can you have a feel for the 50 [7:21] we'll have to increase the police force that regulators another person there so [7:31] this time I don't know I mean it may be this kind of like scandal but maybe we [7:36] handle it cui stuff but did they go crazy I know a [7:44] lot of other agencies or other departments are thinking the same thing [7:49] expecting the worst and we're going to learn as we go [8:05] and other statistics that I have done written down the canvas boosts the risk [8:10] of accidents as much as 14 fold doubles the odds for fatal collisions don't mix [8:18] marijuana and driving [8:45] why they're talking I just want to say one thing make we're kind of getting [8:49] away from the fact that it's going to be legal no matter what we can do so it [8:57] doesn't matter where they're getting it from whether it's legally there's a [9:00] black market or they're driving the Springfield or Chicago and there is it [9:05] there will be a black market there because once it goes [9:08] because what's January first and even though it's legal the legal stuff is [9:14] going to be expensive expensive and like they said earlier they're done and we [9:27] are in a where art county is then like I forgot to put my map out I apologize [9:31] we're grouped in with like 20 other counties and that's a January 1st I [9:35] believe there's no there's only gonna be one allowed dispensary until they issue [9:40] the next round like I said every year timeframe to make applications and all [9:52] of that so with so many with the limited amount of dispensaries available [9:58] obviously the higher population areas are gonna get them first [10:02] yeah but just a matter of time before there goes saturate down Barlow oh yeah [10:19] you know I don't necessarily think the effects on driving working and I don't [10:24] think it's a different than alcohol is any different than the people who smoke [10:28] interested in this work I think at some point personal accountability has to [10:33] enter into it I mean you can't just say I mean there are always people who are [10:39] going to use it like they've used alcohol to drive would you deal with a [10:56] drunk person coming out of the bar when you deal with somebody who's hi [11:00] stumbling out of the cannabis language Tony well the guy that's hi it's [11:08] probably not going to cause so much trouble public roadway there I mean it's [11:13] we yes yes we will deal with that I was in the pirate service 20 years and half [11:21] a dozen times you get called out two o'clock in the morning to a DUI [11:25] somebody's crashed in I can't think of one time but the guy was too stoned to [11:31] drive a DUI some alcohol but I can never remember an instance where determined he [11:38] was juiced to junior high we had drugs available to us remember what I came [17:32] over told you that and I had forgotten that [17:38] but I got two kids Daenerys mine near I know if they've used it they haven't [17:45] abused it and they do drink and so do i and the issues were talking about with [17:54] marijuana and drivin and all of that is no different than overindulgent with a [18:00] bottle of something it's basically to say it might be a little funny or [18:07] different with each individual but we're still back to you've got to take [18:16] responsibility for your own actions and you better teach that to your kids when [18:22] they're little bitty kids I wonder if we can look back through our archives [18:33] because I'd really like to know how our City Council in the early 1930s handled [18:39] prohibition because you know that was probably a hot topic at the signs where [18:50] did you get a cold drink in 1928 in Logan County here we got that reputation [18:58] now I'm not saying that's a sway any space decision to continue that [19:02] reputation but I'm just curious to how our forefathers handled that because I'm [19:08] sure it was probably a pretty rough issue kind more people do they have the right to not hire a person if [20:04] he's using marijuana or high marijuana do they have even any means of testing [20:14] that's a really good question I don't have a specific answer about my [20:18] understanding that's that's not an aspect of this particular law that I'm [20:23] familiar with so Hammond look into it I certainly can [20:26] and provide us a written response to the mayor but my understanding is the [20:31] employers will treat it similarly to alcohol juice so you can't be drunk on [20:38] the job OSHA is not going to be happy if you're drunk on the job the same would [20:44] apply if you're under the influence of you know any type of narcotic medication [20:51] things like that I understand marijuana stays in your system for quite a while [20:56] also not familiar from what I've read you can you can the test can show you [21:04] that the trace amounts in the blood but the effects of it but I think as far as [21:10] I've read every employer has the right to make their own there's nothing in the [21:14] laws that protect you from your job like you can't go to work stoned out of your [21:19] mind every day and say well it's legal yeah that's an area that's beyond what [21:24] the law that's in front of the city comes late tonight I've worked in [21:30] factories many many years there's somebody to be working in there [21:35] and be high on marijuana or alcohol you know no no that is not a outcome that [21:46] would be covered by the ordinance that's before the City Council tonight the only [21:59] thing that has been prepared by our attorney is one that would not allow us [22:02] whatsoever at this time that the council will work with with myself and then the [22:08] attorney to amend it the way they see fit and and you know and passed that [22:14] before the beginning of the year whatever decision they make I've taken a [22:18] straw poll pretty close to being typed yeah dan Spock is an alderman that is [22:26] not on this tonight he he had some and an emergency with Amber and the company [22:30] he works for he told me today not really to make a statement but but he is in [22:37] favor of allowing the business of allowing a business of that sort I [22:41] believe you heard what it was today the only one that is kind of on the fence I [22:46] believe there's been some mister rittmeister [22:48] state code starting January 1 so if we don't [24:20] make any type of restrictions or allowances it'll basically be free right [24:25] and at which time I Queen Liz is the worst thing it means that as long as [24:29] they are up as long as they are following that the Illinois the Illinois [24:32] me this is the Illinois code then they are allowed to do business within our [24:36] city lines because we don't have a restriction on so if we waited till [24:40] March and somebody came in and did over we could not stop there your mr. Mertz [24:50] say that if they say okay does they have to issue a license to do this or this [24:57] yeah it would have to get a license from us first okay Norman of agriculture's [25:09] Hanlon I didn't know if it was like the liquor license like we can't get a [25:11] liquor license from the state of Illinois unless you have a city one [25:14] there was this specific line item in the frequently asked questions that address [25:18] that's right it was up to the state home [25:26] completely disarmed attacks culture is the one that's administering this [25:30] suspensory license so the state has also issue a dispensary license if you say [25:36] okay for somebody doesn't necessarily is going to be somebody from milk elasticy [25:46] probably somebody outside good you are suspended [25:52] they only issue so many yep so my believe our number is 75 75 and what [25:59] they call the first way there'll be another 75 a year from that so we're not [26:04] even to perfuse oh we're not even the January 1st yet so I know it's a [26:12] phase-in type situation not anybody you have to go through a very rigorous [26:16] application process to get that license so even if you say ok we're still here [26:22] oh yeah oh yes I would think that if only 75 license are issued in the first [26:26] year the chances of one of those 75 people choosing my philosophy as [26:30] frame yes [27:22] my understanding this right as far as the City Council polls should have not [27:27] really talked about if we do have a so any place that what you would do with [27:36] the money what your guidelines would be for the people the person who the [27:41] business not as far as like what the extra sales tax that we will put on them [27:51] as far as I'm under the impression and Tim might know this better than I would [27:55] it would just go into our sales tax line item which would go directly to our [27:59] general fund spend it on whatever you know am I correct in that deference it [28:06] sounds like that business district tax the county school you know tax that's [28:12] dispersed by the [28:24] there any other comments [28:30] is there any alderman that would like we can rescind the liquor licenses it's the [29:03] same thing well same thing we well we just you know evade all the liquor [29:19] licenses when they expire to expire we don't reissue [29:22] you know the same effect I would say that that's what the people wanted I [29:28] okay with that if that's what I think this issue particularly the council's [29:35] split on it from the input tonight it sound like the public is split just as [29:40] well I do they could be good idea to just put it on the referendum and see a [29:48] larger poll takes maybe not by you put on or that way but there's certainly not [29:58] one site that's gonna appease a majority of people on this issue we can't put it [30:04] on a referendum if we need the decision here and number two to the filing [30:09] deadline is starting today so I don't know [30:12] the county has election process setup or a local issue like I just would think [30:19] it'd be too late to put it on the market right Kelly you have
