[3:11] » I'm chair of the Cemetery Commission. and Tim and I are here to clarify any [3:16] questions on the two public notices published in the Sun newspaper. One [3:22] public notice listed 30 gravestones that were identified by conservator John [3:27] Haidider in need of restoration. The cemetery commission and volunteers were [3:32] trained on July 25 by Haidider at a three-day hands-on workshop held in the [3:38] cemetery. The cemetery commission has formed four teams who are volunteering [3:44] their time and have purchased their own equipment to level, repair, and reset [3:48] those 30 gravestones. Haidider's estimate for restoring those stones was [3:54] $5,65. [3:57] The commission is only asking the city to furnish the CA6 [4:02] gravel needed to level the stones. Tim Lor will lead this restoration project. [4:12] » Yeah, I uh engineer by training and like to dirt [4:18] and rocks and things and got to meet Mary who been doing this uh [4:23] kind of for the first time I guess and uh he said yeah I can do that. We've [4:26] started out small. We've done six or seven that Mary had put in the paper and [4:31] are working our way up a little bit. We'll have some training before we do [4:34] anything much larger, but I feel quite comfortable that what we're doing now [4:39] can be done and training other people. I'll certainly focus on the safety part [4:44] of that. I don't see a big problem. Nothing is lifted too [snorts] high. [4:50] So, it shouldn't fall very far. If it does fall, it'll be pinched between [4:53] probably soil and stone. But certainly look at the safety part. And being [4:59] retired, I'm not in a real big hurry to get that done, which makes it easier to [5:03] be safe. So anyway, >> thank you. The second public notice [5:21] listed 10 gravestones, each weighing over 3,000 pounds. The commission asked [5:27] for $2,700 to hire Pam Krauss, owner of the Monttoello Monument Company, to [5:33] restore these unstable stones, which are leaning dangerously. Krauss is willing [5:39] to train the commission members and volunteers how to restore those large [5:43] gravestones. We've been informed that there isn't funding for this project at [5:48] this time. The gravestones were listed in the public notice because we are [5:53] optimistic that funding will be available in the future. [6:00] » Thank you. >> Thanks for your efforts. It's a privilege to speak at city council meetings. It's not [6:26] a right, which I learned a long time ago. [6:30] I'm here to speak um about the mission of the housing uh committee. I believe [6:38] when it was formed on its agenda was to develop a rental [6:44] policy and I don't think they got that far. Uh [6:49] they did a lot of good work but they didn't do that. [6:53] I don't know the number of rental units in the city I've been asking. [6:58] I do know that the average rent is $850 somewhere between $800 and 900. [7:06] And that means if there are 100 units that's a million dollar business a year. [7:12] So it's an important business. If there are 200 units, it's a $2,40,000 [7:18] business a year. I believe that the committee can look at [7:24] two things, safety and quality of life. They can't really come between tenants [7:29] and and [7:32] you know the the land owners. That's a business relationship. [7:38] Um the first example of quality of life in our lease that we signed last year, [7:44] dogs were not allowed to do number one or number two within 100 ft of the [7:48] building. But when we talked to a neighbor who was [7:53] letting his dog, he blamed the dog for going right outside the door. [7:58] And uh but then the management said the dog could go wherever it wanted. So [8:04] [snorts] they didn't even live up to what was in the lease. So I think that's [8:08] one issue that the housing committee might look at in consultation with Lynn [8:14] County Health Department or local veterinarians. [8:17] what would be in the interest of community health? Um, [8:24] where should dogs be allowed to go? I think that's one thing they could look [8:29] at. The other is safety. We have had [8:34] um our current manager does not clear the parking lots or the sidewalks. [8:41] They tried one day by sending one person out with a shovel and a snow blower for [8:46] the sidewalks. But here's what happens when the snow is [8:50] not clear. Cars drive over it. Compressed the snow and ice develops [8:55] down below. So I have an 82year-old neighbor. She [9:01] rents a garage. She can't she couldn't drive for three weeks because they [9:05] didn't clear the parking lot. So, I think that's a safety issue. I can [9:12] tell you three years ago, I have pretty good eyesight. The parking lot looked [9:17] clear to me. I slipped on black ice. [clears throat] I couldn't see it. Feet [9:22] went out, banged my head on the cement. Uh, I couldn't get up. And so when I had [9:30] asked the management at that time to put down some grit, [9:34] you know, just when there's icy areas, you'll have a little bit of traction. [9:39] Another person um about 5 years ago slipped [9:43] on the parking lot and she used crutches for a year. [9:49] So that's something that the city housing committee could look at is [9:53] safety. [9:56] Um, there's another issue. There's a railing [10:01] on my building in [clears throat] the south entrance and the railing has come [10:06] out of the cement underneath and a person who lives there is quite obese [10:12] and she can't use that railing because it goes like this, but nobody will fix [10:17] it. So, I think the housing committee could look at safety and quality of life [10:22] issues. [10:26] I also think that um if the city housing committee is going [10:34] to look at this issue, I know there are landlords on that [10:39] committee, but I don't think there are any