already have a concept, plan two, you can submit a concept. [1:46:28] or the topic of land use anyway and I mean the other's probably trouble between holding [1:46:36] them accountable but you know we we get land use plan amendment requests almost every [1:46:42] meeting about four or five in the meeting so the development community they're not afraid [1:46:47] to change our land use plan we shouldn't be afraid to change our land use plan the problem I mean this [1:46:53] question that I don't have the vote, I've got a vote on it. Ultimately, the city commission [1:46:59] gets to choose to amend the land use plan, since they adopted it. So they have the final [1:47:04] side. But the question is, you got two quarters that are about to bloom. One is already [1:47:10] blooming, obviously. And what do you want it to look like? I mean, do you want it to be all [1:47:17] apartments? Because right now the environment in the development community is that's the easiest [1:47:23] way to make a big sale. You could get the most for your property if you can flip an apartment [1:47:29] complex on it through whatever standards we come up with. So the real question is, I see it, [1:47:36] is do you want central pipe to be all apartments? I mean, we just see what the preliminary [1:47:40] master's development plan is when we approve a set and there's more coming in just that one, [1:47:46] But central pipe is a pretty long road and there's a lot of land use that can come in. [1:47:55] And so as long as we got mixed use down there, originally mixed use in Mount Julie was in on one lot. [1:48:02] Remember, it was a town center concept here where we brought mixed use in. [1:48:07] We start talking about mixed use in one building. [1:48:10] That's where it started. [1:48:11] And now we're mixing uses in a hood in different lives and we're mixing so many uses up that you're having to put [1:48:19] landscaping between you. That's not really mixed use when you have to buffer it internally. I mean, that's how ridiculous it's kind of God [1:48:26] But I think I think we're getting duped into thinking [1:48:30] That no one wants to come to Mount Juliet unless he gives us a set of apartments first and that's not true [1:48:36] It's not true people are wanting to locate businesses in Mount Juliet without having apartments [1:48:41] there are other redevelopers that will come. So, the land use question, I don't think we've even talked [1:48:47] about yet. Do we really want that many more apartments up and down, go and bear gateway? My answer would [1:48:53] be no. I mean, I don't have a vote on the City Commission, but that would be my, I think you got plenty. [1:49:01] I don't think you have, I don't think Mount Juliet has to take that to get something [1:49:06] anything added. It'll come. Sure. I think we're talking about two different areas of the city [1:49:15] when we're talking about central parking when we're talking about vote and bear. And what [1:49:21] your correct is, we don't want necessarily to see apartment complexes going up and down [1:49:27] vote and bear. There is a different conversation to whether apartment complexes near an [1:49:31] state route is a different conversation. But up and down gold and bear, especially a large portion [1:49:39] from division to say, curb road. A lot of that is currently sold and I'm sure you're aware of that. [1:49:47] And currently, as we're said here today, all of that is zone industrial. And we definitely don't want to [1:50:00] Kenny Martin calls it golden for a reason, right? So there's an issue of council, right? Well, not necessarily, even though that has sold recently, we are actively in negotiations with the people that are going to develop that side from division street to [1:50:23] occurred road or to woodland place for that much. And although you will be coming very [1:50:32] soon to the eight or near you, there is going to be a phase one of that that is going [1:50:38] to be industrial, but it's phase one is going to be tucked near the railroad tracks, and [1:50:44] they do have some plans for some industrial coming on from that. However, everything passed [1:50:49] that based on the conversation we've had is not going to be industrial. [1:50:54] They're going to come back and ask for land use changes, where it is going to be a lot [1:50:58] of OPS. [1:50:59] It's going to be a lot of single family residential. [1:51:03] There's going to be two schools that you are, I'm sure most of you, especially you Mr. Franklin [1:51:07] are aware, that's going to be going in there where this developer is actively working with [1:51:13] the school board to not only grant them access easement to the schools which is a problem [1:51:17] currently. [1:51:18] But they're also working to provide sewer directly to those schools. [1:51:24] So gold and bear, we definitely don't want to see industrial all the way down. [1:51:29] We don't want to see a part of the complex is all the way down. [1:51:32] There is a good plan that we are currently working on as a staff with the developer for [1:51:38] that property that will provide the gold and ticket that the city is looking for. [1:51:45] As far as central pipe goes, I understand that's a lot of your other job, say responsibilities, [1:51:54] and you may not want to see apartments in that area and maybe the residents over there don't [1:52:00] want either. But there is a different conversation to be had regarding the proximity to an interstate [1:52:07] interchange. And if we are going to have apartment complexes or multi-family, I prefer to use the [1:52:14] multiple family. In that area that there is an argument depending on who you are, it asks the place that you want to see that at. [1:52:25] Like, the bigger concern with Central Pikes is where all those kids go to school. [1:52:30] And I don't know that Wilson County has any land over that way. Like, they do off-go and there. [1:52:34] You know, that is a perfect question for a county commissioner to answer. [1:52:41] And that's kind of, that's right, the Central Pike interchange, you know, I could see [1:52:45] the density, the stain, north, or staying south of 40, and whatnot, but then the Central [1:52:55] Pike moves up through there, and we get into some of our traditional properties, some [1:53:01] older age properties and larger lots, [1:53:08] you know, I wouldn't have imagined that you're going [1:53:10] to go down 40 out of Nashville and say, imagine you look next three exits. I never [1:53:15] my lifetime I would have ever imagined that one. And I sure don't want somebody's impression [1:53:20] as they make their first trip to Michigan coming out of Nashville coming out of Nashville [1:53:25] International Airport. And see, imagine you look next three exits. And their first impression [1:53:30] amount of joy that is apartment central because that elevation particularly on the north side [1:53:35] will look up on the upper the the interstate and and and but that's his longevity and [1:53:43] somewhere I understand we need the density and we need those things out there. [1:53:49] There's one thing's by you know you never get a second chance to make a first impression [1:53:54] and in the first impression for everybody new coming into Mount Jyllis and exploring the flow [1:53:59] where they fly here from Timbuck to or wherever and they fly in the Nashville, their first [1:54:05] impression would be exactly that. Is that the first impression that we want to give to [1:54:13] them out there becomes a magic question? It maybe is, I mean, that is a B.O.C. Altman answer, [1:54:19] and it's not this body's answer to it. This body chose to do that because there's an identified [1:54:26] problem out there. And there's not a clear vision. We're letting others create the vision [1:54:31] force instead of ourselves. And we've been in a defensive position through a lot of growth. [1:54:39] We've learned a lot. This provenance came here. We learned a ton as we develop paddocks. [1:54:46] And then we would have thought that we could build our own road and create golden bear for [1:54:51] that is and back with road for what it is, something other than known for Tracy Lawrence. [1:55:00] So there are many years ago, or air and tipping, living over in the city, kind of a deal. [1:55:08] And I'd just like to see it be your gateway as to Wilson County and to Mount Gillet. [1:55:16] We're going to send the standard for everybody coming out of Nashville. [1:55:21] And as you look at the land you spy on currently, I don't know that that's the vision [1:55:29] that we need to create. And so maybe that is the solution that's not necessarily a committee [1:55:35] then making that recommendation but to open it up. I don't know how you guys are financially [1:55:42] to build a support. The financial commitment that comes with opening up the land use plan. [1:55:48] I think last time as many years ago, my understanding is we spent around 100 grand [1:55:54] to discover the land use plan because it was professionally done and we opened it up. [1:55:59] Those are professionally done and we hire outside engineers. [1:56:03] We hire what is the MTAAC task that comes in here. [1:56:07] There's a large financial commitment from the city that's going to come along with that and if that's what we're talking about in 2.38. [1:56:15] That's where the city wants to go and did that expenditure. [1:56:18] I mean, and that's the recommendation back for us, do we have the money to do that? [1:56:25] Well, that's apparently a $238,000 question. [1:56:29] But I think you referenced a $100,000 inflation is going to change that number. [1:56:34] It may not be $238, but there's going to be an inflationary number associated with that. [1:56:40] And those of you that paid attention to our most recent budget, [1:56:42] understand that there's some shortfall of the different places that we're trying to overcome. [1:56:47] then there's several things that, you know, you may see on the referendum coming up here in November [1:56:53] 3rd that we were supposed to report your vote on, but we would also like to see happen, but [1:56:59] I can't speak to our budgetary issues. Those are BLC issues, but I will say that [1:57:06] no different thing go to bear and the things that how we