tenants. [10:42] So, it would seem to me during the time they're looking at rental uh policy, it [10:48] would be good to have adequate representation. I'll take So, every year, every year [26:48] that I've been here, 15 years, the uh [snorts] [26:52] the demand always outweighs the supply and far as far as fuel usage is [26:56] concerned. When I first started here, field E was just being built as a grass [27:01] infield. And there was a program that utilized it quite a bit called the prep [27:05] league. Prep league was seventh and eighth grade teams. And basically they [27:09] played other teams from other communities on grass in fields [27:13] primarily. And um we felt that there was a need to develop a field in that [27:17] nature. as teams have progressed and as fields [27:21] have progressed in the area, um we don't have the prep league anymore in this [27:26] area. Those kids are playing club ball and they're playing on all sorts of [27:31] different fields. They're not required to play on grassing field. And so right [27:35] now, um that field sits fairly empty throughout the year. The high school [27:40] will use it for a couple of weeks until Cornell becomes available. Uh some of [27:44] the older teams will use it, but they um they don't like it. Um it's it takes [27:52] staff quite a bit of time to manicure that field to to make it what it should [27:57] be. Um so our idea was to possibly allow more teams to utilize this by skinning [28:03] the infield and turning it into line as opposed to using grass. I've talked to [28:08] the high school baseball coach and the athletic director for the school and [28:12] they both are in agreeance. That field is very difficult anyway because home [28:16] plate sits about 4 ft higher than center field. It just is just where the way it [28:22] was is the way it was built, the way it was developed. The land is what it is. [28:26] Um they feel that there they don't get a [28:29] true bounce on the grass field. Uh they don't feel they don't feel it threatened [28:34] by all by us putting lime on that entire field. Now, it is a very large infield. [28:39] Typical baseball field will have 60, 65, 70 foot bases. This, these go 80 and 80, [28:44] 80 and 90. So, there's a longer base path there, but it's a really big [28:49] infield and we can utilize it from a lot of teams. I think it's important to [28:54] clarify that typical baseball fields for different levels have 60 65 and and 80 [29:04] and and because that field was developed for high school uh level that's why we [29:11] built the the 90 ft and and did all of that. Um, and [29:19] to Matt's point, the ability to multiuse that field the way we do field D, um, [29:27] which is the the eastern field off of the parking lot. Um, [29:33] it it just makes a whole lot of sense. and and this is from somebody who helped [29:38] build it and as well as you used it as a coach [clears throat] [29:43] and umpired took a few bruises. Um [clears throat] so [29:50] I I'm excited to see what's brought forward. [29:53] » Thank you. And so the two quotes that we have received are not significant [29:58] amounts to change this. And so they're both local uh quotes. Both we're hoping [30:03] they're apples to apples, you know. did the best we could. I'm not an engineer, [30:07] so we didn't really bring an engineer into this, but I think it's very simple [30:11] by talking to both companies. It's very simple process. Cing out the infield [30:16] that has the grass, replacing it with lime, leveling it out, making it [30:19] playable. We do have plans to put multiple base paths or excuse me, base [30:23] pegs in there so that we can use it for multiple age groups. So, um this will be [30:28] a multi-use field, which is very needed because of the demand, uh that we have [30:32] for the teams that are trying to acquire. I just point. That's the other [30:36] advantage to going live because correct. You kind of [30:39] » lock yourself into a base distance with the [30:42] » 80 and 90 are the only two base pads you can use on that field when it's grass [30:46] » because then you're having a transition of a base being on grass [30:50] » and that doesn't work for anybody >> if you're if you're familiar with [30:54] baseball. So So if I just sent you or I put on your desk just the typical this [31:00] is what we're looking at right now for baseball. I have 15 competitive teams [31:04] right now competing for space. Plus, I have the Mourin High School and [31:08] Mount Vernon Middle School competing for space. Not just this field, but [31:11] everywhere. Then also that doesn't include the park and wreck teams, which [31:14] could be as many as 15 teams that I've got to try and find space for as well. [31:19] So, there aren't a whole lot of open spots right now here that I don't have [31:22] park and wreck placed in other than the yellow slots here. So, um I'm trying to [31:27] give not only the other teams, feed teams, some opportunity, but also park [31:30] and wreck teams opportunity. So, I think it having an additional field is going [31:34] to open up a lot of I'll just say opportunities again uh for [31:39] for us to to fulfill that need. So, >> and I'm I'm sorry, Matt. Um, starting May 13th, I'm going to bump you from that field in the [32:38] yellow. So teams can utilize it for games up until a certain point, but then [32:45] they won't be able to use it after that. Park and Wreck will use it at that [32:49] point. Um [clears throat] there will be there'll [32:53] be almost 15 teams in park and rec. So I've got to figure out a way to utilize [32:58] the time slots that are available for that. We have been in the past pushing [33:02] them to grass fields over at Bryant Park. Um because that's the only space [33:07] we have left to utilize. So just looking for more opportunity.