started this conversation talking about [1:57:12] and the six regulations up to meet substantial compliance and the staff work that is being done [1:57:18] behind the scenes to negotiate with Golden Bear versus that couldn't could have very easily by [1:57:25] right came in and just do warehouse at the warehouse. I see the central pipe interchange is being [1:57:33] no different than that that you're going to this board and the regulations that John is talking about [1:57:39] and the staff trying to negotiate the best product going forward, [1:57:44] is it likely or realistic to think we're not going [1:57:47] to have any apartment complexes or any multi-family [1:57:50] in that interchange area? [1:57:52] It's probably not realistic to think [1:57:53] if there's not going to be any. [1:57:55] Matter of fact, there's already some [1:57:56] and I believe in Providence Central that are already [1:57:59] zone and proof for them, right? [1:58:01] So that's going to happen. [1:58:03] But what we can do is try to continue as this board does [1:58:08] to, and talk to the developers that come to your podium to negotiate the best product [1:58:13] forward that your staff can negotiate the best product forward. [1:58:17] We put teeth into things that narrow the gap between what you were given and what sucks, [1:58:23] you know, ultimately ended up being the product. [1:58:27] I think that is probably our best path forward without going $238,000 at a product that we don't have. [1:58:36] And quite honestly, may end up with the same result at the end of it. [1:58:43] Who don't rub it in? [1:58:44] I'm just saying. [1:58:46] Because it is finally the VOC's decision of what happened, right? [1:58:50] One of the things that I think we run the risk at Central Pike right now. [1:58:55] But if anybody wants to be honest, if apartments, the whole idea of Central Pike was to flush out the traffic from the south side of the city, [1:59:03] where it doesn't have to come and cross, you know, retail shopping center traffic. [1:59:09] We just mix it all together there to get on the interstate. [1:59:11] So the idea is it's just going to be like a great big vacuum. [1:59:14] Take all that away. [1:59:15] Take half the traffic off of Mt. Stewart Road. [1:59:18] Let's hope, especially in the morning and evening. [1:59:20] Well, if you go and clog that up with apartments, no one's going to take it. [1:59:24] They're going to still go up to Mt. Stewart Road and get on if it's easier to get on there. [1:59:29] I mean, that's just the reality of driving a car, right? [1:59:31] And I can give you plenty of examples in Metro Nashville where that's happened, even right [1:59:36] on down Central Park, trying to get right before you get to the hospital down there where [1:59:40] they put apartments, just swallowed up Central Park, try to go through there at 8 o'clock [1:59:45] in the morning. [1:59:46] If we do that to Central Park, it's not going to help us defer any traffic from the interchange, [1:59:53] which was a whole idea of having the interchange. [1:59:55] And so I guess my real concern here. [2:00:00] There's that. It's easy to happen. And it clogs up quickly. I mean, you have 2, 3, 4, 5, 6, 7, you can get [2:00:09] 1200 units of the department. It's really easy. Real fast down there. They're all going to get on the [2:00:13] interstate at the same time. And pretty soon people say, well, I'll just go back to Mount Jui Road. There's [2:00:19] and then pretty soon we've just got two interchanges that are problem. And I guess that's my biggest [2:00:26] and I was hoping that maybe a land use plan, a amendment, or something might steer us away from that. [2:00:37] Please, Commissioner Jobs? [2:00:39] Well, we obviously do not have the money right now in the budget to do this, but we could probably end the future. [2:00:47] And I can only speak for me, but I think the rest of the commission will probably say, [2:00:53] that staff work on this, and what you were talking about before [2:00:56] to try to get some teeth and this stuff to try to help some of this. [2:01:01] I think it's exciting once one happens on a golden bear, and I think [2:01:05] there's one that adds a lot of things that we wanted in the city, and [2:01:09] we'll see that develop there. [2:01:11] As far as apartments are concerned, I also understand where when you have so many [2:01:16] apartments together, it can cause these type of troubles. [2:01:19] But we, you know, there's other places that we don't have apartments that would probably be [2:01:25] good places to have other apartments. [2:01:27] So I meet with the development next week, actually, too. [2:01:33] But one of them probably will have a multi-family element in this development. [2:01:41] And it's definitely not going to be on central part, but it's also going to create an area where [2:01:48] that we don't have very much multi-family and people could [2:01:53] and ingress any graces is good in this area. [2:01:57] I think, and it will improve it. [2:02:00] So, you know, there are some places and pockets [2:02:03] and just think about where we're sitting right now. [2:02:05] Think about what all this is going to be. [2:02:09] So, that's what this is going to be. [2:02:11] Yeah, I'm coming soon. [2:02:14] I think it's coming soon. [2:02:17] But with that, the city and the vision was to have a walkable downtown. [2:02:23] A thriving downtown, you can't have a thriving downtown unless you have a lot of family to support it. [2:02:37] You know, I tell you when I feel like I've done wrong, and I mean, not make the best decision. [2:02:43] You know, and where else are you going to put it then down here if you want to thrive in downtown? [2:02:48] That's going to come with the decreased speed limit out here. [2:02:51] It's going to come with crowdswerp, lots, it's going to come with lines. [2:02:57] So, you know, there's areas, and you're not talked about this, there's areas, and it comes with that infrastructure improvement. [2:03:07] So, I think what the staff's trying to do is just say, give them a chance to do this right now. [2:03:12] keep this on the back burner as far as the land use plan and let's see how this goes and [2:03:19] then we can look at it. And hopefully with everything going on, there's a lot going on right now [2:03:23] the city for us as the Board of Commissioners. We've got this that you alluded to that's coming [2:03:28] up as a referendum. We've got this back here and the C.V. going on this and there's a lot. [2:03:35] So, [2:03:40] there are one of the things that come in the mind that kind of we don't think that things will happen out there. [2:03:50] One of them, and you look at it today, like, man, why didn't we make this thing happen? [2:03:54] The connection right there at Nalvalentir Bank used to be as an inbank. [2:04:00] As I was mostly till the angle by that property, it will be a bone yard or scrap yard and also an opportunity to put apartments right there at that location. [2:04:12] And it is a bone in a scrap yard. [2:04:17] We had a good traffic design. [2:04:18] We had a good road design to come through there. [2:04:21] We lost an opportunity. [2:04:23] We had a Mr. Franklin out where we agree on this tonight. [2:04:27] We disagreed on a property at Beckworth Road in Belinda City. [2:04:33] Mr. Freyclist said, there is no way they are going to build any buildings or warehouses on that right there in that road coming over there from Beckworth. [2:04:41] They are like, give it a try. We had a great apartment, a deal in town home, kind of a mixed use plan that we looked at on that. [2:04:48] We turned it down and we got warehouses sitting over there right now on major road frontage [2:04:53] for us. [2:04:54] Because we didn't think it would happen. [2:04:55] We turned down another multifamily development at the back. [2:05:05] We're going to open up this to central pipe when this Commissioner Franklin said that the whole purpose of central pipe interchange is to help us to relieve some traffic of these hot points. And then that's where we're not going to make any paint getting off into moves to change that. Just doesn't make any sense. [2:05:30] It just doesn't make any sense. I just don't know how that one does to be honest with you [2:05:35] Because if you if as as any railway goes if you call it at its entry point it's angry as an egress [2:05:41] Everything else backs up accordingly and and if we leave it the way it is [2:05:46] Things will be driven dictated the same way they were for us [2:05:50] We will not get into control of it. It's gonna be controlled by the people that come in here [2:05:55] And I think that we have a unique opportunity to make a statement put our foot down [2:06:00] for one time understand money's time. I mean, money's time for everybody. But if you do it [2:06:07] right, everything else good evolves. And if you do it wrong, it's a mark on the city and [2:06:15] everything else that follows will not be what we want. And I think it's a big line in the [2:06:20] same. I think that the longer you wait, the more the power acquires the properties out there. [2:06:27] I think that that if it's a year from now because it's budget season is what June may June. [2:06:34] So you're a year from now if we get into that land you explain and we hadn't done anything. [2:06:39] That thing has got to be on people's radar up there and acquiring gathering properties right now in order to do that. [2:06:46] And if they hear that we have any desire to make any changes up there they're going to come quick. [2:06:52] And they're going to make it happen and we're going to sit here and with with no, as we already know right now, we have no grounds if they meet our regulations to turn any of them back. [2:07:05] And we're going to be, you know, another good dad saying, if you always do, you always did, you always get what you always got. [2:07:12] that's kind of what we're going to post yourself for instead of taking an offense of [2:07:19] position, say let's wait, let's see what happens. Let's give it a year. 53 years old years, [2:07:26] seen my days right now, unfortunately, [2:07:33] but at a respect for the position and everything, you know, [2:07:36] we'll move to the side if that's the will of the city for us not to form a subcommittee and look [2:07:41] those areas. I think it's disrespectful to do anything other than that. If that's the [2:07:46] well of the Board of Commissioners and the city as well for us not to take that on and do it. [2:07:51] I think that would be foolish to ignore that. But I'll go on record to say, I think that it's [2:07:57] it's a mistake out to take an offensive position towards it because I think we're going to run [2:08:02] that a time when we're going to find ourselves in an awkward position. Because too many times I've seen [2:08:07] ain't never going to happen, and it's happened, I think this will happen too, unfortunately. [2:08:14] First, if I might tell them, dealing with the land use, you might make it to come in [2:08:21] about all the land use, any of those that we pass. [2:08:26] Many times the people come in here, and we give a positive recommendation, and any time [2:08:31] is negative. So I out of to not have any word we're negative. I know a one that I wanted to be [2:08:37] positive. So how many of those were positive? So where is it stopped? We talk about that change, [2:08:43] but we have the power to say no, it's negative. Okay. A negative mechanization. So we have to look at [2:08:49] ourselves too, now, agree. So, please, I look at the city 11 as a cautionary tale. [2:09:03] We've got what's maybe 7,000 units approved over the last few years that are in process. [2:09:10] And, you know, in the city of Mount Julia, [2:09:13] 11th, 11th, 11th, it's got 14,000 give or take [2:09:18] with no sewer capability, roads are clogged already. [2:09:24] So, we've done a good job thus far [2:09:27] of having our zoning and codes being tighter [2:09:31] and has led to what I would consider [2:09:33] somewhat more responsible growth. [2:09:35] But if we don't continue to maintain and maybe even increase the strength of our zoning [2:09:45] encodes, we could run into some serious problems. [2:09:48] And that's exactly what they're saying. [2:09:50] They've got to want to do it. [2:09:50] Fix that. [2:09:53] Yeah. [2:09:53] I'll make up. [2:09:55] Commissioner. But it boils down to this body and the body above us, whether they allow those things, whether you allow the land use changes, or whether you allow those things to occur. [2:11:10] and particularly, or is it towards a multi-use category or is this towards going to cover [2:11:17] everything really transitioning from PMDP, FMDP, everything, because it's kind of, you know, [2:11:25] I'm in there 22 years now somehow and it doesn't feel like that other than this last 12 months [2:11:32] that I've ever encountered this scenario where things don't look like what we have heard. Unfortunately, I was in a position where I had to recommend it for approval, but they could their commercial look like they just threw it up there and really who cares. [2:12:33] If there's a way to do that, you know, about board legally, I think if there's a amendment, [2:12:40] I can be done that holds the water, I think you can investigate that. [2:12:48] Can we require, Sam, the commercial, to be phase one, of all, of every one of them? I mean, finding good tenants right now are pretty challenging thing in that [2:13:54] world. But finding people to buy apartment complex is pretty easy in this world right now. [2:14:02] And so can we put, you know, just a requirement commercial must be completed in phase one of these [2:14:09] multi. And I think that that potentially solves a lot of problems. If you and you don't need [2:14:15] had to put triggers on CEOs. He just said, hey, commercial has to be [2:14:21] done in your first place. [2:14:22] Not be thinking about. And that is when they come in and build the [2:14:26] residential side and then sell it. And then you got somebody else in [2:14:29] here stuck with a pud that they didn't get approved, but they own it now. [2:14:34] They're committed to build something they never even really wanted to [2:14:37] build. Happens all the time. And that's probably your biggest [2:14:41] headache. Now, where's that? Or just say it, just say I just want to build [2:14:44] something. I'd rather you do that. You know, then come in with one side. I mean, I would have [2:14:56] other given that complex tonight, a very [2:15:00] I think the parking in the roadways just lacked thought and creativity and proper design. [2:22:42] Commissioner Jiles said that we there's, you know, I wasn't necessarily in favor of the one [2:22:47] up on Donovan Road when it came in, but for years to work, it's we're getting the traffic out of there, [2:22:53] We put some road improvements on Mountville, [2:22:55] but there's times where it's a question, [2:22:59] but it's not what I assumed or thought it was gonna be. [2:23:03] I really wish we would have done the one on Westward [2:23:05] Wilson, you'd tell these property up there. [2:23:10] But, you know, and as you guys said, [2:23:13] we got the grant now for Leavenham Road. [2:23:18] And so expectation for Leavener Road, [2:23:20] I think that once that is there and finished that Leavener Road could change there. [2:23:28] Come here, Leavener Road.
